  Aurelia Beigneux (ID). – Monsieur le Président, mes chers collègues, alors que les actes homophobes se multiplient dans notre société où insultes, crachats, menaces et agressions physiques deviennent le quotidien d’une majorité de personnes en raison de leur orientation sexuelle, vous semblez aujourd’hui prendre la mesure des conséquences de votre politique. Malheureusement, votre angélisme en termes de politique migratoire vous détourne des vrais enjeux en la matière.

Alors que l’homosexualité est punie de mort dans de nombreux pays d’Afrique subsaharienne, une étude allemande nous révélait en 2015 ce que beaucoup d’entre nous savaient déjà, à savoir le lien entre intégrisme religieux et homophobie. Elle expliquait le fort rejet des homosexuels et des personnes transgenres dans ce que les idéologues de gauche appellent des quartiers, et qui ne sont en fait que des territoires confisqués par une idéologie politico-religieuse. Ce qui a changé depuis, c’est l’importation massive, par un flux migratoire déraisonné et incontrôlé, de populations originaires de pays pour qui le dogme religieux est la norme suprême.

  Billy Kelleher (Renew). – Mr President, I am saddened by the actions of certain Member State governments when it comes to the disgraceful treatment of LGBTI citizens and voted in favour of the resolution to show my solidarity with these citizens. Has history not taught us the folly of separating one group of citizens from another? Equally, the idea that you can just create LGBTI—free zones is ludicrous and bemoans the ignorance of humanity.

LGBTI citizens have every right to live, work and enjoy freedoms the rest of society enjoys. If certain Member States want to restrict the rights of their LGBTI citizens they need to think long and hard about whether it is compatible with their membership of the European Union.

One of the proudest moments of my political life occurred in 2015 when the Irish people overwhelmingly, in a public vote, voted to extend civil right marriages to our LGBTI brothers, sisters, aunties, uncles, cousins, neighbours and friends. It is shameful that within our Union, there are still those who resist equality; it must be called out and opposed.

  Manuel Bompard (GUE/NGL). – Monsieur le Président, mes chers collègues, en juillet de cette année, le journal Gazeta Polska, l’un des principaux journaux du pays et soutien au gouvernement polonais actuel, distribuait des autocollants «zone libre de LGBTI». À la suite de cela, plusieurs collectivités locales en Pologne ont décidé de se déclarer «libres de l’idéologie LGBTI» – c’est ainsi que les réactionnaires appellent l’idéal d’égalité.

La Pologne n’est pas un cas isolé, c’est une véritable croisade contre l’égalité qui s’organise partout en Europe. Parce que l’homophobie faite politique institutionnelle dans plusieurs pays d’Europe centrale et orientale ne doit pas faire oublier l’homophobie qui explose également en Europe occidentale, où les actes de haine ne cessent de se multiplier: insultes, discriminations généralisées, agressions, meurtres.

Les droits humains sont universels et indivisibles, ceux qui attaquent les droits des personnes LGBTI sont également ceux qui attaquent les droits des femmes, ceux qui attaquent les droits des étrangers et des migrants, ceux qui attaquent les droits économiques, sociaux et culturels conquis par les travailleurs et les travailleuses.

Une attaque contre certains droits est toujours une attaque contre tous les autres. Cette résolution condamne l’offensive contre les droits LGBTI en Pologne; je l’approuve, évidemment.

  Sheila Ritchie (Renew). – Mr President, the following comments have been made by members of the Polish LGBTI community: ‘Now it’s cool and trendy to be anti-gay, we don’t feel safe here’. PiS’s new focus on countering western LGBTI ideology has largely replaced its prior rallying calls against migrants. I see my colleague is no longer in the Chamber for me to call her out on her anti-sub-Saharan phobia, because it is the nature of phobia that you just choose another group to speak and act against. A PiS member of the regional parliament who led the campaign for the LGBT-free-zone declaration said recently: ‘For us, the whole LGBTQ thing is something abnormal. We feel it is a sick minority trying to impose itself on the healthy mainstream of society’. We were told in the debate that the Poles tolerated homophobia. They do not.

  Rosa D'Amato (NI). – Signor Presidente, onorevoli colleghi, il clima di odio alimentato dalle autorità polacche nei confronti della comunità LGBTI – e così anche l'atteggiamento di chi giustifica attacchi verbali e fisici violenti – è inaccettabile.

Quando ad essere lesi sono i diritti fondamentali delle cittadine e dei cittadini europei, il Parlamento europeo non sta a guardare, ma anche la Commissione e il Consiglio devono condannarli.

Ecco perché sono favorevole a questa mozione di risoluzione. Ecco perché occorre portare a termine l'iter per la direttiva sulla non discriminazione e violenza, bloccata in Consiglio da ben 11 anni. Occorre colmare la lacuna legislativa nella protezione dai reati generati da pregiudizi basati sull'orientamento sessuale e sull'identità di genere. I diritti delle persone LGBTI sono diritti fondamentali, le Istituzioni europee e gli Stati membri hanno il dovere di rispettarli e proteggerli conformemente ai trattati, alla Carta, nonché al diritto internazionale.

Mozioni come questa ci fanno rendere conto che siamo ancora in pericolo e che quindi anche i diritti, persino il diritto di amare va difeso. L'Europa, quindi non è omofoba, mettetevelo in testa.

  Michaela Šojdrová (PPE). – Pane předsedající, já mám samozřejmě pochopení pro práva hendikepovaných, ale také pro práva všech menšin. Jsem pro to, aby všichni měli svá práva obecně zajištěna. Jsem samozřejmě proti diskriminaci osob LGBTI. Je potřeba připomenout, že taková diskriminace je v rozporu se základními ústavními principy i s dokumenty Evropské unie. Jsem také přesvědčena, že je v rozporu s ústavou a právem, které zajišťuje Polsko. Vyhlašování zón bez ideologie LGBTI, ke kterému v Polsku dochází, by skutečně mohlo vést k nenávisti a k homofobii, a proto s něčím takovým nemohu souhlasit. Domnívám se však, že to je téma, které musí vyřešit Polsko. Věřím, že polští občané se postaví proti vyvolávání nenávisti ke svým spoluobčanům, k jakýmkoliv ideologiím. Z tohoto důvodu jsem se zdržela.

  Daniel Hannan (ECR). – Mr President, once again we have a resolution called a ‘resolution on motherhood and apple pie’ that then turns out to say we need a common European policy on maternity and we need standardised European patisserie.

I’m a libertarian: I’ve always found it utterly bewildering that governments should wish to discriminate against their citizens on grounds of sexual preference. I was an early supporter in my country of equality of the age of consent and of civil partnerships, but that isn’t what this motion’s about; it’s about the abuse of power to ‘Europeanise’ something where there is absolutely no basis in the European Treaties for Brussels involvement.

And the reason these motions are repeatedly put down is solely as a sort of exercise so that virtue—signalling halfwits can then put out a press release saying: ‘X or Y voted against this and therefore doesn’t care about homophobia’. That is not the case. We care about due process. It is perfectly possible to believe in equality and dignity for all citizens, but also to believe in the sanctity of the ballot box and the democratic process.

  Ангел Джамбазки (ECR). – Г-н Председател, категорично, убедено гласувах против резолюцията, която подкрепя и призовава за ЛГБТ пропаганда и идеология в братска Полша. Съюзът трябва да разбере, че все още в Европа има държави като Полша, Унгария и България, в които гражданите вярват, че семейството се състои от доброволен съюз между жена, мъж и техните деца. Все още има места, където хората не желаят да имат нищо общо с пропаганда на разврат и искат решения на истинските проблеми, които ги засягат.

Европейският съюз има много по-важни въпроси пред себе си, с които да се занимава, а не да казва на хората как да живеят. Нека да обсъждаме тях, нека да оставим вярващите в семейните ценности и традиционализъм хора сами да решават къде, с кого и как искат да живеят.

Насилственото налагане на ЛГБТ идеологията, както и на разните стратегии за детето, които се отразяват вече и в съседната сграда на Съда по правата на човека в Страсбург напомня за смутните тоталитарни времена, когато последната дума беше на гражданите, а не на диктаторите. С подобни резолюции в навечерието на Рождество Христово диктатурата се завръща и това е недопустимо.

  Rory Palmer (S&D). – Mr President, LGBTI isn’t an ideology, it’s who people are. The point I want to make in my explanation of vote is that this resolution talks about homophobia in sport, and sadly, on occasion, and in places, that happens. What the resolution doesn’t talk about, though, that I want to mention, is the important role sport can play in tackling that homophobia. We’ve just had another very successful Stonewall Rainbow Laces campaign in football. I’m a member of the British Horseracing Authority’s diversity and inclusion steering group, and there’s really important, valuable work going on in British horseracing at the moment across the area of equality and diversity. So let me just make this point: unfortunately, sport sometimes is the arena of homophobia, but it’s also the place where we can help win the race to full equality and kick the homophobes and those who make homophobic abuse off the pitch for good.

  Claire Fox (NI). – Mr President, I abstained on this motion because it centres on criminalising hate speech, which is problematic and censorious. Who decides what’s ‘hate speech’? For example, in the UK, many of those labelled ‘transphobic’ are lesbians and feminists who won’t conform to the new intolerant transgender activists and their orthodoxies that actually demand that we women deny our bodies biologically and our autonomy.

Secondly, the EU’s attempts at disciplining other nation states and their democratic decisions because they won’t fit in with your orthodoxy does not win or help the arguments for equality. Bureaucratic imposition is not political victory. Passing motions is not winning hearts and minds.

  Gilles Lebreton (ID). – Monsieur le Président, j’ai voté contre cette résolution condamnant la Pologne car j’estime que l’Union européenne ne devrait pas s’ingérer dans la politique sociétale de ses États membres.

Je dénonce en outre la façon discriminatoire dont le Parlement européen traite la Pologne. Il l’a déjà stigmatisée en raison d’un prétendu projet de criminalisation de l’éducation sexuelle, voilà maintenant qu’il l’attaque à cause d’autocollants diffusés par certaines collectivités locales et portant l’inscription «zone sans idéologie LGBTI».

Je condamne, bien entendu, toute discrimination frappant des personnes en raison de leur orientation sexuelle. Mais, en l’occurrence, je pense qu’il s’agit d’autre chose, d’une critique de la funeste idéologie du genre.

Quoi qu’il en soit, si des éclaircissements sont nécessaires, l’Union devrait les demander à la Pologne avec respect, et non en lui jetant à la figure une résolution aussi brutale.

  Juan Fernando López Aguilar (S&D). – Señor presidente, al aprobar con contundencia esta Resolución contra el discurso de odio y la discriminación por orientación sexual, este Parlamento Europeo está haciendo historia, y la hace cuando se cumplen diez años de la entrada en vigor del Tratado de Lisboa con la Carta de los Derechos Fundamentales de la Unión Europea, que prohíbe la discriminación por orientación sexual. Por tanto, hay que decir que es un disparate ―en esta Cámara― tener que escuchar que la orientación sexual es una ideología. No lo es. La libertad de amarse sin discriminación por orientación sexual forma parte de los derechos fundamentales en la Unión Europea y, por tanto, el país que contradice esto está contradiciendo el Derecho de la Unión Europea.

En el momento en que se cumple el aniversario de Stonewall, en el momento en que se cumple ―como ayer rememorábamos aquí― el aniversario del Día Internacional de la Discapacidad, tenemos que saber que queda mucha Europa por hacer; que cuando se cumpla la Estrategia 2020 hay que continuar eliminando barreras de discriminación en el empleo, en la sanidad, pero la más, la más intolerable discriminación es la que discrimina por orientación sexual, y esto es contrario al Derecho europeo.

  Jackie Jones (S&D). – Mr President, I support this cross-party resolution on public discrimination and hate speech, whether online or not, against LGBTI people and express my solidarity in the ongoing fight for LGBTI rights across Europe and the globe. Tolerance and inclusiveness are the foundations upon which the EU was built and continues to build. We must work together in the fight on the ongoing backlash against LGBTI right across Europe. There is no room for LGBT-free zones across Europe or the continent or the globe.

We must strongly support the role of education in promoting healthy relationships, self-respect and human rights and dignity. That’s particularly the case for girls across Europe. We must also protect the freedom of movement of LGBTI families through concrete measures and protection of the core EU rights as enshrined in the EU Charter of Fundamental Rights, and we must not only defend them but expand them. So for example, in any free trade agreement, we must have an equality and human rights impact assessment, and if it fails, there is no deal.

  Christine Anderson (ID). – Herr Präsident! Ich habe gegen diese Entschließung gestimmt, weil es nicht homophob ist, die traditionelle Familie aus Vater, Mutter und Kindern zu präferieren. Vor allem aber habe ich gegen diese Entschließung gestimmt, weil das Europäische Parlament heute wieder mal gezeigt hat, was für eine wunderbare Showveranstaltung es hier ist.

Die Rechte von Homosexuellen stärkt man nämlich nicht dadurch, dass man symbolische Entschließungen und Sonntagsreden im Europäischen Parlament hält, die Rechte von Homosexuellen stärkt man durch konsequente Benennung derjenigen, die die Rechte von Homosexuellen mit Füßen treten und sie gerne auch mal an Baukränen aufhängen. Es sind nicht die europäischen Völker, die Homosexuellen ihre Rechte absprechen, es ist die Kultur, die wir zu Millionen nach Europa importieren und die hier ihre mörderische Homophobie ausleben. Damit muss endlich Schluss sein, wenn man es mit den Rechten der Homosexuellen ernst meint!

  Annika Bruna (ID). – Monsieur le Président, alors que la condamnation des violences subies par les homosexuels en raison de leur orientation devrait pouvoir recueillir un large consensus, incluant notre délégation du Rassemblement national, le texte voté aujourd’hui instrumentalise cette problématique et nécessite notre opposition.

Cette résolution est une nouvelle occasion pour vous d’attaquer un gouvernement polonais qui, sur d’autres sujets, n’a pas pris les orientations libérales que vous exigiez. Par ailleurs, ce texte assimile abusivement à de l’homophobie le refus de l’idéologie LGBTI incluant la légitime opposition à la théorie du genre, à la PMA et à la GPA. Il désigne indûment les populistes comme responsables des actes et discours homophobes. Dans le même temps, il ne fait aucun lien entre l’immigration et l’influence de l’islam et la hausse de l’homophobie en Europe, alors que les statistiques démontrent cette évidence.

Nous refusons toute forme de violence contre les homosexuels, mais n’acceptons pas que vous utilisiez ce sujet pour véhiculer votre idéologie et vous attaquer à nouveau à un gouvernement polonais démocratiquement élu.

  Joachim Stanisław Brudziński (ECR). – Panie Przewodniczący! Szanowni Państwo! Ja miałem zaszczyt – jako minister spraw wewnętrznych i administracji – zasiadać w rządzie Prawa i Sprawiedliwości, w tym rządzie, który dzisiaj jest tak w sposób niemądry, a wręcz piramidalnie nieprawdziwie atakowany. Jak słyszę z ust przedstawicieli lewicy, że oto dzisiaj w Polsce rząd Prawa i Sprawiedliwości dyskryminuje osoby LGBT, to chcę Państwu powiedzieć, że jako minister spraw wewnętrznych ja sam oraz podległe mi służby, takie jak policja, zawsze chroniliśmy ludzi, którzy czuli się zagrożeni. Nie ma dla mnie ani dla mojego rządu, mojej partii najmniejszego znaczenia, jakiej orientacji seksualnej jest obywatel Rzeczypospolitej. Każdy obywatel zasługuje na ochronę, w tym również osoby homoseksualne. Jest mi wstyd jako Polakowi, że te piramidalne bzdury, te piramidalne nieprawdy, które tutaj padają z Waszych ust, były inspirowane przez przedstawicieli również z Polski, przedstawicieli zasiadających po lewej stronie sali. Oni w przeciwieństwie do Państwa – jestem przekonany – wiedzą, jak bardzo kłamali. Nikt dzisiaj w Polsce nie prześladuje osób homoseksualnych, nie prześladuje ze względu na ich orientację seksualną. Jest to piramidalna bzdura, piramidalne kłamstwo.

  Martin Horwood (Renew). – Mr President, I am pleased to express my strong support for the resolution we’ve passed today in this Parliament against public discrimination and hate speech against LGBTI people.

I have to tell Mr Brudziński and his Conservative colleagues that it is right, I’m afraid, to highlight the cases in Poland – cases which now include the extraordinary case of Bishop Szymon Niemiec of the Reformed Church in Warsaw, who is facing prosecution simply for conducting services of prayer and support for the LGBTI community in Warsaw. This is the kind of prosecution that completely fails to respect the underlying values of the European Union. LGBTI rights are human rights, and they must be respected.
