9.1. Избиране на Комисията

Oral explanations of vote

  Antony Hook (Renew). – (inaudible) ...voted for this new Commission, and the fact that the Commission is elected and remains accountable to this Parliament, is vital.

We voted on the candidates put forward by the elected governments of every Member State, and now we have elected them, this new Commission must get to work. Because beyond this hall, people are waiting to be helped: people facing the danger of climate change, people facing the uncertainty of a changing economy, people feeling insufficient power in their own lives. The Commission’s job is to give everyone good grounds to look forward to the next five years with hope instead of fear.

If the UK makes the mistake of Brexit, giving up our voice in Europe, the decisions made here will still shape the UK’s future. As a British MEP, I voted in this election for the Commission because I expect Brexit will be stopped, and this will be the Commission of all European citizens.

  Jan Zahradil (ECR). – Paní předsedající, bohužel Evropskou unií cloumá klimatická hysterie, která je velmi vzdálena nějakému racionálnímu uvažování, a bohužel tato klimatická hysterie se nešťastně obtiskla i v programu nové Evropské komise. Já nemohu souhlasit s těmi cíli, které si Evropská komise vytyčila v boji proti změnám klimatu, považuji je za nereálné, neuskutečnitelné a dokonce škodlivé pro řadu evropských ekonomik. Myslím si, že to bude mít dopad na energetický mix v jednotlivých zemích, na jejich průmyslovou strukturu, na zaměstnanost a že se to také odrazí v peněženkách občanů. To je hlavní důvod, proč jsem tuto Evropskou komisi svým hlasováním podpořit nemohl.

  Veronika Vrecionová (ECR). – Paní předsedající, já jsem včera svým hlasováním nepodpořila novou Evropskou komisi, a to z důvodu jejího programu, který plánuje nová Komise prosazovat a který je programem utopickým, který výrazně zhorší konkurenceschopnost zemí Evropské unie. Je jednoduché stanovit cíle, které uspokojí různé aktivisty, ale není reálné takové cíle splnit, ani se k nim přiblížit. Výsledkem této zelené utopie bude pouze devastace evropského průmyslu, zdražování cen energií a růst nespokojenosti občanů. Průmyslové podniky, které nebudou schopny na změny reagovat, budou zavřeny a jejich podíl na trhu zaujmou firmy čínské, indické nebo americké bez ekologických limitů a kontroly. A tuto zelenou revoluci budou muset zaplatit naši občané ze svých daní. Dopad na světové klima nebude žádný, protože Evropská unie je jediná, která k těmto krokům přistupuje.

  Rory Palmer (S&D). – Madam President, I congratulate the new Commission on their election yesterday, but I would not pretend that the process over these past few months has been perfect, because it hasn’t. But importantly, it has built in the chance for Members of this House to change their minds.

We voted back in July on the appointment of President-elect von der Leyen. We then had several weeks to examine the detail of the Commission’s proposed work programme, to scrutinise, to challenge nominees to the Commission. We then voted yesterday in what you could describe as a confirmatory vote on whether we want to confirm our original decision of July or not.

And I would suggest that the idea of a confirmatory vote, of giving people the chance to perhaps change their minds from decisions made previously, might be an important principle that could be extended to bigger questions elsewhere.

  Daniel Hannan (ECR). – Madam President, I abstained on this motion on grounds that very soon this will be none of Britain’s business. If it were still the case that we were staying in the European Union, I’d have had a lot to say about the individual merits and demerits of some of these candidates, and I’d certainly have had a lot to say about the appointments process, the concentration of executive and legislative power in the hands of 28 officials who are immune to the ballot box and invulnerable to public opinion. But happily, this is going to cease to be our problem, so I instead wish you every success and look forward, instead of being a difficult Member, to being good neighbours. ¡Suerte! Viel Glück! Bon courage!

  Gilles Lebreton (ID). – Madame la Présidente, j’ai voté contre l’investiture de la Commission von der Leyen, car je considère qu’elle va aggraver la situation de la France dans trois domaines essentiels.

Tout d’abord, elle est favorable à une organisation de l’immigration en Europe alors que j’attends autre chose: une politique de lutte résolue contre la submersion migratoire. Ensuite, elle veut renforcer l’intégration européenne, alors que le peuple français a placé en tête, lors des élections européennes, un parti – le Rassemblement national – qui prône le respect de la souveraineté nationale. Enfin, elle veut continuer la folle politique de libre-échange mondialisé qui a ruiné notre agriculture. La promotion de Phil Hogan en est le triste symbole.

Pour ces trois raisons, je m’opposerai avec détermination à la Commission von der Leyen tout au long de mon mandat.

  Claire Fox (NI). – Madam President, I voted against the new Commission, because to say it was elected is a misnomer. It is not accountable to each and every voter in any of the European countries. It undermines national sovereignty and is an assault on each and every voter.

But many here snidely dismiss national sovereignty as reactionary, nationalist, xenophobic and far right. What a slander as a way of de-legitimising voters. I am an internationalist and on the left. I believe real European solidarity is to respect the voters of each and every European country, and I urge my fellow Democrats who are here as MEPs not to pretend that this place is a place of democracy but to stay true to their voters and to respect their votes – and they can have nothing to do with recalling or holding anyone here accountable. Don’t let’s con them.

  Stanislav Polčák (PPE). – Paní předsedající, já jsem svým hlasem Komisi podpořil. Udělal jsem to z několika velmi dobrých důvodů.

Zaprvé, podle mého názoru, Evropský parlament splnil svou roli, protože ty slabé kusy – několik komisařů – z Komise odstranil. Ti, kteří neměli vyřešeny otázky finanční, střetu zájmů nebo měli slabá místa v jejich historii. Toto všechno pro mě bylo důležité, protože tím se stává Komise pro mě důvěryhodná. Evropská komise ve svém programu je pro mě důvěryhodná i z dalších důvodů, reaguje na naléhavé výzvy doby, nezastírá, že dochází ke klimatické změně a chce adekvátně, přiměřeně, racionálně reagovat.

Digitalizace – zásadní, dlouhodobé téma – a samozřejmě sociální spravedlnost, to jsou všechno důvody, které mě vedly k tomu, abych podpořil Komisi. Ptám se: Jaká by byla jiná cesta, kdyby nebyla schválena Komise? Chaos? Dalšího půl roku zdržení? To bychom z celého volebního období ztratili celý jeden rok. Toto bychom si, myslím, nemohli dovolit, já jsem proto Komisi podpořil.

  Juozas Olekas (S&D). – Ačiū pirmininke, pritariau Komisijos paskyrimui, nes pritariu jos pateiktai žaliosios socialinės krypties veiklai. Žaliosios krypties mums visiems reikia, kad išgyventume, o socialinės reikia, kad gyventume oriai. Taip pat pritariu mokslo naujovių skaitmenizacijos diegimui bei mūsų senųjų sričių kaip žemės ūkis išlaikymui ir regionų sustiprinimui, paramos žemdirbiams išlyginimui, ko reikia įvairiuose regionuose, įskaitant Baltijos ir Lietuvos. Tam reikia Europos lyderystės, Europos lyderystės reikia mūsų žmonėms, reikia ir mūsų kaimynams pietuose, Afrikoje ir Rytų partnerystės šalyse. Tik dirbdami kartu Europos Parlamentas ir Komisija, mes galėsime pasiekti rezultatų, kuriais pateisinsime Europos žmonių lūkesčius ir galėsime jaustis teisingai tarnavę Europos žmonėms.

  Matthew Patten (NI). – Madam President, I voted against the new Commission because I believe the appointments reinforce my view that the European Union is institutionally racist. Ten percent of Europe’s population comes from a racial or ethnic minority, but there’s never been a black Commissioner here. There’s no one of any colour in any senior management role; no black person employed by the EU has ever spoken to this Parliament. This is not Europe united in diversity; it’s an apartheid. Here, black Europeans are not segregated by the bus they travel on, they are segregated by time. During the day the EU is for white people. At night, we let the black people in to wash the floors and clean the toilets.

Ms von der Leyen could insist her Commissioners hired people of colour, as she has done for women. She could instruct the Commission to change its employment practices and hire and recruit more black people. The President boasted in her speech yesterday about changing the face of the Commission, but only, I believe, as long as those faces are white. The EU is institutionally racist and I won’t vote for those white slave masters.

  Judith Bunting (Renew). – Madam President, as a British MEP I am proud to be part of a sovereign nation that works alongside our partners in Europe to tackle climate change. Throughout Europe, governments and local councils have been declaring a climate emergency, but today this Parliament became the first parliament in the world to declare a climate emergency across a continent.

We must take urgent action to reverse the damage done to our planet before it is too late. Time is running out. It is imperative that we all reduce our carbon footprint in every aspect of our lives. From the food on our plate to the technology we use, from the exploitation of our oceans and the imports from trade outside our block, we will work together to reduce our footprint, not just in Europe but also across the globe. Change starts here!
