  Joëlle Mélin (ID). – Monsieur le Président, notre vote négatif sur le projet de résolution, présenté par les trois-quarts des groupes de ce Parlement n’est évidemment pas dirigé contre les enfants, bien au contraire. C’est justement parce que les quinze pages de cette très longue résolution ne sont que des vœux pieux que nous n’avons pas pu la suivre. Elle est la copie des textes qui n’ont en rien empêché les violences faites aux enfants.

Selon nous, il aurait fallu – et c’est ce que nous avons dit dans notre résolution alternative – faire apparaître une force morale éducative et économique impulsée par chaque État membre et relayée par l’Union européenne. Mais cette dernière n’a manifestement pas tenu son rôle. Elle aurait dû, à part entière, être en lutte contre toutes les perversions et toutes les violences dont sont victimes les enfants dans le monde entier. Elle aurait dû aussi manifester une force bien plus importante en matière économique, à la fois vis-à-vis des familles qui se retrouvent en état de pauvreté, mais aussi au regard des systèmes économiques nationaux qui stagnent depuis la dernière crise économique mondiale.

Les enfants du monde entier méritent mieux que l’attentisme d’un donneur de leçons européen.

  Antony Hook (Renew). – Mr President, among the most important rights of every child is not to grow up in poverty, but for too many this right is denied. Children grow up in housing that is damp and in disrepair, and schools and healthcare are understaffed. There is unprecedented air pollution, and there’s also a known link between poverty and mental health problems. The UK has four million children living in poverty – 30% of all our children, nine out of every class of 30. Poverty is rising because living costs are rising and pay is stagnating, made worse because Brexit has destroyed growth in our economy. That is why Liberal Democrats fight to stop Brexit.

It’s time for a European-wide guarantee for the welfare of every child. This Parliament has previously called for a child guarantee for every child at risk to receive schooling, housing, healthcare and nutrition. Let Europe unite in protecting all of our children.

  Marcel Kolaja (Verts/ALE). – Mr President, 30 years after the ratification of the UN Convention on the Rights of the Child, many efforts have yielded results, yet much more still needs to be done to fully protect children. The European Pirates want the public authorities and police forces to have the human capacity to properly respond to the threat of criminals sharing child abuse material over the internet. We should insist on human intervention via internet hotlines, enabling the exchange of information, and helplines assisting victims of abuse.

Calling on private companies to monitor the entire internet in order to make sure that nobody is sending wrong images is, however, not the way forward. When effective law enforcement is increasingly outsourced to private companies and their dominant technologies with very little public intervention, we are only helping to hide the representation of abuse without any guarantee of investigation and prosecution of criminals. While children’s rights need to be protected for the reasons mentioned, we unfortunately could not support the motion for a resolution.

  Yana Toom (Renew). – Mr President, according to the Egmont Institute, right now there are approximately 700 European children in refugee camps al-Hawl, al-Roj and Ain Issa. The UN says it is impossible to estimate the number of European children in Iraq and Syria as many of them were born there during the war.

The safe repatriation of children should be our priority but so far France has repatriated 18, Sweden 7 and Germany fewer than 10 children. At the same time, the right to return to the state of which one is a national is enshrined in several legal documents. It’s shameful that in practice we are imputing responsibility on children for crimes committed by their parents and let them stay and grow up in terrifying conditions in refugee camps. That’s why I supported this resolution, and especially paragraph 61.

  Jarosław Duda (PPE). – Panie Przewodniczący! Głosowałem za przyjęciem rezolucji o prawach dzieci, ponieważ uważam, że jest to bardzo dobrze przygotowany, kompleksowy dokument. Dzieci są naszym największym skarbem i to one przesądzą o przyszłości świata. Naszym obowiązkiem jest chronić je przed skutkami wojen, głodem, ubóstwem, niewolniczą pracą i nadużyciami, a także zapewnić im dostęp do nauki i opieki zdrowotnej.

Cieszę się, że rezolucja podkreśla znaczenie inwestowania w dzieci, holistycznego podejścia do edukacji, dostępności żłobków i przedszkoli, wspierania harmonijnego rozwoju dziecka we wszystkich wymiarach oraz przeciwdziałania wszelkiej dyskryminacji. Dzieci z niepełnosprawnościami, już i tak doświadczone przez los, często są ofiarami dyskryminujących systemów edukacji i zatrudnienia. Naszym zadaniem jest to zmienić. Jestem przekonany, że przyjęta dziś rezolucja będzie punktem wyjścia i drogowskazem dla dalszych działań Parlamentu Europejskiego na rzecz dzieci.

  Milan Brglez (S&D). – Gospod predsednik! Glasoval sem za resolucijo, ker zame ta pomeni merilo civiliziranosti. Namreč tako ratifikacija Konvencije o otrokovih pravicah kot spoštovanje otrokovih pravic nas definirajo kot ljudi.

S tem je Evropski parlament potrdil zaveze in še okrepil pravzaprav te zaveze tako Evropske unije kot članic in seveda tudi odprl možnost pristopa h konvenciji s strani same Evropske unije in zaveze do vseh otrok, ne zgolj do nekaterih.

Gre za močno resolucijo, ki je odbila napad dveh skupin, torej Identitete in demokracije ter Evropskih konservativcev in reformistov, v kateri so ključna načela lastništvo pravic otrok in otrokove koristi, tisto, kar je v ospredju, za socialnega demokrata je pa seveda nedopustna tako revščina otrok kot socialna izključenost.

Vem pa in potrebno je dodati k temu tudi sodelovanje tako z državami znotraj Evropske unije kot s Svetom Evrope in Združenimi narodi.

  Ramona Strugariu (Renew). – Domnule Președinte, vorbim despre drepturile copilului iar astăzi în Uniunea Europeană există state membre în care copiii nu au acces fundamental la drepturi fundamentale, precum hrana sau educația. Vorbim despre drepturile copilului și există state membre în Uniunea Europeană care au vrut să incrimineze dreptul la educație sexuală. Eu însămi provin dintr-o țară care este campioană la numărul de mame adolescente.

În 2017 peste 18 000 de nașteri au fost înregistrate în România la mame adolescente. 700 dintre aceste mame aveau sub 15 ani. Majoritatea mamelor adolescente provin din medii sărace, fără acces la asistență medicală, fără acces la educație și la informare. Este o nevoie fundamentală de sprijin coordonat în Uniunea Europeană pentru a asigura aceste drepturi ale copilului. Nu putem avea în Uniunea Europeană copii care nasc alți copii.

Caithfidh muid neamhfhulaingt ar fhostú páistí a thaispeáint agus brú a chur ar ár mBallstáit chun a chinntiú go mbeidh oideachas d’ardchaighdeán oscailte do gach duine. Sin an fáth gur vótáil mé i bhfabhar an rúin seo.

  Dragoş Pîslaru (Renew). – Domnule Președinte, sunt bucuros să fiu coinițiator al acestei rezoluții și am votat, evident, pentru textul propus, pentru că nu este un mod mai bun de a celebra aniversarea a treizeci de ani de la adoptarea Convenției Națiunilor Unite privind drepturile copilului decât printr-un angajament reînnoit. Sper sincer că această rezoluție, alături de prioritatea exprimată de noua Comisie de a implementa garanția pentru copii, indică cetățenilor europeni că Uniunea Europeană se angajează ferm pentru eradicarea sărăciei în rândul copiilor și pentru garantarea drepturilor copiilor în Europa și în lume. În România, patru din zece copii se află în risc de sărăcie și excluziune socială. Această situație este inacceptabilă și voi lupta întregul mandat pentru accesul copiilor la educație, sănătate, nutriție adecvată și locuire decentă. Vom lupta acasă, în România, vom lupta în Europa pentru viitorul copiilor noștri, pentru viitorul nostru, pentru viitor.

  Guido Reil (ID). – Herr Präsident, Kolleginnen und Kollegen! Ich habe der Entschließung nicht zugestimmt, weil ich es beschämend finde, dass dieses wichtige Thema „Rechte von Kindern“ dafür instrumentalisiert wird, weiter die Klimahysterie zu schüren. Ich finde es auch beschämend, dass junge unbegleitete Flüchtlinge ohne Papiere noch weiter unterstützt werden sollen. Also in Deutschland, in meinem Land, wird jeder dieser jungen unbegleiteten Flüchtlinge ohne Papiere mit 6 000 EUR vom Steuerzahler unterstützt, und genau diese Gruppe – das ist so besonders bitter – ist leider besonders häufig für schwerste Straftaten verantwortlich.

Kümmern wir uns endlich um echte Probleme: Genitalverstümmelung – das ist ein Thema; Kinderehen – das ist ein Thema. Themen, die schlimmer und schlimmer werden: Zwangsprostitution von Minderjährigen – das ist ein Thema; Kinderpornografie im Internet ist ein Riesenthema, es sollen 45 Millionen Bilder und Filme von Missbrauch von Kindern im Netz sein; die Kinderarmut – das ist ein Riesenthema. Es gibt unglaublich viele echte Themen. Lasst sie uns endlich angreifen.

  Daniel Hannan (ECR). – Mr President, all of us in this Chamber care about the rights and dignities of children. I don’t think I’m setting the bar very high here, right? The desire to protect children is the most basic of all human instincts. It’s buried deep in our DNA, it’s necessary for the survival of our species. So why did I just vote against this Declaration on the Rights of the Child? Because, yet again, something that has a motherhood and apple pie title is, in fact, filled with a miscellany of trivia, with congeries of accretions – all sorts of issues that have nothing whatsoever to do with the basic title. There are some amendments from the right, some from the left, there are issues here to do with abortion, to do with LGBT rights, to do with sex education, to do with the rights of children of fighters in the militia camps in Iraq and Syria.

Some I agree with, some I don’t, but here’s what they all have in common: they are not EU competences. Sensitive issues of this kind should be dealt with by national parliamentarians elected on respectable turnouts, known to their constituents and therefore in a way that we cannot be answerable to their peoples.

  Stanislav Polčák (PPE). – Pane předsedající, já jsem hlasoval pro tento návrh usnesení. Musím říci, že tak trochu s těžkým srdcem, protože jsem nechtěl dát signál, že nechci samozřejmě to, co je v nejlepším zájmu a právu dítěte.

Na úvod bych chtěl říci, že Evropská unie by se měla stát signatářem této mezinárodní úmluvy a Komise by pro to měla udělat všechno, ostatně k tomu směřovala jedna z výzev tohoto návrhu usnesení. Tento návrh se věnoval řadě bodů, násilí, novým formám násilí páchaného na dětech, psychickým formám násilí, zejména páchaným na internetu, nuceným sňatkům, otrocké práci, přístupu ke školkám, kvalitnímu vzdělávání. Řada témat byla dobře pojmenována. Ale i mně vadí, kolik ideologie bylo vloženo do tohoto usnesení. Myslím si, že bohužel i má politická frakce zapříčinila, že jsem musel hlasovat s těžkým srdcem. Pro příště bych raději přivítal méně ideologie a konkrétních praktických problémů, které máme v takovému návrhu usnesení řešit.

  Patrick Breyer (Verts/ALE). – Mr President, this resolution on children’s rights is an important and necessary one. We Pirate Party members of this House, however, regret to see that certain stakeholders, including powerful lobby groups, are using this important resolution to promote their own commercial products. And political groups like the EPP are taking children hostage of private interests and make their support of this entire resolution dependent on this language being included. We fiercely oppose technology to subject an entire network to surveillance, because there are just too many ways to abuse it.

The resolution also grossly misrepresents the findings of the quoted study. Internet service providers are increasingly using filters to detect and report the unlawful distribution of child sexual abuse material, but there is no evidence that the total number of such images – reported or unreported – is actually increasing.

So, for these reasons, the Pirate delegation regrets that we cannot support the resolution, due to paragraph 16 and recital O and we abstained.

  Mikuláš Peksa (Verts/ALE). – Pane předsedající, já bych rád navázal na své předřečníky z delegace Pirátů, Marcela Kolaju a Patricka Breyera. Stojím za tím, že ochranu práv dítěte nesmíme brát na lehkou váhu a chci je chránit. Nesouhlasím ale s postupem, který byl neúmyslně vložen do tohoto textu v bodě odůvodnění a článku 16. Z tohoto důvodu jsem se zdržel hlasování a za svým rozhodnutím stojím.
