  Johannes Hahn, Member of the Commission, on behalf of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, the war in Syria has entered yet another new phase, particularly since the US announcement of troop withdrawal, but a political solution to the crisis is still not in sight. It should be clear that the only sustainable way out is a negotiated solution under the auspices of the United Nations (UN), and we will not tire of repeating this. Carving out spheres of influence in a partitioned Syria will not bring peace, security and stability to the country and the region.

The north-east of Syria is now the subject of negotiations between the Kurdish-led Syrian Democratic Forces, the USA, Russia, Turkey and the Syrian regime. Daesh is not defeated yet and it’s essential to prevent terrorists from making a comeback in the future.

We fully understand the security concerns of Turkey, but we also believe they can truly be addressed only if the sovereignty and integrity of the Syrian state is preserved. We hope that any security arrangement for the north will ensure protection for people of all ethnicities and religions, and that it will prevent new suffering and clashes on the ground.

In the meantime, the al-Qaeda wing in Syria, formerly known as the al—Nusra Front or Hayat Tahrir al-Sham (HTS) is consolidating its control over the Idlib area in the north-west of Syria. This development has forced us to put on hold as a precautionary measure all the Commission programmes brokered in Idlib province. The same happened in the south of Syria, where it was not possible to continue our work.

Unfortunately, the needs are dire. The sole positive note is the recent humanitarian delivery in Rukban Camp on the Jordan border where 60 000 Syrians are stranded, including many women and children. Humanitarian organisations need access to the whole country. All the crossing-points towards Syria must stay open, in particular those located in the north-west and the north-east of the country. This is even more urgent during winter, and especially for the hundreds of thousands of displaced people in camps, many of whom are children struggling to survive. We will continue to protect civilians in the event of any offensive and to advocate for the protection of humanitarian workers.

In areas controlled by the regime, we hear reports of arbitrary arrests and forced conscription. There has been no progress on the liberation of political detainees. Corruption is mounting, and the war economy is the main source of subsistence for some people.

There can be no European contribution to the reconstruction of Syria so long as there is not a political transition firmly on the way. While the Syrian regime does not engage in the UN-led process, and for as long as human rights continue to be violated, this will not change. As to the return of Syrian refugees to their land, the United Nations High Commissioner for Refugees (UNHCR) continues to tell us that the conditions for safe, voluntary, sustainable and dignified return are not yet in place. We also need a system to monitor what happens to returnees, to ensure their protection and to influence conditions for return. We won’t ask Syrians to go back to a place where they risk arbitrary detention, forced conscription and torture.

For all these reasons, we continue to support the political process in Geneva as the only just and realistic way to end the war. We cannot afford simply to freeze the conflict. That would be the perfect recipe for more suffering, more radicalisation, more regional instability and more violence.

High Representative Federica Mogherini is in close touch with the new UN Special envoy for Syria, Geir Pedersen, about how best to support him in his efforts. He is currently meeting all stakeholders in order to restart the Geneva process.

And it is precisely to support the Geneva process that, in mid-March, we will co-host the third Brussels Conference on Syria, with the UN. The conference will focus on three pillars: support for the political process, humanitarian aid, and the regional development component. Our aim will be to ensure pledges to meet the continuing needs of Syrians and of the countries that have welcomed so many refugees.

This year we will also host, at the European Parliament in Brussels, a day of dialogue with Ministers, international NGOs and civil society representatives from Syria, Lebanon, Jordan and Turkey. The people of Syria are asking for a sustainable solution to the war. They demand a country where every Syrian can find a place, beyond all differences of faith, ethnicity, politics and social background. The people of Syria need a negotiated political solution that can lead to reconciliation, to reconstruction and to an inclusive and democratic Syria. This continues to be our goal as Europeans. I thank the European Parliament for its support in preparing for the envisaged Syria conference.

  José Ignacio Salafranca Sánchez-Neyra, en nombre del Grupo PPE. – Señora presidenta, señor comisario, señorías, otra vez Siria en el orden del día de nuestro Parlamento. Vamos para el octavo año de conflicto. La crisis que no cesa, con unas cifras que nos golpean: 500 000 muertos, 5 700 000 refugiados, 12 000 000 de personas en emergencia humanitaria, 6 000 000 de ellos niños; atroces violaciones de los derechos humanos, como nos acaba de recordar el comisario, y un país destruido.

En un entorno particularmente inquietante: tenemos la retirada de los Estados Unidos; una consolidación en el país del 65 % del territorio con el presidente sirio y sus aliados iraníes y rusos; tensiones en las fronteras con Turquía e Irak y, por lo tanto, un entorno muy incierto. Un entorno donde todos los actores se mueven en un nuevo escenario prácticamente de guerra fría: los Estados Unidos han enviado a Israel al consejero de Seguridad Nacional; los presidentes de Rusia, Irán y Turquía se reúnen el próximo jueves en Sochi; Siria está tratando de reconstruir sus alianzas con otros socios como los Emiratos Árabes Unidos y Jordania.

Y en cuanto a la Unión Europea, señor comisario, es muy difícil ir más allá de nuestra estrategia común, de apoyar las conferencias internacionales y de movilizar los importantes recursos que nosotros hemos movilizado, de apoyar los esfuerzos del enviado especial del secretario general de las Naciones Unidas y su hoja de ruta. Pero, señor comisario, ¿es esto suficiente para aliviar el sufrimiento y la muerte de este país martirizado que es Siria?

  Victor Boştinaru, on behalf of the S&D Group. – Madam President, some are saying that the war in Syria has ended. I think such a statement is a total misconception. Although we can observe an apparent decrease in fighting, no progress has been made on the underlying causes of the conflict, and peace is still so far away. Yes, the Syrian-Russian-Iranian military alliance has retaken territories held by the opposition forces, including terrorist groups, but they have done so following attacks that involved indiscriminate air strikes and prohibited weapons.

The war will end only when we find a way towards a genuine political transition, with full accountability and credible transitional justice; and when we can ensure that the six million refugees and the four million internally displaced Syrians will have a home to return to and will be protected by their state. Only then, can reconstruction start.

Justice remains a key word. The Syrian conflict is marked by war crimes, ranging from systematic torture and detention by the Syrian security services, through the Government impeding humanitarian aid, to the consistent use of indiscriminate and prohibited weapons by the Syrian-Russian military alliance. If the Syrian justice system is not capable of providing independent and effective prosecution, we should find an international solution.

And, Commissioner, one message for the Commission: the EU cannot accept a fait accompli imposed by Bashar al—Assad and his protectors.

  Charles Tannock, on behalf of the ECR Group. – Madam President, sadly the survival of the brutal Assad regime is now beyond doubt, and it appears that US troops will shortly leave Syria, which may well leave a security vacuum. With the reports of thousands of former ISIS fighters still scattered across Syria and Iraq, as well as the fact that the Al—Nusra Front successor organisation Hayat Tahrir al-Sham (HTS) has consolidated power in the province of Idlib, the threat of Islamist extremism is far from over.

Russia’s and Turkey’s defence ministers met yesterday to discuss the situation in Idlib and both sides have agreed that decisive action is needed to curb the advances of HTS and ensure that the demilitarised zone is functioning and effective. With some 3.5 million civilians living in Idlib, we must spare a thought for the brutal conditions they are currently living under, made all the worse by the constant threat of greater bloodshed given the Assad regime’s ruthless determination to retake the province at whatever cost.

In what has increasingly become an international affair marred by various proxy wars, the EU looks on this tragedy as little more than an observer, although the EU’s long—term diplomatic relations with Damascus under Assad will be deeply problematic.

  Marietje Schaake, on behalf of the ALDE Group. – Madam President, the promise of ‘never again’ dies in Syrian prisons. Those were the words of Josh Rogin in The Washington Post last week. He referenced the extraordinary evidence of the torture in Assad’s death facilities. A brave Syrian citizen called ‘Caesar’ smuggled exactly that evidence out at the risk of his and his family’s life. So now we must play our part, at last, because I agree with those who say that Europe is too much of a payer and not a player vis-à-vis the war in Syria, and it has to change, because we still lack a common EU strategy. And of course the sudden US change of direction in Syria has major consequences while ISIS is not defeated.

And I hear a repetition of the words ‘no military solution to the war in Syria can be found’, but of course that doesn’t in and of itself change the fact that military moves do create realities on the ground that we must be realistic about. So I think we need to put pressure on the warring parties, particularly to protect civilians in and around Idlib, people who were forcibly displaced from other parts of the country in the first place; Aleppo and Homs now risk being trapped and targeted again.

We must also make sure that what we do in terms of adopting sanctions vis-à-vis Syria is also implemented. We have targeted sanctions, for example, to hold to account individuals without punishing the entire population, and we have to make sure that our broad package of sanctions is smart and that they are upheld. We heard of Belgian companies shipping tonnes of chemicals to Syria which may have been used to create weapons, and Italy rolled out the red carpet for Ali Mamlouk, a security official who is not supposed to enter the EU. We are not credible if we don’t live up to our own commitments.

And lastly, briefly, in Lebanon, Jordan and Turkey, the pressure on local communities is growing and young and vulnerable people pay the price. It is very urgent to address sexual exploitation of girls and child labour, and avoid them falling into the hands of criminals and militias.

  Michel Reimon, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Herr Kommissar Hahn, willkommen im Plenum! Ich bin dankbar, dass Sie hier sind, und möchte mich speziell an Sie wenden.

Während wir hier reden, finden in Syrien vielleicht die letzten Kämpfe mit dem Islamischen Staat statt; die letzten Häuserkämpfe kurdischer Truppen und ihrer Verbündeten könnten in den nächsten Stunden die letzten Gebiete dort erobern. Das ist eine Leistung, eine großartige Leistung, und Europa sollte dankbar dafür sein. Stattdessen sind wir wieder dabei, die Kurden und ihre Verbündeten im Stich zu lassen.

Die autonome Region in Nordostsyrien ist demokratisch, ist vielfältig, ist nicht nur kurdisch, sondern dort leben Christen, dort leben Jesiden, dort leben viele Araber, säkulare Araber – bei den Truppen sind inzwischen mehr arabische Soldaten und Soldatinnen als kurdische. Diese Menschen versuchen gemeinsam, demokratisch eine autonome Region aufzubauen, und sind dabei sehr weit fortgeschritten. Sie haben Schulen, sie haben Krankenhäuser, sie investieren dort mit wenig Unterstützung aus Europa. Und jetzt werden sie bedroht von einem türkischen Einmarsch, von Erdoğan, der vorhat, die Grenze zu überschreiten und dort hineinzugehen. Und Europa unternimmt nichts, um sie davor zu schützen.

Ich möchte Sie als Nachbarschaftskommissar auffordern, möglichst viel Druck auf die Türkei zu machen. Wenn das passiert, wenn dieses Projekt in Nordostsyrien, in Kurdistan, zerstört wird, hat auch Europa ein Problem. 900 europäische IS-Kämpfer sitzen dort in den Gefängnissen – europäische Staatsbürger, von den Kurden bewacht. Die Kurden sagen: Wir werden sie nicht töten, wir werden sie freilassen, wenn Erdoğan einmarschiert. Und diese 900 Menschen, 900 Kämpfer, 900 Terroristen werden sich auf den Weg nach Europa machen.

Wir haben ein höchstes Interesse, dass es dort unten zu keinem Einmarsch kommt, dass es Frieden gibt. Und wir sollten uns als Europäische Union unseren kurdischen Verbündeten und deren Verbündeten dankbar zeigen.

  James Carver, on behalf of the EFDD Group. – Madam President, Commissioner, the clearest message that I brought back from my visit to Iraq in December was how the tragedy of Islamic State’s insurgency ultimately has brought all sides of a divided country together against this evil, helping to create a new national identity.

Like Iraq, Syria is a deeply complicated problem and I do have concerns over President Trump’s recently announced intention to pull US forces out of Syria. I accept how the West’s recent history of intervention in the Middle East displayed fundamental flaws in our approach, but we must not allow any vacuum to develop that could possibly be exploited by those wishing to further their own agenda.

People such as the Kurds must be allowed to remain an important balance in the region, especially in relation to the protection of the various faith groups and ethnic groups across Middle East society. We must, of course, be strict with the application of force overseas, acknowledging the clear risk but remembering, without the West and without America, what remains.

We must be realistic in acknowledging the world in which we live. If we do not influence, others will, and we will be even less able to guarantee any eventual outcome. We must approach the future of Syria – both for the future prosperity of the Syrian people and for our own security and influence in the West – in a sensible and coherent manner.

  Marie-Christine Arnautu, au nom du groupe ENF. – Madame la Présidente, les puissances atlantistes et les pétromonarchies qui ont soutenu et armé les islamistes ne sont plus les maîtres du jeu en Syrie, et je m’en réjouis.

L’heure est à la reconstruction et au retour des réfugiés chez eux. Mais une épée de Damoclès est suspendue au-dessus de nos compatriotes en raison de l’incurie de nos gouvernements, de nos lois laxistes et de certains de nos juges idéologues.

450 détenus radicalisés, dont 50 djihadistes, seront sortis de prison d’ici la fin de l’année, selon Mme Belloubet, ministre française de la justice. Le ministre de l’intérieur, Christophe Castaner, vient d’annoncer le retour en France de 130 autres combattants terroristes. En Belgique, 182 islamistes ont été relâchés dans la nature depuis le début du conflit syrien.

Il faut d’urgence revoir nos législations et être d’une rigueur implacable. Déchoyons de leur nationalité les islamistes qui ont une double nationalité et expulsons-les. Quant aux convertis de chez nous qui n’ont qu’une seule nationalité, rétablissons pour eux la peine de mort ou le bagne. Ce sont des traîtres, qu’ils soient jugés et condamnés comme tels.

  Σωτήριος Ζαριανόπουλος (NI). – Κυρία Πρόεδρε, οι Ηνωμένες Πολιτείες δεν αποχωρούν ουσιαστικά από τη Συρία. Αναδιατάσσουν τις δυνάμεις τους στην περιοχή και αναβαθμίζουν την παρουσία τους. Με το Ιράν πάντα στο στόχαστρο, μέσα σε ένα κουβάρι οξύτατων αντιθέσεων, με το δάχτυλο στη σκανδάλη και ταυτόχρονα παζάρια με Ρωσία, Ισραήλ, χώρες του Κόλπου και την Αίγυπτο, και με την Τουρκία, βεβαίως, σε αναβαθμισμένο ρόλο, που επεμβαίνει ανενόχλητη στρατιωτικά στην περιοχή, σχεδιάζεται ο μεταπολεμικός έλεγχος ολόκληρης της Μέσης Ανατολής και της Νοτιοανατολικής Μεσογείου. Στην ίδια —βεβαίως— κατεύθυνση, η Ευρωπαϊκή Ένωση, η Γαλλία, η Βρετανία, η Γερμανία και η Ιταλία επεμβαίνουν στρατιωτικά και επιχειρηματικά. Πατρονάρουν τριμερείς άξονες, όπως Ισραήλ–Κύπρου–Ελλάδας, με την τελευταία υπό κυβέρνηση ΣΥΡΙΖΑ σε ρόλο μεντεσέ και σημαιοφόρου, καθώς και διαύλου επικοινωνίας τους με την Τουρκία όταν δυσκολεύουν τα παζάρια. Μεταξύ άλλων, μπαίνει σε άμεσο κίνδυνο η Κύπρος, με μεθόδευση διχοτόμησής της υπό νατοϊκή ομπρέλα, πέραν βεβαίως των τούρκικων διεκδικήσεων κατά της Ελλάδας. Καταρρέει ο μύθος, λοιπόν, της κυβέρνησης ΣΥΡΙΖΑ ότι Ηνωμένες Πολιτείες, ΝΑΤΟ και Ευρωπαϊκή Ένωση διασφαλίζουν ειρήνη στην περιοχή· μόνο ανταγωνισμούς, πόλεμο και δυστυχία.

  László Tőkés (PPE). – Tisztelt Elnök Asszony! A hosszan tartó, gyilkos háború sújtotta Szíria helyzetéről szólva, mindenekelőtt az üldözött keresztények sorsát kívánom előtérbe helyezni. Az Open Doors múlt évi jelentése szerint több mint hetven országban szenvednek rendkívüli üldöztetést a keresztények, akik a legüldözöttebb vallásnak számítanak a világon. Szíria, mely a háború idején keresztény népességének a felét elveszítette, a gyászos „ranglista” 11. helyén szerepel.

Elismerésre méltó, hogy a háború kitörése óta az Európai Unió több mint 10 milliárd euró értékű támogatást nyújtott a szíriai humanitárius katasztrófa kárvallottjainak. Alapvető elvi kérdés azonban, hogy nem elég az állandósult válságot „kezelni”, hanem mindenekelőtt a válság okait kell megszüntetni, vagyis a háborúnak kell véget vetni Szíriában.

A menekültügy vonatkozásában a magyar modell a követésre méltó, mely szerint a humanitárius segítségnyújtás legjobb alternatívája a menekültek százezreinek nem csupán a befogadása, hanem a hazatelepítése. Orbán Viktor álláspontja szerint nem a bajt kell Európába importálni, hanem a segítséget kell oda vinni, ahol baj van. Ennek megfelelően Magyarország önálló államtitkárságot hozott létre az üldözött keresztények megsegítése céljából, és erejének, gazdasági lehetőségeinek mértékében hathatós támogatást nyújt a szíriai keresztényeknek az újjáépítés és a hazatelepedés érdekében.

  Elena Valenciano (S&D). – Señora presidenta, ¿realmente podemos hablar de la guerra de Siria como si fuera el pasado? Hemos sido testigos en nuestro propio suelo europeo de los ríos humanos de personas que huían del horror. Es un conflicto que todavía está vivo, por lo tanto.

Ha sido una guerra de grandísimos engaños. Los nuevos y viejos polos de la Guerra Fría han operado en Siria a su antojo. Tanto los Estados Unidos como Rusia y China anulando sistemáticamente cualquier acuerdo dentro del Consejo de Seguridad. A Europa nos ha quedado, como siempre, el sentimiento de responsabilidad, muy cercano a la culpa, para tratar de aliviar el éxodo y el sufrimiento del pueblo sirio.

La cuestión es que, después de diez años de horror, ciudades milenarias y gentes —miles y miles de gentes— han desaparecido literalmente de la tierra. Cientos de miles de niños y niñas han muerto bajo las bombas rusas o bajo los drones de la coalición internacional. ¿Y ahora qué pasa?

No puede esto acabar sin que paguen los responsables. La guerra ha tapado la tiranía de Al-Asad, pero de la oposición siria, que intentó luchar por la democracia, no queda ni el recuerdo. E incluso los kurdos están en peligro. Creo que la tercera conferencia por el futuro de Siria llega a la hora de hablar de responsabilidades. No podemos sentarnos a hablar del futuro como si la destrucción no hubiera sucedido.

Eso es lo que desde este Parlamento tenemos que pedir: responsabilidad. No podemos pasar por encima de este horror sin pedir esas responsabilidades.

  Bas Belder (ECR). – Mevrouw de voorzitter, het buitenlands beleid van nominale toetredingskandidaat Turkije kan de EU allesbehalve ongemoeid laten. Dat geldt zeker ook voor Ankara's interventies op het Syrische strijdtoneel. Twee Turkse militaire campagnes, in 2016 en 2018, hebben de enclaves Jarabulus en Afrin in Noord-Syrië tot Turkse militaire economische protectoraten getransformeerd. Insiders spreken veelzeggend van een "Turkse Republiek van Noord-Syrië in wording", dus een vervolg op de Turkse Republiek van Noord-Cyprus. Turkse verklaringen ter ondersteuning van de territoriale integriteit van Syrië blijken slechts lippentaal. Topprioriteit voor Ankara is indamming van het "Koerdische gevaar" tot elke prijs. Ondertussen, mevrouw de voorzitter, bereiken mij van christelijke zijde noodkreten over noordelijk Syrië. Turkije zou erop uit zijn, al dan niet met milities, het gebied van christenen te zuiveren.

Mijnheer de commissaris, hoe verhouden zich de belangen van de EU in Syrië tot de Turkse interesses en interventies aldaar? U hebt er al iets over gezegd, maar heel beknopt. Ik dank u.

  Hilde Vautmans (ALDE). – Mevrouw de voorzitter, mijnheer de commissaris, heel veel collega's hebben het al gezegd. Acht jaar lang duurt het conflict in Syrië. Acht jaar! Wat begon met vreedzame protesten voor democratische waarden, mondde uit in een van de bloedigste oorlogen ter wereld. Er werden – wij herinneren ons nog allemaal de beelden – dodelijke gasaanvallen ingezet en over het hele land werden mensen afgeslacht. Meer dan 465 000 Syriërs werden gedood, er vielen één miljoen gewonden en zo'n twaalf miljoen inwoners – de helft van de bevolking – werden gedwongen om te vluchten.

Ondertussen is het chaos troef in Syrië. De Syrische overheid vecht vandaag nog steeds tegen de rebellen. Israël zet dan weer de wapens in tegen de door Iran gesteunde troepen. En de VS probeert IS te verslaan. Daarnaast zijn er Koerden in het noorden die op hun beurt getroffen worden door Turkse bombardementen. En op dat ogenblik kondigt president Trump aan dat hij zijn troepen gaat terugtrekken omdat IS verslagen is, alhoewel specialisten iets anders melden.

Commissaris, ik heb soms de indruk dat het bij de Europese Unie toegaat zoals vandaag hier in het halfrond. We spreken over een van de momenteel bloedigste conflicten ter wereld, waarbij mensen chemisch gebombardeerd worden en kinderen al acht jaar lang uitzichtloos in kampen leven. En toch gebeurt er niks. Hier zit bijna geen kat. Je ziet bijna niemand als wij debatteren over zo'n conflict!

Ik kan alleen maar hopen dat de Commissie wel iets gaat ondernemen. Ik hoop echt dat er sancties komen. Ik hoop echt dat we het probleem bij de wortel aanpakken. Weet u, commissaris, wij zijn allebei geboren in een land in vrede. Kinderen daar hebben dat geluk niet. Laten we nu eindelijk toch eens alles op alles zetten, met de vuist op tafel slaan en proberen dat conflict te beëindigen. Ik heb de oplossing niet, want dan gaf ik ze u. Maar jullie bij de Commissie zijn slimmer. Zet erop in. Geef die kinderen weer een toekomst. Dank u wel.

  Miguel Urbán Crespo (GUE/NGL). – Señora presidenta, Siria es a todas luces un ejemplo del fracaso de la comunidad internacional, pero también es un ejemplo —otro más— de su hipocresía. Quienes han acabado realmente con el Estado Islámico ha sido el pueblo kurdo. Y, sin embargo, ahora están siendo abandonados a su suerte ante los ataques del Gobierno de Erdogan y de Turquía. Desde aquí estamos mirando hacia otro lado ante los ataques a la población civil y ante el expolio de los recursos del pueblo kurdo, como son, por ejemplo, las toneladas de aceitunas de Afrín que ya están de manera ilegal en el mercado europeo y, en concreto, en España.

La Unión Europea debería liderar el diálogo político, los marcos multilaterales de negociación, la promoción del Derecho internacional, para poner fin al conflicto sirio. Es fundamental que el pueblo kurdo pueda asegurar sus conquistas sociales y políticas, como la igualdad de género, asegurando que no se borran del mapa, amenazadas ahora por la entrada del ejército turco en territorio kurdo.

Y, mientras tanto, la Unión Europea debería romper los acuerdos preferenciales con su socio, como Turquía, que esquilma a la población kurda, incluso fuera de Turquía. Todo lo demás: cumbres, resoluciones, palabras bonitas, quedarán sepultadas bajo los intereses económicos y geopolíticos que no responden a los intereses de la mayoría de la población kurda ni siria.

Souhlasím s Vámi v tom, že Turecko, prezident Erdogan zneužívá situace a útočí proti Kurdům. Snaží se využít té situace a omezit kurdskou menšinu. Nesouhlasím s Vámi však v tom, že mezinárodní společenství je zodpovědné za ten konflikt.   Miguel Urbán Crespo (GUE/NGL), respuesta de «tarjeta azul». – Bueno, yo creo que serían varias preguntas. La primera: cuando yo estaba hablando de la responsabilidad de la comunidad internacional y la responsabilidad de la Unión Europea, por ejemplo, me refería a los acuerdos preferenciales que tenemos con Turquía.

Segundo, que estamos permitiendo que aceitunas de Afrín, que son expoliadas del pueblo kurdo, estén siendo vendidas por el Gobierno turco en el mercado europeo, por poner un ejemplo.

Sobre la responsabilidad, también, de la comunidad internacional, tendríamos que hablar de los diferentes intereses que han entrado dentro de la guerra en Turquía y que eran intereses totalmente espurios al pueblo sirio o al pueblo kurdo. A eso me estaba refiriendo.

  Barbara Lochbihler (Verts/ALE). – Frau Präsidentin! Die Situation in Nordsyrien bleibt bedrohlich. Zum einen hat die Türkei mehrfach angedroht, militärisch gegen die kurdischen Kämpfer in der Region Rojava vorzugehen. Gleichfalls will die syrische Regierung im gesamten Staatsgebiet die Kontrolle wiedererlangen. Dies betrifft auch die Provinz Idlib, wo circa drei Millionen Zivilisten leben und zahlreiche bewaffnete Gruppen aktiv sind. Militärische Vorstöße im Norden durch türkische oder syrische Truppen und deren Verbündete müssen unbedingt verhindert werden.

Die europäische Diplomatie muss sich auch weiterhin für eine Wiederaufnahme der Friedensverhandlungen zwischen der Türkei und der PKK einsetzen. Bei der Brüsseler Geberkonferenz zu Syrien müssen die Vertreter der syrischen Zivilgesellschaft angemessen vertreten sein. Und Geflüchtete aus Syrien müssen auch in Zukunft durch großzügigere Settlement-Programme sowie durch legale und sichere Zugangswege in Europa Schutz finden können.

  Michał Marusik (ENF). – Pani Przewodnicząca! Gdyby Syria leżała w innym miejscu świata, to nikt by się nią nie interesował. Tam władza może nie jest najlepsza, ale też nie najgorsza. Są kraje gorsze i nie są bombardowane. Otóż jest to problem nie tyle Syrii, co Bliskiego Wschodu. Bliski Wschód koncentruje właśnie agresję z zewnątrz wielu różnych ośrodków, wielu różnych sił i tam doszczętnie zniszczono już kilka krajów: wcześniej Irak potem Libię, Tunezję, Egipt. Kraje te zostały już całkowicie zniszczone i tam są wielkie dramaty ludzkie, i o tym się zapomina. Mówi się o Syrii, która jeszcze całkowicie zniszczona nie została. Więc jeżeli chcemy zrozumieć, o co chodzi dziś na Bliskim Wschodzie, skąd się te konflikty biorą, to musimy poznać prawdę, jakie są prawdziwe, rzeczywiste przyczyny zewnętrznych, militarnych ingerencji w tym regionie. Kto tam walczy i o co, kto niszczy z zewnątrz te kraje i dlaczego niszczy. Wtedy będziemy mogli racjonalnie dopiero myśleć o sytuacji i sposobach wyjścia.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, μετά την αιφνιδιαστική ανακοίνωση από τον πρόεδρο Trump περί της αποχώρησης των αμερικανικών δυνάμεων από τη Συρία, η κατάσταση στη Μέση Ανατολή έχει μεταβληθεί και έχει γίνει περισσότερο συγκεχυμένη. Η απόφαση για την αποχώρηση ελήφθη χωρίς προηγουμένη συνεννόηση με τους υπόλοιπους εμπλεκομένους, με αποτέλεσμα να δημιουργηθεί αυτή τη στιγμή ένα κενό, το οποίο όλοι προσπαθούν να καλύψουν προκειμένου να εξυπηρετήσουν τα συμφέροντά τους. Στον ελάχιστο χρόνο που μου διατίθεται δεν μπορώ να κάνω μία σε βάθος ανάλυση της κατάστασης. Θα ήθελα όμως να επισημάνω ότι, ενώ στη σκακιέρα της Συρίας όλοι οι παίκτες κερδίζουν πλεονεκτήματα, η μόνη απούσα είναι η Ευρωπαϊκή Ένωση. Έχοντας επιλέξει να είναι από την αρχή της κρίσης και του πολέμου η ουρά της πολιτικής των Ηνωμένων Πολιτειών, αυτή τη στιγμή αντιμετωπίζει δύο σοβαρούς κινδύνους. Ο ένας είναι από την αναβαθμισμένη Τουρκία. Αντιλαμβάνεστε ότι τώρα η επιθετικότητα και η προκλητικότητα της Τουρκίας θα αυξηθούν. Ο δεύτερος κίνδυνος είναι από τους φανατικούς τζιχαντιστές του ISIS, οι οποίοι, αν και ηττήθηκαν στρατιωτικά, έχουν διασωθεί και ετοιμάζονται να επιστρέψουν με διάφορους τρόπους στις πατρίδες τους στην Ευρώπη για να αναλάβουν τρομοκρατική δραστηριότητα.

  Francisco José Millán Mon (PPE). – Señora presidenta, el conflicto sirio es un asunto muy complejo. No se puede abordar en unos minutos. Es un conflicto poliédrico, los bandos afectados son muchos y es evidente también la profunda implicación de terceros Estados. En este contexto, me preocupa la escasa influencia de la Unión Europea, y también la de los Estados Unidos, reducida además ahora por el anuncio de la retirada de sus tropas.

En los últimos tiempos es evidente que, además del régimen de Damasco, son Rusia, Irán y Turquía quienes deciden. Además de la ayuda humanitaria a los refugiados sirios, la Unión Europea tiene que tener más influencia. En Siria no se trata solo de la derrota del Dáesh, se trata también de impulsar un proceso político que permita que el futuro de la nación sea el decidido democráticamente por la mayoría del pueblo sirio.

Se trata de un país mediterráneo, muy cercano. Lo que allí sucede nos repercute. Pienso en la grave crisis de los refugiados del año 2015, en su impacto enorme en las fronteras de la Unión Europea. Tenemos que conseguir una mayor implicación e influencia en el presente y el futuro de Siria.

Y, para terminar, señor comisario, me gustaría que nos contase si hubo algunos resultados en la reciente reunión de la alta representante con la Liga Árabe.

  Enrique Guerrero Salom (S&D). – Señora presidenta, hace unos pocos días, el antiguo alto representante para la PESC de la Unión Europea, Javier Solana, publicaba un artículo con el título «De El Asad a El Asad, pasando por el infierno». El solo título muestra ya el fracaso absoluto de una guerra sin sentido. En ese infierno han quemado sus vidas centenares de miles de personas y han extraviado su futuro otros muchos más.

El fuego de ese infierno no se ha extinguido, pero ha llegado el momento de pensar en la reconstrucción. En la reconstrucción material, seguro. Pero sobre todo en la reconstrucción de la vida de los más jóvenes, de esos niños, millones de niños, que han perdido su escolaridad, que han perdido su futuro.

La Unión Europea tiene que comprometerse en un plan multianual para educar a esos niños no solo en la respuesta humanitaria sino también en la cooperación al desarrollo. Ese es el objetivo fundamental que debemos llevar a la tercera conferencia de solidaridad con Siria.

  Anders Primdahl Vistisen (ECR). – Fru Formand! Den tragiske situation i Syrien er jo skrækeksemplet på, hvad der sker, hvis dette Parlament havde magt, som det havde agt, i udenrigspolitikken. Vi ser en situation, hvor man har fordømt amerikansk interventionisme igen og igen og igen, og nu står vi med et Syrien i kaos i vores baghave. Rusland, Tyrkiet og Iran – alle magter der, mildt sagt, har interesser, der strider mod Europas, er dem, der har vundet på grunden, mens vores tætteste allieret, de kurdiske tropper, der har kæmpet mod Asad og mod ISIS, er dem, der står efterladt tilbage. Man kan jo sige, at det ligger som logisk konsekvens af den europæiske kritik og isolationisme over for USA, der har været ført siden Irak og Afghanistan fra store EU lande, og det er fuldstændig naturligt, at amerikanerne ikke længere orker og løse europæernes problemer. Måske skulle vi bruge tiden til at reflektere over, at det transatlantiske forhold er det vigtigste sikkerhedslink for Europa, både i fortiden og i fremtiden, og at de evindelige angreb på USA ikke gør sagen bedre.

  Michaela Šojdrová (PPE). – Paní předsedající, na první pohled se zdá, že situace v Sýrii se stabilizuje, vše bude v pořádku, ale situace vůbec není dobrá. Země je zničená, režim sice vyhrál válku, ale legitimitu a podporu vlastních obyvatel nemá. Assádův režim se drží u moci násilím s pomocí Íránu a Ruska. Stovky tisíce uprchlíků ze Sýrie se nemají kam vrátit a ani se nemohou vrátit, protože by byly pronásledovány. Pokud dojde k ofenzivě v Idlíbu, bude to znamenat další humanitární katastrofu. Nejvíce znepokojující je posílení vlivu Íránu, což samozřejmě znepokojuje zejména Izrael. Pozitivní zprávou je, že se daří likvidovat ISIS. Kurdové na východě země vedou proti nim tuhé boje i s podporou USA. EU jako celek nezasahuje, ale některé členské státy se konktrétně angažují. Nepovažuji sice jednotlivou angažovanost za šťastnou, ale jinak to zatím není možné. EU by měla být daleko silnější v diplomatickém angažování. Souhlasím s kolegou, že perspektiva pro děti, které nemají kam chodit do školy, je katastrofální, jsou totiž rukojmím prezidenta Assáda.

  Brando Benifei (S&D). – Signora Presidente, onorevoli colleghi, la situazione in Siria è ancora lontana da una soluzione e tra poche settimane la terza conferenza sulla Siria sarà ospitata dall'Alto rappresentante.

Dobbiamo sostenere la necessità di rilanciare il processo di pace di Ginevra sulla base della risoluzione ONU 2254 accertando le responsabilità penali per i crimini di guerra commessi in questi anni. Al tempo stesso l'Europa deve rafforzare il suo ruolo di attore umanitario investendo davvero nella resilienza di lungo termine del popolo siriano, come finora non si è fatto a sufficienza, interagendo di più con la società civile, coinvolgendola maggiormente anche nell'organizzazione della conferenza, sostenendo altresì progetti straordinari come "Operazione Colomba", che realizza corridoi umanitari e sostiene i profughi siriani in Libano, per i quali sarebbe necessario organizzare seriamente un progressivo sistema di graduale ritorno sicuro.

Voglio aggiungere, in conclusione, una parola sulla questione di padre Paolo Dall'Oglio, una rinnovata speranza per la sua vita. Il suo lavoro per il dialogo interreligioso è straordinario e noto in tutto il mondo. Chiediamo di rinnovare l'impegno per la sua liberazione perché torni presto a portare il suo grande messaggio di pace.

  Bogdan Andrzej Zdrojewski (PPE). – Pani Przewodnicząca! Sytuacja w Syrii jest oczywiście daleka od rozwiązania. Widać to także po tej debacie, po rozmaitości głosów, a zwłaszcza ocen. Chcę jednak zwrócić uwagę na jeden bardzo istotny, z mojego punktu widzenia, fakt. Otóż, przede wszystkim, wszystkim tym, którzy się Syrią zajmują instytucjonalnie brakuje konsekwencji. Brakuje konsekwencji zarówno w tych porozumieniach fałszywych, prawdziwych lub udawanych, porozumieniach międzynarodowych. Brakuje konsekwencji w pomocy humanitarnej, brakuje konsekwencji także w akcjach militarnych, przede wszystkim tych prowadzonych w ostatnich miesiącach, a przede wszystkim w pryncypiach, w gradacji poszczególnych problemów, które są do rozwiązania. Zwracam na to uwagę dlatego, że z tego punktu widzenia, z tych właśnie powodów nie uzyskujemy skuteczności. Wiemy doskonale, kto jest graczem, tym najważniejszym graczem, bo jest nim Rosja, Izrael, Turcja i oczywiście Asad – to są wszyscy ci, którzy w obecnych warunkach tego pewnego bałaganu, braku konsekwencji, braku systemu wartości, uzyskują najwyższe efekty, niestety nie najlepsze dla sytuacji w tym państwie.

  Neena Gill (S&D). – Madam President, yesterday, US—backed Syrian forces launched an attack on Isis’s last stronghold. With fighting intensifying again, I welcome that the local authorities have agreed to set up a transit route near the town of Sour so that humanitarian aid can be provided to those in need faster. However, services in the camp of al—Hol are increasingly stretched. More critical healthcare services and expansion of water and sanitation facilities are urgently needed. Therefore, it’s good that, as the Commissioner announced, the EU is hosting a very timely conference to support the future of Syria and in the region in March. But I still have questions. How do we ensure that the conference will not just focus on humanitarian aid issues but also mobilises international and, in particular, regional support for a step towards a political solution? Secondly, a political transition to the conflict needs to remain a prerequisite to any larger EU investment supporting the Syrian reconstruction process. With President Trump’s decision to pull out of Syria, SDF forces seem forced to collaborate with the Syrian State. Do we then have to accept that Assad is staying, and what impact will this have on defining how the EU can support a political transition?

  Agustín Díaz de Mera García Consuegra (PPE). – Señora presidenta, la guerra en Siria se ha cobrado la vida de más de 300 000 personas y ha provocado 6,3 millones de refugiados y 6,2 millones de desplazados internos. Es la mayor catástrofe humanitaria, sin parangón en la historia reciente.

La Unión puede y debe liderar la resolución pacífica del conflicto, pero no puede hacerlo sola. En este sentido, es buena noticia que en marzo tenga lugar la tercera Conferencia de la Unión y las Naciones Unidas sobre el futuro de Siria y su región. Es necesario seguir recabando apoyo humanitario, además de los 1 400 millones de euros del Fondo Madad, pero también apoyos políticos que acompañen las negociaciones para alcanzar una solución pacífica y negociada.

Es imprescindible el apoyo de las Naciones Unidas, en comunión con lo establecido en la Resolución 2254 (2015). Se habla de derrota territorial y definitiva del ISIS, pero ni será derrota, ni definitiva, ni fin de conflicto. Siria necesitará a la Unión y a la comunidad internacional, pero mucho, mucho más implicadas. El retorno seguro es necesario. Aquí arriba hemos tenido a los combatientes peshmerga y han recibido el apoyo y el aplauso unánime de la Cámara. Ellos tienen la simpatía y el apoyo de todos nosotros.

  György Hölvényi (PPE). – Tisztelt Elnök asszony! Az elmúlt időszakban kétszer is megadatott, hogy járjak Szíriában, meglátogathattam a keresztény kisebbségeket, jártam Homszban, Badullában, Aleppóban és Damaszkuszban is. Egyértelmű volt számomra, hogy a szíriai rezsimnek szánt nemzetközi és európai szankciók a szíriai emberek millióit is sújtják. A szíriai embereket hagyják állás nélkül, jövedelem nélkül, s egyik kiváltó oka sajnálatos módon a menekülésnek is. Igenis tehetünk a szíriai emberek és a szíriai kisebbségek hazájukban maradásáért. A magyar kormány néhány hete jelentős egészségügyi támogatásról döntött a szíriaiak számára humanitárius szervezeteken keresztül. Magyarország a nyitott kórházak projekttel segíti Aleppóban, Homszban az embereket tekintet nélkül a felekezetükre. Ne felejtsük el, az ENSZ adatai szerint ma 3640000 regisztrált szíriai menekült áll indulásra készen Törökországban. Nekünk abban kell segíteni őket, hogy ne Európa felé, hanem hazafelé indulhassanak el.

  Ana Gomes (S&D). – Senhora Presidente, falamos de no-fly zones, de corredores humanitários, de levar o criminoso Assad ao TPI, mas, de facto, não houve Europa para acorrer ao povo sírio. E, por isso, Putin aproveitou e Assad se mantém. Os Estados—Membros boicotaram a Política Comum de Segurança e Defesa. Na Síria, os resultados são desastrosos para a credibilidade da União Europeia, como mostra o último inquérito Euromed, mas sobretudo para a segurança de sírios e de europeus, porque o que temos andado a fabricar na Síria é mais gerações de ofendidos e excluídos para engrossar as fileiras de recrutas para quaisquer grupos terroristas. Não falo sequer dos europeus a que chamamos foreign fighters eufemisticamente e que engrossaram as fileiras do Daesh e que agora os nossos governos irresponsavelmente lavam as mãos.

À traição do povo sírio acrescento a traição que europeus e americanos mais uma vez protagonizam relativamente ao povo curdo, que tão fundamentalmente se bateu como nosso aliado contra as forças terroristas do Daesh e de outros grupos terroristas.

O casamento de conveniência entre Putin e Erdogan não vai durar. A União Europeia não pode bastar-se para limpar a má consciência com apoio humanitário, tem que exigir a Trump que não retire à pressa, fazendo o jogo de Putin e Erdogan.

  Paul Rübig (PPE), Frage nach dem Verfahren der „blauen Karte“. – Ich möchte mich beim Kollegen Freund bedanken, dass er diese wirklich zentrale Frage gestellt hat, nämlich nach der Sicherheit der syrischen Bürger.

Ich war selber in Gaziantep im Flüchtlingslager, weil wir vom Haushaltsausschuss dort die Flüchtlingshilfe organisiert haben. Die meisten der Flüchtlinge wollten ja zurück in ihre Heimat. Die stehen dort mit ihren Autos und warten eigentlich auf den Startschuss, wann es wieder in ihre Dörfer zurückgeht.

Glauben Sie, dass der UNO-Sicherheitsrat hier eine berechtigte Chance hat, in Zukunft eine entmilitarisierte Zone zu schaffen, eventuell auch mit UNO-Blauhelmen, um hier die Rückkehr zu ermöglichen?

  Eugen Freund (S&D). – Frau Präsidentin, Herr Kommissar! Vielleicht – großes Fragezeichen, – hoffentlich – großes Rufzeichen – sehen wir jetzt in Syrien so etwas wie das letzte Aufbäumen. Die Auswirkungen des Krieges haben wir auch unmittelbar bei uns miterlebt. Freilich, was ist unser sogenanntes Flüchtlingsdrama im Vergleich dazu, was die Syrer mitgemacht haben! Das Elend, alles liegen und stehen zu lassen, sich in den umliegenden Nachbarstaaten eine Bleibe zu verschaffen, wenn sie nicht ohnehin im Schusswechsel oder Bombenhagel ums Leben gekommen sind.

Lassen Sie mich bei dieser Gelegenheit noch einmal appellieren: Wir dürfen in Zukunft nicht mehr zuschauen, wenn in der Region wieder einmal ein Konflikt ausbricht. Unsere Chance, die Chance der EU, liegt in einer gemeinsamen starken Außenpolitik, die diplomatisch einschreitet – rechtzeitig, selbstbewusst, vermittelnd. Das können wir nur, wenn wir vom Einstimmigkeitsprinzip abgehen.

Für Syrien kommt das freilich zu spät, aber Syrien, fürchte ich, wird nicht das letzte Land bleiben. Und dafür müssen wir dann gerüstet sein.

Ich kann mir nicht vorstellen, dass wir jetzt schon in der Lage sind, das zu beurteilen. Allerdings wäre es natürlich erfreulich, wenn wir tatsächlich zu einer Lage kommen, wo es so etwas wie eine Sicherheitszone für die Syrer gibt. Aber ich kann das natürlich aus meiner Warte hier jetzt nicht beurteilen.

  Marijana Petir (PPE). – Poštovana predsjedavajuća, gospodine povjereniče, sutra će u Europskom parlamentu biti predstavljena World Watch lista za 2019. godinu. Istraživanje je to koje provodi organizacija Open Doors, a koje donosi popis pedeset zemalja svijeta u kojima se odvija najteži progon kršćana. Sirija je jedanaesta na tom popisu. Godinu ranije bila je na petnaestom mjestu.

Ne možemo se nadati da će sljedeća godina biti bolja od prošle. Iako se Daesh počeo povlačiti iz Sirije, antikršćanski mentalitet ostao je na prostoru koji je kolijevka kršćanstva i na kojemu se kršćanstvo održalo stoljećima. Mi imamo odgovornost prema Siriji i sirijskim kršćanima. Kršćani u Siriji kažu da osjećaju da nemaju nikakva prava i traže da mi budemo njihov glas.

Žao mi je da Komisija i Visoka predstavnica ne prepoznaju ovo pitanje kao prioritet. Stoga pozivam nacionalne vlade da kroz Vijeće i svoju vanjsku politiku pruže progonjenim kršćanima konkretnu pomoć i da zatraže od Komisije da zaštiti kršćane kojima prijeti nestanak na mjestu gdje je kršćanstvo nastalo.

  Julie Ward (S&D). – Madam President, on 16 March it will be one year since the young British woman, Anna Campbell, was killed by Turkish forces whilst defending the city of Afrin with the YPJ.

Anna was a passionate campaigner for social justice who was so sickened by the terrible protracted war in Syria and the untold human suffering that she decided to dedicate her youthful energy to working with the democratic Kurdish forces in northern Syria, the same forces who mounted the only credible opposition to Daesh and Assad in the region. It is they who liberated the Yazidi people trapped on Mount Sinjar. It is they who changed the course of the war on a hilltop in Kobani. It is they who are now rebuilding society in Rojava with women at the heart of a new model of democracy.

I know all this not because I read it in a book or a newspaper, but because I led a women’s peace mission there last May and saw the social and physical reconstruction with my own eyes. But, 11 months on, Anna’s body still lies under the rubble in Afrin and neither the British Government nor the Turkish authorities had the decency to repatriate her remains. I urge the EU to demand a compassionate response.

  Patricia Lalonde (ALDE). – Madame la Présidente, Monsieur le Commissaire, la situation en Syrie est des plus complexes et surtout des plus urgentes pour l’Union européenne.

Aujourd’hui, l’Union européenne est bien impuissante avec son allié kurde et n’aura aucun rôle en Syrie dans un avenir proche si elle persiste à vouloir envisager la reconstruction de la Syrie sans travailler, qu’on le veuille ou non, avec celui qui contrôle dorénavant 90 % du pays: Bachar El-Assad, et ceci de concert avec les ONG et la société civile.

Monsieur le Commissaire, si nous voulons aider les Syriens, il faut qu’on puisse envisager le retour des réfugiés syriens en Syrie comme demandé avec insistance par le Liban, qui supporte l’immense charge de 1,5 million de réfugiés syriens sur son territoire, et renouer contact, que cela nous plaise ou non – encore une fois – avec Bachar El-Assad.

Aussi, si nous voulons parer le danger considérable qui menace la sécurité intérieure de l’Union européenne et qui est celui du retour de milliers de djihadistes emprisonnés dans les geôles des combattants kurdes et du régime syrien, qui peuvent à tout moment être libérés et venir commettre des attentats sur le sol des États membres de l’Union européenne, déjà meurtrie par beaucoup d’attaques terroristes, nous allons devoir, qu’on le veuille ou non, traiter avec Damas.

Monsieur le Commissaire, comment comptez-vous procéder pour que l’Union européenne agisse sur la base de la réalité géopolitique de terrain en Syrie?

  Τάκης Χατζηγεωργίου (GUE/NGL). – Κυρία Πρόεδρε, συζητάμε για όγδοη συνεχή χρονιά και για όγδοη φορά το θέμα της Συρίας και δεν ξέρω αν η λέξη «απόγνωση» μπορεί να περιγράψει αυτό που αισθάνεται ένας ευρωβουλευτής μετά από οκτώ χρόνια συζητήσεων. Αλλά αν ούτε η λέξη «απόγνωση» αντικατοπτρίζει αυτό που αισθανόμαστε εμείς, δεν ξέρω ποια λέξη μπορεί να αντικατοπτρίσει αυτό που νιώθουν οι ίδιοι οι Σύριοι. Μισό εκατομμύριο νεκροί· ίσως, κατ’ αναλογία, περισσότεροι από όσους είχε οποιοδήποτε κράτος της Ευρώπης κατά τη διάρκεια του Δευτέρου Παγκοσμίου Πολέμου. Και αν η Ευρωπαϊκή Ένωση, κύριε Hahn, ενδεχομένως δεν έχει μοχλό προς τη Ρωσία ή προς τις Ηνωμένες Πολιτείες, έχει μοχλό απέναντι στην Τουρκία, η οποία ετοιμάζει μια δεύτερη ή και τρίτη εισβολή στη Συρία και δεν ξέρω τι νέο αιματοκύλισμα μπορεί να φέρει αυτή η εισβολή. Να αξιοποιήσετε όποια όπλα δίνει το Ευρωπαϊκό Κοινοβούλιο και η Ευρωπαϊκή Ένωση στα χέρια σας για να προστατεύσετε από μια νέα επίθεση της Τουρκίας τον κουρδικό πληθυσμό, έναν πληθυσμό που αγωνίστηκε ενάντια στο ISIS όσο κανένας άλλος.

  Jean-Luc Schaffhauser (ENF). – Madame la Présidente, hier, à la Chambre des communes, le ministre britannique des affaires étrangères a déclaré que Assad va rester au pouvoir.

C’est l’aveu, non seulement de l’échec de la politique britannique, mais c’est aussi l’aveu de l’échec de la politique de l’Union européenne toute entière qui, inconditionnellement, a, depuis 2012, appuyé le changement de régime. La stratégie de l’Union européenne est aujourd’hui en ruine.

En décembre, les Émirats arabes unis et Bahreïn ont réouvert leurs ambassades à Damas. La Ligue arabe a vraisemblablement réintégré la Syrie, également. La Russie et l’Iran sortent vainqueurs de ce conflit. Par le soutien qu’elle a accordé, en toute illégalité, aux terroristes islamistes, l’Union européenne s’est marginalisée définitivement. Maintenant, elle entend refaire la même erreur en suivant les Américains au Venezuela.

Il est temps que les États membres et l’Union européenne reconnaissent leur erreur et rétablissent les relations diplomatiques avec le gouvernement légitime de Syrie. La transition future se fera sans l’Union européenne, et c’est tant mieux.

  Johannes Hahn, Member of the Commission, on behalf of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, I would like to thank the honourable Members for all their valuable contributions and I think it was a useful exchange. From this debate, I conclude that we are of one mind in terms of support for Syrians and the need to find solutions to the conflict to allow refugees to return to their homes.

I also conclude that the European Union engagement needs to be maintained at the same level and under the same conditions. We will not grant legitimacy to the current regime, or its return to the international arena, without progress in Geneva and without changes on the ground in relation to respect for basic human rights and humanitarian laws.

The Brussels III Conference will be, even more than the previous conferences, about people. More Syrian people will be present, more civil society representatives will come to talk to the Ministers and international organisations about their dreams, their concerns and the future. This conference will last, altogether, three days. It will include two days of opportunities to meet politicians and to give politicians, and also ordinary citizens and civil society organisations, the opportunity to talk to each other, to exchange views and to look at what could be done in order to improve the humanitarian situation and to help people on the ground.

In particular, we will look more closely at the question of women’s empowerment and at ways to alleviate the pain of the most vulnerable Syrians, while continuing our long-term investment and accountability and providing necessary support inside Syria and also outside it, in particular to the host communities which still have a considerable burden in dealing with the Syrian refugees. On the other hand, we have to face the reality that, whether we like it or not, some, if not many, Syrian refugees will not return to Syria any time soon, and in that respect we also need to see how we can support host communities and countries in their efforts to deal with these ongoing challenges.
