  President. – The final draft agenda as drawn up pursuant to Rule 157 by the Conference of Presidents at its meeting of Thursday, 6 February has been distributed. The following changes have been proposed:

The ID Group has asked for a debate on Council and Commission statements on the freedom of speech in the face of the rise of religious fundamentalism. They want this added as the fifth item in the afternoon of Tuesday, 11 February after the debate on the oral question on the New comprehensive EU-Africa strategy.

  Jérôme Rivière, au nom du groupe ID. – Madame la Présidente, notre demande est motivée par une affaire maintenant appelée en France l’«affaire Mila», du prénom d’une jeune fille qui a osé critiquer l’islam. Cette adolescente de 16 ans subit une avalanche de menaces de mort, d’appels au viol et d’injures sexistes pour avoir insulté l’islam dans une vidéo postée sur Instagram.

Si ses propos étaient plus proches de paroles vulgaires de rappeurs que de la prose de Victor Hugo, il n’en demeure pas moins qu’ils relèvent de la liberté d’expression, de la liberté de critiquer une religion. En aucun cas ces propos ne peuvent justifier des menaces de mort.

Très peu de voix se sont levées en France pour défendre Mila. Pour la doxa dominante, tout est critiquable, on peut se moquer de tout, sauf de l’islam. Certains sont prêts à réinstaurer en France un délit de blasphème, mais à la condition qu’il ne s’applique qu’à l’islam. Cette histoire illustre, une fois de plus, l’incohérence intellectuelle et la lâcheté de nos soi-disant élites.

Nous refusons cette soumission à un islamo-gauchisme, à un communautarisme qui s’est installé dans notre pays, à une grande lâcheté qui fait que les hommes et les femmes politiques ne veulent plus imposer un mode de vie à la française, une identité, une histoire.

Tous les intégrismes religieux ne conduisent pas au terrorisme. Aujourd’hui, c’est au nom de l’islam radical que l’on assassine. Les attentats de Charlie Hebdo l’ont tragiquement rappelé.

  François-Xavier Bellamy (PPE). – Madame la Présidente, évidemment, il nous faut défendre la liberté d’expression, et ce qui se passe en France, en effet, en est un signe marquant.

Ma proposition n’est pas contre ce débat, mais simplement pour dire que je crois que nous devons le replacer dans un cadre plus large. Nous avons un débat prévu mercredi sur la lutte contre l’antisémitisme, le racisme et la haine en Europe, et notre groupe voudrait proposer que la défense de la liberté d’expression que nous devons collectivement assurer soit inscrite dans ce débat plus général sur la lutte contre la haine.

  President. – I will put the request for the modification of the agenda for Tuesday to the vote by roll-call vote. This is the ID proposal. Can I just be very clear that you know what you are voting on: this is the proposal from our ID colleagues to change the agenda on Tuesday and to have a Commission statement on freedom of speech. I shall halt the vote because there seems to be some confusion in the Chamber. The ID Group has proposed an amendment for Tuesday’s agenda, of which I have spoken. Mr Bellamy, as I understood, you want this to be included in an item that is already on the agenda. Please can you clarify because I think that is necessary.

  François-Xavier Bellamy (PPE). – Notre proposition serait, si tous nos collègues l’acceptent, de voter plutôt sur cette proposition d’inclure la question de la liberté d’expression dans le débat qui aura lieu mercredi.

  President. – Mr Rivière, do you accept that proposal?

  Jérôme Rivière (ID). – S’il est clair qu’à l’occasion du débat de cette semaine, nous aurons bien un débat sur la liberté d’expression face à la montée de l’intégrisme religieux, alors oui, nous acceptons.

  President. – The Renew Group has asked that a debate on Council and Commission statements on the breach of Council Decision 2017/2074 concerning restrictive measures in view of the situation in Venezuela – illegal entry on the territory of an EU Member State of a person included in the list of sanctions be added as the second item in the afternoon after the debate on the Mavrides report.

  Jordi Cañas, en nombre del Grupo Renew. – Señora presidenta, el objetivo de esta petición tiene que ver con el incumplimiento por parte del Gobierno español de la Decisión 2017/2074 respecto a la aplicación de las sanciones a miembros del régimen de Nicolás Maduro. La madrugada del 19 al 20 de enero, la vicepresidenta del Gobierno ilegítimo venezolano, Delcy Rodríguez, permaneció durante catorce horas ilegalmente en suelo español, violando así el régimen de sanciones que impulsó este Parlamento y aprobó el Consejo de la Unión.

El Gobierno español, después de negar los hechos, ha dado más de seis versiones diferentes, la última de las cuales reconocía que uno de sus ministros se reunió cerca de media hora con la número dos de Maduro. Esta violación del Derecho de la Unión se produjo, además, días después de que este Parlamento reconociera a Juan Guaidó e instase al Consejo a endurecer las sanciones contra el régimen de Maduro.

Ante ello, solicitamos que este Parlamento debata esta situación para que la Comisión y el Consejo informen de las explicaciones recibidas por parte del Gobierno español y asuman —con lo que ello supone— si las considera suficientes o no. Porque son los Estados miembros los encargados de hacer cumplir las sanciones que determina el Consejo y este Parlamento impulsa, y de no hacerlo estarían convirtiendo estas sanciones en papel mojado al perder toda su eficacia. Porque ¿qué eficacia pueden tener unas sanciones cuando cualquier gobierno puede incumplirlas con impunidad y sin ninguna consecuencia?

La credibilidad internacional de la Unión Europea y el respeto de las decisiones de su... (la presidenta interrumpe al orador) ... están en juego y este Parlamento debe debatir sobre ello.

Señora presidenta, solicitaría votación nominal.

  Javier Moreno Sánchez (S&D). – Señora presidenta, señorías, no me parece de recibo que utilicemos esta Cámara como trinchera para atacar sin motivos al Gobierno español, porque su petición, señor Cañas, corresponde solo a intereses partidistas y creo que la oposición se hace en el Congreso y no en esta Cámara. Dicho esto, el Gobierno español ha reiterado, desde el inicio, su compromiso con la línea europea respecto de Venezuela. Queremos una salida negociada, pactada, con unas elecciones libres y justas. Y solo quiero recordarles que es la Comisión la que ha reiterado varias veces que las sanciones acordadas en el Consejo las aplican los Estados miembros. No veo qué puede aportar este Parlamento a esa situación, son sus intereses propios, partidistas —ya lo he dicho—. Por eso estamos en contra.

  President. – We are dealing here with two Groups with proposals in relation to Vietnam.

The Greens/EFA Group has asked that the consent vote on the conclusion of the EU-Vietnam Free Trade Agreement and the vote on the accompanying resolution be postponed to a future part-session.

The GUE/NGL Group has asked that the consent vote also on the conclusion of the EU-Vietnam Free Trade Agreement and the vote on the accompanying resolution [and that the consent vote on the conclusion of the EU-Vietnam Investment Protection Agreement and the vote on the accompanying resolution] be taken off the agenda.

  Emmanuel Maurel, au nom du groupe GUE/NGL. – Madame la Présidente, nous demandons en effet un report du vote, parce que le texte – à la fois sur l’accord de libre-échange, mais aussi sur l’accord de protection des investissements – va clairement à l’encontre de ce que nous avons voté il y a quelques semaines tant sur l’état d’urgence climatique que sur le pacte vert européen. C’est un accord dont le chapitre «développement durable», notamment, n’est ni exécutoire, ni contraignant. Il y a donc un double langage de l’Union européenne qui est problématique.

Mais je voudrais aussi que tous les collègues, quelle que soit leur sensibilité politique, entendent ce que nous disent la Confédération européenne des syndicats et de très nombreuses ONG – presque 100 ONG européennes – qui nous alertent sur l’état du droit du travail, des libertés syndicales, mais aussi des droits humains, aujourd’hui, au Viêt Nam.

Nous ne pouvons pas nous contenter de vagues promesses du gouvernement vietnamien. Aujourd’hui, il nous faut des garanties, il nous faut des preuves, il nous faut du tangible, du concret. Nous ne l’avons pas, et c’est la raison pour laquelle nous demandons le report du vote.

  Ska Keller, on behalf of the Verts/ALE Group. – Madam President, the European Parliament has been calling in our Green Deal Resolution – not long ago, actually, this year – for binding and enforceable sustainable development chapters. Also, the Commission, which was just recently elected, has been saying that the Sustainable Development Goals (SDGs) are a key part of their agenda. This is the first free trade agreement (FTA) that will come with the Commission’s mandate. However, the FTA was negotiated without such a commitment before Parliament asked, in January, for this binding trade and sustainable development chapter.

Also in January, this House voted on a report calling for streamlining human rights into all its policies. However, unfortunately, they’re not being streamlined into the FTA with Vietnam, because we have seen a lot of human rights violations – also just recently with the crackdown of a peaceful protest in January – and we’ve been asking for a firm and sanctionable commitment from the Vietnamese Government to improving the human rights situation. Nothing of this sort has been done, and that’s why we think this needs further commitment, from both the Commission and the Vietnamese Government. Therefore, we ask to postpone the vote on the four reports in total.

  Geert Bourgeois, Rapporteur. – Madam President, it will be better with the micro, but I have nearly lost my voice so I will try to be clear.

I have to urge you, dear colleagues, not to postpone either the debate or the vote. There has already been a proposal in the Committee to postpone. It was rejected with a clear majority. The Committee chose a compromise: first, to monitor more the implementation of the two agreements, which is also the practice of the International Labour Organisation (ILO); and, second, to ask for more engagement from the Vietnamese authorities. Well, they delivered on the implementation of the ratification of the ILO Convention. They delivered on – and this is a precedent – a joint committee of our Parliament and the National Assembly to monitor the implementation of the two agreements. They delivered – and this is also a precedent – on the involvement of our Parliament in the human rights dialogue between Vietnam and the European Union. Lastly, they delivered on the independence of the organisations taking part in the domestic advisory groups. So it’s also a question of credibility alongside all the other arguments, of course.

  President. – The EPP Group has asked that a debate on an Oral question on ‘Better internet for children’ be added in the afternoon.

  Jan Olbrycht, on behalf of the PPE Group. – Madam President, on behalf of the EPP Group, I would like to ask to add to our agenda the oral question to the Commission about better internet for children. It is important that 11 February is Safer Internet Day, which was initiated by the Commission in 2004.

What we really need is activity to promote the safe access of children to the internet. So that’s why I think my colleagues will share the view that we need this kind of debate, not only among us politicians. It is also important for teachers and educators, so this is why maybe we can use the opportunity of Safer Internet Day to have this debate.

  President. – The Greens/EFA Group has asked that a Commission statement on the Intervention of four Member States regarding the revision of the EU-Competition Policy be added as the sixth item in the afternoon.

  Philippe Lamberts, au nom du groupe Verts/ALE. – Madame la Présidente, chers collègues, le 4 février dernier, quatre États membres – la France, l’Allemagne, l’Italie et la Pologne – ont écrit une lettre ouverte à la Commission par laquelle ils enjoignent de manière, disons, assez énergique la commissaire Vestager à revoir profondément la politique de concurrence qui, je le rappelle, en droit européen, relève de la compétence exclusive de la Commission européenne, celle-ci ayant dans ce domaine une compétence quasi juridictionnelle.

Je pense qu’il est absolument crucial que ce Parlement puisse se prononcer sur cette lettre. Il est évidemment loisible à tout responsable politique de nourrir les opinions qu’il ou elle souhaite. Néanmoins, je trouve que le ton de la lettre et son caractère, je dirais presque, comminatoire justifient un débat dans ce Parlement en présence de la commissaire Vestager. Je vous propose donc de tenir ce débat mercredi.

  Jonás Fernández (S&D). – Señora presidenta, creo que el señor Lamberts tiene toda la razón en que este Parlamento tiene que pronunciarse sobre la política de competencia, sobre esa carta y sobre otros debates que hay sobre la revisión de las normas de ayudas de Estado. Pero creo que debe hacerlo a través de los canales oficiales, y exactamente la próxima semana la Comisión de Asuntos Económicos y Monetarios votará el Informe anual sobre la política de competencia y estamos a pocos días de cerrar la negociación para poder votar ese informe el próximo martes —que tendrá que ser a su vez validado en el próximo Pleno—. Por lo tanto, no veo motivos para adelantar el debate a esta semana, cuando los equipos negociadores de la Comisión ECON están trabajando para poder votar un texto de compromiso la próxima semana —como digo— en la comisión.

  President. – The GUE/NGL Group has asked that a Commission statement on the ‘EU-US trade relations’ be added as the first item in the morning. Therefore, the sitting would start at 9.00.

  Anja Hazekamp, namens de GUE/NGL-Fractie. – Voorzitter, over enkele weken wil de Europese Commissie een vrijhandelsakkoord beklinken met de regering van Donald Trump.

De Europese Commissie onderhandelt met de Verenigde Staten over vrijhandel in chloorkippen, hormoonvlees, Monsanto’s gengewassen en meer landbouwgif. Het toelaten van dit soort producten ondermijnt onze regels voor dierenwelzijn, milieu en volksgezondheid en het benadeelt de boeren in Europa.

Brussel onderhandelt bovendien zonder toestemming van de lidstaten: de Raad heeft geen mandaat gegeven om met de Verenigde Staten over landbouwproducten te onderhandelen. Bovendien heeft dit Parlement naleving van het klimaatakkoord van Parijs als absolute voorwaarde gesteld voor toekomstige handelsverdragen.

Collega’s, de Europese Commissie trekt zich hier niets van aan. Daarom vraag ik uw steun voor een spoeddebat over de stand van zaken met betrekking tot de handelsbesprekingen tussen Europa en de VS.

  Christophe Hansen (PPE). – Madam President, we, of course, are all concerned about our ongoing relations with the United States. We have to watch them very closely, but we have to do it the right way. That’s why we have invited Commissioner Phil Hogan next week to the Committee on International Trade (INTA). This work should firstly be done by the committees. Afterwards, we will of course have a debate in plenary, but first let the committees do their work as they should.

  President. – The EPP Group has asked that a debate on the Oral question to the Commission’s ‘Farm to Fork Strategy – the key role of farmers and rural areas’ be added as the first item in the morning on Thursday, 13 February 2020. I need to tell you that this means that the sitting would start at 9.00.

  Norbert Lins, im Namen der PPE-Fraktion. – Sehr geehrte Frau Präsidentin, liebe Kolleginnen und Kollegen! Die Strategie „Vom Hof auf den Tisch“ soll Mitte/Ende März von der Europäischen Kommission vorgestellt werden. Betroffen von dieser Strategie sind vor allem unsere Landwirtschaft und unsere ländlichen Räume; deren Anliegen verdienen Gehör. Die EVP hält es deshalb für unabdingbar, dass die zentrale Rolle der Landwirtschaft und der ländlichen Räume vor Veröffentlichung der Strategie diskutiert wird. Nur so können wichtige Fragen des Europäischen Parlaments – wie zum Beispiel die Finanzierung, die Wettbewerbsfähigkeit und der Zusammenhang mit der Gemeinsamen Agrarpolitik – in die Strategie aufgenommen werden. Aus diesem Grund beantragt die EVP-Fraktion eine Änderung der Tagesordnung nach Artikel 158, um die mündliche Anfrage zum Thema „Vom Hof auf den Tisch“ wieder auf die Tagesordnung dieser Plenarsitzung zu setzen.

  President. – The last proposal for a change to the agenda on Thursday is from the Renew Group, and they have asked that the debate on the ‘Human rights dimension of the Coronavirus outbreak’ be taken off the agenda.

  Jan Huitema, on behalf of the Renew Group. – Madam President, the outbreak of the coronavirus is a very serious matter, but for the Renew Group, this is not the right topic for an emergency resolution. Urgencies are there exclusively to say something. If there is an act of human rights violations, for example. Also, the situation is still developing very rapidly, so it’s very difficult to come forward with concrete conclusions. Also, we risk, then, ending up with a very patronising stance, while we should focus much more on, for example, coordinating with other countries to prevent the spread of the coronavirus. I would like to ask you to withdraw this topic from the urgencies.

  Esther de Lange (PPE). – Madam President, I will pick up on the last words of Mr Huitema, who said that there is concern and that, given the fact that developments are going so quickly and citizens are concerned, we might actually need a wider debate on this issue than just to take it off the agenda as an urgency. My concrete proposal, given the fact that developments, both in the area and in the EU, in terms of concern among our citizens, are going so quickly, I would propose to have a full—blown debate, without resolution, on the topic ‘Coronavirus: ensuring fundamental rights and a coordinated European response’, on Wednesday afternoon, by the way.

  President. – We were talking about Thursday. So this is a proposal to move it back to Wednesday afternoon. I shall ask Mr Huitema how he would react to that proposal.

  Jan Huitema (Renew). – Madam President, that would be an excellent idea. Let’s do that.

  Fabio Massimo Castaldo (NI). – Signora Presidente, onorevoli colleghi, con riferimento all'articolo 3, paragrafi 5 e 6, del trattato sull'Unione europea e all'articolo 158 del nostro regolamento, volevo informare i colleghi della gravissima situazione che Patrick George Zaki, uno studente egiziano che da settembre, grazie ad Erasmus Mundus, frequenta a Bologna il master Gemma sugli studi di genere, sta in questo momento attraversando.

Un ricercatore, un attivista che ha dedicato la sua vita a diritti, uguaglianza e solidarietà e a criticare la negazione dei diritti umani nel suo paese. Atterrato al Cairo venerdì notte per visitare la famiglia, è scomparso per riapparire il giorno successivo a 120 chilometri dalla capitale, con evidenti segni di maltrattamenti fisici e violenze, in un'aula della procura generale egiziana, arrestato e accusato di aver criticato il governo tramite i social media. Patrick ha subito lo stesso trattamento di Giulio Regeni, caso per il quale il giovane egiziano si è tra l'altro speso.

Cari colleghi, invito tutte le istituzioni europee e la delegazione dell'Unione europea ad agire e a seguire questo caso con la massima attenzione e chiedo di aggiungere un dibattito su questo punto. Non ho potuto raccogliere... (la Presidente toglie la parola all'oratore)

  President. – Mr Castaldo, I shouldn’t have to explain to you the rules of the House. An important point was raised, but it would be a one-minute speech, not a point of order.
