The Barcelona Declaration set the goal to create an area of peace and shared prosperity around the Mediterranean. The Barcelona Process is 25 years old. What have we achieved and what are the remaining challenges and our priorities for the future?Well, I don’t want to be gloomy today, but I have to say that the situation in our southern neighbourhood has in some aspects worsened. We haven’t achieved some of our objectives, and the challenges have been growing faster than our collective response to them. Let’s face reality. The challenges have been growing faster than our capacity to respond to them. In defining our response, we are not starting from scratch. We have a vast array of political dialogues and grassroots work undertaken over the last 25 years with the Parliamentary Assembly of the Mediterranean, which you are now chairing. It was created during my mandate as President of this House and is an extremely valuable institutional framework, but we have to seize the new opportunities, the need to build more resilience and to fight the pandemic, and to increase trade and boost development. We had a ministerial meeting with our southern neighbours in Barcelona last November and this discussion gave us some ideas that I would like to convey to you.First, we need to have an inclusive approach as we develop greater economic autonomy. Some prefer to say sovereignty. I don’t mind what it is, but it needs to be more engaging on climate change and digitalisation. We use these two words so much that we are going to lose them. Second, we need an investment plan, building on the success of the External Investment Plan, but the needs are so big that we cannot expect to fulfil all of them with public money. We need private engagement to create jobs, especially for youth. We should answer the calls of these countries. It’s time to act. We need to speak with one voice. Often we don’t do that and we pay the price of our divisions. I want to stress the need to focus our help on their youth. They need a peaceful and prosperous future. The demographic trends show them becoming younger and younger at the same time that we are becoming older and older, and this is going to create a gap that will push migration. The only way of facing that is to boost development at the same pace. But we don’t have adequate funding. We must admit that we don’t have enough resources from the national budgets. We absolutely need to develop private investment. Finally, most of the regions cannot be addressed only bilaterally. They have to increase their regional and subregional cooperation. Only 5% of the trade among the countries of North Africa is trade among themselves. They don’t trade among themselves. At the same time, the gap in revenue per head is increasing. I think it’s now ten times higher in the north than in the south. If you compare both trends – the trends on revenue per head and the trend on demography – it is clear that we are going to create a big incentive for migration that, I repeat, can only be faced by increasing massively investment in the region.Then there is more bad news. The price of oil has been decreasing, and for some countries which depend a lot on oil exports this has created a big structural deficit on their public accounts. If it is just a matter of the conjuncture – a couple of years – they can resist, but if it becomes a structural issue and the price of oil remains low for a long period of time then the economic situation will be unsustainable. This is one of the consequences of the big shift that climate change policies will create on the wealth of nations. The stock of oil is a wealth that depends on its price, and its price depends on demand, and demand depends on the climate policy that we are going to follow. So we have to be ready to help diversify the economies of some of these countries and so they are not strongly dependent on oil exports, as is the case for some of them. In any case, we have to be more committed to our partnership with the Mediterranean. It has to be stronger than ever because it is needed more than ever and, 25 years after the Barcelona Declaration, in Barcelona in November, all the states from the northern and the southern Mediterranean represented there reaffirmed this commitment. I am sure it will have the help and the support of the European Parliament. This anniversary also comes at a time of great disruption for the region, compounded by the unprecedented global health crisis with severe economic and social impacts.The COVID—19 pandemic is a stark reminder of the need for tangible and coordinated cooperation across both shores of the Mediterranean. In this context, it’s crucial to relaunch and strengthen strategic relationships with the Southern Neighbourhood countries. We are looking forward to the joint communication on the renewed partnership for the Southern Neighbourhood. Y no me refiero a Turquía; me refiero a Marruecos, que, en los últimos años, se ha arrogado la soberanía sobre aguas españolas en Canarias y ha estrechado el cerco sobre Ceuta y sobre Melilla. El primer condicionante de toda política exterior es la geografía. Por ello, Europa no puede permitirse ignorar la orilla sur del Mediterráneo. Necesitamos seguir trabajando en una política euromediterránea que solucione los problemas comunes. Pero ¿cómo vamos a avanzar la buena gobernanza, los derechos humanos en la región, cuando fallan en nuestra relación los cimientos de respeto a la soberanía y la integridad territorial de un Estado miembro, como es España? Por ello, señor Borrell, le pregunto: ¿qué va a hacer usted por asegurar que el respeto marroquí a la soberanía española sea una prioridad para la Unión Europea y una condición inexcusable de nuestras relaciones?ITAnna Bonfrisco, a nome del gruppo ID. – Signor Presidente, onorevoli colleghi, grazie Alto rappresentante presentante per la sua dichiarazione introduttiva, oggi celebriamo un'altra tappa storica dell'Europa per il Mediterraneo, fatta di luci e di ombre, signor Borrell. Come Lei pensa a Barcellona, sede dell'Unione per il Mediterraneo, io penso ai trattati di Roma del 1957, considerati l'atto di nascita della famiglia europea e penso quindi a quel filo rosso che unisce Roma e Barcellona come capitali d'Europa e del Mediterraneo. Insieme quindi vogliamo pianificare un futuro più sostenibile e giusto, lungo le strade del rispetto dell'ambiente, dello sviluppo, della cultura, della modernità e tutto ciò dobbiamo poterlo fare lavorando sul rafforzamento della governance economica e capace di attrarre importanti investimenti privati, ma ci sono anche le ombre, signor Borrell. Chiediamo che in modo sincrono, azioni comuni contro la tratta di esseri umani si possano sviluppare contro la criminalità organizzata, il terrorismo e l'immigrazione irregolare, sia dalle aree di origine che di transito, perché il perdurare di queste tendenze impedirà sempre alla regione di progredire e costringerà i cittadini europei a pagare un prezzo troppo alto. E prima ancora viene la dignità umana che noi troviamo all'inizio e alla fine di ogni vita di ogni singolo individuo. E tuttavia molti paesi di quest'area non sono così inclini a rispettare in nome della ragione di Stato la dignità umana. Questo è l'appello più importante che noi possiamo fare oggi mentre celebriamo Barcellona, rinviando a un futuro dove insieme saremo protagonisti del rispetto, delle libertà e della dignità umana. Un peu d’aide, beaucoup de discours lénifiants, et surtout un accommodement avec une dérive autoritaire généralisée et une absence diplomatique flagrante. Certes, l’Union européenne ne peut pas être tenue responsable du tragique échec des élans démocratiques, mais elle aurait dû faire sa part pour parler aux peuples et les soutenir.Monsieur le Haut représentant, osez rêver avec moi d’une politique Euromed à la hauteur des aspirations actuelles de nos voisins et des défis de demain. Je rêve pour nos deux rives d’un grand plan qui mettrait le social, la culture, l’environnement et les valeurs en son cœur, qui viserait les jeunes et les peuples plutôt que les élites usées et délégitimées, qui ferait de notre Méditerranée une mer d’échange et d’espoir plutôt qu’un cimetière des migrants et de leurs rêves.Enfin, mettons nos diplomates au service d’une contribution décisive de l’Union aux conflits honteusement prolongés, en Palestine comme au Sahara occidental.ESHermann Tertsch, en nombre del Grupo ECR. – Señor presidente, señor Borrell, muchas gracias; en realidad, tiene usted razón en este caso. Casi todo está peor ahora mismo que en el año 1995. Hace veinticinco años la democracia tenía un enorme prestigio, acababa de pasar el año 1989, se había reunificado Europa, habían caído regímenes comunistas, y realmente creíamos que la democracia iba a avanzar también hacia otras zonas. Hoy en día sabemos que esto no ha sido así. Hemos visto que la debilidad, y en gran parte el mensaje de debilidad que Europa ha dado, ha sido uno de los factores que ha llevado a esta desestabilización que ha habido en amplias regiones del Mediterráneo, y que tanto nos afecta. No solo la explosión demográfica, no solo esta inmigración ilegal masiva que se está produciendo y que puede desestabilizarnos y que utilizan otros poderes contra nosotros, como es el caso de Turquía. Hemos visto un deterioro de las relaciones con muchos países. Hemos visto a Irán, que es una amenaza, asomándose al Mediterráneo a través de Siria. Es decir, estamos mucho mucho peor que en el año 1995. ESManu Pineda, en nombre del Grupo GUE/NGL. – Señor presidente, señor Borrell, se cumplen veinticinco años del Proceso de Barcelona y debemos analizar en qué ha cambiado la situación en el Mediterráneo. Sin duda, para las multinacionales, para aquellos que se benefician de la vulneración de derechos, la explotación y la esclavitud, ha sido un éxito, pero me pregunto qué avances ha habido en materia de derechos humanos, paz y estabilidad, que era el objetivo. Usted ha reconocido, en su intervención inicial, que los avances no han sido lo que se esperaba. Yo me quiero centrar en tres ejemplos —podrían ser muchos más, pero no tengo tiempo—. Israel, socio privilegiado de la Unión Europea, recibe, gracias al Proceso de Barcelona, más de 170 millones de euros al año que ayudan a perpetuar la ocupación de Palestina, financiando, por ejemplo, la investigación militar. Este año se ha batido el récord de nuevos asentamientos ilegales y su respuesta ha sido intentar reactivar el Consejo de Asociación —curiosa forma de castigar a quien vulnera a diario el Derecho internacional—. Libia tenía el mayor índice de desarrollo humano en África, según las Naciones Unidas, hasta que la OTAN, con nuestra ayuda, destruyó el país para quedarse con sus recursos. Hoy la guerra sigue activa y, con la excusa del control migratorio, la política comunitaria se basa en financiar a milicias armadas que crean campos de concentración de migrantes y mercados de esclavos.Por último, Marruecos, otro de nuestros socios preferentes, sigue consolidando por la vía de los hechos la ocupación del Sáhara Occidental y el expolio de sus recursos naturales. La Unión Europea legitima estas políticas y se beneficia de ellas con acuerdos comerciales. El Proceso de Barcelona ha sido un gran negocio para muchas multinacionales y para algunos Gobiernos. En nuestras manos está, señor Borrell, dar una prioridad real a los derechos humanos y convertirlos en el eje central de nuestra política exterior, y no dejarlos en un bonito párrafo. FRCarles Puigdemont i Casamajó (NI). – Monsieur le Président, señor Borrell, la déclaration de Barcelone est le résultat d’une vision et d’un engagement clairs pour l’avenir de toute la région euroméditerranéenne. Vingt-cinq ans plus tard, vous l’avez dit, les attentes sont loin d’être satisfaites. Nous accusons un retard sur certaines questions cruciales et, à quelques exceptions près, la régression est dramatique. La Méditerranée est devenue un grand charnier où se perdent les espoirs de milliers d’êtres humains, et non la référence de paix, de stabilité et de prospérité partagée que nous avions conçue et que nous avions promise. Cet échec est aussi notre responsabilité, peut-être parce qu’aujourd’hui l’Europe n’a pas l’autorité morale qu’elle avait il y a 25 ans, mais aussi par ses paradoxes. Barcelone, la capitale de la Catalogne, qui donne son nom à la déclaration, est depuis trois ans le théâtre de la répression la plus féroce qu’un État de l’Union européenne ait infligée à des millions de citoyens qui voulaient simplement voter. Et lorsque l’Union européenne se tait sur ces abus, sa voix ne peut pas avoir la force qu’elle devrait avoir face à la menace pesant sur la liberté dans la région.ESFrancisco José Millán Mon (PPE). – Señor presidente, señor Borrell, el Proceso de Barcelona fue una ambiciosa iniciativa, cuyos objetivos desgraciadamente no se han alcanzado todavía. Pero mucho ha cambiado desde 1995. Los Estados concernidos son más numerosos y más heterogéneos y la situación en el Mediterráneo es más compleja por diversos factores: crisis económicas, auge del terrorismo islamista, nacimiento de la Unión por el Mediterráneo por debajo de las expectativas creadas, la llamada Primavera Árabe, la grave situación en Siria y en Libia, la crisis de los refugiados y la migración irregular, en fin, el nacionalismo desafiante de Turquía. Y mientras, en la Europa del Brexit aumentan los populismos anacrónicos y los nacionalismos radicales, como acabamos de oír. Pero la Unión Europea tiene que dar prioridad al Mediterráneo y a sus múltiples retos. Es imprescindible reforzar el diálogo con nuestros vecinos del sur y relanzar la idea de un espacio de librecambio euromediterráneo, que era el gran objetivo económico del Proceso de Barcelona para la modernización económica y social de la ribera sur. Espero que la próxima comunicación conjunta —creo que para esta primavera— de la Comisión y del Servicio Europeo de Acción Exterior sea realmente ambiciosa y tenga en cuenta que la estabilidad y la prosperidad en el Mediterráneo son realmente esenciales para Europa.ITPierfrancesco Majorino (S&D). – Signor Presidente, onorevoli colleghi, il venticinquesimo anniversario del processo di Barcellona è l'occasione per riflettere sui risultati ottenuti, sulle grandi difficoltà incontrate e sullo stato attuale di quel processo che voleva rendere il Mediterraneo uno spazio comune di pace, stabilità, prosperità, attraverso strumenti del dialogo, della cooperazione e dell'incontro sociale e culturale. Purtroppo oggi, venticinque anni dopo, dobbiamo dire che invece di guardare a quell'area – il Mediterraneo – e immaginarla come un luogo su cui costruire ponti e sviluppo, l'abbiamo vista come una fonte di problemi spesso da nascondere come polvere sotto il tappeto e i risultati purtroppo sono sotto gli occhi di tutti. Non ci dobbiamo accontentare, per questo credo sia necessario ripartire dalle ambiziose aspettative di venticinque anni fa e ridare al Mediterraneo la centralità che merita. È lì che si giocano le sfide sulla pace, sulla sicurezza, sulla lotta al terrorismo, per il rispetto dei diritti, per la tutela dell'ambiente, per una gestione positiva e veramente solidale dell'immigrazione. FRNathalie Loiseau (Renew). – Monsieur le Président, cher Josep Borrell, il y a 25 ans, le processus de Barcelone fixait des ambitions élevées au partenariat euroméditerranéen. Vingt-cinq ans plus tard, son anniversaire se tient dans une relative discrétion. Pourtant, les efforts ont été accomplis, des projets menés à bien. Mais la situation actuelle appelle à la fois à la modestie et à une détermination renforcée. À la modestie, car notre mer commune est traversée par les crises. L’enthousiasme des printemps arabes est souvent retombé, les droits humains sont trop fréquemment bafoués, la place des femmes insuffisamment reconnue. La tragédie syrienne, la crise libyenne, les tensions au Liban et en Méditerranée orientale se déroulent à quelques encablures de l’Europe. Nous devons faire plus et faire mieux. Les crises au sud de la Méditerranée ont toutes des conséquences en Europe. Nous avons profondément intérêt à plus de démocratie, plus de stabilité, plus d’échanges entre nos sociétés civiles. Le Conseil européen vient de le relever. Alors, Monsieur le Haut représentant, je vous le demande: retrouvons l’esprit de Barcelone, dont je ne doute pas qu’il soit cher à votre cœur. Que nous soyons du nord ou du sud de la Méditerranée, nous n’avons pas seulement une histoire en partage, nous avons un destin en commun.ENJordi Solé (Verts/ALE). – Mr President, 25 years into the Barcelona Process, our assessment cannot be positive.The Mediterranean is too much a space of divergence rather than integration, of huge socio-economic disparities instead of shared progress, it’s a deadly place where migrants drown, much to our shame, and it’s one of the places that will be hardest hit by climate change. As the challenges are too great not to address them, it’s time to revive the spirit of Barcelona and move the Mediterranean agenda forward, an agenda that should focus on specific projects that bring about economic progress and reform, but also on issues of democracy, human rights and the fight against corruption.As the Arab Spring showed, but also the ongoing protest, many people in the southern neighbourhood hope for both economic and political inclusion. Our focus on stability and security tends to forget those very legitimate aspirations, and in the end, we all know that there won’t be any real stability on the shores of the Mediterranean without social progress and political openness.ELΚώστας Μαυρίδης (S&D). – Κύριε Πρόεδρε, δεν υπάρχει άλλη οδός παρά μόνο η συνεργασία στη Μεσόγειο όπου οι προκλήσεις είναι πιο έντονες, από την κλιματική αλλαγή μέχρι τις μεταναστευτικές ροές, τα θέματα της πανδημίας, αλλά και τα θέματα ασφάλειας. Ως πρόεδρος της Πολιτικής Επιτροπής για τη Μεσόγειο επιβεβαιώνω ότι χρειαζόμαστε πόρους για να λειτουργήσουμε εποικοδομητικά σε μια συνεργασία στη Μεσόγειο με επίκεντρο την ενέργεια και με κοινούς κανόνες στο διεθνές δίκαιο και τον σεβασμό της κυριαρχίας των κρατών. Ωστόσο, θα πρέπει να είμαι ειλικρινής. Η πολιτική κατευνασμού έναντι του νεο-οθωμανικού επεκτατισμού της Τουρκίας δεν αντιμετωπίζεται με λεκτικές καταδίκες. Απαιτεί ηγέτες στην Ευρωπαϊκή Ένωση που θέτουν τα συμφέροντα της Ευρωπαϊκής Ένωσης και τις αρχές της πάνω από τα κρατικά συμφέροντα των χωρών τους. Η αποτυχία σε αυτόν τον τομέα είναι ολοφάνερη, όχι επειδή δεν υπάρχουν εργαλεία, αλλά επειδή δεν υπάρχει ανάλογη ηγεσία. Αυτό θα καταγραφεί ως μια μελανή σελίδα στην ιστορία και η προοπτική για όλους μας είναι τεράστια. L’approche dite «pragmatique» de l’Union européenne est déplorable.Avec 60 000 détenus d’opinion et un taux de pauvreté qui a bondi de près de 30 % depuis 2015, l’exemple égyptien est douloureux. Il est urgent que les droits humains redeviennent le fondement de notre coopération, permettant le développement de programmes sectoriels à la carte.Rappelons par ailleurs que l’efficacité d’un engagement ne tient que par sa capacité à en sanctionner les violations. La cohérence des politiques externes ne trouve à s’incarner nulle part. Aujourd’hui, malgré la lutte supposée contre l’immigration, le terrorisme, les investissements et les ventes d’armes prospèrent, indépendamment de toute considération. L’Europe doit contribuer à un avenir méditerranéen prospère et pacifié.Cessons de fermer les yeux, cessons nos politiques migratoires criminelles, soutenons une économie verte redistributive et inclusive!ESJavi López (S&D). – Señor presidente, alto representante, ahora que se cumplen veinticinco años del Proceso de Barcelona es un buen momento para recordar que en el mar, el mar Mediterráneo, siempre se han entrelazado nuestras esperanzas y nuestras tragedias. Pero fue hace veinticinco años cuando decidimos colocar la agenda mediterránea en el corazón de la Unión, intensificando nuestra cooperación cultural, humana y socioeconómica con la vocación de construir un espacio de seguridad, prosperidad y paz. La verdad es que, después de estos veinticinco años, los objetivos también quedan lejos y a los viejos retos hemos añadido nuevos: nuevos conflictos en Libia y en Siria, el aumento de la desigualdad, la crisis migratoria y de refugiados y el cambio climático —quisiera recordar que el Mediterráneo será la segunda zona del mundo más afectada después del Ártico—, retos todos ellos que queremos abordar desde el respeto a la Agenda 2030, como guía y mapa para abordarlos. Pero hoy quiero sobre todo reivindicar la Unión por el Mediterráneo, la institución que se vio nacer hace doce años y que además acoge Barcelona, que encuentra en este proceso —y acabo— su vocación internacional y su voluntad de ser una ciudad para entrelazar culturas. Reforzar esa institución es lo mejor que podemos hacer para el Proceso de Barcelona. We need to be modest and to be ready to engage more. Modest, because certainly the results are not good enough. And I’m not going to repeat the long list of problems that we have, but at the same time we cannot not put value on what we have been doing, because we have been doing things, and we have to build – continuous building – on the things that we have been doing in the past years and at the same time recognise that, yes, okay, the situation is not as good as we could have imagined 25 years ago, but let me put value on some examples.I’ve been talking about the European investment plan. We put 4.5 billion from the European Union budget and we succeeded in raising 44 billion of investment by 2020. That’s a good result. You will say that’s not enough. No, that’s not enough, for sure, but with 4 billion, we succeeded in raising 44 billion. And now we have been allocating, by June this year, 5.1 billion of European Union funds, and we have already generated ten times more in investments, which means 50 billion in public and private investment for development.We have created universities, like the Mediterranean University in Fez, to educate a new generation of young people with a Euro-Mediterranean vision. We have in training more than 100 000 young people and supported the development of over 1 000 small and medium firms. That’s not enough. No, that’s not enough: we have to continue. Yes, you have to continue. But I think that we cannot solve by ourselves: it is up to the people of these countries to solve. We can support, we can help, we can accompany, but there are problems that have to be solved by the people according to their interests and their will.Sans aucun doute, la Méditerranée est la première de nos préoccupations – et il faut encore plus en faire la première de nos préoccupations. Il n’est pas possible que le revenu par tête continue de diverger entre le nord et le sud. Il n’est pas possible qu’on soit toujours devant une région qui n’est pas du tout intégrée, avec des barrières qui empêchent un développement régional.Oui, tous ces problèmes sont là. Mais ce que je peux vous assurer, c’est que la volonté ne manque pas et que le Parlement, la Commission et le Conseil doivent unir leurs forces pour faire de la Méditerranée une mer de développement conjoint, de démocratie et de prospérité économique. C’est notre principal devoir. Si nous n’avons pas de succès dans cette politique-là, alors où aura-t-on du succès? Dans quelle partie du monde devons-nous nous sentir plus engagés que dans notre voisinage le plus immédiat, pour éviter un fossé culturel, un fossé économique, un fossé générationnel, démographique? Je peux vous assurer que, comme je vous le disais, la volonté est là. Parfois, les ressources manquent, mais il faut augmenter notre engagement.Comme disait Nathalie Loiseau, il faut aussi beaucoup de modestie, parce que les résultats sont maigres, et beaucoup de volonté de s’engager, parce que les besoins sont grands.
