Ich habe hier zu schnell umgeblättert und habe ein Blatt überblättert.

Ich will Ihnen zu den Beschlüssen der Ausschüsse AGRI und PECH über die Aufnahme interinstitutioneller Verhandlungen gemäß Artikel 71 Absatz 1, die bei der Eröffnung der Sitzung am Mittwoch, dem 13. Mai 2020, bekannt gegeben wurden, bekannt geben:

Ich habe von der Verts/ALE-Fraktion sowie mehreren Mitgliedern einen Antrag gemäß Artikel 71 Absatz 2 erhalten, über den Beschluss des AGRI-Ausschusses zur Aufnahme von Verhandlungen im Parlament abzustimmen.

Die Abstimmung findet heute um 14.15 Uhr statt.

Bezüglich des Beschlusses des PECH-Ausschusses zur Aufnahme von Verhandlungen habe ich keinen Antrag auf Abstimmung im Parlament erhalten. Der Ausschuss kann daher Verhandlungen aufnehmen.

Ich bitte um Nachsicht.

  Bas Eickhout (Verts/ALE). – Mr President, I just want to explain why we are objecting to the mandate for direct negotiations for CAP reform. We do understand very well that the CAP does of course need to be prolonged and that we need to assure certainty for farmers. However, the Committee on Agriculture and Rural Development (AGRI) has decided that they are prolonging it, instead of for one year, for two years. That makes this a decision about a value in money of EUR 100 billion. That decision has been taken in the AGRI Committee.

We as Greens think that deserves a plenary discussion, so that’s what we’re voting on. We’re not voting against the extension. We are voting against the mandate for direct negotiations. We want to negotiate the mandate here in this plenary because a decision on EUR 100 billion should be a debate here in plenary.

That’s what we’re voting on and that’s why we are asking all our colleagues to vote against the mandate so that we can have a plenary debate on this issue. That will take place in June, well in time before the decisions will be taken, and I hope on the understanding of my colleagues that they will support this objection so we can vote for a full plenary mandate.

The rapporteur said in an email that we need a strong and clear mandate. Well, I can assure you that the strongest mandate you can get is by a plenary mandate. Let’s ensure a plenary mandate in June and, for that, we need to vote against a direct mandate for only the AGRI Committee.

Ich hoffe, dass Sie mindestens Verständnis für mein Versehen aufbringen, dass ich das überblättert habe und Sie deshalb Ihr wichtiges Anliegen nicht gleich anbringen konnten. Ich nehme aber an, dass das kein gravierender Verfahrensfehler war.
