  Mairead McGuinness, author. – Madam President, this is a really important debate. I think sometimes people might think we legislate and then forget, but actually this debate is about making sure that the legislation on medical devices is implemented in full, and on time. But the reason it has been tabled – and I thank the colleagues who have co-signed with me, we were all involved in this legislation – is that concerns are being raised about the timely implementation.

Let’s reflect on why we had to modernise this law. It was because there were scandals in the medical devices sector, some of a criminal nature, and some identifying problems with how the industry is regulated, the ‘fit-for-purpose’ of notified bodies being one particular issue. So the reason we ask this question is because those concerns on implementation are being raised, but our focus is on patient safety and making sure that there is a supply of devices that are scrutinised fully so that there is no interruption in the medical care and attention that our patients receive.

Can I say that I have a friend going in next week for a knee operation. They are not worried about the gadget, or the knee, because they presume it is going to be safe and effective, and that they will come out skipping, and I hope they will. They are worried just about the operation. I think when patients go into hospital and have a procedure involving a medical device they presume that the medical device is certified and fit for purpose – and we have to give them that guarantee, and that’s the purpose of our question to you this morning.

We are concerned about the Commission’s coordination. There are three different, if you like, DGs of the Commission involved in this, so how is that working, and is it effective? And also, when we were debating this legislation, Brexit wasn’t a reality. It now is, and we have to take account of the implications and consequences of Brexit on the medical device legislation and on the supply of devices that keep our patients safe.

One of the issues that has been raised with us is the expertise available both perhaps within the Commission itself, but also within Member States and within notified bodies, and of the notified bodies that currently operate. I would like the Commission to clarify how many have actually looked for re-designation, as is required under this legislation. I understand it takes 18 months to re-designate a notified body, and if many have not applied at this stage, then we need to know that they will immediately and that they will be certified in time to meet the strict requirements of this legislation.

Lastly, are Member States doing enough? Because they are the ones who are perhaps raising this issue with us as well as the industry, and what do they need to do to make sure that they get this in place in their Member State and on time?   Elżbieta Bieńkowska, Member of the Commission. – Madam President, thank you very much for this question as it allows me to update you on the state of play of the implementation of the two regulations on medical devices. I know this is an extremely important issue. We all want the continuous availability of safe and innovative medical devices and, of course, for this we need a smooth transition to the new system.

Let me underline, at the very beginning, that so far all relevant legal deadlines established by the regulations have been met. Work is advancing and progressing according to the plans. This was the case for the establishment of the governance structure; the launch of the designation code and procedure for notified bodies; and the delivery of the new plan for the implementation of the new medical devices database (EUDAMED).

We had already prepared for the future even before the regulations were adopted. We established effective cooperation with the national competent authorities for medical devices. Together with them, we have elaborated a roadmap of activities to be undertaken during the transitional period. Work is on track to implement the roadmap, again together with the expert groups. We are in continuous dialogue with the notified bodies, industry and all other relevant stakeholders.

As was said in the speech by Ms McGuinness, there are three directorates—general cooperating and sharing responsibilities. We are putting a lot of human resources on this file. But let me assure you, we have a very common understanding of the topic and of the issues between our Commission services. Also, Member States have mobilised their resources to contribute to the implementation process and Member States are fully committed, in the form of the competent authorities for medical devices, to preparing for the future.

We are aware that we need enough notified bodies by the end of the transition period. This is a key precondition for the smooth transition. The Commission has set up the entire legal and technical infrastructure to allow for the designation procedure to start as soon as possible. Again, I want to underline that we have been ready from the very first legal date, which was 27 December last year. The number of applications received so far shows that the designation procedure is overall on track.

So far, there have been no delays in assessing the applications of notified bodies. But of course we should not only look at the numbers. The top priority is patient safety. So we should remember that the lack of effective control of the notified bodies under the old system was one of the main reasons to review the medical devices framework. A large share of the responsibility now lies with the notified bodies themselves, as well as with the operators. It is also up to them to prepare and prove their fitness under the revised framework.

A few words on Brexit as it is an extremely important issue. As for all other sectors, this is also a challenge for the medical devices industry. So far, four notified bodies have been established in the UK. In its public notice of January this year, the Commission advised stakeholders to take all necessary measures because, as we all know, a certificate issued by UK notified bodies will no longer be valid as from 29 March next year.

Many other sectors, of course, face the same situation, but, as far as we know, the UK notified bodies and industry associations have been extremely active in preparing for Brexit ahead of time. Four notified bodies have already taken the initiative to adapt to the post—Brexit scenario. Again, we should not rest on our laurels, but for now, we see that they were very proactive and active.

So let me conclude by saying that we are on track. There are no deviations from the requirements and deadlines established by Parliament and the Council. So for now, there is no reason to ring the alarm bell. But of course there is still a lot of work ahead of us: first to ensure the transition to the new system but also the availability of devices over the next few years. Therefore, we in the Commission, together we will monitor the implementation process in very close and very constant cooperation with the national competent authorities, the Member States of course, and all other stakeholders.

  Biljana Borzan, u ime kluba S&D. – Gospođo predsjedavajuća, svrha Regulative o medicinskim uređajima i in vitro dijagnostičkim uređajima je da europskim pacijentima omogući pristup sigurnim i učinkovitim uređajima, te povrati povjerenje u europsku proizvodnju nakon skandala s umjetnim kukovima i umecima za grudi. Komisija je inicijalni prijedlog objavila još 2012. godine, trijalozi su završeni 2016. godine. Regulative su stupile na snagu 2017., s tranzicijskim razdobljem od tri godine za medicinske uređaje i pet godina za in vitro dijagnostičke uređaje. Cijenjeni kolegice i kolege, trebamo imati na umu da se na ovim novim pravilima radilo čak šest godina.

Danas raspravljamo o problemima u implementaciji novih pravila, jer naime može se dogoditi da do početka primjene sustav ne bude spreman i da se obustavi opskrba medicinskim uređajima. Najveći problem je prilagodba imenovanih tijela, na kojima počiva cijeli sustav stavljanja uređaja na tržište. Ta tijela procjenjuju zadovoljavaju li medicinski i in vitro uređaji specifikacije i propise prije nego što uđu u prodaju i upotrebu. Proces njihovog ratificiranja teče mnogo sporije nego što bi trebao, prema podacima iz svibnja ove godine, od 59 postojećih imenovanih tijela, samo njih 30 je pokrenulo postupak recertifikacije, a taj postupak traje 18 mjeseci.

Ukoliko se nešto ne promijeni, moguće je da će u svibnju 2020., kada završava prijelazno razdoblje, postojati ozbiljan manjak certifikacijskih kapaciteta. Situaciju naravno dodatno komplicira Brexit, jer se u Velikoj Britaniji vrši znatan broj certifikacija za tržište Europske unije. No, to nije jedini problem - Komisija je od potrebnih 18 implementacijskih akata, u trenutku pisanja ovog usmenog pitanja, objavila njih samo nekoliko. Nadalje, nije jasno hoće li sustav EUDAMED, koji je ključan za funkcioniranje sustava, biti operativan na vrijeme.

Gospođo povjerenice, bilo mi je drago čuti danas vaše optimistične najave i iskreno se nadam da će sve ono što ste rekli i biti primijenjeno, međutim shvatite i našu zabrinutost. Moram reći da nisam sklona ponovnom otvaranju regulativa kako bi se produžili rokovi i prijelazno razdoblje. Trebamo imati na umu da je rad na ovim zakonima počeo još davne 2012., te da je Parlament trijalozima već pristao na produljenje rokova. Naši građani zaslužuju najkvalitetniju uslugu i zbog toga je vrlo teško objasniti zašto ovo sve toliko dugo traje i nadam se da će sve ono što je danas od strane Komisije izgovoreno biti provedeno u djelo.

  Gesine Meissner, im Namen der ALDE-Fraktion. – Frau Präsidentin, Frau Kommissarin, liebe Kolleginnen und Kollegen! Das ist ja fast wie ein Familientreffen zu medical devices nach den ganz langen und zähen Verhandlungen, die wir durchlebt haben, um das Ganze auf den Weg zu bekommen. Es war ein sehr kompliziertes Verfahren mit ganz, ganz vielen Seiten – 700 Seiten, glaube ich, alleine an Unterlagen vom Rat. Also es war kompliziert. Auslöser war – das hat eben meine Kollegin McGuinness schon gesagt und meine andere Kollegin hat es auch erwähnt – der Skandal um die Brustimplantate. Es ging jetzt um Patientensicherheit. Darum finde ich es an sich schade, dass die Besuchertribünen noch so leer sind. Denn es wäre schön, wenn ganz viele Menschen hier sehen würden, was wir in Europa doch Gutes tun, um die Patientensicherheit zu gewährleisten.

Es war von vornherein klar, als wir fertig waren mit den sehr schwierigen Verhandlungen, dass die Kommission jetzt am Zuge ist und ganz viel damit zu tun hat, überhaupt die Grundlagen für die Umsetzung dieser Verordnung zu schaffen.

Worum geht es? Wir alle wissen das hier, aber es geht eben bei den Medizinprodukten um alle möglichen Dinge, vom Heftpflaster bis zum Skalpell, es geht um den OP-Tisch, das Krankenhausbett, die künstliche Hüfte und das Kniegelenk genauso wie den Herzschrittmacher. Und all dies wird halt in der EU dezentral zertifiziert über die sogenannten „benannten Stellen“. In Deutschland ist das – was viele verwundert – sogar der TÜV, der eigentlich für Straßenverkehr zuständig ist, aber halt auch diese Zertifizierungen vornimmt.

2013 hatten wir 87 benannte Stellen in der EU, 2018 nur noch 59. Das waren also weniger statt mehr, und sieben davon sind halt im Vereinigten Königreich. Deswegen macht uns das durchaus sehr große Sorgen. Diese benannten Stellen nehmen ja eine ganz wichtige Rolle ein. Sie müssen Medizinprodukte zertifizieren. 30 bis 45 % der Medizinprodukte am Markt werden dort zertifiziert, und aufgrund von Spezialisierung kann das sogar noch erheblich höher sein. Im Orthopädiebereich, bei Hüft- oder Kniegelenken, sind es sogar 70 %, die dort zertifiziert werden, also wirklich noch ein erheblich größerer Anteil. Wir brauchen ja vieles davon Und durch die sinkende Zahl der benannten Stellen und auch angesichts der steigenden Zahl der Medizinprodukte in der EU stoßen die existierenden benannten Stellen bereits heute an ihre Kapazitätsgrenzen – ich sage es nochmal: Es sind weniger geworden.

Außerdem kommen neue Probleme dazu. Da nenne ich jetzt mal vier Punkte. Das eine: Es gibt wirklich Herausforderungen durch den Brexit, denn mit dem Brexit – wenn er denn kommt, ich hoffe immer noch, er kommt nicht – fallen im März 2019 eben einige Stellen weg – sieben, ich habe es schon gesagt. Und dann ist damit zu rechnen, dass der Andrang auf die in den anderen Mitgliedstaaten liegenden benannten Stellen wesentlich größer wird. Das ist natürlich etwas, was dann deutlich Kapazitätsgrenzen aufweist. Außerdem würden die im Vereinigten Königreich ausgestellten Zertifikate ihre Gültigkeit verlieren – da gab es mal eine Notiz der Kommission –, und die Geräte müssten dann entweder in den anderen 27 Mitgliedstaaten neu zertifiziert werden, bei einer der ohnehin schon überlasteten Stellen, oder sie müssen eben re-zertifiziert werden, oder es müsste eine Stelle aus dem Vereinigten Königreich in die EU verlegt werden, was mit Sicherheit bis März 2019 kaum durchführbar ist.

Dann kommt als dritter Punkt dazu, dass alle im Markt befindlichen Medizinprodukte bis Mai 2020 nach der neu geltenden Verordnung zertifiziert sein müssen. Der Prozess der Benennung der benannten Stellen, der Audit, gestaltet sich aus unserer Sicht eben doch nicht schnell genug. Frau Kommissarin, Sie sagten, die Kommission ist voll im Zeitplan. Wir haben die Befürchtung, dass es vielleicht doch nicht ganz so sein könnte. Denn die Hersteller können ja erst dann mit der Zertifizierung ihrer Medizinprodukte beginnen, wenn die benannten Stellen nach der neuen Medizinprodukteverordnung designiert sind. Derzeit gibt es noch keine einzige benannte Stelle, die wirklich designiert worden ist.

Vierter Punkt: Zusätzlich wird mit dem Anwendungsdatum der neuen Medizinprodukteverordnung im Mai 2020 eine höhere Arbeitsbelastung der benannten Stellen einhergehen, da mehr Medizinprodukte – Skalpell, OP-Lampe und so weiter – als bisher ein Zertifikat benötigen, und andererseits eine Flut von Neuzertifizierungen zu erwarten ist. Es ist absehbar, dass mit dem Anwendungsdatum der Verordnung nicht alle Produkte, die derzeit verwendet werden, ein Zertifikat haben werden, und damit wären sie nicht einsetzbar, und die Patientenversorgung wäre tatsächlich in Gefahr. Damit laufen wir auch Gefahr, dass die Patientenversorgung nach Mai 2020 wirklich schwierig werden kann und dass wir das nicht mehr gewährleisten können. Hüftgelenke mit einem Zertifikat aus dem Vereinigten Königreich könnten zum Beispiel vielleicht nicht rechtzeitig für die EU 27 nach dem März 2019 zertifiziert sein, OP-Grundausstattung wie ein Skalpell oder eine OP-Lampe, die derzeit kein Zertifikat haben und eben ab Mai 2020 eines benötigen, könnten dann aufgrund mangelnder Kapazitäten vielleicht noch nicht zertifiziert sein und damit nicht zur Verfügung stehen. Und darum ist es so – ich habe gehört, Frau Kommissarin, was Sie gesagt haben. Aber glauben Sie nicht vielleicht wirklich – was auch meine Kollegin Borzan gerade gesagt hat –, dass es vielleicht doch schlau wäre, das Anwendungsdatum um ein oder zwei Jahre zu verlängern, damit man auf der ganz sicheren Seite ist und keine Engpässe in der Patientenversorgung riskiert?

  Kateřina Konečná, za skupinu GUE/NGL. – Paní předsedající, vážené kolegyně, vážení kolegové, implementace nařízení o zdravotnických prostředcích a in vitro zdravotnických prostředcích má mnoho souvislostí. Jak na straně výrobců, oznámených subjektů i pacientů je ovšem bohužel nyní více otázek než odpovědí a já musím uznat, že mnohé jejich obavy jsou zcela na místě. Již nyní je jasné, že s sebou nová legislativa přináší nežádoucí snižování počtu oznámených subjektů. To bude znamenat zbrzdění vstupu nových technologií i omezení dostupnosti starších prostředků. Např. v České republice, ze které pocházím, nám zbyly již jen dva oznámené subjekty a nedávno jich bylo ještě pět. Takové Rakousko již nemá ani jeden. Zbylé oznámené subjekty se již teď topí v práci a v žádostech a nestačí je vyřizovat, natožpak brát nové klienty ze zemí, kde již neexistuje žádný oznámený subjekt, čímž začínají být výrobci zdravotnických prostředků z těchto zemí pomalu vytlačováni z trhu. Z implementovaných a delegovaných aktů byl přijat, pokud vím, jen jeden, a i kdyby mi nějaký náhodou utekl, tak v této fázi jde o absolutně skandální bilanci. Zvláště za situace, kdy první nařízení plně vstoupí v účinnosti již v květnu 2020.

Než je možné provést oznámení do databáze NANDO, je nezbytně nutné zveřejnit na webu notifikační proceduru jednotlivých členských států. Před létem tam nebyla zveřejněna ani jedna notifikační procedura. Celkově na evropské úrovni dochází ke zpomalení a přechodné období u nařízení o zdravotnických prostředcích se přestává zdát jako dostatečné. Pokud se situaci nepovede vyřešit, pocítí výsledky pacienti. A to vůbec ani nezmiňuji, že až 40 % současných evropských certifikátů je z Británie. Tamní notifikované osoby však EU dle vysvětlujících dokumentů z Evropské komise s brexitem zcela ztratí. Navíc se odhaduje, že kolem poloviny zplnomocněných zástupců v odvětví zdravotnických prostředků sídlí v Británii. Některé subjekty již oznámily, že přesunou svá sídla do EU, ale určitě to neudělají všechny. Vstup prostředků na trh se z těchto důvodů velmi zpomalí. Mám proto tři dílčí otázky:

Za prvé, nově zpřísněné požadavky nařízení o zdravotnických prostředcích jsou postaveny na evidence based principu a důkazech založených na vědecky správně interpretovaných faktech. Ráda bych proto slyšela od Evropské komise nějaké důkazy pro její současný klid. Domnívají se zástupci Evropské komise, že implementace obou nařízení probíhá úspěšně podle časového harmonogramu a na trhu tedy nedojde k zásadním problémům po květnu 2020? Může Evropská komise garantovat, že nedojde k přechodnému vyřazení většího množství zdravotnických prostředků z trhu v důsledku nedostatku oznámených subjektů a jejich kapacit? Má Evropská komise k tomuto závěru vypracované nějaké konkrétní studie či hlubší assessments a jaké jsou z nich konkrétní poznatky? Jakými statistikami může Evropská komise tyto závěry podpořit? Jsou tyto statistiky veřejně dostupné?

Za druhé, úzkým hrdlem pro vstup zdravotnických prostředků na trh je v současnosti kapacita oznámených subjektů. Je pravda to, co tady často slyšíme v kuloárech, že Evropská komise preferuje odstranění všech menších oznámených subjektů s cílem dosažení redukce jejich počtu na cca 10 a zaměření se na několik málo velkých? Můžete doložit budoucí kapacitní analýzy? Před létem bylo 59 oznámených subjektů podle staré legislativy, kolik je podle Evropské komise tedy optimální a dostatečný počet pro zajištění fungování trhu?

Za třetí, jedním ze základních stavebních kamenů nařízení o zdravotnických prostředcích jsou harmonizované normy a společné specifikace. Pokud jde o normy a jejich harmonizaci na nařízení o zdravotnických prostředcích, je již nyní plánováno značné zpoždění. Některé důležité normy, jako např. posouzení biokompatibility, budou harmonizovány až v květnu 2024, tedy 4 roky po účinnosti prvního nařízení. Proč k tomu došlo a jaký je plán k řešení tohoto zpoždění?

Pevně věřím, paní komisařko, že dnes máte jedinečnou příležitost vyvrátit nejen mé pochybnosti o Vaší nečinnosti, respektive o nečinnosti Komise, ale především pochybnosti lidí, kteří tento bod sledují, států, které se obávají o to, že nebudou mít dostatek kvalitních a registrovaných zdravotnických prostředků, a pacientů, kteří si zoufale stěžují na to, že neví, jak to dítě legislativy, kterou zde máme, bude fungovat po roce 2020.

  Joëlle Mélin, au nom du groupe ENF. – Madame la Présidente, avec cette question orale sur la mise en œuvre des deux règlements sur les dispositifs médicaux et de diagnostic in vitro, nous parlons d’un marché potentiel de 110 milliards d’euros.

Compte tenu de la gravité du sujet, à savoir la santé des Européens, aussi bien sur le versant préventif que curatif, cette considération financière ne devrait pas être au premier plan.

Et pourtant, le scandale des prothèses mammaires de l’entreprise PIP, en France, a révélé combien le rôle des organismes notifiés, c’est-à-dire ceux qui homologuent les dispositifs médicaux, est fondamental et gravissime lorsque ceux-ci sont défaillants.

Une réforme s’imposait donc; de nouveaux règlements ont été votées qui, 18 mois après, ne règlent rien, car compte tenu de la lourdeur de la machine européenne, comme d’habitude, les conséquences se font voir, à savoir que seuls 30 % des organismes notifiés existants auraient redemandé leur validation. Le fait est aussi que beaucoup étaient britanniques.

Les déficiences de ces organismes sont très inquiétantes, aussi bien pour ce qui est de leur nombre que de la qualité des experts qui les composent, mais aussi de la durée des processus d’homologation.

Il en va de la santé de tous les Européens, car les dispositifs médicaux vont du sparadrap à la circulation extracorporelle, des lunettes aux prothèses de hanche; quant aux dispositifs de diagnostic, ils sont fondamentaux dans la pratique quotidienne, mais aussi pour la prévention à moyen et long terme.

Ce retard pris pèse aussi lourdement sur de nombreuses start-ups ou des grandes entreprises innovantes, particulièrement en France où l’autocontrôle se développe très rapidement.

Madame la Commissaire, vous nous dites que tout se met en place, mais force est de constater qu’un retard sérieux s’installe. Ce qui, pour le moins, aggrave encore le climat de méfiance après les très nombreux scandales déjà anciens.

Doit-on craindre un monopole de quelques géants de la certification?

Il y a urgence, Madame, faute de quoi les États membres reprendront légitimement la main pour protéger la santé de leurs citoyens, vous le comprendrez.

  Andreas Schwab, im Namen der PPE-Fraktion. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Zunächst einmal muss ich sagen, dass ich verspätet gekommen bin, weil die Notarztwägen hier in Straßburg eine Streikaktion durchführen. Das hängt im weiteren Sinn ja sicherlich auch mit der Medizinprodukteverordnung zusammen.

Aber ganz im Ernst: Ich glaube, dass das, was an Argumenten bereits vorgetragen wurde, Frau Kommissarin, von wirklich großer Bedeutung ist, denn es finden sich ja momentan in der Europäischen Union rund 500 000 Medizinprodukte auf dem Markt. Diese Produkte müssen den neuen Anforderungen für Patientensicherheit genügen. Aber sie müssen in jedem Falle für die Menschen, die darauf angewiesen sind, diese Produkte unmittelbar zu bekommen – auch jetzt und in den kommenden Monaten –, in hoher Sicherheit zur Verfügung stehen.

Deswegen ist die Tatsache, dass wir bei den genannten Stellen diese Verzögerung haben, für die Patientinnen und Patienten in der Europäischen Union, die heute auf ein Produkt warten, schlicht und ergreifend ein großes Problem. Vor diesem Hintergrund möchte ich Sie einfach ausdrücklich darum bitten, dass wir alles dafür tun, die Zahl der benannten Stellen in einem Rahmen zu vergrößern, der es uns erlaubt, möglichst schnell die neue Medizinprodukteverordnung anzuwenden. Frau Kollegin McGuinness, die ja an diesem Dossier erheblich mitgearbeitet hat, hat schon darauf hingewiesen.

Es fehlen immer noch die Durchführungsrechtsakte, die verbindlich für die Zertifizierung sind. Ich glaube, dass Sie alle verstehen, dass die Unternehmen, die diese Produkte herstellen, sich natürlich auf die neuen Vorschriften nur einstellen können, wenn sie mit einer entsprechenden Vorlaufzeit wissen, welche Anforderungen sie im Einzelnen zu erfüllen haben.

Jetzt ist mir natürlich klar, dass es durchaus auch so sein kann, dass die Mitgliedstaaten hier eine Mitverantwortung tragen. Das ist keine Frage. Aber es hilft am Ende den Unternehmen wenig, wenn wir als Politiker die Schuld zwischen den staatlichen Ebenen hin- und herschieben. Die Unternehmen brauchen Rechtssicherheit und sie wollen, nach meinem Kenntnisstand, auch die Vorgaben der neuen Medizinprodukteverordnung umsetzen.

Deswegen sollte die heutige Aussprache unbedingt dazu genutzt werden, mit der Europäischen Kommission nach Lösungen zu suchen, dass die Unternehmen, die in Europa für die Patientensicherheit – aber eben auch für die Patientengesundheit – lebenswichtige Produkte im Einzelnen herstellen, die Möglichkeit haben, das auch in den kommenden Monaten rechtssicher zu tun. Darum bitte ich alle Kollegen und insbesondere die Europäische Kommission.

Jak czytam te zatroskane pytania: jak to będzie, czy na pewno łańcuch dostaw artykułów medycznych przetrwa naszą kolejną regulację, to przypominają mi się jeszcze zebrania naszej partii komunistycznej, które pamiętam z dzieciństwa, jak to co roku mędrcy komunistyczni spotykali się, żeby zastanawiać się, jak w tym roku sprawnie przeprowadzić zbiory. A potem i tak wszystko wywalało się, dlatego że brakowało sznurka do snopowiązałki. Gdzie indziej, w innych krajach, jeszcze wtedy na normalnym w miarę Zachodzie, nie było mędrców obradujących nad sznurem do snopowiązałki i sznur do snopowiązałki zawsze był. A u nas nie było.

I teraz również, mieliśmy dostatek artykułów medycznych, nikomu ich nie brakowało, no to Unia Europejska postanowiła to uregulować i teraz będziemy się martwić, czy się z tym wszystkim wyrobimy, czy nam się wszystko nie pozawala, bo mamy trzy dyrekcje, które ze sobą nie wiadomo jak będą współpracować, więc może powołajmy czwartą, która będzie koordynować ich działanie, a potem piątą, która zajmie się ich unifikacją. Taką właśnie drogą idzie Unia Europejska. Tak że myślę, że nasz tekturowy Altiero Spinelli w holu budynku w Brukseli pręży się z dumy, jak widzi, w jakim kierunku poszła ta organizacja, która była założona jako narzędzie do wolnego handlu i znoszenia regulacji, a stała się naprawdę kolejną Międzynarodówką Komunistyczną.

  Stanislav Polčák (PPE). – Paní předsedající, já pouze na konto toho, co jsme slyšeli, musím říci, že i moje maminka a rodiče velmi vzpomínají na dobu právě komunistickou, o které hovořil pan Sośnierz, kdy chyběly základní zdravotnické prostředky v Československu a dost pochybuji, že by nechyběly v Polsku, takže to je trochu vyjádření v souvislosti s tím, co řekl kolega Sośnierz.

Nicméně, nové předpisy o zdravotnických prostředcích a diagnostických zdravotnických prostředcích in vitro schválené v roce 2016 pomáhají zajistit, aby všechny zdravotnické prostředky byly bezpečné a dobře fungovaly. Týká se to kontaktních čoček, rentgenů, prsních implantátů, umělých kloubů atd. Za tímto účelem nová pravidla zlepšují dohled nad trhem a vysledovatelnost a zavádí přísnější kontroly zdravotnických prostředků. Jsem přesvědčen, ať už se jedná o zdravotnické prostředky, automobily nebo o jiné výrobky, je třeba zajistit skutečně dohled v zájmu našich občanů. A od těchto nových pravidel bychom si měli slibovat větší transparentnost, právní jistotu pro výrobce a dovozce, posílení mezinárodní konkurenceschopnosti a také nové inovace v tomto strategickém odvětví.

Nicméně, již v průběhu tříletého přechodného období, které končí v květnu 2020, se ukazuje, že uplatňování nařízení o zdravotnických prostředcích a diagnostických zdravotnických prostředcích in vitro se potýká s problémy a některé prvky nového systému se skutečně nedaří optimálně připravit. Bylo o tom zde již mnoho řečeno, týká se to např. problematického spuštění zmíněné databáze Eudamed, která by měla integrovat různé elektronické systémy. Řádné fungování právě této databáze je přitom velmi důležité, protože jejím cílem je zlepšit přístup k informacím pro veřejnost a také zdravotnické pracovníky, aby se např. zabránilo vícenásobným požadavkům na ohlašování a aby se také zefektivnil nebo usnadnil tok informací mezi hospodářskými subjekty.

Proto se chci Komise zeptat, vážená paní komisařko, zda Komise skutečně je přesvědčena, že tato databáze bude fungovat, zda k tomu vytvořila potřebné podmínky a zda tato databáze bude sloužit svému účelu, který jsem předestřel. To je zejména pro zdravotnické pracovníky, ale samozřejmě i pro občany, kteří musí vědět, jestli např. jejich konkrétní implantát bude slučitelný s průchodem skenerem na letišti.

Dalším problémem hodným zmínky je nedostatečný počet oznámených subjektů, které odpovídají za certifikaci zdravotnických prostředků. Komise by proto měla tuto situaci neprodleně začít řešit, aby se předešlo narušení dodávek důležitých zdravotnických prostředků na trh. Od Komise také očekávám, že zlepší koordinaci mezi třemi dotčenými generálními ředitelstvími, aby se novému systému dostalo potřebné administrativní podpory.

  Carlos Zorrinho (S&D). – Senhora Presidente, a regulamentação do uso dos dispositivos médicos e dispositivos médicos de diagnóstico in vitro, baseado na definição de regras de conceção e fabrico, ensaios clínicos, autorização, comercialização e vigilância pós-comercialização, veio a revelar-se incapaz de impedir a circulação no nosso mercado de dispositivos de baixa qualidade, com graves consequências para os utilizadores, deixando a descoberto graves lacunas no sistema legislativo.

É, por isso, importante salientar o trabalho realizado no Parlamento Europeu sobre esta matéria, que deu origem a várias propostas para melhorar o funcionamento, a fiabilidade e a segurança destes dispositivos. É certo que alguns Estados—Membros têm reagido menos entusiasticamente à definição de quadros normativos partilhados porque, efetivamente, existe uma reserva legislativa em matéria de saúde.

No entanto, o trabalho empenhado da Comissão Europeia e do Parlamento Europeu em diálogo, que é sempre fundamental com os Estados—Membros, tem vindo a tornar possível dar passos significativos na cooperação em domínios de promoção da qualidade da saúde, que têm, como é este o caso, uma dimensão claramente transfronteiriça.

O reforço da regulação dos dispositivos médicos de diagnóstico in vitro para garantir testes tão importantes como os testes de gravidez ou os exames de sangue é preciso, tem de ser preciso e confiável e configura bem um exemplo onde essa cooperação entre os Estados—Membros é importante e tem de ser ainda mais reforçada.

O quadro normativo que entrou em vigor em 25 de maio de 2017, com prazo de transição de 3 e 5 anos respetivamente, garante uma boa qualidade desses dispositivos e a consequente proteção dos doentes. Contudo, neste período de transposição, têm sido identificadas dificuldades de implementação do sistema, designadamente na operacionalização da colaboração entre os Estados—Membros e as instâncias europeias.

A questão da certificação dos dispositivos médicos no Reino Unido é também relevante, já que, após a sua saída da União Europeia, todos os organismos notificados sedeados neste país vão deixar de poder realizar avaliações de conformidade em consonância com a legislação europeia.

A promoção da saúde é legalmente uma competência intergovernamental, mas o superior interesse dos cidadãos exige parcerias e respostas concertadas. É por isso que, neste contexto, as questões que foram colocadas à Comissão são de enorme oportunidade e as respostas merecem toda a nossa atenção e todo o nosso acompanhamento.

  Mairead McGuinness (PPE). – Madam President, the great thing about technical debates is that we are few in number in the debate so we get extra time to respond and I think it’s hugely important. I think it’s also true to say that, if there was a scandal tomorrow on the medical devices industry, this Chamber would be full, so we need to understand that. We’ve lived through a really bad experience and the reputable industry suffered, while the rogues perhaps were not penalised sufficiently. So let me just put that down as a marker.

I want to respond in particular to the answers you’ve given us, Commissioner. I applaud your optimism. I’m quoting my notes here – we’re on track, there’s no delay, there are no alarm bells – and, as Commissioner, you need to show that confidence. But that is not what we are hearing. I’m not raising an alarm bell, but I am raising concerns that I am hearing from regulators, from patient groups and from industry about whether we can implement in full and on time. Like others. I’m not calling for any delays in implementation. I think that would be a really bad signal to our citizens because it took us a long time to get to this place. But I want to make sure that we will actually do that: implement in full and on time. So, I do need you to come back to some of those questions and give me more assurances that we are on track and that there are no delays.

Some colleagues raised the issue of the reduction in the numbers of notified bodies. These are the regulators, if you like, that work with industry to make sure products are safe. Let’s remind ourselves of the facts: Before we started on this process of updating our legislation, there were 80 notified bodies across the European Union. When we sent in the auditors, we found that many were not fit for purpose and that there are only 59 of that 80 still operating. That should be an alarm bell. We hope that those 59 are all fit for purpose, that they will apply for re-designation and that it happens on time.

Commissioner, I want to speak about Brexit because I think you need to give us more detail. For example, many would believe that, because we will hopefully have a withdrawal agreement, there will be a transition or implementation period and that nothing will change around the medical devices sector until the end of that period. But, as I heard from you, that is not the case, so please clarify when the change comes. Is it at the end of March or at the end of the transition?

The second question – and perhaps the more pertinent one – is that the UK is a major player in this industry and also has many notified bodies. More detail please on what those notified bodies, that are located in the United Kingdom, are doing so that they can continue their work because I fear, if they left the stage, then we do have an alarm bell and we will be ringing it.

  Tiemo Wölken (S&D). – Frau Präsidentin! Die beiden neuen Verordnungen, wie es hier schon mehrmals im Raum gesagt wurde, sollen den Zugang von Patientinnen und Patienten in der Europäischen Union zu sicheren und wirksamen Medizinprodukten sicherstellen.

An diesem Ziel halten wir als Haus auch definitiv fest. Wie wichtig das ist, haben nicht zuletzt die Skandale der fehlerhaften Brustimplantate oder Hüftgelenke gezeigt. Nur wir auf europäischer Ebene können die gemeinsamen Standards setzen, weil Medizinprodukte eben auch im europäischen Binnenmarkt gehandelt werden und Grenzen überqueren. Das zeigt ja auch das Beispiel Brexit sehr deutlich,

Unsere Priorität war bei der gesamten Gesetzgebung, die sich ja leider sehr lange gezogen hat, immer die Patientensicherheit. Dieser Patientensicherheit tragen die beiden Texte Rechnung. Sie erhöhen die Anforderungen an die Hersteller medizinischer Produkte oder auch an Überwachungsvereine wie den TÜV oder die Dekra. Als Parlament haben wir in der neuen Verordnung unter anderem dafür gesorgt, dass die Hersteller medizinischer Produkte künftig eine angemessene Versicherung brauchen, sodass im Schadensfall die Patientinnen und Patienten zumindest finanziell abgesichert sind.

Aber es kann doch nicht sein, dass wir jetzt kurz vor dem Umsetzungsdatum feststellen müssen, dass wichtige Durchführungsrechtsakte noch nicht auf dem Tisch liegen und wichtige Maßnahmen, die zur Verbesserung der Patientensicherheit führen, dann tatsächlich nicht umgesetzt sind. Ich finde, es darf nicht sein, dass kurz vor Inkrafttreten der Verordnung auf einmal die erforderlichen Elemente des Systems nicht vorbereitet werden.

Insbesondere gibt es – und das haben meine Kolleginnen und Kollegen ja auch schon sehr richtig benannt – das Problem bei der fristgerechten Benennung der notified bodies, der benannten Stellen. Das ist das Kernelement der Verordnung. Für mich muss deswegen ganz deutlich hier gesagt werden, dass das definitiv umgesetzt werden muss. Es kann nicht die Lösung sein, dass das Anwendungsdatum dieser Verordnung, die wir so lange durchgefochten haben – auch mit dem Rat –, verschoben wird.

Es muss sichergestellt sein, dass im Mai 2020 der Anwendungszeitraum beginnt. Die Antwort der Kommissarin auf die notified bodies reicht mir nicht. Ich sehe nicht, dass die Patientensicherheit in der Europäischen Union wirklich gewährleistet ist, und würde mich daher noch mal über eine Präzisierung freuen und gehe, genauso wie die Kollegin McGuinness, noch mal mit der Bitte hier in die Runde, deutlich zu machen, was der Brexit bedeutet.

  Soledad Cabezón Ruiz (S&D). – Señora presidenta, ya se ha dicho aquí; recordamos todos los escándalos que hubo con las prótesis mamarias: cientos de miles de personas afectadas; recordamos todos el escándalo con las prótesis de cadera de la empresa Traiber: desde 2014, en el caso de España, setenta y cuatro personas reoperadas, y a una de ella le costó incluso la vida.

Por lo tanto, no estamos hablando de un tema baladí. Se trata de la seguridad de los pacientes. Yo puedo entender que la Comisión se enfrenta a un nuevo reto que necesita personal cualificado, que también nos encontramos ante la situación del Brexit y que, efectivamente, gran parte de estas evaluaciones y de estos expertos procedían del Reino Unido, pero, realmente, eso no puede ser una excusa para una moratoria ni para retrasar la implementación de un Reglamento que ya ha tardado mucho y que ha tenido moratoria suficiente.

Por lo tanto, pido que se tomen las medidas necesarias para que se implemente. Estamos hablando —como digo— de la seguridad de los pacientes. Un Reglamento, además, que parte con la seguridad como objetivo pero que, quizá, adolece de la falta de ambición necesaria. Sería necesario, incluso, que contemplase la eficacia, porque lo ideal sería que tuviésemos un sistema de autorización centralizado en la Unión Europea para este tipo de dispositivo, que asegurase la seguridad y la eficacia.

Hoy hablamos de seguridad como primer paso; tendremos que seguir hablando de eficacia. Pero le pido a la Comisión que se ponga las pilas porque, efectivamente, es uno de los grandes retos a los que se enfrentan los sistemas nacionales de salud y los pacientes hoy en día. Por lo tanto, le animo a que no demore más la introducción y la implementación de este de este tipo de reglamentación.

Y, por último, una cuestión en concreto. ¿Es todo un problema burocrático o también hay presiones por parte de algún sector interesado o por algún sector que considera que aún no está preparado para que esto se pueda implementar? Me gustaría saberlo, porque realmente creo que es una oportunidad incluso para la competitividad de la Unión Europea en términos de calidad. Soy consciente de que hay cierta resistencia y me gustaría saber si solamente se trata de un problema burocrático.

  Gesine Meissner (ALDE), Frage nach dem Verfahren der „blauen Karte“. – Ja, ich bin ja die Einzige, die bis jetzt gesagt hat: Notfalls müssen wir eben eine Verlängerung der Fristen nehmen. Das ist natürlich überhaupt nicht das, was ich gerne möchte. Klar wäre es am besten, wenn wir bis 2020 die Implementierung umgesetzt haben. Aber liebe Kollegin Soledad, glauben Sie nicht auch, dass es vielleicht schlauer wäre, über eine Verlängerung der Frist nachzudenken, wenn man dann wirklich sehen sollte, dass es nicht funktioniert, rechtzeitig fertig zu sein?

Wir haben ja alle die Befürchtung, es könnte sein, dass die Kommission nicht rechtzeitig mit der Designierung der benannten Stellen fertig wird. Das ist meine Sorge.

  Soledad Cabezón Ruiz (S&D), respuesta de «tarjeta azul». – Soy consciente de que todos queremos que esta implementación se haga lo antes posible, pero yo quería preguntar a la Comisión si es solo, efectivamente, un problema burocrático, de medios, de personal, de cualificación. Si es así, tenemos que estudiarlo, aunque eso no implica que no tengamos que pedirle que, por favor, acelere y se comprometa con un tema de seguridad como este. Pero también he querido hacer ver o preguntar si, efectivamente, puede haber algún tipo de inseguridad o duda de que esto no pueda ir, digamos, todo lo rápido posible porque hay algún sector que considera que no está preparado para ello.

Creo que, si eso es así, tenemos que evitarlo, porque el Reglamento es más necesario que nunca. Yo creo que el sector sí está preparado y Europa necesita que entre a formar parte de este Reglamento.

  Michèle Rivasi (Verts/ALE). – Madame la Présidente, pour moi ce sujet est très important et – j’anticipe – je pense qu’il va y avoir un scandale sanitaire sur ces dispositifs médicaux. Pourquoi? Parce que lorsque nous avons travaillé sur ce règlement, nous voulions faire un organisme centralisé, comme ce qui existe aux États-Unis, mais les libéraux et les conservateurs n’ont pas voulu en disant: on va faire confiance aux organismes de certification. Alors, j’ai regardé les organismes de certification et je sors un numéro de référence où il y a un extrait d’un rapport de synthèse de la DG «Santé et sécurité alimentaire». Que dit ce rapport interne? Que des évaluations conjointes – vous savez qu’il y avait 78 organismes de certification et maintenant on pense qu’il n’y en aura plus que 53 – montrent qu’il y a des problèmes récurrents et persistants en ce qui concerne la façon de travailler des organismes notifiés et leur capacité à satisfaire aux conditions de désignation prévues par les directives: manque d’indépendance, impartialité du personnel des organismes notifiés, insuffisance des éléments justifiant la qualification du personnel et leur affectation à des fonctions spécifiques d’évaluation de la conformité et une réalisation loin d’être optimale des évaluations de conformité portant sur les dispositifs médicaux.

Alors, c’est votre rapport interne qui montre que les organismes de certification sont des organismes privés et à partir du moment où ils sont privés, ils sont juges et parties, et en même temps ils n’ont pas la qualification au niveau des experts. C’est vous qui le dites! Alors lorsqu’on va avoir des implants – vous voyez, des choses qui sont à l’intérieur du corps – et s’il n’y a pas de bons épidémiologistes, s’il n’y a pas de personnel qualifié pour évaluer les études cliniques, pour analyser l’impact des métaux au niveau, par exemple, des os et du sang – ce qui s’est passé pour les prothèses de hanche –, alors nous allons au-devant de scandales sanitaires.

Pour ne citer qu’un exemple parmi d’autres: lors du scandale des prothèses PIP en France, l’organisme allemand TÜV est allé les contrôler et ils n’ont pas vu que les éléments constitutifs de ces prothèses n’étaient pas conformes. En ce qui concerne les prothèses de hanches ASR, elles ont été commercialisées par Johnson & Johnson de 2003 à 2010. 93 000 personnes dans le monde, dont plus d’une centaine en France, ont eu ces prothèses. Ce ne sont pas les organismes de notification qui ont signalé le problème: ce n’est que parce que les États-Unis les ont interdites, puis l’Australie, que la France a fini par les interdire aussi. Vous voyez bien que nous ne sommes pas à la hauteur des enjeux. Sur les pacemakers et le reste il y aura aussi des scandales parce que notre système ne fonctionne pas tel qu’il est.

On nous a dit: pas d’organisme centralisé, parce qu’il faut favoriser l’innovation. Mais l’innovation au détriment de la sécurité des patients, ce n’est pas acceptable. Il faut donc envisager un organisme centralisé sous l’égide de la Commission européenne qui analyse plus spécifiquement l’efficacité et la sécurité des dispositifs.

  Maria Grapini (S&D). – Doamna președintă, doamna comisar, stimați colegi, dezbaterea de astăzi arată că avem încă multe de făcut în acest domeniu și trebuie să pornim de la siguranța și securitatea pacienților, așa cum s-a subliniat foarte mult aici. Au intrat în piață noi producători, avem companii care fac proteze, cabinete care fac implanturi însă rezultatele, doamna comisar, în multe state sunt negative. Sunt pacienți care rămân pe viață invalizi după intervenția cu anumite dispozitive. Și eu cred că aici trebuie să ne gândim nu neapărat să facem repede lucrul, ci să îl facem bine. Și mă bucur că au fost și alte asemenea voci aici.

Aș vrea să vă întreb dacă dumneavoastră considerați că acum, când suntem în faza de a implementa acest regulament într-un anumit termen, avem studii actualizate vizavi de efectul pe care îl au implanturile, efectul pe care îl au protezele, pentru că așa ați putea ajuta statele membre. Sănătatea este sub subsidiaritate, dar putem aici să avem, european, niște elemente care să ajute statele membre în implementarea regulamentului.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, η τεχνολογία αξιοποιείται βεβαίως και στα θέματα της υγείας και πολύ σωστά γίνεται αυτό, διότι έτσι μπορούμε να έχουμε μία πρόοδο. Έχουμε, λοιπόν, πάρα πολλά ιατροτεχνολογικά προϊόντα. Έχουμε in vitro διαγνωστικά ιατροτεχνολογικά, άλλα προϊόντα, τα οποία, βεβαίως, δημιουργούν ένα κύκλο εργασιών μαζί με τις παρεμβάσεις στην υγεία εκατόν δέκα δισεκατομμύρια ευρώ. Είναι πάρα πολλά τα λεφτά, όπως λένε. Έχουμε, λοιπόν, προσθετικές, τις ακτίνες, τα τεστ αίματος, τεστ εγκυμοσύνης, τους βηματοδότες. Αντιλαμβάνεται κανείς ότι πρέπει να υπάρχουν προδιαγραφές και οι προδιαγραφές αυτές πρέπει να εγκρίνονται από πιστοποιημένους οργανισμούς, οι οποίοι πρέπει να έχουν ορισμένες προδιαγραφές επίσης. Να έχουν την αναγκαία τεχνολογία. Να μην υπάρχει σύγκρουση συμφερόντων. Να έχουνε την εμπειρογνωμοσύνη και, θα έλεγα, να έχουνε και ένα δημόσιο χαρακτήρα. Γι’ αυτό πιστεύω ότι σε μεγάλο βαθμό πρέπει να είναι δημόσιος χαρακτήρας των οργανισμών που πιστοποιούν και, αν έχουμε ιδιωτικούς φορείς, θα πρέπει να υπάρχει διασφάλιση για τη σύγκρουση συμφερόντων για να είμαστε βέβαιοι ότι γίνεται σωστά η δουλειά.

  Julie Ward (S&D). – Madam President, I would like to use this opportunity to pay tribute to the important work of Dame Glenis Willmott, who until a year ago was the leader of the British Labour delegation here in the European Parliament. Glenys knew her subject because she had worked in the health sector as a trade union representative. Her work on the safety of medical devices was promoted by the scandal of leaking breast-implants; an issue that seriously threatened the health of women, and I am proud that we have real experts in our political group working for the benefit of all Europeans, and I have to say that my colleague Mrs McGuinness is correct: Brexit threatens the future health of people in the UK and Ireland. It also threatens research: ground-breaking research is what makes medicines and health innovations possible – and outside of the EU, the UK is taking a retrograde step in terms of its position on the world stage.

  Elżbieta Bieńkowska, Member of the Commission. – Madam President, I would to thank the honourable Members for all their remarks. First, many of you said that I am optimistic and calm. I would rather put it in other words: Iʼm realistic and confident. It does not mean that we are not monitoring proactively everything that is going on, that we are not watching the process. But for now, we are in the timeline, we are on track and in the timeline, and this is the most important thing.

I would also like to underline that with this regulation, European citizens – EU citizens – will receive the most reliable, the most innovative and the safest healthcare in the world. This is the aim of this legislation. This is why we doing this, for the safety of our citizens.

Let me refer to a few points that you raised. First, on the number of notified bodies. For now, we have 60 of them and 34 applications, so more than half have been received by the Commission. There have been no delays so far in the assessment of notified bodies that have been submitted to us. According to our data, the first notified bodies might be available even before the end of this year, so a few months in advance of the timeline.

As for the transition period for this directive (not Brexit), in order to smooth the transition, the two regulations foresee a specific exemption mechanism – of course under certain conditions, namely the extension of the validity of the old certificates and the exemption of certain devices from the new, more strict clinical investigation requirements. Those exemptions and those applications may end even in May 2024, so we have some exemptions in the regulation.

Brexit: an extremely important topic. You mentioned the transition period, but of course the transition period for Brexit is much more general and much broader than only the medical devices industry. It applies to all of the industrial sectors, and of course if any transition period for general transition periods is agreed, then it will also apply for this industrial sector. But according to our information, the four UK notified bodies have already taken initiatives, as I said before, to adapt to the post-Brexit scenario. The largest UK-notified body, BSI, is in the process of new designation in the Netherlands; this is expected to be completed in November. Another – SGS – already has local offices in Finland and Belgium, which could inherit certificates transferred from the UK. The two other notified bodies – UL and LRQA – have approached the same national authorities for a possible application, according to our information. So this is what the UK-notified bodies are doing. But of course, if any additional transitional period is agreed, then perhaps we might have some more time beyond 29 March.

There was also a question on the database. Work has so far been advancing, and again – not optimistically but realistically – we are in the timeframe. According to our plans, a first release of the plan for the implementation of the functional specification was accomplished by the legal deadline foreseen of 26 May this year, and the draft functional specification I expect to be ready by the end of this month (in one week). Again, here also we are in the timeframe. But I want to assure you, as I said a few sentences ago, that we are proactively monitoring the situation. I know that in some Member States there are some problems with the notified bodies, and I also practically discuss it with ministers and the governments of those countries, but for now we are on track and we are doing our best to face this challenge, but also to implement the new legal framework in a successful and timely manner.

  La Présidente. – L’ordre du jour appelle la brève présentation du rapport de Ismail Ertug sur la mise en place des infrastructures nécessaires à l’utilisation des carburants alternatifs dans l’Union européenne: l’heure est à l’action (2018/2023(INI)) (A8-0279/2018).

  Ismail Ertug, Berichterstatter. – Frau Präsidentin, sehr geehrte Frau Kommissarin, Kolleginnen und Kollegen! Wir haben zusammen nun eine große Aufgabe vor uns als Europäische Union, nämlich die Infrastrukturen für alternative Kraftstoffe aufzubauen.

Denn diese Infrastrukturen, das ist ein Kernelement für die Mobilitätswende, die wir alle angehen wollen, zusammen eben flankierend mit den Gesetzgebungen zu CO2 und einer europäischen Batteriezellenproduktion. Die Bürgerinnen und Bürger in Europa, sie müssen sicher sein können, dass sie eben auch mit batteriebetriebenen Fahrzeugen oder mit wasserstoffbetriebenen Fahrzeugen sicher ans Ziel kommen – ähnlich sicher sein können, wie sie es heute bei ihrem Benzin- oder Dieselauto auch sind.

Die Europäische Kommission wollte ursprünglich bis zum Jahr 2025 800 000 Ladesäulen in ganz Europa aufbauen. Heute haben wir gerade einmal etwas mehr als 100 000, und Wasserstofftankstellen sind nicht einmal verpflichtend enthalten in der Richtlinie 2014/94, der alternativen Kraftstoffinfrastrukturrichtlinie.

Ich danke meinen Kolleginnen und Kollegen Schattenberichterstattern für die konstruktive Zusammenarbeit. Ich meine, wir haben einen sehr viel versprechenden Bericht aufgelegt. Darin fordern wir eine Kofinanzierung dieser Infrastruktur mit ungefähr 10 % Beteiligung der öffentlichen Hand und der restlichen Summe, die von den involvierten Industrien aufgebracht werden soll. Ferner fordern wir 2,5 Mrd. Euro eben für den Aufbau dieser Infrastruktur, und das muss unserer Meinung nach zur Verfügung gestellt werden. Das ist mehr als dreimal so viel wie das, was die Kommission vorsichtig mit ihren 800 Mio. angeraten hat.

Wir fordern außerdem, dass jeder Mitgliedstaat eigene Infrastrukturziele erfüllen muss. An dieser Stelle sei noch einmal erwähnt – auch eine Kritik in Richtung der Europäischen Kommission: Die national framework plans, die man hat eben vor fünf oder vier Jahren von der Industrie und von diversen Mitgliedstaaten sich aufreden lassen, die das unbedingt zerschießen wollten, haben sich als schwaches Instrument erwiesen. Sie haben nahezu nichts gebracht. Wir haben immer gesagt – auch als Parlament hier mit einer großen Mehrheit –, dass wir für Technologieneutralität sind. Wenn man Technologieneutralität beschwört, dann muss man auch – meiner Auffassung nach – den Ausbau nicht nur von Elektrolade-, sondern auch von Wasserstoffladesäulen und -tankstellen fördern. Das ist unerlässlich.

Unerlässlich ist ferner, dass wir die sogenannte Sektorenkopplung auch verbessern. Also sprich: das Ineinandergreifen des Energiesektors mit dem Mobilitätssektor. Die Mitgliedstaaten sind auch angehalten, klimafreundlichere Kraftstoffe, wie Strom oder grünen Wasserstoff, steuerlich besserzustellen als Diesel oder Benzin.

Außerdem fordern wir auch eine verstärkte Dekarbonisierung des Schiffssektors. Das ist uns, glaube ich, allen schon mal widerfahren, dass die Bürgerinnen und Bürger uns in Bezug auf diese Debatte mit den Fahrverboten und Ähnlichem sofort fragen, warum man sich so sehr auf das Auto fokussiert, während eben diese großen Schiffe in der Welt ziemlich dreckig unterwegs sind. Da muss ich denjenigen Recht geben, die uns darauf ansprechen, und die Kommission auffordern, endlich auch hier eine Regelung einzuführen, dass z. B. ankernde Schiffe von Land aus mit Strom versorgt werden und mit den schmutzigen Dieselmotoren nicht in Häfen einfahren dürfen.

Das ist in Kürze das Papier, das wir hier im Europäischen Parlament erarbeitet haben. Ich danke noch mal allen meinen Kolleginnen und Kollegen, die daran mitgewirkt haben.

  Maria Grapini (S&D). – Doamna președintă, doamna comisar, domnule Ertug, este o dezbatere pe care o facem nu numai cu ocazia acestui raport, o discutăm de foarte mult timp, avem nevoie de decarbonizare. Eu cred, doamna comisar, că este nevoie și de un sistem de stimulente pentru producătorii din domeniul automobilelor pentru a putea să facă inovare, investiții în tehnologie modernă.

Mai cred, de asemenea, că trebuie să se pună accent pe mobilitatea urbană și mobilitatea în aeroporturi. Primii care ar putea să decarbonizeze, să meargă pe autoturisme electrice alternative la cele pe care le avem acum pe combustibil - autoritățile locale.

Cred foarte mult însă că este nevoie - și s-a subliniat aici - de un buget mai mare pentru a crea infrastructura, pentru că sunt state care nu au deloc infrastructură pentru alimentare electrică și atunci degeaba cineva ar dori să își cumpere un autoturism sau industria produce asemenea autoturisme. Eu cred că trebuie să existe o politică a Comisiei care să fie aplicată după aceea și în statele membre.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, οι υποδομές των εναλλακτικών καυσίμων πραγματικά είναι κάτι πάρα πολύ σοβαρό. Θα σας φέρω ένα παράδειγμα. Υπάρχει ενδιαφέρον στην Ελλάδα για αγορά ηλεκτρικών αυτοκινήτων. Μόνο που σήμερα τα ηλεκτρικά αυτοκίνητα έχουν μια αυτόνομη λειτουργία μέχρι διακόσια χιλιόμετρα και από κει και πέρα πρέπει κανείς να βρει ένα χώρο για την επαναφόρτιση. Κι αν ήθελε να φύγει κανείς από την Αθήνα στη Θεσσαλονίκη, που είναι περίπου πεντακόσια χιλιόμετρα, πρέπει να είναι σίγουρος ότι θα βρει κάπου να επαναφορτίσει την μπαταρία του αυτοκινήτου, διαφορετικά θα μείνει και θα κάνει οτο στοπ. Αντιλαμβάνεστε, λοιπόν, ότι είναι πολύ σωστό να προχωρήσουμε στις νέες τεχνολογίες, αλλά αυτό προϋποθέτει υποδομές. Και για να γίνουν υποδομές πρέπει να γίνουν επενδύσεις. Και για να περάσουμε σε αυτή τη διαδικασία χρειάζονται, βεβαίως, κονδύλια τα οποία πρέπει να αντληθούν σε επίπεδο Ευρωπαϊκής Ένωσης αλλά και κρατών μελών. Έχουμε, λοιπόν, και πρέπει να περάσουμε στις νέες τεχνολογίες, αλλά αυτό χρειάζεται υπομονή και δεν μπορούμε με μία κίνηση να πετάξουμε στον κάλαθο των αχρήστων όλα τα συμβατικά αυτοκίνητα. Είναι προβλήματα που πρέπει να αντιμετωπιστούν.

  Gesine Meissner (ALDE). – Frau Präsidentin, Frau Kommissarin! Ich möchte mich ganz herzlich bei Ismail Ertug bedanken. Wir haben beide schon zusammengearbeitet, als es um die Gesetzgebung für alternative Kraftstoffe ging, und schon damals war das Parlament eigentlich viel ambitionierter – leider – als die Mitgliedstaaten, denn die Mitgliedstaaten haben die Umsetzungsphase nochmal nach hinten verhandelt.

Wir haben jetzt wirklich ein Henne-Ei-Problem. Es gibt teilweise zum Beispiel schon Schiffe, die rein mit LNG fahren, aber es gibt nicht genug Häfen, wo man das tanken kann sozusagen. Es sind schon verschiedene Fahrzeuge mit alternativen Antrieben in Produktion, aber es ist noch nicht sicher, ob die Infrastruktur dafür da ist. Und solange das nicht gewährleistet ist, werden die dann auch nicht gekauft und eingesetzt.

Wir wollen Technologieneutralität – das hat Ismail Ertrug unterstrichen – nicht nur e-Mobilität, sondern alles. Aber um das richtig umzusetzen, um die Produkte nachher auch auf die Straße, auf die Schiene, aufs Wasser zu bekommen, brauchen wir tatsächlich die Infrastruktur. Deswegen ist es höchste Zeit. Leider ist es nicht möglich, während einer Umsetzungsphase das Ganze zu beschleunigen und zu sagen: „Wir wollen andere deadlines.“ Das hätten wir im Verkehrsausschuss am liebsten gemacht, aber das geht leider nicht. Darum ein Appell an die Mitgliedstaaten, bitte möglichst schnell die Infrastruktur herzustellen.

  Elżbieta Bieńkowska, Member of the Commission. – Madam President, firstly, I want to thank you for this report as it is really important in our efforts to establish in Europe low carbon emissions and an energy-efficient green economy and the Commission fully agrees with both the rapporteur and also the Committee on Transport that decisive and swift action is needed on the deployment of the infrastructure for alternative fuels.

We welcome the constant support of this House to make this happen. Our action plan adopted in November last year gives a very clear picture of the investment gap as well as of the need for improved coordination both in the public and private sector in this respect. As regards the report’s call for quickly reviewing the directive, for now, the Commission is preparing to launch a formal ex-post evaluation of the directive. In that context, we will also consider the need for legislative follow-up action on issues that are important for alternative fuels infrastructure but which are not regulated under this directive. For example, recharging related services – such as location information, payment, vehicles to greet services – are very important to make recharging alternative fuel as easy as with conventional ones. We think that with reviewing the directive before the evaluation is concluded would be premature now. The directive itself foresees a possible review of the legislative framework in place by the end of 2020 at the earliest. Moreover, the directive has just been transposed into the legal systems and national laws in the Member States. The Commission has been – and we are still – closely following the implementation, and we are taking the necessary legal action through enforcement, through infringements, of course. In parallel to this evaluation process, we will continue supporting and facilitating the process of better collaboration and good practice sharing. While we see, of course, that national policy frameworks have their shortcomings, we also see on the other hand that they have acted in many Member States as a catalyst of development in this field. The Commission also agrees with the report’s conclusion – and some of you also mentioned that – that we need to mobilise additional finance, particularly from the private sector. We had a very good response to our current approach to blending grants with loans under the Connecting Europe Facility (CEF), especially for projects in the area of alternative fuels. The Commission is therefore in the process of establishing a blending facility under the Connecting Europe facility. It will make EU financing accessible on a flexible first-come, first-assessed basis. When the project reaches sufficient maturity, the assessment of the project will always take place according, of course, to the legal basis of their respective funding programmes, whether it is the Connecting Europe Facility, FCO, Future Invest EU. It is in our best interests to have a full pipeline of mature projects with a real market impact but of course without market distortions.

Finally, the Commission very much welcomes the positive reception of the European battery alliance that we proposed and the joint undertaking on fuel cells and hydrogen. It is clear that we need a level playing field where all alternative fuels can compete to the best effect that we want to achieve. Thank you very much.

  Andor Deli (PPE), írásban. – A közlekedés az egyetlen olyan nagy gazdasági ágazat az Unióban, ahol 1990 óta növekedett az üvegházhatásúgáz-kibocsátás (ÜHG). Ez nagy részben a hagyományos üzemanyagok használatának a következménye. A hagyományos üzemanyagok mellett többet kellene alternatív üzemanyagokhoz nyúlnunk. Ennek érdekében arra van szükség, hogy ezen üzemanyagok infrastruktúrája kiépüljön, valamint a már meglévő állomásokat tartsák karban. Elsősorban a tagállamok feladata az alternatív üzemanyagok megfelelő infrastruktúrájának kiépítése, azonban sajnos megfigyelhető, hogy a tagállamok úgy ambíciók, mint anyagi fedezet terén eltéréseket mutatnak. Az Európai Bizottságnak nagyobb szerepet kell vállalnia annak érdekében, hogy az összes tagállam fejlődjön e téren.

A tagállamokat személyre szabottan kell segíteni, ezért tartom fontosnak, hogy az illetékesek technológiasemleges megoldásokkal álljanak elő és rugalmasan viszonyuljanak minden egyes állam helyzetéhez, legyenek nyíltak annak érdekében, hogy mindenhol a lehetőségekhez mérten valósuljanak meg a célkitűzések. Emellett fontosnak tartom kiemelni, hogy különösen oda kell figyelni a 2004-ben és később csatlakozott, főleg keleti tagállamokra. Nem szabad megengedni, hogy ezen országok e téren meglévő lemaradása megmaradjon a régebben csatlakozott, fejlettebb államokkal szemben.

Tačiau labai svarbu įsivertinti, kokia yra padėtis kiekvienoje valstybėje: kiek reiktų investuoti į naujosios infrastruktūros diegimą, kokia yra padaryta pažanga valstybėse šioje sferoje. Svarbiausia, kad per greitas ar netinkamai suplanuotas tikslų įgyvendinimas netaptų nepakeliama našta valstybei. Reikia, kad Sąjunga kruopščiai apskaičiuotų valstybėms teikiamos paramos dydžius, atsižvelgiant į galimas neplanuotas išlaidas. Nepakanka vien skatinti elektromobilių pirkimą ir naudojimą. Juk reikia pasirūpinti ir naudojimui skirta įranga. Taip pat pakankamu šios įrangos skaičiumi keliuose.

Aš visiškai palaikau švarų judumą ir remiu alternatyviųjų biodegalų naudojimą. Remiu mokslo ir technologijų pažangą. Todėl labai svarbu, kad nuolat būtų skatinamos investicijos technologijoms švaraus judumo tikslams pasiekti visose ES valstybėse bei didinami technologijų pajėgumai, kad būtų užtikrinta vartojimo kokybė.

  Joachim Schuster, Berichterstatter. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Die Weltwirtschaft ist in Unordnung geraten. Die USA demontieren gerade die Ordnung, die sie selbst nach dem Zweiten Weltkrieg aufgebaut haben, und geht es nach Trump, soll zukünftig das Recht des Stärkeren gelten.

Trump ist aber nicht der einzige Faktor in der Weltwirtschaft. Wir haben es mit mehreren grundlegenden Trends zu tun. In der Vergangenheit hat sich erstens die Qualität der internationalen Wirtschaftsbeziehungen gewandelt: Nicht mehr der Handel mit Fertigprodukten dominiert, sondern der Handel in internationalen Wertschöpfungsketten.

Zweitens führt die Globalisierung nicht nur zu mehr Wohlstand insgesamt, sondern auf der anderen Seite auch zu Verlierern – regional, sektoral und auch bezogen auf einzelne Personengruppen. Dieser Fakt ist übrigens auch eine, aber keineswegs die alleinige Ursache für den erstarkenden Nationalismus etwa in den USA und in der EU.

Drittens verschieben sich die Gewichte der einzelnen Staaten gravierend. China ist die aufsteigende Kraft, und ohne Zweifel verschiebt sich das weltwirtschaftliche Zentrum in den ostasiatischen Raum. Spiegelbildlich nimmt das relative Gewicht der USA und der EU ab. Es zeichnet sich ab, dass China die USA in den nächsten Jahrzehnten als dominante Wirtschaftsmacht ablösen wird. Dies wird einhergehen mit dem Versuch Chinas, auch die grundlegenden Regeln der Weltwirtschaft ihren Interessen entsprechend neu zu ordnen.

Viertens ist die bisherige multilaterale Weltordnung immer mehr unter Druck. Die WTO ist aktuell nicht in der Lage, den Welthandel zu strukturieren.

Darüber hinaus gibt es auch weitere politische Veränderungen. Gleichzeitig spitzen sich nämlich weitere globale Problemlagen zu. Ich nenne hier nur stichwortartig den Klimawandel, die Zunahme militärischer Konflikte, die Zunahme von Migration weltweit, Armut und Mangelernährung von mehreren hundert Millionen Menschen.

Deswegen muss wirtschaftliche Globalisierung im 21. Jahrhundert auch dazu beitragen, die Nachhaltigkeitsziele der UN zu erreichen. Es reicht nicht, wenn die EU als Antwort auf Trump eine Strategie entwickelt, die lediglich versucht, durch bilaterale Abkommen mit möglichst vielen Partnern den regelgebundenen Welthandel abzusichern. Wir brauchen eine vielschichtigere Antwort, bei der das Eintreten für die regelgebundene Weltwirtschaft zwar ein wichtiges, aber eben nur ein Element ist.

Nach innen gilt es zunächst, den eigenen Binnenmarkt zu stärken und Nationalismus entgegenzutreten. Die EU muss die europäischen Regionen und Menschen im globalen Strukturwandel unterstützen. Stichworte sind hier umfassende Reform und Verstärkung des Globalisation Adjustment Fund, Nutzung der Strukturpolitiken zur Stärkung der Wettbewerbs- und Innovationsfähigkeit – wobei hier ein besonderes Augenmerk auf kleine und mittlere Unternehmen zu legen ist –, Unterstützung von Beschäftigung durch Weiterbildung, der Ausbau von Handelsschutzinstrumenten oder eben auch ein zielgerichtetes Investitions-Screening.

Nach außen sollten wir verstärkte Anstrengungen darauf richten, auch neue potente Bündnispartner zu finden bzw. zu helfen, diese zu entwickeln. Damit meine ich vor allem die wirtschaftlichen Beziehungen zu den afrikanischen Ländern, aber auch zu den Nachfolgestaaten der ehemaligen Sowjetunion inklusive Russlands.

Unsere Außenwirtschaftspolitik muss aber auch Ernst machen mit dem Postulat eines wertebasierten Handels. Handel dient nicht nur der Steigerung wirtschaftlicher Gewinnmöglichkeiten, Handel muss gleichzeitig dazu beitragen, Arbeitsbedingungen zu verbessern. Hier sind die Ratifizierung und die Einhaltung der ILO-Kernarbeitsnorm Mindestbedingungen und müssen dazu beitragen, die nachhaltigen Entwicklungsziele zu erreichen. Sozial-, Arbeits- und Umweltdumping darf kein Mittel sein, um internationale Wettbewerbsvorteile zu erzielen. Das untergräbt nicht nur die Akzeptanz in der Bevölkerung, sondern zerstört schlicht unsere natürlichen Lebensgrundlagen. Das ist der Grund, weswegen wir Sozialdemokraten immer wieder darauf beharren, dass Handelsabkommen umfassende und auch durchsetzbare Nachhaltigkeitskapitel enthalten. Die Weigerung der Kommission und mancher Mitgliedstaaten, dieses Thema ernst zu nehmen, ist aus meiner Sicht Ausdruck von Zukunftsunfähigkeit.

Eine moderne globale Wirtschaftsstrategie muss mehr sein als das Festhalten an regelgebundenem Welthandel. Wir brauchen zusätzlich Antworten auf die machtpolitischen Herausforderungen und müssen Welthandel immer auch als Instrument zur Durchsetzung von Nachhaltigkeit begreifen.

  Laima Liucija Andrikienė (PPE). – Madam President, first I want to congratulate our rapporteur for his work on this report. I think the Committee on International Trade (INTA) has adopted a very well—balanced report on the trade aspects of harnessing globalisation.

However, there is an amendment tabled for the plenary, which has been rejected in the INTA Committee, on a sanctions-based enforcement mechanism in the EU’s TSD chapters. This would oblige the EU to find ways to determine how a breach of social or environmental standards can be transformed into economic compensation and this narrows down the scope of the TSD chapter. We cannot agree with this. Such an approach does not fit with the EU’s model. The Commission already has a 15—point plan to make the EU TSD chapters more effective.

Colleagues, I call on you to vote against this amendment, as its adoption would mean a significant setback for our trade policy and send the wrong message to our trading partners and the Commission.

  Julie Ward (S&D). – Madam President, this report is very important as our trade policy has implications across many other areas. As a socialist, I am proud to be part of a parliament that takes the initiative to reflect on the need to fight inequalities created by globalisation. European companies are responsible for many inequalities and human rights violations in the world and it’s our responsibility to put in place legal safeguards to prevent them from harming populations in third countries.

Regarding foreign policy, trade is a powerful tool for the EU to promote international law, particularly human rights. But to do that we must step up and improve the way we engage with partners in the trade area. Free trade agreements should be designed so they don’t undermine national and international laws and should include strong mechanisms, including the sustainable development chapters, to be respected by all parties.

Commissioner, regarding the impact of globalisation and robotisation on the future of work, I wish to remind you of our conversation about occupational literacy at the recent EIF debate.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, η Ευρωπαϊκή Ένωση έχει τις ρίζες της στην παλιά ΕΟΚ και βασική αρχή της ΕΟΚ ήταν η αρχή της κοινοτικής προτίμησης. Μια αρχή η οποία στήριζε τα ίδια τα προϊόντα των κρατών μελών της τότε ΕΟΚ και μάλιστα αυτό είχε μια έντονη διάσταση στην Κοινή Αγροτική Πολιτική. Ήταν ένα σύστημα ήπιου προστατευτισμού προκειμένου να αντιμετωπιστεί ο διεθνής ανταγωνισμός. Στην πορεία, βεβαίως, η ΕΟΚ μαζί με τις Ηνωμένες Πολιτείες πέτυχαν το άνοιγμα των αγορών. Αλλά άνοιγμα των αγορών σημαίνει, βεβαίως, και ελεύθερο εμπόριο και εντός της Ευρωπαϊκής Ένωσης, από χώρες οι οποίες παράγουν φτηνά, από ευρωπαϊκές εταιρείες που επένδυσαν στον αναπτυσσόμενο κόσμο, γιατί εκεί τα μεροκάματα ήταν φτηνά. Με αποτέλεσμα να έχουμε διάλυση της οικονομίας της ίδιας της Ευρωπαϊκής Ένωσης. Τώρα ξαφνικά θυμηθήκαμε τον ήπιο προστατευτισμό, τον οποίο ονομάζουμε προστασία των πολιτών. Από την πρώτη στιγμή που είμαι εδώ μιλώ για την επαναφορά της αρχής της κοινοτικής προτίμησης. Εύχομαι να μην είναι αργά.

  Bill Etheridge (EFDD). – Madam President, trade and the markets are organic, they are almost a living organism, they’re made up of individuality and people’s wants and desires. If you try to stand in the way of the flow of trade in the free market and of enterprise, all you’re doing is being a modern—day King Canute and you will get washed away.

The important thing is to bring down trade barriers, to bring down protection, to bring down tariffs, to trade freely with the world, to make our people wealthier and better off. If you allow this to happen, what happens then is that, when people are wealthier and better off, they start to make their choices. They will then choose if they wish to buy from morally and ethically correct companies because they will then have decisions that they can take. It’s about people. Employing and putting and imposing rules on – they’re all about politics and good intentions. All it does is make trade and the economy in European countries weaker and the citizens poorer.

  Maria Grapini (S&D). – Doamna președintă, doamna comisar, globalizarea trebuie să vedem cum o valorificăm. Din punctul meu de vedere - vorbesc aici de patru ani de piața internă, știți bine că fac parte din Comisia IMCO - și de multe ori am ridicat această problemă: cum fructificăm globalizarea? Cum facem să avem un comerț liber, cum spunea colegul, dar trebuie să fie etic și echitabil. Trebuie să avem o protecție consumatorilor, nu putem să lăsăm să între de-a valma produse în piața internă fără a avea siguranța produselor. Ori aici cred că avem foarte multe lucruri de rezolvat din punct de vedere al acordurilor comerciale, al standardelor de produs, al condițiilor pe care le punem în calitatea produselor și al extinderii acordurilor comerciale și cu alte state.

Este o perioadă de criză globală, recunoaștem acest lucru, dar trebuie să plecăm de la aceste lucruri: comerț etic și echitabil, protecția consumatorului, siguranța consumatorului și, de ce nu, să ne gândim cum facem ca IMM-urile din piața internă a Uniunii Europene să reziste și să se dezvolte - pentru că știm bine că este o problemă acum din punct de vedere al capitalizării IMM-urilor.

  Jude Kirton-Darling (S&D). – Madam President, I would like to say to the Commissioner that the EU talks the talk about harnessing globalisation but talking isn’t enough. While globalisation has lifted many out of extreme poverty globally, it has increased the inequalities in our societies to breaking point. That’s largely because trade policies focused almost exclusively on trade liberalisation and market opening without any real consideration of the negative impacts on some sectors, regions and parts of society.

Just as the emerging EU single market needed a social dimension, so too does our trade policy. Both need strengthening. Our trade and sustainable development chapters need teeth as well as incentives for good behaviour. The Commission’s opposition to trade sanctions for labour and environmental roles means serial violators fear no economic cost of human rights abuses. Harnessing globalisation means setting clear rules, rules for business, and ensuring rights for people.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, il commercio internazionale non solo riveste un ruolo determinante ai fini dello sviluppo economico e della cooperazione tra paesi, ma ha anche un'influenza fondamentale sulla pace, la crescita sostenibile, l'occupazione, l'eliminazione della povertà e i diritti umani.

Tuttavia i vantaggi della globalizzazione non sono equamente distribuiti tra le regioni e all'interno della società. L'ordine economico multilaterale mondiale, con al centro l'OMC, stenta a integrare i profondi cambiamenti degli ultimi decenni, dal nuovo ruolo della Cina e degli Stati Uniti all'automazione e digitalizzazione dell'economia.

Occorre garantire condizioni più eque per le PMI. Condivido la richiesta di una strategia commerciale dell'Unione europea per le PMI, al fine di integrarle nelle catene di valore internazionali e superare gli ostacoli specifici del commercio, quali le barriere non tariffarie. Sono necessari strumenti di difesa commerciale e protezione dei consumatori efficaci.

Invito pertanto la Commissione a continuare a sviluppare metodi sicuri per tenere pienamente conto di tali dimensioni, anche per quanto concerne le norme sociali e ambientali applicabili nei paesi esportatori.

  Elżbieta Bieńkowska, Member of the Commission. – Madam President, I want to thank the rapporteur, the Committee on International Trade (INTA) and the whole Parliament for this report, as it’s extremely important. As you have pointed out in the report, globalisation is profoundly changing the world economic order, and we have a duty to harness this phenomenon. This is necessary to ensure that globalisation is used as a force for progress in favour of more sustainable and more inclusive growth.

This report is also timely and the vote today is timely. The rules and values-based international trading order is facing the deepest crisis since the end of the Second World War. The rules at the core of the international trading system are increasingly being challenged by some – even major – global players. The Commission totally subscribes to the report’s recommendation that we should avoid resorting to protectionism. Protectionism is an easy answer to common fears, as we all know, but it has always come with often catastrophic consequences in the longer term.

The Commission also concurs that itʼs vitally important to preserve the multilateral world economic order, to ensure that it remains rule- and value-based. This is why the EU is a leading advocate of the rule- and value-based international trade system – of course, with the World Trade Organization at its centre – while acknowledging that these rules need to be updated.

This report also rightly underlines the importance of promoting sustainable development with our trade policy. This is what the EU does with the chapters on trade and sustainable development in our free trade agreements. These chapters are designed to make sure that trade policy goes hand in hand with high labour and environmental standards and with the promotion of corporate social responsibility (CSR) and other trade and investment practices supporting sustainable development. As announced by my colleague, Commissioner Malmström, in her 15—point action plan to make the EU trade and sustainable development chapter more effective, the Commission’s aims are to ensure that countries comply with the commitments to more assertive enforcement; to facilitate the monitoring role of social partners and civil society; and to make EU resources available to support implementation of the sustainable development chapters in trade agreements.

Let me now turn your attention to two countries that I think are extremely important in this respect: Cambodia and Myanmar. Both of those countries benefit from the Everything But Arms arrangement, which guarantees completely tariff—free access to the European market for all export goods except for weapons and ammunition. However, this access is not without conditions, and in the case of Myanmar, the Commission will soon send a high-level EU mission there to assess the situation on the ground. This mission has to be seen within the framework of the possible withdrawal of those preferences. With Cambodia, we are even a step further in the process. Without clear and evident improvements on the ground, the process will result in the suspension of the trade preferences that Cambodia currently enjoys.

The Commission also has other concrete trade measures in place that support sustainable development: the Conflict Minerals Regulation; the Fair and Ethical Trade Award; and EU support for responsible business conduct. EU values are, furthermore, promoted through an updated regulation preventing the export of goods that could be used for capital punishment or torture.

So let me conclude by saying that the Commission will, of course, take your valuable recommendations into consideration for our future work on trade policy. In line with your request, the Commission will continue to work to make sure that globalisation helps bring more sustainable, more inclusive growth while at the same time defending the rules and values that the international trading order is based on.

  Agnes Jongerius (S&D), schriftelijk. – Globalisering brengt nieuwe uitdagingen met zich mee, maar ook onzekerheden. De Europese Unie moet wat mij betreft met een eerlijk antwoord komen, waarin sociale arbeidsstandaarden en milieunormen de boventoon voeren. Wij mogen onze normen en waarden namelijk niet uit het oog verliezen, ook niet wanneer productie plaatsvindt aan de andere kant van de wereld.

Europa kan, en moet, de leiding nemen bij het uitdragen en stimuleren van sociale, arbeids- en mensenrechten. In ieder nieuw of hernieuwd handelsverdrag moeten deze zaken expliciet worden opgenomen, zoals de IAO-verdragen en de Overeenkomst van Parijs. Echter, het gaat niet alleen om het opnemen van standaarden, maar ook om het naleven daarvan. Het maatschappelijk middenveld van onze handelspartners moet daarin een belangrijke rol krijgen. Op overtreding van standaarden moeten dan ook sancties staan.

Globalisering treft ons op een ongelijke manier. We moeten het verlies door globalisering zoveel mogelijk beperken. Het antwoord op globalisering kan ook simpel zijn: nee, wij knijpen geen oogje meer dicht als dat bijvoorbeeld de levens van miljoenen arbeiders op het spel zet.

  Cătălin Sorin Ivan, Rapporteur. – Domnule președinte, doamna comisar, acest raport trebuie văzut din trei perspective. În primul rând, o perspectivă socială - aproape 70 % din cetățenii Uniunii Europene spun că țările lor sunt afectate grav și foarte grav de corupție. Apoi, dintr-o perspectivă economică - pentru că între 700 și 1 800 de miliarde de euro reprezintă valoarea banilor spălați la nivel mondial. Din păcate, nu avem o cifră la nivelul Uniunii Europene. Între 2 și 5 % din produsul global brut reprezintă bani spălați. Și trei, dintr-o perspectivă politică - pentru că la nivel european, în acest moment, nu există voință politică în niciun stat membru al Uniunii Europene ca problema recuperării averilor ilegale scoase în afara Uniunii Europene să fie soluționată.

Nu există această voință politică și este foarte ușor de înțeles, pentru că în multe state membre foarte mulți politicieni și-au construit cariera politică prin bani proveniți din afaceri ilegale, au ajuns în funcții foarte importante în statele respective și au spălat această proveniență a banilor, câștigând niște alegeri prin mecanismele democratice pe care le știm, iar acum controlează guverne, controlează parlamente, dau legi care protejează corupția în state membre ale Uniunii Europene. În acest context, întrebarea pe care cei aproape 70 % dintre cetățenii Uniunii Europene ne-o pun este: Uniunea Europeană luptă cu corupția? Uniunea Europeană are politici reale, eficiente, concrete pentru a stopa acest fenomen al corupției?

În acest raport noi venim în completarea unor pași deja făcuți de Uniunea Europeană și propunem câteva lucruri concrete. În primul rând, propunem ca la nivelul Uniunii Europene să existe o hartă de risc a legislațiilor statelor membre a acelor „scăpări” din legislațiile naționale - spun „scăpări” între ghilimele pentru ele sunt gândite bine de multe ori - prin care banii sunt scoși în afara Uniunii Europene în diferite țări.

În al doilea rând, cerem o bază de date sau baze de date interconectate cu date colectate într-un mod standardizat, o comunicare reală între statele membre ale Uniunii Europene, astfel încât să știm în timp real informații din toate aceste state membre. Avem state în Uniunea Europeană unde există două sau trei oficii de recuperare a banilor și a bunurilor ilegale, dar aceste oficii nu comunică între ele. Dacă ele nu comunică între ele la nivel de stat membru, cum o să comunice la nivel european?

În al treilea rând, cerem ca Uniunea Europeană să vorbească pe o singură voce cu statele terțe atunci când vine vorba de recuperarea acestor averi ilegale. În acest moment, Uniunea Europeană are doar patru parteneriate semnate: cu Japonia, cu Statele Unite, cu Norvegia și cu Liechtenstein. Este foarte, foarte puțin. Cerem, de asemenea, ca acest mecanism european pe care vrem să îl construim, pe care trebuie să îl construim ca să vorbim pe o singură voce, să aibă în centrul său Parchetul European.

Și, nu în ultimul rând - nu este prevăzut în raport, dar eu cred că este un pas important în viitor, pentru că dacă vrem să stopăm corupția, atunci trebuie să recuperăm acești bani - este ca la nivel european să luăm o dată pentru totdeauna decizia ca faptele de corupție să nu se prescrie niciodată și peste 10 și peste 15 și peste 20 de ani, dacă aflăm de fapte de corupție, să recuperăm averile provenite din aceste fapte de corupție, indiferent că le-am aflat la a doua sau la a treia generație. Cei care fură din bani publici să știe că nu vor scăpa niciodată de ochiul vigilent al legii.

  Maria Grapini (S&D). – Domnule președinte, doamna comisar, stimați colegi, păcat că la așa o dezbatere suntem atât de puțini, pentru că ne întoarcem în statele noastre și reclamăm că există foarte multă fraudă, foarte multă evaziune. Se încearcă acum - eu spun timid - de la nivel de Uniune Europeană să găsim o soluție. Soluția este foarte clară.

Pe de o parte, ar trebui să existe în toate parlamentele naționale, în toate statele o lege foarte clară de confiscare a averilor, nu să umplem pușcării, nu să construim din buget noi închisori, ci să recuperăm banii de la cei care fac fraudă. Pentru asta trebuie să avem un sistem informațional foarte bine pus la punct între state, pentru că, din nefericire, nu funcționează acest sistem informațional, deși avem o groază de agenții, instituții și Europol și altele.

Pe de altă parte, nu avem stabilit un cadru foarte clar la nivel de Uniune Europeană în relația cu statele terțe și atunci există un refugiu al banilor în aceste în state terțe. Cred că aici trebuie să acționeze Comisia Europeană cu propuneri de reglementări foarte serioase la nivel european pentru a avea mecanisme prin care să supraveghem, să fotografiem toată piața internă din punct de vedere al evaziunii fiscale, al criminalității economice, nu să avem un mecanism MCV la două state și cu asta nu am rezolvat nimic.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η διαφθορά βρίσκεται στην ημερήσια διάταξη σε πάρα πολλά κράτη μέλη της Ευρωπαϊκής Ένωσης και, βεβαίως, πρέπει να παταχθεί. Πρέπει να χτυπηθεί στη ρίζα της. Αυτό σημαίνει ότι πρέπει να κλείσουν οι διάφοροι τρόποι και δρόμοι για μεταφορά των προϊόντων εγκλήματος σε τρίτες χώρες. Στη βάση αυτή, πρέπει να αναπτυχθεί μια συγκεκριμένη πολιτική διότι έχουν αφεθεί τα πράγματα στην τύχη τους. Το γεγονός, βέβαια, ότι σε επίπεδο Ευρωπαϊκής Ένωσης έχουμε μόνο τέσσερις διεθνείς συμφωνίες αμοιβαίας συνδρομής δείχνει ότι βρισκόμαστε πάρα πολύ πίσω, μόνο με Ιαπωνία Ηνωμένες Πολιτείες Νορβηγία και Λιχτενστάιν. Τι γίνεται με την Ελβετία, όπου εκεί μεταφέρονται τα παράνομα κτηθέντα χρήματα; Πρέπει, λοιπόν, να υπάρξει μία ρήτρα, ούτως ώστε καμία εμπορική συμφωνία της Ευρωπαϊκής Ένωσης να μη γίνεται, εάν δεν υπάρχει η ρήτρα συνδρομής για την καταπολέμηση της απάτης. Με αυτό τον τρόπο μόνο, μπορούμε πρακτικά να περιορίσουμε τη διαφθορά και να χτυπήσουμε αποτελεσματικά όσους προχωρούν με προϊόντα εγκλήματος τα οποία μεταφέρουν στο εξωτερικό.

  Γεώργιος Επιτήδειος (NI). – Κύριε Πρόεδρε, είναι γεγονός ότι επί σειρά ετών εταιρείες, ευρωπαϊκές και μη, αλλά και μεμονωμένοι ιδιώτες, μεταφέρουν περιουσιακά στοιχεία και χρήματα προς τρίτες χώρες. Τα περισσότερα από αυτά τα χρήματα είναι προϊόντα απάτης. Η όλη διακίνηση γίνεται με τη συνδρομή χρηματοπιστωτικών φορέων, οι οποίοι δρουν πολλές φορές με δόλιο και αδιαφανή τρόπο. Βεβαίως, γίνεται και το αντίθετο. Πολλά χρήματα από τρίτες χώρες έρχονται με δόλιο τρόπο στην Ευρωπαϊκή Ένωση. Όταν, μάλιστα, αυτή η διακίνηση χρημάτων συνδυάζεται με τις δραστηριότητες της διεθνούς τρομοκρατίας, αντιλαμβάνεστε ότι οι κίνδυνοι για την Ευρωπαϊκή Ένωση είναι πολύ μεγαλύτεροι από τους κινδύνους μιας απλής απάτης. Για να αντιμετωπιστεί αυτή η κατάσταση, τα κράτη δεν πρέπει να επαφίενται μόνο στις διμερείς σχέσεις που συνάπτουν με τις τρίτες χώρες. Πρέπει να παρέμβει και η Ευρωπαϊκή Ένωση για να αντιμετωπίσει τη διαφθορά, να συνάψει και αυτή διάφορες συμφωνίες με τις τρίτες χώρες, μέσω των οποίων θα μπορούν να δεσμεύονται χρήματα και περιουσιακά στοιχεία, τα οποία είναι προϊόντα απάτης, και να επιστρέφονται στη χώρα από την οποία κινήθηκαν προς τις τρίτες χώρες.

  Elżbieta Bieńkowska, Member of the Commission. – Mr President, I would like to thank Mr Ivan for his report. It is again timely. As we all know, it is our shared duty to protect the financial interests of the European Union. We need to ensure that misused funds and assets are recovered in the most efficient and most effective way, including, of course, from third countries.

I am convinced, like you, Mr Ivan, that the European Public Prosecutor’s Office (EPPO) which is currently being set up, will be a game changer in our fight against criminals and fraudsters. The EPPO will not only change the way Member States cooperate inside the EU, but will also have a major impact on the way the EU and Member States cooperate with partners in third countries.

The Commission agrees that this is essential to strengthen the effectiveness of international cooperation in asset recovery and supports the development of CARIN, a network of operational law enforcement and judicial contact points on asset recovery, which covers more than 150 countries and jurisdictions. There is a strong complementarity between the Commission’s anti-corruption work and that of the Council of Europe Group of States Against Corruption (GRECO). The Commission continues the discussion with the EU Council on the choice of the appropriate legal framework for the EU accession to GRECO and we truly welcome very much the pragmatic approach of the GRECO plenary.

Finally, EU level mutual legal assistance agreements can be good vehicles for judicial cooperation in criminal matters and they can also complement the existing agreements Member States have in place. At the same time, EU level mutual legal assistance agreements, as we all know, are lengthy to negotiate and to enter into force. They also require a high degree of trust in judicial systems. This means that standards in third countries, third states, as regards, for example, the rule of law, independence of the judiciary, fundamental rights, the fight against corruption, fair trial – the judiciary should first be compatible with EU standards before the EU engages in negotiations on such agreements.

Eurojust also plays an important role here. It has just concluded various agreements with third countries such as Ukraine, Montenegro, and most recently Albania. This facilitates close and swift judicial cooperation in relation to third countries and ensures that the financial interests of the Union are protected and misused funds can be recovered in a proper way.

  Fabio Massimo Castaldo (EFDD), per iscritto. – Nessuno degli strumenti previsti in seno all'UE per la tutela degli interessi finanziari può applicarsi ai paesi terzi, per questo è necessario trovare un modo efficace per tutelare i soldi dei cittadini europei. La risoluzione tenta quindi di introdurre elementi atti a trovare un rimedio alla situazione. Importantissimi sono ovviamente gli accordi con i paesi terzi in merito, e l'inclusione di clausole specifiche negli accordi internazionali che possono esserne toccati. Altrettanto importante però è lo scambio di dati e informazioni, al fine di individuare il trasferimento di attività fraudolente nei paesi terzi. L'obiettivo in questo senso deve essere anche la creazione di una banca dati centrale che raccolga lo storico e tracci le vie più utilizzate dai frodatori.

  Presidente. – Ho l'onore di annunciare che la Conferenza dei presidenti dei gruppi politici ha appena deciso di attribuire il premio Sacharov 2018 a Oleg Sentsov.

Il premio gli è stato assegnato per il suo coraggio e per la sua determinazione. Il cineasta ucraino Oleg Sentsov è diventato un simbolo della lotta per la liberazione dei prigionieri politici in Russia e nel mondo. Nell'assegnargli il premio, il Parlamento europeo esprime la sua solidarietà a lui e alla sua causa. Chiediamo che Oleg Sentsov, arrestato nel 2014 e condannato a venti anni di prigione, sia immediatamente liberato.

La sua liberazione è altresì urgente per le gravi condizioni di salute in cui versa a seguito di un lungo sciopero della fame. La sua battaglia, condotta mettendo a rischio la sua stessa vita, ci ricorda che è nostro dovere difendere il rispetto dei diritti umani ovunque nel mondo e in qualsiasi circostanza.

Il premio Sacharov rappresenta uno dei momenti più simbolici della funzione del nostro Parlamento: essere sempre in prima linea per difendere e promuovere la liberà, la democrazia e i diritti umani, dentro e fuori i nostri confini.

Naturalmente saranno invitati alla cerimonia anche gli altri due candidati finalisti della shortlist che hanno raccolto consensi all'interno della Conferenza dei presidenti.

Sono oltre dieci anni che ne discutiamo e già due anni fa questo Parlamento ha approvato la risoluzione di Mairead McGuinness che chiedeva alla Commissione esattamente questa proposta legislativa: ricordate, colleghi, votammo con oltre il 90 % dei voti a favore.

Ma oggi, ancora una volta, ci troviamo di fronte all'ennesima richiesta di rinvio da parte di coloro che non vogliono questa direttiva. Quindi non facciamoci prendere in giro, colleghi: un eventuale rinvio alla prossima plenaria azzererebbe qualsiasi possibilità di approvarla entro questa legislatura.

Oggi possiamo dimostrare che l'Unione europea può davvero rispondere alle domande dei nostri agricoltori, delle nostre cooperative, delle nostre ONG ma soprattutto di 500 milioni di consumatori europei.

Non cadiamo nella trappola delle lobby che vogliono solo bloccare i lavori. Noi vogliamo bloccare e dobbiamo bloccare le pratiche sleali. Ricordate, colleghi, il meglio è spesso nemico del bene. Il momento è adesso, votiamo sì!

  Daniel Caspary (PPE). – Herr Präsident, sehr geehrte Kolleginnen und Kollegen! Es gibt zweifelsohne ein Ungleichgewicht zwischen den großen Konzernen, internationalen Zusammenschlüssen auf der einen Seite und kleinen Produzenten und Landwirten auf der anderen Seite. Deswegen ist es gut, dass der Landwirtschaftsausschuss diesen Beschluss gefasst hat. Es ist gut, dass wir endlich mit Gesetzgebung versuchen, dieses Thema zu adressieren.

Aber bei allen berechtigten Forderungen – ich denke schon, wenn man die Forderungen im Detail durchliest, ist der Landwirtschaftsausschuss bei einigen Forderungen etwas über das Ziel hinausgeschossen. Die Kollegen haben ja auch schon zugegeben, dass einige der Formulierungen etwas ungenau sind.

Zum Zweiten: Die Stellungnahme des IMCO-Ausschusses wurde kaum berücksichtigt. Unser Wirtschaftsausschuss, der eigentlich für Wettbewerbsfragen zuständig ist, war – meiner Kenntnis nach – überhaupt nicht befasst. Deswegen wäre es gut, wenn wir das Plenum damit befassen könnten. Wir könnten dann in wenigen Wochen noch mal darüber abstimmen.

Wir könnten dann immer noch die Zeit bis zum Jahresende nutzen, gemeinsam mit der österreichischen Ratspräsidentschaft eine Lösung zu finden, denn auch alle, die hier unterschrieben haben, wollen das Problem adressieren, nicht das Projekt torpedieren. Aber wir sollten ausgewogen als Gesamtparlament über dieses Thema vorher abstimmen.

  Jens Geier (S&D). – Herr Präsident! Es ist zutreffend, dass die NS-Bewegung einen proletarischen Anteil hatte, vor allem in der sogenannten Sturmabteilung, der SA.

Es gab dort einen antikapitalistischen Impuls, aber dieser war antisemitisch und rassistisch, weil er sich vor allem gegen Unternehmer jüdischen Glaubens gerichtet hat. Mit diesem antikapitalistischen Element im Nationalsozialismus war es spätestens im Frühjahr 1933 vorbei, als Ernst Röhm, der Führer der SA, ermordet und seine Organisation entmachtet wurde. Zu diesem Zeitpunkt war der nationalsozialistische Terror gegen Kommunisten, Sozialdemokraten, Liberale und Politiker des christdemokratischen Zentrums bereits in vollem Gange. Das alles hat Willy Brandt 1932 natürlich noch nicht wissen können. Deshalb ist dieses Zitat in dem Zusammenhang, den wir heute diskutieren, sinnentstellend.

  Monica Macovei (ECR). – Domnule președinte, am întărit Sistemul de Informații Schengen făcând mai eficient schimbul de informații între statele membre și autoritățile competente de punere în aplicare a legii. De exemplu, când un cetățean non-UE aflat pe teritoriul unui stat membru al Uniunii comite o infracțiune care se pedepsește cu cel puțin un an de închisoare, conform dreptului statului pe teritoriul căruia se află, statul respectiv introduce în Sistemul de Informații Schengen o alertă care se transmite mai departe, pentru a refuza dreptul de ședere al acelei persoane în continuare în Uniunea Europeană și, de asemenea, de a reintra în Uniune dacă aceasta iese din Uniune.

Prin urmare, acest sistem de alertă pe care îl emite sistemul Schengen este foarte util pentru a avertiza toate statele membre cu privire la o persoană care comite o infracțiune și care trebuie să plece din Uniune.

  Daniel Hannan (ECR). – Mr President, there are broadly three ways in which you can operate an immigration policy. You can have a points-based system where people arrive on merit and arrive with a commensurate sense of patriotism and pride, having, as it were, beaten off other applicants for their place. That was broadly the experience of the US, Canada, Australia and New Zealand historically.

You can do what a lot of Europe did in the post-war era, which is to ship people en masse from overseas and put them to work for the government, that creates delays with integration, it creates regional and linguistic blocs. Or you can just allow people to sneak in and then give them citizenship if they manage to stay long enough. And that, by default, is the approach that most western countries are now taking.

Now I just pose the question, what’s likely to be the attitude of a settler who has come by cheating the authorities and whose every interaction with the forces of the state in which he is settling have taught him to despise it? Isn’t there a way of ordering the need for legal immigration so that we disempower the people-smugglers and allow those who have done the right thing and applied properly to take priority?

  Monica Macovei (ECR). – Domnule președinte, Sistemul de Informații Schengen poate asigura securitatea Uniunii numai dacă statele membre introduc rapid, corect și complet informațiile care permit identificarea unor persoane care comit infracțiuni sau care încalcă regulile Uniunii și care, astfel, ajută autoritățile să acționeze imediat. Europol poate furniza non-stop informații prompte și de calitate statelor membre tocmai pentru a preveni actele de terorism. Sistemul poate proteja inclusiv persoanele aflate în situații de risc, cum ar fi copiii neînsoțiți care trec frontierele Uniunii și care pot cădea victime traficului de persoane și al altor forme de exploatare. Conform Europol, 10 000 dintre acești copii au dispărut fără urmă. Este îngrozitor! Pentru a preveni și identifica terorismul și apăra victimele, avem nevoie de răspunsuri urgente, deci aceste lucruri trebuie reparate.

  Andrejs Mamikins (S&D). – Mr President, dear colleague, I welcome the adoption of this report and I’m glad that I could contribute also to the drafting of the LIBE Committee opinion on it. It seems unacceptable that so far there has been no common rule regarding the import of cultural goods from third countries, except some specific provisions for Iraq and Syria. Looting on archaeological sites has happened at all times but has now reached an industrial scale. The economic and artistic value of the cultural heritage creates a strong demand on the international market, including the shadow economy. The illegal export is managed by terrorists or other criminal organisations, especially from the regions affected by armed conflict. I would like to remind you that the cultural heritage constitutes an element of personal identity together with language, religion, territory and the sense of belonging. That is why I voted in favour.

  Eleonora Forenza (GUE/NGL). – Signor Presidente, onorevoli colleghi, esprimo una dichiarazione di voto a favore della relazione sui cultural goods.

Consideriamo un passo assolutamente positivo che ci sia una misura, voluta dal Parlamento europeo, per combattere il traffico illecito di beni culturali. Consideriamo inoltre un positivo passo in avanti anche la rimozione del limite dei 250 anni e il fatto che il sistema delle licenze sia informatizzato e gestito attraverso un sito web.

Pensiamo che sia ora giunto il momento di fare un ulteriore passo in avanti: occorre non solo contrastare il traffico illecito dei beni culturali, ma anche garantire la piena fruizione dei beni culturali per le cittadine e i cittadini europei.

Da questo punto di vista da sempre ci battiamo per una politica di investimenti, di tutela del patrimonio culturale, di preservazione del patrimonio culturale che ne garantisca la piena fruibilità.

  Michaela Šojdrová (PPE). – Pane předsedající, kolegyně a kolegové, já vítám přijatou dohodu, která umožňuje větší kontrolu nad dováženými kulturními statky. Evropský parlament přispěl k výsledné podobě tohoto nařízení, a to např. úpravami jednotlivých kategorií podle doporučení UNESCO u těch nejhodnotnějších kulturních statků, kde je vyžadována licenční doložka původu již u statků starších 100 let. Cílem tohoto nařízení je tedy omezení financování terorismu, zejména tedy z oblastí, kde tedy panuje válečný konflikt. Evropský parlament také snížil jistou byrokratickou zátěž, nejde tedy o omezení obchodu, ale o omezování nelegálního dovozu kulturních památek pro účely financování terorismu.

  Jan Zahradil (ECR). – Pane předsedající, já to stihnu za polovinu toho času. Chtěl jsem pouze říci, že jsem nehlasoval pro tento tisk, protože si skutečně myslím, jakkoliv to může vypadat ušlechtile, že ty vybrané peníze by se měly používat na zlepšení infrastruktury. Takové výběry, taková finanční zátěž a to, zda bude nebo nebude zavedena, by měly opravdu být ponechány v rukou národních států a je to přesně to pole, přesně ta problematika, do které by se Evropská unie pouštět neměla. Takže nevidím žádný důvod, proč jsme vlastně my tady o tom hlasovali, a proto jsem samozřejmě pro to nehlasoval.

  Andrejs Mamikins (S&D). – Mr President, I welcome the adoption of the motion of this fourth resolution. The European Parliament has finally decided to speak openly that there is a xenophobic surge in Europe. But the resolution is not enough. We need our national parliaments and governments to start speaking about it and to explain to the people that it is not refugees, not minority groups and not human rights defenders who pose a threat. The real threat to our societies comes from neo—fascist groups and right—wing extremists.

I’m very sad that some of my colleagues from my country, Latvia, voted against this text. I’m sure any one of us could cite a recent example from his own history, even if only nine countries are mentioned in the report. Just take the example of the recent parliamentary election in Latvia – hate speech and violence have become almost normal for some political forces to attract the attention of voters. This is unacceptable.

Ta rezolucja w sprawie przemocy neofaszystowskiej to jest sterta śmieci, to jest bezwartościowa makulatura, kiepska publicystyka napisana przez ludzi bez żadnego talentu literackiego nawet. Gdzie są dane, które uzasadniają te wszystkie bzdury? Przecież jest tysiące ofiar przemocy neofaszystowskiej. Skąd wiecie, że jest tysiące ofiar? Skąd wiecie, że ta przemoc jest motywowana przez ideologię neofaszystowską? Jakim prawem nazywacie ideologię neofaszystowską prawicową, skoro to byli socjaliści? To przyznajcie się do swojego dziedzictwa socjalistycznego lewicowego, a nie wciskajcie niewygodnych sojuszników prawicy. Więc jest to nie do pomyślenia, żeby w ogóle wciągając w to wątki niezwiązane, z jakąś radiofonią i telewizją... To jest absolutnie niedopuszczalne, żeby Parlament zamieniał się w jakąś lewicową redakcję komentującą na bieżąco wydarzenia według uznania posłów, a nie tworzącą prawo. Głosowałem przeciwko.

  Jan Zahradil (ECR). – Pane předsedající, moje země prošla nacistickou diktaturou i komunistickou diktaturou, takže oba extremismy, levicový i pravicový, známe velmi dobře. Pokud se chceme bavit o extremismu, tak bych byl velmi rád, abychom viděli obě strany mince, tedy i ten levicový extremismus. Kromě toho máme i extremismy jiného druhu, které se objevují v Evropě. Je tady nový antisemitismus, a když se podíváte, odkud se napájí a kým je krmen, tak se třeba můžete podívat na Labour Party do Velké Británie, tradiční levicovou stranu, a na jejího předsedu Jeremyho Corbyna. Takže to je také zapotřebí odsoudit a konečně tady máme islámský radikalismus, který vede k teroristickým činům, a tyto teroristické činy pozabíjely v posledních letech v Evropě vůbec nejvíc lidí. Všechny teroristické činy, které jsme tady viděli, byly spáchány islámskými radikály v posledních letech. Takže chceme-li se zabývat extremismem, prosím, zabývejme se jím v celé komplexnosti a nevybírejme z toho jednotlivé části. Já jsem o této zprávě proto nehlasoval.

  Eleonora Forenza (GUE/NGL). – Signor Presidente, onorevoli colleghi, ovviamente ho votato a favore di questa risoluzione, che ho fortemente voluto e proposto al Parlamento europeo.

Saluto l'approvazione della risoluzione stessa non senza emozione. Credo che sia un dato rilevante che le voci che hanno contribuito alla stesura di questo testo siano voci di donne. Ringrazio le due colleghe con cui ho scritto la prima versione della proposta di risoluzione comune, tre femministe che hanno preso la parola contro il fascismo, a testimoniare il fatto che il femminismo è l'antidoto più forte contro ogni forma di fascismo, di patriarcato e di razzismo.

Penso che oggi il Parlamento europeo possa cantare "Bella ciao". È una bella mattina per il Parlamento europeo e spero che possa essere una sveglia per l'Europa, una sveglia per il governo italiano in cui ci sono forze politiche che invece vanno a cena con Casa Pound e altri che considerano l'antifascismo qualcosa di superato.

Dedico l'approvazione di questa risoluzione a tutti i compagni e le compagne che sono stati vittime della violenza fascista, a Bari e in tutta Italia.

  Urszula Krupa (ECR). – Panie Przewodniczący! Poparłam rezolucję w sprawie dobrostanu zwierząt, stosowania środków przeciwdrobnoustrojowych i wpływu przemysłowego chowu brojlerów na środowisko i poparłabym każdą regulację, jaka poprawiłaby bezpieczeństwo żywności. Ogromnym problemem we współczesnych hodowlach, i to nie tylko kurcząt, wydają się zautomatyzowane, ogromne, podobne do fabryk, kilkunastotysięczne hodowle, gdzie trudno nie tylko zachować warunki dobrostanu zwierząt, w tym ptaków, ale przede wszystkim zapewnić zdrowe mięso hodowanych zwierząt, w tym kurczaków.

Prawo europejskie dopuszcza limit zagęszczenia 33 kg na m2, niekiedy nawet więcej, co oznacza, że na jednego kurczaka przypada powierzchnia mniejsza niż kartka A4. Dlatego nie tylko trzeba zapewnić mniejszą gęstość obsady, ale dostęp do światła naturalnego, lepszą jakość powietrza, najlepiej naturalne pożywienie bez hormonów, antybiotykowych czynników wzrostu, herbicydów, pestycydów, genetycznie modyfikowanej paszy, jak i zmniejszenie emisji amoniaku, co razem powinno zmniejszyć potrzeby zastosowania środków przeciwdrobnoustrojowych. Ważna byłaby także ochrona środowiska z minimalizacją fetoru i hałasu.

  Dobromir Sośnierz (NI). – Panie Przewodniczący! Jeszcze do tak pustej sali nie udało mi się mówić. Zostało nas tu czterech, jak dobrze liczę, poza prezydium, ale każdy rekord jest do pobicia, także patrzymy śmiało w przyszłość.

Jeśli chodzi o szczyt w Katowicach, mam nadzieję, że będą tam poruszone takie kwestie, jak na przykład bezsensowny program Erasmus, który skłania ludzi do jeżdżenia bez sensu po całej Europie zamiast studiować na miejscu, i to na koszt innych, emitując po drodze różne dwutlenki węgla i inne gazy cieplarniane; jak na przykład papierologia, którą generuje również ten Parlament, jak te wszystkie tony papieru, które zadrukowuje swoimi rezolucjami, tak bezsensownymi, jak ta o przemocy neofaszystowskiej. Może temat dwóch siedzib Parlamentu, który emituje dwutlenek węgla, wożąc dokumenty z jednego miejsca na drugie, kierowców, asystentów itd. Może temat hotelu poselskiego, który można by wybudować przy siedzibie Parlamentu, zamiast wozić posłów w kółko, emitując dwutlenek węgla po Brukseli i zwiększając tam korki; może temat energii atomowej, której nie wiadomo dlaczego wiele osób się tutaj sprzeciwia, a która jest energią czystą. Mam nadzieję, że takie tematy nie zostaną tutaj zapomniane.

  Seán Kelly (PPE). – Mr President, having previously led negotiations on the General Data Protection Regulation for Parliament’s ITRE Committee, I know how important it is that citizens’ data is respected and used appropriately. The misuse of personal data is without question not to be tolerated and the recent Cambridge Analytica scandal completely undermined the privacy of European citizens. Not only was this data breach an abuse of such personal data, but the use of improperly obtained data to build voter profiles with a view to influencing elections was a complete manipulation of the electorate. In 2016, a special Eurobarometer on online platforms reported that over half of EU citizens are concerned about their personal data on the Internet and no doubt this figure is now much higher. It is essential that Facebook takes the necessary measures to prevent further breaches of data and makes changes to its platform to comply with EU data protection law and provide sufficient protection to European citizens' data.

  Jeroen Lenaers (PPE). – Dank u, Voorzitter. Wederzijdse erkenning van diploma's is cruciaal voor onze grensoverschrijdende arbeidsmarkt. We hebben daar in de afgelopen jaren al de nodige stappen in gezet, onder andere met het Europees kwalificatieraamwerk. Het is goed dat dat hier vandaag positief belicht wordt.

Maar er zijn meer stappen nodig. Die stappen hoeven niet altijd per se op Europees niveau genomen te worden. Ik ben bijvoorbeeld heel blij met een project dat de provincie Limburg gestart is samen met Duitsland en de Benelux om juist op regionaal niveau zoveel mogelijk belemmeringen in verband met het erkennen van kwalificaties weg te nemen. Want juist in een grensprovincie als mijn eigen mooie Limburg is het absoluut belangrijk dat werkzoekenden ook kansen aan de andere kant van de grens kunnen benutten. Daar is allereerst een erkenning van hun diploma voor nodig.

Het is belangrijk dat we juist dit soort regionale initiatieven, die ervoor zorgen dat mensen in de praktijk echt kunnen profiteren van de goede effecten van grensoverschrijdende kansen, dat we dit soort initiatieven vanuit dit Parlement daarom ook van harte en heel warm ondersteunen.

  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärung der Kommission zum Thema „Fairer Markt für die Industrie“ (2018/2683(RSP)).

  Margrethe Vestager, Member of the Commission. – Mr President, thank you and thank you very much for having this debate. It’s a very important debate to have about the environment for our industry, to grow, to create jobs, but also to innovate, and I think the important thing in this debate is that Europe has a good and strong starting point.

If you want to take a look at the statistics. Europe has a very large deficit when it comes to raw materials, in particular energy. But the thing is that we have a very large trade surplus in manufactured goods, like cars, machines, chemicals. In other words, Europe’s part is in a value chain where the jobs are and where the value is created, and this is how we have brought it so far. And if you don’t want to look at the statistics, look at the magnificent European companies as you see them and as you see their products every day.

So, we have a solid industrial base thanks to European innovation, thanks to European productivity and thanks to our internal market which rests on fair competition and openness.

But we can do more. We can do more to level the global playing field and to create opportunities for a fair and open internal market. There’s plenty of work ahead of us to remain competitive and to shape globalisation so that it serves our citizens and builds on a level playing field, in particular when it concerns subsidies, reciprocity in public procurement and screening of foreign direct investment.

A rule-based system which is fair, where open markets is the rule, that’s our interest. But it’s being challenged by some of our partners questioning the global rule-based system and cooperation. The Commission is working to enforce the existing rules, so that when we trade with Japan and with the US, well, we don’t only trade, we also discuss how to strengthen the World Trade Organisation’s rules on industrial subsidies.

In relation to my portfolio as Commissioner for Competition, we also have started a dialogue with China about subsidies and fair competition.

As to procurement, we already have rules in place which allow a buyer to reject an offer which is unrealistically cheap, but also here we can do more. Foreign bidders take part in public tenders all across Europe, yet European bidders, they often find ‘buy local restrictions’ when they bid in foreign countries with European goods, and this is why the Commission has proposed an international procurement instrument. Once adopted, it will ensure reciprocity and not only that, it will also strengthen our leverage in trade negotiations with third countries to open their markets for fair procurement processes.

And we also have proposed a framework to screen foreign direct investment that affects our security and public order. We continue to work with the Parliament and the Council to make progress on these proposals. But we also need to make good use of the tools that we have already. For instance, to apply modern trade defence mechanisms to maintain fair competition worldwide.

And when we think about the challenges ahead of us, in particular those that relate to digitalisation, it’s important that we factor in how competition helps us to make our industries competitive. Companies have to compete and when they do, well, they are encouraged to make the products that consumers want, to develop new business ideas and attract even more businesses. And that’s good for consumers and for companies.

When a company is a consumer champion in Europe, well it can conquer consumers in all corners of the world, provided of course that it has open and fair market access.

All companies, big as well as small, should have a fair chance to achieve this also when they are faced with large multinationals, and that is why we stop dominant companies from shutting down competition from new competitors, and this is also why we have to review mergers, at least the large ones.

Well, we approve almost all mergers that are notified to us. Over the last 10 years more than 3 000 mergers were looked at but only seven were prohibited, were blocked, and in only slightly more than 5% of cases companies proposed solutions to our concerns, for example to sell a factory to a competitor to preserve competition in Europe.

Many of the mergers that we have approved, well they have strengthened European companies like Peugeot and Opel, like InBev and SABMiller, like Siemens and Gamesa, world-wide known competitors.

But we should not confuse the size of the individual company with the strength of our economy. These are not necessarily the same thing. For every company that wants a merger to happen there are often many European companies that are affected customers. Steel is a good example of that. It makes the steel that goes into our dishwashers, cars, machinery, and these are businesses that boost our exports. Steel users, well they employ over 30 million people in Europe. So in our merger cases, we ensure that steel companies continue to compete, so that prices stay competitive for all the many, many businesses that need steel in their production.

And just to finalise, a few words on the state aid rules, because companies cannot get state aid simply to shut down a factory and move it to another European country. It is prohibited in a fair single market that taxpayers pay for jobs moving from one country to another. But we do approve state aid that creates jobs in Europe, if they do that without distorting competition. Just last month we authorised Slovakia to support Jaguar and bring new jobs to the disadvantaged Nitra region, jobs that may otherwise have been created outside of Europe.

The Commission also simplified the rule book for state aid that doesn’t harm competition. So, now that 97% of state aid measures go ahead without needing Commission approval, Member States decide for themselves on the basis of a common rule book.

We proposed an investEU fund to support EUR 650 billion of investment. A new research and innovation programme, Horizon Europe, with EUR 100 billion to invest. Both programmes would let national funds be combined with European funds, and we want to make that as easy as possible, because industry is at the heart of our European economy and we want an industry that’s competitive and creates jobs and wealth in Europe. But first of all, we want it to serve our citizens and that’s why we defend open and fair markets in Europe as well as in the rest of the world.

Therefore, it is vital that the EU prioritises the needs of the industrial sector and provides sufficient support for its growth in the coming years. I was recently appointed as EPP-ITRE rapporteur on the new investEU programme which the Commissioner referred to, which will use a budgetary guaranteed to mobilise investment into sustainable infrastructure, research and innovation, SMEs and social investment and skills. This 650 billion fund provides an excellent opportunity to promote competition in the industry sector across all the Member States. As one of the flagship programmes of the new EU budget, it will constitute a significant part of our long-term strategy for industry in Europe. With a view to building a strong, sustainable industry sector, SMEs and start-ups should be prioritised. I believe it would also be important to have advisory hubs in each Member State to inform stakeholders on access to EU funding. We must facilitate the industry sectors’ growth, not only with funds, but also with information and above all, ease of access to those funds, which has not been the case sometimes in the past. In this way, we can accelerate digitalisation and innovation, encourage an entrepreneurial culture and increase competition in the industry sector. Earlier this year my colleague Heinz Lehmann's Committee of the Regions draft opinion on a European strategy for industry pointed to the importance of cities and regions in supporting innovation in industry and in promoting industrial adaptation to the digital advances. Local and regional authorities have a lot of influence in areas such as infrastructure, export support, research and innovation, education and skills, SMEs and regulation, all of which are crucial for a globally competitive industry. Technologies are developing at an ever-increasing pace. We should see this as an opportunity, particularly in prioritising industrial growth which is environmentally friendly. Energy is key in determining the competitiveness of the European economy and in particular of industry. A sustainable supply of energy at a reasonable cost to households and businesses, in particular industrial consumers, is crucial.

And finally, labour mobility across Europe is an important aspect of industry competitiveness. We need to promote the importance of digital and linguistic skills in order to support employability of workers abroad. We must also increase efforts to encourage participation of women in the labour market with a particular focus on female entrepreneurship, and I’m quite sure, Commissioner, you agree with that.

  Edouard Martin, au nom du groupe S&D. – Monsieur le Président, merci Madame la Commissaire de venir débattre ici d’un sujet qui nous tient tous à cœur. Vous avez parlé de marchés, d’investissements, de produits, de compétitivité, etc., ce sont évidemment des thèmes importants.

Je voudrais axer mon intervention sur les travailleurs et les citoyens, parce qu’une entreprise, une industrie, ce n’est pas uniquement un endroit où l’on produit un bien de consommation, c’est beaucoup plus que ça. Une industrie, c’est aussi ce qui crée du lien, c’est ce qui crée des richesses, pas uniquement pour les actionnaires, mais pour un territoire, un bassin d’emploi et c’est grâce à cela que nous avons notamment des crèches, des écoles, des hôpitaux, des routes, etc. Or, le jour où ces industries disparaissent, c’est toute la société qui disparaît et la facture est présentée à la société.

Je vais vous parler de deux cas: Alcoa en Espagne et Vallourec en France. Voilà deux multinationales qui ont bénéficié de subsides à coups de dizaines de milliards d’euros d’aides publiques pour aller s’implanter dans des zones du monde où les contraintes sont moindres. La question est de savoir ce que vous allez faire, Madame la Commissaire, lorsque ces productions qui seront faites ailleurs vont revenir sur le marché européen. Quelles sont les contraintes qu’on impose à ces industries-là? Pourquoi est-ce que je dis cela? Parce qu’effectivement, si le point de vue de l’Union européenne – et je sais que ce n’est pas le vôtre, mais il faut aller plus loin que ça – est que le multilatéralisme crée des richesses, il faut se demander pour qui? Le multilatéralisme c’est surtout le laisser-faire: le laisser-faire fiscal, le laisser-faire financier, le laisser-faire économique, c’est surtout la loi du prix. C’est le prix le plus bas qui emporte le marché. Or, nous savons très bien que le prix le plus bas, c’est forcément des conditions moins-disantes: moins-disantes sur le plan social, économique et environnemental.

C’est quand même absurde – pour ne pas dire autre chose – que ce soit Trump qui dénonce cela. Alors, il le fait d’une manière détestable, évidemment, mais en réalité – et si ce n’était pas aussi grave, on en rirait – ce sont justement les inventeurs de l’ultralibéralisme qui pointent aujourd’hui les défauts du système et des règles de l’OMC. On ne peut pas continuer à jouer alors que nous n’avons pas tous les mêmes règles. Lorsque la Commission européenne s’apprêtait à reconnaître le statut d’économie de marché à la Chine, nous mettions, vous mettiez en danger l’industrie et tout le monde l’a dit! On pouvait perdre quatre millions d’emplois industriels en quelques mois. Et pourtant ça a été une proposition de la Commission européenne! Quels étaient les enjeux? Quelles étaient les pressions politiques? Où est le citoyen? Où est le travailleur?

Donc, j’ai simplement ce message à nous faire passer collectivement, et je sais que vous êtes sensible à cela: si vous voulez que les citoyens européens se rapprochent un peu plus de l’Union européenne, il faut qu’on change les règles du marché et de l’OMC. Je vous invite à rebondir sur la proposition du premier ministre canadien, M. Trudeau, qui dit «chiche, allons-y, remettons les règles de l’OMC à plat parce que sinon c’est la loi du plus fort» et vous savez très bien que les Chinois, à coups de centaines de milliards de dollars de subventions, vont tous nous tuer économiquement; si le mot d’ordre c’est d’être moins cher que moins cher, on ne fera jamais le poids, nous autres Européens. C’est notre modèle social, c’est notre modèle sociétal qui est en jeu, c’est plus que de la compétitivité, de l’innovation ou de gagner des marchés, c’est le modèle social européen, le modèle de liberté, de démocratie qui est en jeu derrière ces industries. Et je vous en parle, parce que je viens d’une région qui a été fortement industrialisée et qui est aujourd’hui fortement désindustrialisée. On fait le nid de tous les populistes, on fait le nid de tous les nationalistes, parce que quand une usine disparaît, vous vous retournez, il n’y a plus rien, c’est le désert. Et nous autres Européens, nous n’avons pas de réponse à apporter. Donc, je voudrais qu’on fasse du maintien de l’emploi et des industries, une raison objective du marché juste, parce que le marché ne sera juste que s’il est social et s’il est durable en respectant la planète et l’environnement.

  Urszula Krupa, w imieniu grupy ECR. – Panie Przewodniczący! Pani Komisarz! Moim zdaniem zasadne jest pytanie, czy w ogóle może istnieć uczciwy rynek dla przemysłu w sytuacji liberalizacji i globalizacji, jaką charakteryzuje wiele negatywnych zjawisk z globalnym terroryzmem, narastaniem nierówności społecznych wskutek nierównomiernej dystrybucji towarów i usług, katastrofalnymi rozmiarami zagrożenia środowiskowego, szerzeniem demoralizacji, ubezwłasnowolnieniem narodów, niszczeniem religii, tradycji, z dominacją społeczeństwa konsumpcyjnego nad twórczym.

Co prawda Unia Europejska dysponuje rygorystycznymi przepisami, które mają zapobiegać nadużywaniu przez przedsiębiorstwa ich dominacji rynkowej, jednak w praktyce, zwłaszcza w krajach Europy Środkowo-Wschodniej, rynek wewnętrzny jest zdominowany przez ogromne koncerny, dodatkowo handlujące tanimi towarami z Azji, eliminując małe i średnie przedsiębiorstwa.

Dlatego zasadne moim zdaniem są dodatkowe pytania. W jaki sposób Komisja Europejska inicjuje i aktywizuje w państwach członkowskich małe i średnie przedsiębiorstwa z ochroną miejsc pracy, zwłaszcza podczas spadku czy załamania koniunktury? Jakie Komisja podejmuje narzędzia fiskalne? Jakie są bariery celne, aby nie dochodziło do zalania rynku tanimi produktami spoza Unii, doprowadzając do recesji części gałęzi przemysłowych? Czy wypracowano plan działania dotyczący rozwoju przemysłu w średniej- i długoletniej perspektywie, zwłaszcza gałęzi strategicznych jak przemysł paliwowo-energetyczny, aby udział przemysłu europejskiego w unijnym budżecie był na poziomie powyżej 20%? W jaki sposób Komisja ingeruje w umowy bilateralne dotyczące sektora przemysłowego, a zwłaszcza paliwowo-energetycznego pomiędzy państwami członkowskimi a krajem trzecim spoza Unii, mające wpływ na zachwianą konkurencję w sektorze gospodarczym? Przykładem jest Nord Stream.

  Ivan Jakovčić, u ime kluba ALDE. – Poštovani predsjedavajući, poštovana gospođo povjerenice, želim odmah na početku podržati Vaše izlaganje jer je ono razumno, logično i s ciljem očuvanja naše industrijske konkurentnosti. Želim također s Vama podijeliti i neka razmišljanja. Naime, uvjeren sam da se svijet kakav je bio, ili kakvog smo poznavali prije 10, 15 ili 20 godina, definitivno mijenja.

Imamo situaciju u kojoj danas u Sjevernoj Americi netko viče America first. Imamo situaciju u kojoj na istoku Kina grabi sve jače i jače i nema nikakve dileme da se svijet promijenio, a da mi u Europskoj uniji još uvijek, na neki način, igramo po nekim starim pravilima ili želimo, na neki način, stvoriti svijet u kojemu će biti više pravde, poštenja, jednakosti, konkurentnosti i demokracije.

Međutim, vidimo i slijeva i zdesna, i sa zapada i s istoka Europe, da se stvari mijenjaju i da to baš nije tako. Tu želim izraziti svoju zabrinutost i podijeliti s vama razmišljanje gdje bi, kao Europska komisija i Europski parlament, trebali i mi napraviti našu alternativu onome za što smo se do sada stalno zalagali. I zato kažem, i rekao sam Vama već jednom ovdje, ako ovaj kaže America first, hajmo početi razmišljati treba li i nama možda Europe first, jer mi moramo čuvati naša radna mjesta, mi smo odgovorni našim građanima i sugrađanima, a ako nastavimo s ovakvom, ja dolazim iz liberala, kao i Vi, ali ako nastavimo s pretjeranom liberalnom politikom gdje neće biti pomoći industrijama, gdje neće biti previše socijalne osjetljivosti, ja mislim da neće biti dobro. Onda će zaista populisti u Europi pronalaziti prostora kako napadati našu dobronamjernu politiku. Zato mislim da je vrlo važno da razgovaramo otvoreno o tome i da vidimo koliko globalizacija u ovom trenutku može pomoći, ali može i odmoći.

Ne mogu a ne, naravno, spomenuti i ono što mi je na srcu i što znate da mi je na srcu, a to je brodograđevna industrija, koja je praktički u mnogim zemljama Europske unije nestala. Ima šanse da se to dogodi možda, nažalost, i u mojoj zemlji, u Hrvatskoj. Zbog vlastitih slabosti brodograđevne industrije u Hrvatskoj, ali želim upozoriti na jednu činjenicu koja se dogodila u Europskom parlamentu. Imali smo konferenciju zajedno sa Sea Europe i mnogim drugim brodogradilištima Europe iz raznih država i svi su zabrinuti. Ali, gospođo povjerenice, svi su zabrinuti sa zaključkom da ćemo za deset godina izgubiti brodograđevnu industriju u Europi ako nešto ne promijenimo. Vi poznajete leadership program, poznajete razne programe, i ja Vas molim da krajnje ozbiljno shvatimo ovu situaciju jer bez brodograđevne industrije znamo da gubimo mnoga, mnoga indirektna radna mjesta.

  Klaus Buchner, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Ich möchte heute nur zu einem sehr speziellen Punkt beim Wettbewerbsrecht Stellung nehmen. Es ist gut, dass es in Europa Regeln gibt, die den Wettbewerb erhalten wollen und deshalb den Zusammenschluss von Marktführern verbieten. Aber es wäre auch wichtig, die Größe von Firmen grundsätzlich zu beschränken – was leider nicht der Fall ist – und deren Einfluss und Dominanz in der Politik und in der Wirtschaft einzuschränken. Aber wir müssen bedenken – und das ist ja jetzt schon ein paar Mal gesagt worden: Europa steht nicht alleine da. Das heißt, wir müssen die Lage in der Welt berücksichtigen. Das geschieht ja laufend durch unsere Freihandelsabkommen, durch unsere Zollabkommen.

Deswegen ist es ein Anachronismus, wenn wir sagen: Wir betrachten beim Wettbewerb von Firmen nur den europäischen Raum. Denken wir daran, dass es eine ganze Reihe von Produkten gibt, wo es überall auf der Welt nur ein oder zwei, maximal drei Firmen gibt, die sich überhaupt lohnen. Nehmen wir als Beispiel Hochgeschwindigkeitszüge, nehmen wir Prozessoren von Rechnern, oder früher auch Festplatten. Es gab am Schluss eine einzige Firma in der Welt, die noch vernünftige Festplatten gebaut hat, die man hier am besten verwenden konnte.

Bleiben wir bei dem Beispiel mit den Zügen. Es ist so, dass jetzt ja Siemens gedrängt worden ist, Alstom zu übernehmen. Aber selbst der Zusammenschluss dieser beiden großen Firmen, die Hochgeschwindigkeitszüge bauen, wird nicht genügen, um die Produktion auszulasten, um die Investitionen für eine neue Generation von solchen Zügen überhaupt rentabel zu machen. Das muss man weltweit betrachten. Das heißt, hier muss man einfach einen Schritt weitergehen.

Kurz: Ich bitte einfach darum, dass man bei den Wettbewerbsregeln die neue Situation betrachtet, die mit – aber nicht nur – durch die Freihandelsabkommen geschaffen worden ist, die durch die ganze Weltsituation, die Spezialisierung auf einzelne Techniken passiert ist. Wir müssen das machen; alles andere wäre meiner Meinung nach widersinnig.

  Jean-Luc Schaffhauser, au nom du groupe ENF. – Monsieur le Président, juste une remarque préliminaire, je ne voudrais pas qu’elle soit prise sur mon temps. Quand je vais à Bruxelles et que je ne reste que six heures, je n’ai que la moitié de mes indemnités. Je suis le seul citoyen de Strasbourg membre de ce Parlement. Je constate qu’il y a très peu de mes collègues; on devrait appliquer le même principe que Bruxelles également, c’est-à-dire que si quelqu’un reste moins de six heures sur place, il ne perçoit que la moitié de ses indemnités pour la journée. Donc je voudrais – je m’excuse, je sais que je suis hors sujet –, mais je voudrais qu’il y ait réciprocité.

Je vais maintenant intervenir, je vais faire mon intervention à trois niveaux: ce qui concerne la zone Euro, ce qui concerne la zone hors-euro et ce qui concerne les nouvelles données du marché.

Au sein de la zone euro, il faut bien distinguer les choses: nous avons une monnaie unique et un marché unique. Quel est l’avantage comparatif? On a voulu un marché unique justement pour avoir un avantage comparatif. Le plus fort devient plus fort et le plus faible devient plus faible. Regardez ce qui se passe pour un pays comme le mien, la France: elle a une fiscalité des entreprises deux fois plus élevée qu’en Allemagne. Elle ne peut pas dévaluer, sinon – elle est dans la zone Euro –, elle doit faire une dévaluation interne. Si elle fait une dévaluation interne pour retrouver de la compétitivité, elle risque le sort de l’Espagne, qui a mis huit ans après sa dévaluation interne pour retrouver le niveau de croissance et de PIB qu’elle avait auparavant. Donc vous voyez, nous sommes dans un jeu de réforme absolument impossible, qui est très grave, au sein de la zone euro.

J’avais proposé une agence d’investissement pour promouvoir, au sud, l’industrie, mais la réalité est actuellement que l’Allemagne s’industrialise de plus en plus ou maintient son industrie et tout les autres pays réduisent leur industrie. À quoi cela conduit-il? À l’endettement et à la crise financière, qui va d’ailleurs être la fin du système, parce que nous approchons de la fin du système, il y aura un effondrement financier.

Donc, vous voyez, vous devez comprendre ce mécanisme interne aux institutions de l’Union européenne qui conduit à cet effondrement financier, car sinon vous rentrez dans deux autres logiques: des transferts du budget de la zone euro – mais avec ces transferts, vous faites des assistés – ou, et c’est ce que vous faites, vous développez l’endettement.

Ceci est la première remarque. La deuxième remarque est hors de la zone euro. Il est évident – et nous, les populistes, avons été les premiers à dénoncer ce problème – qu’il faut garantir la réciprocité. Il n’est pas possible que la Chine mette des droits ...   Monika Smolková (S&D). – Pane předsedající, európske hospodárstvo je v súčasnosti pod silným tlakom. Nachádzame sa uprostred ekonomického súperenia medzi Amerikou a Čínou.

Globálna situácia je ťažko predvídateľná a mnohé priemyselné podniky sa oprávnene pýtajú, ako ich môže Európa pred takýmito vonkajšími faktormi ochrániť. Uznávam, že globalizácia prispela k prepojeniu svetového hospodárstva, otvorila nové príležitosti a mnohých ľudí vymanila z chudoby. Na druhej strane je nevyhnutné, aby sa aj na globálnej úrovni dodržiavali férové pravidlá a princípy spravodlivého obchodu, preto by mala Komisia zvážiť všetky možnosti, ako chrániť naše priemyselné odvetvia a  pracovné miesta, najmä v oblastiach, kde dochádza k dumpingovým a nespravodlivo subvencovaným dovozom. Zároveň je náš priemysel vystavený našim vlastným vnútorným pravidlám, ktoré ho v globálnej konkurencii zväzujú. Európske pravidlá hospodárskej súťaže by preto nemali byť nastavené tak, aby naše podniky na svetovej úrovni znevýhodňovali.

Z týchto dôvodov by mala Komisia urýchlene vypracovať účinnú priemyselnú stratégiu, aby sme znížili zraniteľnosť našich podnikov.

  José Blanco López (S&D). – Señor presidente, en el momento en que estamos haciendo este debate, en mi país —España—, Alcoa acaba de anunciar el cierre de dos fábricas del sector del aluminio. Esto nos tiene que llevar a reflexionar sobre el papel que tiene que tener la industria europea y sobre la necesidad de que la Comisión presente ya ese plan industrial que tenga como objetivo fortalecer a nuestras empresas; que tenga como objetivo establecer criterios justos para que haya una competencia en igualdad de condiciones; ese plan industrial que tiene que ver cómo toma medidas en contra del dumping que se está produciendo y que es una competencia desleal que nos está abocando a un fracaso como Europa.

Por lo tanto, no podemos quedarnos de brazos cruzados, sobre todo en sectores como la siderurgia y el aluminio, que están sufriendo ese mazazo, que se están debilitando y que están cerrando y en los que estamos perdiendo empleo. Es necesario actuar sin contemplaciones y no quedarse de brazos cruzados.

  Margrethe Vestager, Member of the Commission. – Mr President, thank you very much for your remarks. I find this is very inspiring because we obviously share the same starting point: that fair competition, a level playing field – this is what we want. We don’t want harmful subsidies to be sort of smuggled in via trade. We don’t want prices to be dumped on us – that’s unfair for European industries.

One thing I think is important in having this discussion, and it is that Europe is the largest economy in the world. Europe is an amazing place to do business. Although growth is slow, it is still the highest GDP per capita, with 500 million Europeans. It’s the world’s largest trading bloc, the largest trader in the world of manufactured goods and services, and we rank first in both inbound and outbound international investments. We are the top trading partner for 80 countries. Just to compare, that figure is only 20 when it comes to the US.

Those facts shouldn’t lead to any kind of leaning back, or being self—absorbed, or think that everything is solved – on the contrary, because I completely agree that we are in times of change. But the important thing is to see what we have achieved in the European way, in strong societies with social benefits, with a tight fabric that allows people to have jobs where they can provide for their families. I think that it’s important that we take all this achievement and put that in our fight for change, for making the market, the industry and globalisation serve citizens. This is why the strategy is so manifold, because I completely agree with what is said by Ms Smolková and Mr Blanco López: that of course we need to work strategically at this. This is why it’s not just a matter of a fair level playing field within the European Union. This is a global effort to make this happen.

I also completely agree with Mr Martin, who says: well, we have to figure out how to enable change so that people feel that they are the masters. Because if we just abandon areas that used to be the home for important industries and workplaces and leave it at that, of course, everyone gets frustrated, because you don’t see your sons and your daughters having a fair chance. And this is why, with the combined efforts of the Commission, the Parliament and the Council, things can be put into effect. But it is not just to change, it’s also to maintain and develop our industries. And this is why we do our best to enable Member States to work together on important projects of European interest. Take microelectronics, take the Battery Alliance being built as we speak, because this shows the strength of coming together in Europe when we do things together.

Ms Krupa rightly mentioned all our small and medium—sized businesses. Because when we talk about industry, it’s important not just to think about the giants, but also to think about the many smaller businesses – who are either the customers of giants or the suppliers to giants – to enable the network of European industry to work well. This is why it has been so important in the Juncker investment plan to provide capital for small and medium—sized businesses, because this is one of the most under—debated issues, that you need capital in order to grow. You need access to financing, otherwise, how could you create the jobs. I think that’s a very important point in our discussion that we don’t focus on just the big ones or just the small ones, but see the network that they create and that they have the need for one another. So thank you very much also for mentioning that.

Mr Jakovčić also rightly points to these chains that we’re in. Obviously it’s very important that Europe master the different crafts and that is why it is important when, for instance, shipbuilders come together to figure out how to make sure that we have a competitive shipbuilding industry in Europe to deliver state of the art. There are a number of specific discussions but there are also a number of discussions that are European—wide.

Mr Buchner talks also about trade and I’m very happy to support the work of my colleague, Cecilia Malmström, because what she has done over the last couple of years is basically to retire the old concept of free trade and replace that with a concept of trade agreement, where you actually have tools to say, well, I will not import despicable working conditions or animal welfare that we will not accept here. We want trade also in that to be on an eye-to-eye basis and that is the modern way to proceed. Not just to say trade is just about lowering tariffs. No, trade is also about actually having reciprocity in the way things are done. That is important for us, as the Commission, to enable this environment for European industry to thrive; not just the big ones – and we have big impressive industry in Europe – but also all the smaller ones who are part and parcel of the creation of this Europe that we live in, in which – at this point where we speak – more people than ever have a job. And with all that achievement – and with your engagement and our agreement on a level playing field and fair competition – I am certain that we have what it takes to meet this challenge and to make this change happen for the benefit of citizens and not counter it, because in that I think Mr Martin has the exact point; that this is now where change should be inclusive and not over people’s head, so thank you very much for this.
