  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Petras Auštrevičius im Namen des Ausschusses für auswärtige Angelegenheiten über den Jahresbericht 2017 über Menschenrechte und Demokratie in der Welt und die Politik der Europäischen Union in diesem Bereich (2018/2098(INI)) (A8-0373/2018).

  Petras Auštrevičius, Rapporteur. – Mr President, yesterday we commemorated the 70th anniversary of the Universal Declaration of Human Rights, a document which has had a tremendously positive impact on the lives of so many around the world. However, the celebration has been more thought-provoking than I would have wished for, and this is reflected in the conclusions of this report on human rights and democracy in the world in 2017. It is only to be regretted that recent years, including 2017, have been marked by a dramatic increase in human rights violations, democracy crises and conflicts all over the world, affecting the most vulnerable of our societies. The persecution of Rohingyas in Myanmar, the crackdown of opposition in Cambodia, Venezuela or Nicaragua, the rule of law disarray in Congo, war crimes in Syria and Yemen, drastically shrinking civil society space in our direct neighbourhood, Russia – these are numerous other examples which stand before my eyes as a painful reminder of the negligence of human rights principles.

In parallel, we have also seen the growing number of populist and nationalist forces, even among the EU Member States who resort to means such as using disinformation and restricting clauses to consolidate their power.

These are all the worrying trends which have been taken into account and documented in the report and its country annexes. The aim of this document is to provide a critical analysis of the EU’s actions and provide answers to the questions on what more can be done from the EU side, and how we can advance our human rights action response to make it more effective, pre-emptive and focused. Therefore, despite being concerned, I am also optimistic, because during the preparatory work of this report we have found a strong agreement throughout the entire political spectrum in this House on our main priorities in the human rights field.

There was a firm understanding and agreement that the EU is, and shall remain, the leader in the human rights fight in the world and the UN system. I believe that the EU’s global role in leadership also implies coordination and guidance in fighting a common position among western community counterparts, which would place human rights at the heart of its foreign policy. By this, I also refer to the rather disappointing stance by our current US leadership in this regard.

For the EU to be more effective, it is crucial that the human rights clauses are mainstreamed to all our external policies and agreements, including trade policy. Deepening political and economic ties with EU partner countries is our fundamental objective, but for this goal to be achieved we should aim to make better use of the human rights conditionality. I am convinced that in such cases when partner countries persistently fail to observe the principles of democracy, rule of law and respect for human rights and fundamental freedoms, there is a point in time when we have to face certain sanctions from the EU side. On the other hand, those who respect their commitments to these principles should receive adequate privileges for being EU partners. I strongly call on the EU Member States to uphold this commitment in their bilateral agreements, too.

As far as other priorities are concerned, with this report we emphasise the importance of strengthening support to human rights defenders in our neighbourhood and third countries. Our support to their tireless and courageous endeavours is the only way to go forward.

  Federica Mogherini, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, just a couple of weeks ago we celebrated together the 70th anniversary of the Universal Declaration of Human Rights at the European Parliament in the Hemicycle in Brussels and we decided to celebrate it with human rights defenders and civil society organisations who are working every single day to turn the principles of the Declaration into action. We know that too many people around the world do not enjoy all the rights that are recognised by the Universal Declaration – this is still work in progress.

The report that we discussed today describes a global pushback against democracy, human rights and the rule of law. I would like to thank the rapporteur, Petras, for this work, which is excellent. I'm glad to see that, once again, the report by the European Parliament resonates with the one adopted by the Foreign Affairs Council last spring.

We agreed that we face new challenges in our work to protect and advance human rights and, against new challenges, you are right to discuss new ways and new instruments to make our action even more effective. The European Union – you said it well – is, and will continue to be, the leading global actor in the promotion and protection of human rights and democracy. Already today the European Instrument for Democracy and Human Rights is the largest financial instrument in the world with this focus. With these resources we address violations, we provide a lifeline to human rights defenders, we empower those were at the margins of societies. Every day we try to take a little step further to turn the Universal Declaration into reality because we know that a little step further makes a lot of difference for the people involved.

Let me give you a concrete example. In your report you highlight the need to combat violence against women. Just a couple of weeks ago I had the pleasure of meeting again and welcoming to Brussels the Nobel Peace Prize laureates Denis Mukwege and Nadia Murad. I had already met both of them here in Strasbourg where you awarded them the Sakharov Prize, so let me say that this is yet another demonstration that the Sakharov Prize is truly shaping the global conversation about human rights. This year's prize to Oleg Sentsov is also important to keep a strong focus on the illegal annexation of Crimea and its consequences.

We had worked with Denis and Nadia since they received the Sakharov Prize. Last month I invited them to join our meeting of the Development Ministers of the European Union. Together, we decided to invest EUR 1 million in Nadia’s initiative for stabilisation and reconstruction in some areas of Iraq and another EUR 4 million to support Denis’ hospital for victims of sexual violence. It is a small gesture to support two powerful symbols of the fight for women's rights and, on top of this, let me remind everyone about our broader commitment.

With the spotlight initiative we have launched the largest-ever programme to stop violence against women in the world, with EUR 500 million invested. But working on human rights is not just a matter of financial resources. Human rights are an essential component of all our policies, as you said: from trade policies to our engagement on security and defence, from our human rights dialogues including with difficult countries, to the work we do at the United Nations and with other regional organisations.

Electoral observation is also a vital part of this work with the crucial engagement of this Parliament, because we all know that democracy is never achieved once and for all and it has to be invested into constantly through every election as well as in the time between the elections.

I am particularly glad that the report acknowledges the excellent work done over the years by our Special Representative for Human Rights, Stavros Lambrinidis, sitting next to me now. His mandate will soon come to an end a few months from now. So let me thank him once again for his relentless engagement with governments and civil society organisations all around the world, as well as his role in shaping the good human rights stories initiative.

  Cristian Dan Preda, au nom du groupe PPE. – Monsieur le Président, le rapport préparé par notre collègue Petras Auštrevičius est un rapport véritablement stratégique du point de vue de la contribution du Parlement à la politique de l’Union en matière de droits de l’homme.

Je suis content de voir que beaucoup de mes amendements ont été intégrés dans le texte. Il s’agissait, entre autres, de renforcer des instruments dont nous disposons déjà, je pense à la fonction de représentant spécial pour les droits de l’homme, au dialogue pour les droits ou encore à nos lignes directrices.

Dans mes amendements, j’ai aussi insisté sur la question de la prévention des génocides et des crimes contre l’humanité, en soulignant l’importance d’une meilleure prise en compte au niveau international du rôle des acteurs non étatiques.

Enfin, j’ai surtout tenu à mettre en exergue l’importance de la question de la démocratie, en soulignant le besoin d’apporter davantage de soutien aux réformes politiques et judiciaires dans les pays en voie d’élargissement et du voisinage, ainsi que de renforcer et promouvoir nos missions d’observation électorale, pour ne prendre que quelques exemples.

  Liliana Rodrigues, em nome do Grupo S&D. – Senhor Presidente, queria, antes de mais, agradecer a forma exemplar como o senhor relator conduziu os trabalhos e só assim é que chegamos a estes compromissos.

E isso significa que há neste Parlamento um consenso alargado sobre o dever que temos na defesa dos direitos humanos. 2017 foi um ano marcado pela degradação desses direitos, pela redução do espaço da sociedade civil e pelo enfraquecimento dos mecanismos democráticos em muitos países, inclusive na própria Europa.

Mas, seja dentro ou fora da Europa, continuaremos a defender o reforço e o apoio à promoção dos direitos humanos nas mais diversas áreas: a liberdade de expressão, a liberdade religiosa, os direitos das minorias e dos migrantes, o combate à tortura, aos desaparecimentos forçados, à pena de morte, os direitos das crianças, a igualdade de género e também uma referência à comunidade LGBTI.

Apoiamos as ONG e os defensores dos direitos humanos e ambientais, mas precisamos de ser mais assertivos nos diálogos bilaterais, reforçando a formação daqueles que trabalham nessas organizações, para que possam ajudar, de alguma maneira, na transição para regimes democráticos.

O papel desta União tem sido fundamental na promoção dos direitos humanos. Todavia, creio que podemos ir mais longe. É preciso insistir na monitorização e na avaliação das ações levadas a cabo pela União Europeia junto de países terceiros, nomeadamente através das suas delegações.

Preocupa-me, particularmente, a liberdade de expressão no mundo e, citando os Repórteres sem Fronteiras, «Há uma subida do número de países com violações e abusos contra a imprensa livre, mesmo em território europeu. A liberdade de informação é essencial numa sociedade livre e democrática. É ela que permite a denúncia dos atentados contra todos os outros direitos.».

Também queria aqui referir o nome do realizador ucraniano Oleg Sentsov, detido na Rússia. Este ano será galardoado com o Prémio Sakharov e é um justo prémio.

  Amjad Bashir, on behalf of the ECR Group. – Mr President, any talk on human rights is essentially a talk on freedoms, and any talk on freedoms should be about all freedoms for every individual on Earth – irrespective of gender, ethnic, cultural or religious background – for there cannot be political freedoms unless there are economic freedoms.

Sadly, the worldwide respect of freedom has dramatically declined over the last decade according to the Universal Human Rights Index (UHRI) for 2018. North America, Europe and Oceania stand out as the beacons of all freedoms. It is not a coincidence, however, that per capita income in these parts of the world tends to be three to four times higher than in the countries with the lowest records of economic and political freedoms. Our aim, therefore, should be to encourage reforms along these lines in various countries, especially in North and Sub—Saharan Africa, the Middle East, South Asia and Latin America.

  Barbara Lochbihler, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Der vorliegende Bericht enthält viele wichtige Empfehlungen und den Aufruf an die EU nach einer kohärenten EU-Menschenrechtspolitik. Die EU und ihre Institutionen müssen, wenn es um Angriffe auf Multilateralismus und Menschenrechte geht, klar Position beziehen, um zu zeigen, dass das Recht für jede und jeden und nicht nur für den Stärkeren gilt. Wir müssen zeigen, dass eine konsequente Menschenrechtspolitik nicht nur möglich, sondern notwendig ist.

Trotz vieler Errungenschaften im Bereich der Menschenrechte verzeichnen wir heute wieder starke Angriffe auf die Grundrechte, die Menschenwürde und auch den Multilateralismus. Vor einigen Jahren hatte ich den Eindruck, dass wir Demokraten und Menschenrechtsverteidiger uns schwertun, aus der Defensive zu kommen, dass Menschen oft lieber Lügnern und Rechtspopulisten hinterherlaufen, die gegen Flüchtlinge und Minderheiten hetzen. Aber der Eindruck täuschte. Die Forderung nach konsequentem Menschenrechtsschutz ist heute wieder auf den öffentlichen Plätzen angekommen, auch in Europa. Und auch in den USA und in Polen, wo die Hälfte der Bevölkerung lautstark nach mehr Rechtsstaatlichkeit .....

  Ignazio Corrao, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, buon pomeriggio all'Alto rappresentante.

Complimentandomi con il collega Auštrevičius, credo che, visto che questo è l'ultimo anno in cui parleremo della relazione in questa legislatura, sia anche il momento di tracciare un minimo di bilancio.

Allora forse dovremmo farci delle domande, ad esempio: in questi anni sono migliorate realmente le condizioni dei diritti umani nel mondo? La nostra azione è stata incisiva? C'è maggiore responsabilità da parte delle multinazionali europee? Abbiamo migliorato il quadro globale?

Secondo me no. Abbiamo lavorato, abbiamo fatto tante audizioni, abbiamo fatto risoluzioni e le abbiamo approvate a grande maggioranza, abbiamo approvato a larghissima maggioranza relazioni d'iniziativa, a cui la Commissione non ha dato però seguito con un'azione concreta.

Allora forse il bilancio complessivo di questi anni non è un bilancio positivo e dobbiamo sperare, a questo punto, che in futuro saremo incisivi nei fatti, nelle regole, nei vincoli che daremo per un rispetto vero dei diritti umani nel mondo.

  Godelieve Quisthoudt-Rowohl (PPE). – Herr Präsident! Es handelt sich hier um einen sehr guten Bericht, der die Akzente an die richtigen Stellen setzt. Herzlichen Glückwunsch, liebe Kollegen.

Wichtig aus Sicht der EVP erscheint mir insbesondere, dass in Zukunft noch mehr Augenmerk auf die zunehmenden Probleme im Bereich der Religions- und Glaubensfreiheit und insbesondere auf die Verfolgung christlicher Minderheiten gelegt wird.

Zweitens: Auch die spezifischen, mit der Migration und den neuen Informations- und Kommunikationstechnologien verbundenen Menschenrechtsprobleme müssen unbedingt verstärkt angegangen werden.

Drittens: Als Handelskoordinatorin freut es mich besonders, dass das GSP+-Programm im Bericht als wichtiges Instrument zur Förderung von Demokratie und Menschenrechten anerkannt wird.

  Wajid Khan (S&D). – Mr President, yesterday was Human Rights Day, celebrating the dignity and value of every human being. In this room, we have heard the moving testimonies of the Sakharov Prize laureates and their extraordinary work, but we cannot stop and pat ourselves on the back yet. We have so much more work to do. Today, there are reports in Yemen of people starving to death in the worst humanitarian crisis in the world. More than 85 000 children have already died. This is a sad catalogue of suffering, and Europe has to take more leadership than ever before.

Europe now stands as the only power that cares about human rights. The Trump administration has moved the US to post-human rights diplomacy, and now Europe, standing alone, must bear the torch for global human rights advocacy. I hope we can all agree that human rights are not a matter for one committee of this Parliament – they must become the hallmark of the external action of the European Union. Finally, I would like to congratulate my good friend Mr Auštrevičius and the shadow rapporteurs on their work on this report.

  Fabio Massimo Castaldo (EFDD). – Signor Presidente, onorevoli colleghi, "tutti gli esseri umani nascono liberi ed eguali in dignità e in diritti".

Colleghi, questo è il primo articolo della Dichiarazione universale dei diritti umani, che ieri ha festeggiato il settantesimo anniversario. A distanza di tanti anni, queste parole risuonano come un ideale non realizzato, accompagnato da un senso generale di profonda ingiustizia.

Ed è ancor più vero se analizziamo quello che è successo nel 2017. A fronte di alcuni isolati progressi, in quest'anno tragico, ahimè, il deterioramento della democrazia e dei diritti umani a livello globale è stato evidente. La Turchia resta la più grande prigione al mondo per i giornalisti, almeno cento sono dietro le sbarre fin dal 2016; in Cina un milione di uiguri è attualmente rinchiuso in campi di rieducazione e sottoposto a brutali torture. Questa è solo la punta di un iceberg ben più grande, ed è evidente, è penosamente evidente, che non abbiamo fatto abbastanza.

Condivido l'approccio del collega Auštrevičius, che ringrazio. L'Unione europea, culla dei diritti umani, deve porre questi ultimi al centro delle sue relazioni con i paesi terzi, affinché finalmente lo stato della ragione prevalga sulla ragion di Stato.

  László Tőkés (PPE). – Elnök úr! Marrákesben tegnap elfogadták az ENSZ globális migrációs csomagjának szövegét. Ma délben viszont, másodszori nekirugaszkodásra, az EP is kellő szótöbbséggel megszavazta a humanitárius vízumról szóló jelentést. A maga helyén mindkét dokumentum az illegális bevándorlás legalizálásának az útját egyengeti. Globális, illetve kontinentális szinten az ENSZ és az EU nem feltartóztatni, hanem elősegíteni akarja a migránsok invázióját.

Emberi jogi jelentésünk az ENSZ-kezdeményezés, valamint az ún. humanitárius vízum támogatásával ugyanerre törekszik. Üdvözlöm azon országokat, amelyek Magyarországgal egyetemben elutasítják az ENSZ-paktumot. Meg kell védenünk Európát és országainkat, a népességi összetételüket és szuverenitásukat, kultúrájukat és identitásukat fenyegető illegális migrációtól!

  Kati Piri (S&D). – Voorzitter, mensenrechten: het is de rode draad in ons internationaal optreden en het is ook van belang dat dat zo blijft. Juist in de huidige wereld is het belangrijk dat de EU pal staat voor mensenrechten. Schendingen van mensenrechten zijn per definitie nooit binnenlandse aangelegenheden.

Er is ook goed nieuws. Na jarenlange druk vanuit onder andere het Europees Parlement lijkt er eindelijk schot in de zaak te zitten voor wat betreft een Europees sanctiemechanisme voor mensenrechtenschendingen, waarbij sancties gericht kunnen worden op individuen die betrokken zijn bij schendingen hiervan. De sancties zijn niet bedoeld als straf voor een bevolking, maar juist om regeringsfunctionarissen of politici die misdaden begaan te straffen. Ik ben blij met dit Nederlandse initiatief voor een Europese Magnitsky-wet, en ik ben ook verheugd dat de Raad zich daarachter schaart. Maar laat ik één ding zeggen: om geloofwaardig te blijven, moeten we ook ons eigen huis op orde hebben, en ook op dat terrein verwacht ik leiderschap van de Raad.

  Teresa Jiménez-Becerril Barrio (PPE). – Señor presidente, en un minuto es imposible que enumere los miles de violaciones de derechos humanos que existen en el mundo, pero voy a citar algunas: por ejemplo, las que afectan a los niños que mueren a miles en Yemen o los niños que están expuestos a abusos como los matrimonios forzados, la trata, la prostitución infantil, la mutilación genital o el uso de niños soldados.

Este informe se refiere a la libertad de religión y quiero recordar que el 75 % de todos los perseguidos por su fe son cristianos, quienes son asesinados en decenas de países de todo el mundo y que merecen una acción eficaz por parte de la Unión Europea.

Finalmente, quiero referirme a la situación que se vive en Venezuela, donde los venezolanos emigran a millones por culpa del hambre y los opositores son asesinados y torturados, mientras Maduro vende como legítimas unas elecciones que son una clara violación del derecho a la democracia del bravo pueblo venezolano.

  Stanislav Polčák (PPE). – Pane předsedající, já bych chtěl u této příležitosti rovněž vyzdvihnout nedávné výročí 70 let od přijetí Všeobecné deklarace lidských práv. Ale těch výročí bylo vícero. Včera oslavil narozeniny bývalý český ministr Karel Schwarzenberg, právě také významný obránce lidských práv. Nebo dnes měla bohužel pohřeb významná ruská disidentka a obránkyně lidských práv Ljudmila Alexejevová.

Já bych chtěl zdůraznit, že tendence k autokratických praktikám jsou skutečně letité a neustále nekončící. My vedeme boj o ochranu lidských práv skutečně i ve svém sousedství. Já bych chtěl na té zprávě ocenit článek 20, který hovoří o zmenšujícím se prostoru pro občanskou společnost. Právě obránci lidských práv se velmi často stávají terčem útoků. Rovněž článek 22 hovoří o svobodě sdělovacích prostředků, která se rovněž snižuje. To jsou, myslím, momenty, které musíme dnes vyzdvihnout, zejména u příležitosti výročí ochrany lidských práv.

  Ramón Jáuregui Atondo (S&D). – Señor presidente, en primer lugar, quiero mostrar, en nombre de mi Grupo, el agradecimiento a Stavros Lambrinidis. Creo que ha realizado un gran trabajo y le transmito mis felicitaciones en nombre del Grupo socialista. La señora Mogherini ha dicho que hay que fortalecer la narrativa de los derechos humanos, y tiene mucha razón, porque hay una ideología peligrosa que está devaluando la importancia de esta gran conquista de la dignidad humana. Hay una peligrosa tendencia a devaluar esa importancia, inclusive con el abandono de los Estados Unidos del Consejo de Derechos Humanos de las Naciones Unidas, que me parece una noticia gravísima.

Yo creo que hay que insistir, señorías, en dos ideas que me parecen claves en el informe. La primera es el combate de la corrupción. Hay países de América Latina en particular que están abrasados por la corrupción, con una vulneración grave de los derechos humanos. Y, en segundo lugar, creo que es importante que fortalezcamos más la defensa de los defensores de los derechos humanos en todo el mundo y de las ONG que lo hacen.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, εβδομήντα χρόνια μετά την υιοθέτηση της οικουμενικής διακήρυξης για την προστασία των ανθρωπίνων δικαιωμάτων η κατάσταση στη Βόρειο Ήπειρο είναι απελπιστική, διότι οι αλβανικές αρχές δεν σέβονται τα δικαιώματα της ελληνικής εθνικής μειονότητας της Βορείου Ηπείρου. Έχουν επιδοθεί σε ένα όργιο καταπίεσης, σε ένα όργιο εκβιασμού, σε ένα όργιο εκφοβισμών. Ακόμη και το ηλεκτρικό ρεύμα κόβουν επί δώδεκα ώρες και όλα αυτά οδηγούν σε μια κατάσταση απαράδεκτη. Γνωρίζετε πολύ καλά ότι ουσιαστικά η αλβανική αστυνομία εκτέλεσε τον Κωνσταντίνο Κατσίφα. Στην κηδεία του αλλά και στο μνημόσυνο που έγινε χτες είχαμε όργιο τρομοκρατίας. Μπορεί να συνεχιστεί αυτή η κατάσταση, κυρία Mogherini; Θα πρέπει να απευθύνετε συγκεκριμένες συστάσεις στον κύριο Ράμα να σεβαστεί τα δικαιώματα της ελληνικής εθνικής μειονότητας της Βορείου Ηπείρου, να μην τους αρπάζει τις περιουσίες, να σεβαστεί όλα όσα αναφέρει το πρωτόκολλο της Κέρκυρας του 1914 και οι διεθνείς συμβάσεις.

  Ilhan Kyuchyuk (ALDE). – Mr President, I would like to congratulate the rapporteur, Petras Auštrevičius, for his balanced approach in this report. While some world leaders push hate thought against rights, ignore horrific crimes against humanity and let inequality and suffering go on, the EU reaffirms its role as a leading global proponent of the promotion and protection of human rights.

I’m glad that, during 2017, the EU continued firmly to oppose any unjustified restrictions on the rights of freedom of association and peaceful assembly, as in 2017 we were witnessing a continuing backlash against civil society. The EU strongly supported an enabling environment for non—governmental organisations and human rights defenders through bilateral dialogues, including human rights dialogues, and financial support. In this context, 2017 marked a milestone in the EU’s attempt to prevent and combat violence against women, and particularly domestic violence. The EU’s signature of the Istanbul Convention has a been a very strong political message.

  Γεώργιος Επιτήδειος (NI). – Κύριε Πρόεδρε, η Ευρωπαϊκή Ένωση έχει αναλάβει τη δέσμευση να προστατεύει τα ανθρώπινα δικαιώματα τόσο στο εσωτερικό της όσο και στις σχέσεις της με τρίτες χώρες. Κατά μείζονα λόγο πρέπει να ενδιαφέρεται για τον σεβασμό των ανθρωπίνων δικαιωμάτων από μία χώρα η οποία επιδιώκει να γίνει μέλος της. Αναφέρομαι στην Αλβανία, η οποία καταπιέζει κατά τρόπο προκλητικό και απαράδεκτο τα δικαιώματα της εθνικής ελληνικής μειονότητας που κατοικεί στη χώρα. Παρά το γεγονός ότι τα μέλη της μειονότητας εκ πεποιθήσεως είναι νομοταγή, υφίστανται μία άνευ προηγουμένου τρομοκρατία, καταπίεση και καταπάτηση των ανθρωπίνων δικαιωμάτων τους. Η αλβανική κυβέρνηση καταστρέφει ορθόδοξους ναούς, υφαρπάζει με νομικίστικες μεθόδους τις περιουσίας των ελλήνων μειονοτικών, απαγορεύει τη διδασκαλία και την ομιλία της ελληνικής γλώσσας. Το 2010 ανέχθηκε τη δολοφονία του Αριστοτέλη Γκούμα και την 28η Οκτωβρίου δολοφόνησε τον Κωνσταντίνο Κατσίφα. Οφείλει, κυρία Mogherini, η Ευρωπαϊκή Ένωση να διακόψει άμεσα τις ενταξιακές σχέσεις με την Αλβανία και να επιβάλει στον κ. Ράμα να σεβαστεί τα δικαιώματα της ελληνικής …

  Federica Mogherini, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, I will just make three points. One is that, as some of you have mentioned – and some of you have mentioned specific human rights violations or specific work we are doing on human rights in the context of wars, crises and difficult situations around the world – the human rights component is, I would say, embedded and is at the core of every single action we take, every single policy we establish and every single piece of work we do daily in our services all around the world. From Myanmar to Yemen, from Afghanistan to Syria, Libya to Venezuela, to the Balkans, the human rights, the promotion of human rights, the protection of human rights defenders lies at the core of our foreign policy in every single step we take.

The second point I would like to underline – and this was not really underlined during the debate but still I believe this is very important – is that our credibility in our work on human rights in the world lies in our capacity to lead by example. The credibility of the European Union as a global human rights defender and promoter lies in the standards we manage to keep inside our own Member States and inside our own countries. For sure the Commission can always do more, but I think that every single government in the European Union has a responsibility and a duty to raise the bar and raise the standard of our implementation of human rights standards, because it’s not a mission accomplished and it’s not work finished. On the contrary, there are backlashes, also inside our European Union, when it comes to standards of human rights and we should not turn a blind eye to this. This is also damaging our capacity to have an impact with our partners around the world.

Last but not least, let me thank the rapporteur for the excellent work done and for the excellent cooperation we have had over this time. Let me also thank Stavros again, as many of you have mentioned – and this is no surprise, coming from this Parliament – but let me also sincerely thank the European Parliament, as an institution, for the constant work and the constant credibility that has helped keep on our work on human rights. It has been really been an added value and a voice that has always been important to strengthen our work on human rights.

  Petras Auštrevičius, Rapporteur. – Mr President, at this point I would like to sincerely thank all my colleagues and shadows from all political groups for the very good cooperation and many excellent ideas. My very special thanks go to representatives from the NGO community and human rights defenders. We enjoyed consultations with them and their input into our report is very significant.

I wish to highlight the words of the High Representative. There can’t be, in principle, a contradiction between the national interest and human rights. If it is so, something is wrong, probably with the national interests and not with the human rights. Indeed, I wish to acknowledge, Stavros Lambrinidis, the very positive role of your activities as EU Special Representative for Human Rights. Good luck to you in your next appointment. If the EU wants to be – and it must be – ambitious and firm in its commitment to human rights, it has a very good chance. I believe this is the only way to go while keeping our global role as a global leader in human rights policy.

I thank you all for this debate, and I wish to see next year’s report being more positive on human rights.

  Lidia Joanna Geringer de Oedenberg (S&D), in writing. – In year 2017, we witnessed violations of human rights in many parts of the world such as Nicaragua, Venezuela and Cambodia. Even in our close neighbourhood, in Russia and some countries of the former Soviet Union, we have observed deepening restrictions of freedom of speech and shrinking of civil society. I am glad that the EU in the long—term, within its diplomatic relations, actively promotes values such as independence of courts, respect for human dignity and rule of law along with economic and political interests. The issues of child marriages, violence towards women and minorities are only a few examples of worldwide worrying problems we need to address. The Union is in a unique position due to its political and economic power. Great power goes hand in hand with great responsibility. Therefore, we must insist on an improvement of the situation of human rights while negotiating with our partners around the globe. The European Parliament recognises those who have dedicated their lives to defending human rights. Only this week a Ukrainian political activist, imprisoned in Russia, Oleg Sentsov, received the Sakharov Prize.
