  Jytte Guteland, rapporteur. – Madam President, this is a historic moment. The European Climate Law is indeed the cornerstone of the European Green Deal, as it enshrines into legislation the Union’s objective to reach net-zero greenhouse gas emissions by 2050 at the latest. The climate neutrality objective brings with it a transition of historic dimension, which Europe will undergo in the coming decades. We are moving away from our history as the coal and steel union and heading towards climate neutrality. The report that we will see voted on this afternoon improves the Commission’s proposal on a number of points and, colleagues, we are responsible for this; we need to listen to citizens, scientists and the movement of young people and do our very best to improve this legislation and make it responsible for our time.

The report sets a binding target for the Union and the Member States to achieve climate neutrality by 2050 at the latest. Thereafter, emissions shall be negative. Everyone must contribute to reach the climate neutrality objective. This is something we need to do together. The report proposes a strengthened 2030 climate target of 60% in order to be in line with science and give Europe the best possible chance of reaching its climate neutrality objective and respecting the Paris Agreement. We need to have a higher target for 2030. The Commission has proposed a net target of at least 55% for 2030, meaning approximately between 51% and 53% in real emission reductions, depending on how much greenhouse gas our natural sinks will be able to remove from the atmosphere. This is not good enough. We need a stronger target if we are serious about respecting the Paris Agreement and our own responsibility to reach climate neutrality. This is also why the report includes a new EU climate target for 2040. This is a crucial element to ensure that Europe is on track to achieve climate neutrality by 2050.

To take responsible climate action, we also need to know exactly how much Europe can emit without undermining the Union’s commitment under the Paris Agreement. Therefore, the report also calls for the introduction of a greenhouse gas budget setting out the total remaining quantity of greenhouse gas emissions as CO2 equivalent that could be emitted up to 2050 without putting at risk the 1.5 degree temperature goal. Elements of social fairness and solidarity have been strengthened throughout the regulation. For the S&D Group, this is fundamental. We will only succeed in our climate efforts if everyone is with us, if no one is left behind. It must be socially just and we must make sure that it’s for all the citizens.

I would like to underline the importance of the reference to the 2015 International Labour Organization’s guidelines for a just transition towards environmentally sustainable economies and societies. We also emphasise the importance of social partners, which I’m very proud of. There are also strong provisions on science, not to mention the set-up of an independent climate council at European level: the European Climate Change Council (ECCC), which, with the creation of climate advisory bodies at Member State level, will assess whether we are on track to achieve the climate neutrality objective and identify opportunities to further reduce greenhouse gas emissions and increase the carbon sequestration potential. Furthermore, the provisions for climate adaptation have been strengthened, with increased consideration of vulnerable groups.

I will conclude by saying this is a good proposal. I would like to thank my colleagues, all the shadows, all the people that worked with this legislation, the advisors, and also the interpretation, which has been good, the technical advisers. Thank you so much. No one is left behind.

  Zdzisław Krasnodębski, autor projektu opinii Komisji Przemysłu, Badań Naukowych i Energii. – Pani Przewodnicząca! Jak pokazuje doświadczenie historyczne, nieliczący się z realiami radykalizm prowadzi bardzo często do skutków przeciwnych do celu, który chce osiągnąć, a nierzadko kończy się katastrofą. Także my, parlamentarzyści europejscy, nie powinniśmy się skupiać na populistycznym licytowaniu się w propozycjach jak największej redukcji gazów cieplarnianych w jak najkrótszym czasie, lecz poszukiwać realistycznych scenariuszy, akceptowalnych dla wszystkich – poszczególnych państw członkowskich i ich społeczeństw. Takich scenariuszy, które nie udaremnią osiągnięcia innych celów Unii, np. odbudowy gospodarki po pandemii, wzmocnienia jej konkurencyjności, jej suwerenności technologicznej.

Cel neutralności klimatycznej, na który zgodziła się Rada Europejska w grudniu ubiegłego roku, ma obowiązywać na poziomie Unii. Przyjęto, że osiągnięcie zeroemisyjności w poszczególnych państwach nastąpi w różnych perspektywach czasowych. Jest to zgodne z zasadami sprawiedliwej transformacji, która musi brać pod uwagę różne pierwotne uwarunkowania przekształceń krajowych gospodarek. Także w projekcie rozporządzenia zakłada się osiągnięcie neutralności klimatycznej do 2050 r. przez Unię Europejską jako całość. To jest realistyczne stanowisko i to ono powinno znaleźć poparcie Parlamentu.

  Frans Timmermans, Executive Vice-President of the Commission. – Madam President, first of all I have to apologise to Members for being late. It’s because of the College – it finished and I immediately came here. I’m really happy to discuss with you today what is I think a landmark of the European Green Deal, the climate law to turn Europe’s political climate ambitions into binding legislation.

Moving towards a climate-neutral future is the right thing to do for our children and future generations especially now, and everything we’re doing is science—based, so actually those who deny the science are being ideological, not the ones who embrace science!

If we invest hundreds of billions of euros in rescuing our economy from this pandemic we must not throw money at the old economy. We must guide our societies to a cleaner and healthier future, one that our children can embrace with hope, not fear. We must be very clear and very honest about this. This transition will affect our daily lives: from the cars we drive, from the houses we live in, from the jobs we will have in the future. I’m confident that we can make it if we do two things: if we set ourselves a sound direction and stand together as a continent in mastering the challenge. The Climate Law will set the direction by making our 2050 climate neutrality goal binding. That provides certainty at a time when so much is uncertain.

I want to stress three points. This is a Union—wide commitment to climate neutrality with a just transition for all. The target is also economy—wide: all sectors must contribute, no exceptions granted, and it’s a domestic objective delivered in Europe to inspire the world to follow our lead, and we see across the world other nations following the lead already.

For 2030 we need to increase our ambition if we want a realistic pathway to climate neutrality. Our proposal to increase the 2030 target to at least 55% emissions reductions compared to 1990 was not just conjured from thin air. We did a thorough impact assessment, as I had promised to this House. I have to say I’m really impressed by the work the Commission services have done on this.

I know that this proposal goes too far for some, and for others not far enough, but the target is ambitious. We propose to reduce our emissions over the next decade by as much as we have achieved over the past quarter century. The target is well founded in science. It shows responsibility towards developing countries, but doesn’t take on an undue burden given the ambition needed from other industrial nations. I think it’s the right target. Just as important as the goal is the realisation that we’re in this together. The transition is just – has to be just or there will just be no transition.

We must help households in regions that are at risk of being left behind. We will soon propose a renovation wave to lower energy bills and fight energy poverty. We will continue developing our Just Transition Mechanism to deliver a new future to regions where the path towards climate neutrality is particularly steep. This is our message to the miners in Asturias, the workers on Baltic peatlands and many, many others. We will stand with you to make the journey to climate neutrality with us.

Let me address the role of forests and other landscapes that remove CO2 from our atmosphere. The point of climate neutrality in 2050 is that by that year we must balance CO2 emissions with removals – taking out what we put in, if you prefer a cruder expression. The sink in our forests is declining, shrinking. Rather than waiting for 2050 we want to recognise the role of natural carbon sinks now. Including the full sink in our climate target in line with our international obligations will drive us to take better care of our forests and sinks so that they can play this vital role and also give an opportunity to rural communities. This is no accounting trick or cheat code: it’s the reality of how we neutralise the negative impact of human activity on our planet and care for our natural habitat.

Honourable Members, you have discussed for many months how to fix the pathway between 2030 and 2050, including an intermediate target for 2040. There is criticism of our proposal to use delegated acts to check whether we’re on track for that pathway. Let me repeat today, and you know this is my opinion: what counts is that we reach our goals. I’m open to discuss which instruments should get us there. Please help me find a solution that we can all support.

Tomorrow you will vote on turning our climate ambitions into binding law. The Commission will be an honest broker for negotiations between Parliament and Council. We will push for an ambitious seven—year budget to finance our climate ambitions, but I want to thank Parliament, and Ms Guteland in particular, already for the work on this historic piece of legislation, the Climate Law. Ambitious climate action is what we need in Europe today and in the world. Let’s set our pathway towards climate neutrality as quickly as possible and start walking along this path together as quickly as possible.

  Tilly Metz, rapporteur for the opinion of the Committee on Transport and Tourism. – Madam President, for months, and even years, youngsters have taken to the streets and called for action on climate change. Now, when these same young people have started to vote, we are witnessing green waves, country by country. Our youth knows what is the challenge of our time, but do we as current politicians?

Today we have the chance to vote for something historic: the European Climate Law. This law will set the ambition for the EU’s climate actions in the coming decades. Transport and tourism are responsible for nearly a third of Europeans’ greenhouse gas emissions. Transport, and in particular maritime and aviation, is the only sector where emissions are still higher than in 1990, with more than a 25% increase.

I expect that the upcoming Mobility Strategy and the legislative proposals by the Commission will deeply transform the sector. This is crucial to stay below 1.5 degrees warming so that future generations will have a planet to live on. For that, Parliament needs to send a strong signal today and vote for the most ambitious, science—based targets.

  Caroline Roose, rapporteure pour avis, commission REGI. – Madame la Présidente, hier, le Président Sassoli a rendu hommage aux victimes des intempéries et des inondations qui ont frappé le nord de l’Italie et le sud-est de la France, là où j’habite.

Les scientifiques sont formels: ces intempéries se multiplieront, si nous n’agissons pas fortement contre le dérèglement climatique. Dans ma région et en Italie, en novembre dernier, il y a déjà eu des inondations. Nous devons voter pour un objectif de réduction des émissions de gaz à effet de serre d’au moins 65 % d’ici 2030.

J’aimerais bien que celles et ceux qui refusent d’écouter les scientifiques viennent expliquer aux habitantes et aux habitants de ma région que la vie de leurs proches ne compte pas, que la destruction de leur maison ne compte pas, que vous préférez sacrifier leur vie plutôt que quelques points de croissance.

La loi climat doit être compatible avec l’objectif de l’accord de Paris de limiter le réchauffement global à 1,5 degrés, c’est une question de survie. La loi climat est la première pierre du pacte vert européen. En tant que rapporteure de la commission du développement régional, j’aimerais insister sur le rôle que les territoires ont à jouer dans la lutte contre le changement climatique. Nous devons les y aider en fixant des objectifs ambitieux et en alignant les fonds européens avec cet objectif. En dirigeant les investissements vers des solutions, nous pouvons créer des emplois de qualité non délocalisables dans nos régions. Nous avons le devoir de tout faire pour prévenir les effets désastreux du changement climatique. Écoutons les scientifiques, écoutons les jeunes qui sont dans la rue, soyons à la hauteur de nos enjeux.

  Asger Christensen, ordfører for udtalelse fra Landbrugsudvalget. – Fru formand! Klimaloven lægger stort ud for den grønne omstilling i de næste 30 år. Det er vigtigt, at EU går forrest og viser vejen med den grønne omstilling. Venstre går ind for et ambitiøst mål i 2030 med 65 procents reduktion for alle medlemsstater. Jeg har været ansvarlig i Landbrugsudvalget og bidraget til klimaloven. Landbrug, miljø og klima er hinandens forudsætninger, ikke hinandens modsætninger. Derfor skal vi have konkrete løsninger på bordet.

Jeg foreslår, at EU skal støtte landmændene i at opsuge CO2 i jorden. Der er et kæmpe potentiale, hvis vi etablerer et separat kvotesystem for at suge og lagre CO2 i jorden. Det skaber muligheder for at finansiere den grønne omstilling. Jeg har stillet et ændringsforslag omkring dette, som jeg håber, vi kan stemme igennem i morgen. Vi skal også have fælles standarder for at kunne måle landmandens klimaaftryk ved en fælles vurdering af et klimaregnskab. Landbrugssektoren vil levere et stort bidrag til den grønne omstilling, men det må ikke skade fødevaresikkerheden eller skubbe produktionen ud af EU. Mit forslag omkring fødevaresikkerheden er med i Miljøudvalgets betænkning.

  Peter Liese, im Namen der PPE-Fraktion. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Mit dem Klimawandel ist es so ähnlich wie mit der Corona-Krise, die uns leider alle noch beschäftigt. Wenn man wirklich merkt, wie schlimm es ist, dann ist es zu spät. Deswegen müssen wir vorsorgen. Wir müssen rechtzeitig handeln, und wir müssen in der Tat auf die Wissenschaft hören. Es ist ganz klar, dass alle weltweit mehr tun müssen, um einen gefährlichen Klimawandel zu vermeiden, um zu vermeiden, dass unsere Kinder und Enkelkinder in einer Welt leben, wo sie den Klimawandel eben nicht mehr kontrollieren können.

Deswegen vielen Dank an alle, die mitgeholfen haben, vor allen Dingen bei der EVP an Mairead McGuinness, die wir hoffentlich morgen in eine andere Aufgabe wählen werden. Aber ich bedanke mich vor allem bei der Europäischen Kommission – bei Herrn Timmermans und bei Ursula von der Leyen und bei allen anderen.

Die Europäische Kommission hat ein wirklich ambitioniertes Ziel vorgelegt für 2030 und auch für 2050. Ich erlaube nicht, dass das kleingeredet wird. Keine andere große Volkswirtschaft auf der Welt ist auch nur ansatzweise in der Richtung, in die die Europäische Kommission gehen will, und der Kommissar – ich freue mich, Sie hier wieder gesund zu sehen, Herr Executive Vicepresident; letzte Woche im Umweltausschuss waren Sie leider in Quarantäne, da haben Sie sehr gut erklärt, warum dieses Ziel Paris-kompatibel ist. Meine Redezeit ist gleich abgelaufen, deswegen: Bitte gehen Sie da am Schluss noch mal darauf ein! Was die Kommission vorschlägt, ist Paris-kompatibel.

Ich höre als Argument vom Umweltausschuss für die 60 % gegen den Kommissionsvorschlag eigentlich immer nur: Das ist taktisch. Der Rat wird uns möglicherweise nach unten drücken, und deswegen müssen wir jetzt für was Höheres stimmen. Aber erstens ist der Rat schon mit qualifizierter Mehrheit bei 55 %, und zweitens kann man doch nicht den Menschen, die sich um ihren Arbeitsplatz sorgen, in der Stahlindustrie, in der Automobilzulieferindustrie usw., sagen: „Das haben wir nicht so gemeint, das war nur Taktik.“ Stimmen wir für das, was wir meinen, und das ist die Vorlage der Kommission: 55 %!

  Nicolás González Casares, en nombre del Grupo S&D. – Señora presidenta, esta Ley constituye un hito histórico. Estamos ante el fundamento legal que nos guiará a la neutralidad climática en 2050, la piedra angular del Pacto Verde Europeo y de nuestra lucha contra el cambio climático. La Ley climática nos obligará a revisar otras regulaciones, a aumentar nuestros objetivos de renovables, de eficiencia energética y de conexiones de redes ⸺lo haremos en la Comisión ITRE, que también somos progresistas⸺, también a mejorar las políticas que preserven nuestra biodiversidad. Es una oportunidad para una Europa comprometida, Estado a Estado, con una nueva economía limpia.

Quiero dar las gracias al vicepresidente Timmermans y, sin duda, a mi Grupo socialista, y a la ponente, Jytte Guteland, y a todos los Grupos que creen que es el momento de actuar. Vamos a marcar el paso para que nuestro planeta frene su calentamiento y cumplir con el Acuerdo de París. Esta Ley será la demostración del liderazgo de Europa, de cara a las próximas cumbres climáticas internacionales; otros ya empiezan a seguir nuestro camino. La crisis actual no debe ser un freno en la ambición. Debemos demostrarlo con esta Ley, y de paso mostrar a miles y miles de jóvenes europeos que hicieron escuchar su voz en las calles que estamos con ellos. Su futuro es Europa.

Una última reflexión. No hay ambición climática plausible sin justicia social. Votaremos por la ambición y por el realismo. Ya hemos demostrado que la economía puede mejorar al tiempo que reducimos las emisiones. Hagámoslo juntos apoyando a quien más le cuesta. No hay Pacto Verde sin corazón rojo. Debemos recuperarnos impulsando una nueva economía limpia e innovadora, a la vez que justa y solidaria. Les pido al Consejo, a la Comisión y a este Parlamento que no retardemos más esta cita, no hagamos esperar más a la Tierra.

  Pascal Canfin, au nom du groupe Renew. – Madame la Présidente, Monsieur le vice-Président, chers collègues, je crois qu’on peut dire qu’on se souviendra tous de ce moment lorsque nous serons plus vieux. Nous avons voté la première Loi climat européenne. Nous avons gravé dans le marbre la neutralité climatique pour 2050. Et on aura été le premier continent au monde à le faire.

Il y a trois ans, trois pays ont commencé cette bataille: la France, la Suède et le Luxembourg. C’était une toute petite minorité et en trois ans, ils ont réussi à convaincre tout le monde et ici personne n’a même mentionné le fait que nous allons être les premiers au monde à le faire, c’est devenu une telle évidence que le débat est maintenant derrière nous. Donc, il faut se mesurer le chemin parcouru et s’en réjouir.

Le deuxième point, c’est qu’évidemment l’objectif de 2030 doit être cohérent avec cet objectif de neutralité climatique et là, nous, commission environnement au sein du groupe Renew, pensons que nous pouvons obtenir une majorité autour de 60 %. Et il y a au sein de la droite européenne, des gens qui sont plus progressistes que d’autres, et si nous voulons vraiment avoir au moins 55 % comme point d’arrivée final de la négociation avec les États membres, nous devons , nous parlementaires, faire de la politique, faire de la tactique et envoyer le message le plus ambitieux possible avec une majorité. Ce message le plus ambitieux possible c’est 60 % c’est pour cela que nous le soutenons et j’espère que des collègues du PPP, de la droite et du centre droit européen rejoindront cette majorité pour l’emporter demain lors de la plénière du Parlement.

Un dernier mot: l’adaptation au changement climatique, c’est fondamental, tous les territoires européens sont concernés, les agriculteurs qui vivent les sécheresses, les personnes qui vivent les inondations, la montée des eaux sur les littoraux, cette loi européenne est encore trop faible sur l’adaptation, c’est pour cela que nous avons déposé un amendement, pour arrêter de dépenser de l’argent européen si on ne teste pas la capacité des grands projets que l’on finance à s’adapter, à être résilients au changement climatique. J’espère que l’ensemble de cet hémicycle pourra soutenir cet amendement demain, qui est absolument fondamental, à la fois pour le climat, pour les territoires et pour le bon usage de l’argent public.

  Sylvia Limmer, im Namen der ID-Fraktion. – Frau Präsidentin! Das Europäische Klimagesetz: laut Kommission das Herzstück einer – man nennt es inzwischen ganz schamfrei beim Namen – kompletten Transformation nicht nur unserer Wirtschaft, sondern unserer gesamten Gesellschaft.

In Zukunft darf kein Gesetz erlassen werden ohne vorherige Prüfung, ob es sich nicht vielleicht im Widerspruch zu eben jenem Klimagesetz befände. Sogar rückwirkend sollen bereits bestehende Verordnungen geprüft und gegebenenfalls verändert werden.

Dieses Gesetz ist das Mutterkorn aller Gesetze: vergiftend und schaurig grün-diktatorisch. Statt einen stabilen Rechtsrahmen für eine prosperierende Wirtschaft zu schaffen, überbietet sich eine selbstgefällige, faktenbefreite Notstands-Jammerelite mit „ambitionierten“ Zielen: 40, 55 oder 60 %Treibhausgasreduktion, gerne auch ein wenig mehr. Koste es, was es wolle. Und das darf man hier wörtlich nehmen.

Letztes Jahr stand im Kleingedruckten der Kommission, dass 40 %Reduktion jährliche Mehrkosten von 260 Milliarden Euro für die nächsten zehn Jahre bedeuten. Nun heißt es, dass weitere, zusätzliche 350 Milliarden Euro jährlich für dieses grüne Diktat notwendig sind: jährlich 610 Milliarden Euro.

Derweilen bröckeln, nein, brechen die Jobs zu Zehntausenden in der deutschen Schlüsseltechnologie, der Automobilbranche und ihren Zuliefererbetrieben, weg. Ich bin gespannt, ob das die grünen CDU/CSU-Abgeordneten der EVP-Fraktion kümmert.

Als gäbe es weder Chemie noch Physik, schwafelt man von der Verbesserung der Luftqualität bei Treibhausgasreduktion und verschweigt, dass es gewaltig stinkt unter dem angeblich CO2-freien Mantel der erneuerbaren Energien, nicht nur, wenn es um die katastrophalen Abbaubedingungen – weit weg – von Lithium, Kobalt, Mangan und Co. geht.

Der Kaiser ist nackt, meine Damen und Herren –, und keiner sieht hin.

  Michael Bloss, on behalf of the Verts/ALE Group. – Madam President, we only have one planet, one house, and it’s on fire – in Portugal, in California, in Siberia we are burning this planet. We must take bold steps, but the conservatives in the House are weighing economic costs against people’s lives. People’s lives, like the life of Vlad Petru. He’s a farmer from Romania. He says there is no longer enough water for his cattle and sheep to drink. He should seek water higher in the mountains, but above 2 000 m there is only the sky.

People’s lives like the life of Sanna Vanar. She is from the Saami culture from Sweden and the culture is based on the cultivation of reindeer, but the reindeer are on the verge of getting extinct due to the climate crisis. Sanna says: ‘if we lose the reindeer, we lose the Saami culture too.’

We are here in the European Parliament; we are here to represent them and we can do something about their future. With our vote today, we can show that we listen to science. We can vote today to limit global warming to 1.5 degrees by reducing our toxic CO2 emissions by 65%.

Dear colleagues, we are not voting on numbers here today. We are voting on the future of Vlad Petru, of Sanna Vanar and of many others lives. I will become a father in December. We are also voting today on the future of my children and on the future of our children. We are the first generation to suffer from the climate crisis, but we are also the last generation to stop it. So let’s start listening to science, let’s give hope to the younger generation, and let’s stop this climate crisis.

Tak, obiecywaliśmy ochronę środowiska, wody, powietrza, ale obiecywaliśmy odpowiedzialność, posługiwanie się faktami i konsekwencję. Tak, myślimy o tym, co za 10 lat, za 20, za 30, ale musimy myśleć o tym, co za rok, co za dwa i za trzy.

Kiedy przeczytacie państwo dokładnie ocenę skutków – choć na wiele spraw nie odpowiada – dowiecie się państwo, że beztrosko mówi się o tym, jak wzrośnie bezrobocie, jak wzrośnie ubóstwo energetyczne, jak wzrośnie cena wody, śmieci, wreszcie cena energii. Tego naszym obywatelom nie obiecywaliśmy. Obiecywaliśmy naszym obywatelom solidarność europejską i poszanowanie traktatów. A co robimy? Nasi premierzy, prezydenci ustalili w Radzie Europejskiej, że będziemy mówić o zeroemisyjności na poziomie Unii Europejskiej. Prawo klimatyczne mówi dokładnie odwrotnie. Obiecywaliśmy, że będziemy rozsądni. Jeszcze kilkanaście, kilka miesięcy temu słyszeliśmy od Agencji Środowiska, że nie jesteśmy w stanie zrealizować ambitnego celu 40% a już mówimy o 55%, wiedząc, co się stanie z cenami uprawnień, bo to się stało. Podczas pandemii prawie dwukrotnie wzrosła cena tony dwutlenku węgla.

Obiecywaliśmy ograniczenie biurokracji. A co? Mamy nowe narzędzie, nowej instytucje, w dodatku niepoliczone. Nikt nie wie, czym się będą zajmować. Zasłaniamy się hasłem, że będą to naukowcy, którzy będą – znowu to jest niezgodne z traktatami – wspierać Komisję w odbieraniu praw państwom członkowskim. Wreszcie powiedzmy to rolnikom. Nie wiem, czy Franz Timmermans – poprosiłam go o to ostatnio, kiedy troszczyliśmy się o jego zdrowie – czy rozmawiał już ze swoimi niderlandzkimi rolnikami. Porozmawiajcie z nimi, policzcie z nimi budżet cieplarniany. Nie dość, że uważamy, że tylko oni są odpowiedzialni za to, żeby realizować strategię bioróżnorodności, strategię „od pola do stołu”, to jeszcze każemy im liczyć, każemy im zatrudniać księgowych i zwiększać biurokrację. Tak, jesteśmy odpowiedzialni i będziemy to potwierdzać swoim głosowaniem.

  Silvia Modig, GUE/NGL-ryhmän puolesta. – Arvoisa puhemies, me olemme se joukko päättäjiä, joilla on mahdollisuus ja velvollisuus tehdä päätökset ilmastonmuutoksen ratkaisemiseksi. Tulevilla päättäjillä ei ole siihen enää mahdollisuutta, koska aika on meiltä loppumassa. Tänä syksynä kotimaassani Suomessa on mitattu jälleen ennätyksellisiä lämpötiloja. Tällä viikolla kukkaan puhkesi kasveja, jotka eivät ole koskaan kukkineet tähän aikaan vuodesta. Ilmastonmuutos on todellinen ja jos emme tee riittäviä päätöksiä, tulee taloudellinen ja inhimillinen hinta olemaan valtava.

Edessämme on päätös, joka joko pitää meidät Pariisin sopimuksen puolella tai sitten ei. Komission esitys ei sitä tee. Kaiken lisäksi komissio muutti 2030 päästövähennystavoitteen nettotavoitteeksi, joka tarkoittaa, että todellinen päästövähennys on paljon alle komission esittämän 55 prosenttia. Eri arvioiden mukaan se on jopa 3–10 prosenttia matalampi. Tämä ratkaisu osoittaa komission todellisen kunnianhimon tason, joka on liian matala. Komission esitys on selvästi alle tieteellisen suosituksen, vaikka komissio kuinka yrittää puhua mustaa valkoiseksi. Elinkeinoelämä ja teollisuus ovat pyytäneet, että saisivat varmuuden sääntely-ympäristöstä tulevina vuosina, jotta ne pystyisivät kehittämään omaa toimintaansa sitä vastaavaksi ja jotta investoinnit suuntautuisivat oikein. Tämä on äärimmäisen tärkeää työpaikkojen säilymisen kannalta ja uusien luomisen puolesta.

Komission esitys tuo epävarmuutta. Liian alhainen kunnianhimo tänään tarkoittaa, että joudumme korjaamaan tavoitetta voimallisesti ylöspäin tulevina vuosina. Tämä on paljon vaikeampaa ja kalliimpaa kaikille kuin asettaa taso riittävällä kunnianhimolla jo nyt. Koska halusimme tai ei, ilmastonmuutos etenee meidän mielipiteistämme riippumatta.

Valiokunnassa selvä enemmistö asettui tukemaan 60 prosenttia päästövähennykseksi vuodelle 2030. Nyt kun komissio on entisestään heikentänyt esitystään on äärimmäisen tärkeää, että tämä täysistunto nostaa esityksen kunnianhimoa. Jotta meillä on mahdollisuus selvitä ilmastonmuutoksesta, me emme voi mennä alle tuon 60 prosentin ja jotta pidämme sanamme niille miljoonille eurooppalaisille, joille lupasimme vaaleissa kunnianhimoisia ja riittäviä päästövähennystavoitteita. Komissio ei pitänyt sanaansa, mutta tällä talolla on mahdollisuus korjata tämä äänestämällä muuttavan hyvän mietinnön puolesta.

  Eleonora Evi (NI). – Signora Presidente, onorevoli colleghi, una riduzione del 65 % delle emissioni entro il 2030 farebbe risparmiare all'Unione europea più di 10 trilioni di euro in termini di danni ambientali evitati. A quante alluvioni e a quante frane, come quelle avvenute in questi giorni in Piemonte, in Liguria, in Lombardia e in Valle d'Aosta, dobbiamo ancora assistere per capire che la crisi climatica è in corso e che bisogna agire ora?

La legge europea sul clima che ci apprestiamo a votare deve essere ambiziosa e coraggiosa. E a tutti quelli che, anche qui presenti in questo Parlamento, continuano a negare l'evidenza e cercano di affossare questa legge o dilazionare gli impegni con vari stratagemmi, ignorando completamente la scienza e i cittadini, io dico che siete fuori dalla storia. Investire oggi in economia a zero emissioni di carbonio può generare milioni di posti di lavoro: 18 milioni nel mondo secondo l'ILO. Non ci sono quindi più scuse!

Ma attenzione: un percorso serio verso la neutralità climatica non può permettere il finanziamento di progetti infrastrutturali dal forte impatto ambientale, come ad esempio la TAV. Un buco nella montagna per far passare un treno per cui i lavori di cantiere riverserebbero in atmosfera oltre dieci milioni di tonnellate di CO2, e il primo chilogrammo di CO2 risparmiato non sarà prima 2040, quando sarà decisamente troppo tardi.

Dzisiaj musimy wziąć odpowiedzialność za naszą wspólną przyszłość, przyszłość naszych dzieci, a decyzję tę musimy podjąć w szczególnie trudnym dla Europy czasie bezprecedensowego kryzysu ekonomicznego i pandemii zagrażającej naszemu zdrowiu i życiu. O działanie apelują do nas młodzi ludzie – ci, do których będzie należała przyszłość – i my jesteśmy im to działanie winni.

Popieramy dzisiaj najbardziej ambitny na świecie plan walki ze zmianami klimatycznymi, znacząco redukując emisje tu i teraz. Robimy to, dbając o gospodarkę, o miejsca pracy. Na naszych oczach, równolegle do walki ze zmianą klimatu, odbywa się ogólnoświatowa, nie tylko ogólnoeuropejska, rewolucja przemysłowa. Żeby nadążyć za zmianami, już dzisiaj musimy budować miejsca pracy przyszłości, ale równocześnie musimy dbać, aby nikt nie został sam z tyłu, bez wsparcia. Stąd konieczne jest stworzenie skutecznych mechanizmów sprawiedliwej transformacji. Głosujemy dziś nad prawem klimatycznym, które mówi o celach, jakie chcemy osiągnąć, ale nie możemy zapomnieć, że jest to tylko część Europejskiego Zielonego Ładu, który musi być kołem zamachowym naszej gospodarki.

  Alessandra Moretti (S&D). – Signora Presidente, onorevoli colleghi, Vicepresidente Timmermans, grazie a questo regolamento, l'Europa sarà il primo continente a raggiungere la neutralità climatica al più tardi entro il 2050.

La legge sul clima è la prima legge al mondo ed è la traduzione del nostro impegno politico, che ci pone irreversibilmente sulla strada verso un futuro più sostenibile. È il cuore del Green Deal europeo, offre prevedibilità e trasparenza per l'industria e gli investitori, orienta la nostra strategia di crescita verde e garantisce una transizione più graduale ed equa. Stiamo trasformando le parole in azioni, per dimostrare ai nostri concittadini che facciamo sul serio.

La legge sul clima è anche un messaggio i nostri partner internazionali: questo è l'anno decisivo per alzare il livello di ambizione globale nel perseguimento degli obiettivi contenuti nell'accordo di Parigi e per scuotere, finalmente, le coscienze di quei Paesi, in primis gli Stati Uniti e la Cina, che si sono sottratti ad oggi alle loro responsabilità.

Sono molto orgogliosa del fatto che Parlamento e Commissione abbiano agito rapidamente: un segnale, questo, di come ormai non ci sia più tempo da perdere. Mi aspettavo, a dire il vero, un po' più di ambizione da parte della Commissione. Ma mi auguro che il Parlamento nel voto odierno, e gli Stati membri nei passaggi successivi, si facciano guidare nelle loro scelte future non dall'egoismo ma dalla scienza.

Oggi più che mai non ci possiamo permettere di fallire e la pandemia ha evidenziato plasticamente come sia indissolubile la correlazione tra ambiente e salute. Il lockdown, se ci sarà, non potrà più rinviare l'attuazione del Green Deal europeo: la ripresa avrà successo solo se sarà green ed è nostra la responsabilità di realizzare una strategia di sviluppo che preveda una transizione equa e giusta per tutti.

Dobbiamo votare convintamente questa legge, rimanere coerenti con i nostri ideali e votare un testo ambizioso.

  María Soraya Rodríguez Ramos (Renew). – Señora presidenta, el año 2020 se paró, pero la crisis climática, no, y el Parlamento Europeo, tampoco. Hoy trasladamos al ordenamiento jurídico nuestros compromisos adquiridos en el Acuerdo de París. Esta Ley climática marca una hoja de ruta clara y ambiciosa, un marco jurídico estable y previsible para los agentes económicos, certidumbre, y también el reconocimiento del derecho de nuestros ciudadanos a un planeta sano y habitable.

Esta Ley climática, en una profunda crisis económica marcada por la COVID, debe ayudarnos a que todo el crecimiento económico y la recuperación del empleo estén marcados por la acción climática, y a que los fondos de recuperación europeos se inviertan en tecnologías limpias, innovación y nuevas tecnologías.

Hoy, estimados colegas, esta Ley climática rompe la brecha entre las advertencias científicas y la acción política. Hoy este Parlamento se alinea con la ciencia. Hoy nos reconciliamos también con nuestros hijos.

  Silvia Sardone (ID). – Signora Presidente, onorevoli colleghi, siamo tutti consapevoli dei cambiamenti climatici, della tutela della natura, dell'urgenza di salvaguardare l'ambiente; siamo tutti in prima linea, indistintamente. Ma l'approccio dell'Unione europea, fatemelo dire, l'Europa ha un approccio un po' ideologico, è un po' succube degli slogan di Greta e ha un approccio potenzialmente dannoso per il continente.

Sì, ho detto dannoso. Perché le vostre politiche rischiano di dissanguare le economie a fronte di risultati che, francamente, sono trascurabili in termini di riduzione delle emissioni. Parliamoci chiaro: per ottenere i risultati che avete in mente, siete di fatto costretti a imporre tasse etiche o verdi, che sono una vera e propria mazzata, che avranno ricadute pesantissime su imprese e lavoratori con delocalizzazioni, impoverimenti e abbassamenti salariali.

Vi faccio un esempio: in Italia applicare questo regolamento nei modi e nei tempi che voi prevedete, vuol dire portare nuove tasse, nuova burocrazia, sacrificare intere filiere produttive italiane, a favore di chi? Di che cosa ? Di monopattini cinesi, di auto francesi o tedesche dotate di batterie cinesi!

Insomma, voi avete in mente uno sviluppo sostenibile – così definito – che però vale solo per i paesi europei, perché siete totalmente zitti con i paesi asiatici, come l'India e la Cina, con i quali continuate a stringere accordi commerciali senza dire assolutamente nulla, e dico nulla, sull'ambiente!

Allora, siamo in crisi economica, in Europa più forte che altrove. E voi che cosa fate? Spingete su provvedimenti che rischiano di amplificare questa crisi. Riflettete! Non è questo il momento di nuove tasse e nuovi obblighi e, tra l'altro, nei confronti di chi? Di chi fa fatica ad andare avanti.

Questo non è a tutela dell'ambiente ma è un'ideologia ambientalista fatta da burocrati europei.

  Marie Toussaint (Verts/ALE). – Madame la Présidente, Monsieur le Commissaire, chers collègues, les sécheresses consécutives ont eu des conséquences dramatiques sur la vie de ma famille et sur celle de nombreux citoyens européens. Ce ne sont pas mes mots, ce sont ceux de Maurice Feschet, un simple agriculteur de la région drômoise, qui a eu le courage de porter plainte en 2018 contre l’inaction climatique de l’Union européenne.

Je veux faire ici entendre sa voix parce qu’il est, pour moi, le symbole de toutes celles et tous ceux qui voient leur vie très fortement affectée par le dérèglement climatique, celles qui voient leur vie menacée par les catastrophes naturelles engendrées par notre modèle de développement, celles et ceux qui finalement comptent si peu. Car de quoi discutons-nous quand nous parlons de la loi climat? De chiffres? Non, nous parlons de la vie, de la vie des gens, de la vie des nôtres pour les protéger. Nous n’avons plus le temps d’attendre. Les dix prochaines années sont cruciales: les tempêtes, la sécheresse, les glaciers menacés, les territoires entiers plongés dans la précarité énergétique demandent une action à la hauteur des dangers. Pour sauver le climat, c’est bien au moins 65 %, chers collègues, que nous devons viser à l’horizon 2030. Tout le monde le sait! Fixer des objectifs au rabais n’a donc aucun sens. Soyons responsables, soyons réalistes.

  Grzegorz Tobiszowski (ECR). – Szanowna Pani Przewodnicząca! Troska o klimat powinna być jednym z priorytetów Unii Europejskiej. I jest. I to nie podlega, i nie powinno podlegać dyskusji. Jednakże powinniśmy pamiętać, że to przemysł jest nadal głównym czynnikiem rozwoju i dobrobytu Europy. Dlatego słusznie Unia Europejska obrała sobie za cel zwiększenie produkcji przemysłowej, tak by stanowiła ona co najmniej 20% w 2000 r. (obecnie 15–16%). Warunkiem minimum osiągnięcia tego celu jest zagwarantowanie ciągłości, spójności prawa unijnego i przewidywalności dla przemysłu. W 2014 r. Unia Europejska wyznaczyła cel redukcji emisji do 2030 r. o co najmniej 40%. Dopiero kilka lat temu uzgodniła zasady osiągnięcia tego celu, natomiast na stronach Komisji Europejskiej mamy ekspertyzy, które mówią, że będzie ciężko osiągnąć 40%. A więc pojawia się pytanie: Dlaczego w pierwszej kolejności nie analizujemy, dlaczego jest problem w osiągnięciu celów, a stawiamy nowe założenia? Jak w tym przypadku ma się rozwijać przemysł, kiedy brak spójności tego, co do tej pory, z tym, co nakładamy?

  Cornelia Ernst (GUE/NGL). – Frau Präsidentin! Ja, wenn wir ein Klimagesetz machen, dann müssen wir das auch richtig tun. Dazu gehört, dass wir an keiner Stelle zulassen, dass Gas in dieses Gesetz hineinkommt, dass wir auf Gas setzen. Worauf wir setzen müssen, das sind Erneuerbare, und zwar durchgängig. Denn Gas ist keine Brückentechnologie, sondern Investition in fossile Energieträger. Ganz ehrlich: Gas ist ungefähr so klimafreundlich wie beispielsweise Cola light gesund ist. Methan-Emissionen, CO2-Emissionen – dafür steht Gas, und Cola light ist ein Risiko für Diabetes.

Deshalb fordere ich Sie dringend auf, gegen jeden einzelnen Änderungsantrag zu stimmen, der auf Gas setzt und versucht, es durch die Hintertür hereinzulassen.

Machen wir es doch deutlich: Wir brauchen konsequente, mutige Schritte für den Klimaschutz. Wir brauchen echte Energieeffizienzmethoden in unseren Häusern, in allen Gebäuden. Wir brauchen starke Infrastruktur für Erneuerbare, und vor allem brauchen wir auch Bekämpfung von Energiearmut. Was wir auch machen müssen, ist, aufhören, von Technologieneutralität zu reden, damit fossile Energieträger eben nicht mehr begünstigt werden.

Eines steht doch auch fest, das sehen wir doch bei diesem Gesetz: Der Markt richtet eben nicht alles allein, und schon gar nicht, wenn es um Klimaneutralität geht.

  Antoni Comín i Oliveres (NI). – Signora Presidente, onorevoli colleghi, c'è un'Unione europea che ci delude, che è quella che, quando valuta lo Stato di diritto, tace davanti ai prigionieri politici dello Stato spagnolo. Ma c'è anche l'Unione che ci dà speranza e la legge europea sul cambiamento climatico ne è il miglior esempio.

È forse la legge più importante dell'intero mandato, una delle più trascendenti che questo Parlamento ha mai votato. Celebriamo il fatto, tra l'altro, che incorpori alcuni dei nostri emendamenti.

L'Unione climaticamente neutra nel 2050 e vogliamo realizzare questo progetto senza mettere a rischio né la competitività delle nostre aziende, né la coesione delle nostre società. Al contrario, questa transizione di dimensioni storiche deve aiutarci a costruire un'economia non solo più verde ma anche più egualitaria ed efficiente.

Facciamo del nuovo Green Deal un'opportunità per trasformare la società europea perché diventi una società più giusta. E non abbiamo più tempo: l'accordo di Parigi può sembrare molto ambizioso se pensiamo al lavoro che ci attende. Ma è un obiettivo de minimis se pensiamo dal punto di vista della scienza. Siamo in ritardo e dobbiamo agire immediatamente!

  Dolors Montserrat (PPE). – Señora presidenta, la lucha contra el cambio climático es una tarea de todos. Apoyamos los esfuerzos y el liderazgo de la Unión Europea para acometer una transformación hacia una economía más circular, limpia, responsable, que cuide de nuestra salud y que cuide de nuestro planeta.

La Unión Europea debe liderar la lucha contra el cambio climático, pero sin perder de vista la competitividad de las empresas y la creación de empleo. Son muchos los protagonistas de esta transición: los trabajadores, los empresarios, los autónomos, los agricultores, los pescadores, los transportistas, los jóvenes, todas las familias. Todas las medidas que adoptemos deben hacerse con todos los protagonistas, con diálogo, buscando la aceptación social y con ayudas.

Llevamos mucho tiempo hablando del refuerzo de la política industrial. Hoy hay dos mil trabajadores en huelga en España por el cierre de la planta intensiva de producción de aluminio en Galicia. Una de las razones para el cierre tiene que ver con los costes de la energía. La industria europea no puede seguir desangrándose, especialmente expuesta por la competencia desleal de terceros países. Por tanto, necesitamos acelerar la economía limpia, la digitalización, pero también debemos reforzar nuestras bases industriales y nuestra autonomía estratégica, para que el peso de la industria alcance el 20 % del total de la riqueza nacional de los Estados miembros: es compatible. Debemos tomar medidas concretas ya, siendo coherentes a la hora de establecer nuevos objetivos climáticos, y no podemos hacer como si la pandemia de la COVID-19 y el Brexit no existieran. En estos momentos, especialmente difíciles, no dejemos a nadie atrás.

  Miriam Dalli (S&D). – Madam President, allow me to say thank you to our rapporteur Jytte Guteland for her work, because this is the time to decide whether we are serious about embarking on a sustainable path towards climate neutrality by 2050 or whether what we had in this House was only political rhetoric. How we vote on the climate law today will define us.

The climate crisis we are facing will not go away on its own, nor will it be solved by individual action alone. So we must reduce carbon pollution and transform our economy to run on clean renewable energy. This is not about elitists, as we heard today. This is about realists who are seeing with their eyes the impact of climate change all around us. That’s why this political group is being progressive and realistic in pushing forward a 60% CO2 reduction by 2030.

S&D are pushing also for a new climate target for 2040 because we want to provide direction for our Member States, our industries and our citizens. From the very beginning we were at the forefront in asking for a climate law that can put us strongly on the path to ditch fossil fuels and switch to clean energy whilst sustaining a resilient, robust economy.

We need these laws to make sure that we are on track with our targets for 2030, for 2040 and for ensuring carbon neutrality in 2050. Just having vague goals on paper did not work, and they will definitely not work. We know some lawmakers will refuse to act. They would rather risk climate catastrophe and let the rest of us deal with the fallout. But this is not acceptable for us. We want to make sure that we start acting today and make our societies and our continent future proof. Today and tomorrow we have the opportunity to prove that.

  Frédérique Ries (Renew). – Madam President, last December President von der Leyen referred to Europe’s ‘man on the moon’ moment.

Well here we are. This is the first step.

Je poursuis en français, mais un peu dans la métaphore lunaire tout de même. Ce soir, quand nous allons adopter les amendements à la loi climat l’Europe fera un pas de géant pour se donner les moyens de devenir en 2050, le premier continent à atteindre la neutralité carbone. C’est historique, cela a été dit. Les négociations avec le Conseil s’annoncent musclées et j’en entends déjà, ici, maintenant qui veulent affaiblir nos ambitions et plafonner à 55 % net notre objectif de réduction CO2 pour 2030. Je pense à l’inverse, évidemment, que se donner les moyens de peser, c’est viser 60 %.

Plus largement et rapidement maintenant, c’est le vote, le paquet de la commission de l’environnement tout simplement qu’il faut soutenir ce soir, à savoir un budget carbone pour 2023, un Conseil européen pour le changement climatique et 100 euros minimum la tonne carbone lorsque les États membres ne respectent pas les objectifs du règlement sur la répartition de l’effort.

Les crues catastrophiques de cette semaine dans le sud-est de la France et le nord de l’Italie, nous le rappellent de façon cruelle: nous n’avons d’autre option que l’ambition face à l’urgence climatique.

  Catherine Griset (ID). – Madame la Présidente, tout dans cette loi, de son parcours législatif à son contenu, est à revoir. L’objectif de 60 % de réduction des émissions d’ici 2030 n’est pas fondé scientifiquement. Son caractère contraignant à l’échelle des États ne respecte ni leur souveraineté, ni le principe de subsidiarité et on se demande bien quel sera le régime de sanctions.

Quant au budget carbone européen, comment sera-t-il calculé et qui le déterminera? Votre empressement à faire de l’Europe le premier continent neutre en carbone est idéologique. Notre trajectoire actuelle de 40 % est déjà presque impossible à réaliser. En la portant à 60 %, vous imposerez une écologie punitive à des entreprises et à des ménages fragilisés par la crise, au seul bénéfice de nos concurrents.

Il faut se donner les moyens de ses ambitions: le recours au nucléaire, la confiance dans l’innovation technologique, la lutte contre la concurrence étrangère déloyale et une transition énergétique graduelle tenant compte des réalités nationales. La neutralité climatique doit venir d’un effort collectif mené à l’échelle des États, guidé par des préoccupations écologiques légitimes mais aussi par l’intérêt de nos peuples.

  Bas Eickhout (Verts/ALE). – Madam President, first of all I would like to thank the rapporteur, who is there, for her excellent report, which I think is really setting the right ambition level.

In this House last year we all signed up to the climate emergency. In this House, time and time and again, we signed up to climate neutrality in 30 years’ time. Now in the Climate Law we are going to act – and suddenly you see people getting nervous. Maybe they didn’t realise what they were signing up to because it was just a resolution. But that’s not how politics works. If you sign up to these targets you also have to translate it into a binding law, which we are discussing now for 2030.

Talking about science, it is very clear, and the United Nations Gap Report states very clearly, that if you want to maintain a chance on 1.5°, staying below that, the world needs to reduce by 67% – the world. This means an additional challenge for Europe.

Maybe a last point on the challenges for industry. I also would like to hope that the EPP is a bit consistent, because we have been fighting international offsets under the Kyoto Protocol together and now I see amendments of the EPP Group bringing back these international offsets and further watering down the targets we are discussing.   Robert Roos (ECR). – Voorzitter, men spreekt hier altijd met grote woorden over de democratie, maar ondertussen staat dit Europees Parlement op het punt akkoord te gaan met de Europese klimaatwet. Dit zal de klimaatdoelen onttrekken aan nationale democratische besluitvorming.

Ten eerste, er is gedurende 30 jaar geen nooduitgang in deze wet om tussentijds rekening te houden met economische tegenspoed of nieuwe technologische inzichten.

Ten tweede, ngo’s kunnen naar de rechter stappen om het beleid op deze doelen af te stemmen. Die situatie, meneer Timmermans, kennen wij in Nederland van de Urgenda-zaak en de stikstof-uitspraak. De rechter neemt de rol van de politiek over. En dat is niet hoe wij de democratie zien.

Wij Europarlementariërs hebben een mandaat van de kiezer om hem op een goede wijze in dit huis te vertegenwoordigen. Beleid, en ook klimaatbeleid, moet onderwerp zijn van een permanent democratisch debat en niet worden vastgelegd voor 30 jaar.

  Manuel Bompard (GUE/NGL). – Madame la Présidente, il y a un an, notre Parlement a décrété l’état d’urgence climatique et environnementale.

Depuis, les événements qui se sont succédés sous nos yeux démontrent les conséquences de cette urgence. Ce sont les sécheresses qui assèchent les rivières de notre enfance, les forêts qui brûlent partout sur le globe, les inondations qui ont ravagé récemment le sud de la France et l’Italie.

Aujourd’hui, nous pouvons être à la hauteur de cette situation, nous devons fixer dans la Loi climat un objectif de réduction des émissions de gaz à effet de serre d’ici à 2030 d’au moins 65 %. Ce chiffre n’est pas pris par hasard, c’est celui qui, selon les Nations Unies, permet de respecter nos engagements internationaux et de limiter la hausse de la température à 1,5°C. Nous devons pour cela inclure une réduction qui n’inclut pas les réductions par absorption des puits de carbone naturels.

Nous devons le dire franchement et clairement à Mme von der Leyen, nous n’avons pas le temps aujourd’hui pour les petites entourloupes et les calculs qui visent à masquer un manque d’ambition et à satisfaire quelques intérêts économiques bien placés. Nous n’avons pas le temps d’attendre, nous devons agir maintenant, nous n’avons pas le temps de jouer alors soyons à la hauteur de la situation.

  Edina Tóth (PPE). – Tisztelt Elnök asszony, az éghajlatváltozás és a környezet károsodása komoly veszélyt jelent Európa és az egész világ számára. Ezért is fontos, hogy ambiciózusak legyünk, és Európa legyen a világ első klímasemleges kontinense. Az előttünk fekvő uniós klímarendelet elfogadása megerősítheti, hogy nemcsak egyes tagállamok, hanem az EU maga is valóban cselekszik az éghajlatváltozás elleni küzdelemben teremtett világunk megóvásáért.

Azonban nem mindegy, hogy ezt milyen formában tesszük. Először is kiemelném, hogy a Bizottság legújabb hatástanulmánya sajnos nem mutatta be a tagállami szintű hatásokat, ezért részletes modellezést kell majd végezni, amihez persze idő kell. Fontos, hogy a közös célok elérése érdekében a tagállamok kövessék a jó példákat. Magyarország például az uniós élmezőnybe tartozik a vállalt kibocsátás-csökkentési célok elérése terén.

Azonban, tisztelt képviselőtársaim, van egy olyan pont, amiből nem engedhetünk! Ragaszkodunk ahhoz, hogy ne a családokkal fizettessék meg a költségeket a klímarombolók helyett. El kell kerülni az élelmiszerárak és az energiaárak emelkedését. Ahhoz, hogy teljesüljön a klímasemlegességi cél, minden gazdasági ágazatnak cselekednie kell. Viszont azt sem engedhetjük meg, hogy az ipari szereplők ellehetetlenüljenek közben. Fontos azonban az is, hogy nemzeti szinten is végrehajtsuk majd az uniós klímavédelmi intézkedéseket, s a célirányos lépéseket pedig egy működőképes egységes keretbe tudjuk majd foglalni.

  Delara Burkhardt (S&D). – Frau Präsidentin, liebe Kolleginnen und Kollegen! Mit dem Klimagesetz haben wir die große Aufgabe, das Fundament des Green Deals zu legen. Unser Vorschlag verbessert den Vorschlag der Kommission enorm – mit einem EU-Treibhausgasbudget, das klar aufzeigt, wieviel Emission die EU in den kommenden Jahren noch ausstoßen darf, einem unabhängigen Klimarat, der wissenschaftlich begleitet und berät.

Bei der Frage, wieviel mehr Ambitionen wir auf dem Weg zur Klimaneutralität hinlegen sollen, wird es dann hitzig hier im Haus. Auch bei den von Frau von der Leyen vorgeschlagenen mindestens 55 % bis 2030 lohnt sich nämlich ein Blick aufs Kleingedruckte. Erstmals wird dort nämlich von einem Nettoziel gesprochen, bei dem die positive Klimaleistung von Wäldern mit einbezogen wird. Zieht man das ab, sind wir nämlich nur noch bei schwachen 52 %. Es ist aber wichtig, heute einzusparen, um Klimakipp-Punkte und Klimaschäden morgen zu vermeiden. Laut Klimawissenschaft bedeutet das ein Ziel von zirka 65 %. Mit Blick auf die Umstände ist 60 % bereits ein großer politischer Erfolg, der auch unsere Verhandlungsposition später stärkt.

Es ist eben auch machbar, wenn wir aufhören, Beschäftigung und Klimaschutz gegeneinander auszuspielen, und den notwendigen Wandel anpacken. Ich sage mal so: 2050 klingt immer so weit weg, aber es handelt sich dabei um die Zeit, wo meine Generation noch nicht mal in Rente ist. Also ist es jetzt wichtig, anzupacken und die richtigen Instrumente auf den Weg zu bringen, weil wir keine Zeit mehr zu verlieren haben.

  Claudia Gamon (Renew). – Frau Präsidentin! Das Europäische Klimagesetz ist der erste große und wichtige Schritt in Richtung Klimaneutralität. Es ist auch eine Anerkennung der Realität, die zwar düster ist, aber nicht hoffnungslos.

Wir müssen jetzt von den Zielen zu wirklich mutigen Umsetzungsschritten kommen, damit wir die Klimaneutralität auch schaffen werden. Wir brauchen einen smarten CO2-Ausgleichsmechanismus, um zu verhindern, dass wir die Emissionen bloß in andere Länder hin verschieben, denn letztendlich werden wir das Klima global schützen müssen. Und nur weil wir dann einmal eine schöne Statistik in Europa haben, werden wir noch gar nichts gerettet haben.

Wir müssen den Straßenverkehr und die Bauten sofort in den Emissionshandel mit reinnehmen, damit er auch ein schlagkräftiges Instrument wird, und wir müssen das volle Potenzial technologischer Innovation nutzen und auch Energiespeicher zu einer Priorität machen, damit wir die Energiewende zur Realität machen.

Ich glaube, wenn wir ein mutiges Emissionsreduktionsziel beschließen, können wir uns einen Tag lang gerne auf die Schulter klopfen, aber morgen muss dann die Arbeit weitergehen. Es fängt nämlich jetzt im Endeffekt erst an, und es ist noch einige Überzeugungsarbeit – auch im Rat – zu leisten.

  Laura Huhtasaari (ID). – Arvoisa puhemies, jos suomalaiset olisivat 90-luvulla äänestäessään EU-jäsenyydestä tienneet, että EU aikoo kontrolloida myös Suomen metsiä, täällä ei olisi yhtään suomalaista meppiä. EU:n ilmastotoimet eivät saa johtaa siihen, että Suomen metsien pitää kompensoida, kun Saksa ja Puola polttavat hiiltä.

Mutta on tässä ilmastolaissa hyviäkin asioita, esimerkiksi uusiutuvien materiaalien ilmastohyötyjen huomioiminen ja muutoksessa nousevat voittajiksi puusta valmistetut tuotteet aina massiivisesta puunrakentamisesta mikroskooppiseen nanoselluun. Hyvä asia tässä on myös se, että pyritään teollisuuden hiilivuodon torjuntaan. Euroopassa on maailman puhtainta teollisuutta ja siksi työpaikka täällä on ilmastoteko.

  Pär Holmgren (Verts/ALE). – Fru talman! När jag står här i dag blir jag faktiskt både förvånad och ganska frustrerad. Förvånad över att det fortfarande, i alla fall bland vissa här inne, är så stor brist på kunskap och insikt i klimatfrågan. Men också frustrerad över att det är så pass många av er som använder en politisk retorik som ligger långt, långt ifrån det som vetenskapen visar krävs. Tror ni – framför allt vänder jag mig nu till mina kollegor i högergruppen – att ni på riktigt har expertisen bakom er? Eller väljer ni medvetet att ljuga när ni säger att det lilla som ni vill bidra med skulle vara tillräckligt? För det är inte det.

Men i dag har vi en chans att göra någonting som är riktigt viktigt. Vi vet vad som krävs för att göra det. Det är att rösta på ett förslag som ser till att vi minskar utsläppen med absolut minst 65 procent till 2030. Och sedan alla de hjälpmedel som behövs för att nå dit, till exempel en ordentlig koldioxidbudget. Det är det minsta vi kan, också det minsta som vi måste göra. Vi har en chans att göra skillnad i dag. Ta den chansen. Det kanske är sista gången vi har en sådan chans.

  Hermann Tertsch (ECR). – Señora presidenta, cuando oímos hablar de ciencia, siempre pensamos, viniendo de la izquierda, que es ideología, y es lo que sucede ⸺lo estamos viendo en España continuamente⸺: cómo se protegen tras la supuesta ciencia, para hacer barbaridades, todas las arbitrariedades posibles con la ideología.

El debate sobre la Ley Europea del Clima muestra sin tapujos ya las debilidades de una Unión Europea que está sometida a los dictados de una nueva y reforzada ideología o religión verde. Esta sumisión climática en la Unión Europea, en plena pandemia, con inmensos problemas, no va a aportar ni estabilidad ni seguridad jurídica ni una visión a largo plazo basada en esa evidencia científica.

Desde luego, no se respeta ni la soberanía, no se respeta la subsidiariedad y no se respeta el sentido común, y, al final, sobre todo, no se respetan los intereses de los europeos, que no se tienen en cuenta cuando se está jugando con los topes de las emisiones; se está hablando de una reducción en un 55, después en un 60, después, quién sabe, si en un 70. Eso es una falta de respeto a los intereses de los pueblos europeos. Todo eso no es ciencia, es ideología pura.

  Mick Wallace (GUE/NGL). – Madam President, setting a 55% net target for 2030 is climate change denial. The Intergovernmental Panel on Climate Change (IPCC) has said that in the gap between 1.5 and 2 degrees, hundreds of millions of lives are at stake. A target of 55% would mean the EU has given up on any chance of limiting global temperature rises to 1.5 degrees.

To avoid climate breakdown, we have to cut world emissions at least in half by 2030, and get to zero by 2050. But this is a global average target. Given their greater responsibility for historic emissions, the better—off nations – like in Europe – must do it a lot faster.

Setting a climate neutrality target for 2050 is also a climate change denial. Climate neutrality is not a decarbonising strategy. Why are we continuing to prop up the fossil fuel industry? We need real zero carbon emissions by 2040 and we cannot rely on negative emissions technologies that might never even exist.

Scientists say that we will fail if we keep growing the economy at the same rate. GDP may speak for the welfare of capitalism but not for the welfare of humanity.

  Markus Pieper (PPE). – Frau Präsidentin! Umwelt, Wirtschaft, Arbeitsplätze: Der Weg zur Klimaneutralität bietet uns die große Chance, mit europäischem Knowhow die Innovation für die Weltmärkte zu liefern.

Mit 55 % CO2-Reduzierung bis 2030 stellen wir Menschen und Betriebe dabei vor extreme Herausforderungen. Wir müssen sie mitnehmen, Klimaschutz als Chance begreifen, mit positivem spirit das Ganze angehen.

Zu diesem Optimismus gehört Technologieoffenheit. Wer aber heute Verbrennungsmotoren verbietet, verbaut Europas Zukunft für das synthetische Zeitalter. Zur positiven Innovation gehört der Blick über Europas Grenzen hinaus. Wer aber heute sagt, wir dürfen Klimaschutzinvestitionen nicht mit Entwicklungshilfe verbinden, der versündigt sich an Afrikas Zukunft, der ist mitverantwortlich für Migration aus wirtschaftlichen Gründen.

Zum positiven Blick auf den Klimaschutz gehört Marktwirtschaft, nicht Verbote und Quoten. Nein. Stattdessen Emissionszertifikate im Einklang mit den Pariser Vorgaben; den Rest regelt die Wirtschaft mit ihren Arbeitnehmern.

Ich weiß, liebe Kollegen von S&D, Renew Europe, Verts/ALE und GUE/NGL: positiv und frei denken, das ist nicht Ihre Welt. Sie trauen sich mehr zu als den Menschen und den Betrieben. Sie behaupten wider besseren Wissens, nur mit 60 oder 70 %geht die Welt nicht unter. Wollen Sie gar nicht mehr argumentieren? Wollen Sie einschüchtern, wenn Sie das Ende der Welt an die Wand malen?

Nein, meine Damen und Herren, nicht einschüchtern und Angst machen. Argumentieren und mitnehmen – das ist gelebte Demokratie, auch im Klimaschutz. Dafür steht die EVP.

  Mohammed Chahim (S&D). – Voorzitter, geachte collega’s, geachte heer Timmermans, met deze klimaatwet gaan we de kosten van de energietransitie eerlijk verdelen, leiden we door het goede voorbeeld te geven en maken we onze klimaatdoelstellingen bindend. Voor mij is het heel belangrijk dat de grootste vervuilers de grootste bijdrage leveren, want de kosten van de energietransitie mogen we niet afschuiven op onze mensen. Dit is tot de dag van vandaag nog steeds het geval.

Energieproducenten die verantwoordelijk zijn voor meer dan 80 % van de broeikasgassen in Nederland betalen minder belasting op hun uitstoot dan gewone huishoudens. En uit een studie van de OESO blijkt dat we in Nederland gemiddeld 60 euro per ton CO2 betalen en onze industrie maar 15 euro per ton, dat is vier keer minder. De kosten voor CO2-uitstoot zijn gewoonweg niet eerlijk verdeeld. Dit kan en moet anders, en met deze klimaatwet zetten we de eerste stap.

Voorzitter, er is veel discussie over tussentijdse klimaatdoelen. Het gaat over 55, 60 of 65. Er lijkt een compromis voor 60 % in het Parlement. Ik ben daar ook niet helemaal tevreden over. Er is geen enkele reden om niet naar de wetenschap te luisteren. Maar ik ben positief. Met het investeringsprogramma van deze Commissie, met de Europese Green Deal van onze Frans Timmermans, en met de innovatiekracht van het bedrijfsleven ben ik ervan overtuigd dat een hoger doel haalbaar is en dat we met het opzetten van onder andere een waterstofeconomie en een circulaire economie ingehaald gaan worden door de praktijk.

Laten we vandaag voor de klimaatwet stemmen. Laten we een duidelijk signaal geven aan onze jeugd, onze mensen en ons bedrijfsleven.

  Karin Karlsbro (Renew). – Fru talman! Vi har ingen tid att förlora. EU behöver en klimatlag som gör våra ambitiösa klimatmål rättsligt bindande i dag, helst i går. Liberalerna vill se en utsläppsminskning på 65 procent till 2030. Men vi vill också fokusera på hur vi når dit; klimatmål betyder ingenting utan ekonomiskt effektiva hållbara lösningar.

Därför säger vi ja till en gemensam koldioxidskatt, ja till att skrota subventioner till fossila bränslen, ja till att satsa stort på forskning och ny teknik och vi säger ja till kärnkraft och koldioxidlagring som en del av lösningen. USA har vänt Parisavtalet ryggen. EU gör nu precis tvärtom. EU tar på sig ledartröjan och växlar upp. Därför säger liberalerna ja till ett starkt EU och ja till en ambitiös europeisk klimatpolitik.

  Roman Haider (ID). – Frau Präsidentin! Wenn es um die Forderungen nach immer strengeren Klimazielen geht, dann überbieten sich ja die EU-Institutionen, die politischen Gruppen und die NGO fast schon im Wochentakt. Nur an eine Gruppe wird dabei nicht gedacht – nämlich an die Bürger Europas. An jene Bürger, die auf dem Land und nicht in den großen Städten leben, und an jene Bürger, die ihr Auto brauchen, um zum Arbeitsplatz zu kommen.

In meinem Heimatland Österreich hat eine Studie errechnet, dass die Umsetzung Ihrer Ziele zu einer ganz realen Mehrbelastung von 1 541 Euro für jeden Bürger führt. Allein für die Mobilität, 1 541 Euro, allein um zum Arbeitsplatz zu kommen. Für EU-Bürokraten mit fürstlichen Gehältern ist das nicht viel Geld; für normale Bürger ist das sehr viel Geld, und das alles mitten in der schwersten Wirtschaftskrise seit Jahrzehnten.

Die Menschen stehen vor der Arbeitslosigkeit, wissen nicht, wie sie ihre Familien ernähren sollen, und die Rezepte der Europäischen Union sind Zerschlagung der Industrie, der Arbeitsplätze und Mehrbelastungen für die Bürger. Herr Timmermans, Sie führen die EU nicht an den Abgrund, Sie führen sie in den Abgrund.

  Grace O’Sullivan (Verts/ALE). – Madam President, the Climate Law is the main reason why my somewhat reluctant move into politics was actually the right move. Our vote here this evening is a culmination of calls for action from citizens across the globe who recognise the emergency we are in.

We have to slash greenhouse gas emissions within a timeframe that gives us some hope of avoiding a total wipe—out of life on our planet. We must set a truly ambitious target that will create the change we need by 2030. The implementation of the Paris Agreement is essential to achieving the Sustainable Development Goals by 2030. No Paris, no SDGs.

We must have official, international, legally—binding commitments that see every single decision we make as individuals and as nations benchmarked against the goal of climate neutrality. Our survival depends upon this.

  Izabela-Helena Kloc (ECR). – Pani Przewodnicząca! Musimy mówić jak poważni politycy, a nie jak uczestnicy młodzieżowego strajku klimatycznego. Mówmy konkretnie o kosztach polityki klimatycznej i jej ofiarach. Powiem wam, jaka jest cena Zielonego Ładu z perspektywy ludzi – mieszkańców mojego regionu. Koszt stworzenia nowych miejsc pracy dla pracowników samej tylko Polskiej Grupy Górniczej to 200 miliardów złotych. A mowa tylko o jednej spółce, jednej z największych w Europie. 140 miliardów zabraknie do przeprowadzenia modernizacji Śląska. Tych środków nie dostaniemy z Brukseli.

Kilka państw zarabia na wymuszanych technologiach, a regiony takie jak Śląsk mają pogrążyć się w biedzie i kryzysie społecznym. Są państwa, których transformacja klimatyczna nic nie będzie kosztować, inne państwa poradzą sobie przy minimalnym wysiłku. Polska, której przemysł jest najbardziej uzależniony od węgla, będzie zdewastowana gospodarczo i społecznie, a Komisja Europejska i niektórzy europosłowie zamiast nas zrozumieć, straszą sankcjami i grożą obcięciem funduszy. To jest wasza sprawiedliwość!

  Agnès Evren (PPE). – Madame la Présidente, cette loi climat permet de tirer deux leçons. La première, c’est la volonté politique d’agir pour que l’Union européenne devienne d’ici à 2050, le premier continent au monde à atteindre l’objectif d’une neutralité carbone. La deuxième, c’est que pour y parvenir, deux visions s’affrontent.

D’un côté, il y a ceux qui portent une vision ambitieuse mais réaliste, comme nous le faisons au PPE avec Peter Liese. L’étude d’impact que nous avions demandée a montré qu’un objectif d’au moins 55 % était la voie la plus réaliste et permettait d’apporter de la visibilité à nos entreprises et industries qui devront s’engager dans cette transition. Nous soutenons donc les 55 % évidemment.

D’un autre côté, il y a ceux qui sont dans l’affichage politique, c’est la position de mes collègues Renew, Socialistes, Verts ou d’extrême gauche, c’est celle d’une course à l’échalote qui consiste à demander 5 % de plus que son voisin de droite pour paraître le plus écolo, le plus ambitieux possible. La préservation de nos emplois, les mesures d’adaptation que devront prendre nos entreprises et nos industries, le risque de délocalisation et donc de fuite de carbone, tout cela passe après.

Mes chers collègues, vous l’aurez donc compris: entre ces deux visions, mon choix est clair. Je refuse d’être dans l’idéologie, dans l’affichage politique ou encore dans les incantations. La transition écologique nous engage tous, elle doit être crédible pour être réalisable, c’est la seule condition de sa réussite.

  Christel Schaldemose (S&D). – Fru formand! Kolleger! Kloden er overophedet. Europa har et medansvar for denne situation, og derfor skal vi også være med til at tage ansvar for at løse den. Vi bliver nødt til at handle nu, inden det er for sent. Det er også derfor, vi skal have en ambitiøs europæisk klimalov. Hvis ikke vi får det, så skubber vi regningen videre til fremtidens generationer, og det går simpelthen ikke. Derfor er jeg glad for at kunne være med til at stemme for Miljøudvalgets betænkning, for med den sætter vi netop et ambitiøst mål for reduktion i 2030. Og vi kræver et nyt delmål. Vi vil have et mål for 2040. Vi kræver, at både EU og medlemslandene tager ansvar og har bindende målsætninger.

Jeg tror, at denne klimalov og den måde, vi gør tingene på i Europa-Parlamentet, kan være med til at sikre, at vi både kan redde miljøet og sikre fremtidens generationer. Jeg synes, det er helt afgørende, at EU, som en af de rigeste regioner i verden, går foran og viser resten af verden, at vi skal håndtere denne klimakrise. Vi kan det. Hvis vi gør det, hvis vi får stemt denne betænkning igennem, så kan vi faktisk opnå, at vi ændrer kul- og stålunionen til at blive en klimaunion. Hvilken flot målsætning er det ikke for fremtidige generationer at kunne sige ja til. Så tak for det, og stem for Miljøudvalgets betænkning. Det er den, der er den mest ambitiøse.

  Ulrike Müller (Renew). – Frau Präsidentin, Herr Vizepräsident! In den letzten 30 Jahren haben wir unsere CO2-Emissionen um etwas mehr als 20 % reduzieren können. Wollen wir bis 2050 klimaneutral werden, bedeutet das, dass wir in den nächsten 30 Jahren 80 % schaffen müssen. Das wird ein gewaltiger Kraftakt, der unsere Industrie vor riesige Herausforderungen stellt.

In den Branchen mit den größten Emissionen wird jetzt schon über Investitionen entschieden, die bis 2050 wirken. Planungssicherheit ist hier elementar. Daher begrüße ich die Verankerung des langfristigen Ziels – eines Pfades bis dorthin – sehr. Diesen Pfad müssen wir aber mit großer Umsicht planen. Für unsere innovationsstarken Unternehmen kann ein europäisches Schaufenster „klimafreundliche Innovationen“ eine große Chance sein. Wenn wir aber zu schnell und zu viel wollen, würgen wir den Motor ab, der uns ans Ziel bringen muss.

Deshalb ein klares „Ja“ zu langfristigen Zielen. Der Zielpfad muss sich aber am Machbaren orientieren.

  Gianantonio Da Re (ID). – Signora Presidente, onorevoli colleghi, con la legge europea sul clima la Commissione impone agli Stati membri l'obiettivo dell'azzeramento delle emissioni dei gas a effetto serra entro il 2050. Tale vincolo prevede una sorveglianza serrata da parte della Commissione, un pretesto per un vero e proprio controllo sulle politiche nazionali.

Gli obiettivi da raggiungere sono chiari ma nulla viene detto sui costi sociali ed economici che ciò comporterà: pensiamo all'inevitabile perdita di competitività delle nostre imprese rispetto a paesi come Cina, India e Stati Uniti, che non condividono l'obiettivo climatico; le nostre industrie europee, soprattutto quelle siderurgiche, sono soggette a costi energetici improponibili rispetto ai concorrenti globali.

La transizione energetica richiede gradualità, condivisione e ingenti aiuti economici, che le nostre imprese in questo momento non hanno. La lotta al cambiamento climatico deve avvenire salvaguardando le nostre imprese e soprattutto ricordiamoci di salvarle dal fallimento.

  Jutta Paulus (Verts/ALE). – Madam President, you can see the stripes representing global warming on my mask and I must say to you, please fight every crisis. Fight the corona crisis, but fight the climate crisis with as much enthusiasm. I will continue in German.

Frau Präsidentin! Ich will mich auf die Methanemissionen konzentrieren, weil die so oft übersehen werden. Auch die Kommission rechnet mit einem veralteten Wert für die Treibhausgasintensität von Methan. Auf einen 20-Jahres-Zeitraum gerechnet, ist es mehr als 80 Mal so wirksam wie CO2. Deshalb brauchen wir schnelle und wirksame Maßnahmen zur Reduktion dieser Emissionen.

Wir warten auf die Methanstrategie der Kommission. Nach allem, was man erfährt, möchte die Kommission nur ein bisschen besser zählen als bisher, aber sie will die Emissionen nicht wirksam reduzieren. Das können wir uns in dieser Klimakrise nicht leisten. Im Energiesektor wäre es ganz einfach: Da brauchen wir Regulierung, undichte Pipelines stopfen, Ventile austauschen, Bohrlöcher verschließen, veraltetes Equipment tauschen.

Aber wir müssen auch an die Landwirtschaft gehen, und da zeigt sich ganz deutlich: Wir müssen da raus aus der Massentierhaltung, sonst kriegen wir die Methanemissionen nicht in den Griff.

  Johan Van Overtveldt (ECR). – Voorzitter, collega’s, commissaris, mijn delegatie steunt het doel van klimaatneutraliteit op EU-niveau tegen 2050. Europa kan een voortrekkersrol spelen inzake de duurzame transitie. Doelstellingen op korte en op lange termijn zijn nodig, niet in het minst om investeerders meer zekerheid te bieden.

Ambitie tonen is een goede zaak, maar ik maak me toch wel zorgen over het opbod dat duidelijk aan de gang is en waarbij maatschappelijke en economische gevolgen weleens uit het oog worden verloren, zoals bijvoorbeeld in verband met het optrekken van het uitstootverminderingspercentage. Bovendien verwacht dit Parlement dat elke lidstaat tegen 2050 klimaatneutraal zou zijn – of zou moeten zijn –, terwijl we nog geen impactbeoordeling op niveau van elke lidstaat hebben. Vlaanderen bijvoorbeeld – en ik wijs hiermee uiteraard op de grote diversiteit onder de lidstaten –, is een kleine en dichtbevolkte regio met uitgebreide energie-intensieve clusters waar letterlijk honderdduizenden jobs van afhangen.

Ik hoor collega’s pleiten voor een energiesysteem dat gebaseerd is op hernieuwbare energie, maar zonder kernenergie is klimaatneutraliteit een illusie. Wij pleiten en zullen blijven pleiten voor een haalbaar en betaalbaar klimaatbeleid dat welvaart en concurrentiekracht ook mee centraal stelt.

  Alexander Bernhuber (PPE). – Sehr geehrte Frau Präsidentin, sehr geehrter Herr Kommissar! Klimaschutz hat gerade für mich als junger Mensch eine große Priorität, und das EU-Klimagesetz ist ein wichtiger Schritt. Aber wenn wir den Klimaschutz ernst nehmen, dann müssen wir über alle Kontinente hinweg denken und alle Kontinente auch mit in die Pflicht nehmen, denn hier ist es eine globale Verantwortung. Für mich ergibt es dann aber wenig Sinn, wenn wir hier auf der einen Seite Klimaschutz fordern, auf der anderen Seite aber Handelsabkommen wie Mercosur abschließen wollen. Wir schauen weg, wie tausende Hektar Regenwald abgebrannt werden und zig Schiffe mit Billigfleisch nach Europa kommen – das ist doch absurd.

Wir müssen endlich beginnen, Freihandel neu zu denken, wo Klimaschutz eine prägende Rolle spielt und keine Gefahr durch Billigimporte für Landwirte oder Unternehmer droht. Wir brauchen nicht stolz darauf zu sein, wenn wir uns in der EU ein grünes Mascherl umhängen, auf dem wir sagen, wir sind der klimafreundlichste Kontinent, aber jegliche Produktion in andere Kontinente verlegen, egal ob das Lebensmittel sind oder Stahl. Das ist weder glaubwürdig noch trägt es zum Klimaschutz bei.

Zum Klimagesetz möchte ich sagen, dass die darin festgelegten CO2—Reduktionsziele realistisch sein müssen. Ein fiktives Zahlenpoker, wie wir es hier in diesem Haus betreiben, ist weder einzuhalten noch bringt dies der Wirtschaft oder dem Bürger etwas. Besser, wir setzen uns hier realistische, praxistaugliche Ziele, die wir erreichen und übertreffen können, als zu hoch gesteckte Ziele, an denen wir scheitern.

  Simona Bonafè (S&D). – Signora Presidente, onorevoli colleghi, l'Unione Europea in più circostanze ha preso impegni chiari e per il contrasto al cambiamento climatico e oggi abbiamo la prima legge al mondo sul clima, che mette nero su bianco questi impegni, in particolare la traiettoria che dobbiamo intraprendere nei prossimi anni per raggiungere l'obiettivo della neutralità climatica nel 2050.

Si tratta di un percorso obbligato, che deve necessariamente partire da una revisione più ambiziosa dei target di riduzione delle emissioni di CO2 nel 2030. Ecco perché noi chiediamo una riduzione di almeno il 65 %.

Stiamo affrontando un'emergenza sanitaria e non possiamo permetterci di trovarci, prima di quanto già oggi la scienza ci dice, in una vera e propria emergenza climatica dagli effetti altrettanto devastanti. Muoverci subito, con determinazione e ambizione, è l'unico modo per riuscire a garantire una crescita sostenibile per le future generazioni.

Del resto, questo è il momento giusto per agire: la crisi senza precedenti causata dal coronavirus ha accelerato quella che già era avvertita come la necessità di rivedere radicalmente il nostro modello di sviluppo. Oggi abbiamo sul tavolo il più grande pacchetto di aiuti economici della storia dell'Unione europea e dobbiamo utilizzare queste risorse in maniera intelligente e lungimirante, per avviare un nuovo paradigma economico, sociale e ambientale.

Ecco perché abbiamo bisogno di una legislazione chiara, come la legge sul clima che approviamo oggi, con tempi e obiettivi precisi, che dica qual è la direzione di marcia che l'Europa intende intraprendere e sulla quale non intende tornare indietro. Sottolineo, non intende tornare indietro!

  Barry Andrews (Renew). – Madam President, I’m very happy to support the EU Climate Law today. I’m delighted that the European Union is providing global leadership in achieving the targets of the Paris Agreement and providing legal certainty. Despite the difficulties this might cause in my country, in Ireland, I will be supporting the 60% target for emissions reductions. I do so for a number of reasons, but one I wish to call out. By 2050, the global population will have reached 9 billion; that’s up from 7 billion today. And those 2 billion new citizens will not live in the EU or in developed countries; they will live in developing countries. They will live in parts of developing countries that are vulnerable to environmental shocks: on hillsides, in river deltas. So, what we need to do is to acknowledge that these new citizens will live with the greatest vulnerabilities associated with climate change, having contributed the least, and that is the essence of climate justice based on human rights. So, in this Parliament, in 2020, we have an opportunity to do something that we don’t always do, which is to set aside all electoral considerations and do the right thing, and make a down payment for those coming generations against whose credit today’s emissions are being paid.

  Jordan Bardella (ID). – Madame la Présidente, si l’ambition d’une neutralité carbone en 2050 sur le territoire européen est un objectif louable, l’Union européenne se heurte une fois de plus au mur de ses contradictions.

Comment prôner en même temps le durcissement des taxes carbone en Europe d’un côté et de l’autre, le grand déménagement du monde par la multiplication des accords de libre-échange. Ce n’est pas aux contribuables de payer pour compenser un tant soit peu les effets délétères de votre politique économique. C’est cette politique elle-même, qu’il faut changer par la réappropriation du local, du circuit court et du patriotisme économique.

Au profit d’autres énergies renouvelables plus coûteuses et moins efficaces, vous souhaitez réduire de manière idéologique, la part du nucléaire dans le mix énergétique: c’est une erreur politique et écologique. Le nucléaire est l’énergie la moins chère, la plus décarbonée dont nous disposons aujourd’hui, indispensable au développement massif des filières hydrogènes, promues à juste titre par l’Union européenne.

Je vous appelle à ne pas culpabiliser les peuples, nous sommes les meilleurs élèves au monde, les plus propres et les plus respectueux de l’environnement. La transition écologique ne doit être ni punitive, ni sacrificielle, elle doit au contraire être un moyen d’offrir de nouveaux débouchés à notre industrie et d’améliorer, avec raison, la qualité de vie des Européens en les réenracinant dans leur environnement.

  Thomas Waitz (Verts/ALE). – Frau Präsidentin! Durch die COVID-19-Krise erlebt unsere Gesellschaft eine gemeinschaftliche dramatische Krisenerfahrung. Das gibt uns einen Vorgeschmack darauf, was hier noch auf uns zukommt. Die Klimakrise werden wir nicht lösen durch Impfungen, durch Masken oder durch Medikamente. Die einzige Möglichkeit, die Klimakrise aufzuhalten, ist es, massiv CO2 einzusparen.

Ich appelliere hier an die Abgeordneten im Haus: Unterstützen Sie eine ambitionierte Klimapolitik! Es geht hier um die Ziele, die wir uns setzen. Mit den Maßnahmen müssen wir dann ohnehin noch folgen. Unterstützen Sie unseren Antrag auf 65 % Einsparungen oder zumindest den Kompromiss auf 60 %, dem wir möglicherweise zustimmen könnten! Für die nächsten Generationen, für unsere Natur, die hart unter Druck ist – bereits durch die Erwärmungen –, aber auch für unsere Wirtschaft.

Bereits heute beklagen wir jährlich einen Schaden von 14 Milliarden Euro durch den Klimawandel. Bei + 2 Grad kommen wir eher Richtung geschätzte 120 Milliarden Euro.

Ich appelliere auch an die Industrie, die für weniger als 50 % Einsparungen hier im Haus lobbyiert. Bitte nehmen Sie Vernunft an! Das ist kurzfristig. Wenn Sie langfristig wirtschaftliche Aktivitäten aufrecht halten wollen, müssen wir dem Klimawandel effektiv begegnen.

  Jessica Polfjärd (PPE). – Fru talman! Det behöver inte vara så att vi reducerar klimatdebatter, eller klimatarbetet, till klimatpopulism eller pessimism. Vi kan rösta för en ambitionshöjning som levererar både sänkta utsläpp och ökad ekonomisk tillväxt. Men då krävs det att det skapas rätt förutsättningar för företag att ställa om, satsningar på ny teknik och på innovation, samt att vi också säkerställer tillgången på ren energi.

Orealistiska mål kommer aldrig att minska utsläppen. Tvärtom riskerar det att urholka tilltron till de mål som vi gemensamt sätter upp och klimatarbetet i stort. Vi riskerar också att driva företag och jobb ut från Europa, och vi måste kunna klara omställningen med bibehållen konkurrenskraft. För att klara det här behöver alla, både länder och människor, känna delaktighet och dela förståelsen för omställningen. Bara då kan Europa ställa om och inte stänga ner.

  Javi López (S&D). – Señora presidenta, hoy lo que hacemos es pasar de objetivos retóricos a verdaderos compromisos legales y vinculantes en materia climática. Eso es lo que significa la Ley del Clima.

Además, en este caso, el Parlamento lo hace demandando que tengamos una reducción de las emisiones de gases de efecto invernadero de un 60 % para el año 2030, con el horizonte puesto en la neutralidad climática para el año 2050. Esta Ley es la piedra angular del Pacto Verde Europeo, probablemente el proyecto más relevante para Europa en la próxima década, en la que luego habrá regulaciones y una enorme transformación de nuestras fuentes de energía, de nuestra industria, de nuestro transporte y movilidad y de nuestra vivienda. Una transformación que también tiene que ser justa y social.

Pero hoy también lanzamos un mensaje al mundo: que queremos, como europeos, el liderazgo en lo que será la carrera en el viaje a la Luna del siglo XXI. Esta vez no vamos a viajar a ningún planeta, vamos a tener que salvar nuestro planeta. China ha anunciado la voluntad de tener neutralidad climática en el año 2060, esperamos que los Estados Unidos vuelvan a esta carrera después de noviembre. No estamos solos. Y después toda la humanidad, porque es la humanidad lo que está en juego y hoy damos un paso en esa defensa.

  Ondřej Knotek (Renew). – Madam President, we definitely need a climate law, but it must bring all EU regions together. The current proposal is unfortunately dividing the EU again into east and west. One of the key issues is the energy transition. Member States with industrial regions can reach ambitious climate goals but not only through switching to renewables. Besides renewables, here will also play low carbon technologies, like nuclear, and transition technologies, like fossil gas projects.

Therefore, I strongly encourage in the upcoming climate law negotiations, and within the negotiations on the various sustainability tools and state aid, to build the conditions for all technologies to reduce emissions. Such technological openness will be one of the key success factors in the climate transition and will maintain public support in the most challenged regions.

  Franc Bogovič (PPE). – Gospa predsednica! V zadnjih desetletjih se je zgodila eksponentna rast prebivalstva, posledično poraba energije, hrane, surovin. Zato imamo danes težave z okoljem, kajti izpusti presegajo sposobnosti našega kontinenta.

Evropa je že desetletja vodilna država na poti v smeri ozelenitve našega kontinenta in zato je tudi podnebna zakonodaja del te poti, na kateri upam, da nam bo sledilo čim več držav, ostalih zunaj Evropske unije, tistih, ki proizvedejo 90 % toplogrednih plinov.

Mi lahko sprejemamo zelo ambiciozno zakonodajo. Danes Komisija predlaga dvig iz 40 na 55 % zmanjšanja izpustov, v Parlamentu imamo predloge 60, 65, 70. Vendar, dragi kolegi, okolja ne bomo rešili s sprejetjem zahtevne in ambiciozne zakonodaje, ampak v gospodarstvu, med prebivalstvom, v realnem svetu, med kmeti.

Zato moramo tu sprejeti odločitve, ki bodo omogočile razvoj novih tehnologij, ki bodo zmanjšale izpuste toplogrednih plinov. Preprečiti moramo zmanjšanje in izgubo delovnih mest, ki bi bile posledica prehitrih potez. Preprečiti moramo energetsko revščino tistih ljudi, ki imajo najnižje prihodke.

Prehod mora biti pravičen za vse države. In v prihodnosti bodo potrebne hrabre odločitve, tudi takrat, ko bomo umeščali v prostor, ne vem, vetrne elektrarne ali pa se odločali tudi o jedrski elektrarni.

In tisti, ki so danes najbolj ambiciozni, upam, da bodo takšne sklepe, ki bodo zahtevali hrabre odločitve, podprli tudi v realnem življenju.

  Sándor Rónai (S&D). – Elnök Úr! Nem nézhetjük tétlenül, ahogy a szemünk láttára megy tönkre a környezetünk. Minden egyes eltékozolt nappal csak közelebb kerülünk a klímakatasztrófához. Éppen ezért nem engedhetünk azokból a célokból, amelyekben hiszünk, és amelyekkel kézzelfogható eredményeket érhetünk el a következő években, évtizedekben. De mi kell ahhoz, hogy 2030-ra vagy 2050-re valódi változásokat tapasztaljunk? Például ragaszkodnunk kell ahhoz, hogy tíz év múlva már 65 százalékkal kevesebb üvegházhatású gáz jusson a levegőbe.

Nem hagyhatjuk azt sem, hogy kormányok, köztük a magyar kormány, csak 2030 után kezdjen el valódi zöld politikával foglalkozni. Erre már nincs idő. Ha ezt hagyjuk, akkor nem fogjuk elérni 2050-re a teljes klímasemlegességet. Én viszont húsz év múlva is bele szeretnék tudni nézni az emberek szemébe, és büszkén azt mondani, hogy nem csak próbálkoztunk, hanem valódi eredményeket is elértünk a klímaváltozás ellen. Ahogy mondtam már sokszor, nincs másik bolygónk, ezért bátornak és zöldnek kell lenni. Csináljunk egy bátor és zöld klímatörvényt!

  Valter Flego (Renew). – Poštovana predsjedavajuća, naš planet nije dobro. On je bolestan. Mladi, a i svi odgovorni ljudi su u strahu, svjesni da je budućnost neizvjesna. Zato trebamo položiti ovaj popravni ispit. Trebamo ga odraditi kako treba, jer danas stvaramo klimatski neutralnu Europu, predvodnicu jednog zdravijeg, boljeg svijeta, ali na tom putu nemojmo zalutati i spetljati se u zareze, u postotke i statistike. Neka nam čovjek bude u središtu, jer pred nama je puno promjena i ponašanju, u investicijama, ali i u troškovima. I zato, koliko god to koštalo proračun Europske unije i država članica, treba to platiti jer alternative nemamo. I borba protiv klimatskih promjena treba i mora ići ruku pod ruku s proračunom. Iz tog razloga prečesto slušamo kako je svaka kriza prilika za novi poččetak. Pokažimo to sada djelima i glasajmo za ovaj Zakon o klimi.

  Μαρία Σπυράκη (PPE). – Κυρία Πρόεδρε, κυρίες και κύριοι συνάδελφοι, αντιπρόεδρε Timmermans, σήμερα κάνουμε όλοι μαζί ένα ιστορικό βήμα που στηρίζεται σε ισχυρά επιστημονικά δεδομένα και οδηγεί την ανθρωπότητα στην αποκατάσταση της ισορροπίας του πλανήτη, ενώ ταυτόχρονα επανασχεδιάζει την οικονομία μας και αλλάζει τις συνήθειες όλων μας. Οι πολίτες στην Καρδίτσα, τη Φθιώτιδα, τη Μακεδονία, την Κρήτη, γνωρίζουν καλύτερα από τον καθένα πόσο μεγάλη είναι η ανάγκη για την αντιμετώπιση της κλιματικής αλλαγής, την ενίσχυση της βιώσιμης ανάπτυξης, τα βιώσιμα τρόφιμα, τις βιώσιμες μεταφορές, την αλλαγή στα κτίρια, τις νέες πρωτοποριακές θεραπείες στα φάρμακα. Είναι, ταυτόχρονα, η στιγμή το βήμα αυτό να γίνει με ρεαλισμό, ώστε ο στόχος για το 2030 να βασίζεται σε επικαιροποιημένη μελέτη επιπτώσεων και να λαμβάνει υπόψη τις επιπτώσεις από την πανδημία και τον κορονοϊό.

Οποιοσδήποτε υψηλός στόχος κινδυνεύει να υπονομεύσει την αξιοπιστία μας και ταυτόχρονα να δημιουργήσει προσδοκίες στους πολίτες, τις οποίες δεν μπορούμε να εκπληρώσουμε. Το βήμα αυτό πρέπει να περιλαμβάνει πράσινες ψηφιακές και ανθεκτικές επενδύσεις και δουλειές για να αντιμετωπιστεί η ύφεση. Οι πολίτες στη Δυτική Μακεδονία και τη Μεγαλόπολη, κύριε Επίτροπε, έχουν στραμμένο το βλέμμα εδώ, στην Ευρωπαϊκή Ένωση, και περιμένουν από εμάς να τους καθοδηγήσουμε και να χρηματοδοτήσουμε τα έργα, ώστε κανένας να μη μείνει πίσω. Το βήμα αυτό πρέπει να εφαρμοστεί άμεσα από όλα τα κράτη μέλη με ισχυρή επιτήρηση. Είναι χρέος μας σήμερα να δώσουμε στους Ευρωπαίους πολίτες και την παγκόσμια κοινότητα ένα σύγχρονο, ρεαλιστικό, αναπτυξιακό νομοθετικό πλαίσιο για το κλίμα.

  Krzysztof Hetman (PPE). – Pani Przewodnicząca! Myślę, że prawie wszyscy na tej sali jesteśmy zgodni co do tego, że chcemy zapewnić sobie oraz naszym dzieciom i wnukom świeże powietrze, czystą wodę i bezpieczne środowisko naturalne. W ogóle jak słucham tej naszej dzisiejszej dyskusji, to odnoszę wrażenie, że wszyscy po trochu mamy trochę racji. Bez wątpienia potrzebujemy ambitnych celów w zakresie polityki klimatycznej i sporego wysiłku wszystkich Europejczyków, aby je osiągnąć.

Pamiętajmy jednak, że ambitny nie oznacza brawurowy ani nierozsądny. W drodze do osiągnięcia tych celów nie możemy pozbawić miejsc pracy setek tysięcy Europejczyków. Nie możemy też przerzucać kosztów tej transformacji na zwykłych obywateli, którzy będą musieli je pokryć, chociażby w postaci wyższych rachunków za prąd. Tak, stawiajmy sobie poprzeczkę wysoko, ale dajmy jednocześnie też europejskim firmom i obywatelom narzędzia i środki, by tę poprzeczkę przeskoczyć. Transformacja musi być przeprowadzona rozważnie.

  Pernille Weiss (PPE). – Fru formand! Alle drømmer vi vel om en enklere verden, et nemmere liv og en garanti for, at alt ender godt. Sådan er vi mennesker. Men sådan er verden bare ikke indrettet, og især ikke klimaets udfordringer. Derfor er det altså vores fornemmeste opgave som politikere at have mod til at sætte både kurs og tempo, så vi når det endelige mål i 2050, uden at sende arbejdspladser og CO2 ud af EU og gøre hverdagen dyrere, end almindelige mennesker har råd til at betale.

EU’s klimalov er altså mere end et enkelt tal, som har fyldt alt for meget i debatten, nemlig reduktionsmålet for 2030. Om det skal være 55, 60 eller 65 er jo i grunden ligegyldigt, hvis ikke værktøjerne og især opbakningen er til stede ude i virkeligheden, og ikke kun på de sociale medier. Derfor er jeg ærlig talt flov over, at vi ikke har fokuseret mere på værktøjerne, eksempelvis forslaget om branchespecifikke og grænseoverskridende strategiske klimapartnerskaber for virksomheder og forskere, som her kan finde rollemodeller og sparing for at få de nyeste teknologier til at blomstre mere og hurtigere. Jeg håber, kære kolleger, at uanset hvilket 2030-mål, I stemmer for i aften, så stemmer I for disse strategiske grønne partnerskaber.

  Frans Timmermans, Executive Vice-President of the Commission. – Madam President, I see that many people who’ve made comments have left, but still, I’ll try and answer more in general to some of the comments that were made.

First of all, to those people mostly sitting here, who are always referring to the citizens to not be ambitious. Well, if there’s one thing that’s consistent over the last year – even in the middle of the pandemic – a large majority of our citizens want us to act to face the climate crisis. It is the citizens who are asking this of us: even in the middle of the pandemic, when they’re very much worried about their health, when they are very much worried about their jobs, they still see the climate crisis as something they want us to act upon.

Secondly, in the same context, don’t come at me with ‘sovereignty – we need to do it at the national level’. Our citizens understand this is a problem we can only tackle on a global level, and that Europe needs to take the leadership as Europe. Individual Member States can no longer do that.

Another remark in reaction to some of the criticisms: the costs. It’s expensive. Well, let me be very clear. If you look at our impact assessment, and to put it in layman’s terms: this is going to be bloody hard to do! It is hard to do, and we will ask sacrifice of everyone – industry, our citizens, the transport system, etc. It’s a tough job, but it can be done, and the sooner we start, the lower the cost. The sooner we start, the earlier the benefits. That’s why we had our target of -55% for 2030. So we shouldn’t hide the fact that this is going to be, as I said, bloody difficult to do – but just imagine for one second the cost of non-action. How are you going to go to a small town, such as Limone Piemonte, where they’ve just suffered the most horrible weather conditions and people have died and the village is a shambles, and tell them: no, it’s too costly, we won’t do this. What’s the cost of that? What’s the cost of another monthly gota fria in Valencia if we don’t do something about that? What’s the cost if people are saying: here, we should keep all these coal mines open, but there’s no market for the coal – what’s the cost of keeping people in jobs that have no future? The cost is huge. We need to help people find new jobs, retrain them – but show solidarity. That’s why Just Transition is essential. Without Just Transition there will just be no transition and we will never get to our -55% goal.

Now of course, on the other side of the Chamber, you want a higher target. I maintain that -55 is difficult but feasible. I also maintain it is in line with our international obligations. I say this with force, because I do not like the argument that we should be doing more because other industrialised nations are doing less. We should be leading but also taking others along the way. I am quite sure that Xi Jinping saying that China will be carbon-neutral by 2060 is a consequence of what we’re doing, and we need to convince others. The fact that South Africa has now said: ‘we want to be climate-neutral by 2050’ – that’s huge for a country like South Africa. Let’s use that and create more international cooperation, and then -55, I think, is very important.

A final point on using carbon sink. Look at the state of our forests. Look at what’s happening with biodiversity in Europe. If we continue like this, there will be no pollinators anymore. How are you going to explain that to the farmers when they say: ‘let’s keep the present agricultural policy’? There will be no agriculture if there are no pollinators. There will be no agriculture if there’s no water for the land. There will be no agriculture if a storm sweeps away the topsoil every time. And we need to look after our forests. Carbon sink is diminishing in Europe. We need to increase it. We need to look after the situation of our grasslands, our peatlands, our forests, and in that context, I believe it is wise to include carbon sink in our targets and to make sure we increase the health of our natural environment.

  Jytte Guteland, rapporteur. – Madam President, I would like to thank Executive Vice—President Timmermans for introducing this new chapter for the EU to become climate neutral. It is indeed a big change, it’s a historic moment and it is a new chapter that we are going to write together in the upcoming decades.

I would like to paint a picture, inspired by a young climate activist who doesn’t need to be presented. I would like to paint a picture of a house that’s on fire. This planet is on fire and the young people, the young movement, noticed it and heard the alarm faster than many others. The scientists saw that the installation and the heating system is not functioning anymore. The conservatives say: ‘oh, but please keep it as it is because it was my daddy who actually installed it’. But that’s not a serious way to act when we have a problem with a system that is actually catching fire and already needs to have water put on it to make sure that we don’t have the catastrophe in some of the rooms that we already actually have.

In the debate today we got many important messages from the Members. I would say that we have a big majority who see the necessity of doing more and who see that it’s not a sustainable way to keep giving subsidies to a system that is old. Therefore, we need to get rid of those fossil fuel subsidies by 2025 at the latest.

Many also pointed out the necessity of doing it together. Yes, we need to do it together. It’s not OK if some Member States are not there helping out. Then the reparation will take further time, and we don’t have the time. Some others pointed out the importance of giving us more time. No, sorry, we don’t have that. A long reparation will actually endanger us more – all of us, all on this planet.

Last but not least, it has been a privilege to work in this House together with the shadows. I would also, Commissioner, like to mention a shadow who is now going to be your colleague in the Commission, Ms McGuinness. I would like to say that she did a tremendously good job and that she will be a good colleague of yours, so I also mention that.

  Magdalena Adamowicz (PPE), na piśmie. – Europejskie prawo o klimacie to akt prawny, który wyznacza drogę dochodzenia Unii Europejskiej do pełnej neutralności klimatycznej najpóźniej w 2050 roku. To nie jest łatwy proces. Wielu obawia się o konkurencyjność naszych przedsiębiorstw, utrzymanie miejsc pracy, a także możliwy wzrost cen produktów i usług. Dla Polski to szczególnie duże wyzwanie ze względu na bardzo wysoki udział węgla w produkcji energii elektrycznej i ciepła. Radykalne ograniczenie emisji gazów cieplarnianych jest jednak absolutnie konieczne, aby powstrzymać katastrofę klimatyczną. To nie jest już pytanie o to, czy, ale kiedy i jak osiągnąć ten cel.

Nie ulega żadnej wątpliwości, iż walkę o klimat musimy dzisiaj toczyć na wielu frontach, a neutralności klimatycznej nie osiągniemy jedynie dzięki Europejskiemu prawu o klimacie. Już teraz Komisja Europejska zapowiedziała m.in. rewizję i rozszerzenie unijnego systemu handlu uprawnieniami do emisji gazów cieplarnianych, zaostrzenie norm emisji dwutlenku węgla dla pojazdów drogowych, dalsze wsparcie dla rozwoju elektromobilności, usprawnienie polityki w zakresie efektywności energetycznej i energii odnawialnej. Te działania są konieczne, aby doprowadzić do dekarbonizacji europejskiej gospodarki. Równie ważne jest jednak odpowiednie finansowe wsparcie – choćby w ramach unijnej polityki spójności i Funduszu Sprawiedliwej Transformacji. Tylko wówczas uda się pogodzić ochronę klimatu z wyzwaniami społeczno-gospodarczymi, przed którymi dzisiaj stoimy.

  Andrus Ansip (Renew), kirjalikult. – Meie huvides on tagada energiasõltumatus Euroopa Liidus. Me ei tohiks sõltuda fossiilkütuste sisseveost või fossiilkütuste põletamisel toodetud energia sisseveost kolmandatest riikidest. Mida vähem me põletame fossiilkütuseid Euroopas, seda tervemad on meie inimesed ja seda pikem on meie eluiga. Kliimaeesmärkide saavutamine on Euroopale oluline ka julgeoleku aspektist. Rohelisem Euroopa sõltub oma energiapoliitikas vähem kolmandatest riikidest. Energiaküsimused on tihedalt seotud meie suveräänsusega.

  Marc Botenga (GUE/NGL), schriftelijk. – De wetenschappelijke consensus is duidelijk: we moeten tegen 2030 naar een emissiereductie van 65 %. En toch kwam de Commissie met een veel minder ambitieuze doelstelling. Gelukkig doet het Europees Parlement beter, maar ook hier is er geen meerderheid voor een klimaatwet die gewoon de wetenschappelijke consensus zou weerspiegelen. Dat is toch vreemd? Hoe kan dat? Het moet haast wel te maken hebben met economische belangen.

De reden waarom extreemrechts alles op alles zet om ambitieuze klimaatdoelstellingen te vermijden, kennen we. Zij willen de grote aandeelhouders van petroleummultinationals beschermen. Daarom spugen ze graag op de jongeren die op straat komen voor een leefbare planeet. Maar ook de traditionele partijen treuzelen, aarzelen, terwijl er net géén tijd is. Waarom toch? Omdat ze beseffen dat echt ambitieuze doelstellingen ook zouden betekenen dat we aan grote multinationals bijdragen gaan vragen, en niet weer vooral de gewone werknemer doen betalen met allerlei ecotaksen? Dat we dan moeten breken met de marktlogica en het energiebeleid weer in openbare handen nemen, in plaats van het te laten aan de Engies, Electrabels of Shells van deze wereld? Dat we dan een heel ander productiemodel nodig hebben, want dat het kapitalisme geen toekomst biedt voor onze planeet?

  Daniel Buda (PPE), în scris. – Schimbările climatice afectează omenirea, iar fenomenele meteorologice extreme, devin din ce în ce mai frecvente. Pactul verde european reafirmă ambiția instituțiilor europene de a face din Europa primul continent neutru din punct de vedere climatic până în 2050. Agricultura depinde în mare măsură de condițiile meteorologice, fiind unul dintre cele mai vulnerabile sectoare.

România, al doilea exportator de grâu din UE, a fost afectată de cea mai gravă secetă din ultimii 100 de ani, cu efect direct asupra economiei europene, ceea ce denotă importanța respectării măsurilor climatice la nivel european, cât și respectarea celor de la nivel global. Parlamentul European a votat reducerea emisiilor de gaze cu efect de seră cu 60 % până în 2030, reprezentând un efort financiar suplimentar, extrem de dificil de atins de către statele membre.

În mod sigur cu toții ne dorim un continent neutru din punct de vedere climatic, dar fără a provoca o creștere semnificativă a șomajului la nivelul Uniunii Europene. Obiectivele climatice nu trebuie să pună în pericol milioanele de locuri de muncă, fără certitudinea că lucrătorii din industriile afectate direct vor avea un viitor pe piața muncii europene. Europa trebuie să ia măsuri rapide și ferme pentru protejarea locurilor de muncă.

  Tanja Fajon (S&D), pisno. – Danes je pred nami izjemno pomembna naloga. EU se bo namreč z zakonodajo obvezala izpolniti ogljično nevtralnost do leta 2050 ter določila srednjeročni cilj zmanjšanja emisij do leta 2030.

Glasovanje in nato uveljavitev evropskega podnebnega zakona je zgodovinsko in prelomno dejanje. Pri doseganju obeh ciljev sta zelo pomembni solidarnost in pravičnost. Izhodišča za doseganje podnebne nevtralnosti se med članicami namreč razlikujejo, zato bodo imele države na voljo podporne mehanizme in financiranja, kot je denimo Sklad za pravičen prehod.

Iz tega sklada lahko črpa tudi Slovenija, zato pozivam vlado, da postavi bolj ambiciozne cilje. Slovenija se je namreč zavezala, da do leta 2030 zmanjša izpuste CO2 za 30 % in to ni dovolj. Pomembno je, da pri prehajanju v ogljično nevtralnost ne zaostajamo. Na socialno pravičen način moramo obdavčiti emisije CO2, tako da bodo za škodo, povzročeno okolju in ljudem, dejansko plačali onesnaževalci, brez izjem tudi za veliko industrijo in korporacije.

Čeprav pozdravljam višji predlog Komisije po 55-odstotnem zmanjšanju emisij, Socialisti in demokrati v EP zagovarjamo še ambicioznejše 60-odstotno zmanjšanje. Časa ne moremo zavrteti nazaj, zato moramo sprejemati drznejše ukrepe in v celoti izpolniti zaveze iz Pariškega sporazuma ter cilje trajnostnega razvoja. Planeta B namreč ni!

  András Gyürk (PPE), írásban. – A klímahelyzet súlyossága vitán felül áll. Ezért a figyelemfelhívás, vagy ha úgy tetszik egy újabb adminisztratív lépés megvitatása ma már kevés. Cselekednünk kell, mégpedig felelősen. A koronavírus-járvány közepette az Európai Parlamentnek a javasolt célkitűzések gazdaságra, kkv-kra és munkahelyekre gyakorolt hatásaira és nem különféle rendeletekkel kapcsolatos elvont vitákra kellene összpontosítania. Ennek ellenére a klímavédelmi célok megvalósulására van még remény. Ehhez három feltételnek kell teljesülnie.

Az első az Európai Tanács júliusi többéves pénzügyi keretről és a „Következő Generáció EU” helyreállítási alapról szóló megállapodásának életbe léptetése. Elfogadhatatlan, hogy a Parlament kicsinyes politikai játszmát folytatva, késlelteti a klímavédelemhez elengedhetetlen programok és pénzügyi eszközök elindítását. A második kritérium a tagállami sajátosságok figyelembe vétele. Aggályos, hogy az Európai Bizottság és a Parlament tagállami szintű hatástanulmányok hiányában szeretné elfogadtatni a klímarendeletet. A tagállamok eltérő helyzetből kezdik meg klímavédelmi erőfeszítéseiket, ennek tiszteletben tartása kulcsfontosságú. Végül, igazságos és méltányos klímavédelemre van szükség.

Olyan intézkedésekre, amelyek nem vezetnek a fogyasztói árak ugrásszerű növekedéséhez, és nem veszélyeztetik a tagállamok ellátásbiztonságát. Semmilyen klímaszabályozás nem járhat a rezsiköltségek emelkedésével. Ennek kapcsán érdemes számba vennünk a tagállami jó gyakorlatokat is. Egy ilyen jó példa Magyarország, mely az utóbbi évtizedben folyamatosan egyidejűleg csökkentette az üvegházhatású gázok kibocsátását és a lakossági energiaárakat is.

  Krzysztof Jurgiel (ECR), na piśmie. – Europejskie prawo o klimacie jest jednym ze sztandarowych elementów Europejskiego Zielonego Ładu i jako takie powinno charakteryzować się jak najwyższym standardem ustawodawczym. Mam pewne zastrzeżenia co do sprawozdania komisji ENVI. Po pierwsze, ocena skutków tego wniosku nie jest wystarczająca – powinna się ona odnosić zarówno do UE jako całości, jak i do państw członkowskich, i zawierać konkretne dane na temat wpływu podwyższonego celu na poszczególne sektory. Po drugie, wyznaczenie trajektorii przez jedną tylko instytucję, czyli Komisję Europejską, bez szerszych konsultacji z zainteresowanymi stronami i rządami państw członkowskich, budzi poważne wątpliwości. Po trzecie, jako poseł należący do komisji AGRI w Parlamencie Europejskim, nie popieram wprowadzania do prawa klimatycznego budżetu cieplarnianego, który obciąży wszystkie sektory, w tym sektor rolny.

Rolnicy zostaną obarczeni nie tylko nowymi wymogami ekologicznymi zawartymi w strategii „Od pola do stołu” i w strategii na rzecz bioróżnorodności, ale i wymogami związanymi z emisją gazów cieplarnianych. Nie możemy zapominać, że rolnictwo jest wprawdzie emitentem dwutlenku węgla, ale i jego istotnym pochłaniaczem. Tę rolę należy na każdym kroku podkreślać, jeśli nie chcemy, by nadmierne wymogi zmusiły rolników do zaprzestania produkcji. Z wyżej wymienionych powodów głosowałem przeciwko sprawozdaniu w sprawie Europejskiego prawa o klimacie.

  Eva Maydell (PPE), in writing. – The climate law is the landmark legislation of the current mandate of the EU institutions. Not only because it will stimulate record-high government spending aiming to reach net-zero emissions by 2050, but also our ambition will determine the economic and social landscape in Europe in the coming decades.

If we are wise and smart, we could make Europe a better place for our children and grandchildren. We should be aware of not ruining this chance by disengaging whole regions and Member States. I cannot support a text calling for the binding objective of climate neutrality on Member State level. Our countries differ widely in terms of the starting points. There are also path-dependent factors formed over decades and centuries such as industrial base and capacities, as well as factors completely irrelevant to the political government such as geographic situation and natural resources.

Furthermore, we should not undermine the weight of our institution if we set prescriptive targets without having scientific proof for their adequacy. The stakes are too high – the future of our economies, of our European way of life. The profound implications that the climate law will have means that it requires rigorous impact assessment at all levels.

  Dan-Ştefan Motreanu (PPE), în scris. – Consider extrem de important să efectuăm tranziția către neutralitatea climatică, bazându-ne pe studiul amplu de impact efectuat de către Comisia Europeană în ultimele luni, într-un mod responsabil, progresiv și sigur, protejând și economia Uniunii Europene, generând locuri de muncă și nu distrugându-le, fără a impune taxe suplimentare cetățenilor.

România, țara pe care o reprezint, susține propunerea Comisiei Europene de a crește obiectivul de reducere a emisiilor pentru anul 2030 de la 40 % la 55 %. Este o creștere ambițioasă, și mai aproape de realitatea economică a momentului, în contextul în care obiectivul de 55 % implică deja costuri de circa 350 de miliarde EUR pentru următorii 10 ani la nivelul UE.

Bineînțeles, cu toții ne dorim o Europă neutră din punct de vedere climatic cât mai curând, însă subliniez faptul că efortul economic pentru atingerea unui obiectiv de peste 55 % este extrem de îngrijorător chiar și pentru statele cele mai dezvoltate ale Uniunii, presupunând costuri noi, extraordinare, care încă nu sunt nici identificate, nici prevăzute.

În plus, ne aflăm în mijlocul unei pandemii care provoacă și va continua să provoace pierderi economice semnificative pe termen lung, iar la sfârșitul anului Marea Britanie, una dintre principalele forțe economice europene, va părăsi oficial Uniunea Europeană.

  Rovana Plumb (S&D), in writing. – The European Parliament has, alongside several countries, local authorities and scientists, declared that our planet is facing a climate and environment emergency. To avoid accelerated and irreversible climate change and a massive decline in biodiversity, global greenhouse gas emissions need to be rapidly reduced. In response to this challenge, the European Commission has presented a Green Deal, aiming to make Europe the first climate neutral continent by 2050, achieving economic development with respect for the natural boundaries of the planet while ensuring a just transition with no person and no place left behind. The Climate Law represents a cornerstone of the Green Deal. We have the policies, we have the commitment, and we have the funds to support it. But fairness is key. Our ambition should help, not hurt, the most vulnerable in society. This transition will be just, or there will be no transition. We expect this fairness will drive to eradicate energy poverty, creating jobs and ensuring solidarity among all Member States. We have to act in time so we can still manage the transition. That is why it is so important that we start now, no time to waste.

Е, аз отказвам да боготворя тази очевидно заблудена идея или неразумния начин, по който сте тръгнали да я реализирате. Заложници сме на една лява зелена политика, която не спира да иска и не се интересува от ефекта върху държавите и хората.

Първо, Съветът се съгласи на цел от 43% до 2030 година. Комисията реши да вдигне до 55%, а сега Парламентът ще гласува, сигурен съм, цел от 60%. За пореден път ви казвам, че с този климатичен закон вие поставяте природата пред хората. Не може да настоявате за незабавен зелен преход и за затваряне на цели индустрии, когато животът на десетки милиони европейци и на техните семейства зависи от тези сектори. Всеки път, когато си вдигате целите и се поздравявате колко сте прогресивни, обричате хора на безработица и глад. Гладни хора не произвеждат емисии на въглероден диоксид, сигурен съм. Междувременно вие същите гласувахте за „Мобилния пакет“, който разруши цял един сектор в Централна и Източна Европа и кара хиляди камиони да пътуват празни по пътищата. И те не произвеждат въглероден диоксид, сигурен съм. Срамота! Благодаря.

  Susana Solís Pérez (Renew), por escrito. – Uno de los objetivos prioritarios de la UE es la lucha contra el cambio climático. Por ello, la Ley Europea del Clima tiene una importancia fundamental para nuestro futuro. Esta ley se configura como la piedra angular del Pacto Verde europeo y consagrará en la legislación europea el objetivo de alcanzar la neutralidad climática en la UE a más tardar en 2050.

Debemos apoyar esta propuesta histórica que convertirá a Europa en líder mundial y referente en alcanzar la neutralidad climática. Todo ello debe servir también para reforzar la competitividad de la industria europea y lograr una transición económica y digital.

Esta Ley debe proporcionar un marco que impulse nuevas oportunidades y sitúe a la UE en la vanguardia de la innovación y las tecnologías limpias. Para ello, necesitamos crear los incentivos económicos adecuados y promover la inversión en innovación.

Es nuestra obligación asegurar una transición justa con el apoyo adecuado para las regiones, sectores y ciudadanos que se vean más afectados.

Entre todos tenemos que conseguir que esta ley se haga realidad y convertirla en una historia de éxito europeo para nuestros ciudadanos.

  Sylwia Spurek (Verts/ALE), na piśmie. – Ulewy, susze, tornada, ekstremalne upały, podnoszenie się poziomu mórz i oceanów, wymieranie gatunków, głód, przymusowe migracje, epidemie. To tylko niektóre ze skutków kryzysu klimatycznego. Dekady bezlitosnej eksploatacji zasobów planety doprowadziły nas na skraj przepaści. Wielu strat nie uda nam się już odwrócić, ale nadal możemy i jesteśmy zobowiązani podjąć kroki, które uchronią Ziemię i jej mieszkańców i mieszkanki przed katastrofą.

Zgodnie z opublikowanym w 2019 r. raportem UNEP osiągnięcie celu ograniczenia ocieplenia klimatu do 1,5°C, który został wskazany w porozumieniu paryskim jako pożądany stan, wymagać będzie od UE ograniczenia emisji do roku 2030 o co najmniej 65%. Opracowania naukowe jasno pokazują, że skutki podniesienia średniej temperatury choćby o 0,5°C więcej niż 1,5°C będą nieporównywalnie bardziej dotkliwe. W pierwszym przypadku szacuje się, że ok. 37% ludności narażone będzie na ekstremalnie wysokie temperatury raz na 5 lat, w drugim zaś mowa o 14%. Wzrost temperatury o 2°C oznacza też m.in. utratę ok. 99% raf koralowych czy podniesienie poziomu mórz o 0,46 m. Stawka jest wysoka. Dlatego istotne jest, żeby UE nie szła na kompromisy i podążała za aktualną wiedzą naukową, która w tym zakresie jest jasna – ambitny cel redukcji na 2030 r. jest konieczny i musimy zacząć realizować go już dziś.

  Alexandr Vondra (ECR), písemně. – Hlavním problémem této zprávy je, že nerespektuje realitu. A mohli bychom se bavit o dalších nebezpečných nápadech, které obsahuje, namátkou o žalobách na státy, které v očích znepokojených aktivistů nebudou dělat dost, ale ve světle této skutečnosti se jeví jako podružné. Neustále je nám opakováno, abychom poslouchali vědce, ale když Evropská agentura pro životní prostředí EEA tvrdí, že problematický bude i cíl 40 % do roku 2030, navrhovatelé reagují stachanovským číslem 60 %. Dokonce hodnocení dopadů, jehož jsme se mimochodem dočkali až po hlasování ve výboru ENVI, počítá ještě s maximem 55 % do roku 2030. Závazek klimatické neutrality do roku 2050 se týká nejen EU, ale i členských států, nebere do úvahy jejich rozdílnou výchozí situaci s pandemií COVID-19, která poškodila a ještě poškodí jejich ekonomiky, ani závěry Evropské rady. Někteří kolegové zkrátka opět prokázali, že jim jde hlavně o stavění vzdušných zámků a že jim v tom nezabrání žádná fakta či racionální analýza. Ale věřte, že motivace k plnění nedosažitelného se v některých členských státech rychle vytratí a bez jejich vůle zůstane jen tento ambiciózní plán jako svědectví doby.
