Mündliche Erklärungen zur Abstimmung

  Stanislav Polčák (PPE). – Pane předsedající, já bych se v dané věci chtěl vyslovit právě specificky k otázce udělení absolutoria ve vztahu k Evropské radě a Radě. Zde je třeba zdůraznit kompetenci Parlamentu, který je jediným přímo voleným orgánem Evropské unie a který má kompetence právě v rozpočtových otázkách i k udělování samozřejmě absolutoria. A je zde cítit dlouhodobě interinstitucionální napětí mezi Parlamentem a právě Evropskou radou a také samozřejmě Radou.

Legitimita Parlamentu je nezpochybnitelná, a pokud Parlament opakovaně požaduje k rozpočtu právě Evropské Rady a Rady, aby byl oddělen, aby byl transparentní a o této věci se vůbec ani nejedná, tak to považuji za pošlapávání práv Parlamentu. Myslím, že tento postoj Evropské rady a Rady je dlouhodobě nepřijatelný, a já jsem chtěl na to poukázat. Tento návrh usnesení jsem podpořil, ale myslím, že dlouhodobě se s touto otázkou budeme muset vyrovnat.

  Bill Newton Dunn (Renew). – Mr President, I couldn’t support the proposal to refuse discharge on the Council of Ministers. The Council is a dreadful body; it’s totally secretive and it damages trust of the public in the EU, and they should be ashamed and should clean out their own stables, but refusing discharge is the wrong approach. The Council will then start to amend our budget, then we will start to amend their budget and we end up in a pointless war, wasting everybody’s time.

A much better procedure for dealing with the Council’s secretiveness is for us to highlight individual examples of how the Council wastes money: exotic meetings in exotic locations for the ministers when they don’t have much to discuss, and many other ways that they waste money and this is not the moment to express them. That would be the way to open up and shame them into transparency and spending taxpayers’ money properly.

  Seán Kelly (PPE). – Mr President, it’s clear again that the EU Council have failed once again to provide answers to the written questions that Parliament has submitted, and that the Secretary-General of the Council failed to attend the hearing that was organised. Additionally, the Council did not take into account the recommendations proposed by Parliament in the Discharge resolution on 26 March 2019. This is not acceptable, and this vote will send a needed message to the Council that this matter needs to be taken seriously. The House has a long-standing position that all EU institutions must be transparent and fully accountable to all the citizens of the Union for the funds entrusted to them to perform their duties, and we must take responsibility to ensure that the Council does so. I’m pleased that Parliament is so upright in this regard.
