  Presidente. – Il progetto di ordine del giorno, fissato dalla Conferenza dei presidenti, ai sensi dell’articolo 149, nella riunione di giovedì 10 gennaio 2019, è stato distribuito. Sono state presentate le seguenti proposte di modifica:

Lunedì:

Richiesta del gruppo Verts/ALE di aggiungere, come quarto punto all’ordine del giorno, prima delle brevi presentazioni, un dibattito congiunto sulle due relazioni dell’on. Marietje Schaake sull’accordo Unione europea-Marocco. La discussione si svolgerà con un giro di interventi dei gruppi politici.

Do la parola all’on. Hautala, per presentare la richiesta a norme del gruppo Verts/ALE.

  Heidi Hautala, on behalf of the Verts/ALE Group. – Mr President, indeed it would not be in the honour of this House if the Morocco-EU Agreement would pass without the plenary debate. There are several reasons for this.

First of all, there is an extensive case law that indicates that this agreement is against international law, and it’s important that Members take an informed vote. Secondly, the report is based on the previous rapporteur’s – Ms Lalonde’s – work, despite serious allegations of conflicts of interests. Thirdly, Parliament’s legal services have refused to state that the agreement would comply with international law or European case law.

So I would appeal to everyone that we will have this debate, and I would particularly ask Mr Verhofstadt to reconsider his opposition to a debate, because he’s a forerunner of transparency and from the Conference of Presidents I’ve been told that you were not in favour of an open, transparent debate on this matter.

  Maria João Rodrigues, on behalf of the S&D Group. – Mr President, (inaudible) against because the S&D Group is open to having this debate, but we would prefer to have it tomorrow evening; not today. This will help us to have a more precise position during the debate. So we would like to have the debate, yes – but tomorrow evening. There is a solution for this, because if you add this as a new item in the evening and you extend the session until 12.00 p.m., this is possible.

  Presidente. – On. Hautala, vuole mantenere la posizione che ha espresso oppure è disponibile a cambiare?

  Heidi Hautala (Verts/ALE). – Mr President, I think this is a very good proposal from the S&D Group, and Mr Verhofstadt has indicated to me that they would also be in favour.

(Laughter)

  Guy Verhofstadt (ALDE). – Mr President, I want simply to clarify that the proposal that I did in the COP was at the request of four coordinators of four groups, all responsible for the Committee on International Trade (INTA). So if you want to have a debate, I have nothing against a debate, but I want to tell you that when these four coordinators of INTA ask to have this way of working and have no debate, I was simply translating their opinion. That has nothing to do with politics, and I hope that Ms Hautala can also see it in this way.

Comunico di aver ricevuto una richiesta da parte del gruppo S&D di ritirare dall’ordine del giorno la dichiarazione del Consiglio e della Commissione sulle conclusioni della riunione del Consiglio europeo del 13 e 14 dicembre. Di conseguenza la seduta inizierebbe alle ore 9.
