  Billy Kelleher (Renew). – Madam President, I voted in favour of this resolution, and I also spoke on this particular issue in 2011 when Ireland brought forward legislation to the parliament to ban this insidious barbaric act.

Regardless of culture, religion or creed, this is something that goes against the fundamental principles of bodily integrity and of right to life and a right to health, so from all these perspectives, I welcome the resolution, and I ask the Commission, and I ask Member States in particular across the European Union, to ensure that legislation is robust in national parliaments to address this particular issue, to ensure that there are prosecutions of people who partake in female genital mutilation and encourage it and facilitate it.

Equally, we have to ensure that we have in place support through our health services so that victims – people who have been genitally mutilated – have the confidence to seek support, to seek assistance if they need it in the context of the damage that it does to their health. I commend the motion and I ask national parliaments to endorse it as well in legislation.

  Thierry Mariani (ID). – Madame la Présidente, j’ai bien sûr voté pour cette résolution. L’excision est une violence très souvent liée à des conceptions dégradantes et inadmissibles de la femme, ou à certaines sectes islamistes.

Une horreur qui a été importée sur le sol européen et qui scandalise nos sociétés, puisqu’elle est associée à une immigration de masse. Inviter des personnes de cultures différentes et s’étonner ensuite qu’elles pratiquent des coutumes différentes est vraiment le lot des naïfs. Cette horreur ne peut pas supporter les a priori idéologiques inscrits dans la résolution commune – il n’y a qu’à dire simplement et clairement notre écœurement devant des pratiques qui abîment la nature humaine.

Il convient ensuite de distinguer ce qui choque nos principes universels et ce qui met en danger notre continent. Six cent mille jeunes femmes courent le risque de ces pratiques sur notre continent, une pratique qui jusqu’à présent était ignorée. Pour mettre en œuvre une stratégie européenne de défense et de promotion du mode de vie européen qui refuse toute pratique de ce genre, il convient bien sûr d’en étudier les causes. Et les causes, c’est notre absence de maîtrise dans les origines de l’immigration, notre mise en avant d’un multiculturalisme hors d’âge qui justifie des pratiques de plus en plus révoltantes et, bien sûr, qui justifie que nous ayons voté pour cette résolution.

  Anne-Sophie Pelletier (GUE/NGL). – Madame la Présidente, je me réjouis de l’adoption de cette résolution pour laquelle j’ai voté favorablement, évidemment.

Après l’adoption de la résolution sur l’adhésion de l’Union européenne à la convention d’Istanbul en novembre 2019, je pense que c’est encore un message fort que nous envoyons concernant les violences faites aux femmes et l’égalité femmes-hommes.

Alors que l’ONU avait inscrit parmi ses objectifs de développement durable l’éradication des violences génitales d’ici à 2030, on voit que les mutilations génitales touchent encore 200 millions de jeunes filles et de femmes dans le monde, et qu’en Europe 600 000 femmes y sont exposées.

Les mutilations génitales sont une attaque à la chair et à l’esprit de la femme. Cette résolution montre bien que les mutilations génitales féminines sont une manifestation des inégalités entre les femmes et les hommes, et je serai contre ce que dit M. Mariani: nous n’allons pas stigmatiser des religions.

à ce titre, il convient donc d’adopter une approche systémique pour lutter contre ce phénomène, qui doit être fondée sur la prévention et l’émancipation économique des femmes.

  Jadwiga Wiśniewska (ECR). – Pani Przewodnicząca! Stanowczo sprzeciwiam się wszelkim formom przemocy wobec kobiet, a zwłaszcza okaleczaniu narządów płciowych. Praktyka ta występuje również w państwach Unii Europejskiej. Jest ona bestialską formą okaleczania, głównie młodych dziewczynek, dlatego głosowałam za tą rezolucją.

Niestety niektóre grupy polityczne nie powstrzymały się od promowania swoich ideologicznych pomysłów również i w tej rezolucji. Dlatego nie poparłam większości motywu J. Okaleczanie narządów płciowych można co prawda postawić na równi z przymusowymi małżeństwami, w tym szczególnie małżeństwami dzieci, ale nie da się tego porównać z brakiem kompleksowej edukacji seksualnej. Wątpliwości też budzą zapisy w motywie J, ust. 5 i ust. 21, w których użyto sformułowania „zdrowie seksualne i reprodukcyjne”. O ile faktycznie opieka okołoporodowa kobiet okaleczonych wymaga szczególnych starań, to zdecydowanie sprzeciwiamy się rozumieniu tego sformułowania jako dostępu do aborcji. Ponadto nie zgadzam się z ust. 20, który traktuje o ratyfikowaniu przez Unię konwencji stambulskiej.

  Christine Anderson (ID). – Frau Präsidentin! Das EU-Parlament hat heute eine Entschließung angenommen, mit der unsere Entschlossenheit zum Ausdruck gebracht werden sollte, weibliche Genitalverstümmelung zu bekämpfen. Leider ist es wieder einmal nichts anderes als reine Symbolpolitik, sind es wieder nur leere Lippenbekenntnisse. Weibliche Genitalverstümmelung bekämpft man nicht, indem man betroffene Reden hält oder sich Sticker an die Brust heftet, gleichzeitig aber – wie hier im Dezember geschehen – meine Initiative abschmettert, mit der ich die Entschließung um die Istanbul-Konvention umfangreich zum Thema „Weibliche Genitalverstümmelung“ erweitern wollte. Es hilft auch nichts, wenn man einen priorisierten Asylanspruch für von Genitalverstümmelung betroffene Mädchen schafft. Man schafft damit nur weitere Motive, nun noch mehr Mädchen dieser menschenverachtenden Praxis auszusetzen, indem man sie dann als Ankerkinder nach Europa schicken kann. Es nutzt auch nichts, so zu tun, als hätte dieses grausame Verbrechen nichts mit einer bestimmten Kultur oder einer bestimmten Religion zu tun, denn wir alle wissen: Der Islam ist Frauenverachtung in Reinkultur. Wer das nicht klar benennt, der kann diese Probleme auch nicht lösen, und deswegen sage ich ganz klar: Die weibliche Genitalverstümmelung gehört genauso wenig zu Europa wie der Islam, von wo sie kommt.

  Annika Bruna (ID). – Madame la Présidente, 500 000 femmes auraient été victimes de mutilations génitales. Si les mutilations génitales féminines existent en Europe, elles n’ont rien d’européen. On n’en trouve ni dans l’histoire de nos pays, ni dans les traditions, ni dans les exigences religieuses. Il n’en a existé que quelques cas marginaux dans une secte russe du XIXe siècle, encore s’agissait-il d’automutilation.

L’excision en Europe est le fait exclusif de populations immigrées qui n’ont pas été assimilées et n’ont pas adopté les valeurs civilisationnelles et les mœurs européennes. Leur développement est la démonstration de la submersion migratoire que nous subissons et de l’absence d’intégration de certaines populations.

Si nous pouvons lutter contre cette barbarie dans certains pays extérieurs à l’Union, nous devons le faire dans ces pays et non importer cette problématique en Europe, comme le suggère la convention d’Istanbul. Trente millions de femmes dans le monde sont menacées d’excision. Protégeons-les dans leur pays, mais ne faisons pas des mutilations génitales un motif supplémentaire d’immigration.

  Jiří Pospíšil (PPE). – Paní předsedající, já jsem samozřejmě podpořil toto usnesení, protože mrzačení ženských pohlavních orgánů je naprosto nepřijatelné, je to zločin proti lidskosti, proti lidským právům.

Bylo by dobře, kdyby na základě tohoto usnesení opravdu alespoň v Evropě státy spolu více spolupracovaly a bojovaly proti této trestné činnosti. Kdyby se nám dařilo výrazně snižovat množství těchto zločinů na území Evropy a kdyby toto usnesení nezůstalo pouze u slov na papíru, ale mělo faktický dopad v té rovině, že policie jednotlivých členských států, orgány činné v trestním řízení jednotlivých členských států tuto trestnou činnost budou více vyhledávat a podaří se ji u evropských soudů více odsuzovat.

To je asi jediná forma, jak do budoucna tuto ohavnou praxi vymýtit na území EU. Z hlediska třetích zemí, tam je třeba podle mého názoru navazovat ekonomickou podporu státům podle toho, jak přistupují k lidským právům, a tedy ochraně práv žen.

  Jessica Stegrud (ECR). – Fru talman! Flickan som ska könsstympas går oftast i lågstadiet. Först får hon sina ben fastbundna. Sedan tar man den ena halvan av ett rakblad och skär av hennes klitoris. Med den andra halvan skär man sedan av blygdläpparna för att därefter sy ihop det som är kvar. Följden är alltid psykiskt trauma, livslånga smärtor och ofta stora problem senare i livet vid förlossning, menstruation och samlag. Ibland är konsekvensen döden.

Amnesty International likställer könsstympning med tortyr och anser att förövarna, oavsett var brottet begås, ska ställas inför rätta och straffas.

Trots att den första lagen mot könsstympning i Sverige kom redan 1982 har vi nu, 38 år senare, flest stympade kvinnor per capita, och endast tre förövare har blivit dömda. Vi röstar i dag självklart ja till resolutionen men konstaterar återigen att den svenska regeringen har gjort alldeles för lite, alldeles för sent.

  Guido Reil (ID). – Frau Präsidentin! Wir haben heute über eine Entschließung zur Genitalverstümmelung abgestimmt. Worüber reden wir da? Wen betrifft es? Es betrifft junge Mädchen, die in der Regel fünf bis 13 Jahre alt sind. Diesen Mädchen wird ohne Betäubung mit einer Rasierklinge die Klitoris entfernt, die äußeren Schamlippen abgeschnitten, die inneren Schamlippen abgeschnitten, und danach werden sie in der Regel zugenäht, von oben nach unten, bis nur noch ein ganz kleines Loch bleibt. An dem Tag, an dem sie verheiratet werden, in ihrer Hochzeitsnacht, werden sie von ihrem Ehemann aufgeschnitten – mit einem Messer.

Diese unglaubliche Barbarei mussten 200 Millionen Frauen ertragen – im 21. Jahrhundert, 200 Millionen Frauen. Und wo passiert denn das? Es passiert ihnen in islamischen Ländern; und darüber müssen wir endlich reden und wir müssen uns darüber klar werden: Es passiert in islamischen Ländern. Mit der Zuwanderung ist diese unglaubliche Barbarei auch nach Europa gekommen. 600 000 Frauen sind mittlerweile auch hier betroffen. Wir müssen diesen Wahnsinn endlich beenden.

  Frances Fitzgerald (PPE). – Madam President, I support this resolution. I am delighted to see so many people in the European Parliament supporting it. FGM is an act of physical, sexual, and psychological violence and mostly carried out against infants and young girls up to the age of 15 years of age, and of course beyond. There are 200 million worldwide.

It’s not something that just happens, for example, on the African continent. People often think of that, although 97% of women in Guinea have undergone FGM, including 45% of girls below 14, and in Ethiopia 65% of women, but of course it is happening in countries around the world. It is happening in Indonesia, Malaysia, South America and so on, and here in Europe. Let’s remember that 180 000 young girls, attending our schools, attending our youth clubs and involved in our communities are at risk of FGM in Europe.

We have to take action to make sure that we have zero tolerance. I’m delighted to see across continents – and we saw this in Nairobi at the recent conference – young boys and men working to eliminate FGM. That’s also very important. We have to have this comprehensive strategy to end FGM now.

  Margarita de la Pisa Carrión (ECR). – Señora presidenta, nuestro voto ha sido la abstención. Estamos totalmente en contra de la mutilación genital femenina, pero no puede considerarse solo una forma de discriminar a la mujer. Meterlo en el mismo saco, como propone este documento, es parte del problema. Va mucho más allá. Es una forma de no considerar a la mujer persona, de querer matar su iniciativa, sus deseos, su esencia. Tiene la única intención de convertir a la mujer en una esclava y, aunque este texto lo niegue, sí es una cuestión de religión; es algo completamente cultural; no solamente es de hombre contra mujer, también es de mujer contra mujer, de mujeres contra mujeres.

Se ha utilizado este doloroso asunto para movilizarnos en masa hacia la agenda feminista, mientras se blanquea a quienes promueven esta espantosa práctica. En el entorno de los valores occidentales, de los valores cristianos, la mujer nunca ha tenido este tipo de desprotección. Ensalzar estos valores es urgente, es nuestra brújula ante semejante confusión. No puede haber una estrategia de éxito si ignoramos las causas del problema.

  Vlad-Marius Botoş (Renew). – Madam President, human beings are not property. Children are not property. We all state very loudly and clearly that we want to make our own choices, especially when we are talking about our own bodies. Four million girls every year are in danger of having that right taken from them. Four million girls between the ages of 1 month and 15 years old are at risk of undergoing female genital mutilation (FGM) for no reason other than that the parents or the grandparents or somebody in the family considers that it is nice to do it, or it is culturally appropriate. There are no health benefits from this procedure, and there are too many health hazards involved – from infection to excessive bleeding, from physical discomfort to sterility and to child death. We cannot allow these practices to go on in Europe. We cannot allow these girls, who have become European, to be taken away in countries where the practices are still in high fashion, to be mutilated. We have to protect their human rights – and not to be mutilated is one very important right of girls, of women. If we want them to become strong, healthy members of our society, if we want them to become protectors of human rights, we have to protect them now, when they need it most. I voted for this resolution, and I think this is a big start.

  Veronika Vrecionová (ECR). – Paní předsedající, ženská obřízka je jedním z nejstrašnějších činů, které lze zahrnout do násilí na ženách. Kromě fyzické bolesti souvisí i s mnohaletými psychickými a samozřejmě zdravotními problémy.

Je otřesné, že v 21. století je tento čin stále praktikován v několika desítkách zemí světa a každoročně jím projdou desítky až stovky tisíc žen. Dokonce i v EU žije přes 600 000 žen, které podstoupily obřízku, a téměř 200 000 mladých dívek a žen je tímto zákrokem ohroženo.

Jestliže chceme chránit ženy a zasazovat se o rovnost pohlaví, tak kroky k ukončení této kruté praktiky pomohou ženám daleko více než mediálně skloňované kvóty na počty žen v politice, případně ve firmách. Samozřejmě jsem tuto rezoluci podpořila.

  Jan Zahradil (ECR). – Paní předsedající, myslím, že se všichni shodneme v EP na nutnosti boje proti této nelidské, nehumánní praxi.

Já bych v této souvislosti chtěl jen připomenout, že to byla naše frakce Evropských konzervativců a naše poslankyně Assita Kanko ze strany N-VA, kdo jsme navrhli na loňskou Sacharovovu cenu skupinu aktivistek z Keni známou pod názvem The Restorers, která aktivně bojuje jak v Africe, tak jinde ve světě proti této nelidské zvyklosti.

Budeme v tom samozřejmě pokračovat, máme nějaké plány. Konkrétně bych i Vás paní místopředsedkyně chtěl pozvat k této aktivitě a brzy obdržíte od nás v této věci nějaký návrh a doufám, že ho podpoříte. Samozřejmě, že jsem tuto rezoluci podpořil.
