  Frank Engel (PPE). – Mr President, I just noticed that we have fallen to 372 voting numbers. I consider that under those circumstances it simply makes no sense to continue this vote and I suggest that we discontinue the vote and that we recap with a vote on this text at the next session, because this cannot continue.

  Przewodniczący. – O ile wiem, to musimy zapytać w tej kwestii frakcje. Musi być co najmniej 38 posłów, którzy zgłoszą ten sam wniosek. 38 członków Parlamentu musi wystąpić o przerwanie.

  Esteban González Pons (PPE). – Señor presidente, estamos todos en la misma situación, pero este Parlamento no puede permitirse no votar hoy la Resolución sobre Jashogui. No puede permitírselo.

  Przewodniczący. – Drogi kolego! Został sformułowany wniosek, znalazła się odpowiednia większość popierająca ten wniosek, więc muszę poddać ten wniosek pod głosowanie. Jeżeli większość Państwa zadecyduje, że kontynuujemy głosowanie, będziemy je kontynuować. Ja jestem gotowy do jego kontynuowania. Bardzo przepraszam, ale tak wygląda procedura.

  Guy Verhofstadt (ALDE). – Mr President, I think it is the plenary that would decide on what is happening. No? It is the plenary. So my proposal is that all these points go to the next part-session. Only the resolution on Khashoggi has to be voted on now as urgent.

  Udo Bullmann (S&D). – Herr Präsident! Ich möchte Sie Folgendes fragen, ganz seriös und ganz ernsthaft: Wir sind in einer laufenden Abstimmung zu einer Entschließung. Sind Sie ganz sicher, dass Sie eine Geschäftsordnungsdebatte über den Abbruch der Abstimmung zulassen können, währenddem wir in einer Abstimmung zu einer Entschließung sind?

Meines Erachtens hätten Sie das am Ende aufrufen dürfen, aber nicht während einer Abstimmung. Deswegen bitte ich Sie, jetzt in ein geregeltes Verfahren einzutreten. Wir führen diese Abstimmung jetzt zu Ende, so wie wir sie begonnen haben, und danach können Sie in das Verfahren eintreten und das Haus fragen, was es denkt.

Aber diese Abstimmung wird nicht einfach deswegen unterbrochen, weil jemand aufsteht und eine Idee hat. So geht das nicht in diesem Haus.

  Der Präsident. – Lieber Herr Kollege Bullmann! Bitte lesen Sie Artikel 190! Zu jeder Zeit ist es möglich, das zu beantragen.

   Pan Kolega zgłosił to, znalazł poparcie i ja to muszę poddać pod głosowanie, na tym polegają zasady demokracji, a Państwo mogą zagłosować, żeby dalej kontynuować. Ja jestem gotowy prowadzić to głosowanie nawet do dnia jutrzejszego. Dziękuję bardzo.

  Daniel Caspary (PPE). – Sehr geehrter Herr Präsident! Ich bitte Sie – vielleicht ist das ein Problem der Sprachfassungen in der Geschäftsordnung. Ich stimme Ihnen zu, dass in dem Artikel 190 steht, dass man eine Abstimmung abbrechen lassen kann und der Kollege Bullmann leider nicht Recht hat.

Aber da geht es um eine einzelne Abstimmung und nicht darum, insgesamt die Tagesordnung in der Art und Weise zu ändern, dass wir danach überhaupt nicht mehr abstimmen, sondern das muss vorher geschehen.

Deswegen bitte ich, dass wir uns da wirklich an die Geschäftsordnung halten. Man kann so nicht einfach die Abstimmung abbrechen.

  Izaskun Bilbao Barandica (ALDE). – Señor presidente, por favor, creo que estamos dando una imagen que la ciudadanía europea no se merece, y vamos a empezar por la autocrítica. Y, en segundo lugar, llevamos ocho minutos discutiendo sobre el procedimiento. Podíamos haber avanzado. Yo lo que le pido es, por favor, que lo haga rápido y acabemos hoy con las votaciones.
