  Miriam Dalli, deputising for the rapporteur. – Mr President, let me start straight away by thanking Jytte Guteland for the work she carried out on this report. As you mentioned, Jytte can’t be with us this morning, but I would like to acknowledge the great work she did, together with all her colleagues and the shadow rapporteurs, precisely on this matter.

Colleagues, I am one of those who strongly believes that today's intensive pesticide use around Europe is no longer sustainable. The unsustainable use of pesticides poses a challenge not only to our environment, but also to people's health, and it can have a serious impact on both the farmers who use such products and the general public who can come into contact with hazardous chemicals found in pesticides in public areas such as parks and also school-yards.

Now the Sustainable Use of Pesticides Directive provides for a range of actions that can help Europe achieve a sustainable use of pesticides. But it is amply clear that Member States are not implementing this legislation in the proper manner. Instead, we are seeing a situation where the use of pesticides in Europe has been steadily increasing, since the 1990s.

And funnily enough, despite awareness around the sustainability of agriculture and despite the development of pesticides that can be used at low doses, on average, we are seeing the use of pesticides has not decreased at all in recent years.

Whilst some progress was registered vis-à-vis checks on spraying equipment and in developing training courses and certification schemes on how to best spray pesticides, little progress has been made in promoting the uptake of alternative techniques.

Moreover, there is a lack of clear and quantifiable targets in the different Member States’ national action plans and most of these plans do not specify as yet how the targets or objectives are to be achieved. We strongly feel that progress is also lacking in the field of integrated pest management.

Now, we need Member States to take this seriously, because European citizens are getting increasingly concerned and want dependency on pesticides to decrease.

Europe's farmers have every right to be able to use substances and techniques that do not put their own health at risk and that do not impact negatively on the environment and their farmland.

We need incentives that can change things, incentives that can help farmers reduce the amount of pesticides they use and switch to more sustainable non-chemical options.

For the S&D Group it is a priority that the European Union and all its Member States increase their efforts to help the sustainable use of pesticides. We need to continue working tirelessly to create non-toxic environments where we ensure that human health and ecosystems are fully protected against the impact of today's wide use of pesticides.

We have the tools. Now we need to make sure that Member States deliver, so that farmers, consumers, citizens and the environment, can all benefit from the existing sustainable alternative methods.

A better implementation of the Sustainable Use of Pesticides Directive is key in ensuring that this change actually happens.

Finally, I know that there was very good cooperation between the responsible shadow rapporteurs, and on behalf of Jytte, I would like to thank all the colleagues from the different political groups for their constructive approach and valuable support for Jytte’s work.

Later on today, we as parliamentarians have the opportunity to send a clear and important signal to all the Member States, that we stand together with all citizens across the European Union and expect our countries to ramp up their actions and contribute concretely to a more sustainable use of pesticides around Europe.

  Sofia Ribeiro, relatora de parecer da Comissão da Agricultura e do Desenvolvimento Rural. – Senhor Presidente, este assunto exige uma discussão séria e não demagógica a bem da saúde dos europeus, do trabalho dos nossos agricultores e da seriedade política do que aqui fazemos.

É obvio que é possível utilizarmos pesticidas de forma mais sustentável e também é obvio que os agricultores são os principais interessados em manter um ambiente limpo e sustentável. A sua subsistência depende disto. Por isso, lamento o tom geral deste documento que atribui à agricultura a principal causa da má utilização destes produtos, quando sabemos que o seu uso é generalizado por profissionais e não profissionais também de outros setores.

As alterações climáticas estão a desencadear o surgimento de novas pragas que urge combater e desta forma proteger as nossas plantas e produções. O caminho não é erradicarmos os pesticidas, mas sim apostarmos no maior número de substâncias ativas disponíveis de baixo risco e na seletividade da administração destes produtos.

Volto a defender que a União Europeia tem o sistema agroalimentar mais seguro do mundo e que nos mais recentes estudos 97,2% das amostras de produtos agrícolas apresentam valores de resíduos muito abaixo do limite legal. Pelo contrário, uma investigação recente demonstrou uma maior presença de resíduos de pesticidas em produtos de origem biológica em comparação com a produção convencional.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Mr President, I am delighted to attend today’s plenary session and to discuss the implementation of the Directive on the sustainable use of pesticides. I welcome your own—initiative report, which will make a valuable contribution to our ongoing work on this very important topic.

I want to start by stressing that we share common concerns and common goals – to protect citizens’ health, to safeguard the environment and to protect animal health – and we share these goals with Europeans, who are becoming increasingly interested and engaged in how we produce food and want to ensure this is done in a sustainable way. This is very much the debate at the moment.

Let me remind all of us that the European Union has a comprehensive package of legislation to regulate plant protection products. To place a product on the market, the relevant active substance must first be approved at EU level – the European Food Safety Authority (EFSA) and so on – and then the product, the so—called concrete pesticide, must be authorised at Member State level. This is a rigorous and extensive process to demonstrate that products can be used in a manner which is safe for humans, animals and the environment.

Nonetheless, as your report identifies, European citizens demand more. This is why the Directive on the sustainable use of pesticides was developed. It requires Member States to adopt national action plans outlining their quantitative objective: targets, measures and timetables to reduce the risks and impacts of pesticide use on human health and in the environment. The Commission has evaluated these national action plans. It summarised its findings in a report to the European Parliament and Council in 2017. You know that.

This report concluded that, while national action plans represented a significant step towards the sustainable use of pesticides, there were also significant gaps in many, many areas. It indicated that Member States needed to improve the quality of their plans. Primarily, they need to establish specific and measurable targets and indicators as part of a longer-term strategy to reduce the risks and impact of pesticide use. The report also notes that, although integrated pest management is a cornerstone of the Directive, Member States have not set clear targets in this area or ensured its implementation. It is clear that we need to do more. Let me assure you that I will not stop asking Member States to do more in implementing this Directive. My services are engaged in a series of actions to ensure this takes place. Following the evaluation of the national action plans, my services wrote to all Member States detailing their weaknesses and inviting them to address these in the revision of their plans.

The Commission has also conducted audits in Member States to verify that the Directive is being fully implemented. These audits serve two purposes. First, they are a tool to share good practices amongst Member States. Secondly, where Member States have not met their obligations under the Directive, they will help the Commission to consider further actions based on their concrete findings.

I am pleased to report that last month, Member States voted in favour of a Commission implementing directive to establish harmonised risk indicators. This will show trends in the risks associated with plant protection products. This implementing measure is now subject to scrutiny by the Council and the European Parliament – by you. I encourage you to look upon it favourably. I expect that these indicators will be calculated and published by the end of 2019. However, I should stress that I do not see the two indicators established under this Directive as the end of a process. Rather, they are the start of a more comprehensive suite of indicators to reflect trends in the risks associated with plant protection products throughout the EU.

Integrated pest management is a cornerstone of the Directive. As you have noted in your report, Member States to date have not converted integrated pest management principles into prescriptive and assessable criteria to monitor compliance. I am pleased to inform you that my services are organising a workshop in May to develop a toolbox to help Member States to check implementation of this essential element.

Your report also notes the importance of low—risk active substances to achieve more sustainable agriculture. It is thanks to the combined efforts of the Commission, EFSA, Member States and industry that the number of low—risk active substances continues to increase. These substances give farmers a tool to control pests while producing high—quality food in a more sustainable manner. While their adoption may not reduce the total quantities of plant protection products used, they have a more favourable toxicological profile. This will certainly help reduce the risk associated with these products. I also share your view that the sustainable use of pesticides should be integrated into the common agricultural policy. You will have noticed that such provisions were included in the Commission’s proposal, and I would encourage your support.

Finally, five years have passed since Member States adopted their first national action plans. They are now obliged to review and revise them where necessary. My services will present a second report to the European Parliament and Council on the implementation of the Sustainable Use Directive later this year. It will analyse the revised national action plans and determine if weaknesses have been addressed. It will also summarise the experience gained by Member States in implementing the national targets to reduce the risks and impacts of pesticides.

Honourable Members, thank you once again for your report. I think we can all agree that the Directive on the sustainable use of pesticides is an important part of a broader sustainable agriculture policy. Two weeks ago we adopted a reflection paper on progress towards a sustainable Europe by 2030. It notably called for a genuine change in the way we produce, transform, distribute and consume food. The full implementation of the Directive on the sustainable use of pesticides would very much help in this respect. I can assure you that my services will look very closely at the recommendations listed in your report. In many areas, as you have just heard, the Commission has already taken action to address the issues raised. We are committed to ensure the full implementation of the Directive and we will continue to work with Member States so that this objective is achieved.

  Karl-Heinz Florenz, im Namen der PPE-Fraktion. – Herr Präsident! Herr Kommissar, vielen Dank, ich kann Ihr Papier nur unterstützen. Der größte Tenor in diesem Bericht gefällt mir sehr gut. Ein Punkt ist hier sehr wichtig, nämlich die Frage der Weiterbildung derjenigen Personen, die diese Spritzmaschinen fahren. Ich habe gerade selbst im Dezember einen solchen Lehrgang mitgemacht, obwohl ich noch drei, vier andere auf meinem Betrieb habe, die das auch gemacht haben. Also Weiterbildung in dieser Frage ist außergewöhnlich wichtig.

Auch das weitere Entwickeln von Pflanzenschutztechnik haben Sie angesprochen. Das kann ich als praktischer Landwirt nur empfehlen. Ich würde mich aber auch gerne bei der Berichterstatterin bedanken. Sie hat da eine ganze Menge Herzblut reingeschrieben und ist auch hier und da mal so ein bisschen aus dem Raster gesprungen.

Also wir debattieren hier über einen nachhaltigen Pestizideinsatz. Wir reden hier nicht über GAP, und wir reden hier nicht über die Verschmutzung des Grundwassers. Aber wenn Sie schon mit mir über die Verschmutzung des Grundwassers reden wollen, können Sie das gerne haben. Ich sage Ihnen: Solange Sie alle – und ich auch – billiges Fleisch kaufen wollen, dürfen Sie sich nicht wundern, dass die Fakten ganz einfach sind. Auf dem Betrieb meines Vaters waren 80 Schweine, auf meinem 800, und bei meinem Nachbarn – die nächste Generation – sind es 3 000. Wenn Sie das als Nachhaltigkeit bezeichnen, dann sind wir nicht auf einem Kurs.

Ansonsten, Herr Kommissar: Viel Erfolg, und bitte bleiben Sie bei den Neonikotinoiden hart. Wir haben sie verboten, und dabei bleibt es. Wenn wir jetzt 20 Ausnahmen durch Sie genehmigt bekommen, dann kriegen diejenigen Länder, die die Neonikotinoide verbieten, Bleischuhe an die Füße, und die anderen rennen mit Turnschuhen durch diesen Wettbewerb. Das kann ich nicht akzeptieren.

  Pavel Poc, za skupinu S&D. – Pane předsedající, zpravodajka Jytte Gutelandová připravila vynikající zprávu, je zřejmé, že Parlament i Komise svou práci odvádí, což bohužel nelze říct o členských státech. Zásady integrované ochrany rostlin jsou v platnosti už od roku 2014, dokud však členské státy nezačnou plnit svou úlohu, tak si budeme stále jen vyprávět pohádky o tom, co znamenají a proč je musíme dodržovat. My přece nechceme vzít zemědělcům nástroje k ochraně rostlin, chceme jim naopak nabídnout takové, které nebudou ničit jejich zdraví ani naše zdraví, ani poškozovat životní prostředí. Používání chemických pesticidů stejně jako používání antibiotik by přece mělo být poslední záchranou a ne základem našeho evropského zemědělství.

V této souvislosti je mi trochu líto, že Komise nevyslyšela požadavek tohoto Parlamentu na zrychlení schvalování biologických a nízkorizikových pesticidů, to nás zřejmě čeká až v příštím období. V Evropě dnes hodně mluvíme o bezpečnosti, přitom si do naší krajiny dennodenně pokládáme časovanou bombu, která kolem nás tiká a dřív nebo později vybuchne. Před ní nás neochrání žádná zeď ani žádné hranice. Přiznejme si konečně, že současný způsob hospodaření je dlouhodobě neudržitelný. Jestli to změníme aktivně sami, tak to bude řízený proces, který neublíží ani zemědělcům, ani spotřebitelům, ani krajině. Pokud k tomu dojde v důsledku kolapsu ekosystému, odneseme to všichni.

  Jan Huitema, namens de ALDE-Fractie. – Dank u wel, voorzitter. Beste commissaris, in dit verslag over duurzame gewasbescherming wordt veel aandacht besteed aan geïntegreerde gewasbescherming. Ik vind dat belangrijk, want geïntegreerde gewasbescherming gaat uit van het voorkomen van het ontstaan van ziekten en plagen in gewassen.

Wat in het verslag naar voren komt, is dat de landen in de Europese Unie met de vinger worden gewezen omdat ze te weinig zouden doen. Ik zou ook onszelf met de vinger willen wijzen, want heel veel Europese regels maken geïntegreerde gewasbescherming moeilijk. Ik zal een paar voorbeelden noemen.

Ten eerste: veredeling. Het is ontzettend belangrijk dat wij nieuwe gewassen veredelen die weerbaarder zijn tegen ziektes en verschillende plagen. De veredelingssector is heel erg in beweging en er zijn verschillende innovaties om die veredeling te verbeteren. Helaas staat Europese wet- en regelgeving deze nieuwe innovaties niet toe.

Een tweede punt wat heel belangrijk is, is de bodemgezondheid. Ik vind het belachelijk dat de Europese nitraatrichtlijn juist het gebruik van kunstmest stimuleert ten koste van het gebruik van dierlijke mest.

Ten derde worden in verschillende landen, waaronder Nederland, initiatieven genomen om de bodemkwaliteit te verbeteren – in denk aan de Stichting Veldleeuwerik – maar die krijgen onvoldoende ruimte door de starre vergroeningsmaatregelen in het huidige gemeenschappelijk landbouwbeleid. Voorts wordt de toelating en het gebruik van micro—organismen en laagrisicomiddelen bemoeilijkt door een slechte en verouderde toelatingsprocedure. En ten slotte zouden we veel meer aandacht moeten schenken aan precisielandbouw om sneller ziektes en plagen te kunnen detecteren en ze adequater en preciezer aan te kunnen pakken. Dank u wel.

  Anja Hazekamp, namens de GUE/NGL-Fractie. – Dank u wel, voorzitter. Duurzaamheid en pesticiden, dat zijn eigenlijk twee woorden die niet in één zin thuishoren. Gif is niet duurzaam. Gif dat in de tijd van onze grootouders werd gebruikt, zit nog steeds in ons milieu, op ons voedsel en in onze lichamen. Landbouwgif vervuilt onze wateren, het vervuilt de bodem, het vergiftigt onze gezondheid en tast de biodiversiteit aan. Een nieuw onderzoek, gepubliceerd in het Journal of Biological Conservation, toont aan dat 40 % van alle insecten met uitsterven bedreigd wordt. Bijen, vlinders en kevers staan op de gevarenlijst. Het verdwijnen van die insecten heeft op zijn beurt grote gevolgen voor de rest van de biodiversiteit en alle dieren die deze insecten eten. Denk aan weidevogels, vissen, reptielen, amfibieën en vleermuizen.

De belangrijkste oorzaak van dit alles is de manier waarop wij ons voedsel produceren. Industriële intensieve landbouw verwoest onze ecosystemen, zo concludeert datzelfde onderzoek. Het gebruik van landbouwgif wordt nadrukkelijk genoemd als een van de belangrijkste oorzaken van het verlies aan biodiversiteit.

De vraag is dan ook niet hoe gif duurzaam gebruikt kan worden. De vraag is hoe we een omslag kunnen krijgen naar veilige en echt duurzame productiemethoden: biologische productie zonder landbouwgif. Het huidige landbouwbeleid staat daar nog heel erg ver van af. Ook daarom ben ik voorts van mening dat de Europese landbouwsubsidies moeten worden afgeschaft.

  Martin Häusling, im Namen der Verts/ALE-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! Ich finde den Namen dieses Berichts schon irreführend: Es gibt keine nachhaltige Anwendung von Pestiziden. Womit wir uns beschäftigen müssen, ist ein Ausstiegsszenario für Pestizide. Herr Kommissar, Sie haben ja mit Recht darauf hingewiesen: Die Mitgliedstaaten sollten ja eigentlich schon Reduktionspläne für Pestizide liefern. Ist da irgendwas passiert? Nein. Ganz im Gegenteil. Nur zwei Mitgliedstaaten erfüllen überhaupt ihre Berichtspflicht und machen Senkungspläne.

Was machen die Mitgliedstaaten stattdessen? Der Kollege hat es angesprochen: Es werden Neonikotinoide in etlichen Mitgliedstaaten verwendet, obwohl es ein europäisches Verbot gibt. Das ist unhaltbar. Das ist eigentlich der Skandal, wo ich sagen muss: Ist diese Gesetzgebung überhaupt etwas wert, wenn es Mitgliedstaaten gibt, die das schlichtweg ignorieren?

Wir haben immer noch eine Diskussion um Glyphosat und werden sie auch weiterhin haben. Welche Konsequenzen ziehen wir daraus? Ja, es müsste gesenkt werden – aber trotzdem steigt die Verwendung von Glyphosat in einigen Mitgliedstaaten, obwohl es Alternativen gibt. Der ökologische Landbau macht es doch vor, dass es ohne Chemie geht. Glyphosat z. B. ist verzichtbar. Wir müssten halt auf mechanische Methoden zurückgreifen. Wir müssen anständige Fruchtfolgen machen. Damit hätten wir Lösungen. Aber es wird nicht praktiziert, weil es auf der anderen Seite natürlich mächtige Interessen gibt, eine Industrie, die weiterhin Pestizide verkaufen will und damit ganz gute Geschäfte macht. Das muss man doch hier auch mal deutlich sagen.

Gestern ist wieder eine Studie veröffentlicht worden, die zeigt, der Artenrückgang ist wirklich dramatisch. Es bleibt keine Zeit mehr, um darüber nachzudenken, ob wir irgendwo an irgendeiner Stelle ein bisschen absenken. Nein, wir müssen aussteigen. Wir können nicht darauf warten, dass noch mehr als 70 % der Insekten verschwinden. Das ist eine ökologische Katastrophe, die da draußen stattfindet.

Die Europäische Union muss Antworten geben und das tut sie leider nicht. Deshalb müssen wir nicht über die Kleinigkeiten reden, über Precision Farming; das ist keine Lösung. Das ist im Grunde genommen eine ein bisschen bessere Technik. Wir müssen tatsächlich darüber nachdenken, wie wir in der Landwirtschaft aus dieser Pestizidfalle rauskommen – zugunsten der Umwelt, der Verbraucher, aber auch zugunsten der Landwirte.

  Mireille D’Ornano, au nom du groupe EFDD. – Monsieur le Président, Monsieur le Commissaire, en France, nombre d’agriculteurs ont été empoisonnés par les pesticides.

Plusieurs accusent aujourd’hui l’État d’avoir fermé les yeux sur ce danger sanitaire sans précédent. Encore récemment, le président Macron affirmait que le chlordécone n’était pas cancérigène. Une contre-vérité qui a énormément choqué en France.

Dénoncer les positions irresponsables de nos dirigeants, c’est bien. Ouvrir les yeux sur les causes profondes de ce système, c’est mieux.

Les objectifs européens sont fous, à commencer par l’article 39 du traité FUE sur la PAC, qui ne fait aucune mention de la qualité de la production, ni de la protection de la santé. Si un agriculteur se suicide tous les deux jours en France, c’est évidemment à cause du productivisme de court terme imposé par l’Union européenne, avec à la clé, des revenus dérisoires, pendant que les géants de l’agrochimie engrangent des milliards. Changer les traités européens n’est pas possible, vous le savez; en sortir, oui.

  Giancarlo Scottà, a nome del gruppo ENF. – Signor Presidente, onorevoli colleghi, pur condividendo la posizione della relatrice sulla necessità, da una parte, di ridurre l'impatto dei pesticidi sull'ambiente e sugli esseri umani e, dall'altra, di riuscire a migliorare fattivamente i piani di azione nazionali, ritengo sia fondamentale non creare un collegamento diretto tra gli obiettivi stabiliti dalla direttiva 2009/128/CE e l'attuale nuovo modello previsto per l'attuazione della PAC.

Legare infatti il target sulla riduzione dell'uso dei pesticidi non è il modello previsto per attuare la PAC. Ancora molto incerto nella sua applicazione, potrebbe in realtà danneggiare ancor più l'attuale stato di efficacia dei sistemi di gestione stabiliti dalla direttiva 128 del 2009. Se da un lato, appunto, gli Stati membri potrebbero giovare di un sistema a prima vista più elastico nell'applicazione della PAC, dall'altro il mio timore è che l'ipotetico cambiamento radicale aumenterà notevolmente il livello di burocrazia, dovendo gli Stati membri declinare gli obiettivi della PAC in strategia di interventi, misurandone poi risultati. A mio parere, quindi, ogni sforzo dovrebbe essere rivolto ad aumentare l'utilità e l'efficacia dei piani di azione nazionali.

  Molly Scott Cato (Verts/ALE), blue-card question. – Mr Lins criticises my colleague Martin Häusling, and says that copper sulphate is a dangerous chemical. It is nothing compared to the sorts of toxic pesticides we’re talking about here, which are causing a decimation of wildlife in our countryside – 58% of butterflies and moths lost in the past several decades. Does he not understand that if we do not protect these pollinating insects, there will be no food supply for us? We’re next on the extinction list.

  Norbert Lins (PPE). – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Ein verlässliches Zulassungsverfahren und die nachhaltige Anwendung von Pflanzenschutzmitteln gehen Hand in Hand. Nachdem wir Anfang des Jahres den Sonderbericht zum Zulassungsverfahren auf den Weg gebracht haben, gehen wir nun einen weiteren Schritt zu einem nachhaltigeren Gebrauch. Ich bin selbst auf einem Bauernhof aufgewachsen, habe Pflanzenschutzmittel angebracht und weiß deshalb, wie wichtig die richtige Anwendung ist. Ich bin davon überzeugt, dass ein verantwortungsvoller Einsatz von Pflanzenschutzmitteln der Maßstab sein muss. Das Zauberwort hier ist Innovation. Neue, effizientere und risikoärmere Substanzen und Produkte werden die nachhaltige Anwendung von Pflanzenschutzmitteln fördern.

Schulung ist der zweite wichtige Schlüssel. Unsere Landwirte müssen wissen, was sie tun und wie sie es tun. Gleichzeitig sollte der private Gebrauch eingeschränkt werden. Ich sehe nicht ein, dass es eingesetzt wird, nur damit der Häuslebesitzer von nebenan ohne viel Aufwand einen englischen Rasen hat. Das muss meiner Meinung nach nicht sein.

Und im Gegensatz zum Kollegen Häusling glaube ich, dass Digitalisierung und Technologisierung der Landwirtschaft nützen und auch zu einem geringeren Verbrauch führen werden. Kollege Häusling spricht eben leider nicht so viel davon, dass auch die Ökolandwirtschaft Probleme hat, zum Beispiel Kupfereinsatz im Ökolandbau, und dass wir im Ökolandbau eben nach wie vor deutlich geringere Erträge haben. Es geht also auch um die Ernährungssicherung der Bevölkerung. Das müssen wir auch im Blick behalten.

  Norbert Lins (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Vielen Dank! Das war ja eigentlich keine Frage, sondern mehr eine Anmerkung. Ich glaube, man muss immer unterscheiden, was wir anwenden, wie wir es anwenden. Es gilt immer der Grundsatz: Die Dosis macht das Gift. Es ist halt ein Riesenunterschied, ob wir über Neonikotinoide sprechen oder über Glyphosat, über Insektizide, Herbizide oder auch Fungizide. Da muss man deutlich unterscheiden. Da habe ich den Eindruck, dass das nicht alle Kolleginnen und Kollegen immer im Blick haben.

  Eric Andrieu (S&D). – Monsieur le Président, Monsieur le Commissaire, le 25 janvier dernier, les chefs d’État et de gouvernement se sont enfin accordés sur la mise en place d’indicateurs de risque harmonisés. Et c’est une très bonne chose. Mais, en même temps, le 25 janvier dernier, les représentants des 28 États membres ont été incapables d’adopter les lignes directrices proposées par la Commission européenne visant à protéger les pollinisateurs des dommages causés par les pesticides. Alors où est la vérité?

La vérité, c’est que depuis 2013, la Commission a proposé vingt-cinq fois aux États membres un texte visant à mieux protéger les abeilles des pesticides.

La vérité, c’est que 40 % des insectes ont disparu lors de la dernière décennie et que le taux de mortalité des abeilles atteint les 80 % dans certaines régions de l’Union européenne. L’agriculture intensive est le principal moteur de ce déclin et, avec elle, l’utilisation de pesticides à outrance. La vérité, c’est que les chefs d’État continuent de se cacher derrière des décisions pseudo européennes qui ne sont en réalité, ni plus ni moins, que les leurs. C’est que les progrès enregistrés sur l’utilisation durable des pesticides sont largement insuffisants, notamment en termes d’alternatives. C’est que ces mêmes chefs d’État doivent en finir avec leur hypocrisie sur la question des pesticides et cesser de dérouler le tapis rouge aux multinationales de l’agrochimie.

Il est temps, Monsieur le Commissaire, que la Commission européenne tape du poing sur la table, exige que les États membres rendent des comptes et lancent, le cas échéant, des procédures d’infraction. Il en va de la santé des 500 millions de citoyens européens.

  Ulrike Müller (ALDE). – Herr Präsident, liebe Kolleginnen und Kollegen! Für eine nachhaltige Landwirtschaft ist der integrierte Pflanzenschutz unerlässlich und muss in den Mitgliedstaaten besser umgesetzt werden. Dafür setzt der Bericht ein gutes und richtiges Signal.

Etwas stört mich aber. Es hat sich die Methode etabliert, eine einzige Studie heranzuziehen, um für den Insektenrückgang alleine die Landwirtschaft verantwortlich zu machen. Dies entspricht nicht dem Niveau unseres Hohen Hauses hier. Ich würde die Kollegen bitten, hier endlich bei den Fakten zu bleiben. Fakt ist, dass in dieser gemeinten Studie, die über den Zeitraum von 27 Jahren 63 Messstellen hatte, nur 37 ein einziges Mal abgemessen wurden und 20 zwei Mal.

Die statistische Relevanz der Studie ist damit sehr fragwürdig. Fakt ist auch, dass landwirtschaftliche Praktiken nur als eine mögliche Ursache unter den anderen genannt werden. Das ist besorgniserregend, und es muss dringend mehr dazu geforscht werden.

Ich glaube, dass diese gesamtgesellschaftliche Aufgabe des Artenschutzes von allen gemacht werden muss. Das fängt beim Einzelnen an: zum Beispiel mit einer Blühwiese statt einem pflegeleichten Steingarten.

  Michèle Rivasi (Verts/ALE). – Monsieur le Président, la directive de 2009 – qui traitait de l’utilisation des pesticides compatibles avec le développement durable – avait des objectifs pertinents et cohérents et encourageait la réduction des pesticides et les alternatives. Or, vous, la Commission, avez pris trois ans de retard avant de faire cette évaluation. Et de plus, on s’aperçoit que c’est un véritable échec. Pourquoi? Parce que quand vous regardez les chiffres de l’Agence européenne de l’environnement, ils montrent une augmentation de 10 à 20 % de la demande des pesticides. En même temps – et contrairement à ce que disent mes collègues – on constate qu’au niveau de la biodiversité, il y a une diminution des invertébrés, des insectes, des écosystèmes et aussi des oiseaux. Donc que voulons-nous? La destruction de la vie? Il faut que la Commission – et le rapport qui a été donné est très clair là-dessus – encourage les alternatives, mette de l’argent et développe justement une agriculture durable. Et une agriculture durable, c’est sans pesticides, sans produits chimiques. C’est cela qui est important, Monsieur le Commissaire, et pas l’inverse.

  Piernicola Pedicini (EFDD). – Signor Presidente, onorevoli colleghi, noi riteniamo che questa relazione sia già buona, perché da una parte tutela la salute umana e dall'altra protegge l'ambiente dai rischi connessi all'uso dei pesticidi. Tuttavia, potrebbe essere migliorata, perché non si può parlare di uso sostenibile dei pesticidi se non si considera l'intero ciclo di vita dei pesticidi stessi, dalla loro immissione sul mercato fino alla definizione dei massimi livelli di residui negli alimenti.

Se non si combatte la pratica dei pesticidi illegali e contraffatti, se non si affronta il problema dei prodotti importati trattati con pesticidi, noi non possiamo permettere di irrigidire al tempo stesso la normativa verso i nostri produttori, verso i nostri agricoltori, e al tempo stesso poi permettere di importare prodotti trattati con sostanze vietate in Unione europea, perché questo ha un impatto negativo sul nostro mercato interno e favorisce una concorrenza sleale che distrugge un intero settore produttivo.

  John Stuart Agnew (ENF). – Mr President, we can split the fashionable objection to pesticides into two categories.

The first is human health and safety. There are now a cohort of individuals who have spent at least 30 years handling the concentrated material and being exposed to the vapour. Their exposure is perhaps as high as 1 000 times that of the ordinary citizen. Some of the products used 20 years ago have been banned on toxicity grounds. These workers, who include myself, should have all died long ago if the scare tactics of the green lobby are to be believed.

The second is environmental impact. It is quite true that overuse and misuse of pesticides will harm wildlife and pollute watercourses. Their use has, however, allowed world food production to keep pace with world demand, which organic farming methods could not hope to have done.

Nevertheless, the industry is not complacent about the situation and a big effort has been made to reduce dependency on pesticides by using modern plant-breeding methods to create varieties that require substantially less pesticide use.

The reaction of the European green lobby to this successful technology is to ban it.

You cannot have it both ways.

  Angélique Delahaye (PPE). – Monsieur le Président, Monsieur le Commissaire, chers collègues, régulièrement, en session plénière, la question des pesticides s’invite dans le débat.

Une fois de plus, certains s’ingénient à opposer agriculture et environnement, en jouant sur la peur légitime de nos concitoyens. À l’occasion de ce rapport, je souhaite redire – comme je fais depuis le début de mon mandat – que les agriculteurs sont les premiers écologistes.

Nos concitoyens ont besoin d’être rassurés sur l’utilisation des produits phytosanitaires. À ce titre, je suis convaincue que la science doit être la base incontestable de toutes nos décisions. Nous devons avoir une approche positive concernant la place de l’agriculture dans la transition écologique et son rapport aux questions environnementales.

Pour des pratiques agricoles toujours plus respectueuses de l’environnement, il est indispensable d’accompagner les professionnels. Ils doivent pouvoir disposer de solutions adaptées à chaque type d’agriculture, que ces solutions soient phytopharmaceutiques, naturelles ou de synthèse, ou qu’elles fassent appel à des méthodes alternatives.

Si ce texte respecte cette approche, je souhaite rappeler à tous et à vous, Monsieur le Commissaire, que la PAC est avant tout une politique agricole et non une politique environnementale. Pour autant, la PAC doit accompagner les agriculteurs vers la double performance économique et environnementale. La transition écologique sera réussie, si elle est économiquement viable, ou elle ne sera pas.

  Karin Kadenbach (S&D). – Herr Präsident, Herr Kommissar! Hier geht es nicht gegen die Landwirtschaft. Hier geht es einfach darum, dass wir erkennen, dass Pflanzenschutz für die europäische Produktion von Lebensmitteln, Nahrungsmitteln und Futtermitteln notwendig ist. Es ist nur die Frage, wie dieser Schutz stattfindet.

Und ich glaube, dieser Bericht zeigt sehr deutlich, dass es nicht die einzige Möglichkeit ist, Pflanzen zu schützen, indem man im Übermaß Pestizide einsetzt. Es gibt Möglichkeiten: Es gibt alternative landwirtschaftliche Möglichkeiten, es gibt physikalische Möglichkeiten, es gibt weniger gefährliche Pestizide; es gibt so viele Alternativen, die heute – und das haben wir erkannt – in den Mitgliedstaaten viel zu wenig eingesetzt werden, die nicht überwacht werden, die nicht kontrolliert werden; und selbst wenn sie kontrolliert und überwacht werden, wenn Verstöße dagegen in Wirklichkeit keine Sanktionen nach sich ziehen – um das geht es heute.

Es geht uns darum, dass nicht Mitgliedstaaten in großem Maße Ausnahmeregelungen schaffen, dass weiterhin Pestizide, Neonikotinoide, die eigentlich schon verboten sind, mit irgendwelchen Notausnahmen weiter eingesetzt werden. Wir wollen für Europa produzieren, wir wollen Nahrungsmittel, die sicher sind, die gesund sind, die die Umwelt nicht schädigen. Wir müssen dem Artensterben etwas entgegensetzen.

Ich glaube, dieser Bericht zeigt viele Möglichkeiten auf. Es geht für eine neue europäische Landwirtschaft, und die hat natürlich auch zu bedeuten, dass wir eine neue gemeinschaftliche Agrarpolitik brauchen. Das kann man nicht getrennt diskutieren.

  Molly Scott Cato (Verts/ALE). – Mr President, a new global scientific review into the perilous condition of our insects reports that over 40% of insect species are threatened with extinction while our insect populations are declining by 2.5% per year. The review clearly links this drastic decline to the overuse of pesticides. That is why our report on the sustainable use of pesticides is more crucial now than ever. It is being spelt out by the world’s scientists — we need to begin an urgent transition away from the use of these highly toxic pesticides. The report urges EU countries to step up to the mark and take action on pesticides instead of making the empty promises of recent years. We need to reduce the amount of pesticides farmers use, banning the most toxic ones immediately. We need to use integrated pest management and dedicate more of our farmland to organic production. Insects are essential for the proper functioning of all ecosystems as food for other creatures, pollinators and recyclers of nutrients. Unless we take drastic action now, insects as a whole will go down the path of extinction within a few decades and we can be quite sure that we would follow on closely behind.

  Pilar Ayuso (PPE). – Señor presidente, señor comisario, tenemos que cumplir los objetivos de la Directiva 2009/128/CE sobre el uso sostenible de los plaguicidas. Además, los ciudadanos queremos que los productos fitosanitarios sean de bajo riesgo, que no dejen residuos en los alimentos y que no afecten al medio ambiente. En cualquier caso, tenemos que ser conscientes de que en la Unión Europea tenemos la legislación más restrictiva para la utilización de plaguicidas.

Y, por eso, los agricultores tienen muchas restricciones a la hora de utilizar plaguicidas y se encuentran en posición de desventaja frente a sus competidores de terceros países, que usan plaguicidas aquí prohibidos y luego, además, importamos los alimentos que ellos producen con estos plaguicidas.

Tampoco podemos olvidar el gran riesgo que representan las nuevas plagas. Y me refiero, por ejemplo, a la Xylella fastidiosa de los olivos o a la mancha negra de los cítricos, que nos han venido de fuera, por hablar solo de situaciones más recientes.

En fin, yo doy la bienvenida a este informe, pero no debemos comprometer el trabajo que ya se está realizando para desarrollar un uso sostenible de los plaguicidas, ni olvidar la necesidad que de ellos se tiene en la agricultura.

  Herbert Dorfmann (PPE). – Herr Präsident! Ja, ich denke, wir sind uns hier relativ einig: Mit Chemie muss sorgfältig umgegangen werden. Das gilt übrigens nicht nur für die Landwirtschaft, das gilt zum Beispiel auch für die Medizin. Wir könnten ja auch mal eine Debatte führen, wie unsorgfältig wir auch mit Medikamenten umgehen. Aber es ist manchmal einfacher, mit dem Finger auf andere zu zeigen.

Viele Dinge sind richtigerweise heute schon gesagt worden. Wir brauchen einen besseren Zugang zum integrierten Pflanzenschutz. Wir brauchen low-risk pesticides, also Pestizide mit geringem Risiko. Ich habe übrigens in diesem Haus selber einen Bericht dazu gemacht und auch Vorschläge gemacht, wie man hier beschleunigen könnte. Passiert ist in der Kommission diesbezüglich relativ wenig.

Wir brauchen mehr Forschung und Entwicklung, auch in öffentlichen Anstalten. Wir brauchen bessere Anwendungstechnik, und wir brauchen mehr resistente Pflanzen.

Ich möchte aber noch auf einen letzten Punkt hinweisen, der noch nicht angesprochen wurde. Wir haben in den letzten Jahren immer wieder Schädlinge aus dem Ausland eingeschleppt. Ich denke zum Beispiel an die marmorierte Baumwanze oder an die Kirschessigfliege, welche dann Tonnen und Abertonnen von Chemie verursachen, weil sie bekämpft werden müssen. Wenn wir an den Grenzen Europas manchmal etwas sorgfältiger wären, würden wir uns auch einiges ersparen.

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, l'approvazione da parte del Parlamento europeo della risoluzione della commissione speciale PEST è stata un passo significativo nella direzione di un'attuazione efficace del regolamento sull'immissione sul mercato di prodotti fitosanitari, che prevede l'autorizzazione solo di pesticidi innocui, ossia che non arrechino alcun danno all'uomo, agli animali e all'ambiente.

Tuttavia, un alto livello di protezione non può essere raggiunto senza una corretta applicazione della direttiva sui pesticidi sostenibili, che deve essere lo strumento per aiutare gli agricoltori a ridurre la dipendenza da essi sostituendoli con alternative sostenibili e con pratiche agro-ecologiche.

Particolare attenzione va prestata alla protezione dei gruppi vulnerabili, considerando l'attuale mancanza di protezione dei residenti nelle zone rurali. In questa direzione vanno gli emendamenti 24 e 44 proposti a seguito di una tavola rotonda organizzata da me con i colleghi Guteland, Andrieu e Poc, che chiedono alla Commissione e agli Stati membri di bandire immediatamente l'uso di pesticidi nei pressi di abitazioni, scuole, parchi giochi, asili nido e ospedali.

  Νότης Μαριάς (ECR). – Κύριε Πρόεδρε, νομίζω ότι από τη συζήτηση έχει αναδειχθεί το τεράστιο πρόβλημα που υπάρχει σχετικά με τη χρήση των φυτοφαρμάκων. Πρόβλημα που αφορά, βεβαίως, την υγεία τόσο των ανθρώπων όσο και των ζώων.

Εγώ, κύριε Andriukaitis, θα ήθελα να θέσω και ένα άλλο θέμα. Συζητούμε για τη χρήση των φυτοφαρμάκων εντός της Ευρωπαϊκής Ένωσης, αλλά έχουμε αθρόες εισαγωγές αγροτικών προϊόντων από πλευράς Τουρκίας, στην οποία η χρήση των φυτοφαρμάκων είναι ανεξέλεγκτη. Υπάρχουν απαγορευμένα φυτοφάρμακα που χρησιμοποιούνται στην καλλιέργεια αγροτικών προϊόντων στην Τουρκία και όμως αυτά τα προϊόντα εισάγονται πλέον στην ίδια την Ευρωπαϊκή Ένωση. Επομένως, ποια προστασία υπάρχει για τους ίδιους τους καταναλωτές; Γίνεται ελληνοποίηση γάλακτος το οποίο εισάγεται από την Αλβανία. Ούτε εκεί έχουμε φυτοϋγειονομικό έλεγχο. Έχουμε αθρόα εισαγωγή κρεάτων, παράνομα, από τα Σκόπια και ούτε εκεί έχουμε έλεγχο του τι είδους ουσίες χρησιμοποιούνται. Άρα, λοιπόν, πρέπει να δούμε τι γίνεται με τις εισαγωγές προϊόντων από τρίτες χώρες.

  Hilde Vautmans (ALDE). – Voorzitter, mijnheer de commissaris, collega's, ik denk dat we het hier vandaag genoeg hebben gehoord. Het duurzame gebruik van pesticiden ligt ons eigenlijk allemaal na aan het hart, zowel de burgers als de boeren.

Het verslag dat vandaag voorligt, is belangrijk. We evalueren hier de richtlijn van 2009 en daaruit blijkt heel duidelijk dat de lidstaten een tandje hoger moeten schakelen. Er is vooruitgang geboekt op het vlak van opleiding en het afstellen van spuitapparatuur. Maar de actieplannen missen heel duidelijk meetbare en concrete doelstellingen. Bovendien lijkt het mij ook duidelijk dat we meer moeten investeren in geïntegreerde gewasbeschermingstechnieken. Dat moeten we vooropstellen.

Last but not least moeten we, zoals collega Huitema zei, ook in eigen boezem durven kijken. Als we de boeren willen overtuigen, moeten we meer in de richting van precisielandbouw gaan en ervoor zorgen dat daarvoor middelen beschikbaar zijn. Daarnaast denk ik dat we ook moeten inzetten op gewasveredeling en het verbeteren van de bodemkwaliteit. Op dat vlak moeten we openingen creëren. En dus moeten we meer middelen voorzien.

Als we ons milieu willen verbeteren, collega's, dan moeten we inzetten op ondersteuning van boeren. Zij produceren ons gezond voedsel. Dank u wel.

  João Ferreira (GUE/NGL). – Senhor Presidente, o uso insustentável dos pesticidas está na origem de graves problemas ambientais de saúde pública e de segurança alimentar. Este uso insustentável é indissociável dos modelos de produção vigentes favorecidos pela Política Agrícola Comum e pelas políticas comerciais da União Europeia.

Modelos produtivistas, de cariz exportador, que deixam a produção de alimentos, algo com óbvia relevância estratégica em qualquer sociedade, nas mãos do agronegócio. São as mesmas políticas que foram, e continuam a ser, devastadoras para a pequena e média agricultura e para a agricultura familiar, que têm uma importância crucial na ocupação sustentável do território e na soberania alimentar dos Estados.

Sem dúvida que são necessários procedimentos mais rigorosos de controlo do uso de pesticidas. Sem dúvida que é necessário o desenvolvimento de novos produtos e processos que comportem menos riscos e menos impactos na saúde e no ambiente. Mas é igualmente necessário modificar profundamente os modelos de produção vigentes e as políticas que os viabilizam.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, ο ρόλος των φυτοφαρμάκων για την παραγωγή της Ευρώπης είναι σημαντικός, διότι συμβάλλουν στην αντιμετώπιση των επιβλαβών οργανισμών που προσβάλλουν τα φυτά και συντελούν στην καλή υγεία των φυτών. Όμως, μερικά από αυτά εισέρχονται στον υδροφόρο ορίζοντα, με αποτέλεσμα να δημιουργούνται προβλήματα στα οικοσυστήματα. Επιπλέον, όταν παραμένουν κατάλοιπα φυτοφαρμάκων επάνω σε τρόφιμα τίθεται σε κίνδυνο η υγεία των ανθρώπων, όσων κατοικούν σε γεωργικές περιοχές, των καταναλωτών, αλλά και ακόμα και των περαστικών. Επίσης, τα υπολείμματα στις ζωοτροφές αποτελούν κίνδυνο για την υγεία των ζώων. Ακόμη, υπάρχει υπόνοια ότι ορισμένα φυτοφάρμακα ευθύνονται για ενδοκρινολογικές διαταραχές.

Όλα τα παραπάνω επιβάλλουν την υποχρέωση, τόσο στα έθνη όσο και στην Ευρωπαϊκή Ένωση, να συνεργαστούν και να καταβάλουν προσπάθειες για να χρησιμοποιούνται με ορθολογικό τρόπο τα φυτοφάρμακα. Πρέπει να περιοριστεί η χρήση των φυτοφαρμάκων και να επιλέγονται όχι χημικές, αλλά βιολογικές μέθοδοι. Επιπλέον, η Ευρωπαϊκή Ένωση πρέπει να προστατεύσει τους καταναλωτές από φυτοφάρμακα τα οποία εισάγονται από τρίτες χώρες.

  José Inácio Faria (PPE). – Senhora Presidente, Senhor Comissário, alimentar uma população mundial de mais de sete mil milhões de pessoas traz desafios aos quais a indústria agroalimentar tem respondido com elevada eficácia. No entanto, não podemos deixar que valha tudo no jogo da produção. Por um lado, estamos a restringir ou a reduzir a biodiversidade e a agrodiversidade com a utilização de pesticidas de toxicidade elevada e com um impacto desconhecido na saúde humana. Por outro lado, continuamos a aprovar organismos geneticamente modificados que sejam resistentes aos pesticidas que selecionamos por conveniência comercial.

Não nos admiremos, por isso, que haja uma baixa disponibilidade de produtos fitofarmacêuticos de baixo risco, incluindo biológicos, sendo estes apenas treze num total de quinhentas substâncias disponíveis no mercado. A realidade é que a insuficiente aplicação da diretiva e as discussões de aprovação por Estados-Membros criam condições de concorrência desiguais na Europa.

Há um impedimento à plena implementação no mercado das alternativas sustentáveis com uma consequente redução da atratividade para os agricultores que preferem, obviamente, as opções mais rentáveis no curto prazo.

  Maria Grapini (S&D). – Doamnă președintă, domnule comisar, sigur, dezbatem astăzi o temă sensibilă și trebuie să fim raționali, pe lângă sensibilitate. Este foarte clar: toți dorim să protejăm sănătatea oamenilor. În același timp, să ne gândim și să facem un scenariu: dacă vom nimici agricultorii din Uniunea Europeană, evident că vom importa, așa cum au spus colegii, produse și nu vom avea niciodată o uniune vamală care să poată să controleze bucată cu bucată produsele care intră și care sunt mai periculoase decât cele produse în Uniunea Europeană.

Sigur că, așa cum spunea domnul comisar, este foarte important ca statele membre să își revizuiască măsurile, dar, domnule comisar, cred că trebuie să avem armonizate aceste măsuri și trebuie să avem și un control armonizat pentru că, în interiorul pieței interne, sigur că circulă produsele și degeaba un stat membru este foarte riguros, dacă în alte state membre nu se verifică, așa cum spuneați dumneavoastră - produsele trebuie verificate din punctul de vedere al toxicologiei. Cred foarte mult că avem nevoie de investiții în agricultură, avem nevoie în cercetare și inovare pentru ca aceste produse folosite să nu atace sănătatea oamenilor.

  Michaela Šojdrová (PPE). – Paní předsedající, já vystupuji proto, abych zde vysvětlila svůj přístup, který je jasně na straně ochrany zdraví občanů, ale také musíme myslet na producenty zemědělské výroby, pro které je používání pesticidů zatím prostě nezbytností. Přesto tlak na snižování používání pesticidů a na zákaz některých pesticidů, které obsahují karcinogenní látky, má smysl a to prokázala také zpráva Evropského úřadu pro bezpečnost potravin, která říká, že 96 % testovaných vzorků dodrželo povolené limity a dokonce polovina vzorků neobsahovala žádná kvantifikovatelná rezidua. Já se tedy domnívám, že je jasné, že tento tlak má smysl a má smysl omezovat používání těch nejnebezpečnějších pesticidů, ale je třeba apelovat na omezení dovozu potravin, které jsou ošetřovány právě pesticidy, a zákaz dovozu pesticidů.

  Maria Gabriela Zoană (S&D). – Doamnă președintă, domnule comisar, utilizarea pesticidelor joacă un rol foarte important în producția agricolă a Europei prin menținerea sănătății plantelor și prin prevenirea distrugerii lor din cauza bolii și infestării. Cu toate acestea, pesticidele administrate culturilor pot intra în sol și în apele de suprafață prin dizolvare și scurgere și pot pătrunde în apele subterane, cu riscul de a afecta negativ speciile ne-țintă atât în ecosistemele terestre, cât și în cele acvatice.

Domnule comisar, nu pot să fiu de acord cu propunerea raportoarei de a nu fi acordate derogări pentru folosirea neonicotinoidelor. Cred că este esențial să ținem cont de specificitatea agriculturii în fiecare stat membru. Poate ceea ce este valabil în Germania nu este valabil și în Bulgaria în ceea ce privește această specificitate a agriculturii și chiar și a dăunătorilor.

Gestionarea integrată a dăunătorilor în sectorul agricol european vizează menținerea utilizării pesticidelor și a formelor de intervenție la niveluri care sunt justificate din punct de vedere economic și ecologic și care reduc sau reduc la minim riscurile pentru sănătatea umană și pentru mediu, acordând prioritate metodelor biologice sustenabile, precum și metodelor fizice și chimice de protejare a culturilor și de descurajare a dăunătorilor.

  Franc Bogovič (PPE). – Gospa predsednica! Veseli me, da se v Evropskem parlamentu veliko ukvarjamo z rabo pesticidov. Sprejeli smo posebno poročilo odbora, danes sprejemamo poročilo o trajnostni rabi pesticidov.

Podobno kot v medicini pri ljudeh je tudi tu jasen cilj: čim manj pesticidov, čim manj tistih agresivnih, ki lahko škodijo zdravju, okolju ali pa tudi živalim. In zato mislim, da prav to, kar počnemo v Evropski uniji, da podpiramo integrirano pridelavo, podpiramo z navzkrižno skladnostjo pregled škropilnic, na drugi strani tudi usposabljanje tistih, ki to uporabljajo, in tudi s poudarkom na ekološkem kmetijstvu.

Zagotovo bo še nekaj časa v kmetijstvu uporaba pesticidov, zato je prav, da podpiramo tudi metode preciznega kmetijstva, kjer lahko z jasno senzoriko ugotovimo stanje bolezni, stanje škodljivcev, s preciznimi nanosi zmanjšamo tudi vpliv na okolje, hkrati pa, kot sem že dejal, v bodoči kmetijski politiki podpirajmo še naprej ukrepe, ki peljejo kmetijstvo v smeri integrirane pridelave in v okvir ekološke pridelave.

  Vytenis Povilas Andriukaitis, Member of the Commission. – Madam President, once again I listened carefully to the honourable Members and I heard a lot of reasonable approaches. The main thing, as we all know, is that we need to strengthen our efforts in the sustainable use of pesticides and in the improvement of the Directive.

Let me react to some specific points. I fully agree with Karl-Heinz Florenz when he raises questions about training. Especially now, as we see a lot of new agro—techniques, we need to encourage Member States to pay more attention to training needs when farmers are using new techniques and facing new issues with pesticides.

Regarding derogations, derogation should mean derogation, and should not be the rule. The Commission is looking at this very carefully and we are now introducing strong measures, asking Member States for justifications and asking them to see what they can do and how we can regulate. As you know, we have permanent conversations with some Member States about derogations. But, of course, derogation is enshrined in law, so we need to pay greater attention to that.

Some speakers mentioned the possibility of promoting more low—risk pesticides. As you know, we now have to hand a lot of improvements, and rules and procedures allowing the quickest possible authorisation of low-risk pesticides.

Some speakers mentioned once again the role of organic farming and the message that organic farming is farming without chemicals. No: we know very well that in organic farming too people use certain chemicals. Copper sulphate is a very difficult question. You know that the carcinogenicity of copper sulphate is a big challenge and we need to address those issues. So do not mislead people. We know very well that different types of farming are using different methods, including chemicals. So do not simply create confrontation between conventional farming and organic farming.

Once again, please tell the truth to society. From a regulatory point of view, we know what that is. We know who is who, and how different tools are used in different types of farming.

Mr Andrieu rightly mentioned the Bee Guidance Document. We did not achieve a qualified majority on this at Standing Committee level because Member States are not capable of voting in favour. It’s now up to Parliament and the Council to conclude the so—called first reading on the comitology rules. We have proposed introducing transparency in risk management, changing the situation, with regard to the comitology rules, so as to have data publicly available to vote on.

However, two years for the first-reading stage is not progress! May I encourage you once again to draw attention to this, because I am very happy that yesterday we concluded the General Food Law trilogue. I would like to thank Ms Ayuso for doing a very difficult job. We now have more transparency in the assessment of pesticides, and this is a big achievement for all of us.

I have outlined to you the comprehensive regulatory system for plant protection products in Europe and the Commission’s efforts to ensure their sustainable use. I also acknowledge that there is no perfect system.

Ms D’Ornano mentioned cases of suicide in France. I was there, I met people and I discussed this with the French authorities. They should assess the situation in a very careful manner because it’s a complex one. Some use the word ‘poison’ when speaking about pesticides. I’m sorry, but sometimes, in some quantities, for some people, medicine is poison. So I would say, please, use the correct words and do not simply create rumours about pesticides.

The Commission is currently evaluating the implementation of the regulation that concerns the authorisation of plant protection products and the setting of maximum residue levels. It will also launch an evaluation of the Sustainable Use Directive in 2020 to determine if this legislation is fit for purpose. I call on the Member States to set ambitious targets, with clear timetables, in their revised national action plans. They must demonstrate their commitment to citizens to reduce the risk and impact of the use of pesticides on human health and the environment.

Let me close by thanking the honourable Members for their interest in and support on this important issue. I look forward to the adoption of this important report by Parliament. Once again, I thank Jytte Guteland and the shadow rapporteurs for their very good, collaborative work and for this comprehensive report. We will take careful note of the recommendations, and together we will continue on the road towards more sustainable agriculture in Europe in order to protect our citizens’ health, the environment, consumers and sustainable agriculture.

Imma, hawnhekk nerġa’ ninsisti, l-użu mhux sostenibbli tal-pestiċida, kif smajna anki llum, jista’ jwassal għal telf tal-bijodiversità, jista’ jikkontamina u jaffettwa l-ħamrija, jista’ jikkontamina u jafettwa l-ilma u jista’ jidħol anki fl-ilma ta’ taħt l-art - il-ground water tagħna. Wara kollox id-dipendenza tal-pestiċida u fuq il-pestiċida hija kompletament inkompatibbli ma’ agrikoltura sostenibbli. U aħna nemmnu li l-Unjoni Ewropea trid timbotta għal agrikoltura aktar sostenibbli li tippromwovi l-prevenzjoni, li tippromwovi metodi li mhumiex kimiċi, kontrolli bijoloġiċi u anki prodotti b’riskju baxx.

U biex intemm - ir-rapport li ddiskutejna llum, fl-opinjoni tiegħi, jibgħat messaġġ konkret u progressiv li nista’ nagħmlu fil-qosor f’erba’ punti ewlenin. L-ewwel punt: l-Istati Membri jridu jħaffu u jtejbu l-implimentazzjoni tal-integrated pest management practices tagħhom u jridu jippromwovu alternattvi mhux kimiċi u anki prodotti li jipproteġu l-pjanti li għandhom riskju baxx. It-tieni: il-pestiċidi f’erjas pubbliċi jridu jispiċċaw għaliex dawn jinkludu wkoll parks u postijiet fejn ikun hemm it-tfal tagħna u gruppi vulnerabbli oħra bħal nisa tqal. It-tielet punt: id-data collection fuq l-użu tal-pestiċida u anki dak li jifdal mill-pestiċida fl-ambjent irid jitjieb. U fl-aħħar nett għandna bżonn miżuri aktar b’saħħithom li jistgħu jgħinu biex nippromwovu aktar l-organic farming.   Mihai Ţurcanu (PPE), în scris. – Biodiversitatea este amenințată peste tot în lume! Ritmul de dispariție a speciilor este extrem de mare, de 100 până la 1 000 de ori mai mare decât cel natural. Scăderea biodiversității, alături de schimbările climatice, este cea mai gravă amenințare la adresa mediului înconjurător, de care depinde și economia, și societatea!

Fac apel către statele membre să implementeze această directivă fără nicio amânare. Un sfert din speciile de animale se confruntă cu riscul dispariției. Salut munca depusă de raportoare și susțin directiva Parlamentului European și a Consiliului privind utilizarea durabilă a pesticidelor. Gestionarea integrată a dăunătorilor pune accentul pe creșterea unor culturi sănătoase, prin utilizarea unor metode care să afecteze cât mai puțin agroecosistemele și să încurajeze metode cât mai naturale de combatere a agenților de dăunare, și este una dintre prioritățile acestui raport, care merită toată atenția și aplecarea noastră!
