3. Brevi interventi dei candidati all'elezione alla carica di Presidente

  Presidente. – Prima di dare inizio alla votazione, darò brevemente la parola a ciascun candidato in ordine alfabetico. Ogni candidato avrà a disposizione 5 minuti per il proprio intervento.

  Ska Keller (Verts/ALE). – Dear colleagues, but most importantly, dear European citizens. Five weeks ago you as citizens used your right to vote and elected us as your representatives. You have given us the mandate to shape the future of this House, and also the future of the European Union, and I want to thank you for putting your trust in this institution. But you have also given us a very clear message, and the message is that the European project is very much alive. You, the voters, have answered the hateful and divisive rhetoric of the populist right with a clear pro-European message, and I thank you for that.

(Applause)

Dear colleagues, the past elections have seen an increased voter turnout, and this is a very encouraging sign, but it also means responsibility to us as the European Parliament. Thanks to the voters, we now have a strong mandate to decide on the future of Europe and to hold the Commission and the Member States accountable. And as parliamentarians we have received a mandate to strengthen the European Parliament as an institution.

And I say: let’s strengthen the Parliament today and let’s strengthen it together by electing a Parliament President that embodies the independence of our institution. We cannot accept that the Presidency of this House is being treated as a bargaining chip in old-school backroom Council negotiations. This is not the signal we need to send to the citizens.

There can be no doubt the European Union is more important than ever. In the wake of climate crisis, growing social inequalities and international confrontation, we need Europe more than ever. But as EU institutions we haven’t always been very successful in reaching out to the citizens and telling them, convincing them, that we are actually working for them, addressing the issues that are most important to them. And as President I want to renew the trust and I want to make sure that the European Parliament is the space where citizens are discussing.

In the past few years we have been having debates on the future of Europe with heads of state and government, with presidents and so on, and this has been very interesting. But why not now change the direction and say “we’ll open the House and discuss the future of the European Union with the citizens, with civil society, with the people that shape our continent today”?

In Parliament we clearly defend human rights, democracy, the rule of law, and as Parliament President I want to be the ambassador for exactly those values and principles. And in order also to be credible as an institution we need to work, always and every day, to make sure we are fulfilling the principles that we ask others to fulfil, be it transparency, be it gender equality, be it inclusion, workers’ rights, and also reducing our ecological footprint. And, dear colleagues, the European Union is the biggest historic achievement of our continent. It has ensured peace, friendship and prosperity on a continent that used to be dominated by war and by hatred.

As elected Members of the European Parliament we have a shared responsibility to honour and to defend this historic achievement that we have inherited. I was born in a country that was divided by the Iron Curtain. I have lived on the border between Poland and Germany. I have seen for myself what it means when Europe brings people together, when Europe overcomes borders in the mines and on the ground. And I see also for myself a personal responsibility to defend that European heritage.

In order to defend Europe we also need to show the courage to change it for the better and, as the only directly elected EU institution, the European Parliament has a key role in making this leap forward. This House has been for many years fighting to defend and increase our rights as Parliament, because that means increasing the rights and representation of the citizens, the citizens who elect us, who send us to this Chamber. And to continue this work on parliamentary rights, I am running today for the honour of chairing this Parliament and I would be grateful for your support.

  Sira Rego (GUE/NGL). – Señor presidente, es un orgullo representar la candidatura de un Grupo que es humilde en número pero que está firmemente comprometido con la defensa de los intereses de los pueblos de Europa y, en especial, de la gente trabajadora. Presentamos esta candidatura desde el convencimiento de que, mientras algunos grupos y los gobiernos de Europa han mercadeado con los sillones, la vida ahí fuera y el futuro de millones de personas dependen de las decisiones que tomemos en este Parlamento.

Por eso, para nosotras es imprescindible que hablemos de qué lado va a estar la persona que presida esta Cámara en los próximos años. ¿Va a seguir estando del lado de los lobbies y de las multinacionales? ¿Estará del lado de la Europa de los muros? ¿Seguirá alimentando al monstruo del neofascismo? O, como queremos nosotras, ¿se colocará de una vez por todas del lado de los pueblos, de las trabajadoras y de los derechos humanos?

Desde luego, nosotras defendemos un Parlamento que responda a las necesidades de nuestros pueblos, que ciña su mandato a la soberanía popular y, sobre todo, que trabaje para que la Unión Europea deje de progresar a costa de la explotación de las trabajadoras y de los recursos naturales del planeta.

Somos conscientes de que las políticas económicas de la UE han dejado malparados a países enteros. En España, en Grecia o en Portugal lo hemos sufrido especialmente. La doctrina neoliberal sobre la que se ha construido la Unión Europea genera sufrimiento, genera paro, genera precariedad y genera desigualdad. Estas políticas nos están abocando a una vida sin futuro y a una vida sin esperanza, y no solo en lo económico.

Esas mismas políticas y el modelo productivo y de consumo que conllevan también son corresponsables de la crisis ecosocial y de la emergencia climática que vive nuestro planeta. Negar esto es hacerse trampas. El barniz verde que la Unión Europea aplica a sus políticas no va a solucionar un problema que ya empezamos a sufrir claramente en cada uno de nuestros Estados. Creemos que este debe ser uno de los principales asuntos que aborde esta Cámara y por eso les pedimos que apoyen nuestra propuesta de crear una comisión especial sobre emergencia climática. Es imprescindible ahora.

Pero hay más. Las políticas neoliberales de esta Unión Europea son las que engendran el monstruo del fascismo. Aquí están sentados la extrema derecha y también los que asumís sus políticas xenófobas, racistas y machistas. No vamos a permitir que este Parlamento normalice el discurso del odio o que justifique la violación de los derechos humanos, escudándose en un discurso de seguridad tramposo.

Hace unos días fue detenida Carola Rackete. Una heroína que salva vidas en el Mediterráneo, por mucho que el señor Salvini quiera criminalizar su labor. Por eso proponemos que, en adelante, este Parlamento proporcione amparo y cobertura legal a toda persona que sea perseguida por salvar vidas.

Y yo, que vengo del sur, del país del 8 M, del país que para cuando paramos las mujeres, yo sé, sabemos, que el feminismo es el gran antídoto para parar al fascismo. Sabemos que viene a impugnarlo todo. Y propone una sociedad absolutamente nueva. Pedimos a los gobiernos y a la Comisión Europea que dejen de engañarnos. Las mujeres no nos conformamos con ser cuotas, queremos políticas feministas, queremos convertir la vida y los cuidados en categoría política, y por eso vamos a exigir que el feminismo esté presente en la agenda de las instituciones y de este Parlamento no como una etiqueta, sino como una matriz sobre la que construir nuestras sociedades.

Queremos hacer visibles las historias de las mujeres invisibles que soportaron sobre sus hombros la construcción de nuestros países. Aunque la historia se empeñe en borrarnos, somos nosotras quienes sostenemos los cimientos de nuestras sociedades.

Hoy nos presentamos aquí sabiendo en qué bando estamos. Aquí y ahora defendemos los derechos de nuestra gente, de la gente que se gana la vida con su trabajo y con su esfuerzo. Por ello, recordamos y hacemos nuestra la Europa fraterna y antifascista. La de la resistencia francesa encabezada por republicanos españoles en la liberación de París; la de Manolis Glezos arrancando la bandera de la barbarie nazi de la Acrópolis de Atenas; la del 25 de abril que se liberó del tirano al son de Grandôla, Vila Morena, la de los partisanos italianos del Bella Ciao que pusieran boca abajo a Mussolini. Esa es la Europa que reclamamos.

Pero, más aún, reivindicamos las luchas del presente y nos reconocemos en ellas. La dignidad de las activistas del Sea Watch y del Open Arms que rescataban personas frente a la Europa fortaleza. Nos reconocemos en las movilizaciones de las jóvenes que defienden su derecho al futuro en un planeta vivo. La Europa del feminismo que viene a cambiarlo todo; por eso nos empeñamos en que este Parlamento construya una Europa de paz, una Europa solidaria, que no se deje a nadie atrás. ¡Arriba las que luchan!

  Presidente. – Prego i candidati alla Presidenza di parlare più lentamente perché gli interpreti hanno difficoltà a tradurre.

In questo Parlamento ognuno ha diritto di esprimere le proprie idee. Se su vuole essere rispettati, bisogna rispettare gli altri.

  David-Maria Sassoli (S&D). – Signor Presidente, onorevoli colleghi, anch'io mi candido alla presidenza del Parlamento e lo faccio perché credo che l'Europa sarà più forte solo con un Parlamento in grado di giocare un ruolo più importante.

Abbiamo di fronte delle sfide decisive, che nel prossimo futuro ci metteranno a dura prova, minacciando anche l'idea stessa di Unione europea, sfide che potremmo affrontare solo se resteremo uniti, se riusciremo, nel rispetto delle nostre diversità, ad esercitare al meglio la nostra funzione legislativa di bilancio, di controllo e di indirizzo politico.

Io voglio essere il rappresentante, con voi, delle nostre differenze e della nostra capacità di decidere, per affermare la centralità del Parlamento, la sua autonomia e il valore della democrazia che esso rappresenta. Dobbiamo essere tutti, comunque la pensiamo, impegnati nel costruire davvero la casa della democrazia europea e questo Parlamento deve essere la casa della democrazia europea.

Le elezioni sono state un successo di partecipazione! Diciamolo: non ce lo aspettavamo nemmeno noi che eravamo molto impegnati nelle elezioni, perché si sono recati alle urne per la prima volta tanti nuovi elettori, una forte novità che si rispecchia anche in questa Assemblea: i nuovi parlamentari rappresentano il 62% del totale, una percentuale altissima di nuova energia. Gli elettori ci hanno dato un mandato, dicendoci che credono nella nostra Istituzione, che credono nella democrazia, nelle libere elezioni. Non li possiamo deludere e questo Parlamento e questa legislatura devono interpretare e guidare il cambiamento possibile e necessario per rendere l'Europa più forte e moderna.

Dobbiamo ristabilire la fiducia, una fiducia reciproca fra cittadini e istituzioni. Ed è qui che servirà tutta la nostra ambizione e tutto il nostro coraggio per affrontare le grandi sfide del cambiamento climatico, della giustizia sociale, del governo delle politiche migratorie, della crescita, del lavoro e di condizioni di pari opportunità e di diritti per tutti.

Se vorrete darmi la vostra fiducia da Presidente, ci batteremo insieme per un Parlamento moderno, più trasparente, ecosostenibile e accessibile ai cittadini. Mi impegnerò con tutte le mie energie perché il Parlamento sia rispettato: sì rispettato da Stati e istituzioni.

Voi, cari colleghi, siete qui perché rappresentate la speranza – anche la rabbia – dei nostri cittadini, ma certamente le emozioni, i sentimenti dei popoli europei e io sarò sempre a vostra disposizione: vi ascolterò, collaborerò con voi con grande attenzione, perché questo significa ascoltare in ogni momento il respiro e la volontà delle donne, degli uomini e dei nostri giovani che hanno delle straordinarie opportunità in questa Europa. Pensate, possono viaggiare, possono innamorarsi senza costrizioni.

Sarò garante di un confronto aperto, diretto e plurale, ma sempre nel pieno rispetto delle opinioni di tutti voi e, naturalmente, delle prerogative del Parlamento, perché è in quest'Aula – si è in quest'Aula e spesso non ce ne rendiamo conto – che si protegge la nostra indipendenza.

"Niente è possibile senza gli uomini, niente dura senza le istituzioni". Credo che il richiamo di Jean Monnet sia ancora, oggi, molto attuale.

  Jan Zahradil (ECR). – Mr President, for those fellow MEPs who don’t know me yet, I’ve been sitting in this Parliament since 2004 and I have lived through five Presidents of the European Parliament already. That gives me a certain experience, I hope, and a certain expertise to understand what this Parliament could do and should do, what could be improved, and maybe changed, and what Parliament’s President should or shouldn’t do.

I believe that this expertise and this experience also tell me what makes a good President of the European Parliament. I believe that a good President of the European Parliament should be non-partisan, neutral and impartial. He or she should treat all Groups and all individuals in this Parliament equally, fairly and with respect, and the person should always remember that he or she doesn’t represent just himself or herself but this Parliament in its entirety, and I stress ‘in its entirety’.

I had a certain advantage in starting my campaign a little bit earlier so I have produced this leaflet with that very nice guy on the front page. It’s already been sent to you via email so I hope that at least some of you have had the chance to read it. I talk there about how to regain trust in this Parliament, how to have an open and fair Parliament, how to listen and to respond to the concerns of our citizens, how to have a more efficient and less wasteful Parliament, and also how to come with some strategic oversight for the future.

First and foremost, I speak in that set of principles about restoring balance. I believe that we should – and we must – restore the balance between the European level and the national level which enables us to work together, and also restore or find a new balance amongst our institutions – the European Parliament, the European Council and the European Commission – which will stop institutional infighting and will start a new level of cooperation.

Mentioning balance, I probably should not forget to mention one other aspect of that balance. Since 2004, over the last 15 years, 13 new member countries have joined the European Union, 11 of them from the central and eastern European region and, as far as I know, I am the only person from that part of Europe applying for any top job in the European Union. I think we also need that kind of balance.

One third of EU Member States are not part of the euro area and I am, as far as I know, the only candidate applying for a top EU job who comes from a non-euro area country and I believe that we also need that kind of balance. Last, but not least, there are big states, big nations, great nations, but also small or midsize nations. I believe – if I am not wrong – that apart from Belgium, I am the only representative of a small or midsize nation who is applying for a top job in the European Union. I believe that we also need that kind of balance.

So, Ladies and Gentlemen, I can only kindly invite you to vote for me and, in return, I can promise you that I will deliver you a good European Parliament President. Thank you in advance for every vote.

Prima di passare alla votazione, voglio ringraziare tutti coloro che ci permettono di svolgere nel modo migliore il nostro lavoro, tutti i funzionari, tutti gli assistenti, tutti gli uscieri, gli interpreti, perché senza di loro non potremo svolgere la nostra funzione di rappresentanti del popolo.
