  Johannes Hahn, Member of the Commission. – Mr President, the European Council in July has taken, as it was already said by several speakers and certainly will be repeated by others, an important step towards reforming the revenue side of the European Union budget.

First, it has taken a pivotal decision to borrow on financial markets to support the post-COVID-19 recovery in the Member States. This will be enabled through the Own Resources Decision. Next Generation EU, together with the core multiannual financial framework, is the largest package ever financed through the European Union budget. It will give an unprecedented, ambitious answer to an unprecedented crisis.

Second, the European Council has opened the door for modernisation of the own-resources system, which has not been reformed since 1988. This marks the first modernisation for more than half of our Member States – 16 out of 27.

The European Council endorsed the simplification of the value-added-tax-based own resource, and agreed upon a new own resource based on non-recycled plastic packaging waste as of 2021, and these are only the first steps, as it has also agreed that additional new own resources should be introduced during the next multiannual financial framework period – from 2021-2027 – to finance the repayment of the Next Generation EU borrowing and enable early repayments.

The European Parliament and the Commission have for a long time worked towards reform of the revenue side of the EU budget. It’s very encouraging that the Member States have begun to see what we have been advocating for so long. We have clearly managed to give a new drive to the Own Resource Decision, and I would like to thank the European Parliament for its support, and, may I say, stubbornness.

Let me go more into detail on the report you are set to adopt during this plenary. You foresee an ambitious timeline for the introduction of additional new own resources in your report. We see eye to eye. The Commission concurs with the need to introduce additional new own resources which are closely aligned with our policy priorities and can support the repayment of funds on the Next Generation EU.

I am happy to see that there are points of convergence with the European Council conclusions of last July. This makes me hopeful that it will be feasible to introduce new own resources in the short term. In fact, preparatory work has already begun. We spare no efforts to match ambitions with the reality of the political and legal process. As you know, this is also one of the main issues of the trilateral political dialogue meetings on the MFF. Compared to the financial crisis of 2008-2009, Europe’s response to this crisis was exceptional in both strength and speed.

You are set to adopt your report less than two months after the European Council at unprecedented pace. It is indeed commendable and thank you for that.

I am confident that the Council and national parliaments will follow your lead, thus facilitating the beginning of borrowing on the Next Generation EU already in January.

To conclude, let me just underline that we would want to see the negotiations on the entire package, including the core MFF, progressing with the same impressive pace. Only in this way can we kick-start a recovery phase as of 1 January next year, with an ambitious and comprehensive recovery plan for Europe, so we need it now and not next year.

  Siegfried Mureşan, on behalf of the PPE Group. – Mr President, I welcome Minister Roth and Commissioner Hahn to the European Parliament to this important debate. Firstly, I would like to express on behalf of the Group of the European People’s Party our full support for the report and for the positions expressed by the two rapporteurs, Ms Valerie Hayer and Mr José Manuel Fernandes.

Why do we support this report? We support it because the introduction of own resources makes the European Union stronger, it makes it more capable to provide answers and solutions to the problems of the people, because one of the essential tools of the European Union to fulfil the expectations of the people is the budget. And own resources into the budget means a more predictable budget, which means a robust budget in the longer term, capable of financing what the people expect the European Union to finance.

This reform of the own resources system and the introduction of new own resources is a position long advocated for by the European Parliament and it is an achievement of the European Parliament and I would like to thank Members of the European Parliament, who over the course of many years have fought for this.

Why do we need to introduce own resources exactly now? Because we have indeed made the historic decision to launch the Recovery and Resilience Facility and the whole Next Generation EU package. And the introduction of own resources is the only way to pay for the Recovery and Resilience Facility without negatively affecting the EU budget in the future, because we do not want to see payments to farmers, payments to communes, to villages, to researchers, to Erasmus students, to be affected in the future. Neither do we want to see the security of our borders or our ambitions in the area of greening be affected.

This is why we have to act now on own resources and this is why we, as the European Parliament, demand a binding calendar for the introduction of own resources, legally binding. And this should finance at least the repayment of interest and of the whole Next Generation EU over the course of the next years.

We did our work. The ball is now in the field of the Council. Minister Roth, we expect to you, as the incumbent Presidency, to act swiftly so that we fulfil our goal to have an ambitious Multiannual Financial Framework (MFF) and the own resources enter into force on 1 January 2021.

  Eider Gardiazabal Rubial, en nombre del Grupo S&D. – Señor presidente, comisario Hahn, ministro Roth, yo ya he perdido la cuenta de los años que llevamos pidiendo una negociación seria sobre la financiación del presupuesto europeo y sobre cómo establecer una cesta de impuestos que permita tener unos presupuestos ambiciosos sin depender de las arcas nacionales ni ahogarlas. Creo que en estos años les hemos dado infinitos motivos para ponerlo en marcha, pero todavía no acabamos de avanzar.

En 2003, negociando el actual marco financiero, llegamos a un acuerdo para poner en marcha ese grupo de alto nivel presidido por Mario Monti. Ya tenemos el estudio y no podemos retrasarlo más. Es una cuestión de justicia fiscal, porque no es posible que sean los de siempre los que mantienen con sus impuestos las políticas públicas, y que sean los de siempre los que se escapan de contribuir.

Es una cuestión de eficiencia, porque el establecimiento de ciertos impuestos solo tiene sentido a nivel europeo bajo el paraguas del mercado único; es una cuestión de política climática, porque los que más contaminan deben pagar más y además deben contribuir a la financiación de la transición justa. Y yo diría que es casi una cuestión de supervivencia del proyecto europeo, porque en esta crisis, por fin, se ha dado una respuesta económica contundente con ese gran acuerdo sobre el Plan de Recuperación en el Consejo Europeo de julio.

Pero las finanzas públicas se están viendo sobrepasadas por las necesidades de gasto que esta nueva crisis conlleva y por las que arrastramos de crisis anteriores, así que no hay otro camino, no hay otra solución. Sí o sí, necesitamos cerrar un acuerdo sobre financiación de la Unión, porque aquí tampoco tenemos plan B.

  Luis Garicano, en nombre del Grupo Renew. –Señor vicepresidente, señor comisario, señor ministro, en nombre de mi Grupo, Renew Europe, quiero expresar mi apoyo entusiasta e incondicional a esta Resolución y al trabajo de la ponente de nuestro Grupo, Valérie Hayer, y al ponente Fernandes, del Grupo Popular.

La satisfacción se debe a que, gracias a esta Decisión, vamos a permitir a la Unión Europea pedir prestados 750 000 millones de euros que van a financiar la lucha conjunta contra las consecuencias económicas de la pandemia. Pero esta satisfacción viene unida a una profunda preocupación, que comparto con los colegas que acaban de hablar, y es que no tenemos los recursos para pagar la deuda que estamos emitiendo. La Unión Europea no tiene recursos europeos para pagar esta deuda europea, de momento.

Como los Estados Unidos tras la Guerra de Independencia, cada siete años, aquí, los Estados miembros tienen que contribuir de manera unánime y voluntaria a la petición que les hacemos de dinero para continuar existiendo. Eso no es aceptable. Esa forma de financiación crea tensiones inaceptables entre los Estados miembros y es hora de cambiarla. Es hora de que la deuda europea se pague con impuestos, no con contribuciones de los ciudadanos europeos —de los ciudadanos holandeses, franceses, etcétera—, sino con impuestos a los que contaminan y no pagan y a los que no hacen frente a los impuestos a los que deberían hacer frente. Esos son los recursos que proponemos en este Parlamento.

El Consejo se ha comprometido a poner esos recursos en marcha. Esperamos que durante la primera mitad de 2021 podamos trabajar con la Comisión y con el Consejo para, cuanto antes, ponerlos en marcha.

  Hélène Laporte, au nom du groupe ID. – Monsieur le Président, Monsieur le Commissaire, Monsieur le Ministre, détournée de ses objectifs initiaux, la réforme des ressources propres constitue le cheval de Troie de l’Union européenne dans la création d’impôts européens déguisés. La Commission européenne passe en effet sous silence que le consommateur lambda en supportera les conséquences sur le plan du chômage et de l’inflation sur les prix. La taxe carbone aux frontières aura en effet pour conséquence que les multinationales chinoises ou américaines répercuteront, sur leurs prix, leurs coûts devenus plus élevés.

Inchangé depuis 1988 dans son fonctionnement, le système de ressources propres avait initialement fait l’objet d’une réforme louable qui compensait au profit des États membres les dumpings que nous subissons en matière écologique ou fiscale. Un document de réflexion avait été rendu en 2017 dans ce sens, préconisant la création de nouvelles ressources propres car le financement du budget reposait majoritairement sur le revenu national brut et donc sur les États membres.

Mais sous couvert de la crise économique consécutive à l’actuelle pandémie, la Commission a réussi le tour de force de faire accepter un emprunt mutualisé remboursé par des recettes autonomes, à créer, et qui se transformeront en impôt pérenne à son seul profit. Le tableau de l’européanisation des finances publiques nationales que l’Union européenne prépare in petto depuis plusieurs années est désormais complet, avec la création d’impôts européens qui ne disent pas leur nom. Mais le combat n’est pas terminé car, il faut l’avouer, l’Allemagne est rétive sur la taxe carbone et l’Irlande sur la taxe numérique, à moins que la majorité qualifiée ne se substitue à la règle de l’unanimité, pourtant gravée dans le marbre des traités de Bruxelles. Dans ce cas, dans son intégration budgétaire et fiscale avec des moyens, on doit l’avouer, peu glorieux, triomphera alors encore la défiance des peuples à son égard.

  David Cormand, au nom du groupe Verts/ALE. – Monsieur le Président, mes chers collègues, nous sommes dans un moment particulier, ce qu’on appelle un momentum – nous avons même entendu parler de moment hamiltonien. Il est vrai qu’aujourd’hui, avec ce rapport, c’est une forme d’aboutissement d’un combat qu’ont mené depuis longtemps de nombreuses et de nombreux députés européens qui avaient perçu que le fait de ne pas maîtriser nos recettes était une anomalie démocratique qu’il fallait réparer. C’est à l’occasion de cette crise que nous mesurons à quel point il est essentiel que nous ne soyons plus tributaires du bon vouloir du Conseil et des États pour pouvoir être maîtres de nos recettes et donc maîtres de nos dépenses.

Ce rapport dit qu’il est temps que le Parlement et que l’Union européenne aient des ressources propres, mais il dit surtout qu’il est temps que nous ayons des ressources justes. Car aujourd’hui, dans nos différents États, l’impôt s’abat trop souvent, précisément, sur les citoyennes et les citoyens lambda. Ce qui est proposé maintenant au Conseil, c’est d’avoir enfin cette fiscalité juste, celle qui s’attaque à celles et ceux qui échappent aujourd’hui à l’impôt. C’est la taxe sur les transactions financières, c’est la taxe sur les GAFAM et c’est aussi une fiscalité à nos frontières, justement pour protéger les entreprises de nos territoires qui font l’effort d’être mieux-disantes en matière sociale et environnementale.

Mes chers amis, si nous voulons pouvoir sortir de cette crise, nous devons mettre en place cette fiscalité juste. Les travaux des corapporteurs, tant de Mme Hayer que de M. Fernandes, reflètent cette volonté du Parlement et je le dis très tranquillement: il n’y aura pas de chantage. Nous n’accepterons pas que le Conseil nous mette devant le fait accompli, nous voulons cette fiscalité juste.

J’ajoute, pour les pays qui seraient pressés – et ils ont raison – d’avoir les recettes du plan de relance, que la fiscalité juste d’aujourd’hui, les ressources propres d’aujourd’hui, ce sont les solidarités de demain. Et si nous le repoussons à plus tard – j’ai entendu que nous avions seulement entrouvert la porte, j’ai entendu qu’il y avait seulement des esquisses de voies à suivre et j’ai entendu la date de 2027 –, vous savez que la justice fiscale, la transition écologique plus tard, c’est l’écologie trop tard. Alors il y a urgence pour que nous agissions et nous serons vigilants, ici, au Parlement, pour que ce momentum se traduise réellement en changement de fonctionnement de nos institutions.

  Bogdan Rzońca, w imieniu grupy ECR. – Szanowny Panie Przewodniczący! Szanowny panie komisarzu! Panie ministrze! Konkluzje Rady Europejskiej z lipca tego roku naprawdę wlały w nas wiele optymizmu. Narody Unii Europejskiej usłyszały o zgodzie premierów, a zatem i gotowości niesienia pomocy gospodarkom poszczególnych krajów, miastom czy osobom bezrobotnym.

Nie możemy zatem stać w miejscu, bo kryzys pandemiczny trwa i za nami pierwsza fala, być może będzie następna, stąd też powinniśmy działać reaktywnie i szybko. Po prostu nie możemy stać w miejscu. Zacznijmy używać przygotowanych już instrumentów finansowych do walki z dramatem gospodarczym, bo Europa przegra i straci na tym również cała reputacja Unii Europejskiej.

Równocześnie, Panie Przewodniczący, chcę dodać, że nie możemy krzywdzić biedniejszych krajów, bo podatek od plastiku uzgodniony na poziomie 0,8 euro i teraz przedstawiany jako 2 euro jest niekorzystny w tej chwili. Tak samo podatek od handlu emisjami wprowadzony od 2021 roku jest również niekorzystny, chcę to wyraźnie zaznaczyć. Na przykład Polskę będzie on kosztował około 10 miliardów euro.

  José Gusmão, em nome do Grupo GUE/NGL. – Senhor Presidente, todos sabemos que sem recursos próprios o Fundo de Recuperação não será mais do que uma montanha de dívida que, mais tarde ou mais cedo, se irá abater sobre os Estados-Membros, e é por isso importante que o Parlamento aprove um calendário vinculativo.

Só que este calendário que é proposto mais parece as calendas gregas. O mercado de emissões de carbono vai ser tratado com bastante rapidez, mas o imposto digital, das transações financeiras, o CCTB sobre as multinacionais, esses vão ter que esperar muitos anos. O Parlamento deixa para daqui a uma data de anos o que devia começar a fazer hoje. No caso do CCTB, da base tributária para as multinacionais, o Parlamento Europeu remete esse dossiê, esse recurso próprio tão importante, para o seu próximo mandato. Ou seja, este Parlamento Europeu prepara-se para decidir que não vai decidir.

Está na altura – e este calendário é essa altura – de o Parlamento Europeu compreender a urgência destes recursos próprios e definir para si próprio um calendário em consonância com essa urgência.

  Antoni Comín i Oliveres (NI). – Señor presidente, ha hecho falta una crisis como esta para que la Unión Europea empiece a tomar decisiones que hace demasiado tiempo que se estaban esperando —treinta y dos años desde la última modificación del sistema de recursos propios—. Con un modelo de ingresos del siglo XX es imposible afrontar los desafíos del siglo XXI.

Necesitamos más y mejores recursos propios por muchas razones. De entrada, para devolver el dinero del instrumento de recuperación. La alternativa sería aumentar las contribuciones nacionales, complicando aún más la discusión sobre donantes y receptores netos, o reducir el presupuesto de la Unión, es decir, menos Europa: inaceptable.

Necesitamos más recursos propios urgentemente para dotar a la Unión, por tanto, de mayor autonomía financiera respecto de los Estados miembros, pero también para luchar contra el cambio climático, a favor de la armonización y la justicia fiscal o a favor de la estabilidad financiera. Así, la propuesta del Consejo de julio no es suficiente. No basta con el impuesto a los residuos plásticos; no basta hablar del carbon border tax, de la tasa digital o de los derechos de emisión como una posibilidad: son una necesidad imperiosa. Y, tal y como propone este Parlamento, necesitamos también la tasa sobre transacciones financieras. Necesitamos, en fin —y concluyo—, empezar a construir un verdadero sistema tributario europeo.

  Jan Olbrycht (PPE). – Panie Przewodniczący! Należy zauważyć, że nasza dzisiejsza debata dotyczy tak naprawdę dwóch kwestii, które są ze sobą związane, ale jednak dwóch. Po pierwsze dotyczy decyzji Rady o uruchomieniu procedury stworzenia szansy na zbudowanie nowego funduszu Next Generation EU.

Po drugie, co się z tym wiąże, przyszłościowo dotyczy kwestii budowania nowych dochodów własnych. Trzeba o tym pamiętać, ponieważ ta druga debata oczywiście wymaga innego typu decyzji i uzgodnienia pomiędzy Parlamentem i Radą, a ta pierwsza rzeczywiście wymaga czasu. Ona wymaga czasu również dlatego, że wtedy, kiedy pracowaliśmy i dyskutowaliśmy nad budżetem na lata 2021–2027, kiedy jeszcze w ogóle nie mówiliśmy o tym funduszu, wtedy planowaliśmy określone wydatki. Potem budżet został jakby zamrożony czy zmniejszony i zostaliśmy poinformowani, że będzie zrekompensowany przy pomocy funduszu. W tej chwili się okazuje, że jeżeli ratyfikacja nie przebiegnie zgodnie z planem, to fundusz może być poważnie zagrożony.

Chciałbym w związku z tym bardzo wyraźnie podkreślić, że skoro i pan minister, i pan komisarz mówią, że mówimy o jednym pakiecie, z czym się zgadzamy, to w tym pakiecie wszystko musi być ze sobą związane i wszystko jest od siebie zależne, co oznacza, że zgoda Parlamentu na wieloletni budżet musi być związana ze stworzeniem szansy na nowy fundusz. Bez tego funduszu budżet jest za mały i nie wystarczy na pewne działania, które przewidzieliśmy. Jeżeli pakiet, to traktujmy to pakietowo i jesteśmy gotowi do tego typu rozmowy i rozpoczęcia prac bardzo, bardzo intensywnie.

  Margarida Marques (S&D). – Senhor Presidente, Ministro Roth, Comissário Hahn, colegas, a arquitetura financeira da resposta europeia à crise assenta num pilar-chave: os recursos próprios. Ela é urgente e é necessária e não pode comprometer o futuro de gerações. Por isso tudo devemos fazer para mobilizar novos recursos próprios e aguardamos uma iniciativa rápida do lado do Conselho. Recursos próprios alinhados com as prioridades políticas da União Europeia, como o Green Deal ou a transição digital.

Os novos recursos próprios devem servir agora para o pagamento dos compromissos do Next Generation EU e para financiar o reembolso pelos Estados-Membros, para não criar dificuldades acrescidas depois de 2028. E num futuro próximo devem servir para financiar o orçamento da União Europeia.

Esta é também a oportunidade para um sistema fiscal mais justo, é o momento oportuno para lançar uma taxa sobre as transações financeiras e um imposto sobre as grandes empresas digitais. Uma e outro deverão contribuir para o financiamento do orçamento da União Europeia.

  Sandro Gozi (Renew). – Monsieur le Président, contre l’imprévisibilité, le remède se trouve dans la faculté de faire et de tenir des promesses, comme l’a dit très justement Hannah Arendt.

En juillet, vous, la Commission, le Conseil, vous avez fait une promesse: financer le plan de relance avec de nouvelles ressources en faisant payer les pollueurs, les géants du numérique et ceux de la finance.

Maintenant, faisons ce que nous avons dit. Vous voulez rendre l’Europe juste et populaire, alors tenez rapidement cette promesse. L’alternative, c’est d’augmenter les contributions nationales, de demander davantage aux contribuables ou couper encore plus les budgets européens. Si vous voulez rendre l’Union plus impopulaire, ce serait la bonne voie. Mais non, ceci n’est pas une alternative. L’efficacité et la crédibilité du plan en dépendent.

Il faut, avant la fin de l’année, un calendrier contraignant pour introduire de nouvelles ressources propres. Et, pour finir, respectons les traités: les ressources propres y sont ancrées, les actuelles sont très datées, il est donc grand temps d’en mettre en place de nouvelles.

  Joachim Kuhs (ID). – Herr Präsident! Vielen Dank für die ganzen Reden, die wir gehört haben. Sie verwundern mich doch etwas.

Und zwar: Herr Staatsminister Roth, Sie haben von einem Paradigmenwechsel gesprochen. In den Unterlagen lese ich von einem Quantensprung, den wir hier haben. Ja, das ist wirklich so. Aber das macht mir Sorge. Das macht mir deshalb Sorge, weil Sie das letzte Mal, als wir so einen Quantensprung hatten – das war vor der Krise im Jahr 2008 –, viele Regeln zur Rettung des Euro und Griechenlands getroffen haben, und am Ende standen Vertragsbrüche. Das hat das deutsche Bundesverfassungsgericht ja bestätigt.

Und jetzt, was kommt jetzt? Jetzt kommen neue Steuern. Jetzt kommt eine neue Eigenstaatlichkeit der EU. Sie verändern das Gesicht der EU. Sie wollen mehr eigene Steuern erheben, und was passiert dann? Ich möchte Sie davor warnen, das zu tun. Das wird dazu führen, dass eben die nationalen Staaten, die Mitgliedstaaten, geschwächt werden, dass deren eigene Beiträge letztendlich nicht gesenkt werden, sondern noch weiter erhöht werden.

Und jetzt passiert noch Folgendes: Solche Steuern haben die Tendenz, nie mehr aufzuhören. Ich erinnere Sie an die Sektsteuer, die vor 100 Jahren zur Stärkung der kaiserlichen Marine eingeführt wurde. Diese Steuer gibt es heute noch. Bitte verschonen Sie uns vor neuen Steuern.

  Derk Jan Eppink (ECR). – Voorzitter, de coronacrisis wordt aangegrepen om een nieuwe Europese belasting in te voeren. Daar heb ik mijn zorgen over. Het begint al met een Europese plasticafvalbelasting en daarna komen heel veel andere vormen van belastingen die in de koker zitten: een Europese digitale belasting, een Europese financiële transactiebelasting, een Europese CO2-grensheffing en ga zo maar door. Die Europese belastingen dienen eigenlijk als een groeihormoon voor de vorming van een Europese staat – waar sommige sprekers hier ook bezwaar tegen hebben – waar alle macht naartoe gaat met geld enzovoort. Er is natuurlijk wel de goedkeuring nodig van de verschillende lidstaten en ook van de mijne: de goedkeuring van de Tweede Kamer en van de Eerste Kamer. Ik ben erg benieuwd naar de positie van het CDA en de VVD, want in Nederland zeggen ze dat ze tegenstander zijn van de Europese schuldengemeenschap, maar in Brussel werken ze daar vrolijk aan mee. Dus ik vraag ze, waar staan zij eigenlijk? En als ze geen antwoord hebben, dan vallen hun maskers.

  Marc Botenga (GUE/NGL). – Monsieur le Président, la question que vous nous posez aujourd’hui est celle-ci: voulez-vous, oui ou non, un impôt européen, un nouvel impôt européen?

Personnellement, je dis qu’il n’y a pas de réponse rapide à cette question qui est beaucoup plus complexe que cela. En fait, la question est la suivante: qui va payer pour cet impôt européen? Et là, ce que je vais dire ne va pas forcément plaire à la droite mais la question, c’est qu’il est temps, aujourd’hui, de ressortir des tiroirs la taxe sur les transactions financières – une vraie taxe sur les transactions financières et non pas une version Canada Dry, une version Coca Light, non! Une vraie taxe, qui, pour une fois, fasse payer les grands spéculateurs plutôt que toujours les travailleurs, plutôt que toujours ceux qui font tourner notre société. Une taxe qui vise les marchés financiers et qui nous permette de mobiliser des fonds publics et de les mettre justement à disposition de l’emploi, de l’économie réelle et des gens.

Pour une fois, plutôt que de nous coucher face aux marchés financiers, taxons-les!

  Niclas Herbst (PPE). – Herr Präsident, Herr Kommissar, Herr Staatsminister! Sie haben zu Recht darauf hingewiesen, dass wir das Ganze natürlich im Paket betrachten müssen.

Wir haben den Mehrjährigen Finanzrahmen seitens der Kommission bereits im Mai 2018 vorgelegt bekommen. Das heißt, dass wir jetzt diesen Zeitdruck haben, ist wirklich nicht die Schuld des Parlaments, sondern das liegt daran, dass es sehr unterschiedliche Auffassungen in den Mitgliedstaaten gibt. Ich beneide Sie nicht um Ihre Aufgabe in der Ratspräsidentschaft, das unter einen Hut zu bekommen. Die Gefahr ist dann immer, dass es Formelkompromisse gibt.

Wir erleben das natürlich in der Diskussion bei der Rechtsstaatlichkeit. Wir müssen jetzt auch ganz klar sagen: New own resources darf kein Synonym dafür sein, dass wir später etwas regeln, sondern wir müssen jetzt einen rechtlich verbindlichen Zeitplan haben und wir müssen auch sehr klar sagen, worum es geht. Es geht nämlich darum, wie schon mehrfach gesagt wurde, Next Generation EU zu finanzieren. Der Witz ist ja, dass Next Generation EU zu ganz wesentlichen Teilen in die Mitgliedstaaten geht.

Es geht also nicht darum, dass wir uns hier in Brüssel sozusagen neue Kompetenzen aneignen und neue Gelder verteilen wollen, sondern es geht darum, dass wir dieses Programm, von dem die Mitgliedstaaten profitieren, finanzieren. Wenn wir grünes Licht geben, dann machen wir das nicht, weil wir uns der strategischen Bedeutung nicht bewusst sind oder weil wir naiv sind. Wir machen es auch erst recht nicht, weil wir so begeistert sind von dem, was bisher vorgelegt wurde, sondern wir machen das, weil wir die Verantwortung kennen, die wir hier haben.

Ich bitte den Rat sehr herzlich und ich fordere ihn auch dazu auf, auch der eigenen Verantwortung gerecht zu werden. Das können Sie nur, wenn Sie das Parlament ernst nehmen. Wir sind bereit für die Diskussion. Nehmen Sie uns ernst.

  Pierre Larrouturou (S&D). – Monsieur le Président, chers amis, pour la santé, pour le climat, pour l’emploi: dans tous nos pays, nous avons besoin d’argent pour gagner ces trois batailles.

Le plan d’urgence décidé par les chefs d’État en juillet est historique. Historique, mais totalement insuffisant. C’est la raison pour laquelle le Parlement exige aujourd’hui des avancées réelles sur les ressources propres. Dès 2024, la taxe sur les transactions financières (TTF) peut rapporter 50 milliards chaque année. 50 milliards chaque année, cela veut dire 15 milliards pour rembourser la dette commune liée au plan d’urgence et 35 milliards chaque année pour revenir sur les coupes budgétaires réalisées par les chefs d’État pour financer le pacte vert et l’ensemble des priorités de l’Union européenne. Si l’on pouvait dire à tous les États membres que la dette commune sera remboursée par la TTF, la ratification serait bien plus facile. Et si ces 50 milliards arrivent dès 2024, le risque de retomber en récession après le plan d’urgence serait beaucoup plus faible.

La directive sur la TTF est sur la table depuis 2011. Cette semaine, le Parlement va voter ce calendrier ambitieux et nous allons faire campagne dans tous nos pays pour pousser les chefs d’État à l’accepter. En 2014, Angela Merkel avait demandé aux Anglais de renoncer à leur veto sur la TTF. La semaine dernière, Mme Merkel a répété qu’elle voulait un accord cette année sur la TTF. C’est aussi le but du Parlement: un accord, cette année, sur la taxe sur les transactions financières.

  Caroline Nagtegaal (Renew). – Voorzitter, als politici zeggen: uitzonderlijke omstandigheden vragen om uitzonderlijke maatregelen, dan ben ik wel op mijn hoede want heel vaak wordt deze redenering als excuus gebruikt om beleid door te voeren zonder dat men daar de consequenties van overziet. Zo is het ook nu. Als het gaat om de mogelijke introductie van nieuwe Europese belastingen, zijn we het er denk ik allemaal wel over eens. Ook bedrijven moeten hun fair share aan belasting betalen, net zoals alle burgers. Maar een groot gedeelte van mijn collega’s hier in het Parlement is er toch van overtuigd dat met nieuwe belastingen, zoals een financiële transactietaks of Europese vennootschapsbelasting, de inwoners van de Europese Unie worden ontzien. En ik kan u voorspellen dat nieuwe belastingen linksom of rechtsom uiteindelijk ook bij de hard werkende mensen terechtkomen, dus laten we dat gewoon niet doen. Uitzonderlijke omstandigheden vragen juist in deze tijd om zorgvuldige, doordachte maatregelen.

  Teuvo Hakkarainen (ID). – Arvoisa puhemies, miten EU aikoo raapia rahat kasaan satojen miljardien koronalainojen takaisinmaksamiseksi? Ainoa rahanlähde, josta on jonkinlainen yhteisymmärrys, on muovivero. Osa jäsenvaltioista saa tästäkin alennuksen. Neuvoston mukaan muita uusia varoja on käytettävissä vasta vuosien päästä, 2023 alkaen. Tämä on vastuutonta ja rikkoo unionin omaa sääntöä EU-budjetin tulo- ja menopuolen tasapainosta. Jos uusia tulonlähteitä ei löydy, laina maksetaan takaisin korotetuilla EU:n jäsenmaksuilla. Kuten sosialisteilla on tapana, ongelmat siirretään tulevien hallitusten syliin. Vain tämän yhden kriisin lainaa tullaan maksamaan vuosikymmenten ajan. Uusia tulee taatusti. Koronaelpymispaketin voi vielä peruuttaa. Palataan sääntöjen noudattamisen tielle. Ei yhteistä velkaa, eikä siten myöskään EU-veroa.

  Zbigniew Kuźmiuk (ECR). – Panie Przewodniczący! Panie ministrze! Panie komisarzu! Zabierając głos w debacie poświęconej zasobom własnym Unii, chciałbym przypomnieć, że kompromis w tym zakresie osiągnięty na lipcowym posiedzeniu Rady opierał się na kilku zasadach, które tutaj w Parlamencie powinniśmy szanować.

Po pierwsze, nowe źródła dochodów budżetu Unii nie powinny bezpośrednio obciążać budżetów państw członkowskich, lecz powinny być związane z korzyściami osiąganymi ze wspólnego rynku, a więc w pierwszej kolejności powinien to być podatek cyfrowy czy podatek od transakcji finansowych.

Przyjęta przez Radę opłata od nieprzetworzonego plastiku uzyskała konsensus tylko dlatego, że została zaproponowana na względnie niskim poziomie oraz wprowadzono mechanizm ograniczający jej regresywność.

Po trzecie, Rada odrzuciła wprowadzenie zasobu własnego opartego na wpływach z ETS, bo to dochód budżetów krajowych, z którego środki przeznaczone są na działania związane z realizacją polityki klimatyczno-energetycznej Unii.

Tylko podtrzymanie tych ustaleń przez Parlament daje szansę, że zostaną one przyjęte przez parlamenty 27 krajów członkowskich. Niestety, sprawozdanie Parlamentu w wielu miejscach od nich odchodzi.

  Karlo Ressler (PPE). – Mr President, massive investments in the digital and green transformation through the historic Recovery Plan should be a crucial growth engine and hope for Next Generation Europe. In this unprecedented crisis this will not be possible without a credible repayment plan.

This is why the reform of the system of own resources is really a pre-condition for the success of the whole package, of the whole concept. A strong message of European solidarity towards those who are most hit by the crisis needs to be followed now by a message of responsibility towards all Europeans, but especially towards the youth. We need a swift reaction. A swift ratification so the entrepreneurs, workers, farmers, but also other recipients, can benefit from the assistance provided as soon as possible.

At the same time we cannot sacrifice our long-term priorities and investments. Three decades since the last introduction of a new own resource, a levy on plastics is an important first step but it is certainly not enough for the sustainability of the repayment. We need a clear and fair repayment plan, because otherwise cuts to the most important and most successful EU programmes will jeopardise the future of Europe’s new generation, and that is certainly not the case.

  Paul Tang (S&D). – Mr President, by agreeing to a EUR 750 billion package, EU leaders have crossed the Rubicon.

Yet, just as Caesar’s success was far from guaranteed, this package alone might not bring us the recovery that we wish and the sustainability that we need. We may run out of steam before we reach our destination, and without proper own resources we will run out of steam.

To avoid cutting back on future EU spending, the EU should have income to repay its debts, and this income should derive from areas where European action is of added value. To make polluters pay a fair price, to make digital companies and large corporates pay a fair share, we need European action including a Common Consolidated Corporate Tax Base, and by asking for this now, the European Parliament is paving the way for a real success.

  Billy Kelleher (Renew). – Mr President, last July, the leaders in the Council agreed a EUR 1.8 trillion package. That’s the Multiannual Financial Framework and also the recovery fund of EUR 750 billion. We accept that own resources have to fund this, but we have to be very cautious and honest in our debate here and in our discussions. The fact of the matter is that revenue and taxation is a Member State competency and that has to be debated in a very careful manner. We can’t just absolve that fact in the Treaties that underpin the European Union.

There is acknowledgment that own resources must be expanded to fund the recovery package – the border adjustment tax, digital levy, the energy trading scheme and a financial transaction tax.

These particular issues must be discussed, but at the same time we do not want to run headlong into introducing taxes that could put the European Union at a competitive disadvantage with its international competitors. Bear in mind that the OECD is in discussions about an international tax obligation of countries across the globe for a fair and equitable tax system, but don’t tie the hands of the European Union in advance of those recommendations being made by the OECD.

  Gunnar Beck (ID). – Herr Präsident, werte Kollegen! Die EU will neue Steuern: EU—Plastiksteuern, Finanzsteuern, CO2-Grenzsteuern und Digitalsteuern.

Das EU-Parlament begehrt zudem Eigenmittel aus Unternehmenssteuern. Schon heute haben EU-Staaten die höchsten Steuerquoten der OECD, indes die EU eskalierende Ausgaben vertragswidrig schuldenfinanziert.

Hauptzahler des EU-Budgets und der EU-Schulden ist Deutschland. Der deutsche Staat zahlt und macht seine Bürger arm. Und so haben die Deutschen das geringste Medianvermögen der Eurozone, die geringste Immobilieneigentumsquote und die weltweit höchsten Lohnsteuern und -abgaben. Wenn aber Ihre EU-Steuerkolonie Deutschland ausgeblutet ist: Was dann?

  Charlie Weimers (ECR). – Herr talman! Efter 20 år i borgerligheten finns det vissa grundläggande ekonomiska principer som jag inte tummar på: Begränsa skattebördan. Lev inte på lånade pengar. Skuldsätt inte kommande generationer.

Ni moderater har accepterat statsminister Löfvens sommarfiasko vid förhandlingsbordet här i Bryssel. Ni är med och skuldsätter kommande generationer, lånar till bidrag och ger EU beskattningsrätt. Ni offrar borgerliga principer på EU:s altare. Ni svek EU-nämnden. Ni svek när ni röstade emot SD-yrkandet mot EU:s regelvidriga skuldsättning av barn och barnbarn för att skyffla ut bidragsmiljarder till vanskötta ekonomier.

Tomas Tobé: Det är inte för sent för Moderaterna att ändra sig. Stöd vårt förslag här i Bryssel om att stoppa EU-belåningen. Stöd oss i riksdagen. Tillsammans kan vi bespara kommande generationer miljardskulder och EU-skatter.

  Kris Peeters (PPE). – Voorzitter, een ongeziene crisis vergt ongeziene maatregelen. Daarom onderhandelen wij over een budget met een ambitieus herstelpakket. Via lage rente en de hoge kredietwaardigheid van de Europese Commissie zullen wij goedkoop lenen om te investeren in onze Europese economie. Maar de terugbetaling van het herstelplan moet tijdig en correct verlopen. Wij vragen daarom rechtvaardige eigen inkomsten en een bindend tijdschema. Importeurs van bijvoorbeeld goedkoop staal die onze milieunormen niet respecteren, zullen via een CO2-heffing meebetalen aan het herstel. Ook digitale multinationals die hier amper belasting betalen en wel winst maken in de Europese interne markt, zullen een steentje moeten bijdragen aan ons herstel. Dit Europees herstelplan is een historische kans die we moeten grijpen. Als de Europese Unie erin slaagt de economie opnieuw te doen heropleven, kunnen wij het vertrouwen bij de burgers winnen. Maar als wij falen in de terugbetaling zal ieder land op zichzelf teruggeworpen worden, en dit moeten wij tegen elke prijs voorkomen.

  Nils Ušakovs (S&D). – Mr President, Europe has a unique experience of overcoming the deepest crises and becoming stronger afterwards. Actually the European Union itself was created as a result of the most dramatic period in human history. Right now Brexit, COVID, economic depression and instability at our borders create both incentives and opportunities to reform the Union, to make it a world power: democratic, welfare-based, and climate and carbon neutral. We need a road map now, a clear timetable and commitment from Member States to introduce an ambitious basket of own resources, taxing speculators, polluters, the super-rich and multinational corporations.

The debate about own resources is the debate about our future in the long term. If Member State governments fail, we will end up making ordinary Europeans, their children and grandchildren pay for COVID, for Brexit and for any other crisis we will face, making, at the end of the day, the European Union a second-level player, which is the opposite of what Europeans dream about and deserve. Good luck Minister, and good luck Commissioner.

  Herve Juvin (ID). – Monsieur le Président, la démocratie en Europe, en Grande-Bretagne comme en France, est liée au principe du consentement à l’impôt par des parlements et des assemblées légitimement élus et représentants du peuple souverain.

Quelles que soient les qualités du rapport qui nous est présenté – pour ma part j’approuve un certain nombre de ses propositions sur la taxe carbone, sur la taxe sur les GAFAM et aussi sur la taxe sur les opérations financières spéculatives –, nous nous opposerons à ce projet de ressources propres. Pourquoi? Parce que, si je connais des nations européennes, des peuples européens auxquels je reconnais une souveraineté sur leur territoire et dans leur nation, je ne connais pas de peuple européen, et la souveraineté européenne est un artifice politique et un vain mot de tribune.

Voilà pourquoi nous nous opposerons à ce principe de ressources propres, qui n’est pas honnête parce que les ressources envisagées ne suffiront pas à rembourser la dette, qui ne nous paraît pas démocratique parce qu’il n’est pas validé par un parlement démocratiquement élu, et qui nous semble représenter un coup de force dangereux pour la gouvernance économique de l’Union européenne et un grave précédent à l’encontre de nos nations.

  Andrey Novakov (PPE). – Mr President, we can already feel that the new European loan and new own resources are almost synonyms, right? I mean, let’s be honest, we need own resources in order to pay back the loan that we are going to take, because the situation for me looks like the crisis of 2007. You’re buying a house and then you’re facing the risk of not having an income to pay it back. We don’t want our children to pay it, nor the bank to take it away. So we need own resources to secure the future of the Union without taking hostage the budget and the payments of the Member States. That’s one thing.

By midnight tomorrow, this House I expect to unanimously adopt the position of the Parliament on REACT—EU. This is yet another example of cohesion policy securing the societies and the help of the Member States because of COVID – another example of cohesion policy saving our people. A huge part of that fund, of REACT—EU, is going to be taken from that loan. That is another reason to talk about carefully designed own resources which are going to support the budget without taking hostage the Member States’ payments to our budget. So we need another thing. We need the rule of law in that regulation, because our citizens have to be sure that there is transparency in every cent that we are going to spend. The European Union is not like a cat; we don’t have nine lives, so we have to act now.

  Johannes Hahn, Member of the Commission. – Mr President, I would like to thank the Minister and the honourable Members for all their interventions and input. As I have said in other encounters, I don’t shy away from an open debate and very much value the position of the European Parliament. As we continue the modernisation of the own resources system, I’m sure we will have many more opportunities to discuss this important issue in the future.

Without delving into technical details, let me offer some final remarks. As you know, negotiations are currently ongoing between the Parliament, the German Presidency and the Commission. In that sense, the Commission will continue to carry out its role and duty as an honest broker, and stands ready to offer all the necessary assistance.

All the institutions agree on the need for new own resources to finance the repayment of the borrowing. Therefore, I believe that it should be possible to agree on a powerful political commitment to own resources as part of the final MFF package. Let me recall that the Multiannual Financial Framework and Next Generation EU legislation is a package. Only quick approval of all – and may I stress all – legal texts would allow the launching of the EU recovery plan. Interinstitutional negotiations must progress as fast as possible and will require the willingness to make compromises on all sides.

As you recall, on 9 May we celebrated 70 years since the Schuman Declaration, a founding moment for our Union. Robert Schuman reminds us of our historical responsibility as Europeans. As he said, and I quote, ‘Europe will not be made all at once, or according to a single plan. It will be built through concrete achievements which first create a de facto solidarity’. Next Generation EU, the recovery plan for Europe, is our opportunity for a concrete achievement, creating real European solidarity, and I think it’s high time to seize this opportunity for citizens, for businesses, for Europe.

  Michael Roth, amtierender Ratspräsident. – Verehrte Abgeordnete! Haben Sie ernsthaft den Eindruck, wir nehmen Sie nicht ernst? Ich bin etwas überrascht über diese Sorge, die ein Abgeordneter hier meinte, zum Ausdruck bringen zu müssen.

Wir alle wissen, dass es ohne Ihre Unterstützung, ohne eine Mehrheit im Europäischen Parlament, weder einen Mehrjährigen Finanzrahmen noch Next Generation EU noch eine Eigenmittelreform geben wird. Und nehmen Sie uns dabei bitte beim Wort: Wir wollen Verhandlungen auf Augenhöhe.

Ich danke all den Abgeordneten, die noch einmal auf den ambitionierten Zeitplan hingewiesen haben. Wir stehen 24 Stunden täglich sieben Tage in der Woche bereit, um mit Ihnen zu vernünftigen und mutigen Ergebnissen zu kommen. Unser Zeitplan hat auch nicht allen von Ihnen geschmeckt. Wir haben gesagt: Wir wollen bis Ende September fertig werden. Das ist unser Ziel.

Weil wir selbstverständlich darum wissen, dass die nationalen Ratifizierungsverfahren nicht ganz einfach sein werden. Das sage ich als Repräsentant eines Landes – föderal strukturiert –, in dem nicht nur der Deutsche Bundestag, sondern auch das Vertretungsorgan der deutschen Staaten zuzustimmen hat. Das wird sehr ambitioniert.

Aber wir stehen im Wort, nicht nur bei Ihnen, sondern vor allem bei den Bürgerinnen und Bürgern, die doch massiv unter der Krise gelitten haben. Insofern will ich den Abgeordneten widersprechen, die den Eindruck erwecken, wir würden uns verantwortungslos gegenüber der jüngeren Generation verhalten.

Dieser Vorschlag ist generationengerecht. Das Geld, das wir mit Ihrer Unterstützung aufnehmen wollen, dient der Bekämpfung der Arbeitslosigkeit von jungen Menschen, dient dem Aufbau eines besseren Gesundheitswesens, dient der Stärkung von Solidarität in der Europäischen Union. Wir lassen niemanden zurück!

Was haben junge Menschen davon, wenn sie jetzt arbeitslos sind, aber wir möglicherweise in den nächsten 20 Jahren weniger Schulden machen? Diese Entscheidung müssen wir jetzt treffen. Wir haben bei unseren Entscheidungen die Interessen der jungen Generation ganz besonders in den Fokus unserer Entscheidungen gerückt.

Ja, Steuern zu erhöhen, Abgaben einzuführen ist vermutlich das Kontroverseste, was es in einer Demokratie gibt. Man muss dies nämlich gegenüber den Bürgerinnen und Bürgern rechtfertigen. Man braucht dafür Mehrheiten. Das ist bei Ihnen noch etwas leichter, aber im Rat brauchen wir Einmütigkeit. Wir brauchen die Zustimmung von allen Mitgliedstaaten, von allen nationalen Parlamenten, da wo eine Ratifizierung über nationale Parlamente notwendig ist.

Wir handeln auch nicht irgendwo im luftleeren Raum, sondern wir handeln auf Grundlage von Artikel 311 EU-Vertrag. Dort ist ganz genau geregelt, wie eine Eigenmittelreform auszusehen hat. Das ist mitnichten ein Putsch oder ein Anschlag auf die Demokratie, wie bestimmte Kreise, nicht nur hier im Europäischen Parlament, auch in manchen nationalen Parlamenten, immer wieder den Bürgerinnen und Bürgern einzureden versuchen, das ist Demokratie.

Ich wüsste nicht, wie wir das Band der Demokratie in der Europäischen Union noch stärker machen sollten, als dass wir den nationalen Parlamenten – und nicht alleine nur dem Europäischen Parlament oder der Kommission oder dem Rat – eine besondere Verantwortung auferlegen.

Es geht aber nicht nur um neue Abgaben und neue Einnahmen. Ja, das ist wichtig, verehrte Abgeordnete. Aber wir wollen doch auch den sozialökologischen Umbau Europas voranbringen. Wir wollen mehr tun für soziale Gerechtigkeit, denn wenn wir wirklich die Plastiksteuer einführen, dann ist das ja auch mit einer Lenkungswirkung verbunden. Wir wollen nämlich dazu beitragen, dass zukünftig noch mehr Plastik recycelt wird.

Hat natürlich auch eine Folge: Dann werden möglicherweise die Einnahmen auch wieder sinken. Das hängt aber dann davon ab, wie Sie, wie wir gemeinsam diese Abgaben, diese Steuern im Detail gestalten. Wie diese Abgaben, diese Steuern genau auszusehen haben, wie die roadmap aussieht, die die Kommission noch vorzulegen beabsichtigt, das wird auch im Mittelpunkt der Verhandlungen zwischen den drei Institutionen Parlament, Rat und Kommission stehen.

Wir drücken auf die Tube, wir nehmen unsere Verantwortung ernst. Ich freue mich über die vielen, vielen Signale der konstruktiven Unterstützung und dass man darüber am Ende auch ein wenig streitet, das sollte doch bei der Bedeutung dieser Themen selbstverständlich sein.

Vielen herzlichen Dank für diese so wichtige Debatte. Ich habe viel gelernt, und wir nehmen das in die Verhandlungen zwischen Rat, Kommission und Parlament, und ich freue mich auf einen baldigen positiven Abschluss.

  José Manuel Fernandes, Relator. – Todos os Estados são beneficiários líquidos da União Europeia, mesmo aqueles que contribuem mais e esta pedagogia, esta verdade, devia ser dita a todos os cidadãos da União Europeia e nem sempre o Conselho o faz e, normalmente, quando há aqueles Conselhos demorados, escondem aos seus cidadãos que mesmo aqueles que são os denominados “contribuintes líquidos” recebem muito mais do que aquilo que põem no orçamento da União Europeia e é ver, desde logo, os benefícios do mercado interno.

Senhor Ministro Roth, apreciei as suas palavras e a sua disponibilidade, mas, no entanto, sabemos que a presidência alemã não é o Conselho, ou nem todos no Conselho têm essa mesma vontade, mas eu estou certo de que conseguirão levar - arrastar, é a palavra - os outros Estados-Membros.

O Parlamento Europeu tem estado à espera, falou do Estado de direito. Estamos há 2 anos à espera e é um processo legislativo de codecisão, isto é um pacote, é sim senhora, mas é evidente que nós só daremos o consentimento ao quadro financeiro plurianual, e presumo que o Conselho também, se houver um Fundo de Recuperação. O Fundo de Recuperação esconde as fragilidades e a pequenez do quadro financeiro plurianual e, desse ponto de vista, nós consideramos que é um pacote.

Mas temos de avançar já com aquilo que demora mais tempo e, nomeadamente, a ratificação, por parte dos parlamentos nacionais, no que diz respeito à autorização para a Comissão Europeia poder ir aos mercados e, porque não queremos cortar no futuro nem penalizar os cidadãos, propomos um calendário vinculativo e, aí, peço também a ajuda do Conselho e a compreensão, não podem ser declarações nem proclamações, tem de ser um calendário vinculativo que esteja no acordo interinstitucional e, dessa forma, nós protegemos o futuro da União Europeia e dos cidadãos, desde já, e conseguiremos as receitas necessárias para fazer face aos desafios e para pagar os juros e as amortizações do empréstimo que vai ser feito.

  Valérie Hayer, rapporteure. – Monsieur le Président, Monsieur le Commissaire, Monsieur le Ministre, chers collègues, ce mercredi, en votant notre rapport, nous allons de fait permettre aux États membres de commencer le processus de ratification. De fait, nous allons ratifier ce plan de relance pour donner notre feu vert à cet emprunt commun historique. Après ce vote, mercredi soir, nous pourrons dire que nous avons assumé notre responsabilité, que nous avons travaillé vite et que la balle est désormais dans le camp des parlements nationaux.

Autour de ce rapport, nous avons pu, avec mon collègue José Manuel Fernandes, chrétien démocrate portugais, rassembler nos collègues: Elisabetta Gualmini, socialiste italienne, David Cormand, écologiste français, Dimitrios Papadimoulis, de la gauche radicale grecque. Et de cette gauche radicale à la droite, en passant par notre groupe politique Renew Europe, nous avons su unir autour de ce principe: la dette devra être remboursée par les nouvelles ressources propres. Évidemment – cela a été rappelé –, un calendrier juridiquement contraignant sera absolument nécessaire pour s’assurer de leur introduction.

Ceci démontre bien une chose: les ressources propres, ce n’est pas une question de gauche ou de droite. Les ressources propres, c’est une question d’aimer et de faire vivre l’Europe, c’est une question d’assumer, d’avoir le sens des responsabilités en protégeant les économies des Européens. C’est une démonstration de la capacité à prendre de la hauteur, à regarder plus loin que les seuls intérêts nationaux, dans l’intérêt des Européens, qu’ils soient Français, Néerlandais, Roumains ou encore Danois. C’est l’exigence que nous attendons des États membres pour se sortir de l’unanimité dans laquelle ils sont empêtrés –il faut le dire, ils sont empêtrés sur ce sujet.

Mais cette fois, ils n’auront pas le choix, non seulement parce que nous serons intransigeants, Monsieur le Ministre, mais parce que les États savent que toute autre solution renforcerait l’Alternativ für Deutschland, le Rassemblement national en France, le PVV de Geert Wilders aux Pays-Bas et tous les eurosceptiques, qui auraient désormais un boulevard pour déterminer, et je dis même pour sacrifier – nous le savons déjà – nos budgets, nos politiques européennes. Cela, tout pro-européen doit le combattre avec force.

Vous pouvez compter sur nous, Monsieur le Commissaire, sur notre entêtement pour avancer sur le dossier des ressources propres. Monsieur le Ministre, vous pouvez compter sur notre disponibilité pour avancer de façon constructive mais exigeante dans ces négociations. Notre rapport est un plaidoyer pour une Union qui protège l’épargne de ses concitoyens et s’affirme devant les grands de ce monde. Cela se joue maintenant.

  Tamás Deutsch (PPE), írásban. – A Fidesz-KDNP delegációja már a júliusi EP állásfoglalást követően jelezte: az európai polgárok százmillióinak érdekeivel ellentétes, ezért elfogadhatatlan az EP többségének álláspontja, amely élesen támadja, elutasítja az Európai Tanácsban született történelmi költségvetési megállapodást.

Valamennyi európai országot elérte a járvány második hulláma, így még fontosabb a hét éves keretköltségvetés és a helyreállítási alap lehető leggyorsabb elfogadása. Az EP többsége a közös európai érdekekkel ellentétesen nem támogatja a tanácsi megállapodást, sőt, felelőtlen módon megtámadta azt. Ez a támadás az új koronavírus-járvány okozta szociális és gazdasági válság közös uniós kezelésében eredményez helyrehozhatatlan késedelmet. Ennek a súlyosan felelőtlen parlamenti eljárásnak újabb állomása: az EP többsége olyan uniós bevételek bevezetését támasztotta feltételül, amelyek a tagállamok döntő többségének álláspontjával élesen szembemenve felváltanák a jelenlegi, nagyobb részt a tagállamok gazdasági fejlettségétől függő befizetéseken alapuló rendszert. A legtöbb ilyen új, ún. saját forrás javaslat a szegényebb tagállamoktól vonna el több forrást a gazdagok javára.

Az EP többsége megint az öncélú politikai nyomásgyakorlás eszközéhez nyúl, egy olyan, mindenki számára kötelező menetrendet szeretne az új bevételek bevezetésére, amely nélkül nem fogadja el az állam- és kormányfők történelmi döntését. Tényleges jogköre sincs az EP-nek: a 27 tagállam képviselői döntenek erről a kérdésről, a nemzeti parlamentek pedig jóváhagyják, ratifikálják azt.

  Leszek Miller (S&D), na piśmie. – Dyskutowany projekt decyzji Rady zakłada podniesienie zdolności budżetowych Unii i ustalenie nowego koszyka zasobów własnych. Przyjęcie tego aktu jest konieczne, ponieważ warunkuje możliwość pozyskania przez Komisję na rynkach finansowych 750 miliardów euro, które zasilą unijny fundusz odbudowy.

Parlament Europejski od wielu lat postuluje zmianę sposobu finansowania budżetu UE poprzez ograniczenie składek państw członkowskich stanowiących obecnie lwią część budżetu Unii (ok. 70%). Pozwoliłoby to zmienić dynamikę negocjacji budżetowych, w których przedstawiciele państw członkowskich przykładają mniejszą wagę do kształtu polityk wspólnotowych, a koncentrują się głównie na uzyskaniu korzystnego bilansu własnych zobowiązań na rzecz unijnego budżetu i środków, które z niego otrzymują.

Dodatkowe zasoby własne UE, w tym wpływy z nowych podatków, powinny umożliwić spłatę pożyczek zaciągniętych przez Komisję. Ich brak sprawi z kolei, że dług będzie musiał być spłacony ze składek państw członkowskich, a to wymusi cięcia w ramach polityk wspólnotowych. Dlatego podzielam prezentowane konsekwentnie stanowisko Parlamentu, który nalega na wprowadzenie nowych źródeł dochodów budżetowych.

Niestety, traktatowy tryb przyjęcia omawianej decyzji Rady przewiduje konieczność jej ratyfikacji przez wszystkie parlamenty narodowe. Stwarza to ryzyko odrzucenia decyzji przez parlamenty tzw. państw oszczędnych, które są nastawione sceptyczne do sposobu dystrybucji środków z funduszu odbudowy, ewentualnie zawetowania przez któreś z państw niechętnych ustanowieniu mechanizmu warunkowości budżetowej.

  Csaba Molnár (S&D), írásban. – Az Európai Bizottság előrejelzése szerint az Európai Unió gazdasága 2020-ban 8,3%-kal fog zsugorodni. A koronavírus okozta gazdasági, szociális és egészégügyi válságra tehát közös, uniós szintű választ kell adnunk. Ennek egyik legfontosabb eleme az EU 2021 és 2027 közötti időszakra szóló keretköltségvetési kerete és a 750 milliárd eurós kerettel bíró Next Generation EU helyreállítási eszköz.

Annak érdekében, hogy a helyreállítási alap finanszírozása ne eredményezzen növekvő tagállami befizetéseket az uniós költségvetésbe, elengedhetetlen az EU saját forrásinak reformja. Az Európai Parlament már a tárgyalásokat megelőzően több új bevételi forrás elfogadását sürgette, úgymint a közös konszolidált társaságiadó-alap, a digitális szolgáltatások megadóztatása, a pénzügyi tranzakciós adó, a kibocsátáskereskedelmi rendszerből származó jövedelem, a műanyag-hozzájárulás és az importált fogyasztási cikkek karbonintenzitását ellensúlyozó mechanizmus.

Sajnálatos módon viszont vannak olyan tagállami kormányok, mint az Orbán-kormány, ami azzal fenyegetőzik, hogy amennyiben a következő MFF kifizetéseit a már korábban megállapodott jogállamisági elvárásnál szigorúbb feltételekhez kötik, akkor a magyar parlament nem fogja jóváhagyni a saját forrásokról szóló döntést, ami az egész segélycsomagot veszélybe sodorná. Nem engedhetjük meg, hogy az uniós alapítószerződésekből fakadó kritériumok betartásának ellenőrzését szolgáló eszközzel zsaroljanak a populista erők, fenyegetve ezzel a Covid19 okozta károk megfelelő, uniós kezelését.
