Tájékoztatom a képviselőket, hogy az ülés egyik vitája esetében sem kerül sor jelentkezés alapján történő felszólalásra, és nem fogadunk el kékkártyát sem.

  Michael Roth, amtierender Ratspräsident. – Frau Präsidentin, Herr Kommissar, verehrte Abgeordnete! Wir erleben derzeit weltweit – vor allem aber auch in Europa – eine Gesundheitskrise ungeheuerlichen Ausmaßes.

Heute Morgen in der Aussprache haben wir ein deutliches Signal gesetzt, dass wir solidarisch und gemeinsam aus dieser Krise kommen wollen, dass wir vor allem auch die schweren sozialen und wirtschaftlichen Folgen der Pandemie so gut es geht abzumildern versuchen, mit einem großen Programm, mit einem mehrjährigen Finanzrahmen – also mit viel Geld, aber auch mit viel Engagement.

Wir alle wissen natürlich, dass das nicht reicht. In diesen Tagen und Wochen erleben wir in vielen Mitgliedstaaten der Europäischen Union eine zweite, manchmal sogar eine dritte Welle. In meinem eigenen Heimatland – in Deutschland – haben wir so viele Tote wie noch niemals zuvor. Heute ein trauriger Höhepunkt: 950 Menschen. Mehrere hunderttausend Menschen sind schon gestorben, Millionen von Menschen sind infiziert, teilweise schwer erkrankt.

Wir haben in unseren Mitgliedstaaten restriktive Maßnahmen eingeführt, um die Bürgerinnen und Bürger so gut es geht zu schützen. Aber ein Mittel wird hoffentlich alsbald dazu beitragen, dass wir sagen können, wir haben diese Pandemie eingedämmt – und das ist ein Impfstoff. Nur mit einem Impfstoff können wir das Virus besiegen.

Aber dafür ist noch sehr viel zu tun. Da dieses Virus keinen Reisepass hat, da dieses Virus sich nicht um nationale Grenzen schert, war es von Beginn an notwendig, europäische Strategien zu entwickeln. Wir haben das im Bereich des Impfstoffes geschafft. Erst einmal mein großer Respekt und meine große Dankbarkeit gegenüber Forscherinnen und Forschern, aber auch Betrieben und Unternehmen aus Europa heraus, die dazu beigetragen haben, dass wir in kürzester Zeit einen solchen Impfstoff entwickeln konnten.

In der EU sollen schon bald zwei Impfstoffe zugelassen werden. Denn wir wissen, dass nur die Entwicklung, Herstellung und Einführung sicherer und wirksamer Impfstoffe eine dauerhafte und eine nachhaltige Lösung im Kampf gegen diese schwere Gesundheitskrise sein wird. Und wir haben uns für einen gemeinsamen Ansatz entschieden.

Ich weiß, dass in unserer Bevölkerung große Unruhe entstanden ist angesichts der Tatsache, dass es in einigen Ländern – in Großbritannien, in Israel, aber auch in den Vereinigten Staaten von Amerika – schon zur Zulassung gekommen ist. Wir haben uns aber eben nicht auf nationale Strategien fokussiert, sondern wir haben gesagt: Wir gehen einen gemeinsamen europäischen Weg über die EMA. Wir wollen nicht, dass wir in einen Wettbewerb der Mitgliedstaaten eintreten, sondern wir wollen, dass allen Bürgerinnen und Bürgern der Europäischen Union der Impfstoff gleichzeitig zur Verfügung gestellt wird.

Das wird nicht einfach sein, weil es natürlich am Anfang nach der Zulassung – die hoffentlich sehr bald erfolgen wird, möglicherweise schon am 21. Dezember – noch nicht so viele Impfstoffe gibt, dass alle Menschen, die es brauchen, auch sofort geimpft werden können. Auch darüber wird gestritten. Es gibt in allen Mitgliedstaaten Diskussionen, wer als erstes geimpft werden soll. Und es gibt auch Staaten, die darüber diskutieren, ob eine Impfverpflichtung eingeführt wird. Bei den Impfplänen stehen immer im Vordergrund: ältere Menschen, medizinische Fachkräfte, Personen mit Vorerkrankungen. Das sind die Hauptzielgruppen, denen in den Impfstrategien der Mitgliedstaaten Priorität eingeräumt wird. Ich bin der Kommission ausgesprochen dankbar, dass sie es geschafft hat, dass wir inzwischen schon eine Option für fast zwei Milliarden Dosen von Impfstoffen haben generieren können. Somit ist klar, dass – egal, wo Menschen in der Europäischen Union leben – sie mit unserer gemeinsamen Kraftanstrengung unter Koordination der Kommission auch wirklich diesen Schutz bekommen werden, auf den sie einen Anspruch haben.

Ich hoffe, dass es auch gelingt, diese Zugänge möglichst kostenlos zur Verfügung zu stellen. Lassen Sie mich dabei noch einen anderen wichtigen Punkt benennen, der ja auch schon bei der Frage, wer der Erste und wer der Schnellste ist, ein bisschen aufschien: Kommunikation.

Ich weiß nicht, wie es Ihnen geht, verehrte Abgeordnete. Ich bin manchmal fassungslos über Kampagnen – auch über die sozialen Medien –, wie Menschen Angst eingejagt wird, weil man sich impfen lassen soll. Die Erkrankung selbst ist sicherlich deutlich gefährlicher als jede Impfung. Aber wir müssen darauf aufpassen, dass wir nicht den Eindruck erwecken, dass die entsprechenden Genehmigungsverfahren und Zulassungsverfahren einer politischen Einflussnahme unterliegen. Wir müssen Bürgerinnen und Bürgern Vertrauen geben. Wir müssen sie überzeugen, dass eine möglichst große Zahl von Menschen, die sich impfen lassen – 60 bis 70 Prozent –, erst eine Gewährleistung dafür bringt, dass eine gesamte Gesellschaft geschützt werden kann.

Schließlich sind die Erhebung von Daten für die Überwachung nach der Zulassung und formelle Überwachungsstudien Schlüsselelemente eines Impfprogramms, damit alle Menschen wissen, was im Falle von Nebenwirkungen passieren kann, und damit auch dort nicht neue Ängste entstehen. Wir müssen das sehr, sehr ernst nehmen.

Verehrte Abgeordnete, aber wir haben uns ja nicht nur um die Sicherheit und um den Schutz der eigenen Bürgerinnen und Bürger in der EU gesorgt, sondern wir haben natürlich auch die globale Dimension dieser Krise in den Blick genommen, und auch dafür bin ich dankbar. Die Kommission hat sich der sogenannten COVAX-Fazilität angeschlossen und dazu auch einen Beitrag geleistet. Das heißt: Wir üben internationale Solidarität. Wir wissen doch, dass nur dann unsere Bürgerinnen und Bürger auch dauerhaft geschützt werden können vor dieser Pandemie, wenn in unserer Nachbarschaft, wenn in den Staaten, mit denen wir kooperieren, wo es einen Austausch gibt, diese schwere Pandemie genauso erfolgreich bekämpft werden kann. Deshalb sollte es auch in unserem Interesse stehen, dass wir finanziell, aber auch organisatorisch den Staaten helfen, die nicht über die finanziellen Kapazitäten verfügen, über die die Europäische Union dankenswerterweise verfügt.

Es ist also unser übergeordnetes gemeinsames Ziel, die Entwicklung, Herstellung und Bereitstellung von Impfstoffen zu beschleunigen, damit alle Menschen – überall – zu erschwinglichen Preisen Zugang zu Impfungen haben.

Ja, auch die Impfungen sind keine Wunderwaffe, die uns eine umgehende Rückkehr in ein normales Leben ermöglicht. Die alte Normalität wird es nicht mehr geben – es wird eine neue Normalität geben müssen. Wir müssen weiterhin für das Gemeinwohl zusammenarbeiten und in unserem Alltag weiterhin die Regeln einhalten, auf die wir uns verständigt haben: Maske tragen, Abstand halten, die Hygieneregeln einhalten und vor allem auch jetzt in den Weihnachtstagen – auch wenn es uns schwerfallen mag –Verantwortung für unsere Nächsten, für unsere Liebsten übernehmen. Da sollten wir als Politikerinnen und Politiker auch mit gutem Beispiel vorangehen.

  Margaritis Schinas, Vice-President of the Commission. – Madam President, we are living in turbulent times. The health situation across Europe is extremely uncertain. The impact of the pandemic on our economies and societies is unprecedented and the threat unfortunately remains very real. As we approach this end-of-year holiday season, it is only natural that families and friends wish to travel and spend time together. But make no mistake. We are still very much in the middle of this pandemic and we cannot afford to be complacent.

Yet the prospect of a COVID—19 vaccine provides some light at the end of the tunnel. Allow me to stress once again the three golden principles that are guiding the Commission’s work in this field, namely equal access, affordability and safety. In recent months, the Commission has been negotiating intensively to build a diversified portfolio of vaccines at fair prices and is working at full speed to review their safety and make them available.

As you know, in Europe the decision on the authorisation of these vaccines is not in the hands of politicians nor the hands of institutions, but in the hands of independent regulatory agencies, in our case the European Medicines Agency (EMA). As I think you know by now, we are aiming to authorise the Pfizer—BioNTech vaccine by the end of the year. The EMA has already announced its intention to provide for an authorisation next Monday. If this is the case, the Commission is ready to provide the formal authorisation and placing on the market in supersonic fast procedures. In two days we can do the formal authorisation that normally, for this type of authorisation for placing on the market, can take two months. This means that this vaccine will be the Christmas gift for all Europeans if everything goes well. We also know that, before mid—January, we will also have an opinion from EMA on the other vaccine by Moderna. EMA is also now currently conducting rolling reviews on the vaccines produced by AstraZeneca and Johnson & Johnson.

Once authorised, we will secure access to these vaccines for all EU citizens at the same time. But, for this to happen, Member States need to have all preparations in place and activate their national vaccination plans. We already provided guidance in October in that respect and this is being done in a coordinated manner. All our Member States are making great efforts to put in place robust vaccination plans. These include identification of priority groups to be vaccinated first, ensuring solid supply chains, logistics and infrastructure, training staff or developing electronic vaccination registries. There is still much to do and certainly many challenges to overcome, but the Commission stands ready and committed to help.

We are also providing support to Member States on communication around COVID—19 vaccines. As someone who fought against the virus, not only as a Member of the College, but also from a hospital bed, I wish to say that nobody should underestimate or negate the threat we are facing nor the usefulness of the vaccines. It is important that our citizens understand that we have not cut corners on safety and the vaccines do not pose a risk. Europe will only authorise vaccines for our citizens under the sole condition that they are safe. Building trust is of course key to ensure a high vaccination uptake and everybody knows by now that this is, and should be, our collective priority, because at the end of the day vaccines in themselves do not save lives. Vaccination does.

We must also remember that the European Union has a duty to the world. We know that no one is safe until everyone is safe and that is why we aim to ensure universal and equitable access not only to vaccines, but also to diagnostics and therapeutics for all, including the most vulnerable populations living in the poorest and most fragile countries. No one should and no one will be left behind.

Europe has been leading the international solidarity efforts to establish the COVAX Facility. Team Europe, our institutions and our Member States, is now the largest contributor to COVAX to purchase and deliver vaccines to low-income countries as part of a collective objective to buy two billion vaccine doses by the end of next year. The European Union is deeply and firmly committed to multilateralism and joint coordination with multilateral institutions.

We are the European Union and in our values we are guided by the principles of solidarity and unity of purpose. As such, we will donate under the Team Europe approach – we and our Member States – a proportion of our vaccines to our Western Balkan partners in our neighbourhood, as well as for humanitarian assistance and to frontline health workers in the poorest countries. This is a temporary solution to bridge the time gap until vaccines from COVAX are broadly available and we are currently working on a methodology to make this happen.

We will also ensure – and I know that this is an issue of interest to many of you – that intellectual property rights are not an obstacle to universal access to vaccines, including in developing countries that have no production capacity or have limited financial resources. Last but not least, as the European Union, we need to advance rapidly on getting our own European health union off the ground. Several proposals are already on the table. Others will follow. I am grateful to this House for your consistent support for all these initiatives from the Commission.

I wish to emphasise the importance of remaining vigilant. Whilst we advance our work on vaccines – and we are now getting to the later stage – it is essential to keep reducing transmission of the virus through effective testing, contact tracing and isolation until the immediate danger is behind us. Responsibility, both collective and individual, remains essential to get our lives and businesses restarted, but also to reduce the pressure on our heroic healthcare workers, whose immense efforts in the last months need to be not only acknowledged, but compensated.

Our European way of life has been severely tested in these eight months, but it did not collapse. It resisted. Our resilient societies, our resilient health systems and the universality of our schools and education proved that, although we are tested we can manage, and we did manage because we are in this together.

  Peter Liese, im Namen der PPE-Fraktion. – Sehr geehrte Frau Präsidentin, liebe Kolleginnen und Kollegen! Ich bin heute sehr wütend, aber auch sehr dankbar.

Ich bin sehr dankbar gegenüber den Intensivpflegekräften, die in ganz Europa um das Leben von Menschen mit COVID-19 und anderen Erkrankungen kämpfen und die wirklich am Limit sind, körperlich und geistig. Ihnen gebührt unsere Solidarität, und wir sind es ihnen schuldig, dass wir uns alle an die Regeln halten und dass wir als Politiker Regeln machen, die helfen. Und da sollten wir sicher nicht nach Großbritannien schauen, sondern nach Irland. Irland hat es geschafft, dass es die niedrigsten Zahlen in Europa hat und dass da teilweise an einigen Tagen überhaupt keine Patienten an COVID-19 gestorben sind.

Ich bin sehr wütend auf die Menschen, die immer noch Corona verharmlosen und sagen, man bräuchte gar keinen Impfstoff. Ich bin aber auch wütend auf einige Politiker und leider auch einige Journalisten, die den Prozess der Zulassung in Europa diskreditieren, meistens ohne irgendeine Kenntnis der Fakten – leider nicht nur Boulevardmedien, sondern auch eigentlich seriöse Medien.

Und ich bin denen dankbar, die bei den Unternehmen wie BioNTech oder bei der Europäischen Arzneimittelagentur wirklich Tag und Nacht arbeiten, damit wir so schnell wie möglich einen sicheren Impfstoff bekommen. In der Nacht von Montag auf Dienstag haben Leute durchgearbeitet, um das hinzubekommen, und Verleumdungen gegen die Brüsseler Bürokraten oder die europäischen Agenturen sind hier fehl am Platz.

Machen Sie weiter! Helfen Sie uns! Wir unterstützen Sie, liebe Unternehmen und liebe Mitarbeiter bei der Europäischen Arzneimittelagentur!

  Iratxe García Pérez, en nombre del Grupo S&D. – Señora presidenta, señor vicepresidente, la segunda ola de la pandemia ya ha provocado más muertes que la primera. Desde el 1 de agosto, el virus ha segado la vida de más de 152 000 personas en Europa, por encima de las 136 000 de la primera ola. Nuestro recuerdo siempre estará con las víctimas y con sus familias.

Tras meses de sufrimiento y dolor vemos la luz al final del túnel. Gracias a la acción concertada de la Comisión y el apoyo de los Estados miembros, hemos conseguido un acceso equitativo a las dosis de la vacuna. Este logro demuestra lo que somos capaces de hacer cuando hablamos y trabajamos con una sola voz.

Ahora debemos articular un proceso de vacunación común. Y a medida que seguimos luchando contra el virus, debemos dar una respuesta igualmente ambiciosa en el ámbito de la cooperación internacional. Si queremos ser eficaces, las vacunas deben producirse a escala, distribuirse equitativamente en todo el mundo y ser asequibles para todos. Garantizar que todas las personas puedan ser inmunizadas a la vez es un imperativo humanitario y una condición previa para garantizar el bienestar.

El apoyo de la Unión Europea al consorcio global COVAX, que impulsa la Organización Mundial de la Salud, resulta imprescindible para vacunar en los países más vulnerables. Mientras la enfermedad resista en algún lugar, seguirá siendo una amenaza para el resto de lugares. La puesta en pie de sistemas de salud fuertes e inclusivos debe ser una prioridad de la Unión de la Salud, pero también un pilar fundamental de nuestros programas de cooperación al desarrollo. Ahora, más que en cualquier otro momento en los últimos setenta años, necesitamos inspirarnos en los principios de solidaridad y cooperación internacional.

Hagamos posible que la historia de la vacuna de la Unión Europea sea la historia de un éxito que permita devolver la esperanza a la ciudadanía europea y, también, al resto de la humanidad.

  María Soraya Rodríguez Ramos, en nombre del Grupo Renew. – Señora presidenta, efectivamente, las vacunas han sido lo que nos ha permitido luchar contra las infecciones y evitar millones de muertes, y serán la vacuna o las vacunas contra la COVID-19 las que realmente puedan acabar con esta pandemia.

Por eso, quisiera decirle a la Comisión que la estrategia común de la vacunación es la historia de un éxito, porque gracias a esta estrategia hemos sido capaces de hacer precontratos, hemos sido capaces de hacer compras conjuntas; espero que seamos capaces de hacer vacunaciones conjuntas en esa semana de la vacunación de la que se hablaba en el Consejo.

Y esto ha sido así porque nunca en la historia hemos conocido una financiación público-privada de tal magnitud para acelerar el descubrimiento de un fármaco. Hemos invertido mucho dinero público para acelerar conocimientos técnicos que ya existían, y es importante que la ciudadanía europea lo sepa, porque la mejor estrategia de vacunación es que los ciudadanos se vacunen y, para que los ciudadanos se vacunen, tienen que tener confianza.

Y la Unión Europea ha estado lejos del «golpe de marketing». No hemos hecho ninguna carrera política, porque no hemos eliminado ningún requisito de seguridad para que las vacunas sean aprobadas. Por eso, la Agencia Europea de Medicamentos trabaja con criterios científicos y técnicos, fuera de la presión o de cualquier otro tiempo político. Cuando la vacuna europea esté autorizada en los Estados miembros, será una vacuna segura.

Nadie estará a salvo mientras no lo estemos todos. Por eso, señor comisario, COVAX es bueno, pero no es suficiente. Cuando hay tanto dinero público, podemos hacer realmente que esta vacuna sea un bien público, global, universal, para todos.

  Silvia Sardone, a nome del gruppo ID. – Signora Presidente, onorevoli colleghi, le campagne vaccinali sono partite nel Regno Unito, negli Stati Uniti, in Russia e in Cina e l'Unione europea? In ritardo, di nuovo, in attesa di un disco verde dall'Agenzia europea per il farmaco.

Come per la gestione della pandemia, l'Unione europea ha agito male, senza coordinamento e con scarsa trasparenza. Ogni paese agisce in autonomia, per esempio, l'Italia per colpa di un pessimo governo probabilmente arriverà ultima nella somministrazione dei vaccini per mancanza di aghi, siringhe e infermieri.

Tornando all'Europa, noi vorremmo chiarezza e serietà. Quali sono gli accordi con le case farmaceutiche? Quali sono le condizioni di acquisto? Qual è il prezzo? Di chi sono le responsabilità qualora emergessero effetti collaterali imprevisti? Quanto sarà la durata della copertura del virus? E quanto il grado di protezione nei confronti dei nostri anziani?

Insomma, come dicevo, serve chiarezza, serve serietà. I cittadini, in generale, non possono subire l'ennesimo fallimento dell'Unione europea.

  Tilly Metz, au nom du groupe Verts/ALE. – Madame la Présidente, j’ai plusieurs questions à vous poser aujourd’hui. La première concerne l’Europe. Quand allez-vous permettre aux députés de consulter les contrats signés avec l’industrie pour qu’on puisse au moins prendre connaissance des clauses de responsabilité avant le début de la vaccination des citoyens?

Quant à la dimension extérieure de la stratégie, en refusant au sein de l’OMC la possibilité pour certains pays de lever les droits de propriété intellectuelle des produits médicaux liés au COVID-19, l’Union a renié son engagement d’aider les pays aux revenus les plus modestes.

Donc je demande à la Commission de justifier cette position et, pour éviter tout faux-semblant alors que la Commission prône les mécanismes volontaires, peut-elle nous dire si une des entreprises ayant signé des contrats d’achat anticipé pour la production du vaccin, et donc ayant bénéficié de fonds européens, s’est engagée à soutenir l’initiative de l’Union en faveur de licences non exclusives?

  Joanna Kopcińska, w imieniu grupy ECR. – Pani Przewodnicząca! W wielu krajach Unii Europejskiej, w tym w moim kraju, Polsce, szczepienia przeciwko COVID-19 mają zacząć się już w styczniu. Z jednej strony państwa członkowskie będą mierzyć się z problemami logistycznymi, z drugiej zaś strony Komisja Europejska przez działania agencji wykonawczych powinna zadbać o bezpieczeństwo, jakość i skuteczność szczepionki. Zgadzam się, że można przyspieszyć opracowanie, dopuszczenie i udostępnienie szczepionek, ale normy jakości, bezpieczeństwo i skuteczność muszą pozostać na najwyższym poziomie.

Chciałam zapytać, w jaki sposób Komisja Europejska zamierza wspierać państwa członkowskie m.in. w zorganizowaniu i ułatwieniu działań logistycznych infrastruktury pomocniczej w zakresie łańcucha chłodniczego, transportu chłodzonego i możliwości przechowywania szczepionek. Czy w ramach zwalczania szerzącej się dezinformacji Komisja planuje przeprowadzić bezpośrednio przed ogłoszeniem narodowych planów szczepień przeciw koronawirusowi kampanię na temat korzyści i znaczenia tych szczepień w budowaniu zaufania publicznego?

  Kateřina Konečná, za skupinu GUE/NGL. – Paní předsedkyně, vážený pane komisaři, kolegyně, kolegové, především mi dovolte hned na začátku poděkovat. Poděkovat všem pracovníkům ve zdravotnictví, v sociálních službách v krizích, hasičům, policistům, kteří nás tři čtvrtě roku drželi nad vodou a tři čtvrtě roku jsme díky nim v Evropě tuto pandemii zvládli. Nebylo to díky politikům. Bylo to díky každému jednotlivci, který se zapojil do boje proti COVID a pomáhal nám ho přežít.

Za druhé mi dovolte poprosit pana komisaře o odpovědi. Já bych se chtěla stejně jako kolegyně zeptat: Jak je možné, že Evropská unie nepodpořila změnu dohody TRIPS, která umožní levnou a masivní výrobu vakcíny? Myslíme pouze na sebe? Myslíme pouze na občany Evropské unie? Vy jste v květnu vyhlašovali, jak chcete, aby patentová práva na vakcínu byla univerzální, aby nebyla zpoplatněna, aby mohla být využívána. A to jste prostě neučinili v konkrétním hlasování.

A za třetí, když se bavíme o kampani k vakcíně. Pokud chcete dělat kampaň a informovat občany o pozitivech vakcinace, musíte dávat všechny informace. To Komise nedělá, není transparentní. Nevíme, jak to bude se skrytými vadami. A to jsou všechno věci, které diskreditují všechny vaše kampaně. Prosím, opravte toto své rozhodování, protože jenom tak můžeme občanům dát seriózní informace a oni nám budou věřit.

  Κώστας Παπαδάκης (NI). – Κυρία Πρόεδρε, η έναρξη των εμβολιασμών δεν ισοσκελίζει τις τεράστιες ελλείψεις στα δημόσια συστήματα υγείας και τα ανεπαρκή κυβερνητικά μέτρα. Η Ευρωπαϊκή Ένωση και οι κυβερνήσεις, στο πλαίσιο της υγείας-εμπόρευμα, αντιμετωπίζουν το εμβόλιο ως μια ακόμα πηγή κερδοφορίας των μονοπωλίων. Οι φαρμακοβιομηχανίες εκ του ασφαλούς επιδοτήθηκαν για όλα τα στάδια, από την έρευνα, την παρασκευή, την προαγορά έως τη διάθεση του εμβολίου. Κρύβουν η μία από την άλλη τα ερευνητικά αποτελέσματα, εμποδίζοντας τη διεπιστημονική συνεργασία που δεν χωρά στον καπιταλιστικό ανταγωνισμό.

Ερωτηματικό αποτελεί το γιατί δεν προωθείται το ζήτημα των θεραπειών και φαρμάκων που φαίνεται να συμβάλλουν ενάντια στον ιό. Ερωτήματα προκαλεί το γεγονός ότι η Επιτροπή υπεκφεύγει στο αίτημα κατάθεσης εγγράφων της ευρωκοινοβουλευτικής ομάδας του Κομμουνιστικού Κόμματος Ελλάδας, για να δοθούν οι συμβάσεις που έχει συνάψει η Ευρωπαϊκή Ένωση με τις εταιρείες, συγκεκριμένα για να γνωρίζει υπεύθυνα ο λαός τι έχει συμφωνηθεί με τα δικά του χρήματα.

Τα εμβόλια πρέπει να είναι ασφαλή και δωρεάν. Ενάντια στις θεωρίες συνωμοσίας, πρέπει να αποτελούν συνειδητή πράξη και απαίτηση του λαού για να προστατέψει την υγεία του σύμφωνα με τις συστάσεις των επιστημόνων και καθ’ υπόδειξη των γιατρών.

W każdym z naszych państw każdego dnia opłakujemy setki nowych zgonów i wszyscy czekamy na tę szczepionkę jak na światełko w tunelu, ale w rzeczywistości ta szczepionka to tylko pierwszy etap, bo prawdziwe efekty COVID-19 obserwować będziemy w całej Europie w ciągu najbliższych miesięcy. W ciągu najbliższych miesięcy będziemy obserwować wzrastającą liczbę zgonów z powodu opóźnionych rozpoznań nowotworowych, opóźnionych badań profilaktycznych, braku dostępu.

Systemy ochrony zdrowia w Europie stanęły i musimy dzisiaj zmierzyć się z tym wyzwaniem. Priorytety Unii zmieniają się w sposób drastycznie szybki i stajemy przed globalnymi wyzwaniami zdrowotnymi. Musimy zbudować europejską unię zdrowia, wspólny mechanizm błyskawicznego reagowania na kryzysy, zakupu leków i szczepionek, budowania procedur, zderzania się z prawdziwymi problemami, które przed nami. COVID-19 obnażył de facto to, że bez ścisłej współpracy i wspólnych działań Polska, Europa, świat są bezradne. Im szybciej zrozumiemy, że musimy działać razem, tym bezpieczniej przeżyjemy.

  Udo Bullmann (S&D). – Frau Präsidentin, verehrte Kolleginnen und Kollegen! Die Impfstoffe kommen – das ist die gute Nachricht! Aber werden sie auch für jeden Mann und für jede Frau verfügbar sein? Werden sie überall verteilt werden können? Wird es uns gelingen, die medizinischen und praktischen Voraussetzungen überall auf dieser Welt zu schaffen? Die Fragezeichen hinter diesen Sätzen – das ist die negative Nachricht, dass wir das noch nicht beantworten können.

Und lassen Sie mich eines unterstreichen: Ja, wir können dieses Virus überwinden! Und wir sind voller Dankbarkeit gegenüber all denen, die helfen, dass wir das in unseren Heimatländern schaffen, dass wir das in Europa schaffen. Aber es wird uns nur gelingen, wenn wir es global tun, wenn wir es mit einer weltweiten Strategie, mit einer weltweiten Impfpolitik schaffen. Und dazu brauchen wir zusätzlich 5 Milliarden USD im nächsten Jahr, damit wir den Fuß hineinbekommen in den Globalen Süden und den Menschen dort helfen können. Nein, es darf nicht an Patenten scheitern! Wir brauchen dringend Vereinbarungen mit den Unternehmen – ja – und wo nötig auch Ausnahmeregeln, damit die Impfstoffe überall zur Verfügung gestellt werden können.

Und für die EU-Kommission, Herr Kommissar, ist es eine Riesenchance, eine globale Gesundheitspolitik als Kernelement in das Arbeitsprogramm des nächsten Jahres aufzunehmen und diese Krise unter Anleitung und tätiger Hilfe der Europäischen Union zu einer Riesenchance zu machen für eine weltweite Gesundheitspolitik in unser aller Interesse. Das ist das moralische, das ist das medizinische Gebot.

  José Ramón Bauzá Díaz (Renew). – Señora presidenta, permítanme que en este debate me dirija a ustedes no como un político, sino como un farmacéutico, que desde el primer minuto de la pandemia ha estado en primera línea de fuego, precisamente, en la lucha contra el coronavirus.

Estos meses han sido una auténtica pesadilla. Quizá desde las paredes de este hemiciclo solo hemos tenido que soportar que los restaurantes estén encerrados y llevar estas mascarillas, pero en el mundo real hemos sufrido un verdadero infierno.

Por mi farmacia han pasado cientos de pacientes absolutamente aterrorizados porque no sabían si, en función de su patología, podían tener, si se contagiaban, la posibilidad o la desgracia de fallecer. Hemos sido miles los sanitarios que hemos estado en primera línea de fuego sin disponer de los equipos necesarios de protección adecuados, y muchos de mis compañeros han fallecido.

Y, mientras tanto, nosotros estábamos en este hemiciclo debatiendo sobre supuestas emergencias que, desde el punto de vista de la realidad, tan solo han sido en alguna ocasión, la mejor, preocupantes. El coronavirus sí que es una emergencia.

Por eso mismo, señoras y señores, la vacuna es el fin de la pesadilla. El reto logístico que supone su transporte y su conservación no tiene precedentes en nuestro continente desde la Segunda Guerra Mundial. Así que eso, precisamente, es la verdadera prueba de fuego para el proyecto europeo. Señoras y señores, comisarios, señorías: es el momento de que estemos todos a la altura.

  Jean-Lin Lacapelle (ID). – Madame le Président, chers collègues, l’Europe subit depuis près d’un an les conséquences du coronavirus. Pour en finir avec cette maladie, nous avons besoin d’une politique de santé qui soit protectrice, efficace et transparente: l’inverse de ce que la Commission propose.

Premièrement, alors que les Européens n’ont jamais été aussi opposés à la vaccination, vous avez décidé de rendre opaques les négociations avec les laboratoires et de ne pas rendre publiques les clauses dégageant leur responsabilité en cas d’effets secondaires. Vous nous avez d’ailleurs empêché de consulter ces nombreux contrats autrement que dans une salle sans téléphone, sans papier et sans stylo. J’attends d’ailleurs à date toujours une autorisation d’accès. Cette décision nous empêche de mener à bien notre mandat de parlementaires, nous, démocratiquement élus, vous qui, d’ailleurs, ne l’êtes pas.

Deuxièmement, vous êtes prêts à valider la commercialisation des vaccins par ARN messager, qui n’ont pourtant jamais été utilisés lors d’une campagne de vaccination massive, et cela après seulement quelques semaines de tests. Au vu de l’urgence de la situation et du principe de précaution, nous devrions, à l’instar des Chinois et des Russes, privilégier des vaccins plus classiques, semblables au vaccin contre la grippe, par exemple, afin de protéger la santé des Européens, afin aussi d’éviter tout conflit d’intérêt. J’espère, Madame le Président, que nous ne serons pas le dindon de la farce, en étant les derniers à recevoir et à déployer le vaccin contre le coronavirus.

  Anna Cavazzini (Verts/ALE). – Madam President, we are indeed facing a global pandemic and it is in all our interests to get the vaccine as fast as possible in all corners of the world. While I really welcome the Commission’s effort with ACT-A and with COVAX, there is a much faster and more just solution that the Commission is blocking at the moment. A high numbers of countries from the global south want the WTO to temporarily waive intellectual property rights for the COVID-19 vaccine and medicine because they fear for the lives of their citizens. And yet the Commission has been firm in upholding this, saying this would put in question ongoing investments by the pharma companies, but this ludicrous argument ignores that so much public money has been put into developing a vaccine.

I urge the Commission to rethink their position and to show the world that saving lives is more important than saving an outdated model of intellectual property rights. Access to medicine for all is a human right.

  Marc Botenga (GUE/NGL). – Madame la Présidente, il y a des moments charnières qui nous définissent et aujourd’hui en est un.

Aucune entreprise, nous le savons, n’a les moyens pour fournir un vaccin, pour produire suffisamment de vaccins pour tout le monde. Une centaine de pays demandent à l’Union européenne de pouvoir produire eux-mêmes le vaccin, afin d’éviter des victimes inutiles, afin d’éviter que, face à la maladie, il y ait des citoyens de deuxième classe, de deuxième catégorie. Et quelle est la réponse de l’Union européenne, de la Commission européenne? «Non». Froidement, sèchement, nous laisserons ces vaccins dans les mains des multinationales pharmaceutiques. Cela, pour moi, est inacceptable.

À la protection de tous, on préfère défendre les profits de quelques-uns. Pourtant, on peut faire autrement. Parce que sinon, cette décision égoïste, qui préfère le profit, sera à jamais une tache sur le blason de votre Europe.

Nous avons besoin d’une Europe différente, les citoyens nous le demandent. Défendons le vaccin comme bien public commun. Nous y avons tous droit, nous avons tous droit à la protection et nous allons nous battre pour cela. Chère Commission européenne, écoutez-nous, s’il vous plaît.

  Cindy Franssen (PPE). – Voorzitter, deze crisis draagt de kiem in zich van een versterkte samenwerking op het vlak van volksgezondheid. We hebben de voorbije maanden een lange weg afgelegd, maar we zijn er nog niet. Het is nu aan het Europees Geneesmiddelenagentschap om de tijd te nemen die nodig is om degelijk werk af te leveren.

Veiligheid en kwaliteit van het vaccin gaan immers vóór snelheid. Daarbij is tevens van groot belang dat we de nodige aandacht geven aan kwetsbare groepen en extra onderzoek doen naar de effecten. Ik zou de lidstaten ook willen oproepen om de richtsnoeren van de EU voor de verdere uitrol zoveel mogelijk te volgen. Een nieuwe lappendeken aan nationale strategieën en bepaalde nationalistische strategieën kunnen we missen als kiespijn.

We moeten ook verder kijken dan onze eigen grenzen, want het virus stopt niet aan onze grens. Ik ben zeer blij dat de Europese Unie een sterke rol op zich neemt in het samenwerkingsverband van de WHO om de armste landen ook toegang te verlenen tot het vaccin. Zoals de directeur van de Wereldgezondheidsorganisatie het zelf zei: de echte vraag is niet of de wereld het zich kan veroorloven om te delen, maar of de wereld het zich kan veroorloven om dit niet te doen.

De EU-vaccinatiestrategie heeft gewerkt. Laat ons positief zijn: in minder dan een jaar tijd zullen we werkbare, veilige en kwaliteitsvolle vaccins hebben tegen een betaalbare prijs. Deze positieve boost moeten we meenemen in een sterkere samenwerking richting een Europese gezondheidsunie. Ik denk dat we vooral nu vertrouwen moeten creëren en dan komt alles goed.

  Heléne Fritzon (S&D). – Fru talman, herr kommissionär! Vi är mitt uppe i en pandemi, och den berör oss alla. Läget är mycket allvarligt inte bara i EU utan också i resten av världen. Det är därför mycket glädjande att vi nu faktiskt har – precis som det beskrevs – ett ljus i tunneln, och att vi nu har goda nyheter om effektiva vaccin mot covid-19.

Utan tvekan har EU-samarbetet varit helt avgörande för att ge alla EU:s medborgare tillgång till ett vaccin så pass snabbt. Den EU-gemensamma upphandlingen är ett gott exempel på samarbetet inom EU. Vi går nu snabbt in i en fas där tilldelning och distribution blir viktiga för arbetet med medlemsstaternas nationella vaccinationsplaner. Det är en nationell kompetens att genomföra vaccinationerna.

Det är emellertid helt klart att kommissionens förslag om en ny EU-vaccinstrategi för covid-19 fyller ett stort värde så att vaccineringarna blir både jämlika och rättvisa. Vi har tydligt upplevt att viruset inte känner några som helst gränser. Därför är det så viktigt att vaccinet inte heller hindras av några gränser. Vaccinet ska komma alla till del.

  Charles Goerens (Renew). – Madame la Présidente, je viens ici d’abord pour partager la colère exprimée tout à l’heure par notre collègue Peter Liese, lorsqu’il s’est insurgé contre l’avalanche de contre-vérités, de semi-vérités et, carrément, de mensonges à l’égard du nouveau vaccin, qui est un moment d’espoir en cette fin d’année où tous les autres indicateurs sont dans le rouge. Voilà enfin une bonne nouvelle.

Deuxièmement, je crois que nous nous devons de rester fidèles à nos principes de solidarité et que nous devons rester attachés également aux impératifs du multilatéralisme, qui a été mis à forte épreuve au cours des quatre dernières années. Il est l’heure pour l’Europe de manifester aussi sa volonté de faire partager cette nouvelle acquisition contre le virus par les pays en développement.

Je voudrais terminer – pour répondre à ceux qui vont nous dire que l’Europe serait, de ce point de vue, appelée à dilapider ses sous aux quatre coins du monde – avec une citation de Louis Michel, ancien commissaire au développement: «Si vous ne le faites pas par solidarité, faites-le au moins par intérêt», parce que tout ce que nous investissons dans l’accès aux vaccins pour des pays en développement, c’est aussi dans notre intérêt que nous le faisons.

  Luisa Regimenti (ID). – Signora Presidente, onorevoli colleghi, l'EMA anticipando i tempi sarebbe pronta ad accordare l'autorizzazione al vaccino Pfizer già dal 23 dicembre ed iniziare le vaccinazioni subito dopo Natale. La notizia ci fa tirare un sospiro di sollievo, ma nel contempo risulta urgente rassicurare i cittadini sulle condizioni di sicurezza del vaccino.

In Gran Bretagna, dove il vaccino è già in uso, sono state riscontrate reazioni allergiche e inoltre la direttrice dell'EMA ha ammesso che non ne sono noti gli effetti e i rischi sulla gravidanza, sull'allattamento, sulla fertilità e sui bambini.

Nonostante le rassicurazioni dei produttori è evidente che è stata fatta una sperimentazione non completa e noi non vorremmo trovarci di fronte ad eventi inaspettati una volta inoculato il vaccino. Desideriamo quindi, per una copertura vaccinale ottimale e volontaria, poter esprimere un consenso consapevole, maturato con una informazione accurata, trasparente e coerente. Ricordiamo che è in gioco la vita dei cittadini e il futuro socioeconomico della nostra società.

  Anne-Sophie Pelletier (GUE/NGL). – Madame la Présidente, Monsieur le Commissaire, il y a quelques mois, la Commission nous informait parvenir à la mise en place d’un vaccin dans un délai de 12 à 18 mois. Félicitations, record battu. Entre vitesse et précipitation, je crois que les citoyens européens méritent mieux. Si votre stratégie s’inscrit dans la lignée de celle du remdesivir, traitement jugé inefficace par l’OMS, permettez-moi d’avoir quelques interrogations.

Pour autant, il ne s’agit pas d’être la porte-parole des anti-vaccins. Ces qualifications nuisent d’ailleurs au débat de fond et à l’objectivité qui nous est due lorsque la santé de nos concitoyens est impliquée. Mais partout, professionnels et scientifiques s’interrogent à juste titre. La Commission n’apporte aucune garantie pour la commande de vaccins auprès de groupes pharmaceutiques comme Pfizer, aucune étude approfondie n’a été délivrée, et nos concitoyens ne sont pas des cobayes.

S’agissant des personnes à risques, qui sont prioritaires, les cas d’effets secondaires suscitent des inquiétudes sur la responsabilité des groupes pharmaceutiques. Vous déclariez que les contrats d’achat anticipé prévoient que les États membres indemnisent le fabricant pour la responsabilité encourue dans certaines conditions. Mais quelles sont-elles, Monsieur le Commissaire?

Pour toutes ces raisons, alors que votre stratégie suppose la confiance, nous souhaiterions, nous, plus de transparence.

  David McAllister (PPE). – Madam President, I remember in June, when we were discussing the external dimension of COVID-19 in this House for the first time, many colleagues emphasised this virus knows no borders, and we have heard similar statements today. And indeed, this is still valid today, and it is in particular valid for the EU’s strategy on the COVID-19 vaccination. This pandemic constitutes a challenge around the world. Consequently, it has to be tackled globally and by international cooperation. Most crucial is that we follow a systematic and coordinated global approach that focuses on international cooperation with like-minded partners to ensure universal and timely access to a vaccine and also focuses on solidarity with the most vulnerable countries to facilitate access to vaccines in a fair manner for all people across the world.

The COVID-19 pandemic is a wake-up call for the need for a strong and more united EU foreign security policy. It is high time for us as the European Union to promote more decisively our values and our interests worldwide. Our COVID-19 vaccination strategy will be an important component on the way to this goal.

  Kathleen Van Brempt (S&D). – Voorzitter, mijnheer de commissaris, u hebt zelf de woorden gebruikt die Commissievoorzitter Von der Leyen reeds gebruikt heeft: Europa zal maar veilig zijn als de wereld veilig is. Laat dat nu net het punt zijn waar de Europese Commissie – vind ik – vandaag de dag een steek laat vallen en niet ambitieus genoeg is.

Uit recente studies weten we dat twee derde van de wereldbevolking tegen 2022 geen toegang zal hebben tot een vaccin. Dat is eerlijk gezegd onaanvaardbaar. We moeten ons vooral niet zelf afhankelijk maken van een verdienmodel van enkele farmaceutische bedrijven en de geneesmiddelen alle mogelijkheden bieden om ervoor te zorgen dat er meer productie is. Want dat is natuurlijk het probleem. Covax is goed maar onvoldoende. Wat we nodig hebben is meer productie.

Dus ik heb maar één boodschap vandaag. Meneer de commissaris, zorg er met de hele Commissie voor dat u met een open blik kijkt naar die vraag van die waiver van die verschillende landen in de wereld en zorg ervoor dat we onderhandelingen starten om te kijken onder welke voorwaarden een dergelijke waiver het moet mogelijk maken dat volgend jaar iedereen in de wereld access heeft tot de vaccins.

  Vlad Gheorghe (Renew). – Doamna președintă, pandemia COVID-19 ne-a pus la grea încercare, dar, în același timp, ne-a reamintit și ce înseamnă cu adevărat Uniunea Europeană. Înseamnă puterea ce vine din solidaritate, înseamnă puterea lui „împreună”.

Vaccinul care va salva milioane de vieți este cea mai bună dovadă a cooperării dintre statele membre și instituțiile europene, iar distribuția lui va fi cea mai bună dovadă a ceea ce face Uniunea Europeană pentru fiecare cetățean.

Acum, mai mult decât oricând, este nevoie ca europenii să aibă încredere în construcția comună. De aceea, am sugerat măsuri suplimentare de securizare a dozelor de vaccin pentru combaterea și prevenirea activității infracționale și, alături de colegii mei, am solicitat un plan comun de comunicare.

Este esențial ca informația corectă și completă despre vaccin să ajungă la fiecare cetățean european. Este responsabilitatea noastră să răspundem îngrijorărilor legitime încă de la început, pentru că avem nevoie de fiecare cetățean, alături de Uniunea Europeană, pentru a reconstrui împreună.

  Roman Haider (ID). – Frau Präsidentin! Offensichtlich ganz allein vom Prinzip Hoffnung geleitet, haben und hatten weder die EU noch die allermeisten Mitgliedstaaten eine sinnvolle Strategie, um mit COVID-19 fertigzuwerden. Die Volkswirtschaften gehen den Bach hinunter, und Europa stolpert von einem Lockdown in den nächsten.

Jetzt ist also die Impfung da – das Wundermittel, in dem unsere Politversager ihre einzige Hoffnung sehen. Man kann ja wirklich nur auf einen halbwegs wirksamen Impfstoff hoffen, bevor Europa endgültig pleite ist.

Corona ist aber nicht nur eine Zeit des Politversagens. Corona ist auch eine Zeit der Wiederauferstehung autoritärer Politik. Die Beschneidung bürgerlicher Grundrechte gehört inzwischen leider schon zum guten Ton in Europa. Darum gibt es auch schon erste Rufe nach einer Impfpflicht. Das lehne ich strikt ab. Impfungen sind eine hervorragende medizinische Errungenschaft. Ich hoffe deswegen wirklich auf einen sicheren und wirksamen Impfstoff. Die Entscheidungsgewalt über den eigenen Körper und die eigene Gesundheit muss aber unangetastet bleiben. Eine Impfpflicht – ob direkt oder indirekt – ist mit diesem Grundrecht jedes Menschen unvereinbar.

  Pernille Weiss (PPE). – Fru. formand! 2020 har været et hårdt år, og det har været et langt år. Den globale pandemi har været og er et mørkt kapitel i nyere europæisk historie. Men der er lys for enden af tunnelen. Vi er meget tæt på, at EMA godkender de forskellige covid-19-vacciner til os europæere. Gennem krisen har Kommissionen ført an i tæt samarbejde med medlemslandene om at forhandle vaccinerne på plads. Det er et sundhedstegn for vores evne til at passe godt på hinanden. Samarbejde, når det virkelig gælder. Vacciner er en vigtig del af vores sikkerhedspolitik på linje med forsvarsbudgetter, udenrigspolitik og værn mod cyberangreb. Derfor er det bekymrende, at visse medlemslande er i vaccineindkøbskontakt med tredjelande, som vi ikke normalt samarbejder med, især af sikkerhedspolitiske årsager. Lande som Kina og Rusland spøger i kulissen, og de er seriøse kandidater til at levere vacciner til lande i EU, som ikke holder sig for fine til hermed at signalere en sær blanding af illoyalitet, mistillid og dobbeltmoral over for fællesskabets sundheds- og sikkerhedspolitiske interesser. Derfor vil jeg gerne spørge, om dette efter Kommissionens vurdering er en god prioritering? Hvordan ser Kommissionen på den potentielle sikkerhedsrisiko og risikoen for, at dette kan have en negativ indflydelse på europæernes og borgernes vilje og mod til at lade sig vaccinere?

  Jytte Guteland (S&D). – Madam President, dear Commissioner, we welcome the positive news that the first Covid vaccine might be approved earlier than expected, just in a few days. That’s really great. Europe has been one of the first and most hit regions in the world by COVID-19. Now that a functioning vaccine might be at hand, the whole world is looking at Europe to look at the level of transparency, accuracy and fairness that we will be able to apply during this very sensitive phase of distributing the vaccine. We are entering a new phase in the health crisis. However, there is no doubt that we are still in a health crisis, that we really need solutions urgently. We can be proud that the process to authorise the vaccine has been in record time, but without any compromising on the safety of the vaccine. The decision will be taken off the back of rigorous scientific process with adequate and sufficient data, to ensure that patients will have access to vaccines which are safe, effective and of good quality. But now we need to guarantee sufficient transparency as well in the next step to come, to ensure full confidence that the EU citizens are protected as a whole.

Rendkívül nehéz hónapokon vagyunk túl, és még egy kis türelemre van szükség, amíg a koronavírus elleni vakcina az Európai Unió összes polgára számára elérhető lesz. De már látjuk a fényt az alagút végén. Kutatók, gyógyszergyártók és az Európai Gyógyszerügynökség fáradoznak azon, hogy kifejlesszék és engedélyezzék a koronavírus elleni hatékony és biztonságos védőoltást. Azonban ez régi-új kérdéseket tesz időszerűvé, mégpedig a vakcina- és oltásellenesség felerősödését, a leendő vakcina hatékonyságának és biztonságosságának megkérdőjelezését.

Úgy gondolom, hogy az oltásellenes mozgalmak a jövőbeli oltás sikerét nagyban befolyásolhatják és akadályozhatják. A megoldás most is a hatékony oktatás, a bizonyítékokon alapuló egészségnevelés lenne, de sajnos kevés az időnk, ezért kiemelten fontosnak tartom a koronavírus elleni vakcinára vonatkozó uniós stratégia előkészítését, amelynek reményeim szerint egy átfogó kommunikációs stratégia is a része lesz.

  Bernd Lange (S&D). – Herr Präsident, Herr Kommissar, Herr Minister! Am Ende der Debatte, wo eigentlich klar ist, dass im nächsten Jahr 50 % der Impfstoffe für nur 14 % der Bevölkerung – vor allem in den Industrieländern – reserviert sind, stellt sich die Frage, wie wir global das Handelsregime nützen können, um die Versorgung für alle Menschen sicherzustellen. Deswegen drei Fragen, die Sie ganz klar mit Ja oder Nein beantworten können:

Erste Frage: Wird die EU, werden Kommission und Rat das harsche Nein zu einer Diskussion im Rahmen der WTO über eine Lockerung des Patentschutzes, einen waiver, gegenüber 100 Entwicklungsländern aufgeben?

Zweitens: Wird die Kommission, wird der Rat, wenn es einen Antrag auf Zwangslizenzen geben wird, wenn es nötig wird, Zwangslizenzen zu ermöglichen, diese unterstützen, um wirklich eine Produktion zu starten? Das ist logischerweise nicht immer so der Fall, aber es kann sein. Wird die Unterstützung da sein?

Und die letzte Frage: Werden Kommission und Rat mit den Firmen, mit denen es schon Verträge gibt, Patenschaften für die Produktion in Entwicklungsländern verpflichtend machen – wie zum Beispiel mit AstraZeneca, auch mit anderen Firmen –, damit die Produktion auch dort stattfinden kann?

  Margaritis Schinas, Vice-President of the Commission. – Mr President, honourable Members, Minister, thank you all for your interventions. Let me start with the three areas where I think we all agree before addressing some of the specific points raised. First, we all agree that the arrival of the COVID—19 vaccines does not mean that the pandemic is over. I think this is a strong message that should come out of this debate. We also agree on the importance of the three golden principles that we set out some time ago, namely equal access, affordability and safety of vaccines. And finally, we do agree on something that is particularly important these days, that in Europe we do not improvise on safety. Nor do we cut corners on the procedures that we have established, and the European model is that independent regulatory authorities have to do their job and politicians have to base their authorisation on sound, scientific evidence. I think the strong support that all of you have shown through this process says a lot.

Let me now address three specific issues where some of you have raised the need for further explanations from the Commission. Let me start first with the issue of confidentiality. We fully recognise the importance of transparency in this process. Transparency is a guiding principle in all our work in the Commission. It is publicly known with which companies we have been negotiating, what type of vaccines and the process through which we have been doing this together with our Member States, but it should be clear that we are indeed bound by the confidentiality clauses in these contracts. Disclosure of any confidential information at this moment in time could undermine the ongoing negotiations we have with other companies, and, as the European Union, we would need to keep as strong a negotiating position as possible.

We cannot unilaterally decide to disclose confidential information such as information on prices under these contracts unless the companies themselves agree to it, and we are in the middle of negotiations which are still ongoing. However, on many occasions Commissioner Kyriakides has confirmed to you in this House that the Commission is ready within the contractual constraints and according to the rules for transmission of confidential information to the European Parliament to make information from these contracts available to nominated Members of this Parliament with specific arrangements once the sensitive ongoing negotiations are concluded.

Another issue that has been raised by many of you is the issue of TRIPS and intellectual property protections. I want to repeat in this House that we will ensure that intellectual property rights are not an obstacle to the universal access to vaccines, including in developing countries that do not have the means to cope. Mr Lange asked for a ‘yes’ or ‘no’ answer, but I think my answer is pretty clear – that there is an ongoing discussion now in the WTO on the idea of a waiver of intellectual property rights and protections and there are also important flexibilities so that the relevant trade agreement – TRIPS – could allow us to reach the same objective. But, in any case, I want to assure everybody here that we are ready to continue this discussion so that nothing stands in the way and that more vaccines get to where they’re needed worldwide.

Finally, some of you have raised the issue of campaigns. Of course, we are very sensitive and we shall encourage our Member States to continue with their national plans and public information campaigns on vaccination. We will have our own European campaign, if you like, which will be unveiled in the days to come. We do not compete with our Member States on information, but I think we can provide a useful complement to this process. And to that extent we will not only explain factually the benefits of the vaccines that are put on the market, but we would also like to mobilise important role models, important known Europeans. Some UEFA players have already kindly accepted our invitation to participate in our European campaigns, so stay tuned for that.

The rollout of the vaccines is a challenge of historic dimensions. This is a historic moment, and after all the work we’ve been doing for months, I am convinced that we’ll get it right.

  Michael Roth, amtierender Ratspräsident. – Verehrter Herr Präsident, Herr Kommissar, liebe Abgeordnete! Die Debatte heute hier im Europäischen Parlament hat die Bandbreite aller Argumente gezeigt: Den einen geht es nicht schnell genug, die anderen warnen jetzt schon – obwohl der Impfstoff noch gar nicht zugelassen ist – vor den möglichen Folgen.

Ja, verehrte Abgeordnete, wir leben in einer risikobehafteten Situation, und wenn jedes Kopfschmerzmittel Nebenwirkungen hat, ist natürlich auch nicht auszuschließen, dass dieser Impfstoff Nebenwirkungen hat. Das sagt auch niemand, dass das nebenwirkungsfrei ist. Wir haben viel Geld investiert, damit die üblicherweise langen Jahre, die es nämlich dauert, um einen Impfstoff zuzulassen, ihn zu erforschen, verkürzt werden, wir haben viele Milliarden ausgegeben, damit wir den Menschen den Schutz zuteilwerden lassen, den sie dringend brauchen.

Niemand im Rat, niemand in der Kommission, niemand, der bei Verstand ist, stellt sich hier hin und behauptet, dass es irgendeine Lösung gäbe, die eine hundertprozentige Garantie verspricht. Ich bin schon einigermaßen fassungslos, wenn hier einige Abgeordnete – vor allem in diesem Segment – sich hier hinstellen und sich arrogant über die verschiedenen Strategien der Mitgliedstaaten auslassen, obwohl insbesondere Nationalisten und Populisten immer wieder den Eindruck erweckt haben, als handele es sich um eine Grippe, um einen Schnupfen, der sofort vergeht, man müsse das gar nicht ernst nehmen, eine Maske zu tragen sei überflüssig. Diese ganzen Demonstrationen, wo Menschenleben riskiert wurden, wo Polizisten Gewalt angetan wurde, dafür gibt es auch eine politische Verantwortung. Das will ich hier auch mal deutlich sagen.

Ich kann mich hier nicht einfach hinstellen und kann sagen: Ja, ich habe hier eine hundertprozentige Lösung. Das, was wir derzeit tun, bleibt mit Risiken behaftet. Meine einzige Bitte an Sie, verehrte Abgeordnete, ist, dass wir es zumindest hier schaffen, als politische Verantwortungsträgerinnen und —träger in den nationalen Regierungen, in der Kommission, aber auch im Parlament eine faktenbasierte, vernunftorientierte, angstbefreite Diskussion zu führen.

Da draußen, außerhalb dieses Saales, ist die Angst schon groß genug – das erleben wir in unseren eigenen Familien. Deshalb haben wir die Verantwortung, für Sicherheit zu sorgen, soweit das überhaupt eine Demokratie hinbekommt. Natürlich gibt es andere, die schneller sind. Die Russen und die Chinesen, die impfen überall. Ja, aber das sind ja Impfstoffe, die sind bei uns noch gar nicht zugelassen.

Ich erlebe das selber: Ein Abgeordneter hat das ja eben auch erwähnt, wie einige Medien, aber auch einige politische Kräfte ihr Spiel damit treiben. Wir lassen uns eben Zeit. Wir müssen garantieren, dass – auch wenn die Erforschung dieses Impfmittels sehr, sehr schnell gegangen ist, wirklich revolutionär schnell – dann am Ende die Risiken, auch in Bezug auf die Nebenwirkungen, einhegbar, verantwortbar sind.

Einige Abgeordnete haben aus sehr, sehr guten Gründen noch mal deutlich gemacht: Es kann uns in der Europäischen Union nicht genügen, dass wir alleine auf uns schauen. Es muss immer auch eine Strategie geben, wie wir global einen Beitrag leisten können.

Ich habe aber bislang den Eindruck, dass die Europäische Union – und alles ist immer noch besser zu machen – schon eine ganze Menge getan hat. Denn der Anschluss an die sogenannte COVAX-Fazilität beinhaltet ja auch konkrete Finanzbeiträge, ungefähr 860 Millionen EUR sind seitens der EU und der Mitgliedstaaten schon geflossen. Natürlich wird es darum gehen, auch die Voraussetzungen dafür zu schaffen, dass – noch einmal – der Zugang zu diesem Impfstoff sich nicht daran bemisst, wie wirtschaftlich stark ein Land ist, über wie viel Geld Bürgerinnen oder Bürger verfügen oder wo in dieser Welt sie leben.

Da müssen wir als Europäische Union mit gutem Beispiel vorangehen. Diese Botschaft habe ich heute wohl verstanden, und ich will Ihnen noch einmal versichern, dass wir auch als Rat dieser Verantwortung gerecht zu werden versuchen.

Es liegt, verehrte Abgeordnete, noch ein sehr, sehr weiter Weg vor uns. Wenn der erste Impfstoff dann endlich auch genutzt werden kann, dann ist auch er keine Wunderwaffe. Aber er ist ein ganz, ganz wichtiges Signal, um den Menschen die Sorgen zu nehmen. Denn die wirtschaftlichen und sozialen Folgen sind natürlich verheerend. Aber am Ende zählt der Schutz eines jeden Menschen, und jeder Tag zählt. Jeder Tag, an dem der Impfstoff früher zugelassen ist, kann ein Beitrag dazu sein, dass weniger Menschen sterben.

Ich freue mich darüber, dass ich dieses Signal des prioritären Gesundheitsschutzes als Botschaft aus fast allen Wortbeiträgen herausgehört habe, insofern vielen Dank. Diese Debatte hat einen wichtigen Beitrag geleistet, auch die Verantwortung der Europäischen Union bei dieser schweren Gesundheitskrise eindrucksvoll zu verdeutlichen. Aber wir reden nicht nur, wir handeln. Das ist in den vergangenen Wochen und Monaten sehr eindrucksvoll auch zum Ausdruck gebracht worden.

  Ivan Štefanec (PPE), písomne. – Význam, dôležitosť a silu Európskej únie môžeme vidieť práve v týchto dňoch. Bez spoločného postupu zjednotených štátov EÚ by vakcíny proti koronavírusu neboli ešte dlho dostupné pre Nemcov, či Francúzov. Pre Slovákov už vôbec. Vďaka EÚ budú naši občania chránení medzi prvými, v rovnakom čase ako Nemci, Luxemburčania, Švédi, či Česi. Keďže mi nie sú ľahostajní ľudia s oslabenou imunitou a mnohými ďalšími chorobami, určite sa dám zaočkovať.

  Henna Virkkunen (PPE), kirjallinen. – Arvoisa puhemies, koronapandemia on koetellut Euroopan unionin toimintakykyä ja perusperiaatteita. Kriisistä on paljon opittavaa tulevaisuuden varalle. Komissio on kuitenkin onnistunut toimimaan koronakriisissä verrattain hyvin niissä asioissa, joissa sillä on päätösvaltaa ja toimintamahdollisuuksia. Selkein esimerkki tästä ovat nyt käsittelyssä olevat rokotteet. Isot investoinnit rokotetutkimuksiin ja nopeasti solmitut rokotteiden yhteiset ostosopimukset ovat olleet mahdollisia juuri Euroopan unionin ansiosta. Kumpaakaan ei mikään jäsenmaa yksin olisi voinut saavuttaa, varsinkaan tällaisella aikataululla. Tämän toivoisi jatkossa näkyvän paitsi eurooppalaisen yhteistyön myös tieteen ja tutkimuksen aiempaa suurempana arvostuksena. Samalla täytyy kyllä sanoa, että olen pettynyt jäsenmaiden keskinäiseen koordinaatioon erityisesti matkustusrajoitusten osalta. Koronavirus tulee olemaan seuranamme vielä pitkään ja on ehdottoman tärkeää, että jäsenmaat pystyisivät toimimaan jatkossa yhtenäisemmin pandemian taltuttamisessa. Rokotteiden mahdollisimman tehokkaassa ja oikeudenmukaisessa jaossa sekä rokotekriittisyyteen vastaamisessa jäsenmaiden yhteistyö on avainasemassa. Komission uusi avaus terveysunioniksi ja aiempaa suurempi EU4Health-ohjelma osaltaan tiivistävät yhteistyötä terveysuhkien torjumiseksi. Korona on maailmanlaajuinen kriisi, johon vastaamiseksi tarvitsemme paitsi EU-tason toimia myös globaalia yhteistyötä. Euroopan unionin on kannettava tilanteessa vastuuta, jotta rokotteiden jakelu on mahdollista myös kaikkein köyhimmissä maissa. Komissio onkin aivan oikein sitoutunut tukemaan rokotteiden, lääkkeiden ja diagnostiikan kehittämistä ja rokotteiden tasapuolista maailmanlaajuista saatavuutta. Tärkeässä roolissa on rokotteiden yhdenvertaista saatavuutta edistävä COVAX-rokotemekanismi, jonka mahdollistamiseksi tarvitaan nyt sekä EU:n että jäsenmaiden tukea.

  Stefania Zambelli (ID), per iscritto. – È sicuramente un fatto positivo che la Commissione europea abbia concluso contratti con diverse case farmaceutiche per l'acquisto e l'approvvigionamento a livello europeo di dosi di vaccino contro il Coronavirus.

Tuttavia, incombono ancora, a pochi giorni dall'inizio della campagna vaccinale, una serie di interrogativi senza risposta circa i vaccini. Innanzitutto la temperatura: il vaccino della Pfizer dovrà essere conservato a meno 80 gradi.

Come sarà garantita la catena del freddo dal momento della produzione del vaccino fino alla sua somministrazione? Inoltre, non sono ancora chiari i metodi di somministrazione: quante dosi dovranno essere somministrate alle persone? Altri interrogativi riguardano i prezzi del vaccino. Come mai alcuni costano 30 euro a dose, mentre altri, come il vaccino Oxford, nemmeno tre euro? E sulle tempistiche, come mai il Regno Unito ha già iniziato a vaccinare da oltre una settimana, mentre in Unione europea continuano a dirci date vaghe e non precise sull'approvazione da parte dell'EMA?

Un altro aspetto preoccupante riguarda anche le responsabilità di danni causate dai vaccini: perché gli Stati membri dovranno risarcire le case farmaceutiche rispetto a questo tema? Tante, troppe sono le domande di cui siamo ancora in attesa di una risposta certa.
