  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, το Ταμείο για την παγκοσμιοποίηση έχει τη δυνατότητα να συνεισφέρει πραγματικά για τη στήριξη της απασχόλησης. Διότι σε μια φάση όπου η παγκοσμιοποίηση έχει οδηγήσει σε τεράστια ανεργία, σε «outsourcing» των επιχειρήσεων και σε χτύπημα των μικρομεσαίων επιχειρήσεων, θεωρώ ότι το Ταμείο παγκοσμιοποίησης μπορεί να στηρίξει και έχει στηρίξει την προσπάθεια, προκειμένου οι άνεργοι να μπορέσουν και να καταρτιστούν και φυσικά να πάρουν οικονομική στήριξη. Δυστυχώς, στην Ελλάδα μέχρι στιγμής δεν έχουν αξιοποιηθεί τα κονδύλια αυτού του Ταμείου, το οποίο θα μπορούσε να έχει συνεισφέρει πραγματικά για να απαλύνει κάπως την φτωχοποίηση του ελληνικού λαού που έχει επέλθει με τα μνημόνια όλα αυτά τα χρόνια. Από κει και πέρα, με τη νέα ρύθμιση θα δοθεί η ευκαιρία για περαιτέρω στήριξη και σε σχέση με την ανεργία που δημιουργείται λόγω και των αυτοματισμών και των νέων τεχνολογιών.

  John Howarth (S&D). – Mr President, in the Committee on Budgets (BUDG), we regularly receive and approve reports on the Globalisation Adjustment Fund. Nobody wants to consider these reports because of the circumstances, but it gives us concrete action to assist people who have been thrown out of work in large-scale redundancies. We’ve had them recently from AirFrance, from Nokia, from Almaviva, major department stores in Finland, in the retail sector in Greece, textiles in Portugal and so on. I’m proud of the fact that the European Union is able to offer solidarity to people in the most difficult of circumstances.

The new Multiannual Financial Framework (MFF) will make available around EUR 1.6 billion over the course of the years. I accept and welcome the changes in this report that simplify and broaden the scope of the fund, and that move towards proactive and just transition funding. Since 2007 to July, there were only 161 cases from 21 Member States. Unfortunately, the UK Government didn’t participate in any of them.

  Rory Palmer (S&D). – Mr President, I support the idea of a European Globalisation Adjustment Fund to help industries and areas in transition and to respond to the challenges of an ever-changing global economy presenting all the challenges that brings, whether it be new technology, artificial intelligence, automation, moving to a low-carbon and zero-carbon economy.

I urge colleagues to learn the lessons of recent history, particularly in parts of the UK, where that move has seen people lose good, well—paid jobs in industries like coal mining and steel, with those jobs being replaced with low-paid, precarious jobs on zero-hour contracts. In bringing forward funds, such as the Transition Fund and the Globalisation Adjustment Fund, I would urge colleagues across the European Union to be mindful not just of creating jobs, but to be mindful of the types of jobs we are creating as well. We want good, well-paid jobs with dignity.

  Andrejs Mamikins (S&D). – Mr President, as a result of globalisation, the restructuring of companies puts many workers at risk. However, I don’t claim that globalisation is a negative phenomenon, it brings us enormous opportunities that our parents did not have.

However, what we need now is more solidarity, and I want to thank Maria Arena, my Socialist colleague from Belgium, for keeping this spirit in her report. I welcome the amendments that speak about the technological, energy and environmental aspects of globalisation. It brings significant added—value to the Commission proposal.

However, tackling globalisation is not possible without adjusting social policies. If you look at Latvia, my country, low birth rates and high levels of emigration are changing the face of our labour industry very rapidly. As a report by the Baltic Centre for Investigative Journalism concluded, almost half of all Latvian residents would be over 50 years old by 2030. That is why the EU must help our country or it will be made up of pensioners.

  Deirdre Clune (PPE). – Mr President, I welcome the report on the Globalisation Adjustment Fund to provide support to those who have lost their jobs as a result of major structural changes in world patterns due to globalisation, or as a result of economic or financial crises. I particularly welcome some of the provisions proposed to reduce the level of redundant workers from the original figure of 500 down to 200, and it is very important for smaller countries such as Ireland – and indeed for SMEs – to reduce that threshold, because it has been difficult to qualify under previous provisions.

The Globalisation Adjustment Fund has been enormously successful in Ireland. There have been at least 10 projects that have qualified including Dell in Limerick, TalkTalk in Waterford, and Andersen in Limerick, as well as Lufthansa. So I welcome the provision, and it is important to say that this complements national measures that are there to support workers and reintegrate them into the workforce.

Molaim go háirithe, go bhfuil an t-uasphointe íslithe ó chúig chéad go dhá chéad agus cabhróidh sé sin go háirithe le daoine in áiteanna tuaithe a bheidh ag cailliúint a jabanna. Dá bhrí sin, is iontach an Coiste é, taispeánann sé go bhfuil croí agus comhbhá an Aontais beo fós.
