Concluziile reuniunii extraordinare a Consiliului European din 23 aprilie 2020 - Noul CFM, resursele proprii și planul de redresare (dezbatere)
Dan-Ștefan Motreanu (PPE), în scris. – 70-year later after Schuman Declaration, European Union faces the most serious socio-economic challenge, provoked by COVID-19. EU’s GDP is expected to contract with 7,4%, our companies are facing risks of bankruptcy, while our citizens express fears for their future. Our collective response to this crisis will determine our people’s trust in the future of our common project. Accordingly, I underline the importance to reach an institutional agreement in due time on the next Multiannual Financial Framework and Recovery Plan, in order to send a clear and firm message that European Union is capable to deliver in these critical moments and respect its political commitments. I find essential that European Parliament, as the sole EU institution with members directly and democratically elected by EU citizens, play an active role in the shaping, adoption and implementation of the Recovery Fund, and I express my full disapproval for any European recovery strategy set outside the community procedure. In the same time allow me to reiterate Parliament’s resolutions to reform EU own resources system through the introduction of common consolidated corporate tax base, digital services taxation, a financial transaction tax, emissions trading scheme contribution, tax on plastics and a carbon border adjustment mechanism.
