A szavazáshoz fűzött szóbeli indokolások

  Billy Kelleher (Renew). – Madam President, just to say at the outset that I welcome the opportunity to speak on this particular resolution, and I would ask that immediate steps be taken by the Commission to address the issue of illegal trade in cats and dogs, primarily in the context of industrial-scale breeding farms across the European Union whereby animals are incarcerated for years and years and years just to produce puppy dogs and kittens. I believe we have an obligation as a civilised society to, at the very least, ensure there is some form of registration of these particular puppy farms and cat farms, that this trade is registered in some way and that there are regulations governing it.

There’s no doubt that there is a large criminal element involved in the smuggling and moving of animals within the European Union. It has public health implications, but most importantly of all it is an animal cruelty issue, it is an animal welfare issue, and the Commission itself must ensure that the internal market governs these particular farms to ensure that there are standards of decency in them.

  Clare Daly (GUE/NGL). – Madam President, I am absolutely delighted to be able to support this motion and to really welcome the initiative taken to address the illegal pet trade, which is a phenomenal problem in Ireland, actually, where a number of individuals have been finally brought to court for treating animals so appallingly and for their own private profit. This issue has evoked huge sympathy from the Irish public and grave concern about the lack of enforcement by our regulatory authority. I do think that the motion was very much strengthened by the addition of the amendments calling for mandatory identification and registration, which will be an assist, but also calling on the Commission and Member States to take measures to prohibit breeding and marketing practices that are detrimental to the health and welfare of these animals. This is a great step forward and I’m delighted to be able to support it.

  Charlie Weimers (ECR). – Fru talman! Förra året kom lilla Astrid till vår familj – en alldeles bedårande cavalier king charles som var full av kärlek. När vi köpte henne fick vi reda på att hon var importerad till Belgien från Slovakien, och när vi kom till veterinären för en rutinkontroll så berättade de för oss, som var orutinerade hundägare, att det förekommer ett systematiskt fusk.

Vad är det då de gör i ursprungsländerna? Vad hade de gjort mot Astrid? De fuskar med födelsedatumen. De tidigarelägger datumen så att valparna kan komma ut på marknaden snabbare. De skiljs från mammorna alldeles för tidigt, långt innan de åtta veckor som krävs för att skapa trygghet för valparna. Det skapar ett livslångt trauma som visar sig i stressbeteende. Valparna vaccineras för tidigt, så att det inte ger tillräckligt skydd. Problemet här är att många oseriösa aktörer, illegala aktörer, kommer undan med det.

Jag röstade därför för en europeisk samordning av registrering och identifiering av sällskapsdjur i hopp om att andra djur, andra katter och hundar, ska få en bättre start än vad vår Astrid fick.

  Jiří Pospíšil (PPE). – Paní předsedající, já jsem velmi rád, že přes 600 poslanců podpořilo návrh usnesení proti nelegálnímu transportu zvířat po Evropě.

Je to velmi silný signál, že EP chce tuto hroznou činnost pašeráků a nelegálních chovatelů řešit, a doufám, že EK na základě tohoto usnesení připraví jasná opatření, která zamezí tomu, aby desítky tisíc štěňat a koťat z východní části EU za hrozných podmínek byly transportovány každý rok do západních zemí EU a tam takto prodávány.

Je dobře, že má toto usnesení takovou podporu, a vyzývám Komisi, aby toto téma přestala konečně zlehčovat a opravdu začala tomuto tématu věnovat pozornost. Jak jsem včera řekl, žádná členská země tuto otázku sama nemůže vyřešit. Je to evropský problém a děkuji navrhovatelům, že tento návrh předložili.

  Stanislav Polčák (PPE). – Paní předsedající, já jsem tento návrh jako spoluzpravodaj a navrhovatel samozřejmě také podpořil. Jsem velmi rád, že pouze 3 naši kolegové byli proti, jinak tento návrh našel zjevně průřezovou podporu.

Rovněž souhlasím s tím, že toto není v ambici a v možnostech řešit pouze izolovaně v jednotlivých členských státech. Toto – nelegální chování, výnosný byznys pro skupinu pašeráků – musí skutečně řešit EK spolu s členskými státy. Ten přeshraniční efekt je tam zcela jednoznačný – trpí zvířata, jsou klamáni spotřebitelé, dochází k nekalé soutěži, je narušován náš vnitřní trh, to jsou všechno negativa, která skutečně volají po akci zejména ze strany EK.

Já jsem byl včera trochu zklamán z vystoupení paní komisařky, pevně věřím, že si Komise uvědomí, kolik statisíců spotřebitelů, řekl bych i miliony podvedených rodin, dnes upírají své zraky k EK a pevně věřím, že Komise bude jednat.

  Manuel Bompard (GUE/NGL). – Madame la Présidente, chers collègues, le trafic d’animaux gangrène l’Europe depuis des années. Il est, selon Interpol, le troisième au monde, juste derrière le trafic d’armes et le trafic de drogue. Depuis les années 2000, l’essor des animaleries, des annonces en ligne et des réseaux sociaux, la situation s’aggrave chaque jour un peu plus.

D’après l’ONG Four Paws, environ huit millions de chiots sont nécessaires chaque année pour satisfaire la demande européenne en ligne et le marché génère plus d’un milliard d’euros de revenus. Les grands perdants, ce sont les animaux. La plupart sont élevés illégalement et en batterie par des filières organisées, dans des conditions indignes. Ce sont des femelles traitées en machines à reproduire jusqu’à épuisement, ce sont des dizaines de milliers de petits chiots et chatons arrachés bien trop tôt à leur mère, peu ou pas soignés, pas vaccinés, élevés parfois sans égard pour leurs besoins de base avant d’être transportés à travers l’Europe dans des conditions auxquelles certains ne survivent tout simplement pas.

Il est plus que temps que nos pays se dotent d’un système d’identification obligatoire et harmonisé pour contrer les trafiquants. Il est plus que temps d’encadrer les ventes d’animaux sur l’internet comme une première étape vers, nous l’espérons, leur interdiction pure et simple. C’est pourquoi j’ai voté pour cette résolution.

  Vlad-Marius Botoş (Renew). – Madam President, two weeks ago, I had the pleasure to organise a debate in my hometown of Arad, Romania, regarding this issue, with animal lovers. I am glad to see that pets, our best friends, have come to the attention of the European Union and that today we are voting on a motion on this.

It is time that we stopped the illegal pet trade. Trade in cats and dogs must have at the centre the welfare of the animals and the joy they bring to their new owners, not just financial gain. They become part of our families. They are not just objects to buy. Because of that – because of the role they play in our lives – I think it is time to do much more for them. We cannot stop at regulating the trade. We need to consider the lives of the pets too. There are many dogs and cats that are abandoned when humans do not want them anymore. It is a sad reality and any NGO dealing with abandoned pets can give you many sad details about this ugly side of being a pet. This must be regulated, too.

What do we do with the litters of the dogs that the owners do not want? What do we do with the kittens found in sealed bags, discarded at the side of the road? They are not in the trade market. We have to think of European legislation to protect them, too. These unwanted puppies and kittens also deserve our attention. We should be doing something for them.

  Elnök asszony. – Most megadnám a szót Thierry Mariani-nak, aki Glucksmann úrnak még a szavazás előtt elhangzott felszólalására szeretne egy személyes megszólalást.

  Thierry Mariani (ID). – Madame la Présidente, j’aurais préféré répondre à cette mise en cause personnelle juste après les propos de M.  Glucksmann, mais merci de me donner la parole, même si l’hémicycle est un peu clairsemé.

Cela m’aurait permis de m’excuser pour une maladresse que je regrette sincèrement, en ce qui concerne les tout derniers mots de mon intervention d’hier. Comme en témoigne la vidéo, je parlais sous la pression logique du marteau qui signalait la fin de mon temps de parole. Je ne lisais plus mon texte et je regrette sincèrement d’avoir parlé de «rebelles» au lieu de dire «l’élimination des terroristes».

Cela dit, ces propos ne sont en rien des propos de haine et je pense en conclusion qu’il est temps de reconnaître qu’il n’y a plus de rebelles depuis longtemps, mais des islamistes dans cette région. Je laisse le dernier mot au rapport de l’ONU qui disait, en juin dernier: «Idlib est désormais le plus grand dépotoir de combattants terroristes au monde».
