  Joëlle Mélin (ID). – Monsieur le Président, il est clair que la numérisation des soins de santé est devenue une réalité inévitable. Les avancées technologiques, l’approfondissement des connaissances de notre corps humain et de son fonctionnement ont atteint un tel niveau que la prochaine révolution pourra n’être que numérique. Des sommes toujours plus considérables en la matière – près de 10 % du PIB de l’Union européenne – le démontrent: il s’agit ainsi d’un enjeu crucial.

Cette résolution, que nous soutenons pleinement, souligne le défi paradoxal des collectes de données dans un monde évolué où recueillir un maximum d’informations pour plus de recherche est une nécessité. Il est important de mettre en place des garde-fous; il faut anonymiser les données tout en facilitant leur accès et, en même temps, en les protégeant. N’oublions pas non plus que la santé reste une prérogative régalienne.

Le deuxième défi est la responsabilisation des patients et des médecins. Cette numérisation, cette facilitation de la santé ne doit pas faire oublier que toutes les avancées technologiques ne pourront en aucun cas remplacer un médecin qui ausculte. Toutes les bases de données possibles n’effaceront pas l’unicité de l’individu.

  Michaela Šojdrová (PPE). – Pane předsedající, toto usnesení jsem podpořila, protože věřím, že digitalizace určitě zlepšuje zdravotní péči, dostupnost, efektivnost a je jedním z řešení nedostatku zdravotnického personálu. Tyto problémy budou ještě větší s tím, jak stárne populace. Moderní technologie mohou částečně nahradit i přítomnost lékaře. V dnešní době, kdy zejména aktivní část populace preferuje možnost elektronického zdravotnictví, je to jistě cesta. Ale je třeba pamatovat na starší generaci a na lidi, kteří s digitálními technologiemi zatím neumí pracovat nebo nemají připojení. Proto i při zavádění těchto služeb elektronického zdravotnictví je potřeba pamatovat na dostupnost a vybavenost a proškolenost personálu.

Zároveň chci zdůraznit, že vztah mezi pacientem a lékařem nikdy nesmí být narušen.

  István Ujhelyi (S&D). – Elnök Úr! Öt éve ülök ezekben a padsorokban, és szomorúan tapasztalom, hogy nagyon keveset beszélünk európai szinten az európai polgárok egészségügyi ellátásáról. Tudom, ott hagytuk ezt a kérdést, ennek a szervezését a tagállami kormányzatoknak, de nem tűrhetjük tovább, tarthatatlannak tartom azt, hogy azon múlik valakinek az egészségi állapota, az életminősége, a kilátásai, hogy melyik tagállamban született. Tarthatatlan, hogy olyan különbségek alakultak ki az egészségügyi ellátás színvonalában és minőségében, amelyek bizony összehasonlíthatatlanul különböző helyzetet teremtenek egy nyugat-európai vagy egy kelet-európai, például az én tagállamom, az én országom, Magyarország esetében. Ezért vállalom fel az egészségügyi európai minimális szolgáltatás programjának megteremtését. Legyenek olyan konkrét sztenderdjeink, amelyek alapján minden egyes európai polgárnak ugyanolyan minőségű egészségügyi szolgáltatást tudunk biztosítani a jövőben. Várom ehhez a támogatásukat.

  Rory Palmer (S&D). – Mr President, I supported this resolution. There’s no doubt in my mind that technology, digital development and better use of data can add real value and help improve all parts of the health and care system at a national level, at a European level, and indeed at a local level as well. However, we have to be cautious with this and we have to ensure the strongest possible safeguards and protections of some of that data, particularly people’s individual healthcare data, which – when aggregated to a population level – can help the development of new health technologies, new treatments, and indeed the strengthening of our health systems. We have to be particularly cautious in how we think about that data becoming a commercial product. We have to have the right safeguards and protections in place to protect this data.
