A szavazáshoz fűzött szóbeli indokolások

  Mick Wallace (GUE/NGL). – Madam President, the Irish Central Bank is still destroying the EUR 31 billion promissory note bonds that resulted from the bank bailout in 2008. The banks in question were eventually liquidated, but the European Central Bank (ECB) still insist that the entire EUR 31 billion be taken out of circulation by the Irish Central Bank. Irish people have suffered a decade of austerity and as head of the International Monetary Fund (IMF) at the time, Ms Lagarde was front and centre of this imposition of austerity on Ireland. The eurozone crisis also provided an excuse for the previous head of the ECB, Mr Mario Draghi, to introduce a fiscal compact in 2012. It institutionalised and made permanent what were supposed to be emergency austerity programmes. It accomplished a lifelong neoliberal dream – the complete separation between the democratic process and economic policies. As Germany’s Finance Minister said in 2015 elections change nothing, there are rules. The ECB and Ms Lagarde as Managing Director of the IMF, brought Ireland to its knees. I don’t recall any ECB annual report in recent years mentioning this. It should never be forgotten. Of course we opposed it.

  Charlie Weimers (ECR). – Fru talman! I dag har ni, majoriteten här i Europaparlamentet, flera gånger krävt att Sverige ska införa euron. I årsrapporten för Europeiska centralbanken skriver ni att det är obligatoriskt att anta den gemensamma valutan.

Låt mig då få upplysa er om att Sverige hade en folkomröstning om EMU år 2003 där en massiv majoritet röstade emot ett svenskt medlemskap. I dag vill endast en av fem svenskar ha er euro. Vi vill inte gödsla pengar över länder som inte kan ta ansvar för sina egna ekonomier. Vi vill ha den svenska kronan.

Vad är det ni inte fattar? Ni kallar er demokrater, men ni agerar som arroganta, odemokratiska översittare utan respekt för folkviljan. Vi må ha haft en svag regering som inte förhandlade fram ett officiellt svenskt undantag, men respektera den svenska folkviljan. Vi vill inte ha euron, och vi kommer att jobba för att rösta fram ett svenskt undantag.

  Manon Aubry (GUE/NGL). – Madame la Présidente, il y a quelques mois, tout le monde applaudissait la nomination d’une femme à la tête de la Banque centrale européenne. Mais ne nous y trompons pas: c’est l’arbre qui cache la forêt, tant le sexisme règne encore en maître dans les institutions économiques européennes.

à ceux qui en douteraient, j’ai amené ici quelques photos de ceux qui décident aujourd’hui de la gouvernance économique et monétaire de la zone euro. Ici, c’est le directoire de la BCE: deux femmes sur six personnes. Le conseil des gouverneurs de la Banque centrale européenne, encore mieux: deux femmes sur 25 personnes. La liste est encore longue et notre commission aux affaires économiques et monétaires ne fait pas mieux, avec seulement 11 femmes sur 60 membres.

Il n’y aurait donc aucune femme assez compétente pour ces postes, comme a osé nous répondre un député de droite dans notre commission? Franchement, ce n’est pas sérieux, et une telle absence de parité est inacceptable. Il est temps que cela change, en prenant des mesures enfin contraignantes.

Soyez-en sûrs, les femmes ne se laisseront plus intimider ni marginaliser. Nous avons toute notre place aux manettes de la gouvernance économique européenne et nous comptons bien la prendre.

  Clare Daly (GUE/NGL). – Madam President, I was very glad to see Madame Lagarde here yesterday and very disappointed that I didn’t get the chance to put these points to her myself, because she is, of course, a household name in Ireland from her role in the IMF and the crushing austerity imposed on the citizens of Ireland. The result of that has been, in effect, a lost decade. The official cost of the bailout was EUR 64.6 billion, but the human cost is still being paid: the welfare cuts, the housing crisis, infant malnutrition, dying family members on hospital trolleys, and a generation of young people who left our shores.

But last weekend the price was paid back by the Irish citizens when Fianna Fáil and Fine Gael, the two ruling parties responsible for that austerity, were given an almighty hammering in the election, and I think that is the face of things to come. The neoliberalism at the heart of the ECB is something that will not be tolerated by citizens.

  Silvia Modig (GUE/NGL). – Arvoisa puhemies, euroalueen suurin finanssipoliittinen ongelma on kasvu- ja vakaussopimus, joka kurjistaa maita, tekee mahdottomaksi aktiivisen suhdannepolitiikan ja tekee mahdottomaksi panostukset sosiaaliseen hyvinvointiin, joka pidemmän päälle on viisainta talouspolitiikkaa koskaan. Tällä hetkellä se tekee mahdottomaksi myös investoinnit ilmastoon ja siirtymään kohti hiilineutraalia yhteiskuntaa.

EKP:llä on aivan sama velvollisuus kuin kaikilla muillakin osallistua ilmastotyöhön, ja se on sen mandaatin puitteissa täysin mahdollista tehdä, koska jos tehtävänanto on pitää yllä hintavakautta, hiiliriski on suuri riski hintavakaudelle.

Viime vuosina on tyhjästä luotu miljardeja ja taas miljardeja rahaa, jotka on pumpattu finanssimarkkinoille tukemaan finanssipelureiden aiheuttamia ongelmia. Se sama voima ja se sama rahamäärä pitäisi voida ohjata myös ilmastotyöhön. Yksi keino, joka valitettavasti tänään äänestyksessä hylättiin, on se, että keskuspankki sitoutuisi ostamaan investointipankin vihreitä velkakirjoja. Tämä olisi täysin mandaatin puitteissa, ja on sääli, että parlamentti tämän ehdotuksen hylkäsi, ja siksi äänestin tätä päätöslauselmaa vastaan.
