  Presidente. – Il progetto definitivo di ordine del giorno, fissato dalla Conferenza dei presidenti, ai sensi dell’articolo 157 del regolamento, nella riunione di mercoledì 11 dicembre 2019, è stato distribuito. Sono state presentate le seguenti proposte di modifica:

La votazione sulla dichiarazione della Commissione sullo Stato di diritto a Malta, dopo le recenti rivelazioni sull'assassinio di Daphne Caruana Galizia è spostata a mercoledì. Di conseguenza, le scadenze vengono adattate come segue: proposte di risoluzione: lunedì 16 dicembre alle ore 19; emendamenti alle proposte di risoluzione e proposte di risoluzione comune: martedì 17 dicembre alle ore 12. Ho ricevuto dal gruppo Verts/ALE la richiesta che la discussione sulla dichiarazione della Commissione sulla strategia dell'UE sulla disabilità dopo il 2020 si concluda con una risoluzione da votare in una tornata successiva.

  Katrin Langensiepen, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Morgen wird im Plenum zur EU-Strategie zugunsten von Menschen mit Behinderungen nach 2020 debattiert. Ich möchte nun gern vorschlagen, einen Entschließungsantrag hinzuzufügen, der vom federführenden EMPL-Ausschuss vorbereitet und über den in der Februar-Sitzung abgestimmt werden soll.

Der Grund dafür ist, dass die gegenwärtige Europäische Behindertenstrategie ausläuft und dieses Haus noch keinen Beitrag zur künftigen Strategie geleistet hat.

Da Menschen mit Behinderungen in der EU immer noch in mehreren Lebensbereichen diskriminiert werden, halten wir es für wichtig, dass die neue EU-Strategie ambitionierter und umfassender wird als bisher. Deshalb möchten wir unseren Beitrag in Form einer Entschließung an die Kommission übermitteln, bevor dort die künftige Strategie entworfen wird.

Ich denke, dass alle Menschen, die in Europa mit Behinderungen leben, auf unsere Unterstützung zählen. Deshalb möchte ich Sie, liebe Kolleginnen und Kollegen, bitten, einen Entschließungsantrag zu unterstützen, über den dann im Februar abgestimmt wird.

  Simona Bonafè, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, ieri si sono chiusi i lavori della COP25 con qualche debole impegno, anzi direi, debolissimo impegno volontario da parte dei paesi e con un sostanziale fallimento rispetto alle aspettative, ma non solo, rispetto anche alle azioni concrete da mettere in campo per contrastare il cambiamento climatico.

Ora ricordo ai colleghi che proprio mercoledì scorso c'è stata una plenaria straordinaria sul Green New Deal per rilanciare la leadership dell'Unione europea su questi temi, e ricordo anche che nella scorsa plenaria di Strasburgo, noi abbiamo votato una risoluzione per decretare l'emergenza climatica. Ecco perché, secondo noi, è necessario discutere anche degli esiti della COP per capire come andare avanti.

  Esther de Lange (PPE). – Mr President, I agree with the fact that we should have a discussion on the issue of the COP in Madrid, because it was disappointing. However, to add it to the agenda on Tuesday morning, dear friends from the Socialist Group, is a bit obvious: to take away attention and time from the debate we’re having on the situation in Malta. Given the situation in Malta, given recent developments in Malta, we need time to have this debate, so I would fully agree to hold the debate on the disappointing outcome of COP25, but I would propose to this floor to put it, for example, on the Tuesday afternoon, Wednesday afternoon, but according to us, Tuesday afternoon would be good. You would have our full support, but please let us also have the full debate, with the time allotted to it, to discuss the serious situation in Malta.

Noi abbiamo deciso, abbiamo chiesto che questo dibattito avvenisse martedì mattina perché martedì mattina c'è abbastanza tempo per discuterlo. Martedì pomeriggio ci sono tanti, tanti temi all'ordine del giorno, ma per noi non è un problema. Va bene anche martedì pomeriggio, l'importante è che noi discutiamo degli esiti di questa conferenza fallimentare.

Ho ricevuto dal gruppo ECR la richiesta di iscrivere come quinto punto all’ordine del giorno del pomeriggio una dichiarazione del Vicepresidente della Commissione/Alto rappresentante sulla violenta repressione delle recenti proteste in Iran. La discussione dovrebbe concludersi con una risoluzione da votare giovedì.

I know it is a special time, just before Christmas, but unfortunately we already know that around 1 500 people have been killed in Iran during the recent crackdown. Despite difficulties, opposition protesters, including minors, are meticulously trying to put names to those who perished during the demonstrations and protests. Our voice, raised in a timely manner to defend the protesting Iranians, is a matter of life or death for many who are imprisoned and still suffering insecurity. I kindly ask you to give your consent to this item.

  Simona Bonafè (S&D). – Grazie Presidente, ma in verità non è un intervento contrario, è una proposta, perché chiaramente anche il nostro gruppo condanna fermamente la repressione dei manifestanti, però proponiamo di avere un dibattito con risoluzione nella prossima plenaria di gennaio, perché crediamo che il tema sia molto importante e però pensiamo anche che si debba fare una discussione in generale sui rapporti fra l'Unione europea e l'Iran che riguardi anche i temi legati agli accordi sul nucleare e alla repressione dei diritti umani in generale.

Più volte abbiamo sentito altri colleghi intervenire e scatenare un dibattito su cose che non c'entravano con il regolamento, con niente e sono state lasciate passare.   Adina-Ioana Vălean, Member of the Commission. – Madam President, I am honoured to be here before you today to commemorate with you this important event for Romania and Europe at large.

În urmă cu treizeci de ani, pe 16 decembrie 1989, Revoluția română a început la Timișoara. Acesta a fost primul pas spre reîntoarcerea României și a românilor în Europa, după decenii de izolare impusă bazată pe diviziuni artificiale între est și vest. Revoluția română a fost cel din urmă act al mișcărilor populare anticomuniste din Europa Centrală și de Răsărit și cel mai sângeros: peste o mie de oameni au plătit prețul vieții în acele zile.

În acea iarnă din 1989, românii au luptat pentru libertate, drepturi fundamentale, domnia legii și democrație. Aceste valori constituie fundamentul Europei noastre așa cum o știm astăzi, dincolo de diferențele de limbă, de rasă sau tradiții. Ne-au adus împreună, de la nord la sud, de la est la vest, iar perpetuarea acestor valori, a drepturilor fundamentale, a domniei legii trebuie să constituie în continuare un motor al unității europene.

Violența cu care regimul comunist a încercat să reprime aspirațiile românilor spre libertate și democrație, precum și greutățile perioadei de tranziție par astăzi la ani-lumină față de 1989, pentru România ─ parte a Uniunii Europene.

Îmi amintesc ca experiență personală ─ aveam 21 de ani, eram în ultimul an de facultate în momentul revoluției ─ acele zile din decembrie vor rămâne pentru totdeauna în sufletul meu și în memoria colectivă a poporului român. Am trăit apoi tranziția către democrație, ani de tranziție care au condus sau au culminat cu aderarea țării mele la Uniunea Europeană.

Știm, însă, că nimic nu este peren. Trebuie să ne asigurăm că nimeni nu va mai cunoaște regimuri totalitare, penurie și izolare și de aceea trebuie să privim către viitor și să aplicăm aceste principii, în primul rând în relația cu țările din imediata vecinătate.

Mai este încă un drum de parcurs. Călătoria noastră către o convergență deplină cu nucleul Uniunii Europene este în plină desfășurare. Monitorizăm în continuare situația statului de drept...

But Romania is resourceful. The economy continues growing healthily, the country excels in developing skills, notably in new technologies and the digital economy. I am sure we will continue in the years to come.

The recently-adopted European Green Deal has set an ambition to leave nobody behind. As Transport Commissioner, it will be my task to ensure our mobility systems, which are the foundation of our economy and our daily lives, remain accessible and provide development opportunities for all across Europe.

In Romania, support for the EU stands at record levels, with 72% of Romanians saying nowadays they benefited from their country’s membership of the EU and turned out for the last European elections in higher numbers than the EU average.

In December 1989, as the blurred images of the revolution hit all news channels worldwide, Romania was back, and there isn’t a better place than the European Parliament to celebrate the 30 years of the comeback of Romania and of the entire Central and Eastern Europe at the heart of the European family.

  Traian Băsescu, în numele Grupului PPE. – Doamnă președintă, în primul rând mulțumesc colegilor europarlamentari, grupurilor parlamentare care au fost de acord ca această dezbatere să aibă loc în epicentrul democrației europene.

Astăzi sărbătorim 30 de ani, exact astăzi, de la momentul în care Timișoara a răbufnit într-un incident aparent banal, pe 16 decembrie 1989. Pe 17 decembrie, regimul criminal al lui Ceaușescu trăgea în populație prin Armata poporului. Revoluția s-a extins de la Timișoara în toate orașele țării. Milioane de români au fost în stradă.

Brutalitatea regimului a fost materializată în peste 1 142 de români împușcați, 3 200 de români răniți, 700 de români torturați. Cu toate acestea, oricare dintre milioanele de români care au ieșit în stradă a fost în fața gloanțelor Armatei române întoarse împotriva propriului popor.

Dorința românilor de a reveni într-o Europă a valorilor, acolo de unde au fost smulși cu tancurile sovietice, a fost mult mai puternică decât teama de represiune. Este un moment în care românii au spus „nu” hotărât, cu sacrificiul vieții lor, comunismului și au revenit în familia europeană. Astăzi sunt în NATO, sunt în Europa, sunt acolo unde le este locul.

Aș încheia spunând că Uniunea Europeană nu este numai despre pace în Europa, Uniunea Europeană este și despre interdicția dictaturilor pe teritoriul Uniunii Europene.

  Cristian Terheş, în numele Grupului S&D. – Doamnă președintă, stimați colegi, Revoluția din decembrie 1989 a pus capăt unui regim comunist totalitar, criminal și odios în România. Diferit de alte țări foste comuniste, revenirea de la comunism la democrație în România s-a făcut prin jertfă umană.

Peste o mie de persoane au murit pentru libertate și alte mii au fost rănite. Miile de jertfe umane din decembrie 1989 se adaugă sutelor de mii de români de toate etniile și confesiunile din România, care de la instaurarea comunismului în România în 1946, au luptat și au militat pentru apărarea libertății, democrației și drepturilor fundamentale ale omului.

Mulți dintre aceștia au luptat cu arma în mână ca partizani în munți, alții au fost închiși de comuniști și au murit în pușcării insalubre, iar alții au luat calea exilului. Alte mii de români au fost împușcați la frontiera României când au încercat să scape spre vest din marea închisoare în care comuniștii au transformat România.

Pentru că a refuzat să slujească instituțional Partidul Comunist, Biserica Greco-Catolică din România a fost scoasă în afara legii în 1948, iar episcopii ei, împreună cu sute de preoți și mii de credincioși, au fost aruncați în pușcării, unde mulți au murit.

Alături de preoți greco-catolici, au fost închiși în pușcăriile comuniste preoți ortodocși, pastori protestanți și neoprotestanți, ba chiar persoane fără o confesiune anume și de etnii diferite, pentru că au refuzat să slujească Partidul Comunist ori s-au opus ideologiei comuniste. Acestora li se adaugă milioane de familii de români cărora Statul comunist le-a confiscat pământul și orice altă proprietate mai aveau, distrugându-le sursele de subzistență.

Revoluția din 1989 din România a fost apogeul luptei pentru reinstaurarea libertății și democrației în România, duse de peste 40 de ani. La 30 de ani de la revoluția anticomunistă, comemorăm acest eveniment și ne bucură faptul că toți reprezentanții României în acest Parlament își dau mâna pentru a duce mai departe libertatea pentru ei și pentru generațiile care vor veni după noi.

  Dacian Cioloş, în numele Grupului Renew. – Doamnă președintă, exact acum 30 de ani, la 16 decembrie 1989, la Timișoara, se aprindea scânteia Revoluției române. Câteva sute de oameni au îndrăznit atunci să se opună regimului totalitar. Lor li s-au alăturat în orele și zilele care au urmat alte sute, apoi mii, de persoane și revoluția s-a extins la București, la Brașov, la Cluj, la Arad și în toată țara.

În Timișoara, s-au tras primele focuri de armă. Oamenii aceia nu își făceau iluzii că vor fi iertați de regim, știau că își riscă viața, și totuși au ieșit în stradă, au ales libertatea, au avut curajul să denunțe dictatura, opresiunea, lipsa de libertate, lipsurile economice, într-unul din cele mai dure regimuri comuniste din lume.

Azi, în Parlamentul European, omagiem curajul acestor oameni. Curajul lor este ceea ce a făcut posibilă revenirea României la valorile democrației, pluralismului, statului de drept, a libertății. Este ceea ce ne-a readus pe harta Europei libere, democratice și unite.

În acele zile, oameni obișnuiți au devenit eroi. Mulți, prea mulți dintre ei nu s-au mai întors acasă în viață. O mamă povestea cum pe 22 decembrie, după ce stătuse o zi și o noapte în stradă, în București, fiul ei s-a întors acasă cu cămașa plină de sânge pentru că un prieten de-al lui cu care protestase îi murise în brațe. Omul a plecat la serviciu pe 22 după-amiază și mama l-a regăsit pe 26, venind acasă în sicriu.

Copii care, după 30 de ani, au azi vârsta părinților pe care i-au pierdut atunci. Anul trecut când numele eroilor au fost arborate pe gardul Palatului Regal, în Piața Revoluției din București, un asemenea copil, care era deja adult, a venit și a scris, alături de numele tatălui său, „Te iubesc, tati”.

Acei copii se întreabă zi de zi care este sensul sacrificiului părinților lor. Și ei, în primul rând, dar și ceilalți au dreptul să afle adevărul despre ceea ce s-a întâmplat atunci și noi trebuie să luptăm pentru ca niciodată oamenii să nu iasă în stradă și să moară pentru libertatea lor, nici acum și nici în generațiile viitoare.

  Reinhard Bütikofer, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin, sehr geehrte Kolleginnen und Kollegen! Vor denjenigen, die in der rumänischen Revolution ihr Leben geopfert haben oder verwundet wurden, vor den Familien, die Opfer zu beklagen haben, können wir uns nur verneigen. Ich glaube, es gehört mit zu dem wertvollsten Erbe, das wir in Europa teilen, dass wir so viele Beispiele dafür haben, wie in unseren Ländern engagierte, mutige, tapfere Männer und Frauen sich immer wieder für die Freiheit und für die Demokratie engagiert haben, auch um einen hohen persönlichen Preis. Ich glaube, dieses Parlament hat an diesem Punkt einen großen Konsens.

Keinen Konsens haben wir allerdings von meiner Fraktion mit dem Bemühen, jetzt im Europäischen Parlament eine neue Praxis einzuführen, dass Stück für Stück Entschließungen zur Geschichte Europas verfasst werden und dann jeweils festgelegt wird, was „die Wahrheit“ über Europas Geschichte ist. Wer die Wahrheit sucht, muss die Vielfalt suchen, wer die Wahrheit sucht, muss sich in die Auseinandersetzung begeben, wer die Wahrheit sucht, soll ins Haus der Geschichte gehen, aber es ist nicht die Aufgabe eines Parlaments, per Mehrheit zu beschließen, was jeweils die Wahrheit über historische Ereignisse ist.

Ich glaube, das ist nicht hilfreich, egal, von welcher Seite es kommt – aus der Mitte, von links oder von rechts. Ich glaube, es ist ein Holzweg, auf den wir uns begeben würden, und deswegen bittet unsere Fraktion alle anderen, noch einmal zu überlegen, ob wir wirklich auf diesem Weg weitergehen sollen. Es gibt Formen, den Respekt zu äußern, ohne in diese Sackgasse zu laufen.

  Nicola Procaccini, a nome del gruppo ECR. – Signora Presidente, onorevoli colleghi, oggi celebriamo l'ultimo atto di quella straordinaria stagione di popolo e di libertà che abbiamo vissuto in Europa nel 1989.

Celebriamo il coraggio di migliaia di uomini e donne, che in Romania hanno sacrificato la loro vita affinché i loro figli potessero vivere in una nazione finalmente libera dall'oppressione comunista.

E voglio per questo citare le parole di un grande intellettuale ed artista cristiano rumeno, Camilian Demetrescu: “Eravamo rassegnati a vivere per sempre fuori dalla nostra terra in questo Occidente che non poteva o non voleva capire che l'utopia comunista era già condannata dalla storia, non rimaneva che la sconcertante ipotesi del miracolo. Per questo, in quei giorni in tutto il paese si accesero candele alle finestre.” Ebbene, il miracolo avvenne, ma fu intriso di sangue ed è giusto che la mozione chieda conto, anche se sono passati molti anni.

Infine, perché non sia solo retorica, perché i valori germogliati dalla rivoluzione rumena continuino a fiorire nel mondo, voglio rivolgere un pensiero ai giovani di Hong Kong, perseguitati oggi dal regime comunista cinese nel disinteresse del mondo. Di nuovo sognatori coraggiosi, al pari dei giovani di Timisoara e di Bucarest, al pari dei giovani di piazza Tienanmen in quello straordinario 1989.

  Siegfried Mureşan (PPE). – Doamnă președintă, stimați colegi, pe 16 decembrie 1989, în urmă cu exact 30 de ani, mii de români au ieșit, pentru prima dată, în stradă, iar lor le-au urmat sute de mii de români în zilele următoare. Aceste evenimente cunoscute drept „Revoluția română” au dus la înlăturarea comunismului în România și au dus la revenirea României și a poporului român în Europa.

Prin Revoluția română s-au deschis porțile pentru milioane de români, pentru a spune ce gândesc, și-au câștigat libertatea de exprimare, pentru a citi ce doresc, pentru a își vedea, pentru prima dată, rudele, membrii familiei plecați în străinătate și pe care poate unii dintre ei nu i-au putut vedea deloc până atunci. România și poporul român și-au câștigat, prin acele sacrificii din zilele Revoluției române, locul în Europa.

Cuvântul-cheie, doamnă președintă, stimați colegi, al dezbaterii de astăzi trebuie să fie „comemorare”. Trebuie astăzi să ne gândim, mai mult decât oricând, la cei 1 142 de români care și-au pierdut viața în zilele Revoluției române. În timp ce, în alte țări europene, regimul comunist a putut fi înlăturat pe cale pașnică, la noi, în România, acest lucru a necesitat sacrificiul vieții a 1 142 de persoane, multe dintre acestea fiind tineri. Aceștia au luptat pentru democrație, pentru libertate, pentru libertatea de exprimare și astăzi trebuie să ne gândim la ei.

De-a lungul ultimilor 30 de ani, mereu, românii au continuat această luptă. Au luptat pentru valori europene și pentru recâștigarea locului României în Uniunea Europeană. Doamnă președintă, consider că noi, toți cei 751 de membri ai Parlamentului European din toate cele 28 de state membre ale Uniunii Europene, avem datoria să apărăm valorile pentru care românii și-au pierdut viața în decembrie 1989 ─ democrație, libertate, libertate de exprimare, dreptate ─ și să continuăm să facem toate eforturile pentru continuarea procesului de integrare europeană și pentru conviețuirea pașnică a tuturor națiunilor în interiorul Uniunii Europene.

  Adrian-Dragoş Benea (S&D). – Doamnă președintă, doamnă comisară, onorați deputați, în iarna anului 1989, în România, băcăuanul Gheorghe Dorel Nechita avea toată viața înainte. Familia sa îi pregătea căsătoria, programată pentru anul următor, 1990. Într-o oarecare zi de marți, 22 decembrie, un glonț rătăcit a străpuns inima bravului George, așa cum îi spuneau cei din familia sa, ucigându-l pe loc.

Pentru tânărul cercetător de la Institutul de Fizică Atomică, totul s-a sfârșit înainte de a începe, la doar 29 de ani. George avea să nu mai vină niciodată acasă, la familia sa, în Bacăul pe care îl avea în inima străpunsă de glonțul ucigaș. Azi își doarme somnul de veci în cimitirul orașului natal, Bacău, și, în fiecare an, la 22 decembrie, mama sa caută răspuns la o întrebare care i-a frământat zilele și nopțile ultimilor 30 de ani: „Cine mi-a ucis băiatul?”

Jertfa de sânge a celor peste 5 200 de victime ale Revoluției, din care peste 1 100 decedați, cere dreaptă judecată. Eroii Revoluției au deschis drumul democrației și statului de drept în România. De aceea, dincolo de a le cinsti în permanență memoria, trebuie să facem tot ce ține de noi pentru aflarea adevărului și elucidarea crimelor. Cei responsabili trebuie să răspundă. Niciodată nu este prea târziu pentru un asemenea deziderat.

  Vlad-Marius Botoş (Renew). – Doamnă președintă, stimați colegi, luna aceasta se împlinesc 30 de ani de la Revoluția din 1989, din România. A fost singura țară unde regimul comunist a luptat să rămână la putere, în ciuda opoziției clare din partea românilor. Au pierit peste o mie de oameni, au fost rănite câteva mii în cele aproape zece zile de frământări și confruntări între populație și forțele de ordine. O mare parte dintre aceste victime au fost din Timișoara, orașul în care a început Revoluția, exact acum 30 de ani.

Este, și acum, incredibil, curajul lor de a se ridica în fața regimului comunist, știind că ar putea fi singuri, și totuși nu puteau concepe că autoritățile vor trage în oameni neînarmați, în femei, în copii. Tragedia a fost că au început să tragă. Chiar și așa, timișorenii au rezistat. Poate părea prea dramatic să spunem că au rămas în stradă sub focul gloanțelor și aceasta este cea mai clară imagine pe care o puteți avea când vă gândiți la Revoluția română din 1989.

Oamenii care au stat acolo, în piață, pe străzi, își vedeau prietenii căzând lângă ei și puteau alege să plece, să se salveze, dar nu au făcut-o. Aradul, orașul meu, al doilea oraș care s-a alăturat Revoluției, a avut partea sa de luptă, de morți și de răniți. Ne aducem aminte de ei și astăzi, după 30 de ani, și îi omagiem, așa cum merită.

Revoluția din 1989 este acel moment din istoria noastră care ne arată forța pe care o au oamenii atunci când luptă împreună pentru principii. În Timișoara, în Arad, în București, în toate celelalte orașe unde oamenii au ieșit în stradă, acest „împreună” le-a dat puterea de a dărâma muntele totalitarismului.

Recunoștința noastră nu este suficientă. Omagiul nostru nu este destul. Trebuie să cerem, așa cum o facem de 30 de ani, adevărul. Trebuie să cerem dreptate pentru ei și pentru toți cei care și-au riscat viața în acele zile, pentru familiile victimelor. Este momentul ca Statul român să trateze cu celeritate acest capitol întunecat din viața României și, oricât de mult ar durea, să ne prezinte adevărul. Trebuie să știm cine sunt principalii vinovați pentru măcelul din 1989 pentru ca eroii noștri să se odihnească în pace.

  Kinga Gál (PPE). – Elnök asszony! 30 évvel ezelőtt, december 15-én Temesvárról, a Mária térről indult el a romániai forradalom. Tőkés László temesvári lelkész jogtalan kitelepítése ellen tiltakoztak, magyarok, románok, németek, szerbek, reformátusok, katolikusok, baptisták, ortodoxok és más felekezetűek közösséget vállaltak az embertelen kommunizmus ellen. Ne feledjük, hogy az emberek azért álltak a tankok elé, mert nem akarták többé elviselni a terrort, a megaláztatást, a rettegett Securitate, a kommunista titkosszolgálat orwelli módszereit. A magyar református lelkész egyházmegyéjével egyetemben, eredetileg a Ceaușescu őrült falurombolási terve ellen tiltakozott. Nemzeti és vallási közösségük érdekében kockáztatták életüket, családjukat, a szabadságért harcoltak. Ez a forradalom és az általa a kivívott szabadság egyformán értékes románnak, magyarnak.

Fejet kell hajtanunk Tőkés László, és minden egyes személy bátorsága előtt, aki mert ellenállni. A Temesvárral kezdődő, egész Romániát egyként megmozgató forradalom ledöntötte a kommunizmust, és megteremtette Romániában is a szabadságot. Bár a forradalomban elkövetett emberieség ellenes bűncselekmények, tarthatatlan módon, mindmáig büntetlenek maradtak. A romániai forradalomban a kommunista karhatalom által meggyilkolt, több mint ezerkétszáz áldozatra is emlékezünk ezért ma. Ez a forradalom, a romániai forradalom, egyike a történelem azon pillanatainak, amelyben Európa egymásnak feszülő népei együtt tudtak küzdeni a szabadságért, és együtt tudtak örülni kivívott szabadságnak. Közös európai identitásunk része ez a szabadság. A temesvári forradalom, a romániai forradalom szellemisége közös európai érték. Becsüljük meg, és ápoljuk emlékét!

Jako jeden z nielicznych nie jestem z Rumunii, jestem z Polski, i to w Polsce czterdzieści lat temu, w sierpniu 1980 roku, rozpoczęła się erozja systemu. To w Polsce trzydzieści lat temu, w czerwcu 1989 roku, rozpoczął się upadek systemu i w zasadzie w listopadzie już nie mieliśmy muru berlińskiego. Zostały wtedy trzy państwa, które były wierne starej ideologii: Rumunia, Korea Północna i Kuba. I dlatego właśnie szczególnie popieram postanowienia tej rezolucji mówiące o pokazaniu prawdy, potępiające zbrodniczy charakter tego reżimu, bo był czas, żeby na to zareagować. Jednocześnie mamy świadomość, że od tego czasu Rumunia przebyła długą drogę. Należy się hołd ofiarom, należy się także oddanie honorów tym, którzy wtedy walczyli i teraz tworzą sukces Rumunii. Przyjęliśmy wszyscy z wielkim zadowoleniem członkostwo Rumunii w Unii Europejskiej. Kierujemy najlepsze życzenia, a ja ze swojej strony życzyłbym sobie, żeby Rumunia jak najszybciej dołączyła do strefy Schengen.

  Dan-Ştefan Motreanu (PPE). – Doamnă președintă, anul acesta se împlinesc 30 de ani de la Revoluția română, prima revoluție televizată din istorie și milioane de oameni din țară, din Europa și nu numai au văzut foarte clar violențele împotriva cetățenilor care își doreau înlăturarea unui regim totalitar.

Iată de ce ceea ce s-a întâmplat în decembrie 1989, în România, nu a fost exclusiv o trăire doar a românilor, ci și a europenilor care și-au arătat, și în acele momente, solidaritatea și atașamentul față de poporul român și, evident, la fel ca românii, au așteptat să afle adevărul despre aceste evenimente.

Însă de atunci au trecut trei decenii și an de an poporul român așteaptă un răspuns privind ceea ce s-a întâmplat în decembrie 1989. Așteaptă un final în care toți vinovații să fie judecați și condamnați potrivit faptelor, complicităților și culpabilităților fiecăruia dintre ei. Există încă, în societatea românească, o temere că această așteptare poate continua încă pe atât dacă nimeni și nimic nu va reuși să impulsioneze justiția din România să stabilească adevărul și până atunci vor dispărea fizic actorii sau martorii principali și chiar și urmașii și apropiații celor căzuți, iar acest dosar va rămâne într-un sertar cu rezoluția „autor necunoscut”. Pentru că da, adevărul este clar și simplu descris în dosarul Revoluției, se spune exact cine și cum a acționat, la ordinul cui s-a acționat, cunoscându-se, în foarte multe cazuri, autorul fiecare crime.

Stimați colegi, și România are nevoie de adevăr. România nu se poate vindeca și chiar desprinde în totalitate de trecut atât timp cât nu sunt cunoscuți oficial vinovații din decembrie 1989. Mai devreme sau mai târziu, adevărul iese întotdeauna la suprafață, însă câteodată este prea târziu. De data aceasta, nu vrem să fie din nou prea târziu.

Iată scopul acestei rezoluții în Parlamentul European, ca decembrie 1989 să nu devină un moment al uitării, ci un moment al memoriei, al libertății, iar pentru aceasta avem nevoie de adevăr cât mai repede și pentru totdeauna.

Ja bih proširio tu temu pa bih Vam postavio pitanje. Znamo da je Ceauşescuov režim pao, znamo što se i s diktatorom dogodilo, ali je li pad Ceauşescua značio pad samog režima?

Jesu li ili još uvijek postoje ili su postojali nakon same revolucije i dalje komunistički kadrovi koji su ostali utjecajni na politiku, u medijima, na sveučilištima, stari kadrovi Securitate itd., koji su zapravo bili odgovorni za te zločine, a koji su, nažalost, ostali nekažnjeni?

Ima li još takvih kadrova danas? Smatrate li da je to problem za Vašu državu u ovom trenutku?

  Dan-Ştefan Motreanu (PPE), Răspuns la o întrebare adresată în conformitate cu procedura „cartonașului albastru”. – Din păcate încă, astăzi, în România, nu se știe adevărul absolut al acestei Revoluții și există o hotărâre a Curții Europene a Drepturilor Omului care a cerut să se facă dreptate, care a cerut să se găsească vinovații, să se acorde despăgubiri celor care au suferit și a cerut, în concluzie, un adevăr pentru întreaga națiune română.

Am spus și în intervenția mea că România a suferit foarte mult pentru că acei vinovați nu au fost descoperiți încă de la începutul anilor 1990 și o parte din cei care au avut o contribuție nefastă la această revoluție s-au perpetuat în funcții publice în România.

  Carmen Avram (S&D). – Doamnă președintă, personal, ca om care a trăit o jumătate din viață într-un regim opresiv, cred că nu e nimic mai periculos și mai umilitor pentru o ființă umană decât dictatura. Mai cred că distanța dintre democrație și dictatură e uneori despărțită doar de o fracțiune de secundă, acea fracțiune de secundă în care alegi să taci în loc să vorbești.

Victimele Revoluției au fost ucise de gloanțe, dar în fapt, destinul lor tragic a fost decis de tăcerea criminală a celor care au lucrat pentru sau s-au complăcut în sistemul opresiv pentru liniștea și foloasele proprii. Este bine că adevărul din 1989 să fie știut. În plus, însă, este obligația noastră să fim atenți și să vorbim răspicat, ferm, la timp, pentru a putea salva acei oameni pe care altfel i-am omagia post mortem. Să fim cu toții atenți la primele semne de dictatură, pentru că astăzi ea este mult mai subtilă, ascunzându-se uneori chiar în spatele unei aparențe democratice și putând perverti prin manipulare chiar și minți luminate.

O formă de dictatură începe să se construiască încă de atunci când descoperi că nu-ți mai poți afirma opțiunea politică fără a fi agresat verbal și izolat, inclusiv de cercul de prieteni sau de familie, sau când țara ta se împarte ideologic în două tabere dispuse să se sfâșie între ele până când nu mai rămâne decât una. Adevărul e deci important, dar trebuie să vedem și semnele și în acea fracțiune de secundă decisivă să alegem să vorbim.

  Loránt Vincze (PPE). – Doamnă președintă, doamnă comisară, acum 30 de ani, pe măsură ce regimurile comuniste se prăbușeau în toată Europa și reformele democratice măturau estul Europei, dictatorul Nicolae Ceaușescu părea de neclintit, dar evacuarea, de către poliție, în data de 15 decembrie, a pastorului reformat maghiar László Tőkés, a dat scânteia unui foc sălbatic ce a cuprins toată țara în câteva zile. Îndârjirea sa de a denunța public încălcarea drepturilor omului, cât și de a se opune planului de sistematizare a satelor a precedat izbucnirea Revoluției.

Deși activitatea sa politică ulterioară ridică multe semne de întrebare, retragerea distincției pentru meritele domnului Tőkés, fost deputat al acestui Parlament, este o imensă nedreptate. Nicio autoritate vremelnică nu îi poate înlătura statutul de simbol al Revoluției ori a-i diminua recunoștința colectivă.

Dragi colegi, a mai rămas mult de făcut în dosarul Revoluției. Este extrem de trist că niciun român, în afara soților Ceaușescu, nu a fost găsit vinovat de susținere a terorii comuniste. Din păcate, România nu a adoptat o lege a lustrației. Foștii colaboratori au acces la posturi din administrația centrală. Într-un mod abuziv, retrocedarea bunurilor confiscate de regimul comunist trenează de ani buni.

Din respect pentru cele peste o mie de persoane care și-au pierdut viața în timpul Revoluției și a regimului comunist, la 30 de ani după Revoluție, nicio clipă nu mai trebuie pierdută pentru tragerea la răspundere a celor vinovați și pentru a repara crimele și pagubele produse de regimul comunist. Pentru ca azi să putem trăi într-o societate sănătoasă, trebuie să avem curajul să înfruntăm propriul nostru trecut.

  Tudor Ciuhodaru (S&D). – Doamnă președintă, astăzi este vorba despre omagierea României, despre curajul poporului român și al țării mele de a se opune unui regim dictatorial draconic, de a se lupta cu frica, foametea și frigul, în niște condiții pe care alții nu și le-ar fi putut închipui. Să nu uităm să spunem că, pe 14 decembrie, acel manifest către toți românii de bună credință de la Iași a deschis scânteia către această revoluție și că, dacă nu ar fi fost intervenția brutală a Miliției și a Securității, s-ar fi ajuns la o altfel de situație.

Eu vă spun astăzi că fiica mea are vârsta Revoluției. I-am povestit despre acele zile, a crescut uitându-se și văzând cum intrăm în Uniunea Europeană și în NATO și, pentru ca aceste valori europene să continue, avem obligația, cum am făcut-o astăzi toți parlamentarii români, să facem ca și celelalte ziduri să cadă mai departe.

Așa că astăzi, dacă totuși aducem onoarea acestei Revoluții, vă cer și eu să omagiem România, să îi omagiem pe toți făcând și ca lucrurile importante pentru noi să devină realitate. Așa că astăzi, din nou, după 30 de ani, onorată Comisie, vă reamintesc faptul că îndeplinim toate condițiile și să vă cer să intrăm în Schengen.

  Maria Grapini (S&D). – Doamnă președintă, doamnă comisară, stimați colegi, vin de la Timișoara. Exact acum 30 de ani, eram pe stradă, la Timișoara, alături de cetățenii Timișoarei și pentru adevăr, vă rog să înțelegeți că Revoluția nu este a unei persoane sau a unui grup de persoane. Revoluția este a românilor, a timișorenilor care au aprins flacăra și care au dus această flacără, așa precum strigau „Azi în Timișoara, mâine în toată țara!”

Acesta este adevărul despre Revoluție: a fost o revoltă populară, au ieșit oamenii din fabrici, din toate fabricile, din toate colțurile Timișoarei. Am început să sunăm în alte orașe: „Ieșiți pe stradă!”, pentru că nu se cunoștea încă, la București, ce este la Timișoara. Dați-mi voie, că este comemorare, să fac o plecăciune în fața miilor de morți, în fața timișorenilor, care s-au sacrificat primii, în fața românilor care au ieșit fără arme, cu brațele deschise în fața celor care au venit să îi împuște, pur și simplu să îi împuște.

Cred că avem datoria, dragi colegi și instituțiile europene, să respectați poporul român. Poporul român este proeuropean. Nu vă luați după informații și după anumiți conducători. Poporul român este proeuropean. Locul nostru este în Uniunea Europeană și din respect, acum, la 30 de ani, vă cer, Comisiei, Consiliului, Parlamentului, să respectați drepturile românilor, cetățeni europeni. Dați-ne credibilitate pentru că da, în 30 de ani, în România s-a schimbat mult. Poate nu știți cât, dar vă invităm acasă la noi și români dragi, oriunde veți trăi, vă cer unitate, solidaritate și iubiți-vă țara.

  Eugen Tomac (PPE). – Doamnă președintă, în urmă cu 30 de ani, milioane de români au înfruntat frica, au ieșit în stradă pentru a cere ca România să se rupă definitiv de un regim criminal; milioane de români împotriva cărora s-au tras peste 12 milioane de gloanțe au strigat în stradă „Libertate, te iubim! Ori învingem, ori murim!”.

Aceste voci nevinovate au exprimat o stare de dorință de libertate pentru ceea ce România urma să obțină: democrație și un drum ireversibil pe calea integrării europene. România, în acea perioadă, s-a rupt definitiv de o perioadă dură în care sute de mii de oameni au murit în închisori comuniste, iar astăzi, datorită acestui sacrificiu ─ și vă mulțumesc pentru că în plenul Parlamentului European le aducem omagiu acestor eroi ─. Eroii nu mor niciodată și mă înclin în fața lor. Vă mulțumesc pentru acest moment unic și important pentru națiunea mea.

  Robert Hajšel (S&D). – Vážená pani predsedajúca, naozaj pred tridsiatimi rokmi vypuklo veľké ľudové povstanie v Rumunsku a Rumuni sa tak isto zbavili diktatúry, zbavili sa totalitárneho komunistického režimu súdruha Ceausesca. Treba povedať, že odvtedy Rumunsko prešlo veľkú cestu, nebola ľahká, Rumunsku ubudol počet obyvateľov a ešte stále je ďaleko, podobne ako aj naše štáty, Česko alebo Slovensko, čo sa týka životnej úrovne v porovnaní napríklad s Nemeckom.

Aj v demokracii máme, samozrejme, pri budovaní demokracii slabiny a máme slabiny aj v ďalších oblastiach. Musíme však pracovať na tom aj spoločne s Európskou úniou, aby sme tieto slabiny odstraňovali aj za pomoci nástrojov, ktoré tu máme, aby sme budovali a posilňovali právny štát, a preto aj využívajme všetky legislatívne nástroje, aby sme hodnotili a správne a spravodlivo hodnotili aj situáciu v oblasti ľudských práv, dodržiavania právneho štátu a dodržiavania aj práv menšín vo všetkých štátoch rovnako, pretože všade máme chyby, niektorí ich robia viac, niektorí menej.

  Clare Daly (GUE/NGL). – Madam President, I was a student leader in Ireland 30 years ago and, inspired by the heroism of Romanian students and workers, I travelled to Bucharest and Timișoara and spent over a month there in the midst of those revolutionary days. I have to say that it was one of the most defining experiences of my youth to witness the overthrow of Ceaușescu’s brutal totalitarian regime, an elite which enriched themselves at the expense of the population and developed a vicious secret police and state apparatus to do so. It was an absolutely incredible experience. To feel the hopes of the population for the future, for democracy, for a say in their lives and for a more stable economic experience was very humbling.

But we have to be honest as well, because what did they get? In many ways they got much of the same elite in new clothes, combined also with a new elite – a new neoliberal elite – and many people have unresolved issues there. We have to ask why Romania has got the second biggest diaspora in the world, second only to Syria – five million driven out of that country. There is a lot of corruption still to tackle. So I stand continually in solidarity with those people. The revolution has not been completed there.

  Iuliu Winkler (PPE). – Elnök asszony! A romániai kommunista-ellenes forradalom Temesváron kezdődött. Amikor december 15-én temesvári emberek, magyarok és románok, összegyűltek a református templom előtt, hogy megvédjék Tőkés László lelkészt és családtagjait, akiket a kommunista hatóságok erőszakkal akartak kilakoltatni. Azokon a véres decemberi napokon az emberi szolidaritás olyan mélységet öltött, amelyet azóta sem sikerült megismételni Romániában. Ma a demokrácia politikai fegyvereit használva elkötelezetten küzdünk egy olyan jogállamért, amelyben minden állampolgár és minden közösség egyenlő jogokat és egyenlő védelmet élvez. Az RMDSZ Strasbourgban és Bukarestben is határozottan kiáll amellett, hogy a 30 évvel ezelőtt leszögezett célkitűzéseket kell maradéktalanul megvalósítani. Ehhez arra van szükségünk, hogy a társadalom megismerje az igazságot az 1989. decemberi események kapcsán, és hogy az igazságszolgáltatás vonja felelősségre azokat a vétkeseket, akik miatt ártatlanok vesztették életüket.

  Julie Ward (S&D). – Madam President, I represent the North West of England, where there is a large Romanian population with whom I work very closely, and I’m happy to call many of them my friends. They are doctors, nurses, teachers, artists, entrepreneurs. Many of them remember the Romanian revolution and the cruel dictatorship that preceded it. Now, not only are Romanians free in their own country, but since 2007 they have also enjoyed the benefits of the EU membership.

However, Brexit presents a frightening prospect for the Romanian diaspora in the UK, who are increasingly on the receiving end of often violent racist abuse. Indeed, over night of 23 June 2016, a group of Romanian children who regularly played out on the streets in Manchester were called indoors by their parents, who were worried for their safety in the increasingly hostile environment. To my knowledge, those children are still deprived of the freedom to play out with other children. It’s a sad indictment of Brexit Britain that people who suffered under totalitarianism now feel anxious and unwelcome in their adopted home.

  Sandra Kalniete (PPE), in writing. – Thirty years ago, a violent uprising in Romania ended the communist regime of Ceaușescu and opened up the country’s path towards the EU, NATO and the democratic world. Years of shortages, food and fuel rationing, power cuts and stifling surveillance had driven Romanians to breaking point. This was the most violent of all the uprisings leading to the fall of communism in the states behind the Iron Curtain. Romania had the only revolution that saw the perpetrator sentenced to death and executed, but there are still many questions that remain unanswered. Last month, a Bucharest court opened preliminary hearings into allegations that Iliescu and two associates committed crimes against humanity in December 1989, leading to the deaths of 862 people and injury to 2 150 after Ceaușescu fled. There were 700 hundred people queuing for hours to attend the hearing. That queue is the best proof that Romanians still want justice. I call on Romania to boost its efforts to clarify the truth of the past, to do its utmost to ensure the crimes of communist regimes are remembered and guarantee such crimes will never be committed again. It is an absolute necessity for the country, the Romanian people, and the EU.

  Mihai Tudose (S&D), în scris. – La 30 de ani de la Revoluția română, Parlamentul European omagiază cea mai dramatică dintre răsturnările de regim comunist din 1989. La temelia libertății recâștigate de români stă sacrificiul de sânge al celor 1 116 morți și 4 089 de răniți, mulți în împrejurări încă neelucidate. Cunoașterea adevărului despre evenimentele din decembrie ’89 reprezintă o apăsătoare obligație morală și juridică. Este esențial, totodată, să înțelegem semnificațiile tragice ale istoriei atât de apropiate, mai ales fiindcă ne aflăm într-un punct de răscruce pentru proiectul european.

Acum trei decenii, românii s-au eliberat prin jertfă de sub dictatura impusă de ocupația sovietică și acceptată de statele occidentale. Dacă persistă fractura est-vest în cadrul UE, atunci este și din cauza neasumării acestei responsabilități istorice. În fața agresivității revizioniste din vecinătatea imediată și a derapajelor populist-naționaliste ce subminează unitatea europeană, avem o singură șansă: solidaritatea statelor UE, în numele atașamentului cetățenilor pentru libertate și democrație.

Solidaritatea europeană efectivă presupune un dublu efort: pentru depășirea clivajelor întreținute de ambiții egoiste și pentru reducerea decalajelor de dezvoltare, moștenite dintr-o istorie injustă. Vechile state membre au o datorie în acest sens. Spiritul de sacrificiu al românilor din 1989 arată cât de dureros este prețul libertății. Să nu o risipim, așadar!

  Lídia Pereira, Relatora. – Senhora Presidente, Senhoras e Senhores Deputados, a digitalização das nossas sociedades e economias cria oportunidades para todos, cidadãos e empresas, novos produtos e melhores serviços, soluções ao segundo, mas abrem também a porta a formas mais sofisticadas de fugas à lei e aos impostos. Temos de antecipar os problemas do futuro e decidir, no presente, com a rapidez e a inteligência que esta era da inovação exige.

O IVA é uma importante fonte de receita fiscal para todos os Estados—Membros e para a União, que aqui tem uma fonte de receitas próprias. Harmonizar regras e aproximar políticas fiscais em sede de IVA é proteger a integridade do mercado interno e uma livre circulação de bens e serviços assente em regras fiscais justas. Combater a fraude e a evasão fiscal é uma prioridade para reforçar a confiança dos cidadãos nas instituições democráticas e nas administrações públicas por toda a Europa.

O IVA assenta na comunicação pelos operadores de determinada cadeia de valor e, por isso, baseado na confiança. Se é verdade que a esmagadora maioria desses agentes é confiável e cumpre as suas obrigações, infelizmente a fraude ao IVA continua a ser um problema. A diferença entre o IVA que se estimava cobrar e o efetivamente cobrado em 2017 foi de 137,5 mil milhões de euros. E isto significa um prejuízo de 267 euros por cada cidadão europeu.

A fraude ao IVA no comércio eletrónico na União representa anualmente 5 mil milhões de euros, o equivalente ao produto de todo o comércio eletrónico do mercado português num ano.

Os relatórios que debatemos hoje são a manifestação da vontade deste Parlamento de ir mais além no combate a esta fraude que nos prejudica a todos. Simultaneamente criamos um sistema central europeu para a recolha e o intercâmbio de dados sobre pagamentos e reforçamos as obrigações dos serviços de pagamentos na recolha, retenção e comunicação desses dados. Com as nossas propostas de alteração queremos sinalizar a vontade de colocar mais ambição e afirmar o compromisso deste Parlamento com um combate mais eficaz contra a fraude ao IVA.

Permitam-me, por isso, destacar alguns aspetos fundamentais:

O aumento do período de retenção da informação garante que as autoridades têm mais tempo para identificarem possíveis situações de fraude.

A determinação de um valor mínimo, que ativa a obrigação de comunicação por parte do serviço de pagamentos numa única transação, reduz o espaço para contornar o sistema que estamos a aprovar.

Com a referência expressa às obrigações perante a Autoridade Europeia de Proteção de Dados assinalamos que nenhuma diligência das autoridades públicas ou dos serviços de pagamento viola o direito fundamental dos europeus à privacidade e à proteção dos seus dados pessoais.

Defendendo a utilização de novas tecnologias nos sistemas de pagamentos, apelamos à modernização e sublinhamos a necessidade de simplificar procedimentos para as empresas e os cidadãos.

Caros colegas, do que falamos aqui, hoje, verdadeiramente, é de justiça, é de garantir que todos, independentemente do país ou das suas competências digitais, paguem a sua parte.

A tecnologia financeira está a mudar, todos os dias, a forma como consumimos, negociamos e pagamos os serviços que contratamos. E nós precisamos de adaptar a nossa legislação às novas realidades do mundo digital. A fraude ao IVA não conhece fronteiras e só pode ser combatida com uma cooperação crescente entre autoridades nacionais e instituições europeias.

Está nas nossas mãos garantir maior equidade, garantindo uma tributação mais justa e sem falhas, nivelando as condições numa luta, até hoje desigual, entre quem procura fugir às suas obrigações e quem defende a justiça fiscal.

  Paolo Gentiloni, Member of the Commission. – Madam President, I am very proud to stand in front of this assembly for the first time as the Commissioner for economy.

I look forward to the important work ahead of us, and the fight against tax fraud is high on our respective agendas. I would like to thank the rapporteur, Lídia Pereira, and the members of Committee on Economic and Monetary Affairs (ECON) for their excellent work on the two proposals we are discussing.

VAT fraud is a major issue affecting all Member States and citizens alike, and it is important that measures aimed at attacking VAT fraud can be subject to a democratic debate in this plenary.

The present proposal should be examined in line with the VAT and e—commerce package that was adopted by the Council in December 2017, and will enter into application in January 2021. The proposal provides tax authorities with a powerful tool that will allow them to detect and fight VAT fraud in the e-commerce sector. European action is absolutely necessary.

In 2015, as the rapporteur remembers, EUR 5 billion of VAT was lost in the European Union solely on imports of goods. Similar numbers have been reported with regard to supplies of services. This problem is also likely to keep growing in future, considering the growth rate of e-commerce in Europe.

The Commission has proposed to create an obligation for payment service providers established in the Union to transmit data on the beneficiary of cross-border payments they execute. This obligation was designed to limit administrative burdens in that regard. The requested information is already available and used by payment service providers to process transactions.

Although this proposal constitutes a big step forward in the fight against VAT fraud, there is still much to do.

This year’s Commission study on the VAT gap shows that the Member States were in general losing EUR 137 billion in 2017, and these numbers are obviously still too high.

Because of this, I intend to make the fight against tax fraud a top priority of my mandate. Of course the fight against tax fraud goes hand in hand with improving tax compliance. This is why these two aspects will be part of a new action plan I will present next year.

EU business must be able to access the EU market without constraints and unfair competition by those that are not compliant. EU citizens must be able to legally access the worldwide market and benefit from the redistribution of the revenue collected.

  Othmar Karas, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Kommissar, Frau Berichterstatterin, meine Damen und Herren! Wir beklagen jedes Jahr von Neuem eine Mehrwertsteuerlücke von 137,5 Mrd. EUR, das sind 11,2 % der erwarteten Mehrwertsteuereinnahmen, einen grenzüberschreitenden Mehrwertsteuerbetrug von über 50 Mrd. EUR und einen wachsenden Steuerbetrug im Online-Handel, wo über 90 % der Geschäfte über Zahlungsdienstleister abgewickelt werden.

Daher bin ich sehr froh, erstens über die Ankündigungen, Herr Kommissar, von Ihnen über den Aktionsplan, aber auch über die beiden Berichte meiner Kollegin Pereira, weil wir mit beiden Berichten einen sehr wichtigen Schritt auf unserem Weg zu einer Schaffung eines einheitlichen europäischen Mehrwertsteuerraums setzen und diese Maßnahmen das neue Mehrwertsteuerregelwerk für Online-Handel, das im Januar 2021 in Kraft treten soll, ergänzen.

Wir brauchen dringend – statt einem System der Ausnahmen und Schlupflöcher – ein System der gemeinsamen Regeln. Wir müssen den Mehrwertsteuer-Betrügern das Handwerk legen, und wir müssen den inakzeptablen Raub von Steuergeldern unterbinden. Daher sage ich auch in Richtung des Rates, trotz der positiven Entscheidungen am 8. November: Wer mehr europäische und gemeinsame europäische Steuerpolitik blockiert, stützt die Betrüger und stützt die Verschwendung.

Wir müssen daher dieses Instrument der Einstimmigkeit bekämpfen. Wir brauchen eine stärkere Zusammenarbeit zwischen den Steuerbehörden und den Zahlungsdienstleistern, die harmonisierten Anforderungen an Zahlungsdienstleister bei grenzüberschreitenden Zahlungen, den Zugriff auf Informationen durch Betrugsbekämpfungsstellen und ein neues zentrales elektronisches System für die Speicherung von Zahlungsinformationen.

  Csaba Molnár, a S&D képviselőcsoport nevében. – Elnök asszony! Az Európai Unió egyik legfontosabb feladata a társadalmi igazságosság, az emberhez méltó élet biztosítása az Unió minden polgárának. Ennek pedig alapvető feltétele az igazságos adózás. A határon átnyúló adócsalások elleni küzdelem ezért az Európai Uniónak, így nekünk is, a parlamenti képviselőknek is egyik legfontosabb feladata. Nem hagyhatjuk tovább, hogy mindenféle kiskapuk, a tagállamok együttműködésének hiánya vagy néhány tagállam cinizmusa, cinikus összekacsintása miatt multicégek egész sora kerülje el az adózást Európa-szerte. Magyar képviselőként egy olyan országból jövök, ahol az egész Európai Unió, sőt az egész világ legmagasabb áfakulcsa van: 27 százalékos.

Ez azt is jelenti, hogy hazám az áfacsalók egyik kedvenc célterülete, vadászterülete. Pontosan tudom magyarként, hogy milyen az, amikor a közpénz csalókhoz vándorol. Az adócsalás nem néhány nemzetközi ügyeskedő csínytevése, hiszen 137 milliárd eurónyi kárt okoz szerte Európában. Ezért az adócsalás olyan bűn, amely súlyosan fenyegeti az oktatás, az egészségügy, a szociális ellátások és általában a közszolgáltatások működését, aláássa a társadalmi igazságosságot, a határok nélküli közös Európánkat, és persze rombolja az európai demokráciát, és kockáztatja a mindennapok békéjét. Ezért nagyon fontos, hogy a határon átnyúló áfacsalásokkal kapcsolatos tervezeteket közösen el tudtuk készíteni, és le tudtuk tenni a Parlament asztalára.

Ahogy megígértük, Önökkel együtt, közösen azon dolgoztunk, hogy ezeket az adókat ne csak a munkabérből élőknek, a családi vállalkozásoknak kelljen megfizetniük, hanem elérjük azt, hogy senki se csalhasson, senki se élhessen vissza kiemelt helyzetével. Ezek a javaslatok erősítik a tagállamok közötti együttműködést és információcserét, biztosítják az adatok hosszú távú rögzítését, így hatékony fellépést biztosítanak a határon átnyúló adócsalásokkal szemben.

Ezért arra kérem önöket, hogy szavazzanak erre igennel, mindegyik javaslat megérdemli, hogy jogszabállyá váljon.

  Ondřej Kovařík, on behalf of the Renew Group. – Madam President, first I would like to welcome the Commissioner’s commitment that he has just articulated to make VAT and tax fraud in general his priority.

Commissioner, I think you would also have huge support in this House. You mentioned that the numbers of the value added tax gap are slowly and gradually decreasing but, according to the Commission estimates and indications, it should still be around EUR 130 billion in 2018 and that is indeed still quite a high number. As was also mentioned by other colleagues, the VAT carousel frauds, whereby criminals abuse the EU cross—border trading system, contribute EUR 50 billion on average per year in lost revenue for Member States’ tax authorities.

The legislation we are debating here today will help drastically reduce the revenues lost to VAT fraud in our financial systems. Their losses are damaging not only to the governments. They are also felt throughout the economic chain and therefore damage the vast majority of legitimate businesses, particularly small and medium-sized companies in the European Union. I therefore fully support the efforts to address the deficiencies in VAT regimes in Europe.

From the European Parliament perspective, we have emphasised the importance of legislation being appropriate for the modern age. This is something we will need to monitor on a continuous basis to ensure that our rules are fit for purpose and achieve the goal of increasing the efficiency of VAT collection and combating fraud.

We must not forget the time and money it takes, especially for smaller companies, to collect and report their appropriate VAT information to authorities. Therefore, for our group it is important that the new rules do not add an undue administrative burden which may hamper the efforts of smaller businesses to grow, particularly across borders within the single market.

European legislation in this area needs to be future-oriented with a clear focus on ensuring it can be applied as business models evolve in the coming years. I therefore appreciate that the Parliament has specifically pointed to the digital arena in this report as our commercial environment becomes ever more digital. I would also encourage VAT authorities to consider the development of artificial-intelligence-based solutions to tackle fraud. Specifically, artificial intelligence could be used to create a risk model that would help identify anomalies in the system. In this way, the AI could minimise hours spent by officials in compiling such information. By increasing efficiency, we can target carousel frauds in particular in a more effective manner.

Let me conclude by thanking the rapporteur and colleagues for their cooperation on these two files. We have drafted two reports that reflect Parliament’s priorities, particularly as regards the administrative cooperation and payment service providers. I believe that these are the right steps needed in the area of tax collection, which enhance cross-border cooperation on the one hand and help fight tax fraud on the other.

  Ernest Urtasun, on behalf of the Verts/ALE Group. – Madam President, these measures were urgently needed, because online VAT fraud is currently costing the EU 5 billion euros a year. Online shopping is on the rise; this is something that will get even bigger and that we need to address. We want to highlight the cooperation between tax administrations. This is really important when we have an internal market like the EU with many cross-border transactions. Tax administrations need to be properly staffed to be able to fight tax evasion, and unfortunately this is not always the case.

This reform is part of a series of VAT reforms to improve our VAT rules in the European Union. But one very important issue that is not covered by this reform, but which the EU needs to look into urgently, is the exemption of VAT for the aviation sector. It is not coherent to exempt the aviation sector from VAT when other sectors are subject to it, especially when the Commission presents a Green Deal and needs to make all its legislation aligned with the commitments taken during the COP21 in Paris.

Mehrwertsteuerbetrug ist in der Tat ein Problem, aber die Kommission legt uns nur Scheinlösungen und eine Rezeptur für mehr Überwachung und Steuermaximierung vor. Durch 135 Milliarden Euro geringere als die erwarteten Mehrwertsteuereinnahmen entgingen jedem Bürger – so die Kommission – Einnahmen von 267 Euro jedes Jahr. Lesen wir richtig: dem Bürger? Gemeint ist wohl eher der Kommission und den Mitgliedstaaten.

Die EU hat die höchsten Konsumsteuern der Welt. Im Schnitt zahlen EU-Bürger mehr als das Doppelte als andere anderswo. Verglichen mit Japan oder Kanada zahlen wir das Drei- bis Vierfache. Auch bei den Personensteuern und Sozialabgaben ist die EU spitze. Nirgends hat der Staat seine Hände so tief in so vielen Taschen wie in Europa. Erwarten sollte man daher eine Rundum-Luxusversorgung der Bürger von der Wiege bis ins Grab – die besten Kindergärten, Schulen, Universitäten und Krankenhäuser und die höchsten Renten. Tatsächlich sinken die Renten, stagnieren die Reallöhne, die Verschuldung steigt und die Wirtschaft stagniert. Warum? Die EU und die Regierungen sollten endlich ehrlich sein: Sie brauchen immer mehr Geld, um ihre multikulturellen LBGT- und Weltrettungsfantasien auszuleben. Deshalb will die EU das Einstimmigkeitsprinzip bei Steuern untergraben und verlangt mehr Überwachung und mächtigere Staatsanwälte. Die EU will neue und höhere Steuern und weniger Demokratie, die Bürger aber wollen das Gegenteil.

  Eugen Jurzyca, za skupinu ECR. – Vážená pani predsedajúca, podvody v oblasti DPH patria nepochybne k najväčším podvodom v Európskej únii. Podľa odhadu Komisie ide o 137 mld. EUR ročne. Obrovské, astronomické číslo a nejde len o to, že chýbajú potom v zdravotníctve, v školstve, ale ide aj o to, že dane musia potom viac platiť tí, tí najpoctivejší. Je preto dobré, že Únia koná, ale nie je celkom pravda, že je to problém celoeurópsky. Ak sa pozrieme na graf, na tento graf, tak vidíme daňovú medzeru vo výbere DPH v jednotlivých členských štátoch. Kým na najlepšom konci daňová medzera DPH v Luxembursku alebo na Cypre nedosahuje ani 1 %, na najhoršom konci zoznamu vysoko prevyšuje 30 %, to je päťdesiat násobok.

Chcem preto vyzvať Komisiu, aby v takýchto situáciách robila analýzy, kvalitné analýzy na základe objektívnych dát. Tie by nám umožnili rozhodovať sa tak, ako sa máme, tzn. na základe faktov a nie nejakých iba názorov alebo emócií, a šíriť potom tie najlepšie praktiky do ďalších krajín.

  Δημήτριος Παπαδημούλης, εξ ονόματος της ομάδας GUE/NGL. – Κυρία Πρόεδρε, κύριε Gentiloni σας καλωσορίζουμε στο Ευρωπαϊκό Κοινοβούλιο, αφού είναι η πρώτη σας παρουσία εδώ, αλλά, επειδή μιλούμε για μια μεγάλης έκτασης φορολογική απάτη και φοροδιαφυγή, αυτό που ζητά το Ευρωπαϊκό Κοινοβούλιο από την Επιτροπή είναι να ανεβάσετε ταχύτητα ως προς την αποτελεσματικότητα για τον περιορισμό αυτής της εκτεταμένης φορολογικής απάτης. Τα μεγέθη είναι τρομακτικά, πολύ μεγάλα, 137 δισεκατομμύρια το χρόνο για την Ευρωπαϊκή Ένωση τα υπολογίζετε εσείς στην Επιτροπή. Αυτή η φορολογική απάτη φορτώνεται στην πλάτη των συνεπών και των έντιμων φορολογούμενων, οδηγεί σε περικοπές του κοινωνικού κράτους και παραβιάζει και τον δίκαιο ανταγωνισμό ανάμεσα στις επιχειρήσεις διότι ευνοούνται οι απατεώνες και τιμωρούνται οι συνεπείς. Για να αντιμετωπιστεί αυτό, χρειάζεται μεγαλύτερη ευρωπαϊκή συνεργασία, αποτελεσματικότεροι ελεγκτικοί μηχανισμοί, βαρύτερες κυρώσεις προς τους παραβάτες. Χρειάζεται περισσότερη και καλύτερη Ευρώπη και, για να γίνει αυτό, χρειάζονται και νόμοι, και κανονισμοί, αλλά και χρήματα. Θέλω επίσης να καυτηριάσω την απουσία του Συμβουλίου. Διότι το Κοινοβούλιο ζητά πράγματα, η Επιτροπή τα υπόσχεται αλλά το Συμβούλιο απουσιάζει και, επιπλέον, η Φινλανδική Προεδρία στην πρόσφατη πρότασή της για το νέο πολυετή προϋπολογισμό προτείνει περικοπή των κονδυλίων για το πρόγραμμα συνεργασίας για την αντιμετώπιση της φορολογικής απάτης κατά 40% σε σχέση με ό,τι προτείνει το Κοινοβούλιο και κατά 20% σε σχέση με ό,τι είχαμε στο προηγούμενο δημοσιονομικό πλαίσιο. Επομένως κοροϊδευόμαστε! Δεν αρκούν τα λόγια, χρειάζονται έργα και αποτελέσματα.

  Henrik Overgaard Nielsen (NI). – Madam President, any decision about VAT will affect any free trade agreement agreed between the EU and the UK.

On Thursday, the people of the UK voted resoundingly for Brexit and they voted overwhelmingly in favour of a Canada-style free trade agreement with the EU. They also voted emphatically against the customs union, against staying in the single market and against the European Court of Justice having any jurisdiction in the UK.

Everybody agreed that this election was a Brexit election, so the will of the people has been heard for the second time, may I say, on the issue of Brexit.

And the people have yet again told us that they knew what they voted for in 2016. This general election has proven that, when given the choice, the British people choose free trade and cooperation and not a political super-state.

Will the remaining EU citizens ever be given this choice or will they drift further and further into the Federal States of Europe? The citizens of Europe should be given the choice and if they choose, like the Brits, we should roll back federalism and start co-operating again like nation states. It is called democracy.

It might seem strange to many of you, but not everyone subscribes to a centralised monolithic form of politics. Some of us actually believe in democracy. To quote Rabbi Sacks, ‘every one of us counts, every one of us has a voice’. You lose that, you lose everything, because then it becomes a game for the rich and powerful.

  Pablo Arias Echeverría (PPE). – Señora presidenta, señor comisario, señora ponente, todos los Estados miembros comparten el problema del fraude fiscal en las operaciones a través del comercio electrónico en la Unión Europea. Se estiman unas pérdidas en recaudación del IVA en operaciones transfronterizas de en torno a 5 000 millones de euros. También se ha constatado fraude de IVA en prestación de servicios, aunque este es, sin duda, más difícil de cuantificar.

Los Estados miembros por sí solos no disponen de la información necesaria para garantizar una correcta y efectiva aplicación de las reglas del IVA. El intercambio de datos no siempre es posible por las limitaciones legales, lo que hace que la cooperación administrativa sea ineficiente de cara a combatir el fraude fiscal en el comercio electrónico. Necesitamos nuevas herramientas para luchar contra el fraude en las transacciones transfronterizas en el comercio electrónico. El intercambio de información, la agilidad en la toma de decisiones y la simplificación de la norma son cruciales para combatir el fraude de manera efectiva. Por esto, apoyamos la propuesta de crear un sistema electrónico central de almacenamiento de información de pagos, y la obligatoriedad por parte de los Estados miembros de recoger y transmitir la información de proveedores de servicios de pago. Para esto, es necesario simplificar, es necesario armonizar el proceso de recogida de datos y su formato. De esta forma, seremos más efectivos y podremos evitar que los proveedores de pagos estén obligados a presentar la misma información con formato diferente en cada Estado miembro. Esto supondrá, sin duda, una herramienta efectiva para la lucha contra el fraude y será una eficiente acción que permitirá a los proveedores de servicios de pago ahorrar tiempo y recursos, eliminando las barreras para seguir implementando un verdadero mercado único digital.

  Marek Belka (S&D). – Madam President, we are talking about the tax that is a major revenue source for Member States. Therefore, the fight against VAT fraud and VAT losses is to strive to minimise the impact on state budgets. It is a fight for our governments to finance hospitals, schools or invest in a safe infrastructure. According to statistics, the VAT gap in 2017 amounted to over 137 billion euros; that means more than around 260 euros per EU citizen were lost. While the differences across Member States vary, a unilateral fight to fight tax fraud is not efficient – only a common set of actions can solve or minimise the problem.

Hence, I welcome the Commission’s proposals on the files we are discussing: introducing requirements for payment service providers, and strengthening cooperation within the EU in order to combat VAT fraud. At the same time, I want to stress two issues. The Commission should evaluate if virtual currency platforms should also be covered by the legislation. Also, in order to have more precise data on the VAT gap, I call on the Commission to develop a common statistical approach to quantify this phenomenon.

  Bogdan Rzońca (ECR). – Pani Przewodnicząca! Panie Komisarzu! Skala oszustw w Unii Europejskiej w zakresie VAT-u jest ogromna, do końca nie wiadomo jaka. Współpraca państw członkowskich przy zwalczaniu oszustw jest po prostu konieczna. Grupa ECR popiera Komisję i Radę w walce z wyłudzeniami bądź unikaniem podatku VAT, szczególnie właśnie w obszarze handlu internetowego.

Konieczne wydaje się konstruowanie lepszego prawa, lepszych narzędzi po to, żebyśmy mogli stworzyć taką sytuację, że nie ucierpią na tej legislacji firmy, które chcą się rozwijać, ani konsumenci, którzy chcą korzystać z rynku. Wyzwanie stanowi również klarowność w ochronie i gromadzeniu danych osobowych – tu konieczna jest oczywiście współpraca z Europejskim Inspektorem Ochrony Danych Osobowych.

Powinniśmy uzyskiwać informacje na temat nieuczciwego sprzedawcy mającego siedzibę poza państwem konsumpcji, a zaoszczędzone środki mogą być kierowane na inne ważne obszary działalności państwowej, tak jak w Polsce. Polska w ostatnich latach bardzo skutecznie zwalczała wyłudzenia podatkowe, a pochodzące z tej walki środki przeznaczaliśmy właśnie na sprawy społeczne.

Potrzebna jest więc determinacja, by skutecznie walczyć z luką VAT-owską, co przyniesie chwałę wszystkim krajom Unii Europejskiej i uporządkuje prawo.

  Emmanuel Maurel (GUE/NGL). – Madame la Présidente, il est vrai que la mondialisation et la dématérialisation des achats ont vu émerger toutes sortes d’escrocs qui fraudent massivement sur la TVA, au point que l’écart entre ce qui devrait être perçu et ce qui l’est réellement, pour l’Europe, est de 137 milliards d’euros. Pour mon propre pays, la France, c’est près de 12 milliards d’euros, c’est à dire trois fois le déficit de notre régime de retraite. C’est colossal.

Le texte parle évidemment des États membres, dont la coordination est inefficace et dont l’administration fiscale n’est pas suffisamment vigilante. Mais il nous faut aussi parler des vrais coupables, c’est à dire, notamment, de tous les opérateurs de commerce électronique. Nous parlons des services de paiement en ligne, mais je veux que nous mettions l’accent sur toutes les plateformes de vente comme Amazon, Alibaba, Cdiscount, qui sont un véritable angle mort de notre réflexion commune et qui ne sont absolument pas gênées de commercialiser des produits non assujettis à la TVA. Par exemple, en France, 98 % de ceux qui passent par Amazon et consorts ne sont même pas immatriculés à la TVA.

Il faut donc une réponse à la hauteur de l’enjeu parce que, là, nous avons de véritables fraudeurs fiscaux, et l’Europe ne peut pas se contenter de laisser ces multinationales ne pas payer d’impôts comme elles le devraient.

  Ivan Vilibor Sinčić (NI). – Poštovana predsjedavajuća, danas govorimo o poreznim prevarama. Kad govorimo o poreznim prevarama u Hrvatskoj, ne možemo ne dotaknuti se Agrokora, jednog velikog koncerna koji je upao u insolvencijski postupak prije dvije godine, koji je najveći takav u jugoistočnoj Europi.

To je koncern od nekih sedamdest firmi s oko 60 tisuća zaposlenih i na tom primjeru pokazalo se točnim sve ono što sam govorio od svog ulaska u politiku, a to je da postoje dvostruki standardi u Hrvatskoj, da nema vladavine prava i da nema socijalne pravde u Hrvatskoj. Pokazalo se da, ako znate prave ljude, da možete raditi što hoćete, a da vama ne može nitko ništa.

Krenimo redom. U Hrvatskoj ima oko 600 velikih poreznih obveznika. U 20-ak godina u 146 firmi, od tih 600 nikada nije izvršen porezni nadzor. Nikada nije tamo stupio porezni inspektor. Mnoge od tih firmi su iz koncerna Agrokor. U 252 firme nije nikad bilo nadzora poreza na dobit, u 378 firmi nije nikad bilo nadzora dohotka i doprinosa, i konačno, što je današnja tema, u 170 od tih 600 firmi nikad nije bilo nadzora PDV-a, iako je po poreznim zakonima prioritet hrvatske države upravo porezni nadzor u velikim firmama. To se u praksi nije dešavalo.

Gospodin Todorić, koji je bio vlasnik Agrokora, njemu se godinama pogodovalo na sve načine pa su se tako krivotvorila izvješća, to se sve toleriralo desetljećima. Izdavao je bonove, mjenice bez pokrića i tu se pokazao dvostruki standard. S druge strane, malim poreznim obveznicima, pogotovo onima nepodobnima, inspekcija je dolazila redovito, vršila je nad njima teror. Sve ovo jasno pokazuje da ove mjere nisu dovoljne i da će Hrvatska ostati Divlji zapad i Eldorado za porezne neplatiše.

  Ivan Štefanec (PPE). – Vážená pani predsedajúca, som presvedčený, že boj proti daňovým podvodom by mal byť jednou z hlavných úloh príslušných orgánov a inštitúcií Európskej únie. Globalizovaný trh, nové finančné nástroje a digitalizácia prinášajú okrem komfortu a úspor aj nové príležitosti pre rôznych zločincov. Podvody sú čoraz sofistikovanejšie a štáty samotné majú stále menej možností ako ich odhaľovať. Vieme, že v roku 2017 predstavovali celkové úniky na dani z pridanej hodnoty neuveriteľnú sumu 137 miliárd EUR. To znamená, že každé desiate euro, ktoré sa malo skončiť, ktoré mali vybrať jednotlivé štáty, skončilo vo vreckách mafie. To sú peniaze, o ktoré prišli všetci občania. Závažnosť tejto problematiky podčiarkuje aj to, že to boli práve zločiny v daňovej oblasti, ktoré viedli k smrti novinárov Daphne Caruany Galizia a Jána Kuciaka s partnerkou. Žijeme v dobe, keď sa najcennejšou komoditou stávajú informácie. Je preto nevyhnutné, aby úrady jednotlivých štátov spolu zdieľali čo najviac dát a dokázali objektívne vyhodnocovať a prípadne používať ich aj v trestných konaniach. Je potrebné zaviesť mechanizmy, ktoré zabránia únikom pomocou takzvaných kryptomien. Bežnou praxou podvodníkov je tiež zakladanie fiktívnych firiem v rôznych členských štátoch Únie a následné zložité obchodné transakcie medzi nimi. Využívajú pri tom rozdiely v legislatíve a slabú vzájomnú komunikáciu úradov. Tieto slabé miesta môžeme odstrániť. Verím, že nová Európska komisia ich identifikuje a v súčinnosti s Európskym parlamentom sa nám podarí sumu, o ktorú prichádzame pri daňových podvodoch, zredukovať na minimum. Potrebujeme urobiť všetko preto, aby sme zjednodušili daňový systém a pomohli odhaliť tých, ktorí ho zneužívajú. Naši občania si to zaslúžia.

  Zbigniew Kuźmiuk (ECR). – Pani Przewodnicząca! Luka w podatku VAT w całej Unii sięga 140 miliardów euro rocznie, jak już kilkakrotnie mówiono na tej sali. Jest to prawie jednoroczny unijny budżet, choć rozłożenie tej luki na poszczególne kraje członkowskie jest rzeczywiście nierównomierne. Mój kraj, Polska, w ciągu ostatnich trzech lat zmniejszył tę lukę z 24 % w 2015 roku do 12 % w 2018 roku, a w tym roku luka spadnie poniżej 10 %. Mam nadzieję, że inne kraje będą brały przykład z Polski.

Propozycja legislacyjna Komisji i Rady w sposób zrównoważony odpowiada nowym wyzwaniom, z którymi muszą się mierzyć organy podatkowe państw członkowskich, szczególnie biorąc pod uwagę rosnącą rolę platform ułatwiających handel internetowy, ale jednocześnie utrudniających zadania administracji podatkowej. Zharmonizowanie sposobu gromadzenia informacji na temat płatności przez pośredników oraz wymiany informacji między państwami zaproponowane w tej legislacji, w tym powstanie instytucji zarządzania i obsługi centralnego systemu o płatnościach czyli tzw. CESOP, powinno przynieść wymierne korzyści wszystkim krajom członkowskim.

  Barbara Thaler (PPE). – Frau Präsidentin, sehr geehrter Herr Kommissar, liebe Kolleginnen und Kollegen, liebes Publikum vor den Bildschirmen! Ich spreche in diesem Haus als Abgeordnete zum Europäischen Parlament und heute auch als IT-Unternehmerin. Wir haben gehört, dass im Jahr 2017 die EU-Mehrwertsteuerlücke circa 137 Milliarden Euro betragen hat. Das ist nicht ganz ein Siebtel des kompletten aktuellen mehrjährigen Finanzrahmens oder die gleiche Summe, die wir für Wettbewerbsfähigkeit, Wachstum und Jobs ausgegeben haben – in sieben Jahren wohlgemerkt. Das macht mehr als deutlich, wie dringend hier Regelungen geschaffen werden müssen, um Mehrwertsteuerbetrug zu verhindern.

Auch ein Grund für die steigende Lücke ist spezieller Mehrwertsteuerbetrug im e-Commerce. Aber ein Mitgliedsland alleine hat selten die Möglichkeiten oder alle notwendigen Informationen und daher kaum die Chance, dem Problem Herr zu werden. Mit dem vorliegenden Vorschlag haben wir, haben die Mitgliedstaaten nun ein starkes Instrument in der Hand, um faire Wettbewerbsbedingungen für internationalen Handel und Online-Handel sicherstellen und auch kontrollieren zu können. Damit werden wir auch ein positives Signal an all die kleinen und mittelständischen Unternehmen senden, die jetzt schon den Großteil der Steuerlast tragen.

  Maria Grapini (S&D). – Doamnă președintă, domnule comisar, îmi pun toată speranța în dumneavoastră pentru că acest subiect noi l-am dezbătut și în mandatul trecut. Evident că, sigur, Comisia, noi, Parlamentul, am încercat să găsim instrumente pentru a contracara evaziunea pe TVA. Sigur, Comisia a identificat câteva. Avem și instrumente, avem Eurofisc, instrumentul prin care statele membre își transmit informațiile. Din păcate, există evaziune transfrontalieră pe TVA, există și în comerțul electronic, există și la exporturi, există și între statele membre și țările terțe. Există, de asemenea, achiziții fictive.

Ce ar trebui să facem - să identificăm alte instrumente prin care să putem să punem capăt─ pentru că nu microîntreprinderile, nu întreprinderile mici și mijlocii fac evaziunea ─ ? Există o legătură cu criminalitatea economică. Evaziunea pe TVA este plasată în această zonă și cred că trebuie să găsim alte instrumente care să ducă la diminuare. Subliniez, totuși, că față de 2016, când aveam 150 de miliarde, a mai scăzut un pic, însă domnule comisar, cred că aveți mult de lucru pe această temă.

  Vlad-Marius Botoş (Renew). – Doamnă președintă, stimați colegi, domnule comisar, sunt total de acord că este necesară o abordare comună în cuantificarea și analiza colectării TVA. Crearea unui sistem electronic central de informații asupra plăților este o soluție viabilă doar în măsura în care statele membre se vor putea ralia la acest sistem și vor putea oferi colaborare optimă din punct de vedere al introducerii datelor necesare.

Trebuie, însă, să atrag atenția asupra faptului că există state membre care nu au capacitatea administrativă și tehnică de a colecta și furniza toate datele necesare în timp real și de a se adapta rapid dezvoltărilor tehnice. Nu trebuie să scăpăm din vedere faptul că este necesar să găsim de la bun început soluția de a aduce și a menține la același nivel, în toate statele membre, capacitățile administrative și tehnice. Totodată, trebuie să ne asigurăm că există mecanisme de adaptare rapidă și evoluția și dezvoltarea sistemului centralizat CESOP care să respecte trendul de digitalizare economică europeană.

  Tudor Ciuhodaru (S&D). – Doamnă președintă, domnule Gentiloni, trebuie să recunosc că sunt extrem de îngrijorat. Eu sunt pentru prima dată în Parlamentul European și când auzi că această fraudă este echivalentă cu bugetul Uniunii Europene, poți să îți pui doar mari semne de întrebare dacă acești bani care ar trebui să fie folosiți pentru sănătate, educație sau infrastructură pleacă în alte direcții.

În primul mi se pare absolut rezonabilă acea idee de sistem centralizat la nivel european, dar eram de aceeași părere: cine îl pune în practică? Pe de altă parte, poate ar fi momentul să ne gândim și la prevenție. La prevenție ar fi vorba despre o fiscalitate echitabilă în toate țările europene.

Prevenția ar însemna să fie controlate și acele multinaționale a căror problemă s-a ridicat astăzi în plenul Parlamentului European și, de ce nu, dacă vorbim de sume atât de importante, poate găsiți ca pe acea platformă comună să colaborați cu o noua instituție, cu Procurorul European, în așa fel încât aceste lucruri să fie depistate și sancționate și în așa fel încât, poate, să nu mai asistăm la aceste deturnări.

Vă mulțumesc, vă doresc succes și sincer să fiu, nu aș vrea să fiu în locul dumneavoastră pentru că pare din ce în ce mai mult o luptă cu morile de vânt.

  Paolo Gentiloni, Member of the Commission. – Madam President, I would like to thank you all for the quality of our debate, and also for the very large support to the proposals that we are discussing.

I will make only two remarks. One is, as many of you have said, administrative cooperation will be key in this process and Member States’ tax authorities should make full use of the new and existing instruments. Second, we obviously need to take new steps forward – ambitious ones – because of the dimension of the problem that we are facing. We will work hand in hand.

I would like to inform you that the Commission will organise a conference to discuss how tax compliance and the fight against fraud can be improved. I hope that your input to this conference will be valuable. From this conference, we will bring results to the new Action Plan on fighting fraud and ensuring compliance, as I said before.

I strongly welcome and value the contribution of the Parliament in these issues. You can count on my full commitment to work with you in the next five years to ensure a fair tax environment in Europe. This, I think, is a common commitment of the Commission and the Parliament.

  Lídia Pereira, Relatora. – Senhora Presidente, Senhoras e Senhores Deputados, agradeço os contributos de todos, que valorizam este debate e mostram o quanto estamos empenhados no combate à evasão fiscal na União e, em particular, na luta contra a fraude ao IVA. Estes relatórios refletem uma ambição ponderada e assente na certeza de que a digitalização está a mudar as nossas vidas todos os dias.

Por isso, legislar hoje significa mais que encontrar soluções gerais e abstratas: significa também encontrar soluções concretas para problemas que, no pormenor, podem tornar-se prejuízos significativos, prejuízos para o erário público dos Estados—Membros, para o orçamento geral da União e, na verdade, para o orçamento familiar dos europeus.

A fraude ao IVA no comércio eletrónico na União Europeia está a crescer porque o comércio eletrónico na União está a aumentar. Muitas vezes, proteger o mercado interno exige que saibamos esperar e deixar o mercado funcionar. Não é o caso. Estamos a legislar assim porque acreditamos num mercado justo em que a fiscalidade e as obrigações tributárias podem ser um instrumento de justiça e de proteção das empresas e dos cidadãos.

É verdade que estes relatórios são sobre o IVA no comércio eletrónico, mas podem ser um sinal a partir deste setor para a grande reforma do IVA que ambicionamos para a Europa. Uma reforma para uma fiscalidade mais adaptada aos desafios da economia digital, mais ambiciosa na construção de um orçamento europeu focado na coesão, na convergência e na competitividade.

Os impostos são inevitáveis, como sabemos. O nosso desafio é transformá-los num instrumento ao serviço das nossas economias, do crescimento e do emprego.

  Irene Tinagli, Rapporteur. – Madam President, with these two reports that will be voted tomorrow, the European Parliament expresses its non-binding opinion on the appointment of two new members of the Executive Board of the European Central Bank.

Over the last month, the Council has recommended the names of Fabio Panetta and Isabel Schnabel and on both candidates the European Central Bank has expressed its positive opinion. The curricula vitae sent to us by the President of the European Council clearly show how both candidates are persons of recognised standing and professional experience in monetary or banking matters, as required by Article 238 of the Treaty.

Fabio Panetta has spent his professional career of over 30 years as a central banker. He has served in important positions at national, European and international level, and he is currently the senior Deputy Governor of the Bank of Italy. Isabel Schnabel is a distinguished scholar of one of the most prestigious European universities and for five years she has been a member of the Council of Economic Advisers of Germany.

The ECON Committee submitted to the two candidates a written questionnaire of over 50 questions and subsequently organised a public hearing. The vast support received by Fabio Panetta and Isabel Schnabel, 90% and 70% respectively, demonstrates the very wide appreciation of the ECON Committee for these two excellent candidates.

However, the two reports do not simply express our support for Fabio Panetta and Isabel Schnabel; they recall and renew battles that the European Parliament has been fighting for some time.

First and foremost, the battle for a selection and appointing procedure that involved the Parliament more. Of course, we appreciated that after our requests the President of the Eurogroup, Mário Centeno, by publicly announcing which nominations had been received for each position, has made the selection process more transparent than in the past. However, we reiterate our request that the Council, before each of its recommendations, submits to the Parliament a list of at least two names where at least one man and one woman are present.

Only in this way will it be possible to guarantee equal opportunities for men and women in the selection procedures for top positions in our institutions, and therefore to favour gender balance in management bodies.

We already have achieved some important results in this regard. In the last six months, half of the Executive Board of the European Central Bank was renewed, and two out of the three new members are women. One third of the Executive Board will be composed by women, and let us not forget that one of them has been appointed as the President of the ECB.

However, this is not enough. A few months ago, European newspapers published a photo of the ECB Governing Council, that is the other management body of the ECB, and there was only one woman in that picture – Madame Lagarde herself.

Of course this is not due to the nomination process we are discussing; this is due to the fact that the non-executive part of the ECB Governing Council is composed by all the governors of the national central banks of the euro area, and all of them happen to be men.

This makes it clear that our aim for a gender-balanced representation in European bodies can be reached only if this process takes place everywhere in national institutions first. For this reason, we call on the Council to forward our message to all Member States.

To conclude, I just want to say that our support for these two excellent candidates, and our responsibility in guaranteeing the correct and regular functioning of the ECB, while safeguarding interinstitutional cooperation, shall not diminish our battles which we will continue fighting with determination in the future.

  Paolo Gentiloni, Member of the Commission. – Madam President, honourable Members of the Parliament, honourable Irene Tinagli, we all know how relevant the role of the European Central Bank is to our economy. The Bank has played a crucial role in managing the recent crisis. Monetary policy has successfully used the instruments at its disposal to stimulate the economy, and as a result, it has averted a serious threat of deflation.

I’m glad to see a discussion on your agenda on these two appointments, specifically for two reasons. Firstly, for reasons of democratic accountability. The Treaties enshrine the independence of the European Central Bank, and this is a principle that the Commission defends wholeheartedly, but independence and accountability are two sides of the same coin.

Secondly, as you can see from the composition of the College and the cabinets of Commissioners, this Commission is committed to the promotion of gender equality. It is my conviction that public institutions, such as the Commission and the ECB, have a particular responsibility in this respect. I therefore support the Parliament’s endeavour for gender balance in all European bodies, which was underlined by the honourable Ms Tinagli right now.

As you were very right to point out in your resolution earlier this year, all of us working in the economic field need to move to do more on this front. However, we need to be careful to facilitate the functioning of the ECB in these important times, not least when the institution is not to blame for faults in the nomination process. It should also be highlighted that the ECB itself has stepped up its efforts on that front in recent years.

I know you will make sure that it continues to strive for gender equality under the leadership of President Lagarde. After all, the positions expressed by this Parliament have already yielded results, following the appointment of Madame Lagarde and the election of Ursula von der Leyen as President of the Commission, women finally fill two of the most crucial positions in the EU. I look forward to hearing your views and to continuing our good cooperation with the European Central Bank.

  Markus Ferber, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen, liebe Kollegen! Das Exekutivdirektorium der Europäischen Zentralbank erlebt in diesem Jahr einen personellen Umbruch.

Mit Christine Lagarde, Isabelle Schnabel und Fabio Panetta gibt es neue Gesichter im EZB-Rat, und wenn ich Herrn Lane noch dazu zähle: innerhalb kürzester Zeit vier Neue im Direktorium. Das ist sicherlich auch ein guter Anlass, auch mal ein paar alte Methoden und Prioritäten der Europäischen Zentralbank zu hinterfragen.

Insofern ist die Überprüfung der geldpolitischen Strategie der Zentralbank, die ja zuletzt 2003 durchgeführt wurde, ein richtiger Schritt. Ich glaube aber, dass wir bei diesen Überprüfungen auch die Begehrlichkeiten etwas zurückschrauben sollten, denn das Mandat der Europäischen Zentralbank wird damit nicht überprüft, das Mandat ergibt sich aus den Verträgen. Und wer an dem Mandat etwas ändern will, der muss sich dann auch an die Verträge ranmachen. Es ist nicht Aufgabe der EZB, sich ein neues Mandat zu geben.

Was aber möglich ist, ist zu überdenken, was Preisstabilität im 21. Jahrhundert bedeutet. Der Chefvolkswirt der Europäischen Zentralbank hat erst kürzlich die strukturellen Faktoren beschrieben, die unsere Wirtschaft beeinflussen: der demografische Wandel, der Wandel zur Dienstleistungsgesellschaft, die gestiegene Nachfrage nach sicheren Anlageprodukten. All diese Faktoren drücken auf den Zins. Wenn diese Analyse aber zutrifft, dann muss auch die EZB den nächsten Schritt gehen. Das heißt, wenn der Gleichgewichtszins marktgetrieben langfristig sinkt, sollte sich auch die Geldpolitik der Europäischen Zentralbank anpassen.

Es macht keinen Sinn, dogmatisch am Ziel der 2 %-Inflation festzuhalten, wenn man selber mittel- und langfristig niedrigere Wachstumsraten prognostiziert. Insofern sollte die EZB diesen Teil ihrer Politik dringend überprüfen, damit auch Erspartes dauerhaft wieder einen Profit abwirft.

Wir werden als EVP beide Nominierungen unterstützen und erwarten uns eine enge Zusammenarbeit mit dem Europäischen Parlament.

  Jonás Fernández, en nombre del Grupo S&D. – Señora presidenta, bienvenido, comisario, mañana votaremos esas candidaturas para completar el órgano de gobierno del BCE, y yo creo que los dos candidatos que han pasado el proceso de examen por la Comisión de Asuntos Económicos y Monetarios, hace algunas semanas, cumplen perfectamente los requisitos para colaborar en la dirección de la política monetaria del BCE.

Y es un cambio que además coincide con la elección de la nueva presidenta de la institución y, por lo tanto, abre un nuevo período; un nuevo período en el que yo creo que es necesario revisar la actividad del Banco Central Europeo. Estoy de acuerdo en que el mandato del Banco está claramente en los Tratados, pero la manera en que ese mandato se traduce a los objetivos concretos y a los instrumentos para implementar esa política monetaria, obviamente, forma parte del debate.

La actual estrategia de política monetaria del BCE fue acordada ya en 2003, hace más de quince años, y desde entonces han pasado muchas cosas: ha caído la tasa de interés natural del dinero como respuesta a los cambios demográficos y a los retos de la digitalización y, por lo tanto, la capacidad de implementar políticas monetarias está muy restringida por esa caída permanente de la tasa de interés natural.

Por ello necesitamos buscar otros objetivos, dentro del mandato, pero otros objetivos. Necesitamos analizar si podemos incorporar los precios de los activos, o si necesitamos fijar ese objetivo de inflación no tanto en el crecimiento de los precios, sino en el propio nivel de los precios. Y, además, necesitamos también revisar los instrumentos en un mundo digital que abre un nuevo terreno para la política monetaria.

Y, para todo ello, yo creo que tenemos un BCE preparado y las dos personas sobre las que votaremos mañana aportan claridad y principios a ese debate.

  Luis Garicano, en nombre del Grupo Renew. – Señora presidenta. El Banco Central Europeo ha sido la única institución que ha actuado con el interés de resolver la crisis —la última crisis— en nombre de todos los europeos. Por desgracia, a juzgar por las noticias que nos llegan de ciertos Estados, este hecho no parece estar tan claro en la opinión pública. Algunos se quejan de que el BCE hace demasiado, y pueden tener parte de razón, pero lo que no dicen es que, si el Banco Central Europeo está haciendo mucho, es porque la política monetaria está siendo la única herramienta que se está usando contra la crisis y los Estados no están cumpliendo con su parte. La política monetaria no puede ser el único instrumento para combatir una recesión. La Unión Europea necesita mecanismos contracíclicos eficaces para complementar su acción, como un seguro de desempleo común europeo o un presupuesto para la zona del euro —y el presupuesto tiene que tener el tamaño adecuado, no lo que el Eurogrupo parece estar acordando—.

Queremos y creemos en un Banco Central Europeo independiente, una institución que diga la verdad, por incómoda que sea, y la verdad es que los Estados miembros deben hacer más. Por ello, nos alegramos de que los dos candidatos sobre los que nos pronunciamos hoy hayan aceptado, ante la Comisión de Asuntos Económicos de este Parlamento, hacer del Banco Central Europeo una institución comprometida con las reformas necesarias para fortalecer la zona del euro.

Por otro lado, las quejas sobre el BCE no solo se deben a que ya se haya visto obligado a usar tanto su política monetaria, sino también se explican por mala comunicación. Tenemos que combatir la desinformación y el populismo monetario. No podemos permitir que medios sensacionalistas de algunos países digan que el BCE roba el dinero de los ahorradores y de los pensionistas. Necesitamos que la Unión Europea tenga un relato claro al respecto. Debemos poder defender nuestras instituciones y explicar a nuestros ciudadanos por qué las decisiones del Banco Central Europeo fueron y son acertadas. Esta no es una tarea exclusiva del Banco Central Europeo. Nosotros también, desde el Parlamento Europeo, tenemos que ser más activos a la hora de condenar las mentiras de los populistas y explicar nuestras decisiones. Pero no solo hay que explicar las decisiones políticas: también las técnicas. Tenemos que explicar a los ciudadanos las ideas que nos motivan a tomar las decisiones que tomamos. Y es que la acción del Banco Central Europeo debe ser creíble, y del esfuerzo de todos depende que nuestra moneda única, uno de nuestros mayores éxitos, tenga un futuro próspero.

Este reto de comunicación es el reto que también tendrán por delante los futuros miembros del Comité Ejecutivo del Banco Central Europeo, Isabel Schnabel y Fabio Panetta. Desde Renew Europe sabemos que entienden la situación y consideramos que están capacitados para ayudar a resolverla. Por eso votaremos a favor sus nombramientos. Creemos que están capacitados para tomar las decisiones correctas y que ambos están capacitados para ayudar a explicar estas decisiones.

Como ha dicho la presidenta de nuestra comisión, queremos resaltar también un problema en estos nombramientos y en este procedimiento, que tiene que ver con el problema de paridad de género. Los ciudadanos no pueden sentirse representados por un Consejo de Gobierno en el que la mitad de la ciudadanía no está representada, pues de veinticuatro miembros solo uno es mujer. Ante esta situación, el Parlamento Europeo, mediante una Resolución que se aprobó en marzo de este año, exigió que los Estados presentaran dos nombres para cubrir cada vacante: un hombre y una mujer. De entre ellos, el Parlamento escogería al más cualificado. Si no se ponen nombres de mujeres encima de la mesa, es imposible que logremos la igualdad de género. Los Estados deben hacer más en su ámbito competencial. Todos los gobernadores de los bancos centrales nacionales son hombres. Soy profesor de economía. Me he dedicado a ello veinticinco años y les puedo garantizar que hay muchas mujeres muy capacitadas en mi profesión, y me resulta muy difícil entender por qué es tan complicado encontrarlas. Eso debe cambiar. Sinceramente, me parece una vergüenza la foto de la que hablaba la presidenta Tinagli y no se debe repetir, y, en ese sentido, les pedimos a los Estados miembros que, por favor, hagan su parte.

  Sven Giegold, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Wir Grünen unterstützen Isabel Schnabel und Fabio Panetta für diese Aufgabe. Man muss allerdings hier diese Gelegenheit nutzen, um mal darauf hinzuweisen, wie es dazu gekommen ist.

Seit vielen Jahren streitet dieses Parlament dafür, dass wir in den zentralen Finanzpositionen der EU mehr Ausgleich zwischen den Geschlechtern bekommen, und bis heute gelingt uns das nicht. Man muss der Ehrlichkeit halber hinzufügen: auch nicht bei uns selbst. Aber was hier passiert ist, ist doch, dass das Parlament sehr klar gesagt hat: Wir wollen in Zukunft immer ausgewogene Listen, damit wir danach nach Qualifikation und unter Einbeziehung der beiden Geschlechter hier entscheiden können. Und der Rat hat dies wieder nicht hingenommen, nicht hinbekommen, weil nach wie vor Spitzenpositionen zuvorderst zum Gegenstand von nationalen Erbhöfen gemacht werden, wo gesagt wird: Jetzt ist mal ein Italiener dran, dann mal ein Deutscher, dann mal ein Franzose, dann mal jemand aus einem kleinen Land.

So bekommt man aber weder die qualifiziertesten Kandidatinnen und Kandidaten noch bekommt man ein vernünftiges Geschlechtergleichgewicht. Deshalb brauchen wir vom Rat der Mitgliedsländer eine interinstitutionelle Vereinbarung, wie wir in Zukunft, ohne die einzelnen Kandidatinnen und Kandidaten zu beschädigen, hier zu einem vernünftigen Gleichgewicht kommen. Und die Kommission ist aufgerufen, hier zu helfen, eine solche interinstitutionelle Vereinbarung über die Besetzung von Spitzenpositionen in den europäischen Institutionen im Finanzbereich zu bekommen.

Man muss sich aber auch fragen, ob es hier nur um Personal und einzelne Positionen geht. Wäre es wirklich so gewesen, wenn eine Frau der EZB vorgesessen hätte, dass sie für Jahre die geldpolitische Strategie schon festgelegt hätte, wenn ein Mann kommt? Nichts anderes hat ja Mario Draghi gemacht, indem er faktisch die Niedrigzinspolitik für die Zukunft festgeschrieben hat. Deshalb finde ich es richtig, dass die neue Chefin gesagt hat: Wir überarbeiten die geldpolitische Strategie.

Und das ist die richtige Gelegenheit, im Rahmen der vertraglichen Aufgaben sowohl die Begrünung der Geldpolitik und der Aufsichtspolitik der EZB voranzutreiben als auch die Nebenwirkungen der Niedrigzinspolitik mehr in den Blick zu nehmen. Denn die Gefahr von entsprechenden Vermögenspreisblasen ist real, und richtig ist auch, dass sowohl die Kandidatinnen und Kandidaten, die wir jetzt bestimmen, als auch Christine Lagarde klar gesagt haben: Nur mit einer gemeinsamen Fiskalpolitik, mit einer Vollendung der Wirtschafts- und Währungsunion und der Bankenunion kann die Zinspolitik sich ändern. Und daran sollte dieses Haus mitarbeiten.

  Antonio Maria Rinaldi, a nome del gruppo ID. – Signora Presidente, onorevoli colleghi, la nostra delegazione ha espresso parere favorevole alla nomina nel Board della Banca centrale europea del dottor Fabio Panetta, compiacendosi con il membro italiano designato, in quanto ha dimostrato continuativamente nel tempo un alto profilo di competenza, professionalità ed indipendenza, raggiungendo con esclusivi criteri di merito i vertici direttivi dalla Banca d'Italia, una delle più prestigiose istituzioni italiane.

Vorremmo, tuttavia, in questa occasione attirare l'attenzione dell'Assemblea nella speranza che il nuovo Board della Banca centrale europea, nella sua totale indipendenza statutaria, riconsideri la politica dei tassi negativi, perché la loro permanenza nel tempo sta creando una situazione paradossale, per la quale, da una parte, l'enorme liquidità immessa a fronte degli stimoli monetari straordinari intrapresi negli ultimi anni non è riuscita a raggiungere, se non in modo marginale, l'economia reale, cioè le famiglie e le imprese dell'eurozona e, dall'altra, ha anche creato enormi problemi di sostenibilità negli asset di investimento individuali e collettivi, come i fondi pensione.

Inoltre, speriamo fortemente che venga predisposto finalmente senza indugi un calendar provisioning mirato a stabilire i criteri di sorveglianza degli strumenti OTC, cioè quelli classificati come level 2 e level 3 in modo da tutelare i risparmiatori, nonché la stabilità finanziaria dell'intera Eurozona dalle sue maggiori ed effettive fonti di rischio.

Infine, confidiamo che lo stesso Board della Banca centrale europea valuti attentamente se l'attuale previsione dei poteri preparatori valutativi dell'ESMA, estesi alla sostenibilità del debito di un paese membro, secondo il criterio univoco inserito nell'allegato 3 non determini automaticamente aspettative di mercato negative sul collocamento dei titoli pubblici, in quanto gli effetti sarebbero imprevedibili e dunque rischiosissimi a causa della totale, opaca e arbitraria scelta nell'applicazione del metodo quantitativo.

  Johan Van Overtveldt, namens de ECR-Fractie. – Voorzitter, commissaris Gentiloni, de Europese Centrale Bank voert al ruim tien jaar een zeer expansief beleid, waarvoor tijdens de financiële crisis en de acute fase van de eurocrisis natuurlijk zeer goede redenen waren. We zien momenteel echter dat het blijven hanteren van dit beleid steeds meer onbedoelde gevolgen begint te krijgen. Het resulteert namelijk onder meer in een aanslag op het spaarvermogen, druk op de productiviteit, omdat steeds meer zogenoemde “zombiebedrijven” in leven worden gehouden, en een constante druk op de financiële stabiliteit. Er is dus veel werk aan de winkel voor de nieuwe Voorzitter en de twee kandidaat-bestuurders of -directeuren over wie we het vandaag hebben, mevrouw Schnabel en de heer Panetta. Beiden hebben tijdens de hoorzittingen wat mij betreft een zeer goede indruk gemaakt en zullen daarom onze steun krijgen. Tot slot wil ik nog even terugkomen op de volgende, bijzonder merkwaardige uitdrukking van mevrouw Schnabel tijdens haar hoorzitting: “There are very few people who understand what is really going on”. Ik heb daar onmiddellijk tegen geprotesteerd en mevrouw Schnabel heeft daar positief op gereageerd. Sterker nog, ze heeft toegezegd in ieder geval haar best te zullen doen om de communicatie van centrale bankiers voortaan duidelijker en begrijpelijker te maken voor de doorsnee burger.

  José Gusmão, em nome do Grupo GUE/NGL. – Senhora Presidente, durante os anos de Mario Draghi foram mobilizados instrumentos extraordinários de política monetária. No entanto, o crescimento desses anos foi medíocre e estes instrumentos têm riscos e consequências que não devem ser ignorados.

Nas audições com os membros que agora irão ser designados, quisemos saber se concordam com a importância de termos uma combinação de políticas na União Europeia, nomeadamente com instrumentos orçamentais muito mais significativos do que aqueles que existem atualmente, quisemos saber o que pensam sobre o BCE olhar mais para a questão do emprego e das desigualdades, mesmo que isso signifique uma maior latitude nos objetivos para a inflação, e quisemos saber que ideias têm para que o BCE possa ter um papel na resposta às alterações climáticas ou que, pelo menos, não estrague.

As respostas que tivemos da parte de Fabio Panetta foram, do nosso ponto de vista, satisfatórias, razão pela qual iremos apoiar a sua candidatura. As respostas da Sra. Schnabel não foram tão satisfatórias, mas também não queremos inviabilizá-la precisamente por causa da preocupação com o equilíbrio de géneros.

Associamo-nos a todos os grupos que falaram da importância de os Estados—Membros assumirem as suas responsabilidades neste objetivo que é um objetivo que nos deve unir a todos de ter equilíbrio de género em futuras nomeações.

  Stefan Berger (PPE). – Frau Präsidentin, Herr Kommissar! Auch ich möchte hier an dieser Stelle als allererstes Frau Schnabel und Herrn Panetta eine glückliche Hand für ihre zukünftige Aufgabe wünschen.

Ganz Europa schaut auf die personelle Neuausrichtung der Europäischen Zentralbank. Wir sollten diesen Moment des inhaltlichen Innehaltens nutzen, um einige Anmerkungen zu machen. Wir leben jetzt seit Jahren in einer Phase der ultralockeren Geldpolitik und der Ausweitung der Geldmenge. Wenn man die Ergebnisse dieser Politik betrachtet, dann stellt man fest: Die Geldpolitik der Europäischen Zentralbank schlägt eine Schneise der Ungleichheit durch Europa.

Nicht alle Gesellschaften sind Gesellschaften von Aktionären. Viele Gesellschaften in Europa sind auch Gesellschaften von Sparern, und diese Sparguthaben schmelzen dahin, und hinzu kommt, dass die Banken, deren Geschäftsmodell durch diese Politik nachhaltig bedroht wird, ihre Schwierigkeiten dadurch zu lösen versuchen, dass sie an der Gebührenschraube der Sparer drehen.

Jetzt ist es in der Tat so: Die Unabhängigkeit der Europäischen Zentralbank ist ein hohes Gut. Deswegen appelliere ich auch an die neu zu wählenden Persönlichkeiten, die wir ja auch in der EVP unterstützen, dass sie im Direktorium der Europäischen Zentralbank auch eine Stimme für diese Argumente sind. Es wäre vielleicht noch sinnvoll, eine Debatte darüber zu beginnen, ob das 2 %-Inflationsziel tatsächlich noch zeitgemäß ist und ob es wirklich um jeden Preis erreicht werden muss.

Ich hoffe also, dass die jetzigen personellen Veränderungen mit einer inhaltlichen Debatte über einen Kurswechsel der Europäischen Zentralbank verbunden werden können. Dazu wünsche ich allen Beteiligten viel Erfolg.

  Pedro Marques (S&D). – Madam President, a new political cycle is now well under way. A bold agenda for the future of Europe was set and it is now time to deliver. We expect the European Central Bank – its Executive Board, from its President to those who are now appointed – to play their role in the European priorities. We have to move forward, being able to agree on smaller things, but also on the hard reforms.

We cannot keep betting on the prolongation of this economic cycle without doing anything else. We cannot rely solely on monetary policy, which is of the utmost importance but is not sufficient. We need a strong investment plan and we have to build a budget for the stabilisation that we know we’ll need in the difficult moments that eventually will come sometime. We need to act on the climate and on the economy, but also on social cohesion.

The ECB has an important role and we have to analyse its mandate, taking into account modern European priorities. But we will also hold these Executive Board members accountable for its President’s pledge to keep the previous stance of monetary policy throughout this next term because this is where it will make a difference: if we have from the European Central Bank and from its Executive Board the trust that monetary policy will keep its adaptive stance. And then we have to do the rest on the rest of the economic policy.

  Ernest Urtasun (Verts/ALE). – Señora presidenta, las medidas no convencionales del Banco Central Europeo han mantenido el euro a flote. Por la falta de acción de los Estados miembros ha tenido que ser el BCE, con esas medidas, el que mantuviera la moneda única a salvaguarda. No se puede insinuar que esas medidas han estado fuera de la ley —como hacen algunos—, entre otras cosas, porque aquellos que han querido pleitear y llevar hasta el Tribunal de Luxemburgo algunas de esas medidas lo han hecho y el Tribunal ha validado todas y cada una de las medidas que ha tomado el BCE hasta ahora.

Pero es evidente que hay que analizar los riesgos que algunas de esas medidas han tenido en términos de la burbuja, por ejemplo, producida en el mercado inmobiliario o también otro tipo de efectos que han desestabilizado el mercado financiero. Y también hay que revisar, como va a hacer el Banco Central Europeo en los próximos meses, el conjunto de la política monetaria para adecuarla a nuevos fenómenos como son —y eso es muy importante para este grupo también— sus efectos sobre el cambio climático, sabiendo que los programas de compra de activos del Banco han estado comprando activos vinculados al carbón durante muchos y muchos meses y eso debe terminar, entre muchas otras cosas.

En cuanto a las candidaturas del señor Panetta y de la señora Schnabel, nos parece que en sus comparecencias respondieron positivamente a muchos de estos retos, por lo que este grupo va a darles su apoyo, pero quiero también unir mi voz y señalar que no podemos continuar con que el Consejo siga sin presentarnos listas paritarias de candidatos. Creo que la foto de la señora Lagarde con más de veinte hombres a su alrededor y ella como la única mujer en el Consejo de Gobierno del Banco Central Europeo es totalmente insultante.

Creo que, como se ha dicho en esta Cámara, hay excelentes mujeres preparadas, buenas profesionales para ocupar los puestos de primer nivel en las instituciones financieras europeas y, por lo tanto, es responsabilidad de esta Cámara, pero también de todas las instituciones, garantizarlo. Por lo tanto, de aquí al futuro, como ya hemos pedido en este Parlamento, queremos listas paritarias —shortlists paritarias— para poder garantizar esa igualdad de género.

Si no es así, y si el Consejo continúa haciendo oídos sordos a esta petición de la Cámara, lo que auguro son más problemas en la ratificación de los futuros miembros. Así que, por el bien del funcionamiento institucional de todas estas instituciones, espero que esas listas paritarias sean ya una realidad.

  Herve Juvin (ID). – Madame la Présidente, Monsieur le Commissaire, chers collègues, j’ai examiné les parcours professionnels et les compétences étendues des deux candidats qui nous sont proposés et je ne vois, pour ma part, aucune raison de nous y opposer qui ne soit pas également opposable à bien des membres de cet honorable Conseil de la BCE.

Je voudrais poser la question de la diversité de ce Conseil. Stagnation séculaire, caractère irréaliste – ou pas – d’un objectif de 2 % d’inflation annuelle, multiplication des monnaies électroniques ou des monnaies virtuelles, sujet de la «monnaie hélicoptère» qui pourrait conduire les banques centrales à empiéter, non seulement sur les politiques budgétaires, mais aussi sur les politiques sociales des États membres: toutes ces questions sont totalement nouvelles parce que nous sommes dans un monde monétaire et économique nouveau.

Partout dans le monde, les théories néoclassiques ont échoué. Partout dans le monde, les théories globalistes et le libre-échange ont échoué. Et partout dans le monde, ce qui a fait l’élection de Donald Trump, ce qui vient de faire l’élection de Boris Johnson, est à l’œuvre et sera à l’œuvre dans l’Union européenne.

Je le crois, les questions de souveraineté et de nationalisme économique sont à l’ordre du jour. Je le crois, nous entrons dans un nouveau monde des politiques monétaires et économiques.

C’est pourquoi, quand je parle de diversité, je voudrais interroger cette assemblée. Ne serait-il pas nécessaire qu’au Conseil de la BCE figurent des professionnels et des experts de l’économie numérique? Des experts de la science politique, qui nous rappelleraient que la monnaie – instrument fondamental de la souveraineté – est toujours un instrument politique – un instrument de la confiance et de la stabilité des sociétés?

Enfin, j’évoquerai le sujet de l’écologie: une monnaie ne sera pas durable si elle est imposée dans un monde qui n’est pas lui-même durable. Je souhaiterais pour ma part que des spécialistes de la science écologique trouvent aussi leur place dans ce Conseil, qui gagnerait ainsi en diversité.

  Matt Carthy (GUE/NGL). – Madam President, we know that the ECB going into next year’s financial or strategic review is a house divided. I welcome the new President’s call for fiscal stimulus to be used to complement monetary policy. But the irony isn’t lost on any of us who have been at the receiving end of its threats and blackmail that the ECB has been the chief enforcer of austerity over the past decade. Now that the manufacturing base in the northern states is threatened, it seems that the tune is changing.

The ECB review needs to be more than just a bun fight between the so-called hawks and doves. We need a serious analysis of the consequences of ECB policy and its impact on people right across the eurozone, including the dangerous housing bubbles pricing a generation out of the market.

Above all, the ECB needs to face the fact that its policies have helped massively inflate the wealth of a very tiny minority while doing almost nothing for the ordinary families and workers of the EU. So all options must now be on the table going forward, including direct payments to households and a direct Green Investment Scheme.

  Fabio Massimo Castaldo (NI). – Signora Presidente, onorevoli colleghi, permettetemi di aggiungere qualche considerazione sulla nomina di Fabio Panetta come membro del comitato esecutivo della BCE. L'Italia sarà presente nel consiglio con un professionista di grande levatura, una figura di riconosciuta competenza del settore bancario e della politica monetaria.

Fabio Panetta ha una carriera di primo piano anche all'interno della stessa BCE, avendo partecipato regolarmente alle riunioni del consiglio direttivo insieme al governatore della Banca d'Italia e, in alcune occasioni, addirittura in sua sostituzione. Più recentemente ha fatto anche parte del consiglio di vigilanza del sistema europeo di vigilanza bancaria. In questi anni è stato un profondo osservatore dei momenti più difficili della crisi economica e finanziaria, analizzandone cause e scenari, un riconosciuto profilo di competenza e correttezza che ha sostenuto con tenacia gli interessi europei.

Giunge a Francoforte in un momento delicato, segnato da gravi tensioni nel consiglio direttivo e da diverse sfide aperte sul tavolo della nuova leadership della banca: dal cambiamento climatico alle criptovalute, dalle problematiche della vigilanza sul riciclaggio di denaro sporco allo stallo dell'Unione bancaria, ma sono e siamo certi che questa sia una scelta di merito e che sarà sicuramente all'altezza dei principi in cui ha sempre dimostrato di credere nel corso della sua ottima carriera.

  Paul Tang (S&D). – Madam President, welcome, Commissioner Gentiloni. Sometimes a picture says more than a thousand words. When Lagarde tweeted a photo of her first ECB governing council, it said more than any of us could ever say. Flanked by baroque paintings and underneath a classic chandelier, smiling at the camera were the faces of Ms Lagarde and 24 men. I had to look again. Is this really 2019? Were it not for the iPads on the conference tables, I would have thought it was from the days of De Gaulle or from Jean Monnet instead of Sanna Marin.

As an economist by training, I know that many of us are used to male-dominated settings and have become desensitised. But this photo should awaken us. It shows that the battle for gender-equality remains urgent and one that concerns us all.

This is why, not only I personally, but also the Social Democrats and the European Parliament call on the Council to put forward two candidates for ECB positions: a man and a woman. I know this might be a long shot. Nominations are proposed by the Eurogroup, which holds among its 19 members just one woman. But – and I’m firm on this – if the Council doesn’t update its appointment procedure to the 21st century, we should vote against it.

How can we get fair decisions when half of our population is all but excluded from decision-making? How can our policies create a modern economy when they are made in a setting of an age long gone?

Schnabel and Panetta have both committed to promoting gender-equality upon their appointment. They have a hell of a job to do. I hope they will put their words into action.

  Roman Haider (ID). – Frau Präsidentin, Herr Kommissar, Hohes Haus! Die Europäische Zentralbank schließt also ihre Reihen. Aus Sicht von Präsidentin Lagarde ist das auch durchaus verständlich, weil inzwischen immer deutlicher wird, wie verheerend sich diese fatale Niedrigzinspolitik der EZB im ganzen Euroraum auswirkt. Die Sparer werden eiskalt zugunsten von Pleiteregierungen und Ramschunternehmen enteignet, der Immobilienmarkt überhitzt zunehmend, Mieten und Grundstückspreise steigen ins Unbezahlbare, Blasen entstehen, die Vermögensschere geht – angetrieben durch diese Politik – immer weiter auseinander. Soziale Spannungen sind die Folge. Die Altersvorsorge von Millionen von EU-Bürgern wird gefährdet. Mit Preisstabilität, der eigentlichen Aufgabe der Europäischen Zentralbank, hat das alles schon längst nichts mehr zu tun.

Die einzigen Nutznießer sind Spekulanten und Pleiteregierungen. Angesichts dieser wirklich verheerenden Bilanz ist natürlich nicht kritischer Geist gefragt, sondern Kadergehorsam. Und das ist wohl auch der wichtigste Punkt, der für Frau Schnabel spricht, vor allem, wenn man weiß, dass ihre drei deutschen Vorgänger im EZB-Direktorium alle vorzeitig zurückgetreten sind aus Protest gegen eben diese verheerende Niedrigzinspolitik.

Kadergehorsam ohne Widerspruchsgeist – das wird aber auch in Zukunft in der Europäischen Zentralbank ganz, ganz wichtig sein. Denn mit ihrer Ankündigung, die EZB in Zukunft für eine völlig fehlgeleitete Klimapolitik missbrauchen zu wollen, begibt sich Frau Lagarde weit außerhalb ihres gesetzlichen Auftrags. Gesetzesbruch wird damit zur traurigen Tradition in der EZB. Die Interessen der Bürger zählen überhaupt nichts mehr, und die EZB wird endgültig zur Lobbyorganisation für Spekulanten und Pleitiers. Aus ihren bisherigen Äußerungen kann man leider nur schließen, dass auch Frau Schnabel diese Politik gegen den Bürger mittragen wird. Schade drum.

  Evelyn Regner (S&D). – Frau Präsidentin, sehr geehrter Herr Kommissar! Wir Frauen machen die Hälfte der Bevölkerung aus und verdienen daher auch die Hälfte der Welt.

Wir verdienen die Hälfte der Bäckerei und nicht nur ein Stück vom Kuchen. Wir Frauen verdienen, dass wir in Entscheidungsfunktionen, egal ob das jetzt in der Europäischen Zentralbank, bei der EBA, ESMA, EIOPA, wo auch immer ist, ESRB, angemessen vertreten sind, und nicht nur in einzelnen – sehr hart erkämpften – Positionen!

Alle, und wir haben es nun vielfach erwähnt, kennen dieses Bild von EZB-Chefin Lagarde, einsam in der Männerrunde. Das ist doch peinlich und entspricht nicht dem Europa des 21. Jahrhunderts. Es braucht uns Frauen – kluge Frauen, wie kluge Männer – auf allen Entscheidungsebenen. Wir wollen und müssen mitgestalten. Statt der Ausnahme sollen durchmischte Teams die Regel werden. Wir haben einiges zu sagen, wenn es um eine nachhaltige Investitionsoffensive für Europa geht. Wenn es darum geht, mit ordentlicher Geldpolitik unsere Wirtschaft anzukurbeln, gemeinsam gegen die starren Fiskalregeln anzukämpfen und die Umstellung in eine faire und grüne Wirtschaft zu forcieren.

Also, sehr geehrte Vertreter des Rates, Minister, Regierungen: Rutschen Sie rüber und lassen Sie die Frauen endlich mitgestalten. Sehr geehrter Herr Kommissar: Sie sehen es, das bestehende Nominierungsverfahren, so wie es ist, ist schrottreif. Unterstützen Sie uns Abgeordnete im Europäischen Parlament mit Nachdruck, dieses Verfahren zu überarbeiten und neu zu gestalten.

  Gunnar Beck (ID). – Frau Präsidentin, werte Kollegen! Mitte November forderte Frau Schnabel die deutschen Ökonomen per Twitter auf, schädliche und falsche Aussagen über die EZB zu unterlassen.

Solche Kritik, so Frau Schnabel, bedrohe den Euro. Genauso wie der Unmut über die Negativzinsen seitens deutscher Sparer, die Frau Schnabel schlicht als Finanzanalphabeten abtat. Nach Sicht der OECD und prominenter Ökonomen ist die EZB gescheitert. Mit ihrer Geldpolitik schuf sie das niedrigste Wachstum, die höchsten Steuern und die meisten Arbeitslosen der entwickelten Welt.

Die EZB selbst hat in ihrem Financial Stability Review zugegeben, dass ihre Geldschwemme zu überbewerteten Börsenkursen und höherer Staats- und Unternehmensverschuldung in Krisenländern geführt hat. Laut der DZ-Bank kostet die EZB-Politik allein deutsche Sparer seit 2010 knapp 650 Mrd. EUR an entgangenen Zinseinnahmen, indessen die Bundesbank fast eine Billion EUR Target-Kredite zur Eurorettung verpulvert hat.

Sind dies die Wahrheiten, die Frau Schnabel unterdrücken möchte? Wir hingegen wollen den Wettstreit der Ideen als besten Wegweiser zur Wahrheit.

  Maximilian Krah (ID). – Frau Präsidentin, meine Damen und Herren Kollegen! Ich habe die Redebeiträge mit Interesse gehört, insbesondere auch jenen des EVP-Kollegen Berger, der uns erklärt hat: Es gibt eben zwei Arten von Gesellschaften, die der Aktionäre und die der Sparer. Der Kandidat Fabio Panetta hat es ja deutlich gemacht, als er erklärt hat, dass die Regeln der EZB nicht auf die Bankenrettung für Italien passen. Er hat damit Recht, aber das zeigt eben, dass eine Einheitswährung nicht funktioniert, wenn völlig verschiedene ökonomische Denkschulen aufeinandertreffen.

Wie man angesichts dieser Erkenntnis, dass es verschiedene ökonomische Grundstrukturen gibt, dann gleichzeitig diese Nominierungen bejubeln kann, bleibt freilich das Geheimnis der EVP und der deutschen CDU. Denn dass Fabio Panetta die Interessen Italiens und der Aktionärs- und Eigentümergesellschaft vertritt, das versteht sich von selbst. Er ist dafür fantastisch ausgebildet und hat die nötigen akademischen Voraussetzungen. Warum dann aber Deutschland Frau Schnabel vorschlägt, die auch die Interessen der Eigentümerökonomien vertritt und gegen die deutschen Sparer arbeitet, sogar die Kritik an der falschen Politik kritisiert, das bleibt wohl das Geheimnis der deutschen Bundesregierung. Den Vogel schießen freilich immer die Sozialisten ab, sehr geehrte Frau Kollegin Regner. Es geht hier um Geld und nicht um die Hälfte der Bäckerei. Und es geht deshalb um Qualität und Qualifikation, und die ist nicht geschlechtsabhängig. Aber vielleicht isst man ja als Sozialist auch lieber Kuchen, als sich über Ökonomie Gedanken zu machen.

  Paolo Gentiloni, Member of the Commission. – Madam President, before concluding, I think it is appropriate to thank Benoît Cœuré for the outstanding work he has done as a member of the ECB Executive Board over the past eight years. We are also grateful to Sabine Lautenschläger for her contribution as a member of the ECB Executive Board, as well as for her role in helping set up and steer Europe’s banking supervision.

As you know, the Commission is not involved in the appointment process, but for sure, we appreciate the two new members of the Executive Board and their qualifications and we share the European Parliament’s commitment, that was repeated here by several honourable Members, to a more adequate gender balance in the Bank and in all our economic bodies.

We have a great interest in listening to your views, also on macroeconomic policy-making in the euro area. It was an opportunity today. On this, let me add just one remark. I think that, in recent years, the burden to stimulate the European economy has fallen excessively on monetary policy in the euro area. For a more balanced and more effective policy mix, it should be supported by structural reforms and fiscal policy. Fiscal policy, whilst bearing in mind debt sustainability, especially in highly-indebted Member States, can provide a boost to domestic demand and raise inflation expectations. ECB President Lagarde also stressed this in front of the Parliament recently, and I couldn’t agree more.

  Irene Tinagli, author. – Madam President, USD 240 billion dollars: according to OECD estimates this is the amount of missing tax revenues due to multinationals’ tax elusion. Researchers from Berkeley and the University of Copenhagen estimated that in 2016, 40% of big companies’ profits were shifted to tax havens every year. For many countries, this means losing huge portions of tax revenues that could be used to address increasing needs in education, health care, public services and pensions, not to mention investments in physical and digital infrastructures, in research and development: all things that benefit people and firms of all sizes, small and large ones alike.

Everybody should contribute to this. But while citizens, consumers and small and medium businesses do pay their share, with effective tax rates that may go up to 40% or even more sometimes, many large multinationals do not, and this is not acceptable anymore. These situations not only create problems of social justice, but also relevant market distortions and unfair competition.

We talk a lot about building a level playing field, but what we have today on tax matters is not level at all. Yes, we want to reward efficiency, we want to reward innovation, but that should take place within a fiscal framework that applies the same tax rules to everyone. That is why we welcome the commitment of 135 countries that are negotiating, at the OECD level, a reform to address these challenges.

On behalf of the Committee on Economic and Monetary Affairs (ECON), today I present a resolution and oral questions on these reforms, and we urge the Commission and Member States to act and agree on a joint and ambitious EU position in these negotiations. I thank the Commissioner for being here today to answer our questions. The first one: how does the Commission intend to ensure a common EU position in the current international discussions on tax challenges posed by the digitalisation of the economy? And the second: how does the Commission intend to ensure that the ongoing international discussions around Pillar One are coherent and consistent with EU proposals in this field? And third: how is the Commission preparing the implementation of the outcome of such international deals? And, in the event of a regrettable absence of an international solution, when, and in what form, will the Commission act to ensure a coordinated EU reply?

Parliament expects an active role of the Commission. Europe can play a fundamental role in shaping this debate only if we are united, only if we speak with one voice. With this initiative, Parliament intends to express its position on two main points. The first one: we should reform the allocation of taxing rights, going beyond the concept of physical presence in order to include all large firms with an active engagement and interaction with customers and users – also by digital means. The second: we encourage a minimum rate to be set at a fair and sufficient level to discourage profit-shifting and prevent damaging tax competition. Indeed, according to the corporate tax statistics by OECD, there are countries where the corporate tax rate is basically zero, and we can’t accept that anymore.

So let me conclude, dear Commissioner and dear colleagues, by saying that it’s time to modernise our tax rules to ensure that big companies pay their fair share of taxes where the value is created and where the economic activity is taking place. We should not ring-fence the digital economy, but we should look at all multinationals that are increasingly finding ways to elude taxes. The current international fiscal regime creates competitive distortions among players; it deprives countries from their sovereign decision to tax corporate profits to finance public services; and most importantly, it increases inequalities and puts most of this fiscal burden on less mobile taxpayers, workers and consumers. This is simply not fair. Our citizens demand tax justice, and it is time to give them an answer.

  Paolo Gentiloni, Member of the Commission. – Madam President, honourable Members of the Parliament, thank you, honourable Tinagli, for putting the reform of the international corporate taxation framework on the agenda of this session. The questions you raised also show how important this issue is for the Committee on Economic and Monetary Affairs (ECON) and the Special Committee on Financial Crimes, Tax Evasion and Tax Avoidance (TAX3), and for your honourable person. I am also grateful for all the work you have done so far.

Whatever the shape of the solutions, the Commission is defending an EU perspective I would like to detail. It is important to continue working in parallel on the twin challenges of modernising international corporate tax rules. One: to tax digital activities, carried out without a physical presence. This concerns the reallocation of taxing rights, the so-called Pillar 1. Two: to address new forms of excessive tax competition under what is called Pillar 2.

To address those challenges and reach an ambitious global agreement, we then need to find a global solution that effectively captures digital business models, notably those operating in jurisdictions without a physical presence, and to put a floor on excessive international tax competition and close remaining BEPS loopholes.

In addition, while working on a global solution at international level, our aim is to negotiate the best possible outcome for Member States and for the EU. I also want to ensure that the specificities of the Single Market are respected in any solution that arises from the international discussions.

We always work for Europeans, in the interest of European businesses and for the sake of European citizens. That is why we aim at achieving these objectives without additional complexities for businesses. It is essential that any new rules be simple and easy to administer and provide additional resources to be redistributed to the benefit of our citizens.

Indeed, it is important to understand the economic impact of the options proposed under both pillars, so that Member States can take an informed decision. The preliminary results of our economic analysis on revenues are, until now, encouraging. They suggest that the EU as a whole could benefit under Pillar 1 and that all Member States would benefit from Pillar 2.

The Commission has now asked Member States to provide their country-by-country reporting data to be able to further refine the economic analysis. To conclude, if a global agreement is reached on both pillars, the EU will need to decide how it should be implemented at EU level. If no or limited agreement is reached internationally by 2020, it is crystal clear that the strong rationale for EU action at EU level will remain and that the Commission will act on this basis.

  Markus Ferber, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Kommissar, liebe Kolleginnen, liebe Kollegen! Zunächst mein ganz herzliches Dankeschön, Herr Kommissar, für dieses klare commitment, für diese klare Verpflichtung, die Sie gerade abgegeben haben.

Ich halte es für sehr wichtig, dass wir für viele Dinge, die wir in der letzten Legislaturperiode gemeinsam in drei Sonderausschüssen und in einem Untersuchungsausschuss feststellen mussten, eine Lösung, eine Klärung, herbeiführen. Die beste Lösung ist natürlich die internationale, denn Steuerprobleme hören ja nicht an den Grenzen der Europäischen Union auf, sondern – gerade wenn wir über Digitalwirtschaft reden – wir haben es mit internationalen Herausforderungen zu tun, und die müssen wir auch international gemeinsam adressieren.

Deswegen begrüße ich es sehr, wenn hier die Mitgliedstaaten aktiv werden, aber auch andere Jurisdiktionen. Ich verweise hier insbesondere auf die Vereinigten Staaten von Amerika, die gerade im Bereich der Digitalwirtschaft hier eine wichtige Rolle einnehmen. Wir müssen uns lösen von der Idee einer physischen Betriebsstätte, mit Maschinen, Fabriken, Mitarbeitern, physischen Inputs und physisch greifbaren Outputs in der digitalen Wirtschaft. Es ist fast wurscht, wo man sich ansiedelt, da spielen andere Kriterien eine Rolle. Leider ist es viel zu oft das Steuerrecht, das am Ende entscheidend dafür ist, wo sich eine Firma niederlässt. Genau deswegen müssen diese Dinge angegangen werden.

Ich sage aber auch ganz deutlich: Wer ausreitet, muss seinen eigenen Stall sauber halten. Ich will schon darauf hinweisen: Wir haben auch in der Europäischen Union einen Wettbewerb zu Lasten der Partner – einen unseriösen Wettbewerb zulasten der Partner in der Europäischen Union. Wir müssen auch in der Europäischen Union unsere Probleme klar angehen und klar adressieren.

Da fordere ich die Kommission wirklich auf, beherzt voranzugehen. Nicht nur die Wettbewerbskommissarin, indem sie das Ganze als Beihilfethemen adressiert, sondern auch Sie, als neuer zuständiger Kommissar, diese Steuerthemen anzugehen. Wir müssen unsere eigenen Steueroasen austrocknen, und dann können wir auch glaubwürdig mit anderen in dieser Welt verhandeln.

  Jonás Fernández, en nombre del Grupo S&D. – Señora presidenta, señor comisario, hace apenas unos minutos discutíamos sobre la política monetaria del Banco Central Europeo. Y no discutíamos sobre cuál debía ser esa política en respuesta a decisiones de otros bancos centrales, ni discutíamos sobre lo que había que hacer ante la salida o la entrada de flujos de capitales, ni sobre el nivel de reserva que teníamos en nuestras cajas. Y no discutíamos de eso porque hemos conseguido ejercer una soberanía europea en el ejercicio de la política monetaria. Algo que los Estados nación no tenían en los años noventa, cuando el sistema monetario europeo quebró, cuando los bancos centrales y los Estados, en el ejercicio de la supuesta soberanía formal, eran incapaces de dirigir su política monetaria.

Y eso es lo que hoy tenemos con la política fiscal. Porque hoy, las bases imponibles son más móviles que nunca; hoy, las grandes multinacionales, las grandes empresas digitales mueven beneficios de unas jurisdicciones a otras, utilizan precios de transferencias, aprovechan todos los recovecos de las legislaciones nacionales para no pagar impuestos y, por lo tanto, los Estados no tienen la soberanía formal en el ejercicio de la política fiscal, aunque sí la tengan en las normas. Y de eso estamos hablando: de cómo replicar el éxito que hemos tenido con la política monetaria en la política fiscal. Y para ello necesitamos, no ya una coordinación, sino unas bases mínimas imponibles —mínimas, digo— en el impuesto de sociedades. Necesitamos tener un marco común de fiscalidad en los movimientos de capitales. Necesitamos normas comunes y una dirección por parte de la Comisión Europea, controlada por este Parlamento, que devuelva a los ciudadanos la certidumbre de que sus asuntos, de que sus problemas, están dirigidos por alguien, y no están en manos de esa nebulosa que son los mercados. Necesitamos que haya un acuerdo en la OCDE y, si no lo hay, necesitamos que la Unión Europea actúe para recuperar nuestra soberanía fiscal.

  Luis Garicano, en nombre del Grupo Renew. – Señora presidenta, señor Gentiloni, le voy a dar unos números que le va a resultar difícil creerse: el año pasado Apple pagó en España cuatro millones de euros por el impuesto de sociedades, con unos ingresos de 394 millones; Facebook pagó 864 000 euros y, ahora, escuche: Netflix, señor Gentiloni, Netflix pagó, señorías, 3 146 euros de impuesto de sociedades —tres mil—. Yo vivo en un edificio de 24 viviendas; probablemente lo que ingresa Netflix en mi edificio hubiera sido suficiente para pagar todo el impuesto de sociedades en España.

Por desgracia, no son casos aislados, más bien al contrario, son ejemplos de cómo las grandes multinacionales evitan pagar impuestos en los países de la Unión Europea.

¿Cómo, señor Gentiloni, les vamos a pedir a nuestros ciudadanos y a las pequeñas empresas que paguen sus impuestos, si permitimos que los que más ganan no cumplan? ¿Cómo vamos a financiar nuestros Estados del bienestar, si quienes más dinero ganan no contribuyen a mantenerlo de forma proporcional? ¿Cómo podemos defender el libre mercado, si las reglas no son iguales para todos?

Este, señorías, es uno de los mayores retos a los que se enfrenta la Unión Europea. Nuestros ciudadanos nos miran y esperan que encontremos una solución justa. No podemos ignorar que la globalización y la digitalización han cambiado el mundo. Sin embargo, como decía el señor Ferber, seguimos haciendo frente a los retos del siglo XXI con reglas del siglo XIX. No podemos esperar más. La fiscalidad debe adaptarse a esta nueva realidad.

La Resolución busca poner reglas para que la recaudación vaya mucho más ligada a la generación de ingresos, para que haya una competencia leal en estos mercados, entre las empresas y entre los Estados. Esta iniciativa debe ser adoptada a nivel global. Un país por separado no puede hacer nada para combatir la elusión fiscal, llevada a cabo a gran escala por ciertas multinacionales. Por eso es necesario que cooperemos y que la cooperación vaya más allá de la Unión Europea. Y, como ha dicho la señora Tinagli, no se trata solo de hablar de la fiscalidad de las empresas digitales. Esto está sucediendo mucho más allá, en todas estas multinacionales.

Por eso, nuestro primer objetivo es alcanzar una solución global en el marco de la OCDE. Creemos que es el foro adecuado, pero, como usted ha dicho, señor comisario —y le agradezco el compromiso que ha hecho aquí con nosotros—, si la OCDE a finales de 2020 no es capaz de actuar, debemos actuar aquí. Y yo le aseguro el compromiso nuestro con esa actuación. Vamos a intentar que, si la OCDE no actúa, la Unión Europea por lo menos acabe con esta situación tan injusta.

La Resolución es fundamental porque permite que la Unión Europea tenga una voz única en este debate y envía un mensaje muy claro de que estamos a favor de la justicia impositiva. Esta Resolución deja claro que no vamos a aceptar que los autónomos y las pequeñas empresas paguen más impuestos que las grandes multinacionales, que queremos un mercado libre en el que todos compitan con las mismas reglas y que vamos a defender nuestro Estado de bienestar y los recursos que son necesarios para sostenerlo.

  Sven Giegold, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Seit über 20 Jahren, seit meiner Zeit an der Universität, streite ich für Steuergerechtigkeit international, für Regeln der Globalisierung mit Mindeststeuersätzen, mit Steuertransparenz, damit eben die Verlierer der Globalisierung nicht höhere Steuern zahlen als die Gewinner, sondern damit wir faire Marktbedingungen haben innerhalb der Europäischen Union, aber auch international. Insofern schmerzt mich das, wenn ich die Zahlen der Europäischen Kommission sehe, dass trotz aller Bemühungen, zu internationaler Steuerkooperation in Europa und international zu kommen, im letzten und im vorletzten Jahr das erste Mal die effektive Steuerquote der Unternehmen unter 20 % gefallen ist. Und wir wissen alle, dass diese niedrigen Steuersätze nicht daher kommen, dass die Kleinunternehmen keine Steuern mehr bezahlen, sondern dass es vor allem transnational organisierte Großunternehmen sind, denen es gelingt, sich hier einen schlanken Fuß zu machen.

Wir dürfen nicht unterschätzen, welche destruktiven Wirkungen diese Steuerungleichheit hat. Das beschädigt die Idee der sozialen Marktwirtschaft, die doch gerade die Kernidee hat, dass alle in einem Markt gleichermaßen ähnlichen Regeln unterliegen, sodass es fairen Wettbewerb gibt. Und es beschädigt auch die Idee des europäischen Binnenmarkts, weil ein europäischer Binnenmarkt, in dem in einigen Ländern keine Unternehmenssteuern erhoben werden und in anderen anständige, keinen fairen Wettbewerb garantieren kann. Damit sägt dieses Problem an der Legitimation unserer europäischen wirtschaftlichen Kooperation.

Seien wir doch ehrlich: Die Bürgerinnen und Bürger glauben doch schon längst, dass wir mit diesen Problemen überfordert sind. Wir reden seit Jahrzehnten darüber und bekommen das Problem nicht in den Griff, und das sägt an der Legitimität demokratischer Institutionen inklusive der Europäischen Kommission, des Rates, aber auch des Parlaments, auch wenn das Europäische Parlament am lautesten immer deutlich gemacht hat, dass wir hier eine andere Politik wollen.

Daher sollten wir ehrlich sein und sagen, was wir erreicht haben: Wir haben erreicht, dass international das Bankgeheimnis eingeschränkt worden ist, sodass zumindest Privatpersonen nicht mehr so ohne Weiteres ihre Gelder in der Schweiz verwalten können, die sie anderswo verdient haben. Aber bei den Unternehmen haben wir es bisher nicht geschafft. Bei den Unternehmen sehen wir nach wie vor Millionen Briefkastenfirmen, wo keine wirtschaftliche Substanz liegt und trotzdem keine Steuern bezahlt werden.

Es ist gut, wenn darüber jetzt auf der OECD-Ebene verhandelt wird, aber es genügt nicht, hier immer weitere kleine Schrittchen zu machen. Was wir unter der Juncker-Kommission beschlossen haben – die Anti-Steuervermeidungsrichtlinie I und II im Rahmen des globalen Bereiches des Abkommens BEPS –, hat so viele Schlupflöcher, dass es einfach das Papier kaum wert ist, auf dem es gedruckt ist. Nach wie vor werden Immobilienkäufe so strukturiert, dass man einfach die Gewinne in Nullsteuerländer zieht und dann unsere schönen Regeln gegen die Zinsschranke unterlaufen werden. Deshalb ist es so wichtig, dass wir endlich gemeinsame Mindeststeuersätze festlegen, die eindeutig sagen, wo eine Grenze nach unten ist. Es ist traurig, dass Christdemokraten – und ich muss sagen, auch manche Liberale – nach wie vor Probleme haben, sich zu diesen Mindeststeuersätzen eindeutig zu bekennen. Und genauso brauchen wir Steuertransparenz. Das österreichische Parlament hat den Widerstand der dortigen Christdemokraten gerade aufgehoben. Jetzt wird es Zeit, dass der Rat die Vorschläge endlich umsetzt und länderbezogene Steuertransparenz beschließt.

  Gunnar Beck, im Namen der ID-Fraktion. – Frau Präsidentin! Klagen über zu geringe Konzernsteuereinnahmen und Steuerdumping sind – nicht immer zu Unrecht – politische Dauerbrenner.

Das Europäische Parlament begehrt daher eine globale Steuerpolitik mit einer UN-Steuerbehörde. Darüber hinaus fordert das Parlament mehr Fiskalintegration, eine Digitalsteuer und die Aufgabe des Einstimmigkeitsprinzips bei Steuern. Die Intention ist klar: Erstens werden hier neue übernationale Zuständigkeiten und Behörden geschaffen, die nationalen und demokratischen Organe geschwächt. Ein vertrautes Muster, denn immer weniger Entscheidungen werden demokratisch getroffen.

Allmächtig hingegen werden die sogenannten unabhängigen Institutionen, wie die EZB und die Gerichtshöfe – im Klartext die unverantwortlichen Institutionen, die unbehelligt vom Wähler Wirtschafts- und Migrationspolitik gestalten.

Zweitens wollen wir keine weiteren EU-Rechtsbrüche. EU-Steuergesetze erfordern Einstimmigkeit. Gerade deshalb fordert das Parlament Rechtsbeugung und Artikel 113 der Verträge zur Einstimmigkeit möglichst außer Acht zu lassen.

Drittens hat die EU bereits jetzt die höchste Staatsquote und die höchsten Konsum-, Personen- und Unternehmenssteuern der OECD. Verwendet werden diese Steuern für Bankenrettungen und illegale Einwanderung. Allein Deutschland zahlt jährlich über 60 Milliarden für illegale Immigranten und über 100 Milliarden für den Euro.

Werte Kollegen, kommen Sie doch zu Sinnen. Die Bürger wollen mehr Demokratie und Rechtsstaat, keine weiteren Zwangsabgaben, Weltrettungsfantasien und eine Währung, die keinen Bestand haben kann.

  Bogdan Rzońca, w imieniu grupy ECR. – Pani Przewodnicząca! Zakładamy, że wszyscy zgadzamy się, iż praktyki uchylania się od opodatkowania, agresywnego planowania podatkowego i unikania opodatkowania są działaniami niedopuszczalnymi. Działania grupy krajów G20 na szczeblu organizacji Współpracy Gospodarczej i Rozwoju są słuszne, jednak ważne jest, aby wypracować konsensus na poziomie międzynarodowym, który będzie akceptowalny dla jak największej liczby państw. Zachodzące zmiany będą miały bardzo duży wpływ na funkcjonowanie ekonomii – szczególnie państw rozwiniętych – w najbliższych latach. Potrzebne są rozwiązania proste, solidne i osadzone na dogłębnych analizach.

Niestety mam wrażenie, że rezolucja Parlamentu jest niespójna. Na przykład przyjmuje z zadowoleniem tak zwany drugi filar, podkreślając, że jego zaletą jest opodatkowanie wartości czy działalności ekonomicznej w kraju, gdzie ma ona miejsce – i tego byśmy sobie wszyscy życzyli – tylko że w rzeczywistości jest zupełnie odwrotnie. Income inclusion role będzie przecież nakładać na firmy podatki za stworzenie dobra czy towaru przez zagraniczną filię tylko dlatego, że filia ta płaci niższe podatki w kraju, gdzie działa. Uważam, że bez wprowadzenia odpowiednich włączeń choćby ze względu na dyskutowaną obecnie w Unii Europejskiej pomoc państwową nowe rozwiązania mogą uderzać w skuteczność porozumienia i ustawić je zgodnie z interesem kilku państw, a wtedy wcale nie dojdzie do zbudowania konsensusu, który odpowie na nowe wyzwania i problemy wszystkich zaangażowanych stron.

  José Gusmão, em nome do Grupo GUE/NGL. – Senhora Presidente, vemos este texto como um esforço para combater a corrida para o fundo na tributação de grandes empresas multinacionais.

Esta corrida para o fundo tem resultado numa gigantesca perda de receita fiscal que é depois suportada, em parte, pelos restantes contribuintes, nomeadamente os que vivem do seu trabalho, mas também pela degradação dos serviços públicos e das políticas de investimento público nos Estados—Membros.

Mas é também uma violação do princípio do relacionamento leal entre Estados—Membros, porque há Estados—Membros que desenham estratégias para expropriar outros Estados—Membros da receita fiscal que lhes é devida. E é finalmente, já agora e aqui, numa instituição em que tanto se discute a concorrência não falseada, o campo de jogo nivelado, uma violação do princípio da concorrência não falseada, não apenas entre empresas de diferentes jurisdições fiscais, mas também entre empresas que têm a capacidade de fugir aos impostos utilizando estes instrumentos e empresas que não têm essa capacidade.

Da nossa parte é uma deceção que não se tenha clarificado, neste texto, que quando discutimos mínimos de tributação a nível internacional, temos obviamente que falar de tributação efetiva, porque senão estaremos apenas a continuar o jogo da evasão fiscal com novas regras. E uma coisa, pelo menos, podemos dizer que ficou clara, que os proponentes desta resolução defendem que a União Europeia deve tomar a iniciativa a este nível e, portanto, não se irão refugiar nas desculpas habituais de que sim, é uma luta justa, mas só será possível quando todos os offshores do mundo estiverem de acordo.

  Λευτέρης Νικολάου-Αλαβάνος (NI). – Κυρία Πρόεδρε, τα περί «δίκαιης φορολόγησης» αποτελούν μέρος των σφοδρών αντιπαραθέσεων σχετικά με την επιβολή φόρων σε μονοπωλιακούς ομίλους τρίτων χωρών που ανταγωνίζονται ευρωενωσιακές επιχειρήσεις, είναι εμπορικοί πόλεμοι για τον έλεγχο τομέων της οικονομίας με μεγάλη κερδοφορία, όπως η ψηφιακή οικονομία, η ενέργεια, οι λεγόμενες «πράσινες επενδύσεις». Το να μιλάτε σήμερα εδώ για «δίκαιη φορολόγηση» είναι ένα κακόγουστο αστείο, αφού οι κρατικοί προϋπολογισμοί, οι οποίοι ελέγχονται και επικυρώνονται από την Επιτροπή, συνιστούν μοιρασιά της λείας των ομίλων σε βάρος του εισοδήματος των εργαζομένων.

Έτσι, στην Ελλάδα με τον προϋπολογισμό της κυβέρνησης της Νέας Δημοκρατίας, μισθωτοί και μικροί επαγγελματίες συνεισφέρουν στα φορολογικά έσοδα του κράτους κατά 93% ενώ οι επιχειρήσεις κατά 7%. Ταυτόχρονα, μειώνεται η φορολογία των οικονομικών ομίλων από 28% σε 24% ενώ η φορολογία των μερισμάτων –των καθαρών κερδών δηλαδή των επιχειρηματιών– υποδιπλασιάζεται στο 5%, την ώρα που συνεχίζεται η αφαίμαξη των λαϊκών οικογενειών. Επιβάλλονται κάθε λογής χαράτσια στις λαϊκές οικογένειες ενώ δίνονται ελαφρύνσεις στους βιομήχανους με δωρεάν ρεύμα, που είναι πανάκριβο για το λαό, με αφορολόγητο πετρέλαιο στους εφοπλιστές, την ώρα που φορολογούνται οι φτωχοί αγρότες.

Αυτή είναι η νέα κανονικότητα που ευαγγελίζεται η τωρινή και υλοποιούσε η προηγούμενη κυβέρνηση. Οι εργαζόμενοι και τα λαϊκά στρώματα μαχητικά πρέπει να διεκδικήσουν ουσιαστική φορολόγηση των κερδών του κεφαλαίου, κατάργηση των φοροαπαλλαγών, αφορολόγητο όριο που να καλύπτει τις ανάγκες της λαϊκής οικογένειας, κατάργηση των υψηλών, πολύ άδικων, έμμεσων φόρων.

  Enikő Győri (PPE). – Elnök asszony! Valóban itt az ideje, hogy a digitális vállalatok is kivegyék a részüket a közteherviselésből. Tarthatatlan, hogy az olyan cégek, mint a Google, Facebook, Netflix stb. ne vagy alig fizessenek adót, amikor nagyon komoly bevételre tesznek szert. Helyes úton járunk, amikor megadóztatásukra nemzetközi megoldást keresünk, méghozzá az Uniónál tágabb keretben. Az OECD ehhez valóban kiváló platform, amely egy kétpilléres javaslatot terjesztett elő.

Az elsővel teljes mértékben azonosulni tudok, azzal, amelyik a jelenleginél több adóztatási jogot biztosítana annak az államnak, ahol a vállalatok ügyfelei találhatók. A másik javaslattal kapcsolatban, amely egy minimumadót vezetne be, viszont már komoly gondom van. Tudtommal nem is készült erre vonatkozó hatástanulmány, így nincs válasz arra, hogy ha az OECD országok bevezetik azt a minimumadót, akkor az ezekben az országokban található vállalkozások nem teszik-e át a székhelyüket az OECD területén kívülre. A vállalkozások ugyanis teljes joggal igyekeznek optimalizálni a gazdasági tevékenységüket, és félő, hogy oda mennek, ahol kevesebb terhet kell viselniük. Egy ilyen intézkedéssel tehát rontanák a gazdasági környezetünket, azaz a saját versenyképességünket, s a harmadik országokat hizlalnánk, különös tekintettel az adóparadicsomokra. Ráadásul a megnövekedett adófizetési kötelezettségeken túl, a vállalkozások nyakába még komoly adminisztratív terheket is varrnánk, tehát ez rossz irány. Az OECD-nek először egy hatástanulmányt kell készítenie, és utána egy új javaslatot megfogalmaznia.

Végül egy utolsó megjegyzés. Sajnálatos módon a határozat szövegébe belekerült, hogy az Unión belül el kellene indulni a többségi szavazás és a magasabb harmonizáció irányába az adópolitikában. Ez, ahogy az előbb is mondtam, nemzetközi összefüggésben, az Unión belül is, a tisztességes verseny lehetőségét csökkentené, és következményeként a vállalatok az Unión kívülre mennének. Ezt nem engedhetjük meg magunknak. Nem romolhat az Unió versenyképessége, ezért kérem önöket, hogy ne legyünk önmagunk ellenségei.

  Paul Tang (S&D). – Voorzitter, de grootste bedrijven ter wereld, techgiganten als Facebook en Google, maken vele miljarden winst en betalen nauwelijks belasting. Het is dus logisch dat de Franse regering, de Partij van de Arbeid en anderen in eigen land een digitaledienstenbelasting willen invoeren, zodat ook deze bedrijven eerlijk gaan bijdragen. Trump en zijn kleptocraten dreigen echter met handelssancties. Dat is een onbeschofte aantasting van de soevereiniteit en een fikse aanval op de internationale OESO-onderhandelingen om de winstbelasting fundamenteel te hervormen. En die hervorming is hard nodig. Het huidige stelsel van de winstbelasting is volkomen gedateerd door globalisering en digitalisering en landen lijken geen andere keus te hebben dan nog lagere tarieven en nog minder winstbelasting te hanteren. We moeten ons verzetten tegen de Amerikaanse druk en ervoor zorgen dat Europa, indien de onderhandelingen mislukken, zelf grote bedrijven gaat belasten. De voorstellen liggen er. Zolang de onderhandelingen echter nog lopen, moet Europa de daad bij het woord voegen met een moratorium op winstbelasting. Als Parijs, Den Haag en Berlijn aanschuiven bij onderhandelingen om belastingdumping tegen te gaan en ondertussen thuis de winstbelasting willen verlagen, dan is dat niet anders dan hypocriet. Dat geeft geen pas.

  Dragoş Pîslaru (Renew). – Doamnă președintă, o să vorbesc în limba română. Domnule comisar Gentiloni, doamnă președintă și raportor Tinagli, este, într-adevăr, o discuție extrem de importantă pe care o purtăm astăzi. Aș vrea să pun problema poate un pic mai diferit față de cum a fost pusă până acum, dar ajungând la aceeași concluzie, și anume că această rezoluție trebuie susținută.

Ceea ce discutăm noi în această casă, la această oră de seară, nu este de a trata multinaționalele ca pe inamicii popoarelor. Nu este vorba de a lansa un război împotriva societăților multinaționale. Există, însă, o percepție în creștere atât la nivel european, cât și la nivelul țărilor OECD, că există, într-adevăr, sume importante de venituri fiscale care se pierd datorită comportamentului acestuia de mutare a profiturilor dintr-o țară în cealaltă. Evident, există opinia societății civile și a populației în mai multe state, în OECD și în special în Uniunea Europeană, care devin din ce în ce mai vocale pe acest subiect având în vedere problema.

Ceea ce trebuie să subliniem, însă, și este foarte important este că aici avem o problemă evident de etică și de comportament al firmelor multinaționale, dar avem și o problemă de concurență și lipsă de coordonare între statele membre. Până la urmă, multinaționalele folosesc cadrul acesta pe care îl avem și care nu este eficient.

În același timp, este o problemă la nivelul fiecărui stat membru în ceea ce privește calitatea administrației fiscale și competența pe care această administrație fiscală o are de a putea avea un regim unitar. Cele două propuneri, cei doi piloni ─ alocare mai echitabilă a drepturilor fiscale și, respectiv, o propunere globală pentru evitarea eroziunii fiscale prin stabilirea unei taxări minime ─ funcționează doar într-un cadru multilateral și Uniunea Europeană poate, într-adevăr, să dea un exemplu.

Repet, nu este vorba de a intra în război pentru a taxa mai mult multinaționalele, este vorba de a găsi o echitate fiscală, un regim prin care să putem ca întreprinderile mici și mijlocii să nu fie defavorizate și, în același timp, să evităm această cursă a taxării diferențiate și a administrării diferite între statele membre.

Cred că este un moment important ca Parlamentul să dea un semnal pozitiv în această direcție, evident neuitând, însă, ceea ce este deja inclus în propunere, că discutăm despre simplitate, predictibilitate și un mod în care să dezvoltăm afacerile, nu să le oprim.

  Ernest Urtasun (Verts/ALE). – Madam President, we very much welcome this debate and the resolution that this Parliament will adopt this week. It is important that the EU plays a key role in the global debate on how to solve the tax challenges created by digitalisation and globalisation. We must ensure that the digital giants pay a fair share of the taxes, and that is not the case today.

However, this proposal goes far beyond this and has the potential to update corporate tax rules and make them fit for the 21st century. We cannot govern economic relations in globalisation with the rules that we have from the 20th century. Today, transfers between subsidiaries of the same companies are taxed as if they were transfers between two independent companies. This is today at the origin of the sophisticated schemes used by multinationals for tax avoidance.

One of the solutions, highly accepted among the economics and academic community, is to tax companies as global entities. The OECD has started to recognise that, as did the Commission almost ten years ago with the first proposal for a common consolidated corporate tax base. The first proposal was blocked, as was the second one of 2016. We are still waiting for news from the Council on that.

We need international negotiations to reach a deal by the end of 2020, Commissioner. All EU Member States should set aside their differences and speak with one single voice. We need an ambitious deal, not the lowest common denominator – a deal which ensures that companies are taxed where they have the economic activity, meaning where they make sales, have employees and assets, where they have their clients and where they sign online contracts.

The expectations of citizens for fairer taxation of multinationals is really high, and a failure of those will further create frustrations, damaging the reputation of our taxation regimes. That is why we call for joint efforts in order to make those international negotiations successful.

  Matt Carthy (GUE/NGL). – Madam President, as other speakers have mentioned, there are many positive elements of the OECD’s proposals, not least of which is the fact that that organisation is finally recognising that taxing rights need to go beyond the failed ‘arm’s length’ principle. But there have also been serious criticisms of the proposals, including from developing countries, who are excluded from much of the process, and analysis from tax justice campaigners has found that the OECD approach may actually lower the profits booked in tax havens by just 5%.

The biggest problem here – the elephant in the room, so to speak – is the current US position, which puts the project for real reform on very shaky ground. The two pillars of this proposal, if agreed on in the future, will represent a fundamental shift in the global tax system towards a much fairer and more sustainable system. I’ve been warning my own government for years that it needs to end its dangerous addiction to corporate tax avoidance by Silicon Valley-based companies. Last year in Ireland, 45% of all corporate tax revenue came from just 10 multinational companies. The Member States that have encouraged tax avoidance and benefited from it are in for a rude awakening. They need nothing less than a new industrial strategy. So it’s well past time for people to get real, realise that a major shake-up of this unfair system is inevitable and start preparing for it now before the shock hits, knowing, as we do, that that shock will hit ordinary families and workers hardest of all.

  Pilar del Castillo Vera (PPE). – Señora presidenta, señor comisario, queridos colegas, las tecnologías digitales, hoy, han dejado de ser un actor en sí mismo para convertirse en el fundamento de todos los sectores económicos innovadores y competitivos. Así ocurre —basta una fácil observación de la realidad— de la energía a los servicios financieros, de la industria de manufacturas al transporte, de la agricultura al turismo, y un largo etcétera. En este contexto, una normativa fiscal como la vigente, que se concibió pensando en los modelos de negocio con presencia física, se encuentra muy alejada de la realidad. Ahora son muchas las empresas digitales que tienen clientes y generan valor —como bien es sabido—, valor económico, en países en los que no están presentes. Pero, además, muchas de estas obtienen sus ingresos de activos intangibles. A su vez, frente a unos sistemas fiscales cuyos fundamentos se basan en las economías de principio del siglo pasado, hoy vivimos en un mundo global que requiere la utilización de un prisma mundial.

En definitiva, es urgente adaptar la normativa de la competencia; en este caso hablamos de la normativa tributaria, de la normativa fiscal, pero no va a ser la única vez que hablemos de un aspecto de los principios de la competencia, porque hay otros muchos aspectos que están ligados a la misma situación de digitalización y de globalización, y vamos a tener ocasión, seguro, de debatirlos a lo largo de esta legislatura. Ahora estamos hablando de la normativa tributaria. La OCDE está liderando el debate y hace falta que la Unión Europea no pierda una cosa que es fundamental, que es el pulso del liderazgo. El pulso del liderazgo lo tiene que tener la Comisión, las sucesivas presidencias del Consejo, y eso es lo que esperan este Parlamento y los ciudadanos europeos.

  Aurore Lalucq (S&D). – Madame la Présidente, Monsieur le Commissaire, chers collègues, nous avons toutes et tous entendu parler des différents scandales fiscaux de ces dernières années: les LuxLeaks, les Panama Papers, et j’en passe. Ces scandales ont pour point commun le fait que les multinationales se jouent des différences entre nos systèmes fiscaux, que nous n’avons réalisé que de faibles avancées, ces dernières années, en matière fiscale au niveau européen – c’est un euphémisme –, et qu’il y a eu une concurrence fiscale et, in fine, sociale très importante.

J’ai entendu un collègue dire tout à l’heure que nous ne devons pas voir les multinationales comme des ennemis. Il ne s’agit pas de les voir comme des ennemis, il s’agit juste de dire qu’elles doivent, elles aussi, contribuer dans une juste proportion à l’effort de nos sociétés pour financer nos infrastructures, nos systèmes sociaux, etc.

Au niveau européen, nous perdons chaque année 1 000 milliards à cause de cette optimisation fiscale, de cette fraude fiscale. Ces 1 000 milliards nous seraient plus qu’utiles pour financer quelque chose qui s’appelle la transition écologique et qui, elle, est une véritable urgence.

C’est pour cette raison que l’OCDE a, entre autres, lancé ce BEPS 2.0, dont le but est de faire deux choses très simples, frappées au coin du bon sens. La première: faire en sorte que les entreprises paient leurs impôts là où elles font leurs bénéfices. Et la deuxième: qu’un taux d’imposition minimum soit établi au niveau mondial.

Le problème, c’est Donald Trump et le fait qu’il va s’opposer à ce projet qui, pourtant, nous ferait du bien à tous. C’est pourquoi nous sommes une grande majorité de parlementaires à demander que la Commission fasse en sorte de mettre en place ce projet au niveau européen.

  Henrike Hahn (Verts/ALE). – Frau Präsidentin, liebe Kolleginnen und Kollegen! Steuervermeidung und die Tatsache, dass es sie überhaupt geben kann, ist schlichtweg ein Skandal.

So viele Menschen in Europa nehmen ganz konkret jeden Tag redlich die Verantwortung an, Steuergelder zu erwirtschaften: am Förderband, im Büro, in einem Krankenhaus, überall. Das ist kostbare Lebenszeit, die Menschen da verantwortungsvoll für das Gemeinwohl zur Verfügung stellen.

Verantwortung, das muss auch für international operierende Großkonzerne gelten. Viele große Unternehmen zahlen eben nicht die gesetzlich vorgeschriebenen Steuern und nutzen die Steuerschlupflöcher. Aber das muss auch ganz ehrlich gesagt werden: Warum gibt es diese Steuerschlupflöcher denn überhaupt? Es liegt auch an uns in der Politik, sie zu schließen. Wir brauchen einen neuen Weg, Gewinne multinationaler Unternehmen gerecht zu besteuern und Steuerlast nicht nur auf kleinen Schultern zu verteilen.

Europa entgehen durch Steuerflucht Milliarden von Euro, und genau das müssen wir ändern. Das ist auch 2020 die Aufgabe einer deutschen Ratspräsidentschaft, daran zu arbeiten, dass die EU hier große Schritte nach vorne macht. Wir haben jetzt die Chance, Unternehmensbesteuerung auf den Stand des 21. Jahrhunderts zu bringen. Wir brauchen jetzt positive gemeinsame Veränderungen statt Streit, Alleingänge oder Sanktionen.

Wir brauchen große Antworten auf große Fragen, gerade auch zusammen mit den USA. Wir brauchen einen effektiven Mindeststeuersatz in der EU und wir brauchen bei den OECD-Verhandlungen eine Vereinbarung bis Ende 2020. Wenn wir das nicht schaffen, dann soll die EU vorangehen und einen Vorschlag zur EU-Gesetzgebung vorlegen für eine gerechte Besteuerung der digitalisierten Wirtschaft, für eine Steuergerechtigkeit, in der die Steuerverantwortung auf vielen Schultern gerecht verteilt wird, damit wir mit diesem Geld Europa ökologischer und sozialer machen können. Denn so geht soziale Gerechtigkeit, und das gibt es nur mit Steuergerechtigkeit.

  João Ferreira (GUE/NGL). – Senhora Presidente, de acordo com estimativas existentes, as multinacionais fogem anualmente com mais de 500 mil milhões de dólares que eram devidos aos Estados em sede de tributação do imposto sobre as sociedades. Quinhentos mil milhões de dólares que podiam e deviam ser usados pelos Estados no exercício das suas funções sociais e para aliviar os impostos que recaem sobre quem trabalha. Uma realidade indissociável das políticas neoliberais, da livre circulação dos capitais, das deslocalizações, das privatizações, do enfraquecimento das administrações públicas.

As propostas aqui aprovadas sobre a matéria coletável comum do imposto sobre as sociedades e a sua consolidação deixam intocadas várias destas multinacionais. Uma lista efetiva de paraísos fiscais permitiria aos Estados realizar retenções na fonte quando existem suspeitas de deslocalizações de lucros para jurisdições fiscalmente mais atrativas. Esta lista foi rejeitada pelo Conselho.

É muito o que pode e deve ser feito para combater a fraude, a evasão e a elisão fiscais. Combate que passa não só, nem necessariamente, pela harmonização fiscal e que deve respeitar escrupulosamente a soberania dos Estados neste domínio.

  Barbara Thaler (PPE). – Frau Präsidentin, sehr geehrter Herr Kommissar, liebe Kolleginnen und Kollegen! Der Markt hat niemals darauf gewartet, dass die Verwaltung die passenden Rahmenbedingungen für seine Entwicklungen parat hatte. Und genau das stellt uns immer wieder vor Herausforderungen. Dieser Umstand eröffnet nämlich Gesetzeslücken, die es international und auch digital operierenden Unternehmen gestatten, sich aufgrund ihrer Größe und ihrer Dominanz immer noch weitere Vorteile zu verschaffen. Und gleichzeitig tragen klein und mittel strukturierte Unternehmen die volle Steuerlast, was für den Standort ungerecht ist. Ich bin selbst seit zwölf Jahren Unternehmerin und kann darum die Situation sehr gut nachempfinden. Diese Entschließung ist ein wichtiger Input für die laufende Konzertation der OECD. Eines kann man in diesem Zusammenhang nicht oft genug betonen: Wir müssen weg von dieser veralteten Vorstellung einer alleinigen physischen Betriebsstätte und steuerliche Rahmenbedingungen so gestalten, dass Umsätze auch dort besteuert werden, wo sie gemacht werden. Denn eines ist ganz klar: Unsere Wirtschaft wird in den nächsten Jahren sicher nicht weniger digital werden. Darum bin ich froh über diese Initiative des Parlaments und werde die Entschließung sehr gerne unterstützen.

  Marek Belka (S&D). – Madam President, they say that only two things in life are certain: taxes and death. Scandals such as the Panama Paper or LuxLeaks have shown that only the latter is certain. The so-called BEPS 2.0 is a step in the right direction. While taking it easy on start-ups and small companies, it is not a surprise that digital groups such as Facebook or Google will be mostly affected by the actions proposed by the OECD. However, it is improper for the US to perceive the two Pillars as an attack on the United States.

We need to act fast, adopt both of them at the same time, and react together on the international level. For this to happen, we need the US to understand that taxes should be paid where the value is created, not avoided, nor evaded. But in the EU our usual suspects also need to act with the EU core. We need to speak with one voice to influence the international negotiations. If the consultations on the international level do not succeed by the end of 2020, we in Parliament call for, as promised by Ms von der Leyen, an EU solution to tackle this phenomenon.

  Evelyn Regner (S&D). – Frau Präsidentin, sehr geehrter Herr Kommissar! Wenn wir es ordentlich angehen, dann bringen wir mit BEPS 2.0 unser Steuerrecht endlich ins 21. Jahrhundert. Und das ist verdammt wichtig! Steuern sind eine Investition in die Allgemeinheit: Kinder, Schulen, Infrastruktur. Unternehmen sollten stolz darauf sein, Gewinne zu erzielen und damit auch ihren Anteil für die Allgemeinheit in Form von Steuern zu leisten. Steuern müssen dort bezahlt werden, wo die Gewinne erwirtschaftet werden. Damit basta! Facebook, Google und Co. müssen endlich ihren fairen Beitrag leisten, denn das Geld fehlt in unseren Staatskassen. Facebook zahlt beispielsweise trotz riesiger Werbeeinnahmen keine Steuern in Österreich. Während die traditionellen Konzerne von der Voest bis zu allen anderen, oder sehr viele, brav ihren Beitrag leisten. Das ist unfair, das ist schädlich, und das muss endlich aufhören. Eines ist klar: Damit BEPS 2.0 funktioniert, brauchen wir Transparenz. Wir müssen wissen, wo die Konzerne ihre Steuern zahlen und wo nicht. Auch wenn wir einen kleinen Rückschritt hatten, wir dürfen nicht aufgeben, die Finanzminister dazu zu bekommen, endlich ihre Blockade bei Public CBCR entsprechend zu beenden. Österreich hat im Nationalrat nun endlich auch für einen Antrag der Sozialdemokratie gestimmt, diese Blockade, die die österreichische Regierung hatte, aufzugeben. Und damit meine Aufforderung an die nächste Präsidentschaft, an die Kroaten, dieses Thema wieder aktiv auf die Tagesordnung zu nehmen. Finnland hat dabei einen wertvollen Beitrag geleistet. Und im Übrigen müssen wir als Europäisches Parlament ambitioniert an die Sache gehen, d. h. einen Mindeststeuersatz von 18 %. Nur so können wir das Dumping nach unten endlich beenden.

  Margarida Marques (S&D). – Senhora Presidente, Senhor Comissário Gentiloni, com o bloqueio no Conselho o percurso que está a ser feito na OCDE é uma oportunidade de resposta a nível global aos desafios da fiscalidade, nomeadamente na área digital. No que cabe à distribuição dos direitos de tributação, o que vier a ser acordado vai mudar os princípios tributários na economia global. A discussão está a avançar na boa direção, embora lentamente.

Quanto à tributação mínima global, a proposta de uma taxa mínima de tributação ao nível de cada jurisdição, nomeadamente para o digital, é bem-vinda. Entretanto, espera-se que o Conselho avance com as propostas sobre a matéria coletável das empresas. Mas a Comissão e os Estados-Membros têm de assegurar que as negociações destes dois pilares sejam feitas em conjunto.

Finalmente, esperamos que seja alcançado um acordo ainda durante o próximo ano, pelo menos na presidência alemã do Conselho. Este acordo será fundamental para assegurar uma maior equidade fiscal e justiça social na Europa e no mundo.

  Tudor Ciuhodaru (S&D). – Doamnă președintă, domnule comisar, eu cred că politicile fiscale trebuie să fie favorabile celor mulți și dacă vorbim despre taxare, ea trebuie să fie aceeași pentru toți. Cum și dumneavoastră, fiecare dintre cei care suntem astăzi în sală, cei de acasă plătesc taxe și impozite acolo unde își realizează venitul, același lucru trebuie să fie valabil inclusiv pentru multinaționale.

Eu cred că vorbim despre taxe ca un instrument prin care putem să asigurăm sănătatea, educația și infrastructura europeană, așa că susțin și voi vota cu două mâini o astfel de rezoluție care face ca și multinaționalele să plătească taxe și impozite în țara de unde își obțin profitul, iar aceste lucruri să fie valabile peste tot în Europa și să asigure dezvoltarea de care avem cu toții nevoie.

  Billy Kelleher (Renew). – Mr President, I will be raising grave concerns about this particular motion in many contexts, but I think one issue that I would like to bring to Parliament’s attention is in the context of the European Union acting unilaterally on further recommendations of the OECD BEPS 2.0 report – the idea that we can somehow bring about fair taxation and globalised taxation without actually having the rest of the world involved in these discussions and acting in accordance with some of the proposals that have come forward. Because we would undermine our competitiveness as a European Union. We would discourage investment into the European Union.

Let us be very, very clear. The European Union is struggling in the context of its competing with the rest of the world in the digital and global economy. We have very few multinationals that have actually started in the European Union and have blossomed and grown internationally. So the idea that we can just unilaterally act without having the rest of the world – the United States and other large trading partners – involved in that process would undermine the European Union’s competitiveness and discourage multinationals from locating here and employing EU citizens.

  Paolo Gentiloni, Member of the Commission. – Mr President, we discussed this evening an issue that will, in the coming years, be crucial for our Union and also for the sustainability of the single market and of our social model, so for this reason I think that the discussion was useful.

I just want to stress two points. One is that your support – the support of Parliament – will be crucial in the next years, absolutely crucial, if we want to ensure real reform. Secondly, the Commission is working to try to have a common position at the OECD table. We have to cooperate with the Presidency because they are formally leading in this discussion, and I think we will have a very good cooperation with the Croatian and then German Presidencies.

I will be very clear; we are fully committed to a global solution. It is not something that we are doing without real commitment, despite the difficulties in these times of all multilateral negotiations that we have to know and recognise, but we are fully committed. This doesn’t mean that we don’t have alternatives so, as I’ve said before, the task I was given by the President is to work on this global OECD solution with all our tools and commitment, and if this is not possible, to find a European way on this, and to find this way we will again need strong cooperation between Parliament and the Commission.

  Carmen Avram (S&D), in writing. – I very much support this oral question debate that raises the important issue of fair taxation in a digitalised and globalised economy. I welcome the intention and ambition of this European Commission to propose a European digital tax next year if the OECD talks and negotiations on a global tax fail. We know that talks are difficult and the American position on this is a tricky one. I believe that it is a question of fairness and justice to tax big companies where huge profits are generated inside the EU Member States. The EU 500 million single market is an important piece of the cake for many companies and we should remember it when addressing the issue of taxation – and, let me add, fair taxation. As in climate and other fields, I am happy that the EU takes a leading role.

  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Luisa Regimenti im Namen des Ausschusses für internationalen Handel über den Vorschlag für einen Beschluss des Europäischen Parlaments und des Rates über eine weitere Makrofinanzhilfe für das Haschemitische Königreich Jordanien (COM(2019)0411 – C9-0116/2019 – 2019/0192(COD)) (A9-0045/2019).

  Luisa Regimenti, Relatore. – Signor Presidente, onorevoli colleghi, signor Commissario, prendere la parola in questa illustre sede della plenaria in qualità di relatrice per questo importante dossier è per me un onore.

Sono molto soddisfatta del riscontro avuto in commissione INTA e del voto all'unanimità sulla relazione che ho presentato e con cui ho raccomandato la concessione di un terzo aiuto macrofinanziario di 500 milioni di euro al Regno hascemita di Giordania.

Per giungere a tale valutazione, è stato necessario analizzare con attenzione la situazione economica e sociale della Giordania e prendere atto dei lodevoli sforzi fatti da questo paese riguardo all'accoglienza dei profughi e alla lotta contro il terrorismo islamico nonché nel ripianare i precedenti prestiti contratti con l'Unione europea nei termini previsti.

Difatti, dalle valutazioni effettuate sull'attuazione dei precedenti programmi di aiuto macrofinanziario concessi alla Giordania, risulta che i fondi accordati, resi disponibili sotto forma di prestiti a basso interesse a lungo termine, hanno contribuito a preservare la stabilità macroeconomica del paese e hanno avuto soprattutto un impatto sociale positivo. I programmi sono stati inoltre attuati in modo efficiente e in stretto coordinamento con le autorità giordane.

Di fronte alla crescita rimasta debole e agli investimenti in calo, l'11 luglio 2019, le autorità giordane hanno chiesto ulteriori fondi all'Unione europea per far fronte al maggiore fabbisogno del paese in termini di finanziamenti esterni e di bilancio, in parte connesso alle condizioni di instabilità della regione, tra le quali vi è la presenza in Giordania di un numero elevato di rifugiati siriani.

Il 6 settembre 2019, la Commissione ha adottato una proposta per un terzo programma di aiuti fino a un massimo di 500 milioni di euro.

Ritengo che, considerati gli sforzi della Giordania rispetto alla crisi migratoria subita e alla lotta contro il terrorismo, e constatando gli innegabili sviluppi circa il livello di tutela dei diritti umani e della democrazia, tale terzo prestito rappresenti un valore aggiunto per l'Unione europea, aiutando un paese del vicinato di crescente rilevanza geopolitica a gestire problemi economici e sociali pressanti.

Come è difatti a tutti tristemente noto, il conflitto siriano ha portato a ricadute economiche negative in Giordania a causa dell’interruzione del commercio regionale, della riduzione delle entrate dal turismo, del deteriorarsi della fiducia degli investitori e alla diminuzione degli afflussi di capitale nella regione.

La pressione esercitata sui servizi pubblici giordani, soprattutto in materia di sanità, accesso ai beni essenziali e istruzione, è stata difficilmente sostenibile dal paese del quale, tuttavia, bisogna riconoscere lo sforzo lodevole nell'assicurare un'accoglienza dignitosa ai profughi che soggiornano per lo più in ambiente urbano e per i quali, nonostante le numerose difficoltà, è attualmente garantito l'accesso a un'assistenza sanitaria pubblica a prezzi accessibili e al mercato del lavoro.

Inoltre, ritengo sia importante considerare gli sforzi della Giordania nella lotta contro il terrorismo islamico, priorità dell'Unione europea e dei suoi Stati membri. La Giordania si rivela un partner strategico dell'Unione europea nella cooperazione in materia di tratta di esseri umani e traffico di armi da fuoco, nonché di scambio di dati personali tra Europol e le competenti autorità giordane per contrastare i fenomeni del terrorismo.

Il Regno di Giordania continua poi a progredire nell'affermazione dei principi democratici, a promuovere la coesistenza religiosa pacifica e a sostenere la libertà di religione e di credo, oltre a compiere significativi passi in avanti dal punto di vista sociale e umano sui diritti delle donne e protezione dei minori.

Non da ultimo, grazie alla progressiva liberalizzazione dei reciproci mercati, la presenza di un partner estero stabile è motivo di garanzia anche per le imprese dell'Unione europea per cui si configurano migliori opportunità per il commercio, l'imprenditoria e gli investimenti in Giordania.

Ribadisco in questa sede che è fondamentale assicurarsi che l'assistenza finanziaria concessa sia effettivamente mirata a incoraggiare lo sviluppo degli investimenti imprenditoriali e dei progetti del paese. Altrettanto necessario è che si garantisca con tutti gli strumenti a nostra disposizione un adeguato controllo dei fondi in loco, al fine di vigilare sul corretto e trasparente utilizzo del prestito erogato.

Tanto premesso, ritengo sia necessario mostrare con questo aiuto il sostegno dell'Unione europea ad un paese come la Giordania ed auspico che il prestito possa essere messo a disposizione in tempi brevi.

Di conseguenza, mi auguro che il voto di domani permetta la concessione dell'aiuto finanziario al Regno hascemita di Giordania.

  Paolo Gentiloni, Member of the Commission. – Mr President, let me thank the rapporteur, Ms Regimenti, and the Committee on International Trade (INTA) for the valuable work on the report, and for the spirit of cooperation. I would also like to thank the Committee on Budgets and the Committee on Foreign Affairs for their support.

It is worth recalling where Jordan is coming from. Since 2011 the Jordanian economy has been significantly affected by regional unrest, notably in neighbouring Iraq and Syria, which led to unforeseen economic shocks even if some of its structural weakness and lack of competitiveness predates 2011. This regional unrest has taken a heavy toll on growth, external receipts, and has strained public finances. The Syrian conflict has also impacted Jordan by causing a large inflow of around 1.3 million Syrians into the country. This large inflow of Syrian refugees increased pressure on Jordan’s fiscal position, public services and infrastructures.

In these difficult circumstances Jordan has so far managed to preserve macroeconomic stability, thanks to a broadly appropriate policy response and international support. With this in mind, and upon the request of the Jordanian authorities, the Commission adopted on 6 September a proposal for a new programme of macro-financial assistance to Jordan in the amount of EUR 500 million in loans. Building on the two previous macrofinancial assistance programmes successfully implemented, the new financial assistance will help Jordan to enhance the sustainability of its debt thanks to attractive terms of the loans, as well as to promote further structural reforms necessary to strengthen growth and the resilience of the economy. The programme is part of a wider international effort to support Jordan.

Of course this assistance will be conditional on a set of structural reform measures to be agreed in a memorandum of understanding, and also on the existing and successful reviews of the IMF programme. The programme is a concrete expression of the EU’s sustained commitment to supporting Jordan, which faces an adverse and complex economic situation in a region marked by a persistently challenging and volatile environment.

The European Parliament’s support for this proposal will send a clear and encouraging signal that the European Union lives up to its commitments and continues standing by Jordan and all the people living in that country.

  David McAllister, im Namen der PPE-Fraktion. – Herr Präsident, Herr Kommissar, meine sehr verehrten Damen, sehr geehrte Herren, liebe Kolleginnen und Kollegen! Gestatten Sie mir als Vorsitzendem des Ausschusses für auswärtige Angelegenheiten einige wenige Anmerkungen zu diesem Thema. Wir haben es eben gerade sowohl von der Berichterstatterin wie auch vom Herrn Kommissar gehört – Jordanien steht vor enormen Herausforderungen: Die Wachstumsrate sinkt, die Staatsverschuldung wird größer, und die Arbeitslosenquote insbesondere unter jungen Menschen steigt. Viele äußere Umstände haben zu dieser Entwicklung beigetragen. Als Nachbarland von Syrien und als Nachbarland von Irak ist Jordanien unmittelbar von den schrecklichen bewaffneten Konflikten in der Region betroffen. Laut jordanischen Angaben – Kommissar Gentiloni hat diese Zahl gerade eben bestätigt – befinden sich derzeit rund 1,3 Millionen – 1,3 Millionen! – Syrer in Jordanien. Trotz der enormen Belastung für Staat und Gesellschaft ist der Umgang des Landes mit dieser schwierigen Situation vorbildlich.

Deshalb ist es so wichtig, dass wir als Europäische Union dem Ersuchen Jordaniens um eine makrofinanzielle Hilfe in Höhe von 500 Millionen Euro geschlossen zustimmen. Ich werde selber am 4. und 5. Januar in Jordanien vor Ort sein. Herr Kommissar Gentiloni, ich kann Ihnen nur zustimmen, dass wir als Europäisches Parlament dem Vorschlag der Kommission folgen sollten, um unserem Partner und unserem Verbündeten Jordanien weiterhin unter die Arme greifen zu können.

  Jérémy Decerle, au nom du groupe Renew. – Monsieur le Président, Monsieur le Commissaire, au nom du groupe Renew, je tiens à apporter mon soutien au versement de cette troisième aide macrofinancière à la Jordanie. Nous pensons effectivement qu’elle pourra contribuer à soutenir ce pays dans ses efforts pour faire face à l’instabilité créée par le gouvernement syrien dans la région.

Nous rappelons également, à cette occasion, notre attachement à la politique de voisinage de l’Union européenne, essentielle aussi à la stabilité de notre territoire. Cependant, si, sur le fond, notre soutien à cette demande est total, nous regrettons qu’elle puisse être entre les mains, au Parlement européen, d’un rapporteur issu du groupe d’extrême droite Identité Démocratie.

Au nom du groupe Renew, composé d’Européens engagés et convaincus, nous tenons à réaffirmer haut et fort, dans cet hémicycle, notre rejet des idées eurosceptiques destructrices véhiculées par l’extrême droite. Nous dénonçons aussi le manque de cohérence consternant dont fait preuve cette famille politique en réhabilitant, d’un côté, Bachar El Assad et, de l’autre, en acceptant de venir en aide à ceux qui sont finalement ses principales victimes.

  Thierry Mariani, au nom du groupe ID. – Monsieur le Président, permettez-moi tout d’abord de saluer la grande qualité du travail de notre collègue, Luisa Regimenti, qui a présenté ce rapport tout à l’heure. Elle précise avec raison combien le conflit syrien a désorganisé une société jordanienne déjà exposée à des défis importants: l’accueil des populations originaires de Palestine et la maîtrise de l’influence des Frères musulmans, notamment.

La Jordanie fait partie des pays les plus sérieux de la région, économiquement parlant. Sa monnaie est préservée et le pays travaille activement à l’épanouissement de son activité touristique. Luisa Regimenti évoque, avec pertinence d’ailleurs, la forte croissance économique dont Amman avait bénéficié jusque-là. J’ajoute que, fervent défenseur des chrétiens d’Orient, le roi de Jordanie a eu une attitude exemplaire envers les chrétiens jordaniens.

Le pays doit donc bénéficier d’une solution internationale concertée au profit des chrétiens irakiens et des Mandéens, qui ont fui l’organisation «État islamique» et doivent désormais trouver un endroit où reconstruire leur vie. Ce «paquet» de 500 millions d’euros de prêts, nous allons l’octroyer à la Jordanie, car ce pays porte le fardeau d’une crise internationale que personne ne veut résoudre. La frontière entre la Jordanie et la Syrie est ouverte depuis des mois, désormais. Comment expliquer qu’aucun plan international de réinstallation des réfugiés syriens ne soit établi?!

Chers collègues, nous avons l’occasion de renouveler la politique européenne au Levant, d’opter pour une politique stratégique; elle est nécessaire et, bien sûr, nous sommes tout à fait favorables au rapport présenté.

  Tudor Ciuhodaru (S&D). – Domnule președinte, domnule comisar, sunt Tudor Ciuhodaru, medic de urgență în Iași, România, la Spitalul Clinic de Urgență „Nicolae Oblu” și apreciez faptul că astăzi, Parlamentul European ia soluția corectă.

Sănătatea și viețile oamenilor nu trebuie să aibă culoare politică și, dacă vorbim despre valori europene, trebuie făcut orice, de către oricine, indiferent de culoarea politică, pentru ca aceste lucruri să fie susținute. Chiar dacă raportorul are o anumită culoare politică, sincer să fiu, este mai puțin important.

Cei din Iordania au nevoie de acest împrumut pentru a-și asigura sănătatea, pentru a putea supraviețui și noi, ca Parlament European, trebuie să ne arătăm, încă odată, cu deschiderea pentru cei care sunt cu adevărat partener în respectarea valorilor europene. Voi vota cu două mâini acest raport și apreciez activitatea Comisiei Europene.

  Paolo Gentiloni, Member of the Commission. – Mr President, I just wanted to underline the fact that the Council has already confirmed that it will approve the European Parliament position if Parliament adopts its position on the first reading immediately. In such a case, the process will be on track to be completed less than four months after the Commission presented the proposal. I think that such swift decision-making on a crisis instrument like macro-financial assistance is very relevant in general, and is absolutely needed for Jordan. So thank you to the rapporteur and to Parliament for this commitment.

  Luisa Regimenti, Relatore. – Signor Presidente, onorevoli colleghi, vi ringrazio per i vostri interventi e ringrazio in particolare il collega medico perché sono medico anch'io.

L'importanza e l'urgenza di questo dossier merita un'analisi che vada oltre le divisioni tra gruppi parlamentari. Mi auguro dunque che si possa confermare il voto positivo unanime espresso in commissione INTA.

Ci tengo a sottolineare che la validità e la necessità del voto positivo a questo dossier dovrebbe richiamare tutta l'Aula ad esprimersi secondo coscienza e soddisfacendo il dovere ultimo di tutti noi deputati di fare gli interessi degli Stati che rappresentiamo.

Per questi motivi, auspico che si possa giungere ad un voto positivo su questo dossier, che merita di essere valutato autonomamente, lasciando da parte dinamiche di gruppo e pregiudizi spesso infondati, sorti sul mio gruppo.

  Andrea Bocskor (PPE). – Elnök úr! Az elmúlt években olyan törvénymódosítások történtek Ukrajnában, amelyek jelentősen korlátozták a kisebbségek nyelvhasználati jogait. A 2017-ben elfogadott oktatási törvény hetes cikkének felülvizsgálata a Velencei Bizottság ajánlása ellenére sem történt meg, sőt, elkezdték a végrehajtást. Emellett, december 8-án a Velencei Bizottság felszólította Ukrajnát, hogy helyezze hatályon kívül a 2019. áprilisában elfogadott, az ukrán nyelv használatáról szóló jogszabály azon rendelkezéseit, melyek különbséget tesznek az ukrán és más nyelvek között, mivel a törvény diszkriminatív.

A nemzetközi testület felszólította az ukrán törvényhozókat, hogy mielőbb hozzanak törvényt a kisebbségek jogállásáról, és elkészítésébe vonják be a kisebbségek képviselőit. Mivel ezt a törvényt már az ukrán nyelv funkcionálásáról szólóval párhuzamosan kellett volna elkészíteni, annak elfogadásáig halasszák el a törvény végrehajtását. Bízom benne, hogy Kijev mielőbb felismeri, hogy az Európai Unióhoz való közeledés elengedhetetlen feltétele az alapvető emberi és kisebbségi jogok védelmét szavatoló nemzetközi dokumentumok tiszteletben tartása és végrehajtása.

  Tudor Ciuhodaru (S&D). – Domnule președinte, Schengen reprezintă una dintre cele mai importante realizări ale Uniunii Europene. Sistemul Schengen oferă cele mai înalte standarde privind managementul frontierelor și România îndeplinește aceste standarde și solicit Consiliului să nu întârzie și să urmeze recomandările Parlamentului European de a asigura integrarea României în Schengen.

Să știți că nu spun eu acest lucru, o spune fostul Președinte al Parlamentului European, Jerzy Buzek, și știți când o spune? Pe 8 iunie 2011. Uitați-vă și dumneavoastră, au trecut aproape zece ani și de aceea eu trebuie să mă întorc acasă să le spun românilor că astăzi, în Parlamentul European, v-am solicitat încă o dată, onorată Comisie, onorat Consiliu, să intrăm în Schengen. Îndeplinim toate criteriile și sper ca acest lucru să fie făcut cât mai repede pentru că și românii au dreptul să fie în acest spațiu european, mai ales că suntem, cu toții, cei care iubim aceste valori europene.

  Phil Bennion (Renew). – Mr President, on 15 November, protests against the tripling of gas prices began throughout Iran, and they spread quickly. The regime engaged in a bloody suppression and completely blocked the internet on 17 November, to prevent news on the scale of the process and the scope of its brutal crackdown spreading.

According to Amnesty International, over 300 people have been killed, and I’ve heard estimates from other groups that say it could even be as high as 1 500. The United Nations Human Rights Office reports that women and children are among those killed, and at least 7 000 people have been arrested. I urge the United Nations Security Council, governments and the international community to condemn these killings and the suppression and call for the release of those detained.

Internet access for all needs to be completely restored, along with the human rights of those who have been detained. Iran must fulfil its obligations to international human rights law by respecting the rights of freedom of expression and peaceful assembly.

  Nico Semsrott (Verts/ALE). – Mr President, the EU is in deep crisis and so am I. I have binge—watched this show for the past few months and I’m not amused. It’s not getting enough clicks, the engagement rate is pathetic and, in general, there is a lack of good content. I want to give you all here direct feedback.

First, the storylines don’t make any sense: in one episode we are saying the EU stands for peace and in the next we are rushing to build up our military. Second, the characters are hard to follow: I don’t know any of you. Third, the message keeps getting lost.

We should take a lesson from the Eurovision Song Contest. People pay attention to naked people dancing. If ratings don’t improve, the whole thing will soon be cancelled.   Maxette Pirbakas (ID). – Monsieur le Président, chers collègues, je tenais ce soir à vous alerter sur le retour d’un scandale qui a affecté la santé de millions d’Européens d’outremer, des Antilles: l’affaire du chlordécone.

L’article 168 du traité sur le fonctionnement de l’Union européenne évoque un niveau élevé de protection de la santé humaine. Je demande, en tant que députée des outremers, qu’une aide de l’Union européenne soit accordée pour aider mes compatriotes antillais ayant subi un dommage direct ou collatéral dans cette affaire du chlordécone.

L’utilisation du chlordécone est responsable de nombreux problèmes de santé, alors que ses effets étaient connus des autorités du gouvernement français. Celui-ci a pourtant maintenu l’autorisation d’utiliser le chlordécone entre 1972 et 1993 dans les bananeraies antillaises.

Chers collègues, la santé humaine de chaque Européen doit être un objectif commun. Pour cela, des fonds doivent être attribués aux victimes antillaises.

  Herman Tertsch (ECR). – Señor presidente, quiero desde aquí felicitar a Boris Johnson y al pueblo británico por su soberbia victoria electoral con el Partido Conservador, con el cual hemos tenido el honor de compartir aquí grupo, el Grupo ECR. Lamento mucho que se vayan, porque pienso que la firme vocación de libertad de los británicos es más necesaria que nunca para reformar la Unión Europea; pero les felicito precisamente por su valor para defender lo que creen que es justo y jamás dejarse intimidar en la historia.

Las elecciones británicas son, para nosotros, una gran oportunidad. La Comisión y todo este Parlamento deben hacer un examen de conciencia, el que no hicieron el 23 de junio de 2016. Entonces ya debió la Unión abrir un período de reflexión para indagar las causas profundas del resultado. Por el contrario, se dedicó a descalificar la decisión de los británicos. Ahora tiene toda la Unión Europea una gran ocasión para evitar que le sigan al Reino Unido otros países, que cada vez se sienten más incómodos en la Unión, por imposiciones hechas por órganos no elegidos (palabras inaudibles). Debe dejar de hostigar a Gobiernos democráticos con amplias mayorías como (palabras inaudibles) retornar a la subsidiariedad más estricta y al respeto a la soberanía (palabras inaudibles) … (el presidente retira la palabra al orador).

  Kateřina Konečná (GUE/NGL). – Pane předsedající, zástupci ocelářského průmyslu několikrát v tomto roce upozornili Evropskou komisi, že se jejich odvětví ocitlo v krizi. Evropská komise odpověděla, že podnikla všechna opatření, aby tento vývoj zvrátila. Realita je však jiná.

Firmy snižují výrobu, propouštějí zaměstnance a zvažují, zda vůbec pokračovat ve svých aktivitách. Arcelor Mittal se rozhodl pozastavit výrobu v Krakově, což vedlo ke ztrátě práce pro tisíc tři sta lidí. Tata Steel oznámil, že zruší v Evropě tři tisíce pracovních míst a další odstavují své pece, včetně U. S. Steel Košice, kde o práci přijde dva a půl tisíce lidí. A to není vše.

Ocel z Evropské unie je vyrobena za přísnějších ekologických a sociálních podmínek, než je tomu ve třetích zemích. Ačkoliv se Evropská unie tváří, že podniká kroky v zájmu ekologizace, likviduje své moderní a ekologické provozy navyšováním kvót pro špinavou ocel ze třetích zemí. Evropská komise uvádí, že dobře zareagovala na zavedení omezujících opatření, ale není to pravda.

A já se vás ptám: Co vy jako nová Komise uděláte pro to, abyste ocelářství v Evropě pomohli?

  Milan Zver (PPE). – Mr President, one issue that has been raised with great concern by many MEPs in the European Parliament in the last weeks is the horrific human rights situation in Iran, following the nationwide protests which erupted on 15 November and spread to almost 200 cities. Our concern is how the killings and mass arrests have been minimised by the regime in Iran, while there have been at least 1 500 people killed and 12 000 arrested. The main Iranian opposition, the National Council of Resistance of Iran (NCRI), has gathered the names of over 500 people killed, among them dozens of women, including four mothers and many minors such as Nikta Esfandani – look at this picture. She was 14.

I am calling on the European Union and the United Nations to despatch a fact-finding mission to Iran as soon as possible.

  Ibán García Del Blanco (S&D). – Señor Presidente, en Europa se estima que alrededor de 410 000 personas viven en la calle. Además no es una situación pasajera. Se estima que, en mi país, por ejemplo, casi el 50 % lleva más de tres años en esa situación, y vivir en la calle mata, señorías. No hay una situación humana de mayor vulnerabilidad, no hay una situación que atente más, incluso, contra la dignidad personal y contra el mismo concepto que tenemos de ciudadanía en Europa que vivir en la calle, que el sinhogarismo. Lo vemos incluso, señorías, si queremos, en las propias puertas del Parlamento Europeo en Bruselas, y eso debería, la verdad, avergonzarnos y abochornarnos.

Quienes estamos aquí tenemos la obligación de actuar ante esta situación, no solo porque lo diga la Agenda 2030 o lo haya dicho el pilar social europeo, sino porque tenemos herramientas a nuestra disposición. Un país miembro como Finlandia está mostrando que hay vías más eficientes y más eficaces de actuar, y podemos importar ese modelo. Podemos actuar directamente, podemos formular recomendaciones a los propios países miembros, que sean escuchadas también por autoridades regionales o locales. Podemos y debemos actuar.

  Jane Brophy (Renew). – Mr President, this may be my last opportunity to speak here on behalf of the north-west of England, and I want to say thank you to the EU for standing up for us when no one else did. You provided a safety net for us when our government didn’t. You gave us power and freedom to shape our own lives. You connected us to the world and expanded our horizons. You invested in us, giving us trams, buses and trains, doctors and nurses, culture, arts and peace. You pushed for cleaner air. You gave us tougher carbon targets to try and protect us from dangerous climate change. You stand up for us on the global stage. And most critically of all, when the north-west was starved of opportunity you believed in us.

We are grateful. We know the good that you do. This is not the end. The north-west of England is still best served by living in an open, tolerant country, working with our neighbours and the EU, and it breaks my heart that we’re walking away from all of this.

  Francisco Guerreiro (Verts/ALE). – Senhor Presidente, no passado dia 10 de dezembro Isabel Lourenço, ativista dos direitos humanos, foi expulsa dos territórios ocupados do Sara Ocidental pelas autoridades do Reino de Marrocos. Isabel, cidadã portuguesa, e europeia, respeitou todos os requisitos da lei marroquina para a entrada no país. Tinha passaporte válido, autorização para viajar, informação sobre o hotel em que se hospedaria e um bilhete de regresso de avião para Las Palmas. O que pretenderia com a sua visita era claro: conhecer a realidade dos prisioneiros políticos de Gdeim Izik. Porém, no aeroporto de El Aaiún, Isabel Lourenço foi classificada como persona non grata que estava a tentar atacar a soberania de Marrocos. A ativista viu, assim, o seu computador e telemóveis desconfigurados à força, tendo sido impedida de fazer quaisquer chamadas e enviada, contra a sua própria vontade, para Agadir através de um táxi.

Termino afirmando que a contínua repressão do Reino de Marrocos de ativistas e do povo sarauí, sobretudo no Sara Ocidental, tem que terminar e a Comissão Europeia deve tomar uma posição firme na defesa dos direitos humanos neste país.

  Радан Кънев (PPE). – Г-н Председател, въпросът пред нас е може ли да има справедлив преход там, където няма справедливост? Днес град Перник в България е без вода, 130 хиляди души очакват Коледа с няколко часа негодна за пиене вода на ден, над половин милиард беше изхарчен за язовирите в България, а се оказа, че питейната вода, която е право на всеки европейски гражданин, се използва безконтролно за индустриални нужди. Това е тежък пример за политическа корупция, това е всъщност цената на политическата корупция.

А преди броени дни главният прокурор, в чийто седемгодишен мандат няма нито едно повдигнато обвинение за корупция по високите етажи на властта, беше избран за председател на антикорупционната комисия в България, а неговият досегашен заместник беше избран за главен прокурор. Европейският съюз се подготвя да инвестира стотици милиарди в нови екологични проекти. Въпросът е могат ли Европейската комисия и Европейската прокуратура да гарантират тяхното справедливо разходване?

  César Luena (S&D). – Señor presidente, señorías, en la región de Murcia, en España, en el mar Menor, en una laguna de agua salada, a mediados de octubre aparecieron tres toneladas de peces muertos. Esto es el cambio climático, para aquellos que lo niegan. Decían que había sido la gota fría, pero, después, se ha demostrado que no. Las causas son el uso intensivo agrícola, la especulación y la falta de regulación de los Gobiernos conservadores durante 40 años.

Y, miren, ahora se necesita restaurar el humedal de la laguna, controlar los vertidos y limpiar el agua con filtros verdes. Y para eso venimos aquí los socialistas españoles, para pedir apoyo a la Comisión Europea para que siga incrementando las soluciones basadas en la naturaleza, para que se investigue este caso concreto y también para que se dé ayuda —porque la necesitan— a los pescadores del mar Menor, en la región de Murcia, en España.

  Billy Kelleher (Renew). – Mr President, when the United Kingdom leaves the European Union, the rest of the remaining countries will have no university in the top 30 worldwide. So, from the point of view of European Union investment in Horizon Europe, we need to ensure that there’s a concentrated effort across the European Union from the Commission and the Council – and the Member States – to invest in research, innovation, technology and digitisation.

We are talking about transitioning to a carbon neutral economy yet we don’t have the capacities because we don’t have the capacity in our universities and we don’t have the graduates that are flowing from that. It is a major inhibitor on growth in the eurozone area and the broader European Union. So we have to stimulate investment, encourage universities to take up grant aid from Horizon Europe and to ensure that Member States – which education is the competency of – have the capacity to invest in third level colleges in their own areas. This is something we’re denying them at the moment because of the Stability and Growth Pact. We need to start investing in research and innovation and that starts in our universities.

  Κωνσταντίνος Παπαδάκης (NI). –Κύριε Πρόεδρε, τα επαναλαμβανόμενα ευχολόγια του Ευρωπαϊκού Συμβουλίου δεν ανακόπτουν καθόλου την επιθετικότητα της Τουρκίας και τις παραβιάσεις κυριαρχικών δικαιωμάτων γειτονικών κρατών, όπως δείχνει και το αυθαίρετο σύμφωνο Τουρκίας-Λιβύης. Αντίθετα, το διεξαγόμενο παζάρι για το προσφυγικό, η πώληση όπλων από τη Γερμανία και άλλα κράτη στην Τουρκία, οι διαβεβαιώσεις περί στρατηγικού εταίρου της Ευρωπαϊκής Ένωσης, όλα αυτά την αποθρασύνουν. Με δεδομένη αντίστοιχα την στάση των Ηνωμένων Πολιτειών, του ΝΑΤΟ και του ΟΗΕ σε ρόλο «Πόντιου Πιλάτου», είναι εκτός πραγματικότητας και επικίνδυνος ο καλλιεργούμενος εφησυχασμός από την κυβέρνηση της Νέας Δημοκρατίας και από τον ΣΥΡΙΖΑ, πολύ δε περισσότερο το κυβερνητικό κλίμα ευφορίας. Οι ευρωατλαντικές μεθοδεύσεις για συνδιαχείριση σε Αιγαίο και Ανατολική Μεσόγειο θα οξύνουν τις αντιθέσεις και θα περιπλέξουν περισσότερο την κατάσταση. Τα λαϊκά συμφέροντα είναι σε αντίθεση με αυτά των ομίλων. Η απάντηση είναι η εντατικοποίηση της λαϊκής πάλης κατά των ξένων βάσεων, των αστικών τάξεων και των ιμπεριαλιστικών ενώσεων, για να ζήσουν οι λαοί ειρηνικά με τη δική τους εξουσία, με σεβασμό στα κυριαρχικά δικαιώματα.

Zeleni plan bit će ključan za budućnost Europe i svijeta.

Svjedoci smo velikih promjena u svijetu. Požari, razine mora i oceana rastu iz godine u godinu te prijete brojnim otocima i gradovima. Prošlog je mjeseca u Splitu, drugom najvećem gradu u Hrvatskoj, izmjerena najviša razina mora od 1955. Hrvatska se suočila u dvije godine s jednim od najvećih požara u povijesti, a poplave su u 60 sekundi odnosile domove i ulice pred našim očima. Ovome sam i ja svjedočila.

Borba protiv klimatskih promjena pokrenuta je na jednom od 1244 hrvatska otoka, otoku Zlarinu. Više neće koristiti jednokratnu plastiku te su uveli takvo pravilo čak i prije Europske komisije i odluke o njezinoj zabrani. Zeleni plan prilika je za stvaranje novih radnih mjesta, poboljšanje kvalitete života i gospodarski rast.

Zaključit ću s riječima Ban Ki-moona: „Posljednja smo generacija koja može poduzeti korake kako bi se izbjegao najgori utjecaj klimatskih promjena. Buduće generacije neće nam oprostiti ako ne uspijemo održati svoje moralne i povijesne odgovornosti.”

  Javi López (S&D). – Señor presidente, la semana pasada se celebró en Panamá, en la ciudad de Panamá, la primera Asamblea Parlamentaria Euro-Latinoamericana que celebrábamos durante este mandato, que, además, tuve la suerte y el privilegio de poder copresidir. Durante esta reunión tan relevante, pero especialmente pertinente ahora que la región padece graves turbulencias, nosotros, los europeos, quisimos enviar un mensaje claro, de apoyo a las relaciones bilaterales, de un marco, establecido ya, de asociación estratégica que queremos continuar y trabajar durante estos próximos cinco años, y con recetas para los problemas que vive la región. ¿Cuáles son las recetas? Institucionalidad y lucha contra la desigualdad. La necesidad de tener instituciones fuertes que digieran las peticiones de los ciudadanos, al mismo tiempo que hacemos de la cohesión social el cemento para nuestra democracia. Al mismo tiempo, los diputados de ambas regiones enviamos un mensaje claro: queremos que vuelvan las cumbres Unión Europea-CELAC y que vuelvan las cumbres de primer nivel, entre primeros ministros y presidentes de ambas regiones.

  Peter Pollák (PPE). – Vážený pán predsedajúci, ak by Hitler vyhral vojnu, ja by som tu dnes nebol. V tejto rokovacej miestnosti sedia aj poslanci, ktorí obdivujú Hitlerovu ideológiu o nadradenosti. V tejto miestnosti sedia ľudia, ktorí nás rozdeľujú podľa toho, ako vyzeráme, nie podľa toho, ako konáme. Rozdeľujú nás podľa predsudkov a nie podľa skutkov.

Počas druhej svetovej vojny zomreli vďaka zhubenej ideológii desiatky miliónov nevinných aj kvôli tomu, že mnohí Európania tomu uverili.

V mojej krajine, na Slovensku, chodili fašisti ešte pred pár rokmi vo vojenských topánkach a uniformách. Dnes ich vymenili za poltopánky a drahé obleky. Nepochodujú po ulici, sú v parlamente. Na svoje drahé saká si bez hanby pripevňujú kríž Ježiša Krista. Hlásajú nenávisť a dokonca na to zneužívajú kresťanskú vieru, len aby sa ľudom zapáčili. Boh však nemá nič spoločné s nenávisťou.

Extrémisti každými ďalšími voľbami naberajú na sile. Najmä medzi mladými. Nemôžeme zopakovať chyby našich predkov, ktorí boli počas nástupu fašizmu ticho. Poučíme sa z histórie. Nikto nemá istotu, že sa ho fašizmus netýka. Nikto nemá istotu, že aj on sám neskončí na zozname obetí fašizmu.

  Inma Rodríguez-Piñero (S&D). – Señor presidente, señor comisario, son muchas las veces que hemos tenido que venir a este Pleno para denunciar la actitud y las prácticas abusivas y discriminatorias por parte de una compañía aérea de bajo coste, por parte de Ryanair.

En esta ocasión se ha producido como consecuencia de impedir volar a una joven, Belén Hueso —valenciana como yo—, que está impedida por una enfermedad degenerativa y que necesita desplazarse en una silla eléctrica porque sus brazos le impiden mover la silla manual. Pero la compañía Ryanair ha considerado que no tenía derecho a volar, que no tenía derecho a ir con su silla de ruedas y la ha dejado en tierra. La silla de ruedas son sus brazos y sus piernas y sin ellas no puede ejercer el derecho a la movilidad que le ampara.

Por eso yo me pregunto cuánto más tiene que pasar, cuánto más tiene que infringir Ryanair el derecho laboral europeo —cómo está utilizando a sus trabajadores— y cuánto más tiene que denigrar a sus pasajeros para que esta Comisión pueda tomar medidas.

Yo le pido, señor comisario, por favor, tome interés. Que sea el último caso.

  Susanna Ceccardi (ID). – Signor Presidente, onorevoli colleghi, in tutta Europa sta dilagando il sistema delle etichette a semaforo, altrimenti detto Nutri-Score, che classificano come prodotti salubri e sani quelli con pochi zuccheri, pochi grassi, e magari classificano come prodotti insalubri il nostro parmigiano, il prosciutto toscano o addirittura l'olio extravergine di oliva. In realtà questo è un sistema fuorviante per il consumatore, che cerca di indottrinarlo e cerca di orientarlo verso prodotti che poi non è detto che siano sani nel complesso.

Ma le nostre nonne avevano bisogno per caso del Nutri-Score o dell'etichetta a semaforo per sapere quanto olio d'oliva dovevano mettere nella zuppa? Loro sì che conoscevano le qualità ineccepibili della dieta mediterranea e quindi tutti i prodotti made in Italy che compongono questa dieta. Noi l'unica etichetta che qui difenderemo sempre sarà solo il made in Italy.

  Matthew Patten (NI). – Mr President, unlike the Labour and Liberal Democrat parties, the EU should not hide its head in the sand about the British general election. This is not the result of stupid British voters or the media or fascist racists or climate deniers. It’s not because of Vladimir Putin or Donald Trump or little green men from Mars. It’s because at every step the EU has chosen to give less when it could have offered more. Instead of being generous to David Cameron, Theresa May or Margaret Thatcher, John Major, or even Tony Blair, it has chosen to make life difficult, and the result is that the fifth largest economy on the planet, a Permanent Member of the UN Security Council, a founding Member of the Council of Europe, is leaving. German, French and Scandinavian taxpayers will now have to pay more. Many EU Members will get much less. European influence in the world will decline.

Mr Johnson looks forward to negotiating a fantastic deal with the EU, but the EU again wants to offer less, restricting trade and self-determination. Please learn the lessons of Brexit. Our nations and citizens have always achieved most when we’ve embraced a free-market free-trading culture. So be generous, do a fantastic deal, support my constituents’ democratic wishes in the East Midlands, and in return the UK will support our European friends to be greener, safer, richer and happier.

  Irena Joveva (Renew). – Gospod predsednik, sramota v osrčju Evrope. Seveda ne morete vedeti, na kaj konkretno mislim, ker jih imamo, teh sramot namreč, precej, na žalost.

No, v tem primeru govorim o Vučjaku. Tako so to begunsko migrantsko taborišče v Bosni in Hercegovini poimenovali v javnosti in prav zares je bilo sramota. Zato smo lahko zadovoljni, da so ljudi od tam pred nekaj dnevi premestili in da so to taborišče zaprli. To je bilo nujno, da se razumemo. Ampak, ali je to končalo migrantsko begunsko krizo kot tako? Ni.

Potrebujemo dogovor, skupen dogovor, skupno enotno migracijsko in azilno politiko vzporedno z reševanjem, ampak resničnim reševanjem, te problematike v državah izvora. Zakaj? Ker če se ta mandat spet zaključi brez tega, potem bomo mi tista največja sramota v osrčju Evrope.

  Tomislav Sokol (PPE). – Poštovani predsjedavajući, rak je danas jedan od najvećih javnozdravstvenih problema u Europskoj uniji pa i u svijetu.

Godišnje u Europi, odnosno Europskoj uniji, umire gotovo dva milijuna ljudi od raka, a čak 40% tih smrti, nažalost, moglo je biti spriječeno da su poduzete adekvatne mjere.

S druge strane, znamo da je zdravstvo primarna nadležnost država članica, i to je određeno člankom 168. Ugovora o funkcioniranju Europske unije. S druge strane, ta odredba ne smije biti izlika da Europska unija ne učini ništa u borbi protiv raka.

Danas Europska unija ima mnoge instrumente, kako financijske tako regulatorne, kako bi se borila s ovim problemom. Od bolje implementacije Direktive o prekograničnim zdravstvenim uslugama, preko ulaganja u znanstvena istraživanja vezana uz zdravstvo kroz program Obzor, pa sve do kohezijske politike kroz koju se može ulagati u zdravstvenu infrastrukturu i u radni kapital, odnosno zdravstvenu radnu snagu. Drugim riječima, danas Europska unija ima instrumente da se bori protiv raka. Imamo političku atmosferu i volju sa strane Komisije i Parlamenta u tome i učinimo napor kako bismo doista mogli napraviti neki rezultat. Pokažimo da Europska unija nije birokratsko čudovište nego da doista može poboljšati život svojih građana.

  Cristian Terheş (S&D). – Domnule președinte, Mecanismul de Cooperare și Verificare a fost implementat în 2006, înainte ca România și Bulgaria să intre în Uniunea Europeană. Scopul acestui mecanism a fost gândit ca un sistem de analiză, de verificare a justiției din România și Bulgaria pentru a se asigura că aceste două țări, odată integrate în Uniunea Europeană, vor ajunge la același standard de democrație și de stat de drept cum sunt celelalte țări europene.

Cu regret, însă, în cazul României, vedem că, în ultimii ani, acest Mecanism de Cooperare și Verificare nu numai că nu mai este tehnic și a fost transformat într-un raport pur politic, dar raportul în ceea ce privește România în ultimii ani cuprinde o serie de erori care au generat inclusiv o reacție negativă din partea magistraților din România.

Pe lângă aceste erori factuale, cantitative, calitative care există în acest raport, ultimul raport în privința României, scris, generat de către Comisia Europeană, neagă prevederi din Constituția României și din deciziile Curții Constituționale din România. Invitația pe care o adresez Comisiei Europene este să se reevalueze modul cum acest raport a evaluat justiția din România în 2019 și să îl rescrie.
