  Dan Nica, raportor. – Domnule președinte, domnule comisar, vă mulțumesc că sunteți prezenți în aceste circumstanțe extraordinare la discuția despre Orizont Europa, viitorul program-cadru de cercetare și inovare.

Orizont Europa trebuie să fie un program clar, simplu și rapid, suficient de ambițios pentru a răspunde provocărilor cu care se confruntă Uniunea.

Dacă dorim să facem din Uniunea Europeană un adevărat lider în domeniul cercetării și inovării globale, bugetul trebuie să fie proporțional cu provocarea. Cel puțin 120 de miliarde de euro (prețuri constante) sunt necesare. Nu ne putem permite ca Uniunea Europeană să fie în urma principalilor săi competitori. Prin știință, inovare și cercetare fundamentală, Europa poate deveni mai competitivă și poate rămâne în fruntea cercetării și inovării globale, creând locuri de muncă de calitate.

Totodată, reducerea semnificativă a decalajului de cercetare și inovare la nivelul Uniunii, în special prin creșterea participării în Orizont Europa, în comparație cu cadrul anterior, a statelor membre cu performanțe mai scăzute în domeniul cercetării și inovării va face ca Uniunea să își maximizeze potențialul de cercetare și dezvoltare. Subliniez că principiul excelenței rămâne principiul de bază în selectarea tuturor proiectelor și nu consider că excelența se află doar în anumite părți ale Europei. Excelența trebuie susținută și promovată în cadrul întregii Uniuni.

Un element-cheie este ca cel puțin 35 % din bugetul total al acestui program să fie alocat pentru a sprijini obiectivele Uniunii Europene în materie de climă, ceea ce va stimula produse mai ecologice, cu o valoare adăugată durabilă pentru utilizatorii finali. De asemenea, este importantă continuarea instrumentului pentru întreprinderi mici și mijlocii în formă cât mai apropiată de cea din Orizont 2020.

Elementele de noutate introduse de Comisie și susținute de Parlament, precum EIC, Consiliul european pentru inovare, și misiunile vor trebui să contribuie, pe de o parte, la creșterea competitivității Uniunii Europene și, pe de altă parte, la rezultate tangibile pentru toți cetățenii europeni.

Vreau să îl felicit pe domnul comisar Moedas și, în același timp, să îi și spun că Parlamentul European a mers în aceeași idee potrivit căreia acest instrument revoluționar care poate să facă diferența pentru statutul Uniunii Europene de mare competitor pe piața cercetării e EIC-ul. Vreau să îl rog pe domnul comisar ca, în continuare, să facă demersurile necesare pentru a se asigura că EIC-ul va fi un instrument care să finanțeze proiectele nebancabile, proiectele cu risc crescut și că nu va exista nicio piedică birocratică, inclusiv printr-o formulare clară și lipsită de echivoc; acestea vor putea să fie instrumentele pe care să le avem la dispoziție pentru cadrul financiar ulterior.

Există o mare speranță, există un lucru pe care până acum nimeni nu a avut curajul să-l adreseze la acest nivel și este păcat să nu duceți la capăt acest lucru, domnule comisar, iar Parlamentul European v-a sprijinit și vă sprijină necondiționat, pentru că acest instrument, credem noi, va putea să facă diferența în ceea ce privește entitatea cu cea mai bună performanță în cercetare – Uniunea Europeană versus competitorii, Statele Unite și ceilalți.

În același timp, pentru că vorbeam de simplificare administrativă, vă rog, domnule comisar, să vă asigurați că ceea ce ați declarat și noi am susținut – că va exista o simplificare administrativă reală – se va întâmpla începând cu cadrul de cercetare ulterior. Orizont Europa trebuie să fie un exemplu de proceduri administrative simple, astfel încât oricine să poată aplica fără să fie nevoit să aibă o armată de oameni care să lucreze sau să descifreze o documentație. Scopul dumneavoastră, scopul nostru este acela de a avea bani la dispoziția celor care lucrează în cercetare și nu să-i chinuim să citească sute de pagini sau să aibă nevoie de o armată de consultanți în momentul în care doresc să aplice pentru acest program. Știu că sunteți împotrivă și sunt convins că veți depune toate eforturile ca să vă asigurați că acest lucru nu se întâmplă.

  Christian Ehler, Rapporteur. – Mr President, when we talk about research, are we just talking about research or are we talking about, in substance, the basis of the well-being of this continent? We owe to the labour of our working population in Europe, but the basis of our well-being is innovation. We are just 10% of the world population but we are consuming practically more than 40% of social welfare expenditure. And the reason why we can do that is innovation. Labour costs are fairly high, we are in a global competition. The reason for the well-being of this continent relates, starting in the 18th century, to its ability to innovate. The historic legacy of the Enlightenment is very much related to that.

I am referring to that because we are at a crossroads. We decided, and the heads of state decided, almost 10 years ago that we were going to spend 3% of our GDP until 2020 on innovation, just to keep up with the Chinese, the Americans and other competitors. But we failed. We are spending almost 2% of GDP but we have to catch up. That is the reason why the ambitious budget proposal by the Commission and the even more ambitious budget proposal by Parliament are so important. It’s not for soapbox speeches, it’s not for the sake of academic life – it is about the substance of the well-being of this continent.

I think what we are going to achieve with that programme is, first of all, going back and tackling the big challenges which are related to the ordinary life of citizens. We want to tackle children’s cancer. In terms of technology, we want to have a quantum computer. We are leading but we have to do something about that leadership and we want to have a quantum computer 10 years from now.

I think what’s important to understand is that this is not just another programme, that it is one of the biggest contributions to the European economy, but also to the well-being of European citizens. That relates also to the fact that we want to have a programme which is open to the world. We don’t want to be copycats like China. We don’t want to have an ‘America First’ like the United States. This is the continent which is open to the world; we are not naive, but we want to ask the world to work together with us.

A second issue which is important and also an achievement for Parliament is that we are reflecting on the fact that we are living in an ever-changing innovation environment. It’s new, it’s fast, it’s ambitious, it’s driven by VC capital and it’s competitive. And we did that in the past in a top-down way, starting in the 19th century where the sovereign and then later the state or the Commission top-down decided on the issues. I think the fast track the Commission and Parliament are now attributing is an achievement because its bottom-up. If you’re a researcher, if you’re an innovator, if you’re smart, if you’re innovative, you can go to the Commission and say: ‘in the framework of what has been decided in the programme, do we get funding? Are we ambitious? Are we fast enough in the international context?’ And I think that is an answer. It’s a game changer that we have more of a bottom-up approach.

I would like to refer also to revolutionary issues such as what we did in the energy challenge. For the first time, we don’t fight the fight between CO2 reduction and competitiveness, we just focus on energy production. What we are going to say is: yes, it’s not a contradiction both to do CO2 reduction and to be competitive, but we have to do something about that and that is to focus on manufacturing. We want to have CO2-free steel plants. We want to have more ambition but we want to align CO2 reduction and competition. So it’s a big programme, it’s a smart programme, it’s a progressive programme and I think we would like to see the Council acting as fast as Parliament. We did that in six months and we cannot delay that. We should have a deal before the election to show Europe, to show the world, that we are able to act.

  Carlos Moedas, membre de la Commission. – Monsieur le Président, Mesdames et Messieurs, tout d’abord, je souhaiterais, suite à l’attaque, la fusillade de ce soir à Strasbourg, exprimer mes sincères condoléances à toutes les familles et surtout dire que je suis de tout cœur avec la France dans ces moments difficiles, et je salue la présidence, qui poursuit le travail ici au Parlement européen.

I would like to first of all, express my gratitude for being here tonight. I want to sincerely tell all of you how happy I am for the vote on 21 November in the ITRE committee. Let me thank you personally: Chair Jerzy Buzek and both of the rapporteurs, Dan Nica and Christian Ehler, as well as all their shadow rapporteurs. They have done an exceptional job, at political level by building such a large consensus with all political parties on 128 compromises, and at a technical level by doing it in a record time. They achieved such a positive result, both in the ITRE committee and in all the other eight parliamentary committees that contributed to the process.

So, you have managed in the Parliament to address Horizon Europe with both quality and speed, and I hope that tomorrow this House will confirm this position by giving you the political mandate to start the negotiations. It really is a remarkable achievement, and I will quote Mr Ehler: this is about the wellbeing of people – innovation, science is about wellbeing, and this is the largest ever programme for research and innovation.

We also have good news from the Council, which on 30 November adopted a partial general approach on the Framework Programme Regulation. Here, I have to take a moment to thank the Austrian Presidency for their commitment to achieving this important result. Let me also highlight the role of the opinions delivered by the Committee of the Regions, and the Economic and Social Committee.

I am pleased to see that, broadly, we agree. Broadly, we agree on the key elements of the Commission’s proposal and with your comments. First, on an ambitious budget: you have proposed to raise our proposal to EUR 120 billion. The excellence principle as the cornerstone of this programme. The three—pillar structure that changes from this idea of sectors to an approach of clusters: cross-cutting, interdisciplinary, as science should be. The mission-driven science. The European Innovation Council. The new approach to partnerships, increasing the participation of newcomers in the rationalisation of the existing partnerships. As Mr Nica said, more simplification is the objective of Horizon Europe for the rules of participation, to make life easier for scientists and of course the earmarking of the 35% of the budget for climate—related actions.

Finally, as you know there are a number of provisions in our proposal related to the MFF that depend on the progress of other sectoral proposals: the budget, international cooperation, and the synergies, and these issues will be addressed in a coordinated manner for all concerned.

But, once again, I would like to thank the European Parliament for this important work. Thank you for your attention, and thank you also for your dedication and commitment to science.

  Henna Virkkunen, liikenne- ja matkailuvaliokunnan lausunnon valmistelija. – Arvoisa puhemies, liikenne- ja matkailuvaliokunnan neuvottelijana haluan lämpimästi kiittää esittelijöitä erittäin hyvästä ja tasapainoisesta esityksestä. Tässä on ilman muuta kaikkein tärkein asia se, että parlamentti hyvin laajasti kannattaa sitä, että Euroopan horisontti -ohjelman budjettia nostettaisiin 50 prosenttia verrattuna nykyiseen budjettiin, eli 120 miljardiin euroon. Se on mielestäni kaikkien tärkein asia tässä tulevassa ohjelmassa, koska tiedämme, että nykyisen ohjelman suurin ongelma on se, että noin puolet erittäin laadukkaista hakemuksista ei ole saanut tutkimusrahoitusta, koska hakemuksia on niin paljon ja rahoitus on riittämätön.

Toivon todellakin, että parlamentti pystyy viemään loppuun saakka tämän hyvin kunnianhimoisen tavoitteen, jotta pystymme nostamaan rahoituksen määrää, koska tiedämme, että kysyntää ja tarvetta on, ja toisaalta olemme Euroopassa tehneet jo vuosia sitten linjauksen siitä, että bruttokansantuotteesta kolme prosenttia pitäisi käyttää tutkimukseen ja tuotekehitykseen Euroopassa. Olemme kaukana siitä tavoitteesta, joten on tärkeää että, nyt lisäämme rahoitusta, jotta meidän teollisuutemme on tulevaisuudessa kilpailukykyinen, ja jotta voimme vastata isoihin globaaleihin haasteisiin, joista ilmastonmuutos on yksi akuuteimmista tällä hetkellä.

  Cristian-Silviu Buşoi, Raportor pentru aviz, Comisia pentru mediu, sănătate publică și siguranță alimentară. – Domnule președinte, Orizont Europa va fi vel de-al IX-lea program cadru pentru cercetare și inovare al Uniunii. Îi felicit pe cei 2 raportori – pe domnul Ehler și pe domnul Nica, iar, ca raportor al Comisiei ENVI, doresc să le mulțumesc colegilor din comisie pentru colaborare.

Cele mai importante amendamente ale ENVI au fost preluate de către comisia ITRE și se referă la alinierea obiectivelor programului la acordul de la Paris privind schimbările climatice, precum și la contribuția de până la 35% din fondurile totale ale programului în sprijinirea schimbărilor climatice. Prin creșterea bugetului total până la 120 de miliarde de euro și bugetul pentru clusterul sănătate va crește de la 7,7 la 9,79 miliarde.

Doresc să subliniez că una din primele misiuni și, deci, o prioritate absolută de cercetare în sănătate va fi eradicarea cancerului pediatric până în 2040, în contextul în care avem nevoie de soluții inovatoare pentru viitoarele generații ale Europei. Mi-aș fi dorit să fi fost mai ambițioși în ceea ce privește definirea misiunilor și scopul acestora, să se fi aprobat mai mult din compromisul la care s-a ajuns în ENVI însă recunosc că s-au făcut progrese importante față de textul inițial al Comisiei.

  Lambert van Nistelrooij, Rapporteur voor advies van de Commissie regionaal beleid. – Voorzitter, ik ben echt trots op wat er nu ligt. Meer geld. Meer prioriteit. Naast excellentie, natuurlijk die driver, vooral innovatie, innovatie, innovatie. Want wat hebben we eraan om geweldige kennis te hebben, zoals over zonnepanelen, en deze producten vervolgens in de rest van de wereld te laten produceren? Produceren, arbeidsplaatsen creëren, dat is het verhaal.

Ik ben blij u namens de regionale commissie geen lippendienst maar echte voorstellen te kunnen presenteren. We gaan 5 % van onze bedragen aan die regio's toekennen, opdat zij in hun specialisaties Europa echt sterker maken. Niet alleen maar Nobelprijswinnaars, maar juist ook die mensen die we opleiden en die we vervolgens die nieuwe technologie laten omarmen en die Europa sterker maken. Daarom ben ik trots op dit programma en de investeringen die erna komen. We durven daarmee naar de kiezer te gaan.

  Elsi Katainen, maatalousvaliokunnan lausunnon valmistelija. – Arvoisa puhemies, EU:n ruokaturva ja koko maailman ruokaturva todellakin tarvitsee Euroopan horisonttia. Me tarvitsemme tukea tutkimukselle ja innovaatiolle, jotta säilytämme kilpailukykymme. Maatalousvaliokunnan valmistelijana tahdon alleviivata ruoka- ja luonnonvaraklusterin merkitystä. On hienoa, että parlamentin kannassa on nyt myös sana maatalous, sillä kestäviä ruokajärjestelmiä ei ole ilman välitöntä maatalouskytköstä.

Kymmenen miljardin euron panostus on ehdottoman tärkeä, koska meidän on pidettävä huolta myös ruokajärjestelmämme kestävyydestä. Tätä rahoitusta ei missään nimessä pidä myöskään leikata. Nykyinen järjestelmä ei riitä tuottamaan ruokaa maailman kasvavalle väestölle, ja ilmastomuutoksen edetessä olemme joutuneet uusien haasteiden eteen, joiden ratkaiseminen edellyttää nyt innovaatioita ja tutkimusta. Maatalous on sektori, joka antaa paljon vastauksia ja ratkaisuja näihin ongelmiin. Ohjelmassa on vain varmistettava se, että korkealaatuinen tutkimustulos viedään myös ihan käytännön tasolle.

  Luigi Morgano, relatore per parere della commissione per la cultura e l'istruzione. – Signor Presidente, onorevoli colleghi, Orizzonte Europa è sicuramente uno dei nuovi programmi faro dell'Unione del settennio 2021-2027, attraverso un forte investimento nella ricerca e nell'innovazione tecnologica.

Come relatore per parere a nome della commissione CULT ringrazio i colleghi della commissione ITRE per aver recepito alcune delle principali priorità politiche della nostra commissione.

È quindi positivo l'incremento dei finanziamenti per le borse di studio per ricercatori Marie Skłodowska-Curie, nonché per le infrastrutture di ricerca, al fine di creare un vero spazio della ricerca che preveda migliori collegamenti tra ricerca, eccellenza scientifica, innovazione e università.

Particolarmente importante, inoltre, è aver riconosciuto il potenziale dei settori culturali e creativi e aver stabilito uno specifico polo telematico, che prevede una particolare attenzione per il patrimonio culturale europeo e nuove aree di intervento per le scienze umane e sociali.

Infine è fondamentale aver riconosciuto l'importanza del tema dell'accessibilità applicata alle nuove tecnologie per favorire l'accesso a beni e servizi alle persone con disabilità.

Mi associo poi alle condoglianze e alla solidarietà per le persone e le famiglie colpite dall'attentato di questa sera.

  Seán Kelly, on behalf of the PPE Group. – Mr President, I would like to thank Mr Ehler for his work on this file. We have worked closely together on it and I think it is a very, very exciting project, as Commissioner Moedas has pointed out. Following on from Horizon 2020, which led to many major research and innovation developments in Europe, I think Horizon Europe can continue that and empower researchers and scientists over the next number of years.

I also welcome the recommendation for EUR 120 billion – up from EUR 94.1 billion – and I do hope that the Member States can move to Parliament’s position in that regard. The more we spend on research and innovation the better for our citizens.

Additionally, I’d like to thank them for taking on board some key amendments of mine, particularly the recognition of the important role for technology platforms in setting out the research agenda. This ensures the research community can work with the Commission in identifying the key strategic priorities.

I do have one slight problem. It’s more than a slight problem: it’s a big problem, and that is – and I have spoken to Mr Christian Ehler, and indeed my group about this tonight – the proportionate cut in terms of agriculture, food and natural resources from the Commission’s 10.6% to 9% at a time when there are huge challenges for the agricultural sector in meeting the needs of food security and emissions reductions, in line with the Paris Agreement.

However, having said that, this is a very positive development and I look forward to working with everybody to ensure that we have an ambitious framework that will keep the EU at the forefront of global innovation which, as Mr Ehler pointed out, is so important for us.

  Soledad Cabezón Ruiz, en nombre del Grupo S&D. – Señor presidente, quiero comenzar diciendo que es difícil mantener este debate con lo que acaba de ocurrir fuera de este Parlamento en la ciudad de Estrasburgo. Todo mi pesar y mis condolencias con el pueblo francés.

En el momento en el que la ciencia y la investigación suponen la mayor revolución de la historia reciente, «Horizonte Europa» tiene que dar respuesta a toda la ciudadanía y al mismo tiempo tiene que anticiparse a sus consecuencias. Por ello, creo que es importante que se haya introducido la necesidad de medir los resultados, no solamente en términos económicos, sino también por lo que respecta al impacto social.

Celebro también que, entre la impronta que el Parlamento deja en la propuesta de la Comisión, se recupere el instrumento para las pymes, que tan positivo ha sido; también que el género se introduzca como un objetivo operativo de forma transversal, porque no habrá una investigación y una ciencia de calidad si no se dan en condiciones de igualdad.

Asimismo, celebro la introducción de las ciencias sociales y humanitarias, y, por supuesto, el refuerzo del clima.

También quiero pedir un último esfuerzo en términos de agricultura. Creo que la Comisión contrajo un compromiso con este Parlamento, sobre todo a raíz del posible recorte importante que va a sufrir la PAC, y creo que es muy importante que, si queremos ayudar a una agricultura sostenible y competitiva, la acompañe el programa «Horizonte Europa».

Además, creo que la enmienda que se presenta es una enmienda equilibrada que no supone la merma importante de ninguno de los otros capítulos o clústeres. Por lo tanto, deberíamos hacer posible recuperar el presupuesto de la agricultura.

  Evžen Tošenovský, za skupinu ECR. – Pane předsedající, pro každého z nás je dnes asi velmi těžké zde vystupovat ve smutných chvílích ve Štrasburku.

Program Horizont Europe patří podle mého názoru mezi naprosto klíčové aktivity Evropské unie. Přesně tady má Evropská unie smysl, tak obrovský objem peněz by žádný členský stát sám o sobě do vědy a výzkumu nemohl vložit. Jsem rád, že přestože jsme byli v časovém presu, po celou dobu jsme s kolegy vedli naprosto věcnou debatu. Výsledkem je například mimo jiné také odkaz na platformu pomoci postuhelným regionům, což považuji za další krok ke zvládnutí dopadů energetického balíčku, ke kterému se Evropská unie rozhodla. Jedná se o 41 regionů ve 12 členských státech, ve kterých se stále těží uhlí a které tak budou moci financovat své vědecké práce. I díky Horizont Europe bude snazší podporovat sdílení zkušeností s ekonomickými a sociálními proměnami spojenými s útlumem těžby uhlí. Co mne naopak stále netěší, je ne úplně jasný status Velké Británie. Britové dlouhá léta byli, jsou a zcela jistě i nadále budou nositeli vědy a výzkumu na té nejvyšší světové úrovni.

  Νεοκλής Συλικιώτης, εξ ονόματος της ομάδας GUE/NGL. – Κύριε Πρόεδρε, να εκφράσω και εγώ τα συλλυπητήρια μου στις οικογένειες των θυμάτων, τη συμπάθειά μας στην πόλη του Στρασβούργου και στον γαλλικό λαό. Αρχικά θα ήθελα να ευχαριστήσω τον συνάδελφο Dan Nica για την εξαιρετική συνεργασία που είχαμε και τη συμβολή του ώστε να επιτύχουμε ένα πολύ καλό κείμενο. Χαιρετίζουμε την πρόταση όπως έχει διαμορφωθεί, καθώς βελτιώνει την πρόταση της Επιτροπής και ενισχύει την αναφορά στην ανάγκη να στηριχθούν προγράμματα που να ανταποκρίνονται στις ανάγκες της κοινωνίας, να δοθεί ώθηση στην έρευνα σχετικά με την αντιμετώπιση των παγκόσμιων κοινωνικών προκλήσεων, την καταπολέμηση των κλιματικών αλλαγών και την υλοποίηση των αναπτυξιακών στόχων. Ιδιαίτερα θετική είναι η αύξηση του κονδυλίου που προτείνεται για τις μικρομεσαίες επιχειρήσεις, ώστε να μπορέσουν να αξιοποιήσουν τα αποτελέσματα της έρευνας και της καινοτομίας. Εξίσου σημαντική όμως είναι και η πρόταση που έχουμε ενσωματώσει για διασφάλιση και ενίσχυση των δικαιωμάτων των ερευνητών. Κλείνοντας θα ήθελα να χαιρετίσω την αναφορά του κειμένου στη διασφάλιση των ανθρωπίνων δικαιωμάτων όσον αφορά τη συμμετοχή τρίτων χωρών στο πρόγραμμα. Ωστόσο θεωρούμε ότι πρέπει να αναγράφεται ξεκάθαρα πως αποκλείονται οντότητες ή/και επιχειρήσεις λόγω σοβαρών παραβιάσεων των ανθρωπίνων δικαιωμάτων.

För tre år sedan antog vi Parisavtalet och i dag för en månad sedan antog Europaparlamentet lagstiftning som säger att EU ska bli klimatneutralt. Just nu pågår klimattoppmötet COP 24 i Katowice i Polen. Tiden för prat är över och nu är tid att agera. Det är precis så vi kan göra nu med EU:s forsknings- och innovationspolitik. Vi vill att en tredjedel av den föreslagna budgeten på 120 miljarder euro ska gå till klimatet. Det blir över 400 miljarder kronor till förnybar energi, hållbara transporter och nya klimatsmarta innovationer. Det kommer att underlätta vårt gemensamma arbete för att ta oss hela vägen ner till noll utsläpp.

  Barbara Kappel, im Namen der ENF-Fraktion. – Herr Präsident, Herr Kommissar Moedas! Zwei Drittel des europäischen Wirtschaftswachstums werden heute durch Forschung, Entwicklung und Innovation ausgelöst, und der Haushaltsentwurf des Europäischen Parlaments im mehrjährigen Finanzrahmen sieht eine 30 %-ige Steigerung der Mittel und insgesamt 120 Milliarden Euro für Horizon Europe vor. Ich möchte mich deshalb ganz besonders bei den beiden Berichterstattern für diesen ambitionierten und für Europa so wichtigen Vorschlag bedanken.

Denn die hohe Schlagkraft dieser Programmlinie Horizon ist unbestritten. Jeder Euro, der im Rahmen dieser Linie investiert wird, hat ein leverage von 1:11, löst also in der nächsten mehrjährigen Finanzperiode Investitionen von insgesamt 1 320 Milliarden Euro aus. Die Kommission berechnet, dass in der nächsten Periode durch Horizon ein 0,19 %-iges BIP-Wachstum und 100 000 neue Arbeitsplätze geschaffen werden können. Die wichtigste Säule dieser Programmlinie, nämlich die globalen Herausforderungen und industrielle Wettbewerbsfähigkeit, werden mehr als die Hälfte des Budgets in Anspruch nehmen, umfassen die Gemeinsamen Forschutsstellen und bringen auch einen neuen Ansatz, nämlich die Missionen. Es wurde heute schon gesagt: Eine ganz wichtige Mission wird die Entkarbonisierung sein. Weitere neue features gibt es auch.

Aber was ich sagen möchte: Nur durch Programme wie Horizon Europe wird es möglich sein, die Wettbewerbsfähigkeit europäischer Unternehmen, Forschungsinstitute und Universitäten auch in Zukunft zu stärken und die weltweite Spitzenposition Europas im Bereich der Innovation zu verteidigen.

We all know that the programmes which are delivered through this programme can deliver, and I thank Commissioner Moedas very much that in this difficult time we are going forward. We’re looking for our people within Europe, and we take care that through the new instrument which we got through mission learning, artificial intelligence, the activities of the EIT, the activities of the Joint Research Centre and the European Research Council, we get the base to deliver all the safety and security for our citizens. I think it is a very important part of our activity that we stay here within Parliament and fight for citizens to get security and peace and that, I think, is a very important activity.   Patrizia Toia (S&D). – Signor Presidente, onorevoli colleghi, è molto difficile per tutti noi, e lo è anche per me, fare questa discussione, segno che le cose continuano, mentre fuori ci sono dei morti e dei feriti: questo dovrebbe essere il nostro primo pensiero.

Devo riconoscere che i nostri relatori, Dan Nica e Christian Ehler, e i relatori ombra, tra cui Cabezón Ruiz, hanno fatto un grosso lavoro e portano qui dei risultati anche molto tangibili, che noi apprezziamo.

Io penso che il primo sforzo, e lo dico anche al Commissario, che è molto impegnato su questo, sia quello di far capire a tutti i paesi che bisogna superare la frammentazione dei sistemi nazionali, che è debolezza di efficienza/costo, e che invece si debba vedere un grande spazio attorno a questo concetto della ricerca europea, dello Spazio europeo di ricerca.

I contributi che ha dato il nostro gruppo sono stati un po' improntati alla visione dell'uguaglianza sostenibile. Penso, per esempio, a questo sforzo di dire che alla ricerca partecipano tutti i territori, e non solo i ricercatori, ma anche i cittadini, le imprese e tutti quelli che hanno qualcosa da dire in un concetto di scienza aperta e partecipata. Penso al tema dello sfruttamento nella società, del risultato della ricerca e dell'innovazione anche incrementale.

Sottolineo solo due aspetti di cui andiamo molto orgogliosi: l'avere ripristinato il fondo di 2,5 miliardi di euro per le PMI, e l'aver messo il concetto di responsible research innovation, che è importante per i nostri valori europei. Adesso mi aspetto che si metta qualcosa in più sulla sanità, riconoscendo che oggi ci sono la prevenzione e la cura ma anche la riabilitazione.

Comunque ringrazio tutti i colleghi per il lavoro che hanno fatto, molto massiccio e molto rapido.

  Marisa Matias (GUE/NGL). – Senhor Presidente, quero começar por agradecer aos relatores. Um compromisso é um compromisso e chegamos aqui com um compromisso.

A proposta inicial da Comissão voltou a excluir as Ciências Sociais e as Humanidades. O Parlamento recuperou-as. É impossível intervir em sociedades que não conhecemos e creio que os trágicos acontecimentos de hoje, em Estrasburgo, nos mostram bem esta necessidade.

Garantimos a defesa dos direitos laborais para investigadores e investigadoras, como, por exemplo, as licenças de maternidade e paternidade. Garantimos que não há fundos públicos para a investigação militar. Propomos reforçar a convergência ao reforçar também o programa Widening. Conseguimos mais recursos para as pequenas e médias empresas.

Este compromisso não é perfeito e é por isso que queremos amanhã tentar eliminar o princípio da inovação, que ninguém sabe muito bem o que é, a não ser a grande indústria.

Seja como for, foram meses intensos de trabalho. Agora, é necessário fechar negociações e deixar a comunidade científica respirar. Há poucos exemplos como estes, de cooperação entre as diferentes instituições nesta União Europeia.

  Inmaculada Rodríguez-Piñero Fernández (S&D). – Señor presidente, mis primeras palabras también son para las víctimas de este brutal tiroteo y para sus familiares, y también quiero desear el restablecimiento de los heridos.

Muchísimas gracias, comisario, por su excelente trabajo.

Yo creo que, sin lugar a dudas, lo más importante que podemos ofrecer a los ciudadanos es un futuro mejor. Y, para ofrecerles un futuro mejor, les tenemos que garantizar empleos de calidad con salarios dignos, y eso solo se consigue si somos capaces de competir en el entorno global, y eso requiere más innovación, más ciencia, más investigación, pero requiere también dos consideraciones que quiero que tenga en cuenta.

Una: la importancia de que todo lo que es la innovación, la investigación y el desarrollo llegue a todo el tejido de las pequeñas y medianas empresas; por eso es fundamental recuperar el instrumento para las pymes. Y, dos: no considerar solo innovación el aspecto tecnológico; el diseño es un elemento fundamental de la creatividad y de la calidad.

  Carlos Moedas, Member of the Commission. – Mr President, thank you so much for all the comments and the suggestions and I really feel that we all agree on the main points, and that really is extremely important for Europe. So thank you very much to all of you and the work of the rapporteurs and everybody around.

I wanted just to make a very quick point on something that the Member of the European Parliament Marisa Matias brought on the innovation principle, because I think we have some misunderstanding here that is important that all the Members know. First, that the Horizon Europe proposal does not in any way establish the innovation principle or incorporate it into EU law. It’s referred in the recitals, but it’s not something that is in the proposal. Second, I think there’s a misunderstanding in between what the innovation principle is. We need an innovation principle as we need the precautionary principle. Both are complementary and both are important for Europe. That’s something that I’ve said, it’s something that was in the Council conclusions of last year, of the Competitiveness Council. Because if you want to protect people, and if you want to have rules that are future proof, you really need to think about innovation because technology changes every day. The innovation principle is about helping us future-proofing our rules and I wanted to be quite frank on that.

Second, I think that really, I want to call both on the European Parliament and also on the incoming Romanian Presidency. I think that we have such a great momentum. We have such an amazing energy that we can swiftly go and do it as far as we can and have an interinstitutional negotiation as soon as we can, and I’m convinced that there is still a window of opportunity to conclude the political agreement. That, I think, is the dream of everyone that is today in this room because we want to have that political agreement. So, please, I think that more than ever we should unite, because I see from today in our discussion that in the very main points of the future of Europe – of the well-being of the citizens – we all agree.

  Dan Nica, raportor. – Domnule președinte, aș vrea în primul rând să le mulțumesc celor care au lucrat mult la acest raport, raportorilor alternativi, experților pe care i-am avut în cadrul comisiei ITRE, în cadrul grupului meu politic și al celorlalți colegi, pentru că a fost un efort extraordinar să terminăm în șase luni lucrul la acest raport.

În același timp, aș vrea să îl rog pe domnul comisar Moedas (și îi mulțumesc pentru referirea la principiul inovării): poate o referire dacă acest principiu al inovării ar permite, în orice fel, utilizarea de pesticide care sunt dăunătoare sănătății, dacă ar permite – ce am mai auzit? –, dacă ar permite experimente medicale de natură să pună în pericol viața oamenilor într-un mod care nu este în conformitate cu legislația europeană. Au circulat pe internet foarte multe lucruri și cred că este binevenită această precizare din partea dumneavoastră, ca să știm exact cum este cu principiul inovării. Și pentru mine a fost un șoc să constat că, de cinci zile, toată lumea vorbește de principiul inovării, aducând acuze că se dorește otrăvirea populației din Europa, cel puțin, dacă nu la nivel mondial.

În al doilea rând, vreau să vă mai rog ceva: aveți la dispoziție un mecanism care se cheamă asistență tehnică. Cred că este important să dați drumul acestui mecanism, în special pentru țările care fac parte din mecanismul de widening, pentru o mai bună pregătire și o mai bună explicare a proiectului Orizont Europa și cred că acest lucru ar trebui să înceapă, dacă îmi permiteți, de mâine. Cu cât aceste lucruri vor fi mai bine cunoscute, cu atât ținta dumneavoastră de reducere a diferenței între țările mai puțin performante și cele mai performante va fi atinsă și obiectivul dumneavoastră și al nostru, aș putea să spun, de a face mai cunoscut acest program ar fi cu ușurință atins.

În speranța unui răspuns pozitiv și la această solicitare, încă o dată, vă felicit pentru curajul pe care l-ați dovedit în abordarea acestui proiect.

  Christian Ehler, Berichterstatter. – Herr Präsident! Zunächst einmal möchte ich in einem politischen Dialog, der zwischen Europäischem Parlament und Europäischer Kommission durchaus manchmal kritisch ist, sagen, dass Sie ein ambitioniertes Programm vorgelegt haben. Ich danke Ihnen dafür.

Sie haben Tendenzen aufgegriffen: Wir sind innovativer in dem Programm, wir sind schneller, wir sind ambitionierter, mit dem EISC adressieren wir zum ersten Mal die neue Start-Up-Szene, die uns fast täglich neue Technologien beschert. Ich glaube, das Parlament hat Ihren Vorschlag aufgegriffen.

Ich möchte mich aber auch an die Bürger Europas richten – in diesen Tagen, wo wir oft von den Schwierigkeiten in Europa sprechen, auch von einem Europa, das manchmal droht, auseinander zu fallen – das ist das gute Europa. Wir haben hier im Parlament innerhalb kürzester Zeit den Kommissionsvorschlag aufgegriffen, wir haben ihn substanziell verändert – aber als Beitrag und nicht sozusagen als Kritik. Wir haben dies gemeinsam getan. Es ist von allen Fraktionen, aber auch von allen Nationalitäten hier im Parlament unterstützt worden.

Ich glaube, es ist einfach wichtig zu verstehen, dass das kein Forschungsprogramm ist, sondern ein wichtiger Beitrag für die Menschen von Europa – auch für junge Leute, was Innovation, was Start-Ups betrifft. Für Künstler und Kreative, weil wir zum ersten Mal die creative industries in Europa aufgegriffen haben, für die klassische Forschung, für die Grundlagenforschung. Wir haben uns um gender balance gekümmert. Wir haben versucht, Kompromisse zwischen CO2-Reduktion auf der einen Seite und auf der anderen Seite der Wettbewerbsfähigkeit Europas zu finden, und wir haben es gemeinsamen getan. Wir haben gemeinsam einen Traum und eine Vision, stolz zu sein, dass wir das größte Forschungsprogramm der Welt verabschieden.

Insofern möchte ich mich an den Rat richten: Die Kommission war ambitioniert, das Parlament war ambitioniert und schnell, und jetzt geht es darum, im Rat die Entscheidung zu treffen, damit wir vor der Europawahl ein Signal für ein handlungsfestes Europa setzen können. Herr Macron, Frau Merkel, die Regierungschefs, können zu Helden werden, aber sie können auch schmälich versagen, wenn wir das Ganze auf die lange Bank schieben.

May I also thank the interpreters who have stayed with us that long, the ushers and all the services that have contributed to a business-like attitude under the tragic circumstances.

My understanding is that the gunman has been surrounded, the shooting is still going on, so the situation is still not stable. And, according to my information, the safety measures here in Parliament have not changed. Some of us might have different points of view on that, but I don’t think that is something we will change here in plenary.

Before closing the debate, may I wish all of us, all of you, a safe journey home and to your hotels tonight. Once again, I am sure that we all extend our condolences and sympathies to those affected, to our French colleagues and to the French people, and I am sure the French police will do a good job tonight.

  Nicola Caputo (S&D), per iscritto. – Horizon Europe è il principale strumento dell'UE per gli investimenti in ricerca e innovazione. Si tratta del più ambizioso programma di ricerca e innovazione di sempre, da quasi 100 miliardi di euro, la cui struttura è divisa in tre pilastri:1) Open Science, per supportare progetti di ricerca di frontiera definiti e condotti da ricercatori, anche attraverso un aumento delle borse di studio; 2) sfide globali e competitività industriale, per supportare la ricerca mirata a rinforzare le competenze tecnologiche ed industriali; 3): Open Innovation per rafforzare la posizione dell'UE come leader mondiale nell'innovazione. Ritengo che Horizon Europe non solo continuerà a supportare l'eccellenza scientifica, ma sosterrà l'entrata sul mercato delle idee più promettenti, contribuirà ad individuare e finanziare innovazioni ad alto rischio e in rapida evoluzione e ridurrà il rischio di distorsione della concorrenza, attraverso la reintroduzione dello strumento di finanziamento per le PMI, con il potenziale di creare nuovi mercati.

  Barbara Kudrycka (PPE), na piśmie. – Przed programem „Horyzont Europa” stawiamy ważne zadania: zasypanie przepaści innowacyjnej, rozdzielającej Wschód od Zachodu Europy, oraz ograniczenie drenażu mózgów. W ostatnich latach tylko z Polski wyjechało 35 tys. naukowców i 570 tys. osób z wyższym wykształceniem. W Europie ta migracja przekroczyła już 4 mln. Gdy wyjazdy naukowców sprzyjają zaangażowaniu Europy w najlepsze badania światowe, to wielki plus. Ale częściej Unia bezpowrotnie traci talenty. Natomiast nierównomierna migracja naukowców wewnątrz Unii prowadzi do koncentracji talentów jedynie w wybranych ośrodkach. Drenaż mózgów to jedna z przyczyn rosnącej luki innowacyjnej i naukowej w Europie. Kraje, które przystąpiły do UE po 2004 r., w które drenaż mózgów uderzył najmocniej, uzyskują mniej niż 5% unijnych środków na naukę i innowacje. Połowa UE nie uczestniczy więc w zaawansowanych badaniach, które wspólnie finansujemy, i nie doświadcza korzyści rynkowych, które z nich płyną. „Horyzont Europa” musi to zmienić! Dobrze, że w programie znalazła się nowa część, która ma wzmocnić Europejską Przestrzeń Badawczą i upowszechniać doskonałość naukową w krajach, w których jej brakuje. Parlament proponuje 4,8 mld euro na te działania. Apeluję, by ten budżet został utrzymany. Przestrzegam jednocześnie przed zachwianiem równowagi we wspieraniu nauki i przemysłu. Przekierowanie zbyt wielu środków na innowacje technologiczne kosztem ograniczonych funduszy na „czystą” naukę jest krótkowzroczne. Bez odpowiednio wspieranych uniwersytetów innowacyjne aspiracje Europy pozostaną na papierze.

  Carlos Zorrinho (S&D), por escrito. – O conhecimento, a inovação e a tecnologia serão cada vez mais os instrumentos fundamentais para o desenvolvimento das sociedades, para a sua competitividade e para a sua afirmação num contexto geopolítico cada vez mais disruptivo.

É importante que a proposta de relatório do Parlamento Europeu reforce a necessidade de garantir um financiamento para o Programa Horizonte Europa, um financiamento de 120 mil milhões de euros no período 2021/2027.

A compatibilidade do programa com os objetivos do milénio e com os compromissos do Acordo de Paris para o combate ao aquecimento global deve ser relevada. 35% das verbas do Horizonte Europa devem ser aplicadas em medidas com impacto favorável na ação climática.

A prioridade dada às Pequenas e Médias Empresas (PME) é também fundamental. 2,5 mil milhões de euros são afetos à inovação incremental nas PME.

Determinante é também a criação de condições para uma maior participação da sociedade civil no acompanhamento do programa e a aposta acrescida nas áreas das ciências sociais.

As medidas contidas no programa para promover a convergência no acesso e reduzir os diferenciais entre Estados-Membros devem ser aplicadas na totalidade e o programa deve ser simplificado nos processos administrativos, conforme proposto.
