  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η λιτότητα και η βίαιη δημοσιονομική προσαρμογή έχουν γεμίσει την Ευρώπη με στρατιές ανέργων και εκατομμύρια φτωχούς. Αυτή η πολιτική, δυστυχώς, συνεχίζεται μέχρι και σήμερα και τα όποια μέτρα έρχονται να προστεθούν για να απαλύνουν τις συνέπειες αυτής της πολιτικής μέσω του Ευρωπαϊκού Κοινωνικού Ταμείου δεν μπορούν να χτυπήσουν το κακό στη ρίζα του. Σε κάθε περίπτωση, θα πρέπει τα κονδύλια του Ευρωπαϊκού Κοινωνικού Ταμείου+ να αξιοποιηθούν από τις περιφέρειες, να αξιοποιηθούν από τις χώρες του ευρωπαϊκού Νότου, να πάνε πραγματικά για τη στήριξη της κατάρτισης και της επιμόρφωσης, να στηρίξουν κυρίως τους μακροχρόνια ανέργους, να στηρίξουν επίσης τη φτώχεια, η οποία χτυπάει την Ευρωπαϊκή Ένωση, να γίνουν πάρα πολλές δράσεις για την ενίσχυση του κοινωνικού κράτους. Μέτρα και κονδύλια τα οποία θα πρέπει να αξιοποιήσουν με τον καλύτερο τρόπο τα κράτη μέλη, και ιδίως οι χώρες του ευρωπαϊκού Νότου που έχουν χτυπηθεί από τα μνημόνια.

  Момчил Неков (S&D). – Г-н Председател, гласувах в подкрепа на доклада за новия Европейки социален фонд +, тъй като той има за основна цел справянето с ключови социални предизвикателства. Справянето с детската бедност, младежката безработица и съществуващото несъответствие между образователните системи и пазара на труда трябва да бъдат основни приоритети. В противен случай Европейският съюз ще продължи да бъде изправен пред силен икономически и социален натиск, който застрашава благосъстоянието на нашите граждани.

Вярвам, че преодоляването на неравенствата трябва да започва от най-ранна детска възраст, и затова приветствам заделянето на 5% от Европейския социален фонд + за изпълнението на европейска схема за гаранция за децата.

Детската бедност е феномен, който засяга почти половината от децата в България, които са лишени от достъп до здравеопазване, образование и грижа. Тази статистика звучи шокиращо за държава, която от 2007 г. е член на Европейския съюз. Наш дълг е да осигурим перспектива за развитие на младите хора, за да спрем обезлюдяването на регионите.

  Andrejs Mamikins (S&D). – Mr President, it is a big asset of this report that the Member States can flexibly channel the money into the most urgent matters, be it the labour market, working conditions, social protection, education or health protection. However, it is crucial that the Commission carries out oversight of how and on what this money is spent. I say this because some countries, such as Latvia, have very specific issues.

In Latvia the Russian-speaking minority, accounting for 24% of the population, is not allowed to pursue higher education in the Russian language, and according to the new school reform, our children will not be able to study in their native language from September 2019. The youth unemployment rate in Latvia reached almost 11% in December 2018. This is a clear sign that our young people simply cannot take an academic or professional path due to a very restrictive and discriminatory language policy. We should stop it.

  Rory Palmer (S&D). – Mr President, the last time I checked there was not a shortage of food in the European Union. The shelves of our supermarkets and our markets tend to be well stocked, but there is a food poverty emergency across this Europe, in every Member State. We are seeing queues growing all the time at food banks and emergency food poverty projects, many of them now funded by European Social Fund (ESF) monies.

One thing we can do to prevent that food poverty emergency becoming even worse in my own Member State would be to rule out right now a no-deal Brexit because it will not be the millionaires on the back benches of the Conservative Party in the House of Commons that will pay the highest price of a no-deal Brexit, it will be the people queuing at food banks who will pay the highest costs of the economic catastrophe that ‘no deal’ will bring about, the higher food prices that will lead to higher queues at our food banks. That is unacceptable. That’s one reason why ‘no deal’ must be taken off the table immediately.

  Ivana Maletić (PPE). – Poštovani predsjedavajući, nikako se nismo mogli složiti s prijedlogom smanjenja ulaganja u Europski socijalni fond od gotovo 7 milijardi eura i naš prijedlog, prijedlog Europskog parlamenta, ide upravo u suprotnom smjeru: skok s dosadašnjih 96 na novih 106 milijardi eura.

Ovaj instrument je izuzetno bitan za nova znanja u Europskoj uniji, za nove vještine, za digitalnu transformaciju, za pripremu za nove poslove, posebno vezano uz zapošljavanje mladih, a s druge strane za društvenu solidarnost odnosno poboljšanje uvjeta života za osobe s invaliditetom, uključivanje marginaliziranih skupina u svakodnevni društveni život i, posebno, iskorjenjivanje siromaštva, a osobito ako je vezano uz dječje siromaštvo.

Upravo zbog toga tražimo više sredstava i više aktivnosti usmjerenih na nova znanja i društvenu solidarnost.

  Deirdre Clune (PPE). – Mr President, I welcome Parliament’s proposal today to strengthen the Fund for the next period of funding up to 2027. The European Social Fund pulls together a series of funds: the Youth Employment Initiative, the focusing on those that are most disadvantaged, the EU health programme and the European social initiative. It focuses on unemployment, improving the employability of individuals, addressing poverty issues and focusing on social exclusion with a particular emphasis on young people and on children. So the value of this Fund – it is targeted directly at individuals, enabling them in developing skills for a modern economic era where we have automation, as we have spoken of already, and globalisation, and it will equip them with lifelong learning, which is becoming very important, and training.

I welcome this report. I think it’s very important that we would continue to support the ESF+, the European Social Fund Plus, as it benefits citizens directly in their communities.

  Dubravka Šuica (PPE). – Poštovani predsjedavajući, pozdravljam ovaj prijedlog Europske komisije o Europskom socijalnom fondu plus za razdoblje od 2021. do 2027.

Ne radi se samo o zapošljavanju i socijalnoj uključenosti, nego ovaj socijalni fond ostaje dio kohezijske politike, a uključit će europsku inicijativu za mlade i niz drugih programa koji će nastaviti biti dio kohezijske politike. Budući da se sada radi o 106 milijardi eura, mislim da je to dovoljan novac koji podrazumijeva u ovom trenutku 27 % cjelokupne kohezijske politike.

Smatram da je dobro da će se pojednostavniti način dobivanja ovih sredstava, da postoji veća fleksibilnost i da će se optimizirati postojeći postupci. U svakom slučaju, dobar je ovo iskorak i Europski socijalni fond plus sam podržala današnjim glasovanjem.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, ho votato a favore della proposta della Commissione europea sul Fondo sociale europeo Plus, per il periodo 2021-2027.

Un fondo che continuerà a promuovere l'occupazione e l'inclusione sociale, ma che punta anche a realizzare passi in avanti in termini di rafforzamento della dimensione sociale europea. Il sostegno ai giovani va mantenuto come obiettivo principale. Il tasso di disoccupazione giovanile è troppo elevato, specie in alcune aree. Il Fondo sociale europeo Plus deve mettere in atto misure personalizzate, in linea con i sistemi nazionali di garanzia per i giovani, prestando particolare attenzione ai giovani inattivi, i più lontani dal mercato del lavoro.

Il Fondo sociale europeo Plus va utilizzato per migliorare il funzionamento dei mercati del lavoro, sostenendo la modernizzazione dei servizi pubblici per l'impiego e migliorando i servizi di consulenza e di orientamento per i lavoratori.

Considerando infine che le disparità sociali esistenti in Europa suscitano sempre maggiore preoccupazione, è necessario che il Fondo sociale europeo Plus destini gran parte della propria dotazione per azioni contro la povertà e per una maggiore inclusione sociale.
