  Presidente. – L'ordine del giorno reca la discussione sulle dichiarazioni del Consiglio e della Commissione sulla Strategia dell'UE per l'Unione della sicurezza

(2020/2791(RSP)).

Ricordo agli onorevoli deputati che per tutte le discussioni di questa tornata non è prevista la procedura "catch-the-eye", né saranno accettate domande "cartellino blu".

  Michael Roth, amtierender Ratspräsident. – Herr Präsident! Unsere gemeinsame Arbeit zur Verbesserung der Sicherheit unserer Bürgerinnen und Bürger und unserer Gesellschaften ist eine ständige Bewährungsprobe, und mit den Schlussfolgerungen des Rates zur inneren Sicherheit und zu einer europäischen Polizeipartnerschaft haben wir einen notwendigen Reflexionsprozess auf den Weg gebracht, um die Zukunft der inneren Sicherheit vor allem auch im Hinblick auf die europäische Dimension deutlich zu verbessern.

Und es ist uns dabei auch einiges gelungen: Zusammen mit der gemeinsamen Ministererklärung vom November, die im Anschluss an die Terroranschläge in mehreren Mitgliedstaaten angenommen wurde, und der Entschließung des Rates zur Verschlüsselung gibt dies die Richtung für die Arbeit vor, die vor uns liegt, und die wird nicht ganz einfach sein. Wir haben eine Reihe von Schwerpunkten ermittelt, darunter Instrumente, die bereits vereinbart wurden, die aber schneller und besser umgesetzt werden müssen, und natürlich auch Instrumente, bei denen es Lücken gibt und die in Zukunft besser angegangen werden müssen.

Die jüngsten Terroranschläge, verehrte Abgeordnete, haben auf alarmierende Weise deutlich gemacht, dass das Online-Umfeld eine ganz zentrale Rolle dabei spielt, gewaltbereitem Extremismus und Terrorismus eine Plattform und eine Stimme zu bieten. Mehrere laufende und künftige Initiativen tragen erheblich zur Bekämpfung dieser Entwicklung bei, wie beispielsweise der Vorschlag zu terroristischen Online-Inhalten, über den dank einer ausgezeichneten Zusammenarbeit zwischen dem Europäischen Parlament und dem Rat gerade eine politische Einigung erzielt wurde, aber auch der jüngste Vorschlag zum Gesetz über digitale Dienste.

Die Anschläge haben auch deutlich die Bewährungsproben aufgezeigt, vor denen die Strafverfolgungs-, die Justiz- und die Sicherheitsbehörden beim Zugang zu digitalen Informationen stehen, vor allem, wenn diese verschlüsselt sind. Wir müssen dafür sorgen, dass unsere Strafverfolgungs- und Justizbehörden online wie offline über dieselben rechtmäßigen Befugnisse und Kompetenzen verfügen. Es liegt im Interesse aller, liebe Abgeordnete, dass das Internet nicht zu einem rechtsfreien Raum oder einem sicheren Zufluchtsort für Kriminelle wird, und es gibt eigentlich eine sehr, sehr einfache Regel, verehrte Abgeordnete, die wir einfach nur umsetzen müssen: Was offline illegal ist, das ist und muss auch online illegal sein.

Natürlich gilt es, hier eine Balance zu finden, und auch dafür haben wir kein Patentrezept. Das unterliegt auch der demokratischen Auseinandersetzung, vor allem auch mit der Zivilgesellschaft, mit Expertinnen und Experten. Das ist die Balance zwischen Sicherheit einerseits und den Grundrechten auf den Datenschutz andererseits. Und dafür brauchen wir einen breit angelegten inklusiven und transparenten Dialog zwischen den verschiedenen Verantwortungsträgerinnen und Verantwortungsträgern, und dabei kommt natürlich auch aufgrund der grenzüberschreitenden Kriminalität der Europäischen Union eine ganz wichtige Rolle zu.

Und ebenso sind die Nutzung künstlicher Intelligenz, der Zugang zu Daten, die Nutzung von Big Data bei der Strafverfolgung und die innere Sicherheit relevante Aspekte, die wir sehr rasch angehen müssen. Ich will auch noch mal unsere Agenturen hervorheben, die dabei eine ganz wichtige Rolle spielen, bei einer zukunftsweisenden und verantwortungsbewussten Sicherheitsagentur, die auch die Mitgliedstaaten bei ihren Aufgaben unterstützt.

Wir müssen sehen, wie wir sicherstellen können, dass alle Strafverfolgungsbeamtinnen und -beamten Zugang zu allen erforderlichen Informationen haben, wie wir mehr aus der Fülle von Informationen herausholen können, die bereits in unseren Informationssystemen verfügbar sind, wie wir konkreter zusammenarbeiten und Informationen jeden Tag über die Grenzen hinweg effizienter austauschen können.

Nun wird vielleicht der eine oder andere von Ihnen sagen: „Ja, warum reden Sie so? Hätte man doch schon längst machen können.“ Ja! Es liegt natürlich auch im Wesentlichen daran, dass die Fragen der inneren Sicherheit zu den Kernkompetenzen der Mitgliedstaaten gehören. Und da gibt es keine Automatismen. Und natürlich müssen wir hier präventiver werden. Und wir müssen auch aus den schweren Straftaten, vor allem auch aus den furchtbaren Terrorakten, lernen, weil wir natürlich anerkennen müssen: Das sind ja keine nationalen Phänomene; das sind internationale, sind europäische Phänomene.

Die Umsetzung all dieser Maßnahmen, die ich jetzt nur sehr kurz benannt habe, ist Teil der umfassenderen Bemühungen, zum in den Verträgen verankerten Ziel der Union beizutragen, den Bürgerinnen und Bürgern einen gemeinsamen Raum der Freiheit, der Sicherheit und des Rechts zu bieten. Dieser Raum ganz ohne Binnengrenzen, in dem die Freizügigkeit der Menschen gewährleistet ist – gerade auch jetzt in dieser schweren Pandemie –, ist Sinn und Zweck des Schengen-Raums. Dieser Schengen-Raum kann aber nur dann dauerhaft bewahrt werden in einer krisengeschüttelten und vom Terror heimgesuchten Welt, wenn wir die Sicherheitszusammenarbeit verbessern, auf neue Füße stellen, damit Freiheit und Freizügigkeit dauerhaft gewährleistet werden.

  Margaritis Schinas, Vice-President of the Commission. – Mr President, let me tell you how delighted I am to be able to switch from one pillar of the European way of life, normally public health, to another – security.

I welcome this resolution that we’re discussing today. The threats that we face today are many and varied, but they have something in common: they are fast moving, cross—border and cross—sectoral. Most of them work across borders, across national borders, across the distinction between online and offline and across the divide of internal and external security. All this points to the very simple fact that we need a joined—up European approach to cope with this evolving landscape of threats, and this is exactly what we did last July when we presented our new EU Security Union Strategy to be coherent and comprehensive, to break down the many barriers and many silos that stand in the way of the EU delivering security to citizens.

This strategy is our ambition for the coordinated work for the next five years, and we want it to be understood as a single roof underneath which we can build an edifice with individual rooms, that are now being constructed. These range from combating terrorism and organised crime to preventing and detecting hybrid threats, increasing the resilience of our critical infrastructure, promoting cybersecurity and fostering research and innovation. So I can only therefore welcome the opportunity that you give us through this resolution to be able to discuss our work in these areas.

Before I go into the design and implementation of the single roof, let me tell you how important we consider the issue and the place of fundamental rights in security policy. This is the touchstone for all our work and is indispensable as our common purpose. I do not see fundamental rights, being in charge of the Security Union, as an accessory or something that we have to visit ex post. I think that the issue of fundamental rights is a precondition before contemplating any security measures and there are ways to compromise and conciliate these two objectives, which are not as antithetical as some people want to make us believe.

Let me now come to implementation. Implementation of the new Security Union started immediately on the day of its adoption, with a presentation on the agenda for the fight against drugs and action against firearms, that was also in the previous Commission. Last week we took another major step forward – the EU agenda on counter—terrorism following the heinous attacks in France and in Vienna. We want to strengthen the EU’s work to add value to Member States’ responsibilities, to anticipate, prevent, protect from and respond to terrorists. It sets out very concrete actions to help us do precisely that and we have also accompanied this proposal with another one for a reinforced mandate for Europol to be able to cope with these new types of threat. Europol, as you know, functions as police cooperation. With our proposal for a new mandate they can do much more.

Let me also welcome the – I would say historic – agreement reached last week on the regulation on terrorist content online. This is something that we need, and it was long overdue. Just three hours ago today, the Commission announced the strengthening of our cybersecurity strategy, which is most and foremost about security. Cybersecurity is not simply a consideration for a market, it’s not a consideration for businesses, it’s a consideration for society and the way we protect our people. The new cybersecurity strategy also includes two legislative proposals for the revision of our tools that need modernisation, like the Network and Information Systems Directive (NIS), and the critical infrastructure, the physical infrastructure. Both these proposals have been presented today. So there our idea is to reinforce and modernise anything that we can do to cope with cyber threats and cyber attacks.

Let me also highlight the importance of enforcement in all of this. For the first time, in the new NIS directive, we have specifically introduced the possibility for fines to facilitate enforcement and make sure that everybody plays by the rules. Last week, we also adopted a product which is very popular in this House – the progress report under the Security Union. This was the first progress report of this Commission and it shows that a lot has been done to support Member States in the past year. But we need to keep the momentum, and the citizens rightly expect not only pledges but also delivery.

There is much discussion and debate on whether this community EU action in the area of security is something that makes the European Union compete against our Member States. I think the Minister put it very right: we do not compete with anyone, we complement and produce added value to allow for the European Union to dissipate, organise and respond to these security threats.

  Jeroen Lenaers, on behalf of the PPE Group. – Mr President, we have a strong set of security rules in place at EU level, but they are only good when they are effectively implemented. These were the words of Commissioner Schinas last week on the presentation of the progress report, and I think it’s the key message that we also need to put out here today. Because he’s right: a lot of work has been done in the past years. We have worked on the EU’s information systems and their interoperability; we have worked on combating terrorism, on protecting borders, on combating child abuse. And yet we see here that the regulations and the directives are in place, but we still have to read – and this is so frustrating – that, for instance, when it comes to the implementation of the anti-terror directive, huge gaps are still there; that there are infringement procedures against 23 Member States for not properly following the rules on tackling child abuse. This is, quite frankly, unacceptable, and we need to make sure that the eagerness with which we adopt rules is at least matched by the eagerness with which these rules are implemented, and that is a call on the Member States.

So I strongly support the Commission’s approach on focusing relentlessly on implementation and enforcement. But next to implementation, additional efforts are absolutely needed. European citizens count on and expect us to deliver on security. We need to strengthen Europol’s mandate to be better equipped for today’s security challenges. We need to have more and better information-sharing between Member States. We need to have a better protection for societies against hybrid threats and foreign interference and disinformation, and we need to find a way to make sure that encryption continues to protect our privacy but no longer provides a shield for criminal behaviour. We must stand together against those who want to destroy our European way of life, and for that you can always count on the support of the EPP Group.

  Juan Fernando López Aguilar, en nombre del Grupo S&D. – Señor presidente, señoras y señores diputados, el pasado 24 de julio de este tremendo año 2020, la Comisión adoptó su Comunicación sobre la Estrategia de la UE para una Unión de la Seguridad, a la que el Consejo de Ministros de Interior, reunido este mismo lunes 14 de diciembre, ha aportado su contribución para proteger mejor los derechos a la seguridad de los ciudadanos europeos.

Y me gusta resaltar que la seguridad es un derecho en sí mismo, un derecho fundamental consagrado en la Carta de los Derechos Fundamentales de la Unión Europea en el mismo artículo que el derecho fundamental a la libertad y en pie de igualdad con este.

Esa Comunicación de la Comisión realiza cuatro apuestas estratégicas: futuro, amenazas cambiantes, terrorismo y delincuencia organizada —¡cómo no!— y un ecosistema seguro en el que se contemplan iniciativas inmediatas o en curso: las relativas a la persecución penal del abuso sexual infantil, las drogas y, naturalmente, el tráfico de armas de fuego.

Pero este Parlamento Europeo está pronunciando su palabra en este debate. En la comisión que presido —la Comisión de Libertades Civiles, Justicia y Asuntos de Interior— hemos deliberado acerca de esta Comunicación de la Comisión y hemos hecho nuestra aportación señalando, por supuesto, el compromiso con los derechos fundamentales y los valores fundacionales de la Unión, pero también la necesidad de apuntalar la lucha antiterrorista y la implementación y la ejecución de la legislación vigente, porque hay legislación antiterrorista adoptada por este Parlamento Europeo.

Hay legislación penal europea: hay una Directiva antiterrorista en vigor, de 2012; hay una Directiva, de 2011, contra el abuso sexual infantil y la pornografía infantil; y una Directiva, de 2012, de protección de las víctimas.

Pero subrayando la importancia de la implementación y de la ejecución, es importante que tengamos presente también la necesidad de reforzar nuestro compromiso contra el terror y la delincuencia organizada, contra el abuso sexual infantil, contra el tráfico de seres humanos en las peligrosas rutas migratorias y, naturalmente, contra las drogas. Y, ahí, la Comisión se ha comprometido efectivamente con una nueva agenda antiterrorista, con una nueva agenda antidrogas, con una nueva agenda de ciberseguridad. Y la comisión que presido se compromete a terminar el trabajo legislativo sobre el Reglamento relativo a los contenidos terroristas en línea.

Pero, finalmente, quiero hacer una referencia a la dimensión institucional, porque hay agencias operativas y sometidas al escrutinio de este Parlamento Europeo: Europol, CEPOL (la Agencia para la Formación Policial) y Eurojust.

Hoy mismo he participado en la conferencia inaugural de la plataforma para combatir el encriptado utilizado por la delincuencia organizada: Europol Joint Research Centre Decryption Platform.

Y es importante que toda esta constelación de agencias sea empleada a fondo junto con Prüm para reforzar la cooperación policial, en una arquitectura europea que tiene que garantizar la interoperabilidad de los datos en la persecución del delito y la criminalidad transfronteriza de alcance europeo.

  Fabienne Keller, au nom du groupe Renew. – Monsieur le Président, Monsieur le ministre d’État, Monsieur le Vice-Président de la Commission Margarítis Schinás, dans la lutte contre le crime et le terrorisme, les citoyens attendent une Europe forte. Je voudrais me concentrer sur Europol. Nous accueillons favorablement les propositions de la Commission pour renforcer le mandat d’Europol.

La coordination opérationnelle des services de police nationaux pour stopper les criminels et les terroristes qui se jouent des frontières est stratégique. Mais avec mon groupe Renew Europe, nous défendons des mesures plus ambitieuses pour faire d’Europol le véritable bras armé de l’Union dans la lutte contre le terrorisme et le crime organisé, un véritable FBI européen. Nous proposons d’accroître les compétences d’Europol pour collecter les données des polices et produire des analyses communes entre États membres, d’accroître le rôle d’initiative d’Europol dans les enquêtes transfrontalières et de permettre la surveillance des combattants étrangers sur le sol européen.

Je voudrais par ailleurs, Monsieur le Vice-Président, partager une inquiétude forte, celle du financement adéquat de ces mesures. Les agences européennes qui participent à la sécurité – Europol, mais aussi Frontex, Cepol et EASO, évoquées à l’instant par le président López Aguilar – se voient confier des missions nouvelles, mais elles n’ont ni les budgets, ni surtout les effectifs de personnel suffisants. Soyons plus cohérents.

Chers collègues, il nous faut une politique de sécurité forte contre le terrorisme, contre le crime organisé, pour mieux répondre aux attentes de nos concitoyens européens.

  Annalisa Tardino, a nome del gruppo ID. – Signor Presidente, onorevoli colleghi, Commissario, la Commissione è partita sicuramente da buone intenzioni, si legge infatti nella comunicazione che occorre fare tutto il possibile per proteggere i nostri cittadini. Chi non sarebbe d'accordo, del resto è proprio quello che ci aspettiamo da una strategia europea sulla sicurezza.

Abbiamo ascoltato tante belle parole che però non si traducono in fatti concreti e la risoluzione al voto oggi ne è una testimonianza. Nonostante infatti la presenza di alcune proposte condivisibili, mirate a contrastare più efficacemente il crimine organizzato, il testo risulta vittima delle ideologie di sinistra, concentrandosi al solito sui riferimenti alla disinformazione, sul ruolo delle ONG o ancora sugli aumenti di bilancio per agenzie e istituzioni europee.

Viceversa, è solo grazie a noi che il testo cita, ad esempio, il terrorismo di matrice islamica che, dati alla mano, rappresenta, a lui sì, la maggiore minaccia per la nostra sicurezza, avendo rivendicato le morti che abbiamo pianto in questi ultimi anni in tutta Europa, come quelle di Strasburgo del 2018.

Sicurezza dei cittadini deve essere invece controlli alle frontiere esterne dell'Europa per non permettere che fatti come quelli di Nizza possano ripetersi. Dobbiamo concentrarci sulla lotta ai reati gravi, affrontando i problemi alla radice e in maniera concreta, cosa che il Parlamento oggi purtroppo non fa, mancando di coraggio e onestà intellettuale. Noi chiediamo con decisione un repentino cambio di direzione.

  Saskia Bricmont, au nom du groupe Verts/ALE. – Monsieur le Président, être et se sentir en sécurité dans le contexte anxiogène et bouleversant que nous traversons actuellement est fondamental et implique notamment la résilience face au terrorisme et à toutes les formes de criminalité, mais aussi une confiance dans nos institutions et dans les forces de l’ordre, garantes de nos libertés fondamentales et de nos droits face à l’arbitraire tant en ligne que hors ligne.

C’est aux inégalités, aux violences de genre et intrafamiliales, aux violences policières, aux crimes racistes et xénophobes, au respect de l’état de droit et à la corruption qu’une stratégie sur la sécurité de l’Union doit entre autres s’attaquer. Les défis sécuritaires doivent être appréhendés au prisme des politiques d’éducation, de culture et des politiques socio-économiques, bref, des articles 2 et 3 du traité sur l’Union européenne. Le Parlement demande à la Commission d’inclure ces dimensions dans sa stratégie.

Dans cette optique, la réforme d’Europol, mais aussi le renforcement de l’agenda de lutte contre le terrorisme sans évaluation des politiques de sécurité et de leur impact sur les droits fondamentaux et sans contrôle démocratique renforcé ne sont pas acceptables. Un agenda toujours plus sécuritaire, qui satisfait les appétits populistes de renforcement des contrôles aux frontières, dont les conséquences humaines font la honte de l’Europe. Des adeptes des drones pour instaurer une politique de surveillance de masse digne des régimes les plus autoritaires de la planète et d’une coopération avec des États non démocratiques; finalement, d’une sécurité globale qui n’a de globale que le nom.

Cet agenda emprunte la voie vers laquelle terroristes et extrémistes veulent nous pousser en dépit du respect des libertés individuelles et des droits fondamentaux. Soyons clairs: nous n’acceptons pas que l’Union européenne emprunte cette voie-là.

  Assita Kanko, on behalf of the ECR Group. – Mr President, the threats around us evolve very fast, but our response is way too slow. The terror attacks of recent months and years were mostly perpetrated by Islamic extremists acting alone. We need, of course, a stronger role for Europol and more effective cross-border information sharing but this is not enough. It must be matched with measures that tackle the heart of a dangerous ideology that permeates our society – radical Islam. This is why the Commission and Member States are right to strengthen their efforts to tackle radicalisation. We must take steps to root out those who use religion and ideology to incite acts of violence. In order to do that we must cast aside political correctness and understand that defending our values must be central to any action. We need the resources, political will and policies, but above all, we need courage – the courage to be proud of who we are, the courage to defend our society and way of life. This renewed security union must deliver that.

  Mick Wallace, on behalf of the GUE/NGL Group. – Mr President, this resolution highlights that terrorism aims to threaten democracy in Europe and European values. A lot of our security concerns come from western destabilisation of countries outside our borders so, if we’re really worried about security, why do we keep supporting US imperialism and their endless wars?

In 2019, Israeli Defence Forces killed 133 Palestinians, 28 of them children. Why didn’t we stop the Association Agreement with Israel? Why don’t we stop Member States from selling arms to Saudi and UAE, who are committing genocide in Yemen? Over 100 000 children have died in that war and we don’t even want to talk about it in here. Why did we support the NATO bombing and destruction of Libya and the displacement of millions that came back to haunt us?

The truth be told, the people of Europe want security all right. They want the security of a home but, in 2018, the EU Member States spent EUR 78 billion on housing and over EUR 200 billion on arms and defence. Three times more. They want security of housing, affordable health care and education. If we want security, we should stop the militarisation of Europe. And I also suggest that the EU comes out more strongly and condemns the war crimes of Abiy Ahmed in Ethiopia or we’ll be looking at hundreds of thousands more wanting to cross the Mediterranean.

  Antoni Comín i Oliveres (NI).Presidente, Monsieur le Commissaire, vous l’avez dit: l’Union combat le terrorisme au nom de la démocratie. Et pourtant, nous avons besoin que les forces de sécurité qui mènent ce combat soient fermement attachées aux principes démocratiques. En septembre, l’Allemagne a suspendu 29 policiers pour avoir participé à des chats nazis. «La lutte contre l’extrême droite fait partie de l’ADN de la police allemande», ont déclaré les responsables de cette police.

Mais en Espagne, par contre, la sympathie pour l’extrême droite domine avec impunité une partie de la police et de l’armée. Aujourd’hui, il y a trois heures, nous avons pris connaissance des images de soldats espagnols qui font des saluts nazis et chantent l’hymne de la division militaire que Franco a envoyée à Hitler. Aujourd’hui, une partie significative des forces de sécurité espagnoles a un parti pris idéologique très clair contre la minorité nationale catalane.

Vous êtes tous, en tant que citoyens européens, concernés par l’objectif de rendre les forces de sécurité de tous nos États impeccablement démocratiques. La principale menace pour l’état de droit en Europe ne vient pas de la Pologne ni de la Hongrie. Elle vient de Bruxelles. C’est le silence honteux des institutions européennes face aux violations de l’état de droit en Espagne. Elle est là, la menace.

  Lena Düpont (PPE). – Mr President, the past month has unfortunately made it clear that security is back on the agenda, and it is thus where it needs to be – back on the agenda. That is why I especially thank Vice—President Schinas for his efforts, for the work to come out with a whole set of proposals enhancing the security of our citizens.

These proposals are crucial. They give the right answer to the challenges ahead. We need strong and bold cooperation in Europe to fight terrorism and radicalisation, but also organised crime, money—laundering and child sexual abuse, just to name a few. Vice—President, count on our support for the work ahead of us.

At the same time, we need to assure the work done in past years. What is key for that? It is the willingness of the Member States and implementation, implementation, implementation. It is good to have an understanding between the Member States of who poses a risk to our society, to our European way of life. A common definition in this regard would be better to foster and fasten the exchange of information ahead of the next attack.

It is good to have a set of instruments and data exchange, but making full use of them, as in this case, is key. We need to make sure we have the right data, at the right time, in the right hands, in order to protect our citizens. And, of course, it is good to support the counter—terrorism coordinator, but it is equally important to enable our agencies like Europol with the same aspiration, so that they can fully explore their potential.

So to the Council: support and trust the European added value of closer and bolder cooperation in the area of freedom, security and justice. Only by that can we provide security and the safety we are being asked for.

  Петър Витанов (S&D). – Г-н Председател, сигурността е всеобхватен въпрос, засягащ всички сфери на живота. Тя е свързана със здравето на децата ни, със защитата на личните данни, с охраната на града и общността ни.

За 13% от европейците тероризмът, който е ключов въпрос в координатната система на сигурността, е съществена заплаха. Той подкопава демократичната основа и се цели в демократичните ценности. Отговорът не може да се крие единствено в приемането и въвеждането на хаотични мерки и инструменти за неговото ограничение. Рамката на новата стратегия е приносът на Европейския съюз за повишаването на сигурността на всички ни. Комплексът от мерки трябва да включва ефективно противодействие на поляризацията в обществото, дискриминациите и всички други фактори, които засилват уязвимостта към радикализация. Борбата със социалните неравенства, които раждат радикализация, хранителната среда за тероризма, ефективното противодействие с хибридните атаки, които намаляват социалната кохезия, понижават доверието в институциите, също са едни от първопричинителите на проблемите със сигурността.

Стратегията трябва да свърже всички точки в екосистема на сигурността и да даде отговор на постоянно променящата се криминална среда, а при днешната ерозия на демокрацията и упадъка на правовата държава в глобален план, възвръщането на усещането за сигурност е най-важното условие в изграждането на доверие в обществото и реда.

Man kan ikke bygge et velfungerende samfund, hvis folk ikke føler sig trygge.

Der skal handling til. Tom snak er ikke nok. Tom snak må man sige, at EU-systemet har været meget leveringsdygtigt i over de seneste år. Når det kommer til vores sikkerhed og tryghed, har EU i årevis sovet i timen. For mig starter sikkerheden og trygheden ved vores grænser. Netop fordi, kriminelle terrorister og ballademagere i langt højere grad krydser grænserne i dag, end de gjorde tidligere. Så siger det sig selv, at vi selvfølgelig skal sætte ind ved vores grænser. EU har bekæmpet den indsats, der har været ved vores nationale grænser, og har forsøgt at tage sig af de ydre grænser. Det er en dårlig kombination. Det duer ikke. Unionen er nødt til at tage sig sammen, sikre de ydre grænser, tillade, at vi har national grænsekontrol og tillade, at vi selvfølgelig sender ballademagere, bøller og terrorister tilbage, hvor de kommer fra.

  Nicola Procaccini (ECR). – Signor Presidente, onorevoli colleghi, Commissario Schinas, a breve avremo una legislazione europea capace di conciliare l'urgenza di combattere la diffusione dei contenuti terroristici online con il diritto alla libertà di espressione.

Questo risultato fondamentale porta il segno dell'ECR e del collega Jaki, relatore della proposta comune, che ringrazio. Purtroppo in questo dibattito e nel testo comune in votazione manca un elemento decisivo: la relazione tra immigrazione illegale e minaccia terroristica, sebbene molti in quest'Aula disconoscano questa relazione, non altrettanto fanno i governi interessati dai cosiddetti movimenti secondari di migranti, come dimostrano le parole del presidente Macron a seguito degli attentati di Nizza.

Vorrei farvi notare che la chiusura delle frontiere interne e la contemporanea, assurda pretesa di mantenere aperte le frontiere esterne rappresentano una ingiusta distribuzione delle responsabilità fra gli Stati membri in materia di immigrazione, una minaccia alla sicurezza dei nostri concittadini e il tradimento del concetto di Unione europea.

  Javier Zarzalejos (PPE). – Señor presidente, señor vicepresidente, señor ministro, la seguridad es un pilar esencial del contrato con los ciudadanos. Y es verdad que hoy solo podemos garantizar ese compromiso si avanzamos hacia una Unión de la Seguridad, pero al ritmo y con la ambición que exige la respuesta a las amenazas que pesan sobre las libertades de los europeos.

Señor vicepresidente, estamos en el buen camino, como demuestra este debate, y debemos contar con el impulso para seguir transitando por él.

Tenemos identificados los desafíos: el terrorismo, que alimenta el odio étnico y religioso y que amplifica la difusión en la red; la delincuencia organizada, que amplía su actividad y ha entrado de lleno en el mundo online; la desinformación, como estrategia desestabilizadora de actores externos e internos en la Unión; los propios riesgos asociados a la presión sobre nuestras fronteras exteriores; y, por supuesto, un nuevo online lleno de desafíos.

La percepción de la seguridad —tengámoslo en cuenta— beneficia al extremismo y alimenta la narrativa que quiere desacreditar a las instituciones democráticas y al Estado de Derecho presentándolos como débiles e incapaces a la hora de proporcionar la seguridad y la confianza que los ciudadanos reclaman.

Contamos con los instrumentos. Aquí se han mencionado. Tenemos que fortalecerlos. Y debemos ser muy conscientes de que esa Unión de la Seguridad a la que aspiramos tiene que empezar por ser eso, una unión, una unión más estrecha que ponga en común recursos, capacidades, objetivos y estrategias sobre la base de la confianza mutua y con el propósito compartido de servir mejor a nuestros ciudadanos.

  Mara Bizzotto (ID). – Signor Presidente, onorevoli colleghi, un fallimento totale su immigrazione clandestina e terrorismo islamico: questo il risultato ottenuto dall'Europa, dal governo italiano PD - 5 stelle. Avete fallito nella lotta all'immigrazione clandestina, perché avete trasformato l'Italia nel campo profughi d'Europa. Avete fallito nella lotta al terrorismo islamico perché il terrorista che a Nizza ha sgozzato tre cristiani in chiesa è un immigrato clandestino sbarcato in Italia e arrivato in Francia senza controlli.

Vi ricordate il Commissario Gentiloni quando diceva che i terroristi non arrivano con i barconi? Gentiloni e i falsi buonisti di sinistra sono stati smentiti con i fatti. E non contenti, voi regalate i nostri soldi alla Turchia del dittatore Erdogan, che arma i terroristi islamici che colpiscono le nostre città.

Lasciatevelo dire: voi siete matti e state portando l'Italia e l'Europa dentro un burrone. Fate un grande mea culpa e ricordatevi che gli italiani sono stanchi delle vostre chiacchiere.

  Joachim Stanisław Brudziński (ECR). – Panie Przewodniczący! Panie Komisarzu! Mówimy o bezpieczeństwie naszych obywateli, o bezpieczeństwie Europy, a po przeciwnej stronie mamy przestępców, i to przestępców najgroźniejszych: terroryzm, handel ludźmi, handel narkotykami, handel bronią, pornografia dziecięca. I na tej szali z jednej strony mamy państwa demokratyczne, a po przeciwnej stronie mamy bezwzględnych przestępców.

Czy państwa demokratyczne mogą być bezbronne? Otóż w sposób oczywisty odpowiedź musi brzmieć: nie. Nie mogą być bezbronne. Muszą znaleźć w sobie siłę i determinację do tego, aby z przestępczością najgroźniejszą walczyć. A gdzie widzimy zagrożenie? To zagrożenie niestety tkwi również w naszych państwach, bo parę tygodni temu rozmawialiśmy o procederze sprzedaży obywatelstwa przez niektóre państwa, również najgroźniejszym przestępcom. Mamy przemyt ludźmi, przemyt, który dzisiaj przynosi większe dochody niż handel bronią czy narkotykami. I co? Państwa członkowskie, poprzez chociażby różnego rodzaju organizacje pozarządowe, tych przestępców również wspierają.

Wygramy tę walkę, jeżeli będzie koordynacja, jeżeli będziemy współpracować. Policja nie może być ograniczana polityczną poprawnością, chociażby w walce z islamskim terroryzmem. Europa nie może być bezbronna. Wygramy tę wojnę pod warunkiem, że będziemy równie bezwzględni i równie zdeterminowani jak najgroźniejsi przestępcy.

  Jorge Buxadé Villalba (ECR). – Señor presidente, señorías, señor comisario, la Comisión Europea presentó el pasado julio una estrategia para la seguridad en Europa, en la que presenta una serie de prioridades, de las cuales algunas comparto: la lucha contra el terrorismo, la delincuencia organizada o la radicalización islamista.

Sin embargo, la Comisión sigue sin darse cuenta de que cualquier estrategia de seguridad seguirá coja si no implementamos de modo inmediato las medidas legislativas para proceder a la inmediata expulsión del territorio europeo de los inmigrantes que hayan entrado ilegalmente en nuestras fronteras.

¿Cómo puede la Comisión asegurar la protección de los ciudadanos europeos cuando este año casi han entrado ya más de cien mil inmigrantes ilegales en territorio europeo, cuarenta mil solo en España? Les recuerdo que dos de los atentados islamistas que más han conmocionado a Europa —la muerte de tres católicos en la catedral de Niza y la decapitación de un profesor en Francia— han sido cometidos por falsos refugiados.

Por otra parte, señor comisario, ¿cómo se van a garantizar las medidas de lucha contra la delincuencia organizada si no se implementa inmediatamente una nueva orden europea más eficaz, así como medidas de reconocimiento de las resoluciones judiciales y policiales?

El otro día vimos cómo los tribunales belgas vuelven a denegar la entrega a España del llamado rapero Valtònyc, que, en sus canciones, anunciaba o pedía la muerte de guardias civiles españoles. Si esta es la estrategia de la lucha contra la radicalización, por desgracia vamos a convertir las calles de Europa en un auténtico campo de batalla.

  Margaritis Schinas, Vice-President of the Commission. – Madam President, I’m very encouraged by this debate, which has shown clearly challenges and different caveats but also confirmed our common determination to work together to enhance our overall level of security, doing this within cohesive societies where our freedoms and values prevail and in full respect of fundamental rights.

We have already achieved a lot, but we need to keep up the momentum, and that’s why I would encourage the co-legislators to quickly adopt some of the interesting proposals that are new and are on the table now. I would make particular mention of the need for a quick start to the discussions and work on the revised regulation on Europol. This proposal is essential to give law enforcement authorities better tools to combat organised crime and terrorism, and we need it sooner rather than later.

Let me also seize the occasion to advance some of the proposals that we will be presenting next year in the area of security, continuing to build these individual rooms under the single roof of our Security Union Strategy. Cooperation depends on information, so the exchange of data will be key, and that means engaging with the right authorities and ensuring that the right safeguards are in place, and Eurojust will be an important focus on this. We will also take measures such as an EU agenda to tackle organised crime and new legislation to effectively tackle child sexual abuse online.

In the last quarter of next year, we also plan to make proposals to step up work on the freezing and confiscation of the proceeds of crime, as well as on asset recovery. We will continue to work on police cooperation by putting forward an EU Police Cooperation Code, which will be a key measure to modernise existing intra—EU law enforcement cooperation. Your House, this Parliament’s involvement in all this work will be essential and a key element in our success.

Let me finish by referring to the various opinions expressed around radicalisation and the link with terrorism. I would like to ask you to take an interest in our proposal, presented together with Commissioner Johansson, on integration and inclusion. This is an action plan with 60 concrete actions that we would like to see implemented so that our societies are able to offer a chance for integration and inclusion to those vulnerable Europeans that very often fall through the cracks of our systems and become the ideal victims or prey to terrorism.

Instead of declaring a priori enemies from the terrorist camp, I think we have a better chance if we strike a deal on integration and inclusion and we use the universality of our education systems, housing and health provision to give a sense of belonging to the most vulnerable citizens in society. This would allow us to shield them from the appeal of terrorism. At the same time, this is a two—way street. They would also have an obligation to join and benefit from the success and achievements of our European way of life.

  Michael Roth, amtierender Ratspräsident. – Frau Präsidentin, liebe Abgeordnete, Herr Kommissar! Ich möchte Ihnen allen für die Aussprache danken, weil sie doch noch einmal deutlich gemacht hat, dass wir auf einer gemeinsamen Grundlage Strategien entwickeln und dass ich doch ein hohes Maß an Übereinstimmung zwischen den drei Institutionen sehe.

Natürlich ist die Diskussion über Sicherheit für die Bürgerinnen und Bürger in Europa für den Rat besonders schwierig, weil es einerseits natürlich darum geht, die nationalstaatlichen Kompetenzen bestmöglich im Interesse der Bürgerinnen und Bürger zu nutzen, dass es andererseits aber eben auch eine Bereitschaft geben muss, da, wo Europa einen konkreten Mehrwert erbringt, die sicherheitspolitische Zusammenarbeit deutlich auszuweiten.

Ich bin den Abgeordneten auch dankbar, die ja auf eine Fülle von Bewährungsproben hingewiesen haben. Dabei geht es ja nicht nur um den Terrorismus oder den Drogenhandel, es geht um viele, viele Straftaten, die den Menschen schwer zusetzen, die aber auch eine große, große Bewährungsprobe – vor allem für unsere Sicherheitskräfte – sind. Deshalb stimme ich auch allen zu, dass wir die gemeinsamen Agenturen, die wir ja haben, noch besser in die Lage versetzen müssen, die Mitgliedstaaten bei diesen Aufgaben zu unterstützen.

Ich will auf einen Punkt noch einmal eingehen, weil ich den Eindruck hatte, dass er zu den sensibelsten gehört, das ist das Thema Verschlüsselung. Ich würde auch da gern noch mal den Standpunkt des Rates etwas erläutern. In der Entschließung zur Verschlüsselung heißt es nämlich eindeutig, dass der Rat sicherstellen möchte, dass die Strafverfolgungs- und Justizbehörden online dieselben Möglichkeiten haben, Straftaten zu verhindern, aufzudecken, zu untersuchen und strafrechtlich zu verfolgen, wie auch offline. Das ist das Kernprinzip. Noch einmal: Was offline illegal ist, das ist und muss auch online illegal sein.

Zweitens: Unsere Strafverfolgungs- und Justizbehörden müssen sowohl offline als auch online über dieselben Befugnisse verfügen. Das sind die beiden zentralen Punkte für mich, wo ich große Schnittstellen sehe zwischen den Verantwortlichkeiten der Mitgliedstaaten und den gemeinsamen Aufgaben, denen sich die Europäische Union – und damit auch natürlich die Mitgliedstaaten – zu stellen hat.

Noch einmal vielen herzlichen Dank für die Diskussion. Vielen Dank auch für den Appell, eine vernünftige Balance zu finden zwischen Sicherheit einerseits und Freiheitsrechten andererseits. Die Wahrung der Grundrechte und Grundwerte spielt nicht nur für Sie, sondern auch für den Rat eine herausgehobene Rolle. Danke auch noch mal für dieses Signal, das ich gerne mitnehme.
