  Dubravka Šuica, Vice-President of the Commission. – Madam President, Honourable Members, the Commission takes note of this Resolution objecting to specifications for titanium dioxide adopted by the European Parliament. It considers that the draft Commission Regulation is in line with the implementing powers conferred on the Commission by Regulation (EC) No 1333/2008. The Standing Committee has given a favourable opinion on the draft act and the Council has already decided not to oppose it.

The Commission regrets that the European Parliament has rejected this measure, which is based on the scientific assessment of the European Food Safety Authority. If adopted, the measure would have resulted in an improved level of safety regarding the use of this food additive and better control of the products present on the market, thus allowing a better enforcement by Member States of the legislation. Such decisions by the European Parliament undermine the EU’s well-established science-based approach to food safety.

– Madam President, Honourable Members, the Commission takes note of this resolution objecting to maximum levels of acrylamide, adopted by the European Parliament. It considers that the draft Commission Regulation is in line with the implementing powers conferred on the Commission by Regulation (EEC) No 315/93 aiming to protect public health. The Standing Committee has given a favourable opinion by unanimity on the draft act and the Council has not opposed it.

The Commission regrets that the European Parliament has rejected this measure, which protects health and is based on the scientific assessment of the European Food Safety Authority. The levels of acrylamide raise concerns with respect to its carcinogenic effects, including for infants and young children. If adopted, the EU would have become the first region in the world to set legally-binding maximum levels of acrylamide and would have resulted in an improved level of food safety for infants and young children. There are every day foods on the market containing acrylamide above the proposed maximum levels, but in the absence of this Regulation, there will be no basis to remove them from the market. Consequently, children and infants will continue being exposed to levels of acrylamide, which are scientifically considered not safe. The Commission wants to emphasise that additional data are being collected and further consultations are being held with a view to extending the measure to other food categories. As such, this objection to this first step might undermine and delay the ongoing work on setting maximum levels for acrylamide in other relevant food categories. The Commission calls on the European Parliament to follow the European Union’s well-established science-based approach to food safety. Thank you President, thank you Honourable Members.

President, Honourable Members. The Commission disagrees with the omission of Article 2(1) TFEU as legal basis of the decision empowering France to negotiate with the United Kingdom.

While Article 91 TFEU empowers the Union to adopt acts of transport policy, the legislator is warranted powers to authorise Member States to act in the Union’s stead in an area of exclusive Union competence only under Article 2(1) TFEU.

The decision can therefore be adopted only on the basis of both provisions. Thank you President, thank you Honourable Members.

  Die Präsidentin. – Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärung der Kommission zur Bekämpfung von Geldwäsche aufgrund der FinCEN-Files (2020/2812(RSP)).

Ich weise die Kolleginnen und Kollegen nochmals darauf hin, dass bei allen Aussprachen dieser Tagung keine spontanen Wortmeldungen und auch keine blauen Karten akzeptiert werden.

  Dubravka Šuica, Vice-President of the Commission. – Madam President, the Commission and my colleague Valdis Dombrovskis, who is unable to be here today, welcomes today’s debate.

Dirty money is highly mobile. Time and again, we see criminals move it around the world with relative ease. Each new money-laundering revelation sparks more public anger. It erodes trust in our banks and financial institutions, in our authorities and our governments.

The FinCEN case we are discussing today confirms the Commission’s own reports and risk assessments from July 2019 that money laundering is a global challenge that demands a global response. If we are to succeed in fighting global cross-border crime, then we must all pull together and work with global partners, such as the United States, on closing loopholes.

EU countries must also join forces to make the system less open to abuse. Member States acting alone are simply not up to the task of addressing a global challenge of such magnitude. The FinCEN files illustrate the vast scale of the problem. The European Union has to act decisively and collectively, with the European approach to supervision, a European approach to financial intelligence coordination.

Dirty money should have nowhere to hide. Before the summer break on 8 July, the Commission outlined in this House the action plan for a comprehensive Union policy on preventing money laundering and terrorist financing, which the Commission adopted on 7 May 2020. It is now critical that we deliver on our action plan.

The FinCEN files are yet another illustration of why it is essential that financial institutions and other private sector entities detect suspicious financial flows and report their suspicions to the relevant authorities. They also highlight how important it is that national financial intelligence units have adequate tools and the capacity to process and analyse this information. These are all issues addressed in our action plan with a number of concrete actions proposed.

The Commission is also looking much more closely at how Member States implement the anti-money laundering directives so that our rules are effective on the ground. Enforcement is not only about ensuring the complete or correct transposition of the 4th and 5th Anti-Money Laundering Directives: enforcement is also about ensuring that anti-money laundering directives are effectively implemented.

The Commission recently sent questionnaires to some Member States. We will actively follow up on our findings. We will investigate ongoing problems and we will not hesitate to take legal steps if needed. There must be no divergences nor systematic weaknesses that could attract criminals. The European Union Supervisory System is only as strong as its weakest link.

We know that national supervisors cannot do this alone, which is why our action plan proposed EU-level supervision. For European Union supervision to work efficiently and seamlessly, we need an integrated system where national supervisors and the European Union Supervisor work effectively together, including by carrying out joint examinations here, and European Union anti-money laundering authorities would need to be equipped with significant and direct supervisory powers regarding the most risky obliged entities.

While the financial sector should be our initial priority, the European Union would need to progressively and significantly increase supervision of the non-financial sector. The anti-money laundering authority should also check that all national supervisors have adequate resources and powers to carry out their task. This could include on-site checks and would be the best way to monitor and make sure that the rules are applied effectively and consistently across the European Union.

The FinCEN case made it also clear that the increased number of reports submitted to the financial intelligence units puts pressure on their resources. We intend to put a coordination and support mechanism in place to support financial intelligence units in the European Union as a first step. This is vital for improving the detection of suspicious cash flows, especially those with a cross-border dimension, and for developing better analytical tools. Concretely we plan to support financial intelligence units in carrying out joint analyses, developing standards for reporting suspicious transactions, and providing IT assistance and support for exchanging financial information.

The momentum to act decisively is with us. Everyone – authorities, stakeholders and citizens alike – expects the Union to act and ensure the stability and integrity of the Union’s financial system. We are grateful to this Parliament for setting the tone with its resolution last July. The time to act is now. We must close the door on dirty money decisively. The Commission is fully committed to presenting ambitious proposals in the first quarter of 2021 and counts on your full support.

  Markus Ferber, im Namen der PPE-Fraktion. – Frau Präsidentin, Frau Vizepräsidentin der Kommission, liebe Kolleginnen, liebe Kollegen! Die FinCEN-Files zeigen etwas auf, was wir erst vor wenigen Monaten hier in dieser Runde mit Herrn Dombrovskis diskutiert haben – Frau Šuica, Sie haben ja darauf hingewiesen. Und was hat sich seitdem geändert? Nichts.

Ich bedaure es sehr – und ich sage das gleich zu Beginn dieser Debatte –, dass der Rat mal wieder nicht vertreten ist. Denn wo haben wir die Kernprobleme? In den Mitgliedstaaten. In den Mitgliedstaaten, die nicht in der Lage sind, das, was sie hier auf europäischer Ebene beschließen, auch zu Hause in geltendes Recht umzusetzen.

Ich bin der Kommission sehr dankbar, die ja jetzt auch mit Vertragsverletzungsverfahren hier gegen Mitgliedstaaten vorgeht. Die Frist zur Umsetzung der 5. Antigeldwäscherichtlinie war der 1. Januar 2020, also in der guten, alten Zeit vor Corona. Man hätte das also alles machen können. Bisher haben erst 17 Mitgliedstaaten eine vollständige Umsetzung gemeldet. Ich hoffe, die Kommission prüft auch, ob die Meldung der Wahrheit entspricht. Der Rest hat nur teilweise umgesetzt, das sind neun, und einer hat es nicht mal für nötig befunden, zu melden, was er getan hat, nämlich Zypern.

Das sind die Probleme, mit denen wir es hier in Europa zu tun haben. Problem Nummer zwei – und auch das ist keine Neuigkeit, sondern das haben wir ja schon öfters debattiert: Finanzaufsichtsbehörden sind nicht in der Lage, gegenüber Kriminellen adäquat vorzugehen. Die Aufhängung der Geldwäscheeinheit bei der Europäischen Bankenaufsicht war eine Notlösung, ist eine Notlösung und muss ersetzt werden durch eine dauerhafte Lösung mit einer Behörde, die auch juristische Eingriffsmöglichkeiten hat.

Geldwäsche darf nicht nur eine Ordnungswidrigkeit auf europäischer Ebene sein, sondern muss ein Straftatbestand sein. Dazu müssen wir die rechtlichen Voraussetzungen schaffen. Der europäische Weg muss sein, dass Geldwäsche in Europa keine Chance hat. Für den Rest der Welt können wir nur Beschränkungen machen, aber die sollten dann dem europäischen Beispiel folgen.

  Eero Heinäluoma, on behalf of the S&D Group. – Madam President, USD 2 000 billion: this is almost twice the amount of the seven—year MFF and three times the value of the recovery and resilience instrument and, at the same time, it is at least 30 times the Finnish annual budget.

Suspicious activity reports which were recently leaked concern transactions worth USD 2 000 billion. Banks must fill in one of these reports if they are worried one of their clients might be up to no good. The report is sent to the authorities. Despite these alarms, banks still often execute these transactions. Again, it is thanks to the great work of investigation journalists that this scandal is revealed.

It demonstrates once again that the existing Anti—Money Laundering (AML) system simply does not work. It is a Swiss cheese, full of holes.

For a long time, my group has been calling for a uniform regulatory framework, an AML regulation. Regulatory clarity and certainty is needed for the public sector and for industry. We also need stricter rules around rules on consumer due diligence and beneficial ownership transparency.

Stronger EU supervision is urgently needed too. Whether we need a new EU agency or extending the powers of the European Banking Authority is in a way less important, as long as the job is done far much better than today. Therefore, the supervisor should get enough resources, staff and independence and, of course, more EU supervision will only work provided there is good cooperation with the national competent authorities, as they are on the ground.

Supervising can only be done properly provided data around suspicious transactions flow easily cross—border. Therefore, we need a European Union Finance Intelligence Unit. Detecting and supervising suspicious cases is one thing, tackling and sanctioning is something else.

I realise this is a very sensitive field of crime enforcement, and Member States like to keep control. Nonetheless, if we want to be serious in tackling AML, we need more deterring sanctions. Imposing big fines is all well and good, but I have not the impression that it changes fundamentally a culture. Here a stronger role for Europol is really needed.

  Ramona Strugariu, on behalf of the Renew Group. – Madam President, 2 100 suspicious activity reports and more than USD 2 trillion in transactions: these are stunning numbers. The leaks revealed suspicious transactions at Deutsche Bank. Russian criminals and money launderers working for terrorist groups allegedly laundered money through the Moscow branch. The name of Vladimir Putin’s cousin, Igor Putin, is also linked to such a transaction.

Another leak revealed a transaction of USD 31 million between two offshore companies. The first one, with an account at Piraeus Bank, is owned by a person involved in arms trafficking for the Islamic State, and the other, with an account in the state-controlled Bulgarian Development Bank, is owned by a notorious Bulgarian arms dealer.

All of this is happening under the eyes of the financial intelligence units, of the European banking authorities, of the European Central Bank (ECB), of the law—enforcement national authorities. Can I ask how is it possible that we see such impressive amounts of money transferred to safe places through the banking system? Basically, there is zero time to waste, and if we want to efficiently fight money laundering, we need full judicial cooperation in criminal matters; we need an anti-money laundering (AML) regulation, which we have been talking about for a long time; we need full transparency on beneficial ownership, which we have been talking about for a long time; cooperation with national authorities as well, but a truly functioning supervisory body. This is if we really want to fight money laundering. If not, it will never happen.

  Joachim Kuhs, im Namen der ID-Fraktion. – Frau Präsidentin, meine Damen und Herren! Wir sind heute hier, und ich glaube, wir sind uns alle einig, dass Geldwäsche nicht geht. Aber wir vergießen hier Krokodilstränen darüber, wie furchtbar das alles ist und dass wir schon so viele Regeln getroffen haben, aber dass die Regeln nicht umgesetzt werden.

Ich glaube, wir müssen feststellen: Es nützt nichts, nur die Symptome zu bekämpfen. Es nützt nichts, immer nur gegen die Geldwäsche vorzugehen, denn wir müssen das, was dahinterliegt, angehen. Nur so können wir diesen Sumpf, der sich hier auftut, trockenlegen.

Wir müssen die kriminellen Machenschaften, die zu diesem schmutzigen Geld führen, bekämpfen. Und erst, wenn wir das geschafft haben, wenn wir der Habgier, die sich hier breitmacht, Schranken setzen, dann können wir auch letztendlich die Geldwäsche erfolgreich bekämpfen. Und dazu wünsche ich Ihnen viel Erfolg und viel Glück!

  Sven Giegold, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin, liebe Kolleginnen und Kollegen! Die FinCEN-Files haben ja auch eine überraschend positive Nebenwirkung, denn endlich wissen mal alle, was die amerikanische FinCEN ist. Genau so eine Behörde wie die amerikanische FinCEN brauchen wir in Europa dringend. Nun gut – sie haben jetzt vielleicht auf ihre Daten nicht richtig aufgepasst, aber das hatte ja jetzt durchaus eine positive Wirkung für die weltweite Debatte über Geldwäsche und für unsere Debatte hier in Europa.

Die amerikanische FinCEN ist eine Analyse-Behörde, die Geldwäsche amerikaweit und auch weltweit untersucht. Der Grund, warum einige der schmutzigsten Banken in Europa – ABLV in Lettland – oder auch die Verhältnisse auf Zypern unter Druck gekommen sind, ist ja nicht, weil die Europäische Kommission oder europäische und nationale Behörden dort die Verhältnisse aufgemischt haben, sondern weil die FinCEN mit rigiden Untersuchungen immer wieder den Finger in die Wunde gelegt hat und Amerika auch mit Sanktionen, wie etwa im Fall von Lettland und Zypern, gedroht hat.

Während all dem hat die Kommission weitgehend tatenlos zugeschaut. Die amerikanische FinCEN analysiert für ganz Amerika die Verdachtsmeldungen. Es gibt nicht 51 Staaten, FIU, und 51 Geldwäscheaufseher, sondern es gibt einen gemeinsamen Akteur. Wir haben den gemeinsam besucht, mit einer fraktionsübergreifenden Delegation.

Eine solche Behörde, Frau Kommissarin, erwarten wir in Ihrem Vorschlag. Eine Behörde, die tatsächlich eingreifen kann, eine Behörde, die gemeinsam analysiert. Genau das steht leider nicht in Ihrem Aktionsplan. Da steht zwar eine gemeinsame Geldwäscheaufsicht drin, da steht aber keine gemeinsame FIU, sondern Sie wollen nur den nationalen Behörden helfen, besser zu kooperieren. Wir brauchen aber für die großen grenzüberschreitenden Fälle, dem Subsidiaritätsprinzip folgend, eine gemeinsame Financial Intelligence Unit, damit wir wie Amerika großen Geldwäschefällen wirklich nachgehen können.

Dann habe ich noch eine Frage an Sie: Ich finde es ja gut, dass Sie endlich Fragebögen an einige EU-Mitgliedstaaten wegen der schlechten Umsetzung der Geldwäschebekämpfung – nicht wegen der Übertragung – geschickt haben. Sagen Sie uns bitte mal hier öffentlich: Welche Mitgliedstaaten waren das? Und zweitens: Wann eröffnen Sie endlich Vertragsverletzungsverfahren gegen die Mitgliedstaaten, die seit 2007 notorisch europäisches Geldwäscherecht brechen? Das ist die Frage, die Sie beantworten müssen.

  Jorge Buxadé Villalba, en nombre del Grupo ECR. – Señora presidente, la filtración masiva de documentos de la agencia estadounidense FinCEN ha desvelado las actividades criminales de altos cargos del Gobierno de Maduro, que han amasado auténticas fortunas expoliando los recursos de su país y con el tráfico de drogas; fondos que, tal como ha ocurrido en algunos países, como en España, han acabado financiando las actividades de partidos políticos comunistas y mafiosos, que tienen por exclusivo objetivo destruir el orden social, a pesar de que el señor Borrell vino ayer a decirnos que Maduro era Blancanieves.

También resulta muy preocupante la participación de bancos europeos en las operaciones de blanqueo de capitales procedentes de esas actividades ilícitas. No podemos, señores de la Comisión, permitir que las narcodictaduras, los terroristas y todo tipo de delincuentes vayan campando a sus anchas delante de nuestras narices, ya sea utilizando ingeniería financiera con bancos europeos, o ya sea trasladando sus fondos a paraísos fiscales, como Gibraltar, infame colonia desde la cual durante años se ha blanqueado el dinero procedente de actividades ilícitas.

Bajen a la tierra: ahí fuera, hay millones de europeos sin empleo, hay miles de empresarios honrados y de familias que están sufriendo, y es absolutamente obsceno que, en lugar de luchar a campo abierto contra las operaciones de blanqueo de capitales, el narcotráfico y el terrorismo, estemos destinando miles de fondos y se exija la subida de impuestos y la creación de nuevos impuestos europeos para financiar la fiesta climática de las grandes multinacionales globalistas. Lo que esperan de nosotros los europeos es otra cosa.

  Manon Aubry, au nom du groupe GUE/NGL. – Madame la Présidente, c’est l’histoire de grandes banques, de grandes fortunes et de paradis fiscaux qui se croient au-dessus des lois.

Cette histoire c’est celle du scandale financier des FinCEN files et ses 2 100 milliards de transactions toutes plus louches les unes que les autres. Fraude fiscale, évasion fiscale, blanchiment, c’est une histoire que l’on connaît par cœur, tellement elle se répète, toujours avec les mêmes protagonistes. C’est l’histoire des Panama Papers, des Paradise Papers, des Swiss Leaks, la liste est sans fin.

Ce qui a été révélé par le travail formidable des journalistes d’investigation n’est donc pas une simple dérive. C’est un système parfaitement huilé, dont les coupables sont précisément identifiés. Les grandes banques internationales d’abord, dont la HSBC, Deutsche Bank, la Société générale qui organisent les transferts financiers douteux en toute impunité. Les paradis fiscaux ensuite toujours les mêmes, les Îles Caïmans, Chypre, Hong-Kong, les Îles Vierges qui accueillent l’argent sale en toute opacité. Et pour y faire face les ministres des finances de l’Union européenne n’ont rien trouvé de mieux cette semaine que de retirer les Îles Caïmans de la liste noire des paradis fiscaux. C’est vrai que ce n’est pas comme si les Îles Caïmans n’avaient pas été citées dans l’intégralité des scandales financiers de ces dernières années. Et sans aucun paradis fiscal notoire, notamment européen comme l’Irlande ou le Luxembourg, votre pseudo-liste noire est surtout une carte blanche aux magouilles financières.

Alors combien de temps faudra-t-il encore supporter les larmes de crocodile des dirigeants qui crient au scandale sans jamais se donner les moyens d’y mettre fin. Les citoyens n’en peuvent plus de cette tolérance de classe envers la délinquance financière en col blanc pendant qu’on leur demande de payer le coût de la crise. Il est temps d’aller chercher l’argent où il est.

  Laura Ferrara (NI). – Signora Presidente, onorevoli colleghi, criminalità organizzata, grandi evasori, terroristi, potenti uomini orbitanti intorno al mondo politico ed economico: questi sono i protagonisti che muovono fiumi di denaro e fanno affari, sfruttando il lato oscuro del sistema finanziario mondiale. Secondo l'inchiesta dei fascicoli FinCEN ciò avverrebbe grazie a paradisi fiscali, società offshore e al ruolo di primo piano giocato dalle grandi banche internazionali compiacenti, alcune di queste operanti in Europa.

Nell'Unione europea abbiamo adottato la sesta direttiva antiriciclaggio: eppure c'è ancora molto lavoro da fare con l'attuazione della legislazione di settore, i sistemi di screening e monitoraggio, la cooperazione con autorità di regolamentazione e di contrasto, al fine di arginare efficacemente un fenomeno che è in continua evoluzione.

Il riciclaggio non può e non deve diventare per le banche una forma di profitto, soprattutto se esso supera i costi di eventuali sanzioni; non possiamo permettere che l'inazione nel contrasto di queste attività criminali finisca per alimentare diseguaglianza economica, distorcere le regole di mercato e prosciugare risorse destinate a finanziare servizi essenziali per i cittadini.

  Othmar Karas (PPE). – Frau Präsidentin, verehrte Vizepräsidentinnen, meine sehr geehrten Damen und Herren! Die FinCEN-Papiere sind ein weiteres Beispiel dafür, wie tief der Sumpf aus Geldwäsche, Korruption und Finanzkriminalität ist und wie riesengroß der gemeinsame Handlungsbedarf. Den Kampf gegen diese Geldwäsche, Korruption und Kriminalität können wir nur gemeinsam gewinnen – global und europäisch gemeinsam.

Rund 2 000 Milliarden Euro – das sind ungefähr fünf Prozent der Weltwirtschaftsleistung – werden weltweit pro Jahr gewaschen. Aber auch bei uns in der Europäischen Union sind es 110 Milliarden Euro – das kommt dem Jahresbudget der EU schon sehr, sehr nahe. Die Bürgerinnen und Bürger fragen sich daher zu Recht: Wie viele Enthüllungen braucht es noch, bis wir den kriminellen Netzwerken endlich den Geldhahn zudrehen?

Es ist haarsträubend! Noch immer gibt es einen Widerspruch zwischen Regelung, Verpflichtung und Umsetzung. Noch immer ist die vierte und fünfte Geldwäscherichtlinie nicht umgesetzt. Noch immer gibt es einen Fleckerlteppich. Und noch immer benötigen wir mehr Kontrolle, Personal und Sanktionen, eine einheitliche europäische Vorgangsweise, eine Geldwäscheverordnung statt einer -richtlinie, eine gemeinsame Geldwäscheaufsicht – vielleicht sogar eine Behörde –, eine europäische Finanzpolizei, eine europäische Meldestelle.

Meine Damen und Herren, tun wir endlich europaweit das, wozu wir uns seit Jahren verpflichten!

  Paul Tang (S&D). – Madam President, as Manon Aubry said, this is not the first time we have had LuxLeaks, Panama Papers, Paradise Papers, and I agree with Sven Giegold – transparency is a wonderful thing. But let’s face it, this story has been told a thousand times.

We in this room know it; ordinary people are still confused by the tools that are used. They don’t usually have trusts in Jersey, a Swiss bank account or a shell company in the Netherlands, and they don’t get it. But we must realise – certainly the people that are aware – that this is used mainly by the rich: terrorists, criminals, the rich. They own the hidden wealth in the world, at least half of the hidden wealth according to calculations by economists, and it’s not even the one percent that owns the hidden wealth in offshore jurisdictions. It’s the one percent of the one percent that owns half of the hidden wealth in the world.

It is very clear from the FinCEN files that action needs to be taken and not enough action has been taken so far. Because now bankers blindly forward transactions to their financial investigations unit (FIU), only to find out later that they have facilitated fraudulent transactions. And these FIUs on the other hand are flooded with information but lack the means and resources to keep up.

If transactions are investigated and found to breach law, the money has long been gone. Take former President Yanukovych, who was able to transport billions out of Ukraine, or take former president’s daughter Isabel Dos Santos, by now the richest woman in Africa. She is also spending her days in luxury, not in Angola but in Russia and other places.

So what we need is to staff and strengthen FIUs, and of course, FIUs need to exchange information on close cooperation, but in addition we need to make banks act upon their role as gate-keepers. Forwarding alone is not enough. Banks need to know their customers and when they find suspicious activities, press pause.

The point is, of course, that making private actors fulfil public roles is hard. It cannot be done without clear rules, strict oversight and very tough penalties. We need to work on that now so that we can avoid former dictators spending their days in luxury.

  Gilles Boyer (Renew). – Madame la Présidente, régulièrement des scandales comme celui-là viennent saper la confiance des citoyens européens dans notre système financier et fiscal. Nous pouvons réagir, c’est ce que nous faisons ce matin, mais nous devons surtout agir et répondre à ce sentiment d’iniquité, d’injustice et d’opacité fiscale au niveau mondial et aussi, il faut bien le dire, parfois à l’intérieur de l’Union européenne. Et nous serons tous jugés sur ce que nous ferons ou sur ce que nous ne ferons pas, la Commission sera jugée là-dessus, le Conseil sera jugé là-dessus et nous, Parlement, nous serons aussi jugés là-dessus.

Nous avons donné récemment un signal politique fort en créant une sous-commission chargée spécifiquement de ces questions au sein de notre commission des affaires économiques et monétaires. Une commission qui sera permanente et non pas temporaire, pour lutter contre la fraude et l’évasion fiscales et pour que chacun, à commencer par le plus puissant, paie ce qu’il doit, là où il le doit.

Et vous pouvez compter sur notre vigilance pour la mise en œuvre du paquet fiscal de la Commission, qui est ambitieux. Vous pouvez compter sur notre vigilance pour interpeler l’opinion sur les dossiers bloqués au Conseil depuis des années, comme l’assiette commune pour l’impôt sur les sociétés. Et plus généralement, vous pouvez compter sur notre détermination pour inviter le Conseil à mettre fin à la règle de l’unanimité en matière fiscale, qui d’évidence est un facteur de blocage et nous empêche d’avancer.

Esiteks ma tutvustan, et ma olen selle teemaga üpris hästi kursis, kuna minu koduerakond Eestis on valitsuses ja meie erakonna esimees on rahandusminister. Ja Eestis toimus aastatel 2005–2014 väga suuremahuline rahapesu, mis oli siis korraldatud Taani panga, Danske panga filiaali kaudu Eestis, Venemaal, põhimõtteliselt põhjalasse ja lääneriikidesse. Kuid ma ei ole kuidagi nõus selle lahendusega, mida siin pakutakse. Euroopa Komisjon ja ka suur osa Euroopa Parlamendist nõuavad uue asutuse loomist, uue bürokraatia loomist, suurema võimu andmist, liikmesriikide võimu vähendamist. Kuid ma tean väga hästi meie riigi näitel: viimase aasta jooksul, kui me oleme valitsuses, on võimalik poliitilise tahte korral uurida rahapesu kriminaaljuhtumeid. Me oleme sõlminud väga efektiivsed lepingud, me oleme karmistanud kriminaalseadusi, me oleme pannud pankadele uusi kohustusi ja seda kõike ilma Euroopa Komisjoni ja Euroopa Parlamendi suure abita või poliitilise surveta, seega aitäh abi pakkumast võitluses rahapesuga, aga me viisakalt keeldume.

  Saskia Bricmont (Verts/ALE). – Madame la Présidente, Madame la Commissaire, de 2013 avec les Offshore Leaks, à 2020 avec les FinCEN files, en passant par les LuxLeaks, SwissLeaks, Panama Papers, Paradise Papers, Dubaï Papers, c’est d’abord au travail des journalistes et des lanceurs d’alerte, qui ont permis de dévoiler ces agissements criminels, que l’on doit ces informations et auxquels je tiens à rendre hommage aujourd’hui.

Vos révélations alimentent le travail de ce Parlement depuis des années pour que la mafia, les oligarques, les despotes, les terroristes, les barons de la drogue, mais aussi les politiciens véreux arrêtent de piller les ressources collectives avec la complicité de banques sans scrupules, comme la deutsche Bank ou ING qui sont pointées dans les dossiers FinCEN.

À l’heure où on gratte les fonds de tiroirs pour répondre aux conséquences de la crise de la COVID, comment expliquer que 2 000 milliards de transactions financières suspectes soient possibles par l’intermédiaire de banques recapitalisées grâce à cet argent public?

FinCEN sonne comme un signal d’alarme. Pour entraver l’action des criminels et des politiciens véreux, les banques doivent respecter leurs obligations anti-blanchiment et les pouvoirs publics doivent les y contraindre.

Qu’attendent nos gouvernements et le Conseil qui brille, une fois de plus, par son absence, pour mettre en œuvre une fois pour toutes la législation européenne, pour cesser de fermer les yeux sur le soutien apporté par les banques aux entreprises criminelles et pour appliquer de lourdes amendes ainsi que des sanctions pénales à l’égard des dirigeants des établissements bancaires, pour encourager la mise en place de l’unité financière de supervision européenne, pour consolider les capacités d’enquête et de poursuite à l’échelle de l’Union, pour renforcer les services de lutte contre la criminalité financière afin de combattre efficacement ces délits financiers.

Et n’oublions pas que derrière ces transactions, cette criminalité, il y a aussi des milliers de victimes. Des victimes de trafic de drogue, de corruption, de terrorisme et de conflits armés. Autant d’activités qui sont rendues possibles par un dénominateur commun: l’argent sale qui circule grâce aux banques. Donc les droits des victimes doivent être assurés ainsi que leur indemnisation.

  Beata Kempa (ECR). – Pani Przewodnicząca! Dziękuję bardzo za głos w tej bardzo ważnej dyskusji w Europie, ale i na świecie.

Jestem z Polski i zapraszam do Polski dlatego, że bardzo często tutaj Polska jest łajana za to, że rzekomo nie przestrzega praworządności, a to właśnie w Polsce bardzo skutecznie walczy się z przestępcami w białych kołnierzykach, szczególnie z tymi, którzy w sposób bezczelny wykorzystują klientów banku, także z praniem brudnych pieniędzy. Praktycznie nie ma tygodnia, nie ma miesiąca, żeby opinia publiczna nie dowiadywała się o kolejnych zatrzymaniach i stawianych zarzutach w tych procederach, o których dzisiaj rozmawiamy. Tu trzeba być skutecznym i postawić na bardzo skuteczną walkę, dać narzędzia prokuraturze i wymagać, żeby skutecznie działała. Tak dzisiaj dzieje się pod kierunkiem prokuratora generalnego ministra sprawiedliwości pana Zbigniewa Ziobry.

Potężni bankierzy, mocno usytuowani u szczytów władzy, którzy posiadają rozległe międzynarodowe koneksje i pracujący dla największych europejskich banków – tak wygląda afera. Trzeba z nią walczyć, nie mówić o walce, tylko bezwzględnie wprowadzać twardą ręką przepisy, które ukrócą ten bezczelny proceder.

  José Gusmão (GUE/NGL). – Senhora Presidente, a Comissão Europeia veio aqui chorar lágrimas de crocodilo na mesma semana em que retirou as Ilhas Caimão da lista dos offshores não cooperantes, uma lista tão curta que diria que indiciaria que as jurisdições, pelo menos na Europa, são todas muito cooperantes com as autoridades, que se torna difícil perceber porque é que estes escândalos se continuam a repetir e os únicos que têm feito alguma coisa para combater o branqueamento de capitais têm sido os jornalistas e os denunciantes que têm promovido esses escândalos. Porque este escândalo, em particular, tem lá os bancos, muitos deles europeus, alemães, franceses, cipriotas, tem lá as transações, tem lá os crimes que foram promovidos e dos quais esses bancos são cúmplices.

O que é que vai acontecer a estes bancos europeus? O que é que vai acontecer aos Estados-Membros que estão no topo do ranking mundial do segredo financeiro e que protegem estes bancos?

A Comissão diz que não hesitará em responsabilizar os Estados—Membros. Há anos que ouvimos essa conversa por parte da Comissão e o que vemos é a Comissão a hesitar, a hesitar, a hesitar.

  Ivan Vilibor Sinčić (NI). – Poštovana predsjedavajuća, i mi u Hrvatskoj imamo velikih problema s pranjem novca. Nedavno je otkriven skandal Zagrebačke banke i pranja velike količine novca, tri člana uprave dali su ostavke. Centralna banka, Hrvatska narodna banka, trebala je to sve trebala štititi, kontrolirati, ali po starom običaju ona je to sve prikrivala a možda i sudjelovala u tome. I što hrvatski građani pa i cijela Europa ima od tih bankarskih kriminalaca, nema zapravo ništa. Dok oni peru milijarde, mi u Europi imamo 100 milijuna siromašnih građana.

Mnogi od njih su djeca. Imamo milijune i milijune siromašne djece, samo u Hrvatskoj imamo više od 200000 siromašne djece. Djeca koja su siromašna su pod stresom, neuhranjena su, sporije se razvijaju, slabije uče i imaju veliku šansu da i sama jednoga dana budu siromašna. To sve možemo dokinuti na način da bogatstvo ovog kontinenta maknemo s tih nesretnih banaka i damo onima kojima je stvarno potrebno. Dajmo tim ljudima, dajmo toj djeci šansu u životu. Ovo nije samo ekonomsko pitanje, ovo je i moralno i civilizacijsko pitanje ovog svijeta u 21. stoljeću.

Il-FinCEN leaks huma differenti minn dawk tal-Panama Papers, jew Paradise Papers għaliex dawn l-elfejn u ħames mitt dokument ma jitkellmux biss dwar każijiet ta’ ħasil ta’ flus li saru minn persuna jew kumpanija waħda. Anzi dawn id-dokumenti jagħtu stampa ċara ta’ dak li qed jiġri fid-dinja u ta’ kemm din l-attività kriminali hi kbira, u dan, bl-użu tal-banek.

Ċertu banek qed jagħmlu rapporti dwar affarijiet żgħar waqt li fl-istess ħin qed jippermettu l-ħasil ta’ flus tal-kriminalità organizzata. Dan mhux qed jiġri biss fl-Istati Uniti, imma għandna problema wkoll fl-Ewropa. Għalhekk għandna bżonn regoli ċari li jindirizzaw dawn il-prattiki.

L-għan tagħna mhux li nżidu l-ispejjeż għall-banek jew li nagħmluha impossibbli għal negozji onesti li jkomplu bil-ħidma tagħhom. L-għan tagħna hu li nwaqqfu lill-kriminali milli jabbużaw mis-sistema finanzjarja b’detriment għaċ-ċittadini onesti. L-għan tagħna għandu jkun il-ħasil tal-flus li jkun identifikat, jitwaqqaf u li dawk li jkunu involuti jiffaċċjaw il-ġustizzja.

Dan għandu jsir billi jkollna, iva, FIUs iktar b’saħħithom u jkollna wkoll regolament fuq livell Ewropew kontra l-ħasil tal-flus. Jiena nappella li dan isir malajr kemm jista’ jkun biex inwaqqfu lil dawn il-kriminali.

  Jonás Fernández (S&D). – Señora presidenta, un nuevo debate sobre escándalos adicionales de blanqueo de dinero. Llevamos ya demasiado tiempo en este camino. Lo que todos compartimos es que todos queremos acabar con el blanqueo de capitales.

Pero resulta que, hasta ahora, regulamos a través de directivas, que los Estados interpretan, y que en muchos casos ni aplican. Tenemos supervisores nacionales que son incapaces de controlar, en un mercado global de capitales con libertad plena de movimientos. Y después tenemos unas listas de paraísos fiscales en las que hay Estados que entran y salen, en fin, sin que se sepa muy bien cuáles son los requisitos para sacar a las islas Caimán o a otros países de esas listas.

Necesitamos reglamentos, regulación europea. Necesitamos un supervisor y una Fiscalía Europea, y necesitamos tomarnos muy en serio el combate, la lucha contra los paraísos fiscales por donde pasa el blanqueo de capitales.

  Ondřej Kovařík (Renew). – Madam President, the FinCEN files show clearly the sheer quantity of suspicious transactions taking place in US dollars across the globe, including the EU. It is no different if we consider transactions in euros or other currencies in the EU. This highlights the need for better global cooperation.

The FinCEN case also demonstrates that reporting works, because reports are filed in the first place. However, what happens after these are reported is what truly matters. Do the authorities adequately check and if necessary investigate activities? In the EU, Europol reported, for instance, that there were one million STRs in 2014. Of these only ten percent were further investigated and only one percent of the money reported as suspicious was recovered. This was not a one—off. This is indeed a trend, repeating itself since the early 2000s. So clearly we are missing a link. We need better supervision and information sharing, not just between national, European and international authorities, but also between banks and, importantly, within banking groups.

I believe that one of these missing links could be a more generalised use of regulatory and supervisory technologies based, for instance, on AI for processing transactions. This could significantly improve compliance with regulations, identify suspicious activities faster and more efficiently, and also signal them to the relevant authorities. So, yes, let’s strengthen our regulatory framework, but let’s also beef up the authorities so that they are able to have an efficient fight against money laundering in Europe.

  Peter Kofod (ID). – Fru formand! Dette er et utroligt vigtigt emne. Hvidvask er rent brændstof til andre former for grov kriminalitet, terror, bandekriminalitet, korruption og anden organiseret kriminalitet. Det er med andre ord meget, meget vigtigt, at der sættes hårdt ind, og at vores lande bliver bedre til at håndtere bekæmpelsen af hvidvask.

Jeg tror ikke nødvendigvis på, at det bare er et spørgsmål om mere EU-regulering. Til gengæld tror jeg, der er behov for, at den lovgivning, der allerede findes, håndhæves bedre; at de forskellige lande bliver bedre til at underrette og hjælpe hinanden, udveksle oplysninger, supplere hinandens arbejde. Uanset hvad man har af store ambitioner, så er det i medlemslandene, at musklerne skal løse dette problem.

Så lad os droppe alle de store skåltaler og faktisk fokusere på de praktiske ting, der allerede er lovgivet for, få det til at virke og sætte ind over for kriminalitet.

  Claude Gruffat (Verts/ALE). – Madame la Présidente, chers collègues, LuxLeaks, Panama Papers, FinCEN, scandale après scandale, on voit bien que l’Europe et les États trouvent toujours de bonnes raisons de ne pas contrarier leurs grandes banques.

La criminalité financière est un business juteux. C’est d’autant plus scandaleux dans le contexte économique actuel et dans la crise qui se profile. Où est passé le courage politique européen? Celui qui devait protéger les contribuables et l’économie réelle des dérives de la finance? Le scandale FinCEN prouve l’implication consciente des grandes banques européennes dans le blanchiment d’argent. Ces pratiques inacceptables ne doivent pas rester sans suites. Comment demander aux citoyens un code de bonne conduite quand on laisse agir la grande finance en voyou sans la sanctionner?

Les dossiers FinCEN doivent motiver et inspirer une réforme ambitieuse du système financier européen. Il est temps que la Commission mette en place des règles qui encadrent les pratiques des grandes banques européennes. Toutes les transactions financières illicites qui pénalisent nos économies, notre exemplarité et nuisent aux valeurs fondatrices doivent être sanctionnées.

Je vous demande d’imposer de réels contrôles et des sanctions dissuasives à la hauteur des exactions. Ne donnons plus aux banques des droits à frauder comme on a donné à l’économie carbonée des droits à polluer.

  Nikolaj Villumsen (GUE/NGL). – Fru formand! Storkriminelle, voldelige forbrydersyndikater, narkokarteller, våbensmuglere, terrorister og korrupte oligarker har infiltreret det finansielle system. Det er desværre ikke noget nyt. Det nye er, at FinCEN-filerne sætter navne og kød og blod på et lille hjørne af råddenskaben.

I Danmark har afsløringerne ramt den største bank af dem alle, Danske Bank. Årtiers afregulering og udsultning af kontrollen med bankerne og finanssektoren har givet forbryderne alt for let spil. Vi har brug for en international indsats, en målrettet indsats. Vi har brug for en skærpet regulering af bankerne, vi har brug bedre offentlig kontrol og en offentlig samfundsbank.

Kære kollegaer, når EU fjerner Cayman Islands fra listen over skattely, så blåstempler EU ikke alene et berygtet skattely, så bidrager EU til at svække indsatsen mod råddenskab og hvidvask. Det går ikke. Hvidvask og skattely må og skal bekæmpes!

  Pedro Marques (S&D). – Senhora Presidente, uma vez mais o escândalo das transferências ilegais de dinheiro através do mundo para escapar ao controlo de capitais, para escapar às sanções, sempre com a opacidade e a fuga aos impostos como pano de fundo.

A Europa tem que agir, falar menos e fazer mais, avançar finalmente para regulamentação mais dura, mas sobretudo de aplicação obrigatória em todos os Estados-Membros e organismos europeus de controlo com recursos suficientes para agir. Os capitais não conhecem fronteiras e, por isso, está evidente que os Estados nacionais não conseguem ser eficazes de modo próprio.

Da Europa não precisamos de regulamentação como aquela que levou à decisão do Conselho desta semana de retirar as Ilhas Caimão da lista de paraísos fiscais. O que nós precisamos e, isso sim, é de sanções mais fortes aos países não cooperantes.

Não é admissível que pelo mundo continue a haver quem se aproveite da opacidade como fator de competitividade.

Vamos fazer desta uma luta de todos para que os cidadãos não continuem a perder a confiança nas instituições.

  Billy Kelleher (Renew). – Madam President, first and foremost, two trillion US dollars – that’s what was exposed in the context of the recent FinCEN files. The fact of the matter is that it’s sophisticated, it’s complex and it’s massive, and it’s on a global scale. The idea that national supervisors alone, or regulators or enforcers, can deal with this particular challenge simply is delusional

From that context, we have to insist that we have closer cooperation, that we have proper international enforcement and that we do say what we need in terms of insisting that there are prosecutions. HSBC, JP Morgan, Barclays, Deutsche Bank, Standard Chartered, they’re not tinpot banks. They are massive banks that underpin the financial system across the globe, and yet they’re named in these files. We have oligarchs, we have drug dealers, we have terrorists, we have all forms of everything going through these banking systems, and yet nothing happens.

We have consistently, in this Chamber, highlighted this particular fact, but until such time as there is proper enforcement and, more importantly, underpinning of enforcement with resources, because these, as I said, are very sophisticated and complex, from that point of view, I think that the European Union, the United States and other countries have to come together on an international level to ensure that we can root out this. We can go to any capital in Europe and see quite clearly that there is dirty money washing around very close to the regulatory systems.

  Maximilian Krah (ID). – Frau Präsidentin, liebe Kolleginnen und Kollegen! Ich höre sehr viel über neue Behörden, neue Regulierungen, neue Verbote, aber ich warne auch davor, in dem Kampf gegen das eine Ziel, nämlich die Geldwäsche, die Verhältnismäßigkeit zu verlieren.

Die Deutsche Bank hat als Reaktion auf die FinCEN-Files nach eigenen Angaben eine Milliarde Euro in neue Compliance Institutionen investiert. Ich glaube nicht, dass die zum Wohlstand in Europa beitragen. Wer als mittelständischer Unternehmer heute ein neues Konto bei seiner Geschäftsbank eröffnen will, der hat sich durch einen mittleren dicken Papierstapel an Formularen zu quälen.

Es geht einfach so weit, dass wir jetzt neue Finanzpolizei, neue Meldepflichten haben wollen. Glauben Sie denn wirklich, dass diese dazu dienen, die chronische Wachstumsschwäche der Europäischen Union zu beseitigen?

Insofern kann ich nur davor warnen, immer nur mit neuen Regulierungen, neuen Verboten und neuen Behörden reagieren zu wollen. Wir müssen einfach zur Kenntnis nehmen, dass es Kriminelle gibt, und wir dürfen nicht durch den Kampf gegen diese Kriminellen einen größeren Schaden hervorrufen, als es die Geldwäsche selbst tut.

  Kira Marie Peter-Hansen (Verts/ALE). – Madam President, I will continue this speech in Danish so that even Danske Bank can also hear me.

– Fru formand! Det er lidt sjovt at sidde fire danske kollegaer herinde i dag, men det er måske ikke så underligt, for mellem 2007 og 2015 strømmede 1 500 mistænkelige milliarder kroner igennem Danske Banks afdeling i Estland, uden at bankerne opdagede noget, og uden at finanstilsynene talte ordentligt sammen og kunne sætte ind over for det.

I forrige uge fik vi så lidt flere informationer om dette, da vi med FinCEN så, at det var en del af et organiseret netværk af kriminelle bagmænd, der bruger etablerede banker som Danske Bank til at hvidvaske enorme summer penge. Det er penge, der er forbundet til ulovlig våbenhandel, narkokarteller og terrorisme; og det er penge, som ville have været langt bedre brugt på den klimalov, vi vedtog i dag, eller på velfærd ude i medlemslandene.

Nu venter vi jo så spændt på at høre, hvordan Kommissionens hvidvaskmyndighed kommer til at se ud. Det er vist overflødigt at sige, at den bliver nødt til at levere, og at det skal være så stærkt som overhovedet muligt.

FinCEN-filerne viste også, at 1/5 af alle aktiviteter strømmede igennem Caymanøerne, og som min kollega fra Enhedslisten sagde, valgte man alligevel at fjerne Caymanøerne fra skattelylisten. Det er ikke godt nok. Det er lige så absurd, som det lyder, og EU’s finansminister bliver nødt til at revidere listen. I den grønne gruppe kommer vi til at presse på for en stærk hvidvaskmyndighed og en stærk skattelyliste, og vi glæder os til samarbejdet.

  Emmanuel Maurel (GUE/NGL). – Madame la présidente, alors les scandales financiers se succèdent, avec leur cortège de transactions opaques, de pratiques immorales illégales avec des sommes astronomiques inimaginable pour le commun des mortels, et là on en a un nouvel exemple. Et je me demande dans quelle société on vit quand de telles pratiques sont accueillie avec des haussements d’épaules ou de la résignation de la part des dirigeants européens.

Alors évidemment il faut dire notre colère parce que les finCEN files révèlent des transactions criminelles depuis 1999. Il y a eu des directives, qui manifestement, n’ont pas été suivies d’effet. D’autant plus que là on a des banques qui ont pignon sur rue. La Deutsche Bank 62 % des transactions frauduleuses, sur les 2000 milliards. HSBC qui avait fait des promesses sur la lutte anti-blanchiment est mouillé jusqu’au cou.

Donc il ne faut pas simplement s’indigner, mais il faut aussi agir, en transformant les directives anti-blanchiment en règlements. Parce qu’on voit bien qu’il y a une défaillance des régulateurs nationaux. Il faut prendre des sanctions contre les coupables. Je pense qu’il faut, comme le demandait le Parlement européen en 2019 placer un régulateur européen vraiment doté de vrais moyens humains au-dessus des régulateurs nationaux.

  Evelyn Regner (S&D). – Frau Präsidentin! Schon wieder ein neuer Finanzskandal. So langsam verlieren wir den Überblick.

Damit wir diesem ganzen Geldwäsche-Finanzsteuer-Skandal endlich den Garaus machen können, brauchen wir trotz der Liberalisierungswelle zwei Dinge: zentralisierte starke Kontrollen und starke einheitliche Regulierungen.

Denn dass die Geldwäschetransaktionen überhaupt stattfinden können, liegt unter anderem daran, dass die Banken ja selbst entscheiden, welche Geldüberweisungen sie für verdächtig halten und welche nicht. Tatsächlich müssen Banken die Überweisungen, die sie selbst für verdächtig halten, ja nicht einmal stoppen. Die FinCEN-Files haben auch gezeigt, dass die Verdachtsmeldungen häufig so spät abgegeben werden, dass die Strafverfolgungsbehörden letztlich ja gar nicht wirklich was tun können, denn 166 Tage waren der Durchschnitt. 166 Tage – da ist das Geld schon weg.

Deshalb brauchen wir starke Aufsichtsbehörden, am besten ein europäisches FBI, gut geschultes Personal in den nationalen Banken selbst und eine Harmonisierung der nationalen Anti-Geldwäsche-Gesetze.

  Luis Garicano (Renew). – Madam President, again one more scandal, again I have to hear my colleagues on both sides of the aisle complaining, and again we see that nothing happens in the fight against money laundering.

I think that the key to the answer is that Europe needs to be more confident in this fight. We have shown that we can be regulatory leaders. We have put the GDPR standard, and some people would have been afraid that, with this standard, Facebook or some others would not operate in Europe. The fact of the matter is that, whatever the threats, they cannot afford not to operate in Europe.

This is similar. If we say to world companies, to companies based abroad, you can’t operate here unless we know who is your owner, if we rule out beneficial ownership, it is not going to be the case that people are going to renounce a 400 million market. They are going to want to be here, they are going to want to serve European citizens. So if we are confident and we set out the regulatory standards for transparency, for disclosure, for this beneficial ownership, it is going to be the case that companies will have to comply.

What are the main things we need to change in the way this fight is going? I think we need three things. We need transparency, as I was saying, particularly no opaque companies – we need to know who is behind every account. We need a European financial intelligence unit – we need to know what is going on, and that requires police work. And we need a single supervisory authority that is able to centralise and doesn’t succumb to the economic nationalism that we are always seeing, with each authority protecting their own banks and their own transactions, and each authority happy to receive money from abroad.

So this is the moment to show that Europe is confident. I have heard all my colleagues speak and I have taken close note. I think that we all see things in a very similar way. We need to really change the way we are doing things. We need a confident Europe that leads in this fight.

  Ernest Urtasun (Verts/ALE). – Madam President, we are again facing a major scandal –EUR 2 trillion that has gone in money laundering and the big institutions like Deutsche Bank are really affected. But what strikes me is that OK, we have the information, it’s a new investigation – for which we have to thank the journalists – but now we need to act and here is where we really meet a problem at the European level: we have to do much more.

There are three things to mention to the Commissioner that I think are extremely urgent:

Firstly, as many of my colleagues have said before, we need these intelligence units to fight money laundering and to fight financial crime. It’s not in the action plan, but we need it and I think that this Parliament is united behind that idea.

Secondly, as Mr Sven Giegold has mentioned before, when we have a serious problem at Member State level of enforcing our framework against money laundering, we need infringement procedures, and it would be good, Commissioner, for you to tell us when you will start doing that.

Finally, and I will end here, I think it is a real shame that the Council has taken the Cayman Islands out of the tax haven list this week. This is something that our citizens cannot understand.

  Franco Roberti (S&D). – Signora Presidente, onorevoli colleghi, i fascicoli FinCEN mostrano ancora una volta il fallimento delle regole antiriciclaggio di fronte alle condotte favoreggiatrici di banche e operatori finanziari, che continuano a trarre profitto dal crimine.

La normativa europea antiriciclaggio non viene attuata sufficientemente in troppi paesi dell'Unione: ciò è tanto più grave e inaccettabile nel momento in cui la catastrofe economica indotta dalla pandemia sta aprendo enormi spazi di operatività alle organizzazioni criminali.

Serve certamente un sistema unitario, serve certamente un'agenzia europea antiriciclaggio, come è stato sottolineato anche dalla Commissione fin dalla passata legislatura, ma soprattutto, se il riciclaggio è l'essenza della criminalità organizzata, occorre una strategia europea unitaria che punti alla disarticolazione delle organizzazioni criminali transnazionali e dei loro complici esterni, attraverso una piena cooperazione investigativa e giudiziaria.

A questo scopo avevo chiesto, finora inutilmente nella totale indifferenza di tutti i gruppi politici, l'istituzione di una commissione speciale del Parlamento europeo contro la criminalità organizzata, il terrorismo e la corruzione, sempre più intrecciati tra loro, che sono una crescente minaccia per lo Stato di diritto nei paesi dell'Unione.

Dopo l'istituzione di cinque commissioni speciali mi auguro che nel prossimo futuro maturi la volontà politica di dare priorità a questo tema, se vogliamo difendere lo Stato di diritto e l'economia reale dall'assalto dei poteri criminali.

  Henrike Hahn (Verts/ALE). – Frau Präsidentin, sehr geehrte Kolleginnen und Kollegen! Bei den FinCEN-Files können wir sehen, wie löchrig und fehlerhaft unser System ist, wenn es um die Abwehr von Geldwäsche geht. Wir sehen Enthüllungen über kriminelle Aktivitäten international operierender Banken, die Geldwäsche betreiben – mit der Mafia, mit Terrorhelfern, mit Drogenbossen –, und mittendrin in diesem Vorgang sind die Deutsche Bank und die Commerzbank.

Kriminelle machen sich hier zunutze, dass staatliche Aufsicht – die ja eigentlich per se dafür geschaffen wurde, um solche Skandale abzuwenden – nicht funktioniert. Banken haben offensichtlich auch nach der Finanzkrise kein Problem mit ihrem Verhalten, und politische Maßnahmen werden durch die vielen Schlupflöcher bedeutungslos.

Und deshalb brauchen wir von den EU-Mitgliedstaaten ein klares Ja zu einer zentralen europäischen Behörde gegen Geldwäsche – ein klares Ja, das jetzt passieren muss und nicht noch viele Jahre dauern darf. Und wir brauchen ein klares Ja zur Umsetzung von bestehenden Vorschriften mit einem Rechtsrahmen, der in der EU harmonisch umgesetzt wird, ohne Ausreißer, die lieber ein Vertragsverletzungsverfahren abwarten und riskieren als etwas zu tun. Nur eine gemeinsame, bessere Koordination in Europa kann an diesem unethischen Filz etwas ändern – und da müssen wir jetzt etwas tun.

  Dubravka Šuica, Vice-President of the Commission. – Madam President, I thank the honourable Members for all their comments and I definitely take note of all they have said. What I heard today confirms the Commission’s resolve to act swiftly and address the shortcomings of the Union’s anti-money laundering legal framework.

There were some questions which I would like to answer, especially from Mr Giegold and Mr Urtasun. You were asking about cases where we have sent formal letters to Member States, and these are publically known. The Commission has opened infringement procedures against Member States that failed to notify transposition of the 5th Anti-Money Laundering Directive against Cyprus, Hungary, Netherlands, Portugal, Romania, Slovakia, Slovenia and Spain.

In parallel, we are continuing to check those Member States that have fully and correctly transposed the 4th Anti-Money Laundering Directive. I cannot disclose here to which Member States we have sent informal letters. However, rest assured, that over the course of the next years, we will address all Member States.

Let me stress again, the enforcement and effective implementation of the existing rules remain a top priority for the Commission. We are also stepping up practical work to help national authorities detect money laundering. For example, the interconnection of beneficial ownership – ownership registers – should be operational in 2021. A similar interconnection between bank account registers is also part of our action plan, as it will speed up cross—border access to bank account information.

However, criminals are highly adaptive and their methods are constantly evolving. The FinCEN revelations clearly illustrate the ongoing challenges that the main actors face in their efforts to detect illegal financial flows and prevent criminals from using the financial system to launder dirty money. Our framework must therefore continuously evolve in order to keep pace with technological developments and the growing sophistication of financial crime.

We are up to the challenge. In the first quarter of 2021, we will propose an ambitious anti-money laundering package in order to further strengthen the capacity to fight money laundering and protect the integrity of the financial system. In a single market, we can no longer afford to work in silos. We need to build bridges between anti-money laundering supervisors and financial intelligence units. For this, we need not only a stronger regulatory framework but also strong European Union level structures to ensure its implementation.

I wanted to be fair to those who mentioned the Cayman Islands. I wanted to clarify. There are two lists: one list is anti-money laundering and the other is fiscal cooperation tax. So some Members were mixing this up, but okay. Some Members were speaking about tax non-cooperative jurisdiction, but of course we have to deal with this too.

Thank you for this debate. The Commission and my colleague Valdis Dombrovskis, who was not able to attend this meeting today, we look forward to continuing to work with you on these crucial issues in order to further strengthen the integrity of the financial system and to ensure that dirty money finds no place to hide in the European Union.   Caterina Chinnici (S&D), per iscritto. – Le pubblicazioni dei fascicoli FinCEN, che rivelano segnalazioni di attività sospette provenienti anche da istituti bancari europei all'agenzia antiriciclaggio degli Stati Uniti, per un totale di 2 099 miliardi di dollari nel periodo 2000-2017, dimostrano, nonostante le norme adottate, ancora una volta le lacune legislative dell'ordinamento europeo nella lotta al riciclaggio e la facilità con cui i profitti illeciti ottenuti dalle organizzazioni criminali vengano riciclati in Europa e nel mondo. Nella sessione Plenaria di luglio, avevamo accolto con favore la comunicazione della Commissione relativa ad un piano d'azione per aggiornare la quarta e la quinta direttiva antiriciclaggio. Vorrei ribadire con forza la necessità e l'urgenza di istituire un corpus normativo unico a livello comunitario, anche trasponendo le disposizioni della direttiva antiriciclaggio in un regolamento; creare un'autorità di vigilanza AML/CFT europea e un meccanismo di sostegno e coordinamento per le FIU; assicurare cooperazione e scambio informativo efficaci tra queste e le autorità di contrasto. Regole più stringenti sui movimenti di denaro sospetti, maggiore trasparenza da parte di tutti gli operatori finanziari e un'attività investigativa coordinata fra gli Stati membri, possono bloccare il riciclaggio di denaro da parte delle organizzazioni criminali garantendo sicurezza per i cittadini e una sana concorrenza fra le imprese.

  Nicolás González Casares (S&D), por escrito. – El escándalo de los archivos de FinCEN revelados por una investigación realizada por el Consorcio Internacional de Periodistas de Investigación evidenció una vez más que hay muchas lagunas en la legislación y supervisión europeas en la lucha contra el lavado de dinero.

Hace tiempo que el Grupo S&D está a la vanguardia en el impulso de un marco europeo en la lucha contra el blanqueo de capitales y la financiación del terrorismo. Las revelaciones FinCen vienen a dar la razón a nuestras demandas. Pedimos ahora, más que nunca, que la legislación vigente vaya más allá de la existente, que es claramente insuficiente para prevenir y combatir la actividad delictiva que es cada vez más compleja y transfronteriza.

Por lo tanto, apoyamos el cambio a una legislación de la UE que establezca estándares que superen los mínimos actuales para asegurar un conjunto de normas más prescriptivo, que sea efectivamente aplicado por los Estados miembros y que evite y penalice los malos comportamientos de las instituciones financieras.

  Lídia Pereira (PPE), por escrito. – O combate ao branqueamento de capitais tem de ser uma prioridade da União Europeia. Os sucessivos escândalos e revelações, aos quais se soma o caso dos ficheiros FinCEN, são prova de que os Estados-Membros não estão a conseguir, por si, erradicar este crime que, para além de corrupção, está na origem do financiamento de organizações criminosas e terroristas. Entre as várias instituições citadas, há bancos europeus que terão movimentado milhares de milhões com origens suspeitas durante 17 anos.

Precisamos, por isso, de maior integração europeia nesta matéria. No imediato, precisamos que os Estados-Membros transponham e, sobretudo, implementem, com urgência e corretamente, as Diretivas europeias sobre branqueamento de capitais, sobretudo a quarta e a quinta.

A comunicação da Comissão de Maio sobre a matéria tem de ser consequente e este Parlamento deve estar pronto a responder com ambição. Perante a evidência de atividade criminosa, as instituições bancárias não podem consentir a continuidade de transações financeiras. Temos de avançar com regras vinculativas no campo da regulação. Assim, apelo à Comissão que apresente uma proposta de Regulamento nesse sentido.

A prazo precisamos, também, de discutir a criação de uma autoridade europeia de supervisão e coordenação das estruturas nacionais de combate a este crime.

  Dubravka Šuica, Vice-President of the Commission. – Madam President, what we are discussing here today is people’s lives. Talking about long—term care facilities means talking about both those giving and receiving care in a particularly vulnerable situation. Due to protective measures, persons in care could no longer receive family and visitors. Long—term care facilities could not immediately provide the type of care required in such exceptional circumstances.

At particular moments in life we also rely on the commitment and dedication of others. Never has this been more visible than during the current pandemic, when carers held the hands of their residents. The staff in long—term care facilities did their best to provide not just comfort and dignity at the end of a precious life, but also a sense of tenderness and care.

People working in long—term care facilities deserve more than our applause and gratitude. We can pay tribute to them, but we must also take action. We need to deliver for residents and carers in our policymaking.

COVID—19 brings unprecedented challenges health—wise, economically and socially. Some people are more at risk than others, especially the elderly, and people with a disability. When it comes to social services, there are users and service providers; we cannot help one if we do not help the other. We have seen how care workers and those receiving care are particularly exposed to the virus and its devastating consequences. This is of great concern to us. We need to improve the protection of the most vulnerable in our societies. Too many lives have already been lost. We know that social services have been under particular strain and the Commission is committed to help. Together with Commissioners Nicolas Schmit, who is responsible for jobs and social rights, and Stella Kyriakides, in charge of health, and Helena Dalli, responsible for equality, we have held discussions with organisations focusing on services to the elderly, people with disabilities, and others who are in need of long—term care. We are listening to the sector and are assessing different instruments and possible solutions to support both providers and users of these services.

Not all of today’s problems are new. The capacity of long—term care facilities to deal with any crisis was laid bare by COVID—19. Clearly, there are structural deficiencies – the lack of staff, difficult working conditions, low salaries and access to services.

Ongoing issues with affordability and the quality of long—term care services also come to mind, as well as the availability of such services in rural and remote regions. This explains why we are assessing whether our social protection systems are fit to deal with the needs of an aging population. Families of women provide a large part of informal long—term care. Informal carers deserve better support such as social protection, income replacement, training, counselling and day care.

The gender care gap must be addressed, including the equal sharing of informal care responsibilities. We can do this through the implementation of the Directive on Work-life Balance, which should be transposed by 2022.

Long—term care systems need revamping to better prepare them for rising long—term care needs and future health crisis. Funding issues must be addressed at Member State level because this is where the competence lies. However, I cannot stand here as a Member of the Commission and say that our hands are tied. We have been very active. I will share some examples with you.

The React—EU programme will continue and extend to the crisis response and repair measures by reinforcing capacities in health and long—term care. In addition, the Commission is working with the European Centre for Disease Prevention and Control to protect vulnerable groups including older people in residential homes, but also in places like migrant centres and prisons.

The European Centre for Disease Prevention and Control has published guidance on infection prevention, control and preparedness for COVID—19 in healthcare settings as well as guidance regarding surveillance of COVID—19 in long—term care facilities.

This guidance is a much needed tool for use right across the European Union. The joint report of the Commission and the Social Protection Committee on the preparedness of long—term care systems in the European Union will provide evidence and clear mapping of the challenges that need to be tackled.

The Commission is committed to implementing the European pillar of social rights, including principles of access to quality health and long—term care. Preparations are ongoing for the upcoming action plan for the implementation of the European pillar of social rights to be adopted in 2021 under the guidance of my colleague Commissioner Schmit. The elderly must fully enjoy these rights, too. It is beyond doubt that COVID—19 has hit the elderly hardest. At the same time, our work in tackling demographic change shows that our Union is aging. Given the current and future context, we need to discuss this and factor it into all aspects of our policy action.

Let me be clear, dear Members of Parliament: aging concerns all generations, not just the elderly. In early 2021 we will present a Green Paper on aging with the aim of launching a wide debate to discuss the long—term impacts of aging, care and pensions, active aging and the capacity of social protection systems to deal with an aging population. We will look at inter—generational solidarity and fairness, impacts on the labour market, the economy, and health and care systems. A substantial part will deal with questions on long—term care. Based on the outcome of the consultations, the Commission could be in a better position to consider what further initiatives could be taken on long—term care.

To conclude, dear ladies and gentlemen, to borrow a thought from Dostoevsky: you can best judge a society by how by how it treats its most vulnerable members, and those who take care of them. If we learn one lesson from the COVID—19 pandemic, let it be the importance of solidarity. Solidarity between generations must be one of the driving forces of Europe’s recovery, as set out in the Commission’s proposal for a major recovery plan to repair and prepare for the next generation. Only together can we successfully exit the crisis and build a future.

As I said at the beginning, we can pay tribute to the service providers, but we must also take action. We need to deliver for the service providers and users in our policymaking. In this I count on your support.

  Cindy Franssen, namens de PPE-Fractie. – Voorzitter, mevrouw de commissaris, dank u voor uw gedreven toespraak. Bij het begin van de coronapandemie kon niemand de vreselijke tsunami voorspellen die zoveel mensenlevens heeft geëist. Vooral onze ouderen stonden in het oog van de storm. De moeilijke keuzes in sommige fel geteisterde gebieden over wie in het ziekenhuis opgenomen kon worden en wie niet, mondden vaak uit in een op leeftijd gebaseerde beslissing. Keuzes die we als samenleving sinds de Tweede Wereldoorlog niet meer hebben moeten maken.

En laat het nu net die generatie zijn die gezwoegd heeft om onze welvaartsstaat op te bouwen, net die generatie hebben we als samenleving fysiek en mentaal tekortgedaan. Nochtans staat het recht op langdurige zorg vervat in onze sociale pijler.

Laten we eerlijk zijn, bij de eerste golf waren we te weinig voorbereid om een dergelijke crisis aan te pakken. Het is niet het moment om publieke tribunalen te organiseren over wie hier eindverantwoordelijkheid in draagt. Maar laten we vooral lessen trekken.

We moeten op zoek naar een betere balans tussen welzijn en fysieke gezondheid, tussen veiligheid en mentaal welbevinden van onze meest kwetsbaren.

We mogen niet meer inleveren op bezoekrecht en het recht op waardig afscheid nemen.

En nestwarmte is het beste medicijn tegen de broosheid en kwetsbaarheid van mensen met dementie.

Dezelfde conclusies kunnen trouwens getrokken worden voor de gehandicaptensector, voor jongeren die in een jeugdinstelling verblijven, en ook voor alleenstaande ouderen die thuiszorg genieten.

Tijdens ons gebrek aan daadkracht heeft het zorgpersoneel het beste van zichzelf gegeven. Zij hebben de menselijke drama's meegenomen op hun reeds overbelaste schouders. Een sector die al jaren op zijn tandvlees zit, ondergewaardeerd wordt en niet bekendstaat om als eerste langs de compensatiekassa te passeren.

Net daarom, beste collega's, juich ik het initiatief toe van mijn collega's Fitzgerald en Radtke voor hun “EU Carers’ Strategy”, waarbij zij pleiten voor betere werkomstandigheden en betere omkadering, zodat we meer zorgkwaliteit kunnen bieden. Onze helden van de zorg verdienen meer dan alleen maar een applaus. Laat de echo van dat applaus nu maar luid weerklinken in concrete daden!

  Pierfrancesco Majorino, a nome del gruppo S&D. – Signor Presidente, onorevoli colleghi, ho visto consumarsi una tragedia nella tragedia che non possiamo permetterci di ignorare ancora ed è per questo che è importante la discussione di oggi.

Oltre la metà delle morti COVID sono infatti avvenute nelle strutture di cura a lungo termine, nelle case di riposo, nelle residenze per anziani e per persone con disabilità; cittadini che spesso sono stati lasciati vergognosamente soli e di cui si sono occupati lavoratrici e lavoratori troppe volte privi di dispositivi di protezione individuale e protocolli di formazione e sicurezza.

E questo è avvenuto in diversi paesi dell'Unione europea: penso ovviamente anche alla mia regione, la Lombardia, dove è stata scritta una vera propria pagina nera, con il fallimento del sistema sociosanitario e un carico di morti sconvolgente, proprio nelle residenze per anziani e anche a seguito delle scelte sciagurate di chi gestisce il welfare.

È fondamentale che dalle Istituzioni europee si faccia piena luce su quanto è avvenuto, non solo per individuare evidenti storture e responsabilità politiche, che è giusto e sacrosanto individuare, ma anche per evitare di assistere in questi mesi al ripetersi dello stesso tragico copione.

Anche per questo serve un'Europa più sociale. La Commissione deve crederci ancora di più: più attenta al diritto alla salute e all'assistenza. Abbiamo bisogno di maggiori investimenti, scelte nuove per affrontare questa seconda fase d'emergenza senza commettere gli errori enormi del passato e, infine, dobbiamo pensare a come riprogettare in futuro i servizi stessi. Dobbiamo farlo coinvolgendo i migliori e più significativi operatori del terzo settore, le organizzazioni sindacali e le associazioni dei cittadini.

Anche le persone che vivono nelle case di riposo per anziani e nelle residenze per i disabili sono l'Europa: meritano più spirito di comunità e legami sociali e meno disattenzioni.

  Dragoș Pîslaru, în numele Grupului Renew. – Domnule președinte, stimată doamnă comisar Šuica, în povestea tristă a Covid-19, situația instituțiilor de îngrijire este unul dintre cele mai dezastruoase capitole. O mare parte din statele membre ale Uniunii - trebuie să recunoaștem - au greșit și sper să putem avea, la un moment dat, o anchetă care să ne arate ce s-a întâmplat cu adevărat și de ce aceste centre au devenit și continuă să fie focare de infecție.

Vorbim despre cei mai vulnerabili dintre cetățenii europeni, persoane care necesită îngrijire permanentă, persoane cu dizabilități sau persoane în vârstă care au fost efectiv abandonate în fața pandemiei. În absența oricărui plan de urgență, personalul de îngrijire a depus eforturi extraordinare și vreau să le mulțumesc, cu această ocazie, tuturor celor care au rămas la datorie în fața pericolului.

Din păcate, însă, rata mortalității a fost extrem de mare. Comisia trebuie să lucreze cu statele membre pentru a găsi soluții în două direcții: un personal de îngrijire bine plătit și pregătit și centre moderne unde persoanele vulnerabile pot primi îngrijirea de care au nevoie în siguranță.

Renew Europe, grupul nostru politic, militează pentru o regândire a îngrijirii și a centrelor de îngrijire în gestiunea comunităților pentru a ne asigura că nu vom mai avea situații de abandon al persoanelor vulnerabile în sisteme instituționalizate. În perioada următoare, trebuie să investim substanțial în crearea de acces și oportunitate pentru ca orice cetățean european care are nevoie să poată beneficia de îngrijire într-un mod sustenabil prin acces direct sau în cadrul comunității din care face parte, fără fi exclus social.

Nu în ultimul rând, o industrie modernă a îngrijirii la nivel european poate avea beneficii atât pentru cei care s-ar bucura de serviciile ei, dar și prin crearea de locuri de muncă și impactul social benefic pe care l-ar avea. O strategie clară cu privire la îngrijire la nivel european este, doamnă comisar, imperativă.

  Guido Reil, im Namen der ID-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! COVID-19 macht uns Angst. Das ist auch kein Wunder, denn wir stehen auf mit COVID-19 und gehen schlafen mit COVID-19.

Ich befürchte, dass die Maßnahmen, die wir zur Bekämpfung der Pandemie ergreifen, viel mehr Schäden anrichten als die Pandemie selber. Ich meine damit nicht die verheerenden wirtschaftlichen Folgen, die diese Maßnahmen haben. Nein, ich meine die Maßnahmen, die getroffen wurden, die die Schwächsten der Gesellschaft betreffen – die Menschen in Pflegeeinrichtungen.

In Deutschland ist jeder zweite, der an COVID-19 gestorben ist, in einer Pflegeeinrichtung gestorben. Welche Maßnahmen hat die Regierung ergriffen? Sie hat diese Menschen isoliert. Sie hat ihnen ein Kontaktverbot zu ihren Angehörigen auferlegt.

Diese Maßnahme hat kein Menschenleben gerettet – ganz im Gegenteil. Sie war unglaublich grausam, sie war unmenschlich, und sie hat Menschenleben gekostet. Gerade in einer solchen schweren Phase brauchen diese Menschen natürlich die Liebe und die Zuneigung und die Nähe zu ihren Angehörigen. Das wäre unter Einhaltung der Maßnahmen natürlich ohne Probleme möglich gewesen. Das wissen wir heute. So etwas darf nicht mehr passieren. Diese Maßnahme war grausam und unmenschlich.

Was ist aus den heimlichen Helden der Pandemie geworden, unseren Pflegekräften, die ja wirklich an vorderster Front standen, die sich aufgeopfert haben? Was haben sie bekommen? Applaus. Und, sonst? Applaus ist schön, Wertschätzung. Aber war das schon alles? Unsere Bundesregierung hat lächerliche Einmalzahlungen bereitgestellt – wirklich lächerliche. Aber hat sich an der Grundsituation der Pflegekräfte irgendwas verändert?

Schon vorher war die Situation eine Katastrophe. Eine examinierte Pflegekraft in Deutschland verdient 2 500 Euro brutto. 2 500 Euro! Dafür muss sie acht Stunden hart arbeiten, körperlich und seelisch. Nach diesen acht Stunden kann sie sich meist noch ein, zwei Stunden hinsetzen für Dokumentation. Das weiß ich jetzt so, nicht, weil ich das gelesen habe, sondern meine Frau arbeitet da, deswegen kenne ich die Probleme.

Wir brauchen endlich eine Politik der Menschlichkeit.

  Tilly Metz, au nom du groupe Verts/ALE. – Monsieur le Président, il est insupportable que pendant cette crise les citoyennes et citoyens les plus vulnérables, que ce soit par leur âge ou par leurs besoins spécifiques, aient souffert plus que les autres durant cette crise. Et ce dans le silence le plus complet, sans réponse adéquate, ni de la part des États Membres ni de l’Union Européenne.

Et pourtant, l’OMS a sonné l’alerte déjà au mois de mars sur la situation dramatique dans les institutions de soins de longue durée dans l’Union, soulignant que la moitié des décès liés à la COVID-19 avait eu lieu dans ces établissements.

L’isolement, le manque de matériel, de protections et de médicaments ainsi que l’absence de tests pour les résidents ont fait de ces institutions des nids d’infection où les mesures de sécurité sanitaire n’ont pas été garanties. Beaucoup d’États n’ont même pas tenu compte des personnes décédées dans ces résidences dans leurs décomptes statistiques, souhaitant masquer la réalité de la situation.

J’appelle ce Parlement à former une commission d’enquête pour que la lumière soit faite sur ce qui s’est passé. Les traitements indignes et les violations des droits de l’homme ne peuvent rester sans conséquences. Et il est de notre responsabilité de donner une voix à ces personnes et de montrer qu’il n’y a pas de citoyennes et de citoyens de seconde classe en Europe.

Je terminerai par deux questions à la Commission: êtes-vous d’accord qu’il est urgent d’appliquer l’article 19 de la Convention sur le droit des personnes handicapées en Europe? Et ce faisant, d’orienter les investissements européens vers les soins basés sur l’entraide, l’auto-détermination et la vie en dehors des institutions spécialisées, soins qui permettent de mieux respecter la liberté de ces personnes?

  Elżbieta Rafalska, w imieniu grupy ECR. – Panie Przewodniczący! W pandemii, która ciągle trwa i zbiera śmiertelne żniwo, w najbardziej dramatycznej sytuacji znalazły się osoby starsze, przebywające w placówkach opieki długoterminowej. Osoby starsze przewlekle chore były i są najbardziej zagrożone zakażeniem, mają też cięższy przebieg choroby i większą śmiertelność. Odsetek zgonów wśród osób starszych sięga 15%, a w domach opieki jest to znacznie więcej.

Tak było w placówkach w wielu krajach Europy – Francji, Hiszpanii, Belgii, Włoszech, gdzie śmiertelność była znacznie wyższa, między 30, a nawet 50%. Placówki te stały się ogniskami zakażeń, które dziesiątkowały też personel, powodując dotkliwe, trudne do uzupełnienia braki kadrowe. Pacjenci mogli czuć się dyskryminowani.

Najbardziej drastycznym przykładem jest Hiszpania, gdzie wprowadzono selekcję przy wyborze pacjentów do leczenia. Przez „sito życia” często nie przechodziły osoby korzystające z opieki długoterminowej. To wstrząsające i nie do zaakceptowania, że w Europie, która mówi o solidarności, chce być solidarna, takie sytuacje się zdarzają, a dylemat, kogo leczyć, a kogo nie, musi rozstrzygać lekarz.

Mamy wzrost zachorowań na Covid-19 i sezonowy wzrost zachorowań na grypę. Jak te wcześniejsze doświadczenia wpłyną na podejście do opieki długoterminowej? Czy z tej wiosennej bolesnej lekcji zostanie wyciągnięta nauka? Czasu niewiele, a wiemy więcej.

  Kateřina Konečná, za skupinu GUE/NGL. – Pane předsedající, paní komisařko, tisíce obyvatel těchto zařízení, pečovatelských domů přímo zemřeli na COVID-19, nicméně další tisíce zemřeli kvůli samotné izolaci, strachu a samotě, která zhoršila jejich stav, a na to nesmíme zapomenout. Tito lidé mohli žít klidně dalších 20 let a obohacovat mladší generace svými znalostmi a přítomností.

Já musím říct, že jsem trošku zděšená, paní komisařko, když slyším, že nám říkáte, že budete vytvářet nové akční plány a strategie. Systém pečovatelských domů, péče o staré lidi je tady 20 let absolutně zanedbán. Je podfinancován i vinou Komise, která několikrát rozhodla o tom, že se má různě privatizovat či že se v něm má škrtat. Já jsem od Vás očekávala, že vezmete peníze, které zbytečně investujete do zbrojení a podobných kravin, na to, abyste zafinancovali lidi, kteří pracují v pečovatelských domech, a věnovali je do výstavby nových pečovatelských domů. Akční plány, strategie a řeči už nám nepomůžou. Zaměstnanci a lidé v těchto domech, to jsou ti, o které se musíme v tuto chvíli zajímat především.

  Antoni Comín i Oliveres (NI). – Señor presidente, sabemos desde hace años que uno de los mayores retos, sino el mayor reto de nuestros sistemas de salud, es el envejecimiento de la población. Hasta ahora focalizados en las enfermedades agudas, estos modelos asistenciales se van centrando cada vez más en la atención de la cronicidad.

¿Nuestra esperanza? Responder a este reto desde el paradigma comunitario, que es tratar y cuidar al paciente crónico sin separarlo de su propio entorno social y familiar. Pero no nos engañemos, porque este virus ha venido a complicarnos muy dramáticamente las cosas. En efecto, para proteger a la población mayor de la pandemia, las autoridades sanitarias se han visto obligadas a dictar medidas drásticas de aislamiento o, cuando menos, de restricción del grado de interacción social de estas personas mayores, tanto en las residencias como en los domicilios, ya sean asistidos u ordinarios. ¡Qué contradicción!

Y, además, los y las profesionales de los centros de cuidados de larga duración a menudo se han encontrado muy solos en su combate contra la COVID, y muy desprotegidos. Es imperativo dotarlos de más medios y de mejores condiciones de trabajo, pero, sobre todo, no esperemos a mañana para hacer una revisión crítica de un modelo de residencias que queda muy lejos de una idea profunda de la solidaridad intergeneracional.

  Ádám Kósa (PPE). – Elnök Asszony! A járvány mindennél jobban megmutatta, hogy az intézményekben ápoltak nagyon kiszolgáltatott helyzetben vannak. Különösen az idősotthonokban történt sok haláleset tavasszal. Ebből a szempontból nagyon tanulságos volt a magyar főváros, Budapest esete is. A baloldali városvezetés, politikai okokból nem hajtotta végre, a jobboldali kormány védekező intézkedéseit. A következmény tragédia lett. Az egyik otthonban 313 gondozott és 21 dolgozó fertőződött meg, és ebből 55-en meg is haltak. A lefolytatott vizsgálatok alapján a felelős egyértelműen a baloldali városvezetés.

Kedves Kollégák, a koronavírus nem politizál! Nekünk egységesnek kell lennünk! Pártállástól függetlenül felszólítom minden politikustársamat, hogy fenntartás nélkül segítsék a nemzeti kormányok intézkedéseit, a járvány elleni küzdelemben. Ha nem is értenek egyet ezzel, akkor legalább ne akadályozzák ezeket. Bár már a második hullám közepén járunk, ugyanúgy veszély fenyegeti az időseket, vagy éppen a fogyatékossággal élőket, de még mindig nem késő összefogni. Az emberi életeket nem lehet a politika oltárán feláldozni!

  Milan Brglez (S&D). – Gospod predsednik! Pozdravljam današnjo razpravo, obžalujem dejstvo, da z njo že mesece zamujamo.

To potrjujejo podatki Svetovne zdravstvene organizacije, saj je bilo v prvem valu pandemije med smrtnimi žrtvami EU več kot polovica stanovalcev domov za starejše in drugih socialnih zavodov.

Ta statistika je grozljiva in se nikoli ne bi smela zgoditi. Žal ne v državah članicah ne na ravni EU ni politične volje za temeljito preiskavo vzrokov ter odpravo napak.

Zadnji meseci so tako razgalili zakoreninjenost starizma ali staromrzništva. Medtem ko se prebivalstvo EU stara, je staranje tema, ki se je ogibamo, ji pristopamo s številnimi predsodki in stereotipi ali jo enačimo z boleznijo in onemoglostjo. Posledica tega je ogromno število socialno izključenih starejših ljudi. Nanje gledamo kot na družbeno breme, domov za starejše pa ne razumemo kot toplega doma, ampak le kot zadnjo postajo življenja.

Toda človekove pravice, vključno z ustrezno zdravstveno oskrbo, pripadajo vsem ljudem, v vseh starostnih obdobjih in brez kakršnekoli diskriminacije. Nedopustno je, da so v prvem valu domovi za starejše in drugi zavodi bili marsikje po Evropi prepuščeni sami sebi in prisiljeni postati improvizirane bolnišnice, brez ustrezne opreme in usposobljenega zdravstvenega kadra.

Zato zelo podpiram zavezo predsednice Komisije za oblikovanje močne zdravstvene unije, vendar to ni dovolj. Skupaj moramo storiti tudi več za solidarnost med generacijami, boj proti diskriminaciji na osnovi starosti ter polno spoštovanje pravic starejših. Nujno potrebujemo skupni evropski okvir za dolgotrajno oskrbo, temelječ na človekovih pravicah in družbeni solidarnosti.

Komisijo pozivam k oblikovanju skupnega okvira pravil in standardov kakovosti storitev dolgotrajne oskrbe, ki bo zavezoval vse članice. Ta mora izhajati iz celostnih potreb ljudi in poleg zdravstvene nege nuditi tudi socialno in psihološko podporo za obdobje življenja, ki je ob pravem pristopu družbe in politike lahko enako lepo, učljivo in kvalitetno kot vsa druga.

  Véronique Trillet-Lenoir (Renew). – Monsieur le Président, la qualité et la sécurité des patients doivent être toujours notre priorité. Les résidents des établissements de soins de longue durée, notamment dans les établissements hospitaliers pour personnes âgées dépendantes, ont été particulièrement, majoritairement, touchés par l’épidémie de COVID-19, touchés par la maladie et touchés par l’isolement du confinement.

Nous devons tirer les leçons de cette crise et prendre les mesures qui s’imposent: renforcer la surveillance et la préparation des établissements. C’est un nouvel exemple de la nécessité d’une Europe de la santé et du renforcement du Centre européen de contrôle des maladies. Nous devons revoir l’organisation et la structuration de ces établissements de soins de longue durée. C’est la part à prendre par les États membres.

Enfin, nous devons améliorer la formation et les conditions de travail du personnel, en lien avec le commissaire Schmit. Sans oublier les aidants, professionnels ou familiaux, qui agissent sans relâche au quotidien pour accompagner les plus fragiles et notamment nos aînés.

Merci d’avoir initié ce débat nécessaire, ce n’est pas qu’une question de santé, c’est une question de dignité humaine.

  Hélène Laporte (ID). – Monsieur le Président, les patients des établissements de soins de longue durée ont payé un lourd tribut à la pandémie, dont le nombre important de décès est également dû à l’isolement drastique imposé à ces personnes vulnérables. Rattaché à un établissement hospitalier, ces unités soignent des personnes très dépendantes dont les capacités cognitives ou comportementales sont altérées, dont l’état nécessite une surveillance médicale constante.

La COVID-19 n’a fait qu’accentuer la fragilité de ces patients souvent atteints de cancer évolutif, de pathologies cardiaques ou respiratoires non stabilisées ou encore de la maladie d’Alzheimer. Selon le réseau social européen, la COVID-19 a touché de manière disproportionnée les personnes âgées et a eu des conséquences considérables sur la fourniture de soins de longue durée. D’après le Centre européen de prévention et de contrôle des maladies, entre 30 et 60 % de l’ensemble des décès dus à la COVID-19 se sont vérifiés dans ces établissements au cours des premiers mois de la pandémie. Les autorités publiques ont dû faire face à de nombreux défis en vue de continuer à assurer la fourniture de soins de longue durée, tout en palliant le manque de matériel de protection à disposition du personnel soignant. La distanciation sociale et l’isolement ont eu un impact négatif sur la santé et le bien-être des résidents. La vie sociale a été bouleversée par l’installation de huis clos, privant les malades de leurs proches. L’unique lien avec le monde extérieur passait par les infirmières, dont le port du masque ne permettait aucune expression du visage. Le protocole pour les visites autorisées des proches implique une distanciation physique d’au moins 1,5 mètre excluant à ce titre, tout lien charnel.

Depuis le début de la pandémie, le principe général demeure celui du report des nouvelles admissions non urgentes, excluant ainsi des milliers de personnes du bénéfice de ces soins, mais on ne peut pas continuer ainsi. L’heure est désormais aux solutions: l’aménagement d’espaces réservés aux patients en isolement et aux visiteurs, ainsi qu’une meilleure coopération entre les autorités sociales et sanitaires sont des mesures nécessaires dans chaque unité de soins.

L’hypothèse d’une seconde vague aussi meurtrière ne pourra pas se régler par une vidéo de Mme von der Leyen, nous apprenant à nous laver les mains. La situation sanitaire actuelle implique de repenser complètement la fourniture des soins de longue durée en Europe afin de mieux se préparer en cas de nouvelle crise.

  Sylwia Spurek (Verts/ALE). – Mr President, no access to healthcare services, no infection protection measures or testing, isolation from society – but we did not only leave the residents of long—term care facilities without the necessary support, we forgot that elderly people and people with disabilities have the right to live independently and be included in the community. That is their fundamental human right.

The right to independent life is not only our moral obligation, but also – above all – a matter of compliance with the Convention on the Rights of Persons with Disabilities that was ratified not only by all Member States, but also by the EU. We need to stop delaying the transition away from institutions now.

  Lucia Ďuriš Nicholsonová (ECR). – Pán predsedajúci, po prvé, chýbajú nám porovnateľné dáta v rámci členských štátov Európskej únie. Z tých krajín, ktoré si vedú takéto štatistiky, sa dozvedáme strašné čísla, 30 až 66 % zo všetkých úmrtí na COVID sa stali priamo v zariadeniach sociálnych služieb.

Podľa Európskeho centra pre prevenciu a kontrolu chorôb nám chýbali v zariadeniach sociálnych služieb už pred pandémiou monitorovacie systémy, ktoré by dokázali systematicky monitorovať napríklad respiračné ochorenia v zariadeniach a včas dávať reporting na národnej úrovni, čím by sme mohli predchádzať úmrtiam.

Obzvlášť zraniteľnými sú ľudia s neurologickými stavmi ako demencia alebo neuropatické poruchy. U nich sa ukazuje, že majú absentujúce príznaky, až kým sa rapídne nezhorší ten stav pacienta, a to už je častokrát neskoro. To znamená, toto musíme tiež začať systematicky monitorovať v zariadeniach sociálnych služieb.

Problémom je obrovská personálna poddimenzovanosť, to už tu zaznelo niekoľkokrát, a nedostatok kvalifikovaných zamestnancov na pracovnom trhu. Sú to nielen mizerne zaplatení ľudia v niektorých členských štátoch, ale aj veľmi zraniteľní, nemôžu dodržiavať ani sociálny odstup a častokrát trpia nedostatkom ochranných pomôcok.

Na druhej strane, na Slovensku, a na to by som chcela upozorniť, sa nám ukázali prípady v zariadeniach sociálnych služieb, kde dochádzalo k týraniu klientov personálom, priväzovali ich k posteliam alebo ich zamykali na izbách a obmedzovali ich pohyb. Samozrejme nechodili návštevy, príbuzní, takže toto všetko bolo skryté.

Z tejto pandémie sa jednoznačne musíme poučiť, nastaviť monitorovacie systémy, doplniť chýbajúcich kvalifikovaných zamestnancov, musíme zbierať porovnateľné dáta, a efektívne chrániť zamestnancov, ako aj klientov.

  Anne-Sophie Pelletier (GUE/NGL). – Monsieur le Président, Madame la Commissaire, personnes en situation de handicap, tel Dimitri Fargette, jeune autiste enfermé en psychiatrie que la COVID a d’autant plus isolé, personnes âgées en maison de retraite, isolées, décédées, familles endeuillées, soignants infectés, décédés, tel le Dr. Loupiac, par manque de protection, voilà l’impact de la COVID sur les soins de santé de longue durée.

On nous dit que la santé n’est pas une compétence de l’Union mais, sous la pression de la Commission, elle est devenue une variable d’ajustement des budgets nationaux. Les logiques comptables, qui s’attaquent au nombre de lits, de soignants, d’hôpitaux sur un territoire sont responsables de l’impréparation, du chaos et des morts. Contrairement aux recommandations de la Commission, les dysfonctionnements des systèmes nationaux ne proviennent pas d’une inadéquation entre l’offre et la demande, ce qui n’a aucun sens lorsqu’on parle de santé, mais d’une déconsidération, d’une maltraitance organisée, qui a coordonné le démantèlement et la privatisation de nos services publics de santé.

Chers collègues, on mesure l’état de santé d’une société dans sa prise en soin de ses malades, de ses blessés et de ses accidentés de la vie.

  Κώστας Παπαδάκης (NI). – Κύριε Πρόεδρε, η απαράδεκτη κατάσταση σε γηροκομεία και ιδρύματα μακροχρόνιας φροντίδας σε όλη την Ευρωπαϊκή Ένωση δεν αφορά μόνο την περίοδο του κορονοϊού, αλλά αντανακλά τη βαρβαρότητα που κυριαρχούσε και νωρίτερα. Η ευρωενωσιακή πολιτική που εφαρμόστηκε και στην Ελλάδα από Νέα Δημοκρατία και ΣΥΡΙΖΑ, όπως και στην υγεία, έτσι και στη φροντίδα ηλικιωμένων, ήταν αυτή των σκόπιμα ελάχιστων και υποβαθμισμένων, υποχρηματοδοτούμενων και υποστελεχομένων δημόσιων δομών, για να ανοίγουν τον δρόμο στα υπερκέρδη των ιδιωτικών ομίλων της πρόνοιας. Το αποτέλεσμα είναι η κακομεταχείριση των ηλικιωμένων και οι μονάδες που αποτελούν εστίες μόλυνσης από τον ιό, τόσο για ηλικιωμένους όσο και για εργαζόμενους.

Δείχνετε ενδιαφέρον μόνο και μόνο γιατί από τα κρούσματα των γηροκομείων γεμίζουν με διασωληνωμένους τα ελάχιστα κρεβάτια ΜΕΘ των εμπορευματοποιημένων δημοσίων συστημάτων υγείας. Κριτήριο είναι το κόστος-όφελος για εσάς και η ατομική ευθύνη με απαλλαγή ευθυνών για τους ιδιωτικούς ομίλους. Άρα, λοιπόν, σήμερα κατεπείγουσα ανάγκη είναι η ενίσχυση των μέτρων προφύλαξης, τα μαζικά επαναλαμβανόμενα τεστ, οι άμεσες μόνιμες προσλήψεις προσωπικού, η επίταξη των ιδιωτικών μονάδων και η ανάληψη ευθύνης για αυτές από το κράτος, καθώς και η ένταξή τους στο κρατικό σχέδιο με δωρεάν υπηρεσίες.

  Elżbieta Katarzyna Łukacijewska (PPE). – Panie Przewodniczący! Miliony osób starszych, terminalnie chorych, niepełnosprawnych, o obniżonej odporności przebywa w ośrodkach opieki długoterminowej. 86% pracowników tych ośrodków to kobiety – pielęgniarki, opiekunki medyczne – często zatrudniane ze względów finansowych w kilku różnych placówkach czy szpitalach, co zwiększa ryzyko przeniesienia wirusa. Pracownicy tych ośrodków sygnalizują brak odpowiedniego zabezpieczenia kadrowego i sprzętowego, co prowadzi tam do dużej śmiertelności. Dodatkowa izolacja i brak kontaktu z bliskimi nie ułatwiają leczenia.

Trzeba też pamiętać, że w przypadku wprowadzenia podwyższonych obostrzeń wielu opiekunów może nie dotrzeć do pracy, inni będą brali urlop bądź zwolnienie, bo nie mają nikogo, kto mógłby zająć się ich rodzinami czy ich dziećmi.

Musimy mieć świadomość, że bez odpowiedniego wsparcia sprzętowego, kadrowego i finansowego, bez lepszego wynagradzania personelu nie uda się poprawić sytuacji w tych placówkach, bo trudno walczyć z epidemią, gdy brakuje podstawowego sprzętu ochrony: maseczek, rękawiczek czy kombinezonów.

Jeden z kolegów powiedział, że w Niemczech wynagrodzenie takich pracowników to 2,5 tys. euro. Proszę Państwa, w krajach Europy Wschodniej taki pracownik zarabia zaledwie kilkaset euro – jest to żenująco nisko patrząc na zaangażowanie i zagrożenie.

Pani Komisarz, działania i reakcje są potrzebne tu i teraz, nie w 2021 roku. Wiem, że to jest obowiązek państw członkowskich, ale w wielu tych krajach bez wsparcia Komisji będzie tylko i wyłącznie gorzej.

  Agnes Jongerius (S&D). – Voorzitter, mevrouw de commissaris, of je nou je werk verloor, je gezondheid in de problemen kwam of je dierbaren moest missen, we hebben allemaal ons eigen verhaal over hoe corona ons leven heeft beïnvloed, en dat nog steeds doet. Maar vooral de ic's, tehuizen en verpleeghuizen overal in Europa hebben het zwaar te verduren gekregen en op veel plaatsen moesten ze hermetisch op slot. Niemand kwam er meer in.

Mijn eigen zus woont in een woon-zorgcomplex en mocht maandenlang geen bezoek ontvangen – slechts een telefoontje of zwaaien vanaf de parkeerplaats, meer kon er niet af. Veel families in Europa hebben hetzelfde meegemaakt en mochten maandenlang hun grootouders, hun vader, hun moeder, hun zus, hun broer niet zien en niet knuffelen, en enige vorm van menselijkheid was zoek.

Helaas wijst alles op dit moment op die zogenaamde – gehate – tweede golf. Laat Europa alsjeblieft nu wél de koe bij de horens vatten en samen deze crisis aanpakken, want het is aan de Commissie om ervoor te zorgen dat er een gecoördineerde aanpak komt, zodat niet alle lidstaten louter op zichzelf zijn aangewezen.

Er moeten ook strenge voorschriften komen voor veiligheid op het werk. En de Commissie moet ervoor zorgen dat er voldoende beschermingsmiddelen ter beschikking zijn voor iedereen in de zorg, in de verpleeghuizen, in de verzorgingshuizen en in de ziekenhuizen. Want iedereen heeft het recht om zijn werk op een veilige manier te doen. En iedereen heeft ook het recht om zich omringd te weten door zijn geliefden.

  Jordi Cañas (Renew). – Señor presidente, señora comisaria, si la altura moral de una sociedad se mide por el trato que damos a nuestros mayores, tenemos que reconocer que no hemos estado a la altura. No hemos estado a la altura de lo que esperan, necesitan, nuestros mayores, ni de lo que les debemos a nuestros mayores. Hemos visto cómo han muerto solos, desamparados, abandonados, indefensos, angustiados, con miedo.

Esta crisis sanitaria ha enfrentado nuestras sociedades ante el espejo de la realidad, y hemos visto lo mejor y lo peor de nuestras sociedades. Hemos visto nuestras fortalezas, pero también hemos visto nuestras miserias. Y es el momento de dar respuesta a un problema que tenemos y que nos afecta a todos nosotros, porque ellos seremos nosotros, y nunca más podemos dejar que nuestros mayores vivan la angustia y el miedo a morir solos, a no ser considerados ciudadanos de primera.

Y le propongo, comisaría, que desde aquí nos conjuremos todos, diputados y Comisión, para impulsar una carta de derechos de la tercera edad, que dé un mensaje claro, lance un mensaje a nuestros mayores de que nunca volveremos a dejarlos solos, de que son nuestra prioridad, de que vamos a cuidarlos siempre con la dignidad y el amor que merecen, siempre y hasta el final.

  Isabella Tovaglieri (ID). – Signor Presidente, onorevoli colleghi, signora Commissaria, anche in Italia, come in tutta Europa, l'impatto della prima ondata di COVID sulle lungodegenze è stato più grave che in altri ambiti sanitari e professionali, costringendoci così a rendere più rigorosi tutti i protocolli operativi.

In questa nuova fase, invece, la protezione dei malati e degli anziani nelle case di cura sarà garantita soprattutto dal numero e dalla preparazione del personale medico, infermieristico e paramedico che, oggi come ieri, è in prima linea per assistere i pazienti più fragili e le loro famiglie.

Desidero ringraziare ancora una volta questa categoria che, con abnegazione e rischio personale, ha tenuto vive letteralmente l'Italia e tutte le nazioni d'Europa in un momento particolarmente drammatico. Tra loro ci sono tanti giovani operatori sanitari pieni di energia e di passione: sono il nostro avvenire e dobbiamo investire su di loro per affrontare con efficacia questa nuova stagione pandemica, evitando gli eccessivi carichi di lavoro e di stress della prima ondata.

Quale giovane europarlamentare porto all'attenzione di quest'Aula la necessità di maggiori incentivi e finanziamenti per la formazione, la stabilizzazione e le carriere di questi giovani medici e infermieri, spesso privi del giusto riconoscimento economico e professionale per il loro insostituibile lavoro.

In Italia il governo PD/5Stelle, che spesso supplisce con la retorica ai provvedimenti concreti, li ha definiti eroi salvo poi dimenticarsi di loro, dimostrando miopia e incapacità di programmazione strategica. Nei prossimi tre anni, infatti, in Italia mancheranno all'appello 10 000 medici. Eppure il ministero dell'Università ha appena sospeso le graduatorie del concorso per le scuole di specializzazione in medicina, allungando così i tempi d'ingresso negli ospedali e penalizzando, contemporaneamente, medici e pazienti.

Sono certa che su questo fronte l'Unione europea possa fare la differenza. Per questo chiediamo un suo contributo efficace e concreto per supportare il personale sanitario nelle case di cura italiane e di tutta Europa.

  Helmut Geuking (ECR). – Herr Präsident! Als allererstes sind meine Gedanken natürlich bei den Opfern von COVID-19 und ihren Angehörigen. Und ich muss mal sagen, wir müssen uns alle auch entschuldigen. Denn diese Problematiken, die wir hier in den Langzeitpflegeheimen hatten, sind ja seit Jahrzehnten bekannt: mangelhafte Personalschlüssel, mangelhafte Ausstattung des Personals, teilweise Überbelegung und mangelhafte Versorgung – aber nicht durch den Willen der Pflegekräfte, denn die sind bemüht, sondern durch Arbeitsplatzverdichtung und durch Bürokratie und falsche Dokumentationspflichten. Das ist Fakt.

Ich selber bin Krankenpflegedienstleiter – ich weiß, wovon ich rede. Wir haben als Familien-Partei Deutschlands damals, weit vor COVID-19, Jahre vorher, das K21-Konzept eingebracht. Und es gibt eigentlich nur eines: Wenn ich höre „Pflegezentren“ – völlig falsch. Was wir brauchen, ist „ambulant vor stationär“ für ein selbstbestimmtes Leben der Menschen. „Ambulant vor stationär“ ist auch ein Grundsatz in Deutschland, wird aber nicht gelebt. Wir müssen diesen Grundsatz leben. Im K21-Konzept haben wir es vor Jahren festgeschrieben. Es hätte wesentlich weniger Tote gegeben. Das heißt, lassen Sie uns doch endlich mal aufhören mit dieser Politik des Versagens in der Pflege!

Und eines nur ganz kurz zum Abschluss: Ich habe immer zu meinem Pflegepersonal gesagt, wenn sie fragten, wie sie pflegen sollen: „Pflege deinen Menschen so, wie du gepflegt werden möchtest. Und wenn du das beherzigst, dann machst du nichts verkehrt.“ Ich glaube, das sollten wir alle hier beherzigen.

  Eugenia Rodríguez Palop (GUE/NGL). – Señor presidente, sabemos que la COVID ha matado sobre todo en centros de cuidados de larga duración, especialmente en residencias para personas mayores, aunque la información que tenemos es parcial y fragmentada, porque algunas administraciones no ofrecen datos o los maquillan, no vaya a ser que pierdan atractivo para sus inversores ⸺suponemos⸺.

Este es el caso de la Comunidad de Madrid, en España, que tiene el dudoso honor de liderar la segunda ola de contagios en Europa. Por lo que sabemos, Madrid acumula 9 634 fallecidos desde marzo, de ellos el 62,67 % han muerto en residencias de mayores. La gestión de las residencias es una competencia exclusiva de las comunidades autónomas y en Madrid se ha producido un auténtico gerontocidio: más de 6 000 padres, abuelos, abuelas, personas que no han tenido ni acompañamiento familiar ni despedida.

Hay un duelo pendiente que vamos a tener que hacer algún día, pero no queremos solo vivir nuestro duelo. Queremos saber, saber qué ha fallado, qué ha pasado con esas personas y por qué sus cuidadoras, mayoritariamente mujeres precarizadas, se han visto completamente desprotegidas, sin equipos de protección ni protocolos claros. Bueno, sí, en Madrid sí había un protocolo. En marzo y abril, mientras los mayores de residencias eran rechazados en los hospitales públicos, sus compañeros con seguro privado eran atendidos en centros privados. Han oído bien: la Consejería de Sanidad elaboró protocolos que excluían a mayores de residencias en fase terminal.

El impacto de la pandemia ha sido mayor en Madrid porque arrastraba un largo proceso de privatizaciones y desmantelamientos de lo público en materia sanitaria. Y, como esa lógica privatizadora continúa, Madrid sigue estando en el ojo del huracán.

  Mislav Kolakušić (NI). – Poštovani predsjedavajući, gotovo godinu dana nakon provođenja pandemijske kampanje, mi još uvijek dopuštamo da se na potpuno znanstveno neutemeljeni način i protuzakonito utvrđuje broj umrlih od Covida-19. Osobe koje su umrle od srčanih udara, moždanih udara proglašavaju se umrlima od Covida-19 samo zato jer su 28 dana prije bili pozitivni na virus korone, iako nisu pokazali nikakve znakove bolesti.

Kada bismo takav način primijenili na prehladu imali bismo desetine milijuna umrlih. Do čega je to dovelo? Dovelo je do ekstremne kampanje straha. U karantenu smo stavili naše najstarije ljude. U Hrvatskoj, pa i u ostatku Europe, polovica ljudi je umrlo u staračkim domovima. S druge strane, stotine tisuća građana starije dobi bili su ovo ljeto na hrvatskoj obali, hrvatskim kupalištima i gotovo nitko se nije razbolio niti umro.

  Heléne Fritzon (S&D). – Herr talman! I alla våra medlemsstater har pandemin inneburit stora påfrestningar på såväl hälso- och sjukvård som äldreomsorg. Personalen i dessa verksamheter, där en majoritet är kvinnor, har gjort storartade insatser under mycket hög arbetsbelastning.

Situationen ser olika ut i våra olika medlemsstater. Men krisen har visat att vi har brister vi måste ta ansvar för, och här måste alla medlemsstater ta sitt ansvar. Ansvaret för att välfärden behöver mer resurser, ansvaret för att vi behöver mer personal i sjukvård och omsorg och ansvaret för att vi har trygga anställningar och en god arbetsmiljö. Men också Europa och EU har en viktig roll att spela i att samordna och stödja insatser för såväl hälsa som sjukvård, och jag välkomnar flera av de besked som kommissionen har gett.

Jag kommer själv från ett starkt välfärdsland, men också i Sverige krävs stora insatser i krisen. Min socialdemokratiskt ledda regering har därför beslutat om ytterligare insatser för sjukvård och äldreomsorg, och det är precis så vi måste göra i alla medlemsstater. Bygga ett starkare EU, en starkare välfärd. Det har vi alla ett gemensamt ansvar för.

  Barry Andrews (Renew). – Mr President, it can’t go unnoted today that the accidental, but most notorious, long-term care facility in the EU burned down last month, in Moria in Lesbos, but that is a debate we’ve already had. Today, I want to note that at the very beginning of the COVID outbreak, a lot of mistakes were made in relation to nursing homes, particularly around the wearing of masks, advice about allowing visitation, etc. We’ve learned some very hard lessons, as other speakers have said. More than half of the deaths in the EU, according to the WTO, were in nursing homes.

In this second wave, as it appears to be apparent, I think we should also concentrate, as others have said, on people living in long-term residential care with physical and learning disabilities, of whom there are very many. I received an email from a constituent, which I want to quote: ‘we brought our special needs son back to his residential home last week, as my wife and I are totally drained after five months of cocooning. As per rules of the residential home, he has to spend 14 days in isolation in his bedroom’, which underlines the distress for both parents and for patients.

I wish to make two quick points. One, we have to make sure that we fund staff with PPE, with testing and with overtime cover and decent wages, and we have to partner with families and listen to older people who know better than anybody else the balance that has to be struck between the loss of emotional and physical contact, and public health on the other hand.

  Jean-Lin Lacapelle (ID). – Monsieur le Président, les établissements de soins de longue durée, c’est à dire les maisons de retraite et les cliniques de soins continus, sont au cœur de la réflexion à porter sur les effets du coronavirus.

Dans mon pays, la France, les personnes âgées représentent 95 % des décès que nous déplorons. Or, en France, qu’avons-nous fait pour les personnes âgées? Rien. Nous n’avons cessé de diminuer les budgets, d’augmenter les coûts, de précariser les retraités. Le gouvernement a beau jeu, aujourd’hui, de créer une nouvelle branche «Dépendance» de la sécurité sociale, il est dans la communication et dans l’improvisation, comme il l’est d’ailleurs depuis le début de cette pandémie.

Concernant d’abord l’hôpital, où 3 400 lits ont été supprimés en 2019, nous sommes allés de réductions d’effectifs en réductions de financements. Les soignants ont manifesté pendant deux ans leur colère dans la rue, ils n’ont jamais été écoutés. Je rappelle ici, d’ailleurs, que la Commission européenne, entre 2011 et 2018, a demandé pas moins de 63 fois aux États membres de baisser leurs dépenses de santé. Vous êtes, vous aussi, responsables.

Concernant les Ehpad, pendant plusieurs mois de confinement, les morts n’y ont pas été connus ni comptabilisés, abandonnés, privés de matériel de protection en raison d’une pénurie dont l’État est responsable. Pendant le confinement, nos aînés, déjà délaissés dans les établissements en manque de moyens et d’effectifs, ont été privés de la visite de leurs proches, leur manquant parfois pendant leurs derniers instants.

Ce tableau déplorable ne fera qu’empirer. Les démographes prévoient que le nombre de personnes âgées dépendantes doublera d’ici à 2060. La population européenne en général vieillit et s’amenuise. Il nous faut une jeunesse, bien sûr, non seulement pour assurer la prise en charge des anciens mais aussi pour prendre leur relève, sans laquelle un peuple ne saurait vivre.

Loin de l’amateurisme qui a caractérisé cette gestion de crise, la situation des établissements de soins, nous impose deux conclusions. D’une part, renforcer l’assistance aux personnes âgées, non seulement sur le plan économique et médical, mais aussi en matière d’inclusion sociale et familiale. Et d’autre part, engager un renouveau de la natalité européenne, qui soutiendra et accompagnera nos anciens.

  Margarita de la Pisa Carrión (ECR). – Señor presidente, la situación en las residencias de España ha sido dramática: nuestros mayores han estado encarcelados.

No es una metáfora. Es literal: encerrados bajo llave, golpes, gritos a través de las puertas; sus cuidadores no han podido hacer nada, estaban sin medios y tenían orden del Gobierno de prohibirles salir, ni siquiera al hospital, desahuciados. Los medios de comunicación no han reflejado la situación real; se ha silenciado. Han sido muertes en completa soledad, con profundo dolor por la distancia con sus familiares.

¿Cómo ha podido pasar? ¿Cuáles son los valores de una cultura que deja morir a sus padres? Ellos que son la reserva de sabiduría de nuestra sociedad. El corazón de nuestras familias. Estamos frente a una de las mayores amenazas que puede sufrir una civilización: la deshumanización.

COVID—19 outbreaks in care facilities have had a devastating impact on all our communities. In Ireland, we have seen many clusters of COVID in nursing homes, with tragic results. An example of this in my own constituency would be Dealgan Nursing Home, a privately run facility in Dundalk. Last April and May, almost a third of the residents in that nursing home died of COVID. This case really highlights the lack of state oversight in my Member State regarding privately run and profit—driven care facilities, leaving them vulnerable to mismanagement.

There are many similar examples and we need a public inquiry on such matters to learn from this pandemic. Most importantly, it shows that we must, as a society, commit to universal public health and social care that will better protect our communities from communal diseases such as COVID.

  Pernille Weiss (PPE). – Hr. formand! Man skal være et usandsynligt afstumpet menneske, hvis man ikke bliver forfærdet over de alt for mange tilfælde rundt om i EU, hvor beboere i plejeboliger er blevet svigtet på det groveste i coronakrisen.

Men som sygeplejerske med mange år i social- og sundhedssektoren ved jeg, at der er masser af forskel mellem institutionerne. Disse forskelle er naturligvis nationale, og lad os ikke glemme, at sundheds- og socialområdet er et nationalt ansvar, både i forhold til kvalitet og kvantitet og ikke mindst økonomisk.

Jeg fornemmer lidt på debatten, at vi her i Parlamentet kunne fristes til at sætte et monster af papirtigere fri med tal og tunge rapporter fyldt med krav, så vi kan forsøge at trække dem ned over alle landene og alle institutionerne, fordi vi i bestemt den gode sags tjeneste forsøger at generalisere det, der også handler om kultur, kompetence og ledelse på den enkelte institution i det enkelte land. Disse dyre papirtigere kan vi så slippe løs på hinanden i helt sikkert følelsesladede debatter her i huset, hvor vi kan udskamme lande og ramme hundredetusindvis af fantastisk dygtige medarbejdere, som yder en kæmpe indsats hver eneste dag. Det skaber falske forhåbninger og nærer lokal ansvarsforflygtigelse, og det får ingen af plejeboligernes borgere noget som helst ud af.

Det, der er brug for, er, at EU byder sig til som den dygtige vært, koordinator og facilitator for meget mere samarbejde over grænser og institutionstyper for at lære af hinanden og løfte hinanden. Så hvad vil Kommissionen gøre for at sætte sådan en uforfængelig og i bund og grund etisk forpligtelse i gang, og hvornår regner Kommissionen med, at beboerne kan mærke en klar forskel ude i deres hverdag?

  Marc Angel (S&D). – Monsieur le Président, interruption des soins, isolement, charge mentale excessive, manque de matériel de protection et de tests, réduction des effectifs dans les institutions de soins de longue durée situées en zone frontalière vu la fermeture des frontières, risques de violence et d’abus: voilà des situations auxquelles ont été confrontées les personnes à besoins spécifiques et le personnel soignant.

L’impact de la crise COVID-19 aurait pu être limité si les États membres avaient laissé à l’Europe l’opportunité de s’imposer dans la coordination des politiques de gestion de crise.

L’Europe peut collecter des données, relever les échanges de bonnes pratiques, anticiper les risques et agir de manière coordonnée. Voilà pourquoi le groupe S&D soutient l’idée d’une Union de la santé.

Voici nos revendications: faire de l’Europe sociale une priorité du Semestre européen au même titre que les enjeux financiers afin de contribuer au refinancement des soins de santé en Europe, mettre en place une stratégie européenne en faveur des personnes handicapées, susceptible d’apporter des réponses en période de crise sanitaire telle que la COVID-19, et surtout, réviser Schengen, de façon à garantir l’accès aux soins transfrontaliers et la mobilité des professionnels de santé et à financer la création d’institutions de soins de proximité, notamment dans les zones rurales.

  Eugen Jurzyca (ECR). – Pán predsedajúci, podľa Svetovej zdravotníckej organizácie súvisí v niektorých vyspelých krajinách až 80 % úmrtí na koronavírus práve so zariadeniami dlhodobej spravodlivosti.

Medzi jednotlivými členskými štátmi však existujú v spôsobe vykazovania stále veľké rozdiely, najmä čo sa týka úmrtí, hoci Európske centrum pre prevenciu a kontrolu chorôb vydalo metodiku pre evidenciu prípadov koronavírusu.

Bez kvalitných a porovnateľných dát sa však nedá dobre rozhodovať: napríklad bez nich nebudeme vedieť zabezpečiť distribúciu obmedzeného počtu vakcín alebo účinných liekov proti koronavírusu ľuďom, ktorí to najviac potrebujú. Aj malá chyba pri vykazovaní môže preto ohroziť životy veľmi veľkého počtu tých najzraniteľnejších ľudí.

  Krzysztof Hetman (PPE). – Panie Przewodniczący! Przede wszystkim cieszę się, że podjęliśmy dzisiejszą debatę na ten ważny temat. Sytuacja epidemiologiczna w domach opieki długoterminowej była, zwłaszcza podczas pierwszej fali pandemii, bardzo zła. W niektórych krajach zgony w tych placówkach stanowiły ponad połowę wszystkich ofiar Covid-19. Rezydenci domów opieki należą oczywiście do grupy podwyższonego ryzyka, ale niestety doniesienia z poszczególnych krajów wskazują, że także wiele środków bezpieczeństwa zostało podjętych zbyt późno lub w niewystarczającym zakresie.

W chwili obecnej najważniejsze jest, aby wyciągnąć wnioski z tych dramatycznych wydarzeń, gdyż jest już oczywiste, że pandemia nadal trwa i nie udało się jej jeszcze pokonać, a przed nami wciąż długa walka. Aby to zrobić, potrzebujemy także skoordynowanych działań na poziomie europejskim. Należy jasno zidentyfikować największe wyzwania i ustalić, w jaki sposób można wesprzeć państwa członkowskie w zarządzaniu kryzysowym w tych placówkach. Niezwykle ważny jest odpowiedni system nadzoru, który pozwoli na gromadzenie i przekazywanie niezbędnych danych oraz jak najwcześniejsze wykrywanie nowych ognisk, aby maksymalnie ograniczyć transmisję zarówno między pacjentami, jak i personelem.

  Sara Cerdas (S&D). – Senhor Presidente, os bares e outras unidades residenciais tornaram-se num dos principais desafios desta pandemia em termos, em especial, de prevenção e de controlo de infeção por SARS-CoV- 2.

Recordo que estas não são unidades de saúde. Segundo o ECD, um dos principais fatores que contribuem para a disseminação deste vírus diz respeito aos trabalhadores destas unidades que podem ter sido portadores do vírus ou que, simplesmente, podem não ter tido formação e acesso a equipamento adequado e a testes, atempadamente.

Urge, assim, uma resposta coordenada para este desafio, apostar na proteção dos nossos mais vulneráveis, dotar os cuidadores profissionais e profissionais com formação adequada, intensificar a despistagem e apostar numa boa coordenação a nível regional, a nível nacional e a nível europeu, tal como já pedido por este Parlamento na última sessão plenária. Temos que cuidar dos nossos mais vulneráveis, mas também de cuidar de quem os cuida.

Ośrodki opieki długoterminowej to przede wszystkim ludzie, którzy tam pracują, ludzie wyjątkowi, gdyż, jak wiadomo, po pierwsze – nie zarabiają wiele, po drugie – praca w tym czasie wiązała się z gigantycznym zagrożeniem życia, a mimo to zostali na miejscu, żeby służyć niepełnosprawnym, żeby służyć seniorom, żeby służyć chorym. Dlatego właśnie jest to wyjątkowy rodzaj solidarności. Solidarności również europejskiej, którą powinniśmy docenić i na którą, Pani Komisarz, powinny znaleźć się pieniądze.

Mówili Państwo o wielu negatywnych przypadkach, gdy ludzie umierali bez żadnej pomocy, podawali Państwo przypadki w Hiszpanii. Natomiast ja chcę Państwu podać bardzo pozytywny przypadek z Domu Pomocy Społecznej w Bochni, w Polsce, gdzie brakowało pomocy ze względu na to, że wykryto tam koronawirusa, ale na wolontariuszki zgłosiły się siostry dominikanki, które pracowały tam przez długi czas i pomagały chorym. Warto docenić takie osoby jak siostry dominikanki, które były na miejscu.

Możemy Państwu powiedzieć, że u nas, w Polsce, mieliśmy wiele takich pozytywnych doświadczeń.

  Miriam Lexmann (PPE). – Pán predsedajúci, ešte stále prebiehajúca pandémia nám ukázala obrovskú zraniteľnosť systému dlhodobej starostlivosti o staršie osoby a osoby so zdravotným postihnutím. Boli sme svedkami situácií, keď množstvo klientov týchto zariadení podľahlo koronavírusu, pretože nebol zabezpečený prístup k ochranným pomôckam, bezpečnej izolácii chorých alebo testovaniu.

Všetky zlyhania vrátane nedostatočnej podpory zariadení by preto mali byť riadne a bezodkladne preskúmané. Pandémia nám tiež ukázala, že opakované výzvy na deinštitucionalizáciu zariadení dlhodobej starostlivosti sú ešte dôležitejšie než kedykoľvek predtým. Menšie zariadenia rodinného typu by nielen zlepšili šancu klientov na plnohodnotný život, ale boli by aj preukázateľne odolnejšie voči epidemiologickým krízam. V najbližšej dobe preto potrebujeme zamerať našu činnosť, ale aj dostatočné zdroje na to, aby sme cieľ prechodu z inštitucionálnej na komunitnú starostlivosť dotiahli do konca.

V neposlednom rade nám, bohužiaľ, pandémia nastavila zrkadlo. Sme svedkami toho, že sa vytratila úcta k starším či akceptácia osôb so zdravotným postihnutím.

Úroveň spoločnosti sa meria podľa toho, ako sa správa k tým najzraniteľnejším. Pandémia nám však ukázala, že naša spoločnosť musí ešte vyvinúť veľkú snahu na to, aby sme naplnili hodnoty, ku ktorým sa hlásime.

  Ryszard Czarnecki (ECR). – Panie Przewodniczący! Są różne państwa i różne społeczeństwa. Przed chwilą koleżanka z Europejskiej Partii Ludowej mówiła o braku wrażliwości społeczeństw. Mam wrażenie, że moje społeczeństwo, polskie społeczeństwo, reagowało w sposób bardzo przemyślany, a z drugiej strony humanitarny. O tym przed chwilą mówił pan eurodeputowany Patryk Jaki.

A państwa też w sposób różny reagowały: jedne bardzo niefrasobliwie, inne, jak mój kraj, ale nie tylko mój kraj, reagowały w sposób bardzo przewidujący. W związku z tym w moim kraju, w Polsce, liczba ofiar śmiertelnych na milion mieszkańców była dwadzieścia parę razy mniejsza niż w Belgii – w kraju, w którym jesteśmy. Jestem pod wrażeniem tego, co tutaj powiedziała pani z Hiszpanii. Mam nadzieję, że do tego się ustosunkują inni posłowie z Hiszpanii. Podobne sytuacje były też w Belgii.

Jeszcze jedna kwestia – mówimy, że Unia Europejska na to nie reagowała. Rzeczywiście to jest fakt, ale w zasadzie nie ma w traktatach europejskich zapisów dotyczących zdrowia. Tyle że praworządności też nie ma. Unia wpadła zatem w sidła hipokryzji.

  José Manuel Fernandes (PPE). – Senhor Presidente, cara Comissária, caros Colegas, há mortes nos lares da União Europeia, no meu país, em Portugal, que deveriam ter sido, e poderiam ter sido evitadas. Houve desleixo, houve incompetência, houve inércia dos governos. Bem sei que é uma competência nacional, mas a União Europeia, também ela deve coordenar e fazer mais e as palavras da Senhora Comissária são encorajadoras e dão esperança nesse sentido. Precisamos de coordenação na saúde, mas também precisamos de um verdadeiro plano e pacto para combater a solidão na União Europeia. Valeram-nos os excelentes profissionais de saúde e também os excelentes profissionais que trabalham nas IPSS e nas Misericórdias, muitas vezes desamparados.

Fica aqui também um desafi: os Estados-Membros vão receber milhares de milhões de euros, por exemplo no fundo de recuperação. É essencial usar também estes recursos para proteger os mais vulneráveis, para ajudar aqueles que mais precisam e os fundos que vão para os Estados-Membros devem também ter aqui um objetivo nesta área. Nós temos uma média de idades de cerca de 44 anos, tem tendência para aumentar, é algo que nos obriga a agir e é preciso envelhecer com qualidade, não basta durar muito mais tempo.

  Sunčana Glavak (PPE). – Poštovani predsjedavajući, prema podacima Europskog centra za sprečavanje i kontrolu bolesti, smrtni ishodi povezani s koronavirusom među korisnicima usluga ustanova za dugotrajnu njegu predstavljaju 30 – 60% smrtnih slučajeva od Covida -19.

Mnoge su osobe s potrebom za dugotrajnom skrbi, tjednima izolirane u domovima, što je dovelo do smanjenog socijalnog kontakta, poremećenih i promijenjenih rutina, straha i anksioznosti.

Zbog njihove zaštite, društveno su isključeni, žrtve su socijalne izolacije, samoća i isključenost za njih su posebno stresni. Generacija je to, ipak, koja ne živi u digitalnom svijetu.

Zabrinjavajuće je izvješće Svjetske zdravstvene organizacije o utjecaju Covida -19 koje pokazuje da je nasilje nad starijim osobama naglo poraslo od početka pandemije.

Moramo poticati države članice da osiguraju mentalnu i emocionalnu podršku, kao i psihosocijalnu pomoć, ali ne manje važno, i onu financijsku.

Reducirati socijalnu izolaciju, no spasiti život novi je izazov koji često isključuje jedan drugog.

Nadam se da će Europska komisija to uzeti u obzir u Zelenom papiru o starenju, kojeg ste spomenuli u svom obraćanju, potpredsjednice, razmatrati primjerenost sustava socijalne zaštite i politike aktivnog starenja, kao i politike dugoročne skrbi.

Koliko ćemo brinuti o našim starijim sugrađanima, bit će to zrcalo naše humanosti i čovječnosti - jer danas smo i vi i ja stariji za jedan dan, a ljudi o kojima govorimo sutra ćemo biti mi!

  Benoît Lutgen (PPE). – Monsieur le Président, Madame la Commissaire, la situation était dramatique dans beaucoup d’établissements de soins et de maisons de repos durant la pandémie, singulièrement d’ailleurs dans mon pays, la Belgique.

La question qui se pose est, dès lors, fondamentale: quelle est la place des aînés dans notre société? Et quelles sont les mesures à mettre en place dans les États membres et au niveau européen pour mieux soutenir les proches aidants, pour qu’ils obtiennent plus de reconnaissance, pour respecter la liberté de choix des personnes âgées d’aller ou de ne pas aller en maison de soins et de repos, de soutenir les aides familiales et tous les acteurs de la santé afin de permettre à un maximum de personnes âgées de rester à domicile, dans leur environnement de vie.

C’est un élément évidemment très important dans une stratégie plus globale qui pourrait être développée au niveau de l’Union. Le taux en Belgique de personnes présentes dans les maisons de repos est très important, beaucoup s’y retrouvent sans vraiment l’avoir choisi ou parce qu’on n’a pas pris suffisamment en compte l’ensemble des acteurs qui permettraient à ces personnes âgées de rester chez elles et de conserver cette liberté et cette sérénité de vivre à la maison.

Je crois que c’est un axe important, on ne peut pas isoler la réalité des maisons de repos, on doit pouvoir voir cela de façon plus globale sur l’ensemble de l’enjeu et de la préoccupation pour les personnes âgées et les aînés dans notre société en soutenant très fortement, notamment les aidants proches, les aides familiales, les aides à domicile.

  Tomislav Sokol (PPE). – Poštovani predsjedavajući, dok sam istraživao potatke o temi ove rasprave, ostao sam osupnut. Do 66 % umrlih od Covida-19 u pojedinim državama su bili do sada štićenici ustanova za dugotrajnu skrb. I to je strašno. Zatim, ono što je još strašnije, a što se vidjelo kroz ovu raspravu su razlike između pojedinih država članica u tom smislu. Razlike u standardima, u dostupnosti usluge, u načinima kako se ta usluga pruža.

Ovdje smo dosta puta čuli od kolega kako Europska unija nema nadležnosti, nema mogućnosti djelovati. To je djelomice točno, ali ne do kraja. Naime, postoji fond za oporavak kojim se financiraju, odnosno kojim će se financirati saniranje posljedica pandemije. Ima Europski socijalni fond koji može pomoći za financiranje osposobljavanja radne snage u ustanovama za socijalnu skrb. Imamo Europski fond za regionalni razvoj kojim se može financirati zdravstvena infrastruktura.

Dakle, postoje financijski instrumenti kojim Europska unija itekako može doprinijeti da se te razlike u kvaliteti dugotrajne skrbi smanje. I na kraju krajeva, postoji Europski semestar kao mehanizam kontrole ispunjavaju li države one standarde za koje su obvezu same preuzele. Dakle, Europska unija može itekako puno napraviti u ujednačavanju kvalitete dugotrajne skrbi u Europskoj uniji i time može pokazati da život svih građana Europske unije vrijedi jednako. I meni je jako drago da Europska komisija i kroz portfelj potpredsjednice Šuice pokazuje kako je to prioritet i ja vjerujem da će se tako nastaviti jer na kraju krajeva svi mi ćemo jednom doći u te godine i moramo pokazati da su životi svih građana u Europskoj uniji jednako važni.

  Salvatore De Meo (PPE). – Signor Presidente, onorevoli colleghi, nell'intera Unione europea ad oggi si sono contati circa 3 milioni e 700 000 contagiati di COVID-19 e quasi 200 000 deceduti.

I numeri continuano a crescere e in questo bollettino di guerra le statistiche ci dicono che le strutture che accolgono anziani e persone differentemente abili sono diventate cluster di diffusione del virus e che gli operatori sanitari hanno rischiato, e in alcuni casi sacrificato, le loro stesse vite per salvare quelle degli altri.

È doveroso analizzare questi dati per comprendere, anche con l'istituzione di una commissione d'inchiesta, quali possano essere state le criticità che hanno aumentato le condizioni di rischio del contagio in queste strutture, che non possono essere considerate periferie umane.

È nostro dovere sollecitare una revisione delle procedure di accoglienza e gestione delle case di cura di anziani disabili: dobbiamo immaginare nuovi protocolli europei per meglio tutelare le persone fragili e permettere agli operatori sanitari di affrontare meglio la nuova sfida, che ormai è quasi vicina.

La COVID è ancora tra noi ed è doveroso non farsi trovare impreparati.

  Antonius Manders (PPE). – Voorzitter, ik wil complimenten maken aan commissaris Šuica voor de waardigheid waarmee zij dit probleem heeft beschreven in haar bijdrage. COVID-19 heeft ons overvallen en wij hebben gezien dat door COVID-19 heel veel slachtoffers zijn gevallen als gevolg van het systeem, dat eigenlijk ontstaan is door het neoliberalisme, waarin iedereen individueel de maatschappij benadert en waarin we oudere en zwakke mensen in hokjes plaatsen, als ze maar van de maatschappij verwijderd zijn.

Ik ben blij met de toezegging van de commissaris dat er een groenboek komt om het zorgstelsel op Europees niveau te verbeteren. Ik hoop dat dat een interne markt voor de zorg zal betekenen, dat het zou betekenen dat de EU de competentie voor de zorg krijgt, in integrale zin, en ik hoop dat er in heel Europa ook een minimumprijs voor medicijnen en medische producten komt.

Vervolgens zullen wij de mensen ook gezonder moeten maken, want 50 % van de bevolking is 50-plusser. De andere helft wil het graag worden, en we moeten dus zorgen dat we een gezondere maatschappij creëren. Levensloopbestendig bouwen is daarbij van belang.

Het apart zetten van ouderen heeft geleid tot de problemen die we kennen, en ik heb me ontzettend boos gemaakt over een journalist die in Nederland schreef: “Het dorre hout wordt gekapt, misschien een paar maanden eerder dan zonder het virus.” Dat is een grote schande en ik vind dat journalisten, als opiniemakers, de waardigheid van alle mensen moeten respecteren.

  Dubravka Šuica, Vice-President of the Commission. – Mr President, once again, I thank the honourable Members for this important debate on the impact of COVID—19 on long-term care facilities. Those affected include the elderly, and I take this opportunity to welcome the work of the German Presidency on the rights of the elderly in digitalisation, which was mentioned by one or two Members. Member States are aware that active ageing also means being able to fully participate in society. Today we inhabit a more digitalised world. Digitalisation and technology help older people in their autonomy and ability to connect with others.

It also raises issues on the right to privacy. This calls for action in increasing digital literacy for older people. Digital tools must be accessible and easy to use for all ages. Those who are unable to use them must be provided with alternative ways of accessing essential services.

The fundamental rights and values of the European Union are indivisible, universal values of human dignity, freedom, equality and solidarity. These rights are valid throughout the whole life cycle, from birth to death. In my role as Vice—President for Democracy and Demography, the whole of the live cycle is the focus of my work, and I have to think about the most vulnerable in our policy-making, particularly when we consider long-term care facilities.

I see that you share these views and would like to address some points raised here today. There were questions on Article 19 from Ms Metz on implementation and on funding. I would like to answer that the Commission is committed to the entire European Pillar of Social Rights. In order to deliver, we will present, next year, an action plan on the implementation of the European Pillar of Social Rights.

Regarding funding, someone said that there is no reference in the Treaty on European Union responsibilities, but there is the Coronavirus Response Investment Initiative and, of course, the European Union Recovery and Resilience Facility. Then, as I mentioned in my introductory statement, there is REACT-EU, but also don’t forget that we are negotiating the Multiannual Financial Framework. Also, of course, there is the European Social Fund, and I am aligned with those who said that the European Semester can also be one of the tools.

Mr Brglez mentioned the quality standards for long-term care. I mentioned the Green Paper consultation at the beginning, so let’s discuss which measures are required and at which level – at European level and at Member State level. We will need to take a close look at long-term care, and I’m totally in alignment with you.

Regarding a stronger role for the European Union in health care and long—term care, you will remember the State of the Union address by our President, Ursula von der Leyen, which was held here two weeks ago. She mentioned health. So let’s use the Conference on the Future of Europe to discuss the role of health and the role of the European Union: what can we do and what can we improve? Because almost all of you were talking about this. So I think this Conference on the Future of Europe, which will be launched soon, may be one of the instruments through which we can debate this important issue.

The COVID—19 pandemic exposed gaps in long-term care, showing a lack of coordination of services between healthcare and long—term care providers, and of course this resulted in difficulties for home residents to access health services, including patients with COVID—19 and patients with chronic conditions.

The pandemic and containment measures also intensified loneliness. Many of you mentioned loneliness, solitude and isolation. We are completely aware that loneliness is a phenomenon, and we will definitely tackle this issue. There is psychological distress here too, not only among older people, but among all users of these facilities. The service providers themselves – the carers – have had to work under extremely difficult conditions, improvising on many levels in their efforts to go above and beyond the call of duty. Effective care management through the involvement and collaboration of clinicians, patients, users and caregivers is necessary. It can form the cornerstone in the transformation of health and long—term care systems in providing services that are adapted to the needs, values and preferences of the users, while supporting the providers.

Once again, I cannot forget the images of isolation, loneliness and grief that emerged from our long-term care homes across the European Union. In some places it is still happening. We must strive to ensure that no one has to experience the loss of a loved one in such a traumatic way ever again. By pulling together, we can demonstrate the value of our solidarity by providing the long-term care sector with the support they need, which in turn helps build a better society for all of us. This requires efforts on all sides, as many of you said – at European level, at Member State level, among regional and local authorities, and, yes, at a societal and individual level.

Când vine vorba de serviciile de îngrijire, nu putem ajuta categoriile care beneficiază de ele dacă nu venim și în sprijinul celor care le oferă. De aceea este esențial să găsim un echilibru mai bun între prosperitate, sănătate publică și securitate.

Este necesar să avem un personal de îngrijire bine pregătit și stimulat financiar, dar și instituții care să vină în sprijinul persoanelor vulnerabile și unde acestea să se simtă în siguranță și să dispună de condiții decente de îngrijire. Este absolut obligatoriu să oferim acces egal, pentru ca toți cetățenii europeni să poată beneficia de îngrijire medicală într-un mod sustenabil.

În acest context, vreau să mulțumesc din tot sufletul personalului de îngrijire care a depus și depune în continuare eforturi considerabile și care și-a făcut datoria exemplar în fața unei situații critice generate de pandemia de COVID-19. Acum, mai mult ca oricând, siguranța și calitatea pacienților trebuie să fie prioritatea noastră numărul unu. De aceea, trebuie să luptăm pentru o mai bună protejare și finanțare a acestor instituții de îngrijire.

  Karol Karski (ECR), na piśmie. – Epidemia koronawirusa ma szerokie i daleko idące konsekwencje dla całego społeczeństwa, lecz sytuacja w placówkach opieki długoterminowej wymaga szczególnej uwagi. Znaczną część pensjonariuszy takich placówek stanowią osoby starsze, które ze względu na wiek są narażone na wysokie ryzyko ostrego przebiegu choroby oraz śmierć. Jednocześnie ryzyko przeniesienia wirusa w placówkach opieki jest bardzo wysokie ze względu na bliski kontakt pensjonariuszy z innymi osobami. Gwałtowny wzrost liczby zachorowań w takich ośrodkach może zbytnio obciążyć lokalne szpitale, co spowoduje gorszą opiekę zdrowotną dla najbardziej podatnej na skutki koronawirusa grupy społecznej.

Trzeba przy tym pamiętać, że odizolowanie osób starszych przebywających w takich placówkach nie jest rozwiązaniem. Zakaz odwiedzin oraz zajęć grupowych wpływa niekorzystnie na zdrowie psychiczne, a izolacja zwiększa ryzyko zaniedbania, a niekiedy także znęcania się nad osobami starszymi. Nie można doprowadzić do sytuacji, w której osoby starsze zostaną porzucone i pozostawione samym sobie.

Troska o zdrowie i życie osób starszych to moralny obowiązek nas wszystkich i element tak nam dziś potrzebnej solidarności międzypokoleniowej. Nie można doprowadzać do sytuacji znanych z Belgii czy Holandii, gdzie osobom starszym odmawiano pomocy, ponieważ priorytetem była opieka nad osobami młodszymi. Należy wdrożyć działania, które zapewnią bezpieczeństwo, opiekę oraz komfort w placówkach dla najbardziej wrażliwych grup.

  Sandra Pereira (GUE/NGL), por escrito. – A COVID-19 veio expor as fragilidades que existem, em alguns Estados-Membros, nas Unidades de Cuidados Continuados cuja resposta para as necessidades da população é muito insuficiente. As inúmeras carências na prestação de cuidados a este nível, no que respeita à capacidade e meios humanos, não são de agora: o problema já existia; o vírus apenas o expôs. O envelhecimento de uma parte significativa da população deveria levar a que estas áreas fossem consideradas importantes ou prioritárias, condicionando também a necessidade da maior integração de cuidados primários com os hospitalares. Há muito que se exige um reforço das unidades de cuidados continuados com a criação de redes integradas nos serviços públicos, em articulação com os cuidados de saúde primários. O modelo de contratação de serviços com o sector social e privado cria muitas dificuldades no acesso aos cuidados necessários no tempo e locais adequados. Se queremos prestar cuidados continuados integrados a pessoas que, independentemente da idade, se encontrem em situação de dependência, então são necessárias outras políticas que permitam o investimento público e o reforço de meios, capazes de garantir respostas universais, acessíveis e de qualidade a todos os que necessitem destes cuidados.

  Sirpa Pietikäinen (PPE), kirjallinen. – Maailman terveysjärjestö WHO:n Euroopan toimisto on arvioinut, että keväällä ensimmäisessä covid-19-tautiaallossa jopa puolet virukseen liittyvistä kuolemista Euroopassa tapahtuivat hoivakodeissa. Tämä on tutkittava perinpohjaisesti, ja mahdolliset laiminlyönnit ja virheet on käsiteltävä läpinäkyvästi. EU:n tulisi perustaa tutkimuskomitea selvittämään, mitä hoivakodeissa tapahtui koronaviruksen ensimmäisen aallon aikana. On hyvin huolestuttavaa, että tilanteessa, jossa Euroopan väestöstä vain noin 0,5 prosenttia eli 3,7 miljoonaa eurooppalaista asuu vanhainkodeissa, tapahtui niissä puolet koronavirukseen liittyvistä kuolemista.

Meidän tulee suojella vanhuksiamme koronavirukselta. Emme voi antaa sen, mitä keväällä tapahtui, toistua. Monien hoivakotien toiminta, niiden resursointi ja hoivan taso olivat jo ennen koronapandemiaa huonossa jamassa. Raportit eurooppalaisista hoivakodeista ovat olleet pysäyttävää luettavaa: koronavirukseen sairastuneita ei ole viety lääkäriin eikä hoidettu kunnolla. Meidän tulee etsiä yhteistä eurooppalaista ratkaisua, jolla takaamme ihmisoikeuksia ja perusoikeuksia kunnioittavan vanhustenhoidon kaikille eurooppalaisille. EU tarvitsee yhteisen hoivastrategian, joka tarjoaa valinnanvaraa ja tarpeeksi resursseja hoidon järjestämiseen.

– Senhor Presidente, Dawit Isaak, cidadão eritreu, mas também sueco, foi detido, pela primeira vez, em 2001. Nunca foi levado a julgamento e nunca foi acusado. No entanto, durante o regime de Isaías Afewerki, já foram detidas milhares de pessoas devido às suas opiniões políticas ou ao seu trabalho enquanto jornalistas independentes.

Nesta resolução o que fazemos é exigir saber o que se passa com Dawit Isaak e pedir a libertação imediata e incondicional de todos os prisioneiros de consciência na Eritreia. É uma medida básica em linha com o direito internacional. Lamentamos também que a Eritreia não deixe qualquer margem de ação a defensores de direitos humanos, membros da oposição política ou jornalistas independentes.

Nesse sentido, apelamos a que todo o Parlamento tome posição. Como disse, desde 2001 que o Sr. Isaak está detido e, apesar de já ter sido libertado algumas vezes, a verdade é que volta sempre à prisão. A sua família não sabe dele. É um cidadão da União Europeia, temos a obrigação de ter respostas.

  Lars Patrick Berg, author. – Mr President, first of all, let me say that I fully support the campaign regarding Dawit Isaak. I think we also need to reaffirm our support for the right to freedom of belief. On a much wider note, I think the Member States need to review policy regarding Eritrea, and in particular our financial support that keeps this despotic regime in power. Their reliance on the national service law, which is in fact modern slavery, ensures a fearful and compliant population. Their intimidation of any opposition, including deadly force, should be no longer tolerated. Eritrea’s foreign policy, such as it is, serves to destabilise an already desperate region. The Member States need to come together to agree a policy on Eritrea, Ethiopia, Somalia, and not simply provide support to maintain the status quo.

  Evin Incir, author. – Mr President, first and foremost, I want to thank all my colleagues for the good cooperation that has made this resolution possible – an urgency that talks about real people’s lives, because oppression and injustice are not only words. Right now, and for 19 years, the Swedish and European journalist and citizen, Dawit Isaak, has been unlawfully imprisoned by the oppressing regime in Eritrea. For 19 years, his wife and his children have tried to do everything they can to get him released.

Dreaming and peacefully acting for democracy must never be a crime. There is something rotten in the world when people can be jailed and in the worst cases, be deprived of their lives, just because they dream of a better society, a better world. Dawit Isaak must immediately receive all the help he can get, both medical and consular. Firm action is now required. We demand the immediate release of Dawit Isaak and all other political prisoners, journalists, opposition and innocent civilians. Martin Luther King wisely once said: ‘In the end, we will remember not the words of our enemies, but the silence of our friends.’

To Dawit Isaak and his family, I just want to say that you have many friends in this Parliament and we will not stay silent until the day Dawit Isaak is back home in Sweden in safety.

  Ryszard Czarnecki, autor. – Panie Przewodniczący! Problem jest szerszy. Oczywiście nasz Parlament dobrze robi, domagając się ponad podziałami politycznymi uwolnienia człowieka, który tyle lat spędził w więzieniu. Ma on przecież obywatelstwo jednego z krajów członkowskich Unii Europejskiej. Ale tu nie chodzi tylko o niego, chodzi o szerszy problem prześladowania grup religijnych przez władze Erytrei, konkretnie chrześcijan, katolików, i to dzieje się cały czas. Wzywając do uwolnienia Dawita Isaaka, powinniśmy również bardzo zdecydowanie domagać się zaprzestania prześladowania religijnego ludzi, którzy wyznają swoją wiarę i maja do tego pełne prawo.

Dobrze się dzieje, że Parlament Europejski zabiera głos w tej sprawie, nie jest to jednak – podkreślam bardzo mocno – sprawa odosobniona. Tego typu represyjne działania władz Erytrei trwają od dłuższego czasu i zasługują na absolutne potępienie. W moim przekonaniu trzeba to zrobić bardzo dobitnie.

  Arba Kokalari, författare. – Herr talman! Det har gått 19 år sedan den svenskeritreanske journalisten Dawit Isaak fängslades i Eritrea. Han fick aldrig en rättegång eller en dom. Han fängslades för att han nyttjade sin grundläggande mänskliga rättighet, sin yttrandefrihet. Han hade modet att kritisera den eritreanska regeringen och att kräva demokratiska reformer.

I somras fick vi däremot tecken på att Dawit Isaak fortfarande är vid liv. Det är otroligt hoppingivande. Det är just därför som arbetet för att få honom frigiven nu måste trappas upp, och det är därför vi nu försöker samla ett brett stöd i Europaparlamentet för hans frigivande. EU och omvärlden måste höja rösten mot regimen i Eritrea, och vi måste säkerställa att vårt bistånd inte går till den eritreanska regeringen, i ett land som är väldigt mycket beroende av bistånd.

Runt om i världen fängslas journalister och människorättsförsvarare. Vi får inte låta dem falla i glömska, för det är precis det som regimer som Eritrea vill, att de ska glömmas bort. Men vi tänker inte glömma bort och vi tänker inte vara tysta. För budskapet till Eritreas regering måste vara tydligt från EU: släpp Dawit Isaak fri nu!

Han har inte fått träffa sin familj, ingen advokat och inte heller några diplomater under tiden. Rätten att uttrycka vår åsikt tar vi här för given. Men på andra håll i världen kan det få dig inlåst i 19 år. Den eritreanska regimens grymhet, förtryck och kränkningar av mänskliga fri- och rättigheter saknar motstycke.

Dawit Isaak är europeisk medborgare. Hans sak är Europeiska unionen sak. Det är EU:s skyldighet att göra allt för hans frihet. Det är en högt prioriterad uppgift för EU:s utrikeschef, för herr Borrell. Europeiska unionen måste öka trycket på Eritrea för att släppa Dawit Isaak och alla andra samvetsfångar. Media- och yttrandefriheten måste respekteras.

De senaste åren har Eritrea fått många miljoner euro i bistånd från EU. Detta måste stoppas. Våra gemensamma resurser ska aldrig finansiera diktaturer och förtryck. Men det finns hopp. Dawits dotter Betlehem berättade i somras att hennes pappa lever. Hjälp oss nu att få hem Dawit till sin familj, där han hör hemma. Free Dawit Now!

Dziewiętnaście lat – tyle bez żadnego procesu, nawet bez postawienia zarzutów, spędził w więzieniu Dawit Isaak, dziennikarz, pisarz i dwukrotny finalista Nagrody im. Sacharowa. Do więzienia został wtrącony po publikacji otwartego listu wzywającego do reform demokratycznych. Wraz z nim aresztowano dwadzieścia jeden innych osób, a następnie zdelegalizowano wszystkie niezależne media. Był to więc jawny i brutalny atak na wolność słowa.

Wzywamy dziś rząd Erytrei do natychmiastowego uwolnienia Dawita Isaaka i innych więźniów sumienia. Ponadto domagamy się, aby Unia Europejska miała możliwość nawiązania kontaktu z uwięzionym dziennikarzem, który jest również jej obywatelem, a także dostęp do informacji na temat jego stanu zdrowia i możliwości przekazania mu wsparcia. Bez wolnych mediów i poszanowania praw człowieka nie ma demokracji. Wzywamy więc rząd Erytrei do przywrócenia porządku demokratycznego, zagwarantowania swobodnego funkcjonowania mediów i przywrócenia rządów prawa, które nie pozwalają na przetrzymywanie w więzieniach niewinnych obywateli.

Jednocześnie póki niezbędne zmiany nie zostaną wprowadzone, nie możemy dopuścić, aby fundusze unijne stanowiły wsparcie dla rządu Erytrei. Wsparcie to powinno trafić bezpośrednio do obywateli kraju i wesprzeć działania na rzecz demokracji, praw człowieka i akcje humanitarne.

  Maria Arena, au nom du groupe S&D. – Monsieur le Président, le cas Dawit Isaak est emblématique de la situation en Érythrée, qui est l’une des dictatures militaires les plus dures au monde.

Dans cette dictature, le travail forcé est organisé de manière institutionnelle par le pouvoir, avec ce fameux système de service national illimité. Le soutien européen à l’Érythrée ne devrait jamais contribuer à ce travail forcé. Pourtant, en finançant ce pays par l’aide au développement, en finançant ses routes sans nous être assurés que leur construction ne repose pas sur ce travail forcé, nous nous rendons complices de cette pratique.

Par ailleurs aucun migrant ne devrait pouvoir être renvoyé dans ce pays, jugé comme le plus répressif au monde. Et pourtant l’OIM, avec le soutien de l’Union européenne, a renvoyé des dizaines d’Érythréens dans leur pays, leur garantissant l’emprisonnement et donc les mêmes abus et maltraitances dont est victime le journaliste Dawit Isaak dans les prisons érythréennes.

Donc, oui, nous devons élever la voix face à ce qui se passe en Érythrée, mais nous devons aussi être responsables de nos actes, tant sur la question de la coopération au développement que sur celle du retour des migrants dans ce pays.

Dawit Isaak använder sin röst, sin mänskliga rättighet, för yttrandefrihet, och därför har han suttit fängslad i 19 år. Fängslad i 19 år utan rättegång, utan kontakt med omvärlden. I 19 år har Dawit Isaak inte fått vara pappa åt sina barn.

Jag vet att vår värld skakas om just nu, och vi har många utmaningar. Men det fria ordet är inget undantag. Det förföljs även här på vår egen kontinent, även här i den enda unionen av demokratier.

Det finns hjältar, de som jobbar oförtröttligt, som kämpar varje dag för det fria ordet. Dawit Isaak, som står upp än i dag, efter 19 år, är en sån hjälte, och hans kamp får vi inte glömma i det här huset. Därför förväntar jag mig inget mindre av Europaparlamentet än att tydligt ta ställning för det fria ordet och att kräva omedelbart att Dawit Isaak blir frisläppt och att regeringen i Asmara stoppar alla kränkningar av de mänskliga rättigheterna. Erytrea wykazuje wszystkie cechy państwa totalitarnego, zarówno jeżeli chodzi o ustrój państwa, nieodbywające się wybory, posiedzenia parlamentu, brak wolności, w ogóle jakiejkolwiek wolności, jak i prasę, działalność opozycji, brak procesów, nadużywanie siły. David Isaak, o którym dzisiaj rozmawiamy, jest właśnie symbolem tego typu postępowania. Nie dość, że jest więziony od ponad 20 lat, to w dodatku bez procesu, bez prawa do obrony, bez rzetelnej informacji o stanie jego zdrowia.

W związku z tym przyłączam się do wszystkich koleżanek i kolegów w tej Izbie z wnioskiem, aby Unia Europejska bardzo stanowczo stanęła w obronie tego, jak i innych więźniów politycznych w tym reżimie. Uważam też, że to właśnie takim sprawom powinniśmy poświęcać bardzo dużo czasu, jeżeli mówimy o wolności słowa, o podstawowych wartościach, jakie tworzą Unię Europejską. Powinniśmy walczyć o takich ludzi tym bardziej, że to jest przecież również obywatel szwedzki, i dlatego jest to nasze zobowiązanie.

  Jytte Guteland (S&D). – Fru talman! Dawit Isaak har, som många kollegor i det här huset har tagit upp, varit fängslad i 19 år. I 19 år har han varit berövad rätten att vara pappa, i 19 år har världen berövats hans röst. I 19 år har vi misslyckats med att rädda honom och därmed fråntagit journalister över världen en modig kollega. Varje dag i fängelset är en oförlåtlig stöld, från Dawit, från hans familj och för världen som behöver modiga journalister, nu mer än någonsin.

Jag är glad att vi Europaparlamentet återigen kräver att Dawit Isaak och de andra eritreanska samvetsfångarna släpps med omedelbar verkan, och att vi genast får bevis för att de lever. 7 av de 28 som fängslades samtidigt som Dawit Isaak har redan dött. Vi svenska socialdemokrater kommer att fortsätta att kämpa för rättvisa för Dawit Isaak, och jag vet att många i det här huset känner samma sak.

Vi måste se till att han friges. Det var ett hopp att höra hans dotter berätta att han lever den här sommaren. Låt oss fortsätta att berätta om Dawit Isaak och att rädda honom.

  Michèle Rivasi (Verts/ALE). – Madame la Présidente, je voulais intervenir sur l’Érythrée parce que je trouve que c’est vraiment la Corée du Nord de l’Afrique. Prenons le cas de Dawit Isaak: cela fait 19 ans que ce journaliste et opposant est détenu dans les geôles érythréennes. On ne sait rien de ces geôles. Une femme, nommée Ciham Ali, y est détenue au secret depuis l’âge de 15 ans. Des milliers de personnes partagent leur sort et sont détenues pour avoir exprimé leurs idées politiques.

Or, rien n’a changé depuis 1993 en Érythrée: il n’y a toujours pas d’état de droit ni de Constitution, il y a des détentions arbitraires, des tortures, des violations continues des droits...

Mais je voudrais attirer votre attention sur la position de la Commission européenne. Je suis intervenue en commission du contrôle budgétaire et en commission du développement parce que je me suis aperçue que la Commission avait donné 80 millions d’euros pour restaurer des routes. Or, vous savez qu’à l’heure actuelle, la Commission donne de l’argent sans conditionnalité. Et cela on ne peut pas l’accepter, nous, députés européens, qui nous battons pour les droits de l’homme. Et il est hors de question que l’on continue à subventionner une dictature.

  Dubravka Šuica, Vice-President of the Commission. – Madam President, honourable Members, the European Union has been following the case of Dawit Isaak from the outset and remains concerned about his whereabouts and health. We have shared these concerns with the authorities in Eritrea on numerous occasions.

Violations of human rights, including the arbitrary detention of political prisoners and non-respect for freedom of speech and the media, are of continued concern to us. We have addressed them and will continue to do so. We have raised these concerns bilaterally and at the appropriate international fora, such as the Human Rights Council, urging the government of Eritrea to take concrete steps to address and remedy them.

But we can not only criticise. We have to engage proactively to promote positive change. This is not something that happens overnight. It requires continued energetic efforts. I believe that our robust engagement on the political and cooperation track has improved bilateral relations, increased the level of trust and allowed us to discuss sensitive issues with a view to improving respect for human rights. We do that in the interest of improving the living conditions of the people of Eritrea and increasing our ability to promote reforms. Results, however small, bring us closer to where we would like to be. The bilateral engagement on human rights between the Government of Eritrea and Eamon Gilmore, our Special Representative for Human Rights; Eritrea’s engagement within the Human Rights Council’s Universal Periodic Review; and our support to help them implement some of the recommendations they have accepted are concrete cases in point.

The European Union looks forward to Eritrea’s action plan on the recommendations and is making good progress with the Government to start activities soon. I trust that, by engaging in dialogue and exploring ways to work together, we stand a better chance to make our voice heard and to positively influence the country’s human rights record, promote the protection of human rights and fundamental freedoms, and advance the case of Dawit Isaak.

  Dominique Bilde (ID), par écrit. – L’affaire Dawit Isaak démontre d’une part l’extrême précarité de la condition de journaliste indépendant dans certains pays et, d’autre part, les limites de la diplomatie européenne, caractérisée en l’occurrence par l’offensive «silencieuse» (peut-être trop?) de la Suède depuis le début des années 2000. De fait, l’Érythrée est toujours l’un des régimes les plus répressifs au monde. En 2015, Reporters sans frontières lui décernait la dernière place de son classement relatif à la liberté de la presse, tandis que les cultes restent soumis à une étroite tutelle gouvernementale. Cette oppression irrigue, du reste, l’ensemble de la société, au travers d’un service national fréquemment abusé et qui s’apparente presque à une nouvelle forme d’esclavage. Il pousse ainsi chaque année d’innombrables ressortissants de ce petit pays d’Afrique dans les bras des trafiquants d’êtres humains et sur les routes migratoires mondiales. À cet égard, si les Européens et les autres grandes puissances ne sauraient répondre de toutes les atrocités commises à travers le monde, ni d’ailleurs les résoudre, nous devrions au moins nous abstenir d’y concourir, même indirectement, via par exemple la promotion de projets d’infrastructures susceptibles de laisser la part belle à des violations flagrantes des droits fondamentaux.

  Tilly Metz, author. – Madam President, the proposed Law on Foreign Agents comes after weeks of increased repression against activists and human rights defenders in Nicaragua. Especially women activists face growing violence and intimidation, including sexual violence and threats on social media.

This law, together with the proposed Special Law on Cybercrime, could have a negative impact on the right to equal political and public participation and lead to unlawful criminalisation of civil society organisations, activists and human rights defenders. Numerous NGOs have expressed their concern. I hope that their voices will be heard and that the Congress of Nicaragua rejects these laws.

Repression of the opposition and silencing their voices is not the way forward. Dialogue is. I call on the Government of Nicaragua and all parties concerned to engage in a meaningful and comprehensive national dialogue to come to an agreement of electoral reforms that would guarantee credible, inclusive and transparent elections next year.

  Alicia Homs Ginel, autora. – Señora presidenta, la ciudadanía de Nicaragua vive desde hace demasiado tiempo en circunstancias inaceptables. El Gobierno de Daniel Ortega ha renunciado a defender a su pueblo y se aferra al poder a costa de la mayoría.

Desde el Parlamento Europeo, pedimos al Gobierno de Nicaragua que abandone el camino autoritario de la represión. Si siguen restringiendo los derechos de sus ciudadanos, habrá consecuencias, como pueden ser nuevas sanciones. Retiren las leyes que vulneran los derechos humanos, como pueda ser la de los agentes extranjeros, cesen las hostilidades contra quienes dicen lo que piensan, liberen a aquellos detenidos por expresar sus ideas y dejen volver a quienes han tenido que exiliarse por luchar por la Nicaragua en la que creen. Vuelvan al cauce democrático, vuelvan al diálogo nacional y acometan las reformas necesarias para que las próximas elecciones puedan ser libres y justas.

Desde Europa, muchos ánimos a todos aquellos que resisten día a día, a todos aquellos colectivos que se ven amenazados, como, por ejemplo, todas las mujeres que, además de la represión política, también sufren la violencia de género y los abusos sexuales.

Por muchos kilómetros que nos separen, seguiremos luchando para ayudaros a recuperar vuestros derechos; nos une nuestra lucha por la democracia, por la libertad y por la justicia social. Estamos de vuestro lado, del lado de quienes luchan por la Nicaragua plural, donde quepan todos y todas sin importar su género, sus orígenes o sus ideas. Y solo a través del diálogo se puede construir esta Nicaragua.

  José Ramón Bauzá Díaz, autor. – Señora presidenta, Nicaragua se encuentra actualmente en un punto de inflexión: o bien el camino de las reformas y del compromiso para llegar a unas elecciones libres y transparentes en el año 2021, o bien el camino que ha seguido Ortega, que nos lleva, sin duda, a unas elecciones con un fraude electoral.

Por lo tanto, no nos engañemos. ¿Qué pensamos que va a ocurrir en Nicaragua si se cierra la vía democrática? ¿Es que no hemos aprendido lo suficiente de lo que ha pasado en Venezuela? Con esta Resolución mandamos un mensaje nítido y claro al alto representante y también al Consejo: en Nicaragua debe haber un cambio democrático ya. Y, de lo contrario, si no lo hay, tiene que haber consecuencias. Si Ortega prosigue con su ataque a la democracia y a los derechos humanos, debe actuar rápidamente, de una manera contundente y nítida, la Unión Europea.

¿Qué se exige en esta Resolución? Se exigen dos cosas fundamentales: las sanciones a Ortega y a Murillo y a toda su banda criminal, y también la activación de la cláusula democrática del Acuerdo de Asociación. En el año 2012 nos comprometimos todos los demócratas del Parlamento Europeo a suspender el Acuerdo de Asociación si no se cumplían los derechos humanos, si no se cumplía la democracia.

¿Cuántos muertos, cuántos exiliados debe haber en Nicaragua para que nos sigamos avergonzando y nos indignemos? Señoras y señores, si Ortega y Murillo quieren seguir robando lo poco que le queda al pueblo de Nicaragua, que no sea con nuestra connivencia. Por eso hoy el Parlamento Europeo cumple con su deber, cumple con su función, es decir, hoy cumplimos con nuestro mandato. Ahora es el momento de que también cumplan el señor Borrell y el Consejo.

  Leopoldo López Gil, autor. – Señora presidenta, hoy nos encontramos ante un claro intento de la dictadura de continuar reprimiendo los derechos y libertades fundamentales en Nicaragua: la Ley de Regulación de Agentes Extranjeros, promovida por los diputados de la Alianza Frente Sandinista de Liberación Nacional, que hoy venimos a debatir, junto con la Ley contra los Delitos de Odio y la Ley Especial de Ciberdelitos, son la estrategia clara de ese régimen de Ortega para impedir legalmente la participación de la oposición en futuras elecciones y mantenerse en el poder amparándose en un supuesto Estado de Derecho.

Estas tres leyes no solo distorsionarían el sistema político en Nicaragua, sino que avalarían la persecución y el acoso a la oposición política y la censura de los medios digitales y permitirían la imposición de cadena perpetua por disidencia política. De aprobarse, la Ley de Regulación de Agentes Extranjeros se podría utilizar como un instrumento sancionador contra las personas y organizaciones de derechos humanos que reciben recursos de cooperación internacional, incluyendo los de la Unión Europea. Iniciativas como estos proyectos de ley demuestran que no hay ninguna intención por parte del autoritario Gobierno de Nicaragua de cesar en su violación de los derechos humanos.

La Unión Europea tiene el deber de reaccionar ante estas provocaciones. Activemos los recursos que tenemos a nuestro alcance invocando la cláusula democrática del Acuerdo de Asociación entre la Unión Europea y los países de Centroamérica.

  Hermann Tertsch, autor. – Señora presidenta, tenemos en Nicaragua otro caso más de una dictadura a la que estamos tratando demasiado bien. Y esa dictadura se crece, precisamente por el trato que tiene de favorecimiento, y está aplastando y creando unas situaciones en las cuales realmente está cerrando la jaula cada vez más a su población; está matando a su población.

Continuamente, desde el año 2017, hemos tenido una escalada de la represión brutal. Ahora tenemos unas leyes en vistas, que se han presentado, para cerrar absolutamente la discusión: tanto la Ley de Regulación de Agentes Extranjeros, que supone que prácticamente no va a haber cooperación internacional posible, como la Ley Especial de Ciberdelitos, que no va a dejar opinión ni resquicio allí.

Estamos ante una dictadura que tenemos que tratar como tal, como tenemos que tratar a la de Cuba, que tiene tanta influencia en Nicaragua. Por favor, el alto representante tiene que enviar aquí una señal clara; aquí, en Venezuela y en Nicaragua, en Venezuela y en Cuba.

  Isabel Benjumea Benjumea, en nombre del Grupo PPE. – Señora presidenta, Nicaragua es un país que sufre desde hace demasiado tiempo un Gobierno enemigo de la libertad, de la democracia y de los derechos humanos. Y eso sucede porque Nicaragua sufre un Gobierno comunista, un Gobierno sandinista, marxista, revolucionario, perteneciente a esa alianza mal conocida como «socialismo del siglo XXI», un grupo de Gobiernos totalitarios que debemos combatir sin atajos ni concesiones, si de verdad queremos exportar al mundo nuestro modelo de democracia liberal, de respeto a las libertades individuales y a los derechos humanos.

No cometamos un error, tantas veces cometido a lo largo de la historia, de querer contentar, mediante la cesión, a ideologías insaciables. Por ello, apoyo esta Resolución y el acuerdo alcanzado sobre su contenido por la firme condena a ese régimen enemigo de la libertad. Sin embargo, no puedo evitar mencionar que me llama poderosamente la atención con qué facilidad utilizamos en esta Cámara la expresión «extrema derecha» y cómo somos incapaces de utilizar la expresión «extrema izquierda», que no aparece en ningún momento a lo largo del texto. Ni una sola referencia en el texto.

Como ya se ha dicho anteriormente, este Gobierno socialcomunista nicaragüense ha presentado dos proyectos de ley a través de las fuerzas sandinistas, que le apoyan. Dos proyectos que lo que quieren es callar a la oposición. Dos proyectos que lo que quieren es callar a la oposición, que no puede batallar y defender los derechos de los ciudadanos.

Por lo tanto, quiero pedir que la Unión Europea condene firmemente estas dos leyes, muestre su apoyo a la oposición nicaragüense y diga «viva la libertad».

  Maria-Manuel Leitão-Marques, em nome do Grupo S&D. – Senhora Presidente, a crise de Covid-19 fez milhares de vítimas e agravou as desigualdades na América Latina. O pior que poderia acontecer lá, como cá, é que, além disso, a COVID fosse também um pretexto para suprimir direitos e liberdades fundamentais. É o que está a acontecer na Nicarágua. As 3 propostas em discussão, a lei dos agentes estrangeiros, a lei do cibercrime e notícias falsas e a alteração de penas para crimes de ódio aprofundam a deriva autoritária do presidente Ortega.

Perante esta situação, a União Europeia só pode responder de forma firme e clara, não pactuando com esta grave violação dos direitos humanos. Contudo, uma rutura diplomática não serve os interesses da União, nem dos nicaraguenses. Por isso faremos tudo para apoiar a sociedade civil da Nicarágua, encontrar uma via de diálogo, assegurando que se mantém viva a esperança de encaminhar este país no caminho da democracia.

  Izaskun Bilbao Barandica, en nombre del Grupo Renew. – Señora presidenta, en la Revolución Sandinista, la lucha contra el tirano Anastasio Somoza sonó bien. En mi memoria está asociada a las canciones de Carlos Mejía Godoy, alegres, esperanzadoras. Hoy solo pueden escucharse con nostalgia.

El Gobierno de Daniel Ortega destrozó estas partituras. Hoy, es reflejo corregido y aumentado de la dictadura que derrocó. Los acuerdos alcanzados en 2019 para buscar una salida pacífica, dialogada y duradera a una crisis sin precedentes, organizar unas elecciones libres y reanudar la convivencia han quedado en agua de borrajas. Y la responsabilidad del fracaso es de quienes promueven leyes como la de regulación de los llamados «agentes extranjeros» o la que, bajo la excusa de combatir el cibercrimen, santifica la censura; ambas, flagrante violación de principios democráticos básicos y de tratados internacionales firmados por Nicaragua; ambas profundizan en la deriva represiva denunciada por todo tipo de organizaciones internacionales y defensores de derechos humanos.

Por eso, expreso mi apoyo y solidaridad a las víctimas de la represión. Además, apoyo las sanciones a los jerarcas de este régimen criminal y el envío de una misión parlamentaria allí en cuanto sea posible. Aplaudo el compromiso de la Unión con los defensores de los derechos humanos, los medios independientes, la oposición democrática y cuantos trabajan allí por la paz y la convivencia.

En definitiva, se trata de exigir el inmediato y total cumplimiento a Nicaragua de las cláusulas del Acuerdo de Asociación entre la Unión y los países de Centroamérica centradas en la defensa del Estado de Derecho.

  Dominique Bilde, au nom du groupe ID. – Madame la Présidente, depuis la répression féroce des mouvements sociaux d’avril 2018, le Nicaragua semble happé par une interminable dérive autoritaire.

On parle à juste titre des ONG et autres organisations bénéficiant de financements étrangers. Elles seront désormais chapeautées, au terme d’un projet de loi du 22 septembre 2020, par une étroite tutelle gouvernementale.

On parle moins, en fait, de l’église catholique, cible d’attaques verbales et physiques du président Ortega et de ses partisans. Que l’archevêque Carlos Avilés Cantón évoque des persécutions devrait pourtant nous interpeller, à l’heure où, du Moyen-Orient au monde occidental, le christianisme figure au rang de la religion la plus opprimée au monde.

Plus absent de nos débats, également, le projet de loi sur les soi-disant fausses nouvelles, dorénavant sanctionnées par une peine allant jusqu’à quatre ans de prison. Ainsi, le prétexte fallacieux de la désinformation aura fait bien des émules pour museler définitivement la liberté d’expression. Et à cet égard, le Nicaragua est un cas limite et caricatural d’un recul spectaculaire et général de nos droits fondamentaux.

  Ryszard Czarnecki, w imieniu grupy ECR. – Pani Przewodnicząca! Nasz parlament, który spiera się w różnych sprawach, w tej sprawie, jak się wydaje, będzie zjednoczony – i to dobrze. To ważny i potrzebny sygnał dla naszych przyjaciół w Nikaragui, którzy walczą o wolność słowa, o wolność demonstrowania, o takie podstawowe prawa, o których mówiła przed chwilą moja koleżanka. Myślę, że trzeba tutaj powiedzieć, że to nie jest wybryk ze strony władz Nikaragui, ale rzecz, która tam dzieje się cały czas. Ten nacisk z naszej strony musi być konkretny. To znaczy, że tutaj nie wystarczy rezolucja, tutaj trzeba bardzo wyraźnie powiedzieć, że jeżeli reżim w Nikaragui nie zrezygnuje z takiej polityki w dotychczasowym kształcie, to wówczas nastąpią z naszej strony sankcje, na przykład czarna lista osób, które nie mogą wjechać z Nikaragui do Unii Europejskiej. Chodzi o polityków tego kraju.

  Javi López (S&D). – Señora presidenta, hoy desde el Parlamento Europeo, una vez más, denunciamos de forma enérgica la deriva autoritaria del actual presidente Ortega en Nicaragua y, especialmente, lo hacemos porque entendemos que la batería de medidas legislativas, entre ellas la Ley de Regulación de Agentes Extranjeros, es una vuelta de tuerca más a una inaceptable represión y persecución de la disidencia política, falta de respeto al pluralismo y, sobre todo, falta de respeto a la libertad de expresión y a la libertad de prensa.

Hacemos un llamamiento, desde el Parlamento Europeo, al cese de las hostilidades contra la sociedad civil y la disidencia política en Nicaragua y al uso inteligente de todas nuestras herramientas, como europeos, para presionar en la situación actual al Gobierno de Nicaragua: todas las herramientas diplomáticas a nuestro alcance. ¿Para qué? Para que haya reformas electorales, reformas en el país, para asegurar una competición electoral justa, que garantice democráticamente a la oposición y a la sociedad civil que puedan competir en libertad; en libertad y en igualdad de condiciones con el actual Gobierno nicaragüense.

  Dubravka Šuica, Vice-President of the Commission. – Madam President, honourable Members, since the last time we discussed Nicaragua in this Parliament last December, the situation in the country has not improved. Against the renewed pattern of persecution, harassment and intimidation, the European Union is following the possible adoption of the Law on Regulation of Foreign Agents and the Special Law on Cybercrimes, which could be used to tighten further the grip over civil society in Nicaragua. The draft foreign agents law in particular could be used to impose further restrictions on civil and political rights of individuals, civil society and on media outlets. It will also probably affect our cooperation programmes as well as Nicaragua’s human rights obligations and commitments.

Since the beginning we have followed with utmost attention the tabling of the draft foreign agents law. On Tuesday our head of delegation in Managua, accompanied by all EU Member States present in the country, reached out to the Nicaraguan authorities in Managua at Minister of Foreign Affairs level to voice our concerns and find out more about the draft text, as well as to share our preoccupation on how the law would affect international human rights law and civil liberties in Nicaragua.

The European Union has consistently voiced concerns against laws labelling NGOs as foreign agents all over the world. Nicaraguan citizens should be able to exercise their freedom of association effectively, and non-governmental organisations should operate in an environment conducive to the promotion and protection of human rights and fundamental freedoms. Civil society should operate free from hindrance and insecurity. Civil society organisations are essential actors for the promotion of human rights, good governance, democracy and the rule of law. The European Union comments and expresses its support for all individuals and organisations in Nicaragua who are still carrying out their legitimate and peaceful human rights work, despite the challenging circumstances in which they operate.

  Miguel Urbán Crespo, autor. – Señora presidenta, miles de migrantes están encerrados en condiciones infrahumanas y son víctimas de torturas y violaciones en centros de detención en Arabia Saudí.

El escándalo ha estallado ahora, pero, por desgracia, al menos desde 2017, se están realizando estas detenciones y expulsiones masivas, contrarias al Derecho internacional humanitario; un Derecho internacional que Arabia Saudí es experta en vulnerar e ignorar, amparada por los Estados Unidos y muchas veces también por la Unión Europea.

De hecho, hace apenas una semana, el señor Borrell se reunió con las autoridades saudíes, pero, aparentemente, según su nota de prensa, se le olvidó mencionar justamente esta situación de la que estamos hablando aquí, en el Parlamento. La ilegal política migratoria de Arabia Saudí es un ejemplo más de las muchas violaciones de los derechos humanos que se cometen en este país. Pero, mientras pasa esto, Europa ⸺esta Europa⸺ le sigue vendiendo armas y le ofrece acuerdos de cooperación.

Una vez más exigimos acciones contundentes y no solo palabras bonitas: embargo de armas, liberación inmediata de todos los inmigrantes y de las defensoras de derechos humanos encarcelados en Arabia Saudí. Tomemos nota y hagamos, sobre todo, políticas concretas.

  Ernest Urtasun, autor. – Señora presidenta, mañana el Parlamento mandará un mensaje fuerte de condena a la situación de los inmigrantes etíopes, trabajadores que están en una situación pésima encerrados en campos en Arabia Saudí, pero es una Resolución que va mucho más allá de eso: vamos también a tratar vulneraciones sistemáticas de derechos humanos en ese país; hay que hablar de las defensoras de derechos humanos, de la situación de las mujeres, y el texto habla de ello; hablamos también de que no tenemos aún un castigo para los responsables del crimen y el asesinato del señor Jashogui, de la situación de Raif Badawi, que por cierto es Premio Sájarov de esta casa. Es totalmente intolerable que, ante una situación tan grave en materia de derechos humanos, los países de la Unión Europea sigan teniendo un comercio de armas de una manera tan sistemática con este país.

Dos cosas para terminar mi intervención: la primera, la Resolución va a pedir que las instituciones europeas rebajen el nivel de participación en el G20; no queremos al presidente del Consejo ni de la Comisión allí. Y, para terminar, tengo que decirle al Partido Popular que, después de la escandalera que montaron con Venezuela ayer en el Pleno, que no hayan sido capaces de firmar esta Resolución, francamente, es una doble vara de medir en materia de derechos humanos que es francamente intolerable.

  Isabel Santos, Autora. – Senhora Presidente, são alarmantes os relatos de tortura, tratamento degradante e até morte a que os migrantes etíopes, incluindo mulheres e crianças, se encontram expostos na Arábia Saudita, arbitrariamente detidos em centros sobrelotados, onde faltam condições sanitárias, água e alimentos, isto quando escapam a ser abatidos ao cruzar a fronteira, um cenário que persiste no tempo, tendo sido agravado pela pandemia.

Tudo isto num país onde vigora a pena de morte e que tem sido autor de reiterados atropelos aos direitos humanos, como são os casos dos Srs. Khashoggi, Badawi e tantos outros objeto de resolução neste Parlamento no passado.

Não esquecemos Moria, dentro das nossas fronteiras, e também não viremos a cara ao drama dos cerca de 30 mil migrantes etíopes detidos na Arábia Saudita e às muitas outras vítimas de violações de direitos humanos. Condenamos o tratamento desumano destes migrantes e pedimos a sua rápida libertação.

A União Europeia deve dar sinais claros na sua relação com a Arábia Saudita, reduzindo a representação diplomática na próxima Cimeira do G20 organizada neste país e cessar os acordos de cooperação, bem como colocar um ponto final na venda de material que possa ser usado para vigilância ou repressão da população. É também necessário apoiar a Etiópia na criação de condições para um retorno voluntário digno e seguro destes migrantes.

  Urmas Paet, author. – Madam President, the situation of the Ethiopian migrants in detention centres in Saudi Arabia is deplorable. Thirty thousand people held in dire conditions in ten centres in Saudi Arabia, after escaping the crossfire from Houthi and Saudi forces on the border.

They lack water and food, the sanitary conditions are appalling and they have no medical care, with tuberculosis and other diseases rapidly spreading. Saudi Arabia needs to immediately release all detainees and transfer them to facilities where they have access at least to the basics: food, water, medical services, sanitation and space.

The torture and ill-treatment in the detention centres must stop immediately and an investigation must be conducted into all allegations of human rights violations. International monitors must be given access to monitor the situation there, and Ethiopian migrants must be provided a safe and dignified repatriation, in cooperation with the International Organization for Migration (IOM).

As human rights are, and must be, at the core of the EU’s external policy, the EU and Member States must raise this issue also with Saudi Arabia most urgently. I think that it’s also necessary to downgrade EU institutional and diplomatic representation at the upcoming G20 leaders’ summit to send a clear message that this kind of treatment is not acceptable.

  Isabel Wiseler-Lima, auteure. – Madame la Présidente, il est important que nous parlions des lois révoltantes, car incroyablement discriminatoires, à l’égard des femmes en Arabie Saoudite. Il est important que nous parlions des défenseurs des droits de l’homme et des prisonniers politiques, dont les droits sont bafoués dans ce pays. Il est important que nous condamnions les punitions corporelles d’un autre âge et l’application de la peine de mort dans ce pays. Il est important que le Parlement européen traite sans tarder de l’ensemble de la situation des droits humains en Arabie Saoudite. Je demanderai à mes collègues, coordinateurs en droit, que ce soit un de nos tous prochains sujets à l’ordre du jour.

Aujourd’hui, est à l’ordre du jour une résolution intitulée «La situation des migrants éthiopiens dans les centres de détention en Arabie Saoudite». Je me limiterai donc au sujet de cette résolution et aux problèmes de migrations y relatifs. Ce sera aussi uniquement sur ces points que portera mon vote. Permettez-moi tout simplement d’ajouter qu’il faudrait aller bien au-delà du sujet à l’examen, les choix ne manquent pas. Les autres centres de détention de par le monde où des migrants sont retenus dans des conditions abominables n’auraient pas moins mérité notre attention.

Parmi les migrants en Arabie Saoudite, les Éthiopiens sont assurément ceux dont les conditions de vie sont les plus difficiles. Souvent déjà victimes de passeurs les faisant traverser le Yémen, une fois arrivés, ils sont exploités, sous-payés et souvent à la merci de leur employeur sous le système kafala, système qui équivaut à une situation d’esclavage moderne. Désormais rejetés à cause de la pandémie de COVID-19, des milliers de migrants éthiopiens se retrouvent dans une détresse encore accrue sans ressources, sans moyens de subsistance.

Tout aussi démunis sont les Éthiopiens expulsés par milliers du Yémen vers l’Arabie Saoudite. L’Éthiopie ne réussissant pas à rapatrier ses ressortissants, ceux-ci se retrouvent en attente, retenus et détenus par centaines dans des camps aux conditions de vie inhumaines, dans des lieux clos, souvent infectés par le virus de la COVID ou livrés à toute autre sorte d’abus. Et ceci pendant des semaines, si ce n’est pendant des mois. On trouve parmi eux des personnes particulièrement vulnérables, comme des enfants ou des femmes enceintes. Tout ceci est simplement insoutenable.

C’est pourquoi nous demandons aux autorités éthiopiennes de rapatrier aussi vite que possible leurs ressortissants et à l’Arabie Saoudite de veiller à ce que ses centres de rétention respectent les normes internationales et que les migrants sous leur autorité ne soient soumis à aucun mauvais traitement, torture ou abus sexuel.

Nous demandons non seulement à l’Union européenne d’alerter sur ces conditions de détention inhumaines, mais aussi d’utiliser tous les leviers diplomatiques et politiques pour chercher à les faire cesser. Enfin, je tiens à affirmer notre soutien au pacte mondial des migrations des États-Unis, qui promeut des normes pour que les pays d’accueil protègent les droits de l’homme, notamment ceux des groupes vulnérables.

  Seán Kelly, on behalf of the PPE Group. – Madam President, like many more I’m very concerned about the various reports of inadequate and inhumane conditions at the detention centres in Saudi Arabia for Ethiopian migrants.

The migrants from Ethiopia and other countries, who had been working in northern Yemen but were forced out by the Houthi rebels, now face unimaginable cruelty, including being chained together in pairs and using their cell floors as toilets.

Saudi Arabia has also been cracking down on illegal migrants, with at least 10 000 Ethiopians on average being deported each month. But earlier this year Ethiopian officials requested a moratorium because of the coronavirus pandemic, the news agency AFP reports.

The EU should work with the Ethiopian authorities to help create enough space and quarantine facilities to welcome people back, to ensure they are not bringing coronavirus with them and that if individuals are repatriated to their home countries, it should be done in a dignified way.

So therefore, we are calling on Saudi Arabia to fulfil its promise to launch an investigation into the allegations of cruelty in the detention centre.

  Maria Arena, au nom du groupe S&D. – Madame la Présidente, le gouvernement saoudien a dépensé des milliards de dollars dans le cadre d’une stratégie de communication visant à améliorer son image auprès de la communauté internationale. Mais ne nous méprenons pas, le bilan de l’Arabie saoudite en matière de droits de l’homme est déplorable. L’assassinat brutal de Jamal Khashoggi par des agents saoudiens n’a donné lieu à aucune mise en cause de responsabilité de haut rang impliquée dans ce meurtre.

Pendant que le prince Mohammed Ben Salmane s’efforce de redorer son blason par des efforts de communication, les autorités saoudiennes ordonnent des vagues d’arrestations arbitraires de dissidents, d’activistes, d’intellectuels, de membres de la famille royale. Pas étonnant alors que les conditions de migrants, principalement éthiopiens, soient dramatiques dans ce pays, qui, finalement ne sait pas ce que signifient les droits de l’homme.

Non, il ne suffira pas d’inviter des stars de la culture ou du sport, ni d’accueillir le G 20 pour cacher les atrocités et les violations des droits de l’homme en Arabie saoudite. Mais en participant à cette stratégie, nous sommes complices, nous Européens, c’est pourquoi nous demandons de «rétrograder» la participation de l’Union européenne au G 20 et de lancer des messages politiques clairs à l’Arabie Saoudite dans toutes les relations que nous avons avec ce pays pour faire passer en priorité la question des droits de l’homme.

  Samira Rafaela, on behalf of the Renew Group. – Madam President, imagine the cruelty of being put in detention camps with thousands and thousands, chained with no roofs and using cell floors as your bed.

For migrant workers from Ethiopia in search of a better future, this is the day-to-day reality. In the past six months, at least 30 000 migrants have been put into these cruel, inhumane conditions.

Human rights organisations report cases of deaths due to inhumane treatment, and these men, women and children have the right to have a dignified life. They have the right to safely return to their homes.

The EU should call upon the Kingdom of Saudi Arabia to respect international law and immediately improve conditions.

The EU should call upon the Ethiopian government to respect the citizens’ rights and urgently facilitate the voluntary repatriation of its nationals, and I call upon the European Commission to provide support to Ethiopians voluntarily returning home from Saudi Arabia and to send diplomatic representatives from the EU to visit the detention camps.

  Dominique Bilde, au nom du groupe ID. – Madame la Présidente, ils sont des centaines: hommes, femmes enceintes et enfants, cloîtrés dans une unique cellule de prison dans une saleté pestilentielle respirant la mort et la maladie. Ceux qui tentent de s’enfuir subissent parfois tortures et exécutions sommaires. Voilà à quoi sont réduits les 16 000 migrants éthiopiens, fiers descendants de la reine de Saba dans les geôles saoudiennes.

Au-delà de l’émoi, reconnaissons que nous autres, Occidentaux, sommes conscients du traitement souvent déplorable des migrants par quelques arabo-musulmans dont ces atrocités sont des cas extrêmes. N’est-il pas en effet hypocrite de s’élever aujourd’hui contre le kafala, alors qu’on accordait en 2010, la Coupe du monde de football 2022 au Qatar, dont le recours à cette forme de quasi esclavage était alors largement connu.

Le drame des migrants éthiopiens illustre le deux poids, deux mesures qui régit la crise migratoire mondiale. D’un côté une Europe sommée d’ouvrir largement ses portes à une marée humaine venant d’Afrique ou du Moyen-Orient, de l’autre l’inhumanité et le cynisme assumés des États du Golfe, qui rejettent leurs propres coreligionnaires notamment les syriens, et expulsent manu militari, à raison de 10 000 par mois s’agissant des ressortissants éthiopiens.

Cette tragédie démontre l’impasse du développement de tant d’États d’Afrique subsaharienne, pris en étau entre l’explosion démographique et l’absence de débouchés économiques. En Éthiopie, fin 2018, il y avait 2,9 millions de personnes déplacées dans leur propre pays, sans qu’aucune solution pérenne ne puisse être trouvée. Avec l’énergie du désespoir, beaucoup iront grossir les rangs des candidats à l’exil, parfois au prix de leur vie et de leur liberté.

  Marc Tarabella (S&D). – Madam President, the situation of Ethiopian migrants in Saudi Arabian prison is just the last episode of a long list of human rights violations in the country. Since March, over 30 000 people, including pregnant women and children, have been arbitrarily detained in unthinkable sanitary conditions.

We are all aware of the importance of Saudi Arabia as a partner for the European Union and for the stability in the Middle East. However, this cannot be an excuse for the EU to ignore those violations.

We all remember Jamal Khashoggi, Raif Badawi, Loujain al-Hathloul and the woman activists, and also Prince Salman bin Abdul Aziz and the Princess Basmah, arbitrarily detained for years.

The EU cannot remain silent or use double standards. The sharing of our fundamental values and the respect of human rights must be an essential condition in our relations with third countries.

For this reason, with this resolution we strongly urge President von der Leyen and Charles Michel to reconsider, or downgrade, the EU participation in the G20 summit in November.

And finally, this would be an opportunity for the EU to show coherence with its values and not to legitimise impunity for the crimes committed in Saudi Arabia.

  Dubravka Šuica, Vice-President of the Commission. – Madam President, my colleagues High Representative Borrell and Commissioner Lenarčič are travelling to Addis Ababa with the last EU humanitarian air bridge flight.

This humanitarian air bridge flight is very specific in its nature as it aims at bringing support to the African Union and the Africa Centres for Disease Control and Prevention to be further distributed in African countries. It will be the third and last shipment to Addis, the most significant one, and also the last humanitarian air bridge flight organised by the European Union jointly with Germany.

Besides the COVID—19 component, the joint visit to Addis is extremely timely. Regarding the African Union, it will be an opportunity to keep the momentum of a strengthened European Union-African Union partnership despite the postponement of the summit. With Ethiopian partners, it will be an opportunity to express our concerns over the political situation in the run—up to the elections.

We have seen the shocking reports about African migrants, mainly Ethiopians, reportedly held under dreadful conditions in detention centres in Saudi Arabia. We also understand that earlier this week, eight Ethiopians died and 12 went missing off the coast of Djibouti after failing to reach Yemen. We knew already that the conflict in Yemen has created the world’s gravest humanitarian crisis. However, what we are discussing today shows that it also makes the situation of many migrants in the region close to unbearable.

Despite the conflict, migration continues. The conflict in Yemen provides a fertile breeding ground for trafficking and smuggling networks, which profit from desperate African citizens looking for a better life in the Gulf. We are taking this situation seriously, and are following up and helping where we can. The EU delegation in Riyadh has raised the conditions in detention centres with the Saudi Ministry of Foreign Affairs. Labour rights and migration management are indeed issues we want to discuss more regularly with our Saudi interlocutors.

There are indeed things to be said. Last week, High Representative Borrell received the Saudi Foreign Minister and reaffirmed the European Union’s interest in a structured human rights dialogue in which migration features prominently. We hope to launch this dialogue soon.

We are also reinforcing our engagement with the countries of origin in the Horn of Africa. Today, the High Representative and Commissioner Lenarčič are in Ethiopia. They will visit an International Organization for Migration transit centre where Ethiopian deportees, including from the Gulf, are quarantined upon arrival.

We have recently provided EUR 60 million to the Horn of Africa Intergovernmental Authority (IGAD) to address the impact of COVID—19. This aid will also benefit migrants. We are eager to encourage a region—to—region dialogue on migration management between the Horn and the Gulf, as proposed by the Intergovernmental Authority on Development. We also hope that the soon—to—be—launched Red Sea Council can provide a platform for this.

More broadly, in our external action we are committed to, and indeed an advocate for, the protection of the human rights of all migrants. The recently adopted EU Action Plan on Human Rights and Democracy 2020—2024 calls for the protection of migrants, refugees and internally displaced persons. It also calls for support measures to improve integration and access to basic services. In our times of COVID—19 this is, of course, even more important. In third countries we strive to have migrants and forcibly displaced persons benefit from healthcare systems and include these groups in strategies related to COVID—19.
