  President. – The next item is the debate on:

– the oral question to the Council on human germline genome modification, tabled by Miroslav Mikolášik and by Peter Liese, on behalf of the PPE Group (O—000012/2019 - B8-0011/2019) (2019/2568(RSP)); and

– the oral question to the Commission on human germline genome modification, tabled by Miroslav Mikolášik and by Peter Liese, on behalf of the PPE Group (O—000013/2019 - B8-0012/2019) (2019/2568(RSP).

  Miroslav Mikolášik, autor. – Vážená pani komisárka, vážená pani predsedajúca, kolegovia a kolegyne, otázka, ktorú si dnes kladieme, ktorú kladieme Komisii a Rade, má obrovský význam pre ďalší vývoj nielen našej spoločnosti, ale i ľudstva ako takého. Modifikácia ľudského genómu sa totiž netýka len úzkej skupiny, ktorá chce určovať smerovanie vedecko-výskumného pokroku, týka sa nás všetkých. Technológia genetického editovania somatických buniek je prínosom s revolučným potenciálom napredovať v liečbe chorôb jednotlivých pacientov. Je však potrebné dôkladne ho odlišovať od genetického editovania embryí a gamét, ktoré prináša riziko závažných vedľajších účinkov, a to nielen pre jednotlivca, ale aj pre jeho potomkov. Dedičné genetické zmeny by tak viedli k zmenám všetkých budúcich generácií. Nezodpovedný a neetický experiment čínskeho vedca Che Ťien-kchueja, ktorý vytvoril prvé geneticky upravené deti na svete pomocou technológie genetického editovania, si vyžaduje vážnu medzinárodnú odpoveď. Touto odpoveďou nemôže byť jednoduché volanie po zavedení štandardov bezpečnosti a efektívnosti pre takto „zeditované deti“. Problémom nie je len to, ako to bolo vykonané, ale predovšetkým, čo bolo vykonané. Genetická úprava zárodočnej línie je medzinárodne zakázaná práve pre svoj rozpor s hodnotou ľudskej dôstojnosti, ľudských práv, integrity, ale aj rovnosti. Následky reprodukčného genetického inžinierstva vyvolávajú závažné spoločenské a etické riziká. Vedecká komunita nemôže mať výhradnú kompetenciu rozhodovať o tak závažnej veci s ďalekosiahlymi dôsledkami. Dôvera verejnosti voči novým technológiám je súčasťou ľudského pokroku. Je potrebná celospoločenská diskusia založená na správnej interpretácii vedeckých poznatkov v sociálnom kontexte. Preto vyzývame Komisiu, aby zaujala jasný postoj lídra v podpore celosvetového zákazu genetickej modifikácie ľudí a vytvorila platformu na zapojenie verejnosti do tejto diskusie.

  George Ciamba, President-in-Office of the Council. – Madam President, I would like to thank you for the opportunity to discuss the human germline genome modification review and to thank the two honourable Members who prepared this question for their long-standing and well-known dedication to the subject of ethical consequences stemming from our increased knowledge about human DNA.

I am well aware of the recent unfortunate event that is referred to in the question and which has triggered widespread awareness of the consequences emanating from the possibility to adjust the human genome. The honourable Members refer to clinical trials where genome editing is used in treatments affecting an individual who is suffering from a serious medical condition.

Based on that reference, I understand that we agree that increased knowledge about the human genome, and in particular about genetic causes of illness, could contribute to alleviating human suffering by opening the way to new therapies against such diseases. On the other hand, I am strongly convinced that we are all very concerned about the risk associated with manipulating the genome of future generations.

In this context, I allow myself to recall that the debate on the ethical consequences of knowledge about and the possibilities to manipulate the human genome has been ongoing for some decades now. Politicians and scientists are well aware of the situation. This has resulted in legislative and other initiatives to strictly regulate manipulation of the human genome and in particular to prevent human germline genome modification.

I would like to point to the legislative framework at Union level, in particular the legislative acts concerning pharmaceuticals and medical devices. We set strict rules for interaction with the human genome for somatic purposes and prohibit germline modification.

This said, I would like also to draw everyone’s attention to the Charter of Fundamental Rights of the European Union, the first principle of which is human dignity, and which clearly prohibits eugenic practices in the fields of medicine and biology. To the best of my understanding the act of germline genome editing to which the honourable Members refer would therefore be illegal in the Union.

I read your questions as dealing with future directions in this field. It must be noted that the Treaties, and in particular Article 168(7) of the Founding Treaty of the European Union, give Member States, and not the Union, the competence for medical care, including the corresponding ethical considerations.

The use of gene editing as a means of medical care should be regulated at Member State level. I am convinced that the Commission, which has the sole right of initiative concerning Union legislation, is following this issue and will, if it deems it necessary or appropriate, prepare legislative proposals.

The Romanian Presidency, and I believe the incoming Presidencies, are ready to give our full priority to the examination of any such proposals and I thank you for your attention.

  Věra Jourová, Member of the Commission. – Madam President, the Commission is indeed aware of the ethical and legal implications of the latest developments in the field of human germline modification. At global level it participates in dialogue with international communities and institutions such as the National Academies of Sciences for Engineering and Medicine and the OECD Working Party on Biotechnology, Nanotechnology and Converging Technologies. The latter has been looking into the ethical and legal debate on germline genome editing. We are also involved with the World Health Organisation in considering the governance and oversight of human gene editing.

At the level of the European Union, the EU Framework Programme for Research and Innovation and the EU clinical trials and legislation for medicinal products contain specific requirements prohibiting these types of research activity. In addition, the EU has a robust regulatory framework on medicinal products, which is underpinned by the principles of the Council of Europe’s Oviedo Convention on protecting human rights in the biomedical field. Regulation 1394/2007 on advanced therapy medicinal products provides for strict controls in respect of quality, safety and efficacy and for a centralised authorisation system. However, decisions on the application of germline editing techniques for in vitro fertilisation purposes and on funding of national research projects remain the prerogative of the Member States.

Furthermore, the Commission is working with national authorities to strengthen oversight on novel technologies in the field of tissues and cells. The Independent Advisory European Group on Ethics and New Technologies is currently working on an opinion on genome editing, which will explore, inter alia, the ethical implications of germline genome editing. The Commission is also exploring how to build on existing surveys of EU public attitudes towards genome editing; how to launch calls for research proposals on public outreach and acceptance of new technologies, such as genome editing, for health applications; and how to organise an event on the ethical, social and legal aspects of genome editing therapeutics.

  Peter Liese, im Namen der PPE-Fraktion. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Die moderne Gentechnik bietet großartige Chancen, und die müssen wir nutzen. Aber es muss ethisch motivierte Grenzen geben, die wir respektieren. Nicht alles was technisch machbar ist, darf auch durchgeführt werden. Die Experimente des Forschers He Jiankui, die er im November auf der Konferenz in Hong Kong vorgestellt hat, sind unverantwortlich – nicht nur in dem Einzelfall. Eingriffe in die menschliche Keimbahn sind generell unverantwortlich.

Ich bin sehr dankbar, dass es auch in der Wissenschaftsgemeinde einen großen Aufschrei gegeben hat. Aber dieser Aufschrei muss jetzt nachhaltig sein. Wir müssen wirklich klare Grenzen ziehen, die auch eingehalten werden.

Ich bedanke mich ausdrücklich beim Rat für die Interpretation der Charta der Grundrechte, die ich für völlig korrekt halte. Aber es ist wichtig, dass wir das auch in die Köpfe hineinbringen, dass auch die Charta der Grundrechte diesen Missbrauch der Gentechnik ausschließt. Wir müssen alle gemeinsam weiterarbeiten, dass das auch wirklich nicht noch mal passiert.

  Guillaume Balas, au nom du groupe S&D. – Madame la Présidente, soyons en effet rigoureux. Le premier élément est que nous ne savons pas exactement ce qu’il en est des recherches qui ont été menées par ce scientifique chinois: rien aujourd’hui n’a été scientifiquement prouvé quant aux conclusions auxquelles il déclare être parvenu. J’appelle donc réellement à la prudence, aujourd’hui nous ne pouvons pas courir après les effets d’annonce.

Le deuxième élément est que nous avons déjà une charte des droits dans l’Union européenne et il faudra un jour qu’il y ait un cadre législatif adapté par rapport à cela, qui interdise et encadre un certain nombre de pratiques qui peuvent être extrêmement dangereuses.

Le troisième élément, enfin, et c’est un petit peu l’ironie du sort, est que ce scientifique chinois affirme avoir utilisé la technique CRISPR-Cas. Or, cette technique aujourd’hui dénoncée pour le génome humain est pourtant utilisée par nous-mêmes pour les nouvelles techniques d’hybridation végétale, dont on nous dit qu’elles ne posent aucun problème et qu’elles ne peuvent pas polliniser de manière malfaisante la nature.

Je pense que nous devrions être cohérents et regarder ce que nous-mêmes faisons par rapport à ces techniques avant de nous embarquer dans le suivi d’annonce.

  Stanislav Polčák (PPE). – Paní předsedající, i já bych chtěl zdůraznit, že každá technologie, inovace je vítaná, ale pokud se odehrává ve sdíleném rámci všeobecných hodnot, které, myslím si, že mají i odraz v právu EU, jak potvrdil pan zástupce Rady. Já bych chtěl zdůraznit, že při editaci genomu embryí a gamet hrozí nejenom danému jedinci, ale i jeho potomkům velmi vážné škodlivé účinky. Dědičné genetické změny by pak vedly ke změnám ve všech dalších generacích, ostatně o tom hovořil zde i pan kolega Mikolášik. Tento postup navíc také vážně ohrožuje lidskou důstojnost a modifikace dědičné zárodečné linie zakazují také mezinárodní dohody, nejen tedy právo EU. Vítám jasné prohlášení, které zde sdělila paní komisařka Jourová. Ptám se: Jaká opatření hodlá Komise přijmout vzhledem k tomu provedenému čínskému pokusu? O jeho garanci, že skutečně byl proveden tak, jak bylo tvrzeno, ještě panují určité pochybnosti. Já pevně věřím, že i Komise dokáže čínské vědce nasměrovat k tomu, že budou respektovat tyto mezinárodně platné závazky.

  Soledad Cabezón Ruiz (S&D). – Señora presidenta, los grandes avances científicos siempre han suscitado grandes debates desde el punto de vista de la ética, y precisamente ese es el límite de estos grandes avances científicos, los límites éticos, para que sea una ciencia de calidad.

Elegir embriones, los rasgos que deban tener, seleccionar embriones a la carta, por supuesto, es algo inadmisible desde el punto de vista científico, pero claramente hay que separarlo también de los avances y las oportunidades que nos puede traer la próxima revolución, como es la terapia génica, para el tratamiento de posibles enfermedades monogénicas, o incluso las células madre, que hoy ya se usan en el tratamiento del cáncer.

Por lo tanto, siempre en contra del uso inadecuado de la ciencia, pero no de bloquear las oportunidades que, como digo, en un futuro próximo nos podrá traer la genética. Celebro este debate precisamente porque eso es lo que necesitamos: debatir el marco ético que tendrá que regular esta nueva disciplina que hoy viene a dar paso a numerosos tratamientos y numerosas oportunidades.

  Marijana Petir (PPE). – Poštovana predsjedavajuća, postupak kineskog istraživača koji tvrdi da je dizajnirao GMO djecu zaslužuje svaku osudu. Taj čin je protivan i etici znanosti koja bi trebala imati plemenitu svrhu i biti u službi čovjeka.

Modifikacija genoma ljudskih embrionalnih stanica prvoklasno je etičko pitanje, a na nama je, kao zakonodavcima, da postavimo granice i stvorimo zakone koji će etički neprihvatljivo onemogućiti i da tako osiguramo da znanost ne nadilazi etiku. Znanost nam uistinu omogućuje da bolje razumijemo i istražimo i svijet oko nas i samog čovjeka. Znanstvena istraživanja mogu na plemenit način pomoći izlječenjima raznih bolesti, no važno je ne izgubiti iz vida činjenicu da nije sve što je znanstveno moguće i dohvatljivo, ujedno i etički prihvatljivo. Izmjena genoma ljudskih zametaka i gameta zasigurno je neprihvatljiva i zato jer će uvedene promjene genoma biti nasljedne i prenositi se na buduće naraštaje.

Ljude se ne može proizvoditi prema narudžbi. Europska unija mora jasno stati iza globalne zabrane izmjene ljudskih embrionalnih stanica i zauzeti se da to bude standard koji će znanstvenici diljem svijeta poštovati.

  Luigi Morgano (S&D). – Signora Presidente, onorevoli colleghi, mi associo totalmente alle parole del collega Mikolášik e di molti colleghi che mi hanno preceduto. Se confermata, l'avvenuta sperimentazione relativa alla modifica del genoma germinale umano, compiuta da questo ricercatore cinese lo scorso novembre, viola sicuramente il principio della dignità umana, sancito tra l'altro dalla Carta dei diritti fondamentali dell'UE, e solleva delicatissime questioni di ordine anche scientifico, sociale e primariamente etico.

La ricerca biomedica ha portato a indubbi e importanti progressi nella comprensione di gravi patologie, volti ad alleviare la sofferenza umana, ma è fondamentale distinguere tra editing del genoma somatico e modifica del genoma germinale, cioè del DNA. La modifica del genoma germinale è inaccettabile perché comporta, come è stato detto, gravi rischi di effetti potenzialmente dannosi, non intenzionali, non solo per l'individuo ma anche per i suoi discendenti, provocando alterazioni ereditabili di cui ignoriamo le possibili conseguenze nelle future generazioni.

L'Unione europea, proprio in considerazione del suo ruolo di primo piano nella ricerca scientifica internazionale, sulla base dei suoi principi dei suoi valori, deve ribadire senza ambiguità che c'è una linea rossa che non può e non deve essere superata perché aprirebbe la breccia pericolosissima...

  Anna Záborská (PPE), písomne. – Fakt, že prednedávnom sa čínsky vedec odvážil modifikovať DNA v zárodočných bunkách detí, vyvolal na celom svete veľké znepokojenie. V tejto rozprave by sme sa mali zaoberať predovšetkým dvomi zásadnými etickými problémami, ktoré majú vážne politické dôsledky. Prvým je fakt, že samotná existencia v princípe dostupnej technológie editovania genetickej informácie v zárodočných bunkách ohrozuje tak ľudskú dôstojnosť, ako aj osudy rodín a celých generácií. Takto spôsobené zmeny DNA sú totiž dedičné. No je tu aj druhý problém: ukázalo sa, že časť vedeckej komunity nedokáže odolať pokušeniu „hrať sa na Boha“. Jej samoregulácia zlyhala. Je len jediná odpoveď na tieto dva problémy, a to regulácia v podobe zákazu. Ten musí byť prísne kontrolovaný a jeho prípadné porušenie trestané. Nielen v Únii, ale kdekoľvek na svete.

  Tadeusz Zwiefka (PPE), na piśmie. – Nie tylko chińska gospodarka rozwija się w zawrotnym tempie. Nie jest tajemnicą, że od lat w tym kraju inwestuje się ogromne pieniądze w rozwój nauki, w tym także na polu medycyny. Faktem także jest, że wiele z tych domniemanych odkryć czy nowych metod leczenia różnych chorób trudno jest zweryfikować przez szeroko rozumiany świat nauki. Tak też jest w przypadku ogłoszenia przez chińskiego badacza He Jiankui, że po raz pierwszy wykorzystano edycję genomu zarodkowego, by wyeliminować możliwość zarażenia się wirusem HIV i że w wyniku tego narodziły się bliźnięta. Niepotwierdzenie tego eksperymentu nie zmienia faktu, że cały świat zaczął przyglądać się z niepokojem i oburzeniem badaniom prowadzonym w Chinach, które przekraczają wszelkie ustalone granice etyki. Cieszę się, że Parlament Europejski podjął debatę na ten temat, ponieważ jest to najwyższy czas, by przenieść dyskusję ze świata nauki do świata ludzi. Zmiana ludzkiego genomu i eksperymenty na ludziach to już nie science fiction. Jest bardzo cienka linia między poszukiwaniem ratujących życie ludzkie metod leczenia w obszarze inżynierii genetycznej a projektowaniem człowieka. Nie uciekniemy od tej trudnej dyskusji, dlatego musimy ją jak najszybciej rozpocząć i rozpowszechnić wśród naszych obywateli. Na szali są zdrowie, godność ludzka i przyszłość kolejnych pokoleń.
