22. Jednominutni govori o pitanjima od političke važnosti

  President. – The next item is the one-minute speeches on matters of political importance (Rule 163).

  Tomáš Zdechovský (PPE). – Pane předsedající, já bych chtěl opakovaně upozornit na situaci, která bohužel v současné době je na cestách směrem do Velké Británie, a to na praktiky, které se objevují především v souvislosti s pašeráky, kteří pašují lidi skrze Evropu směrem do Velké Británie. Za tuto činnost jsou opakovaně postihováni nikoliv samotní pašeráci, ale řidiči kamionů, kteří s touto činností nemají nic společného. Chci upozornit na případ Jiřího Sagana, který byl odsouzen na dva roky do francouzského vězení, přestože policie v žádném případě neprokázala, že by byl on tím, kdo vědomě pašoval lidi do Spojeného království. Tímto bych chtěl vyzvat Komisi, aby se opravdu případy řidičů kamionů systematicky zabývala a věnovala, protože ta situace je dlouhodobě neudržitelná.

  Andrea Bocskor (PPE). – Tisztelt Elnök Úr! 2019 a választások éve lesz Európában. Míg mi az EP-választásokra készülünk, Ukrajnában elnök- és parlamenti választásokat tartanak. Az ukrán polgároknak 44 elnökjelölt közül kell választaniuk, azonban csak két-háromnak van valós esélye. Ez nem volna önmagában gond, ám a magyar közösség sajnos ezúttal is nehéz helyzettel áll szemben. A legesélyesebb jelöltek nacionalista kisebbségeket kirekesztő retorikával erősítik a szavazótáborukat, programjaik nem tartalmaznak semmi jót a kisebbségekre nézve. A kormány a választásokra készülve újabb alkotmányos kisebbségi jogokat korlátozó nyelvtörvényt fog a Ráda elé terjeszteni, melynek az első olvasatát nagyon sokan kritizálták, a nemzetközi közvélemény pedig megfogalmazta, hogy a végleges elfogadás előtt a Velencei Bizottság elé kellene terjeszteni. Ezt valószínűleg azért nem hajlandók megtenni, mert az oktatási törvény hetes cikkelyéről szóló velencei bizottsági véleményt sem hajtották még végre. Az országban a többségi nemzet is szkeptikus a választások eredményeit illetően. A lakosság elégedetlen a csalással, a korrupcióval, és nem hisz a törvényhozó elit szavahihetőségében.

  Cristian Dan Preda (PPE). – Domnule președinte, am solicitat să iau cuvântul pentru a spune două lucruri. Primul este legat de candidatura Laurei Codruța Kövesi la postul de procuror-șef al Parchetului European. Este vorba de o persoană cunoscută și apreciată în întreaga Uniune Europeană. Numirea ei nu trebuie să fie un troc politic, nici un vot pro sau contra guvernului de la București, care refuză să o susțină după ce a demis-o de la șefia DNA din rațiuni politice. Chem, de aceea, toate grupurile politice din Parlamentul European să o voteze. În acest fel, am arăta că o persoană, care a reușit minuni în lupta anticorupție dintr-un stat membru este sprijinită să facă același lucru la nivel european.

Al doilea lucru îl privește pe Klaus Iohannis. Domnule președinte, acum fix doi ani, Camerele de la București încuviințau organizarea unui referendum despre lupta anticorupție pe care l-ați promis cetățenilor români. Vă solicit să convocați această consultare pe 26 mai, în ziua alegerilor europene. În acest fel, cetățenii români vor putea spune dacă doresc să își mențină țara în Uniunea Europeană sau, dacă așa cum vor Dăncilă și Dragnea, se gândesc să ne întoarcem la un regim autoritar și izolat de ceilalți europeni.

  José Inácio Faria (PPE). – Senhor Presidente, caros colegas, fiz parte da delegação que, entre 24 e 27 de janeiro, se deslocou a Manágua e aí pude testemunhar o elevado preço que os jornalistas e os estudantes pagam pela coragem de denunciar a brutal repressão do regime de Daniel Ortega.

As universidades sofrem cortes no financiamento público a que têm direito, os estudantes, acusados de terrorismo por terem participado em protestos pacíficos, são condenados a pesadas penas de penas de prisão e aqueles que conseguem fugir dificilmente podem retomar a sua educação nas universidades públicas dos países onde se refugiaram.

Para silenciar qualquer voz dissidente, o governo saqueia redações de jornais e, sob a acusação de terrorismo, detém arbitrariamente jornalistas e força outros ao exílio.

Se, durante a visita ao El Chipote, verifiquei as condições indignas e vergonhosas das masmorras onde estão detidos os jornalistas Miguel Mora e Lúcia Pineda, tenho recebido relatos de que essas condições, ao contrário do que nos garantiram, pioraram depois da nossa visita. Lúcia foi isolada das outras presas e Miguel transferido para El Infiernillo.

Insto, assim, as autoridades nicaraguenses a libertarem, imediatamente, estes presos políticos ou a permitirem que aguardem em prisão domiciliária a audiência agendada para o próximo dia 15 de março.

  Juan Fernando López Aguilar (S&D). – Señor presidente, pensaba hablar del efecto del impacto del Brexit sobre las regiones ultraperiféricas, pero voy a usar mi minuto para responder a un ataque que ha sido proferido contra el ministro de Asuntos Exteriores de mi país, Josep Borrell, en un debate sobre el uso desproporcionado de la fuerza policial en relación con sucesos que tuvieron lugar en España el 1 de octubre de hace dos años.

Porque resulta fuera de lugar, injusto y en conflicto con la verdad. Injusto porque esos sucesos tuvieron lugar cuando gobernaba España el Partido Popular. Fuera de lugar porque, en ningún caso, el ministro de Asuntos Exteriores fue responsable —ni lo es ahora— de ningún uso de la fuerza policial. Pero, sobre todo, en conflicto con la verdad, porque se le ha acusado de fake news, cuando precisamente el ministro Borrell se caracteriza por introducir rigor frente a la manipulación y la intoxicación —que sobran— y la crispación —que sobra— en el tratamiento de la cuestión catalana. Requerida de diálogo, sí, pero dentro del respeto a la Constitución y a la ley.

Esos sucesos tuvieron lugar precisamente porque se conculcó la Constitución y la ley desobedeciendo una sentencia del Tribunal Constitucional que prohibía el sostenimiento de ninguna consulta.

  Giuseppe Ferrandino (S&D). – Signor Presidente, onorevoli colleghi, di fronte alla situazione economica che sta vivendo in queste settimane l'Italia, appaiono evidenti le criticità che noi del Partito Democratico avevamo già segnalato sul nascere della manovra economica presentato da Conte.

L'economia italiana è stagnante, con una prospettiva di crescita tagliata dall'1 % allo 0,2 %, la produzione industriale è crollata a -5,5 %, e i disoccupati sono in aumento. Continuiamo a navigare a vista, senza renderci conto che la posta in gioco è la tenuta sociale dell'intera Europa.

L'austerità, nata per difendere gli interessi dei pochi a discapito dei molti, ha permesso il rafforzarsi del populismo. Oggi i populisti rischiano di minare alle fondamenta il progetto europeo. Tra pochi mesi saremo in campagna elettorale ed io, nel mio collegio che comprende Campania, Puglia, Calabria, Abruzzo, Basilicata e Molise, non mi stancherò di ripetere che l'Europa va cambiata, ma con proposte fattibili un minuto dopo: meno austerità, più Europa sociale, più investimenti, più Erasmus per i professionisti e riforme strutturali in campo economico di organizzazione dell'istituzioni...

  John Howarth (S&D). – Mr President, the Trans-European Network programme is intended to improve communication along strategic corridors. In Kent, the M20 motorway is part of that network. Two days ago, the UK Department for Transport (DfT) started a month of works on the London-bound carriageway, with night closures between 8 p.m. and 6 a.m. GMT. Great, you might say – improvements to the channel ports are long overdue. But no, the purpose of the closures is to turn part of the motorway into a lorry park to cope with the disruption of a no-deal Brexit. We’ve also seen from the same Department for Transport the issue of a contract to a ferry company with no ships from a port with no appropriate landing facilities.

Now the DfT has since changed its mind and cancelled that contract. It seems that the DfT is allowed to change its mind, but the British people are not. When you are not allowed the chance to change your mind in a democracy, you no longer live in a democracy.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, μια τυχάρπαστη κοινοβουλευτική πλειοψηφία-«κουρελού», υπό τον Αλέξη Τσίπρα, προχώρησε πριν από λίγες ημέρες στην κύρωση της κατάπτυστης συμφωνίας των Πρεσπών, που ξεπουλάει το όνομα της Μακεδονίας μας και της ιστορίας μας. Μια συμφωνία που βρίσκει αντίθετο τον ελληνικό λαό, ο οποίος με τα μαζικά συλλαλητήριά του έστειλε το μήνυμα ότι ζητάει δημοψήφισμα για το «σκοπιανό». Ταυτόχρονα με την επονείδιστη συμφωνία των Πρεσπών, τα Σκόπια αναγνωρίζονται ως περίκλειστο κράτος και αποκτούν δικαίωμα πρόσβασης στην ελληνική ΑΟΖ.

Επιπλέον, η ίδια κοινοβουλευτική πλειοψηφία κύρωσε την ένταξη των Σκοπίων στο ΝΑΤΟ, εμπλέκοντας την Ελλάδα σε ένα επικίνδυνο παιχνίδι γεωπολιτικών ανταγωνισμών μεταξύ Ευρωπαϊκής Ένωσης, Ηνωμένων Πολιτειών και Ρωσίας. Παρότι, όμως, τα Σκόπια πήραν αυτό που ήθελαν, συνεχίζουν να προκαλούν και διατηρούν ακόμη και τώρα, στο νέο Σύνταγμά τους, τις αλυτρωτικές διεκδικήσεις τους κατά της Ελλάδας. Να γνωρίζουν, όμως, στα Σκόπια ότι ο ελληνικός λαός είναι ενωμένος και αποφασισμένος και δεν πρόκειται να δεχτεί το ξεπούλημα της Μακεδονίας μας. Γιατί η Μακεδονία είναι μία και ελληνική.

  László Tőkés (PPE). – Tisztelt Elnök Úr! Közismert, hogy az 1989-es romániai forradalom Temesváron vette kezdetét. A kommunista diktatúra bukásának 30. évében a város magyarsága megdöbbenéssel szerzett tudomást arról, hogy a kommunizmus idején elkobzott reprezentatív épületét, a Magyar Házat szállodává akarják átalakítani. Románia mind a mai napig nem hajlandó a magyar közösség és egyházai jogtalanul elállamosított ingatlanait teljes egészükben jogos tulajdonosaiknak visszaszolgáltatni. Az ország létrejöttének centenáriumán, a magyar református egyháztól indult temesvári népfelkelés 30. évfordulóján joggal követeljük kisebbségi jogaink tiszteletben tartását, Románia európai vállalásainak maradéktalan teljesítését. Temesvár Európa Kulturális Fővárosa lesz 2021-ben. Ennek és a város multikulturális örökségének megcsúfolását jelentené a Magyar Ház végleges elidegenítése és jogtalan eltulajdonlása.

  Jasenko Selimovic (ALDE). – Herr talman! Jag är stolt över att vara ledamot av ett parlament som så tydligt tog ställning till stöd för de krafter som vill föra Venezuela ut dess djupa demokratiska kris. Det finns naturligtvis fortfarande anledning att bevaka situationen, men vi ska fortsätta att stödja Guaidós ambition att föra landet mot fria och demokratiska val.

Däremot gjorde det här parlamentet också en annan tjänst. Det är nämligen tack vare vårt ställningstagande som mitt eget lands regering – som gärna pratar om vikten av demokrati och mänskliga rättigheter – blev påmind om att man faktiskt kan välja mellan diktatur och demokrati. Det tog dem en vecka, eller ett par veckor, att ta det där ställningstagandet, men till slut gjorde de det. Jag skäms inför mina venezuelanska kolleger som har blivit slagna, torterade, dödade. Utrikesministerns partikamrater och Vänsterpartiet valde att inte stödja resolutionen och därmed svek demokratin till förmån av diktaturens kreatur. Det är faktiskt bara sorgligt.

  Josep-Maria Terricabras (Verts/ALE). – Señor presidente, mañana va a empezar en Madrid un juicio contra miembros del anterior Gobierno de Cataluña y contra los dos dirigentes sociales más respetados y queridos de nuestro país. El juicio es evidentemente político. Ni los tribunales alemanes, ni los belgas, ni los escoceses aceptan los delitos de los que se acusa a los detenidos, que ya llevan más de un año en la cárcel en prisión preventiva. Una judicatura posfranquista, rancia y antidemocrática se ha hecho con el poder, con el apoyo del anterior Gobierno del PP y con el consentimiento del actual del PSOE.

Este 12 de febrero me recuerda otro 12 de febrero de hace cuarenta y seis años, cuando Carlos Arias Navarro, sucesor de Carrero Blanco, proclamó lo que él llamó «el espíritu del 12 de febrero». Sí, seguiremos en el espíritu de la España negra de hace cuarenta y seis años, con Franco todavía vivo. La España eterna sigue imponiéndose a la España moderna.

Y, en esta casa, Tajani y la mayoría, sin comentarios. Una auténtica vergüenza.

  Alex Mayer (S&D). – Mr President, libraries give access to knowledge and promote the joy of reading, they are an amazing free resource. Now nearly a quarter of library users are under-nines, and surveys show that children of all ages give their libraries a big thumbs up, with youngsters living in more deprived communities valuing their libraries even more highly.

However, in Essex a third of libraries face the chop, in a wanton act of cultural and educational vandalism. And closing the library won’t just take books off the shelves: it will rip the heart out of local communities. This half-term, in threatened Essex libraries, we have: ‘Discover dinosaurs day’ at Danbury library, Peter Rabbit fun in Broomfield, and puppets, singing and a treasure hunt at Silver End library. And, week in, week out, libraries host things like Rhyme Time clubs and provide access to the internet. Essex needs its libraries. So my message to Essex County Council tonight is: ‘Stop, think again and shelve this terrible plan.’

  João Ferreira (GUE/NGL). – Senhor Presidente, a violência doméstica, uma expressão concreta da violência mais geral exercida sobre as mulheres na nossa sociedade, continua a assumir expressões brutais e intoleráveis. Aliás, ela será sempre, em qualquer caso, brutal e intolerável.

Para além do choque e da comoção suscitados pelo conhecimento público de cada novo caso concreto, é necessário agir. É necessário agir para prevenir, combater e erradicar. É necessário agir na proteção eficaz e atempada das vítimas, no reforço dos apoios sociais e no acesso à justiça. É necessário agir na transformação da realidade subjacente à violência doméstica, agir sobre as causas de ordem económica, social, política e cultural que estão na génese da violência doméstica, sobre as dinâmicas psicológicas que com elas se interligam fruto de dependências de vária ordem. Agir no combate a todas as formas de violência quotidiana, mais ou menos dissimuladas, no combate a todas as formas de discriminação das mulheres, nos salários, no trabalho, na vida, a todos os entraves ao reconhecimento pleno da igualdade.

  Michaela Šojdrová (PPE). – Pane předsedající, minulý týden jsem se přesvědčila osobně o tom, že v Evropské unii žijí stovky dětí uprchlíků na ulici a bez ochrany. Z dostupných údajů víme, že v Řecku je momentálně 3 792 nedoprovázených dětí, z nich 7 % je mladších 14 let. Většina z nich nemá rodiče, zemřeli ve válce nebo jsou nezvěstní. V Řecku jsem se minulý týden setkala s šestiletou holčičkou Zafirou z Afghánistánu, které zahynuli oba rodiče během cesty. Její příběh mě dojal, ale byla jsem ráda, že zrovna tato holčička měla štěstí, protože je umístěna v dětském zařízení v Aténách, kde je o ni postaráno. Ale patří mezi ty šťastné výjimky, protože tisícovka jiných dětí zůstává v Řecku na ulici a tisícovka je v různých táborech a v jiných zařízeních, kde čeká na sloučení s příbuznými nebo na lepší podmínky. V této souvislosti opakovaně apeluji také na vlády, včetně české vlády, aby se těchto dětí ujala.

  Răzvan Popa (S&D). – Domnule președinte, recent, în România, au apărut informații privind faptul că nu mai puțin de zece bănci au apelat la înțelegeri de tip trust pentru a manipula ROBOR. Este vorba despre rata medie a dobânzii la care băncile românești se împrumută între ele, stabilind în mod artificial nivelul acesteia. Nivelul ROBOR influențează valoarea ratelor lunare la creditele în moneda națională. În funcție de valoarea ROBOR, românii plătesc mai mult sau mai puțin pentru împrumuturile bancare.

Am sesizat Comisia cu privire la această situație și am solicitat o intervenție urgentă de a verifica modul în care băncile românești respectă principiul liberei concurențe. Un sistem bancar lipsit de onestitate este un pericol pentru piața liberă, dar și pentru interesele directe ale cetățenilor. Sunt semnale că și în alte state ale Uniunii au existat astfel de probleme și, tocmai de aceea, consider că este obligatorie o analiză a Comisiei, dar și o discuție mai amplă aici, în plenul Parlamentului, pentru a vedea care este situația.

Îmi doresc ca împreună să lămurim aceste aspecte și, dacă este nevoie, să luăm măsuri astfel încât cetățeanul european să nu cadă victima lăcomiei băncilor.

  Miroslavs Mitrofanovs (Verts/ALE). – Mr President, the European elections are approaching, and now we have to discuss about all the missed signals related to the influence of fake news and third state propaganda on the results of the upcoming elections.

Some people asked us to limit contacts with the mass media of the Russian Federation. Of course, I cannot deny the problem or fake news and propaganda. It exists really, but at the same time is, it is another important obstacle for the free political process in the EU that makes us to go on in cooperation with Russian TV channels and news agencies. The main reason is the exclusion of opposition and minority parties from the mainstream national media in some EU countries. For example, in our country, Latvia, the only way we can reach voters is to cooperate with the media of neighbouring Russia. I am sure we need a comprehensive legal framework at the EU level in order to monitor and ensure a fair approach for all political forces to the mass media...

  Rory Palmer (S&D). – Mr President, this week sees the biggest comedy festival in Europe, which is the Leicester Comedy Festival, in my constituency, and I congratulate all those involved in it. However, Brexit is no joke for those working in comedy and music, theatre and the arts. These industries make a huge economic contribution and I know people working across these sectors are worried about the potential impacts of Brexit.

The ability to travel and perform freely across the EU is essential. Potential tariffs and different royalty arrangements would be a bureaucratic headache for artists. A Brexit recession, with people having less cash in their pocket, would mean people going to fewer gigs and shows. These sectors are worried about Brexit. Whilst we know that the British Government’s handling of Brexit is now beyond a joke, for the real people working in those sectors, these issues are no laughing matter.

  Gilles Lebreton (ENF). – Monsieur le Président, la Cour européenne des droits de l’homme rappelle périodiquement que la liberté d’expression vaut non seulement pour les informations ou les idées accueillies avec faveur, mais aussi pour celles qui heurtent, choquent ou inquiètent. Voltaire avait dit la même chose, deux siècles plus tôt. Et pourtant, la liberté d’expression subit de plus en plus d’atteintes injustifiées, tant en France qu’en Europe.

En France, la loi du 22 décembre 2018 permet à tout parti politique, notamment à celui qui soutient le président de la République, de demander au juge des référés de faire cesser, en période électorale, la diffusion sur internet de toute opinion assimilée à une allégation inexacte. C’est un formidable instrument de censure de l’opposition, que la ministre de la justice a déjà menacé d’utiliser contre Marine Le Pen.

L’Union européenne n’est pas en reste. Le Parlement européen vient, en effet, de modifier son règlement intérieur pour interdire aux eurodéputés de tenir des propos offensants, ce qui est contraire à la tradition démocratique occidentale, qui garantit aux députés le droit de dire ce qu’ils veulent dans l’hémicycle.

Cette situation est hélas symptomatique du cynisme des marchands du temple qui dirigent l’Union européenne et qui violent sans vergogne les valeurs européennes qu’ils prétendent défendre.

  Andrejs Mamikins (S&D). – Mr President, we often complain about multi-speed EU integration, but what are the reasons why countries like Latvia lag behind? Some would say it is because of the Soviet legacy but, in fact, that is a cover for the real problems, which are the demographic crisis, massive immigration and disrespect for minority rights.

When Latvian citizens voted for accession to the European Union, they voted for a high quality of citizenship, as in all the EU Member States. Now they are frustrated because there is no common European citizenry standard. Many of the democratic deficits attributed to the EU are, in reality, the fault of national policies. In Latvia, 12% of the population are declared non-citizens and are simply cut off from any political participation; 40% are members of the Russian-speaking minority, without any instrument to defend their fundamental rights as a minority. In western Europe it would seem like a bad dream: in Latvia it is reality.

  Jordi Solé (Verts/ALE). – Señor presidente, mañana empieza en Madrid el juicio político más vergonzoso que la Unión Europea haya visto nunca. Doce personas serán juzgadas en Europa por haber organizado un referéndum de autodeterminación siguiendo un mandato democrático. Este juicio es el triunfo del nacionalismo de Estado y la política de la venganza, pero es el fracaso de los valores europeos y de la primacía de la política frente a la represión. La Europa oficial nos ha fallado. Pero ustedes saben que tratar a políticos honestos como criminales, que abusar y retorcer el Estado de Derecho para sustentar acusaciones falsas, que un partido de extrema derecha nostálgico del franquismo ejerza la acusación popular, ustedes saben que todo esto choca frontalmente contra los valores europeos. Pero va a ser nuestra obstinada defensa de estos valores y la propia justicia europea lo que acabará reparando las injusticias cometidas y lo que nos hará retomar el camino de la democracia, la justicia y la libertad.

  Paloma López Bermejo (GUE/NGL). – Señor presidente, mañana votaremos el Acuerdo de pesca entre Marruecos y la Unión Europea, que incluye el territorio del Sáhara Occidental dentro de su área de aplicación, dejando en manos de las autoridades marroquíes la gestión de unos recursos que no les pertenecen.

El Tribunal de Justicia de la Unión Europea ha remarcado en varias sentencias dos aspectos que no se han tenido en cuenta en las negociaciones. El primero, que el Sáhara Occidental no es territorio de Marruecos, y el segundo, que es necesario el consentimiento del pueblo saharaui, a través de sus legítimos representantes, para negociar qué ocurre con sus tierras y con su agua.

Ratificar este Acuerdo significa anteponer los intereses económicos por encima de los pilares fundamentales de la Unión Europea, como son los derechos humanos y el respeto a la legalidad, no solo de las sentencias del TJUE, sino de diversas Resoluciones de las Naciones Unidas. Ratificar este Acuerdo significa ser cómplices de la ocupación del Sáhara Occidental y dificultar las conversaciones de paz para encontrar una solución justa y duradera.

  Matt Carthy (GUE/NGL). – Mr President, I want to congratulate the Irish Nurses and Midwives for their resolute action against a government that has refused to engage with their legitimate demands. After a massive demonstration of solidarity in Dublin last weekend, the Labour Court has now intervened to provide an offer that the nurses are considering. That the dispute reached this point is a true indictment of the Fianna Gael government and their useless appendage in Fianna Fáil. Nurses have been forced to take their strike action against a backdrop of a deteriorating health service. They are fighting for a better service for all of us and people across Ireland know this, which is why they have such broad public support. It’s no wonder that we have a recruitment and retention crisis in nursing when their pay today is lower than it was in 2008. The Irish government and EU leaders need to realise that their agenda of austerity, low pay and growing inequalities will see increasing levels of opposition among those people, including our nurses and midwives, who are at the coalface. They will though continue to have the full support and solidarity of the Irish people and of Sinn Féin in their ongoing...

  Dobromir Sośnierz (NI). – Panie Przewodniczący! Rozwój porozumienia PESCO jest tak naprawdę krokiem w kierunku budowy europejskiej armii i bardzo się dziwię, że wiele rządów uprawia taką politykę na krótkich nóżkach i zapisuje się do tego porozumienia, zwłaszcza że rząd polski to robi. Już wiemy, czym się skończyło podpisanie przez prezydenta Kaczyńskiego wcześniej Traktatu z Lizbony – tym, że Polska w tej chwili jest upokarzana na oczach całego świata przez Komisję Europejską. I jeśli Unia Europejska zyska takie ramię militarne, to myślę, że doczekamy się tego, że będzie taka wspólna armia europejska niosła bratnią pomoc narodom zagrożonym deficytami demokracji, praw człowieka i równości płci.
