  Marek Belka (S&D). – Madam President, the proposals for a global minimum corporate income tax and the fight against tax havens announced by the Biden administration, great as they are, have to be looked at in a sober manner. Thankfully, the times are changing and the US is back at the table to discuss a global tax reform. This is something we should commend, and I personally am happy that there is more and more that we can build upon politically with our American partners.

Still, we cannot be blinded by the light. First, we need to understand that most of the companies we understand as digital giants might not be covered by the Biden proposal. Furthermore, let us remember that the US and the European tax systems differ. The Americans do not have VAT so they rely on PIT and CIT. Hence, I hope we find a minimum tax rate that can be accepted by all – us, our companies and the Americans with their enterprises. Thus, the game is still on. We need to seriously consider how to effectively tax digital giants. We cannot compromise on this principle.

  Evelyn Regner (S&D). – Frau Präsidentin, sehr geehrter Herr Kommissar! Endlich gibt es eine Chance für ein gerechtes Steuersystem – tax the rich. Während des weltweiten Lockdowns, als der Einzelhandel zusperren musste, boomte der Onlinehandel ganz besonders. Google, Amazon und Co. dürfen sich zu den Profiteuren zählen. Sie haben Umsatz in der Höhe von Milliarden erwirtschaftet – und im Gegensatz geben sie nix, wenig bis nix, an die Gesellschaft zurück. Das liegt an einem ungerechten, veralteten Steuersystem.

Ein Steuersystem, das auf physischer Präsenz und nationalen Grenzen basiert, ist schlicht und einfach überholt. Deshalb brauchen wir eine Digitalsteuer; wir brauchen eine Digitalsteuer, die mit einer globalen Körperschaftsteuer einhergeht, und die 21 % sind erst der Anfang – denn die Onlineriesen müssen ihren gerechten Beitrag dazu leisten, und das sind Steuern, die sie endlich zu zahlen haben. Die Zeit ist reif dafür. Wir haben jetzt eine Chance auf Steuergerechtigkeit.

  Paolo Gentiloni, Member of the Commission. – Madam President, I share the sense of optimism that I heard in many of your interventions, honourable colleagues, honourable Members. The principles are not new: stop the race to the bottom on minimum taxation and update the allocation of taxing rights for the digital era. These principles were not easy to implement despite the fact that they are principles in the Commission and, for sure, in the majority of this Parliament.

But something new is there: first, the crisis made crystal clear the need for these reforms and, second, the global situation is much more promising in this discussion. The US position is a game changer, of course. We will contribute to the debate; we are not only following other proposals. But we believe this proposal is heading precisely in the right direction, and we will support efforts to reach an agreement, as well as subsequent efforts to transpose this agreement into the EU legal framework.

At the same time, we will table our proposal for a European digital levy. We deem this possible without undermining the ongoing OECD negotiations. It will be an ambitious and balanced approach, and I’m sure that it will be a common effort from the Commission and Parliament.

Die Aussprachen werden um 15.00 Uhr mit der Erklärung des Vizepräsidenten der Kommission und Hohen Vertreters der Union für Außen- und Sicherheitspolitik zu Russland: der Fall Alexei Nawalny, der Aufmarsch von Streitkräften an der ukrainischen Grenze und russische Übergriffe in der Tschechischen Republik wieder aufgenommen.

  Marc Botenga (The Left), schriftelijk. – Spreken over een digitale belasting die de internetreuzen eindelijk zou doen bijdragen, is niet meer dan fair. Te gek dat dat zo lang moet duren. Ik vrees trouwens dat ook dit voorstel nog wel wat achterpoortjes openlaat, met name inzake winstverschuiving. Maar laten we vooral niet doen alsof de Europese Unie hiermee nu opeens de strijd voor rechtvaardige belastingen leidt. Want terwijl we hier spreken over hoe digitale bedrijven belast kunnen worden, wordt het wetsvoorstel rond verslaglegging per land, dat multinationals zou verplichten land per land te rapporteren wat ze precies in welk land binnenrijven, uitgehold. Zo gaat belastingontwijking of -ontduiking door multinationals straks gewoon door. Tropische belastingparadijzen wrijven zich reeds in de handen.

Tegelijk is het uitgerekend de Amerikaanse regering die met het voorstel moet komen om een minimumbelastingtarief voor multinationals op te leggen. Wij als linkse fractie strijden daar al jaren voor, op een behoorlijk niveau trouwens, maar u hoort het wat dat betreft nog steeds in Keulen donderen, als u überhaupt luistert natuurlijk. De mensen zijn het beu dat het altijd de groten zijn die ontsnappen aan de belastingen en weigeren mee te betalen voor onze collectieve voorzieningen en diensten.

  Andżelika Anna Możdżanowska (ECR), na piśmie. – Podczas, kiedy małe i średnie przedsiębiorstwa dotknięte kryzysem wywołanym pandemią COVID -19 płacą rzetelnie podatki, giganci cyfrowi działający na terenie Europy z rekordowymi przychodami ze sprzedaży nie płacą ani centa! Musimy na nowo zdefiniować pojęcia: „miejsca prowadzenia działalności”, które w przypadku gospodarki zdigitalizowanej musi być określone zupełnie inaczej niż dotychczas, oraz „współpracy między wieloma państwami”, aby opodatkowanie przedsiębiorstw cyfrowych było skuteczne, uniemożliwiało stosowanie uników, transfer zysków i odbywało się z korzyścią dla wszystkich. Konieczne jest szerokie, międzynarodowe porozumienie! Stanowczo opowiadam się za rozwiązaniami, których podstawą jest porozumienie suwerennych (w zakresie spraw podatkowych) państw, działających we własnym i zarazem wspólnym interesie. Efektywne opodatkowanie przedsiębiorstw cyfrowych ostatecznie, w dłuższej perspektywie, opłaca się wszystkim. Nie możemy jednak zgodzić się na jakikolwiek dyktat, przejmowanie kompetencji państw członkowskich przez instytucje wspólnotowe. Państw członkowskich nie należy traktować jak dzieci, za które decydować muszą dorośli. Nie możemy zgodzić się też na dyktat większości. Zamiast tego przypomnijmy sobie, co to jest solidarność państw członkowskich i ich odpowiedzialność za całą Wspólnotę!
