  Billy Kelleher (Renew). – Madam President, just to say at the outset: I welcome the opportunity to speak on this very important issue, particularly in the context of Ireland itself and the citizens in Northern Ireland, in particular. While this is primarily about a trade deal with the UK and the European Union over the next number of months, it is critically important that Irish citizens are kept at the heart of this particular debate. There are hundreds of thousands of Irish citizens – who are European Union citizens as well – who are now living in Northern Ireland, outside of the European Union. I think that we have to when debating these issues – and I make no apologies for consistently raising the concerns of many Irish citizens living in Northern Ireland, so it must be at the heart of it. The integrity of the Good Friday Agreement must be upheld in any future deal as well.

Finally, professional qualification recognition is something that will have to be to the fore to ensure that people can work on both sides of the border and that professional qualifications are recognised on both sides – in the UK and the European Union – and that is critically important to the free movement of people on the island of Ireland.

  Thierry Mariani (ID). – Madame la Présidente, nos collègues britanniques ont donc quitté notre hémicycle. Nous leur devons de bons souvenirs. Nigel Farage symbolisa ainsi longtemps l’excellence produite par l’attachement à une terre et à une identité, contre tous ceux qui rêvent d’un grand vide où les nations devraient se noyer.

Alors comment confier un mandat de négociation qui se structurerait sur autre chose qu’une arrogance des institutions européennes et qui éviterait, à l’inverse de la résolution, les enfantillages provocateurs niant la souveraineté de la Grande-Bretagne?

En réalité, le comportement des institutions européennes pendant le Brexit est un argument supplémentaire contre toute avancée de leurs prérogatives: incapacité à respecter l’équilibre entre les nations, déséquilibre entre les objectifs et les atouts... Rien n’a été abordé avec le tact et la mesure qui doivent prévaloir dans ce genre de situation. Les débats sur le Brexit étaient une sorte de cour de récréation; les voix les plus inconnues et les moins soutenues dans leur propre pays faisaient la leçon à des personnalités établies en Grande-Bretagne.

Voilà où l’arrogance peut par moments nous mener, quand des peuples voulant se faire respecter demandent simplement à être écoutés. Pour ces raisons, je me suis abstenu.

  Frances Fitzgerald (PPE). – Madam President, I voted in favour of the resolution establishing the European Parliament’s position on the future relationship between the UK and the European Union. Establishing a new trade agreement with the UK must be of the utmost importance to the EU in this period, ensuring that as close and prosperous a relationship as possible can be established. This will of course require commitment from both sides and it’s certainly not helped by ambivalent statements that we hear at times from the UK. It will be key for the European Union, but particularly for Ireland and Northern Ireland and I welcome the ambition in this resolution to see such a relationship through a level playing field as part of an economic partnership and I hope that we can work with the UK, to ensure that we have a close and mutually beneficial relationship. I stress mutually beneficial because the UK’s trade with the EU is very substantial.

What is even more crucial is the continued preservation of the peace in Northern Ireland. The final agreement cannot in any way jeopardise the peace established by the Good Friday Agreement, and the final future relationship can in no way undo what has been previously agreed to in the Withdrawal Agreement and that will need ongoing monitoring in the months ahead.

  Jadwiga Wiśniewska (ECR). – Pani Przewodnicząca! Po brexicie relacje Unia Europejska – Zjednoczone Królestwo muszą zostać uregulowane. Ta rezolucja zawiera zalecenia Parlamentu Europejskiego dla Komisji do negocjacji w sprawie nowego partnerstwa ze Zjednoczonym Królestwem. Rezolucja obejmuje szeroki zakres polityk skupionych w trzech głównych kategoriach: partnerstwo gospodarcze, konkretne kwestie sektorowe i współpraca tematyczna, a także partnerstwo w zakresie bezpieczeństwa i spraw zagranicznych.

Podczas gdy oczywistym jest, że państwo spoza Unii nie może mieć takich samych przywilejów, praw lub korzyści jak państwo członkowskie, to musimy pamiętać, że przyszłe stosunki Wielkiej Brytanii i Unii Europejskiej powinny być możliwie jak najbardziej oparte na współpracy. Wielka Brytania – nawet jeśli jest poza Unią – pozostaje wielkim krajem europejskim związanym z innymi krajami Europy historią, gospodarką czy współpracą w zakresie bezpieczeństwa. W interesie zarówno Unii, jak i Wielkiej Brytanii jest, żeby nasze wzajemne relacje były jak najlepsze. Dlatego głosowałam za przyjęciem tej rezolucji.

  Michaela Šojdrová (PPE). – Paní předsedající, přestože jsem nesouhlasila s odchodem Velké Británie, tak nezbývá než hlasovat pro mandát, který umožní vznik dohody s Velkou Británií o příští spolupráci, partnerství. Považuji za důležité, že EP v tomto našel velmi širokou shodu napříč politickým spektrem a zeměmi, a to, aby EU v tomto zůstala jednotná. Jsem také velmi ráda, že máme shodu na tom, že tato spolupráce musí být co nejužší.

EP bere na vědomí rozhodnutí Spojeného království uzavřít s EU dohodu o volném obchodu a my si samozřejmě dáváme podmínky, aby tyto překážky byly co nejmenší, a budeme požadovat, aby přístup potravinových a zemědělských produktů na vnitřní trh byl podmíněn dodržováním všech vnitřních norem – požadavků na kvalitu, bezpečnost, označování, omezené používání pesticidů atd. EP požaduje zachování práv občanů EU a jejich rodin, které žijí v Británii a pocházejí z EU.

  Jiří Pospíšil (PPE). – Paní předsedající, já jsem také podpořil tento mandát a považuji za velmi důležité dvě věci v mandátu. Za prvé to, že hovoříme jasně o právech občanů, občanů našich zemí, ale také o právech Britů, o jejich právu na volný pohyb. To je třeba, aby budoucí vztahy jasně potvrdily a aby tedy tyto dohody byly výhodné pro naše občany. Z ČR žije ve Velké Británii 30 000 občanů a naším cílem má být jim poskytnout maximální ochranu a podporu.

Vedle toho potom je sama o sobě dohoda o volném obchodu, která musí být nastavena tak, aby pro obě strany, pro exportéry z obou stran byla výhodná. Zkrátka musíme udělat maximum proto, aby export z EU do Velké Británie nebyl brexitem poškozen. Z ČR celá řada firem exportuje do Velké Británie a my musíme udělat vše proto, aby tyto firmy a jejich obchodní zájmy nebyly poškozeny.

  Stanislav Polčák (PPE). – Paní předsedající, já jsem byl nešťastný z brexitu a musím říci, že přeji Velké Británii hodně úspěchů, na druhou stranu tento mandát jsem podpořil, a to z mnoha důvodů.

Za prvé, já mám za to, že stále není ještě odvráceno riziko tvrdého brexitu, protože bohužel britský premiér k těm pobrexitovým jednáním přistupuje velmi zvláštním způsobem a myslím si, že není možné tvrdit, že za každou cenu jsme schopni se dohodnout s Velkou Británií na uspořádání obchodních vztahů.

Mluvila už o tom kolegyně Šojdrová, je zde celá řada požadavků, na kterých musíme trvat. Je zde celá řada citlivých oblastí, zajištění práv Irské republiky, otázka Severního Irska, zemědělských produktů, naplňování standardů, to jsou věci, které budeme muset sledovat. A myslím, že se nemáme nechat vydírat termínem ukončení těchto vyjednávání, které má být na konci letošního roku, navíc do toho vyjednávání se má zapojit řada regionálních parlamentů. Myslím si, že to je věc, kterou musíme zvážit velmi důkladně, a nemáme se nechat tlačit do kouta.

  Manuel Bompard (GUE/NGL). – Madame la Présidente, chers collègues, le mandat de négociation avec le Royaume-Uni prépare le plus grand accord de libre-échange jamais conclu par l’Union européenne.

Bien sûr, comme toujours, ce mandat est enrobé de belles intentions sur le modèle social européen et de vœux pieux sur le respect de nos normes, mais nous ne sommes pas dupes, car derrière le beau vernis, que trouvons-nous? Une obstination dans l’idéologie du libre-échange qui broie les peuples européens et détruit notre écosystème, l’introduction d’un mécanisme d’arbitrage qui usurpe au profit de tribunaux privés la souveraineté des peuples européens, l’attachement au système de quotas d’émissions de gaz à effet de serre – comme si les mécanismes du marché pouvaient répondre à la crise climatique – et l’ambition, enfin, d’une coopération renforcée dans le domaine militaire en partenariat avec l’OTAN, alliance belliciste et périmée.

Chers collègues, alors que les Britanniques viennent de quitter l’Union européenne, tout continue donc comme avant. Mais que vous faudra-t-il pour que ce Parlement en tire enfin des leçons?

  Илхан Кючюк (Renew). – Г-жо Председател, подкрепих днешната резолюция, защото има нужда от всеобхватно споразумение между Обединеното кралство и Европейския съюз. Мишел Барние трябва да продължи с добрата си работа да намери обща позиция на Европейския съюз, но и да задълбочи отношенията между нас и Обединеното кралство… (председателят прекъсва оратора)

Благодаря, г-жо Председател, подкрепих днешната резолюция, защото има нужда от всеобхватно споразумение между Обединеното кралство и Европейския съюз. Намирам я за амбициозна и задълбочена. Нека да си припомним в името на кои цели се случи Брексит. Най-важната измежду тях беше Обединеното кралство да може самостоятелно да подписва така наречените „Big Trade Deals“. Точно това предлага и самият Европейски съюз – широкообхватна и справедлива търговска сделка, без мита, без квоти, но и без дъмпинг и занижаване на европейските стандарти.

Но премиерът Джонсън иска нещо друго, сделка от канадски тип или дори, чух, от австралийски. В единия случай има ограничения, а в другия важат правилата на Световната търговска организация. Тук е мястото да се каже, каквато и сделка да има между Великобритания и Европейския съюз, страната ще бъде трета за нас. Важно е да продължим сътрудничеството си. Предизвикателствата пред нас ще го налагат все повече и повече.

  Eugen Tomac (PPE). – Doamna președintă, ne aflăm în situația în care discutăm deja la trecut despre Marea Britanie, care nu mai este în Uniunea Europeană, însă avem obligația să construim o relație specială cu Marea Britanie.

Tocmai de aceea cred că trebuie să privim acest lucru în trei chei. În primul rând: în Marea Britanie există mulți britanici care nu și-au dorit ca Marea Britanie să plece din Uniunea Europeană. În al doilea rând: sunt 3,5 milioane de cetățeni europeni în Regat astăzi și ei nu trebuie să sufere pentru că politicieni populiști au adus Marea Britanie în acest punct. Și, în al treilea rând: toată acțiunea noastră politică trebuie să plece de la premisa că, la un moment dat, Marea Britanie va reveni în Uniunea Europeană.

  Milan Brglez (S&D). – Gospa predsedujoča, še vedno obžalujem dejstvo, da je Združeno kraljestvo zapustilo Evropsko unijo. Teža tega odhoda za obe strani se bo šele pokazala, a me veseli, da se je preprečilo izhod brez dogovora.

Ne pričakujem enostavnih pogajanj. Vsekakor pa mora biti vanje tesno vpet Evropski parlament, ki kot edina evropska institucija neposredno zastopa evropske državljanke in državljane ter je dolžan poskrbeti za to, da so njihove pravice ustrezno zavarovane.

Glasoval sem za resolucijo glede mandata za pogajanja o novem partnerstvu, ker mandat zelo jasno utemeljuje na pravicah in obveznostih, izhajajočih iz prihodnjega partnerstva, ter dejstva, da Združeno kraljestvo ne more uživati enakih prednosti, kot jih je imelo kot članica EU.

Zelo pomembno je, da so v resolucijo vključeni najpomembnejši pomisleki, ki so jih odbori Evropskega parlamenta, še zlasti Odbor za zaposlovanje in socialne zadeve, izrazili glede doseženega sporazuma o odstopu.

S sprejetjem te resolucije je Evropski parlament določil svoje rdeče črte, ki se jih bo moral držati, ko bo dal svoje mnenje glede sporazuma o novem partnerstvu.

  Bogdan Rzońca (ECR). – Pani Przewodnicząca! Mamy do czynienia z sytuacją bez precedensu. Unia Europejska po brexicie jest organizmem ważnym, ale słabszym, i trzeba rzeczy nazywać po imieniu. Niemniej jednak dzisiaj też jest dzień i rozpoczynamy dyskusję na temat umowy Zjednoczonego Królestwa z Unią Europejską.

Życzę Panu Komisarzowi Barnierowi, żeby ta umowa była jak najlepsza, ale przede wszystkim życzę mieszkańcom – i Wielkiej Brytanii, i Unii Europejskiej – dobrych relacji między sobą. To bardzo ważne, żebyśmy umieli zgasić ten pożar i żebyśmy umieli popatrzeć razem w przyszłość. Wielka Brytania jest trwałym elementem – zawsze, w każdej sytuacji, gdy chodzi o bezpieczeństwo. Uważam, że kwestie bezpieczeństwa obywateli Wielkiej Brytanii, Unii Europejskiej i świata powinny być w pierwszym rzędzie przedyskutowane, bo wszyscy potrzebujemy bezpiecznej Europy i bezpiecznego świata.

  Deirdre Clune (PPE). – Madam President, the future trade agreement – when and if it is finalised – must have the approval of this Parliament and so I welcome the resolution today that I supported that sets out our priorities and what we see should be included in that agreement. Particularly the Good Friday Agreement and the unique situation that exists on the island of Ireland must be protected. The common travel area between Ireland and the United Kingdom, mentioned by the Commission in setting out their mandate for negotiations, must also be recognised. And a significant trade deal that would be mutually beneficial is needed for both sides. We need to ensure that European companies are not disadvantaged and put at a competitive disadvantage and we need to protect European consumers as well and recognise that this is unique; it’s with the sixth largest economy in the world, a former member of the European Union and a close neighbour.

  Radosław Sikorski (PPE). – Madam President, I voted for the agreement because it adequately protects our interests. But given what it is and given the British Government’s red lines – no customs union, no jurisdiction of the European Court of Justice and no freedom of movement – I think this will lead to a barebones agreement on goods. The pyramid of lies peddled by europhobes in Britain is beginning to crash. The British Government is beginning to acknowledge that there will be customs and other checks on the border between us from January next year. Therefore, in the name of freer trade, Britain will be erecting barriers with her biggest trading partner. What a disaster.

  Seán Kelly (PPE). – Madam President, I too am pleased to support this important resolution on the draft negotiating mandate. This is a key step towards the opening of negotiations in the future EU—UK relationship.

It is very welcome that the draft reflects the breadth and ambition of the scope of the political declaration for a broad and deep partnership with the UK. It is also important that the effective implementation of the Withdrawal Agreement continues in parallel with the negotiation of the future relationship and that this is reflected in the mandate. There is a continuing focus in the draft mandate on protecting the Good Friday Agreement and the Common Travel Area. Protecting the Good Friday Agreement and maintaining the Common Travel Area in all circumstances continue to be key priorities for Ireland and also, thankfully, for the EU 27. I thank my colleagues for their continued support of Irish priorities and I am hopeful that, with genuine cooperation from the United Kingdom, a good outcome can be reached.
