Daniel Hannan (ECR). – Madam President, it has been quite a busy few days for Côte d’Ivoire. The other day, because of a mix-up over flags, it was the recipient of a supportive tweet from the German Foreign Ministry, which expressed its total solidarity with Côte d’Ivoire over the issue of the Irish border – and now we have this Fisheries Agreement.

Look, we’ve all voted on dozens, maybe hundreds, of these fisheries agreements with various African countries, and I have occasionally taken the opportunity to lament the fact that overfishing in Europe and the mismanagement of the common fisheries policy brought us to the point where we needed to do this. But I wonder whether we could consider a different aspect of it.

Again, we are treating Côte d’Ivoire and the African continent generally as a kind of economic colony and a supplier of raw materials to our industries. Under EU tariff arrangements, you can export green coffee beans but not roasted coffee from Africa, you can export cocoa but not chocolate. In other words, we are encouraging, through our economic policy, an effect which not only keeps people poorer but also costs consumers in Europe more. The best thing we could do is scrap the common agricultural policy.

Seán Kelly (PPE). – Madam President, I am pleased to support this agreement and particularly to highlight the important opportunities it brings for the EU and Côte d’Ivoire to work together in a sustainable way in the exploitation of fisheries resources. Sustainability is a crucial element of all fisheries policies, so I am pleased that this agreement pays due attention to that priority. The agreement marks an important step in the responsible development of Côte d’Ivoire’s blue economy, and I am pleased that the EU, through this partnership, will help to support this development.

I also welcome the mutually beneficial nature of this partnership agreement in creating an opportunity for the exploitation of Côte d’Ivoire fisheries resources by fishers originating in EU Member States, ensuring at the same time, and as a priority, that the resources are used in an environmentally conscious way, protecting marine ecosystems, and in the interests of all involved.

I congratulate the rapporteur and the shadow rapporteurs on their important work in preparing for today’s vote.
