Mündliche Erklärungen zur Abstimmung

  Peter Lundgren (ECR). – Herr talman! Vi har precis röstat om budgeten. Mitt parti röstade som vanligt nej. Det beror på att vi ser att det slösas pengar. I astronomiska storlekar slösas det pengar i det här huset. Man har inte tagit hänsyn till att Storbritannien kommer att lämna. Vi behöver minska budgeten. Det kommer bara nya krav på en utökad budget hela tiden. Detta som vi ser är också att slöseriet i de olika institutionerna ju tar allt mer graverande höjder.

Europeiska revisionsrätten avslöjar nu att ministerrådet spenderar skattepengar på vin, champagne, mat, öppen bar: mer än 1 240 000 svenska kronor på 4 000 flaskor champagne förra året, 1 240 000 kronor på att fylla upp vinkällaren, 625 000 på en avslutningsfest med trerättersmiddag och en fest med öppen bar som pågick hela natten för de anställda, 500 000 på en kick-off på en nöjespark för de anställda och 300 000 för att hyra designmöbler. Detta måste stoppas, det måste upphöra.

  Billy Kelleher (Renew). – Mr President, I just want to explain, in connection with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), that I actually visited Palestine itself and you have to see first-hand the impact that occupation is having on that country. So I certainly suggest that all efforts should be made to ensure that there is a restoration of funding to UNRWA, because over the last number of years there has been a systemic undermining of this two-state solution to addressing the Middle East peace crisis, and that in itself is having profound implications on citizens living in the Palestinian State and the West Bank, and also in Gaza.

So, from that perspective, the funding should be restored. I would also call on the United States of America to ensure that they also come back to the table and support UNRWA. It is having a profound negative impact that cuts to children attending schools, to refugee programmes, and this is an appalling indictment on the United States of America, on Israel itself, and if we support those cuts by not increasing the budget, then we are complicit in undermining basic human rights in Palestine.

  Charlie Weimers (ECR). – Herr Präsident! Ich stimme gegen diesen Gesamthaushaltsplan, weil er zu groß und von Verschwendung geprägt ist. Die Kernaufgaben der EU, die vier Freiheiten, könnten mit wesentlich weniger Geld bewältigt werden. Der Grund, warum ich Deutsch rede, ist, dass ich diese Gelegenheit nutzen möchte, Herrn Manfred Weber, dem Vorsitzenden der EVP-Fraktion, folgende Frage zu stellen: Sicherlich möchten Sie, Herr Weber, als Konservativer die Steuern auf einem vernünftigen Niveau halten. Aber warum haben Sie dann das Werbegeschenk für Interrailtickets in Höhe von 25 Millionen EUR für junge Europäer entworfen? Warum ist Ihr Sozialismusradar so gescheitert, dass Sie auf diese perfekt sozialistische Idee gekommen sind? Die Steuerzahler in Europa wären gut bedient, wenn Sie das Heilmittel gegen diesen Sozialismus finden würden.

  Jiří Pospíšil (PPE). – Pane předsedající, já jsem podpořil a podporuji tuto verzi rozpočtu, podle mého názoru je tam celá řada pozitivních trendů. Pro nás je velmi důležité, že se navyšují peníze na Frontex. Slibovali jsme to ve volební kampani. Považuji za důležité, že se navyšují peníze na Erasmus, který tedy považuji za důležitý program, jak podpořit mobilitu a vzdělávání mladých lidí, a je to nepřímý dobrý nástroj v boji proti nezaměstnanosti mladých Evropanů.

Za pozitivní považuji také to, že skoro pětina rozpočtu Evropské unie jde na ekologické programy a je nasměrována na boj proti klimatické změně. To je myslím velmi důležité. Vedeme debatu, jestli Evropská unie bojuje proti klimatické změně. Rozpočet, který projednáváme, je důkazem toho, že bojujeme dostatečně, že je třeba ty peníze tímto směrem udržet. Takže rozpočet podporuji a doufám, že nakonec po jednání mezi institucemi Evropské unie bude schválen.

  Michaela Šojdrová (PPE). – Pane předsedající, i já jsem podpořila návrh rozpočtu na rok 2020, protože obsahuje důležitá řešení, která my podporujeme. Je to právě program Erasmus, to znamená vzdělávání, stáže pro mladé lidi, kteří potřebují nastartovat. Za to období uplynulých šesti let podpořila Evropská unie vznik nových 14 milionů míst pro nezaměstnané a určitě tyto prostředky přispívají.

Jsem ráda, že byly zamítnuty některé zhoubné návrhy, jako například zastavit společnou zemědělskou politiku. No to bychom tedy připravili o podporu tisíce malých a středních zemědělců. Je dobře, že tento návrh byl zamítnut. Naopak jsme schválili návrh, aby Evropská unie v příštím roce pozastavila financování předvstupních fondů s Tureckem. Samozřejmě aby nebyly zastaveny ty aktivity, které podporují občanskou společnost, studenty, zkrátka ty aktivity, které podporují demokratický systém v Turecku.

  Gilles Lebreton (ID). – Monsieur le Président, comme mes collègues du Rassemblement national, j'ai voté contre l'amendement 37 du rapport Hohlmeier déposé par le groupe de l'extrême gauche car il demande la suppression de la politique agricole commune.

La PAC est certes critiquable, et il n'est pas interdit d'imaginer de lui substituer un jour un autre système qui redonnerait à chaque État la responsabilité de sa politique agricole, mais pour l'instant, la PAC existe et est soutenue par une majorité politique. Le mieux que l'on puisse faire, à court terme, est donc de la conserver, tout en profitant de l'actuelle renégociation pour tenter de l'améliorer.

Je souhaite en particulier qu'on plafonne le montant des aides aux gros exploitants pour en verser davantage aux petits. L'objectif qui guide le RN est de défendre le modèle de l'agriculture de qualité et à taille humaine, qui est l'un des éléments constitutifs de l'identité française.

  Clara Aguilera (S&D). – Señor presidente, quería mostrar mi voto favorable al presupuesto del próximo año para la Unión Europea porque es suficientemente ambicioso desde este Parlamento con determinados programas, ya que yo sí creo en la política agrícola común y en que deben ponerse más recursos no solo para beneficiar a los agricultores, sino para que no se despueblen nuestras zonas rurales, o para programas como Erasmus.

Pero también quiero destacar una enmienda, la enmienda 20 —que hemos aprobado mayoritariamente por 586 votos—, en la que se hace una previsión para las negociaciones tripartitas a fin de que se puedan articular medidas de apoyo al sector agroalimentario afectado por el incremento de aranceles o la imposición de aranceles nuevos de los Estados Unidos a nuestros productos agroalimentarios, que nada tienen que ver en esa guerra comercial que inician los Estados Unidos con la Unión Europea y que siempre la tienen que pagar nuestros agricultores y ganaderos. Así es que estoy satisfecha de que mi grupo y todo el Pleno hayan aprobado la enmienda 20 de apoyo a los agricultores europeos.

  Tatjana Ždanoka (Verts/ALE). – Mr President, I voted in favour of the general budget because it supports programmes for youth, science, climate projects, but I am against some positions in Block 15.

I am sure that those who agreed to give taxpayers’ money for the product provided by the East StratCom Task Force did not see it at all since nobody in their right mind would pay for such a disgusting product called Disinformation Review. Where do the facts come from for this Disinformation Review? Where is the false data demonstrated? Nowhere. Just assertions that there are exaggerations in presentations of the real facts – but who can measure exaggerations?

One recent example from my State, Latvia. StratCom exposes misinformation in the following text of Sputnik Belarus: Latvian StratCom companies struggle because of their Russian counter sections, but it is the truth and the Latvian media reflects and states the same information, but while Latvia media are reporting well, Belarus are reporting badly

  Rory Palmer (S&D). – Mr President, I too wish to highlight the continued budgetary support and resources for the Erasmus+ programme, but in doing so, let me highlight yet again the continued doubt and uncertainty because of Brexit of the UK’s continued participation in Erasmus, a programme that thousands of young people from the UK have benefited from this year and in previous years.

The Association of Colleges recently found that 94% of colleges in the UK would not be able to replicate the opportunities of Erasmus if the UK was not part of that programme going forward. And of course, young people who want to take part in the Erasmus programme in the UK beyond 2020 would not have been able to have a say on the Brexit referendum in 2016. So I call on the UK Government today to make clear their continued commitment to the UK’s participation in Erasmus and to give all those young people a say on whether they want Brexit to happen or not.
