  Josep Borrell Fontelles, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, the arrest on live TV of the Russian opposition leader, Alexei Navalny, upon his return to Moscow last Sunday, is unacceptable both to Europe and to the international community, who believe in the protection of human rights and fundamental freedoms.

Yesterday, I issued, on behalf of the European Union, a declaration with a clear message that we condemn the arrest of Mr Navalny, and that we stand in strong solidarity with him. The President of the European Council and the President of the Commission also issued a statement in this sense.

Mr Navalny’s rights must be fully and unconditionally respected and enforced, and the politicisation of justice is unacceptable. We call upon the Russian authorities to release Mr Navalny and all the journalists and activists who have been detained in connection with his return.

Let me also share how glad I am that Mr Navalny has recovered from the severe poisoning he suffered in August 2020. My biggest recognition goes to all those, especially the medical staff and the team around Mr Navalny, who have been treating and supporting him over the last months.

As I said, in our plenary discussion on the case of Mr Navalny that we had here in September, the EU condemns in the strongest possible terms the assassination attempt, through poisoning, using a military chemical nerve agent from the Novichok group. As a reaction, the European Union, in October 2020, responded by imposing in a strict manner restrictive measures on six individuals and one entity involved in the assassination attempt. These are highly ranked officials in Russia, including the Director of the Federal Security Service of the Russian Federation (FSB). As you know, any further decision on sanctions is for the Council to take.

I am looking forward to this very timely discussion about such an important issue.

  David McAllister, on behalf of the PPE Group. – Madam President, dear colleagues, I am very concerned and strongly condemn the arrest of Mr Aleksei Navalny upon his return to Russia, just as I am very concerned and condemn the detention of several dozen of his supporters and journalists across the country. The arrest of Mr Navalny and its modalities clearly contravene international law and the Russian constitution. I urge the authorities in Moscow to release him and his supporters immediately. Their rights need to be fully and unconditionally respected and enforced.

These latest developments further deteriorate the already strained relations between the European Union and Russia. The intimidation and political persecution of government critics in Russia must stop. Dear Josep Borrell, I am thankful for your strong and clear words immediately after the arrest of Mr Navalny, and again this afternoon. Indeed, the politicisation of the Russian judiciary is unacceptable.

The poisoning and the arrest of Mr Navalny are just the latest of many arguments to reassess our relations with Russia. As the European Union, we should be very clear in our response and expand the so far introduced sanctions to individuals implicated in his arrest and those who gave orders to do so. As of December 2020, the EU has the instrument of a global human rights sanctions regime. We shouldn’t hesitate to use this tool when and where necessary.

  Isabel Santos, em nome do Grupo S&D. – Senhora Presidente, a perseguição, detenção e até eliminação física de opositores políticos, jornalistas e ativistas constitui um padrão na Federação Russa. Nemtsov, Politkovskaya, Yushenkov, são nomes que devemos recordar como alguns dos exemplos de críticos do regime de Putin assassinados.

Depois de sobreviver à tentativa de envenenamento e inúmeras perseguições, Navalny foi agora preso por uma pena que, em 2013, denunciei como estando ferida de irregularidades e atentar contra o Estado de Direito, tendo sido também em 2018 declarada pelo Tribunal Europeu de Direitos Humanos como sendo politicamente condicionada.

Enquanto os responsáveis do seu envenenamento continuam em liberdade, Navalny encontra-se detido na prisão onde Magnistky morreu. Isto é uma afronta clara à União Europeia e a toda a comunidade internacional.

Saúdo o pedido de libertação imediata de Navalny feito pelo Senhor Alto Representante e exigimos que os responsáveis por esta detenção sejam integrados na lista de sanções.

  Urmas Paet, on behalf of the Renew Group. – Madam President, dear High Representative, dear colleagues, Aleksei Navalny must be released immediately. His arrest is wrong on so many levels – like the legal level, domestic politics level and from an international point of view, not to mention on a human level. It takes guts for Alexei Navalny, who has been subject to beatings, harassment, attacks, arrests and poisoning with a chemical weapon to return to his homeland and face yet another arrest and sentencing immediately upon his arrival. Once again we are facing a situation in Russia where the victim is jailed and those responsible for his poisoning walk free. The EU must influence Russia to release Navalny immediately, to stop harassing opposition activists and the political opposition, to stop using chemical weapons on its own people and start following international law and its obligations taken thereunder. The EU must be united in its approach to Russia regarding its sanctions policy, but also in its other policy spheres, like energy policy for example. Clearly if somebody like Navalny, who has been so badly treated by its own government, the security forces and its political system, still finds in himself such a calling or a mission to return to his homeland to keep fighting for human rights and democratic principles, this must find adequate support on the European Union level as well. Also the people of Russia deserve full respect of human rights and fundamental freedoms.

  Marco Zanni, a nome del gruppo ID. – Signora Presidente, onorevoli colleghi, signor Commissario Borrell, quanto accaduto negli ultimi mesi nella vicenda Naval'nyj è inaccettabile. La democrazia deve seguire certi principi, deve seguire certe regole: l'Unione europea e gli Stati membri hanno fatto bene a condannare fermamente quanto accaduto.

Non possiamo permettere che vicino a noi ci siano Stati con cui cooperiamo e con cui dialoghiamo che utilizzano l'arma giudiziaria o addirittura, potenzialmente, l'arma dell'attentato per mettere a tacere l'opposizione politica. Il rispetto dei diritti civili, dei diritti umani e dei diritti politici deve sempre essere al centro delle relazioni tra i nostri Stati membri, tra l'Unione europea e i paesi terzi.

Bene quindi abbiamo fatto a più livelli e bene ha fatto la comunità internazionale a condannare quanto accaduto e a chiedere chiarezza, per far sì che le autorità russe permettano alla comunità internazionale di fare chiarezza su quanto accaduto a Naval'nyj.

Però credo, Commissario Borrell, che per essere completamente credibile in questa sua richiesta l'Unione europea dovrebbe avere un approccio comune con tutti gli Stati terzi con cui ci troviamo a dialogare e a collaborare. Credo che quanto accaduto proprio di recente con la Cina non sia un esempio cristallino di come l'Unione europea, all'unanimità e in maniera uniforme, debba condannare questi comportamenti.

Nonostante sappiamo chiaramente che in Cina il rispetto dei diritti umani, dei diritti civili e dei diritti politici non viene garantito – e quanto sta accadendo a Hong Kong ne è una riprova – noi decidiamo di firmare accordi con questo paese chiudendo gli occhi per gli interessi commerciali di qualcuno.

Credo che questo atteggiamento vada cambiato, altrimenti l'Unione europea e gli Stati membri non saranno e non potranno essere efficaci nella loro richiesta di rispetto dei diritti umani.

  Sergey Lagodinsky, on behalf of the Verts/ALE Group. – Madam President, Aleksei Navalny is being punished for doing nothing wrong. He is being punished for daring: for daring to survive, for daring to return, for daring to continue fighting. He is being punished for having no fear. We have long forgotten how it is to see people who have no fear. People who are ready to fight, who are ready to go to prison, and yes, who are ready to die for democracy.

Now we see those people – in Belarus, in Turkey and now we see them also in Russia and have been seeing them for many years. Some of the names were already mentioned, and Navalny is one of them. One of the people whose term and characterisation we forgot to pronounce, one of the heroes – and that’s him, and that’s his family, and that’s his wife, Yulia, who is always on his side. It’s important that we mention that. That we see the human story behind this political story.

But Navalny didn’t return for a human story, he returned for political work, and it is our responsibility to make sure that his political work, and the work of his party, of his foundations, of many other opposition parties in the country where he returned, is possible, and we have to call on Putin to allow free space for the upcoming elections – as free as possible under Russian circumstances.

It is important that we also pronounce our responsibility and the responsibility of our governments, just like my national government, the government of Germany, and the government of our federal lands, like the government of Mecklenburg-Vorpommern, and the responsibility of the prime minister of Mecklenburg-Vorpommern, who is defending, and continues to defend, a project that undermines democracy and solidarity with Russian society, with Ukrainian society, with Polish society and many others. Manuela Schwesig, you have to think about your shameful decisions. Let’s stop Nord Stream 2.

  Witold Jan Waszczykowski, w imieniu grupy ECR. – Pani Przewodnicząca! Ups! Rosja zrobiła to ponownie. Rosja znowu użyła broni chemicznej przeciwko własnemu obywatelowi. Mamy więc zbrodnię. Pytamy się jak Dostojewski, czy mamy również i karę za tę zbrodnię? Ponieważ Rosja kontynuuje opresyjną politykę, zarówno wewnętrzną, jak i zagraniczną, słusznie domagamy się międzynarodowego śledztwa z udziałem instytucji, które zajmują się kwestią wykluczenia broni chemicznej. Musimy zapewne uruchomić całą procedurę przewidzianą przez akt Magnickiego w obronie opozycji i aktywistów. Ale czy to wystarczy?

Czy nie powinniśmy domagać się większych sankcji, np. wyrzucenia z rozliczeń finansowych SWIFT, zamrożenia aktywów bankowych, wykluczenia rosyjskich towarów z naszych rynków? To są oczywiście kosztowne rozwiązania, ale są i mniej kosztowne. Koszty musi ponosić rosyjskie społeczeństwo, rosyjska klasa średnia – oligarchowie, artyści, sportowcy, naukowcy. Czy oni także nie powinni być wykluczeni z naszego życia? Oligarchowie przecież nie przeniosą swoich aktywów z Londynu do Pekinu, naukowcy rosyjscy nie wyjdą z Harvardu i nie przeniosą się na uniwersytety afrykańskie. Rosyjscy celebryci nie zechcą zrezygnować z zakupów w Paryżu na rzecz bazarów bliskowschodnich, a więc społeczeństwo rosyjskie, a przynajmniej jego część, która popiera Putina, musi poznać koszty tej polityki imperialnej, musi zacząć ponosić cenę tej polityki. Musimy spróbować różnych instrumentów, aby powstrzymać imperialne zapędy Rosji.

  Idoia Villanueva Ruiz, en nombre del Grupo The Left. – Señora presidenta, nos sumamos a la denuncia de la detención del señor Navalny a su llegada a Moscú, meses después de ser envenenado. Nos alegramos de su recuperación y condenamos un hecho ilegal, intolerable e inhumano. No puede ser de otro modo, ya que condenamos la persecución de personas en cualquier lugar del mundo.

Es la segunda vez que debatimos en este Parlamento sobre este caso. Y, ¿qué es lo que buscamos? ¿Estamos buscando nuestro liderazgo en defensa de la democracia, de los derechos humanos, de la política exterior?

Rusia no está incluida en la política de vecindad de la Unión Europea, porque es entendida —como deja bien claro esta institución— como una amenaza para la seguridad europea.

Dependiendo del interés del país con el que tratamos, la relación la abordamos desde la denuncia de los derechos humanos, de las bonanzas económicas o directamente la silenciamos. Creemos que este Parlamento debe ser un instrumento para construir una política exterior europea que defienda la democracia, los derechos humanos, en nuestro territorio y en el mundo.

Condenamos sin ambages la actuación con el señor Navalny en Rusia y pedimos a este Parlamento que también se pronuncie y no se silencien barbaries que hoy ocurren, como la condena saudí de cinco años a Luyain al-Hazlul por defender los derechos de las mujeres, el apartheid israelí, consolidado más aún con la vacunación solo para israelíes, o los ocho asesinatos en quince días de defensores y defensoras de derechos humanos en Colombia.

  Fabio Massimo Castaldo (NI). – Signora Presidente, onorevoli colleghi, nella giornata di domenica, in un aeroporto cambiato pochi minuti prima dell'atterraggio e blindato per l'occasione, Aleksej Naval'nyj ha mosso i primi passi nel suo paese dopo la lunga degenza ospedaliera in Germania.

Questi passi l'hanno condotto però a una centrale di polizia, dove lo attendeva una giuria improvvisata e pronta a firmare l'ordinanza che ne conferma lo stato di arresto per trenta giorni. Adesso il coraggioso Naval'nyj rischia una commutazione della pena, da sospesa a effettiva per tre anni e mezzo, e rischiamo che la storia si ripeta: com'era già accaduto nel 2018 per le presidenziali, una sentenza sotto l'influenza politica potrebbe escluderlo dalle elezioni del 19 settembre prossimo alla Duma.

Signor Presidente, colleghi, difendiamo la democrazia e lo Stato di diritto per impedire gli abusi, gli abusi del diritto degli Stati e dei loro governi. Democrazia vuol dire non pretesa delle maggioranze di imporsi a tutti i costi, ma soprattutto tutela dei diritti delle opposizioni. Ecco perché la nostra voce si deve levare forte e chiara verso le autorità russe: no a processi politici, sì al rilascio immediato di Aleksej Naval'nyj.

  Andrius Kubilius (PPE). – Madam President, first of all, we of course express our solidarity with Aleksei Navalny and his family. Obviously we are demanding freedom for Navalny and we are demanding sanctions to punish those who did it.

If Putin were not afraid of Navalny and of the Russian people’s demand for change, Navalny would stay free. This is a manifestation of Putin following in the footsteps of dictator Lukashenko. Putin shares with Lukashenko the same fear of real elections. Lukashenko was stealing elections from the Belarusian people by jailing potential candidates Viktar Babaryka, and Sergey Tikhanovski. Putin is doing the same by arresting Aleksei Navalny. Lukashenko has finished the year 2020 with a single question, addressed globally and domestically, namely when and how he will be ousted from power. Putin is starting to move in the same direction, which may have the same outcome at the end of this year. Putin in some ways is a delayed Lukashenko.

The people of Belarus have clearly shown that the majority of them are for change. The Russian people are not different and that is why Navalny was arrested. What we saw during those days is an additional reason to repeat what we said last year in September: the EU needs to launch a thorough reassessment of its relations with Russia and to consider that the pursuit of democracy should be the centrepiece of this new EU strategy towards the Russian Federation. Democracy is possible in Ukraine, it is possible in Belarus, and it is also possible in Russia. We are standing together with the Russian people.

  Kati Piri (S&D). – Madam President, colleagues, High Representative, the arrest of Aleksei Navalny upon his return to Moscow is a show of lawlessness and Putin’s utter contempt for the civil rights of his own citizens. Just four months ago, Navalny barely survived an FSB assassination attempt and on Sunday, he returned home defiant, willing to risk his freedom for his cause to display the corruptness of this regime. Putin did not succeed in killing him, so now he jails him. And, this means that the EU must hold the Kremlin accountable, and not with the weak sanctions we imposed on six individuals after Navalny’s poisoning. We need to discuss serious sanctions if Navalny remains in jail. And honestly, anyone who still believes that we should continue with Nord Stream 2 is blind for what kind of regime we are dealing with in Moscow. It is time we as well show some bravery.

  Bernard Guetta (Renew). – Madame la Présidente, chers collègues, regardons bien et regardons mieux car, dans cette affaire Navalny; il n’y a pas qu’un invraisemblable déni de droit et de toutes les libertés à la fois. Cela c’est l’intolérable évidence, celle que ce Parlement doit dénoncer et sanctionner mais ce que nous dit d’abord l’affaire Navalny est que ce régime est maintenant affaibli. S’il n’avait pas fait arrêter l’homme revenu le défier, sans doute aurait-il enhardi l’opposition? Il pouvait en tout cas le craindre, mais en le faisant arrêter il fait d’un opposant aux mains nues un héros national engagé dans un combat singulier contre un président qui s’essouffle.

M. Poutine s’embourbe en Syrie, piétine en Ukraine, hésite au Bélarus. M. Poutine perd la main, ses caisses se vident, sa popularité recule. Regardons mieux et nous verrons le désarroi d’un homme vieillissant qui ne sait plus comment faire taire ce vengeur téméraire.

  Thierry Mariani (ID). – Madame la Présidente, le 8 juin 1978 à Harvard, Alexandre Soljenitsyne a prononcé un discours souvent qualifié de prophétique. Il disait notamment, je cite: «le mode de vie occidental apparaît de moins en moins comme le modèle directeur, il est le symptôme des révélateurs par lequel l’histoire lance des avertissements à une société menacée ou en péril. De tels avertissements sont, en l’occurrence, le déclin des arts, ou le manque des grands hommes d’État».

L’Union européenne n’a pas écouté Alexandre Soljenitsyne. Pire, elle présente le redressement de la Russie opéré par Vladimir Poutine comme un danger pour elle. Qui croit vraiment que Moscou soit un danger pour Paris, Rome ou Berlin? Pour ne pas voir que l’influence de l’Europe se réduit, nous inventons des fantômes. Pour ne pas avoir le courage de s’émanciper de la tutelle des États-Unis et de l’OTAN, l’Union est prête à toutes les sanctions, à toutes les provocations envers Moscou.

Alexeï Navalny n’est pas un acteur majeur de la politique russe, ses prises de position sont d’ailleurs parfois aux antipodes des idées que nous défendons ici. Je vous rappelle ainsi que M. Navalny affirme que la Crimée restera russe pour très longtemps. Son empoisonnement, oui, mérite une enquête internationale, selon le droit en vigueur, c’est-à-dire après avoir apprécié la qualité de l’enquête russe.

Par aveuglement, l’Union européenne s’entête donc à soutenir toute opposition à Poutine. C’est l’inverse de la diplomatie et le contraire de ce à quoi l’Union doit servir: soutenir les intérêts de nos nations. À moins bien sûr que l’Union cherche à soutenir les intérêts d’un autre État qui nous a récemment donné le spectacle de la fin de sa domination mondiale, c’est d’ailleurs ce que Soljenitsyne annonçait. Aveuglés, nous ne voyons plus que les discussions, comme celle que nous avons en ce moment, ne provoquent plus l’admiration du monde, elles provoquent plutôt sa consternation.

  Heidi Hautala (Verts/ALE). – Madam President, High Representative, it’s very important that this House condemn in its strongest terms the treatment of Aleksei Navalny by the Kremlin and the Russian regime. This has been the most severe breach of human rights that one can imagine – an attempted murder by the regime, very well exposed – and now that the European Union has the fresh mechanism on dealing with human rights violations anywhere in the world, we have to put this into action. I think the whole chain of command must be exposed. A lot of it is already known. We also need an international independent investigation into what actually has happened.

Now this is a great opportunity to shed light on the forthcoming elections in Russia, what could happen to all of the opposition, and this Parliament and the European Union has to give all its support to the opposition to have a full role in the Russian system to turn it slowly into a democracy. So the elections by September 2021 will be a very crucial moment.

  Hermann Tertsch (ECR). – Señora presidenta, la detención de Alexéi Navalny a su llegada a Rusia es, por supuesto, un insulto a todos nosotros, a toda la comunidad internacional y, especialmente, a Europa.

Europa necesita realmente pensar por qué le resulta tan fácil escupirnos a la cara a una gente que tiene tantos tratos con nosotros, un vecino tan importante nuestro. Y es que Europa no tiene credibilidad. Hemos creado la ley Magnitsky, pero carecemos de esa credibilidad, porque Putin sabe muy bien que en China hay en este momento unas violaciones de derechos humanos muchísimo más brutales que las de ellos y, sin embargo, para Navidades, le hemos regalado un acuerdo de inversión al señor Xi Jinping, que viola mucho más las leyes que ellos. Cuba machaca a sus opositores todos los días —estas Navidades, como nunca— y dirige centros de torturadores en Venezuela: pues le estamos regalando dinero con un acuerdo que jamás cumple. Turquía ejerce una brutal represión, y desde Bruselas se le regaña mucho, pero nunca se le impone una sanción. Y, desde luego, Putin sabe que tiene Nord Stream; un Nord Stream que sigue ahí, con la primera y la segunda en marcha. Y lo sabe muy bien.

  Michael Gahler (PPE). – Frau Präsidentin, liebe Kolleginnen und Kollegen! Die erneute Verhaftung von Alexei Nawalny ist Ausdruck von Schwäche, aber auch von Ratlosigkeit des Regimes. Putin weiß nicht, wie er mit Nawalny umgehen soll, außer dass er ihn verhaftet, denn mit Argumenten kann er ihn nicht zum Schweigen bringen. Im Gegenteil, Nawalny hat die besseren Argumente, wenn es um good governance, wenn es um Demokratie und Menschenrechte und die Entwicklung Russlands geht.

Es ist schon perfide, wenn ein Staat, der einem Oppositionellen nach dem Leben trachtet, ihn dafür zur Haft verurteilt, dass er Bewährungsauflagen nicht einhält. Aber die hält er deswegen nicht ein, weil er sich eben gerade in Behandlung befindet wegen dieses Anschlags, der von eben diesem Staat ausgegangen ist.

Ich denke, wir sollten als Reaktion darauf nicht nur unsere Empörung zum Ausdruck bringen, sondern das Instrument, das wir uns neu geschaffen haben, unser globales Menschenrechtssanktionierungsregime, zum Einsatz bringen, den europäischen Magnitsky Act. Wir sollten zum Beispiel die Richter, die sich für solche politischen Urteile hergeben, automatisch auf so eine Liste setzen. Da gibt es ein Gericht, das ihn jetzt zu 30 Tagen verurteilt hat. Diese Richter und die Staatsanwälte, die das verlangt haben, gehören darauf. Wenn wir das systematisch tun, aber auch ansonsten dem Wunsch von Herrn Nawalny entsprechen, nämlich die Entourage um Herrn Putin, die ihn trägt, tatsächlich mit Sanktionen zu belegen, dann, glaube ich, werden die es merken, dass sie eine andere Politik betreiben müssen.

  Tonino Picula (S&D). – Madam President, Mr High Representative, we condemn in the strongest terms the arrest of Mr Navalny and others. Today we call for their instant release. Once again, we deeply regret the assassination attempt against him. It was clearly an attempt to silence one of Russia’s most outspoken anti-corruption activists. The attacks on the life and freedom of Aleksei Navalny illustrate the shrinking space for democracy, rule of law, fundamental freedoms and human rights in Russia, but they also have an international dimension.

The use of prohibited chemical nerve agent Novichok constitutes a breach of international law, as it violates the Chemical Weapons Convention. Russian authorities should finally put an end to the harassment, intimidation, violence and oppression against its political opponents by ending the prevailing impunity. Journalists, human rights defenders and opposition politicians have to be able to conduct their legitimate activities without fear for their lives.

  Michal Šimečka (Renew). – Madam President, the unlawful arrest and jailing of Aleksei Navalny is not just a manifestation of Russia’s increasingly authoritarian regime but also of that regime’s increasing fear. Fear that their corruption will be exposed or fear that they will lose political power. Because, regardless of the outcome, the Navalny affair will go down as a huge embarrassment for Vladimir Putin and his lackeys. They tried to poison Navalny only for him to survive thanks to European doctors and now he willingly walks back to a Russian jail so that he can inspire a democratic movement in Russia.

So, obviously, I join the call and this Parliament should join the call on the Russian Government to abide by its international obligations and release Navalny. But, as has been said, words are not enough and the EU and its Member States should freeze assets and restrict travel for those responsible for the repression in Russia. We must do more to counteract the influence of Russian money and disinformation and support human rights defenders; but also, now, it is clear that restoring Russia’s voting rights in the Council of Europe, which it now ignores, has been a mistake that needs to be rectified.

  Viola Von Cramon-Taubadel (Verts/ALE). – Madam President, High Representative, colleagues, Aleksei Navalny was now arrested because he dared to be in a coma after being poisoned by Putin’s FSB criminals. The only thing outdoing the Kremlin’s bottomless cynicism is their own horrifying cruelty. Occupying and annexing sovereign countries, displacing millions, poisoning and murdering political opponents in Russia and on the territory of the EU, abducting, torturing and killing journalist and minorities – and those are only a few of many crimes that Putin’s regime is built on. What does the EU do? We always react to individual incidents instead of proactively finding a consistent approach. We extend our occasional concerns and hope to go back to business as usual as soon as possible. This has to end. The Kremlin needs to learn that their crimes come with a very high price. I demand: Nord Stream must be scrapped immediately, heavier individual plus sectoral sanctions have to be introduced and more support should be offered to the liberal opposition.

  Jadwiga Wiśniewska (ECR). – Pani Przewodnicząca! Zatrzymanie Nawalnego to kolejna próba zastraszania demokratycznej opozycji w Rosji. Apelujemy oczywiście do władz rosyjskich o natychmiastowe uwolnienie Nawalnego, ale same apele absolutnie są niewystarczające. Potrzebna jest szybka i jednoznaczna reakcja na poziomie unijnym. A więc Rada powinna zablokować dostęp Rosji do systemu bankowego Swift.

Czas zatrzymać wreszcie Nord Stream II – projekt polityczny, który zwiększa zależność Unii Europejskiej od dostaw rosyjskiego gazu. Czas zatrzymać Nord Stream II, który jest niezgodny z unijną polityką energetyczną. Solidarność unijna zakopywana jest na dnie Bałtyku razem z Nord Stream II. Nazwijmy sprawy po imieniu: wspieranie Nord Stream II jest wspieraniem reżimu putinowskiego. Tak więc powinniśmy mieć pełną świadomość, że dziś powinniśmy wezwać państwo członkowskie, które uczestniczy w tym haniebnym projekcie, czyli Niemcy, do odstąpienia do wspierania reżimu Putina.

W imieniu polskiej delegacji PO-PSL chciałbym powiedzieć, iż to bardzo ważne, że Parlament Europejski nie przygląda się milcząco bezprawnemu aresztowaniu Aleksieja Nawalnego. To istotny sygnał dla wszystkich Rosjan, a także dla obywateli Unii Europejskiej, którzy chcą wyraźnego potępienia kolejnych naruszeń praw człowieka, w tym praw politycznych i obywatelskich, przez autorytarny rząd Rosji.

Unia Europejska ma odpowiednie instrumenty, aby zareagować na to, co wydarzyło się w niedzielę, i są to argumenty siły, bo ten język rozumie Władimir Putin. Chodzi o twarde sankcje ekonomiczne i personalne. Te ekonomiczne powinny zostać przez Radę rozszerzone i dotyczyć projektu Nord Stream 2. W tej sprawie możemy liczyć na współpracę transatlantycką ze Stanami Zjednoczonymi. Te personalne zaś powinny dotknąć oligarchów rosyjskich. Jak mówił sam Aleksiej Nawalny, gdy był gościem Komisji Spraw Zagranicznych Parlamentu Europejskiego 27 listopada 2020 r., „strach wobec unijnych sankcji pojawi się w Rosji dopiero wtedy, gdy zagrożą one najbogatszym i najbardziej uwikłanym w interesy Putina oligarchom. Co więcej, takie sankcje zostaną pozytywnie ocenione przez 99% rosyjskiego społeczeństwa”.

  Raphaël Glucksmann (S&D). – Madame la Présidente, Monsieur le Haut-représentant, chers collègues, aujourd’hui Vladimir Poutine a peur, non pas de l’Europe ou des États-Unis, mais d’un simple citoyen russe ayant pour seules armes son courage et ses comptes YouTube ou Instagram.

L’arrestation pathétique d’Alexeï Navalny révèle une fois de plus la nature tyrannique du régime de Poutine. Alors bien sûr, dans cette enceinte, ses petits télégraphistes d’extrême droite, de l’AFD au rassemblement national, viendront encore le défendre ici même. C’est pour cela qu’ils sont payés. Mais leurs électeurs doivent le savoir: voter pour eux, ce n’est pas voter pour la souveraineté des nations, c’est voter pour la soumission à ces tyrannies étrangères.

Alors, chers collègues, souvenons-nous des mots prononcés dans ce Parlement par M. Navalny lui-même. Si vous voulez, nous dit-il, nous aider à combattre ce régime, alors sanctionnez les oligarques qui dépensent chez vous l’argent qu’ils volent chez nous. Faisons-le enfin, passons des mots aux actes, montrons qu’on ne peut pas à la fois violer les droits humains à Moscou et dépenser son argent à Courchevel ou sur la Côte d'Azur. Soyons dignes, ici, du courage des démocrates russes, là-bas.

  Petras Auštrevičius (Renew). – Madam President, the arrest of Aleksei Navalny once again confirms that our appeals to Moscow to respect its international obligations to the rule of law and the protection of civil rights are not being heard. Moreover, we live under conditions of a new systemic conflict: our democratic processes are targeted by disinformation and cyberattacks; our population is exposed to military-grade nerve agents. And again, our political system is being weakened by our own actions allowing deals with the corrupt Putin’s regime. I urge, once again, to halt the Nord Stream 2 project. By stopping Gazprom gas, we will stop the Kremlin.

And I ask the High Representative Mr Borrell whether, given the recent events, his planned visit to Moscow next month is still on the agenda? If so, will it be made conditional upon meeting Aleksei Navalny at the place of his incarceration?

  Eugen Tomac (PPE). – Doamna președintă, domnule vicepreședinte, este absolut șocant ceea ce se întâmplă în aceste zile, în primul rând pentru că asistăm la ceva la ce nu se aștepta nimeni, pentru că după ce medicii europeni au demonstrat că Rusia lui Putin a încercat să lichideze fizic o voce care deranjează Kremlinul, răspunsul primit este că atunci când această voce se întoarce acasă este din nou reținută.

Aveți în fața dumneavoastră, domnule vicepreședinte, o mare provocare. Ea implică acțiune din partea Uniunii Europene, pentru că milioane de oameni cu același curaj pe care-l are Navalnîi în Rusia se uită cu speranță spre Europa. Rusia de astăzi se transformă pe zi ce trece într-un Gulag și avem obligația să acționăm, pentru că ceea ce demonstrează în aceste zile Putin prin comportamentul său, impunând practic practici staliniste prin care încearcă să-și elimine opoziția, ne obligă pe toți la acțiune.

  Pierfrancesco Majorino (S&D). – Signora Presidente, onorevoli colleghi, "Putin ha paura che la gente scenda in piazza, perché il fattore che non può essere ignorato è l'essenza della politica". Sono le parole di Aleksej Naval'nyj, le parole che ci ricordano perché si è consumato questo ennesimo ignobile arresto. Putin ha infatti paura della democrazia, del pluralismo, della libertà di parola, del confronto tra opinioni diverse, ha paura dei cittadini russi che vogliono manifestare il proprio dissenso, ha paura delle voci libere.

In questi giorni la comunità internazionale e le voci più autorevoli dell'Unione europea hanno duramente e giustamente condannato questo arresto. Dobbiamo andare avanti, sostenendo i cittadini che si mobiliteranno, chiedendo l'immediata scarcerazione di Naval'nyj. Naval'nyj che aspettiamo qui al Parlamento europeo, e dobbiamo dirlo anche agli amici e ai complici che sono presenti al Parlamento europeo, gli amici di Putin: la Russia è protagonista di numerosi casi di interferenze nei processi democratici europei e anche per difendere l'Europa dobbiamo difendere la libertà di Naval'nyj.

  Guy Verhofstadt (Renew). – Madam President, at the end of the debate, I want to say something about the hypocrisy that I have heard here in this debate from Mr Zanni, the representative of the ID extreme right—wing group here.

He is criticising the arrest of Navalny, but his master, Mr Salvini, is paid by Mr Putin, like Ms Le Pen is paid by Mr Putin. Half of the ID Group have links with Russia and Putin.

And it’s not the end. Mr Putin is continuing his in—fight against Europe. Ponder, for example, that this right—wing Twitter thing is now using servers – because they are forbidden in the US – where? In Russia – Russian servers with their extreme right—wing policy.

So my plea to you, Mr Borrell, is we need, as fast as possible, more sanctions, broader sanctions on more Russians, on the oligarchs. I think, even if I have never said it before, that even Nord Stream 2 has to be reconsidered in that respect.

  Peter van Dalen (PPE). – Voorzitter, het misdadige regime in Moskou heeft weer toegeslagen. Na moorden en vergiftigingen van talloze critici van het regime was nu Navalny aan de beurt. Hij is onterecht gearresteerd, nota bene op grond van de aanklacht dat hij zich had moeten melden bij een politiebureau in Moskou. Ja, dat is een beetje lastig als je in een ziekenhuis ligt te herstellen van een gifaanslag door je eigen Russische geheime dienst.

Voorzitter, de maat is vol. We moeten nu sancties invoeren tegen Rusland. En dat begint met het stoppen van de gaspijplijn Nord Stream 2. Het is dom en onjuist dat Europa afhankelijker wordt van Russisch gas. En dan ook sancties tegen Poetin en zijn kliek.

Mijnheer Borrell, ik kijk uit naar uw voorstellen voor een pakket van sancties.

  Andreas Schieder (S&D). – Frau Präsidentin, Herr Vizepräsident! Die Verhaftung von Alexei Nawalny am Sonntag in Moskau ist unrechtmäßig. Nawalny ist unverzüglich freizulassen. Und es ist wieder einmal ein Zeichen der fürchterlichen Menschenrechtslage in Russland. Die Medienfreiheit ist unter Druck, Oppositionelle werden verfolgt, vergiftet, eingesperrt und ermordet. Mit der Verhaftung und Verurteilung von Nawalny werden in der russischen Scheinjustiz die Opfer zu Tätern gemacht.

Dieser Zustand und die immer schlimmere Situation können nicht weiter hingenommen werden. Wir müssen eindeutig aufseiten der unterdrückten Opposition, der Künstler, der Medien stehen. Wir stehen aufseiten der russischen Bevölkerung. Es ist höchste Zeit, über zielgerichtete Sanktionen, ähnlich dem Magnitsky Act, zu diskutieren. Und ja, ich gebe auch dem Kollegen Verhofstadt Recht: Wir müssen die Zahlungen, die von Putin immer wieder an die europäischen Rechtsextremen geleistet werden – wo er sich Europas Rechte kauft –, unterbinden und verbieten.

  Rasa Juknevičienė (PPE). – Madam President, Putin is afraid as never before. He is less afraid of what we say here, but is very afraid of his own people. People of Belarus and Khabarovsk have shown courage and both European dictators are afraid. Therefore, brave people in Russia need our support messages, but even more – actions!

That is why today the EU has to choose: with whom are we? The dictator Putin, asking for dialogues with him, or the alternative, the Russian people led by Navalny?

Certainly we are with the people. It’s time to think not about dialogue but about Putin’s containment strategy. It must be comprehensive, including the suspension of Nord Stream 2. Let’s stop financing Novichok!

Today, I have more hope to see a different Russia in my lifetime. It may be a long way, but in 1985 I did not imagine that the USSR would collapse so quickly and that I’d speak here, and we need to be prepared.

  Vladimír Bilčík (PPE). – Vážená pani predsedajúca. Alexej Navaľnyj jasne avizoval všetkým, že sa do svojej vlasti vráti. A svoj sľub splnil, aby mohol politicky bojovať proti putinovskému režimu riadnou účasťou na politickej súťaži. A ten istý ruský režim, ktorý ho pred niekoľkými mesiacmi takmer pripravil o život, ho tento týždeň hneď po prílete naspäť odviedol do politickej cely. V politickej aréne potrebujeme aktívnych ľudí, nie väzňov. Politik musí byť schopný konať slobodne, mať možnosť usilovať sa o hlas voličov v predvolebnej kampani a účastniť sa vo voľbách. Tieto základné princípy však Rusko systematicky potláča. Moskva nepripúšťa slobodnú súťaž, pričom Alexej Navaľnyj je práve dnes symbolom takejto súťaže. To sa ho tak veľmi bojíte, pán Putin, že musíte poslať Alexeja Navaľného z letiska priamo do väzenia? Alexej Navaľnyj patrí na slobodu. Rusko dlhodobo sabotuje a podkopáva slobodu nielen vo vzťahu k svojim vlastným ľuďom, podkopáva a sabotuje slobodu vo vzťahu k nám, Európanom. A je načase povedať dosť. Dnes sme tu nielen rozčúlení. Dnes naozaj potrebujeme jasne povedať dosť, postaviť sa Rusku podobným spôsobom, ako sme sa postavili Bielorusku, sankciami, ekonomicky, finančne aj politicky. Navaľnyj patrí na slobodu a Rusko v dnešnej situácii nepatrí do Európy.

  Josep Borrell Fontelles, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, I would like to thank honourable Members for their participation in this debate. The question is what is the timeline for the European Union to continue addressing this matter further, in what fora and doing what.

Well, first of all, the arrest of Navalny will be discussed in the relevant bodies in the Council. We expect it to be raised in current affairs in the upcoming Foreign Affairs Council on 25 January. We will continue to follow the situation closely and consider its implications. Any further listings in sanctions, as some of you have proposed, are subject to a decision of the Council by unanimity under the proposal of some Member States.

We have called, and will continue to call, on the Russian authorities to investigate this crime thoroughly and transparently and to cooperate fully with the Organisation for the Prohibition of Chemical Weapons – Russia has signed this Treaty – and to ensure an international investigation. In calling for a joint response, the European Union will do whatever it takes, including through restrictive measures if the Member States consider them appropriate, and it will be discussed at the next Foreign Affairs Council.

Some of you have raised the issue of the Nord Stream pipeline. Well, you know the situation of Nord Stream 2. This is a project by a group of private firms. The Commission has stated several times that it considers that this pipeline does not lead to diversifying the energy sources of the European Union. This is one of the objectives of our energy union and this project is not in the framework of our objectives, but we cannot prevent the companies from building it if the German Government agrees with that. Should these companies finalise a pipeline, they should know that they will need to operate in line with European Union law. But this is the most we can do at European Union level.

Does the arrest of Mr Navalny have any other implications for European Union relations more broadly? Well, you know that our relations with Russia are based on the five guiding principles, as reaffirmed by the European Union Foreign Ministers on 12 October last year. As I explained after this Council, the whole of the EU—Russia relations cannot be reduced to the poisoning of Mr Navalny. We will respond swiftly and decisively to this poisoning, but we have other dimensions in our relations with Russia that we need to continue to address, such as, for example, implementation of the Minsk agreement. We maintain open channels of communication with Russia to enhance engagement on issues of common interest. The five guiding principles approach gives this possibility in order to continue defending our interests and values, which certainly include respect for international law and fundamental rights.

I think this is everything that I can say at the moment. Let’s see what the Member States decide to do and how the discussion at the next Foreign Affairs Council goes in order to know what the next steps will be. In any case, we are putting on all political pressure in order to get Mr Navalny’s freedom and I will continue to do so through whatever ways and means that I consider appropriate.

  Andrus Ansip (Renew), kirjalikult. – Aleksei Navalnõi vahistamine on selgelt vastuolus neile rahvusvahelisest õigusest tulenevate kohustustega. On selge, et Venemaal toimub süstemaatiline poliitiliste aktivistide ja opositsiooni ahistamine, tagakiusamine ja hirmutamine ning Euroopa Liit peab oma vastuses ja sanktsioonipoliitikas olema jõuline ja ühtne. Sanktsioone tuleb laiendada kõigile, kes on seotud Navalnõi ning tema toetajate vahistamise ja vangistamisega. Nõukogu peab jätkama surve avaldamist Venemaale, et uurida Navalnõi tapmiskatset ja võtta selle toimepanijad vastutusele. Navalnõi ja kõik teised Venemaale naasmise tõttu kinnipeetud isikud tuleb viivitamatut ja tingimusteta vabastada.

  Anna Fotyga (ECR), na piśmie. – Siergiej Magnitski zginął, próbując ujawnić olbrzymią siatkę korupcyjną sięgającą szczytów władzy. Anna Politkowska zginęła, bo nie bała się ujawniać zbrodni reżimu. Po zabójstwie Borysa Niemcowa głównym oponentem Putina został Aleksiej Nawalny, którego rosyjskie służby próbowały otruć, używając zakazanych bojowych środków chemicznych. W Rosji eliminowanie przeciwników poprzez zabójstwa stało się powszednie.

Kreml nie jest w stanie uciszyć wszystkich głosów niezadowolenia. Protesty przeciwko korupcji, coraz gorszym warunkom życia i braku wolności wyszły poza wielkie miasta europejskiej części Rosji. Poparcie dla Putina spadło do najniższego w historii. Nic dziwnego, iż w obliczu zbliżających się wyborów do Dumy Kreml podjął szereg działań mających zabezpieczyć kontynuację władzy. Jednym z nich jest aresztowanie Nawalnego.

Zachód nie może dłużej przymykać oczu. Apelujemy, aby Rada nałożyła sankcje na rosyjskich oligarchów powiązanych z reżimem. UE nie powinna być miejscem przyjaznym dla kapitału niewiadomego pochodzenia. Ci, którzy korzystają ze zbudowanego przez Putina systemu – urzędnicy, biznesmeni, ludzie kultury – nie mogą z komfortem korzystać z jego owoców, ukrywając w UE majątek, kupując dobra luksusowe czy edukując swoje dzieci.

Szczytem hipokryzji pozostaje projekt Nord Stream 2. Jego przyszłość to nie tylko sygnał mówiący o kondycji Zachodu. To czerwone lub zielone światło dla dalszych opresji reżimu Putina wobec rosyjskiego społeczeństwa oraz agresywnej polityki wobec sąsiadów.

Reakcja Parlamentu Europejskiego i UE to ważny sygnał dla wszystkich Rosjan, a także dla obywateli Unii Europejskiej, którzy chcą potępienia kolejnych naruszeń praw człowieka przez autorytarnego prezydenta Rosji i podległe mu służby. Unia Europejska ma odpowiednie instrumenty, aby zareagować na to, co wydarzyło się w niedzielę, i są to argumenty siły, bo ten język rozumie Władimir Putin.

Chodzi o twarde sankcje ekonomiczne i personalne. Sankcje ekonomiczne powinny być przez Radę UE rozszerzone i dotyczyć projektu Nord Stream 2. W tej sprawie możemy liczyć na współpracę z USA. Sankcje personalne dotknąć powinny oligarchów rosyjskich. Jak mówił sam Aleksiej Nawalny, gdy był gościem Komisji Spraw Zagranicznych PE 27 listopada 2020 r: „Strach przed unijnymi sankcjami pojawi się w Rosji dopiero wtedy, gdy zagrożą one najbogatszym i najbardziej uwikłanym w interesy Putina oligarchom. Co więcej, takie sankcje zostaną pozytywnie ocenione przez 99% rosyjskiego społeczeństwa”.

Mam nadzieję, że Nawalny będzie twarzą roku w Rosji, a demokratyczny świat solidarnie stanie w jego obronie. Jest na to szansa także ze względu na nowego prezydenta USA Joe Bidena. Niech odwaga Aleksieja w walce o wolność osobistą i polityczną będzie symbolem dla Rosjan i całego regionu Europy Wschodniej.

  Patryk Jaki (ECR), na piśmie. – Żadne państwo członkowskie UE nie powinno wspierać reżimu Władimira Putina, który jest symbolem gwałtu na międzynarodowym prawie i łamania praw człowieka. UE swoją bezczynnością akceptuje okupację ukraińskiego Krymu. Polska przyjęła do siebie setki tysięcy uchodźców z Ukrainy, którzy szukają spokoju i szansy na lepszą przyszłość. Unia nie robi jednak niczego, co mogłoby rozwiązać problem. Za to w tym czasie Niemcy i inne kraje Wspólnoty budują Nord Stream 2 razem z Rosją.

Aresztowanie Aleksieja Nawalnego było przekroczeniem kolejnej granicy, pokazaniem, że władze Rosji mogą wszystko i że za nic mają jakiekolwiek cywilizowane standardy. Tutaj opada fasada unijnych wartości, bo niestety wiele krajów członkowskich nie potrafi zachować się przyzwoicie, tylko dalej robi interesy. My za to będziemy uchwalać kolejne rezolucje, z których Rosja nic sobie nie robi. Smutne to.

  Dace Melbārde (ECR), rakstiski. – Alekseja Navaļnija arests un tiesas spriešana turpat Maskavas policijas iecirknī, bez iespējas uz advokāta aizstāvību, ir vēl viens kliedzošs piemērs tam farsam, beztiesiskumam un klajiem cilvēktiesību pārkāpumiem, ko Krievijas varasiestādes ir demonstratīvi parādījušas visai pasaulei. Alekseja Navaļnija lieta nav tikai stāsts par Krievijas Federācijas pilsoni Alekseju Navaļniju, un tā nav tikai Krievijas iekšpolitiska lieta. Diemžēl jau ilgstoši (jau gadiem!!!) turpinās Krievijas valsts institūciju spiediens pret cilvēktiesību aizstāvjiem, sabiedriskajiem aktīvistiem un organizācijām, pret brīvās preses pārstāvjiem. Veiktās izmaiņas Krievijas likumdošanā sekmē varas spiediena izdarīšanas centienus uz politisko opozīciju, cilvēktiesību aktīvistiem un neatkarīgajiem medijiem. Mēģinājums noindēt politiskās opozīcijas līderi Alekseju Navaļniju un tagad viņu beztiesīgi turēt apcietinājumā ir tikai viens no daudziem incidentiem, kas iezīmē negatīvu attīstības tendenci Krievijā. Mēs nedrīkstam būt vienaldzīgi par Navaļnija lietu un par notiekošo Krievijā, jo šīs beztiesīgās tendences notiek pie paša Eiropas Savienības mājas sliekšņa. Tādēļ aicinu Eiropas Savienībā pārskatīt līdzšinējo sankciju politiku, ieviest jaunas sankcijas attiecībā pret Krievijas amatpersonām, kas ir tieši atbildīgas par pilsonisko brīvību iznīcināšanu un cilvēktiesību pārkāpumiem Krievijā.
