  Zdzisław Krasnodębski, sprawozdawca. – Panie Przewodniczący! Myślę, że dzisiejszy wieczór pokazuje nam wszystkim, jak ważne są sprawy bezpieczeństwa i obrony. Demokracja i Europa muszą mieć zdolność do obrony, zarówno przed tymi, którzy atakują ją z zewnątrz, jak i tymi, którzy chcą przenieść tę wojnę zewnętrzną do wnętrza Unii.

Jak wiemy, w najbliższym sąsiedztwie Unii, za jej południowymi i wschodnimi granicami trwają konflikty zbrojne. Marzenie o wiecznym pokoju i powszechnym rozbrojeniu musimy niestety odłożyć na przyszłość, a nasz najważniejszy partner w dziedzinie obrony – USA – wzywa państwa europejskie do zwiększenia wysiłku na rzecz wzmocnienia potencjału obronnego.

Zmieniający się kontekst polityczny, jak wiemy, sprawia, że państwa członkowskie Unii widzą potrzebę zacieśniania współpracy w zakresie wspólnego bezpieczeństwa. W debacie publicznej coraz częściej pojawiają się takie pojęcia jak autonomia strategiczna Europy lub armia europejska. Pan prezydent Macron i pani kanclerz Merkel mówili o tym też w Parlamencie Europejskim.

Nie należy jednak zapominać, że na obecnym etapie to są tylko idee, pojęcia jeszcze bardzo teoretyczne, a ich realizacja jest bardzo odległa. Europejskie bezpieczeństwo wciąż zależy w głównej mierze od członkostwa państw Unii w NATO, a europejskie inicjatywy w zakresie polityki bezpieczeństwa i obrony mogą stanowić jego uzupełnienie, nie zaś go zastąpić. Powinniśmy jednak działać tak, by to uzupełnienie stawało się coraz bardziej znaczące. Należy więc myśleć o tym, jak zmniejszyć uzależnienie państw członkowskich od importu spoza Unii oraz zwiększyć konkurencyjność europejskiego przemysłu obronnego w skali światowej.

Jednym z przykładów wspólnotowego podejścia do tej kwestii jest właśnie Europejski Fundusz Obronny – pierwszy kompleksowy program unijny finansujący wspólne badania i rozwój technologii obronnych.

Do prac nad sprawozdaniem komisji ITRE przystępowaliśmy bogatsi o doświadczenia płynące z wcześniejszych pilotażowych programów takich jak europejski program rozwoju przemysłu obronnego. Do osiągnięć tamtego dokumentu można zaliczyć choćby ustalenie minimalnej liczby państw członkowskich biorących udział w finansowanych projektach europejskich, otwarcie funduszu na przedsiębiorstwa z państw sojuszniczych spoza Unii oraz wyodrębnienie przedsiębiorstw o średniej kapitalizacji (mid-cup companies z grupy MŚP).

Od początku zgadzaliśmy się w większości, że największą unijną wartością dodaną EDF powinna być większa efektywność wydawania przez państwa członkowskie pieniędzy na obronę, głównie dzięki redukcji zbędnej duplikacji produkowanego uzbrojenia. By zwiększyć konkurencyjność europejskich przemysłów obronnych, podpisaliśmy się wszyscy pod postulatem wspierania innowacji, w tym zwłaszcza tzw. technologii przełomowych.

Uważam, że wraz z kontrsprawozdawcami reprezentującymi poszczególne grupy polityczne udało nam się wypracować zadowalający kompromis w przypadku najbardziej spornych artykułów takich jak zasady uczestnictwa w funduszu przedsiębiorstw kontrolowanych przez sojusznicze państwa trzecie. Ważne było dla mnie, by rozszerzyć definicję przedsiębiorstw europejskich o te podmioty, gdyż zatrudniają one pracowników i płacą podatki w państwach członkowskich Unii.

Żałuję, że nie znaleźliśmy zadowalającego wszystkie grupy zapisu artykułu siódmego dotyczącego kontroli etycznej finansowanych projektów. Osobiście cieszę się z faktu, że szereg poprawek, jakie proponowałem w swoim wstępnym rozwiązaniu, zyskał uznanie w oczach pozostałych sprawozdawców. Mam na myśli m.in. uwzględnienie wśród celów funduszu rozszerzenia form współpracy między europejskimi przedsiębiorstwami czy wprowadzenie zapisów zwiększających elastyczność budżetu na badania i rozwój.

Spodziewam się, że w najbliższych miesiącach czeka nas okres intensywnych negocjacji z Radą, ale jestem optymistą co do tego, że uda nam się wypracować odpowiedni kompromis. Na obecnym etapie chciałbym przede wszystkim podziękować kontrsprawozdawcom i przedstawicielom prezydencji austriackiej za udaną współpracę i prosić posłów o poparcie naszego wspólnego stanowiska w jutrzejszym głosowaniu.

  David McAllister, Verfasser der Stellungnahme des mitberatenden Ausschusses für auswärtige Angelegenheiten. – Herr Präsident, Frau Kommissarin, liebe Kolleginnen und Kollegen! Bundeskanzlerin Angela Merkel hat genau hier vor vier Wochen gesagt – ich zitiere wörtlich: Die Zeiten, in denen wir uns vorbehaltlos auf andere verlassen konnten, sind vorbei. Zitat Ende. Ja, in der Tat. Wir Europäer müssen unser Schicksal stärken und in unsere eigene Hand nehmen. Doch eine Europäische Union, die schützt, muss nicht nur handeln wollen, sie muss es auch können.

Als Berichterstatter des AFET ist mir wichtig: Die strategische Autonomie der EU ist keine Frage des Ob, sondern des Wie. Bei immer komplexer werdenden Waffensystemen wird es für jeden Mitgliedstaat schwieriger, solche Produkte alleine zu erforschen, zu entwickeln und letztendlich zu beschaffen und zu unterhalten. Mit dem Europäischen Verteidigungsfonds wird grenzüberschreitende Kooperation gefördert und die nächste Generation von Verteidigungsgütern –sei es bei Landsystemen, bei neuen Flugzeugentwicklungen, bei Marineprojekten oder auch im Cyberbereich – gemeinsam entwickelt. So gehen wir einen wichtigen Schritt hin zu einer Europäischen Verteidigungsunion und damit – und das ist entscheidend – zu mehr Sicherheit für unsere Bürger.

  Elżbieta Bieńkowska, Member of the Commission. – Mr President, of course we have a difficult situation tonight, but despite the situation and in the moment when our thoughts are with the victims and their relatives and their families, we continue our debates and we continue our work. So let me start by saying a few words of appreciation for your work on this initiative. We, all of us – but especially you – were under a very tight time schedule. We have reached a turning point in the support for Europe’s defence sector, and the European Defence Fund will be a game—changer.

Our aim is, of course, to strengthen Europe’s defence industrial and Europe’s research base and this will contribute to Europe’s strategic autonomy. It will help Europe to be more independent with regard to key technologies and key capabilities in defence. The fund will we hope – we know – importantly trigger more and lasting defence cooperation. Our objective is to support the competitiveness of the EU defence industry. It is an ambitious fund with a budget of EUR 13 billion, as it was proposed by the Commission. It covers both research and development. We foresee EUR 4.1 billion for the research phase, and selected research projects can even get up to 100% financing from the EU budget. We propose EUR 8.9 billion for the development phase, and here in this part of the fund the EU budget can only co-finance collaborative development projects. This is because also we want a real engagement financially from the Member States and from their budget. The defence fund embraces the whole lifecycle of the development of defence products and technologies, and this is indeed something completely new. But we will not start from scratch, from zero. Such new direction is already in motion and getting momentum. We have launched two test programmes under the current budgetary period which are now in the implementation phase: the preparatory action on research and defence with EUR 90 million and the European defence industrial development programme with EUR 500 million. With the defence research preparatory action being in full swing, and the first calls for the EDIDP being launched next year, just from the beginning, we are really proving that cooperation in the defence sector is possible and we are proving that there is interest from industry to cooperate. I want to thank the European Parliament for your support on those two test programmes.

But back on the EDF proposal, I’m happy this proposal has been equally supported by the ITRE Committee and the associated IMCO, BUDG and AFET Committees. Of course I will listen carefully to your discussion, but my plea to you and my call to you is to give a clear mandate tomorrow so that we can start the trilogue with the Member States as soon as possible. The Council also reached a partial general agreement, and I’m committed to having an open and constructive dialogue with Parliament and with the Council during upcoming trilogues.

Let me remind you also that many of the important and sometimes difficult discussions have been held in the first part of this year during the EDIDP negotiations. This is, for instance, the case for the eligible entities rules. I’ve noticed that the European Parliament chose to follow the EDIDP rules on this subject. We welcome the course to continue on decided principles and work with you on any possible improvements. We also welcome the Parliament’s support to enhance cross-border cooperation of SMEs and mid—caps – this was really an essential part of the agreement on EDIDP. For the Commission it is very clear that the European Defence Fund is an inclusive programme open to beneficiaries from all the Member States and open to companies of all sizes. This is why it shall promote the participation of SMEs from different Member States in setting up of consortia in the defence supply chain.

On the ethical aspects, let me say only one word, which was also an issue that we discussed under the testing phase: I would like to make it very clear that this proposal will not lead to support for any action regarding capabilities prohibited by international law, and the EDF will be implemented in accordance with any ethical standards. I want to reassure you that we do recognise some of your concerns. This is why we have proposed ethical reviews of proposals under the fund, as we are already doing it for the preparatory action on defence research. So I’m looking forward to tonight’s discussion.

  Françoise Grossetête, au nom du groupe PPE. – Monsieur le Président, vous m’accorderez quand même quelques secondes de plus, en tant que Française, pour adresser d’abord toutes mes pensées aux victimes et à leurs familles, mon soutien à la ville de Strasbourg et remercier aussi nos forces de l’ordre, qui, inlassablement, assurent notre protection. Je pense qu’il était fondamental de continuer de travailler, parce que la démocratie ne doit jamais céder devant la violence.

Madame la Commissaire, chers collègues, alors que le règlement que nous avons adopté il y a six mois permet de lancer les premiers projets à partir du début de cette année 2019, ce fonds doté de 13 milliards vient confirmer la montée en puissance de notre défense européenne. Je souhaite vous remercier, Madame Bieńkowska, pour votre inlassable motivation à défendre ce fonds. Merci aussi à notre rapporteur pour son travail, je compte vivement sur lui pour faire entendre la position du Parlement sur certains points indispensables au bon fonctionnement de ce fonds.

Dans un monde de plus en plus instable et de plus en plus dangereux, nous devons assurer une meilleure sécurité à nos concitoyens, car ils demandent à être mieux protégés face aux nouvelles menaces. Voulons-nous dépendre uniquement de pays tiers, alors que la situation internationale est fragile et rend nécessaire une liberté d’action? Voulons-nous continuer à multiplier les doublons, alors que les États membres ne peuvent plus aujourd’hui réaliser les grands projets seuls? Les technologies et les équipements nécessaires au bon fonctionnement de nos armées sont de plus en plus sophistiqués et interconnectés. La coopération est donc indispensable.

Lors du trilogue, le Conseil devra être mis face à ses responsabilités. Ce fonds doit être attractif pour les entreprises, cela passe par le financement, les coûts directs et indirects éligibles doivent être largement pris en considération pour que le financement soit à la hauteur de l’investissement et des risques industriels. Mais cela passe aussi par une gouvernance claire et communautaire. La Commission européenne doit, sous le contrôle du Parlement, être celle qui met en œuvre et gère ce fonds, c’est le seul moyen de garantir une vraie approche communautaire.

Il nous faut aussi un contrôle éthique efficace qui apporte de la visibilité aux investisseurs, ainsi que des conditions d’éligibilité très encadrées. Il est en effet crucial d’éviter la fuite de notre savoir-faire technologique, nous devons réserver à l’industrie européenne tous les financements.

  Dominique Riquet, au nom du groupe ALDE. – Monsieur le Président, je remercie le rapporteur et mes collègues rapporteurs fictifs sur ce Fonds européen de la défense, qui constitue la première pierre de l’édifice dans la construction d’une capacité de défense véritablement européenne, avec le but d’assurer notre autonomie industrielle dans le domaine de la défense et d’ouvrir la porte à une Europe plus forte sur le plan international.

Ce fonds se donne pour objectif de soutenir les industries européennes, cette fois-ci dans ce domaine de la défense, pour leur permettre de collaborer, de se développer, d’optimiser leurs productions, de réduire les coûts. Il s’agit de 11,4 milliards, comme l’a indiqué notre commissaire, et c’est un chiffre qui n’est pas négligeable. 1,6 milliard par an à considérer et à comparer par exemple aux 3,5 milliards que la France investit par an dans la R&D, au montant de 1,4 milliard de l’Allemagne, aux 162 millions de l’Espagne ou aux 107 millions de la Suède – vous voyez qu’il s’agit là d’une somme importante.

C’est un fonds communautaire, il a les garanties éthiques, cela été redit. Il sera en gestion directe, ce qui assurera sa valeur ajoutée européenne. Cette question définira probablement si le Fonds européen de la défense sera le pilier d’une nouvelle politique européenne de défense, ce que, je pense, nous espérons tous.

  Νεοκλής Συλικιώτης, εξ ονόματος της ομάδας GUE/NGL. – Κύριε Πρόεδρε, αγαπητοί συνάδελφοι, αύριο θα ψηφίσουμε για το Ευρωπαϊκό Ταμείο Άμυνας, στο οποίο η Ευρωπαϊκή Ένωση ετοιμάζεται να διαθέσει δεκατρία δισεκατομμύρια ευρώ, ώστε να γίνουν επενδύσεις στην πολεμική βιομηχανία. Την ίδια στιγμή η Ένωση δηλώνει ανήμπορη να στηρίξει τους λαούς που φτωχοποιούνται και εξαθλιώνονται λόγω της ανεργίας και των μέτρων λιτότητας. Παιδιά πεθαίνουν από την πείνα, άστεγοι ξεψυχούν από το κρύο, ένας στους τέσσερις πολίτες ταλανίζεται από την ενεργειακή φτώχεια και, αντί να δοθεί οικονομική στήριξη στους ανθρώπους που το έχουν ανάγκη, το Ευρωπαϊκό Κοινοβούλιο, το μοναδικό εκλεγμένο ευρωπαϊκό όργανο, προτείνει να δοθεί πακτωλός χρημάτων στο Ευρωπαϊκό Ταμείο Άμυνας, ένα ταμείο που παραβιάζει το ενωσιακό δίκαιο και τη Συνθήκη της Ένωσης, που τονίζει πως οι δαπάνες που αφορούν επιχειρήσεις με στρατιωτικές ή αμυντικές συνέπειες δεν πρέπει να χρεώνονται στον προϋπολογισμό της Ένωσης. Η ομάδα της Ευρωπαϊκής Ενωτικής Αριστεράς τοποθετείται ξεκάθαρα ενάντια σε αυτό το επικίνδυνο εγχείρημα στρατιωτικοποίησης της Ένωσης, που καμία σχέση δεν έχει με την ασφάλεια των πολιτών της.

  Bodil Valero, för Verts/ALE-gruppen. – Herr talman! Jag undrar hur det kan komma sig att så få protesterar mot att förslaget till stöd för vapenindustrin ligger på 13 miljarder euro? Det är en ofantlig summa pengar till en för övrigt välmående industri och det är skattebetalarna som står för notan. I synnerhet är det märkligt när vi vet att vi i EU som helhet har en stor överkapacitet på vapen och vapensystem. Det leder till ökad export till de länder där marknaden finns, det vill säga i krigens Mellanöstern. Det är skamligt.

Kommissionen har visat att vi kan spara 25 till 100 miljarder euro per år genom att samarbeta och trots det finns det i försvarsfonden inga mekanismer som leder till en minskning av dubbleringar, fragmentering, korruption och överkapacitet som vi ser i dag. Den är i stället som en in blanko-check där i princip allt är tillåtet.

Från parlamentets sida har vid ett antal tillfällen uttalat att vi inte vill att fonden ska kunna användas för att utveckla dödliga autonoma vapen. Rådet gick inte med på det så allt är möjligt som jag sa. Vi har bland annat lagt förslag som syftar till att stärka de etiska kontrollerna så att vi inte hamnar i en situation där fonden används till att utveckla massförstörelsevapen. Ni får gärna rösta på dem.

  Massimiliano Salini (PPE). – Signor Presidente, onorevoli colleghi, signora Commissaria, mi riconosco pienamente nelle parole che, nella sua introduzione, ha pronunciato la Commissaria e mi riconosco completamente anche nelle parole della collega Grossetête.

Fino a pochi anni fa non avremmo nemmeno potuto immaginare di mettere il tema della difesa all'ordine del giorno di una discussione come questa in Aula. Oggi, finalmente, parliamo di un punto strategico perché l'Unione europea possa definitivamente chiamarsi comunità, cioè un insieme di popoli che perseguono lo scopo della politica estera piena e della difesa nella consapevolezza puntuale che lo scopo della difesa non è la guerra ma la pace.

Ed è forti di questa posizione culturale che abbiamo messo a disposizione tutta la nostra capacità anche industriale affinché, oltre ad essere una grande possibilità politica, questa sia, per tutti i popoli europei, una grande possibilità anche di sviluppo economico ed industriale. Quindi grazie e buon lavoro a tutti noi.

  Ioan Mircea Paşcu (S&D). – Mr President, for years, mainly due to the crisis, the EU has looked inwards, neglecting both the negative developments around it and our defence against them. Starting in 2013, but especially after the adoption of the EU Global Strategy and the Bratislava Summit in 2016, the EU has stepped up considerably its efforts to correct the situation, adopting an important number of measures and initiatives.

In this respect, the European Defence Fund (EDF) and its iterations on research, and the European Defence Industrial Development Programme (EDIDP) are credible capability development initiatives, expected to be strong enablers of closer European cooperation with a view to closing gaps, developing future-oriented capabilities, and thus meeting the agreed EU level of ambition.

However, all these positive contributions to EDF, to closer EU defence cooperation, are not unanimously supported. Some, in good faith, believe we move too fast, with what they perceive as the result of militarising the EU. Others, in not so good faith, want to stop the EDF completely or saddle it with unacceptable conditions which will make it inoperable. Like, for instance, modifying the agreed ethical requirements in a way that the EDF should be supervised by members of NGOs who will have the power to cancel the projects they consider unethical. To this, I would remind the House of our duty to protect European citizens, which cannot be fulfilled if the only beneficiaries of such proposals –blocking the development of our defence capabilities – would be the EU’s arch—enemies seeking its dissolution.

  Clare Moody (S&D). – Mr President, we should recognise that we have a leading defence sector and that we have a leading regulatory framework for this sector. However, this can be improved, which is why I support the fund and hope that the amendments will be supported across this House tomorrow.

I am also grateful to the shadow rapporteur for his cooperation on a number of areas on this report. We have the shared aim of improving the defence sector. This fund should make sure that we invest in our defence, but that we do so in an effective way – not by closing down opportunities. It should not be proof that the Transatlantic Security Relationship is weakening, but rather the riposte to that: that Europe invests in its defence, but it does so with its NATO allies. Together we can, and we must, make Europe’s defence stronger and safer.

  Stanislav Polčák (PPE). – Pane předsedající, i já bych chtěl vyjádřit účast obětem dnešních teroristických útoků ve Štrasburku. Každopádně vás chci podpořit v tom, že jednáme, myslím si, že je důležité vyslat i tento signál.

Mě na té zprávě zaujalo především konstatování, že 100 miliard EUR se vlastně nedaří uspořit díky tomu, že neprobíhá právě koordinace a spolupráce v rámci společných obranných politik. Myslím si, že toto zjištění je skutečně tím nejlepším důkazem, proč spolupracovat i na vytváření společného evropského obranného fondu.

Já se přiznám, že jsem nebyl příznivcem vytváření tohoto fondu, nicméně zkušenost z Evropského parlamentu mě poučila a stal jsem se příznivcem této myšlenky. Podle mého názoru je důležité nespoléhat pouze na někoho jiného, ale být schopen i mít vlastní kapacity k realizaci obranné politiky. Z toho důvodu jsem rád, že se na tomto úkolu konečně podařilo posunout se dál a že je předložen určitý návrh, jak spolupracovat a vytvářet hodnoty právě v evropském obranném společenství.

  Fabio Massimo Castaldo, rapporteur pour avis de la commission des affaires étrangères. – Monsieur le Président, je vous demande quelques secondes de plus, simplement pour exprimer mes condoléances aux collègues français. Notre cœur est aux côtés du peuple français et de la ville de Strasbourg face à cette violence et nous espérons que la personne responsable sera le plus rapidement possible arrêtée et livrée à la justice.

Signor Presidente, onorevoli colleghi, il Fondo europeo per la difesa potrebbe rappresentare un ulteriore, quanto ambizioso, passo avanti verso una maggiore integrazione e cooperazione industriale rafforzata nel settore della difesa tra gli Stati europei.

Vorrei tuttavia sottolineare alcuni aspetti a mio parere molto importanti, in primis la priorità nel salvaguardare in fase di negoziazione la pluralità di partecipazione degli Stati membri, difendendo il requisito minimo, espresso in forma chiara, dei tre Stati. Il Fondo europeo per la difesa non deve trasformarsi in un veicolo per finanziare cooperazioni bilaterali con fondi europei.

Da ciò deriva anche l'importanza di permettere, inquadrandola bene, la partecipazione di soggetti extra UE, così come di imprese basate sul suolo europeo ma controllate da paesi terzi. A determinate e stringenti condizioni, infatti, queste imprese, con il loro know how, possono apportare un vero e proprio valore aggiunto alla ricerca e allo sviluppo di nuove tecnologie.

Infine ci tengo a ribadire che continueremo a lavorare affinché, sotto le vesti di una maggiore e più inclusiva cooperazione industriale in materia di difesa europea, non si apra la porta a finanziamenti per lo sviluppo di alcun tipo di armi autonome letali. La fase di trilogo sarà decisiva e richiederà uno sforzo maggiore da parte di tutti gli Stati membri e auspichiamo una vera unità d'intenti e di visione che vada ben al di là delle solite logiche bilaterali, talvolta prevalse.

  Γεώργιος Επιτήδειος (NI). – Κύριε Πρόεδρε, εκφράζω και εγώ τα ειλικρινή μου συλλυπητήρια στους συγγενείς των θυμάτων της τρομοκρατικής επιθέσεως. Στα πλαίσια της υλοποιήσεως της πολιτικής για την αύξηση των δυνατοτήτων της Ευρωπαϊκής Ενώσεως το Συμβούλιο αποφάσισε τη δημιουργία του Ταμείου της Ευρωπαϊκής Ενώσεως. Σκοπός του είναι να συμβάλλει στο να δαπανώνται από τα κράτη τα χρήματα των φορολογουμένων, για να δημιουργηθεί μία ισχυρή ευρωπαϊκή αμυντική βιομηχανία. Με άλλα λόγια η Ευρωπαϊκή Ένωση ομολογεί ότι επιδιώκει να παράγει και να πουλά περισσότερα όπλα και άλλο στρατιωτικό υλικό υψηλής τεχνολογίας. Επειδή για την επίτευξη του εγχειρήματος αυτού απαιτούνται 5,5 δισεκατομμύρια ευρώ ετησίως, ως Έλληνας του οποίου οι συμπατριώτες υποφέρουν οικονομικά από τη συνεπή παρουσία και χρηματοδότηση του ΝΑΤΟ από την πατρίδα μας, και επειδή δεν είναι δυνατόν να αποδεχθώ παράλληλα και τη μείωση της πολιτικής ισχύος της χώρας μου λόγω του ότι επιδιώκεται να καταργηθεί η αρχή της ομοφωνίας, απορρίπτω αυτή την προσπάθεια.

  Elżbieta Bieńkowska, Member of the Commission. – Mr President, let me start by saying that with the establishment of the European Defence Fund – for those who remember our previous steps in the EDIDP (European Defence Industrial Development Programme) and cooperation in research and defence – we are taking really great steps forward: more cooperation in the defence sector, better efficiency in how the money is being spent, and all of this has been done at a really unprecedented speed.

I want very much again to thank the European Parliament, because you were very supportive of the direction taken. I would most importantly like to thank the rapporteur, Madame Grossetête, for your important work – especially, for example, on the eligibility criteria that was mentioned here.

I also want to agree on the importance of governance. As you know, we proposed direct management by the Commission of the fund. So let’s keep this momentum going: we count on the constructive and rapid negotiations between the European Parliament, the Council and the Commission. We need an early agreement. By early agreement, I mean before the end of February 2019, if you want the funds to be adopted under this Parliament.

So, I very much trust that tomorrow you will give the mandate to move on the proposal to negotiations, and again I thank you very much for your cooperation. Thank you very much for your discussion in this difficult moment.

  Zdzisław Krasnodębski, sprawozdawca. – Panie Przewodniczący! Trochę mi przykro, że pani komisarz nie doceniła również mojej pracy nad tym sprawozdaniem. Chciałem powiedzieć, że ja też kiedyś, tak jak kolega Polčák (którego chyba już nie ma), miałem wątpliwości co do sensowności ustanawiania takiego funduszu, ale również zmieniłem zdanie i uważam, że jest niezwykle ważne, abyśmy wzmacniali zdolności obronne Unii przez tego rodzaju kooperacje i wspieranie wspólnotowe naszego przemysłu obronnego.

Chciałem też odnieść się do tego, o czym mówiła pani Valero, która oczekiwała, że w trakcie negocjacji trójstronnych obok takich spraw jak prawo własności intelektualnej czy dostęp podmiotów kontrolowanych przez państwa trzecie pojawią się też sprawy etyczne. My naprawdę dużo czasu poświęciliśmy problemom etycznym i to nie jest prawda, że – tak jak pani powiedziała – broń masowego rażenia czy też autonomiczne drony i roboty-zabójcy nie zostały przez nas uwzględnione.

Uważam i mam nadzieję, że ten Europejski Fundusz Obronny, jeżeli spojrzymy nań po paru latach, przyczyni się do tych celów, o których mówimy, a w tym szczególnym dniu muszę powiedzieć, że mam takie poczucie, iż zawsze po kolejnych zamachach, a to jest jakaś część wojny przenoszonej z zewnątrz do Europy, składamy kondolencje, łączymy się w bólu z rodzinami, żałujemy ofiar, ale wreszcie powinniśmy robić coś więcej, wzmacniając naszą zdolność obrony. Obrony, aby takie wydarzenia się nie zdarzały i także aby na naszych granicach zewnętrznych wreszcie zapanował pokój. Myślę, że ten Europejski Fundusz Obronny będzie się do tego przyczyniał.

  Janusz Zemke (S&D), na piśmie. – Zmienia się sytuacja w zakresie bezpieczeństwa i obrony nie tylko wewnątrz UE, ale także poza naszym kontynentem. Obywatele Unii oczekują w związku z tym, i słusznie, że weźmie ona zdecydowanie większą odpowiedzialność za bezpieczeństwo. Znajduje to wyraz w różnych propozycjach przygotowywanych przez Komisję Europejską w porozumieniu z PE. Jedną z najważniejszych jest zamysł powołania Europejskiego Funduszu Obronnego, który w latach 2021–2027 ma dysponować pulą 35 mld euro. Po raz pierwszy zatem w budżecie UE znajdą się środki przeznaczone głównie na badania i wdrażanie w obszarze obronności i poprawę mobilności wojskowej w Europie. Myślę, że jest to słuszna decyzja. Będzie ona jednak wymagała szczegółowej analizy i kontroli ze strony PE, tak by dodatkowe, znaczne środki finansowe poprawiły zdolności obronne UE, a nie rozpłynęły się w morzu potrzeb, jakie sygnalizują poszczególne państwa unijne. Zwłaszcza należałoby ustalić szczegółowo programy badawcze w dziedzinie obronności i wpierać te, które likwidowałyby zapóźnienie technologiczne Unii Europejskiej. Jeśli zaś chodzi o poprawę mobilności wojskowej, to oprócz koniecznych inwestycji skoncentrowanych na przejściach transgranicznych równie ważna jest likwidacja barier prawnych i organizacyjnych, bardzo utrudniających przemieszczanie się żołnierzy w Europie.
