  Frans Timmermans, First Vice-President of the European Commission. – Madam President, also on behalf of Jyrki I want to thank you and the Members for offering us the possibility to present our reflection paper on the European Union’s road to sustainability from now until 2030 and beyond. Sustainable development starts and ends with people. It is about upholding our way of life and upgrading the well-being of our children and grandchildren. It’s about equality, a healthy natural environment and a thriving green and inclusive economy.

Our starting point in moving towards a sustainable European future has to be the 17 comprehensive and interdependent sustainable development goals the world agreed upon and committed to in the United Nations in 2015. These goals offer the most comprehensive and universally accepted framework to guide our work for the years to come.

Our core challenge for the next decade is to find a way to develop economically, continuously improving our living standards and well-being for the benefit of all, without depleting our natural resources, destroying and poisoning our environment and spurring climate change. What we need is an economy that grows within the limits of our planet and delivers prosperity to the many, not the few.

To achieve these goals and to get there requires some fundamental changes in our production and consumption patterns. There are certain key game changing policy areas we in the EU have already started to deliver on and need to continue to prioritise. We need to move from a linear to a circular economy. We need to put our food system onto a fully sustainable path. We need to future proof our energy, buildings and mobility. But we will only truly be successful if we make these changes in a socially fair manner, putting strong social policies in place and making sure we leave no one behind. That’s the only way you can get everyone behind this policy.

To do all that we also need to gear the so-called horizontal enablers towards a green and inclusive economic transition. These include education, science, research, innovation and digitisation, as well as finance, taxation, pricing, so that sustainable products and services become the most affordable ones, including responsible business conduct and fair trade policies.

Good governance is key as the very foundations we build on are the rule of law, democracy and fundamental rights. This is of course a global issue, especially now when others are questioning their commitment. We need to continue to be the strongest advocate for sustainable development in a multi-polar world, in a world based on multilateralism. This is also in our own competitive interest. The EU is at the origin of many of the most innovative and comprehensive sustainability solutions. We are best placed to be a first mover, blaze a trail for the rest of the world and reap the social and economic benefits of the sustainable transition while helping to shape global standards.

  Jyrki Katainen, Vice-President of the Commission. – Madam President, we all know that there is no planet B, thus there is no plan B, and we have to take the sustainability challenge seriously. But the positive thing is that sustainability is anchored in the EU treaties. It’s part of our DNA.

Delivering on the Sustainable Development Goals (SDGs) is not just a necessity, it is also a huge opportunity. It is about modernising our societies, about new forms of doing business and consuming, about reaping the benefits of new technologies and innovation. It’s about our future competitiveness.

We already see that it is possible. The past years have shown that GDP growth is compatible with the reduction of CO2 emissions. It is not about lowering our living standards but about being smarter about our resources. Of course this requires a significant amount of investment. Here, the investment plan can play an important role in bringing the private sector on board.

The action plan on sustainable finance will provide investors with comprehensive information on what is sustainable investment and create a new market for it. The circular economy is another area where we can create a new market. We have started to do so with plastic waste, other sectors should follow.

To be successful, the transition needs to fulfil some conditions. First, we need to invest more in education and training to ensure equal opportunities and fairer societies. Second, we need to invest more in research, development and innovation, and also digitalisation, in particular in artificial intelligence. This has a huge potential, for example, in health or agriculture and Europe cannot lag behind in this field. Third, the rule of law and respect for fundamental values. We have recently seen worrying signs of leaders calling the very foundation of our democracies into question.

The reflection paper is also a call to the rest of the world not to get tempted by easy solutions that may solve symptoms in the short term but that do not address the causes of our problems. We will continue contributing solutions, together with the rest of the world, in multilateral forums and through development cooperation, the external investment plan, as well as through open and rules-based trade.

I am convinced that good cooperation between the Commission, Member States and the honourable Members of this House can provide and strengthen the leadership of Europe in sustainability.

  Francesc Gambús, en nombre del Grupo PPE. – Señora presidenta, señores vicepresidentes, en primer lugar, quiero agradecer al vicepresidente de la Comisión que asistiera el jueves pasado a la reunión conjunta de las comisiones de Desarrollo y Medio Ambiente a presentar el documento de reflexión titulado «Hacia una Europa sostenible en 2030». Un documento que nos llega sensiblemente tarde, ya que lo esperábamos a finales del año pasado y que creemos no termina de cumplir las expectativas que en él teníamos puestas porque, para alcanzar los objetivos, aparte de reflexión, nos hace falta acción.

En este sentido, hay dos opciones, y quiero poner dos ejemplos claros. Uno, relacionado con el objetivo número 6, sobre el agua. La Directiva marco establece la obligación para la Comisión de presentar un informe de evaluación de la Directiva a más tardar el 20 de diciembre de 2018. Estamos a 13 de febrero de 2019 y seguimos sin noticias al respecto. La mejor regulación también pasa por cumplir lo que disponen las Directivas, tanto los Estados miembros como la Comisión.

Otro camino, sin embargo, es el seguido por el comisario Arias Cañete, quien nos puso en posición de liderazgo del objetivo número 4, de lucha contra el cambio climático, antes, durante y después de la COP 21 en París. Y, hoy más que nunca, este liderazgo de la Unión debe ser el referente mundial como el camino a seguir para todos los países en este planeta, que —cierto es— no tiene plan B.

Retórica y estética o acción y compromiso. Son dos caminos distintos. Uno da titulares, el otro da resultados. De nuestras instituciones, de las que elijan los ciudadanos en las elecciones del mes de mayo, dependerá el camino que siga la Unión para cumplir con Horizonte 2030.

  Udo Bullmann, on behalf of the S&D Group. – Madam President, even if the picture this morning doesn’t fully mirror the importance of the issue, yes this debate will be the dominant debate during the next five years. Even if perhaps not all sides have fully understood, this will be the decisive leadership debate for the next five years.

Our group, the Socialists and Democrats, have understood. We are spearheading this discussion and we come forward with our own proposals and we are pretty much convinced that we will also be able to explain that to our partners and friends here in the House during the campaign and, finally, at the beginning of our next mandate.

Yes, we recently saw thousands of people taking to the streets all over Europe calling on governments to act against climate change. Our planet is rapidly reaching its limits. The way we produce and consume depletes our fish stocks, pollutes our air, destroys our soil and damages our health. Among our citizens, particularly among the young, there is a broad awareness of the urgency to act now. At the same time, social uprisings like the yellow vests in France articulate a deep-seated frustration with the status quo and anger at social injustice.

Something is fundamentally wrong with a system when, after 40 years of hard work, pensioners have to choose between paying their heating or buying food. Something is fundamentally wrong when workers slave away for 40 or more hours per week and still can’t make ends meet. And something is fundamentally wrong when young people, at a time when the future should lie wide open, to them become entrapped in a vicious circle of unemployment, unpaid traineeships and short-term contracts.

How can we expect these people now to pick up the bill for transforming the ways we produce and consume to more sustainable patterns while digital giants pay almost zero taxes and the super-rich hide billions in tax havens?

This system is broken. Our societies are in a deep crisis.

Liebe Kolleginnen und Kollegen, wir Sozialdemokratinnen und Sozialdemokraten denken deswegen, dass man diese beiden Krisen entschieden zusammen anpacken muss, die soziale wie die ökologische.

Wir kämpfen für einen gerechten Übergang zu einem nachhaltigen Wirtschaftsmodell, das Wohlstand für alle schafft, mit den Zielen der Vereinten Nationen für nachhaltige Entwicklung als unsere Wegweiser, weil wir wissen, dass unser Planet nicht überleben wird, wenn soziale Ungerechtigkeiten fortbestehen, und weil soziale Ungerechtigkeiten nicht auszurotten sind, ohne die Umweltkrise entschieden anzupacken.

Deswegen, sehr verehrte Vizepräsidenten der Kommission: Es ist Zeit zu handeln! Ihr Papier macht einen Vorschlag, ein ambitioniertes Szenario 1 zu verfolgen. Wir unterstützen das. Wir wollen nicht mehr darüber diskutieren, welches Szenario das Richtige ist, wir wollen es umsetzen. Weil wir glauben, dass wir keine Zeit mehr haben, müssen wir jetzt die Konzepte setzen, Konzepte entschiedenen Handelns für das neue Mandat.

Alle unsere Bereiche in der Politik – ob wir über Regionalpolitik reden, ob wir über Forschungsförderung reden, ob wir über die Art und Weise der Handelsverträge reden, die wir abschließen – müssen sich an diesen Zielen orientieren. Wir müssen sie endlich in die Realität bringen, messen, Erfolge feiern und weiter vorangehen. Das sind wir dieser Erde schuldig und unseren Kindern.

  Gerben-Jan Gerbrandy, namens de ALDE-Fractie. – Dank u, mevrouw de voorzitter. Ook ik wil de Commissie hartelijk danken voor dit uitstekende document en voor de uitstekende bijdrage aan dit debat. Dit is een van de eerste documenten waarin de Commissie aangeeft dat er dringend wat moet worden gedaan aan de veelzijdige ecologische crisis waar we mee te maken hebben. Klimaat, biodiversiteit, grondstoffen en luchtkwaliteit: het komt er allemaal in voor. Daar dank ik de Commissie echt voor. Zoals mijnheer Bullmann al zei, gaat er gelukkig ook aandacht uit naar de sociale ongelijkheid, want die twee gaan inderdaad heel erg samen.

Maar dan komen we bij de grote vraag, dezelfde vraag die ik ook stelde na de presentatie van de langetermijnstrategie voor het klimaat. Hoe gaan we dit in concrete actie omzetten, niet alleen morgen, maar ook vandaag? Als ik kijk naar het voorstel voor de meerjarenbegroting en zie dat we daarin beleid en geld vastleggen tot en met 2027, dan doet dat ernstig gedateerd aan. Dat is oude politiek, als ik het vergelijk met deze twee uitstekende documenten van de Europese Commissie. Laten we wel zijn, 2030 lijkt ver weg, maar het is morgen. En we hebben nog maar heel weinig tijd om het tij te keren.

Dus, mijn concrete vraag aan de Commissie is: wanneer kunnen wij concrete voorstellen verwachten? En kunnen wij aanpassingen van de meerjarenbegroting verwachten? Het landbouwbeleid zoals dat nu op tafel ligt, voldoet niet aan de criteria die in dit document worden gesteld. Waarom vergroenen wij niet alle openbare aanbestedingen zodat we een markt van meer dan 2 000 miljard euro per jaar creëren? Voor de structuurfondsen geldt hetzelfde als voor het landbouwbeleid: ze voldoen niet aan de criteria die we nu stellen. En het is heel fijn dat commissaris Katainen "duurzame financiering" noemde, maar daarbij gaat het nu bijna alleen maar over transparantie.

Cruciale vraag zal uiteindelijk worden: hoe moedigen wij groene en sociaal rechtvaardige investeringen aan? En hoe ontmoedigen wij investeringen die dat niet zijn? Ook The Economist zegt dat de markt dit niet alleen kan. Daarom hebben we uw hulp heel hard nodig, niet morgen, maar vandaag.

  Xabier Benito Ziluaga, en nombre del Grupo GUE/NGL. – Señora presidenta, con este documento de reflexión la Comisión Europea trata de vendernos nuevamente una moto verde, un engaño. Explica que la Unión Europea —y cito textualmente— está bien situada para ser líder mundial en la transición a la sostenibilidad, o que ha sido pionera en este campo. Pero si miramos la propuesta más al detalle, nos damos cuenta de que la primera preocupación de la Comisión Europea es el crecimiento económico, pero entendido como los beneficios que podrán sacar las transnacionales de esta reorientación económica.

Por ejemplo —hablemos de agricultura—, lo primero que dice la Comisión es que se puede crear un nuevo valor económico de más de 1,8 billones de euros en 2030 y, si acaso, contribuir a la recuperación de los recursos naturales; pero en ningún momento se está cuestionando, por ejemplo, el uso de pesticidas a gran escala que se debatía esta semana en este Pleno, o el hecho de que la política agrícola común favorece más a las grandes explotaciones que a la agricultura local y ecológica.

Tampoco se cuestionan los insuficientes objetivos energéticos. De hecho, con los datos que recientemente ha sacado Eurostat en la mano, no parece tan claro que vayamos a alcanzar el objetivo común del 20 % de renovables en 2020.

No sé. Como decía al principio, la Comisión, o nos vende una moto verde o nos está vendiendo humo. Pero lo cierto es que no se está atacando la raíz del problema: un sistema económico voraz e insostenible. La solución pasa por poner la transición ecológica bajo el paraguas de los intereses de la gente y del planeta, y no del sacrosanto crecimiento económico. No se puede luchar contra el cambio climático sin que sus responsables pierdan sus privilegios.

  Tilly Metz, au nom du groupe Verts/ALE. – Madame la Présidente, M. Timmermans nous propose un document de réflexion sur les objectifs du développement durable de l’Union européenne, dans lequel il nous présente trois scénarios. En fait, l’un des scénarios consiste à ne rien faire de plus.

Voilà que nous continuons à analyser, à envisager des stratégies en matière d’objectifs de développement durable pour 2030, objectifs déjà établis en 2015 par les Nations unies. Mais n’est-il pas temps de réagir?

Pour citer Greta Thunberg: «Je voudrais que vous paniquiez comme si votre maison brûlait». Le faisons-nous? Nous pesons le pour et le contre, nous méditons. Est-ce vraiment cela, ce que vous faites quand votre maison brûle? Ne seriez-vous pas en train de courir à gauche et à droite pour chercher de l’eau, des couvertures, bref, en train de réagir pour éteindre le feu?

Alors, contrairement à beaucoup de décideurs politiques, la jeunesse européenne a pris la mesure de l’enjeu. Aujourd’hui, nous avons les solutions techniques pour réduire notre empreinte écologique. Certes, il faut continuer à la perfectionner, il faut avoir une approche juste:

juste au niveau européen: ce n’est pas aux classes sociales défavorisées qu’il revient de payer le coût de la transition écologique;

et juste au niveau mondial: nous ne pouvons pas faire souffrir d’autres pour avoir plus d’air pur ici.

Maintenant, il faut établir les bonnes priorités politiques, il faut coordonner nos actions pour le climat, établir une feuille de route ambitieuse, avec des délais, avec des objectifs clairement définis dans les domaines de l’énergie, de l’industrie, de la mobilité, de l’agriculture. La transition écologique et solidaire ne peut plus attendre.

Nous avons réussi à faire tomber le mur de Berlin, à aller sur la lune. C’est pourquoi atteindre nos objectifs climatiques est possible, nous pouvons y arriver aussi. Et, comme l’a dit Jeffrey Sachs, la semaine dernière, au Parlement européen: «If the EU will not succeed to do so, nobody will, and nobody will save this planet».

  Bill Etheridge, on behalf of the EFDD Group. – Madam President, you cannot buck the market. Now, we all want to live in a better world. We all want good air quality. We all want to see ecologically sound moves. Everyone wants that.

Nobody wants to live in a situation like the area that I came from originally, the Black Country in the UK, which around the 19th century, during the industrial revolution, was known as the Black Country because during the day it was black from the soot and smoke from the furnaces and at night it was red because of the foundries. People died because their lungs were being clogged up by this stuff. So we all would like to see a better environment to live in.

But my suggestion, my proposal, my input into all this is that you can’t do it, and certainly not by 2030, which is, in terms of these kind of changes, tomorrow. You can’t do this from the top down, imposing and forcing. You’re ignoring human nature: the desire to create wealth to better their souls through trade.

What needs to be done is to facilitate an environment where science develops better – maybe – tax breaks on these kind of things. So the actual products and services that go towards sustainability are attractive to the consumer and market forces will create the situation that we all want. We all want a better world. it is just how we go about it. Not top—down, bottom—up.

  Sirpa Pietikäinen (PPE). – Madam President, I have just heard my colleague saying ‘you can’t do it, that’s against human nature’. I would say it’s even more against human nature to destroy our planet and living conditions quite deliberately.

That you can’t do but sustainable development – yes – you can do and you can do it profitably. So it is just a matter of taking the initiative, so thank you to the Commission for the sustainable finance and circular economy packages. Yes, we need to line up the future, set out what are going to be the next steps, because we are seeing the exponential growth of the challenges. That means that we need to act now, and we need to act with the right level of ambition. I would have five suggestions.

Firstly, the monitoring platform. That is linked to sustainable finance, put it to work and harmonise the indicators and lifecycle analyses. Secondly, the renewable eco-design directives, so that it is horizontal. Thirdly, specific programmes on food, sustainable food, so this concerns the whole lifecycle, buildings – they are a major element – and textiles, there is going to be a growing challenge in the area. And then on sustainable finance we need to review the existing financial regulation to include the sustainability principles.

I would say yes, it’s pretty much there where we can gain the sustainable elements if we can make the Commission deliver and then Parliament and the Council to deliver in turn.

  Kathleen Van Brempt (S&D). – Dank u wel, voorzitter. Laat me jullie bedanken om dit document voor te leggen, op de valreep, op het einde van deze zittingsperiode. Dit is heel belangrijk omdat we het debat nu moeten voeren en de basis moeten leggen voor de volgende zittingsperiode.

We hebben in Europa vaak de zelfgenoegzaamheid om ons als wereldleiders op het vlak van klimaat en duurzameontwikkelingsdoelstellingen te beschouwen. Laten we vooral bescheiden blijven. Laat me klimaat nemen. We hebben deze zittingsperiode heel veel gedaan. We mogen daar best trots op zijn. Maar het is niet genoeg om de Overeenkomst van Parijs te halen. Met dezelfde bescheidenheid moeten we naar de duurzameontwikkelingsdoelstellingen kijken en die hier bij ons ten uitvoer leggen. Dat is uiterst belangrijk: niet alleen in de rest van de wereld maar hier bij ons. En dat betekent, wat ons betreft, een radicale ommekeer van het beleid in Europa en van ons economisch model.

En dan ga ik naar de drie voorgestelde scenario's. Voor onze fractie is er maar één scenario. Ik wil daar heel duidelijk in zijn. De andere twee kunnen helpen, maar zijn onvoldoende, want ofwel focussen ze opnieuw op de rest van de wereld, ofwel focussen ze op hier en daar wat wetgeving aanpassen. Mevrouw de voorzitter, wij zien alleen heil in het eerste scenario, waarin we het economisch governance-verhaal van de Europese Unie op z'n kop zetten en veranderen in een pact voor duurzame ontwikkeling. Ik dank u, voorzitter en vicevoorzitters.

  Gesine Meissner (ALDE). – Frau Präsidentin, liebe Vizepräsidenten, liebe Kolleginnen und Kollegen! Es wurde schon viel gesagt, dass sich im Moment gerade junge Menschen große Gedanken um die Zukunft unseres Planeten machen. Herr Katainen hat gesagt: „Wir haben nur den einen Planeten“, Herr Timmermans hat an die sustainable development goals erinnert. Das ist absolut richtig; wir müssen uns darum kümmern.

Ich möchte meinen Fokus jetzt besonders auf etwas legen, was meistens bei dieser Debatte nicht so im Fokus steht, nämlich auf den Meeresschutz und auf die Ozeane. Ozeane sind enorm wichtig für unser Klima. Sie produzieren Sauerstoff, sie binden CO2, sie sind aber auch ganz stark durch das Klima, durch die Klimaveränderung mit im Nachteil oder benachteiligt und gestört, zerstört teilweise. Wir müssen unbedingt etwas tun, um das zu verhindern und da Besserungen zu schaffen.

Wir haben schon eine ganze Menge erreicht durch die Plastikstrategie, durch die entsprechende Single-use-plastic-Gesetzgebung, durch Schiffsmüllbeseitigung in Häfen. Aber es muss noch viel mehr sein, denn Meere sind auch sehr wichtig für die nachhaltige Zukunft unseres Planeten. Sie sind sehr wichtig als jemand, der Rohstoffe liefert und blaue Biotechnologie, viel blaue Wirtschaft bringen kann. Das geht aber nur, wenn wir die Meere schützen. Und deswegen gehört das unbedingt dazu bei dieser Debatte.

  Maria Heubuch (Verts/ALE). – Frau Präsidentin! Herr Vizepräsident, Herr Kommissar, Sie haben einen sehr dringlichen Ton in diesem Reflektionspapier, jedoch passt der Ton nicht zu den langsamen Taten.

Erstens: Warum kommt das Papier dreieinhalb Jahre nachdem wir auf der Ebene der Vereinten Nationen die Agenda 2030 besprochen haben? Und jetzt fehlt uns der konkrete Umsetzungsplan. Ich ärgere mich auch darüber, worüber wir hier bei Szenario 2 und 3 diskutieren. Die sind absolut nicht zukunftsorientiert. Szenario 3 wirft uns zurück in das Jahr 2000, zu den Millenniumszielen. Das kann es doch nicht sein! Nur Szenario 1 erfüllt diesen Transformationsanspruch, den wir in der Agenda 2030 haben.

Aber jetzt diskutieren wir zum Beispiel die Agrarpolitik, die dem überhaupt nicht entspricht, die aber bis 2027 gelten wird, und dann bleiben uns genau noch drei Jahre, um tatsächlich umzusetzen. Lassen Sie uns jetzt umsetzen! Lassen Sie uns genau dieses Szenario 1 nehmen und in die aktuelle Politik einarbeiten, damit wir dem gerecht werden, was wir uns selbst zum Ziel gesetzt haben.

  Jiří Pospíšil (PPE). – Paní předsedající, já také velmi vítám tuto zprávu, sice přichází na konci volebního období, ale berme ji tedy tak, že to může být velmi dobrý výchozí materiál pro příští administrativu, pro příští Komisi a příští Parlament. Osobně bych byl v té zprávě také trochu více ambiciózní v popisu konkrétních cílů a konkrétního rozvržení jejich naplnění. Osobně se přikláním k prvnímu scénáři celoevropské strategie. Mohl bych tu hovořit o jednotlivých částech: ovzduší, odpady, voda atd., ale už to kolegové udělali.

Já bych doplnil ještě jedno téma, které zde nezaznělo a které já subjektivně považuji za důležité a které souvisí s udržitelným rozvojem a vztahem člověka k životnímu prostředí. A to je téma postavení zvířat. Jsem členem interskupiny zde, na půdě Evropského parlamentu, která podporuje nyní iniciativu „Zákaz doby klecové“ ke zlepšení životních podmínek chovu zvířat v EU a zákaz klecových chovů. Myslím si, že když hovoříme o životním prostředí, o tom, jak zajistit důstojné životní prostředí pro lidi, neměli bychom zapomínat, že i téma postavení zvířat s tím – byť nepřímo – souvisí, a i toto téma bychom měli zmiňovat a nejen hovořit sobecky o našem životním prostředí.

Takže moc prosím, pane komisaři, vnímejte i tuto iniciativu, je už sesbíráno 350 000 podpisů po celé Evropě. Na podzim by měl být už sesbíraný potřebný milion a určitě i téma nejen životního prostředí lidí, ale i zvířat bychom měli řešit.

  Eric Andrieu (S&D). – Madame la Présidente, Monsieur le Commissaire, je me réjouis également de ce rapport en fin de mandature. Ce rapport doit être le guide de notre politique et du programme de la future Commission à partir du début de l’année prochaine.

Effectivement, nous arrivons à la fin d’un modèle économique, néolibéral qui, aujourd’hui, montre bien ses limites. Le «tout profit», le «tout croissance» et le PIB en tant que seul indicateur montrent bien que les choses doivent changer et que ce modèle n’est pas à la hauteur des ambitions portées par les 17 objectifs de développement durable votés en 2015. Et nos politiques publiques devraient être conditionnées par un certain nombre d’éléments.

Aujourd’hui, 40 % des insectes disparaissent sur notre planète: c’est un indicateur majeur. Nous ne pouvons plus continuer nos politiques publiques comme nous l’avons fait par le passé et nous devons prendre en considération, qui dans la cohésion avec l’objectif de 30 % sur le climat, qui dans la PAC, notre principale politique publique, pour remettre l’alimentation et la santé humaine au cœur du débat politique. Nous ne pouvons plus poursuivre ce type de politiques publiques comme nous l’avons fait par le passé. Oui, c’est un enjeu majeur: nous devons collectivement prendre la mesure de notre responsabilité pour le devenir de l’Europe et de la planète toute entière.

  Bogusław Sonik (PPE). – Pani Przewodnicząca! W ciągu ostatnich trzech lat państwa członkowskie Unii Europejskiej przejęły przewodnictwo w trwającym procesie pokonywania wyzwań związanych z realizacją celów zrównoważonego rozwoju, takich jak zapewnienie spójności z innymi zobowiązaniami międzynarodowymi, prace nad ustanowieniem wskaźników i mechanizmów monitorowania, czy wspieranie krajów rozwijających się. Dlatego z zadowoleniem należy przyjąć publikację dokumentu analitycznego Komisji „W kierunku zrównoważonej Europy do 2030 r.”, w którym przedstawiono trzy scenariusze dotyczące tego, w jaki sposób Unia Europejska może kontynuować realizację celów zrównoważonego rozwoju. Niestety stosunkowo późne wydanie dokumentu analitycznego, przewidzianego początkowo na 2018 r., uniemożliwi obecnej Komisji zapewnienie niezbędnego czasu politycznego na wdrożenie strategii w tym zakresie zgodnie z październikowymi zaleceniami Rady Europejskiej. W mojej opinii jedynie pierwszy przedstawiony w dokumencie scenariusz mówiący o strategii przekrojowej stanowiłby postęp w obecnej sytuacji. Jest to scenariusz ambitny i złożony, który wymagać będzie spójnego stanowiska krajów Unii Europejskiej odnośnie do realizacji celów. Mam zatem nadzieję, że dokument analityczny i strategia, która zgodnie z zapewnieniami komisji ma być gotowa w kwietniu tego roku, zostaną potraktowane jako istotny sygnał dla nowego kolegium komisarzy i Parlamentu.

  Mercedes Bresso (S&D). – Signora Presidente, onorevoli colleghi, signori Commissari, signor Vicepresidente, innanzitutto ha ragione il Commissario Katainen a dire che, se vogliamo andare veramente verso gli obiettivi di sviluppo sostenibile, serve molta formazione, molto training. Forse un corso lo potrebbe offrire al nostro ministro dei Trasporti, che proprio ieri ha presentato una valutazione di impatto ambientale nella quale sembra dimostrare che è molto meglio mandare le merci e le persone sui TIR e sulle auto piuttosto che sui treni, come invece, qui in Europa, riteniamo sia meglio, ma lo possiamo anche dimostrare con i dati.

In secondo luogo, voglio ringraziare la Commissione per questo rapporto. Credo sia una buona base, come molti colleghi hanno detto, per il futuro. Nel prossimo mandato io credo che dovremo trasformare questo rapporto in concreti strumenti di lavoro, tenendo insieme, come molti colleghi hanno ricordato, gli aspetti sociali...

  Krzysztof Hetman (PPE). – Pani Przewodnicząca! Szanowni Państwo! Postęp w realizacji celów zrównoważonego rozwoju w Unii Europejskiej był dobry, zwłaszcza jeśli chodzi o walkę z biedą czy promocją zdrowia. Na tle innych części naszego globu wygląda to całkiem nieźle. To, że jesteśmy liderem, nie powinno wprawiać nas jednak w samozadowolenie, ale zobowiązywać do wyznaczania kolejnych działań w kierunku pełnej realizacji celów. W kolejnych latach czekają nas ogromne wyzwania związane z rozważnym gospodarowaniem zasobami naturalnymi, przejściem na gospodarkę o obiegu zamkniętym czy efektywną energetykę. Aby wypracować i wdrożyć dobre rozwiązania, potrzebujemy współpracy zarówno na szczeblu międzynarodowym, jak i lokalnym, czyli zaangażowania Komisji, rządów, ale także organizacji pozarządowych oraz firm. Nowy plan strategiczny dla Unii Europejskiej powinien wyznaczać kierunki działań i wskazywać na narzędzia do ich realizacji przez te podmioty.

  Maria Grapini (S&D). – Doamnă președintă, domnilor comisari, eu nu voi vorbi despre faptul că este întârziat documentul sau că nu este bun. Eu sunt de acord cu ce au prezentat domnii comisari aici, însă mă voi opri asupra faptului că trebuie să punem mai bine în practică tot ceea ce spunem. Emitem aici foarte multe documente, însă este o diferență foarte mare între reflecție și acțiune și, domnule Timmermans și domnule comisar, economie durabilă înseamnă viața oamenilor și înseamnă încrederea cetățenilor în proiectul european.

Toți vrem să reziste acest proiect european și, pentru acest lucru, cred că trebuie să ne gândim cum putem să definim conceptele la fel pentru toată lumea, cum putem să le aplicăm în mod transparent la fel pentru toată lumea, pentru că se spunea aici că au fost crize în diverse state - în Franța, în Italia, în Olanda, în România, țara mea -, însă, vedeți, aceste crize au fost tratate diferit și acest lucru nu dă încrederea pentru o Uniune Europeană durabilă. Sunt de acord cu scenariul 1, așa cum au spus și colegii mei, dar cred că trebuie să ne definim corect conceptele.

  Νότης Μαριάς (ECR). – Κυρία Πρόεδρε, η βιώσιμη ανάπτυξη ή θα έχει επίκεντρο τον άνθρωπο ή δεν θα υπάρξει καθόλου. Αυτό σημαίνει, λοιπόν, ότι πρέπει να μας ενδιαφέρει η ευημερία των πολλών και όχι των λίγων. Πρέπει οπωσδήποτε να υπάρξει παρέμβαση και στο επίπεδο της παραγωγής και της κατανάλωσης, όπως σωστά παρατήρησε ο κύριος Timmermans. Πρέπει, όμως, να δούμε και το θέμα της κατανομής, διότι η κατανομή πρέπει να είναι δίκαιη. Παράγεται πολύς πλούτος στην Ευρωπαϊκή Ένωση και παγκοσμίως, αλλά δυστυχώς δεν κατανέμεται ορθά, δεν κατανέμεται δίκαια. Υπάρχουν στρώματα της κοινωνίας που έχουν μείνει πίσω και γι’ αυτό οι παρεμβάσεις μας πρέπει να στηρίξουν αυτούς που ζουν πραγματικά μέσα στη φτώχεια, μέσα στην ανεργία. Αυτό σημαίνει παρεμβάσεις στο επίπεδο της οικονομίας, με τη στήριξη της κυκλικής οικονομίας, τη στήριξη της εκπαίδευσης, της κατάρτισης, της έρευνας και της τεχνολογίας. Σημαίνει ένα διαφορετικό μοντέλο και σημαίνει επίσης δίκαιες εμπορικές πολιτικές· εκεί πρέπει να δουλέψουμε.

  Stanislav Polčák (PPE). – Paní předsedající, já bych chtěl Komisi poděkovat za předložení tohoto materiálu, i když si také myslím, že mohl možná přijít poněkud dříve. Udržitelný přístup je skutečně klíčový požadavek pro naši budoucnost. Měl by se promítnout do všech našich politik a musíme uznat, že máme stále velké rezervy, je to i otázka implementace. Nám skutečně „hoří“ půda pod nohama, mnozí se tváří, že se ještě nic neděje, stále mají pocit, že mejdan pokračuje. Ale tak tomu skutečně není. Klimatické změny, biodiverzita, emise, samozřejmě plasty, zamoření oceánů, to jsou všechno obrovské výzvy. Já pevně věřím, že EU jako společenství států je připravena  těmto výzvám čelit a myslím, že zrovna mladá generace, jak už zde bylo zmíněno, velmi zásadně ví, že je ohrožena přímo její budoucnost. Volají po tom, že my musíme udělat víc. A já souhlasím s panem komisařem, planetu máme jen jednu, než osídlovat ale jiné planety, zkusme zachránit tu naši.

  Arne Lietz (S&D). – Frau Präsidentin, sehr geehrter Frans! Europa hat mit den 17 entwicklungspolitischen Zielen 2030 ist eine herausragende Chance, soziale, ökologische und ökonomische Gerechtigkeitsfragen zusammenzuführen. Das betrifft Europa, aber auch die ganze Welt. Diese Ziele müssen der Katalysator und der Motor unserer Europapolitik werden.

Ich bin dankbar, dass du bei der Anhörung letzte Woche gesagt hast, dass, wenn du Kommissionspräsident werden würdest, du das zur Chefsache machst und das jedem Kommissar ins Portfolio mit reinlegst. Du hast gesagt, dass wir unser Konsum- und unser Produktionsverhalten daraufhin anpassen müssen. Genau das ist wichtig. Wir haben damit zum Thema Konfliktmineralien begonnen. Wir müssen weitergehen. Die Deutschen und die Niederländer haben dazu eine Textilinitiative auf den Weg gebracht, die rechtlich verbindliche Sorgfaltspflichten mittlerweile mit einbedingt. Das ist ein wichtiger Schritt, und das ist klare – auch sozialdemokratische – Politik, für die wir stehen.

Udo Bullmann hat gesagt: Wir müssen jetzt nicht nur über Szenarien reden, sondern handeln und sie umsetzen. Dazu fordere ich uns alle auf, dazu lade ich uns alle ein. Das ist ein spannender neuer Weg, wie wir Politik machen können.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, qualsiasi politica che non punti alla sostenibilità rappresenta il passato, e in tal senso le politiche dell'Unione europea sono all'avanguardia a livello mondiale. Nel corso degli anni, l'Europa è divenuta un pioniere nel campo della sostenibilità, con standard sociali e ambientali tra i più elevati del mondo. Ma le sfide da affrontare sono complesse, mutevoli ed urgenti: dal debito ecologico ai cambiamenti climatici, dai cambiamenti democratici alla migrazione, dalla disuguaglianza alla convergenza economica e sociale.

Il documento di riflessione su un'Europa sostenibile entro il 2030 proietta in avanti le politiche già fissate nella strategia Europa 2020, e in particolare nell'agenda ONU 2030. Potenzialmente l'economia circolare è in grado di creare oltre un milione di nuovi posti di lavoro in tutta l'Unione, e con l'energia pulita se ne possono creare altrettanti. Nel documento manca però, a mio avviso, la parte critica, ossia una riflessione e un'analisi di ciò che ha rallentato e che ha reso impossibile il raggiungimento degli obiettivi di Europa 2020.

  José Blanco López (S&D). – Señora presidenta, en cumplimiento de los objetivos de desarrollo sostenible queda muchísimo por hacer. Es inadmisible el fracaso cosechado en el objetivo de producción y consumo sostenible o en sostenibilidad de los océanos, mares y sus recursos. Incluso en el ámbito energético, donde podemos decir con orgullo que la Unión Europea ha conseguido desacoplar emisiones y crecimiento económico, hay que admitir que las emisiones han vuelto a crecer en el año 2017.

No cabe engañarse. El único camino para el desarrollo es la sostenibilidad social y ambiental. Y el cumplimiento de los objetivos de desarrollo sostenible es un imperativo moral. La conservación del planeta exige una acción decidida, sin pausas. Es urgente ello para evitar las peores consecuencias del cambio climático.

  Karin Kadenbach (S&D). – Frau Präsidentin, Herr Kommissar, Herr Kommissionsvizepräsident! Ich hoffe, dass Sie der zukünftige Präsident sind, denn ich weiß sicher, dass Sie in Zukunft in der Kommission das Szenario 1 vertreten werden und dass wir da die beste Ausgangslage haben.

Aber wir dürfen es uns nicht zu einfach machen. Dieses Parlament hier ist ein gleichberechtigter Mitspieler. Wir müssen aufzeigen – nicht nur jetzt im Wahlkampf, sondern auch in der ständigen Auseinandersetzung –, wer die Kräfte sind, wer die einzelnen Abgeordneten in diesem Haus sind, die gerade daran arbeiten, dass diese nachhaltige Politik in Europa – sei es in Klimafragen, sei es in Landwirtschaftsfragen, sei es in sozialen Fragen – nicht umgesetzt wird. Denn wir haben es auch heute wieder gehört: Das sind die Kolleginnen und Kollegen in diesem Haus, die Fake News verbreiten, die ungerechtfertigte, wissenschaftlich nicht haltbare Behauptungen aufstellen, dass Klimapolitik Arbeitsplätze gefährdet, dass eine nachhaltige Landwirtschaftspolitik ohne Pestizide unsere Landwirtschaft gefährdet.

Das sind die Fake News, die wir bekämpfen müssen – jetzt im Wahlkampf und in der Auseinandersetzung tagtäglich. Ich glaube, die Kommission hat etwas Gutes vorgelegt. Es wird an uns liegen, es umzusetzen.

  Jyrki Katainen, Vice-President of the Commission. – Madam President, I would like to thank the honourable Members very much for the ideas expressed in this lively debate on sustainability. First, I want to say it would be a mistake to think nothing has been done during this Commission’s term of office, and to see this just as a starting point, when we start doing something. I would like to give you a couple of examples, namely the Paris Agreement and our climate legislation, the circular economy package, the plastics strategy, the social dimension and the investment plan for Europe, to mention just a few concrete examples of measures already adopted which will have a significant impact on sustainability in the future.

I have tried to take two different ways of looking at sustainability in Europe. The first concerns social sustainability. I have visited many of our Member States, and I have seen that there are those which are advanced in social dialogue between employees and employers about how to reskill people already in jobs; and there are those which, basically, have not done anything. I am afraid this issue may become a new dividing line in Europe. There are countries which understand that we have to pay more attention than before to re-skilling. There are also countries that pay more attention than others to the quality of teacher training and education internally. If Member States – our governments and the social partners – don’t take more seriously the challenge of skills and the quality of basic education, then we cannot be successful.

This is my first message. I believe that education – training and reskilling people – is the most important social factor in relation to sustainability.

Then, looking at the economic angle, I would like to mention the circular economy, including product-design policies and sustainable finance – those three concrete issues. They are the issues which, I believe, matter most with regard to improving sustainability.

I had a discussion with several representatives of financial institutions, who are pleading with us to create a clear taxonomy and a classification of sustainable finance. They are saying that their clients are asking for more sustainable assets. And this is exactly what the Commission is working on at the moment. We have to let the financial sector act to change the world. They are willing to do it, because their clients, us, and consumers are asking them to do it. So, if we manage to create sustainable finance criteria and a taxonomy, I’m sure that hundreds of billions of euro will shift direction and this, honourable Members, will change the world, including through the circular economy. The private sector is leading the show here at moment, and this House has been extremely supportive and innovative, supporting too the developments in product-design policy because we, as consumers, are asking for more sustainable business models, more sustainable ways to consume and more durable and repairable products.

So I am not worried at all about whether we can achieve the sustainable development goals, if we just manage to pick the right things to change and also, especially, if we keep the private sector onboard – because it’s not only us, as legislators or regulators, who can change the world. It’s also private operators. Our role is to create a better playing field, a more sustainable regulatory environment, which will enables us and other stakeholders to do the trick.

I believe we can combine social equality, social sustainability, environmental sustainability and sustainable economic growth in the future, and it should not be rocket science!

Entendemos que este cambio ha de centrarse en cinco áreas: empoderar a la gente como ciudadanos en democracia, no sólo como consumidores, desde el nivel local al europeo, y como miembros de sindicatos y de organizaciones de la sociedad civil; cambiar y limitar el capitalismo para asegurar que la actividad económica privada considera el impacto social y medioambiental y contribuye a una mejor distribución de la riqueza y los ingresos; alcanzar la justicia social sin que nadie se quede atrás; generar progreso ecológico y social; facilitar el cambio en la gobernanza y los métodos de trabajo de la UE para lograr una Europa sostenible e igualitaria, con un nuevo marco de gobernanza para el Desarrollo Sostenible, que establezca una serie de objetivos políticos vinculantes que vayan más allá de los estrictos objetivos fiscales del Pacto de Estabilidad y Crecimiento.

Los problemas sociales y medioambientales están conectados y provocan injusticias que afectan siempre a los más vulnerables.
