  Der Präsident. – Als nächster Punkt der Tagesordnung folgt die gemeinsame Aussprache über die Erklärungen des Vizepräsidenten der Kommission/Hohen Vertreters der Union für Außen- und Sicherheitspolitik

– zur Lage in Belarus (2020/2779(RSP)),

– zur Lage im Libanon (2020/2775(RSP)) und

– zur Lage in Russland und dem Giftanschlag auf Alexei Nawalny (2020/2777(RSP)).

Ich weise noch einmal darauf hin, dass bei dieser Debatte keine spontanen Wortmeldungen und blauen Karten akzeptiert werden.

Ich darf noch einmal dem Hohen Vertreter und Vizepräsidenten der Kommission, Herrn Josep Borrell Fontelles, das Wort zu dieser gemeinsamen Aussprache über diese so wichtigen tagespolitischen und grundsätzlichen Fragen geben.

  Josep Borrell Fontelles, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, you have invited me to address the plenary on three very important issues. Altogether, the three of them are going to be a lot of work and we do not have enough time to deal with them as much as needed, but let’s try to summarise what has indeed been a summer of crisis.

Let us start with Belarus. You know, the situation is clear for us. We consider the elections on 9 August fraudulent. (Interruption from the floor). So we don’t recognise Lukashenko as the legitimate president of Belarus and I appreciate the support that this Parliament has demonstrated for the rights of the Belarusian people, as well as the actions taken until now by the European Union.

But the brutal crackdown continues. More than 7 500 peaceful protesters have been detained, 500 cases of torture have been recorded and documented. All Presidium members of the Coordination Council have been arrested or forced into exile, with the exception of the Nobel Prize Laureate Ms Alexievich.

We have reacted. We have reacted across four pillars of action. First, by adopting sanctions. We are in the process of adopting sanctions for a substantial number of those responsible for the violence, repression and falsification of election results. They are right now under examination by the Council working parties, with a view to adoption as soon as possible.

As soon as possible – what does this mean? They should be adopted before the European Council. We want to keep European credibility. We are trying to apply a gradual approach and if the situation further deteriorates, additional sanctions will be envisaged.

Secondly, we call on the Belarusian authorities to find a way out of the crisis by ending the violence and unlawful detentions and by establishing an inclusive national dialogue. We continue to stress that we are ready to support any credible initiative in this direction. For example, the offer of the Organization for Security and Co-operation in Europe (OSCE) Chair—in—Office to visit Minsk. It could help to resolve the crisis. But we stress the fact that, from our point of view, the re-run of the elections under OSCE supervision would be the best solution, but so far, it has been impossible for us to reach out to the Belarus authorities at any level.

The single-minded determination of Lukashenko to stay in power with the apparently increasing support of Moscow makes all this difficult. You know that there was a meeting between Lukashenko and Putin on Monday, yesterday, and it seems from this meeting that support by Russia for Belarus, for Lukashenko, continues.

Thirdly, we are committed to strengthening our engagement with the Belarusian people and civil society. President von der Leyen announced EUR 53 million allocated to Belarus, funds which have immediately been made available to the victims of violence, and we are trying to provide support to the independent media.

And finally, we are conducting a review of EU-Belarus relations. We are identifying areas where contact should be suspended or scaled back, areas where it is in our interest to engage and even intensify contacts in support of the Belarusian people and civil society, and finally areas where we can assist further if there is a move towards a new democratic Belarus. I want to stress these three areas: where we can suspend or scale back, where we can engage and where we can further assist. This is telegraphically what I can say about the Belarusian situation.

Let’s now focus, as you have requested, on the difficult situation in Lebanon. As you know, there was a devastating explosion on 4 August in Beirut that struck the country in the financial, economic and political dimension. The situation is compounded by the pandemic, and the consequences of the conflict in Syria, including the fact that Lebanon has been hosting over a million Syrian refugees for many years now. Last week, additionally, we witnessed a huge fire in the port of Beirut.

I am proud to say that our response to the explosion was swift and solid. We mobilised civil protection and immediate humanitarian and crisis response in the amount of EUR 63 million. Our civil protection mechanism mobilised 17 Member States, plus Norway and Turkey, with search and rescue teams and medical care providing substantial life-saving assistance.

Our determination is strong and clear. The European Union is a long-standing partner and a major donor of humanitarian, development and other assistance to Lebanon, and we remain committed to assisting the Lebanese people in the upcoming period.

Going forward, and as called for by President Macron during his visit of 1 September, we want to quickly see the formation of a capable, representative and accountable Lebanese government. It should deliver on a credible reform agenda, as the Lebanese people have long been claiming. Concrete steps to reform the financial system and to adopt anti-corruption measures remain vital. As important are the necessary reform of the electricity sector and public procurement.

Lebanon needs also to reach agreement with the International Monetary Fund in order to solve its deep economic crisis. It is also a precondition for a possible macro-financial assistance programme from the EU. We cannot do that without, first, an agreement with the International Monetary Fund. But we have recently finalised with the World Bank and the United Nations a joint rapid damage and needs assessment for rehabilitation and reconstruction, and work continues on its operationalisation

This should help to provide assistance in the future and we will continue to apply safeguards to ensure that funds reach the intended beneficiaries. That’s what the people of Lebanon asked, to give the help directly to the people in need. They do not seem to rely very much on or trust a lot their institutions and government.

And finally, an independent and credible investigation into the explosion should be conducted and we stand ready to help. We want to help Lebanon, but Lebanon must also do its part and proceed urgently to implement long-standing reform.

And now, let’s have a look at the situation, as you have requested, in Russia, and particularly the poisoning of the Opposition Leader Mr Alexei Navalny, which has shocked all of us. I would like to take this opportunity to transmit, once again, my best wishes to him and his family, and the fact that we condemn in the strongest possible terms this assassination attempt. Because this is the word we have to use: assassination attempt.

I personally issued two statements immediately after this event happened, on 24 August and 2 September, and the EU 27 issued a declaration on 3 September.

The German Government confirmed on 2 September that Mr Navalny was poisoned by a military chemical and yesterday we learned that French and Swedish laboratories have ratified this conclusion. There is now irrefutable evidence that a nerve agent from the Novichok group, similar to the one used in the assassination attempt on Sergei and also on Yulia Skripal in March 2018, was used to try to assassinate Mr Navalny.

The use of chemical weapons by anyone, anywhere, and at any time and under any circumstances constitutes a serious breach of international law and international human rights standards. So we will keep calling upon the Russian authorities to cooperate fully in this investigation and particularly with the Organisation for the Prohibition of Chemical Weapons.

This is all I have to inform you of and I am looking forward to hearing your contribution to these three very important issues of our foreign policy.

  Michael Gahler, im Namen der PPE-Fraktion. – Herr Präsident! Ich bewundere die Menschen, die in Belarus friedlich, aber entschlossen gegen den Wahlbetrug des alten Regimes aufstehen. Sie haben unsere Unterstützung verdient. Auch wir erkennen diese Wahl nicht an. Auch wir fordern Neuwahlen. Auch wir fordern einen Dialog des Regimes mit dem Koordinierungsrat.

Swetlana Tichanowskaja ist durch die Wähler legitimiert zu verhandeln, wie der Weg zu Neuwahlen zu gestalten ist. Auch wir fordern ein Ende der Gewalt des KGB, der Omon-Truppen und der Polizei gegen die friedlichen Bürger. Auch wir fordern die sofortige Freilassung aller Demonstranten und der politischen Gefangenen, wie Kolesnikowa, Tichanowski, Babaryko, Sewjarynez, Wlassowa, Snak, Dylewski.

Auch wir fordern, dass es keine ausländische Intervention geben soll, damit die Belarussen ihre demokratische Revolution nach ihren Wünschen gestalten. Aber auch Russland ist Ausland, Herr Putin. Die Breschnew-Doktrin ist mit der Charta von Paris und dem Ende des Warschauer Paktes auf dem Müllhaufen der Geschichte gelandet.

Ich fordere den russischen Präsidenten auf, ausnahmsweise mal den Willen eines Volkes zu akzeptieren. Eines Volkes, das bisher keinerlei antirussische Gefühle entwickelt hat. Nutzen Sie das! Unterstützen Sie den Volkswillen und gewinnen dadurch Einfluss, und nicht durch Gewalt, Besetzung, Unterdrückung, Einschüchterung und Troll-Propaganda!

Und ich fordere den Rat und die Kommission auf: Orientieren wir unsere Politik gegenüber Belarus an den Wünschen und Erwartungen der Menschen dort und nicht an den Wünschen von Herrn Putin. Wir sollten für die Zeit nach dem Sieg der demokratischen Revolution ein umfangreiches Hilfspaket für Belarus bereithalten, das die politische, wirtschaftliche und soziale Entwicklung unterstützt. Die einzige Bedingung sollte sein, dass diese Regierung aus freien, demokratischen Wahlen hervorgegangen ist. Alles andere ist Sache der Belarussen. Wir akzeptieren den Weg, wir schicken in keinem Fall Panzer oder grüne Männchen. Das können wir zusichern.

  Iratxe García Pérez, en nombre del Grupo S&D. – Señor presidente, ni los miles de detenciones practicadas desde las fraudulentas elecciones del pasado 9 de agosto contra manifestantes, líderes opositores, trabajadores, estudiantes y periodistas, ni los cientos de denuncias de torturas en los centros de detención han atemorizado a una población que considera que la dictadura de Lukashenko es el principal problema de Bielorrusia.

Señor Borrell, puede contar con el compromiso de la familia socialdemócrata para acompañar al pueblo bielorruso en su camino hacia la democracia y la libertad. Somos conscientes de que la solución no pasa solo por lo que suceda en Minsk, sino también en Moscú. Y estamos comprometidos con las aspiraciones del conjunto de la oposición política, encarnada por el Consejo de Coordinación. Una transición pacífica, la liberación de los presos políticos y la celebración de unas nuevas elecciones.

La labor de Tijanóvskaya, Tsepkalo y Kolésnikova a favor de la democratización y el respeto a los derechos humanos en Bielorrusia constituyen una fuente de inspiración para todos los demócratas del mundo. Por ello, nuestro Grupo ha propuesto que su sacrificio sea galardonado con el Premio Sájarov para la libertad de conciencia. La detención de Kolésnikova es un nuevo e intolerable paso en el túnel del tiempo en el que la dictadura mantiene a Bielorrusia desde 1994.

Ha llegado la hora de las mujeres en Bielorrusia. Lukashenko identifica al feminismo con los valores occidentales que ponen en peligro su concepto de Estado. La igualdad de género nunca ha estado en la agenda de su Gobierno y, según el último informe de ONU Mujeres, Bielorrusia encabeza la lista de países con una menor participación de las mujeres en puestos de gobierno. Con frecuencia le gusta decir que la vocación de las mujeres es adornar el mundo, y la de los hombres, proteger al mundo y a las mujeres. No, señor Lukashenko: la responsabilidad de un jefe de Gobierno es promover el progreso de todos los hombres y mujeres que nacen libres e iguales en derechos.

Y desde la Unión Europea, por nuestros principios, debemos escuchar la legítima reclamación, el valor de miles de mujeres y hombres que ponen su vida en peligro. Su lucha es su libertad y es nuestra lucha.

  Dacian Cioloş, au nom du groupe Renew. – Monsieur le Président, mercredi dernier, un mois après les soi-disant élections présidentielles en Biélorussie, Svetlana Aleksievitch a reçu des coups de fil anonymes et subi des tentatives d’intrusion dans son appartement. Des sept membres du Conseil de coordination, Aleksievitch est la seule qui n’a pas été arrêtée ou forcée à l’exil.

En réponse, les ambassadeurs de nos États membres, y compris l’ambassadeur roumain Viorel Moșanu, qui sait très bien ce que répression veut dire, se sont déplacés en urgence à son domicile afin de lui apporter soutien et protection. Un geste symbolique fort renouvelé dans les jours suivants.

Voilà l’Europe dont les citoyens de Biélorussie et de notre voisinage ont besoin. Une Europe qui protège ceux qui osent lutter pour la liberté d’expression et la démocratie. Depuis plus d’un mois, des manifestations d’une ampleur sans précédent ont lieu partout en Biélorussie. Quelle leçon de courage et de liberté donnent ces citoyens de tout âge qui se réunissent sous un leadership féminin! Ils demandent à Loukachenko de respecter le vote exprimé le 9 août, falsifié sans aucun scrupule. Face aux demandes des manifestants, Loukachenko répond comme à l’époque soviétique: 7000 personnes ont été arrêtées et plus de 450 torturées. De plus, il s’imagine des ennemis (l’OTAN, l’Europe, l’Occident) et demande l’aide de Poutine, mais aucune solution durable ne peut être trouvée à ceci car la seule voie correcte est une transition pacifique du pouvoir autocratique vers le pouvoir démocratique, résultat d’un dialogue transparent avec l’opposition. Il est urgent que la violence et la répression s’arrêtent. Il est urgent, aussi, que les prisonniers politiques soient tous libérés. L’Europe doit tout mettre en œuvre en faveur de cette solution. Des sanctions fortes et efficaces contre les responsables de la falsification des élections et de la répression contre le peuple biélorusse doivent être mises en place au plus vite. Loukachenko mérite de figurer tout en haut de cette liste. Comment, en effet, les citoyens biélorusses qui luttent pour la liberté pourraient-ils comprendre que ce ne soit pas le cas?

L’Union européenne doit également être prête à assurer la protection de tous ceux qui fuient la répression de Loukachenko, ainsi qu’à soutenir activement celle de la société civile, des activistes politiques et des journalistes qui continuent de lutter pour la liberté d’expression. Si nous voulons que l’Union européenne soit vraiment un pilier crédible du soutien au respect des libertés individuelles et de la démocratie, nos réactions doivent être, à l’avenir, plus fermes et plus efficaces.

  Thierry Mariani, au nom du groupe ID. – Monsieur le Président, je connais la Biélorussie grâce à de nombreuses missions d’observation électorale que j’ai pu mener dans le pays ces 15 dernières années. À chaque scrutin, les manifestations dénoncent les méthodes de l’État et protestent contre le traitement de l’opposition.

S’il n’est donc pas nouveau de voir la société biélorusse s’émouvoir des résultats et du déroulement des élections, ce qui constitue un véritable changement c’est l’ampleur et la détermination de ces manifestations. Faut-il écouter la colère de ces manifestants? Oui, bien sûr. Faut-il profiter de leur colère pour essayer de manipuler certains esprits? Je ne le pense pas. L’Union européenne doit éviter un nouveau Maïdan en Biélorussie. Le triste sort de l’Ukraine, depuis cet épisode influencé depuis l’étranger, prouve suffisamment que c’est par le seul dialogue que nous arriverons à rétablir la justice et le calme au sein de ce pays. Oui, il faut éviter la violence. Oui, il faut que les personnes arrêtées soient libérées. Mais aidons plutôt la Biélorussie à entamer un véritable dialogue national entre les différentes parties. C’est à mon avis le seul moyen de progresser et de ramener le calme dans ce pays.

  Viola Von Cramon-Taubadel, im Namen der Verts/ALE-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! Die Entwicklungen in Belarus in den letzten Wochen sind dramatisch. Hunderttausende friedliche Protestierende gehen täglich für Freiheit und gegen gefälschte Wahlen auf die Straße. Und es ist vor allem der friedliche Widerstand der Frauen, der uns ganz unglaublich imponiert. Ihr Mut ist einmalig.

Extrem schockierend dagegen ist die Brutalität des Regimes, mit der Lukaschenko gegen seine friedlichen Bürgerinnen und Bürger vorgeht. Polizeigewalt, martialisch mit Kalaschnikows hier auf der einen Seite, Rosen, Tanz und Musik dort. Krasser könnte der Gegensatz kaum sein. Die Bilder von der Emanzipation der Frauen und ihrem friedlichen Widerstand entlarven den Diktator. Diese Revolution ist weiblich.

Die Bürgerinnen und Bürger in Belarus wünschen sich derzeit nur zwei Dinge: freie faire Wahlen und die Freilassung aller politischen Gefangenen. Der Rat der EU tat gut daran, das Wahlergebnis nicht anzuerkennen. Jetzt wäre ein einstimmiges Votum für Neuwahlen wichtig.

Der massive Polizeieinsatz, die Folterungen in den Gefängnissen und die Wahlfälschung müssen Konsequenzen für diejenigen haben, die es anordnen und ausführen. Deshalb fordern wir eine harte Sanktionsliste für alle im Apparat des Regimes, Lukaschenko eingeschlossen, die an der Unterdrückung der Zivilgesellschaft, der Studierenden in den Universitäten und den Streikenden in den Betrieben beteiligt sind.

Auf keinen Fall dürfen die EU-Coronabeihilfen oder andere Wirtschaftshilfen der EU jetzt dazu führen, das alte Regime weiter zu stützen. Das Geld muss bei den Menschen in Belarus ankommen, nicht bei ihren Peinigern. Um die Peiniger in Belarus zur Rechenschaft zu ziehen, fordern wir eine internationale Untersuchungskommission im Rahmen des Mandats des UN-Sonderberichterstatters gegen Folter. Aber wir sollten die Sanktionsliste auch um diejenigen erweitern, die aus Russland direkt mit dem Regime Lukaschenkos kooperieren, wie zum Beispiel die russischen Journalisten, die in den staatlichen Fernsehsendern von Belarus für Lukaschenko die Propaganda übernehmen.

Nur wenn alle Beteiligten spüren, dass ihr Handeln nicht folgenlos bleibt, können wir wirkmächtig sein. Herr Borrell, übernehmen Sie mit ihren Außenministern und sehen Sie zu, dass wir den friedlichen Demonstrierenden in Belarus gerecht werden.

Uzurpator władzy prezydenckiej na Białorusi jest gotów poświęcić suwerenność swojego kraju, bezpieczeństwo – a w wielu przypadkach życie – swoich obywateli w zamian za kremlowskie gwarancje trwania swojej władzy. Żądamy natychmiastowego zaprzestania przemocy na Białorusi, uwolnienia wszystkich więźniów politycznych, rozpisania ponownych wyborów zgodnie z wolą narodu. Od Rosji wymagamy powstrzymania się od wsparcia dla uzurpatora.

  Manu Pineda, en nombre del Grupo GUE/NGL. – Señor presidente, señor Borrell, la Unión Europea está fracasando en su política de vecindad con los países orientales. Lo hemos visto en Ucrania, lo hemos visto en Georgia y ahora lo estamos viendo en Bielorrusia.

Este fracaso es fruto de que, en lugar de tener una política exterior propia, hacemos todo lo que sea para contentar a los Estados Unidos en su confrontación con Rusia. Por eso permitimos en el último año que en torno a 20 000 soldados americanos se hayan trasladado en territorio europeo a la frontera de un país vecino de la Unión Europea.

En lugar de actuar como un actor que promueve el diálogo, la paz, la negociación y la vía política, la Unión Europea está contribuyendo a un conflicto que es un problema para Europa. Los Estados Unidos están utilizando de nuevo a Europa como tablero de juego para librar otra guerra.

Señor Borrell, la Unión Europea no debe tomar medidas que favorezcan un conflicto bélico en territorio europeo, sino generar las condiciones necesarias para evitarlo.

  Márton Gyöngyösi (NI). – Mr President, I would say to Mr Borrell that I tend to agree with those colleagues who suggest the best the EU can offer to Belarus is the prospect of European values. While Putin offers military support to shore up Lukashenko’s regime, Europe must offer an alternative prospect of a free society, rule of law, democracy and freedom. But how credible is the European Union in doing so if it cannot speak with a single voice on this subject, and if it tolerates Lukashenko—style authoritarianism amongst its ranks, like the Prime Minister of Hungary, Viktor Orbán, who was the last official visitor to Belarus as a symbolic move, and who used this occasion to praise Lukashenko’s regime and to bash the European Union? Ever since, he has been busy constructing a regime which looks very much like that of Lukashenko’s: suppressing press freedom, rigging elections, stifling the opposition and building a corrupt system. All these are attributes of Viktor Orbán’s Hungary today.

  Andrius Kubilius (PPE). – Mr President, I would like to say to Mr Vice-President of the Commission that we stand together with the Belarusian people. The Belarusian people in their majority are saying to Lukashenko, ‘Get out!’

Putin is standing together with Lukashenko and that is why Lukashenko continues with the violence. From our side, it is not enough only to speak words of solidarity and concern. The EU needs to act and the European Parliament needs to take leadership.

What do we need to do? First, to recognise Sviatlana Tsikhanouskaya and the Coordination Council as the legitimate representatives of the people of Belarus and invite them to the European Parliament. Second, to denounce Lukashenko as a criminal usurper if he does not resign when his term in office is over. Third, to start an international investigation into OMON war crimes and to demand that all those who participating in OMON pogroms be included in the EU sanctions list. Fourth, to start to prepare a new Marshall Plan for assistance to democratic Belarus. And fifth, to award the Sakharov Prize to the brave women and men of Belarus. Let’s do it!

  Kati Piri (S&D). – Mr President, for a long time, Belarus was seen as a black hole on the European map, not only because of its dictatorship but also because of the weak and unambitious EU policy towards that country. Nowadays, Belarus is where we see pride and hope on our continent. The Belarusian people deserve no less than swift, determined and principled action by the European Union. August ninth wasn’t fraud; it was theft. Ever since, we see peaceful protesters being arrested, beaten up, tortured, ‘disappeared’ and even killed. We need broad, targeted sanctions now, including against Lukashenko himself.

Finally, I would I like to make a call to all my colleagues here in the European Parliament. We have all seen that freedom’s face in Belarus is female. So let us unite behind giving this year’s Sakharov Prize to the brave women of Belarus.

  Petras Auštrevičius (Renew). – Mr President, the day of 9 August marked the change in the Belarusian people’s perception towards their, and their country’s, future. People no longer tolerate Lukashenko’s dictatorship, fraudulent elections, brutal oppression and economic uncertainty.

For the fifth week in a row, tens of thousands of Belarusians in the streets are demanding a halt to violence against peaceful protestors, the organisation of new free and fair elections, and the release of all detained protesters and political prisoners. They are demanding a power transition, as they voted for Sviatlana Tsikhanouskaya as their President.

The European Union policy line since 2016, based on realpolitik and ignorant to the signals sent by Belarusian civil society, has failed. The EU needs a new approach towards Belarus which includes termination of any cooperation with the Belarusian regime, in particular freezing official membership of the Eastern Partnership initiative, and, instead, supporting the democratic opposition and civil society.

The situation in Belarus has become a matter of geopolitics. We witness hybrid intervention from the Russian side, as it seeks to preserve its influence and pursues the continuous ambition of incorporating Belarus into the Russian Federation. We have to stop Russia’s poisoning politics, focused on violating the territorial integrity of its neighbours.

Finally, we need solidarity, support and sanctions. I look forward to that policy line of the European Union.

  Maximilian Krah (ID). – Herr Präsident, meine Damen und Herren! Lange bevor ich in dieses Parlament gewählt wurde, war ich eines der Gründungsmitglieder der Freundschaftsgesellschaft Deutschland-Belarus.

Ich kann Ihnen versichern: Es ist ein großartiges Volk, voller intelligenter und angenehmer Menschen, die im Übrigen auch sehr konservativ sind – wahrscheinlich das konservativste Volk, das wir in Europa haben. Es gibt also wenig Grund zu glauben, dass da eine feministische Revolution vor der Tür steht. Dieses Volk hat aber den Diktator Lukaschenko und seine Kolchosmethoden satt. Die Wahl ist eindeutig gefälscht, und es bedarf eindeutigen Drucks, dass wir mit ihm Schluss machen wollen.

Wir sollten aber immer auch aus den Fehlern der Ukraine lernen. Es gibt eben keinen Grund, das Einsetzen für Volkssouveränität in Belarus mit antirussischer Rhetorik – wie wir sie heute hier wieder gehört haben – zu verknüpfen. Russland muss man ins Boot holen und Ängste vor einem neuen Maidan abbauen, wenn man realistisch den Belarussen helfen will, wieder Herr im eigenen Land zu werden. Wer antirussische Töne schwingt, der bringt Russland an die Seite Lukaschenkos und erzeugt den Konflikt, den hier niemand haben will.

  Reinhard Bütikofer (Verts/ALE). – Herr Präsident, Herr Borrell, werte Kolleginnen und Kollegen! Die Europäische Union hat von Anfang an in diesem Konflikt die Aspirationen der Menschen in Belarus für Demokratie und Freiheit unterstützt, aber keine eigenen geopolitischen Ziele verfolgt.

Ich glaube, das war richtig. Das heißt aber nicht, dass andere das nicht tun. Wer das Video gesehen hat, bei dem der ehemalige Diktator, diese lächerliche Figur Lukaschenko, Putin anflehte, ihm doch zu Hilfe zu kommen, der hat erkennen können, wie dort gerade die Gewichte verschoben werden. Russland hat längst angefangen, die Gewichte zu verschieben.

Es gibt für Belarus zwei mögliche Zukünfte: eine weißrussische und eine russische. Wir haben kein Interesse daran, dass das zweite der Fall ist. Deswegen bin ich zwar einverstanden damit, dass man sagt: Wir wollen nicht antirussisch sein. Aber gegen Putin zu sein, ist nicht antirussisch, das würde ich gerne festhalten.

Wir müssen aber meines Erachtens darauf Wert legen, dass Lukaschenko in Zukunft nur noch eine Funktion haben kann: Weißrussland Putin zu überliefern. Deswegen müssen wir klar sagen: Eine Zukunft, einen Ausweg für Weißrussland, kann es nur ohne Lukaschenko geben.

  Witold Jan Waszczykowski (ECR). – Panie Przewodniczący! Uważam, że Białoruś musi być tematem najbliższej Rady i to nawet tematem ważniejszym niż kwestie tureckie. Z Białorusi, z Mińska do Brukseli jest bliżej niż z Turcji, a jeszcze bliżej niż z Mali. Białoruś to sąsiad Unii, to państwo europejskie, to członek Partnerstwa Wschodniego. Białoruś jest też od wielu tygodni celem hybrydowej interwencji rosyjskiej. Jest miejscem demonstracji trwających od ponad trzydziestu dni w Mińsku i w wielu innych miastach.

Polska jako jedno z nielicznych państw Unii Europejskiej od początku kryzysu zaoferowała plan wsparcia – plan Morawieckiego. Do tego planu została również przekonana Grupa Wyszehradzka. Swoisty „europejski plan Marshalla” zostanie zaproponowany na tej najbliższej Radzie przez polskiego premiera Mateusza Morawieckiego.

Czy w związku z tym doczekamy się skutecznej interwencji Unii Europejskiej w kontekście tego, że Putin już zaoferował półtora miliarda dolarów, a my tylko kilka milionów euro? Czy obronimy to społeczeństwo ...(Przewodniczący odebrał mówcy głos)

  Helmut Scholz (GUE/NGL). – Herr Präsident, Herr Borrell! Ich stimme mit allen überein. Lukaschenko muss endlich eingestehen, dass sein Volk ihn absetzen will, anstatt auf Repressionen, Einschüchterungen, Entführung und Folter zu setzen, um an der Macht zu bleiben. Eine Macht, die er – immer – eingesetzt hat für seine persönlichen Interessen, mal mit Putin, mal mit der EU. Das sollten wir nicht vergessen.

Wir fordern die sofortige Freilassung aller politischen Gefangenen, den unverzüglichen Stopp aller Repressionen, polizeiliche Maßnahmen und juristische Schritte gegen die Banden in Minsk und anderen Großstädten, die willkürlich brutale Attacken auf Bürger verüben.

Gebraucht wird dringend, ja, da stimme ich mit allen Rednerinnen und Rednern hier im Plenarsaal überein, die Eröffnung eines transparenten und gesellschaftlich breiten Dialogs zur Überwindung der politischen Konfrontation. Und dieser Dialog wird sicherlich in freie und faire Neuwahlen münden müssen.

Damit dies aber möglich wird, ist sicherlich auch internationale Moderation notwendig, zugleich strikte Zurückhaltung und Unterlassen jeglicher ausländischen Einmischung in die innergesellschaftliche Neubestimmung des Landes. Das muss für die mit Belarus vertraglich verbundene Russische Föderation ebenso gelten wie für die EU und andere, also im Rahmen der OSZE.

  Clara Ponsatí Obiols (NI). – Mr President, I grew up singing L’Estaca, the iconic Catalan song of protest that later on became the anthem of revolution in Eastern Europe. Nowadays we hear L’Estaca in the streets of Belarus. People in the streets that want their vote respected, police brutality, hundreds arrested, political opponents sent to jail or exiled – yes, this is happening in Belarus today and, yes, our hearts beat with the people of Belarus in their struggle for civil rights and democracy.

But wait: people in the streets wanting to vote, police violence, political prisoners – have you not seen this elsewhere in Europe? Yes, we have seen this in Catalonia inside the EU. L’Estaca has also returned to the streets of Barcelona and its composer, Lluís Llach, is now one of the leaders in the Catalan Republican Council. This Parliament must stop its hypocrisy if it wants to be credible in upholding civil rights everywhere. First, especially, look after civil rights in the EU.

  David McAllister (PPE). – Mr President, as the European Parliament we need to make clear firstly that we strongly support the protesting Belarusians and their demands for freedom, dignity, democracy and the right to choose their own destiny. Secondly, that we don’t recognise the results of the presidential elections held in Belarus on 9 August as they were conducted in flagrant violation of all internationally recognised standards, and thirdly that we condemn the ongoing intimidation and disproportionate use of force towards peaceful protesters, participants of strikes and members of the Coordination Council.

High Representative, the restrictive measures targeted against those responsible for the repression in Belarus should be immediately implemented, they are certainly overdue.

  Tonino Picula (S&D). – Mr President, the arrest of presidential candidates and peaceful protesters, a violent crackdown on the opposition and civil society – this is a picture of Belarus today that we condemn in the strongest possible terms. Of course we do not recognise the results of the elections, which were neither fair nor free. They did not allow for election observers nor did they respect international standards. New presidential elections must be held. We must insist on targeted sanctions against the perpetrators of acts of violence and repression, including Lukashenko and reassess our relations with Belarus. It must be very clear that we expect Russia to abstain from igniting further violence or repression, also given its latest financial assistance to the regime.

Belarusian citizens, as much as all others, deserve to live in a country where their fundamental freedoms and human rights are respected, where those in government serve the people and where people’s health and safety, and economic and social prosperity are the guideline for all state activity.

  Karin Karlsbro (Renew). – Mr President, for weeks the people of Belarus have entered the streets with great courage against Lukashenko’s dictatorship and election fraud. But where is the courage of the European Union? Where are the tougher sanctions? it is time to act now. As stated by my colleague Katalin Cseh, slow sanctions are no sanctions. Those responsible for violence and oppression, as well as Lukashenko himself, must be punished, not encouraged. Also, private actors need to be held accountable. European telecom companies taking orders from the regime and cutting mobile internet is of course unacceptable. it is time for the people to decide about their own future. it is time to support Belarus on its own way towards democracy. it is not a question for Putin or anyone else. it is time for us to stand up with the people who want their votes to count.

  Ville Niinistö (Verts/ALE). – Arvoisa puhemies, Valko-Venäjän kansa ansaitsee oikeuden valita itse johtajansa. Kaiken, mitä Euroopan unioni tekee, pitää nyt puolustaa sitä, että järjestetään uudet, demokraattiset ja vapaat vaalit Valko-Venäjällä. Tässä tilanteessa diktaattori, joka on menettänyt kaiken tukensa ja jota kansa ei enää pelkää, takertuu kaikkiin mahdollisuuksiin pitää valtansa.

On yksi asia, johon Lukašenka on toistuvasti takertunut: se on jääkiekko. Lukašenka on toistuvasti käyttänyt jääkiekon arvokisoja ja suhteitaan entisiin NHL-tähtiin tapana pönkittää valtaansa ja osoittaa sillä, että ulkomaailma arvostaa häntä. Hän itse luistelee siellä kentällä näiden vieraiden kanssa. Tässä tilanteessa Euroopan unioni ei voi mitenkään hyväksyä sitä, että ensi keväänä meidän maidemme joukkueet menisivät Valko-Venäjälle tukemaan Lukašenkan diktatuuria jääkiekon MM-kisoihin. Näin ollen meidän on tehtävä kaikkemme, että Kansainvälinen jääkiekkoliitto vetää Valko-Venäjältä oikeuden isännöidä näitä kisoja, ja tässä tuettava Latviaa, EU-maata, jonka hallitus on vedonnut samaan. Tätä vihreät edellyttävät parlamentilta ja koko unionilta.

  Kosma Złotowski (ECR). – Szanowny Panie Przewodniczący! Widzę tutaj dzisiaj zgodę, zgodę co do tego, że wspierać musimy społeczeństwo obywatelskie na Białorusi. I bardzo się z tego cieszę. Myślę, że to jest dobra ostroga dla Komisji Europejskiej do działania.

Szanowni Państwo! Do tych wszystkich argumentów o wolnych wyborach, o społeczeństwie demokratycznym chciałbym dodać jeszcze jeden: otóż dzisiaj w okolicach Smoleńska stacjonują rosyjskie jednostki pancerne. Istnieje niebezpieczeństwo, że te jednostki mogą być przesunięte do Grodna, 600 kilometrów na zachód, bliżej Unii Europejskiej. Do tego też nie możemy dopuścić, a wspieranie społeczeństwa obywatelskiego na Białorusi jest jedną z zapór przeciwko tym planom, które może mieć Władimir Putin, o którym za chwilę będziemy tutaj debatować w kontekście pana Nawalnego.

  Andrzej Halicki (PPE). – Panie Przewodniczący! Tak jak powiedział mój przedmówca, dzisiaj wszyscy jesteśmy solidarni z Białorusinami, i to ponad podziałami frakcyjnymi. Parlament Europejski ma ogromną rolę do odegrania w tym dramatycznym kryzysie i myślę, że bezzwłocznie musi nawiązać relacje z Komisją Koordynacyjną reprezentującą białoruskie społeczeństwo oraz z jej reprezentantką Swiatłaną Cichanouską.

Białoruskie społeczeństwo oczekuje też sprawiedliwości. Nie uzyska jej u siebie, kiedy stosowane są tortury, bicie na porządku dziennym i aresztowania. Ale my mamy pewne narzędzia – mam listę 650 funkcjonariuszy OMON-u i policji, którzy pod koniec sierpnia zostali nagrodzeni dużymi nagrodami pieniężnymi. To właśnie oni powinni trafić na listę personalnych sankcji, to oni nie powinni być wpuszczani do Unii Europejskiej, a ich nazwiska powinny być publicznie znane. Nie mogą być anonimowi i takich narzędzi powinniśmy używać w ramach grupy wsparcia dla społeczeństwa białoruskiego.

  Norbert Neuser (S&D). – Herr Präsident, liebe Kolleginnen und Kollegen! Lukaschenko und Putin sind zwei Staatsführer, die gerissen sind, die hintertrieben sind, die geschickt verstehen, alle Instrumente des Machterhalts zu spielen.

Jetzt kommen sie mit neuen Vorschlägen, eventuell eine Verfassungsänderung, eventuell doch in einen Dialog einzutreten, und wir dürfen uns als Europäer nicht davon täuschen lassen. Wir müssen klug mit allen Instrumenten, die unsere Diplomatie hat, darauf reagieren. Klug heißt: Wir brauchen breite internationale Unterstützung gegen das System Lukaschenko. Wir brauchen die Einbindung der OSZE, und wir brauchen als Verhandlungspartner die tapferen und mutigen Frauen, die jetzt in Weißrussland auf der Straße sind. Das sind unsere Möglichkeiten. Deswegen müssen wir auch klar sein bei den Sanktionen gegenüber Lukaschenko und den Machteliten in Belarus.

  Urmas Paet (Renew). – Mr President, it is clear that change in Belarus can come from within. It is in the hands of the Belarusian people to not give up and keep on demanding change.

However, the EU can still do many things in this situation. Most importantly, it must not be blinded by the role of Russia in this conflict. Lukashenko would not be in power if Russia did not support him. Also, the EU must take a strong stance on Lukashenko and not let itself be manipulated as it has been in past decades. Indeed, when discussing possible sanctions on the individuals responsible for the violence and election manipulations, Lukashenko must be on the list. Lukashenko’s regime, with him in charge, is responsible for the violence and election fraud and should therefore be on the sanctions list.

The ultimate goal in Belarus should be new, fair elections. It is also imperative that all those detained and tortured during protests be released and those responsible brought to justice.

Pokojowe protesty obywateli Białorusi przeciwko nieuczciwym wyborom, a równocześnie agresywne próby stłumienia tych protestów przez władze stają się coraz poważniejszym problemem dla całej Europy. Społeczeństwo białoruskie jest zdeterminowane w walce o wolną i demokratyczną Białoruś, władza białoruska nie ustaje w brutalnych próbach stłumienia wolnościowego zrywu. Niejasne stanowisko Rosji, która zdaje się wspierać Łukaszenkę w jego działaniach, może zagrozić pokojowi i stabilizacji politycznej we wschodniej części kontynentu.

Wcześniej Unia Europejska była bezradna wobec rosyjskiej agresji na Krymie i na wschodzie Ukrainy. Nie wyciągnęliśmy wniosków z tych dramatycznych wydarzeń. Nie możemy powtórzyć tych samych błędów, nie możemy pozostawić braci naszych na Białorusi samym sobie. W interesie Europy, a także Polski jest suwerenność państwa białoruskiego.

Musimy domagać się powtórzenia sfałszowanych wyborów, zwolnienia więźniów politycznych, ukarania oprawców i zaprzestania terroru, który obecnie rozgrywa się na naszych oczach. Do uzyskania tych celów konieczna jest solidarna i zdecydowana postawa wszystkich państw Wspólnoty. Nie możemy pozostać bierni: działajmy i bądźmy solidarni w działaniu. Solidarni z Białorusią.

  Paulo Rangel (PPE). – Senhor Presidente, antes do mais sempre que há uma fraude eleitoral a União Europeia, como garante do rule of law e da democracia, tem de estar ao lado de todos os povos. E aqui houve uma enorme fraude eleitoral, mas esta fraude eleitoral não é nenhuma surpresa: o regime bielorrusso é um dos regimes ditatoriais mais terríveis que temos na atualidade. Conheço-o pessoalmente, estive lá com o PPE mais do que uma vez, fui sempre perseguido pelo KGB, vi o que os oposicionistas sofriam com prisões intermitentes e sistemáticas, com chantagem e ameaças sobre familiares.

Sei o que passa o povo bielorrusso, e por isso digo: nós não podemos ceder. Temos de aplicar sanções já, e temos também de pressionar a Rússia para, juntamente com a União Europeia, ser o garante de que o povo bielorrusso pode ter o seu destino nas suas próprias mãos.

  Isabel Santos (S&D). – É verdadeiramente impressionante a presença do povo bielorrusso nas ruas desde as eleições de agosto a pedir respeito pelos direitos humanos e democracia. Direitos humanos e democracia, é esta agenda que tem levado milhares de manifestantes a perder o medo e afrontar o regime que tem um historial negro de desrespeito da liberdade.

Muitos têm sido vítimas de violência, repressão, detenções arbitrárias, tortura e exílio. A União Europeia não pode voltar as costas ao apelo dos sindicalistas, estudantes, jornalistas, homens e mulheres que arriscam a vida. A Europa não pode deixar de apoiar o povo bielorrusso.

Ouvi atentamente o Senhor Comissário falar sobre o apoio disponibilizado e saúdo-o, mas é necessário avançar para a aplicação de sanções ao regime de Lukashenko e exigir eleições supervisionadas pela OSCE e organizadas de acordo com as recomendações da OSCE-ODIHR em atos eleitorais anteriores.

  Charles Goerens (Renew). – Monsieur le Président, je n’ai pas l’intention de parler du côté ordurier de celui qu’on qualifie de dernier dictateur européen. Il y a quelques années, c’était peut-être vrai, aujourd’hui, c’est moins sûr.

Cela étant, je me déclare d’accord avec une approche prudente et déterminée de l’Union européenne. En effet, il serait contre-productif de s’ingérer directement dans cette affaire, ni par une musculation de la part de l’OTAN, ni par une action réfléchie de l’Union européenne. Par contre, là où nous devons faire preuve de détermination, c’est dans notre volonté de faire respecter les textes et conventions ou accords auxquels ont souscrit tous les États européens et notamment la Biélorussie.

Rappelons aussi que nous sommes seuls, terriblement seuls dans la présente situation. Notre principal allié pratique la langue de bois et ne fait rien. Nous ne pouvons, certes, pas tout faire, mais entre tout et rien, entre toujours et jamais, il existe une petite marge, celle d’une volonté inébranlable de rappeler les dispositions des institutions multilatérales, dont l’OSCE, et de réfléchir à la meilleure façon de les faire aboutir. Ce n’est pas spectaculaire, ni garant d’une issue rapide et favorable. Ce n’est pas de l’ingérence, mais le renouvellement de notre foi dans un ordre international basé sur le droit et non pas sur la violence.

  Vladimír Bilčík (PPE). – Mr President, let me express my deepest condolences to those who have lost their loved ones in the aftermath of the brutal suppression of peaceful demonstrations. It is crucial that people in Belarus know the full facts about the events in the run—up to, and since, the presidential elections. We need a thorough investigation of the deaths, ongoing disappearances, abductions, violence and electoral fraud. People in Belarus deserve justice. Lukashenko must leave office and new elections must take place.

Belarus and its repressive regime exists in a geopolitical space with its big neighbour that does not provide support to basic fundamental freedoms. It is important that we in the EU provide targeted support to free media and independent civil society in Belarus. It’s also important that Europe stand united in its answer to Lukashenko’s regime. The declaration made by the High Representative, on behalf of the EU, on the presidential elections has been supported by candidate and potential candidate countries in the Western Balkans.

Long live Belarus.

  Nils Ušakovs (S&D). – Mr President, what we are seeing right now is Member State governments trying to discuss a pretty short sanctions list. We are seeing an attempt to find a balance between trade, geopolitics and video footage from Minsk, where we see innocent women being beaten and humiliated by armed men, who are masked without any identification. And while we witness these political calculations, I still believe that we’ve got measures we can introduce almost instantly to help provide support to the Belarusian people. First of all, scholarships for young Belarusians. Lithuania and Poland are doing a lot, but we can still do much more. The visa regime can be made much more liberal for ordinary Belarusians wanting to travel to the European Union. Employment opportunities, especially for highly educated Belarusians. The European Union has capacities and we can do it fast. We must act.

Vous pouvez bien sûr arracher un accord d’union à un Loukachenko aux abois et intégrer ainsi la Biélorussie à la Russie, mais vous ne feriez alors que perdre ce pays comme vous avez perdu l’Ukraine en annexant la Crimée. Ne faites pas cela, Monsieur le président. Ne le faites pas, parce que les Biélorusses ne veulent pas rompre avec votre pays, parce que l’OTAN n’ambitionne pas de s’élargir grâce à cette crise, parce que tous les pays de l’Union européenne souhaitent un compromis à Minsk et parce que vous vous grandiriez et grandiriez la Russie en devenant faiseur de paix en Biélorussie. Par ce geste, Monsieur Poutine, vous jetteriez les bases d’une coopération entre l’Union européenne et la Fédération de Russie et changeriez le cours d’une trop longue histoire de défiance et de conflits. Il est encore temps, Monsieur Poutine, mais ce bon choix, faites-le et vite.

  Rasa Juknevičienė (PPE). – Mr President, why Belarus matters to all of the EU, not only to its neighbours is because people in Belarus are fighting for a better Europe as a whole – for a Europe without dictators. The people of Belarus will not give up and they are heroes of Europe because they fight for a European way of life. The people of Belarus can change the European continent because they can change not only Belarus but Russia as well, giving example for Russians. That’s why Putin is afraid of a Belarussian revolution and supports the bloody dictator, Lukashenko.

I call on the EU Member States to fundamentally change their policy from Russia first to Ukraine, Georgia, Moldova, Belarus first. This is the only way to help Russia change and cease being a state that uses chemical weapons against the Kremlin’s critics.

  Isabel Wiseler-Lima (PPE). – Monsieur le Président, à Minsk et ailleurs en Biélorussie, des manifestants pacifiques, par dizaines de milliers, crient haut et fort leur refus d’Alexandre Loukachenko. Ils bravent intimidations, brutalités, emprisonnements et même la torture. J’ai pour eux une profonde admiration.

L’Union européenne a raison de demander de nouvelles élections, par-delà le refus de ne pas reconnaître les résultats proclamés. Le parallèle parfois relevé avec le Venezuela est tout à fait justifié. Ici aussi, un président refuse une alternance démocratique et s’agrippe au pouvoir en écrasant un peuple dans la durée. Pour ces dictateurs, la crainte de voir se ternir une réputation internationale ou même nationale ne prend plus. L’absence de réputation, liée à la soif absolue de pouvoir, dicte leurs décisions à l’encontre de tout bon sens. Ceci est un état dangereux tout comme l’est le prolongement de la situation actuelle en Biélorussie.

Svetlana Tsikanovskaya, le conseil de coordination biélorusse et la société civile ont besoin de notre soutien. Leur révolution est une révolution démocratique, non géopolitique. Que la Russie en convienne. Notre soutien est un soutien à un peuple avide de démocratie.

  Leopoldo López Gil (PPE). – Señor presidente, señor alto representante, si algún aporte al desarrollo de la humanidad para mejorar el bienestar de los ciudadanos ha hecho Europa, es la idea y el perfeccionamiento de la democracia como forma de gobierno. Por su principio fundamental —el voto—, los bielorrusos llevan manifestándose pacíficamente cinco semanas consecutivas ante el fraude cometido por el dictador Lukashenko.

El domingo pasado fueron reportados 250 arrestos, con mucha violencia contra los participantes de estas marchas. Hoy, seguramente, con los informes que tenemos, también habrá torturados. La Unión Europea no puede caer en la trampa de legitimar fraudes electorales. Con duras sanciones debe obligar al diálogo con los legítimos representantes de la oposición para celebrar elecciones verificables y al respeto de la voluntad soberana.

Como padre de un dirigente inhabilitado, preso, perseguido por sátrapas hermanados por el uso en su comportamiento de torturas y abusos contra sus opositores, quiero exaltar la importancia de las sanciones a los violadores de los derechos humanos y usurpadores del poder legítimo. Pido una Resolución inequívoca, fuerte, de condena al régimen de Lukashenko.

No está de menos si tenemos que recordar todos los tristes acontecimientos que ocurrieron el 4 de agosto y que se han vuelto a repetir, por cierto, con un nuevo incendio en el puerto del Líbano.

En la bomba del 4 de agosto perdió la vida el secretario general del Kataeb —un partido miembro del Partido Popular Europeo asociado del Líbano—, Nazar Najarian. Un hombre que luchó por la democracia y las libertades en el Líbano toda su vida.

No es novedad, puesto que el Partido Popular Europeo es el único partido europeo que ha apostado firmemente siempre por tener una presencia, no solo vocal como ahora todos estamos haciendo por la causa del Líbano, sino también pragmática, con la inclusión de estos partidos como asociados nuestros.

Estos partidos nuestros siempre han denunciado sistemáticamente la corrupción del sistema. Por eso, muchos de ellos no han querido participar, porque siempre han denunciado que detrás de la corrupción en el caso del Líbano está indudablemente la mano, la injerencia extranjera de Siria e Irán a través de Hezbolá.

No dudo de los esfuerzos que se están haciendo por parte de países europeos —y no hace falta ser Emmanuel Macron— para solidarizarse evidentemente con el Líbano, que es un país tan cercano, tan querido por nosotros, los europeos, que estamos todos de acuerdo —y estoy convencido de que las fuerzas políticas también— en apoyar los esfuerzos de la Comisión y el Consejo también en cuanto al dinero que se está dando en estos momentos a la causa y a ayudar al pueblo libanés.

Pero quería preguntarle, señor representante, señor Borrell, sobre la cuestión de Hezbolá. ¿Qué vamos a hacer? Numerosos países, por supuesto, lo han puesto en la lista de organizaciones terroristas. ¿La Unión Europea tiene alguna opinión al respecto?

  Isabel Santos, em nome do Grupo S&D. – Senhor Presidente, a explosão no porto de Beirute encontrou o Líbano de rastos, a braços com a pandemia e mergulhado numa profunda crise económica, política e social que impõe um extenso processo de reformas e um intenso combate à corrupção, acompanhado de uma cabal assunção de responsabilidades por todos os atores políticos. O resiliente povo libanês não merecia tamanha provação.

Agora é preciso, acima de tudo, garantir que a ajuda chegue rapidamente aos que ficaram sem teto, aos que necessitam de cuidados de saúde e alimentos e que esta seja entregue a quem necessita, sem qualquer tipo de aproveitamentos espúrios.

Saúdo o envio de ajuda através de diversos países europeus, como Portugal e a Alemanha, e a visita, há poucos dias, do Comissário Lenarčič.

A modernização e as reformas são fundamentais para a recuperação e a reconstrução do país, mas exigem um diálogo entre todas as forças políticas e sociais, e a União Europeia tem um papel crucial a desempenhar, evitando a conquista do espaço por interesses geopolíticos com consequências nefastas para o povo libanês e para a região.

  Nathalie Loiseau, au nom du groupe Renew. – Monsieur le Président, nous célébrons le centième anniversaire de la création de l’État du Grand Liban. Pourtant, le Liban de 2020 n’est pas à la fête. Il est traversé par une série de crises qui ne peuvent pas nous laisser indifférents.

Je voudrais saluer ici l’engagement du président français, Emmanuel Macron, au nom de la France mais aussi de l’Europe tout entière, qui prouve au peuple libanais qu’il n’est pas seul. Plus que quiconque, notre Parlement doit entendre les aspirations de ce peuple libanais en colère, qui sait ce qu’il veut et surtout ce qu’il ne veut plus. Le peuple libanais n’en peut plus de la corruption qui gangrène le pays. Il faut une enquête internationale et indépendante sur l’explosion du port de Beyrouth et il faut mettre fin à l’impunité. Non seulement l’aide européenne doit aller aux populations qu’elle soutient, mais nous devons aussi insister pour que l’organe libanais de lutte contre la corruption devienne enfin opérationnel.

Par ailleurs, il nous faudra bien un jour nous pencher sur les biens libanais mal acquis qui dorment dans les banques européennes. Nous ne pourrons pas continuer à regarder ailleurs. Le peuple libanais n’en peut plus d’être représenté par une classe politique qui n’a d’autres combats que celui de sa propre survie et de ses propres privilèges. Sa société civile fait preuve de dynamisme et de courage et doit pouvoir se faire entendre. Notre devoir est de l’aider. Nous devrions ainsi soutenir techniquement et financièrement la mise en place d’une plateforme de consultation nationale.

Le Liban est beaucoup plus qu’un petit pays à l’est de la Méditerranée. Le Liban a toujours été une promesse: celle d’une réconciliation entre les confessions et les communautés du Proche Orient, celle d’une société libre, éduquée et prospère. La survie de cette promesse et sa victoire sur les forces qui veulent l’étouffer dépendent beaucoup de nous.

  Elena Lizzi, a nome del gruppo ID. – Signor Presidente, onorevoli colleghi, signor Alto rappresentante, la terribile esplosione che il 4 agosto scorso ha devastato Beirut sta rapidamente portando il Libano verso una sanguinosa rivoluzione anarchica, di quelle che distruggono senza nulla costruire.

È certamente compito dell'Europa proporre soluzioni per aiutare il paese dei cedri e non lasciare spazi politici a Stati come la Turchia o l'Iran, in un paese strategico nello scacchiere del Medio Oriente. Ma l'intervento dell'Unione europea deve avvenire a determinate condizioni: il Libano, infatti, fa i conti con la corruzione e con un sistema clientelare che necessita di riforme richieste dalla stessa società civile.

È necessario che l'Unione europea controlli in che modo e da chi verranno utilizzati sia i fondi del primo soccorso, sia quelli per la ricostruzione di Beirut. Anche la proposta di chi vorrebbe bypassare il denaro attraverso le ONG lascia alquanto perplessi, alla luce della critica della Corte dei conti europea in fatto di trasparenza sulle rendicontazioni ...

  Salima Yenbou, au nom du groupe Verts/ALE. – Monsieur le Président, Monsieur Borrell, compte tenu des problèmes notoires de corruption et d’abus de pouvoir des dirigeants politiques libanais, quelles mesures concrètes l’Union européenne prend-elle pour véritablement garantir que l’aide humanitaire soit effectivement fournie à celles et ceux qui en ont le plus besoin au Liban, notamment les groupes vulnérables, tels que les réfugiés, les travailleurs migrants, les femmes, les enfants, les personnes âgées et les personnes handicapées?

Beaucoup d’ONG, pas seulement libanaises d’ailleurs, se plaignent que les aides internationales n’atteignent souvent pas les personnes qui en ont vraiment besoin, mais disparaissent dans les poches d’élites corrompues. Certaines ONG nous suggèrent ainsi d’associer à ces aides des garanties concrètes pour combattre la corruption et soutenir les demandes de réformes. Que pensez-vous de cela? En effet, tant que des réformes n’ont pas lieu, le risque de catastrophes, comme l’incendie qui a détruit des équipements d’aide de la Croix-Rouge, ne sera pas derrière nous. Nous devons aider les Libanais à tailler ce joyau brut d’Orient en se débarrassant de la corruption et à construire sa démocratie et sa liberté.

Je souligne que la plupart des Libanais semblent satisfaits et reconnaissants de la forte implication du président français. Je vous demande alors: où est l’Europe dans tout cela? Quel rôle joue ou ne joue-t-elle pas au Liban? Comment l’Europe peut-elle accompagner les réformes?

Le président du Conseil européen, Charles Michel, s’est rendu à Beyrouth le 8 août et le commissaire européen à la gestion des crises, Janez Lenarčič, le 12 septembre. Monsieur Borrell, quand allez-vous vous rendre au Liban? Quand la présidente de la Commission européenne, Mme von der Leyen, a-t-elle prévu de se rendre au Liban, dont Fairuz chantait [phrase en arabe], le «Liban digne et son peuple battant» auprès duquel nous nous devons d’être?

  Beata Kempa, w imieniu grupy ECR. – Panie Przewodniczący! Liban płacze i woła o pomoc. Sytuacja sprzed wybuchu już była bardzo dramatyczna. Nie tylko zostały zniszczone strategiczne rezerwy zboża, ale przede wszystkim zapas materiałów medycznych sprowadzonych do kraju w związku z pandemią koronawirusa. Jeśli do tego dodamy głód, fatalną sytuację uchodźców syryjskich i palestyńskich, ludzi, którzy tracą pracę, i właśnie pandemię, to sytuacja związana z tym położeniem najsłabszych Libańczyków jest dramatyczna.

Jedna trzecia mieszkańców Bejrutu pozbawionych dachu nad głową to dzieci. Zwróćmy na to uwagę – to są małe dzieci. Dzisiaj trzeba rzeczywiście, tak jak mówił nam wysoki przedstawiciel, skierować te środki bezpośrednio do beneficjentów i mój kraj te środki skierował. Dwie organizacje „Redemptoris Missio” i „Pomoc Kościołowi w Potrzebie” przy wsparciu polskiego wojska zawiozły w ostatnim czasie tony żywności, a także środków dezynfekujących. Ale tej pomocy, która powinna trafić do najbiedniejszych, potrzeba zdecydowanie więcej i to jest zadanie Unii Europejskiej.

  Marisa Matias, em nome do Grupo GUE/NGL. – Senhor Presidente, antes da crise pandémica assistimos no Líbano a muitas manifestações de jovens, jovens que lutavam contra a corrupção, que lutavam contra a crise económica que os tem afetado, contra a pobreza, contra o desemprego. Mas, na realidade, a crise pandémica foi acompanhada também de uma enorme explosão e estes jovens estão a precisar agora do nosso apoio. Não apenas os jovens libaneses, mas também tantos refugiados que puderam ali instalar-se no seguimento da enorme generosidade do povo libanês.

Neste sentido creio que a União Europeia não pode fugir a este apelo, a um apelo de apoiar a população libanesa, seja pelos instrumentos que já tem, de vizinhança, o Trust Fund, seja pela UNRWA, mas para responder à população e aos refugiados, mais de um milhão de refugiados sírios, cerca de meio milhão de refugiados palestinianos.

É este o tempo também de evitarmos tentações, não ter aproveitamento político, não ter ingerência, não ter jogos geopolíticos. A solidariedade europeia tem que ser a resposta à generosidade libanesa.

  Fabio Massimo Castaldo (NI). – Signor Presidente, onorevoli colleghi, voglio innanzitutto esprimere tutta la mia solidarietà e vicinanza agli amici libanesi: non siete e non sarete soli nella sfida per la ricostruzione, non solo infrastrutturale, ma anche e soprattutto sociale ed economica.

Auguro al nuovo Primo ministro, Mustapha Adib, buona fortuna nella formazione del nuovo governo e ne approfitto per mandare un monito a tutti i leader che partecipano ai negoziati: davanti a circostanze straordinarie serve un senso di responsabilità e serve un coraggio straordinario; mettete da parte le divergenze politiche e gli interessi personali: c'è bisogno di un governo determinato che dovrà affrontare un'emergenza umanitaria e combattere, senza quartiere, alla corruzione e al clientelismo.

Le riforme sono necessarie e urgenti ma devono essere condivise e sostenute dal basso, coinvolgendo in particolare quei giovani che nelle piazze chiedono da mesi, a gran voce, un Libano nuovo, moderno, trasparente e soprattutto libero. Senza pace e giustizia sociale in Libano, non ci sarà mai pace e giustizia sociale nell'intero Medio Oriente.

  François-Xavier Bellamy (PPE). – Monsieur le Président, depuis le 4 août, le Liban vit, après cette explosion, une succession d’incendies. Nous n’avons pas le droit de nous résigner à ce que cette date marque l’entrée en agonie de ce pays chéri de l’Europe et de la France.

L’Europe doit tout faire, d’abord pour garantir la neutralité du Liban, pays martyr de tous les conflits qui traversent la région. Cela suppose de pousser enfin le Hezbollah à accepter le désarmement des milices prévu dans les conventions de l’ONU, qui permettra à ce pays de retrouver sa souveraineté en se débarrassant des ingérences étrangères.

L’Europe doit enfin sanctionner les membres de cette classe politique corrompue qui ont bradé la souveraineté de leur pays. Il faut passer des paroles aux actes aujourd’hui et la lutte contre la corruption et le traçage des aides européennes doivent enfin devenir une réalité efficace.

Enfin, l’Europe doit exiger cette enquête internationale qui permettra de connaître les vrais coupables de cette explosion dévastatrice et des crimes qu’elle a causés. C’est la paix aujourd’hui au Liban ou le chaos au Proche-Orient. Souvenons-nous qu’Europe est née dans ce pays, nous raconte la mythologie.

  Maria Arena (S&D). – Monsieur le Président, la déflagration du port de Beyrouth, qui a causé des centaines de morts, des milliers de blessés, plus de 300 000 sans-abris et la destruction entière des quartiers de la ville vient s’ajouter au ras-le-bol qui a conduit les millions de Libanais, déjà en octobre 2019, à manifester leur colère contre un système politique inefficace et corrompu.

Le peuple libanais réclame un changement: un pays neutre d’un point de vue religieux, des institutions efficaces et progressistes... Surtout il veut tourner la page de la corruption. On le sait, le Liban, depuis son indépendance, est le terrain où s’exerce l’influence des puissances régionales et de leurs alliés. Notre devoir d’Européens est cependant d’être aux côtés des Libanais. Nous faisons face à une urgence humanitaire et nous devons garantir que les moyens de l’Europe aillent directement aux populations. Nous voyons l’urgence de la reconstruction politique et économique: aider la société civile à faire siennes les réformes aujourd’hui demandées par le FMI donnera la possibilité à ce pays de revenir sur la scène économique et politique et de pouvoir débloquer 11 milliards d’euros d’aides. Cette société civile sait ce qu’elle veut, nous devons travailler avec elle.

  Jan-Christoph Oetjen (Renew). – Herr Präsident! Bei der Explosion im Hafen von Beirut wurden am 4. August über 200 Menschen getötet, 6 500 verletzt und 300 000 Menschen haben ihr Zuhause verloren.

Die Bilder waren erschreckend. Ich möchte an dieser Stelle meine Solidarität mit dem libanesischen Volk ausdrücken. Wir müssen jetzt alles tun, damit die Hilfe dort ankommt, wo sie dringend gebraucht wird: bei den Menschen.

Aber diese Hilfe ist nur ein Pflaster auf einer offenen Wunde. Jahrzehntelange Misswirtschaft, Korruption, politisches Chaos und die Folgen der Corona-Pandemie haben zu einem beispiellosen wirtschaftlichen Infarkt geführt. Das Land ist seit März zahlungsunfähig. Die Bevölkerung verarmt, und viele gut ausgebildete Menschen verlassen das Land. Zudem beherbergen die sechs Millionen Libanesen mittlerweile 1,5 Millionen syrische Geflüchtete.

Ohne Hilfe von außen steht bald kein Geld mehr bereit, um Nahrungsmittel oder wichtige Medikamente zu importieren. Wir Europäer bieten unsere volle Unterstützung an. Aber dafür bedarf es auch eines grundlegenden Umdenkens bei der regierenden Klasse Libanons. Ich begrüße deshalb die Initiative von Präsident Macron, grundlegende Reformen einzufordern. Europa muss sich diesen Forderungen anschließen, denn die Menschen haben das Vertrauen in die Politik verloren. Ein „Weiter so“ darf es nicht geben.

  Jordan Bardella (ID). – Monsieur le Président, nous ne pouvons que nous réjouir de voir aujourd’hui le Liban à l’ordre du jour de nos débats parlementaires, tant les images du 4 août dernier ont affecté le monde.

Forte de son amitié et de ses liens historiques, la France a été la première à apporter son soutien au peuple libanais dans cette tragédie humanitaire et économique. Il est désormais dans notre intérêt à tous de veiller à ce que le Liban, carrefour de toutes les tensions politico-religieuses, ne sombre dans une crise qui sèmerait les graines d’une nouvelle guerre civile.

Le quartier chrétien de Beyrouth, cœur battant de la ville, n’est plus qu’un amas de ruines: c’est là un symbole qu’il nous faut considérer. Alors que dans tout le Moyen-Orient, les minorités chrétiennes sont plus menacées que jamais, la paix et la stabilité d’un pays où elles bénéficient d’une relative tolérance sont plus que jamais vitales.

Nous savons que l’Union européenne éprouve la plus grande gêne à invoquer ses racines mais la France a ici une mission imposée par son histoire et avec laquelle elle ne saurait rompre sans se trahir: protéger les chrétiens d’Orient. Le soutien économique et logistique que nous devons offrir au Liban ne se discute pas. Il doit être à la hauteur de l’histoire et constitue, je n’en doute pas, un sujet sur lequel nous serons probablement tous enfin d’accord.

Dalunde (Verts/ALE). – Mr President, Lebanon is a resilient country that has endured many challenges; but after the tragic explosion in Beirut’s harbour, Lebanon is on the brink of disaster. The Lebanese people are sick and tired of having to be resilient, and I understand them. In this dire situation, the first priority must be to form an impartial government that is able to tackle the immediate crisis. I call upon Europe to support, in any way possible, the formation of such a government.

Decades of corruption must come to an end. The Lebanese people deserve leaders who solve problems, not cause them. They deserve leaders who inspire hope, not despair. These leaders exist. I have met them. They are young, capable and visionary. They fight for social justice, human rights and sustainability. Many of them are women who struggle in the face of patriarchal elites. We have to support them. Europe needs to support them.

  Benoît Lutgen (PPE). – Monsieur le Président, Monsieur le Haut représentant, le peuple libanais est un peuple ami, ce sont nos frères. Nous devons, dans la situation actuelle, les soutenir, bien sûr, au travers de nos déclarations mais bien plus encore les accompagner dans les différentes réformes bien nécessaires: une réforme politique, d’une part, mais aussi le désarmement, notamment des milices, conformément à la résolution 1599 du Conseil de sécurité des Nations Unies, ou encore, bien sûr, l’offre du soutien budgétaire nécessaire pour relever le pays.

Les Libanais sont certes meurtris, mais ils sont debout. Je demande que nous puissions envoyer rapidement une délégation du Parlement européen – j’ai déjà écrit en ce sens, afin d’être accompagnés du haut représentant – pour créer, nouer encore et construire encore davantage ces liens importants entre l’Europe et le peuple libanais et pour accompagner ces réformes nécessaires en soutien au peuple libanais.

  Javi López (S&D). – Señor presidente, señor alto representante, este verano en el Líbano ha llovido sobre mojado. Las catastróficas consecuencias de la explosión en el puerto de Beirut han acabado agravando lo que ya era una profunda crisis económica y política en el país, sumido durante meses en protestas y descontento social. Un país que ha padecido, como bien sabemos, las turbulencias de la región y que ha hecho durante los últimos años un gigantesco esfuerzo en materia de acogida de refugiados.

Por todo ello, el Parlamento Europeo hoy reclama una posición común entre las instituciones europeas y los Estados miembros para la reconstrucción, la necesaria reconstrucción del Líbano. Una posición coordinada. De todos. Y por ello, también será necesario que en el Líbano se investigue a los responsables de la explosión, que asuman las consecuencias, se ponga en marcha de una vez un Gobierno y haya reformas. Reformas para acabar con un método de gobernanza inoperativo y sectario, que tantas veces ha abierto la puerta a la corrupción.

El Líbano nos necesita y, sobre todo, el pueblo libanés está exhausto.

  Łukasz Kohut (S&D). – Mr President, six weeks ago a massive explosion rocked the port area of Lebanon’s capital Beirut. It killed over 200 people, injured 7 000 and destroyed one third of the city. The blast hit both Lebanese as well as refugee and migrant communities from Syria who make up 30% of Lebanon’s population.

I’m proud to see the support provided by the European Union to Lebanon. Firstly, the swift activation of the EU Civil Protection Mechanism. Secondly, immediate assistance from the EU Copernicus satellite service and, thirdly, donations of money, medical supplies, food and equipment.

We must continue helping the Lebanese population at this time of need. We must also strongly encourage the Lebanese authorities to undertake critical structural reforms. Lebanon is a fragile state. Let’s help support its people to maintain it and my message to the Lebanese people is: you will rise like a phoenix from the ashes, I have no doubt.

  Domènec Ruiz Devesa (S&D). – Señor presidente, en primer lugar, quiero trasladar la simpatía y la solidaridad al pueblo libanés tras la devastación provocada por la explosión del 4 de agosto en el puerto de Beirut con las consecuencias que todos conocemos, particularmente teniendo en cuenta que el Líbano —además de muchas otras dimensiones que se han citado— es el país que en este momento alberga el mayor número de refugiados per cápita del mundo, con alrededor de un millón de ciudadanos sirios.

Apoyo, por supuesto, las palabras del alto representante y las acciones de la Comisión y del conjunto de la Unión Europea para ayudar en la reconstrucción. Pero, como han dicho otras de sus señorías, creo que tenemos que prestar mucha atención a la reforma del sistema político, con una fuerza como Hezbolá, que trabaja al servicio de Irán y de Siria y, en general, un sistema de partidos confesionales que no son aceptables en una democracia. Yo creo que ese es el verdadero desafío del sistema político libanés: partidos políticos que no respondan a claves confesionales.

  Michael Gahler, im Namen der PPE-Fraktion. – Herr Präsident! Ich habe gerade eben den ersten Tweet von Alexei Nawalny mit einem Foto aus dem Krankenhaus gesehen. Er hat jetzt die erste Nacht hindurch ohne Hilfe und aus eigener Kraft geatmet. Wir wünschen ihm hier alle, glaube ich, gute weitere Genesung.

Er ist mit Nowitschok vergiftet worden. Das hat ein deutsches Labor festgestellt, und über die Organisation für das Verbot von Chemiewaffen haben das auch Labore in Frankreich und Schweden bestätigt. In der langen Serie politischer Morde im In- und Ausland ist das nur der jüngste Fall. Es gibt wenig Zweifel, wer dafür – wenn nicht strafrechtlich, dann jedenfalls politisch – verantwortlich ist: der Herr im Kreml.

Ich denke, wir dürfen diesen Anschlag nicht isoliert betrachten, wenn wir uns gemeinsam überlegen, wie wir reagieren. Es gibt nur eine russische Regierung, die im Inland, aber auch außerhalb Russlands in vielfältiger Weise nicht für Freiheit, Demokratie, Zusammenarbeit und Transparenz unterwegs ist. Ein ganzheitlicher Ansatz muss diese Tat zum Anlass nehmen, auch das Verhalten in Belarus, im Donbass, auf der Krim, in Georgien, Moldawien, Syrien wirksam zu sanktionieren.

Allen, die es betrifft, rufe ich zu: Hören Sie auf, sich dieses putinistische Russland schönzusehen und schönzureden! Es handelt sich leider um einen systemischen Gegner, der alles daransetzt, die EU zu schwächen, die demokratischen Staaten insgesamt zu destabilisieren, weil unsere Art, Gesellschaft zu organisieren, in seinem Einflussbereich attraktiver und faszinierender ist als das, was seine Strukturen hinter der Staatsfassade zu bieten haben. Also, seien wir uns einig in dem Ansatz gegenüber diesem Land und treffen die notwendigen

  Kati Piri, on behalf of the S&D Group. – Mr President, ‘Alexei Navalny’ is a name President Putin refuses to say out loud, hoping this will make him irrelevant. But Navalny’s popular support, his intimidation and arrest by the authorities, and now his poisoning actually show the opposite. This is a man with impact, exposing the massive corruption by the Kremlin and its allies. Following this assassination attempt, Navalny is now added to a long list of Russian citizens who have been a thorn in the side of the authorities.

Navalny was poisoned with a chemical nerve agent to which only the Russian military and intelligence agencies have access, so there is no need for a guessing game as to who bears responsibility. To demand a real investigation by the Kremlin would – we can say from experience – be wishful thinking. It won’t happen, just as it never happened with the other poisonings or the shooting down of Malaysia Airlines flight 17 (MH17).

The Kremlin’s denial, however, is not a reason to fail to hold Moscow accountable for a very serious violation of international law. If ever we were serious about the EU’s strategic autonomy, this is the moment to put that theoretical academic concept into practice, and to do so by cancelling Nord Stream 2.

I wish Mr Navalny a speedy recovery.

  Bernard Guetta, au nom du groupe Renew. – Monsieur le Président, non, nous ne savons pas qui a commandité ce crime, mais nous savons que l’opposition est une maladie mortelle sous M. Poutine. Laissons donc la question du qui, car la seule question qui se pose est celle du pourquoi.

Pour le régime russe, rien ne va plus. À l’Est, les manifestations de Khabarovsk ne cessent pas, tandis qu’à l’Ouest, chaque dimanche, la Biélorussie descend dans la rue pour exiger sa liberté. Tandis que les cours du pétrole s’écroulent et que les caisses se vident, le niveau de vie dégringole en Russie et même en Syrie. M. Poutine se retrouve bien seul depuis que le clan Assad se fractionne et que la théocratie iranienne perd pied. Alors ce régime a peur car Victor Hugo le disait: «rien n’est plus imminent que l’impossible». La Pologne communiste n’avait pas vu Solidarité venir, M. Loukachenko n’avait pas senti la colère monter autour de lui et tout peut arriver dans ce magasin de poudre que devient la Russie.

Alors, oui, M. Poutine, vous avez raison d’avoir peur et, avant qu’il ne soit trop tard, avant que des troubles ne gagnent votre pays et ne vous acculent à pire encore que cet empoisonnement, facilitez un compromis en Biélorussie, retirez-vous d’Ukraine, rendez sa liberté au peuple russe, laissez-le respirer plutôt que de lui faire pleurer l’un après l’autre les meilleurs et les plus courageux de ses enfants, M. Navalny empoisonné et tous vos opposants disparus.

  Thierry Mariani, au nom du groupe ID. – Monsieur le Président, Monsieur le Haut représentant, pour une fois, j’ai trouvé votre position parfaitement équilibrée.

Oui, bien sûr, nous souhaitons tous le rétablissement de M. Navalny. Oui, nous souhaitons avant tout une enquête indépendante et attendons avant de savoir qui est le véritable coupable.

Quand j’écoute, dans cet hémicycle, certains diabolisent la Russie à longueur de journée et connaissent déjà les résultats de l’enquête avant même qu’elle n’ait commencé. Certains, ensuite, sont des fauteurs de guerre qui n’ont même pas attendu une journée pour réclamer de nouvelles sanctions contre la Russie. Ces nostalgiques de la guerre froide veulent utiliser tous les drames pour recommencer un affrontement Est-Ouest.

Mais les devins et les fauteurs de guerre ont oublié une chose: la Russie est signataire de la convention sur les armes chimiques. Le Novitchok fait partie des substances intégrées au protocole de l’OIAC depuis l’année dernière. L’enquête internationale est donc prévue dans le droit international, sauf que le droit dispose que la première enquête soit d’abord menée par la Russie qui, jusqu’à preuve du contraire, est un État souverain.

La Russie n’est ni en dessous ni au-dessus du droit international. Les fauteurs de guerre et les devins du Parlement européen non plus. Attendons les résultats d’une véritable enquête.

  Sergey Lagodinsky, on behalf of the Verts/ALE Group. – Mr President, our sympathy is with Alexei Navalny and his family. The attempt on his life is something that we have known before, for many years. Opposition leaders and independent journalists in Russia are not safe – from Politkovskaya to Nemtsov, from Kara—Murza to Verzilov. Those are just the names that we know. The list of victims pains us, because we have grown with pain together with the Russian people: with the parents and brother of Navalny, with the daughter of Nemtsov, with the daughter of Anastasia Shevchenko, who has been locked up for months without any reason. The only reason is that they dared to dream. They dared to dream about freedom – something which is absolutely natural to us – and yet they are branded as foreign agents, they are called undesirable organisations, and they are dehumanised on the propaganda TV.

Anyone who claims that Europe doesn’t care about Russia, listen to these words. We want a strategic partnership with Russia, but we want this strategy to be a strategy towards democracy and towards civil rights, a strategy for people and not for corrupt Russian elites, and not for a gas project to undermine our neighbours, not for a nuclear plant in Hungary, and not a strategy on how to harbour the assets of corrupt individuals in the European Union.

Until this strategy exists, we need truth. We need truth about the poisoning. For that, we wrote to Mr Borrell and the German Presidency and called for an international investigation. We know the truth about the assets of corrupt individuals in Europe. For this we can use the list drawn up by Navalny’s organisation itself in order to go for them.

It is time to stop Putin’s impunity. It is time to impose broader sectoral sanctions. Let us start with stopping Nord Stream 2.

Cualquier utilización de sustancias o armas químicas es inhumana, ilegal e intolerable; un asunto complicado y preocupante que exige un posicionamiento independiente. Pero debemos preguntarnos qué queremos conseguir con la Resolución de este Parlamento. Cada vez que hablamos de Rusia o de los países del Este no hacemos más que tensar las relaciones de la Unión Europea, de una manera un tanto hipócrita porque todas las partes saben que tenemos relaciones comerciales y energéticas estrechas; el proyecto Nord Stream es ejemplo de ello. Y yo pregunto: ¿qué beneficios puede tener sobre los pueblos de la Unión Europea y sobre el pueblo ruso el posible uso de las sanciones?

Seguimos atados a unas alianzas del siglo pasado. Ucrania es ejemplo de ello. Renunciamos a construir una política de vecindad y exterior independiente y contribuimos a una escalada de tensiones que, por cierto, no hace de la Unión Europea un lugar más seguro.

Debemos construir unas relaciones comerciales justas, denunciar las violaciones de derechos humanos y no permitir su instrumentalización constante. Promover la paz y los derechos humanos empieza por cambiar estas políticas de vecindad, y hoy no puedo dejar de hacer mención, en este Parlamento, de que también debemos cumplir los derechos humanos dentro del territorio y de que lo que estamos...   Andrius Kubilius (PPE). – Mr President, there is no need to explain what a brutal crime was executed against Alexei Navalny, the leader of the political opposition in Russia. Novichok, regular attempts to kill opposition leaders, and permanent support to all dictators, from Maduro to Lukashenko – these are the main features of Kremlin policies.

That is why today we need to speak not only about the Navalny case. We need to speak about our policy towards Russia – or, more precisely, towards Putin. I have a dream that Russia can be different. The democratic revolution in Belarus makes this dream much more realistic. Alexei Navalny is fighting for this dream to become a reality, and the EU needs to stand together with the people of Russia, who want to live in a democracy. Let’s stop our attempts to build an unconditional friendship with Putin, who is stealing that dream, not only from the Russian people.

The poisoning of Navalny is a wake-up call to all of us! We need to make an in-depth review of our strategy towards Russia: democracy in Russia should be our priority, not business as usual of the Nord Stream 2 type.

  Tonino Picula (S&D). – Mr President, we deeply regret the assassination attempt against Alexei Navalny and express our utmost concern about this repeated use of chemical and nerve agents against Russian citizens.

Russian authorities should finally put an end to the harassment, intimidation, violence and repression against their political opponents by ending the prevailing impunity. Journalists, human rights defenders and opposition politicians have to be able to conduct their legitimate activities without fear for their lives.

Our relations with Russia are at a low point; characterised by mistrust caused by Russia’s actions in violation of international law in Ukraine, intervention in Syria, the spread of disinformation and fake news.

Of particular concern is the high-level support by Russia to extreme anti-European forces in the European Union. Nevertheless, some pragmatic engagement with Russia should continue in areas where it is still possible and necessary for the interest of global governance.

This is why the five guiding principles for the EU policy towards Russia should serve as a base for a much-needed new comprehensive strategy towards Russia. A strategy that should primarily be based on the need for respect for international law and human rights standards, while strengthening peace and security.

  Hilde Vautmans (Renew). – Mr President, I say to the High Representative and the House: it’s incredible I think that in 2020 people are poisoned to silence them for their political ideas, and it’s not the first time this has happened. I would like to wish Mr Navalny a quick recovery. Our group condemns firmly the poisoning of Mr Navalny.

We ask Russia to investigate in a transparent and impartial manner the assassination attempt on Alexei Navalny, and we ask Russia to bring to justice those responsible for it on whatever level they might be. For me, it’s very clear with everything that happens with Russia, and colleagues have said it already: we need, Mr Borrell, a new EU-Russia strategy, one of sticks and carrots and we need to adopt an ambitious EU human rights sanctions regime. Let’s make work of it.

  Gunnar Beck (ID). – Herr Präsident, werte Kollegen! Laut der Bundesregierung wurde Alexei Nawalny zweifelsfrei Nowitschok-Nervengift verabreicht.

Scheinbar unabhängige, aber doch wohl handverlesene Labore in Schweden und Frankreich hätten diesen Bundeswehrbefund bestätigt. Nawalnys russische Ärzte indes fanden keinen Beweis für Vergiftung. Das Votum der Organisation for the Prohibition of Chemical Weapons steht noch aus. Unstreitig ist, dass seit den 90er Jahren mindestens 20 Staaten und organisierte Kriminelle Besitz des Giftes erlangten.

Was also wissen wir? Vergiftung scheint durchaus möglich, ist aber nicht zweifelsfrei erwiesen. Wurde vergiftet, dann scheinbar in Sibirien. Der Täter bleibt freilich unklar, nur Motive hat Mancher. Wir wissen nicht viel mehr als fast nichts, und debattieren beherzt, aber wohl vorzeitig und fast faktenfrei.

  Pär Holmgren (Verts/ALE). – Herr talman! I går var det 37,9 grader i Frankrike. Det är ett nytt septemberrekord för det landet. På hundratals platser här i västra Europa slogs det nya värmerekord, och ännu fler lär det bli i dag.

Den här extremt sena högsommarvärmen är ytterligare ett exempel på och en påminnelse om den globala uppvärmningen. Mitt i denna, bokstavligen, brinnande klimatkrisen vill Ryssland bygga fast EU, inte minst Tyskland, i ett långsiktigt beroende av fossil energi genom gasledningen Nord Stream 2.

Om Nord Stream 2 stoppas, ökar möjligheten att vi trots allt ska lyckas med de klimatmål som vi röstade om förra veckan i bland annat miljöutskottet. Den tyska regeringen får dessutom en möjlighet att kraftfullt markera mot Ryssland och mot Putin, med tanke på hur dessa återkommande behandlar politiska motståndare och oliktänkande på ett fullständigt oacceptabelt vis.

  Ryszard Czarnecki (ECR). – Panie Przewodniczący! Po pierwsze, wyrazy współczucia dla pana Nawalnego i jego rodziny, i życzenia powrotu do zdrowia. Po drugie, konieczność szybkiego i wiarygodnego śledztwa. Po trzecie, Rosja słabnie ekonomicznie i wbrew pozorom traci wpływy w swoich tradycyjnych regionach wpływów, takich jak Azja Centralna, Kaukaz Południowy czy Europa Środkowo-Wschodnia.

To – jak sądzę – jest sygnał dla Moskwy, że powinna starać się o dialog z Unią Europejską, o dialog z Zachodem. Sytuacje takie jak z panem Nawalnym, próby morderstwa, wcześniej casus Litwinienki, Niemcowa, Skripala – to psuje wizerunek Rosji, to zachęca do nakładania sankcji na Rosję i to jest najgorsza droga dla Rosji do tego, by być partnerem Europy.

Enkele namen op de lange lijst van Russen die vermoord zijn of vergiftigd door de dictator in Moskou. En als Nederlander denk ik hierbij natuurlijk extra nog aan een andere misdaad van de Russen: een Boek-raket die de vlucht MH17 heeft neergehaald. Wij moeten nu krachtig stelling nemen tegen Rusland en tegen dit regime. En dat kan ook. Laten we de grootste West-Europese geostrategische blunder ooit nu corrigeren! Stoppen met Nord Stream 2. Welke sufferd heeft ooit bedacht dat wij meer afhankelijk moeten worden van Poetins gasvoorraad? Kortom, dit regime moeten we nu volledig isoleren.

Sejamos claros, há um padrão de eliminação física de figuras incómodas ao regime do Senhor Putin e que não pode continuar impune. No caso do envenenamento de Alexei Navalny impõe-se a entrega rápida de provas do uso do agente neurológico da família do Novichok reunidas pelas autoridades alemãs e confirmadas por laboratórios franceses e suecos e que a Federação Russa coopere numa investigação independente e imparcial e que todos os responsáveis ....

  Hermann Tertsch (ECR). – Señor presidente, se han dicho aquí los nombres de muchas de las víctimas de estos envenenamientos; en parte eran traidores que habían huido — desertores, como los calificarían en el Kremlin—, ahora son opositores.

Rusia entra en una situación económica muy, muy difícil: Putin ha tenido veinte años y Putin ha hecho muy pocas cosas aparte de reforzarse en el poder. Ahora entra en una situación mucho más inestable para él y está claro que lo que quiere es sembrar terror y crear miedo con este caso. Por eso creo que las señales para que esa lista no se agrande y no se amplíe infinitamente tienen que ser muy, muy claras, y las señales ya no pueden ser unas sanciones cualquiera, como las que está habiendo —que en parte se ignoran y se camuflan—; tienen que ser señales claras, como, por ejemplo, la suspensión inmediata de Nord Stream 2, que sería una señal clarísima de que la Unión Europea y, sobre todo, Alemania no toleran que sucedan estas cosas y que se haga business as usual con estos crímenes.

  Vladimír Bilčík (PPE). – Mr President, first I would like to wish Alexei Navalny a speedy and full recovery. For years now, we have seen a consistent trend in Russia: elimination of opposition and critics of the regime with the most brutal tactics. We cannot accept that in Europe in the 21st century we witness the use of chemical weapons against political opponents.

We must act united in our response, and I’m sorry to say that the representatives of the German EU Council Presidency have left the room before this debate. We cannot be engaged in any other conversation with Russia besides the one in which together in the European Union we hold Russia responsible, and demand clear answers and explanations from Moscow. And we must act in line with our words. Indeed, in this situation, we cannot conduct business deals or carry out strategic infrastructure projects with Moscow.

Europe’s economic relations with Russia must depend on acceptable political relations, not the other way around.

  Andreas Schieder (S&D). – Herr Präsident, Herr Kommissar! Alexei Nawalny ist vergiftet worden, weil er die Missstände in Russland angeprangert hat. Nawalny sollte zum Schweigen gebracht werden, und mit ihm sollten die Kritik und der Widerspruch und die Opposition vergiftet werden. Immer wieder werden in Russland Oppositionelle aus dem Weg geräumt, aber die Stimme der Opposition konnte bei den Regionalwahlen zum Beispiel nicht ganz zum Verstummen gebracht werden – und das ist gut so.

Die Demokratie ist eine schwache Pflanze in Russland und gehört gestärkt. In Nowosibirsk hat „Einiges Russland“ immerhin Verluste hinnehmen müssen. Aber – und das ist, glaube ich, ganz wichtig zu betonen –, auch wenn versucht wird, immer wieder Oppositionelle zu vergiften und aus dem Weg zu räumen, der Wunsch nach Demokratie, der Kampf um Demokratie kann nicht vergiftet werden.

  Rasa Juknevičienė (PPE). – Mr President, I will start by saying that Germany has played a decisive role by taking Navalny to a safe environment, by saving Navalny’s life and by establishing that this was indeed a military chemical weapon attack.

But we need another important step: to withdraw from the Nord Stream 2 project. Why? Because with the money for gas, the Kremlin regime is able to develop such chemical weapons as Novichok and to finance such operations as the poisoning of Alexei Navalny.

The EU countries cannot be complicit. Putin is guilty of this and a series of other murders. The Russian authorities cannot be trusted with an investigation. The EU must lead the initiative for an international investigation into the poisoning of Navalny and into the breach of Russia’s international commitments by using chemical weapons.

  Riho Terras (PPE). – Lugupeetud härra asepresident! Täna arutame Aleksei Navalnõi mürgitamise juhtumit. Erinevad laborid on juba kinnitanud, et vene opositsionäär mürgitati novitšokiga, mille tootmise võimekus on vaid Vene Föderatsiooni riiklikel laboritel ning selle kasutamise sai heaks kiita vaid kõrgem juhtkond, see tähendab Vladimir Putin. Me soovime loomulikult Aleksei Navalnõile kiiret paranemist ja loodame, et tema tervis taastub sellest argpükslikust rünnakust. Oma kodanike kõrvaldamine on vaid üks selle KGB alampolkovniku arsenali kuuluvatest räpastest meetoditest. Putini režiim kujutab endast ohtu tervele Euroopale. Minu küsimus on, et kuidas plaanib Euroopa Liit kaitsta oma kodanikke Venemaa agressiivse tegevuse eest olukorras, kus Euroopa Liidu järgmise pikaajalise eelarve kaitsevaldkonda suunatud kulusid on olulisel määral kärbitud?

  Eugen Tomac (PPE). – Domnule vicepreședinte, cui servește otrăvirea lui Navalnîi? Nu mai este vorba aici de un caz izolat, ci asistăm, iată, la un mod stalinist de acțiune prin care opozanții regimului Putin sunt eliminați. Mai mult, această politică a agresivității nu se oprește la graniță. Moscova practică și înțelege doar limbajul puterii și în plan extern, sfidând orice principiu de drept internațional. Ce putem face noi: să acționăm unitar și mai dur ca niciodată pentru a opri acest mod primitiv prin care democrația este lichidată de Kremlin. Rusia trebuie sancționată. Rusia are obligația să accepte rapid o anchetă internațională în cazul Navalnîi. Sancțiunile trebuie să vizeze instituțiile și companiile care girează regimul Putin. Acest regim poate fi oprit doar dacă acționăm acum ferm și fără nici o concesie, indiferent de consecințe. Aici vorbim de viață și de valori care nu pot fi negociate cu nimeni. Domnule vicepreședinte Borrell, aveți responsabilitatea de a acționa ferm și categoric pentru a promova valorile europene în vecinătatea noastră. Politica externă începe în vecinătate.

  Josep Borrell Fontelles, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, thank you and I thank the Members for all their contributions to the debate. I don’t have a lot of time to summarise.

We are using all the tools that we have at our disposal to contribute to the end of the violent repression that has been developing in Belarus after the elections, which we don’t consider to legitimise Lukashenko. We support a peaceful and democratic solution to the crisis through political engagement, restrictive measures, increased support to civil society and an independent media.

This is what we can do and that’s what we are doing. Don’t ask for things that are out of the competences of the European institutions. Sometimes you ask for a decision that belongs to the Member States for which, I’m sorry, but I cannot feel responsible.

I try to work within the framework of the European institutions’ treaties and the capacities we have. And, believe me, it’s not always easy. We are still discussing about the sanctions in Belarus, and my main purpose is to try to approve them with an agreement on the technical working groups of the Council, in order to have it approved before European Union Council. But we will continue engaging on the situation in Belarus, with all the tools at our disposal.

On Lebanon, we will require Lebanon to implement reforms. Helping to ensure the stability of the country and the stability of the region. We will allocate the resources we have, but you know that we are at the end of the financial perspective, and as long as we don’t have new resources, we cannot do more than we are doing.

Some of you ask about changing the position on Hezbollah. For the time being, the EU position on Hezbollah remains unchanged. The military wing of Hezbollah is on the sanctions regime. The presence of Hezbollah in the government is not new, and we are convinced that engaging in a constructive dialogue with all political parties gives the possibility of strengthening its institutions, including the Lebanese Armed Forces and the state security agencies, and this is key for the stability of Lebanon and the Middle East. But in order to change the position on Hezbollah, it would require, once again, unanimity from all Member States, and this is not the case.

Finally, on the situation in Russia, and in particular about Mr Navalny, we continue calling on Russia to investigate this crime through a fully transparent procedure under the auspices of the Organisation for the Prohibition of Chemical Weapons.

For sure, we can expect that the poisoning of Mr Navalny will have an impact on European Union-Russia relations. We are going to discuss that at the next Foreign Affairs Council.

Some of you talk about the possibility of this affecting Nord Stream 2, well this is the once again something that is out of the possibilities of the European institutions. What I can tell you is that the Commission has never shown a lot of enthusiasm for this gas pipeline. The Commission does not consider it a relevant infrastructure priority, but it is something that is up to the Member States that have been pushing for this infrastructure to be built. This is apart from the scepticism from the Commission, which has never shown a strong support for it.

And finally, about the possibility of a sanction in Russia with a kind of Magnitsky-style regime. Since I took office, I immediately launched a global human rights sanctions regime, which has been discussed once again in the last Foreign Affairs Council. Discussion continues in the Council, legal acts are currently being drafted.

I hope that what has happened with Mr Navalny will represent encouragement for the Member States to stop discussing and start acting, and approving this human rights sanctions regime. In the same way that the Americans speak of Magnitsky legislation, we could call it our Navalny sanctions regime. This would be a good way of taking stock of what is happening and to keep on the record for the future the fact that Mr Navalny’s name is associated with a sanctions regime for people who have violated human rights.

  Patryk Jaki (ECR), na piśmie. – Wiarygodność Federacji Rosyjskiej w stosunkach międzynarodowych w ostatnich latach została zachwiana przede wszystkim z powodu jej działań w Gruzji oraz na Ukrainie, w wyniku których Federacja Rosyjska – z pogwałceniem wszelkich zasad – naruszyła suwerenność i integralność terytorialną tych państw.

Również inne działania podejmowane z pogwałceniem wszelkich międzynarodowych reguł i norm wymagają wyjaśnień. Potwierdzeniem tego są m.in. podejrzenia kierowane pod adresem Kremla o otrucie Siergieja Skripala w Wielkiej Brytanii, zmordowanie czeczeńskiego uciekiniera w berlińskim parku Tiergarten czy przeprowadzenie ataku hakerskiego na Bundestag. Istnieje realne podejrzenie, że Federacja Rosyjska stoi za atakiem na Aleksieja Nawalnego.

Powyższe przykłady obrazują brutalną politykę Federacji Rosyjskiej, stojącą w sprzeczności z zasadami stanowiącymi fundamenty Unii Europejskiej. UE powinna podjąć wspólne i zdecydowane działania przeciwdziałające praktykom Federacji Rosyjskiej. Mając na uwadze fakt, iż Republika Federalna Niemiec sprawuje obecnie prezydencję w Radzie Unii Europejskiej, to na niej ciąży tym większa odpowiedzialność za przestrzeganie przede wszystkim europejskiej solidarności, będącej jedną z podstawowych zasad Unii Europejskiej. Rząd RFN winien natychmiast porzucić partykularne interesy i zacząć kierować się przede wszystkim interesem UE jako wspólnoty państw członkowskich. Wobec tego podjęcie przez rząd RFN decyzji o zaprzestaniu dalszej budowy szkodliwego dla UE projektu Nord Stream 2, który może uzależnić UE od rosyjskiego gazu.

  Gheorghe-Vlad Nistor (PPE), în scris. – Situația actuală din Belarus nu este doar deosebit de complicată, dar și extrem de neclară. Un lucru însă este cert: abuzul autorităților îndreptat împotriva propriilor cetățeni. Uniunea Europeană trebuie să ofere toată susținerea sa pentru stoparea abuzurilor, anchetarea acestor încălcări ale drepturilor omului, asigurarea libertății de exprimare și îndeplinirea aspirațiilor democratice. Președintele Lukașenko conduce Belarusul de 25 de ani, într-un pur stil dictatorial. Urmărește Rusia compromiterea definitivă a acestuia sau transformarea sa într-un pion? Jocul Moscovei poate fi unul foarte complex și de durată. Miza este imensă pentru Rusia: Kremlinul dorește realipirea economico-politică a Belarusului de aproape un sfert de secol. Protestele actuale nu sunt nici anti-Rusia, dar nici pro-UE și NATO, iar interesele Moscovei sunt evidente. În aceste condiții, dezinformarea rusească ne poate afecta în moduri foarte subtile și insidioase. Pentru moment, opoziția este foarte activă, însă fără o conducere coagulată. Leadership-ul este fragmentat și în stare amorfă; liderii par a fi animați de interese uneori divergente, iar asupra unora planează semne de întrebare. Intervenția mea îndeamnă la solidaritate și la acțiuni concrete ale Uniunii Europene, construite pe informații corecte și complete, cu rezultate pozitive atât pentru UE, cât și pentru poporul belarus.

  Alexandr Vondra (ECR), písemně. – Dění v Bělorusku má pro mě a určitě i pro některé kolegy retrospektivní nádech. Před 30 lety jsme stejně jako Bělorusové stáli proti obuškům, abychom si vybojovali přirozené lidské právo na svobodu a demokracii, proti cenzuře a brutálnímu policejnímu násilí. Minulý týden jsme slyšeli příběh Marie Kolesnikove: barokní flétnistka vyskočí z policejního auta a roztrhá svůj cestovní pas, aby zabránila násilnému vystěhování ze země. Čest jejímu hrdinství a vlastenectví, které mi připomnělo mé bývalé kolegy z Charty 77. Sedí ve vězení a my musíme žádat její okamžité propuštění. Před 15 lety jsem do Běloruska jezdíval často a hovořil s mladými lidmi, kteří se živě zajímali o naše zkušenosti z roku 1989. Bělorusko čeká dlouhá cesta. Je v jiném geopolitickém postavení, které má významný dopad na jeho další směřování. Jenže to si demonstrující uvědomují. Chápou, že budou muset v budoucnosti mít nějak vybalancované a přátelské vztahy s Ruskem. A také Rusko by mělo chápat, že případnou intervencí je nenávratně poškodí. Naším úkolem je Bělorusy na cestě k větší svobodě podporovat tam, kde si to přejí. Nejen sankcemi proti představitelům Lukašenkova režimu a tlakem na konání voleb pod mezinárodním azylem, ale i symbolicky: politickým azylem, lékařskou péčí, stipendii pro mladé lidi.
