  David Cormand, rapporteur. – Monsieur le Président, cher David, bonjour à toutes et tous, on va débattre aujourd’hui d’un rapport d’initiative important, puisqu’il concerne la question du marché durable de l’Union européenne.

L’Union européenne, c’est le premier marché du monde, ce n’est pas rien. Et donc à ce titre, nous avons le pouvoir et la capacité de prescrire un certain nombre de règles qui non seulement préservent la planète, qui en plus préservent des emplois durables sur nos territoires et qui protègent les consommatrices et les consommateurs. Le rapport que je vais vous présenter a pour objectif de revoir un certain nombre de règles, de proposer une réflexion pour qu’on puisse avancer. Cela tombe bien qu’on en parle au Parlement parce que c’est aussi à l’ordre du jour de la Commission et on a eu déjà l’occasion d’en parler à la commission IMCO avec le commissaire Reynders. Nous pouvons donc, en tant que parlementaires de l’Union européenne, commencer à tracer un chemin par rapport aux ambitions qui sont les nôtres. Le contexte, c’est également celui du pacte vert. Mais comment penser une transition écologique si on ne revoit pas les règles du marché? Parce que mes chers collègues, en réalité, notre société de consommation est devenue une société de consumation, où on gaspille et détruit les ressources et où on produit, souvent d’ailleurs à l’extérieur de nos frontières, des produits de consommation de mauvaise qualité qui rendent les consommatrices et les consommateurs, et notamment les plus vulnérables, dépendants de produits qu’ils sont obligés de remplacer souvent, ce qui n’est pas très bon non plus pour leur porte-monnaie.

Donc comment s’organise ce rapport? D’abord, il faut qu’on s’attaque à la question de l’obsolescence prématurée. Cette question consiste à faire en sorte que des produits de consommation ont une durée de vie inférieure à ce qu’on pourrait attendre d’eux et donc nous proposons que cette obsolescence prématurée soit ajoutée à la liste noire des pratiques commerciales déloyales.

Nous souhaitons également étendre la garantie légale. Nous le savons, les constructeurs sont en capacité de produire, par exemple, des machines à laver qui durent dix ans voire plus, or la garantie légale est très réduite. Là encore, pour protéger les consommatrices et les consommateurs, nous proposons d’allonger cette garantie légale.

Nous souhaitons aussi ajouter un compteur d’usage, vous savez comme les compteurs kilométriques des voitures, sur un certain nombre de produits de consommation, mettre des compteurs d’usage qui permettent de favoriser leur deuxième vie, le fait de les revendre, et d’éclairer les consommatrices et les consommateurs.

Nous souhaitons aussi, pour les biens numériques, séparer les mises à jour correctives, qui sont nécessaires, des mises à jour évolutives qui, elles, trop souvent, accélèrent l’obsolescence des produits numériques.

Nous souhaitons un droit à la réparation pour les objets qui permettrait d’avoir des délais pour avoir accès aux pièces de rechange à un prix qui soit acceptable. Toutes les études que nous avons faites au niveau de l’Union européenne montrent que plus des trois-quarts des citoyennes et des citoyens européens souhaitent réparer davantage leurs objets. Pour cela il faut que les pièces de rechange ne soient pas trop chères et que le délai pour les obtenir soit le plus court possible.

Et puis, nous voulons une information claire et harmonisée de la durabilité des produits, c’est absolument fondamental. Nous sommes donc favorables à un affichage obligatoire, c’est d’ailleurs l’objet d’un amendement qui vous sera proposé. Un affichage obligatoire pour que chacun puisse connaître la qualité environnementale d’un produit, car ce dernier a un coût connu, c’est le coût d’achat, mais il a aussi un coût caché, c’est celui que coûte vraiment ce produit au niveau environnemental.

Par ailleurs, par rapport à la publicité, nous souhaitons encadrer les allégations dites vertes, qui sont trompeuses. Il faut là aussi qu’il y ait une forme d’éthique dans la publicité pour ne pas induire en erreur les consommatrices et les consommateurs.

Enfin, nous souhaitons favoriser les produits durables dans les marchés publics, qui représentent en Europe 16 % du PIB. Il est donc essentiel de donner un coup d’accélérateur aux produits durables et aux objets de qualité, souvent fabriqués par des producteurs européens, pour en faire des critères d’attribution des marchés publics et leur donner plus d’importance et une valeur prescriptive.

Nous souhaitons aussi rendre publiques et transparentes les données relatives à la durabilité des produits. Nous souhaitons qu’il y ait un passeport numérique des produits qui sont mis en vente dans le marché pour que chacun puisse connaître la qualité environnementale de ces produits, et qu’il y ait un index du numérique durable, car le numérique, qui est souvent considéré comme quelque chose d’immatériel, a en réalité des conséquences très concrètes. Là aussi, il faut de la transparence et il faut que les consommatrices et les consommateurs soient informés.

Enfin, nous voulons renforcer la surveillance du marché européen. Il n’est pas normal que, notamment grâce aux achats en ligne, entrent sur nos territoires des objets qui ne sont pas conformes aux normes que nous édictons. C’est inacceptable et c’est une concurrence déloyale par rapport aux producteurs européens. Il faut donc des moyens pour vérifier.

Voilà mes chers amis, l’essentiel de ce rapport. Encore une fois, notre ambition c’est à la fois de protéger les emplois européens, de protéger la planète, avec un marché plus durable, et surtout et enfin de protéger les consommatrices et les consommateurs pour qu’ils puissent être éclairés et ne soient pas considérés comme des vaches à lait dans le modèle économique, tels qu’ils le sont aujourd’hui encore trop souvent.

Je voudrais tout d’abord évidemment remercier le rapporteur, Monsieur David Cormand, et le féliciter pour son rapport pour un marché unique durable.

La Commission européenne se félicite de l’initiative de la commission IMCO, ainsi que de l’engagement du Parlement européen pour le développement durable. Nous partageons l’ambition d’une action politique forte et multidimensionnelle au sein de l’Union, afin de faciliter davantage la transition vers une économie plus durable, plus efficace dans l’utilisation des ressources et plus circulaire.

The Commission set its out strategy in the Circular Economy Action Plan adopted earlier this year. Like Mr Cormand’s report, the Circular Economy Action Plan recognises that the transition will require measures both on the supply and the demand side. We agree that a number of the changes needed, such as better rules for the lifespan and reparability of products, will require product-specific and sectoral approaches.

Evidence shows that 80% of environmental impacts are determined at the design phase of a product, and that is exactly where the Sustainable Products Initiative will intervene. It will set out sustainability principles and specific requirements linked to environmental and social aspects. In this context, the digital product passport could combine unique product identification with data collected by different actors in the value chain. This could provide better information to economic operators, market surveillance authorities and the general public. It could enable more sustainable products, as well as the emergence of new sustainable business opportunities, strengthening the competitiveness of EU industry and the resilience of the EU economy. Various measures, both horizontal and product-specific, should also contribute to establishing an effective right to repair.

We also want to ensure high environmental performance for all products placed on the EU market. Work is ongoing within the framework of the Ecodesign Directive, with the focus on durability, reparability and efficiency of products. This horizontal initiative, together with some sector-specific proposals, such as the Circular Electronics Initiative, will respond to a number of points included in your report.

The New Consumer Agenda, which we will discuss later this evening, also provides for action on the demand side. It will include an ambitious programme of empowering consumers’ participation in the green transition. In 2021, a legislative initiative will aim to ensure better information for consumers. It will help them choose products, not only according to the price, but also based on reliable and clear information about the products’ durability, availability of spare parts and accessibility of repair services.

The Commission will, at the same time, address certain commercial practices which undermine consumers’ trust – notably early obsolescence, as well as greenwashing. In parallel, the Commission will propose rules for the substantiation of green claims, to further reinforce the credibility of consumer information.

Public procurement plays an important part as well as the demand side. The Commission is working on criteria and targets in sectoral legislation for minimum mandatory green public procurement, as well as comprehensive guidance on public investment into sustainable infrastructure projects. For green public procurement to be widely used, the environmental impact of products and services needs to be standardised and must use comparable assessment methodology.

Several points in the report also touch upon the Sale of Goods Directive. This important directive will start to apply as of 1 January 2022. As announced in the New Consumer Agenda, the Commission will use the future review of the Directive to explore how it could contribute to sustainability goals, including by taking into account a number of issues raised in Mr Cormand’s report.

Et je voudrais assurer encore, M. Cormand, que, comme je viens de l’évoquer, nous allons réagir à toute une série de points qui font l’objet des propositions qu’il a énumérées tout à l’heure. Nous verrons jusqu’où nous pourrons aller dans l’ensemble de ces remarques, mais je vous remercie à nouveau de votre attention.

  Martin Hojsík, rapporteur for the opinion of the Committee on the Environment, Public Health and Food Safety. – Mr President, first let me thank my IMCO colleagues for this very important initiative. There is an overall agreement on the goal to become climate-neutral and a circular economy. The discussion is not about the goal, but how to get there and I think that is a very fundamentally good thing.

It’s also symbolic that we’re having this discussion during the European Week for Waste Reduction, because let’s not forget that prevention is the best way to deal with the waste problem.

Last year saw the heated discussion on whether premature obsolescence exists. I personally believe it does. They don’t make them like they used to, as the idiom goes.

But it’s not only about the cheap products from China, it’s also about expensive goods and software from big Western multinational companies. A company with a popular fruit in its name and logo is a well-known example.

Of course it would be so easy to blame the companies for all the problems, but it would not be correct. We all have a share. We all have a shared responsibility for the situation. We have created a system where the preferred choice is to throw away and buy new rather than fix or upgrade.

So it is companies that need to change. It is the consumer culture that needs to change. But it’s up to us, the legislators, to change the system, to change it in a way that leads us to a climate-neutral and circular economy.

This means more information and rights for consumers. This means stepping up our efforts against premature obsolescence by ensuring and supporting reparability of the product, reuse, replacability of the parts, extending the guarantees and changing the designs of products to extend their life cycles.

This will not only help the consumers and increase their trust in the European market and the European ideas, but also create opportunities for small and local businesses across the EU, stimulate innovation and maintain the value of the product.

I believe that this is the right step towards a win-win for citizens, businesses and the planet.

  Arba Kokalari, för PPE-gruppen. – Herr talman! EU är världens största ekonomi. Vi har 500 miljoner konsumenter som varje dag fattar miljarder av inköpsbeslut. Alltifrån vad man ska äta till middag till vad man ska köpa för bil och vilken tv som passar bäst i vardagsrummet. Ifall vi ska göra de här varorna och tjänsterna som konsumeras över hela EU mer hållbara – ja, det kommer då ha en stor effekt på klimatutsläppen och hur vi förbrukar resurser.

Ska vi lyckas med det här måste det bli så enkelt som möjligt för företag att ställa om sina affärsmodeller så att de kan börja erbjuda mer av klimatsmarta, cirkulära produkter och tjänster på den inre marknaden. Ska vi uppnå hållbar handel på riktigt måste vi riva handelshinder. Det måste bli lättare och billigare att få tag på återvunna material. I dag är det dyrt. Det är svårt. Alla länder har olika regler. Och återvunna material uppfattas som skräp, i stället för att uppfattas och regleras som material som kan användas igen.

Vi måste riva handelshinder för hållbara tjänster så att vi kan möjliggöra mer av reparationer och uthyrning. I dag har vi otroligt mycket handelshinder inom EU i just tjänstesektorn. Det hindrar klimatomställningen. Vi måste ta bort EU:s egna tullar på klimatvänliga produkter. Vi måste satsa på ny teknik och AI så att vi kan boosta ny och grön innovation. Vi måste ta bort den djungel av märkningar som konsumenterna ser varje dag, så att det blir enklare för dem att få tydlig information om vad som är mer hållbart i en produkt och hur produkter kan vara mer klimatvänliga.

Tyvärr så har sossarna, miljöpartiet och vänstern helt fel fokus. I stället för att dra nytta av handeln och teknikutvecklingen vill man införa förbud, restriktioner och nya skatter ̶ som då hindrar företag från att göra de här viktiga klimatinvesteringarna ̶ där målet är att stoppa konsumtion i stället för att skapa hållbar konsumtion. Jag tycker inte att vi ska vrida tillbaka klockan 100 år till en politik som leder till grön planekonomi. Vi har testat i Europa tidigare och det funkade inte. Jag vill inte ha högre arbetslöshet eller färre klimatomställningar. Jag kommer fortsätta att motarbeta dessa skadliga förslag och jag kommer fortsätta att driva på en modern, grön klimat- och miljöpolitik som faktiskt gör skillnad på riktigt och inte bara på pappret.

  Biljana Borzan, u ime kluba S&D. – Poštovani predsjedavajući, još od prošlog mandata javljaju mi se građani koji primjećuju kako čim im istekne jamstvo za proizvod, uređaj se pokvari. Uvjereni su kako je riječ o ugrađenim kvarovima koji ih primoraju da kupe novi uređaj. Nedavno istraživanje je pokazalo kako uređaji uistinu danas traju kraće nego što su trajali oni koje su kupovale naše majke ili bake. Procjenjuje se da se time povećava financijsko opterećenje po članu kućanstva za čak oko 110 eura mjesečno. Tvrdnje industrije kako potrošači kupuju novo jer žele, možda, novi dizajn - to možda stoji za cipele, ali sigurno ne kupuju novi zamrzivač ili štednjak zato što je izašao novi model.

Pozivam sve kolege da podrže čvrstu zabranu ugrađenih kvarova na Crnoj listi Direktive o nepoštenoj poslovnoj praksi. To je nešto što naši građani žele i ništa manje od takve zabrane neće dovesti do stvarnih promjena na tržištu.

Svatko od nas zna koliko je frustrirajuće kada želite popraviti neki uređaj za koji ste izdvojili dobar dio kućnog budžeta, ali ne možete jer je rezervni dio preskup ili ga uopće ni nema na tržištu. Nekada smo mogli bateriju na mobitelu vrlo jeftino sami zamijeniti, a danas je ona ukopana duboko u uređaj. Došli smo do točke da je trošak zamjene baterije na mobitelu neisplativ u odnosu na cijenu novog uređaja. Čak 80 % takvih kvarova moguće je lako riješiti u fazi dizajna.

Ovo izvješće postavlja temelje za uvođenje prava na popravak, poziva na bolju dostupnost i razumne cijene rezervnih dijelova, kao i jačanje sektora za popravke i tržišta rabljenom robom. Naime, istraživanja su pokazala da ponovna upotreba i prenamjena stvaraju više novih radnih mjesta nego bacanje ili čak recikliranje.

Kako bismo uistinu promijenili model kupi-iskoristi-baci, na kojem se temelji naše gospodarstvo, ključno je informirati potrošače! Naši građani imaju pravo znati na što troše svoj novac. Pri svakoj kupnji trebaju znati što očekivati od proizvoda i zato se Socijalisti i demokrati u Europskom parlamentu zalažu za uvođenje obaveznih oznaka očekivanog životnog vijeka uređaja kao i popravljivosti. Istraživanja su pokazala kako su potrošači čak voljni platiti i više za proizvod koji dulje traje i može se lakše popraviti. Naš posao je da im omogućimo izbor. Međutim, moramo učiniti sve što je u našoj moći da održivi životni stil nije samo privilegija bogatih, već svih koji brinu za okoliš.

Gospodarska kriza kao posljedica zdravstvene krize nas tjera da razmišljamo izvan uobičajenih okvira i osmislimo kako stvoriti nova radna mjesta, čuvati novac građana, a pritom ostvariti ambiciozan cilj da Europa bude klimatski neutralan kontinent do 2050. Ovo izvješće povezuje sve te ciljeve i pozivam sve kolege da tijekom glasanja pokažu da Novi zeleni sporazum nije prazno obećanje, već prilika za ekonomski rast, zaštitu okoliša i prava potrošača!

  Sandro Gozi, au nom du groupe Renew. – Monsieur le Président, chers collègues, nous avons fait un choix, celui d’être des fers de lance en matière de transition écologique. Nous l’avons fait ensemble et nous avons vu nos faiblesses et nos angles morts. Aujourd’hui, nous devons prouver que nous sommes capables de nous adapter et de ressortir gagnants de la crise. C’est également vrai pour la grande réussite européenne qu’est le marché unique.

Aujourd’hui, il est de notre devoir d’instaurer une économie circulaire avec une production et une consommation plus durables, de rendre notre industrie européenne plus résistante et plus autonome. Pour ce faire, il est impératif de revoir l’ensemble de notre écosystème, y compris le marché unique. Chaque domaine doit être étudié, ciblé, rien ne doit être oublié. Plusieurs pays européens ont déjà commencé à réglementer dans ce domaine. Je rappelle l’expérience française de 2018 avec la loi anti-gaspillage portée par Brune Poirson. À nous, au niveau européen, d’affirmer notre ambition et de faire en sorte que ce combat devienne la norme au sein de l’Union européenne. La consommation durable doit devenir notre choix par défaut.

Aujourd’hui, nous proposons une stratégie fondée sur les principes de durabilité, de protection des consommateurs, de compétitivité et de concurrence loyale. Nous appelons à établir un droit à la réparation des produits – parce que, cela a été dit, nous sommes tous des consommateurs et nous voulons tous voir nos droits renforcés –, à lutter contre les pratiques d’obsolescence programmée – qui sont une réalité –, à mieux informer les consommateurs, à garantir un droit de recours efficace, à introduire des critères de durabilité dans les appels d’offres publics et une réciprocité avec les pays tiers pour rendre les marchés publics plus écologiques et plus innovants.

Jusqu’à présent, nous avons fait un travail très difficile et je veux remercier M. Cormand, tous les autres rapporteurs fictifs et tous les collègues de la commission du marché intérieur. Un travail difficile, certes, mais un travail très constructif. Mais, pour réussir, nous devons surmonter nos individualités en plénière et nous devons surmonter nos clivages politiques, parce que plus notre engagement sera grand et plus nous serons unis au Parlement européen, plus notre influence sera forte.

Chaque citoyen doit pouvoir bénéficier d’une vraie liberté de choix – mais pour être libre, il faut être informé – et d’une protection appropriée et digne. Développons cette ambition et agissons. Il y a certes des risques et des coûts associés, mais ils sont bien moindres que ceux d’une inaction inconfortable. Le changement est la loi de la vie et ceux qui ne regardent que le passé ou le présent sont certains de manquer l’avenir.

Cher Commissaire, avec nos propositions nous appelons à la construction d’une Europe plus juste, plus innovante, plus durable, nous espérons que notre voix sera entendue et que grâce à vos propositions, nous ferons ensemble de l’Europe une pionnière en matière d’innovation et de croissance durables.

  Virginie Joron, au nom du groupe ID. – Monsieur le Président, je remercie également M. Cormand, rapporteur de ce dossier, pour son excellent travail et son écoute.

Cependant, pendant que nous sommes en train de voter un rapport soutenu par les Verts pour lutter contre l’obsolescence programmée, développer un écosystème de la réparation et de l’occasion, ces mêmes Verts ont jeté, mis à la poubelle, une belle centrale nucléaire.

La centrale nucléaire de Fessenheim, qui est à quelques kilomètres d’ici, non pas ouverte au Moyen-Âge, mais il y a moins de 50 ans. Les Verts ont obtenu sa tête et elle a fermé son dernier réacteur en février 2020. Ils lui reprochaient quoi? Son usure? Argument rejeté par l’Autorité de sûreté nucléaire qui la classe comme la plus sûre d’Europe. Ils lui reprochent son grand âge. Coût de cette lubie: entre 4 et 5 milliards d’euros et plus de 2 000 salariés balancés chez Pôle emploi. Et tout le monde est perdant. EDF y perd, car l’indemnité qui lui est versée est faible si l’on songe que cette centrale aurait pu tourner jusqu’en 2041 et qu’il s’agissait d’équipements amortis et en parfait état de marche. Le budget de l’État doit verser 377 millions d’euros à EDF, donc le contribuable y perd. En pleine crise, nous ferions mieux d’utiliser cet argent ailleurs. Notre commerce extérieur y perd, car nous importons le charbon et le gaz que nous aurions pu éviter de brûler dans nos centrales. La planète y perd parce que nous émettons plus de CO2, tout ça pour des raisons purement politiques et idéologiques. Cette situation absurde n’est pas près de cesser, puisque la loi pluriannuelle de l’énergie prévoit la fermeture de 14 autres réacteurs nucléaires, alors qu’ils sont en état de marche et qu’ils auraient été plus utiles du fait de la montée en puissance des énergies renouvelables, car, plus il y a de renouvelable, plus nous avons besoin d’une production régulière d’électricité qui ne dépend pas des conditions météorologiques.

À cet exemple stupide, on peut en ajouter un autre: la volonté de fermer le Parlement européen de Strasbourg, car jugé obsolète et dispendieux. Gouverner c’est prévoir et prévoir c’est concevoir les choses avant les autres. On ne peut pas dire que cela soit la vertu des Verts, mais quand on sait que l’eurodéputée Karima Delli, présidente de la commission des transports du Parlement européen, confond uranium et lithium au sujet des batteries électriques, plus rien ne nous étonne.

L’écologie est depuis toujours dans l’ADN du Rassemblement national. Aussi parce que notre vision de l’écologie est pragmatique, humaine, enracinée, nous soutenons ce rapport, car nous sommes contre l’obsolescence programmée qui pousse à une surconsommation et grignote un peu plus le pouvoir d’achat de nos concitoyens. Contre le gaspillage alimentaire, contre le tout jetable et pour une économie circulaire avec la réparabilité et la recyclabilité des produits au sein de nos territoires. Par exemple, la période de garantie légale de deux ans ne convient pas à toutes les catégories de produits dont la durée de vie estimée est plus élevée. Le rapport suggère d’aligner les durées de garantie légale sur la durée de vie estimée d’un bien et de garantir une période minimum de mise à disposition des pièces détachées. Nous y sommes favorables.

Nous sommes aussi en faveur d’un étiquetage de durabilité et de réparabilité tenant compte de multiples critères tout au long du cycle de vie des produits. Cet étiquetage devrait fournir aux consommateurs les informations utiles et nécessaires au moment de l’achat. Quand Apple bride nos téléphones, quand les imprimantes équipées d’une puce bloquent l’impression au-delà d’un certain nombre de feuilles imprimées, c’est le consommateur qui est floué. Quand Decathlon se forge une fortune sur le dos des Chinois ou des Bangladais payés 60 euros par mois, le consommateur doit le savoir.

Cet engouement des Verts pour la réparabilité et la durabilité doit tout d’abord être démontré ici, je vais le répéter, en défendant le maintien du siège du Parlement européen à Strasbourg et en cessant de chercher des arguments fallacieux pour ne plus venir ici, en Alsace. Stop aux doubles discours, il faut arrêter les travaux prévus à Bruxelles du bâtiment Paul Henri Spaak, pour un montant de 500 millions d’euros et, conformément au traité européen, revenir travailler à Strasbourg.

Der Befund ist leider sehr einfach: Wir verbrauchen viel zu viele Ressourcen, und wir produzieren zu viel Müll. Damit treiben wir die Erderhitzung an. Und es ist bekannt: Wenn alle Menschen so viele Ressourcen verbrauchen würden wie wir in Europa, dann wären schon längst alle planetaren Grenzen überschritten.

Es geht also um unsere eigene Zukunft, aber es geht auch um die Zukunft der Milliarden Menschen im globalen Süden. Denn die haben am wenigsten dazu beigetragen und müssen am allermeisten unter der Erderhitzung und auch der Umweltverschmutzung leiden. Die gute Nachricht ist: Wir haben alle Hebel in der Hand, um unsere Zukunft anders zu gestalten. Wir müssen es nur nutzen.

Die Europäische Union ist der größte Binnenmarkt der Welt. Lassen Sie uns dafür sorgen, dass er auch der grünste, der nachhaltigste und innovativste Binnenmarkt der Welt wird und – über den Brüssel-Effekt – sogar über die europäischen Grenzen hinausstrahlt. Jedes Produkt, das hier in Europa verkauft wird, sollte langlebig sein und nicht schon nach zwei Jahren kaputtgehen. Es sollte reparierbar sein. So erfreuen wir die Verbraucherinnen und Verbraucher, und wir sparen Ressourcen ein.

Die Konsumentinnen und Konsumenten würden in großer Mehrzahl viel lieber nachhaltige Produkte kaufen, das zeigen unzählige Studien. Mit einem verpflichtenden Label zur Langlebigkeit der Produkte könnte man diesen KonsumentInnen die Wahl erleichtern und sie zu Akteuren der Nachhaltigkeit machen. Bitte stimmen Sie für unseren Änderungsantrag!

Viele der Produkte werden extra so gebaut, dass sie nach kurzer Zeit kaputtgehen. Es treibt den Profit an, wenn die Menschen immer wieder neue Handys oder neue Wasserkocher kaufen müssen. Wir fordern, dass diese geplante Obsoleszenz ein für alle Mal in der EU untersagt wird. Und auch dafür haben wir einen Änderungsantrag.

Die Schaffung des EU-Binnenmarkts war historisch. Lassen Sie uns heute den Grundstein legen für die Schaffung des größten nachhaltigen Binnenmarkts der Welt!

  Kosma Złotowski, w imieniu grupy ECR. – Panie Przewodniczący! Sprawozdanie pana posła Cormanda to zestawienie kilku trafnych obserwacji z bardzo wieloma pobożnymi życzeniami i nierealistycznymi postulatami.

Czy jednolity rynek ma swoje wady? Oczywiście. Konkurencja między producentami, którzy rywalizują przede wszystkim ceną, ma swój wpływ na trwałość niektórych produktów. Ale czy jest to powód, żeby uznać, że skracanie cyklu życia produktu jest działaniem celowym i powszechnym, jak sugeruje sprawozdawca?

W opinii grupy ECR to sprawozdanie nie prezentuje dowodów na poparcie tej tezy, a mimo to sugeruje się wiele nowych i kosztownych wymogów administracyjnych dla przedsiębiorców. Każde nowe biurokratyczne obciążenie wprowadzone pochopnie, bez odpowiednich analiz i badań rynku, znacząco wpłynie na ceny i ograniczy konkurencyjność europejskich firm. W dobie kryzysu gospodarczego to fatalna perspektywa.

Centralistyczne podejście, zgodnie z którym nieświadomy konsument musi być prowadzony za rękę jak dziecko, a każdy produkt powinien być w zasadzie identyczny, przypomina rzeczywistość, którą w krajach realnego socjalizmu pamiętamy aż za dobrze. Mogę powiedzieć panu posłowi Cormandowi z czystym sumieniem, że ten model gospodarczy nie zadziałał wtedy i nie zadziała teraz.

Konsumenci dokonują wyborów świadomie, sami szukają produktów trwalszych i bardziej przyjaznych środowisku, o ile właśnie takie towary chcą kupić. Przedsiębiorcy także chcą być postrzegani jako bardziej odpowiedzialni i zrównoważeni. To, czy są wiarygodni, czy nie w tych staraniach, to także element rynkowej rywalizacji. Nie powinniśmy w nią ingerować zbyt mocno zakazami i nakazami, które dla wielu firm, zwłaszcza małych i średnich, będą kolejną barierą nie do pokonania.

Mam nadzieję, że Komisja wykaże się większą odpowiedzialnością niż sprawozdawca i oprze swoje propozycje legislacyjne na rzetelnych danych. Zamiast centralizmu i biurokracji potrzebujemy projektów pilotażowych, doradztwa, systemu zachęt dla przedsiębiorców i wiarygodnych informacji dla konsumentów.

  Anne-Sophie Pelletier, au nom du groupe GUE/NGL. – Monsieur le Président, Monsieur le Commissaire. Nous vivons tous sur la même et unique planète. Avoir une consommation responsable pour ménager des ressources limitées devrait être consensuel tant nous savons qu’il faut changer nos modes de production et de consommation. Je voudrais remercier David Cormand pour son rapport qui, en première écriture, était très ambitieux.

Alors même que la Commission veut se saisir de ce sujet, il est affligeant de voir comment certains groupes ont tout fait pour vider ce rapport de sa substance. Finalement, la doctrine de certains collègues, c’est: oui, il faut mettre du vert dans le marché, mais sans changer le marché. De nombreux citoyens européens ont pris la mesure de l’urgence et ici, dans ce Parlement, nous devons être à la hauteur. Nous ne pouvons plus nous permettre de saupoudrer du pacte vert, parce que ce serait à la mode. Non, nous devons relever ce défi avec les consommateurs et avec les entreprises en les accompagnant et en leur donnant des perspectives par des signaux politiques forts.

Un marché unique durable, c’est d’abord du bon sens en permettant un label obligatoire sur les produits indiquant, dès leur conception jusqu’à leur fin de vie, leur impact environnemental et social. Ensuite, c’est informer le consommateur et apporter de la transparence au marché et de la transparence naît la confiance. Permettre au consommateur de réparer son produit avec des pièces détachées disponibles et à un coût raisonnable, c’est là aussi du bon sens. Si demain réparer sa machine à laver coûte plus cher que d’en acheter une neuve avec les crises sanitaires que nous connaissons les consommateurs iront vers cette voie-là. Quand on parle de pouvoir d’achat, parlons d’obsolescence programmée. Un fléau. Je veux penser effectivement aux batteries qui tombent en rade après des mises à jour ou aux imprimantes. Pensons aux consommateurs. Vous pensez, chers collègues, que si nous défendons cette pratique, nous les défendons correctement?

Les grands défis que nous devons relever sont aussi ceux de dire qu’il ne doit pas y avoir d’un côté le marché et de l’autre, le consommateur. Je veux rappeler cette simple chose ici: nous ne demandons pas aux producteurs de changer la façon dont ils produisent, nous demandons la transparence sur comment ils produisent et la fin des pratiques les plus nocives pour l’environnement. Il ne s’agit donc pas d’opposer ici, producteurs et consommateurs, ce sont les mêmes. Et tous pâtissent de la course au moins-disant social et au moins-disant environnemental qu’un marché sans limites veut nous imposer.

Pour conclure, j’appelle la Commission dans sa nouvelle stratégie à d’abord être vigilante sur la publicité ciblée concernant les plus vulnérables, une consommation responsable n’est pas une consommation frivole. Ensuite, à se pencher sur l’industrie textile qui pollue à grandes enjambées et qui détruit ses invendus, jouant sur les effets de mode dont on connaît l’immédiateté. J’appelle la Commission à être vigilante sur la fin de vie des produits et de ne pas accepter une destruction quasi systématique des biens invendus, car comme le disait Lavoisier, rien ne se perd, rien ne se crée, tout se transforme. Alors, tâchons de rester au plus près de cette règle naturelle, par exemple en instaurant une règle verte qui serait de ne pas prélever à la planète plus qu’elle ne peut reconstituer en un an.

  Dorien Rookmaker (NI). – Mr President, as we have so many people on our planet, it is essential to adapt our ways of producing and consuming in order to tackle environmental issues. New technologies can enable this. Businesses should inform consumers correctly. Consumers have the means and are willing to share their views on consumer platforms.

This is the new digital way of effective and efficient supervision. However, this proposal is an example of the old way of working. To bring legal guarantees into line with the estimated lifetimes of products is unwise. A legal guarantee is a kind of insurance. If the duration goes up, the price will go up. A guarantee does not stimulate consumers to be careful with their products. It will lead to more legal procedures and higher consumer prices. It will probably be beneficial for large corporations while diminishing the smaller ones. It will have a negative effect on innovation. It is the responsibility of national governments to think of ways to discourage over-consumption, and I hope they will.

  Andreas Schwab (PPE). – Herr Präsident, liebe Kolleginnen und Kollegen, Herr Kommissar! Zunächst einmal glaube ich, dass wir uns hier tatsächlich alle einig sind, und darüber wollen wir auch nicht lange diskutieren. Wir wollen mehr Nachhaltigkeit im europäischen Binnenmarkt, gerade auch für Verbraucherprodukte, und wir wissen natürlich auch, dass wir diese Nachhaltigkeit durch politische und rechtliche Maßnahmen befördern können.

Als EVP haben wir uns aber von Anfang an gegen eine ganze Reihe von Vorschlägen ausgesprochen, weil sie dem marktbasierten Ansatz, den wir in Europa – einer Demokratie ohne Planwirtschaft – behalten wollen, widersprechen. Wir haben uns gegen Ausnahmeregelungen vom Recht des geistigen Eigentums ausgesprochen, wir haben uns gegen die Überlegung ausgesprochen, dass psychologische Obsoleszenz eingeführt werden soll, und wir haben uns auch gegen eine EU-Werbesteuer ausgesprochen: Wir glauben, zu Recht, weil marktwirtschaftliche Prinzipien – und die Redner vor mir haben es bereits angesprochen – dazu beitragen, dass der Anbieter im Wettbewerb gewinnt, der dem Verbraucher das beste Angebot macht, und es wird langfristig das nachhaltigste Angebot sein.

Ich möchte aber gerne zwei, drei Punkte ansprechen, die von Bedeutung sind, weil sie in dieser Legislaturperiode nicht neu erfunden werden müssen. Zunächst einmal brauchen wir eine gewisse Rechtssicherheit für die Hersteller von Verbraucherprodukten. Denn für mehr Nachhaltigkeit müssen wir ja auch die Hersteller mit an Bord halten, die vor allem eines brauchen, nämlich Rechtssicherheit und die damit einhergehende Planungssicherheit. Die Richtlinie über den Verkauf von Gütern haben wir ja erst in der letzten Legislaturperiode – der Herr Kommissar wird das genau vermerkt haben – neu verhandelt. Und wir haben uns gemeinsam auf eine Gewährleistungsfrist geeinigt, an die sich Unternehmen und Verbraucher halten und halten müssen und halten dürfen.

Zweitens brauchen wir Verlässlichkeit bei den Verbraucherinformationen. Die Verbraucher müssen die Informationen, die einem Produkt angeheftet werden, am Ende auch überschauen können, um nachhaltige Entscheidungen zu treffen. Die Vielzahl an Produktinformationen, die Verbrauchern schon heute zur Verfügung stehen, ist leider oft unübersichtlich. Nun eine weitere verpflichtende Verbraucherinformation auf Produkten abzudrucken, die letztlich nur die vermutete Lebensdauer eines Produkts enthält, bringt dem Verbraucher keinen Mehrwert.

Zum Schluss geht es um die sogenannte vorzeitige Obsoleszenz, also auf Deutsch, die begrenzte Haltbarkeit technischer Produkte. Natürlich ist sie nicht akzeptabel. Aber der Vorschlag, nun sogar eine nicht geplante, sondern vorzeitige Obsoleszenz als rechtswidrig einzustufen, bringt ebenso wenig, wie die Kollegen vorher bereits ausgeführt haben. Denn es gibt keine Möglichkeit abzusehen, wie lange genau ein Produkt halten wird – es hängt am Ende auch sehr stark vom Gebrauch ab.

Wir glauben deswegen, Herr Präsident, Herr Kommissar, dass die Kommission Verbesserungsvorschläge im Interesse der Verbraucherinnen und Verbraucher vorlegen sollte, aber bitte immer mit impact assessment und unter der Geltung marktwirtschaftlicher Aspekte.

  Christel Schaldemose (S&D). – Hr. formand! En stor tak til ordfører Cormand for en rigtig god betænkning. Lad mig slå det fast med det samme: Vi kommer ikke i mål med den grønne omstilling alene ved hjælp af, at vi laver bindende mål om CO2—reduktioner. Vi kommer kun i mål, hvis vi tør og har modet til at lave en omstilling af hele vores samfund. Og med denne betænkning kommer vi fra Udvalget om det Indre Marked med nogle helt konkrete bud på, hvordan vi kan sikre et mere grønt, og et mere bæredygtigt indre marked til gavn for både forbrugere og virksomheder og vores klode.

Målet er klart: Vi bliver nødt til at ændre den måde, vi producerer og forbruger på, ellers kan vi ikke beskytte vores klode. Vi har også brug for at sikre en måde til at få en bæredygtig økonomisk vækst. Det kræver, at vi får sat gang i den cirkulære økonomi, at vi får promoveret genbrugssektoren, og at vi sikrer, at regningen ikke efterlades hos dem, som i forvejen har mindst. Kort sagt: En bæredygtig grøn omstilling skal gå hånd i hånd med en retfærdig grøn omstilling, og derfor støtter jeg vores betænkning. Jeg synes, at den er god. Den lancerer en lang række initiativer, der ikke kun gør forbrugerne i stand til at tage del i den grønne omstilling, men også sikrer en effektiv forbrugerbeskyttelse undervejs.

Lad mig fremhæve et par af de initiativer, som jeg synes er rigtig vigtige:

Rigtig mange europæere vil gerne købe bæredygtigt, men de har ikke de nødvendige informationer til det, og derfor synes jeg, det er vigtigt, at vi lægger op til en mærkningsordning, som klart og tydeligt skal oplyse forbrugerne om et produkts forventede levetid. På den måde bliver det nemmere at købe mere holdbart.

For det andet skal forbrugerne også have ret til at få lettere adgang til at få repareret deres produkter. Et stort flertal af EU's borgere vil hellere have repareret deres produkter end udskifte dem. Derfor er det positivt, at vi også her lægger op til, eller at vi faktisk kræver en "right to repair", altså en rettighed til at få repareret sit produkt. Det skal gøre det både attraktivt og omkostningseffektivt at tilvælge reparation.

Og for det tredje skal vi have stoppet, at der er visse virksomheder, som vælger at bruge planlagt forældelse i deres produkter. Jeg synes, at produkter skal kunne holde så længe, de overhovedet kan, i stedet for at nogen vil have dem til at holde op med at du, før de egentligt er færdige.

Vi skal have ændret på det her, og derfor skal vi have forbudt planlagt forældelse. Vi har en masse initiativer i denne betænkning. Jeg ved også godt, at Rom ikke blev bygget på en dag. Vi løser ikke klimaproblemerne på en dag, men med denne betænkning giver vi en lang række gode bud på, hvordan vi kan gøre det, hvordan vi kan komme i gang med at sikre et grønt og bæredygtigt indre marked.

  Dita Charanzová (Renew). – Mr President, we all want to be more sustainable but this goal should not come at a cost to the European SMEs and the access of consumers to low-cost options and a wide choice of products.

As for labelling, consumers are already overwhelmed by the information. Adding just another list of strange symbols or other marks to packaging that means nothing to the average consumer will not help. Instead we should focus on controlling the voluntary labels and the green-washing which often misleads consumers to think something is more sustainable than it is. The problem is not too little information, but misinformation. If we must work on better sustainable labelling, let’s work on making the existing Eco-design Directive better, not just adding another number from 1 to 10 to every label without any context.

And let us remember that reparability doesn’t mean a better product. A product might be easy to repair, but if it breaks every week, how is that better than a non-repairable one that lasts forever? A poor quality product can be repairable. It might get a score of 10 for reparability but a D on energy consumption. This is misleading for consumers.

Mr President, there must be a cost-benefit analysis and impact assessment for any proposed measures. If the costs are higher, while the environmental benefits are low, we should seek other solutions. Instead this report seeks to throw everything at the wall and see what sticks. It is a pathway to over—regulation. This is the path to further weighing down our companies with red tape, and a pathway to higher prices for our consumers. In the middle of a crisis, where millions are out of work, instead of lifting burdens we as a Union want to create more. I cannot understand this approach. Let’s be more sustainable, but let’s not destroy the single market in the attempt to be so.

  Isabella Tovaglieri (ID). – Signor Presidente, onorevoli colleghi, un mercato unico europeo più sostenibile, con un minor consumo di risorse, una maggior durata dei prodotti e una tutela maggiore per i consumatori, è un obiettivo sicuramente meritorio e condivisibili, che tuttavia però deve fare i conti con la realtà. Una realtà dura, in cui la priorità è riuscire a sopravvivere alla catastrofe economica e sociale causata dalla pandemia, in un mondo sempre più competitivo e globalizzato.

Per questo noi crediamo in una transizione razionale anziché ideologica, progressiva e con obiettivi raggiungibili, agevolata da incentivi invece che penalizzata da nuovi oneri, ma soprattutto una transizione compatibile con la situazione che ci sta di fronte.

La plastic tax, ad esempio, rischia di far saltare interi comparti già sull'orlo del collasso: non solo questa tassa penalizza le imprese ma non tutela neppure l'ambiente e i consumatori, visto che il fabbisogno di plastica verrà comunque soddisfatto da beni provenienti da paesi extra-UE, che sono i principali produttori sia di gas serra sia di plastiche potenzialmente pericolose per la salute umana.

Tra le nobili parole e le politiche messe in campo dall'Europa c'è una stridente contraddizione: a parole Bruxelles vuol far ripartire l'economia e i consumi, ma impone modelli produttivi che minacciano le aziende e rischiano di far pagare ai lavoratori il prezzo di questa transizione; sostiene di voler difendere il commercio al dettaglio, ma al tempo stesso spinge per l'economia digitale, senza peraltro garantire tra i due mondi competizione ad armi pari.

L'Europa dice di sostenere le produzioni locali e il diritto dei consumatori a un'informazione trasparente, ma poi introduce etichettature fuorvianti come il Nutri-Score, invece che legiferare sulla tracciabilità, penalizzando così intere produzioni senza tutelare davvero la salute dei cittadini. Incoraggia anche la filiera corta negli appalti pubblici, ma non offre agli imprenditori certezze normative sui requisiti ambientali necessari per partecipare alle gare.

Bruxelles sollecita maggiori scambi nel mercato unico ma poi non investe sulle infrastrutture strategiche, come gli aeroporti, e taglia i finanziamenti a chi vuole ampliare e potenziare le attività cargo.

L'Europa, infine, promuove una mobilità a basso impatto ma dovrebbe sapere che l'auto elettrica, e in generale tutti i prodotti più ecologici e durevoli, non sono alla portata della maggioranza delle persone, specialmente adesso che si lotta per l'indispensabile.

In quest'Aula si possono dire molte belle parole astratte sulla sostenibilità, ma fuori di qui ci sono nazioni in affanno, dove aziende, lavoratori e famiglie si preoccupano per il futuro più immediato, ancor prima che per gli obiettivi climatici del 2050.

Se vogliamo davvero realizzare un mercato unico sostenibile e rispettoso dei diritti dei cittadini, dobbiamo promuoverlo con iniziative coerenti e praticabili, confrontandoci non con i dogmi e le utopie ma con la drammatica realtà che stiamo vivendo oggi.

  Kim Van Sparrentak (Verts/ALE). – Mr President, in the fight against climate change and environmental degradation we need everyone, and therefore I welcome the initiatives announced by the Commission in the New Consumer Agenda on establishing the right to repair, limiting premature obsolescence and empowering the consumer for the green transition.

But a truly sustainable single market should not only empower consumers, but also businesses for the green transition. We can support them by providing a regulatory framework that sets a clear direction towards climate neutrality, circularity and energy efficiency. A strong internal market shouldn’t be a place where the one best fooling consumers and externalising costs prevails.

Clear rules will help create an investment climate where businesses that bring sustainable alternatives to the market are rewarded, instead of being confronted with competitors that are misleading consumers with false green claims or are bringing products to the market that break shortly past the warranty deadline. Consumers need to be given correct information on the lifetime and reparability of products. Voluntary commitments have been tried and have not delivered.

Let’s take the next step and make this labelling mandatory. This will help to counter all the vague and false green claims that are thrown at consumers, and businesses with the intention of bringing durable and quality products to the markets will be grateful. Too many broken products with valuable raw materials inside of them end up in drawers. We need to be serious about tackling premature obsolescence. Providing evidence that a practice has the sole intent to shorten the lifetime of a product will be extremely difficult and will pave the way for producers to just come up with excuses. Let’s add premature obsolescence to the list of unfair trading practices.

I call on you, all of you, my colleagues here today, to vote in favour of our amendments on mandatory labelling and planned obsolescence and not to water down the report, but to vote for a sustainable single market in line with our planetary boundaries.

  Eugen Jurzyca (ECR). – Vážený pán predsedajúci, dlhodobo považujem celkový úžitok spotrebiteľa za hlavný cieľ pri jeho ochrane aj pri tvorbe pravidiel na trhu. Úžitok spotrebiteľa zahŕňa, samozrejme, aj vplyv na životné prostredie. 

To znamená, že by sme nemali robiť zelené opatrenia bez toho, aby sme poznali ich celkový dosah. Bez dát a analýz sa nám ľahko môže stať, že efekt bude úplne opačný. Mali by sme sa poučiť z prípadov podpory biomasy alebo repky olejnej. 

Odborníci v štúdii pre výbor IMCO hovoria, že navrhované povinné predlžovanie životnosti produktov môže mať aj negatíva, a odporúčajú preto mäkkú reguláciu, teda napríklad zlepšenie informovanosti spotrebiteľov o tom, aká je očakávaná životnosť alebo opraviteľnosť výrobkov. S týmto súhlasím aj ja. 

Táto správa však navrhuje to, čo odborníci v danej štúdii vo všeobecnosti neodporúčajú, teda tvrdú reguláciu. Keďže opatrenia odporúčané v tomto návrhu nie sú podporené dôkazmi a analýzami, práve naopak, nemôžem toto znenie podporiť.

  Tomislav Sokol (PPE). – Poštovani predsjedavajući, istraživanje Europske komisije pokazalo je da su potrošači skloni popravljanju proizvoda.

Njih 77 % radije bi popravilo nego zamijenilo neispravan proizvod. Potrošači koji se odlučuju ne popravljati proizvod uglavnom to čine zbog nedostatka informacija o trajnosti i popravljivosti proizvoda. Očito je, dakle, da moramo poraditi na boljem informiranju potrošača. Prilikom kupnje, potrošači moraju biti informirani o pojedinostima proizvoda, a to uključuje, između ostalog, informacije o dostupnosti zamjenskih dijelova i mogućnostima popravaka proizvoda.

Iako istraživanje Europske komisije iz 2018. navodi da 64 % potrošača popravlja svoje proizvode, Eurobarometar o okolišu navodi drukčije podatke. Prema tom istraživanju, objavljenom u ožujku ove godine, u Europskoj uniji samo 32 % ispitanika je izjavilo da popravlja proizvod. Ovo je zabrinjavajući podatak koji pokazuje tendenciju gubitka interesa potrošača za popravak proizvoda. Spomenuti podatak obvezuje nas da uložimo dodatne napore kako bismo uspostavili pravo na popravak proizvoda i jamčili našim potrošačima da će moći izvršiti popravak proizvoda na brz, efikasan i cjenovno pristupačan način.

Kada govorimo o zaštiti potrošača, u kontekstu održivog jedinstvenog tržišta, također pozornost treba posvetiti i pitanju ranog zastarijevanja proizvoda. Pri tome, naravno, namjerno osmišljavanje i ugrađivanje mehanizama u proizvode kako bi im se skratio vijek trajanja za nas je neprihvatljiv. Međutim, ono što bih naglasio, je da nam ovdje ne treba ideološka rasprava, ne trebaju nam stvari koje se zasnivaju na pojedinim ekstremističkim pozicijama nego trebamo donositi odluke kao europarlamentarci, zasnovane na činjenicama i konkretnim podacima i informacijama. Pri tome je posebna odgovornosti svih nas za vođenje takve javne rasprave.

Također bih svakako pri tome istaknuo da treba pri tome uzimati u obzir, uz sve mjere koje poduzimamo za zaštitu potrošača, i posljedice koje će takve mjere imati za jedinstveno tržište. Povelja Europske unije o temeljnim pravima jasno navodi da politike Europske unije osiguravaju visoku razinu zaštite potrošača.

Vrijeme je, stoga, da postizanje održivog jedinstvenog tržišta iskoristimo kao priliku za jačanje prava naših potrošača, u suradnji s poduzetnicima na zajedničkom tržištu.

  Evelyne Gebhardt (S&D). – Herr Präsident! Ich hatte mal einen Drucker, der war gerade einmal zweieinhalb Jahre alt und hat das Papier nicht mehr eingezogen. Ich habe dann nachgeschaut und gesehen, ein kleines Plastikrädchen war kaputtgegangen. Ich wollte es reparieren lassen, das ging aber nicht, weil das Gehäuse fest verschweißt war, und auch wenn es aufgegangen wäre, hätte ich es nicht reparieren können, weil es kein Ersatzteil gegeben hätte.

Solche Geschichten hören wir zu Tausenden, immer wieder, von Bürgern und Bürgerinnen. Deswegen sagen wir ganz klar: Das kann so nicht weitergehen; Nachhaltigkeit sieht ganz anders aus. Nachhaltigkeit sieht so aus, dass man auch wirklich ein Recht auf Reparatur hat, dass man nicht gezwungen wird, etwas, das ansonsten eigentlich gute Qualität ist, wegzuschmeißen und etwas Neues zu kaufen.

Wir wollen die Ressourcen dieser Welt schützen, wir wollen dafür sorgen, dass weniger Abfall erzeugt wird. Außerdem – und das ist auch sehr betrüblich – müssen wir endlich einmal damit aufhören, dass viele der Produkte, die eingekauft, zurückgeschickt oder nicht verkauft werden, in den großen Plattformen schlicht und einfach vernichtet werden. Warum sie vernichtet werden? Weil es billiger ist, sie zu vernichten, als sie wieder an den Hersteller zurückzuschicken.

Das kann es auch nicht sein. Wir müssen dafür sorgen, dass Information und gute Qualität wieder in den Vordergrund gerückt wird.

  Svenja Hahn (Renew). – Herr Präsident! Die EU steht vor der Aufgabe, die Idee des europäischen Grünen Deals in konkrete Politik umzusetzen. Der Binnenmarkt mit seinen vielen kleinen und großen Unternehmen und 450 Millionen Menschen ist dabei der Hebel, denn wir müssen heute Politik gestalten für eine ökologisch und ökonomisch verantwortungsbewusste Zukunft.

Aber dieser Bericht ist nicht der Weg in diese Zukunft. Dieser Bericht atmet einen unglaublichen bürokratischen und protektionistischen Geist. Es ist einfach unrealistisch, ganz enge Vorschriften zu machen und gleichzeitig zu wollen, dass Innovation natürlich nicht beschränkt werden darf.

Das passt doch nicht zusammen: Fortschritt braucht Freiheit. Daher kann ich diesem Bericht nicht zustimmen. Es ist eine Ansammlung von Überregulierung und weit entfernt von einem marktwirtschaftlichen Ansatz und würde in seiner Konsequenz enorm hohe Kosten für VerbraucherInnen und besonders für kleine Unternehmen bedeuten.

Der Gedanke Mensch gegen Wirtschaft ist fundamental falsch. Wir alle sind Wirtschaft. Wir alle sind der Binnenmarkt, und gemeinsam können wir Verantwortung übernehmen für eine verantwortungsbewusste Zukunft, Verantwortung für intakte ökonomische und ökologische Lebensgrundlagen für unsere und kommende Generationen. Ich wünsche mir einen Binnenmarkt, der weiterhin Wohlstand ermöglicht, der allen EU-BürgerInnen Chancen ermöglicht, der ein Leuchtfeuer über Europa hinaus ist – was man mit Demokratie und Zusammenarbeit alles erreichen kann.

Der Weg in diese Zukunft ist die soziale Marktwirtschaft. Statt Wirtschaftswachstum zu verteufeln sollten wir sehen, wie wir denn neues, nachhaltigeres Wachstum schaffen können. Zum Beispiel durch Kreislaufwirtschaften: Wachstum immer mehr vom Ressourcenverbrauch entkoppeln. Es ist die Marktwirtschaft, die neue Chancen schafft.

Daher lasst uns endlich das Potenzial unseres Binnenmarktes voll ausschöpfen! Schaffen wir einheitliche Wettbewerbsverhältnisse! Reißen wir Hürden des Protektionismus ein! Setzen wir auf die Verantwortung der BürgerInnen! Setzen wir auf Information und Transparenz und machen wir Verbraucherschutz europäischer! Und besonders: Schaffen wir endlich eine echte Digital-Union! Unterstützen wir Forschung! Ermöglichen wir Nachhaltigkeit durch Innovation!

Der Binnenmarkt ist das Herzstück der Europäischen Union. Statt ihn mit Bürokratie und Verboten zu lähmen, lasst uns endlich sein ganzes Potenzial entfesseln.

  Angelo Ciocca (ID). – Signor Presidente, onorevoli colleghi, cosa dire? Cosa serve in questo momento ai consumatori italiani, ai consumatori europei, lo era già prima della pandemia, prima di questa emergenza, lo è ancora di più oggi. Serve poter comprare i propri bisogni, le proprie necessità, e poterli comprare a chilometro zero, poterli comprare a qualità misurata, cioè poter vedere cosa si compra.

Purtroppo però le politiche europee e anche le politiche previste da questo provvedimento, che l'Europa intende portare avanti, guardano agli interessi del mondo globalizzato e non agli interessi veri e ai bisogni veri del consumatore, che vorrebbe comprare al giusto costo ma prodotti del nostro territorio.

Oggi anche questa pandemia, invece, ahimè, porta i nostri produttori a grandi difficoltà, porti i nostri consumatori in grandi difficoltà e chi ne fa vantaggio sono coloro che, da un lato, sono complici di questa pandemia – pensiamo ai cinesi, ai prodotti cinesi che in questo momento stanno rubando altre fette di mercato – e, dall'altro lato, i grandi colossi che non pagano le tasse né in Europa né in Italia.

Allora fuori da questi palazzi, anche fuori dal palazzo di Milano, la gente ti chiede: perché l'Europa non reagisce? Perché l'Europa non trova la formula per far pagare le tasse realmente a questi colossi, che oggi sfruttano il mercato europeo e il mercato italiano a discapito dei nostri produttori? Perché l'Europa non ci tutela nel vendere in Europa e vendere in Italia prodotti di analoga qualità? Pensate al riso cambogiano, alle arance del Marocco, all'olio tunisino, prodotti che arrivano sulle nostre tavole. Perché l'Europa, che doveva essere lo strumento per vincere contro gli altri continenti, oggi ci ha portato in situazioni peggiori rispetto a quando l'Italia era sola?

Il continente europeo doveva vincere la sfida contro l'America, doveva vincere la sfida contro la Cina, doveva vincere la sfida contro la Russia e contro gli altri colossi. Oggi, invece, l'Europa ha portato i Paesi membri e l'Italia, i produttori e i consumatori, a inginocchiarsi a questa continua invasione di prodotti di scarsa qualità e ad altissimo costo per i nostri contribuenti. Oggi dobbiamo, per poter consumare e per poter dare la possibilità di consumare, offrire dei posti di lavoro in Italia e in Europa.

Dobbiamo alzare le nostre produzioni e per fare questo ci vuole uno strumento: la riduzione della pressione fiscale. L'Europa non può agire nell'aumento della pressione fiscale ma deve agire nella riduzione. Una cosa che abbiamo già detto qualche settimana fa e la ribadisco: l'Europa rinunci all'IVA che ogni giorno prende dalle tasche dei cittadini italiani. Sono 2 miliardi di euro. Se quei 2 miliardi di euro riuscissero a restare nelle tasche dei cittadini italiani per comprare il prodotto italiano, per comprare il prodotto europeo, oggi creeremmo indotto.

Tassare, ad esempio, i prodotti cinesi che arrivano a far concorrenza sleale sul nostro territorio è un altro strumento estremamente importante. Invito la Commissione e invito il Parlamento a riflettere su queste proposte.

  Beata Mazurek (ECR). – Panie Przewodniczący! Spośród wielu istotnych kwestii dla zapewnienia funkcjonowania zrównoważonego rynku najbardziej kluczową wydaje się kwestia bezpieczeństwa dla konsumentów. W następstwie pandemii, która skutecznie zakłóciła funkcjonowanie rynku, potrzeba jest wdrożenia mechanizmów, dzięki którym konsumenci będą mieli pewność, że kupują bezpieczne oraz dostępne produkty i usługi, wspierając przy tym uczciwie działających przedsiębiorców. Konsumenci, niezależnie od tego, gdzie znajdują się w Unii Europejskiej, powinni mieć możliwość skutecznego dochodzenia praw przysługujących im względem przedsiębiorców, tak jak przedsiębiorcy są uprawnieni do sprzedawania swoich produktów i oferowania swoich usług wszystkim konsumentom na jednolitym rynku.

Musimy zastanowić się nad zmianą sposobu produkcji i konsumpcji w Europie. Produkty powinny być bardziej zrównoważone, bardziej przyjazne środowisku, o dłuższej trwałości i możliwości naprawy. Bez wątpienia głównym celem, który stoi przed nami, jest znalezienie rozwiązania, w jaki sposób zachęcać konsumentów do zrównoważonej konsumpcji, a producentów do przechodzenia na zieloną gospodarkę. W tym kontekście musimy zastanowić się, czy nakładanie obowiązkowych obciążeń i certyfikatów na europejskie przedsiębiorstwa, a przez to przerzucenie nieuniknionych dodatkowych kosztów na konsumentów, jest tu rozwiązaniem. Działania, które mają wesprzeć i zabezpieczyć konsumentów, nie mogą doprowadzić do zawężenia ich wyborów. Musimy szczególnie zwracać na to uwagę, by zachować tę istotną proporcje.

  Edina Tóth (PPE). – Számos európai jelentés és a tagállamokban elvégzett jogalkotási munka rámutatott, mennyire fontos foglalkozni a termékek élettartamával, a termékek gyorsuló cseréjének problémájával. A most vitatott jelentés célja üdvözlendő, azonban az előadó egyes javaslatai mindenképpen finomhangolásra szorulnak. Úgy vélem ugyanis, hogy a termékek élettartama igazából egymástól független érdekelt felek együttesétől függ: a gyártóktól, a szállítóktól, a forgalmazóktól, a fogyasztóktól, sőt, a tagállamoktól is. Nem szabad figyelmen kívül hagynunk tehát azt, hogy a termékek élettartama meghosszabbításának olyan gazdasági modell kialakulásához kell hozzájárulnia, amelynek alapját a fogyasztók és az ipar szükségletei, illetve a környezetvédelmi szükségszerűségek közötti egyensúly képezi. A fogyasztók nem csak az áruk csekély tartóssága miatt elégedetlenkednek, hanem azért is, hogy nem lehet őket megjavítani. Valóban, igen sok meghibásodott készülék nem kerül javításra. A javítási ágazat támogatása azonban inkább munkahelyeket teremthetne, valamint jelentősen csökkenthetné a hulladéktermelést és a környezetszennyezést, továbbá érezhetően javítaná a fogyasztók vásárlóerejét és kereskedelmi előnyt jelenthetne az európai vállalkozások számára. Ezért is fontos, hogy átgondoltan cselekedjünk, és ne csak kizárólagosan az irracionális érvek, hanem a realitások mentén, kellő egyensúllyal kezeljük e fontos kérdést.

Jelenleg a negyedik ipari forradalom szemtanúi vagyunk, amelyet gőzgép helyett a digitalizáció és felfoghatatlan mennyiségű adat üzemeltet. Míg az első ipari forradalom megismertette a világot a hulladék jelenségével, a mostani negyediknek azonban megvan az esélye arra, hogy megszüntesse, de legalábbis nagymértékben csökkentse azt. Az Uniónak ezért támogatnia kell a körforgásos üzleti modelleket, hiszen ami az egyik iparág hulladéka, az lehet, hogy egy másik iparág alapanyaga lesz. Elképzelhető, hogy egy-egy vállalat hulladékait, melléktermékeit a saját értéklánc láncában már nem tudja visszaépíteni, viszont minimális változtatások mellett, azokat más iparágak vállalatai fel tudják venni. Biztos vagyok abban, hogy a termelési, értékesítési és fogyasztási módoknak a termékek élettartamának meghosszabbítását célzó újragondolásával, olyan körülmények alakíthatók ki, amelyek kedvezhetnek az európai piaci tevékenységek fellendülésének.

Il-valur tas-sostenibilità għandu jissaħħaħ minn kull aspett fil-katina tal-provvista sabiex nassiguraw prodotti u servizzi durabbli - durabbli mhux biss fil-prodott finali, iżda fl-istadji kollha tal-manifattura, anke f'dak tal-estrazzjoni tal-materja prima.

L-attitudni u l-għażliet tal-konsumaturi għandhom rwol kruċjali. Suq komuni sostenibbli għandu jkun wieħed affordabbli. It-tiswijiet tal-prodotti għandhom ikunu abbażi ta' prezz realistiku, u għaldaqstant alternattiva li, finanzjarjament, tkun tagħmel sens.

Irridu nagħtu l-għodod u l-gwida neċessarji lill-konsumaturi meta jagħmlu l-għażliet tagħhom, fost oħrajn:

1. Billi nabolixxu prattiċi illi l-għan tagħhom ikun biss dak illi jqassru l-ħajja tal-prodotti b'metodi tal-manifattura illi jkunu intiżi biss biex il-prodott jintrema wara ftit taż-żmien.

2. Aġġornamenti regolari tas-softwares tal-prodotti diġitali sabiex dawn ikunu jistgħu jibqgħu jintużaw f'dinja fejn l-avvanzi f'dan il-qasam huma mgħaġġlin ħafna.

3. Informazzjoni fl-ippakkeġġjar dwar id-durabilità u t-tiswija illi għandha tinkludi wkoll l-aċċess u l-prezzijiet tal-ispare parts. Sabiex isiru l-aqwa għażliet, il-konsumaturi għandu jkollhom informazzjoni sħiħa.

4. Hemm bżonn ukoll ta' standards komuni, u hawnhekk qed nirreferi għal ċarġer komuni Ewropew. Ilna għaxar snin sħaħ niddiskutu fuq ċarġer Ewropew għat-telefons ċellulari u prodotti elettroniċi żgħar.
