  Claudiu Ciprian Tănăsescu, raportor. – Domnule președinte, dragi colegi, astăzi vin în fața dumneavoastră mulțumit de munca depusă în ultimii ani în ceea ce privește Raportul de stabilire a procedurilor comunitare privind autorizarea și supravegherea medicamentelor de uz uman și veterinar și de instituire a unei Agenții Europene pentru Medicamente. Vă rog să-mi permiteți să fac o retrospectivă a muncii depuse împreună cu colegii mei și cu colaboratorii implicați în acest demers, mulțumindu-le totodată pentru consecvența și dăruirea de care au dat dovadă, dar și pentru spiritul de colaborare și de cooperare constructivă. Aceasta, deoarece rezultatul muncii noastre este unul spectaculos, cu implicații pozitive pentru autoritățile naționale, pacienți, medici umani și veterinari, fermieri și consumatori.

În septembrie 2014, Comisia a prezentat propunerea prin care autorizarea centralizată a introducerii pe piață pentru medicamentele de uz veterinar era decuplată de cea pentru medicamentele de uz uman, ceea ce a implicat modificarea Regulamentului CE nr. 726/2004 de stabilire a procedurilor comunitare privind autorizarea și supravegherea medicamentelor de uz uman și veterinar și de instituire a unei Agenții Europene pentru Medicamente.

Deși Parlamentul a adoptat poziția noastră la 10 martie 2016, negocierile interinstituționale au început de abia în ianuarie 2018. Acordul interinstituțional a fost încheiat la 21 februarie 2018 în ceea ce privește modificarea Regulamentului CE nr. 726/2004 și la 5 iunie 2018 pentru VMP. Textul final a fost aprobat de Coreper la 13 iunie 2018 iar la 20 iunie 2018, ca urmare a unui consens între principalele grupuri politice din cadrul comisiei ENVI, rezultatul trilogurilor a fost adoptat în unanimitate.

Acordul final rezultat din negocieri a inclus o serie de îmbunătățiri ale propunerii Comisiei referitoare, mai ales, la veniturile și sursele veniturilor agenției. În ceea ce privește stabilirea taxelor datorate Agenției Europene pentru Medicamente de către industrie, am convenit împreună cu Consiliul să se respecte practica actuală de codecizie.

De asemenea, am câștigat concesii din partea Consiliului cu privire la amendamentele Parlamentului European privind stabilirea surselor veniturilor agenției, frecvența de raportare a AMR-ului de către EMA, cercetarea metodelor inovatoare și a alternativelor la testarea pe animale și alinierea la regulamentul financiar. Agenția Europeană pentru Medicamente rămâne responsabilă sub procedura centralizată de autorizare atât pentru medicamentele de uz uman, cât și pentru cele veterinare.

Am încheiat un acord suplimentar cu Consiliul pentru a alinia dispozițiile privind modificările și sancțiunile din Directiva 2001/83 din Omnibus-ul de la Lisabona la dispozițiile convenite în regulamentul privind EMA. În calitatea mea de raportor alternativ în raportul Grossetête, aș dori să o felicit pe doamna raportor și pe colegi pentru o colaborare foarte bună și un rezultat pe măsura muncii depuse.

Noul regulament privind medicamentele de uz veterinar COM(2014)0558, rezultat al negocierilor interinstituționale, acoperă toate căile de acordare a autorizațiilor de introducere pe piață a medicamentelor de uz veterinar, asigurând protecția sănătății animalelor și, prin urmare, și a sănătății umane, lupta împotriva rezistenței la antibiotice și competitivitatea fermelor și a industriei de medicamente de uz veterinar.

De asemenea, prezentul acord interinstituțional facilitează circulația medicamentelor veterinare în întreaga Uniune Europeană prin proceduri mai bune de autorizare și prin reglementări clare și actualizate privind comerțul cu amănuntul. Principalele îmbunătățiri ale propunerii Comisiei rezultate în urma trialogurilor au fost cele referitoare la pachetul AMR, vânzările online, farmaco-vigilența, protecția datelor, proceduri specifice de autorizare a introducerii pe piață pentru speciile minore sau circumstanțe excepționale, protecția mediului, produsele homeopate. Desigur, acestea reprezintă doar o parte din succesul obținut pentru cele șase trialoguri, 8 întâlniri ale raporturilor alternativi și cele 23 de întâlniri tehnice.

  Françoise Grossetête, rapporteure. – Monsieur le Président, c’est avec la satisfaction du devoir accompli que je vois aujourd’hui se terminer ce vaste chantier. Quatre ans, cela fait quatre ans que nous travaillons sur cette refonte du règlement «médicaments vétérinaires» avec ce triple objectif de protection de la santé animale – donc de la santé humaine –, de la lutte contre l’antibiorésistance et de la compétitivité de nos élevages et de notre industrie du médicament vétérinaire.

Nous pouvons le dire sans rougir, le résultat est un grand pas en avant pour la santé publique. Je tiens à remercier mes collègues rapporteurs fictifs, le commissaire Andriukaitis et la présidence bulgare, qui ont tous permis d’obtenir cet excellent résultat. Car au-delà des agriculteurs ou des propriétaires d’animaux domestiques, l’utilisation des médicaments vétérinaires nous concerne tous. Elle a en effet un impact direct sur notre environnement et notre alimentation, bref: sur notre santé.

L’enjeu majeur de cette révision était ainsi la lutte contre la résistance aux antibiotiques, alors que l’Organisation mondiale de la santé ne cesse de dresser des constats alarmants. Selon l’OMS, la résistance des infections aux antibiotiques pourrait bientôt faire chaque année plus de morts que le cancer. Or, la lutte contre ce fléau doit commencer dans les élevages où l’on a longtemps eu recours aux antibiotiques à des fins purement préventives. Ainsi, en 2015, l’utilisation des antibiotiques en médecine vétérinaire était encore deux fois plus importante qu’en médecine humaine. Ce règlement doit permettre de changer durablement cet état de fait grâce à une surveillance plus fine, à un encadrement renforcé de l’utilisation des antibiotiques, à l’interdiction de l’usage vétérinaire des antimicrobiens d’importance critique pour la médecine humaine. Il faut aussi rappeler que la première des solutions, c’est la prévention grâce notamment aux mesures de biosécurité. Les antibiotiques ne doivent être utilisés qu’en dernier recours et en aucun cas pour compenser le non-respect des bonnes pratiques d’élevage. Notre modèle agricole doit s’y adapter.

Ces nouvelles règles, je tiens à le souligner, ne visent pas à stigmatiser les éleveurs et les agriculteurs, dont nous connaissons les difficultés, mais au contraire à les aider à mieux soigner les troupeaux, et parce que l’antibiorésistance est un phénomène mondial, nous avons tenu à imposer dans le texte la réciprocité de nos normes en matière d’usage des antibiotiques. C’est un succès majeur. Il n’y aura plus d’importations de viande provenant de pays qui continuent, par exemple, à autoriser les antibiotiques comme facteurs de croissance. Finie l’hypocrisie consistant à imposer à nos éleveurs des normes que les autres ne respectent pas. L’Europe change les règles du jeu et elles seront dorénavant les mêmes pour tous.

Outre la question des antibiotiques, le texte comprend bien sûr d’autres avancées importantes. Grâce à des mesures incitatives ciblées et à la réduction du fardeau administratif, il permettra notamment de stimuler l’innovation sur le marché vétérinaire, qui est confronté à un vrai problème de disponibilité des traitements. C’est donc une approche globale, transversale, qui promet de transformer durablement et pour le meilleur, le monde de la santé animale. Ces changements profiteront à tous les acteurs du secteur au premier rang duquel on retrouve agriculteurs et vétérinaires, mais aussi à tous nos concitoyens qui ont à cœur de savoir ce qu’ils retrouvent dans leur assiette.

Surtout, forte de sa conception si particulière des enjeux sanitaires et environnementaux, l’Europe se place ainsi avec détermination à l’avant-garde de la lutte contre la résistance aux antibiotiques.

  Clara Eugenia Aguilera García, ponente. – Señor presidente, satisfacción también por mi parte en relación con el informe del Reglamento relativo a la fabricación, la comercialización y el uso de piensos medicamentosos, y por el resultado obtenido junto a mis colegas, la señora Grossetête y el señor Tănăsescu. Creo que al final el resultado es bastante positivo. Después de cuatro años del lanzamiento por parte de la Comisión Europea de un paquete de propuestas para actualizar el marco legislativo de los medicamentos veterinarios, se han propuesto unas normas más estrictas con el fin de avanzar en la lucha contra la resistencia antimicrobiana y mejorar la disponibilidad y el uso correcto de los medicamentos veterinarios en la Unión Europea.

La propuesta sobre piensos medicamentosos forma parte de este paquete legislativo. Estos piensos —los piensos medicamentosos— son una vía de administración de medicamentos veterinarios, una herramienta eficaz para el tratamiento de animales en colectividades.

Como ya se ha indicado, la propuesta sobre piensos está conectada a la nueva legislación de medicamentos, a los tres Reglamentos. Esta propuesta persigue actualizar la Directiva del año 1990, obsoleta en muchas de sus disposiciones, y avanzar en el mercado interior de los piensos medicamentosos mediante una armonización legislativa que se establecerá ahora a través de reglamentos.

El nuevo texto regula la producción, la comercialización y el transporte de piensos medicamentosos, así como lo relativo a la correcta administración tanto en animales destinados al consumo humano como en mascotas. Les recuerdo a todos que, además de a las disposiciones específicas contenidas en este texto, los piensos medicamentosos también están sometidos a otra legislación general en materia de higiene y etiquetado de los piensos, de normas de comercialización y utilización de los mismos y de aditivos en la alimentación animal.

El acuerdo en primera lectura alinea el reglamento de piensos con el acuerdo sobre medicamentos veterinarios alcanzado por la señora Grossetête. Hemos insistido mucho en la coordinación, supeditando nuestras decisiones del trílogo a las decisiones y a los avances de los trílogos de los medicamentos veterinarios como instrumento principal. Todo lo relativo a la autorización y requisitos del medicamento veterinario que se aplique al pienso queda regulado en el texto general sobre medicamentos veterinarios.

Hemos prestado especial atención a la coherencia de las disposiciones designadas a incrementar medidas contra la resistencia antimicrobiana. En este sentido, se reitera la prohibición, que ya llevaba años en vigor, del uso de antibióticos como promotores del crecimiento.

Algunas disposiciones importantes: queda prohibido el uso preventivo de los piensos medicamentosos con antibióticos. La profilaxis queda prohibida en la Unión Europea. La metafilaxis se reduce a casos de alto riesgo para la salud animal y/o humana bajo estrecha vigilancia, y se hace referencia expresa a la dimensión internacional en la lucha contra la resistencia antimicrobiana, tal y como queda recogido en el artículo 118 del Reglamento sobre medicamentos.

En el contexto de la cooperación internacional, y en línea con las acciones y políticas de la Organización Mundial de la Salud y de la Organización Mundial de Sanidad Animal, los avances en la reducción del uso de piensos medicamentosos que contengan antibióticos deberían ser tenidos en cuenta a escala global para animales y productos de origen animal de terceros países exportados a la Unión Europea.

También la contaminación cruzada en el proceso de fabricación ha sido un tema muy importante, y quedará la propuesta de la EFSA en un plazo no superior a cuatro años.

Por último, y gracias a la coordinación general con los otros dos ponentes, hemos conseguido unos resultados —yo creo— más que óptimos. Creo que hemos conseguido un Reglamento ambicioso que dará más seguridad a los consumidores sobre los productos ganaderos de la Unión Europea y nos ayudará a conseguir un triunfo en nuestra lucha contra la resistencia antimicrobiana.

  Violeta Bulc, Member of the Commission. – Mr President, today we are debating a package of proposals for new legislation on veterinary medicines. This includes the Commission’s proposal for new rules on veterinary medical products and medicated feed and amendments to Regulation (EC) No 726/2004 on the authorisation and supervision of medicinal products and establishing a European Medicines Agency.

Four years, as mentioned before, of discussions between the co—legislators have made many improvements to the initial proposal put forward by the Commission in 2014. I believe the text before us today provides a legal framework that is modern, innovative and fit for purpose. The package contains very concrete measures to promote more prudent use of antimicrobials in animals and strengthen EU action against antimicrobial resistance. These measures are designed in line with the one-health approach, recognising that human health, animal health and the environment are interconnected. They follow the comprehensive EU Action Plan on Antimicrobial Resistance. You will remember that Commissioner Andriukaitis came to discuss it in this House several times, including last September in this plenary, when Ms Kadenbach’s own—initiative report on antimicrobial resistance was adopted. I’m very grateful to the European Parliament for its valuable support and intensive work during the negotiations, particularly that of the three rapporteurs: Ms Grossetête, Ms Aguilera García and Mr Tănăsescu. Thank you.

A few words on the individual components. First, on the key elements of the proposal for veterinary medical products. The text lays down a vast array of measures to tackle antimicrobial resistance. They build on the one-health approach and include: first, a ban on the preventive use of antibiotics in groups of animals; second, restrictions on metaphylactic use; third, the possibility to reserve certain antimicrobials for human use only; fourth, a ban on using antimicrobials to promote animal growth, adding to the 2006 ban on antibiotics as feed additives; fifth, other measures aimed at the prudent and responsible use of antimicrobials.

In an ambitious move, the rules on growth promotion and antimicrobials reserved for human use in the EU also apply to non-EU operators exporting their animals or animal products to the EU. In addition, Member States will be required to collect and report data on the sales and use of antimicrobials in animals. This valuable data will support the design and implementation of targeted policies against antimicrobial resistance in the future.

The text also aims to the stimulate innovation and improve availability. It provides for a simplified assessment procedure and a data protection period which may be extended by up to 18 years under certain conditions. This will facilitate the development of new antimicrobial veterinarian medicines, both generally and those more specific to mirror real diseases in major species that may not be developed under current market conditions. These measures will be supported by: first, clear and fully-harmonised labelling requirements; second, a simpler system for variation decisions; and third, a risk—based approach for pharmacovigilance and controls.

The proposal for medical feed will also make an important contribution to the EU’s work on antimicrobial resistance. It will ensure the economically-viable production of safe medicated feed adapted to the optimal local situation and support innovation in medical pet food. A new area it covers is chronically-diseased pets. The proposal creates the legal framework to enable pet owners to administer veterinary medicines via pet food. Once the new regulations are adopted, the Commission will begin urgent action to support its implementation, notably through delegated and implemented acts.

To accompany this package of proposals, the Commission will have two formal statements to make with regard to the reports of Ms Grossetête and Mr Tănăsescu. These have been provided to Parliamentʼs services for inclusion in the record of this debate. The first one concerns veterinarian medical products. On this, the Commission acknowledges the substantial input in terms of resources required by the Member States to implement the new rules on the collection and reporting of data on the sales and use of antimicrobial use in animals. It also underlines its commitment to providing the necessary technical support to Member States to design and implement policies on antimicrobial resistance.

And the second concerns the proposed amendments to Regulation (EC) No 726/2004. On this, the Commission will clarify the transition arrangements and state its regret that the alignment of existing provisions with the Lisbon Treaty could not take place under a single legislative instrument.

Dear President, honourable Members, to summarise: the adoption of these new regulations on veterinary medicines will mark a major achievement in this field. They will help consolidate the EU’s position as a world leader in acting against antimicrobial resistance and contribute to global progress in this critical area. They will also deliver a stable and harmonised marketplace for veterinary medicines and medicated feed in the EU that encourages innovation and competitiveness and contributes to greater animal health and welfare and food safety. Thank you again for all the dedicated work and I look forward to a positive outcome in tomorrow’s vote.

“The new EU Regulation on veterinary medicinal products requires Member States to collect and report data on sales and use of antimicrobials used in animals. The Commission considers this information essential to identify possible risk factors for development and spread of antimicrobial resistance (AMR), monitor trends in antimicrobial consumption, target relevant policy measures and assess their implementation. Although the implementation of this legal requirement is foreseen through a gradual (stepwise) approach, it may require substantial input in terms of administrative, human and financial resources.

The European One Health Action Plan against AMR recognises that in order to deliver long-lasting results and create the necessary impetus, it is important that the EU legislation related to AMR (including, inter alia, on the use of veterinary medicines) is adequately implemented. In this context, the Commission has committed in that Action Plan to engage in supporting Member States in the implementation of EU rules, including by providing technical support through the Structural Reform Support Service (SRSS) for designing and implementing policies against AMR.

Furthermore, the Commission will explore the possibilities for supporting this data collection in Member States in line with its proposals made in the context of the future EU Multiannual Financial Framework.”

Proposal for a Regulation of the European Parliament and of

the Council amending Regulation (EC) No 726/2004 laying down Community procedures for the authorisation and supervision of medicinal products for human and veterinary use and establishing a European Medicines Agency

“The Commission recalls its position that when adapting existing Commission empowerments to Article 290 and 291 TFEU it is not an appropriate legislative technique to provide for transitional provisions that would state that Commission acts adopted previously under those empowerments will continue to apply unless and until repealed. In the Commission's view such provisions state the obvious and would not be coherent with other legislative acts and are liable to induce legal uncertainty at a broader level.

The Commission regrets that only part of the existing regulatory procedure with scrutiny empowerments in Directive 2001/83 and Regulation 1901/2006 will be aligned in this instrument, while the rest of the empowerments remain to be aligned in the context of the negotiations on the Omnibus alignment proposal (COM(2016) 799). In the Commission’s view the full alignment should have taken place in one of the two instruments.”

  Stanislav Polčák, zpravodaj Výboru pro zemědělství. – Pane předsedající, paní komisařko, děkuji za Vaše instruktivní slova. Já jsem skutečně přesvědčen, že se Evropskému parlamentu podařilo prosadit několik důležitých bodů. Za prvé, je to oddělení registrace veterinárních léčivých příspěvků od registrace humánních léčiv. A dále bych chtěl vyzdvihnout způsob úhrady poplatků, které platí farmaceutické firmy agentuře EMA za získání a udržení registrace Unie u veterinárních léčivých přípravků. Přitom byly zohledněny specifické potřeby malých a středních podniků, pro registraci veterinárních léčivých přípravků se zavádí samostatný postup oddělený od toho postupu k registraci humánních léčiv, jak jsem již řekl. A tento nový systém centralizované registrace by měl poskytovat vyšší záruku odbornosti a efektivnosti. Zajistili jsme tedy dostatečné finanční pokrytí činnosti agentury EMA a Evropský parlament také prosadil pravidelné podávání zpráv o antimikrobiální rezistenci a umožnění také alternativních metod testování. To vše jsou výhody, myslím si, že velmi zřetelné a já jsem velmi rád, že jsme se tohoto výsledku dobrali.

  Elsi Katainen, AGRI-valiokunnan lausunnon valmistelijaArvoisa puhemies, antibiooteille vastustuskykyiset bakteerit ovat merkittävä uhka kansanterveydelle. Kuten tiedämme, EU:n alueella noin 25 000 ihmistä menehtyy vuosittain superbakteerien aiheuttamiin sairauksiin. On hienoa, että tähän kehitykseen ollaan nyt saamassa muutos.

Se miten kohtelemme eläimiämme, kertoo paljon myös meistä itsestämme. Tuotantoeläinten hyvinvointi on myös tuottajan etu, sillä hyvinvoiva eläin tuottaa paremmin. Tärkein syy mikrobilääkeresistenssille on antibioottien liikakäyttö karjataloudessa ja myös terveydenhuollossa. Tällä asetuksella luodaan ensimmäistä kertaa yhteiset säännöt tarpeettomien mikrobilääkkeiden eläinkäytölle. Kiitos siitä mittavasta työstä, mitä esittelijät ovat tehneet jo vuosia.

Liiallisesta mikrobilääkkeiden käytöstä on todellakin luovuttava. Kun asetus astuu voimaan, on kiellettyä määrätä antibiootteja, ennen kuin eläin on tutkittu ja todettu myös sairaaksi. Meillä Suomessa tämä on ollut toimintatapana jo pitkään ja on tärkeää, että samat säännöt saadaan koko EU:n alueelle.

  Norbert Lins, Verfasser der Stellungnahme des mitberatenden Ausschusses für Umweltfragen, öffentliche Gesundheit und Lebensmittelsicherheit. – Herr Präsident, Frau Kommissarin, liebe Kolleginnen und Kollegen! Das Wohlbefinden von Tier und Mensch sind eng verknüpft. Die Gefahr von Antibiotikaresistenzen ist deshalb für beide problematisch. Umso wichtiger ist es, dass wir jetzt in der Tiermedizin Gegenmaßnahmen ergreifen, wenn wir nicht Gefahr laufen wollen, dass Antibiotika vollkommen ihre Wirkung verlieren. Mit dem nun vorliegenden Paket werden die Weichen für eine noch bessere Tiergesundheit in der EU gestellt, und es schafft Sicherheit für die Menschen.

Drei Erfolge möchte ich hervorheben: Antibiotika dürfen auf keinen Fall schlechte Haltungsbedingungen der Tiere kompensieren. Das heißt, ein präventiver Einsatz ist verboten, eine Herdenbehandlung nur dann erlaubt, wenn es keine andere geeignete Alternative gibt. Eine gute und artgerechte Tierhaltung ist durch nichts zu ersetzen. Zweitens: Der Einsatz von Antibiotika aus der Humanmedizin wird in der Tiermedizin weiter beschränkt. Und drittens: Es soll die Vermischung von Arzneifuttermitteln und Nichtziel-Futtermitteln vermieden werden. So werden Antibiotika nur noch gezielt eingesetzt.

  Daniel Buda, în numele grupului PPE. – Domnule președinte, doamna comisar, doamnelor și domnilor colegi, în primul rând, aș dori să o felicit pe doamna raportor García pentru munca depusă și să-i mulțumesc pentru excelenta colaborare în calitate de raportor din umbră.

Prin prezentul regulament s-a reușit o armonizare a modului de utilizare și comercializare a furajelor medicamentate la nivelul Uniunii Europene. Este extrem de important faptul că se subliniază încă o dată interzicerea utilizării antibioticelor în scop profilactic. Exploatațiile mici și izolate vor avea posibilitatea să-și optimizeze condițiile de creștere a animalelor doar dacă vor fi menținute sistemele de control consacrate. În același timp, este nevoie ca prescrierea, producția și utilizarea de furaje medicamentate să se efectueze conform instrucțiunilor și sub supravegherea unui medic veterinar. De reținut faptul că statele membre în cooperare cu operatorii sunt responsabile să dezvolte sisteme de colectare a furajelor medicamentoase expirate, astfel încât acestea să fie distruse în condiții de siguranță maximă după expirare.

Metoda de etichetare urmează să fie făcută de-o manieră simplă, pe înțelesul utilizatorilor finali și va cuprinde, în mod obligatoriu, un avertisment asupra posibilității de contaminare a persoanelor care se află în proximitatea animalelor tratate cu furaje medicamentate. În același timp, ne-am asigurat – așa cum este normal, de altfel – ca și produsele din statele terțe să fie acoperite de prezentul regulament. Aceste produse trebuie să țină cont de viitoarele norme ale Uniunii Europene privind furajele medicamentate. În caz contrar, sănătatea consumatorilor europeni era pusă în pericol, iar fermierii din Uniunea Europeană ar fi fost puși în situația unei profunde concurențe neloiale.

  Karin Kadenbach, im Namen der S&D-Fraktion. – Herr Präsident! Herzlichen Dank, Frau Kommissarin! Wir haben vor einiger Zeit hier im Hohen Haus die Entschließung des Europäischen Parlaments zur Bekämpfung antimikrobakterieller Resistenzen im Rahmen des Konzepts „Eine Gesundheit“ mit großer Mehrheit beschlossen.

Ich glaube, das Paket, über das wir heute diskutieren, wird vielen der darin aufgestellten Forderungen und Vorschlägen gerecht. Einer davon ist der gezielte Einsatz von Antibiotika. Einer davon sind die Investitionen in Forschung und Entwicklung für die Zurverfügungstellung von flächendeckenden, modernen und guten Medikamenten für die Tiermedizin, für die Tierhaltung. Denn wir wissen: Selbst bei Einhaltung bester technischer Voraussetzungen und bei Einhaltung des Tierwohls, wird es nicht ohne Medikamente gehen. Es sollte aber in vielen Bereichen ohne Antibiotika gehen, und es sollte vor allem ohne den Einsatz von sogenannten Reserveantibiotika oder kritischen Antibiotika gehen.

Ich glaube, das ist einer der wesentlichen Punkte, die wir heute hier diskutieren, dass diese Antibiotika nur in ganz seltenen – genau beschriebenen – Fällen in Zukunft auch für die Tiermedizin eingesetzt werden dürfen. Wir denken und sprechen im One Health approach, das heißt, wir können hier auch nicht vergessen, dass die Frage der zukünftigen Agrarpolitik auch wesentlich dazu beitragen wird, wie unser Tierwohl aussieht, welchen Medikamenteneinsatz wir haben und wo wir in Zukunft auf Antibiotika, vor allem in der Metaphylaxe, verzichten können.

Ein weiterer wichtiger Punkt, der heute angesprochen wurde, werden unsere Handelsbeziehungen sein, denn es kann nicht sein, dass wir unserer Landwirtschaft hohe Hürden aufstellen und dann beim importierten Fleisch diese Hürden nicht sehen.

  Bolesław G. Piecha, w imieniu grupy ECR. – Panie Przewodniczący! W pełni popieram to, co założyli nasi sprawozdawcy w sprawie weterynaryjnych produktów leczniczych. Cieszę się, że Komisja, a następnie Parlament Europejski podjął pracę nad tym istotnym tematem, a jeszcze bardziej na tym, że je zakończył. To wielki sukces.

Jestem lekarzem, więc uważam, że niezwykle istotne jest, że regulacje dotyczące leków weterynaryjnych zostały jednak w sposób jednoznaczny oddzielone od przepisów dotyczących produktów leczniczych stosowanych u ludzi. Uważam, że wynegocjowane rozporządzenia są dobre, ponieważ cechuje je odpowiednia równowaga pomiędzy potrzebą zwiększania wysiłku na rzecz zwalczania odporności na środki przeciwdrobnoustrojowe, a jednak jednocześnie unikaniem – co często się przecież zdarza – nadmiernych obciążeń administracyjnych.

Jestem pewny, że Parlament Europejski znalazł też równowagę pomiędzy stosowaniem odpowiednich zachęt nad badaniami i rozwojem leków innowacyjnych, a jednocześnie zagwarantował poprzez odpowiednie regulacje ochronne, patentowe swobodny dostęp do leków generycznych. To ma przecież ogromne znaczenie ekonomiczne dla rolnictwa chociażby.

W sprawozdaniu stosownie podkreślono rolę profilaktyki i metafilaktyki oraz wykazano odpowiednią kaskadę możliwego stosowania, zwłaszcza środków przeciwustrojowych u zwierząt. Określono również kwestię dotyczącą przeciwustrojowych produktów leczniczych, za które bierze się swego rodzaju odpowiedzialność poprzez gromadzenie danych, monitoring sprzedaży oraz uzasadnione stosowanie przy przepisie lekarza lub osób upoważnionych.

  Gesine Meissner, im Namen der ALDE-Fraktion. – Herr Präsident, Frau Kommissarin! Auch danke schon mal vorweg an alle Berichterstatter. Wir haben ja heute sogar drei: zwei für die Legislative und eine für eine Entschließung.

Ich denke mal, das ist heute wirklich ein sehr guter Tag, um die antimikrobielle Resistenz zu bekämpfen. Wir feiern ja heute in gewisser Weise den Abschluss von Trilog-Verhandlungen, und ich finde das sehr gut, dass wir das geschafft haben. Wir haben zum einen tatsächlich jetzt eben die Tiermedizin und die Humanmedizin getrennt. Wir haben auch gesagt, es muss getrennte Produktlinien geben, die zur Verfügung stehen. Ich glaube, das war schon mal eine wichtige Voraussetzung, um das Problem in den Griff zu bekommen.

Wir brauchen Antibiotika. Wir brauchen sie beim Menschen und bei Tieren, aber wir wollen, dass sie auch wirken. Darum ist es halt wichtig, mit dem Einsatz sparsam umzugehen. Gerade speziell bei der Tierhaltung, das ist eben von meinen Kollegen schon angesprochen worden, war es eine Zeit lang wirklich üblich, dass man prophylaktisch/präventiv Antibiotika gegeben hat. Das ist natürlich weder für die Tiere noch für die Menschen, die eventuell das Fleisch hinterher essen, gut.

Das ist gut, dass diese Praxis schon längere Zeit abgestellt ist. Jetzt ist es ganz klar, dass wir das gesetzlich auch geregelt haben. Wir haben auch durch die Gesetze geregelt, wo ein Tierarzt einbezogen werden muss und wie er einbezogen werden muss. Natürlich sind Tierärzte immer dabei, wenn es um Medikamente geht. Wir haben auch geregelt, dass eben durchaus in einem Bestand Antibiotika schon dann gegeben werden können, wenn einige Tiere krank werden und die ganze Herde droht, krank zu werden.

Also vieles ist dadurch tatsächlich geregelt. Ich glaube, wenn wir dies alles so umsetzen, wie wir es beschlossen haben, wenn das später in den Mitgliedstaaten umgesetzt wird, dann haben wir gute Chancen, Antibiotikaresistenz auch wirklich zu bekämpfen.

  Martin Häusling, im Namen der Verts/ALE-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! Ich glaube, wir sind uns einig, dass wir einen großen Schritt vorangegangen sind bei einem der drängendsten Menschheitsprobleme, nämlich der Antibiotikaresistenz. Wir haben zwar in den letzten Jahren Erfolge erzielt, den Antibiotikaverbrauch in der Tierhaltung zu senken, aber er ist in manchen Ländern immer noch doppelt so hoch wie in der Humanmedizin. Das kann nicht so bleiben. Wir riskieren, dass wir verlieren, dass man in Zukunft mit Antibiotika behandelt werden kann, und dieses Problem gehen wir jetzt an.

Prophylaxe ist verboten, und das ist auch gut so. Und es wird jetzt noch stärker reguliert. Aber wir gehen auch an das Thema Metaphylaxe heran. Das finde ich auch wichtig, dass man nicht, wenn in einem Stall eines von 30 000 Hühnern krank ist, den ganzen Stall dann medikamentieren kann, sondern da müssen jetzt Maßnahmen ergriffen werden, um die Tiere auch trennen zu können. Es muss mehr Vorsorge geleistet werden. Das ist ein ganz wichtiger Schritt, denn ansonsten hätte die Metaphylaxe die Prophylaxe quasi ersetzt.

Wir brauchen eine ganz klare Datenerhebung, wie viel eingesetzt wird, damit wir verfolgen können, ob der Verbrauch nach unten geht. Und wir müssen uns auch klarmachen, dass vor einem Antibiotikaeinsatz in Zukunft ganz klar von einem Tierarzt geprüft werden muss, ob es wirklich nötig ist, diese Antibiotika einzusetzen.

Wir sind in vielen Bereichen wirklich einen großen Schritt nach vorne gekommen. Und ich betone auch noch einmal, dass es auch ein großer Erfolg ist, dass wir die Importe regeln. Das Gleiche gilt für die europäischen Bauern. Auch das ist wichtig, um diesen ambitionierten Ansatz auch bei den Bauern umzusetzen und da auf Verständnis zu stoßen.

Deshalb begrüßen wir das und hoffen, wir sind damit tatsächlich einen großen Schritt nach vorne gegangen.

  Merja Kyllönen, GUE/NGL-ryhmän puolesta. – Arvoisa puhemies, hyvät kollegat, haluan lämpimästi osoittaa kiitokseni erinomaisen vahvalle neuvottelutiimille, joka jaksoi tehdä työtä energisesti loppuun asti tässä pitkässä prosessissa. Kansainvälisen terveysjärjestö WHO:n mukaan antibioottiresistenssi on yksi suurimmista maailmanlaajuisista terveysuhkista. Osa toimijoista vertaa antibioottiresistenssiä jo ilmastonmuutoksen mittaiseksi ongelmaksi, koska se on globaali ja haastaa meidät kaikkialla.

Vuonna 2017 maailmassa kuoli yli 750 000 ihmistä bakteeritauteihin, joita ei enää voitu hoitaa antibiooteilla. Sen pitäisi viimeistään herättää meidät vieläkin aktiivisempaan toimintaan myös jokaisessa jäsenmaassa. Uusien antibioottien kehittäminen on myös todellinen haaste. Löytyykö meiltä riittävästi panoksia ja yhteistä tutkimustyötä sen eteen, että uusiakin antibiootteja maailmaan vielä syntyisi?

Kasvua kiihdyttäviä antibiootteja käytetään tuotantoeläinten ravinnossa vieläkin suuressa osassa maailmaa, erityisesti USA:ssa ja Brasiliassa. Myös Kiinan maatalous on ollut antibioottien kova käyttäjä, mikä on johtanut siihen, että Kiinan maatalouteen ehti syntyä kokonainen antibioottiresistenssihautomo. On tärkeää, että myöskin tuontituotteet ovat samalla viivalla eurooppalaisen elämänmenon kanssa. Kiitoksia vielä kerran kaikille.

  Jacques Colombier, au nom du groupe ENF. – Monsieur le Président, ce nouveau règlement réaffirme l’attachement des pays membres et de leurs citoyens à une utilisation raisonnable des antibiotiques et des médicaments vétérinaires en élevage.

Les collègues de la commission agriculture et développement rural, qui comme moi ont participé au voyage d’étude sur l’agriculture brésilienne, ont constaté que cette approche n’est pas du tout la même de l’autre côté de l’Atlantique; de même, le Canada et les États-Unis sont très laxistes en la matière, puisqu’ils laissent leurs éleveurs utiliser des antibiotiques comme vecteur de croissance ou bien ils pallient les terribles conditions sanitaires des élevages géants par une utilisation massive des médicaments à des fins de prophylaxie.

Afin de préserver la santé de nos compatriotes, l’Union européenne doit faire respecter ses normes en matière d’utilisation des médicaments vétérinaires et doit interdire clairement l’importation de produits issus d’animaux élevés dans des conditions qui ne satisfont pas à ces règles.

Comme pour le clonage et les hormones de croissance, il faut rester ferme et ne tolérer aucune faille dans ces dispositifs. Je terminerai en disant que dans un contexte très tendu pour nos éleveurs, il faut surtout informer nos concitoyens du soin qui est apporté à l’élevage dans nos pays européens avec des normes très strictes et protectrices pour la santé humaine.

  Λάμπρος Φουντούλης (NI). – Κύριε Πρόεδρε, το ζήτημα των κτηνιατρικών φαρμάκων είναι εξόχως σημαντικό και επηρεάζει την υγεία των πολιτών με διάφορους άμεσους και έμμεσους τρόπους. Αρχικά, οφείλουμε να παραδεχτούμε πως στην κλίμακα στην οποία γίνεται η εκτροφή των ζώων στη σημερινή εποχή, οι κτηνοτρόφοι αντιμετωπίζουν τον κίνδυνο ταχείας μετάδοσης ασθενειών που συνεπάγεται τεράστια οικονομική ζημιά για εκείνους. Η απάντηση, όμως, σε αυτό τον κίνδυνο δεν θα πρέπει να είναι η αλόγιστη χρήση αντιβιοτικών, όπως γίνεται μέχρι τώρα, που χορηγούνται αντιβιοτικά στο νερό που πίνουν τα ζώα και στην τροφή τους. Δεδομένο είναι πως με τις πρακτικές αυτές ήδη οι μικροοργανισμοί έχουν αναπτύξει αντοχή στα αντιβιοτικά με πιθανώς καταστροφικές συνέπειες στο μέλλον. Εξάλλου, είναι γνωστό ότι μέσω της τροπικής αλυσίδας υπάρχει πιθανότητα να περάσουν ουσίες κτηνιατρικών φαρμάκων στον άνθρωπο, με ό,τι κινδύνους ενέχει αυτό. Θα πρέπει να υποστηριχθούν νέες μορφές κτηνοτροφίας, κυρίως βιολογικής, αλλά σε κάθε περίπτωση μακριά από τη λογική της συγκέντρωσης τεράστιου αριθμού ζώων στις μονάδες, γιατί δημιουργούνται ιδανικές συνθήκες για τη μετάδοση ασθενειών. Πρώτο και κύριο, όμως, είναι να συνειδητοποιήσουμε όλοι μας πόσο σοβαρή είναι ήδη η κατάσταση και ποιες θα είναι μελλοντικά οι συνέπειες, εάν δεν δράσουμε σήμερα για την ελαχιστοποίηση της χρήσης αντιβιοτικών.

  Peter Liese (PPE). – Herr Präsident, Frau Kommissarin, liebe Kolleginnen und Kollegen! Stellen wir uns einmal vor, es würden jeden Monat sieben voll besetzte große Flugzeuge in Europa abstürzen – nicht irgendwo auf der Welt, sondern jeden Monat in der Europäischen Union. 25 000 Tote pro Jahr. Nicht nur Kommissarin Bulc, die für Verkehr zuständig ist und hoffentlich jetzt zuhört, wäre Tag und Nacht damit beschäftigt, dieses Problem zu lösen; die ganze Europäische Union, die europäischen Institutionen würden sich wahrscheinlich um nichts anderes kümmern als zu sagen: Da müssen wir was ändern. Aber so ist die Situation bei den Antibiotikaresistenzen: 25 000 Tote pro Jahr! Jeden Tag sterben irgendwo in Europa Menschen, weil Antibiotika ihre Wirkung verloren haben. Das heißt, wir müssen handeln. Das müssen wir auch in der Humanmedizin. Wir müssen mit Antibiotika sorgfältiger umgehen, wir brauchen bessere Hygiene, und wir brauchen Anreize für neue Antibiotika. Die ersten Punkte sind für die Mitgliedstaaten, aber das Letztere ist für die Europäische Kommission. Ich bin sehr enttäuscht, dass die Kommission bis heute trotz mehrfacher Aufforderung durch das Parlament keine entsprechenden Vorschläge vorgelegt hat.

Aber es gibt eben auch Handlungsbedarf in der Tiermedizin. Hier packen wir an. Françoise Grossetête hat einen sehr guten Bericht vorgelegt, und ich bin froh, wenn wir morgen mit großer Mehrheit das Ergebnis im Plenum unterstützen. Ich bitte die Journalisten, die zuhören, auch kräftig darüber zu berichten und nicht nur immer über die Probleme, die noch nicht gelöst sind. Hier haben wir wirklich was geschafft!

  Soledad Cabezón Ruiz (S&D). – Señor presidente, ya se han dicho aquí, son muchas las bondades de este Reglamento, pero, precisamente, yo también quiero resaltar la más importante a mi entender: el haber sido capaz de introducir entre sus prioridades uno de los mayores retos que actualmente tiene la salud humana, a saber, combatir la resistencia antimicrobiana. Hay veinticinco mil muertes al año por no tener un antibiótico adecuado. Y en el año 2050, si esto continúa así, será mayor que el número de muertes por cáncer. Por lo tanto, se necesitan acciones en el ámbito humano y animal, pero este Reglamento ha permitido una visión claramente integral de acciones en el ámbito animal que son, como se ha dicho aquí, motivo de ejemplo y de alabanza.

Ha permitido que se haga una lista de uso restringido de aquellos antibióticos para uso humano; ha restringido el uso de la profilaxis a circunstancias excepcionales y justificadas, o de la metafilaxis, nunca en detrimento de la higiene o la limpieza; ha hecho que la prescripción por el veterinario sea imprescindible; ha prohibido, por supuesto, el uso para engorde o la venta en línea, y ha hecho que sea posible la recopilación de datos. En definitiva, como decía, una visión integral, un trabajo muy difícil, pero que creo que ha merecido la pena.

Mi enhorabuena a cada uno de los ponentes que lo han hecho posible. También me sumo a la petición a la Comisión de que ahora legisle y adopte una iniciativa sólida para que podamos combatir este problema desde el punto de vista de la salud humana y del uso en el ámbito humano.

  James Nicholson (ECR). – Mr President, good animal health is absolutely vital for improving overall animal welfare, food production and, ultimately, human health and well—being. Like humans, animals do get sick. That’s the reality. Sometimes it is necessary for antibiotics to be used, in a sensible manner. For instance, the use of antimicrobial products in livestock is important to restore full health as soon as possible and to stop the disease developing further in the animal or throughout the herd or flock.

While preventative use of these products may be necessary under certain conditions, they should never be used as a substitute for proper feed, good hygiene practices in an appropriate environment and animal welfare standards. Antimicrobial resistance (AMR) in both animals and human beings is a growing cause for concern. I find this agreement strikes a good balance between tackling AMR and also allowing safe and secure access to vital medicines.

In the UK we do things slightly differently – I suppose maybe that’s part of the problem – than is the case in the rest of Europe. Veterinary medicines have to be prescribed and we also have a strong distribution system allowing medicines to be distributed by vets, suitably qualified persons and pharmacists, depending on the type of medicine. The system allows farmers and pet owners accessibility to a choice of essential medicines for their animals, but not antibiotics. I am relieved that this agreement allows us to continue with a system that has stood over the past decades. I congratulate all involved in this report.

  Jan Huitema (ALDE). – Dank u wel, Voorzitter. Beste commissaris, iedereen is begaan met het milieu en met dierenwelzijn. Ik maak me zelf wel hele grote zorgen over de groeiende antibioticaresistentie. Maar het is ook belangrijk te vermelden dat in vele delen van de EU volop geïnvesteerd wordt in de veehouderijsector om te investeren in een beter milieu en een beter dierenwelzijn. In sommige Europese lidstaten bijvoorbeeld is het gebruik van antibioticum in de veehouderijsector met 70 % gedaald.

Mijn punt hier vandaag, wat ik absoluut niet wil, is dat de goeden lijden onder een nadelige concurrentiepositie voor diegenen die investeringen niet gemaakt hebben. Ik wil dus toe naar een geharmoniseerde aanpak op het gebied van milieu, dierenwelzijn en ook antibioticum. Ik ben ook blij om te zien dat er met deze wetgeving nu eindelijk een verbod is op het preventief voorschrijven van antibioticum in de veehouderijsector.

We moeten dus toe naar een gelijk speelveld op Europees niveau, maar niet alleen dat. Ik vind het ook belangrijk dat we gaan kijken naar een gelijk speelveld ten opzichte van producten die wij importeren uit landen buiten de Europese Unie. Want hoe kun je nou een boer in de Europese Unie uitleggen dat hij aan allerlei eisen moet gaan voldoen, maar dat zijn product naast een product staat dat van buiten de Europese Unie komt waarvoor die eisen niet gelden?

  Molly Scott Cato (Verts/ALE). – Mr President, the Greens have been seeking to limit the use of antibiotics on farms for 10 years, and Iʼm delighted to say that the outcome of this regulation on medicated feed is a major advance for human and animal welfare. This regulation will introduce some important rules to reduce antibiotic use, including a total ban on the routine use of antibiotics in medicated feed as a preventative measure and better husbandry practices to be adopted instead.

Only vets will be able to prescribe antibiotics in medicated feed in future, and only when there are clear signs of disease in the animals. The length of time that animals can be treated with antibiotics will be limited.

For decades the routine use of antibiotics in livestock farming has propped up a system of factory farming where animals are packed into squalid conditions, only to be pumped full of antibiotics and other medicated feed to prevent the outbreak of disease. This has often been allowed even when an animal or group of animals has shown no sign of illness. This has encouraged appalling animal welfare standards and led to antimicrobial resistance, which has caused many deaths in our continent.

With 91% of European antibiotics administered to farm animals through the feed, these new rules are a significant step in the right direction. Weʼre delighted to welcome this achievement and would like to celebrate this major advance to prevent the growth of antibiotic resistance that is such a threat to public health.

  Miguel Viegas (GUE/NGL). – Senhor Presidente, o atual modelo produtivista, que foi imposto aos nossos agricultores e aos nossos produtores pecuários, coloca-nos perante uma situação de alarme sanitário permanente. São novas doenças que surgem ou velhas doenças contra as quais não há medicamentos eficazes.

O regulamento identifica o problema, mas omite, deliberadamente, o papel das multinacionais que aqui procuram sempre maximizar as suas rendas monopolistas, discriminando mercados ou atrasando deliberadamente a inovação. Nós concordamos com o princípio da autorização centralizada, porque vai limitar a possibilidade de discriminar mercados, mas entendemos que os apoios à inovação não se podem limitar a dar mais benesses às multinacionais, aumentando o período de vigência das patentes.

A investigação veterinária é determinante para o futuro da agricultura e isso exige maiores apoios ou centros públicos de investigação, para que a ciência esteja ao serviço da agricultura e não ao serviço de algumas empresas multinacionais.

  John Stuart Agnew (EFDD). – Mr President, as well-intentioned as this legislation may be, it will be a complete own goal if it renders British livestock producers uncompetitive against meat products from third countries where these rules are not adhered to.

I have heard an EU official say: ‘Well we are going to ban substandard imports and we’re going to stand up to the WTO if it challenges us by insisting on reciprocal standards’. However, this is easier said than done, as it requires the Commission to undertake a formal human health risk assessment, which must follow a defined procedure. The Commission has not done this, with the potential consequence that large quantities of meat will arrive into the UK from farms that use antibiotics prophylactically, as a medicated feed. It is even possible that the antibiotics in this feed are of a type that the British livestock industry voluntarily does not use because of their extensive use for human patients.

I urge the Commission to delay implementing this legislation until either Brexit is safely achieved or they have squared it with the WTO. In any event, the legislation should use sound science when laying down prescriptive rules for medicated feed: for example, the threshold at which carryover in mills becomes a genuine issue.

British livestock vets are high-grade professionals who need flexibility in how they prescribe and use medicines. If this legislation becomes too restrictive, welfare problems may ensue, with culling as the only solution.

I hope that the future independent UK government will think outside the box as regards antimicrobial resistance, because big advances have been made in commercial genetics. Among our wild bird population we find genes that will tolerate a bacterial attack and shrug it off after a few days of lethargy. These genes could be transferred into our own poultry so that medicines are not required in the first place. I’m sure that Ms Molly Scott Cato won’t like that, but it is a genuine solution.

Above all else, we must educate our consumers into taking antimicrobial resistance seriously enough to insist to the supermarkets they do not expect to see substandard products on the shelves.

  Diane James (NI). – Mr President, I don’t share the enthusiasm of some of my fellow MEPs, but I do echo what the previous speaker, Mr Agnew, a fellow UK MEP, stated: the risk to British farming is huge.

What I really, really am concerned about is the degree of increasing red tape that this proposed legislation will produce. The sheer scale of surveillance and veterinary resources required will merely see more cost to the consumer. Using trade deals as a control mechanism is equally unlikely to help, unless the European Union anticipates CCTV cameras in Chinese and Dutch pork farms and EU vets visiting USA—Argentinian cattle ranches, French—Vietnamese duck and UK poultry businesses.

This legislative framework runs the risk of driving antimicrobial sourcing under the radar, into the cyber—market and potentially into the black market, and we’ve got no assurance that some of the EU trade deals will actually adhere to it.

  Michel Dantin (PPE). – Monsieur le Président, Madame la Commissaire, je pense que nous vivons ce soir un moment important car le paquet qui nous est proposé marque à la fois une étape et une réelle avancée.

Je voudrais donc remercier très sincèrement l’équipe de négociation de ce paquet, avec une mention particulière pour ma collègue Françoise Grossetête, qui a beaucoup donné sur ce dossier pendant de très nombreux mois.

Le paquet qui nous est proposé ce soir est un paquet équilibré pour enrayer la résistance aux antimicrobiens, qui est – cela a déjà été dit, je ne m’éterniserai pas – un fléau et un des enjeux de notre temps.

La proposition qui nous est soumise maintient la possibilité pour les vétérinaires de conseiller et de vendre des médicaments aux agriculteurs. Cet élément ne me paraît pas anecdotique: il est important pour maintenir la médecine vétérinaire en milieu rural, sans quoi nous risquons de voir partir les vétérinaires en milieu urbain, où la clientèle est d’une autre nature et où la rentabilité des cabinets est bien supérieure.

Ce rapport contient une avancée fondamentale sur la réciprocité des normes: il introduit ce principe que nous attendions depuis si longtemps en matière d’utilisation d’antibiotiques pour les denrées importées. Cela signifie que l’Union européenne n’importera plus de viande provenant d’un pays ayant utilisé des antibiotiques comme facteur de croissance et issus de la liste des antimicrobiens d’importance critique.

Bref, une Europe qui renforce la protection des consommateurs, une Europe qui sécurise l’alimentation, je pense que nous faisons là notre devoir, celui que nos concitoyens attendent.

  Jytte Guteland (S&D). – Herr talman! Redan i dag är det livsfarligt med antibiotikaresistens om man är för tidigt född, om man är allvarligt sjuk eller om man genomgår en svår operation. Vi måste därför stoppa den slentrianmässiga användningen av antibiotika i djurhållningen, så att antibiotikan verkligen fungerar när man är sjuk. Jag är glad över att vi nu når framsteg och att vi vill förbjuda användandet av antibiotika i förebyggande syfte till friska grupper av djur. Men det finns fortfarande många exempel där vi behöver gå ännu längre för att verkligen skydda både utsatta grupper som redan i dag drabbas av antibiotikaresistens, men också djuren och djurhållningen. Jag vill därför se ännu striktare regler kring hur och när man får använda antibiotikan, för EU ska vara en stark röst för en ansvarsfull antibiotikapolitik globalt. Det är en win-win-win att minska antibiotikan i djurhållningen. Det är win-win för djurvälfärden, för den som är sjuk i dag och för antibiotikaresistensen i världen.

  Beata Gosiewska (ECR). – Panie Przewodniczący! Cieszy mnie fakt, iż w nowym rozporządzeniu Komisja Europejska gwarantuje szczegółową kontrolę wytwarzania pasz leczniczych i zakazuje profilaktycznego stosowania antybiotyków, określa wymogi dotyczące etykietowania, a także zajmie się zbadaniem zjawiska oporności na środki przeciwdrobnoustrojowe i ureguluje poziomy zanieczyszczeń krzyżowych tymi środkami. W pełni popieram rozszerzenie powyższych zapisów na zwierzęta hodowane w gospodarstwach domowych.

W mojej ocenie rozporządzenie to może stanowić jedynie rozwiązanie przejściowe, a celem powinno być opracowanie nowoczesnych zasad hodowli zwierząt karmionych paszami opartymi na składnikach naturalnych, niemodyfikowanych. Zapewnienie dobrostanu zwierząt i pełnowartościowych pasz organicznych przyczyni się do dobrej kondycji zwierząt, czyli produkcji zdrowej żywności, co ma nieoceniony wpływ na zdrowie ludzi. Szanowni Państwo, promujmy ideę odchodzenia od antybiotykoterapii w hodowli zwierząt przeznaczonych do produkcji żywności.

  Dobromir Sośnierz (NI). – Panie Przewodniczący! W dyrektywie stwierdza się, że mechanizm ustalania cen w sektorze weterynaryjnym działa według całkowicie odmiennych zasad niż w przypadku ludzi. Otóż nie, mechanizm ustalania cen działa zawsze tak samo, tylko Państwo inaczej ingerujecie w oba rynki, w związku z tym rezultaty są odmienne. Zasady ustalania cen są zawsze i będą takie same w przyszłości. Idziemy w tym przypadku w kierunku upodabniania tych regulacji, do tych, które dotyczą ludzi, a więc w kierunku wzrostu cen. I należy się z tym liczyć, że niezależnie od intencji takie będą też skutki.

Druga rzecz, na którą chciałem zwrócić uwagę, to jest odwołanie się do art. 13 dyrektywy w sprawie ochrony zwierząt wykorzystywanych do celów naukowych. Chodzi o to w tym art. 13, że zwierzęta powinny być wykorzystywane do badań tylko w ostateczności. Ale badania dotyczące leków na zwierzętach, na czym mają być badane? Chyba w sposób niezamierzony wynika z tego, że leki dotyczące zwierząt powinny być testowane na ludziach. Domyślam się, że nie taki jest zamysł twórców, ale pośrednio doprowadzili z powodu nieprzemyślanych odwołań do takiego wniosku legislacyjnego.

  Mihai Ţurcanu (PPE). – Domnule președinte, doresc să felicit colegii pentru munca depusă și pentru rezultatul la care au ajuns. Antibioticele trebuie să producă efecte pentru a salva viața oamenilor care au infecții bacteriene, nu pentru a crește productivitatea fermelor agricole. Susțin utilizarea restrânsă a medicamentelor în efectivele de animale, astfel încât aceasta să poată avea efectul scontat atunci când se impune folosirea lor cu adevărat. Peste 70 % din antibioticele produse anual merg către industria animalelor și a păsărilor. Așa ajung aceste substanțe în farfuriile noastre și, fără să ne dăm seama, căpătăm rezistență la antibiotice și nu mai răspundem tratamentelor recomandate.

Acest raport precizează și condițiile în care personalul medical-veterinar este autorizat să prescrie și să vândă antibiotice și, mai ales, în calitate de medic veterinar, găsesc acest aspect esențial. În calitate de fost șef al serviciilor veterinare din țara mea, găsesc că este imperios necesar ca această legislație să se transpună în cel mai scurt timp în toate statele membre ale Uniunii Europene.

Vânzarea pe internet a antibioticelor și a medicamentelor de uz veterinar pentru care este necesară prescripție ar trebui să fie ferm interzisă. Articolul 108 nu este destul de ambițios. Trebuie să conștientizăm faptul că administrarea necorespunzătoare a antibioticelor de uz veterinar reprezintă un risc grav pentru sănătatea noastră, a copiilor noștri și a generațiilor viitoare.

  Marc Tarabella (S&D). – Monsieur le Président, nous sommes tous concernés par l’utilisation des médicaments vétérinaires puisque cette dernière a un impact direct sur notre alimentation, sur l’environnement et sur notre santé.

Je me réjouis donc que nous nous prononcions en faveur d’une réduction de l’utilisation d’antibiotiques dans les exploitations agricoles pour limiter la présence de bactéries résistantes dans l’alimentation. À ce propos, il est primordial que les médicaments vétérinaires ne soient en aucun cas utilisés pour améliorer les performances des élevages et pour compenser le non-respect de bonnes pratiques d’élevage. L’administration préventive d’antibiotiques sans signe clinique d’infection doit être strictement limitée. Les propriétaires et les détenteurs d’animaux d’élevage devraient utiliser les animaux reproducteurs en respectant une diversité génétique appropriée dans des proportions qui n’augmentent pas le risque de transmission des maladies et isoler les animaux malades du reste du groupe.

Je suis enfin pleinement satisfait que soit dissociée l’autorisation centralisée de mise sur le marché pour les médicaments vétérinaires de celle pour les médicaments à usage humain.

  John Flack (ECR). – Mr President, it’s good that Parliament is today making the link between animal welfare and the use of veterinary medicines. It’s no wonder so many drugs are needed when 300 million animals a year live their whole lives in cages in the EU, perhaps only feeling the sun on their backs for the first time on the brief journey to the slaughterhouse, many never feeling grass beneath their feet in their short, sad, exploited lives.

This sort of industrial farming is only sustained by ever-more use of antibiotics – unnatural for the animal victims, injurious to human health, the by-products polluting the land and the air. Any decent human being must know in their heart that this sort of exploitation is wrong.

We, as politicians, have a duty to lead and to make the hard decisions people are reluctant to make for themselves. It’s about time we decide the endless cheap chase after cheap food and ever-higher yields must end. It’s about time we stopped corporate greed exploiting animals. I support these proposals.

  Michaela Šojdrová (PPE). – Pane předsedající, kolegyně a kolegové, návrh zprávy Evropského parlamentu o nařízení o veterinárních přípravcích podporuji a děkuji paní kolegyni Françoise Grossetêtové za její práci na tomto kompromisu. Jde o zdraví zvířat, ale jde také o zdraví lidí. Jedno nemůžeme oddělit od druhého. Proto, pokud chceme účinně bojovat proti antibiotické rezistenci, pak se musí změnit používání antibiotik při chovu zvířat. Proto souhlasím s návrhem na možnost restrikce, omezení antibiotických přípravků pro veterinární účely. Toto omezení musí být doplněno jinými opatřeními, a to je především zlepšení podmínek chovu, podpora výzkumu, snížení byrokracie při zavádění nových přípravků. Důležitá je reciprocita. Považuji za zásadní to, že nebude povolen dovoz masa ze zemí, které nezajistí stejnou restrikci při používání antibiotik. V opačném případě by toto opatření pro Evropskou unii nebylo dostatečně účinné a bylo by diskriminační pro naše zemědělce. Doufám, že toto nařízení bude přijato a bude dobře aplikováno.

  Carlos Zorrinho (S&D). – Senhor Presidente, o conjunto de medidas que hoje aqui debatemos é de enorme importância. A crescente resistência aos antibióticos é uma enorme ameaça. As infeções dela decorrentes matam, pelo menos, cinquenta mil pessoas por ano na Europa e nos Estados Unidos e setecentas mil pessoas no mundo. Prevê-se que estes números aumentem drasticamente nos próximos trinta anos com previsão de dez milhões de mortos por ano até 2050.

Um número que será superior às mortes por cancro e diabetes, exceto se nós agirmos, e eu saúdo as relatoras, os relatores, pelo trabalho feito. A limitação do uso profilático de agentes microbianos em animais beneficiará do estabelecimento de procedimentos comunitários de autorização e fiscalização. A atribuição à Agência Europeia do Medicamento de competências específicas de autorização de produtos para uso veterinário através de um procedimento centralizado é também muito importante. O reforço do quadro regulamentar para o fabrico, a autorização e distribuição de medicamentos veterinários é determinante. É neste sentido que temos que continuar a trabalhar.

  Ricardo Serrão Santos (S&D). – Senhor Presidente, Senhora Comissária, as resistências antimicrobianas e a consequente ineficácia dos tratamentos no combate de doenças são um dos maiores desafios da saúde pública que hoje enfrentamos.

Ao sector agrícola e produção animal cabe uma responsabilidade acrescida na batalha contra este desafio. Tal terá que passar pela prevenção e controlo das infeções e a redução da necessidade do uso de antibióticos através da aplicação de padrões elevados de bem estar animal.

Os antibióticos não poderão, em circunstância alguma, ser utilizados como substitutos destes padrões, mas o sucesso deste combate passa também por uma aposta na investigação e inovação, a fim de estimular o desenvolvimento de novos agentes antimicrobianos, terapias alternativas e diagnósticos que contribuam para reduzir o recurso a antibióticos. Os incentivos a esta investigação deverão estar bem presentes nas nossas prioridades. Por fim, não quero deixar de felicitar a nossa colega Clara Aguilera pelo relatório produzido.

  Paolo De Castro (S&D). – Signor Presidente, onorevoli colleghi, signor commissario, l'accordo raggiunto sul regolamento sui mangimi medicati, per il quale voglio ringraziare la collega Clara Eugenia Aguilera García per l'eccellente lavoro svolto, garantirà una maggiore competitività ed innovazione del settore agroalimentare, rafforzando la lotta dell'Unione europea contro la resistenza antimicrobica.

Si tratta di un passo in avanti decisivo, che porterà i nostri allevatori a porsi ancora più all'avanguardia in materia di sanità e benessere animale. Del resto una produzione animale sostenibile, con capi sani e curati in un ambiente consono, costituisce da sempre una priorità per l'agricoltura europea nell'interesse di 500 milioni di consumatori.

Colleghi, gli elevati standard di tutela, protezione e vigilanza in materia di sicurezza alimentare sono tra i più ambiziosi a livello globale. Dobbiamo essere fieri dei risultati raggiunti in questi anni ma allo stesso tempo bisogna evitare che il rispetto di tali misure si trasformi in uno svantaggio competitivo a danno degli agricoltori e allevatori europei rispetto ai loro competitor mondiali.

Occorre, caro commissario, continuare a impegnarsi per pretendere la reciprocità e il rispetto dei nostri standard produttivi da parte di tutti i nostri partner commerciali.

  Cristian-Silviu Buşoi (PPE). – Domnule președinte, aș începe prin a-i felicita pe raportorii noștri, doamna Grossetête, domnul Tănăsescu și doamna Aguilera García. Activitatea mea în domeniul sănătății publice a avut rezistența antimicrobiană în centrul de interes și doresc să subliniez că utilizarea incorectă și excesivă a medicamentelor antimicrobiene de uz veterinar a fost și este una dintre principalele cauze pentru care avem astăzi superbacterii care nu mai răspund la antibiotice. Am lucrat ca raportor alternativ pe raportul privind noul plan european de acțiune împotriva rezistenței antimicrobiene și pot să vă spun că estimările pentru 2050 ale efectelor acestei situații sunt sumbre.

Salut prevederile prin care utilizarea profilactică a antibioticelor va fi interzisă și încurajez utilizarea corectă și prudentă a medicamentelor de uz veterinar la recomandarea medicilor veterinari. Trebuie crescut și gradul de conștientizare al cetățenilor cât și al celor implicați în sectorul agricol și al profesioniștilor din medicina veterinară cu privire la riscul automedicației sau administrării imprudente de antibiotice. Fără a combate cauza nu putem avea rezultate durabile pe efecte.

Nie zajmuję się problemami medycznymi czy też weterynaryjnymi, zajmuję się problematyką bezpieczeństwa i patrząc z punktu widzenia tej problematyki tak bardzo, bardzo szeroko, chcę bardzo podziękować koleżance Grossetête, która wykonała kawał dobrej roboty, a podkreślam to w szczególności, bo nie jest to problematyka ani łatwa, ani też dobrze odbierana, jeżeli chodzi o jej szczegóły.

Natomiast przy tej okazji chciałbym się upomnieć o elementy edukacyjne, o lepszą informację adresowaną nie tylko do tych, którzy zawodowo zajmują się tym, o czym dzisiaj rozmawiamy, ale także tych indywidualnych odbiorców rozmaitych usług w tym obszarze. Apel mój jest podyktowany obserwacją zachowań antyszczepionkowców, którzy wprowadzają bałagan w głowach ludzi, postulując odstąpienie od szczepień obligatoryjnych w tych podstawowych elementach. Wydaje mi się, że to jest bardzo ważne.

  Violeta Bulc, Member of the Commission. – Mr President, the Commission is very satisfied that the European Parliament has shown broad support for the one-health approach, where animal and human health are addressed together in the important fight against antimicrobial resistance.

The international dimension in the fight against resistance is equally important, as this problem does not stop at the border. For this, I would like to stress the importance of international dialogue to developing common rules through, for example, a dialogue at the G20.

On the topic of human health, our regulation provides for the development of a list of antimicrobials that are reserved for human use. This will increase the chance of preventing resistance.

With regard to human medicine, the Commission will complete the assessment of other actions which would be the most appropriate and effective.

Regarding effecting controls on third countries, the Commission will pay special attention to the way the measures are applied in third countries, including through controls.

Concerning possible red tape, we have taken into account for a long time now the special needs of SMEs. For example, we dedicated support from the European Medicines Agency to reducing the fees to be paid by SMEs.

I would like to thank one more time all three rapporteurs for their sense of priority and their focus, which led to a successful negotiation of this regulatory package.

  Claudiu Ciprian Tănăsescu, raportor. – Domnule președinte, vreau să mulțumesc încă o dată tuturor și să vă asigur că îmi doresc o implementare cât mai rapidă a celor două regulamente care vor aduce beneficii tuturor părților implicate în procesul de autorizare și de supraveghere a medicamentelor de uz uman și veterinar, precum și beneficiarilor acestor procese și proceduri.

Astăzi pot afirma cu certitudine că avem regulamente care oferă un acces mai bun la medicamentele de uz uman și veterinar, prevăd măsuri viabile și moderne pentru combaterea rezistenței antimicrobiene, reduc povara administrativă și promovează inovarea și competitivitatea în aceste sectoare, ceea ce oferă Uniunii Europene o bază legislativă solidă în domeniu pentru mulți ani de acum încolo.

  Françoise Grossetête, rapporteure. – Monsieur le Président, je voudrais d’abord remercier tous nos collègues qui sont intervenus et qui ont apporté leur soutien. Remercier, une fois de plus d’ailleurs, les rapporteurs fictifs car ce travail d’équipe est tellement important et nous permet justement d’arriver et d’aboutir à un texte, à un règlement qui sera – je l’imagine – particulièrement efficace.

C’est un progrès – je l’ai dit – et à certains de nos collègues qui malheureusement ne sont plus là et qui se plaignaient d’une bureaucratie croissante, je répondrai qu’à travers ce règlement, nous avons mis sur pied un nouveau système de pharmacovigilance plus flexible, plus efficace et moins bureaucratique, avec des procédures accélérées qui doivent permettre une réaction rapide des laboratoires en cas d’épizootie, par exemple, sans pour autant compromettre nos normes en matière de qualité et de sécurité, qui sont parmi les plus élevées du monde.

Et puis je dirai aussi que nous nous sommes préoccupés de l’environnement. Il n’est pas oublié. Nous savons que nous retrouvons des résidus de produits vétérinaires. À ce titre, le texte prévoit de mieux évaluer l’impact de ces substances sur l’environnement.

Enfin, quand on me parle de surcoût, je pense que là, on oublie la valeur humaine et ce que nous voulons effectivement protéger, à savoir éviter que d’ici à 2050 – comme le prévoient les études – il y ait 10 millions de décès en Europe à cause de l’antibiorésistance.

Alors merci à tous et j’espère que nous serons nombreux à voter ce règlement.

  Clara Eugenia Aguilera García, ponente. – Señor presidente, para finalizar este debate, yo quiero animar, como ya ha hecho algún colega, a los medios de comunicación a que divulguen el buen resultado que hemos obtenido entre todos: entre toda esta Cámara, la Comisión Europea y el Consejo. Es un grandísimo resultado y es bueno que se conozca, porque a veces solo se conocen las malas cosas y los malos resultados, y esta es de las cosas que nos deben llenar de una gran satisfacción.

Quiero dar las gracias a todos, a todos los ponentes alternativos de mi Comisión de Agricultura y Desarrollo Rural, a todos los diputados de la comisión, en la que hemos trabajado intensamente para conseguir un acuerdo, amplio, mayoritario, el que nos demandaba hoy la sociedad para ofrecer garantías en la lucha contra la resistencia antimicrobiana; quiero darles las gracias a todos ellos porque la disponibilidad que han tenido ha sido muy buena; también a mis dos colegas coponentes por la buena colaboración, porque no se hubiera entendido este resultado final sin una buena colaboración; y al comisario Andriukaitis, que lamento que no esté aquí presente —la señora Bulc lo ha reemplazado perfectamente—, pues también dio un gran impulso para que obtuviésemos este buen resultado; y a la Presidencia austriaca, que dio un impulso final para conseguirlo.

Quiero dignificar, por último, el buen trabajo de los ganaderos europeos, el esfuerzo que en la última década y en los últimos años están haciendo. Están adaptándose a las demandas de la sociedad. Están adaptándose a lo que requiere una sociedad con plena garantía de seguridad alimentaria. Ya solo nos falta que, cuando introduzcamos productos de terceros países, seamos tan exigentes como lo estamos siendo aquí.

Espero que sea una batalla que también ganemos pronto, como hemos ganado hoy. Espero que el resultado sea muy positivo por el interés general de todos los europeos.
