12.1. ELi ja Vietnami vahelise vabakaubanduslepingu sõlmimine (A9-0003/2020 - Geert Bourgeois)

A szavazáshoz fűzött szóbeli indokolások

  Samira Rafaela (Renew). – Madam President, this morning we voted in favour of the agreements with Vietnam. It has not been an easy process but, after due consideration, I have decided to vote in favour of these agreements.

While the situation in Vietnam is still far from ideal, the Vietnamese Government has taken valuable steps in the right direction. The FTA and IPA with Vietnam will not only improve the trade relationship between the EU and Vietnam, it will also create a platform for continuous dialogue on human rights with the Vietnamese that will benefit the people of that country.

Our trading partners should keep human rights and environmental standards to the highest level. I would like to recommend the Commission investigate how the use of a set of objective and transparent criteria would serve as guidance to find trading partners, thus enabling the negotiated FTAs to benefit from broader support amongst all political colours in the EU.

  Manon Aubry (GUE/NGL). – Madame la Présidente, chers collègues, bravo, vous venez de voter un accord de libre-échange avec le Viêt Nam qui piétine l’environnement et les droits humains, dans le seul but de contenter les lobbies qui vous ont abreuvés par ailleurs de champagne.

Vous êtes directement responsables d’une catastrophe écologique qui va accroître de 20 à 30 % les transports de biens entre l’Union européenne et le Viêt Nam, accélérer la déforestation, aggraver le développement d’industries polluantes comme le cuir et l’acier. Mais parler de pacte vert avec des trémolos dans la voix ne vous empêche absolument pas de voter un tel accord, climaticide. Vous êtes directement responsables d’un scandale social qui vise à profiter d’une main-d’œuvre exploitée, prise entre le marteau du capitalisme globalisé et l’enclume de l’autoritarisme. Avec en plus un État qui ferme les yeux sur le travail forcé, interdit les syndicats et emprisonne les opposants politiques à tour de bras.

Les ONG vous ont alertés, vous ne pouviez pas ignorer l’impact écologique et social désastreux de cet accord. Si vous ne le saviez pas, vous êtes coupables de suivisme. Et si vous le saviez, c’est pire encore: vous êtes coupables de cynisme.

  Frances Fitzgerald (PPE). – Madam President, this deal will boost our trade exchanges and will deliver more jobs and growth into this continent. We badly need more jobs for people within Europe and we must support job creation and innovation.

I want to say that I believe that closing the door does not get any closer to improving Vietnam’s human rights record or indeed the policies and attitudes on climate change. The UN and some NGOs have already acknowledged the improvements and indeed there is a chapter on workers’ rights in the agreement, which is fully compliant with ILO standards. So we want to engage rather than isolate and, of course, we still have to be very cognisant in relation to human rights and climate change and there has to be ongoing monitoring. This is also allowed for. We do need to keep our businesses and get our businesses involved in new regions and countries, and of course this is the way that we spread the standards and the values of the European Union.

  Michaela Šojdrová (PPE). – Paní předsedající, já bych chtěla vysvětlit, proč jsem se zdržela v hlasování o této dohodě o volném obchodu.

Já obecně podporuji – a to velmi silně – dohody o volném obchodu, protože vím, že je to velká oboustranná příležitost. Zároveň jsem si také vědoma, že tato dohoda poměrně dobře ošetřuje ta ustanovení, která se týkají standardů práce, pracovního prostředí, životního prostředí, ale bohužel tato dohoda nebyla dostatečně silným impulzem pro vietnamskou vládu, aby propustila alespoň některé politické vězně. Ve Vietnamu je 140 politických vězňů a vietnamská vláda nebyla ochotna udělat toto gesto, kterým by dala jasně najevo, že zlepšení lidských práv myslí vážně.

Já nejsem proti této dohodě, hlasovala jsem pro její odložení a nakonec jsem se zdržela právě proto, abychom dali jasně najevo náš jasný postoj k lidským právům ve Vietnamu.

  Alexandr Vondra (ECR). – Paní předsedající, já jsem hlasoval pro. Ta hysterie, kterou slyším tamhle naproti, tak mě utvrzuje v tom, že jsem hlasoval správně. Přesto přiznávám, že to nebylo jednoduché zvažování, protože jsem člověk, který si ještě z dob komunismu pamatuje, že hrát to občas s režimem, který lidi zavírá, tvrdě, má smysl. A Vietnam to s lidmi doma hraje tvrdě.

Jsem přesvědčen, že volný obchod může pomoci, ale zároveň považuji za důležité naplňovat to, co je v té doprovodné rezoluci, a v tomto smyslu si dovoluji žádat Evropskou komisi, aby ve svých jednáních s Vietnamem problém lidských práv nastolovala a aby nám konečně předložila i ten impact assessment, který jsme bohužel jako podklad k tomuto jednání nedostali.

  Manuel Bompard (GUE/NGL). – Madame la Présidente, mes chers collègues, notre Parlement vient d’adopter, pour la première fois depuis l’investiture de la Commission von der Leyen, un accord de libre-échange, celui avec le Viêt Nam.

Cet accord est néfaste pour la démocratie, les travailleurs et l’environnement. Néfaste pour la démocratie, parce que cet accord avec un régime autoritaire et répressif consacre le triomphe des tribunaux d’arbitrage qui privilégient systématiquement les multinationales et les actionnaires aux dépens des peuples. Néfaste pour les travailleurs européens – ce sont notamment les deux millions de travailleurs du textile qui subiront de plein fouet le dumping social – et vietnamiens – parce que cet accord renforcera leur exploitation par des multinationales et un gouvernement qui n’ont que faire des conventions de l’OIT, de la liberté syndicale et du droit de grève. Néfaste pour l’environnement, enfin, parce que cet accord ne prévoit aucun mécanisme permettant de s’assurer du respect des objectifs fixés par les accords internationaux sur l’environnement. Sans parler de la hausse des émissions de gaz à effet de serre qui résultera de l’intensification de ces échanges.

C’est pourquoi je rejette avec force ce mauvais accord.

  Milan Brglez (S&D). – Gospa predsedujoča, vladavina prava ter spoštovanje temeljnih demokratičnih načel in varstva človekovih pravic, vključno s pravicami delavcev, so vrednote, na katerih je utemeljena Evropska unija.

V svetu, kjer mednarodno sodelovanje ter spoštovanje pravil vse bolj nadomešča politični pragmatizem in populizem, EU nima boljšega vzvoda za uveljavljanje teh vrednot, kot so trgovinski in investicijski sporazumi s tretjimi državami.

Sam sem žal v manjšini evropskih poslank in poslancev, ki je prepričana, da si EU zaradi gospodarskih interesov ali zgolj zato, da spravi problematičen pogajalski dosje z mize, ne sme zatiskati oči pred grobimi kršitvami človekovih pravic ter slabim stanjem demokracije v Vietnamu.

Zaradi vsega navedenega sem glasoval proti priporočilom in resolucijam, ki EU kot tretjo najpomembnejšo gospodarsko partnerico Vietnama oddaljujejo od načelnosti pri spoštovanju človekovih pravic. Nenačelnost je pač nekaj, pri čemer ne moremo in ne smemo tekmovati s prvima partnericama Vietnama – ZDA in Kitajsko.

  Clare Daly (GUE/NGL). – Madam President, if the situation regarding human rights in Vietnam has improved so much, then how is it that journalist Pham Chi Dung is detained in prison now on anti-state charges for having the audacity of what? Contacting this Parliament and asking us to postpone the vote. Seriously. And for those people who say, ‘oh well, sure, look, if we don’t do business with them, how can the situation ever improve?’ that’s an affront to the tons of people who’ve contacted us and begged us to postpone this vote.

It’s an outrage that we have betrayed them and that’s why I stood by them and voted against this agreement. For that reason and, critically, because we’ve just shown ourselves up as being an absolute bunch of hypocrites. We passed a resolution on 15 January, regarding the European Green Deal, saying we would only enter trade agreements with strong, binding, enforceable agreements on sustainable development and the Paris Agreement. We’ve done the complete opposite here. Shame on us.

  François-Xavier Bellamy (PPE). – Madame la Présidente, chers collègues, le vote de cet accord a été une question infiniment difficile. Toutes les objections qui viennent d’être évoquées ici ont un sens, bien sûr, et en particulier celles qui concernent l’état des droits de l’homme, très préoccupant, au Viêt Nam.

Cependant, nous ne partons pas de rien, nous ne partons pas d’une situation inexistante. Nous échangeons déjà aujourd’hui avec le Viêt Nam, qui est un partenaire commercial majeur de l’Union européenne – très largement au bénéfice du Viêt Nam, excédentaire commercialement par rapport à nous.

La vraie question qui nous est posée est donc: faut-il maintenir cet état de fait, ou faut-il tenter d’arrimer le Viêt Nam en le tirant de notre côté pour lui faire adopter, ce qui a été le cas, des objectifs en matière écologique, des objectifs en matière de droits humains et, bien sûr, aussi, en le faisant commercer avec nous, selon des règles qui nous ouvrent ses marchés avec une véritable exigence de réciprocité?

Il me semble que cet accord nous permet d’aller dans le bon sens sur ce plan-là, et si nous ne l’avions pas signé, nous aurions risqué de laisser le Viêt Nam partir vers son grand voisin, la Chine. Est-ce vraiment le monde que nous voulons? L’Europe doit-elle renoncer à agir? Je ne le crois pas.

  Gilles Lebreton (ID). – Madame la Présidente, j’ai voté contre le projet d’accord de libre-échange avec le Viêt Nam, car j’estime qu’il va avoir des conséquences négatives sur notre économie et sur nos emplois.

Le Viêt Nam nous inonde en effet déjà de ses produits à bas coût, comme le prouve le déficit commercial de l’Union européenne, qui s’établissait par rapport à lui à 27 milliards d’euros en 2018. La quasi-suppression des droits de douane que prévoit l’accord va inévitablement aggraver ce déficit. Elle encouragera en outre nos entreprises à se délocaliser vers ce pays. Le Viêt Nam est par ailleurs une dictature communiste qui ne respecte ni les droits de l’homme, ni l’environnement; il est donc hypocrite de prétendre que cet accord va miraculeusement le rendre exemplaire.

Force est en définitive de conclure que l’Union européenne a une fois de plus trahi les valeurs qu’elle prétend défendre.

  Miapetra Kumpula-Natri (S&D). – Madam President, the EU—Vietnam Free Trade Agreement is the first of its kind by the EU with a developing country. Vietnam is not a perfect or easy partner. It has a long way to go with improving human, civil and political rights but, for a developing country, Vietnam has made very ambitious commitments in this deal, an arrangement which will bring opportunities for both European and Vietnamese workers and businesses. With this agreement, Vietnam commits to high—quality rules. On labour rights, for example, it commits to following all core International Labour Organisation (ILO) Conventions. So this agreement is of great importance, also from a geopolitical point of view. This will enforce its reliance not only on China. The country’s Government is, however, now clearly committed to reform. The EU needs to continue. It is not an end to agree on the deal, but we have to continue cooperation and dialogue during the implementation process.

  Deirdre Clune (PPE). – Madam President, I supported the resolution today and am supporting a trade deal with Vietnam because I believe that trade agreements offer opportunity to engage on all areas, such as the environment, human rights and social standards. Trade agreements benefit consumers, they benefit companies and they create jobs on both sides. I recognise that Vietnam is not ideal in terms of human rights. Nonetheless, I think the engagement that the European bloc will have in terms of trade – companies engaging at that level and, indeed, individuals – will certainly benefit. I think it’s important that we have monitoring in place to ensure the effective implementation of all the commitments that have been made in these negotiations with regard to environmental standards, social standards and human rights. So I support a rules-based trade agreement with Vietnam because I think that’s far better than having no rules and no trade. We must recognise that we already do trade with Vietnam as a bloc.

  Veronika Vrecionová (ECR). – Paní předsedající, dohodu o volném obchodu a ochraně investic mezi EU a Vietnamem jsem podpořila. V době, kdy řada států zavádí cla a vyhlašuje obchodní války, si myslím, že je to skvělý moment v mezinárodní obchodní politice.

Já jako člověk, který vyrůstal v komunistickém Československu, jsem samozřejmě velice zvažovala otázku lidských práv ve Vietnamu. Já situaci tam sleduji a vím, že k porušování lidských práv dochází, že jsou tam političtí vězni, nicméně jsem přesvědčena, že právě touto smlouvou získává EU nástroj, jak na zlepšování stavu lidských práv nebo také životního prostředí tlačit. Dosud jsme takový nástroj v ruce neměli. Věřím, že kromě zlepšení vzájemného obchodu dojde i ke zlepšení v této oblasti.

  Jan Zahradil (ECR). – Paní předsedající, já jsem byl zpravodajem obou těchto dohod od roku 2012 do roku 2019 a vzdal jsem se toho zpravodajství po sérii lživých obvinění vůči mé osobě ze strany frakce Zelených, včetně české Pirátské strany a jejich kamarádů v médiích, protože mi bylo jasné, že to bude sloužit jako záminka k odsunutí nebo potopení obou těchto dohod.

Proto jsem rád, že se tak nestalo. Jsem rád, že EP obě tyto dohody schválil výraznou solidní většinou, a jsem rád, že si EP uvědomil, že má šanci stanout v čele tažení za volný obchod v době, kdy protekcionismus ve světě narůstá, a že si také uvědomil rostoucí geopolitickou roli Vietnamu v regionu jihovýchodní Asie.

Samozřejmě jsem obě tyto smlouvy podpořil a mám z toho opravdu velkou radost, že prošly.

  Seán Kelly (PPE). – Madam President, I’m delighted to fully support the Free Trade and Investment Agreement with Vietnam. As the PPE standing rapporteur for the Southeast Asian region and having guided the agreement with Singapore through this House last year, I’m well aware of the enormous potential these agreements have to boost our trade exchanges with this region, bringing positive effects on growth and employment and in terms of a secure investment environment.

The new agreement with Vietnam opens new perspectives, especially with the elimination of 99% of tariffs and non-tariff barriers. For example, it will be much easier for EU exporters of dairy and livestock food products, such as skimmed milk, cheese and meat, like pork and beef, to trade there. Finally, I welcome the huge opportunities for Ireland, in particular, with this agreement and of course in reverse for Vietnam. This is a good agreement and I hope it gets into operation as soon as possible.

While the situation in Vietnam is still far from ideal, the Vietnamese Government has made valuable steps in the right direction. The free trade agreement (FTA) and investment protection agreement (IPA) with Vietnam will not only improve the trade relationship between the EU and Vietnam; it will also create a platform for continuous dialogue on human rights with the Vietnamese that will benefit the people of that country. Our trading partners should keep human rights and the environmental standards to the highest level. I would like to recommend that the Commission investigate how the use of a set of objective and transparent criteria could serve as guidance to find trading partners. Therefore, the negotiated FTAs can benefit from broader support amongst all political colours in the EU.
