  President. – The next item is the debate on the report by Michel Dantin, on behalf of the Committee on the Environment, Public Health and Food safety, on the quality of water intended for human consumption (COM(2017)0753 – C8—0019/2018 – 2017/0332(COD)) (A8—0288/2018).

  Michel Dantin, rapporteur. – Madame la Présidente, Monsieur le Commissaire, Mesdames et Messieurs les rapporteurs fictifs, Mesdames et Messieurs les députés, voilà près de quarante ans que l’Union européenne s’est dotée d’une législation sur l’eau potable. Nous avons dans l’ensemble des pays fait des progrès considérables. Cette législation a connu une première révision il y a tout juste vingt ans et l’heure est venue d’une nouvelle révision, ne serait-ce que pour acter les avancées scientifiques que traduisent les nouvelles normes de l’OMS. Mais nous devons aussi, c’est ce que nous propose la Commission, intégrer l’avancée de la connaissance en matière de gestion des risques, telle qu’elle est déclinée dans la directive-cadre sur l’eau, et prendre en compte l’attente des citoyens en termes d’accès à l’eau et de transparence.

Au mois d’octobre dernier, nous avons voté en séance plénière le rapport sur la révision de la directive. Cette directive, qui principalement révise les paramètres, propose une nouvelle méthode d’évaluation des risques permettant de prévenir le plus en amont possible les risques de pollution.

Ce rapport présente donc plusieurs enjeux forts: la responsabilisation des publics, l’approche basée sur les risques, les paramètres de qualité et enfin l’accès à l’eau. Nous devons favoriser l’accès à une eau de qualité pour tous les citoyens européens à un coût abordable et en toute transparence vis-à-vis du consommateur. Avec un calendrier clair, malgré le travail que cela représentait, le Parlement s’est montré à la hauteur des attentes des citoyens, prêt à négocier le texte dès le mois de novembre pour aboutir à un accord interinstitutionnel avant la fin de la mandature. Malheureusement, le retard du texte au Conseil ne nous permet pas de nous retrouver aujourd’hui dans une situation satisfaisante. Au contraire, c’est une situation bien délicate puisque nous n’avons pas pu aboutir à un texte négocié en trilogue et voté. Malgré tous les efforts de la Présidence roumaine, que je veux saluer, pour rattraper le retard engrangé au Conseil, la présentation d’une approche générale, lors du Conseil des ministres du 5 mars 2019, est trop tardive. Le Parlement n’a plus aujourd’hui la marge de manœuvre suffisante pour initier les négociations interinstitutionnelles avant les élections européennes.

Ce rapport faisant l’objet d’enjeux à la fois techniques et politiques importants pour les citoyens européens, il constitue après son vote, demain en première lecture, la position officielle du Parlement pour les négociations interinstitutionnelles. Il appartiendra désormais à la Présidence finlandaise de négocier cette révision avec le Parlement.

Je remercie une nouvelle fois l’ensemble de l’équipe des rapporteurs fictifs qui m’a accompagné dans cette démarche et je veux aussi saluer nos collaborateurs et les services du Parlement.

  Dimitris Avramopoulos, Member of the Commission. – Madam President, I would like to warmly thank the rapporteur, Mr Dantin, and the shadow rapporteurs for the hard work done on the proposal for a revised Drinking Water Directive. The Commission welcomes the efforts and the fact that Parliament’s amendments are aligned with the main elements of our proposal. At the same time, I regret that due to the slow progress in Council, it was not possible to reach an interinstitutional agreement before the European elections.

I would like to recall that the main objective of our proposal is to ensure the safety of drinking water in the European Union for the 21st Century. We should be proud that today most people living in the European Union enjoy drinking water of the highest standard worldwide. With our proposal we will be able to maintain, and even improve, the situation with stricter and more appropriate limit values.

Last week, on 22 March, we commemorated World Water Day with the theme ‘leaving no one behind’. Our vision of Europe is that of an inclusive society, which leaves no one behind. The obligation in the revised Drinking Water Directive to provide the most vulnerable amongst us with access to clean water pursues this vision. It is the result of the first ever successful European citizens’ initiative – the right to water initiative – supported by over 1.8 million people and as such a tangible example of how the Commission does listen to European Union citizens’ concerns.

The proposal would improve the situation of about two million people in the European Union. The Commission proposal on access to water is also an important step towards achieving Sustainable Development Goal 6. I warmly welcome the strong support from Parliament to ensure access for all. This support is important in view of the future discussions between the two co-legislators. As you are aware, the Environment Council agreed on a general approach on 5 March. In their compromise text, a fragile equilibrium was found, with very limited requirements on access to water. Some Member States indeed were opposed to access to water being regulated at European level. On the contrary, I know that the majority of the European Parliament, which is the House of the European citizens, wants it to be regulated. Furthermore, the Council proposal for an Article 10A, on materials in contact with water, raises several concerns for the Commission.

Therefore, while reserving its position for the interinstitutional negotiations, the Commission states that it intends to further analyse and assess the concerns on this article and will make the results known to the co-legislators in due time.

I can assure you that the Commission is committed and will do its utmost to support the next European Parliament as well as the incoming Finnish and Croatian Presidencies, so that they can start negotiations as soon as possible.

Let me also underline that, as an honest broker in the negotiations, the Commission will uphold the important objectives of this proposal, which I believe we all share.

Finally let me recall that safe drinking water is crucial for European citizens. The solutions we propose will bring positive change to their daily lives. I therefore call on Parliament to support the Commission’s ambition to protect even better the health of our citizens, by proposing strict health standards and by ensuring that they have better access to water.

  Peter Liese, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Trinkwasser ist das am besten kontrollierte Lebensmittel in der gesamten Europäischen Union. Das ist für uns auch eine Verpflichtung, immer wieder dem neuesten wissenschaftlichen Stand zu folgen, und der Vorschlag der Europäischen Kommission macht das Trinkwasser noch sicherer. Wir als EVP unterstützen diese Bemühung, wir haben jedoch im Verfahren immer darauf hingewiesen, dass das Ganze auch handhabbar sein muss, gerade für kleine Wasserwerke, und dass am Ende nicht die Profiteure des Vorschlags die Firmen sein sollten, die Analysemethoden auf den Markt bringen, sondern dass das eben auch für die Verbraucher, die das am Ende bezahlen müssen, finanzierbar ist. Deswegen brauchen wir einen vernünftigen Ansatz, der die Sicherheit verbessert, der aber die Kosten – gerade auch für kleine Wasserwerke – im Rahmen hält.

Das große Thema ist das Thema Zugang zu Wasser. Ich halte es persönlich für eine sehr gute Idee, dass wir an möglichst vielen Stellen in Europa kostenlosen Zugang zu Trinkwasser haben – in öffentlichen Einrichtungen, auf öffentlichen Plätzen –, und ich halte es auch für gut, wenn wir in Cafés und Restaurants kostenloses Trinkwasser haben. Das ist gut für die Bürgerinnen und Bürger, und wir würden damit ja auch der Bürgerinitiative Rechnung tragen. Das spart Ressourcen. Wir haben Mineralwasser, das oft über viele hunderte Kilometer durch die Gegend gekarrt wird. Das kostet Treibstoff, das verursacht andere Umweltprobleme. Und als Arzt muss ich sagen: Es ist gar nicht unbedingt ratsam, den ganzen Tag Mineralwasser zu trinken. Leitungswasser ist durchaus auch aus medizinischer Sicht zu empfehlen.

Aber nicht alles, was wir persönlich gut finden und nicht alles, was irgendwie eine gute Idee ist, sollte zentral von der Europäischen Union in jedem Winkel der Europäischen Union vorgeschrieben werden. Da gibt es schon noch das Thema der Subsidiarität. Deswegen sind wir als EVP der Meinung, dass der Kompromiss, den der Rat gefunden hat, sehr vernünftig ist und dass wir uns dem in den Trilog-Verhandlungen auch nähern sollten. Anreize, Bewusstsein schaffen – das ist ein Weg, mit dem man das Ziel vielleicht besser erreichen kann, als wenn wir den Wirten in der ganzen Europäischen Union vorschreiben, was sie zu tun haben. Das könnte auch antieuropäische Tendenzen stärken. Deswegen sollten wir hier die Idee unterstützen, aber nicht zu rigide gesetzgeberisch vorgehen.

Zum Schluss möchte ich mich ganz herzlich bei Michel Dantin bedanken. Er wird leider nicht mehr für das Europäische Parlament kandidieren. Er hat Großartiges geleistet in vielen Dossiers und auch in diesem Dossier. Lieber Michel, vielen Dank für deine Arbeit und alles Gute für deine Zukunft!

  Rory Palmer, on behalf of the S&D Group. – Madam President, firstly, can I add my thanks to our rapporteur, Mr Dantin, for his coordination and endeavours on this file, and also add my thanks to the shadow rapporteurs from the fellow political groups as well. I would also want to thank our staff and our assistants as well who have worked for many, many months across the complex range of issues covered in this legislation.

Many different organisations and stakeholders have made contact with us throughout our work on this, and I would like to thank them for their engagement and interest. The range of stakeholders interested in these issues again reflects the breadth and complexity of issues in the file. I recognise specifically those organisations concerned with the right to water, who rightly campaigned and continue to pressure us to secure that right in a meaningful way. I’m pleased that the text before us now is stronger in that regard than it could have been and that wording proposed by my Group last year was supported on that basis.

It is regrettable, as has been said, that the Council has taken so long to reach a position on this, meaning that we have not been able to enter into trilogue discussions. That will now happen in the next mandate, and when it does I hope that that Parliament, whatever its political composition, will reflect that commitment that this Parliament has made on a right to water.

Could this Parliament have gone further on that? Yes, we could have done so, but I think we need to see what has been achieved through this report as important work in progress and an important step forward. It would not be acceptable for the Council, or indeed the new Parliament, to water that down. This file is concerned with science, with technology and all those practical measures to ensure that our drinking water is safe and of high quality, but it also addresses, at its heart, a fundamental question of equality and social justice. It cannot be right that today, in 2019, there are people in the European Union who do not have access to clean, safe, affordable drinking water. This goes to the very heart of this Parliament’s commitment to upholding fundamental human rights, and that has been the approach of the S&D Group through our work on this file.

Colleagues, this might well be the final piece of legislation that I work on in this Parliament. If it is indeed the last piece of legislation I’m able to work on in this place, I’m pleased that it is this legislation – a directive which will affect every citizen in the European Union every single day. None of us should take it for granted, when we turn on our taps, that that drinking water is clean and safe. This is not just about pipes and taps; this is about equality and social justice. This Parliament should continue to push for a meaningful right to water for all. There is more to do on that, but this report represents an important step forward in that regard.

When people, as they will in the coming weeks, months and indeed years, say: what does the EU do, what is the EU for? This is what the EU does. It ensures that, whether you are in London, or Berlin, or Paris, or Strasbourg, or Brussels, when you turn your tap on there is a consistency in the safety and the quality of the drinking water we all enjoy.

  Czesław Hoc, w imieniu grupy ECR. – Pani Przewodnicząca! Woda jest substancją niezbędną do życia oraz zachowania homeostazy ustroju. Woda jest naszym wspólnym dziedzictwem, które powinniśmy szanować i zabezpieczać dla przyszłych pokoleń. Ze względu na jej ograniczone zasoby powinniśmy nią racjonalnie gospodarować i zwrócić uwagę na konieczność codziennego oszczędzania wody.

Każdego roku w wielkich miastach marnuje się od 250 do 500 milionów metrów sześciennych wody. Ta ilość wystarczyłaby na rok dla 10–20 milionów ludzi. Według wyliczeń niektórych organizacji ekologicznych zakręcanie kranu przy myciu zębów w czteroosobowym gospodarstwie domowym to oszczędność 900 litrów wody miesięcznie. Jeśli przecieka nam kran i woda kapie z częstotliwością jednej kropli na sekundę, rocznie tracimy prawie 12 tysięcy litrów wody.

Zatem celem przepisów tej dyrektywy jest dalsze zwiększenie jakości wody z kranu dzięki zaostrzeniu maksymalnych limitów zawartości niektórych substancji zanieczyszczających, np.: ołowiu, patogenów lub substancji ujemnie wpływających na układ hormonalny. Monitorowane będą też poziomy mikrodrobin plastiku. Nowe przepisy gwarantują też lepszy dostęp do informacji.

Gdybyśmy zmniejszyli spożycie wody butelkowanej, gospodarstwa domowe w Europie zaoszczędziłyby około 600 milionów euro rocznie i – co równie ważne – przyniosłoby to zmniejszenie ilości odpadów plastikowych oraz emisji gazów cieplarnianych. Woda z kranu jest tania i przyjazna dla środowiska, ale musi być wodą superdobrej jakości i musi być ciągle kontrolowana. Należy umożliwić montaż darmowych dystrybutorów wody w miejscach publicznych, w tym w restauracjach. Zatem działania na rzecz gospodarki o obiegu zamkniętym, wsparcie zrównoważonego gospodarowania wodą pitną w zasobooszczędny sposób, co pomoże w ograniczeniu zużycia wody butelkowanej – to z kolei ograniczenie emisji gazów cieplarnianych i odpadów morskich. Pamiętajmy – woda to życie!

I na koniec: Poszukiwania życia w kosmosie zaczynają się od pytania o obecność wody jako elementu warunkującego życie biologiczne. Potraktujmy tę informację jako cywilizacyjną przestrogę.

  Ulrike Müller, im Namen der ALDE-Fraktion. – Frau Präsidentin, liebe Kollegen! Die Kommission hat den Vorschlag zur Überarbeitung der Trinkwasserrichtlinie als Reaktion auf die erste erfolgreiche europäische Bürgerinitiative Right2Water vorgelegt.

Meine Partei, die Freien Wähler, setzt sich traditionell für mehr Bürgerbeteiligung ein. Mir ist es deshalb ein besonderes Anliegen, dass wir die Anträge der Bürgerinitiativen ernst nehmen und dass wir schnell und umfassend darauf reagieren. Ich denke, dass wir als Parlament auch entsprechend gehandelt haben. Trotz der technischen und auch politischen Komplexität haben wir bereits im Oktober unseren Bericht vorgelegt. Wir waren bereit für Verhandlungen mit dem Rat im Trilog. Der Rat hingegen hat sich leider so viel Zeit gelassen, dass wir die Richtlinie nicht mehr rechtzeitig zum Ende der Legislaturperiode verabschieden können. Das ist eine vertane Chance. Wir müssen deshalb morgen unseren Bericht in erster Lesung abschließen. Damit senden wir ein Signal an die Bürger, dass Bürgerbeteiligung für uns nicht bloß eine Worthülse ist, sondern vorgelebt wird.

Wir machen mit unserem Bericht aber auch inhaltlich gute Vorschläge. Ich bin zum Beispiel stolz darauf, dass wir eine Lösung anbieten, wie wir zukünftig mit Mikroplastik und anderen neuen Schadstoffen im Trinkwasser umgehen können. Damit schaffen wir Vertrauen in die Wasserqualität. Auch machen wir Vorschläge, damit der neue risikobasierte Ansatz nicht zur Belastung für bewährte Strukturen wird wie beispielsweise kommunal organisierter Wasserversorger bei uns in Deutschland oder Kleinstversorger im Alpenraum und anderen Regionen.

Ich hoffe, dass wir diese Erfolge morgen für die Verhandlungen des nächsten Parlaments festhalten können. Ich danke ganz herzlich dem Berichterstatter Michel Dantin für die gute Zusammenarbeit und den Schattenberichterstattern. Trinkwasser ist das bestuntersuchte Lebensmittel und kann in der EU unbedenklich aus dem Wasserhahn getrunken werden, meine Damen und Herren.

  Benedek Jávor, a Verts/ALE képviselőcsoport nevében. – Tisztelt Elnök Asszony! Az egészséges ivóvíz olyan alapvető jog, amelyet egyetlen európai állampolgártól sem lehet megtagadni. Erről szólt az a vízhez való jogról, „right to water”-ról szóló európai állampolgári kezdeményezés, ami elsőként sikeres állampolgári kezdeményezésként az EU-ban kimondta ezt a követelést, és amelynek eredményeképpen ma itt állhatunk, és a Bizottság előterjesztette azt a javaslatot, amelyet holnap az Európai Parlament első olvasatban remélhetőleg támogatni fog.

Ennek ellenére rengeteg olyan állampolgár van az EU-ban, ki mindezek ellenére nem fér hozzá a megfelelő ivóvízhez. Akár azért, mert kisebbségi, marginalizált csoportok tagjaként egyszerűen nincs vezetékes ivóvíz-hozzáférésük, és százezrekről beszélünk az Európai Unióban, akár azért, mert kormányaik, és ez a helyzet Magyarországon is, nem képesek biztosítani, hogy a vezetékes ivóvíz minősége olyan legyen, hogy az megfeleljen az EU-s előírásoknak, és az megfeleljen azoknak az elvárásoknak, amelyeket az egészséges ivóvízzel szemben támasztunk. Nem tudják biztosítani ezt annak ellenére, hogy az Európai Unió eurómilliókat biztosít a tagállamoknak arra, hogy végrehajtsák azokat a fejlesztéseket, amelyek révén ez megteremthető volna. Sajnos ezeket a forrásokat sem megfelelően használják föl. Sokszor korrupció melegágya az uniós források felhasználása, és nem jutnak el azokra a célokra, amelyek eredményeképpen a minőségi ivóvizet biztosítani tudnák.

Pedig a jó minőségű ivóvíz nem csupán egészségvédelmi vagy ivóvízzel kapcsolatos kérdés. Ahogy ez már elhangzott, hogy ha sikerült helyreállítani a vezetékes vízzel szembeni bizalmat az európai polgárok fejében, azzal radikálisan csökkenteni tudjuk a palackozott víz iránti igényt, és ezáltal a hulladéktermelést is radikálisan vissza tudjuk fogni. Ennek a bizalomnak a helyreállításához járulhat hozzá az a javaslat, amit holnap el kell itt fogadnunk. Sajnos a Tanács nem végezte el azt a munkát, ami ezt lehetővé teszi, és a jövőben nemcsak a Tanácsnak, hanem a tagállami kormányoknak is meg kell tenniük mindent annak érdekében, hogy a javaslat végrehajtása során biztosítani tudják az egészséges ivóvizet minden európai polgárnak.

  Lynn Boylan, on behalf of the GUE/NGL Group. – Madam President, those of us who have worked with the Right to Water movement for years are disappointed that the Commission chose this vehicle to address the human right to water. Because either we enshrine a human right to water or we fail to uphold it. There is no halfway house when it comes to human rights.

So why is it that the human right to water is so special that it deserves this mediocre outcome? We are supposed to be the direct representatives of the people of Europe and yet we are doing a complete injustice to the Right to Water petition, which received nearly two million signatures, and also an injustice to the 2015 Parliament position.

We in the left cannot endorse this report. To do so would be to accept the outcome of lenient, à la carte obligations as a response to a Europe-wide petition that sought to effect systemic change. The petition looked to address the serious problem of water poverty, which affects two million people in the EU.

The demand that universal access to water would also include affordability. That demanded an end to the EU’s water liberalisation agenda and this is the response that we give the citizens: arguments of cost-effectiveness or what have. This is a clear dismissal of socio-economic rights. What we have is not good enough, and the Right To Water movements across the EU share that view.

  Paul Rübig (PPE), Frage nach dem Verfahren der „blauen Karte“. – Ich möchte mich bei der Kollegin Boylan bedanken, weil es natürlich wichtig ist, dass Wasser kostenlos zur Verfügung gestellt wird. Wasser ist ein Allgemeingut, das ist selbstverständlich. Diesen Ansatz müssen wir auch mit aller Vehemenz verfolgen. Aber es geht um die Infrastruktur, die Wasser zur Verfügung stellt, und natürlich muss die Infrastruktur auch bezahlt werden. Glauben Sie, dass es eine gute Methode ist, in Zukunft diese Infrastruktur auch öffentlich auszuschreiben, sodass die Konsumenten die Infrastruktur zum günstigsten Preis erhalten?

  Lynn Boylan (GUE/NGL), blue-card answer. – No, we accept that the way Member States manage their water infrastructure is a competence for the Member States, and in fact in Ireland we have huge issues with the Commission interfering in how the Irish actually manage their water system, because in Ireland we have zero water poverty. And do you know why we have zero water poverty? Because we pay for our water through general taxation instead of punitively punishing citizens who can’t afford to pay their water taxes. So no, we don’t want it to go out to public tender. We don’t want liberalisation of water infrastructure.

  Eleonora Evi, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, mentre in Italia l'acqua come bene comune torna al centro del dibattito politico grazie al Movimento 5 Stelle, che sta portando alla Camera dei Deputati il disegno di legge sull'acqua pubblica a otto anni dal referendum nel 2011, l'Europa non si dimostra all'altezza delle aspettative dei cittadini sulla questione acqua potabile.

Infatti, per colpa dei governi di mezza Europa, che per mesi hanno osteggiato in Consiglio qualsiasi riferimento all'accesso all'acqua nella nuova direttiva sull'acqua potabile, ci apprestiamo a rivotare il testo già approvato da questo Parlamento lo scorso ottobre, per consegnarlo alla prossima legislatura come suggerimento per i negoziati che verranno. Secondo noi, però, si tratta di un cattivo suggerimento, perché i colleghi della grande maggioranza conservatrice di quest'Aula hanno sbarrato la strada ai miglioramenti significativi sull'accesso all'acqua come diritto di tutti e come richiesto da quasi due milioni di cittadini per mezzo dell'iniziativa dei cittadini europei " Right2Water".

Ma non solo, cari colleghi: avete anche la responsabilità di aver rifiutato di portare a zero le soglie per le sostanze perfluoralchiliche, le PFAS, che attualmente sono escluse dal campo di applicazione della direttiva in vigore, che risale appunto al 1998. E, in maniera vergognosa, avete introdotto differenziazioni pericolose per i composti chimici di questa famiglia, come per dire che alcune PFAS potrebbero essere tollerate e quindi non disciplinate dalla nuova direttiva acqua potabile. Ma è chiaro che la realtà è tutt'altra. E quanto accade in Veneto è lì a testimoniare, in maniera lampante, che nessuna di queste sostanze tossiche dovrebbe mai trovarsi nell'acqua potabile, né tantomeno accumularsi nel sangue dei nostri figli.

Nell'interesse dei cittadini italiani ed europei, io mi auguro comunque che le risposte all'accesso all'acqua possano presto arrivare e che la revisione dei parametri per garantire la qualità nel punto di consumo possa svolgersi in maniera rigorosa, senza cedimenti alle pressioni dell'industria e comprendere un esame approfondito delle pressioni emergenti sulla qualità dell'acqua potabile. Ringrazio comunque il relatore per l'ottimo lavoro.

  Gilles Lebreton, au nom du groupe ENF. – Monsieur le Président, l’eau potable est un thème qui m’est cher. C’est avec une conférence d’agrégation en équipe, sur le régime juridique de l’eau potable, que j’ai commencé ma carrière universitaire, il y a 35 ans. C’est avec un projet de refonte de la directive du 3 novembre 1998 sur la qualité de l’eau potable que je clos aujourd’hui mon mandat de député européen.

Cette refonte a été provoquée par une pétition européenne qui a recueilli près de deux millions de signatures. Elle vise à assurer l’accès à l’eau potable en Europe de tous les groupes vulnérables, y compris des Roms.

L’objectif est généreux mais j’estime qu’il se heurte au principe de subsidiarité. La réglementation de l’eau relève de la compétence des États et non de l’Union. Si des perturbateurs endocriniens et divers produits toxiques contaminent l’eau potable, c’est à eux qu’il appartient d’agir, en concertation avec l’OMS, et non à la Commission de Bruxelles. Quant à l’accès universel à l’eau potable, les États européens sont parfaitement capables de l’assurer, sans avoir besoin des leçons de morale de l’Union.

Ne soyons pas dupes, la Commission cherche à instrumentaliser la situation des Roms pour tenter de s’approprier de nouvelles compétences en la matière. L’Europe des nations, que j’appelle de mes vœux, doit résister à ce genre de manœuvre pour rendre leur souveraineté aux États.

  Pilar Ayuso (PPE). – Señor presidente, señor comisario, yo creo que la Comisión ha realizado una revisión de la legislación en vigor sobre las aguas para consumo humano que es oportuna, porque las normas actuales necesitaban una actualización. Ha acertado la Comisión identificando cuatro principales áreas que tienen que mejorar: los parámetros, el enfoque basado en los riesgos, la transparencia en la información y los materiales en contacto con el agua.

También hay que subrayar que los Estados miembros aplican las normas de la Unión Europea en el ámbito del agua potable con bastante acierto y que la propuesta actual es un paso adelante que nos va a permitir anticipar problemas y prevenir algunos.

Actualmente tenemos avances técnicos, mejora en los controles de laboratorio, en nuevas tecnologías; se han amortizado instalaciones y hay un mayor conocimiento de las variables ambientales. Y todo esto puede mejorarlo esta Directiva del agua.

El texto del Parlamento Europeo incluye importantes elementos de mejora en relación con las condiciones de acceso a un suministro de agua de calidad, con el fomento del consumo racional del agua, con la reducción de las fugas en la red de suministro —que es algo muy importante—, con la previsión de las repercusiones en el ámbito climático de los recursos hídricos y con una mayor seguridad de los materiales utilizados. Y, finalmente, aporta soluciones a la reducción del consumo de agua de botellas de plástico.

También se contempla la posibilidad de que los pequeños distribuidores de agua puedan tener unas condiciones más flexibles que los grandes.

Yo quiero terminar felicitando muy efusivamente a mi colega, el doctor Dantin, que ha intentado ser prudente a la hora de equilibrar las nuevas obligaciones de la Directiva con la necesidad de la contención de tarifas de suministro y el principio de recuperación de los costes. Y también lamento la falta de agilidad que ha tenido el Consejo para poder llegar a un acuerdo durante esta presente legislatura.

  Jytte Guteland (S&D). – Herr talman! Alla har rätt att kunna dricka vatten när man är törstig och vattnet ska vara säkert att dricka. Det gäller för oss alla, oavsett om man har en bostad eller står utan, om man tillhör en minoritet eller en majoritet, om man befinner sig på glesbygden eller i storstaden. Men i dag finns det fortfarande grupper i Europa som inte har tillgång till rent vatten. Det är oacceptabelt.

För mig är det särskilt viktigt att vattnet vi dricker är säkert. Det får inte innehålla farliga kemikalier som är skadliga för vår hälsa. Det här ställer krav på bättre mätning, men också skarpa gränsvärden för kemikalier. Människors hälsa måste stå i första rummet. Det gäller inte minst hormonstörande ämnen. Vi vet att de här ämnena leder till att fler människor får diabetes, andra farliga sjukdomar eller svårigheter att få barn. Självklart ska vi i Europa – ja, i hela världen – se till att vi kan vara säkra på att inte få i oss sådana här farliga ämnen i dricksvattnet.

Parlamentet har en stark förhandlingsposition här som vi inte får tumma på. Jag vet att det finns flera medlemsländer som vill mjuka upp regelverket. Det är viktigt att parlamentet står upp för säkerhet, för människors hälsa, för rent vatten. Men däremot är det i förhandlingarna viktigt att också lyssna på att det kan se olika ut i olika länder vad gäller geografiska skillnader. Därför kan det vara bra att parlamentets position i de här förhandlingarna ger de enskilda länderna viss flexibilitet för att se till att man tar fram de bästa, mest praktiska lösningarna för att nå målen. Rent vatten ska vara en självklarhet. Alla ska kunna dricka vatten om man är törstig.

  Branislav Škripek (ECR). – Vážený pán predsedajúci, ďakujem za slovo. Štatistiky uvádzajú, že celosvetová spotreba vody je šesťkrát väčšia ako pred storočím, pričom sa očakáva, že do roku 2050 sa zvýši o ďalších 20 až 50 %, a to sú obrovské čísla. Tretine najväčších systémov podzemnej vody na svete hrozí vysychanie. Očakáva sa, že počet ľudí žijúcich pod silným vodným stresom bude do roku 2050 až 3,2 mld. A nebudú len v chudobných krajinách. Aj v takom bohatom zdroji podzemnej pitnej vody, akým je Žitný ostrov – taký má názov u nás na Slovensku, majú celé obce baktériami infikovanú vodu a sú odkázané na cisterny s pitnou vodou. Organizácie a aktivisti upozorňujú Európsku komisiu, že štátne orgány často nekonajú, nevyvíjajú dostatočnú aktivitu na ochranu vody, ale uprednostňujú ekonomické záujmy spoločností, a tie neberú ohľad na životné prostredie. Cieľom smernice o pitnej vode je zabezpečiť prístup k vode každému občanovi, od roku 1999 však nebola prehodnotená. Pritom vieme, že klimatické zmeny menia životné podmienky a suchá sú príčinou svetovej migrácie, ktorej musíme od roku 2015 čeliť. Preto musíme konať.

  Ana Miranda (Verts/ALE). – Senhor Presidente, a água e o saneamento são um direito humano. A água é um bem comum, um bem público, não uma mercadoria.

Convidamos a Comissão, Senhor Comissário, a implementar o direito à água e ao saneamento, tal como é reconhecido pela ONU e tal como fez um país como a Bolívia, o autor de que a água seja um direito humano.

É necessário garantir pelos Estados e pela Europa o acesso à água comum com uma infraestrutura adequada e modernizada porque nem sempre as infraestruturas são capazes de prestar um serviço adequado.

Os serviços da água devem ser excluídos da liberalização. É de justiça social e deve ser garantido um acesso universal e equitativo em todos os recantos da Europa.

Para mim, este relatório vai ao encontro da intenção da Comissão de reconhecer o direito à água. Os Estados voltaram a boicotar e muitas vezes não cumprem o direito ao saneamento, nem o do acesso à água potável, como é o caso do Estado espanhol e outros Estados que boicotam este direito que apoia uma grande parte da cidadania europeia.

Ter água limpa é bom para a saúde humana e animal e a água como um bem comum é bom para todos os cidadãos. E falo com conhecimento de causa, porque no meu país, que é o país dos mil rios, a água paga-se a um preço muito alto. Além disso, outra coisa importante é atualizar o acesso dos cidadãos aos dados sobre a qualidade da água potável, que nem sempre é garantido.

  Eleonora Forenza (GUE/NGL). – Signor Presidente, onorevoli colleghi, voteremo contro il rapporto Dantin: è un testo, è il caso di dirlo, davvero troppo annacquato, un testo che tradisce quello che era il compito di questo Parlamento, ovvero migliorare un testo passato attraverso i veti e le negligenze del Consiglio. Un testo che invece, purtroppo, si è riusciti persino a peggiorare.

L'obbiettivo era semplice: allineare le istituzioni europee alla richiesta dell'iniziativa dei cittadini europei "Right2Water", ovvero, come indicato anche dall'ONU, fare dell'accesso all'acqua potabile e ai servizi igienici un diritto umano universale, sottratto alle logiche del mercato e del profitto. Ci ritroviamo invece dinanzi soltanto a una serie di blande raccomandazioni agli Stati membri. Inoltre, la relazione non ha adottato parametri sufficienti per contenere la contaminazione delle acque da parte di pericolose sostanze di origine industriale, quali ad esempio le PFAS.

Io voterò contro questa relazione: lo devo ai milioni di cittadini italiani che hanno votato per un referendum per l'acqua pubblica, lo devo alle mamme "no PFAS", lo devo alle cittadine e ai cittadini che hanno sottoscritto l'iniziativa "Right2Water".

  Mireille D’Ornano (EFDD). – Monsieur le Président, les perturbateurs endocriniens sont partout: dans les rivières, les nappes phréatiques et l’eau du robinet. Même à très faibles doses, ces molécules chamboulent le système hormonal et sont cause d’anomalies physiques comportementales et, pire, reproductives.

L’ONG Générations Futures s’est appuyée sur trois études gouvernementales concernant l’eau du robinet en France et les chiffres sont sans appel: les perturbateurs endocriniens représentent la moitié des pesticides les plus présents.

Certes, la nature des eaux varie selon les différents États et l’échelle nationale est bien plus adaptée que l’échelle européenne en la matière.

Toutefois, je suis en désaccord avec la position du rapporteur dans l’exposé des motifs. Cette position tend à minimiser les risques, invoquant un manque de consensus scientifique.

Il en va de même concernant la recherche sur les microplastiques, qui n’en serait qu’à un stade précoce. Pardon, mais la santé des Français n’est pas négociable.

  Lukas Mandl (PPE). – Herr Präsident, liebe Kolleginnen und Kollegen! Es ist eine Tatsache, dass zwei Millionen Bürgerinnen und Bürger unserer Europäischen Union kein sauberes Wasser in ihren Haushalten haben. Da sind Kinder dabei, da sind ältere Menschen dabei. Ich teile das Ziel, dass alle Menschen in Europa sauberes Wasser haben sollen. Europa würde dadurch eine besondere Stellung auf der Welt einnehmen, der erste Kontinent werden, wo alle sauberes Wasser haben.

Aber was von der Kommission vorgeschlagen wurde, ist trotz aller Verbesserungen, die wir hier im Parlament – im Ausschuss und im Plenum – vornehmen konnten, extra Regulierung und unnötiger Bürokratismus dort, wo das Wasser schon heute sauber ist. Das Ziel wird damit nicht erreicht, sondern es werden die Kosten erhöht – die Kosten für die Haushalte, die Kosten für die Wasserabnehmer. Deshalb werde ich wieder gegen diesen Bericht stimmen.

Die Zielsetzung bleibt richtig. Das Thema muss in der nächsten Periode im Europäischen Parlament zurück an den Start, um zu erreichen, dass jene, die kein sauberes Wasser haben, sauberes Wasser bekommen. Aber absurde Parameter, die nicht einmal von der Weltgesundheitsorganisation vorgeschlagen werden, die zur Errichtung neuer Aufbereitungsanlagen etwa bei sauberen Wasserquellen führen würden und dergleichen mehr – das brauchen wir nicht. Dagegen wenden wir uns. Deshalb stimme ich auch gegen den Bericht, arbeite aber weiterhin – so wie bisher – mit an einer echten Zielerreichung, damit jene, die sauberes Wasser brauchen und es noch nicht haben, es in Zukunft bekommen können.

  Damiano Zoffoli (S&D). – Signor Presidente, onorevoli colleghi, siamo chiamati a confermare il nostro voto su questa importante direttiva sul diritto all'acqua potabile che la Commissione europea ha deciso di aggiornare dopo oltre vent'anni, per meglio rispondere alle nuove sfide sui cambiamenti climatici e per una giusta transizione verso un'economia circolare, per ridurre lo spreco dell'acqua e la produzione di rifiuti in plastica.

Sono gli stessi cittadini europei – quasi 2 milioni – che ci hanno chiesto, con la loro iniziativa, di garantire a tutti, a tutti!, il diritto all'accesso universale all'acqua potabile, un diritto umano primario che, ripeto, va garantito e non solo promosso. È fondamentale, inoltre, la scelta, che sosteniamo, di una maggiore trasparenza e di un più facile accesso dei consumatori a informazioni precise e chiare sull'acqua che esce dal loro rubinetto.

E a proposito di trasparenza e salute, non si può ignorare il grave inquinamento da PFAS che ha avuto luogo in Italia, nella regione Veneto, e che ha interessato quasi mezzo milione di cittadini che ora hanno un livello di questi interferenti endocrini nel sangue di centinaia di volte superiore alla norma. Nella direttiva in vigore non erano previsti limiti per queste sostanze, ora sono stati introdotti ma si tratta di limiti ancora troppo alti! Bisogna arrivare a valori vicino allo zero, come ci chiedono i cittadini veneti anche alla luce del recente parere dell'EFSA, che ha diminuito il livello di dose giornaliera tollerabile nel sangue.

Ci auguriamo che il prossimo Parlamento e il Governo italiano in seno al Consiglio, che saranno chiamati a prendere una decisione definitiva, scelgano di fissare limiti prossimi allo zero.

  Ruža Tomašić (ECR). – Poštovani predsjedavajući, pristup kvalitetnoj vodi postignuće je koje, nažalost, često uzimamo zdravo za gotovo. Međutim, to je područje potrebno regulirati, pratiti i prilagoditi novim izazovima i okolnostima na terenu.

Kao zastupnica koja dolazi iz države iznimno bogate vodnim resursima pohvaljujem izvjestitelja zbog poštivanja duha načela supsidijarnosti, ostavljanjem odgovornosti za primjenu minimalnih zahtjeva kvalitete državama članicama. Pristup koji se temelji na riziku, također je apsolutno opravdan te svesrdno pozdravljam njegovu standardizaciju ovim prijedlogom.

  Maria Lidia Senra Rodríguez (GUE/NGL). – Senhor Presidente, a água é um direito humano indispensável para a vida e por isso temos de protegê-la da privatização, da poluição, das plantações inadequadas, como a do eucalipto, ou das grandes infraestruturas.

Mas, no conjunto de toda a União Europeia, isto não é assim. Na Galiza, o meu país, os rios são poluídos por minas, como a de San Fins ou a de Touro, por grandes obras, como a alta velocidade, por estações de tratamento de águas residuais insuficientes ou ineficazes que fazem despejos diretamente para o mar ou os rios, como, por exemplo, o rio Sar.

Macro-aterros como Sogama, projetos que enchem os buracos de resíduos poluentes que deixam para trás pedreiras como Miramontes ou Casalonga. Também há poluição provocada pelos lodos de estações depuradoras que são deitados nas terras, pela agricultura industrial, como Coren e Leyma, pelo glifosato ou pelos pesticidas.

Tudo isto está a acontecer, favorecido e financiado pela União. Há que por termo a tudo isto porque é o que nos vai permitir dispor de água saudável.

  Francesc Gambús (PPE). – Señor presidente, señor comisario, el debate sobre la Directiva de calidad del agua destinada al consumo humano ciertamente es muy importante, y lo es por diversas razones. La primera, porque es la única iniciativa popular que ha conseguido salir adelante con más de un millón y medio de firmas de ciudadanos europeos, preocupados por este tema.

No puede ser menos: el acceso al agua y su gestión sostenible, así como a su saneamiento, es el objetivo número seis de los objetivos de desarrollo sostenible y, según datos de Eurostat, casi el 2 % de europeos tiene dificultades de acceso. Además, dicho acceso forma parte intrínseca del pilar europeo de derechos sociales, que, en su punto número 20, establece el derecho al acceso a servicios esenciales de buena calidad, incluyendo el agua.

Debemos, además, aprobar esta Directiva porque nos puede ayudar a conseguir un objetivo vinculado a la reducción de generación de residuos, ya que el mayor consumo de agua de grifo, fomentado por el aumento de los niveles de su calidad, puede reducir en casi una quinta parte el consumo de agua embotellada, reduciendo a su vez los residuos de plástico generados paralelamente.

Mayor calidad, mejor acceso —especialmente para aquellos sectores más vulnerables y marginalizados—, mayor transparencia para los consumidores en su factura de consumo y menor burocracia al mejorar los sistemas de información electrónica.

Hago mías, señor presidente, las palabras que pronunció el presidente Juncker durante el discurso del estado de la Unión: «Los europeos de hoy y las futuras generaciones se merecen una Europa que proteja sus estándares de vida». Merecemos una Europa que nos empodere, una Europa que ayude y proteja.

Y quiero felicitar, para terminar, al señor Dantin, por el gran trabajo hecho en la tramitación de este dosier. Sin embargo, es una vergüenza que, pese a los esfuerzos de la Comisión y de este Parlamento, los Estados miembros no lo hayan considerado una prioridad y debamos posponer las negociaciones hasta el próximo mandato.

  Carlos Zorrinho (S&D). – Senhor Presidente, a diretiva sobre a água potável está em vigor há mais de vinte anos e é um dos pilares da legislação da União Europeia neste domínio, proporcionando o abastecimento de qualidade em mais de 99% dos fornecimentos. A sua revisão, com foi aqui referido, dá seguimento à primeira iniciativa de cidadania europeia bem-sucedida, Right4water, que recolheu 1,6 milhões de assinaturas em favor da melhoria do acesso à água potável para todos os europeus. É, por isso, uma revisão que é oportuna e necessária e prevê medidas para facilitar o acesso à água em espaços públicos e alinhar os padrões de qualidade da água potável pelos parâmetros científicos mais atualizados.

Lamento, no entanto, que não tenhamos ido mais longe. Algumas coisas positivas podem ser sublinhadas: a redução dos limites de concentração de certos poluentes, como o chumbo, a introdução de novos limites para os desreguladores endócrinos, o início da aplicação de procedimentos de monitorização de microplásticos, a promoção da utilização de fontes de acesso livre e neste caso a disponibilização de água na torneira. E, também, a transição para uma economia circular, contribuindo para reduzir a utilização de garrafas de plástico.

Devíamos, no entanto, ter ido mais longe, designadamente no acesso à água e na monitorização dos microplásticos. Ficámos aquém da ambição da petição cidadã, mas foi um avanço que fizemos num caminho que devemos continuar.

  João Ferreira (GUE/NGL). – Senhor Presidente, Senhor Comissário, esta proposta que altera a diretiva relativa à qualidade da água destinada ao consumo humano é da maior gravidade. Ela aumenta significativamente os custos diretos do abastecimento de água, a imputar aos utentes, empolando, igualmente, os encargos públicos indiretos para fiscalização e controlo, sem que isso se reflita num aumento da segurança, pelo contrário.

Põe entraves à prestação do serviço público, favorece a privatização, inviabiliza soluções de abastecimento económicas que podem ser seguras e viáveis, nomeadamente no plano local. Passa à margem das recomendações de entidades como a Organização Mundial de Saúde, põe em causa funções do Estado de supervisão, fiscalização e controlo substituídas por um alegado autocontrolo das empresas concessionárias de serviços de água, é complacente com os concessionários não cumpridores.

Esta proposta, em suma, significa água mais cara, mais insegura, de pior qualidade. Só a indisfarçável submissão da Comissão Europeia aos interesses das transnacionais da água a pode explicar.

  Dubravka Šuica (PPE). – Poštovani predsjedavajući, hvala lijepa. Drago mi je što danas ovdje raspravljamo o kvaliteti vode kojom se koriste naši građani, s obzirom da po novom istraživanju Agencije Europske unije za okoliš 40 %, samo 40 % europskih rijeka, jezera, estuarija i obalnih voda zadovoljava ekološke standarde predviđene u europskoj Direktivi o vodi. Jasno je, dakle, da većina država članica mora uložiti dodatne napore kako bi ispunile ciljeve iz Direktive kojima bi se u budućnosti osigurale dovoljne količine kvalitetne vode za okoliš, ali i za ljudske potrebe.

Trenutna Direktiva na snazi je već 20 godina bez ozbiljnih preinaka, zato pozdravljam napore izvjestitelja Michela Dantina i Odbora za okoliš, javno zdravlje i sigurnost hrane, zbog usklađivanja normi o kvaliteti pitke vode s najnovijim zdravstvenim podacima i zbog prilagođavanja zakonodavnom okviru radi što boljeg odgovora novim izazovima poput sve učestalijih i dužih suša uzrokovanih klimatskim promjenama.

Ponovo bih posebno istaknula važnost prve europske građanske inicijative Right to water, a koju je podržalo više od 1 800 000 građana. Pravo na čistu, pitku i kvalitetnu vodu najmanji je standard kojega moramo osigurati, a to su potvrdili i Ujedinjeni narodi. Voda je prirodni resurs kojega, hvala Bogu, u mojoj domovini Hrvatskoj ima dovoljno, ali isto tako voda mora ostati javno dobro, moramo odgovorno njome upravljati i sretna sam danas što u ovome domu nastojimo osigurati građanima Europske unije pravo na pitku vodu.

Naravno, podržavam i Komisiju u nastojanjima da poboljša zdravlje naših građana, ali žao mi je što odgađamo ovaj dokument za sljedeći mandat. Ono što pozdravljam, to je da je ostalo načelo supsidijarnosti i, u tom smislu, nadam se da će se u drugom mandatu ovo razriješiti.

  Sirpa Pietikäinen (PPE). – Arvoisa puhemies, tämä on hyvä askel eteenpäin puhtaan ja hyvälaatuisen juomaveden turvaamiseksi kaikille ihmisille, mikä on ihmisoikeus ja perusoikeus. Se myös ottaa huomioon veden tuhlauksen ja kehottaa jäsenmaita parempiin toimenpiteisiin. Se myös parantaa niitä mittareita, joilla juomaveden laatua tullaan jatkossa arvioimaan.

Edessä on kuitenkin vielä aika paljon haasteita. Ensinnäkin joidenkin arvioiden mukaan jopa 40 prosenttia juomavedestä hukkuu jakelujärjestelmiin, ja tämä on sekä ympäristöllisesti, taloudellisesti että vedenkäyttäjien kannalta kestämätön tilanne. Tälle olisi ollut asetettava tiukemmat vaatimustasot jatkossa, ja ainakin kuluttajien pitäisi saada tietää vesilaskussaan, kuinka suuri osa heidän maksamastaan maksusta on valutettu hukkaan.

Toiseksi täällä jo aiemminkin mainitut uudet haasteet juomaveden laadulle olisi pitänyt ottaa paremmin huomioon. Nyt puhumme hormonihäiriköistä, useiden eri kemikaalien yhteisvaikutuksista ja paljon puhutuista mikro- ja nanomuoveista. Tiedämme, että paineet niihin vesivaroihin, joista juomavedet tehdään, jatkossa kasvavat ja samaan aikaan myös pilaantumisriskit kasvavat.

Nyt on viimeinen hetki ottaa oikeasti ohjat käsiin ja tehdä sellaisia yhteisiä eurooppalaisia päätöksiä, jotka takaavat myös ympäristöstä puhtaat juomavesilähteet, tehokkaan vedenkäytön – jakelun ja käytön – ja kyllä meidän eurooppalainen vastuu on pitää myös huolta niin uusista kuin olemassa olevista riskeistä vaikkapa vesiputkistoissa. Tämän on oltava EU-tason, ei yksin jäsenmaiden, päätettävissä ja arvioitavissa oleva asia.

  Christophe Hansen (PPE). – Herr Präsident! Wenn die EU-Bürger mehr Vertrauen in die Qualität des Trinkwassers haben, greifen sie auch weniger auf Wasser aus Plastikflaschen zurück. Deshalb ist die Trinkwasserrichtlinie auch eng verbunden mit der Abstimmung über die Reduzierung von Plastikmüll, die wir heute hier vollzogen haben. Das ist nicht nur gut für die Umwelt, sondern schont gleichzeitig den Rücken und den Geldbeutel der EU-Bürger. Wenn Haushalte mehr Leitungswasser trinken, könnte der Verbrauch von Flaschenwasser drastisch gesenkt werden, und die Haushalte könnten bis zu 600 Millionen Euro pro Jahr sparen. Es ist deshalb richtig, dass wir die zugelassenen Höchstwerte für bestimmte Schadstoffe wie Blei, schädliche Bakterien und bestimmte hormonwirksame Stoffe wie zum Beispiel endokrine Disruptoren nochmals herabgesetzt haben, um das Vertrauen in die Qualität unseres Trinkwassers zu verstärken.

Da Plastik in Trinkwasser selbst zunehmend ein Problem wird, begrüße ich außerdem die Forderungen nach Überwachung des Gehalts an Mikroplastik. Das Problem des Mikroplastiks ist leider noch nicht ausreichend erforscht, kann aber gesundheitliche Auswirkungen haben.

Es ist auch bedauerlich, dass sich die Mitgliedstaaten nicht schneller zu einem gemeinsamen Standpunkt zu dieser Richtlinie einigen konnten und nur sehr begrenzte Anforderungen in Bezug auf den Zugang zu Trinkwasser zugelassen haben. Es wäre für die EU-Bürger wichtig gewesen, anlässlich des Weltwassertags am 22. März diese Richtlinie noch vor der Europawahl auf den Weg zu bringen. An uns hat das auf jeden Fall nicht gelegen.

Ich bedanke mich bei meinem Kollegen Michel Dantin und seinen Mitarbeitern für die hervorragende Arbeit. Ich möchte auch mein Bedauern aussprechen für die, die nicht auf den Weg gehen und gegen den Bericht stimmen werden, denn das ist ein erster richtiger Schritt in die richtige Richtung.

  Michaela Šojdrová (PPE). – Pane předsedající, voda, to je život. Je to strategická surovina a my se o ni musíme lépe starat, protože i v Evropské unii jsou již země, regiony, kde je voda vzácná, kde se musí pitná voda dovážet i z větší dálky.

Voda se skutečně stává strategickou surovinou, a proto vítám evropskou směrnici, která novelizuje náš přístup. Po dvaceti letech je jistě nezbytná tato novelizace. Podporuji proto všechny čtyři prioritní oblasti zlepšení, tak jak je tady uvedl pan zpravodaj, ať už je to posouzení rizik, posílení transparentnosti, přístup k informacím a kvalita vodovodních materiálů. Zpřísnění hodnot některých ukazatelů je samozřejmě nezbytné, ale nemůžou být nastaveny bezdůvodně, aby zdražovaly pitnou vodu, a musí to být samozřejmě dostatečně podrobeno vědeckému výzkumu. Nicméně zdraví je na prvním místě a tak k tomu musíme přistupovat.

Provádění a odpovědnost za jakost vody zůstávají na členských státech, a je tudíž dodržena zásada subsidiarity. Ta musí být uplatněna i při zajištění přístupu k vodě. Považuji rovněž za důležité dodržet transparentnost a poskytování dostatečných informací pro spotřebitele.

Na závěr bych chtěla vyzvat k šetrnému zacházení s pitnou vodou a připomínám, že i díky strukturálním fondům Evropské unie se podařilo v nových členských státech významně zlepšit hospodaření zejména s odpadní vodou. Je tedy třeba vodní zdroje a čistotu vody chránit pro zdraví nás všech a pro budoucnost.

  Paul Rübig (PPE). – Herr Präsident! Ich möchte mich auch bei unserem Berichterstatter Dantin recht herzlich bedanken. Weil wir sehen, dass Wasser ein ganz wichtiges Element in unserer globalen Überlebensstrategie ist – nur ein sehr geringer Teil des Wassers ist Trinkwasser, Süßwasser –, freut es mich, dass wir am 3. April, nächste Woche, um 16.30 Uhr, im Europäischen Parlament in Brüssel den UN-Wasserbericht vorstellen können. Ich glaube, das ist auch wieder eine historische Benchmark, weil für uns – und ich spreche hier auch für den Entwicklungsausschuss – die Ziele für nachhaltige Entwicklung von besonderer Bedeutung sind.

Wir alle wissen, ohne Wasser gibt es keine nachhaltige Ernährung: Nahrungsmittel, Futtermittel brauchen Wasser. Und ohne das Ziel Nr. 7, nämlich erneuerbare Energie, werden wir nicht genügend Wasser und nicht genügend Lebensmittel haben. Deshalb sind die Ziele für nachhaltige Entwicklung Nr. 2, 6 und 7 gerade in der Entwicklungspolitik ganz wichtig, damit man hier für die kleinen und mittleren Betriebe neue Chancen schafft, vor allem auch in den ländlichen Gebieten, weil die ländlichen Gebiete genau diese Infrastruktur brauchen.

Wenn man sieht, dass heute 50 Prozent der Menschen, die in Krankenhäuser eingeliefert werden, aufgrund schlechten Wassers eingeliefert werden, dann trifft uns hier eine besondere Verantwortung. Ich glaube, dass es für uns ganz entscheidend ist, diese Politik, die wir hier in Europa verfolgen, auch in den nicht gut entwickelten Ländern dieser Welt voranzutreiben. Millionen von Menschen haben keinen Zugang zu sauberem Trinkwasser, und ich fordere hier die Kommission auf, ein Konzept zu entwickeln, das Ziel für nachhaltige Entwicklung Nr. 6, nämlich sauberes Wasser, Abwasser und sanitäre Anlagen, mit neuen Businessplänen zu erfüllen, sodass wir hier weltweit investieren können, damit die Menschen einen Gewinn aus dieser internationalen Versorgung bekommen.

  José Inácio Faria (PPE). – Senhor Presidente, cumprimento o colega Dantin pelo seu excelente trabalho neste relatório. Gostaria de lembrar a iniciativa de cidadania europeia Right2Water, da qual fui relator-sombra, que nos lembrou que temos até 2030 para cumprir o objetivo para o desenvolvimento sustentável número 6 que diz respeito ao acesso universal e equitativo à água.

E a verdade é que não nos interessa só debater a qualidade da água que consumimos na Europa, não nos interessa só isso, mas discutir também que formas temos para evitar a escassez de água potável, agravada pelo efeito das alterações climáticas, bem como o acesso à água como um direito humano fundamental.

Esta Diretiva vem responder à necessidade de harmonização de critérios mínimos europeus que nos orgulhem, tanto na qualidade, como na própria acessibilidade. Para além destes fatores, esta Diretiva traz também uma maior transparência no setor da exploração da água da União e o reconhecimento que os cidadãos, enquanto consumidores, têm o direito de ser informados sobre a origem, a qualidade e a eficiência dos sistemas de distribuição, que todos pagamos, direta ou indiretamente.

Garantir a qualidade da água para consumo humano na Europa é não só a garantia da nossa saúde pública, mas também um dos sustentáculos da justiça social.

  Dimitris Avramopoulos, Member of the Commission. – Mr President, I very much welcome the messages from Parliament, confirming that the European Union should respond and act in the interests of our citizens and that everybody supports the Sustainable Development Goal 6 and better access to water. I am hoping to see this reflected in the first reading position so that Parliament comes to trilogues with an ambitious position when it comes to the quality of our water, health protection and access to water.

I would like to reiterate that the Commission stands ready to help the co—legislators reach an agreement that will support the objectives we all share and will ensure that our citizens benefit from the highest health protection for decades to come.   Michel Dantin, rapporteur. – Monsieur le Président, c’est effectivement la dernière fois que je présente un rapport dans cette enceinte et j’ai donc envie de vous dire ce que j’ai sur le cœur après avoir entendu un certain nombre de contre-vérités ce soir.

Lorsque nous parlons du prix de l’eau, nous ne parlons pas du prix de l’eau, nous parlons du prix du service de l’eau, nous parlons du prix des tuyaux, du prix des stations d’épuration, nous parlons du prix du contrôle des analyses. J’entends bien les deux millions ou presque de citoyens qui ont signé la contribution pour une eau accessible à tous. Nous partageons tous cet objectif, mais j’entends aussi les millions de consommateurs qui nous réclament de tenir le prix de l’eau, c’est-à-dire d’avoir des investissements qui soient les plus judicieux possible pour servir l’intérêt du consommateur, du consommateur citoyen et de préserver sa santé.

On ne s’arrange pas avec les données scientifiques. L’OMS produit régulièrement des données, ce sont ces données que nous intégrons dans le texte européen. Lorsqu’on nous dit qu’il faut intégrer un certain nombre de paramètres, encore faudrait-il que l’OMS nous recommande une méthode d’évaluation sur la santé humaine. Nous n’avons pas pour les microplastiques cette méthode d’évaluation, nous n’avons pas pour les perturbateurs endocriniens cette méthode d’évaluation sur la santé humaine. Alors oui, il faut continuer à travailler. Il faut continuer à travailler avec détermination parce que l’eau est l’essentiel de la vie et parce que l’accès à une eau de qualité pour tous doit être une exigence. Si nous réussissons à améliorer l’eau du robinet, si nous garantissons à nos citoyens qu’en n’importe quelle circonstance, ils auront accès à une eau de qualité, alors oui, nous supprimerons la bouteille de plastique.

Il faut que le citoyen sache que l’eau du robinet leur coûte des milliers de fois moins cher que l’eau qu’ils achètent en bouteille dans laquelle ils semblent avoir, pour certains d’entre eux, une confiance absolue et je mets en doute cette confiance absolue.

Monsieur le Président, Monsieur le Commissaire, vous êtes les deux seuls dans cette assemblée à avoir un verre d’eau devant vous. Alors, levez ce verre à la santé des 500 millions de consommateurs européens. Nous devons nous battre, nous devons continuer à nous battre pour une eau de qualité. Je fais confiance à ceux qui nous succéderont.

  Jarosław Wałęsa (PPE), na piśmie. – Dostęp do wody pitnej jest dla obywateli europejskich bardzo ważną kwestią, która ma wpływ na ich życie codzienne, zdrowie i działania. Przedmiotowa dyrektywa stanowi znaczący krok naprzód i opiera się na celu w postaci powszechnego i sprawiedliwego dostępu do wody pitnej po przystępnej cenie dla wszystkich oraz na europejskiej inicjatywie obywatelskiej Right2Water, dzięki której w ponad 99% przypadków w Unii dostarczana jest woda dobrej jakości. Niemniej jednak już od ponad 20 lat dyrektywa nie była poddawana żadnym znaczącym przekształceniom. Konieczne jest zatem dostosowanie norm jakości wody pitnej do najnowszych danych naukowych oraz zmiana ram prawnych, tak by lepiej odpowiadały nowym wyzwaniom, takim jak zmiana klimatu i przejście na gospodarkę o obiegu zamkniętym. Należy również utrzymać odpowiedzialność państw członkowskich za stosowanie tych minimalnych wymogów jakości oraz nadać im odpowiednie uprawnienia – w szczególności w ramach ich krajowych organów odpowiedzialnych za wodę pitną – do oceny ryzyka dla zdrowia ludzi w przypadku przekroczenia wartości parametrycznych.
