  Christian Ehler, Rapporteur. – Mr President, I will keep it short. This is a good day for Europe, albeit against a very problematic background. We had the ambition of reaching 3% of GDP for research and innovation for 2020 and we failed. Now, for the first time, we had an ambitious proposal by the Commission; we had an ambitious and thoughtful Parliament; we were super-fast and we are super-united; and we are now asking the Council, in the name of researchers, in the name of European citizens, to get a deal before the European elections, so as to keep up with the competition and keep up the well-being of European citizens.

This is a good programme and this is a united Parliament. As rapporteur, I would like, in accordance with Rule 59, to propose that the matter be referred back to the Committee on Industry, Research and Energy for interinstitutional negotiations.
