  Presidente. – Il progetto definitivo di ordine del giorno, fissato dalla Conferenza dei presidenti, ai sensi dell'articolo 149 del regolamento, nella riunione di giovedì 18 ottobre 2018 è stato distribuito. Sono state presentate le seguenti proposte di modifica.

Giovedì:

A seguito di consultazioni con i gruppi politici, desidero sottoporre all'Aula le seguenti proposte di modifica del progetto definitivo di ordine del giorno: l'interrogazione orale sul mercato equo per l'industria, prevista nel pomeriggio, sarà sostituita da una dichiarazione della Commissione con lo stesso titolo e alla stessa ora.

Martedì:

Il gruppo ALDE ha chiesto che il titolo della dichiarazione del Vicepresidente della Commissione/Alto rappresentante dell'Unione per gli affari esteri e la politica di sicurezza sulla "Scomparsa del giornalista saudita Jamal Khashoggi" sia sostituito da "Uccisione del giornalista Jamal Khashoggi nel consolato saudita a Istanbul".

  Marietje Schaake, on behalf of the ALDE Group. – Mr President, you mentioned in your opening remarks that the brutal murder of journalist Jamal Khashoggi deserves our full attention, and with every day, new, gruesome facts are coming to the surface. While we started off by entitling this resolution ‘the disappearance of Mr Khashoggi’, it is only appropriate that we speak of his killing or murder at this point in time, unfortunately, and I hope we will send a strong condemnation of this brutal murder of a journalist.

  Philippe Lamberts, au nom du groupe Verts/ALE. – Monsieur le Président, nous soutenons évidemment tout à fait cette demande.

Je voudrais que nous évitions, collectivement, de donner l’impression que nous nous intéressons au cas de l’Arabie Saoudite quand un journaliste se fait tuer de manière particulièrement brutale en oubliant évidemment tout le contexte, à savoir qu’il s’agit d’un pays qui soutient les groupes terroristes les plus violents et les plus fondamentalistes, un pays qui a décidé, contre toutes les règles du droit international, d’en mettre un autre – le Qatar – au ban de la société, et un pays qui mène une guerre tout à fait intolérable au Yémen.

J’espère donc que le débat mettra bien en perspective l’entièreté de cette situation pour que nous ne donnions pas l’impression que, subitement, nous commençons à nous indigner quand une personne, aussi respectable soit-elle, est assassinée de manière tout à fait brutale.

L’Allemagne a indiqué récemment qu’elle allait tirer les conclusions de ce meurtre brutal. Je pense que d’autres pays de l’Union européenne et l’Union dans son ensemble seraient bien inspirés de suivre cet exemple, en particulier la France et la Belgique.

  Udo Bullmann, im Namen der S&D-Fraktion. – Herr Präsident! Ich möchte den Kollegen Recht geben, und wir haben ein großes Interesse an dieser Diskussion.

Es gibt einen Punkt, den ich hinzufügen möchte: Es ist eine Situation, in der die Europäische Union klar mit einer Stimme sprechen muss. Und dieses Haus sollte dazu auffordern, dass es nicht nur eine Frage eines einzelnen Mitgliedstaates ist, wie wir reagieren gegen ein Land, das offenkundig morden lässt, sondern dass die Europäische Union insgesamt in einer solchen Situation international auftritt. Das ist meiner Fraktion ganz besonders wichtig.

  Presidente. – Il gruppo GUE/NGL, con il sostegno dei gruppi S&D e Verts/ALE, ha chiesto di aggiungere come secondo punto all'ordine del giorno del pomeriggio le dichiarazioni del Consiglio e della Commissione sull'evasione fiscale multimiliardaria da parte delle principali banche dell'Unione. La discussione dovrebbe concludersi con una risoluzione da porre ai voti giovedì.

  Δημήτριος Παπαδημούλης, εξ ονόματος της ομάδας GUE/NGL. – Κύριε Πρόεδρε, πριν λίγες ημέρες τα διεθνή μέσα ενημέρωσης, στηριγμένα σε στοιχεία που εξασφάλισαν από whistleblowers, απεκάλυψαν μια γιγάντια φορολογική απάτη.

Σύμφωνα με μετριοπαθείς υπολογισμούς, τα δημόσια ταμεία 11 κρατών μελών έχουν υποστεί ζημιές πάνω από 55 δισεκατομμύρια ευρώ. Τράπεζες, δικηγορικά γραφεία και επιτήδειοι οργάνωσαν ένα δίκτυο γιγαντιαίας φοροκλοπής σε βάρος των δημόσιων ταμείων των εντίμων φορολογουμένων της κοινωνίας και του κοινωνικού κράτους.

Το Ευρωκοινοβούλιο, εμείς, εκπροσωπούμε πολίτες, που είναι τα θύματα αυτής της μεγάλης φορολογικής απάτης. Γι’ αυτό οφείλουμε να συζητήσουμε το θέμα, για να σταματήσουν αυτές οι σκανδαλώδεις καταστάσεις. Η πρόταση που υποστηρίζουν από κοινού η ευρωομάδα της Αριστεράς, οι Σοσιαλιστές και οι Πράσινοι είναι να οργανώσουμε μια συζήτηση με τίτλο - το διαβάζω στα αγγλικά - «Council and Commission statements about the Cum Ex scandal: financial crime and the loopholes in the current legal framework».

H πολιτική μου ομάδα υποστηρίζει επίσης ότι μετά τη συζήτηση θα πρέπει να υπάρξει και ψήφισμα.

  Maria João Rodrigues, on behalf of the S&D Group. – Mr President, (inaudible) fully supports this proposal because it is a scandal that we have entities who find a way to be reimbursed by taxes they never paid. So we do need to have a debate on this. Nevertheless, we think that the resolution should not be prepared for this session because we believe that we need to go deeper in identifying the problem behind it, and we recommend this being discussed in TAX3 Committee. So we support the debate but we feel that the resolution should be discussed in another month.

Est-ce que je peux insister, Monsieur le Président, pour que vous demandiez aux représentants de la BCE (Banque centrale européenne), d’ESMA (Autorité européenne des marchés financiers) et d’EBA (Autorité bancaire européenne), les instances de supervision, au moins d’être présents au débat ? En effet, ils ont un rôle important à jouer si nous voulons apporter une solution aux problèmes posés par les révélations de CumEx.

  Δημήτριος Παπαδημούλης, εξ ονόματος της ομάδας GUE/NGL. – Kύριε Πρόεδρε, το ουσιώδες είναι να κάνουμε τη συζήτηση σε αυτή την ολομέλεια και ζητώ από όλες τις πολιτικές ομάδες να στηρίξουν τη συζήτηση. Αποδέχομαι ότι είναι αναγκαίο και η ειδική επιτροπή που ασχολείται με τα φορολογικά να ασχοληθεί με το θέμα και προτείνω σε μια επόμενη ολομέλεια, αφού προηγουμένως υπάρξει η προεργασία και τα στοιχεία από την tax committee, να έρθει είτε στην ολομέλεια του Νοεμβρίου είτε, το αργότερο, του Δεκεμβρίου, έτσι ώστε να έχουμε και ψήφισμα. Αυτή είναι η τελική μου πρόταση και νομίζω ότι μπορεί να μας καλύψει όλους.

  Presidente. – Se siete d'accordo, metto ai voti la proposta del gruppo GUE/NGL, che ha il sostegno di altri gruppi, di aggiungere come punto all'ordine del giorno la discussione sull'evasione fiscale multimiliardaria da parte delle principali banche dell'Unione, con una risoluzione da votare o a novembre o a dicembre. Se ci riuscirò, perché il tempo è molto ridotto, posso anche invitare la BCE e l'ESMA, ma non c'è molto tempo, perché la discussione dovrebbe essere giovedì. Vediamo se ci riusciamo, senz'altro, io provo a invitarli.

Il gruppo S&D ha chiesto di aggiungere come quinto punto all'ordine del giorno del pomeriggio le dichiarazioni del Consiglio e della Commissione sulla necessità di un meccanismo globale in materia di democrazia, Stato di diritto e diritti fondamentali. La discussione si concluderà con una risoluzione che sarà messa ai voti giovedì.

  Maria João Rodrigues, on behalf of the S&D Group. – Mr President, the S&D Group proposed to include in this session a Commission and Council statement followed by a debate on a European mechanism on the rule of law, democracy and fundamental rights. We really see this as a major and central task of the European Parliament. We would like to clarify that our purpose with this debate is to focus on the instruments – not on particular cases but on instruments. We need really to provide the necessary instruments to deal with these issues wherever they take place. So this is the approach we are proposing, and we believe that we should have a clear majority of the Parliament, because this is a major task where we need to deliver by the end of this legislature.

  Frank Engel, au nom du groupe PPE. – Monsieur le Président, je voulais dire qu’au fond, personne dans cette maison n’est opposé à ce que ce débat se tienne et à ce qu’une telle résolution soit adoptée. Nous travaillons dans cette perspective, ensemble, avec tous les autres groupes, et nous souhaitions, au PPE, que tout cela soit fait de façon digne, ordonnée et organisée en novembre. Cela signifie un report de trois semaines, pas de trois ans, mais de trois semaines.

Je connais parfaitement les motivations qui poussent certains d’entre nous à vouloir inclure ce point à l’ordre du jour de cette semaine, qui correspond à l’anniversaire formel de la résolution parlementaire précédemment adoptée.

Je voulais vous dire qu’il y avait de bonnes raisons pour ne pas le faire ce mois-ci, au-delà du fait que la Conférence des présidents n’a pas prévu de le faire ce mois-ci; il n’y aurait eu aucun problème de le faire le mois prochain, dans trois semaines.

Nous interférerons, entre autres, avec une élection qui est en cours dans l’un des pays visés par nos travaux sur l’état de droit et je ne trouve pas particulièrement intelligent de vouloir faire cela maintenant alors que nous aurions eu tout le loisir de le faire dans trois semaines et éviter ainsi une interférence avec ces élections, qui ne fait en aucun sens et qui risque de nuire à ceux qui veulent et qui insistent pour qu’il y ait un tel mécanisme, et dont je fais partie. Je ne souhaitais pas faire cet exercice cette semaine, mais dans trois semaines.

Le groupe PPE vous exhorte donc à être d’accord pour que cela se fasse en novembre, dans trois semaines, avec une bonne préparation et avec tout le temps nécessaire pour le faire.

  Maria João Rodrigues, au nom du groupe S&D. – Monsieur le Président, c’est exactement le moment, je pense, où il serait intéressant d’écouter les autres groupes. De toute façon, j’ai bien dit que l’approche que nous préconisons sur ce thème est de s’assurer que nous ne discuterons pas de cas particuliers mais que nous allons plutôt axer notre discussion sur le besoin de doter l’Union européenne des instruments nécessaires pour assurer le respect de la loi et des droits fondamentaux. C’est vraiment cette approche que nous souhaiterions développer.

  Sophia in 't Veld, on behalf of the ALDE Group. – Mr President, I think it would be wrong to say we’re going to postpone because of elections in one country, precisely because the mechanism that we have all supported here – exactly two years ago to the week – wants to move away from the external debates about one single country or another, and by postponing it you would actually give the impression that this is about one country or another. It isn’t about any particular country, it’s exactly as Mrs Rodrigues said: it is about a mechanism that is supposed to monitor all the Member States on an objective basis, based on the same criteria. That’s precisely the idea. So that is not linked to any particular country, and I don’t think we will be discussing any particular country, we will be discussing the mechanism.

  Maria João Rodrigues, on behalf of the S&D Group. – Mr President, we are proposing a new point – a debate but without resolutions for next Thursday – because we think this is a good moment to highlight positive examples on municipalities providing reception and integration for refugees. This is happening in several regions in Europe, and we need to highlight this as a positive experience.

We consider that this case of Riace is in fact a paradox, because how can we explain that a mayor who was undertaking outstanding work to receive refugees is now forbidden to be in his own municipality? This is something we cannot accept. That’s why we think that a debate is really useful to highlight that something wrong is happening in Riace, and by opposition, many positive things are happening in other municipalities where mayors do provide the very good work of reception and integration.

  Mara Bizzotto, a nome del gruppo ENF. – Signor Presidente, onorevoli colleghi, vorrei semplicemente ricordare ai colleghi che il sindaco di Riace è sotto processo, c'è la magistratura italiana che sta indagando, quindi non vedo perché dobbiamo dibatterne qua. Lasciamo la magistratura italiana a indagare. Non credo che il caso di Riace si possa citare come un esempio positivo di accoglienza di immigrati, visto quello che sta succedendo. Quindi sono assolutamente contraria.

  Presidente. – C'è un'inchiesta giudiziaria. On. Verhofstadt, c'è anche un'inchiesta giudiziaria nei confronti dell'on. Salvini per altre vicende, quindi lasciamo fare alla giustizia italiana che se ognuno commenta le decisioni... Prego, onorevole. È uno a favore e uno contro, non dobbiamo fare la discussione adesso.

  Barbara Spinelli, a nome del gruppo GUE/NGL. – Signor Presidente, onorevoli colleghi, il mio gruppo ha appoggiato questa proposta del gruppo S&D.

Cari colleghi, quello che vorrei ricordarvi è che il sindaco di Riace ha creato un esperimento che il mondo da anni studia con stupore e ammirazione, studiamolo anche noi: una cittadina spopolata è stata ripopolata, una scuola ha evitato la chiusura. Se non fosse così Mimmo Lucano non sarebbe annoverato tra i cinquanta uomini più influenti del mondo, Wim Wenders non avrebbe girato un film su di lui parlando di "utopia realizzata".

Vale la pena capire come mai questi esperimenti siano affossati e come mai il sindaco sia prima arrestato per irregolarità minori, poi ostracizzato da Riace come in Italia si fa solo con i boss della mafia.

  Sophia in ’t Veld, on behalf of the ALDE Group. – Mr President, we would not support the proposal, but for a different reason, namely that at the last plenary we had a debate with almost exactly the same title, the role of local and regional authorities. However, the case of Riace is indeed an important case. I would therefore suggest that we don’t debate it in plenary, but that we refer it back to the Committee on Civil Liberties, Justice and Home Affairs (LIBE) and have a debate in LIBE.

because in fact we could go back to LIBE, but what is happening now is considered a scandal everywhere. How can we explain that the mayor, who is providing a real good work to receive people and to integrate them, is first of all put in jail and now forbidden to go back to his municipality?

The Parliament needs to have a look at this. We need to understand what is going on – and this is now, this is not in a few weeks. This is now. So yes, we stand with this proposal and we expose this to the vote.

  Raffaele Fitto (ECR). – Signor Presidente, onorevoli colleghi, avrei voluto evitare di intervenire, però in questo Parlamento noi abbiamo ascoltato, per molti anni, dei giudizi assolutamente positivi sull'azione, a prescindere, della magistratura; oggi invece ci troviamo di fronte a un tentativo di mettere in discussione totalmente l'azione della magistratura. Io penso che ci sia un'ipocrisia grande quanto tutto il Parlamento e grande quanto tutta l'Europa su questa vicenda.
