  President. – The next item is the report by Ramón Jáuregui Atondo, on behalf of the Committee on Constitutional Affairs, on the state of the debate on the future of Europe (2018/2094(INI)) (A8-0427/2018).

  Ramón Jáuregui Atondo, ponente. – Señor presidente, en primer lugar quiero expresar el agradecimiento a los diferentes ponentes alternativos que nos han ayudado a construir este informe que toma cuerpo fundamentalmente a partir de lo que ha sido la crisis existencial de la Unión Europea, lo que el propio Juncker denominó como una crisis existencial y que generó la propuesta de cinco escenarios sobre el futuro de Europa. Lo que el Parlamento hace, en definitiva, es recoger también las aportaciones de los primeros ministros y jefes de Estado que han comparecido a lo largo de los últimos dos años y tratar de ofrecer cuál es la propuesta, el escenario, en el que el Parlamento se siente mayoritariamente.

El informe describe realmente todo un conjunto de circunstancias que nos obligan a este «repensar Europa». En primer lugar, porque reconocemos serios problemas en la gobernanza económica de la unión monetaria; porque reconocemos los graves efectos sociales que han producido las políticas económicas de austeridad, especialmente en los países del sur; porque sabemos que el Brexit nos obliga a una reflexión sobre una Europa probablemente distinta a raíz de la retirada del Reino Unido; porque se han producido importantes desavenencias entre los diferentes países, especialmente, por ejemplo, en el ámbito de las políticas migratorias; porque nuevos problemas, como por ejemplo la seguridad interior y la seguridad exterior —derivadas, la primera de los problemas de los ataques terroristas, y la segunda de una vecindad muy conflictiva— nos obligan a una concepción nueva de la defensa europea; porque se han producido muchas disfunciones en el funcionamiento de la Unión estos últimos años.

De una manera o de otra, lo que venimos a decir es que Europa necesita configurar una hoja de ruta. Y lo que el informe ofrece son algunas reflexiones, ideas gruesas. La primera, por ejemplo: el nacionalismo no es la solución. Todos somos demasiado pequeños en la Unión Europea para afrontar los grandes retos y este es un común denominador de prácticamente todos los primeros ministros que han comparecido aquí. Y, en ese sentido, yo diría que la apuesta del Parlamento Europeo es el quinto escenario del señor Juncker: hacer más conjuntamente. Yo diría: hacer mejor lo que solo podemos hacer juntos.

Una segunda línea de reflexión, sin duda, es que la integración, una integración mejor, tiene que superar varios problemas que se han detectado como estructurales. Por ejemplo, la unanimidad para determinados temas: fiscalidad, política exterior, etcétera; el uso tímido de las cooperaciones reforzadas; la tentación de muchos Estados de abusar del derecho a una «Europa a la carta». Y así podríamos seguir con disfunciones que tienen que ser resueltas en los próximos meses.

La Comisión debe recuperar iniciativa política, porque creemos que el Consejo Europeo ha recuperado demasiado desequilibrio de poder durante la crisis. Una Comisión más ágil, más política; más poder al Parlamento, con derecho de iniciativa, con los Spitzenkandidaten como regla fundamental de conexión entre elecciones y presidencia de la propia Comisión; más control a la Comisión. En definitiva, señorías, de lo que se trata es de establecer grandes líneas para una mejor integración, para hacer mejor lo que solo podemos hacer juntos. Y lo que plantea este debate es que el próximo debate electoral recoja estas reflexiones y proponga a la ciudadanía una reflexión profunda —yo diría política— sobre cuáles deben ser las líneas de futuro del proyecto de la Unión Europea.

  Michaela Šojdrová (PPE). – Pane předsedající, kolegyně a kolegové, je velmi správné, že Evropský parlament se v posledních letech stal diskusním fórem o budoucnosti Evropské unie, vystupují zde premiéři, zástupci členských zemí. Je mi velmi líto, že na lednovou plenární schůzi odmítl přijet český premiér Andrej Babiš, který vlastně toto pozvání nevyužil a nepodělil se o svoji vizi o budoucnosti Evropské unie. Zpráva, o které jednáme a o které budeme hlasovat, uvádí, že cestou vpřed je diferencovaná integrace a politická unie. Myslím, že je pravda, že na některé výzvy, především na výzvu v otázce obrany, vnější a vnitřní bezpečnosti občanů, je třeba posílit společné pravomoci. Na druhou stranu volám k většímu respektu subsidiarity a zastavení úprku vpřed v integraci za každou cenu. Poučme se z brexitu.

  Csaba Sógor (PPE). – Tisztelt Elnök Úr! Az Európa jövőjéről szóló vita a Bizottság saját értékelése szerint az idén éri el az egyik legfontosabb állomását, amikor májusban a romániai Nagyszebenben az állam és kormányfők egy olyan Európa mellett tesznek hitet, amely látható eredményeket tud felmutatni a polgárok számára. Azt gondolom, hogy ha már a soknemzetiségű Erdélyben lesz az a csúcstalálkozó, akkor ezeknek az eredményeknek valóban láthatónak és érezhető kell lenniük az őshonos nemzeti kisebbségek számára is. Nagyszeben egykor a több százezres erdélyi német kisebbség egyik központja volt, ma már sajnos csupán néhány ezer német él Románia területén. Az erdélyi magyar közösség ugyanakkor egymillióháromszázezer főt számlál, és azt várja el Európától, hogy figyeljen oda arra, hogy nem használhatja szimbólumait, hogy az állam csak papíron biztosítja az anyanyelvhasználatot, vagy arra hogy éppen a magyar nyelvű orvosképzés jövője került veszélybe. Az Európa jövőjéről szóló gondolkodásba bele kell férjenek a nemzeti kisebbségek sajátos problémái, és nem maradhat tagállami hatáskör ez a kérdés.

  Julie Ward (S&D). – Mr President, Europe and the European Union is at a crossroads. Populism is on the rise. People are feeling that the systems and institutions no longer serve their interests. As elected representatives, it is for us to restore that faith. We must make sure that collectively and collaboratively we work for the interests of the people we represent, whether that be by ensuring that the loopholes for tax evasion are closed, strengthening human and workers’ rights, continuing the peace project that is Europe or ensuring balanced trade deals with countries with whom the EU has the same values – and not undermining human rights while we do it. Now more than ever we need closer ties between EU Member States, working on social cohesion, security, tackling climate change – continuing to strengthen peace at the heart of the EU project. The UK is sadly attempting to leave just when it needs to be a part of the European project, leading not leaving. As Robert Schuman said in 1950, Europe will not...

  Juan Fernando López Aguilar (S&D). – Señor presidente, señor comisario, recordamos muy bien cuando, en 2016, el presidente Juncker trajo a esta Cámara el debate sobre el llamado «Libro Blanco sobre el futuro de Europa» y muchos nos enfadamos al ver que la Comisión no tenía un plan, de modo que nos ofrecía desde continuar arrastrando los pies, como veníamos haciendo, hasta el salto federal, que no resulta realista.

Pero había dos opciones que sí resultaban una salida. Cooperación reforzada, lo que no significa Europa a la carta ni de geometría variable, sino una coalición de aquellos que realmente quieren Europa y están dispuestos a poner los recursos necesarios sobre la mesa para conseguirla. Y, por supuesto, hacer juntos lo que solo juntos podemos hacer.

Pues bien, este informe sobre el futuro de Europa delinea claramente cuál es la posición del Parlamento Europeo al respecto, pero nada tendrá sentido si Europa no es capaz de incrementar sus presupuestos cohesivos para restaurar no solamente el modelo social, sino su vocación solidaria y de corrección de las desigualdades, especialmente con las regiones menos favorecidas: regiones ultraperiféricas, regiones ultraalejadas, regiones más alejadas y menos pobladas son las que necesitan más...

  Ruža Tomašić (ECR). – Poštovani predsjedavajući, budućnost Europe vrlo je važna tema, ali bojim se da se pomalo pretvara u mješavinu straha kojim se ciljano kontaminira građane u izbornoj godini i lijepih želja koje su teško ostvarive. S jedne strane ljudi se plaše ruskom propagandom, neregularnim izborima, lažnim vijestima, populistima ili novim sukobima u Irskoj zbog tvrde granice nakon Brexita, a s druge, nudi jako malo konkretnih promjena postojećeg institucionalnog okvira za koji je jasno da ne funkcionira.

Dobar dio europskog establišmenta ostao je zarobljen u federalističkoj viziji Europe iz pedesetih godina prošlog stoljeća i jednostavno se ne može prilagoditi novim okolnostima ni željama građana. Sve druge koji se ne slažu s tom zastarjelom vizijom naziva se populistima, često bez ikakve osnove.

Konstruktivna rasprava ne može se voditi etiketiranjem i floskulama, dva monologa ne čine dijalog, a bez pravog dijaloga nećemo nikad naći odgovore na izazove budućnosti.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, η Ευρώπη των εθνών και των πατρίδων είναι αυτή που μπορεί πραγματικά να εγγυηθεί μία ομαλή ευρωπαϊκή πορεία. Η Ευρωπαϊκή Ένωση που οφείλει να σέβεται τις εθνικές ταυτότητες και τις εθνικές παραδόσεις. Από εκεί και πέρα, πρέπει επίσης να ληφθούν πολύ συγκεκριμένα μέτρα στο πεδίο της οικονομικής και νομισματικής Ένωσης. Πρέπει να καταργηθεί το Σύμφωνο Σταθερότητας. Πρέπει να εγκαταλειφθεί η πολιτική της σκληρής λιτότητας. Πρέπει η Ευρωπαϊκή Κεντρική Τράπεζα να μετατραπεί σε ύστατο δανειστή. Δεν μας χρειάζεται Ευρωπαϊκό Νομισματικό Ταμείο. Η Ευρωπαϊκή Κεντρική Τράπεζα μπορεί να διαδραματίσει αυτόν τον ρόλο, όπως συμβαίνει με όλες τις κεντρικές τράπεζες στα κράτη και στις Ηνωμένες Πολιτείες και στην Αγγλία. Χρειάζεται ένα αποκεντρωμένο σύστημα ευρωπαϊκών κεντρικών τραπεζών, για να μπορέσουν να λειτουργήσουν τα πράγματα πολύ πιο ομαλά και να υπάρξει δυνατότητα ανάκτησης της νομισματικής κυριαρχίας ορισμένων κρατών, τα οποία αντιμετωπίζουν οικονομικές δυσκολίες, ώστε να μπορέσουν για συγκεκριμένο χρονικό διάστημα να ασκήσουν αυτόνομη νομισματική πολιτική.

  João Ferreira (GUE/NGL). – Senhor Presidente, o suposto debate sobre o futuro da Europa consistiu, na verdade, num debate sobre o futuro de um processo de integração capitalista que afronta princípios e valores civilizacionais, resultado da luta dos povos do continente europeu.

A União Europeia não é a Europa. O futuro da Europa não se confina aos cenários a que a União Europeia quis circunscrever o debate sobre o seu próprio futuro. Cedo se constatou que este debate não era senão uma encenação, com conclusões tiradas à partida, o que se pretendeu foi um exercício justificativo de uma nova fuga em frente, que aprofunda o pendor neoliberal da integração, a par de uma ainda maior concentração de poder nas principais potências, resultado prático do fim do princípio da unanimidade que agora abertamente defendem.

Além disso, pretende-se forçar uma preocupante escalada militarista, que constitui uma ameaça séria à paz e à segurança dos povos do continente.

Não pode passar por aqui o futuro da Europa. Será a luta dos trabalhadores e dos povos que traçará um futuro mais conforme com os seus interesses e aspirações.

  Γεώργιος Επιτήδειος (NI). – Κύριε Πρόεδρε, είναι λογικό και αναμενόμενο να γίνονται στο Κοινοβούλιο συζητήσεις για το μέλλον της Ευρώπης, διότι πρόκειται για ένα θέμα που μας αφορά· όχι μόνον εμάς, αλλά και τις επερχόμενες γενεές. Όμως, έχω μεγάλες αμφιβολίες σχετικά με το κατά πόσον θα μπορέσουμε να βρούμε μία λύση στο πρόβλημα και να μην έχουμε μια συζήτηση φιλολογικού ενδιαφέροντος και μόνο. Και το λέω αυτό διότι για πολλούς από εμάς, αλλά κυρίως για τον ηγετικό κύκλο της Ευρωπαϊκής Ένωσης, υπάρχουν εμμονές και αγκυλώσεις που —ενώ είναι σαφές το τι συμβαίνει— δεν επιτρέπουν την εφαρμογή της σωστής διαδικασίας λύσης των προβλημάτων. Δεν είναι δυνατόν να υπάρχει μέλλον στην Ευρώπη όταν καταργείται η αρχή της ομοφωνίας, με αποτέλεσμα να μην υπάρχει ισότητα και άρα να μην υπάρχει συνεργασία μεταξύ των κρατών, κάτι που είναι επιβεβλημένο για να επιλυθούν τα προβλήματα. Δεν είναι δυνατόν να επιχειρείται συνεχώς η διάλυση των εθνών, των εθνικών κρατών. Η Ευρώπη των εθνών και των πατρίδων είναι αυτή που θα δώσει λύση στο πρόβλημα, με συνεργασία όλων των κρατών μελών.

  Karmenu Vella, Member of the Commission. – Mr President, let me start by thanking the rapporteur for this timely and highly relevant report. We have to be clear that when we discuss the future of Europe we discuss whether and how we want the European Union to reaffirm its future in the world. If we want our Union to stay an actor in global politics in the 21st century, to maintain our economic strength, to defend our interests, and to shape foreign policy by projecting our European values of democracy, freedom, openness, solidarity, the rule of law and fundamental rights, then we have to do all what is necessary so that Europe has the internal legitimacy, capacity and means to do that. At his State of the Union address in this House in September last year, President Juncker presented to you his priorities and outlined his vision for how the European Union could devolve by 2025. On the same occasion, he presented a roadmap for a more united, stronger and more democratic Union. In particular, he called for confirming the process of the so-called spitzenkandidaten at European level, completing the governance of the euro area, and for a modern and values-based European budget for the coming years. In the longer run, the Commission’s take on the future of Europe is that we do not exclude treaty change.

Today, however, we must not discuss treaty change but focus on concrete policies and on the immediate concerns of our citizens. This is what we are doing. The Commission has by now fully delivered on all the proposals needed to address its priorities. Together with you, the Members of the European Parliament, and the 28 Member States, we have adopted over the last four years, around 250 ambitious legal acts in the areas of investments in the real economy, the digital union, energy union, capital markets union, internal and cybersecurity, border protection, defence, economic and monetary union, trade, research and innovation, climate change, social solidarity, youth and employment. We are thus delivering concrete results that are to the benefit of all European citizens. As we meet today, our three institutions are working night and day to conclude important pending files, such as the European Border and Coast Guard, the prevention of terrorist content online, copyright and a series of contingency measures to mitigate the negative consequences of Brexit before the next elections. It is in all our interests to give it one last push and our joint efforts are already bearing fruit.

The European Union is in the sixth consecutive year of economic growth. 239 million people in the European Union are currently in jobs. This is the highest number ever. With this, the European Union is on course to meet its Europe 2020 target of a 75% employment rate by 2020. Youth unemployment has fallen, down from 25% in 2013 to 15% overall, but remains far too high in some of our Member States. The EU is defending a rule and values-based multilateral order as just confirmed by the partnership agreements with Japan, which has just entered into force and which will generate new opportunities and growth both for Europeans and our partners.

These results should inspire us to not let up because the task of building a more secure, sustainable and more prosperous and fairer Europe is far from over.

Steadying a confident and collective European course is the best response we can give to rising forces of illiberalism, nationalism and xenophobia and to fears of rising trade conflicts.

On May 9 this year, just a few days before the elections to the European Parliament, the leaders of the European Union will meet at a summit in Sibiu, Romania, to reaffirm to European citizens and to the world, their commitment to a united, strong and democratic future of Europe at 27.

Let us use this and any other opportunity to send strong and positive messages to our citizens. Let us not allow the doomsayers to weaken or paralyze our Union. Let us convince our citizens, so that at the next elections they will want to vote for a positive agenda, for stability, freedom and prosperity, for a Union that is united, strong and democratic.

  Tibor Szanyi (S&D), írásban. – Időszerűnek tartom ezt a jelentést és a vitát, mert Európát az utóbbi időben olyan belső, saját tagállamai részéről jelentkező kihívások érik, amelyek megválaszolásában az EP-nek, mint az Unió legfőbb, választott politikai testületének kezdeményező és iránymutató szerepet kell vállalni.

Az európai integráció újra-dinamizálásának esélyére – a nagy, globális gazdasági, társadalmi és környezeti kihívások mellett – ma fokozott veszélyt jelent az EU-ellenes nacionalizmus és populizmus térnyerése Európában, még egyes tagállami kormányok, vezetők részéről is. Ennek kirívó példájaként az Orbán-kormány az európai demokratikus értékeinket megtagadva a migrációs politika, vagy a közös kül- és biztonságpolitika aláásásával immár provokatív módon gyengíti az EU működését.

Ezért is támogatok az integráció jövőjéről folyó vitánkban eddig megfogalmazott minden olyan intézményi és politikai reform-javaslatot, ami e veszélyes politikai törekvések megfékezését segítheti: a polgárok bizalmát, demokratikus részvételét, az Unió hatékonyabb, átláthatóbb, demokratikusabb működését, a társadalmi igazságosságot, az EU kettészakadásának megelőzését célzó megoldásokat - szükség esetén akár szerződésmódosítást.

Különösen időszerűnek tartom a közösségi módszer és a minősített többségi döntéshozatal általános alkalmazását, az EP-választás nyitottabbá és közvetlenebbé tételét, vagy a Parlament szerepének erősítését az EiT – gyakran szándékos – döntésképtelenségének ellensúlyozására. Mint szocialista politikus természetesen kiemelt feladatunkként sürgetem a Szociális Európa történelmi feladatának megvalósításához, a Szociális Pillér tényleges működéséhez szükséges politikai és intézményi garanciák létrehozását.
