  Joachim Schuster, Berichterstatter. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Die Weltwirtschaft ist in Unordnung geraten. Die USA demontieren gerade die Ordnung, die sie selbst nach dem Zweiten Weltkrieg aufgebaut haben, und geht es nach Trump, soll zukünftig das Recht des Stärkeren gelten.

Trump ist aber nicht der einzige Faktor in der Weltwirtschaft. Wir haben es mit mehreren grundlegenden Trends zu tun. In der Vergangenheit hat sich erstens die Qualität der internationalen Wirtschaftsbeziehungen gewandelt: Nicht mehr der Handel mit Fertigprodukten dominiert, sondern der Handel in internationalen Wertschöpfungsketten.

Zweitens führt die Globalisierung nicht nur zu mehr Wohlstand insgesamt, sondern auf der anderen Seite auch zu Verlierern – regional, sektoral und auch bezogen auf einzelne Personengruppen. Dieser Fakt ist übrigens auch eine, aber keineswegs die alleinige Ursache für den erstarkenden Nationalismus etwa in den USA und in der EU.

Drittens verschieben sich die Gewichte der einzelnen Staaten gravierend. China ist die aufsteigende Kraft, und ohne Zweifel verschiebt sich das weltwirtschaftliche Zentrum in den ostasiatischen Raum. Spiegelbildlich nimmt das relative Gewicht der USA und der EU ab. Es zeichnet sich ab, dass China die USA in den nächsten Jahrzehnten als dominante Wirtschaftsmacht ablösen wird. Dies wird einhergehen mit dem Versuch Chinas, auch die grundlegenden Regeln der Weltwirtschaft ihren Interessen entsprechend neu zu ordnen.

Viertens ist die bisherige multilaterale Weltordnung immer mehr unter Druck. Die WTO ist aktuell nicht in der Lage, den Welthandel zu strukturieren.

Darüber hinaus gibt es auch weitere politische Veränderungen. Gleichzeitig spitzen sich nämlich weitere globale Problemlagen zu. Ich nenne hier nur stichwortartig den Klimawandel, die Zunahme militärischer Konflikte, die Zunahme von Migration weltweit, Armut und Mangelernährung von mehreren hundert Millionen Menschen.

Deswegen muss wirtschaftliche Globalisierung im 21. Jahrhundert auch dazu beitragen, die Nachhaltigkeitsziele der UN zu erreichen. Es reicht nicht, wenn die EU als Antwort auf Trump eine Strategie entwickelt, die lediglich versucht, durch bilaterale Abkommen mit möglichst vielen Partnern den regelgebundenen Welthandel abzusichern. Wir brauchen eine vielschichtigere Antwort, bei der das Eintreten für die regelgebundene Weltwirtschaft zwar ein wichtiges, aber eben nur ein Element ist.

Nach innen gilt es zunächst, den eigenen Binnenmarkt zu stärken und Nationalismus entgegenzutreten. Die EU muss die europäischen Regionen und Menschen im globalen Strukturwandel unterstützen. Stichworte sind hier umfassende Reform und Verstärkung des Globalisation Adjustment Fund, Nutzung der Strukturpolitiken zur Stärkung der Wettbewerbs- und Innovationsfähigkeit – wobei hier ein besonderes Augenmerk auf kleine und mittlere Unternehmen zu legen ist –, Unterstützung von Beschäftigung durch Weiterbildung, der Ausbau von Handelsschutzinstrumenten oder eben auch ein zielgerichtetes Investitions-Screening.

Nach außen sollten wir verstärkte Anstrengungen darauf richten, auch neue potente Bündnispartner zu finden bzw. zu helfen, diese zu entwickeln. Damit meine ich vor allem die wirtschaftlichen Beziehungen zu den afrikanischen Ländern, aber auch zu den Nachfolgestaaten der ehemaligen Sowjetunion inklusive Russlands.

Unsere Außenwirtschaftspolitik muss aber auch Ernst machen mit dem Postulat eines wertebasierten Handels. Handel dient nicht nur der Steigerung wirtschaftlicher Gewinnmöglichkeiten, Handel muss gleichzeitig dazu beitragen, Arbeitsbedingungen zu verbessern. Hier sind die Ratifizierung und die Einhaltung der ILO-Kernarbeitsnorm Mindestbedingungen und müssen dazu beitragen, die nachhaltigen Entwicklungsziele zu erreichen. Sozial-, Arbeits- und Umweltdumping darf kein Mittel sein, um internationale Wettbewerbsvorteile zu erzielen. Das untergräbt nicht nur die Akzeptanz in der Bevölkerung, sondern zerstört schlicht unsere natürlichen Lebensgrundlagen. Das ist der Grund, weswegen wir Sozialdemokraten immer wieder darauf beharren, dass Handelsabkommen umfassende und auch durchsetzbare Nachhaltigkeitskapitel enthalten. Die Weigerung der Kommission und mancher Mitgliedstaaten, dieses Thema ernst zu nehmen, ist aus meiner Sicht Ausdruck von Zukunftsunfähigkeit.

Eine moderne globale Wirtschaftsstrategie muss mehr sein als das Festhalten an regelgebundenem Welthandel. Wir brauchen zusätzlich Antworten auf die machtpolitischen Herausforderungen und müssen Welthandel immer auch als Instrument zur Durchsetzung von Nachhaltigkeit begreifen.

  Laima Liucija Andrikienė (PPE). – Madam President, first I want to congratulate our rapporteur for his work on this report. I think the Committee on International Trade (INTA) has adopted a very well—balanced report on the trade aspects of harnessing globalisation.

However, there is an amendment tabled for the plenary, which has been rejected in the INTA Committee, on a sanctions-based enforcement mechanism in the EU’s TSD chapters. This would oblige the EU to find ways to determine how a breach of social or environmental standards can be transformed into economic compensation and this narrows down the scope of the TSD chapter. We cannot agree with this. Such an approach does not fit with the EU’s model. The Commission already has a 15—point plan to make the EU TSD chapters more effective.

Colleagues, I call on you to vote against this amendment, as its adoption would mean a significant setback for our trade policy and send the wrong message to our trading partners and the Commission.

  Julie Ward (S&D). – Madam President, this report is very important as our trade policy has implications across many other areas. As a socialist, I am proud to be part of a parliament that takes the initiative to reflect on the need to fight inequalities created by globalisation. European companies are responsible for many inequalities and human rights violations in the world and it’s our responsibility to put in place legal safeguards to prevent them from harming populations in third countries.

Regarding foreign policy, trade is a powerful tool for the EU to promote international law, particularly human rights. But to do that we must step up and improve the way we engage with partners in the trade area. Free trade agreements should be designed so they don’t undermine national and international laws and should include strong mechanisms, including the sustainable development chapters, to be respected by all parties.

Commissioner, regarding the impact of globalisation and robotisation on the future of work, I wish to remind you of our conversation about occupational literacy at the recent EIF debate.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, η Ευρωπαϊκή Ένωση έχει τις ρίζες της στην παλιά ΕΟΚ και βασική αρχή της ΕΟΚ ήταν η αρχή της κοινοτικής προτίμησης. Μια αρχή η οποία στήριζε τα ίδια τα προϊόντα των κρατών μελών της τότε ΕΟΚ και μάλιστα αυτό είχε μια έντονη διάσταση στην Κοινή Αγροτική Πολιτική. Ήταν ένα σύστημα ήπιου προστατευτισμού προκειμένου να αντιμετωπιστεί ο διεθνής ανταγωνισμός. Στην πορεία, βεβαίως, η ΕΟΚ μαζί με τις Ηνωμένες Πολιτείες πέτυχαν το άνοιγμα των αγορών. Αλλά άνοιγμα των αγορών σημαίνει, βεβαίως, και ελεύθερο εμπόριο και εντός της Ευρωπαϊκής Ένωσης, από χώρες οι οποίες παράγουν φτηνά, από ευρωπαϊκές εταιρείες που επένδυσαν στον αναπτυσσόμενο κόσμο, γιατί εκεί τα μεροκάματα ήταν φτηνά. Με αποτέλεσμα να έχουμε διάλυση της οικονομίας της ίδιας της Ευρωπαϊκής Ένωσης. Τώρα ξαφνικά θυμηθήκαμε τον ήπιο προστατευτισμό, τον οποίο ονομάζουμε προστασία των πολιτών. Από την πρώτη στιγμή που είμαι εδώ μιλώ για την επαναφορά της αρχής της κοινοτικής προτίμησης. Εύχομαι να μην είναι αργά.

  Bill Etheridge (EFDD). – Madam President, trade and the markets are organic, they are almost a living organism, they’re made up of individuality and people’s wants and desires. If you try to stand in the way of the flow of trade in the free market and of enterprise, all you’re doing is being a modern—day King Canute and you will get washed away.

The important thing is to bring down trade barriers, to bring down protection, to bring down tariffs, to trade freely with the world, to make our people wealthier and better off. If you allow this to happen, what happens then is that, when people are wealthier and better off, they start to make their choices. They will then choose if they wish to buy from morally and ethically correct companies because they will then have decisions that they can take. It’s about people. Employing and putting and imposing rules on – they’re all about politics and good intentions. All it does is make trade and the economy in European countries weaker and the citizens poorer.

  Maria Grapini (S&D). – Doamna președintă, doamna comisar, globalizarea trebuie să vedem cum o valorificăm. Din punctul meu de vedere - vorbesc aici de patru ani de piața internă, știți bine că fac parte din Comisia IMCO - și de multe ori am ridicat această problemă: cum fructificăm globalizarea? Cum facem să avem un comerț liber, cum spunea colegul, dar trebuie să fie etic și echitabil. Trebuie să avem o protecție consumatorilor, nu putem să lăsăm să între de-a valma produse în piața internă fără a avea siguranța produselor. Ori aici cred că avem foarte multe lucruri de rezolvat din punct de vedere al acordurilor comerciale, al standardelor de produs, al condițiilor pe care le punem în calitatea produselor și al extinderii acordurilor comerciale și cu alte state.

Este o perioadă de criză globală, recunoaștem acest lucru, dar trebuie să plecăm de la aceste lucruri: comerț etic și echitabil, protecția consumatorului, siguranța consumatorului și, de ce nu, să ne gândim cum facem ca IMM-urile din piața internă a Uniunii Europene să reziste și să se dezvolte - pentru că știm bine că este o problemă acum din punct de vedere al capitalizării IMM-urilor.

  Jude Kirton-Darling (S&D). – Madam President, I would like to say to the Commissioner that the EU talks the talk about harnessing globalisation but talking isn’t enough. While globalisation has lifted many out of extreme poverty globally, it has increased the inequalities in our societies to breaking point. That’s largely because trade policies focused almost exclusively on trade liberalisation and market opening without any real consideration of the negative impacts on some sectors, regions and parts of society.

Just as the emerging EU single market needed a social dimension, so too does our trade policy. Both need strengthening. Our trade and sustainable development chapters need teeth as well as incentives for good behaviour. The Commission’s opposition to trade sanctions for labour and environmental roles means serial violators fear no economic cost of human rights abuses. Harnessing globalisation means setting clear rules, rules for business, and ensuring rights for people.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, il commercio internazionale non solo riveste un ruolo determinante ai fini dello sviluppo economico e della cooperazione tra paesi, ma ha anche un'influenza fondamentale sulla pace, la crescita sostenibile, l'occupazione, l'eliminazione della povertà e i diritti umani.

Tuttavia i vantaggi della globalizzazione non sono equamente distribuiti tra le regioni e all'interno della società. L'ordine economico multilaterale mondiale, con al centro l'OMC, stenta a integrare i profondi cambiamenti degli ultimi decenni, dal nuovo ruolo della Cina e degli Stati Uniti all'automazione e digitalizzazione dell'economia.

Occorre garantire condizioni più eque per le PMI. Condivido la richiesta di una strategia commerciale dell'Unione europea per le PMI, al fine di integrarle nelle catene di valore internazionali e superare gli ostacoli specifici del commercio, quali le barriere non tariffarie. Sono necessari strumenti di difesa commerciale e protezione dei consumatori efficaci.

Invito pertanto la Commissione a continuare a sviluppare metodi sicuri per tenere pienamente conto di tali dimensioni, anche per quanto concerne le norme sociali e ambientali applicabili nei paesi esportatori.

  Elżbieta Bieńkowska, Member of the Commission. – Madam President, I want to thank the rapporteur, the Committee on International Trade (INTA) and the whole Parliament for this report, as it’s extremely important. As you have pointed out in the report, globalisation is profoundly changing the world economic order, and we have a duty to harness this phenomenon. This is necessary to ensure that globalisation is used as a force for progress in favour of more sustainable and more inclusive growth.

This report is also timely and the vote today is timely. The rules and values-based international trading order is facing the deepest crisis since the end of the Second World War. The rules at the core of the international trading system are increasingly being challenged by some – even major – global players. The Commission totally subscribes to the report’s recommendation that we should avoid resorting to protectionism. Protectionism is an easy answer to common fears, as we all know, but it has always come with often catastrophic consequences in the longer term.

The Commission also concurs that itʼs vitally important to preserve the multilateral world economic order, to ensure that it remains rule- and value-based. This is why the EU is a leading advocate of the rule- and value-based international trade system – of course, with the World Trade Organization at its centre – while acknowledging that these rules need to be updated.

This report also rightly underlines the importance of promoting sustainable development with our trade policy. This is what the EU does with the chapters on trade and sustainable development in our free trade agreements. These chapters are designed to make sure that trade policy goes hand in hand with high labour and environmental standards and with the promotion of corporate social responsibility (CSR) and other trade and investment practices supporting sustainable development. As announced by my colleague, Commissioner Malmström, in her 15—point action plan to make the EU trade and sustainable development chapter more effective, the Commission’s aims are to ensure that countries comply with the commitments to more assertive enforcement; to facilitate the monitoring role of social partners and civil society; and to make EU resources available to support implementation of the sustainable development chapters in trade agreements.

Let me now turn your attention to two countries that I think are extremely important in this respect: Cambodia and Myanmar. Both of those countries benefit from the Everything But Arms arrangement, which guarantees completely tariff—free access to the European market for all export goods except for weapons and ammunition. However, this access is not without conditions, and in the case of Myanmar, the Commission will soon send a high-level EU mission there to assess the situation on the ground. This mission has to be seen within the framework of the possible withdrawal of those preferences. With Cambodia, we are even a step further in the process. Without clear and evident improvements on the ground, the process will result in the suspension of the trade preferences that Cambodia currently enjoys.

The Commission also has other concrete trade measures in place that support sustainable development: the Conflict Minerals Regulation; the Fair and Ethical Trade Award; and EU support for responsible business conduct. EU values are, furthermore, promoted through an updated regulation preventing the export of goods that could be used for capital punishment or torture.

So let me conclude by saying that the Commission will, of course, take your valuable recommendations into consideration for our future work on trade policy. In line with your request, the Commission will continue to work to make sure that globalisation helps bring more sustainable, more inclusive growth while at the same time defending the rules and values that the international trading order is based on.

  Agnes Jongerius (S&D), schriftelijk. – Globalisering brengt nieuwe uitdagingen met zich mee, maar ook onzekerheden. De Europese Unie moet wat mij betreft met een eerlijk antwoord komen, waarin sociale arbeidsstandaarden en milieunormen de boventoon voeren. Wij mogen onze normen en waarden namelijk niet uit het oog verliezen, ook niet wanneer productie plaatsvindt aan de andere kant van de wereld.

Europa kan, en moet, de leiding nemen bij het uitdragen en stimuleren van sociale, arbeids- en mensenrechten. In ieder nieuw of hernieuwd handelsverdrag moeten deze zaken expliciet worden opgenomen, zoals de IAO-verdragen en de Overeenkomst van Parijs. Echter, het gaat niet alleen om het opnemen van standaarden, maar ook om het naleven daarvan. Het maatschappelijk middenveld van onze handelspartners moet daarin een belangrijke rol krijgen. Op overtreding van standaarden moeten dan ook sancties staan.

Globalisering treft ons op een ongelijke manier. We moeten het verlies door globalisering zoveel mogelijk beperken. Het antwoord op globalisering kan ook simpel zijn: nee, wij knijpen geen oogje meer dicht als dat bijvoorbeeld de levens van miljoenen arbeiders op het spel zet.
