  Presidente. – L'ordine del giorno reca in discussione la relazione dell'on. Jutta Paulus, a nome della commissione per l'ambiente, la sanità pubblica e la sicurezza alimentare, sulla proposta di regolamento del Parlamento europeo e del Consiglio che modifica il regolamento (UE) 2015/757 per tenere debitamente conto del sistema globale di rilevazione dei dati sul consumo di combustibile delle navi (COM(2019)0038 - C8-0043/2019 - 2019/0017(COD)) (A9-0144/2020).

  Jutta Paulus, Berichterstatterin. – Herr Präsident, liebe Kolleginnen und Kollegen, ich möchte Ihnen heute mit großer Freude meinen Bericht zu den Emissionen der Seeschifffahrt vorstellen. Die Seeschifffahrt ist bislang der einzige Sektor, in dem das Verursacherprinzip nicht gilt. Es gibt weder eine Bepreisung der Treibhausgase noch Emissionsreduktionsziele. Die Schifffahrt ist weder im Kyoto-Protokoll noch im Pariser Klimaabkommen überhaupt explizit erwähnt, obwohl damit gerechnet wird, dass die Emissionen des Sektors verglichen mit 2018 bis 2050 um fünfzig Prozent zunehmen. Und bereits heute stößt die Seeschifffahrt zu und von Häfen der Europäischen Union jährlich 138 Megatonnen CO2 aus. Das sind 3,7 % der klimawirksamen Emissionen in der EU. Das ist so viel, wie in ganz Belgien ausgestoßen wird.

Wir wissen das so genau, weil die EU 2015 die MRV-Verordnung angenommen hat; seit 2018 müssen alle Schiffe über 5000 Bruttoregistertonnen – egal wem sie gehören, unter welcher Flagge sie fahren, für wen sie fahren – bei der Nutzung von EU-Häfen ihre CO2-Emissionen melden. Diese Meldungen werden verifiziert, berichtet, die Öffentlichkeit hat transparent Zugriff darauf. Nachdem die EU diese Verordnung angenommen hatte, hat sich dann auch endlich die internationale Schifffahrtsorganisation, die IMO, bewegt und ein eigenes System aufgesetzt.

Die Kommission hat im letzten Jahr einen Vorschlag vorgelegt, um die Berichtssysteme einander anzugleichen, aber leider hat sie dabei die Gelegenheit versäumt, vom Zählen zum Reduzieren der Emissionen überzugehen. Und wir können noch so viel Statistik treiben, damit sparen wir kein einziges Gramm CO2 ein.

Dieses Haus hat im November letzten Jahres den Klimanotstand ausgerufen. Wir müssen unserer Verantwortung für den Planeten und für die folgenden Generationen gerecht werden.

Deswegen schlagen wir zwei wesentliche Ergänzungen zum Kommissionsvorschlag vor: Erstens: Die Seeschifffahrt wird zum Januar 2022 in den Emissionshandel ETS aufgenommen. Damit wird zum ersten Mal ein Anreiz geschaffen, den CO2-Ausstoß von Schiffen zu verringern. Es gibt dafür bereits eine umfassende Folgeabschätzung, und die zeigt, dass dadurch die Emissionen des Sektors um mehr als zwanzig Prozent sinken würden.

Frau Präsidentin von der Leyen und Herr Vize-Präsident Timmermans haben im Rahmen des Green Deal mehrfach zugesagt, die Schifffahrt in den ETS aufzunehmen. Wir legen jetzt hier einen Vorschlag vor, mit dem nicht nur Eigenmittel für den EU-Haushalt generiert werden – das dürfte Herrn Hahn besonders freuen –, sondern auch ein Fonds für die Forschung und Entwicklung klimafreundlicher Schiffe und zur Finanzierung von Meeresschutzgebieten geschaffen wird.

Zweitens wollen wir, dass bis 2030 Schiffe, verglichen mit den Jahren 2018/2019 – für die wir ja sehr valide Daten haben – um durchschnittlich vierzig Prozent effizienter werden. So kann dieser Sektor seinen Beitrag leisten, um zu einer Erhöhung der Klimaziele bis 2030, die wir ja gerade verhandeln im Klimagesetz, beizutragen. Wenn das Transportvolumen gleichbleibt, würden allein durch diese Maßnahme schon zehn Prozent der Lücke, die wir haben, wenn wir die Klimaziele bis 2030 erhöhen, erreicht werden.

Wir wollen außerdem noch ein paar Dinge wie zum Beispiel die Ausweitung der Erfassung der Treibhausgasemissionen auf das extrem klimaschädliche Methan, was ja mehr und mehr zum Einsatz kommt in den LNG-Schiffen und wo es bereits Studien gibt, die zeigen, dass der Ausstoß von Methan massiv angestiegen ist durch die Seeschifffahrt. Wir fordern die Kommission auf, Maßnahmen zu treffen, damit wir null Emissionen in den Häfen haben. Da geht es um den Schutz der Gesundheit unserer Bürgerinnen und Bürger, denen nicht länger zugemutet werden kann, dass sie mit Schadstoffen belastet werden.

Geschätzte Abgeordnete, täglich kommen neue Meldungen über die Auswirkungen des Klimawandels: Ostafrika versinkt in Regenfällen, die Westküste der USA brennt, die Alpengletscher schwinden. Ich finde, wir müssen unsere Verantwortung wahrnehmen und in allen Bereichen die Emissionen so schnell wie möglich reduzieren.

Ich möchte mich an der Stelle nochmal ganz herzlich bei meinen Kolleginnen und Kollegen für die gute Zusammenarbeit bei diesem Bericht bedanken.

  Johannes Hahn, Member of the Commission. – Mr President, addressing shipping emissions remains a priority for the Commission. The EU system to monitor, report and verify these emissions is an important step to integrating emissions into EU climate policy; but it is just a first step, because we aim to come up with plans to reduce overall emissions in the maritime sector. The key goal of our reporting system is to collect robust and verified CO2 emissions data, to make those data publicly available, to stimulate the uptake of energy-efficient technologies and behaviours, and to inform our policymaking.

Since the entry into force of the data collection system of the International Maritime Organization (IMO) in 2019, all large ships calling at ports in the European Economic Area have to report their full consumption and other information under two systems: the European and the international one. In accordance with the Monitoring, Reporting and Verification (MRV) Regulation, the European Commission has now proposed to align, where appropriate, the EU MRV system with the IMO data collection system. The aim is to preserve the objectives of the current MRV Regulation by keeping its governance and ambition, while including technical adjustments to align the two regimes, simplifying compliance. The Commission proposal does not affect the main thrust of the European system, which is to maintain the robustness and transparency of our rules.

The report of the Environment Committee before you has received the Commission’s full attention. As you know, some proposed amendments go significantly beyond the Commission’s proposal to align the European global data collection systems, namely the amendment to extend the European Emissions Trading System (ETS) to maritime transport and the amendment for large shipping companies to reduce their annual average CO2 emissions by at least 40% by 2030. While the European Commission fully agrees with the European Parliament that the shipping sector needs to duly contribute to the implementation of the Paris Agreement and must achieve the Union-wide climate neutrality objective, we don’t consider the review of the EU reporting rules to be the appropriate vehicle to include shipping in the ETS or to introduce operational component density requirements. There is also no impact assessment for these two elements. There is a difference of opinion on the instrument, but our political goals are shared. As you know, the Commission has already announced, as part of the European Green Deal, its intention to extend the ETS to maritime emissions, and the impact assessment is being prepared. Work on this is in full swing and the Commission will come forward with the relevant legislative proposals to reduce the climate impact of shipping activities.

Let me stress, the Commission will duly take into account the elements proposed by this Parliament when developing its initiatives under the European Green Deal. For these reasons – and as we are still awaiting the Council’s position on these elements – the Commission has to reserve its position on the amendments concerning the extension of the Emissions Trading System and the carbon density requirements for ships. Of course, the same applies to other amendments that were not in the original Commission proposal.

The Commission looks forward to continuing discussions on other important aspects of its proposal. These include possible improvements to the scope of the regulation in terms of ship size, rules when there is a change of company, the reporting of cargo carried, and the review clause within the remit of the reporting system.

Let me assure you that the Commission remains committed to reducing emissions in the maritime sector. Let me also assure you that the upcoming 2030 Climate Target Plan will show not only this commitment but also the ambition to get it done. We will work hand in hand with this Parliament on our pathway to climate neutrality in shipping and beyond.

  Pernille Weiss, for PPE-Gruppen. – Alle skal deltage i arbejdet med at gøre EU CO2-neutralt senest i 2050, også shipping, ingen tvivl om den sag! Og det, der nu lægges op til, kan faktisk give en reduktion på i hvert fald 40 % i 2030.

Måske kunne vi ovenikøbet være nået højere, men der hvor vi er nu, er vi allerede der, hvor vi har taget nogle lange stærke sømil i respekt for, at shipping er en international industri, hvor EU ikke bestemmer det hele, men har en vigtig rolle i at trække hele klodens shipping ind i den rette kurs for vores allesammens klima.

EU har således en vigtig first mover-rolle for klodens grønne omstilling. Men first moverne, ja det er også de virksomheder i EU's shippingbranche, som i flere år har gjort en stor indsats for at dekarbonisere deres aktiviteter. Det har de gjort med effektiv brug af MRV-forordningens CO2-rapporteringssystem, som nu skal revideres, så det bliver et endnu bedre værktøj.

Derfor er EPP – og jeg især – glad for, at vi i Europa-Parlamentet i denne uge forhåbentlig kommer frem til et godt forhandlingsmandat til den kommende trilogforhandling mellem os og Rådet, et mandat, som kombinerer høje ambitioner med respekt for dem, der trækker det tungeste læs. First movere i alle EU's brancher, som også står midt i den grønne omstilling, de kigger jo med fra sidelinjen og skal naturligvis se, at Europa-Parlamentet både anerkender og fortsat understøtter, at det altid kan betale sig at gøre sit bedste.

Hvad vi derimod ikke er tilfredse med – og derfor ikke støtter i EPP – det er at bruge den konkrete sag, en revidering af MRV-forordningen, til at smide hele EU's shipping ind i CO2-kvotesystemet, ETS, uden en ordentlig konsekvensanalyse og uden et selvstændigt og grundigt udarbejdet lovforslag. Det er simpelthen sjusket hastværk, som hverken er god lovgivningsskik endsige tjener det formål, at EU reelt har muligheden for at vise sig som klodens CO2-reducerende fyrtårn. Med disse bemærkninger ser jeg frem til afstemningen på onsdag og takker for et indtil nu både udfordrende – og til sidst heldigvis også konstruktivt – samarbejde. Tak!

  Jytte Guteland, on behalf of the S&D Group. – Mr President, Europe is going through this huge transition from our history as a coal and steel union to the climate neutrality union. Everyone needs to contribute in that transition and today the shipping sector is not part of it. They sail away and do their own thing. It’s not acceptable. We need to make sure that everyone is part of this transition if we are to deliver what it is our right to do, as politicians. We know that the shipping sector also has a very negative impact on the climate and it risks to have even more so in the future. It’s extremely worrying that it, in fact, has proceeded to raise its contribution to emissions between 50 or 250% to 2050, when we are supposed to be climate neutral.

We in the Group of the Progressive Alliance of Socialists and Democrats (S&D) refuse to stand passive and therefore we are very happy that in this monitoring, reporting and verification (MRV) system is a good piece of legislation for reporting emissions, but now we finally have an Emissions Trading System (ETS) proposed on the table and we believe this will be very important to take this sector under its, rightly, demand to contribute. We also demand that every ship will reduce its emissions by at least 40% by the year 2030.

It should not be free to destroy the future – not the climate, not the environment – and we know that the environment is also hit by this sector today; biodiversity, air quality, we need to do something about that. Therefore, we would like to have a fund for the sea to help the sector improve on all this and we would also like a big part of this fund to go towards helping the sector to transition.

So this is a really clever proposal that we worked on together. I would like to say to the rapporteur and to all the shadow rapporteurs that I have been very honoured to work with you. I really think we have something good on the table.

  Catherine Chabaud, au nom du groupe Renew. – Monsieur le Président, Monsieur le Commissaire, chers collègues, derrière ce sujet technique de la collecte des données relatives aux émissions de CO2 du transport maritime se cache en réalité un dossier majeur du pacte vert pour l’Europe, mais aussi du plan de relance européen. Majeur en particulier sur deux sujets.

Le premier concerne la décarbonation du secteur. Depuis plusieurs années, l’Organisation maritime internationale s’est engagée dans la transition écologique et énergétique du transport maritime, mais à un rythme insuffisant au regard des enjeux et notamment de l’augmentation attendue, comme il a été dit, des émissions de 50 à 250 % d’ici 2050.

Il est d’autant plus important d’envoyer un signal fort à la Commission et, au-delà, à l’Organisation maritime internationale. En effet, dans ce premier marché mondial que représente l’Europe, 90 % des marchandises transitent par la mer. Je peux en témoigner: quand on navigue, notamment dans la Manche, le cortège des cargos est impressionnant!

Je me félicite que le texte donne des objectifs chiffrés de réduction des émissions (40 % d’ici 2030) et j’invite la Commission à fixer une année de référence qui tienne compte des données collectées, autrement dit 2018. Je l’invite aussi à ne pas oublier le secteur maritime dans le plan de relance. Des projets paneuropéens émergent et donneront un avantage concurrentiel sur la construction des navires verts.

Le deuxième sujet majeur est l’inclusion du transport maritime dans le marché du carbone. Majeur, car le fruit de ce marché élargi viendra alimenter les ressources propres, indispensables au plan de relance européen. Majeur aussi car le Fonds Océan que nous proposons de créer permettra non seulement d’accompagner la décarbonation du secteur, mais aussi de financer la restauration des écosystèmes marins et côtiers, qui contribuent de manière massive à l’absorption du carbone.

Enfin, ce texte s’inscrit pour moi dans une vision stratégique globale selon laquelle l’Europe doit se construire avec la mer, notre bien commun et notre avenir.

  Mick Wallace, on behalf of the GUE/NGL Group. – Madam President, the Committee on the Environment, Public Health and Food Safety (ENVI) showed real ambition in voting for a radical expansion of the scope of the Commission’s proposal. We are proposing to include shipping in the EU Emissions Trading System (ETS), without further delay with this regulation. Market-based solutions for the climate crisis, such as ETS, have generally failed. However, in this instance we are proposing to frame shipping’s inclusion in the ETS with a binding regulatory target of 40% emission reductions per transport work by 2030.

The rapporteur’s report is mainly concerned with emissions efficiency. Shipping emissions are directly related to global trade and consumption. Therefore, in order to reduce absolute greenhouse gas emissions from maritime transport, in addition to emissions per transport work, the EU must promote and pursue a global de-growth strategy rather than the new growth strategy proposed in the European Green Deal.

In Amendment 71, I also propose to delete the exemption for warships. Militaries are massive polluters. The US military, for example, doesn’t just destroy the lives of more people and communities than anyone else, as Julian Assange has highlighted, they’re also one of the biggest polluters on the planet, and I see no good reason to exempt any warships.

  Eleonora Evi (NI). – Signor Presidente, onorevoli colleghi, le previsioni sul trasporto marittimo sono veramente spaventose: le emissioni globali del settore potrebbero aumentare addirittura del 250 % se non interveniamo e, cosa ancora più assurda, fino ad oggi questo settore era escluso dagli impegni europei per la riduzione dei gas a effetto serra.

È per questo che io vorrei congratularmi con la collega Paulus per l'eccellente lavoro svolto su questo regolamento che va oltre l'adattamento della legislazione europea agli obblighi previsti dall'IMO sul sistema di raccolta dei dati di consumo di carburante, ma fa sentire la voce di questo Parlamento in maniera forte e chiede di stabilire un obiettivo vincolante di riduzione del 40% delle emissioni annue di CO2 delle navi entro il 2030.

Però non si ferma qui, perché il trasporto marittimo il trasporto marittimo non fa solo male al clima ma inquina anche l'aria che respiriamo, con le sue pericolose emissioni di ossidi di zolfo, di ossidi di azoto e di particolato, mettendo a rischio la salute pubblica.

Ecco perché sono soddisfatta che contenga un ennesimo richiamo alla Commissione europea a lavorare all'estensione delle zone di controllo delle emissioni di zolfo e di ossidi di azoto in tutti i mari europei, compreso il Mediterraneo.

  Peter Liese (PPE). – Herr Präsident, liebe Kolleginnen und Kollegen! Am vergangenen Dienstag hatte ich die Freude, an einer Ministerkonferenz der Verkehrsminister zum Thema Green Shipping teilzunehmen.

Ich war in der Tat ein bisschen erschrocken. Von den meisten Ministern wurde nur erklärt, was alles nicht geht und warum der Schiffsverkehr nicht so einfach seine Emissionen reduzieren kann. Wenn wir aber ambitionierte Klimaziele erreichen wollen – und das wollen wir, auch um gefährliche Kipppunkte im Klimasystem zu vermeiden –, dann müssen alle einen Beitrag leisten. Deswegen bin ich froh, dass hier im Haus breite Übereinstimmung darin besteht, dass wir den Schiffsverkehr anpacken und dass wir ihn auch ins Emissionshandelssystem einbeziehen wollen.

Ich bedanke mich vor allen Dingen bei Pernille Weiss als Schattenberichterstatterin für die EVP-Fraktion, aber auch bei allen anderen. Wir als EVP machen aber deutlich: Wir wollen eine ordentliche Gesetzgebung. Wir werden am Mittwoch sehen, dass ein Impact Assessment nicht immer unbedingt schlecht fürs Klima ist, und deswegen wollen wir auch hier ein Impact Assessment. Die Kommission soll sorgfältige Analysen vorlegen und dann einen Vorschlag, der auch das Verursacherprinzip berücksichtigt und Vorleistungen anerkennt. Dann sind wir, glaube ich, gemeinsam auf dem richtigen Weg.

Die EVP wird dem Bericht aber in jedem Fall zustimmen. Wir bitten um Zustimmung zu unserem Änderungsantrag 63. Aber wir wollen, dass ein klares Zeichen von diesem Parlament ausgeht: Der Schiffsverkehr muss seine Verantwortung endlich tragen.

  Javi López (S&D). – Señora presidenta, hoy debatimos sobre el sistema de recopilación de datos de las emisiones de efecto invernadero que produce el transporte marítimo y sobre su adaptación —que debemos hacer— a la nueva regulación internacional de la OMI. Pero, sobre todo, el debate de hoy nos sirve para poner luz sobre un sector, el sector del transporte marítimo, que es de los muy pocos que no tiene un calendario y una legislación exigente para su descarbonización; cuando, además, representa el 2,3 % del conjunto de las emisiones globales.

Por todo ello, hoy reclamamos, entre otras cosas, que de forma urgente podamos introducir este sector dentro del régimen de comercio de derechos de emisión de la UE ya establecido y pongamos también límites claros de acceso a nuestros puertos a los buques más contaminantes. ¿Por qué? Porque, si no lo hacemos, podemos comprometer el conjunto de los objetivos climáticos y los Acuerdos de París y, al mismo tiempo, socavar los esfuerzos que ya están haciendo otros muchos sectores en Europa.

  Pierre Karleskind (Renew). – Madame la présidente, chers collègues, 350, c’est le nombre de navires, de cargos qui passent presque sous mes fenêtres en Bretagne et qui vont rejoindre le cortège qui traverse la Manche, comme le disait ma collègue Catherine Chabaud.

Quand je les vois ou les devine un peu au loin, je me demande ce qu’ils émettent. Avec ce règlement et en suivant les prescriptions de l’Organisation maritime internationale, nous allons pouvoir le savoir. Au-delà du fait de savoir, de surveiller et de suivre, nous allons pouvoir agir véritablement sur la réduction des gaz à effet de serre de ce secteur, qui se montre volontaire, avec cet objectif ambitieux de réduction de 40 % en 2030, comme proposé par notre collègue rapporteur. Au-delà de cela – et je crois que c’est le sens de certains éléments de ce rapport – nous voulons faire en sorte que cela n’atteigne pas la compétitivité de notre flotte. Que demain, parmi ces 350 navires, on trouve toujours une part non négligeable de navires européens. Voilà pourquoi il s’agit d’une bonne proposition.

It’s inspiring to see that this Parliament remains committed to tackling emissions in the maritime sector. Together with you, the Commission wants to ensure that the maritime sector duly contributes to our climate objectives. The Commission has doubts that the European reporting rules for shipping emissions are the right place for some of your proposals, but the Commission does stress again that it will work vigorously on extending the EU ETS to cover maritime, as well as on other initiatives to reduce maritime emissions. We will duly assess the impact of such initiatives. Importantly, we will continue to take due account of the proposals in this Parliament for the European reporting rules for maritime emissions and the reform of European emission trading. The upcoming climate target plan for 2030 will show this ambition, and the Commission looks forward to continuing to work with you.

  Jutta Paulus, Berichterstatterin. – Herr Präsident, liebe Kolleginnen und liebe Kollegen, Herr Kommissar! Vielen Dank für die sehr ausführliche und sehr lebhafte Debatte.

Ich möchte nur noch einmal kurz auf ein paar Dinge eingehen, weil es vielleicht nicht überall angekommen ist. So wie bisher auch schon die MRV regulation für alle Schiffe gilt, die in EU-Häfen einlaufen, egal unter welcher Flagge sie fahren, egal wem sie gehören, egal für wen sie fahren, sind natürlich auch unsere Vorschläge, diese Regulierung jetzt zu erweitern, auf den gesamten scope, auf den gesamten Umfang des MRV gemünzt. Sprich: Es gibt keine Benachteiligungen von EU-Schiffsgesellschaften oder -Reedereien oder -Charterern, sondern es trifft alle gleichermaßen. Wer nicht in die EU einlaufen will, weil er hier keine Waren mehr verkaufen möchte, dem steht natürlich frei, das zu tun. Aber ich glaube, das wird in näherer Zukunft nicht so schnell passieren.

Ich würde gern noch eine Sache klarstellen, weil das immer wieder verwechselt wird. Bei dem Effizienzziel reden wir darüber, dass bis 2030 die Emissionen der Flotte um 40 % unter dem Durchschnitt der Flotte liegen müssen – dem Durchschnitt der Flotte heute. Das heißt, die first movers, die schon was getan haben, deren Schiffe schon viel effizienter sind, die haben auch nur noch einen sehr viel kleineren Weg zu gehen. Das heißt, ihre Anstrengungen werden automatisch belohnt, weil sie natürlich ihr Investment schon hinter sich haben, während alle anderen es noch vor sich haben. Damit haben sie bereits heute einen Wettbewerbsvorteil, weil sie natürlich auch viel weniger Sprit verbrauchen.

Was die Technologieoffenheit betrifft, auch das will ich noch kurz sagen: Wer kein Investment tätigen will, der kann einfach langsamer fahren. Wenn man die Geschwindigkeit um 20 % senkt, kann man 40 % Sprit sparen. Das heißt, man kann dieses Effizienzziel auch einfach durch langsames Fahren erreichen.

Letzter Punkt: Ich war jetzt auf sehr vielen panels. Es gibt sehr viele Möglichkeiten, ob Methanol, ob Ammoniak, die warten eigentlich nur darauf, dass sie ein Signal bekommen, dass der maritime Sektor in die Pflicht genommen wird, weil sich dann solche Investments auch lohnen.

  Magdalena Adamowicz (PPE), na piśmie. – Włączenie transportu morskiego do unijnego systemu handlu uprawnieniami do emisji gazów cieplarnianych (EU ETS), redukcja emisji CO2 ze statków o 40% do 2030 roku czy w końcu maksymalne ograniczenie emisji gazów cieplarnianych podczas postoju statków w porcie – to niezwykle ambitne zadania, przed którymi stoi dzisiaj europejska żegluga morska.

To jednocześnie konieczny wkład sektora morskiego w redukcję emisji gazów cieplarnianych pochodzących z europejskiej gospodarki, której celem jest osiągnięcie przez Europę pełnej neutralności klimatycznej do 2050 roku. Należy jednak pamiętać, iż, aby te rozwiązania mogły zostać wprowadzone w życie, potrzebna jest kompleksowa ocena wpływu proponowanych regulacji na takie kwestie jak konkurencyjność europejskiego transportu morskiego czy też zatrudnienie w branży morskiej.

Równie ważna jest dostępność zaawansowanych technologii umożliwiających skuteczną redukcję emisji. Obecnie wiele mówi się choćby o paliwach alternatywnych dla statków, m.in. o wykorzystaniu wodoru do napędzania jednostek, ale nie są to jeszcze rozwiązania powszechnie stosowane. Bez odpowiedniego wsparcia inwestycji w innowacyjne technologie i infrastrukturę stopniowa dekarbonizacja transportu morskiego nie będzie możliwa.

  Benoît Lutgen (PPE), par écrit. – Chers collègues, je vous invite à soutenir ce texte jusqu'au bout car il est essentiel que tous les secteurs de l'économie – y compris le secteur maritime – contribuent et participent aujourd'hui à l'effort commun visant à achever la transition pour parvenir à l'objectif de neutralité climatique au sein de l'Union européenne en 2050.

En effet, je vous rappelle qu'actuellement, le transport maritime est le seul secteur qui n'est pas expressément visé par un objectif de réduction des émissions de CO2 ou de mesures d'atténuation spécifiques. Or, si rien ne change, il faut s'attendre à ce qu'en 2050 les émissions mondiales du secteur maritime augmentent de 50% à 250 %.

Je vous invite donc à voter: pour l'inclusion du secteur maritime dans le système d'échange de quotas d'émission de CO2 (SEQE); pour l'introduction, au niveau de l'UE, de normes de rendements énergétiques pour les navires; pour une réglementation de l'accès des navires les plus polluants aux ports de l'UE et la possibilité de contraindre les navires amarrés à utiliser l'alimentation électrique à quai. Je précise aussi qu'un Fonds pour les océans devrait être créé à partir des recettes créées. Je vous remercie
