  Cristian-Silviu Buşoi, author. – Mr President, the regulation on guidelines for trans—European energy infrastructure lays down rules for the timely development and interoperability of TEN—E networks, identifying the trans-European energy infrastructure priorities which need to be implemented in order to meet the Union’s energy and climate policy objectives. It also identifies projects of common interest needed to implement those priorities.

The TEN—E regulation sets priority corridors and thematic areas of trans—European energy infrastructure and provides guidelines for the selection of Projects of Common Interest (PCI). The first list of PCIs was established by a delegated act in 2013. Now we are on the fourth PCI list, which was adopted by the Commission on 31 October 2019 with 151 PCIs.

As reflected in Parliament’s first reading position of 17 April 2019 on the proposal for a regulation on the Connecting Europe Facility for the period 2021—2027, the co—legislators provisionally agreed that the Commission should evaluate the effectiveness and policy coherence of the TEN—E regulation. For that evaluation, I would like to remind you that the Commission should consider inter alia the Union energy and climate targets for 2030, the EU long—term decarbonisation commitment and energy efficiency as a first principle.

I’d also like to stress that the TEN—E regulation was adopted before the adoption of the Paris Agreement. Energy plays a central role in the transition to a net—zero greenhouse gas (GHG) emissions economy, and therefore efforts to continue decarbonising the energy systems are necessary to enable the Union to reach its ambitious target and be world leader, while at the same time ensuring a coherent and inclusive transition of other sectors, maintaining the security of energy supply in the Union and coping with an increased demand for electricity.

With the aim of achieving its climate and energy goals and enhancing innovation, sustainability and growth, it is at the same time very important to remain competitive worldwide. The Union needs an up-to-date, high—performance energy infrastructure that is future-proof, cost-efficient and can provide a security of energy supply, including diversification of root sources and suppliers. Priority corridor scenarios, as well as eligibility criteria, should follow the evolution of the energy system and continue to be consistent with Union policy priorities, in particular in the context of long—term decarbonisation pathways. Adequate infrastructure, deployment and energy efficiency projects and policies should be used in a complementary way to help reach the Union’s objectives and targets.

Building on the success of the Energy Union, we need to strengthen our efforts to improve energy efficiency, speed up deployment of clean energy and technologies, increase interconnectivity, and also of course further integrate our energy single market. In its resolution of January on the European Green Deal, Parliament called on the Commission to revise the TEN-E guidelines before the adoption of the next PCI list. The Committee on Industry, Research and Energy (ITRE) welcomes the announcement in the European Green Deal Communication that the revision of the TEN—E guidelines will take place in 2020 and asks for a clear timetable.

As regards the fourth PCI list, new gas infrastructure under the fourth PCI list is designed to last at least 40 to 50 years, and in some cases even longer. May I remind you that the very same infrastructure will be able to be used in not so many years from now to transport biogas and hydrogen, and also – during the transition phase – gas pipelines and interconnections, which play an important role in ensuring the energy security supply, affordability and sustainability.

We need a balanced and realistic approach to achieve our common goal of carbon neutrality, and I would like to remind you that we still have 41 coal regions to support and sustain in a just and inclusive transition.

  Marie Toussaint, auteure. – Monsieur le Président, Madame la Commissaire, chers collègues, quelque chose ne va pas. La planète se meurt et, rapport après rapport, les experts nous rappellent qu’il faut renoncer aux énergies fossiles pour enrayer l’emballement climatique.

Pourtant, loin de ses engagements écologiques et en totale contradiction avec ses déclarations de bonnes intentions, l’Union s’apprête à déclarer prioritaire une liste de projets énergétiques dont plus d’un tiers sont des projets gaziers fossiles. Nous sommes 103 aujourd’hui à vous demander de revoir la copie. Cette liste est un non-sens scientifique, une erreur économique et, surtout, une faute politique.

C’est un non-sens scientifique, parce que l’on sait depuis longtemps déjà que 84 % des ressources fossiles connues aujourd’hui ne doivent pas être utilisées.

C’est une erreur économique, parce que continuer à investir dans des projets fossiles extrêmement coûteux entrave notre capacité à faire porter nos efforts d’investissement là où le besoin de financement est si important. Non, vraiment, quelque chose ne va pas quand l’Union veut injecter près de 29 milliards d’euros dans des projets climaticides.

Accepter cette liste serait une faute politique, enfin, parce que la liste qui nous est proposée est dangereuse pour la planète, et donc pour les populations qui l’habitent.

Oui, chers collègues, nous devons réviser au plus vite les orientations RTE-E et les critères qui les accompagnent, pour que plus jamais l’Europe ne puisse investir dans les énergies fossiles. Mais il nous faut déjà, pour les deux années à venir, une nouvelle liste de projets excluant les énergies fossiles.

Chers collègues, ne nous trompons pas sur le sens de l’Histoire. Au lendemain de la guerre, l’Europe s’est construite autour de l’acier et du charbon et a voulu asseoir la paix sur la croissance. C’est désormais autour des industries vertes et de la sortie des énergies fossiles que nous devons construire l’Europe. Notre prospérité doit nécessairement conjuguer sobriété et justice.

Ms Simson, you could have – you should have – turned your back on this proposal from your predecessor and chosen to become the Commissioner of the real Green Deal.

Dear colleagues, I know that many of you have doubts about this list. It is time to express them and to act accordingly.

Il est temps de changer de modèle pour protéger l’avenir, il est temps d’oser poser des actes forts.

  Kadri Simson, Member of the Commission. – Mr President, two months ago I presented my views on the future of the Trans-European Networks – Energy (TEN-E) Regulation before the Committee on Industry, Research and Energy (ITRE). This evening I have the opportunity to address this important issue before this plenary.

In the Green Deal Resolution adopted in January, Parliament stressed the importance of modern, clean, secure and smart new energy infrastructure for delivering the European Green Deal. I share the same vision. Turning this vision into reality requires making the TEN-E Regulation adopted in 2013 fit for Europe’s future energy system and fully aligned with the European Green Deal.

If we want to make Europe the first climate-neutral continent by 2050, we have no time to lose. As you know, the Commission was due to carry out an evaluation on TEN-E this year. I have decided to accelerate this evaluation and in parallel to start work on a revision of the TEN-E Regulation in order to present a legislative proposal in December 2020.

The overarching objective is to design a future-proof framework that will allow us to fund the infrastructure we need for the European Green Deal. The focus will clearly shift to deploying clean energy across the whole economy in the most efficient way. By 2050, the share of electricity in the total energy consumption is expected to be more than double. We need electricity infrastructures and innovative technologies such as smart grids, offshore wind and hydrogen that works. Also carbon capture, storage and utilisation and energy storage.

The new framework should in particular look at promoting sector integration, and I will consult widely stakeholders in the preparation of the proposal. And of course I will involve Parliament early on.

I commit to speed up work as much as possible, but we cannot risk cutting corners. That’s why December is our targeted date for adoption. I hope Council and Parliament will be able to process this proposal quickly, as they have done for other priority proposals in the past. But it is possible that the new regulation will not be in force in time for the adoption of the 5th projects of common interest (PCI) list in fall 2021.

In this case, I intend to already ensure that the process for the selection of the 5th list of projects of common interest will already reflect the European Green Deal priorities. That means, firstly, that the sustainability criteria for all candidate projects will be strengthened to take better into account for each project its CO2 and methane emissions.

Secondly, I will strive to integrate more energy transition projects in the 5th PCI process, in particular smart clean CO2 infrastructure projects. I commit to work closely with the Member States and project promoters to help bring forward these projects. And, thirdly, I will strengthen the involvement of Parliament during key steps in the selection process, including the regional groups.

I intend to establish a continuous political dialogue with you and the ITRE Committee. I will be guided by the objective to include more innovative projects enabling the transmission of renewable and decarbonised gases and projects enabling the smart integration of electricity and gas networks.

Finally, the oral question asks how we will approach the funding from the Connecting Europe Facility (CEF) of the projects in the 4th PCI list. The PCI label is a precondition for CEF funding, but not a guarantee.

While respecting the current rules and procedures, the Commission will ensure that the European Green deal will provide the background against which the selection process for PCI funding will be assessed. I note that already the CEF Regulation governing the financing of PCIs gives priority to electricity projects over gas.

Honourable Members, I have set out my views for the future of TEN-E. In this light, I hope that Parliament will vote in favour of the 4th PCI list. The list includes key infrastructure projects that sustain the increasing share of renewables, address the remaining energy security challenges and underpin the modernisation of an integrated infrastructure.

Electricity projects make up three quarters of the 4th PCI list. An objection to the 4th PCI list would mean that the 3rd PCI list remains in force, a list with 40% more gas projects than the new list. As a consequence, key electricity interconnectors and energy transition projects such as the North Sea wind-power hub, new smart green projects and new CO2 network projects would not be eligible for funding under the Connecting Europe Facility.

I have set out how I intend to work on an energy infrastructure policy fit for the future. I will work closely together with Parliament. I count on your input and support for making the TEN-E policy a driving force for Europe’s climate neutrality transition.

  Maria da Graça Carvalho, on behalf of the PPE Group. – Mr President, Commissioner, I call for an urgent revision of the TEN-E Guidelines – a revision consistent with the energy and climate objectives in all the five dimensions of the Energy Union: decarbonisation, security of supply, internal energy market, energy efficiency, more research leading to affordability and breakthroughs in low-carbon technologies.

The European Commission has recently published the fourth list of projects of common interest. This list is based on the current guidelines, not taking into account the new climate ambition. On Wednesday we are voting on an objection to this list, but we must not forget that if the fourth list is rejected, we will fall back on the third. That list includes 40% more gas projects than the Commissioner just said, compared with the fourth.

It is much less ambitious in terms of climate change goals. The revision I’m asking for is also an opportunity to reassess some of the PCIs. The Commission should consider the crucial needs of certain regions, as is the case of the projects of the Iberian Peninsula and other regions in Europe.

  Miriam Dalli, on behalf of the S&D Group. – Mr President, we are discussing today concrete projects that should be in line with what we were discussing just a few weeks ago in this same Chamber: the European Green Deal. In our quest to move towards carbon neutrality by 2050, we need to make sure that we invest in the proper infrastructure today. We can do this with the full understanding that different parts of the EU have different realities, but at the same time also understanding that investments need to be made in cleaner sources and not locking countries’ reliance on fossil fuels. In the full list of energy projects that we are discussing, there are still fossil fuel projects, including oil—supply projects. I understand that interconnection projects are necessary to ensure security of supply and solidarity among Member States, which until today are still disconnected; however, this 4th list goes further and opens the door to heavy investments in completely new fossil fuel pipelines and infrastructures.

Things have changed drastically since the fourth Projects of Common Interest (PCI) list was drafted, including in the formation of Member States that makes the European Union as a whole, and this has to be taken into account, something which is clearly lacking in the formulation of this list. Now, going back to the 3rd PCI list is not what we need, but money should be invested in projects that can really help us move forward in the right direction. It is for these reasons that the European Commission needs to carry out all the sustainability assessments required to ensure that money is invested in projects that can really make the European Union carbon neutral by 2050. It is only if we do this that we are really making sure that we have projects that are in line with what we want to achieve with the European Green Deal.

  Morten Petersen, for Renew-Gruppen. – Hr. formand! Jeg er allerførst glad for at se kommissæren tilbage i god behold efter at have besøgt mit hjemland her i sidste uge. Og jeg håber, at kommissæren har haft god mulighed for at se, hvordan der arbejdes med den grønne omstilling, eksempelvis med udbygning af offshorevind på Nordsøen.

For det er jo netop et eksempel på et område, hvor der er brug for grænseoverskridende investeringer i den grønne infrastruktur. Grænseoverskridende grønne investeringer, som netop bør være i fokus i disse projekter af fælles interesse. Det er jo kun på den måde, vi kan få et reelt indre marked for energi, ved at vi binder markederne sammen. Og det haster med den grønne omstilling, det er – som vi alle ved – en politisk bevægelse, der kræver, at vi handler. Det gælder også den måde, vi investerer på, og ikke mindst hvad det er, vi investerer i, hvorfor den diskussion, vi har i aften om de såkaldte PCI’er, er utrolig vigtig.

Det duer selvsagt ikke, at vi investerer forkert, og at vi investerer sort i stedet for grønt. Og vi skal passe på, at vi ikke investerer i projekter, der risikerer at ende som det man kalder ”stranded assets” på engelsk, og det er derfor, at vi fra Renews side ønsker at skubbe mest muligt på, så vi kan ændre de grundlæggende kriterier for investeringer, vi foretager, så vi sikrer, at investeringerne er i overensstemmelse med Paris-målsætningerne. Vi vil også gerne sikre, at EU-Kommissionen bruger sin mulighed for at vurdere alle projekter, så vi sikrer, at de lever op til netop disse målsætninger, og jeg er glad for at høre kommissærens tilsagn om at speede processen op i forhold til revision af de grundlæggende kriterier, for det haster netop, så vi kan sikre, at vi investerer grønt og ikke sort.

Og så lad mig lige sige, at jeg er helt på linje med, hvad der er blevet sagt tidligere: Den her fjerde liste er at foretrække frem for den tredje liste, men vi skal sikre os, at vi reviderer de helt grundlæggende kriterier, det er vigtigt for den grønne omstilling.

  Markus Buchheit, im Namen der ID-Fraktion. – Herr Präsident, meine Damen und Herren! Wir sind eine Volksvertretung, und daher Schluss mit Lobbyinteressen wie dem Green Deal. Worauf es den Bürgern doch eigentlich ankommt, sind im Wesentlichen zwei Faktoren: nämlich erstens eine günstige und zweitens eine sichere Energieversorgung. Ein wesentliches Ziel muss die Garantie von Versorgungssicherheit sein, und dabei geht es ganz klar um Diversifizierung. Abhängigkeiten von einzelnen Playern sind zu vermeiden.

Versorgungssicherheit muss auf mehreren Säulen ruhen, und Nord Stream 2 könnte einen wesentlichen Beitrag hierzu leisten. Gemeinsam selbstverständlich mit LNG-Terminals und der besseren Anbindung an weitere Projekte zur Gasversorgung aus dem Ausland. Wenn ich höre, dass den Grünen zu viele Gasvorhaben in das TEN-E-Programm einbezogen werden, aus der gleichen Gruppe dann aber auch die Forderung nach der Abschaltung von Kohlekraftwerken kommt und in Ländern wie Deutschland auch der Atomstrom vor dem Aus steht, dann frage ich mich, ob Sie die Versorgung der Verbraucher einzig und allein den Launen der Natur überlassen wollen.

Gleichzeitig brauchen wir aber auch Kostensenkungen, insbesondere im Strombereich. Es kann nicht angehen, dass Privatunternehmen durch das Aufspringen auf die Fördermöglichkeiten des TEN-E-Programmes bisherige Investitionsversäumnisse auf den Steuerzahler umwälzen. Zudem muss eines ganz klar sein: Die Gas- und Stromversorgung ist ein hochsensibler, ja ein strategischer Bereich unserer Infrastruktur, bei der wir es nicht zulassen dürfen, dass sie zu Erpressungsmasse wird – weder durch ausländische Staaten, wie im letzten Falle China in Deutschland, noch durch Firmen wie 50Hertz.

  Bas Eickhout, on behalf of the Verts/ALE Group. – Mr President, thank you Commissioner. I have to say, when I read the Green Deal of the Commission, it reads very promisingly.

It’s talking about bringing Europe on a new path to a new economy, and it’s talking about a move away from harmful subsidies. And then at the same time, you are defending here the 4th list of these projects of common interests, which are fossil subsidies. You are here defending just more fossil subsidies. Where is the Green Deal promise of a new path? Where is that? Even you acknowledged in your speech already that everything will be better when we do the 5th list, but for now we have to accept the 4th list. That’s not how I expected a new Commission with a new ambition.

And to my colleagues who are saying: well, okay, it’s not ideal but let’s do it for now – are those the same colleagues who said a couple of months ago: ‘there’s a climate emergency, we need to act now’?

And now we say: oh, let’s just give more fossil subsidies to fossil fuel projects which will make us more dependent of a gas lock-in and will not bring us to a climate-neutral economy that is so desperately needed.

This is really a mistake: you can change it. That was the old Commission. The new Commission can do better now.

  Robert Roos, namens de ECR-Fractie. – Voorzitter, de aanleg van het trans-Europees energienetwerk is bedoeld om de continuïteit van de energievoorziening te garanderen door overschotten en tekorten tussen Europese landen uit te wisselen. Een prima investering in essentiële infrastructuur. Het voorstel betreft onder andere ook hogedrukgasleidingen, maar onze groene collega's in dit huis zien niets in gas en willen investeringen in deze infrastructuur geschrapt zien.

Maar hoe naïef is dat? Zij willen namelijk ook geen kernenergie. Alleen zonne- en windenergie, maar met die keuze heb je altijd een back-up nodig, voor als er geen zon en wind is. De groene collega’s moeten toch erkennen dat gasgestookte energiecentrales dan de beste oplossing zijn. Wij moeten deze investering doorzetten omdat betaalbare energie en betrouwbare energievoorziening noodzakelijk zijn voor onze economie.

Met deze gasnetwerken hebben wij ook het probleem in Nederland opgelost en kunnen acht miljoen huishoudens hun gasaansluiting behouden. Dan hoeven wij niet met zijn allen aan zo’n malle warmtepomp.

  Sira Rego, en nombre del Grupo GUE/NGL. – Señor presidente, sin duda alguna este debate hubiese sido impensable hace un tiempo y seguramente es posible gracias, en parte, al empuje de los jóvenes que luchan en contra del cambio climático en las calles. Y por esa razón también, desde nuestro Grupo hemos considerado hoy hablar de la objeción a los proyectos de interés común, porque entendemos que en algunos casos no están justificados ni económicamente ni ambientalmente.

Un ejemplo: el proyecto de interconexión del golfo de Vizcaya. Un proyecto de un enorme coste económico que solo garantiza el beneficio de los lobbies del oligopolio, y que en ningún caso resolverá el problema energético de nuestro país.

Por todo ello, lo que les pido es que nos contagiemos de ese espíritu, de ese sentido común de la juventud que lucha en la calle, y que hagamos que el dinero público vaya destinado a proyectos que sirvan para desarrollar de forma sostenible nuestros territorios.

  Ignazio Corrao (NI). – Mr President, as one of the 17 MEPs who supported the veto against the 4th PCI list during the last vote in the Committee on Industry, Research and Energy (ITRE), I can unequivocally confirm my intention to vote against this list again.

After the many nice words and promises I heard on a greener future, it would be interesting to see the results of this objection, because we have to be clear: by allowing this 4th list, we would once again be in favour of a future made of fossil fuel. By allowing this list, we would spend billions of euros in investments that could become obsolete in the not-so-distant future. By allowing this list, we would go against the aspirations and dreams of thousands of young people who, in recent years, have taken to the streets in an awe—inspiring call for a better, greener future. We cannot just ignore that. We can’t answer passion with indifference and inaction. We can’t lose credibility. That’s why I confirm my firm support to this objection and against this 4th list of Projects of Common Interest, which is nothing but a betrayal of the new generation, who want fewer words but real change.

  Markus Pieper (PPE). – Herr Präsident! Wir alle wollen die Energiewende so schnell wie möglich. Deshalb enthält die PCI-Liste auch Vorschläge für den Ausbau grenzüberschreitender Stromnetze. Wir bauen Netzengpässe an den Grenzen wirklich wunderbar aus. PCI leistet so einen entscheidenden Beitrag für einen echten europäischen Binnenmarkt, den wir ja gerade für die Erneuerbaren so dringend benötigen.

PCI bereitet aber auch das Wasserstoffzeitalter vor. Dafür brauchen wir Investitionen in Gasnetze und Gasspeicher. Wir brauchen Gas als Brücke für die Energiewende, gerade in Osteuropa. Von 80 % Kohle wie in Polen auf erneuerbare Energien umzusteigen – natürlich geht das nur mit flexiblen Gaskraftwerken, die für Energiesicherheit sorgen.

Liebe Kollegen von den Grünen, wie kann man dagegen sein? Die Grünen sagen: Wir investieren nicht in fossile Energieträger, nicht in Gas, wir lehnen die Liste ab. Das ist blanker Populismus, um schöne Schlagzeilen im greater mainstream zu bekommen. Sie wissen genau, dass eine Energiewende nur mit dieser Liste funktioniert, mit Gasinfrastrukturen, mit neuen Stromnetzen. Sie wissen aber auch genau, dass diese Liste im Europäischen Parlament natürlich eine Mehrheit bekommt. Sie wollen schön sauber bleiben, andere sollen die Drecksarbeit machen. Die machen wir gerne, weil wir Nachhaltigkeit und Verantwortung ernst nehmen.

  Patrizia Toia (S&D). – Signor Presidente, onorevoli colleghi, noi ci rendiamo conto che questa lista contiene anche dei punti critici e naturalmente legittima anche dei dubbi. Tuttavia noi riteniamo – perlomeno per quanto riguarda la mia opinione e le opinioni dei membri della ITRE e del mio gruppo – che oggi in qualche modo in questa lista ci sia un certo equilibrio e che tenga conto anche di fonti che sono innegabilmente utili nella fase di transizione.

Aggiungo che questa è una lista indicativa, che non tutti i progetti saranno approvati, e quindi se le priorità sono cambiate si potrà lavorare anche all'interno di questa lista. Non va presa tutta come oro colato. E poi la considerazione prevalente, e giuridicamente nessuno la può smentire, è che se rifiutiamo questa lista torna in vigore il terzo elenco che è innegabilmente peggiore, è innegabilmente contro gli obiettivi ambientali.

Allora il punto adesso è lavorare perché nella prossima lista ci sia innanzitutto un coinvolgimento pieno, signora Commissaria, del Parlamento, e soprattutto lavorare, da qui alla risoluzione che verrà presentata a marzo, perché si possa anche in questo margine di tempo cogliere tutti quegli elementi che possono anche non solo modificare e magari rivedere i progetti o mettere in fondo alle priorità i progetti più critici, ma anche decidere come dobbiamo lavorare perché nelle prossime scelte ci sia un rigoroso rispetto degli obiettivi ambientali e dei temi posti da tutte le nostre scelte sulla transizione e sulla decarbonizzazione. Ma per queste ragioni riteniamo che sia sbagliato respingere, cogliendo l'obiezione, questo quarto elenco.

  Christophe Grudler (Renew). – Monsieur le Président, Madame la Commissaire, chers collègues, nous devons développer nos réseaux transfrontaliers d’énergie pour garantir à nos citoyens une énergie accessible, sûre et durable.

Si nous votons pour l’objection et donc contre la liste, c’est la liste de 2017 qui sera active avec 53 projets gaziers, contre seulement 32 pour la nouvelle. Cette quatrième liste n’est pas parfaite, mais elle va dans le bon sens, celle du pacte vert. 98 % des nouveaux projets sont de bons projets, respectueux de l’environnement. Ne les bloquons pas.

Il faut aussi arrêter le psychodrame populiste: non, les infrastructures gazières ne transportent pas que du gaz fossile. Demain, elles transporteront de l’hydrogène décarboné, du biométhane, des gaz verts. Nous en avons besoin.

Alors, oui à cette liste et améliorons ensemble la concertation et les critères avec la Commission, avec le Parlement, pour élaborer dès maintenant la cinquième liste de 2021, sur la route du pacte vert.

  Jutta Paulus (Verts/ALE). – Herr Präsident! Ich möchte mal ein paar Dinge geraderücken: Es ist jetzt mehrfach gesagt worden, dass die dritte PCI-Liste ja viel schlimmer ist als die vierte. Das stimmt, das hat niemand bestritten. Aber der springende Punkt ist der: Die großen Gasprojekte, die auf der dritten Liste standen, sind entweder fertiggestellt oder wurden längst abgebrochen. Das heißt, wenn wir auf die dritte zurückfallen, ist das aus dem Blickwinkel gar nicht so schlimm. Und ich will noch etwas geraderücken: Anscheinend hat hier niemand die Artelys-Studie gelesen, die ja jetzt vor Kurzem auch erst veröffentlicht wurde, und die Energieberatungsagentur stellt ganz klar: Um unseren Gasbedarf bis 2050 zu decken und um auch grüne Gase und Wasserstoff transportieren zu können, was hier alles genannt worden ist, brauchen wir keine neue Infrastruktur. Das heißt, diese 29 Milliarden Euro sind stranded assets, wie es vorhin schon gesagt worden ist, und dieses Geld sollten wir besser für eine echte Energiewende investieren, und darum bitte ich Sie.

  Izabela-Helena Kloc (ECR). – Panie Przewodniczący! Próba zatrzymania czwartej listy PCI pokazuję ideologiczną ślepotę. Lista ta jest wynikiem osiemnastomiesięcznych konsultacji z różnymi zainteresowanymi stronami, łącznie z przedstawicielami organizacji konsumenckich i ochrony środowiska. De facto została ona zaaprobowana przez komisję ITRE poprzez odrzucenie dużą większością głosów rezolucji blokującej. Przeciwnicy tej listy powinni po prostu uszanować ten wynik, tym bardziej że dane dotyczące produkcji energii są jednoznaczne. Według nowego badania think tanków Agora Energiewende i Sandbag produkcja energii z węgla w Unii Europejskiej spadła w 2019 roku o 24%. Mniej więcej połowa produkcji energii została zastąpiona przez odnawialne źródła energii, druga połowa jednak została zastąpiona przez gaz. Liczby te wyraźnie pokazują, że nawet najbardziej ambitne plany nie mogą pozostawić gazu w tyle. Kraje Europy Środkowej i Wschodniej rozumieją tę logikę. Ich koszyk energetyczny nie może zostać zmieniony z dnia na dzień. Gaz pozostanie tu przez kolejne dziesięciolecia, czy to się podoba, czy nie.

Vous nous présentez aujourd’hui une liste avec quelques dizaines d’investissements dans le gaz fossile polluant. Ce sont des milliards d’euros dans des énergies qui, finalement, risquent de tuer, parce que c’est du poison pour l’environnement, du poison pour notre planète, du poison même pour notre air.

Vous proposez d’investir notre argent, l’argent du contribuable, dans du poison, plutôt que de prendre cet argent et le mettre dans du renouvelable, dans des énergies propres. Cela, je ne le comprends pas.

Il y a un deuxième aspect qui me dérange. La semaine passée, j’ai discuté avec votre collègue de la Commission, je lui ai posé la question et que m’a-t-il répondu? D’abord, il m’a dit que je ne devais pas prendre trop au sérieux ce qu’il avait écrit. Ensuite, il m’a quand même dit que vous alliez taxer davantage. Cela, pour moi, est inacceptable. On va vendre du poison aux gens et on va les taxer sur ce poison. Ils vont payer deux fois. S’il vous plaît, arrêtez ça, changez les règles.

  Ivan Vilibor Sinčić (NI). – Poštovani predsjedavajući, ovdje govorimo o strateškim projektima za Europu, međutim moramo reći kako oni utječu na naše sugrađane i na kućanstva.

Ovdje ću spomenuti jedan projekt koji nažalost demantira ovaj Vaš zeleni plan, a i demantira Europu kao prostor vladavine prava. Naime, pod točkom 6. točka 5. ove liste nalazi se LNG terminal u Omišlju na Krku. Radi se o neekonomičnom, netransparentnom i nedemokratskom projektu. Projekt je protivan prostornim planovima općine i Županije primorsko-goranske, projekt je protivan volji građana općine i županije.

Ovim projektom gasi se Aarhuška konvencija koja dozvoljava građanima pravo na pristup informacijama, koja im daje pravo na suodlučivanje u ovakvim okolišnim stvarima. Kako je projekt uopće završio na ovom popisu nije jasno jer je potreban interes barem dvije države da bi on ovdje bio, a osim dvije javne hrvatske kompanije nitko se nije javio. Dakle, radi se o dvije i pol milijarde metara kubnih plina kojeg nemamo gdje skladištiti, nemamo kome prodati i nemamo gdje potrošiti. A što je najgore, člankom 12. posebnog zakona definirano je da ako će se javiti gubitci, a hoće, da se oni prebacuju na korisnike. (Predsjedavajući je prekinuo zastupnika)

  Tom Berendsen (PPE). – Voorzitter, wij staan voor een complexe opgave en wij kunnen onze doelen alleen bereiken door stap voor stap verstandige keuzes te maken. Zo is het een verstandige keuze om te investeren in haalbare en betaalbare oplossingen en om geen technologieën van tafel te vegen omdat zij simpelweg niet passen in een bepaald ideaalbeeld. Een voorbeeld daarvan is CO2-afvang en -opslag, een technologie die essentieel is voor het verduurzamen van de industrie. Ik vind het dan ook mooi om te zien dat er geïnvesteerd wordt in dit soort projecten op de Noordzee.

Het is ook een verstandige keuze om in bepaalde delen van de Europese Unie te investeren in de overstap van kolen op gas. Want dat is een stap die met het oog op een haalbare en betaalbare transitie in bepaalde delen van de Europese Unie simpelweg niet overgeslagen kan worden.

Het is een verstandige keuze om te investeren in Europese infrastructuur. Dit moeten wij bij uitstek op Europees niveau aanpakken en niet in de lidstaten afzonderlijk, want straks kan iedere lidstaat wel zelf invullen hoe energie wordt opgewekt. Maar tezamen kunnen wij ervoor zorgen dat wij elkaar aanvullen, elkaars pieken en dalen opvangen en de efficiëntie, energiezekerheid, flexibiliteit en betaalbaarheid vergroten.

Maar, collega’s, laten we dit niet vergeten: de Europese Unie kan dit niet alleen. Om de klimaatverandering tegen te gaan, zal de rest van de wereld mee moeten doen. De enige manier waarop wij hen kunnen inspireren, is door in Europa een haalbare en betaalbare transitie tot stand te brengen en verstandige keuzes te maken.

  Robert Hajšel (S&D). – Vážený pán predsedajúci, ja chápem obavy všetkých kolegov, ktorí hovoria, že nie je dobré, ak budeme znova investovať do projektov, ktoré zahŕňajú aj fosílne palivá. Na druhej strane treba si povedať, že tento štvrtý zoznam je pokrokom oproti tretiemu zoznamu. Ten tretí zoznam obsahoval naozaj viac ako 40 % plynových projektov o viac ako 40 % viac, a takisto treba povedať, že tento štvrtý zoznam obsahuje teda menej o 40%, a takisto obsahuje oveľa viac elektrických interkonektorov, ako aj inteligentné elektrické siete.

Ja viem, že to nie je, má ďaleko tento štvrtý zoznam, aby bol dokonalý, ale je to dobrá cesta k tomu, aby sme začali plniť tie ciele, ktoré sme si určili v našej zelenej dohode. Treba však povedať, že tým, ak schválime tento štvrtý zoznam, musíme nástojiť na Komisii, aby predložila revíziu nariadenia o transeurópskych energetických sieťach, ktoré určujú kritériá ako selektovať tieto programy a ako selektovať projekty do budúcnosti. Aj som za to, aby sme do budúcnosti a aby aj piaty zoznam zahŕňal predovšetkým tie projekty, ktoré sa zameriavajú na využívanie obnoviteľných zdrojov a samozrejme aj elektrických inter- interkonektorov a samozrejme aj všetkých inteligentných sietí. To je jediná cesta, ak chceme naplniť to, čo sme si predsavzali v našom, v našej zelenej dohode.

  Martin Hojsík (Renew). – Mr President, Commissioner, I would be so happy if we would have time to wait until the new 5th list comes out and it’s going to be all green and better, but we should listen to the science. We all say that we listen to the science and not to the people on the street, so let’s listen to the science. Let’s actually realise that we don’t really have that time. We don’t have time to wait for the 5th list. We actually have to use every euro we have for the transition. We cannot afford a stranded investment that we’re going to face in a number of those projects on the 4th list.

Of course, the situation is not black and white. What we see is an increased number (of course it’s the 3rd list) of good projects. So what should we do? Yes, I believe we should reject this list, and it’s up to your Commission to immediately then come up with a new version of the 4th list: a version that would be climate-proof and Green Deal-proof. And I hope this is something that you can make for the Europeans and for the planet.

  Bronis Ropė (Verts/ALE). – Gerbiamas pirmininke, gerbiama Komisare, labai apgailestauju, kad Europos Parlamentas turi teisę tik atmesti arba pritarti visam bendro intereso projektų sąrašui neišskiriant konkrečių projektų. Nors pritariu kolegų susirūpinimui dėl vis dar didelių investicijų į dujų infrastruktūrą. Šįkart ketvirtam sąrašui pritarsiu, kadangi jame yra Baltijos šalims svarbus elektros sinchronizacijos su Europa projektas. Tai ne tik geopolitiškai svarbus projektas. Ateityje jis padės išskleisti ir vėjo potencialą Baltijos jūroje. O kalbant apie būsimąjį penktąjį sąrašą norėčiau, kad transatlantinės energetikos infrastruktūros gairės būtų pakeistos taip, kad ateityje Europos Parlamentas galėtų ir pats atrinkti projektų sąraše. Kad nebūtų tik tarp pritarimo ir atmetimo. Ačiū.

  Manuel Bompard (GUE/NGL). – Monsieur le Président, Madame la Commissaire, laissez-moi vous raconter une histoire.

C’est celle d’une Commission européenne qui, poussée par la mobilisation des jeunes pour le climat, prétendit faire de l’urgence écologique sa priorité. Elle se vêtit d’un habit vert et multiplia les belles promesses; elle leur donna même un joli nom, le green deal, pour montrer à quel point elle était sérieuse.

Mais la Commission se trouva fort embarrassée quand le temps des décisions fut venu. Augmenter les objectifs de réduction des émissions? N’allons pas trop vite! Réviser la politique agricole commune? Trop tard, le projet est déjà bouclé! Arrêter de financer les énergies fossiles? Un autre jour, peut-être... La Commission proposa plutôt de soutenir de nouveaux projets gaziers. Pourtant, les études qu’elle avait faites étaient sans appel: une baisse de la consommation de gaz naturel était indispensable pour atteindre la neutralité carbone en 2050. Mais il ne fallait pas déranger les amis des lobbies du gaz.

Ce mercredi, notre Parlement peut mettre un terme à cette triste fable. En votant notre objection, vous refuserez de financer des projets anti-écologiques et mettrez un coup d’arrêt au double discours de la Commission. Soyons enfin cohérents.

  Angelika Niebler (PPE). – Herr Präsident, Frau Kommissarin, liebe Kolleginnen, liebe Kollegen! Der Grüne Deal kann nur funktionieren, wenn wir für eine stabile und bezahlbare Energieversorgung Sorge tragen, und dazu braucht es eine Energieinfrastruktur. Und zur Energieinfrastruktur gehören zwingend die Projekte, die auf Ihrer vierten PCI-Liste aufgeführt sind. Ich unterstütze Sie nachdrücklich, Frau Kommissarin, mit Blick auf den Vorschlag, den Sie vorgelegt haben.

Es ist völlig richtig, dass wir auch Gasprojekte weiter unterstützen und fördern. Gas ist eine Übergangstechnologie, eine Brückentechnologie, auf die wir nicht verzichten können. Der Kollege Pieper hat es angesprochen: ein Land wie Polen, das aus der Kohleverstromung aussteigen soll. Ja, also in welcher Welt leben wir denn? Natürlich brauchen wir als Übergangstechnologie Gas. Und deshalb halte ich es für verantwortungsvoll und kann Sie nur unterstützen, dass wir auf diese Brückentechnologie eben auch setzen. Mit Blick auf die Wasserstofftechnologie, die zu entwickeln ist – auch dafür können wir die Leitungen brauchen. Es stimmt eben nicht, dass alles schon gebaut ist – Gott behüte. Wenn ich in meine Heimatregion schaue: In Bayern ist südlich und südostlich noch nicht ein Kilometer gebaut, und natürlich brauchen wir diese Projekte auch.

Also, Frau Kommissarin, ich hoffe sehr, dass Sie für Ihren Vorschlag morgen eine solide Mehrheit bekommen. Unsere Fraktion wird Ihren Vorschlag unterstützen. Und ich bitte einfach auch die Kolleginnen und Kollegen, doch mit Augenmaß heranzugehen. Wer den Grünen Deal will, muss auch manchen Ländern die Gelegenheit geben, eben für eine Übergangszeit noch auf Gas zu setzen, und dazu brauchen wir die Infrastruktur.

  Mohammed Chahim (S&D). – Mr President, unfortunately, we can only object to or accept the current projects of common interest (PCI) list as a whole. We do not have a say on individual projects, and I have many objections. First, no environmental assessment has been undertaken. What are the effects of the current list with respect to the European Green Deal and ambition of this Parliament? This list will lock us into fossil fuels for the next decades. It would be irresponsible to spend billions of taxpayers’ money on these projects. Second, talking about the taxpayers’ money, the current PCI list contains more than 20 UK projects, of which 6 are not linked to the EU at all. Should we really pay with our taxpayers’ money for projects between the UK and Norway while we know that many regions in Europe need that money for their transition? The only way for us to get an adapted list is to vote against the current list. We need a list that serves the European common interest, and is in line with our ambition towards a sustainable Europe.

So, colleagues, vote like I will – for the objection.

  Ville Niinistö (Verts/ALE). – Mr President, three months ago in this Parliament, in this House, we declared a climate emergency. A month after that, the Commission came forward with its answer: the Green Deal. It was supposed to be ambitious climate leadership from Europe, and now we are here today looking at a list where we continue funding fossil gas projects on a massive scale.

If we are honest about it, this is nothing more than self—betrayal. This is not the climate leadership that our youth and the climate movement are expecting of us. So the Commission has to think again about not continuing the policies of the past, but instead investing in the future.

The UN Environment Programme’s Emissions Gap Report called on the EU to refrain from any investment in fossil fuel infrastructure, including new natural gas pipelines. We are locking our emissions to a level which is unsustainable for decades to come. So I appeal to the Parliament that we vote down this list and start a Green Deal today rather than just talking about it.

  Mick Wallace (GUE/NGL). – Mr President, this vote is a defining moment for this Parliament. The projects of common interest list of energy infrastructure projects contains 55 fossil fuel projects. The recent Artelys report on gas supply security in the EU, commissioned by the European Climate Foundation, acknowledges the role of existing gas infrastructure in protecting the EU’s energy security, and the report says the new gas projects on the PCI list are not necessary. Therefore, we risk wasting EUR 39 billion of unnecessary money on gas infrastructure projects. Gas is not a transition fuel and its total greenhouse gas emissions surpass those of coal. We should acknowledge, as well, that the PCI process is legally unsafe and is leaving itself open for legal challenge in the Member States due to the reckless behaviour of the Director—General for Energy in compiling a list of projects without taking on board the climate impacts. If we vote for this, it just means that we don’t give a damn about the Paris Agreement and that the Green Deal is a load of nonsense.

  Pernille Weiss (PPE). – Hr. formand! Kære kollegaer, kære kommissær Kadri Simson, endnu engang er den grønne omstilling blevet til en ordenes kampplads, der ikke handler om de rigtige og de ansvarlige løsninger for miljøet og klimaet, men snarere om politisk profilering.

Vi hører nu skoleeksempler på grøn populisme, når det handler om den fjerde PCI-liste. Det er trist, og det varsler ilde for den grønne omstilling. Den fjerde PCI-liste indeholder bl.a. den såkaldte ”North Sea Wind Power Hub”, et samarbejde mellem Danmark, Storbritannien, Tyskland, Holland, Norge, Sverige, Irland, Frankrig og Luxembourg. Et projekt, der har potentiale til at levere omkring 20 % af EU’s energiforbrug. Afviser vi derfor den fjerde PCI-liste, vil dette projekt blive udskudt på ubekendt tid.

Modstanderne af den fjerde PCI-liste er utilfredse med de gasprojekter, der findes på listen. Det er på trods af, at gas er en vigtig energikilde i overgangen til en fossilfri fremtid. På den nye liste er der faktisk kun 32 gasprojekter mod 53 på den gamle.

Lad os nu gå pragmatisk til den grønne omstilling, den er for vigtig til populistiske snuptagsløsninger. Den fjerde PCI-liste er et vigtigt skridt mod en bæredygtige fremtid med forsyningssikkerhed og grønne arbejdspladser.

  Nicolás González Casares (S&D). – Señor presidente, comisaria Simson, todo este debate puede evitarse si la próxima lista se consulta de verdad y se planifica con este Parlamento. Llama a veces también la atención ver cómo países que no cumplen sus objetivos de renovables en 2020 quieren dar lecciones a quien sí ha cumplido, sí que está cumpliendo, y nos quieren decir cómo hay que hacer las cosas en el futuro. Los colistas en renovables no pueden decir que abandonar el carbón es tan simple y que no podemos utilizar el gas.

Por tanto, necesitamos planificar ese futuro. Más del 60 % de nuestro consumo final son energías fósiles, y eso es lo que tenemos que cambiar en la próxima generación. Y tenemos que hacerlo de forma justa, evitando frustraciones en todas las direcciones. Necesitamos avanzar en energías renovables, en electrificación, en desarrollo de redes inteligentes, en el acoplamiento sectorial y, además, en conexiones para la energía eólica marina.

¿Conseguimos alguno de esos objetivos rechazando la cuarta lista y volviendo a la tercera? Mi respuesta es no. No vamos a tener más proyectos eléctricos, sino menos. No vamos a garantizar más proyectos de redes inteligentes, sino menos. No es garantizar menos proyectos de gas, sino que es poner más gaseoductos. Por lo tanto, no traslademos mensajes engañosos a los ciudadanos. Hay que alinearse con los objetivos climáticos de la Unión Europea, garantizando la seguridad energética a los Estados miembros y, además, trabajar por la neutralidad con ambición, pero también con rigor.

Descarbonizar nuestra economía es un proceso que tenemos que hacer entre todos.

  Henrike Hahn (Verts/ALE). – Herr Präsident! Frau Kommissarin, Sie sagten uns gerade, Sie möchten beim PCI-Prozess möglichst schnell vorankommen. Möglichst schnell – das reicht uns nicht. Die Europäische Kommission legt uns eine PCI-Liste vor mit Energieprojekten, die im gemeinsamen europäischen Interesse liegen soll. Und was finden wir darauf? 32 fossile Erdgasprojekte. Diese Liste bindet uns in Europa jahrzehntelang an fossile Energie, gegen den Green New Deal, gegen die Erfordernisse der Pariser Klimaziele und gegen die Entschließung des Europäischen Parlaments zum Klimanotstand. Diese Liste versenkt Milliarden Steuergelder in einem fossilen Grab, in einem Europa, das laut derselben Europäischen Kommission bis 2050 klimaneutral sein will. Das ist total absurd!

Wir wollen eine Ablehnung dieser PCI-Steinzeitliste und eine neue Bearbeitung der TEN-E-Regulierung, und zwar nicht möglichst schnell, sondern jetzt! Wir wollen, dass fossile Erdgasprojekte ersetzt werden durch Elektrizitätsprojekte, durch smart build und durch erneuerbare Energieprojekte. Wir wollen, dass im Herzen der zukünftigen Strategie zur Industriepolitik der Kommission der Klimaschutz liegt, und zwar mit einem eigenen Kapitel über erneuerbare Energien. Das wollen wir diese Woche, hier und jetzt, und zwar schnell.

  Ciarán Cuffe (Verts/ALE). – Mr President, we declared a climate emergency; now the hard work begins to deliver on the Paris Agreement and increase our ambition to reduce emissions by 55% by 2030. We’re not going to do this by building terminals for importing fracked gas. We’re not going to do this by increasing leaks of methane. If projects of common interest don’t protect our common home, if they’re not Paris compatible, then they must be scrapped. So let’s power-up offshore wind, invest in energy efficiency and retrofit every home in Europe over the next 30 years. Lower fuel bills, saving the planet: it’s a win-win. What’s not to like? Commissioners, back to the drawing board.   Zdzisław Krasnodębski (ECR). – Panie Przewodniczący! Pani Komisarz! Moim zdaniem wniosek o odrzucenie listy czwartej, która ujrzała światło dzienne po kilkunastu miesiącach konsultacji i pracy, również legislacyjnej, i która jest listą wyważoną, gdyż uwzględnia cele klimatyczne, ale też konieczność zapewnienia bezpieczeństwa energetycznego, jest niezgodny ze zdrowym rozsądkiem. Państwo nie patrzą bowiem na całą Europę, gdyż pochodzą z jednego kraju albo przynajmniej z tych krajów, które gospodarczo dosyć dobrze sobie radzą. Co więcej, wniosek ten nie traktuje poważnie uzgodnień legislacyjnych z ubiegłej kadencji Parlamentu. Większość z Państwa jest w Parlamencie po raz pierwszy i nie brała udziału w tamtych negocjacjach, więc przypomnę, że chodzi między innymi o pakiet elektroenergetyczny „Czysta energia”, w którym zobowiązaliśmy państwa członkowskie do zwiększenia liczby połączeń transgranicznych oraz przejścia na mniej emisyjne niż węgiel źródła energii elektrycznej. O tym była już mowa, że musimy mieć rzeczywiście możliwość dokonania transformacji energetycznej, odpowiedniego przejścia z węgla na gaz i w związku z tym na gospodarkę mniej emisyjną niż dotąd. Wydaje mi się to zupełnie oczywiste, zwłaszcza że idzie o projekty o znaczeniu strategicznym.

H διαδικασία της μετάβασης είναι απαραίτητο να υποστηριχτεί από έργα κοινού ενδιαφέροντος, αλλά και από το καύσιμο μετάβασης που είναι το φυσικό αέριο. Χώρες που καθορίζουν την επιτυχία του εγχειρήματος του Green Deal, όπως η Γερμανία, στηρίζονται στην ενεργειακή ασφάλεια που προσφέρει το φυσικό αέριο. Στον τέταρτο κατάλογο έργων κοινού ενδιαφέροντος περιλαμβάνονται ο EastMed, ο IGΒ, το FSRU στην Αλεξανδρούπολη και η αποθήκη φυσικού αερίου στην Καβάλα. Είναι όλα έργα μετάβασης και μεγάλης γεωπολιτικής σημασίας. Καλύπτουν την ασφάλεια εφοδιασμού στην Ελλάδα και είναι απαραίτητο να γίνουν για να μπορέσουμε να προχωρήσουμε στον δρόμο προς την πλήρη απολιγνιτοποίηση. Σημασία έχει οι υποδομές αυτές να μπορούν να χρησιμοποιηθούν και για υδρογόνο και για πράσινο φυσικό αέριο. Όχι να πυροβολήσουμε σήμερα τα πόδια μας· όχι να επιστρέψουμε στον τρίτο κατάλογο· όχι να στερήσουμε από τις χώρες που δεν έχουν τις οικονομικές δυνατότητες τη δυνατότητα να προχωρήσουν στη μετάβαση με τον καλύτερο δυνατό τρόπο.

  Maria Arena (S&D). – Monsieur le Président, j’avoue que je comprends les citoyens qui commencent à ne plus nous faire confiance, à nous, les élus européens.

Lors de cette session, le Parlement européen sera amené à voter un accord commercial avec une dictature, au nom des droits de l’homme. Et nous avons aujourd’hui une liste de la Commission, liste d’infrastructures de 29 milliards pour des projets gaziers, au nom de l’environnement. Alors je vous avoue qu’il est difficile de s’y retrouver.

On sait très bien que le gaz fossile contribue à un quart du réchauffement climatique. En plus, le gaz fossile que vous voulez soutenir est un gaz qui soutient la fracturation, hautement polluante et dangereuse pour l’air, pour l’eau et pour la santé.

Soyons cohérents avec nos engagements et les engagements qui sont demandés non seulement par les citoyens, mais aussi par les scientifiques. Des centaines de scientifiques du GIEC nous demandent de prendre des mesures tout de suite.

Rejetons la liste, mais aussi, Madame la Commissaire, venez au plus vite avec un changement de règlement et avec une liste revue.

  Clare Daly (GUE/NGL). – Mr President. I agree with colleagues who said that this is one of the most serious decisions that this Parliament has been faced with.

If we don’t reject this list, then it will stand as a monument to our hypocrisy. Because what we’re looking at is Member States who committed to stopping subsidising fossil fuels by 2025 actually agreeing to commit and tie us – lock us – into that dependence for 40 years. It is utter lunacy when we’re supposed to be committing to being carbon neutral by 2050, and you simply can’t do it if we agree with this list.

Projects which have been assessed as being unnecessary and unviable. A waste of EUR 29 billion that could be used elsewhere, and scandalous projects like liquid natural gas, importing fracked gas into Ireland. And I genuinely believe that the PCIs are legally unsafe, as there hasn’t been an assessment of the climate impacts.

And can I ask what the common interests are on the list, when they’ve been put together with so much pressure from the Trump administration, be it through tariffs on the auto industry or the military presence on Polish soil? It’s a long way away from an independent, environmentally-friendly energy policy.

  Eleonora Evi (NI). – Signor Presidente, onorevoli colleghi, signora Commissaria, delle due l'una: o la nuova Commissione europea capisce di aver presentato una lista totalmente sbagliata, e quindi capisce l'errore e ritira la proposta e ne propone una nuova che sia veramente climate proof e future proof, oppure il Green Deal è una grande menzogna.

Oggi usare soldi pubblici, soldi dei cittadini europei per finanziare progetti che sono ancora legati alle fonti fossili è qualcosa di folle e inaccettabile. Costruire oggi infrastrutture che diventeranno presto degli stranded assets non ha senso. Costruire oggi delle infrastrutture per trasportare il gas con tutte quelle che già esistono, con la domanda in calo, con le previsioni che peraltro la stessa Commissione europea fa in tutti gli scenari della long-term strategy che indicano una riduzione della domanda fino al 90 %, non ha senso.

Se almeno noi qui al Parlamento europeo vogliamo essere credibili davanti ai cittadini, non possiamo approvare questa lista presentata dalla Commissione. Dobbiamo assolutamente rigettarla e non possiamo permetterci di sbagliare, perché non abbiamo altro tempo.

  Kadri Simson, Member of the Commission. – Mr President, I say to the House: Members, I have listened very carefully, and what I can say is: I heard different views on the project list. But there was one common thing, a common call for more climate action and increased ambition, and the Commission shares your call.

We are committed to make Europe the first carbon-neutral continent by 2050. And I’m glad that most of you expressed support for the Commission’s plan to revise the TEN-E Regulation by December 2020. Because a modern, secure and smart energy infrastructure will sustain this energy transition and help us roll out the large-scale deployment of energy from renewable sources.

With a future revision, we intend to bring the TEN-E framework fully in-line with, and fully supportive of, Europe’s climate objective. We will be supporting investments that help to bring about more renewable energy solutions and new technological innovation.

On the 4th PCI list, I hope you can see this list as another step forward, a cleaner energy infrastructure system. It supports key new electricity projects that help us step into more renewables and the digital potential of our grid. We will have, clearly, the European Green Deal in mind when addressing the funding of projects from this list and other self-regulation. This list is not a guarantee.

However, it is clear to me that the 5th PCI list will be a very different list. Two years after the launch of the Green Deal, sustainability criteria will be thoroughly applied for any projects, including gas candidate projects.

The sustainability tests to pass to be eligible for funds will be stronger, and this Parliament will have a greater say in project selection than its predecessor.

I look forward to our cooperation and future dialogue to make our common vision for tomorrow’s energy infrastructure a reality. And a more modern TEN-E Regulation will help us fund the right projects to deliver a cleaner, more secure and more competitive energy system for Europe.

Η ψηφοφορία σχετικά με την αντίρρηση σύμφωνα με το άρθρο 111 του Κανονισμού σχετικά με τον ενωσιακό κατάλογο έργων κοινού ενδιαφέροντος θα διεξαχθεί την Τετάρτη 12 Φεβρουαρίου 2020, στις 12.00 το μεσημέρι. Η ψηφοφορία για την περάτωση των προτάσεων ψηφίσματος σχετικά με την προφορική ερώτηση προς την Επιτροπή θα διεξαχθεί κατά την περίοδο συνόδου του Μαρτίου 2020.

  András Gyürk (PPE), írásban. – Az Európai Parlament közelmúltbeli döntései megteremtették az alapot és az Európai Unió kötelezettségét arra, hogy a klímaváltozáshoz felelős és megfontolt módon közelítsen. Olyan energetikai átmenetre van tehát szükség, amely nem vezet a fogyasztói energia- és élelmiszerárak emelkedéséhez és nem rontja a gazdasági versenyképességet. Ezért a klímavédelmi erőfeszítéseket össze kell hangolni az ellátásbiztonság és az olcsó, megbízható energiához való hozzáférés fenntartásával. Ebben a folyamatban a 4. PCI-lista fontos előrelépést jelent. A lista egyszerre tartalmaz rekordszámú megújuló energia-projektet, valamint a Közép-Európai régió számára elengedhetetlen földgázinfrastruktúra-fejlesztéseket.

A régió dekarbonizációs erőfeszítéseiben ugyanis megkerülhetetlen szerepet tölt be a földgáz. Végül különösen fontosnak tartom az okoshálózati projekteket, melyek a megújuló energiaforrások rendszer-integrációját fogják elősegíteni Európa-szerte. A 4. PCI-listán szereplő beruházások kivitelezése 2025-ig egy integrált összeurópai hálózat létrejöttéhez vezetne, amivel az Energiaunió célkitűzései is megvalósulnának. Összességében egyetértek a listán szereplő projektekkel, hiszen azok egyidejűleg segítik a klímavédelmet, növelik a tagállamok versenyképességét és az ellátásbiztonságot.

  Κώστας Μαυρίδης (S&D), γραπτώς. – Ο αγωγός EastMed και το ηλεκτρικό καλώδιο Euroasia Interconnector περιλαμβάνονται στα Έργα Κοινού Ενδιαφέροντος στο πλαίσιο του 4ου ενωσιακού καταλόγου στον τομέα της ενέργειας και αφορούν σχεδιασμούς στην περιοχή της Αν. Μεσογείου. H ανάπτυξη τέτοιων ενεργειακών υποδομών είναι ζωτικής σημασίας για την επίτευξη ασφάλειας, σταθερότητας και ευημερίας στην περιοχή. Η Αν. Μεσόγειος μπορεί να καταστεί εναλλακτική πηγή εφοδιασμού φυσικού αερίου και ηλεκτρικής ενέργειας προς την ΕΕ, συμβάλλοντας σημαντικά στην ενεργειακή ασφάλεια της ΕΕ. Άλλωστε, στην προηγούμενη ολομέλεια ψηφίσαμε έκθεση που αναφέρει την ενεργειακή ασφάλεια ως σημαντικό παράγοντα για την επίτευξη της στρατηγικής αυτονομίας της ΕΕ. Οι γεωστρατηγικές εξελίξεις και η επιθετική συμπεριφορά της Τουρκίας καθιστούν επιτακτικότερο να προχωρήσουμε με τα έργα αυτά. Επιπλέον, η προώθηση των έργων αυτών δεν αντιβαίνει στους στόχους μας για την κλιματική αλλαγή. Το φυσικό αέριο μπορεί να αποτελέσει εναλλακτική πηγή για τη μεταβατική περίοδο έως ότου επιτύχουμε τον στόχο για μια Ευρώπη ουδέτερη από πλευράς εκπομπών άνθρακα μέχρι το 2050. Η ηλεκτρική διασύνδεση EuroAsia Interconnector θα τερματίσει την ενεργειακή απομόνωση της Κύπρου· του τελευταίου κράτους μέλους της ΕΕ που είναι ακόμη ενεργειακά απομονωμένο. Οποιαδήποτε προσπάθεια διαγραφής του καταλόγου δεν συμβάλει στον στόχο της κλιματικής αλλαγής, αλλά θα έχει σημαντικές οικονομικές και γεωστρατηγικές αρνητικές επιπτώσεις και, ενδεχομένως, ευρύτερα ανατρεπτικές.
