  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Angelika Mlinar im Namen des Ausschusses für die Rechte der Frau und die Gleichstellung der Geschlechter über Gender Mainstreaming im Europäischen Parlament (2018/2162(INI)) (A8-0429/2018).

  Angelika Mlinar, Rapporteur. – Madam President, let me begin by thanking all the shadow rapporteurs, as well as the policy advisors and the assistants, for excellent cooperation on this report.

Gender mainstreaming, as we all know – or at least those of us who are in favour of it – is a globally accepted strategy for promoting gender equality. Gender mainstreaming is not an end in itself, but it is a strategy, an approach and a means to achieve the goal of gender equality. Gender mainstreaming involves ensuring that gender perspectives and attention to the goal of gender equality are central to all – and I would really would like to reiterate this – activities: policy development, research, dialogue, legislation, planning, implementation and monitoring of spending programmes and projects themselves.

In 2019 I think it is unacceptable that, although the population of the European Union consists half of women and half of men, the composition of this House of the European Parliament does not mirror this balance, as only 36.1% of all MEPs are female.

As the standing rapporteur for the gender mainstreaming report, I therefore encourage the European political parties and their party members to ensure a gender-balanced representation of candidates for the elections of this year’s European Parliament election by means of a zipped list or other methods such as parity lists.

The same goes for the Secretariat of the European Parliament. Although women constitute 59% of the staff of this Parliament, they are still under-represented in all ranks of management, and the number of women in senior management positions has even decreased since June 2017, while the number of women in middle management roles increased only slightly.

I regret that female representation in Parliament’s key decision—making positions at political and administrative levels still remains low and I urge Parliament to work towards a gender-equal distribution of decision-making positions.

I am very confident that the pool of very capable women eligible for such posts is in fact big enough to successfully fill the vacancies when they arise. We need to change the conceptual and behavioural attitudes towards a culture of equality. Moreover, the European Parliament must live up to its values and promote inclusiveness. This report calls for an active inclusion of the rights and the well—being of the LGBTQI community. The European Parliament must pay attention to the rights of all gender identities.

On the fight against sexual harassment, the report emphasises that sexual harassment is a serious crime, an extreme form of gender-based discrimination and one of the biggest obstacles to gender equality. I strongly regret the slow and inadequate progress in the implementation of the recommendations of Parliament’s resolution from 2017, such as mandatory training for MEPs and staff on preventing sexual harassment and the setting-up of a task force of independent external experts to examine the situation of sexual harassment in the European Parliament and the functioning of its two harassment committees.

In this context, I would like to stress once again that gender equality is not just a women’s issue. In fact men may have a greater responsibility to work towards it as a group with collectively more power and influence in the European Parliament than women.

A strong continued commitment to gender mainstreaming is needed in order for the European Parliament to support the promotion of gender equality at all levels. Therefore, I really hope for your support and a positive vote tomorrow.

  Věra Jourová, Member of the Commission. – Madam President, first of all I would like to thank Ms Mlinar for her second report on gender mainstreaming and the work of the European Parliament for this legislature.

For the EU and its institutions, gender mainstreaming is not a choice. It is an obligation. It is in the Treaty. It is in the acquis. It is in the Charter of Fundamental Rights. Gender equality is still not a tangible reality for all. Indicators are stagnating. If there is any change towards more equality, it is often quite marginal.

This also true unfortunately for EU institutions. The gender balance among the Members of the European Parliament has hardly changed since 2009, from 35% to 36.4%, and women currently account for 32.1% of European Commissioners, or nine out of 28.

Within the European Parliament, the share of women in senior or middle management positions also remains low. In a democracy, gender equality in political office matters. More gender balance in EU institutions can increase citizens’ trust in the EU and improve the functioning of our democracies.

Indeed, as Ms Mlinar has stressed, this year political parties and the Member States have a chance to show their commitment to gender equality and ensure a balanced representation of women and men in the European Parliament and in the top positions of the European institutions. I reiterate my plea for gender balanced nominations.

Public administrations must be in tune with the people they serve. At the beginning of the mandate of this Commission, President Juncker set an in-house target of 40% women in middle and senior management by the end of the mandate. By 1 November 2018, women accounted for 37% at senior management level in the Commission, while at middle management level, the target of 40% has already been met.

The progress comes after sustained efforts to identify, develop and support female talents through targeted initiatives. Besides taking stock of the progress during the legislature, the report sets the scene for the next one, and I very much welcome this forward-looking approach.

As you know, the Commission’s strategic engagement for gender equality has been our framework for promoting gender equality and gender mainstreaming in the EU and beyond. It ends in 2019, together with the term of this Commission. So in 2019, we are also taking stock of the progress, identifying gaps and contributing to setting priorities for the future. In this context, the views of Parliament are very welcome.

  José Inácio Faria, em nome do Grupo PPE. – Senhora Presidente, caros Colegas, Senhora Comissária, gostaria de felicitar a minha colega Angelika Mlinar pelo excelente trabalho que desenvolveu no relatório “Gender mainstreaming in the European Parliament”, do qual tive a honra de ser um dos relatores-sombra e que espelha bem o empenho deste Parlamento na promoção de um tratamento mais igualitário.

Gostaria de mencionar que, em outubro de 2017, tive a oportunidade de condenar o caso que ficou conhecido aqui nesta Casa como “o escândalo Harvey Weinstein, cujas consequências atingiram também este Parlamento. Mas não obstante os diversos movimentos da sociedade civil que, um pouco por todo o lado, têm vindo a denunciar situações idênticas a esta, a verdade é que continuamos a silenciar situações de assédio sexual por parte de colegas e membros do staff neste Parlamento.

Caros Colegas, creio que chegou a hora de dizer basta e, para tanto, espero que o reforço dos poderes da Comissão Consultiva para o Assédio Sexual possa contribuir para acabar com a cultura de medo que ainda subsiste e que finalmente tenhamos uma verdadeira política de tolerância zero face a este tipo de comportamentos.

Se é verdade e absolutamente necessário reconhecer que, na origem destes comportamentos, persistem as marcas da desigualdade nas relações de poder entre homens e mulheres, é também crucial, para mim, que o recrutamento e a seleção para lugares com responsabilidades de decisão sejam feitos com base no mérito e na competência e não apenas, ou principalmente, em função de critérios de discriminação positiva.

Apesar de terem existido, durante a elaboração deste relatório, algumas divergências entre os vários grupos políticos acerca de sistemas como a imposição de quotas de género nas listas para as eleições europeias deste ano e a inclusão da perspetiva do género em todas as dimensões do orçamento da União Europeia, a verdade é que o documento final que votaremos amanhã é bastante ambicioso e equilibrado e espelha a nossa convicção numa Europa mais justa e fraterna, onde a igualdade de oportunidades não é apenas uma miragem mas há algo de que nos possamos orgulhar.

Por tudo isto, apelo a todos os colegas para que votem favoravelmente este documento que contribuirá, estou certo, para fomentar a paridade e o equilíbrio da representação entre mulheres e homens na próxima legislatura neste Parlamento.

  Anna Hedh, för S&D-gruppen. – Fru talman! Jag vill börja med att tacka fru Mlinar och alla inblandade för ett mycket bra betänkande. Det tar upp de flesta aspekter som är direkt avgörande för att parlamentet någon gång i framtiden ska kunna bli helt jämställt mellan kvinnor och män – att det här huset ska kunna bli jämställt, men framför allt för att politiken och de beslut som vi fattar ska vara helt jämställda. Det är därför mycket viktigt att de studier som parlamentet beställer, de panelsamtal som parlamentet anordnar och de underlag som parlamentet tar fram är helt jämställda, så att vi parlamentariker kan ta så grundade beslut som möjligt. Det är därför mycket viktigt att hela parlamentet jämställdhetsintegreras.

Vi måste också ta krafttag mot sexuella trakasserier, och det nu genast. Sexuella trakasserier är ett brott och en extrem form av könsdiskriminering och får överhuvudtaget inte förekomma i det här huset – och ingen annanstans heller för den delen. Är det något vi har lärt oss efter Me too-uppropen är det att vi måste ta frågan på allra största allvar. Det måste vara obligatoriskt för alla ledamöter i Europaparlamentet att gå utbildningen mot sexuella trakasserier, och det är det minsta vi kan begära. Jag gick själv utbildningen den sjunde december och var den enda EU-parlamentarikern som var på plats. Det är riktigt pinsamt. Jag tror att det var 33 personer av 751 ledamöter som gick den här. Alla ledamöter måste ta sitt ansvar och det är jätteviktigt – vi måste göra utbildningen obligatorisk. Parlamentet måste också ha en helt oberoende arbetsgrupp som granskar situationen rörande sexuella trakasserier i parlamentet. Det är ett arbete som parlamentet inte kan göra själv, vi behöver hjälp och expertis utifrån.

Jag kan också lägga till att jag uppmanar alla medlemsländer och politiska partier att ha varvade listor, för det har väldigt stor betydelse för att det ska bli jämställt. I Sverige har vi haft varvade listor sen 1994 och det har gått mycket bra.

  Arne Gericke, im Namen der ECR-Fraktion. – Frau Präsidentin! Dieser Bericht über Gender Mainstreaming wurde vom Ausschuss für die Rechte der Frau und die Gleichstellung der Geschlechter angenommen. Von den 25 Mitgliedern sind nur drei Abgeordnete männlich, drei zu 22 – so viel zur Geschlechterausgewogenheit.

Wir behaupten immer, dass es für unsere Demokratie unentbehrlich ist, Gender Mainstreaming in den Fokus unseres politischen Handelns und Denkens zu setzen. Aber es ist eine Falle. Wir nötigen Frauen dazu, in die Wirtschaft zu gehen und dabei Jobs und Positionen anzunehmen, die viele von ihnen nicht wollen. Wir nötigen sie, Kinder möglichst früh in Krippen abzugeben und zu verwahren. Bindung vor Bildung – notwendig, aber geht verloren. Weder den Müttern noch den Kindern tut man da einen Gefallen. Gleichberechtigung heißt nicht Gleichmachung. EU steht für „United in Diversity – in Vielfalt geeint“. Wo ist die Vielfalt, wenn Frauen und Männer identisch gemacht werden? Wir sollten die Unterschiede, die uns als Mann und Frau auszeichnen, feiern. Lassen wir jeden ganz persönlich entscheiden, welchen Beruf er oder sie ergreifen möchte. Das könnte auch zu mehr Männern im Ausschuss für die Rechte der Frau und die Gleichstellung der Geschlechter führen.

  Die Präsidentin. – Ich würde mich auch freuen, wenn mehr Männer Mitglieder des FEMM-Ausschusses wären, denn es täte unserem Parlament gut, wenn die Herren sich auch einbringen würden.

  Izaskun Bilbao Barandica, en nombre del Grupo ALDE. – Señora presidenta, señora comisaria, quiero felicitar a mi compañera Angelika Mlinar, porque este informe apuesta por un método pedagógico por excelencia para frenar la desigualdad; un procedimiento que resume muy acertadamente la frase de «predicar con el ejemplo». Porque aquí se proponen medidas concretas para que las instituciones europeas sean un ejemplo en materia de igualdad, no solo por lo que dicen, sino por lo que hacen.

Por eso, incorporar más conocimiento, evaluar de manera sincera y honesta lo que hacemos hacia dentro e impulsar otra forma de hacer con compromiso político y presupuestario para fomentar la paridad es básico para convertirnos de verdad en un referente fiable y con plena legitimidad. La reflexión que aquí se defiende y las medidas que se concretan son una necesidad, no son un capricho.

Porque en estos escaños no hay una representación equilibrada entre hombres y mujeres; porque tampoco se observa esa paridad en la selección y el nombramiento de las personas que dirigen nuestra administración; porque seguimos registrando algunos incidentes de acoso en los que la componente sexista, junto con el abuso de poder, restan legitimidad al esfuerzo que hacemos con informes y legislación para hacer desaparecer los efectos de la desigualdad; porque seguimos fallando en aspectos básicos de nuestra comunicación institucional.

Yo misma tuve que escribir al presidente del Parlamento porque la representación icónica de la ciudadanía europea que protagonizaba una campaña muy visible, que se colocó en la plaza de Luxemburgo, era básicamente masculina. Aquí, en definitiva, están representados los problemas que el sexismo produce en ámbitos como el laboral, el de los derechos sociales o el de la seguridad.

Además, este informe no es solo una colección de propuestas acertadas. Es una apuesta por el liderazgo de verdad: otra de nuestras misiones institucionales. La desigualdad es fruto de unos valores interiorizados en muchos subconscientes. Es fruto de estereotipos que impulsan a muchas personas a considerar normales situaciones aberrantes.

Impulsar el cambio necesita de una actitud comprometida de cada uno de nosotros y nosotras que desmonte estos esquemas trasnochados a base de propuestas, actuaciones y resultados. En definitiva, referencias creíbles, iniciativa, coherencia y continuidad de nuestra actuación institucional.

Esperemos que el populismo de ultraderecha, que quiere devolvernos al pasado, que defiende abiertamente la desigualdad y minusvalora la violencia de género no consiga en las próximas elecciones convertir este proyecto en papel mojado.

  Dobromir Sośnierz (NI), pytanie zadane przez podniesienie niebieskiej kartki. – W Parlamencie Europejskim pracuje stu dziesięciu kierowców, na tych stu dziesięciu kierowców przypadają dwie kobiety. Czy Pani sądzi, że Parlament Europejski dyskryminuje kobiety? Czy może jednak nie wymaga to jakiegoś wymyślania prochu, żeby zrozumieć, że po prostu widocznie kobiety są mniej predysponowane do pracy kierowcy? I być może tak samo jest w przypadku stanowisk kierowniczych? Czy nie bierze Pani tego pod uwagę?

  Izaskun Bilbao Barandica (ALDE), respuesta de «tarjeta azul». – Señor Sośnierz, muchas gracias por la pregunta. Usted acaba de utilizar un estereotipo de la situación de las mujeres.

Las mujeres están preparadas absolutamente para todo tipo de trabajos y responsabilidades. Y, precisamente, lo que aquí estamos denunciando es que no tenemos las mismas oportunidades. Es más, hablando de conducción, le voy a decir lo siguiente: cuando yo aprendí a conducir, mi profesor me dijo que todos los estudios que se estaban realizando demostraban que las mujeres conducían mejor porque arriesgaban menos, lo hacían con más seguridad y provocaban menos accidentes.

Para eso estamos trabajando también en las instituciones europeas, para que haya menos accidentes en las carreteras. Seguramente, si hubiera más mujeres conduciendo, la situación sería mejor.

  Linnéa Engström, för Verts/ALE-gruppen. – Fru talman! Ett stort tack till föredraganden fru Mlinar, som har gjort ett väldigt bra jobb med det här betänkandet. Vi kan och vi ska gå före i kampen för ett jämställt Europa. I dag kräver vi en handlingsplan för jämställdhet här i Europaparlamentet, för allt arbete här.

Jämställdhet handlar om att ge människor möjlighet att förverkliga sig själva och den inre potential som alla besitter. Det är intimt sammanlänkat med det goda samhället, som utan något tvivel måste bygga på jämställdhet. Diskriminering, trakasserier och våld i nära relationer innebär en stor kostnad för individen och för våra samhällen. Ett aktivt medborgarskap krävs, en bra utbildning, solidaritet, men också att kunna se de här maktstrukturerna och ha modet att förändra dem. Män skadas självklart också av ojämställdhet. Vi har allt att vinna på att bryta upp destruktiva maskulinitetsideal.

Våra folkvalda parlament ska självklart vara föredömen. Den stora gröna vinsten i det här betänkandet är att vi kräver en handlingsplan för allt arbete här i Europaparlamentet.

  Eleonora Forenza, a nome del gruppo GUE/NGL. – Signora Presidente, onorevoli colleghi, quale relatrice ombra del gruppo GUE/NGL, ringrazio anch'io moltissimo la relatrice Angelika Mlinar per il lavoro fatto, ringrazio le altre relatrici ombra, funzionarie e assistenti che hanno contribuito a redigere una relazione puntuale sugli avanzamenti di questa legislatura ma sulla strada, ancora lunga da fare, per raggiungere realmente uguaglianza di genere e integrazione della prospettiva di genere in tutte le politiche dell'Unione e degli Stati membri.

Soprattutto credo che il Parlamento europeo debba esprimere un ringraziamento ai movimenti femministi che, nella storia e in questo presente, combattono per una giustizia e per una politica per tutte e per tutti, per tutti gli esseri umani, per tutte quelle identità di genere che ancora subiscono discriminazione e violenze. Sono loro l'ispirazione e il fondamento di ogni conquista istituzionale, sui diritti umani, sui diritti del lavoro, sul contrasto alle discriminazioni.

Credo sia molto importante sottolineare un dato, che ho fortemente voluto in questa relazione, e per cui esprimo soddisfazione: non ci può essere un uso consapevole del gender mainstreaming a livello istituzionale senza i luoghi che producano autorevolezza e autodeterminazione delle donne. Sto parlando di quegli spazi femministi, come la Casa internazionale delle donne di Roma, come la Casa Lucha y Siesta a Roma, che producono pensiero e politica femminista. La commissione FEMM del Parlamento europeo ha potuto recentemente visitarli, luoghi che stanno subendo un attacco fortissimo da parte di istituzioni locali e nazionali, è un attacco volto a cancellare la loro storia e a disconoscere il loro valore in nome di contabilità e logica del debito.

Voglio chiarire ancora una volta che le donne non sono in debito, le donne sono in credito, a Roma come in tutta Europa, e sono soprattutto l'ispirazione e il nutrimento della politica femminista a livello europeo, sono sicuramente, per me, una fonte di ispirazione e riferimento continuo in questa mia presenza nel Parlamento europeo.

  Mylène Troszczynski, au nom du groupe ENF. – Madame la Présidente, Madame la Commissaire, ce rapport, comme bien souvent quand il est question de l’égalité hommes-femmes, est complètement lunaire.

Parce qu’il y aurait un trop grand nombre d’hommes présents dans les institutions européennes ou élus au Parlement européen, vous prônez des listes paritaires strictes ainsi que des quotas obligatoires de femmes. En même temps, vous vous désolez que l’on conteste la légitimité des femmes dans la sphère politique et au Parlement. Êtes-vous à ce point aveuglés par votre idéologie paritaire pour ne pas voir cette réalité? Il est pourtant évident que notre crédibilité à nous, femmes, est violemment remise en question avec de telles mesures. Comment faire confiance à un recruteur quand celui-ci choisit sous la contrainte de quotas absurdes? Comment être une élue crédible face aux citoyens qui disent de vous: «elle a été élue parce que c’est une femme»?

Autre foutaise dans ce texte, l’importance, selon vous, de déconstruire les stéréotypes de genre dans notre communication, en employant non plus le masculin ou le féminin mais un langage dégenré et inclusif pour ne stigmatiser personne et surtout pas les LGBT.

Cela pourrait prêter à rire si la situation sociale des pays européens n’était pas si catastrophique. Pensez-vous réellement que nos concitoyens – et je pense en particulier aux gilets jaunes, en France, qui manifestent depuis près de deux mois pour ne plus avoir à choisir entre payer son loyer et faire plaisir à ses enfants – soient choqués que dans les commissions du Parlement européen la parité ne soit pas respectée ?

À l’heure où l’Europe n’est plus en capacité de protéger ses citoyens à cause de frontières passoires que des millions de migrants franchissent aisément, à l’heure où M. Juncker, par ses traités de libre-échange, met au chômage des millions d’Européens, à l’heure où le communautarisme et l’islamisme gangrènent nos pays et menacent la vie de nos citoyens, votre priorité pour les élections prochaines est la déconstruction des stéréotypes de genre au nom de l’inclusion.

À l’instar de la nouvelle idole des européistes, M. Macron, par ce texte, vous démontrez s’il en était encore possible, votre déconnexion totale avec le monde réel. Les Européens, en mai prochain, vont vous démontrer quelles sont leurs véritables priorités et iront aux urnes vous expliquer ce qu’ils attendent des élus qui les représentent.

  Eleonora Forenza (GUE/NGL), domanda "cartellino blu". – Onorevole Troszczynski, la ringrazio per aver accettato la domanda, ne porgo tre in trenta secondi.

Primo, se Lei ha ascoltato, come ho ascoltato io chiedere in quest'Aula, se le donne sono adatte a guidare degli autoveicoli e se questa cosa non ricade, appunto, dentro la categoria di stereotipo di genere.

Seconda questione, noi abbiamo un gender pay gap enorme, ancora, a livello di Unione europea e di Stati membri. Come affrontiamo questa cosa, senza parlare di stereotipi di genere?

Terza domanda, Lei parlava prima di un reclutatore. Ecco, io non voglio essere una quota di un reclutatore uomo, io voglio cambiare il reclutatore e far sì che i reclutatori siano uomini e donne, questo si fa, mi auguro convenga, cambiando appunto gli stereotipi di genere e superandoli.

  Mylène Troszczynski (ENF), réponse «carton bleu». – Je vous remercie pour votre question. Je n’ai pas parlé de femmes qui conduisent des voitures, donc je ne comprends pas trop. En revanche, je suis tout à fait d’accord avec vous sur l’égalité hommes-femmes en matière salariale, je pense que c’est le minimum.

Je suis d’accord, il faut changer les mentalités, mais cela ne doit pas forcément venir de rapports de l’Union européenne. C’est une question de mentalité. Il ne faut pas obliger les gens à embaucher ou à présenter une femme parce qu’elle est une femme, il faut embaucher une femme ou présenter une femme à des élections ou à des postes supérieurs parce qu’elle est capable de le faire et c’est tout.

  Bruno Gollnisch (NI). – Madame la Présidente, en 1453, dans Constantinople assiégée par les Turcs, on dissertait sur le sexe des anges. En 2019, dans une Union européenne en pleine déliquescence, on disserte sur le sexe des députés.

Le texte sur l’égalité des genres présente tous les défauts habituels à ce Parlement. Il est verbeux, avec trois pages de visas et plus de 30 considérants. Il condense les caractéristiques du prétendu «politiquement correct» en cette matière. Il procède de l’idée que les rôles des hommes et des femmes, naturellement complémentaires, doivent être en tout, toujours, partout, absolument identiques.

La seule chose qui compte pour vous est qu’il y ait absolument autant d’hommes que de femmes partout, quels que soient les vocations, les goûts, les aptitudes, les sensibilités des uns et des autres. Parité partout, mais alors, comment comptabiliser les troisième, quatrième, cinquième sexes, et quelle place pour ces LGBTI, dont vous avez par ailleurs plein la bouche, si j’ose dire? Le résultat est une culpabilisation et une infantilisation de tous les députés et, bien sûr, des hommes.

  Agnieszka Kozłowska-Rajewicz (PPE). – Pani Przewodnicząca! Pani Komisarz! Szanowni Państwo! Zacznę od uwagi, ponieważ trochę się dziwię, że w tej Izbie kwestionuje się wagę czegoś takiego, jak rozbijanie stereotypów płci. Gdyby 100 lat temu pierwsze sufrażystki nie rozbiły stereotypów płci, to tych obrad nie prowadziłaby pani przewodnicząca, reprezentantem Komisji nie byłaby pani komisarz, a my – posłanki – nie przemawiałybyśmy w tej Izbie, bo po prostu kobiet by tutaj nie było w ogóle. Myślę więc, że warto pamiętać o tym, co się wydarzyło przez ostatnie 100 lat.

Jeżeli chodzi o sprawozdanie, to przede wszystkim gratuluję pani Angelice Mlinar tego bardzo dobrego sprawozdania. Nie mam żadnych wątpliwości, że gender mainstreaming, czyli włączanie kwestii równouprawnienia do głównego nurtu polityki, jest kluczowe, żebyśmy osiągnęli cel, jakim jest równe traktowanie kobiet i mężczyzn – cel, który jest zapisany w wielu punktach traktatów, w wielu dyrektywach i rozporządzeniach europejskich.

Jeżeli chcemy ten cel osiągnąć, jeżeli chcemy skutecznie zachęcać państwa narodowe do wysiłku w tym zakresie, to jest oczywiste, że wszystkie instytucje unijne z Parlamentem Europejskim na czele powinny świecić przykładem, pokazać, jak w praktyce funkcjonowania konkretnej instytucji może wyglądać wprowadzenie zasad równego traktowania.

Sprawozdanie zawiera wiele uzasadnionych postulatów i ocen już wykonanych działań, na przykład zwiększone kadry i fundusze na cele walki z mobbingiem w Parlamencie Europejskim, czy też doskonalenie informacji, poradników związanych z równym traktowaniem. Sprawozdanie wzywa do ściślejszej współpracy pomiędzy komisjami parlamentarnymi, co jest uzasadnione, jest istotą tego, co nazywamy gender mainstreaming w temacie równouprawnienia płci, oraz do większego zaangażowania Instytutu ds. Równości Kobiet i Mężczyzn w popularyzację informacji oraz narzędzi do pomiaru równości płci w parlamentach narodowych i w Parlamencie Europejskim.

  Liliana Rodrigues (S&D). – Senhora Presidente, Senhora Comissária, antes de mais, bom ano. Dizer ao senhor deputado que nós não temos mais homens na Comissão das Mulheres porque eles não querem, inclusive no seu próprio grupo. Referir que, em 2003, o Parlamento Europeu comprometeu-se a adotar um programa de ação para a integração da perspetiva de género, inclusive no funcionamento das suas comissões e delegações. 16 anos depois, estamos aqui a discutir o mesmo assunto. Continuamos de facto sub-representadas.

Já aqui foi dito, 36 % dos membros deste parlamento são mulheres e esse é um caso flagrante de falta de perspetiva de género. E queria referir o caso do Partido Socialista português que, pela segunda vez consecutiva, irá apresentar uma lista totalmente paritária às eleições europeias e seria bom que outros Estados-Membros seguissem esse exemplo dentro dos seus partidos. Dizer ainda que, em 2017, sete mulheres faziam parte da composição da mesa do Parlamento, num total de vinte elementos. Menos mal, poderemos dizer, mas, no que diz respeito, aos lugares de chefia desta instituição, ficamos pelos 33%. Os dados, de facto, não abonam a nosso favor.

Chciałabym powiedzieć, że to sprawozdanie w sprawie uwzględnienia aspektu płci w Parlamencie Europejskim ma tak naprawdę niewiele wspólnego ze swoim tytułem. Gdybyśmy rzeczywiście realnie mieli skupić się na problemach związanych z płcią, to jednym z głównych, jak nie głównym tematem, byłaby kwestia łączenia życia zawodowego z rodzinnym – z tym problemem borykają się kobiety. Jestem zdziwiona, że w tym sprawozdaniu nie ma odzwierciedlenia tego prawdziwego problemu. Kobiety chcą być matkami, chcą wychowywać dzieci, chcą również rozwijać się zawodowo, a więc naszą rolą powinno być stworzenie takich regulacji, które będą pozwalały kobietom łączyć role.

Kobiety są mądre, dobrze wykształcone i nie potrzebują specjalnych forów, żeby zdobywać stanowiska. Problemem poważnym jest to, że nasze asystentki pracują w Parlamencie od godziny dziewiątej do godziny osiemnastej, więc tak naprawdę dla nich najpoważniejszym problemem jest właśnie to łączenie roli matki i roli pracownika.

Dziwicie się Państwo, że jest tak mało mężczyzn w komisji FEMM, ja się nie dziwię, ponieważ w tej komisji dominuje populizm skrajnej lewicy, który powoduje, że polityka równościowa, polityka na rzecz praw kobiet staje się przez lewą stronę tej sceny politycznej Parlamentu ośmieszona i karykaturalna.

Przed chwilą zwracała uwagę zarówno pani komisarz, jak i pani sprawozdawczyni, że jest niewielki odsetek kobiet na wysokich stanowiskach w Parlamencie Europejskim. Moja diagnoza brzmi tak – dlatego, że nie ma możliwości łączenia pracy zawodowej kobiet i mężczyzn, kobiety w sposób wolniejszy budują swoją ścieżkę kariery. Przy okazji chciałabym zwrócić uwagę, że w tym sprawozdaniu jest obowiązkowe szkolenie dla posłów i pracowników zapobiegające molestowaniu. Czy Państwo aż tak źle oceniacie posłów i pracowników, że trzeba ich uczyć, jak zapobiegać molestowaniu? Dlaczego Państwo się dziwicie, że nikt nie przychodzi na te szkolenia? Przecież te szkolenia tak naprawdę obrażają, ludzie kulturalni takich rzeczy po prostu nie czynią, to są czyny karalne i powinny być ścigane na podstawie kodeksów karnych państw członkowskich.

  Dobromir Sośnierz (NI). – Pani Przewodnicząca! Uwzględnianie aspektu płci w sprawach publicznych to się nazywa seksizm, więc tytuł tego sprawozdania powinien brzmieć „Sprawozdanie w sprawie seksizmu w Parlamencie Europejskim”, tak żeby wszyscy wiedzieli, o co tak naprawdę chodzi.

Jeśli się zastanawiamy, skąd się biorą niektóre negatywne stereotypy o kobietach, to być może z pisania takich bezsensownych sprawozdania jak to. To jest naprawdę wstyd dla normalnych kobiet, że feministki w Parlamencie Europejskim domagają się zatrudniania kobiet na jakichś stanowiskach tylko dlatego, że są kobietami. To feminizm jest hańbą dla kobiet.

W punkcie 40. sprawozdawczyni chce oczywiście uciszać sankcjami niewygodne wypowiedzi. Popiera to, że zostały tutaj nałożone sankcje za wypowiedzi, które jej się nie podobają. Chciałem więc powiedzieć, że ja się nie boję waszych kar. Nie zagłuszycie prawdy karami. Możecie sobie te kary nakładać, ale ja czy poseł Korwin-Mikke odpowiadamy przed wyborcami, a nie przed wami, hipokryci, i nie będziecie nam mówić, co nam wolno w tym Parlamencie mówić, a czego nam nie wolno mówić – ani Pani, ani pan Tajani. To Pani powinna się z tego Parlamentu wycofać, skoro Pani nie rozumie, na czym polega wolność słowa, a Pan, Panie Tajani, powinien się podać do dymisji.

  Anna Záborská (PPE) – Podľa predloženého textu by som vás mala osloviť rodovo neutrálne. V mojej rodnej reči však nemám na výber: musím sa rozhodnúť, či vás oslovím ako ženy alebo ako mužov. A ani poslancom tohto parlamentu, ani jeho vedeniu, ani jeho tlmočníkom neprislúcha právo politickým príkazom meniť reč, ktorá sa prirodzene vyvíjala už stovky, možno tisíce rokov.

Takéto požiadavky na zavádzanie niektorých až absurdných opatrení kompromitujú snahu o dosiahnutie skutočnej rovnosti príležitostí v prostredí Európskeho parlamentu. A nielen Európskeho parlamentu. Čo je horšie, zatieňujú aj zmysluplné iniciatívy, napríklad na zlepšenie postavenia žien v pracovnom prostredí, nulovú toleranciu pri sexuálnom obťažovaní alebo oceňovanie práce žien a mužov bez ohľadu na pohlavie. Moje štrnásťročné skúsenosti v európskej politike jednoznačne ukazujú, že túto tému opakujeme každé volebné obdobie, zároveň ukazujú, že používanie výrazov, ktorým ľudia nerozumejú škodí hlavne ženám.

Keby sme jasne hovorili o rešpektovaní ľudskej dôstojnosti každého človeka, o rovnocennom postavení žien a mužov, postavenie žien v spoločnosti by mohlo byť už na úplne inej úrovni.

  Julie Ward (S&D). – Madam President, I am happy that this Parliament takes the fight for gender equality seriously. At a time when conservative forces are allying against women, girls and LGBTIQ+ people, it’s important to redouble our efforts towards achieving true gender equality.

As we consider how to better add a gender perspective, both to the EU’s policies and the administrative functioning of Parliament, it’s important to keep in mind that this is not only about women. A gender perspective is also important for LGBTIQ+ people whose experiences are often silenced and ignored in policy-making.

We still have a long way to go in terms of diversity in the European Parliament. White, middle-class people remain unacceptably over-represented in our institutions. The EU needs to adopt real policies fostering diversity and inclusion in order to create a real democracy where everyone is represented. One of the ways that I have been addressing this is to offer job-shadowing opportunities to young women and LGBTIQ+ people. Hopefully, some of them will be sitting in this Chamber in the future. Those of us who have achieved in life should never pull up the ladder behind us.

Natomiast chciałbym Panią uprzejmie zapytać, jak Pani uważa, w jaki sposób język neutralny płciowo może zwiększyć szanse kobiet i dziewcząt, ponieważ Państwo proponujecie wprowadzenie języka neutralnego płciowo.

Ich wundere mich schon sehr, wenn ich den Textentwurf auf Seite 17 Ziffer 40 lese, wie Sie in diesem Textentwurf eine Schelte gegenüber dem Gericht der Europäischen Union aussprechen und sich auf der anderen Seite hinter eine offenbar nicht rechtmäßige Entscheidung des Präsidenten stellen. Fakt ist, das Gericht der Europäischen Union hat die inakzeptablen Angriffe auf die freie Meinungsäußerung in diesem Haus verurteilt und aufgehoben. Die politisch korrekte Zensur von Ihnen auf der linken Seite des Saales hat damit eine schallende Ohrfeige bekommen. Während Sie ständig gegen Ungarn, Polen und jetzt auch Rumänien hetzen und diese Staaten offen diskriminieren, ist dieser Textentwurf ein Versuch, sich in die Arbeit des Gerichts der Europäischen Union einzumischen und die Richter zu bevormunden. Sie haben das jüngste Gerichtsurteil, das ein Sieg der freien Meinungsäußerung ist, zu achten und zu respektieren. Es werden zum Glück immer mehr Stimmen laut, die wie ich Ihre verquere Leugnung natürlicher Geschlechter und die damit verbundene Negierung der Unterschiedlichkeit eines jeden Menschen ablehnen und sich das auch offen zu sagen trauen. Ja, eine Familie besteht für mich aus Mann, Frau und Kindern. Europa wird nur dann eine Zukunft haben, wenn wir endlich die abnorme Politik der Hyperindividualisierung rückabwickeln und anerkennen, dass Geschlechter mehr sind als soziale Konstrukte.

  Michaela Šojdrová (PPE). – Paní předsedající, chtěla bych připomenout, že poslední zprávu na téma začleňování hlediska rovnosti žen a mužů do činnosti Evropského parlamentu jsme zde projednávali v roce 2016 a její součástí byla i výzva k paritnímu zastoupení ve Výboru pro práva žen a rovnost pohlaví. Uplynuly však téměř tří roky a v tomto ohledu se mnoho nezměnilo. Rovnému zastoupení se zdaleka ani neblížíme právě v tomto výboru, který by měl být symbolický pro Evropský parlament.

Myslím, že pokud nedosáhneme tohoto cíle, tak je velmi úsměvné, dovolte mi říct bohužel až pokrytecké, že chceme ostatní poučovat o potřebě vyvážené reprezentace žen a mužů. My sami nedokážeme tohoto dosáhnout ve výboru, který se má zabývat právě tímto cílem. Připomenu čísla – 7 mužů z 33 řádných členů, 10 mužů z 29 náhradníků. To tedy opravdu není rovné zastoupení. Já to považuji, zřízení tohoto výboru a projednávání takovýchto zpráv, bohužel pouze za určité alibi.

Máme strategii, máme zprávu, máme usnesení, ale v podstatě se nic podstatného nezmění. Myslím, že naším cílem skutečně musí být rovnost žen a mužů. Ochrana žen v jejich přirozené roli – a to je role mateřská. Podpořme ženy, aby mohly rozvíjet svojí profesní kariéru, podpořme ženy v jejich důstojném životě, v jejich mateřské roli, aby mohly řádně pečovat o své rodiny.

  Evelyn Regner (S&D). – Frau Präsidentin, sehr geehrte Frau Kommissarin! Das Ziel der Gleichstellung steht ja schon in den Gründungsverträgen der Europäischen Union, das heißt, es gehört zur DNA der Europäischen Union.

Es geht immer um dasselbe: das Begegnen auf Augenhöhe und es geht um das Teilen von Macht. Da tun sich offensichtlich im extrem rechten Eck dieses Hauses einige Leute sehr schwer. Was mir an dem Bericht besonders wichtig ist, ist das Praktische. Was können wir da in der Zukunft umsetzen? Für mich ist es ganz besonders wichtig, dass aus der MeToo-Kampagne nicht nur ein Hashtag übrigbleibt, sondern dass wir auch Maßnahmen in diesem Haus – im Europäischen Parlament – setzen und das heißt, unabhängige externe Experten einzusetzen, an die sich dann allenfalls vermeintliche Opfer wenden können, ohne dass sie Scheu haben. Dazu gehören natürlich auch die verpflichtenden Schulungen. Wichtig ist mir auch das Geld: Wenn es um den EU-Haushalt geht, soll nämlich halbe-halbe – also Gender Budgeting – eingeführt werden.

Gratulation an die Berichterstatterin, die ganze Arbeit geleistet hat und an alle, die da an einem Strang gezogen haben.

  Ruža Tomašić (ECR). – Poštovana predsjedavajuća, kad govorimo o rodno osviještenoj politici u Europskom parlamentu, teško je ne početi s brojnim svjedočenjima o seksualnom uznemiravanju žena u ovoj instituciji. Svaka seksualno uznemiravana osoba mora imati svu institucionalnu zaštitu i ženama ne smijemo poslati poruku da moraju trpjeti odvratno ponašanje da bi ostvarile karijeru.

Žalosna je činjenica i da mnoge žene ne dobivaju zaslužena mjesta samo zato što su žene, ali ništa manje poražavajuće ne bi bilo zapošljavanje ljudi samo na temelju njihova spola. I sama sam kao policijska službenica bila žrtva diskriminacije, ali sam se za svoje mjesto među muškim kolegama pošteno i ravnopravno borila i izborila.

Dolaze nam europski izbori i sastav ovog doma jako će se promijeniti, a bit će promjena i među administrativnim osobljem. Građani Europe trebaju najsposobnije, najradišnije, najhrabrije, najinovativnije i nekorumpirane zastupnike i administratore. Kojeg su oni spola, to je puno manje važno.

  Κωνσταντίνα Κούνεβα (GUE/NGL). – Κυρία Πρόεδρε, τι φαίνεται να κάνουμε σήμερα εδώ, επανάσταση; Δεν θα το λέγατε; Και όμως, το πρώτο επαναστατικό πράγμα που μπορεί κανείς και καμιά να κάνει είναι πάντα να διακηρύττει δυνατά αυτά που συμβαίνουν. Το είχε πει η Rosa Luxemburg. Η σημερινή έκθεση λέει δυνατά μια πραγματικότητα που η πλειοψηφία δεν φαντάζεται πως ισχύει στο Ευρωπαϊκό Κοινοβούλιο: ανισότητα! Σε πόσες θέσεις του Ευρωπαϊκού Κοινοβουλίου είναι γυναίκες; Μόλις το 36%! Και να μην πω για φύλα που δεν εκπροσωπούνται καν. Χρειαζόμαστε άμεσα ισόρροπη εκπροσώπηση των υποψηφίων σε εκλογές και υψηλά αξιώματα, εκπαίδευση και ενημέρωση για αμερόληπτη και μη στερεοτυπική συμπεριφορά απέναντι στις γυναίκες και την κοινότητα ΛΟΑΔΜ.

  Ελευθέριος Συναδινός (NI). – Κυρία Πρόεδρε, ο Θεός δημιούργησε τον άνδρα και τη γυναίκα κατ’ εικόνα και καθ’ ομοίωση. Δεν περιμέναμε ξένους να μας κηρύξουν την ισότητα που η αρχαία ελληνική γραμματεία και ο ελληνορθόδοξος χριστιανισμός διδάσκουν επί χιλιετίες. Είναι οξύμωρο πως οι γραφειοκράτες των Βρυξελλών, που τόσο κόπτονται για τη διαφορετικότητα, προσπαθούν να πείσουν για την απόλυτη εξίσωση και εξάλειψη κάθε φυσιολογικής διαφοράς. Θεμελιώδη δικαιώματα και βασικοί κανόνες ηθικής τάξης γίνονται όχημα πολιτικής εκμετάλλευσης για την προώθηση συγκεκριμένης ρητορικής. Ναι στην ισότητα, όχι εκμηδένιση ή κατάργηση των δύο φύλων. Ναι στις ίσες ευκαιρίες, όχι στις θεσμικές διακρίσεις και την κωδικοποιημένη αποδοχή του ρατσισμού και του σεξισμού. Ναι στην αξιοκρατία, όχι επιπλέον ευνοιοκρατία υπέρ ορισμένων εκλεκτών. Η τυπική επίτευξη στόχων και η διαδικαστική εκπλήρωση κριτηρίων δεν αποτελεί πρόοδο. Επιμένουμε για την επίτευξη πραγματικής προόδου, για την εξάλειψη της εκμετάλλευσης, της κακοποίησης και της σεξουαλικής παρενόχλησης με λογικές και αποτελεσματικές δράσεις.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, κατ’ αρχάς πρέπει να πούμε ότι η ισότητα των δύο φύλων είναι ένα ζήτημα κοινωνικό και, ως εκ τούτου, πρέπει να υπάρξουν κοινωνικές πολιτικές προκειμένου να οδηγηθούμε στην ισότητα των δύο φύλων. Φυσικά, υπάρχουν και ιδεολογικές αντιλήψεις και στερεότυπα τα οποία πρέπει και αυτά να αντιμετωπιστούν. Στη βάση αυτή, λοιπόν, πρέπει κανείς να αντιμετωπίσει το θέμα της ισότητας των δύο φύλων. Θα μείνω στο ζήτημα των ψηφοδελτίων ενόψει των ευρωεκλογών. Στην Ελλάδα υπάρχει πρόβλεψη ότι τουλάχιστον το 1/3 των υποψηφίων πρέπει να εκπροσωπεί ένα εκ των δύο φύλων. Αυτό σημαίνει ότι υπάρχει δυνατότητα να υπάρχει και μεγαλύτερη εκπροσώπηση. Υπάρχει, όμως, στην έκθεση μια πρόταση σε περίπτωση λίστας που λέει ότι πρέπει να γίνεται εναλλαγή στη σειρά των δύο φύλων. Θα έλεγα ότι η λίστα είναι αντιδημοκρατική συμπεριφορά και αντιδημοκρατική ρύθμιση. Είναι σωστό να έχουμε την κατ’ ελάχιστον 1/3 εκπροσώπηση οιουδήποτε φύλου ή και 50%, αλλά από εκεί και πέρα να εκλέγουν με βάση το σύστημα του σταυρού προτίμησης όποιον προτιμούν οι ίδιοι οι ψηφοφόροι. Επομένως, να έχουμε την ισότιμη εκπροσώπηση των δύο φύλων στα ψηφοδέλτια και οι ίδιοι οι εκλογείς να αποφασίζουν ποιον θα εκλέξουν ως ευρωβουλευτή στις επόμενες ευρωεκλογές.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, ήδη από τον προηγούμενο αιώνα, η ισότητα των δύο φύλων έχει γίνει πραγματικότητα και οι γυναίκες έχουν λάβει τη θέση που τους αρμόζει όχι μόνο στον τομέα της εργασίας αλλά και στον τομέα της πολιτικής, καθώς επίσης και στον τομέα κάθε άλλης κοινωνικής δραστηριότητας. Πολλές γυναίκες, ακόμη και σήμερα, έχουν ασκήσει και εξακολουθούν να ασκούν με μεγάλη επιτυχία υψηλού επιπέδου καθήκοντα σε επιχειρήσεις, διαφόρους οργανισμούς και άλλους φορείς. Υπενθυμίζω, επίσης, ότι πολλές γυναίκες υπήρξαν και εξακολουθούν να είναι Πρωθυπουργοί και Πρόεδροι των χωρών τους. Άρα, λοιπόν, η ισότητα υπάρχει. Σε ό,τι αφορά το Ευρωκοινοβούλιο, και εδώ έχουμε ισότητα, διότι το 55% του προσωπικού είναι γυναίκες και σε ό,τι αφορά το θέμα της εκπροσωπήσεως των γυναικών στα ανώτερα κλιμάκια της ιεραρχίας, τόσο τα διοικητικά όσο και τα πολιτικά του Ευρωκοινοβουλίου, δεν πρέπει να αντιμετωπίζουμε το θέμα ως θέμα ποσοστώσεως ως και ως στατιστικό αλλά ως θέμα αξιοκρατίας. Πρέπει να υπάρχουν ίσες ευκαιρίες και τις θέσεις υψηλής ευθύνης να τις καταλαμβάνουν όσες και όσοι έχουν τα απαιτούμενα προσόντα. Εάν δεν δούμε το θέμα αυτό υπό το πρίσμα που σας ανέφερα, τότε η όλη υπόθεση απλά θα καταλήξει σε έκφραση ενός ανικανοποίητου πόθου.

I am very proud that in my political group we take that seriously and we put it at the forefront of our work in the Socialists and Democrats Group. However, it will not have gone unnoticed by anybody living in the 21st century, in the days that we are experiencing, that President Trump is the most arch-conservative leader that we have seen in decades, and that his influence on right-wing forces across the world means that women are not even keeping pace with the level of equality that we had before. Somehow or other, President Trump has normalised the kind of inequality, mistreatment, sexual harassment and misogyny that existed beforehand. He is a conservative and it is the conservative forces like that that we are now fighting against.

  Věra Jourová, Member of the Commission. – Madam President, thank you very much for a very interesting discussion which went beyond the scope of the report. I will use the opportunity to also go beyond it and to present the main principles which the Commission and myself keep working on gender equality topic.

The most important principle in my view is equality in opportunities – nobody says that men and women are the same. We speak about equality of opportunities, breaking the stereotypes which stop women from getting to managerial positions, and we all know that this is still an issue. So equality in opportunities.

Then we come to zero tolerance for discrimination and violence against women. We have alarming statistical figures which show that both open discrimination and violence are problems which need to be solved.

And the third principle, we have to unleash the potential of women in both the political and economic sphere, because this will be to the benefit of the whole of society. Again we have a lot of evidence which shows that it is a short-sighted position of society not to enable women to have managerial positions, to use their qualifications, because 62% of university leavers are women, young women who want to take over part of the responsibility of the development of our societies.

And you mentioned many times that one of the issues which women face is insufficient conditions for working mothers to combine their work and family duties.

That is why, keeping these principles, I want to continue until the end of my mandate and I very much count on the support of this Parliament to finish some of the things which we have started.

Speaking about legislation, first of all, there is the work-life balance initiative, the combination of legislative and non-legislative measures which should create these better conditions for the working women and for working parents if you want to have this gender neutral, because we also here speak about the better possibility for men to share more duties at home and to give a wider spectrum of choices for families to use these better conditions, if they wish.

We have to do everything we can to fight again discrimination, as I said, also by supporting civil society institutions. The equality bodies which we are proposing to strengthen their possibilities to represent the victims of discrimination in the courts for instance, to be concrete.

We are doing a lot of things through the funding of various projects which should decrease violence against women. I am in permanent contact with the law enforcement authorities in all the Member States, where we have common clear understanding that violence against women, especially domestic violence, is a crime which has to be punished.

I think we are doing everything possible to achieve the accession of EU to the Istanbul Convention. We are doing our best in promoting women to managerial positions through diversity charters, and are still also negotiating the possibility of the adoption of the women on boards directive.

So there is still a lot of work ahead of us. We are still not at the end of the mandate and it will be very important that in the next mandate, here in this House, will be a lot of women and men who will understand that gender equality is not a choice. It is an obligation and that we have to solve this problem not as a problem of women but as a problem of our society.

So let’s hope the elections will bring a lot of enlightened people to this House, but also to the Commission, who understand the core principles and the things which need to be done, either the continuation of what we are doing now or new ideas and new visions, and hopefully workable measures to be accomplished or to be used to solve the problem.

  Angelika Mlinar, Rapporteur. – Madam President, the Committee on Women’s Rights (FEMM) is a non-legislative committee. Since it was mentioned that there are not many men, I would say that this is one of the reasons why there are not so many men present. I’m also sorry for this, but this is a fact. Also, the gender mainstreaming report is a non-legislative report. However, this debate has shown once more how heated and how intense the discussion actually is here in this House when it comes to gender issues.

I would like to thank all colleagues for their contributions – the supporting voices as well as the critical ones – since an open debate is the basis of every good functioning democracy. So is the vote, and I therefore kindly ask for broad support in favour of this gender mainstreaming report tomorrow in order to have a clear democratic decision and a strong commitment by the European Parliament for gender mainstreaming and gender equality.

  Vilija Blinkevičiūtė (S&D), raštu. – Europos Parlamentas yra įsipareigojęs skatinti lyčių lygybę, moterų teises ir įvairovę savo darbo vietoje ir įgyvendindamas savo politiką. Vienas iš būdų lyčių lygybei skatinti yra lyčių aspekto integravimas į Europos Parlamento darbą. Lyčių aspekto integravimas yra visuotinai pripažįstama lyčių lygybės įgyvendinimo strategija. Jis nėra pats sau tikslas – tai priemonė lyčių lygybei užtikrinti, kai lyčių aspektu grindžiamu požiūriu vadovaujamasi rengiant, kuriant, įgyvendinant, stebint ir vertinant politiką, reglamentavimo priemones ir išlaidų programas. ES pripažįsta, jog lyčių lygybė yra pamatinė teisė, bendra ES vertybė ir būtina sąlyga, kad Sąjunga pasiektų savo augimo, užimtumo ir socialinės sanglaudos tikslus. Taigi, lyčių aspekto integravimas turėtų būti laikomas nuolatiniu procesu, palaikomu sistemingomis pastangomis integruoti lyčių aspektą visais lygmenimis, į visas sritis ir visus politikos kūrimo bei įgyvendinimo procesų etapus. Šiame naujausiame pranešime apžvelgiama dabartinė lyčių aspekto integravimo skatinimo ir užtikrinimo padėtis Europos Parlamente – tiek jo administracijoje, tiek įgyvendinant jo politiką. Jame kritiškai vertinama pastarųjų dvejų metų pažanga ir pateikiamos konkrečios rekomendacijos, kaip toliau gerinti padėtį.

  Agnes Jongerius (S&D), schriftelijk. – Wordt 2019 dan het jaar dat we genderongelijkheid écht gaan aanpakken? Honderd jaar geleden kregen vrouwen kiesrecht. Ondertussen is er nog steeds geen vrouwelijke minister-president en lijkt een vrouw aan de top van een EU-instelling ver weg. Het is tijd voor meer vrouwen in de top, en het is tijd dat er meer ruimte is voor mannen in het huishouden en de zorg. Er is veel werk te verrichten, maar laten wij die handschoen opnemen en een verschil maken.

De structurele obstakels die gendergelijkheid in de weg staan, moeten worden neergehaald. Belastingbeleid moet de ongelijkheid niet in de hand spelen, maar juist tegengaan. Individuele in plaats van dubbele belastingheffing is nodig voor een eerlijkere verdeling van betaald en onbetaald werk. Daarmee helpen we de loonkloof van 16 % en de pensioenkloof van 40 % te sluiten.

Ik vind dat de tijd rijp is dat gender geen rol meer speelt in de ambities van een Europeaan. Ik pleit voor een Europa waarin niemand benadeeld wordt in het najagen van zijn of haar dromen. Voor een Europa waarin er gendergelijkheid is in topfuncties. Dat Europa waarvoor ik pleit, is er helaas nog niet.
