  Josep Borrell Fontelles, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, our relations with Turkey, from these three events that the President has mentioned, show that our relations with Russia continue to deteriorate.

These three particular issues that you want us to address today are clear examples of that. First, Russia’s destabilisation policy against Ukraine, despite the ongoing withdrawal of its military from the Ukrainian borders, which is good news, but they were there for a long time with a lot of resources.

Second, there are worrying internal developments, particularly in the case of Mr Navalny. Yes, he has stopped his hunger strike, but what has happened has happened. Third, the recent diplomatic crisis after the finding of criminal acts in the Czech Republic carried out by Russian intelligence services, as the Czech Republic’s authorities claim.

So our relations with Russia are once again at a low point. Unfortunately, we cannot rule out that this negative trend will continue and that we will reach even more dangerous levels of deterioration. Without wanting to feed further a dynamic of escalation – nothing is further from my intention, let that by clear – we are nevertheless showing that we will not accept intimidation tactics and that we have to respond to them if they happen.

Let’s go first to the Russian military aggression against Ukraine. The recent military build—up in the proximity of the Ukrainian borders – more than 100 000 soldiers – and the illegal annexation of Crimea has severely affected and aggravated the security situation in the region. Last week, we had an in—depth exchange with the European Union Foreign Ministers and the Ukrainian Foreign Minister Kuleba, and our message was clear: the Russian actions are completely unacceptable and we firmly support the independence, sovereignty and territorial integrity of Ukraine within its internationally recognised borders.

Russia must cease its provocation and cooperate in a de—escalation of the tensions instead of portraying itself as a neutral mediator. That’s what Russia is doing now – they don’t have anything to do with the conflict in Ukraine; they are just there to try to mediate in an external problem in which they don’t intervene directly. This pretence must be debunked because, up to now, Russia has shown no willingness to end the conflict on terms that would safeguard Ukrainian sovereignty, territorial integrity and independence. For Russia, the full implementation of the Minsk Agreements is not a key condition. For us, it is. It’s a key condition for a substantial improvement in our relations. For the European Union, an independent and prosperous Ukraine is an indispensable element of European stability and security, and that’s why we want Ukraine to continue the pace of reform, because there is no better way to face Russia than to be a country with a fully democratic system, free of corruption and using our resources, that we are very ready to provide, in order to improve the quality of the governance of the country.

Looking ahead, we need to continue to pass coordinated messages of steadfast support for Ukraine. If we participate in the Crimean Platform Summit this August, we should also stand ready to look into options for additional responses should Russia re—escalate or cross a red line.

Second, on the health situation of the Russia opposition politician, Alexei Navalny, there our voice has been very strong and united. We have made an EU statement, on behalf of the 27, calling on the Russian authorities to grant Mr Navalny immediate access to the doctors that he trusts. The Russian authorities are responsible for his safety and health and will be accountable for it.

Finally, last week, Mr Navalny was finally taken to a civilian hospital and examined by independent doctors, as we were requiring. Soon afterwards, he called off his hunger strike. We will maintain our strong calls – the same message that I went to Moscow to tell the Russian Minister, eye to eye and face to face – for ensuring the right conditions for Mr Navalny’s speedy recovery, on top of international efforts.

As you know, last Wednesday thousands of courageous people took to the streets across Russia to further demand freedom and justice. Instead, in response, the prosecutor’s office asked that Mr Navalny’s anti-corruption network be qualified as an extremist organisation. I certainly expressed our grave concern about this yesterday. I am quite pessimistic. Unfortunately, we cannot expect that things will improve during the next electoral process in Russia in the September Duma elections, which will bring more limitations to fundamental freedoms in the run-up to these elections.

Third, on the involvement of the Russian military intelligence in the explosion at an ammunition depot in the Czech Republic in 2014. It’s true that it’s seven years ago, but even so it happened. The conclusion by the Czech authorities that officers of the Russian military intelligence, the GRU, perpetrated this attack, causing the deaths of two Czech citizens, are extremely serious. The fact that it happened seven years ago doesn’t decrease the gravity of these facts. This is not about military intelligence. This is about a grave criminal offence that runs counter to Russia’s international obligations and such behaviour cannot be accepted. That’s why I have to insist once again on the idea that we have to use the three verbs that I have used: to contain, to engage and to push back. I will go back to this idea after listening to all of you.

Let me clearly state our full support and solidarity with the Czech Republic. The asymmetric response by Russia – expelling diplomats and now threatening a limitation in the number of local staff – is being met by a determined response from the European Union and its Member States.

To finish, let me remind you that our policy framework towards Russia, based on the five principles, continues. We will work on internal resilience, fighting against hybrid and cyber threats, strengthening our engagement with our eastern neighbours, including the Russian people, stepping up support to Russian civil society and human rights defenders, and by enhancing people—to—people contact.

We will continue to signal to Russia that we are ready to engage in areas of clear interest. This is also true. We have to engage. I said contain, push back and engage, because we need to engage with Russia in areas which are clearly of shared interest. I mentioned the Joint Comprehensive Plan of Action (JCPOA) and I can add climate change. We need to maintain channels of communication with Moscow. I am ready to do so, and we also stand ready to improve relations, if needed and if possible, with the Russian Government if they show a genuine willingness to do so, and certainly with full respect for our values, principles, and interest.

To finish, I have to say that, unhappily, I see a worrying trend from the Russian authorities that seems to be choosing deliberately to deepen the confrontation with the West – with us – including through continued attacks of disinformation and other negative activities. We must therefore define a modus vivendi that will avoid permanent confrontation with a neighbour who seems to have decided to act as adversary.

I am looking forward to listening to you and to knowing your positions, that I know will be many and varied, and to taking some stock of them in my concluding remarks, because I think that we have to be prepared for a long and hard period in our relations with Russia.

  Sandra Kalniete, on behalf of the PPE Group. – Madam President, recently two legal decisions were taken in Russia. First, the Moscow prosecutor declared illegal the removal of the monument of Feliks Dzierżyński, the head of the secret police. Second, the prosecutor labelled Navalny’s anti-corruption foundation an extreme organisation and called to suspend its activities.

The recent developments in Russia are a clear signal that the Kremlin is returning to Soviet—era practices, both domestically – locking up and compromising the health of Alexei Navalny – and abroad – conducting assassinations and explosions in EU Member States and amassing troops at the Ukrainian borders.

The EU and US must recognise that the Kremlin’s provocations will not cease. For this reason, we must clearly and explicitly communicate to Russia the high price it will have to pay for overstepping the deadline set by international law. The Kremlin must respect the decision of the European Court of Human Rights and immediately and unconditionally release Alexei Navalny. The involvement of the Russian intelligence services in murders and terror acts in the EU Member States must be stopped.

To conclude, I want to stress that the leading European powers must agree to grant Ukraine the NATO membership action plan it was promised in Bucharest in 2008. We must also assist Ukraine in military terms, in strengthening its capabilities and providing defensive weapons.

  Włodzimierz Cimoszewicz, w imieniu grupy S&D. – Pani Przewodnicząca! Panie Wysoki Przedstawicielu! Gdyby ta dyskusja toczyła się dwadzieścia lat temu, większość z nas mówiłaby o potrzebie rozwijania współpracy z Rosją. Trudno zaprzeczyć, że mamy z Rosją, z tym krajem, wiele wspólnych interesów. Niestety kilkanaście lat temu Rosja wybrała konfrontację zamiast kooperacji – pamiętamy przemówienie Putina w Monachium w 2007 roku, pamiętamy Gruzję, pamiętamy agresję na Ukrainę, pamiętamy niezliczone prowokacje lotnicze, morskie, liczne pogróżki i agresywne wypowiedzi. Wiemy o kampanii kłamstw, dezinformacji i próbach korumpowania polityków i partii w naszych krajach. Dokonując agresji na Ukrainę, Rosja złamała fundamentalne zasady prawa międzynarodowego, budując w ten sposób mur między sobą i praworządnymi państwami.

Do momentu wycofania się Rosji z Krymu i wschodniej Ukrainy normalna współpraca nie będzie możliwa. Tracą na tym wszyscy, ale najwięcej zwykli Rosjanie. Brutalna polityka dotyka także ich. Unia musi nie tylko reagować, ale i zapobiegać, a do tego potrzebna jest jedność i jasno określona cena, którą Rosja nieuchronnie zapłaci w przypadku kolejnych aktów bezprawia. Jest to sytuacja, która nikogo nie może cieszyć, ale to nie my ją stworzyliśmy. Ciąży na nas wszystkich obowiązek przyjęcia wiarygodnej i perspektywicznej strategii wobec Rosji. Należy w niej zawrzeć możliwość wyciągnięcia ręki do zgody, ale dopiero wtedy, gdy Rosja zaprzestanie bezprawia, usunie jego skutki i będzie gotowa do lojalnej współpracy.

  Malik Azmani, on behalf of the Renew Group. – Madam President, last week we witnessed more of Putin’s outrageous geopolitical behaviour. Evidence emerged about the involvement of Russian intelligence services in the 2014 explosion at the arms depot in the Czech Republic. We stand shoulder to shoulder with the Czech Republic and remind Putin that Russian interference has no place anywhere in the EU.

We also witnessed Alexei Navalny being subjected to inhumane treatment in prison and his supporters being unjustly arrested when they took to the streets in protest. We call for Navalny’s immediate release.

Putin then turned his attention to Ukraine and escalated tensions further by sending more troops into the region. These are all acts in a sinister power play with one sole purpose: the survival of Putin’s corrupt regime. It’s clear that Putin has failed to learn a basic lesson. You can kill, imprison or drive your opponents into exile, but you cannot dampen the legitimate wish of the Russian people to one day live in a democratic and law—abiding society. We cannot stand by while the Russian Prime Minister declares we are in a new Cold War. Renew Europe calls on the Council to extend the sanctions under the EU Magnitsky Act. We must show Putin that the EU is united in condemnation of these actions.

  Ivan David, za skupinu ID. – Paní předsedající, vážený místopředsedo Komise, naše frakce Identita a demokracie a naše politické hnutí SPD v České republice dlouhodobě trvají na nevměšování se do záležitostí jiných států. Prosazujeme politiku všech azimutů a tlumení mezinárodních konfliktů. Nepodporujeme ambice žádné velmoci na rozšiřování jejího vlivu. Trváme na dodržování mezinárodního práva a odmítáme praxi dvojího metru při hodnocení událostí. Trváme na racionálním hodnocení důkazů proti prosazování slepé víry.

Soukromý sklad zbraní ve Vrběticích, který nebyl řádně zabezpečen, vybuchl v roce 2014. Zbraně byly vyváženy v rozporu s mezinárodními závazky prostřednictvím bulharského překupníka do oblastí válečných konfliktů na Ukrajině a v Sýrii. Tajné služby v České republice neplnily své povinnosti, když tento stav nezjistily a nedosáhly nápravy.

Až do letošního roku nebylo vysloveno žádné podezření na účast cizích tajných služeb. Před týdnem vydíratelný premiér oznámil třaslavým hlasem vážné podezření na účast ruských tajných služeb. Žádné přímé důkazy nebyly předloženy s tím, že jsou tajné. Byla rozpoutána spirála akcí a protiakcí s projevy solidarity tradičně protiruských států. Důsledkem, který byl zřejmě zamýšlen, bude značné omezení diplomatických, a zejména obchodních vztahů evropských zemí s Ruskem.

Tento vývoj pokládám za krajně nebezpečný z hlediska rostoucí hrozby války v Evropě. Rusko se bude orientovat na mimoevropské státy a Evropa přijde o obchodní příležitosti. Není těžké uhodnout, komu takový stav prospívá.

  Sergey Lagodinsky, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Ich staunte nicht schlecht, als der deutsche Außenminister neulich uns alle hier im Europäischen Parlament für unsere Russland—Position als Schlauberger, als Eskalationstreiber bezeichnete. Ich wundere mich, weil unsere Position – auch die, die in dieser Entschließung steht – zutiefst prorussisch ist. Sie ist viel prorussischer als das Projekt Nord Stream 2.

Wir sind prorussisch, weil wir an alle Russinnen und Russen denken, nicht nur an diejenigen, die viel auf ihrem Konto haben, nicht nur an diejenigen, die Zugang zu Gas und Öl haben. Wir denken nicht nur an Machthaber und Oligarchen. Wir denken an alle Russinnen und Russen in Russland in allen Regionen.

Wir denken an russische Familien, die ihre Angehörigen vermissen, die nur deswegen in Straflagern gelandet sind, weil sie gegen Korruption und für Demokratie gekämpft haben – wie Alexei Nawalny. Wir denken an russische Soldatenmütter, die nicht wollen, dass ihre Söhne in Kriegen, die sinnlos und rechtswidrig sind, fallen – wie in der Ostukraine oder auf der Krim. Wir denken an russische Journalistinnen und Journalisten, die nur deswegen markiert, abgestempelt und in ihrer Arbeit behindert werden, weil sie eines wollen: Sie wollen Wahrheit und über Wahrheit sprechen, wie die Medusa—Nachrichtenagentur, die ganz kürzlich zu ausländischen Agenten erklärt wurden.

Für diese Menschen und für diese Wahrheit setzen wir uns hier auch mit dieser Entschließung ein, und deswegen sind wir prorussischer, viel prorussischer als jeder, der uns Wandel durch Annäherung predigt und Korruption durch Annäherung erntet.

Und dieser Tage sind wir auch alle pro—tschechisch. Wir sind in dieser Entschließung pro—tschechisch, weil wir es nie erlauben würden, terroristische Aktivitäten auf dem europäischen Territorium zu erlauben. Wir sind pro—tschechisch, weil wir für unsere tschechischen Kolleginnen und Kollegen hier einstehen, weil wir pro—europäisch sind.

Und weil wir pro—europäisch sind, sind wir auch pro—ukrainisch, denn der Krieg und die Eskalation an den Grenzen zur Ukraine gefährdet auch unsere europäische Stabilität. Und deswegen schulden wir den Ukrainerinnen und Ukrainern das, wofür manche von ihnen gestorben sind: eine klare pro—europäische und europäische Perspektive.

Das macht uns zu den pro—europäischsten, pro—ukrainischsten und prorussischsten Abgeordneten dieses Kontinents.

  Anna Fotyga, on behalf of the ECR Group. – Madam President, the unity reached by us yesterday in negotiating the resolution is a proper parliamentary response to Russia’s aggressive posture and the country’s contempt for international order, for sovereignty, for the security and territorial integrity of neighbours, for the freedom of a country’s own citizens and neighbouring nations. We stand by Ukraine. The best way to show it is by immediately stopping projects like Nord Stream 2 and, in NATO’s remit, the granting of MAPs to Ukraine and Georgia. We stand in solidarity, as before, with the leaders of Czechia and admire the country’s response to the act of state terrorism perpetrated by Russian active servicemen on its territory.

We stand by the Russian opposition, in particular Alexei Navalny. We also support the Belarusian opposition in every way in their condemning the rule of Lukashenko. On Nord Stream 2, regardless of difficulty, I’m absolutely sure that stopping this project is to give enormous momentum to the pace of integration of the real community.

  Mick Wallace, on behalf of The Left Group. – Madam President, so we have another resolution attacking Russia. We’re supposed to give out about military build-up on the Russian-Ukrainian border. How come we never give out about the fact that Western interference in Ukraine destabilised the region in the first place? The Americans admit to spending USD 5 billion on regime change, leading to the 2014 coup. Ukraine has been a basket case ever since.

We’re supposed to give out about Russia carrying out an act of terrorism in Czechia in 2014. Seven years ago? Why didn’t we hear about it before now? Might it have more to do with the Czech elections this year? Even the Czech President, Zeman, has said there’s no proof.

Navalny. Now he’s on Instagram saying he’s fine, he’s eating and has the medical attention he needs. I don’t think Navalny should be in prison. I don’t agree with prison. But I find it interesting that we never talk about the fact that one in four of the world’s prisoners are in prison in America. Human rights. Anyone interested?

We are calling on Russia to investigate the Navalny case, but the Organisation for the Prohibition of Chemical Weapons (OPCW) in Germany has refused to supply the Russian authorities with Navalny’s biomedical samples so that they can initiate the investigation. Why? Whose interests does our anti-Russian reverie serve now? The people of Russia? No. The people of Europe? No. More like the interests of NATO, the arms industry and US imperialism.

EU countries are spending three times more on defence than Russia, and Americans are spending 10 times more on defence than Russia. These are dark times for those interested in peace and the truth.

  Dorien Rookmaker (NI). – Madam President, Mr Borrell, one of the core values of the EU is respect for human rights. Freedom of speech is elementary for true democracy. In my country, the Netherlands, the government tried to silence critical Members of Parliament too, recently. This is a big scandal. Some would say we should clean up our act first before we lecture others. Should we be silent when opposition in Russia is silenced, because we are not perfect? No, of course not. We should raise our voices whenever and wherever we can, because we can.

Mr Navalny chose to speak up, no matter the consequences. It almost killed him. Right now he is in jail. We have to speak up for him. Whatever the consequences, he needs our support. The EU must show courage and true leadership whenever and wherever human rights are violated. We have the obligation to tell it like it is, not only to Putin, but to Xi Jinping, and Erdoğan as well. Mr Borrell, we have to act now.

  Michael Gahler (PPE). – Frau Präsidentin! Was wir in den vergangenen Wochen erlebt haben an unprovoziertem militärischem Aufmarsch Russlands gegenüber der Ukraine – über 100 000 Soldaten mit Gerät –, das hat es in Friedenszeiten in Europa nach meiner Erinnerung zuletzt 1938 gegeben. Es waren nicht nur Panzer und Soldaten, sondern alles das, was man für einen Einmarsch braucht – von Pionieren bis Sanitätern, von elektronischer Kampfführung bis Raketenwerfern.

Und wir rätselten: Will er nur drohen, weil es einigen russlandfreundlichen Oligarchen in der Ukraine endlich an den Kragen geht? Oder will er das eh schon besetzte Gebiet um Donezk und Luhansk heim ins Reich holen, wo er sich mit Verteilaktionen russischer Pässe gerade hunderttausende neue Bürger geschaffen hat? Oder über Mariupol eine Landverbindung zur besetzten Krim herstellen oder gar bis zum Dnepr marschieren?

Angesichts dieser bedrohlichen Alternativen hätte ich mir gewünscht, dass der Außenrat am letzten Montag deutlicher geworden wäre. Trotz dieses Aggressionspotenzials muss man noch keine Sanktionen verhängen, aber man muss doch deutlich machen, was im Fall eines erneuten Angriffs folgt – sicher ein Stopp von Öl— und Gas—Importen und möglicherweise auch ein Abschneiden vom SWIFT—Zahlungssystem.

Und die systemtragenden Oligarchen müssen endlich als solche qualifiziert werden. Das sind keine Privatleute, die etwas Geld übrighaben, das sie bei uns anlegen. Sie sind unverzichtbar für das Überleben des Systems, und deswegen müssen sie auch sanktioniert werden.

Und weil die Ukraine nach Artikel 51 der Charta der Vereinten Nationen ein individuelles und kollektives Recht auf Selbstverteidigung hat, danke ich allen – EU, NATO und Drittstaaten –, die defensive Waffen an die Ukraine liefern. Es ist schade, dass wir wieder so weit sind.

  Marek Belka (S&D). – Pani Przewodnicząca! Panie wysoki przedstawicielu! Mobilizacja wojsk rosyjskich na granicy ukraińsko-rosyjskiej przypomniała krymską interwencję z 2014 r. i wywołała obawy o przyszłość naszego partnera – przyszłość Ukrainy. Protesty Euromajdanu sprzed siedmiu lat były jasnym wyrazem oczekiwań ukraińskiego społeczeństwa, które zdecydowało, że chce być częścią europejskiego systemu wartości i europejskiej sfery dobrobytu.

Od 2017 r. obowiązuje między nami, Unią Europejską, i Ukrainą umowa stowarzyszeniowo-handlowa. W sposób zasadniczy zmieniła ona strumienie handlu tego kraju. Dzisiaj Unia Europejska – nie Rosja, a Unia Europejska – jest najważniejszym partnerem Ukrainy. Powstają wtedy, jak to zwykle w strefie wolnego handlu, spory, ale charakterystyczne jest to, że te spory są rozwiązywane w ramach cywilizowanej procedury. Można powiedzieć: w tym zakresie Ukraina stała się częścią naszego świata. Rosja do tego świata należeć nie chce.

Mamy oczywiście zastrzeżenia co do sposobu i tempa realizacji reform instytucjonalnych na Ukrainie. Trudno jest jednak myśleć o jutrze, gdy wojna puka do drzwi. Działania Federacji Rosyjskiej stają się zagrożeniem dla bezpieczeństwa i dobrobytu Ukrainy. Nie możemy wobec tego pozostawać obojętni. Musimy wspierać niepodległość Ukrainy, jej suwerenność i integralność terytorialną na miarę zagrażających jej niebezpieczeństw.

  Bernard Guetta (Renew). – Vos raisons sont claires, Monsieur Poutine: elles sont que vos difficultés économiques, la constante montée de votre impopularité, votre incapacité à faire la paix en Syrie après y avoir gagné la guerre et le rejet surtout de votre trop long règne par les classes moyennes vous conduisent à vouloir terrifier vos opposants et détourner l’attention de vos concitoyens par des bruits de bottes qui ne mènent à rien.

Alors, Monsieur Poutine, tant qu’il en est encore temps, tant que vous n’avez pas encore fait monter la tension au-delà de toute raison, ouvrez les espaces de liberté auxquels votre peuple aspire, reprenez cette marche vers la démocratie que la Perestroïka avait entreprise, renoncez à vous ingérer dans les affaires intérieures de vos voisins, de ces États indépendants avec lesquels vous n’auriez qu’intérêt à nouer des relations de confiance. Oubliez l’idée de vouloir nous faire peur, à nous, les 27 nations de l’Union européenne, car vous n’arrivez qu’à nous liguer contre vous et à précipiter notre effort de défense. Abandonnez le mal, essayez le bien et vous verrez à quel point il sera bénéfique aux Russes et à leurs voisins, à notre continent et au monde.

Nous partageons la même culture, la même civilisation, la même Europe à laquelle vous n’avez simplement pas le droit de refuser un horizon commun. Alors, Monsieur Poutine, libérez Alexeï Navalny et tous vos prisonniers politiques, mettez vos tueurs au chômage, présentez vos excuses à nos amis tchèques, et tendez enfin la main de la concorde à l’Ukraine, à la Géorgie et en Biélorussie, à tous vos voisins immédiats. Faites-le, Monsieur Poutine, ou vous nous trouverez sur votre chemin.

Leurs journaux titrés à la gloire de Staline; leurs responsables politiques qui prenaient leurs consignes au parti communiste; leurs commentateurs qui prétendaient que les goulags étaient une infox.

Aujourd’hui, l’URSS est tombée, il n’y a plus de mur à Berlin et pourtant, beaucoup de nos collègues sont paradoxalement nostalgiques de la guerre froide. Pour les uns, l’hostilité vis-à-vis de la Russie est un argument pratique pour tenter d’effacer les compromissions du passé; pour les autres, c’est un prétexte afin de continuer à réclamer la tutelle des États-Unis. Moscou est à 11 heures de voiture de Kiev; Washington se situe à plus de 7 800 kilomètres. Nous entendons donc l’Union européenne multiplier les accusations les plus graves concernant les mouvements de troupes russes à leurs propres frontières, quand les intérêts américains continuent de fournir à l’Ukraine une véritable armada militaire. Si demain la France envoyait des troupes au Mexique, ou l’Allemagne en Bolivie, et si le haut représentant de l’Union européenne condamnait les ingérences américaines en Amérique latine, quelle serait la réaction de Washington?

Cette politique est un fardeau pour l’Europe occidentale. Trop souvent, l’Union européenne et son action extérieure ne servent pas les intérêts des peuples européens, qui n’ont rien à gagner à défier notre voisin russe. La promesse des fédéralistes européens, qui s’engageaient à guider nos nations vers la paix, est en train de perdre tout crédit.

Chacun voit l’action américaine qui a cherché ces derniers mois à attiser les tensions avec Moscou sur tous les fronts pour essayer de gagner son bras de fer sur Nord Stream 2. C’est à une condamnation sans appel des États-Unis que nous devrions procéder aujourd’hui. Il est temps que notre partenaire américain cesse de traîner la vieille Europe comme un domestique encombrant.

  Viola Von Cramon-Taubadel (Verts/ALE). – Madam President, in his recent state-of-the-nation address, President Putin complained that some states pick on Russia, often without an excuse. In line with the Kremlin’s shameless cynicism, this complaint was voiced precisely when 150 000 Russian soldiers were mobilised on Ukrainian borders and in annexed Crimea. When convoys of Russian military vehicles were rushing into Ukraine’s Donbas region. When Alexei Navalny, once already sent to his deathbed by FSB killers, was once again fighting for his life in Putin’s prison. When Czech authorities confirmed the link between Russian military services and the vicious crime that claimed the lives of innocent people. When Ukrainians in the occupied Donbas region are forced into fast-track passportisation, just like people in the Russian-occupied territories of Georgia and Moldova. When the Kremlin is encroaching on the sovereignty of Belarus, while Lukashenko is ready to allow it as long as he keeps his power. When our elections and democracies are under permanent attack by Russian interference and disinformation campaigns. When Russian citizens are constantly denied the fundamental freedoms of speech, association and peaceful assembly.

Are all these reasons not enough to criticise and sanction Russia? Are these, and many more, not enough acts of aggression and bullying against which we all have to take a stand? We cannot afford to be naive when it comes to the Russian Government and Putin’s regime.

  Witold Jan Waszczykowski (ECR). – Pani Przewodnicząca! Señor Borrell! Przedstawił pan olbrzymi katalog oczekiwań, co Rosja ma zrobić. Zgadzam się z tym, ale zabrakło mi pytania i odpowiedzi, co my mamy zrobić? Dlaczego kolejny raz ustępujemy wobec groźby agresji? Przedstawił pan informację, że nic nie zrobimy, eufemistycznie twierdząc, że nie chcemy eskalować. Mam nadzieję, że to nie są retoryczne pytania. Tymczasem Putin pokazał Rosji i światu zdolność mobilizacyjną i zdolność szantażowania nas. Zmusił prezydenta Zełenskiego do prośby o bezpośrednie rozmowy, zmusił prezydenta Bidena do zaproponowania starego zimnowojennego szczytu w sprawie Ukrainy. Spowodował neutralność formatu Berlina, formatu normandzkiego: Berlin i Paryż w kuriozalny sposób apelowały o deeskalację. Pani Urszula von der Leyen w kluczowym momencie kryzysu odmówiła wizyty na Ukrainie. Putin udowodnił więc, że wiele może, i pokazał naszą indolencję.

Dlaczego nie uczymy się na błędach appeasementu? Nie ma deficytu instrumentów powstrzymywania agresora, jest brak woli i determinacji działania. Dlaczego, señor Borrell, dlaczego, pani Urszulo von der Leyen, nie mamy woli i determinacji działania, by powstrzymać agresorów?

  Silvia Modig (The Left). – Arvoisa puhemies, Venäjä on pitkään ollut vaarallinen paikka niin tutkiville journalisteille kuin oppositiopoliitikoille. Aivan liian moni heistä on menettänyt henkensä puolustaessaan vapaata tiedonvälitystä tai poliittista mielipiteenvapautta. Heitä, uhreja, yhdistää Putinin hallinnon arvosteleminen ja sen toimien tutkiminen. Jos media ei ole vapaa ja jos oppositio ei ole vapaa toimimaan, ei ole vapaata kansalaisyhteiskuntaa, ei ole vapautta. Euroopan ihmisoikeustuomioistuin on todennut Navalnyin vankeuden laittomaksi, ja hänet tulee vapauttaa välittömästi ja mahdollistaa hänen tarvitsemansa lääketieteellinen apu.

Meidän on pystyttävä puolustamaan demokratiaa ja vapautta ja kansainvälistä sääntöperusteista järjestelmää, ja sen puolustaminen ei ole Venäjä-vastaisuutta. En hyväksy syytöstä Venäjä-vastaisuudesta. Päinvastoin: minä puhun Venäjän hallinnon korruptiosta ja rikoksista juuri siksi, jotta venäläisillä olisi mahdollisuus vapaina ja ilman pelkoa rakentaa itsellensä parempaa tulevaisuutta. Siinä meidän tulee heitä tukea.

  Andrea Bocskor (NI). – Tisztelt Elnök Úr! Reményteljes, hogy Ukrajna keleti határánál enyhült a feszültség. Bízom benne, hogy a normandiai formátumban előrelépés történhet, hiszen a minszki megállapodásoknak megfelelően, a békés rendezés az egyetlen helyes megoldás. A konfliktus csak politikai párbeszéddel oldható fel. Magyarország kiáll Ukrajna szuverenitása és területi integritása mellett, és tisztában van azokkal a nehézségekkel, amelyekkel Ukrajna szembesül, ezért már évek óta segíti a kelet-ukrajnai konfliktusból adódó gazdasági és humanitárius helyzet megoldásában és a koronavírus járvány leküzdésében.

Mindezek ellenére Ukrajna nem biztosít arányos tiszteletet a kárpátaljai magyar közösség számára. Folyamatosan szűkülnek a nyelvi és oktatási jogok, nem vonják be a képviselőiket a döntéshozatalba, illetve megfélemlítik a vezetőiket, a Mirotvorec internetes oldalon pedig megbélyegzik őket, mint például engem is. És hátrányos lehet a kisebbségi illetve a kettős állampolgárságról szóló törvény is. Magyarország készen áll a konstruktív párbeszédre Kijevvel, hogy egy olyan megoldás szülessen, amely minden érintett félnek megfelelő. Ukrajna nemzetközi és bilaterális kötelezettségvállalásaival összhangban garantálja a magyar közösség jogait és biztonságát.

  Andrzej Halicki (PPE). – Szanowna Pani Przewodnicząca! Szanowni Państwo! Chciałem przypomnieć, że Europa ma narzędzia, żeby powstrzymać agresywną politykę Rosji i także ochronić życie Nawalnego. Mamy narzędzia w ręku, tylko musimy ich używać. Dlatego przypomnę – przypomnę także Komisji – że już w lutym Trybunał Praw Człowieka w Strasburgu wydał decyzję o konieczności uwolnienia Aleksieja Nawalnego i podjęciu przez niego leczenia poza granicami Rosji. Powinniśmy się tego głośno domagać, bo Rosja jest sygnatariuszem Europejskiej Karty Praw Człowieka.

Po drugie, Aleksiej Nawalny, będąc tutaj w Parlamencie – była to jego ostatnia obecność w Brukseli przed powrotem do Rosji – powiedział bardzo wyraźnie na posiedzeniu Komisji Spraw Międzynarodowych, co jest istotą problemu w Rosji, a mianowicie siła oligarchów. To oni stanowią parasol ochronny dla Putina i fundament autokratycznych rządów reżimu Putina w Rosji. 90% Rosjan zaakceptuje twarde sankcje wobec oligarchów, bo to jest źródło ich bezpieczeństwa, jeżeli odetniemy oligarchów od pieniędzy. Musimy to zrobić jak najszybciej i twardo i mocno domagamy się sankcji – sankcji wobec oligarchów.

Wreszcie punkt trzeci – rynek ropy i gazu. Nie można go oddzielać od zasad demokratycznych. Nie można go oddzielać od naszych międzynarodowych priorytetów. Przypomnę słowa Donalda Tuska, szefa Europejskiej Partii Ludowej, który powiedział wprost i powtórzył to zresztą kilkakrotnie: jeżeli chcecie zatrzymać agresję rosyjską na Ukrainę, musicie zatrzymać Nord Stream 2. Ja powtórzę: jeżeli chcecie uratować życie Nawalnego, jeżeli chcemy zatrzymać agresywną politykę Rosji, musimy zatrzymać Nord Stream 2 i nałożyć sankcje na oligarchów.

  Tonino Picula (S&D). – Madam President, it’s easy to conclude that our relations with Russia are at a very low point. The debate today tackles three problems, but the list of our pending issues with Russia is much longer.

Even though the circumstances have changed since last week, the fact is that Russia was piling up military in an illegally occupied territory, while still not cooperating within OSCE mechanisms. Alexei Navalny did stop his hunger strike, but he’s still imprisoned. The attacks on his life and freedom illustrate the shrinking space for democracy, the rule of law and fundamental freedoms, while the human rights situation in Russia is deteriorating on an unprecedented scale. Illegal activities in Czechia are a stark reminder of how far Russian interference goes.

We have to adopt a new substantial and comprehensive strategy towards Russia. We should not keep falling into a political trap, thus further narrowing the space for our political actions, but rather strengthen our common foreign and security policy. Energy over-dependence, divergent policies among Member States, direct interference in political processes, and Russia’s very active role in disinformation campaigns should be on our to—do list. Prevailing particular interests are only a great opportunity for Russia to impose further leverage. Therefore, we should re-examine the added value of the ongoing policies and projects that undermine the strategic autonomy of the European Union as a whole.

  Dita Charanzová (Renew). – Paní předsedající, vážený místopředsedo Komise, případ českých Vrbětic vyvolává vzpomínku na studenou válku. Zpravodajské služby Ruska operují na českém území, naruší suverenitu naší země. O život při tomto aktu státního terorismu přijdou dva občané České republiky.

Rozdíl, který dnes cítím, je ten, že Česká republika není sama. Dnešní debata i usnesení jsou toho jasným důkazem. Stejně jako všechny projevy solidarity i kroky jednotlivých zemí, které se za Česko jednotně postavily. A já bych jim – stejně jako vám zde – dnes chtěla jako občanka České republiky poděkovat!

Na stole dnes máme silný text, který je reakcí nejen na český případ, ale i na zhoršující se zdravotní stav předáka Alexeje Navalného a na vojenské manévry u hranic s Ukrajinou. Přijetím tohoto usnesení Parlament vyšle jasný vzkaz: chování Ruska nenecháme bez odezvy, Evropa hlavu neskloní!

Ale aby nezůstalo jen u slov na papíře, potřebujeme, pane místopředsedo Komise, konat. Musíme konat a musíme konat společně: rozšířit sankce na oligarchy, zmrazit jejich účty v Evropě, postavit se hybridní válce, kterou s námi Rusko vede, a v neposlední řadě změnit naší zastaralou strategii vůči Rusku. Je čas jednat, vážený místopředsedo Komise.

  Jörg Meuthen (ID). – Frau Präsidentin! Die jüngsten Truppenbewegungen an der russisch-ukrainischen Grenze sind fraglos beunruhigend. Wir alle sind uns einig, dass erneute militärische Auseinandersetzungen im Donbass verhindert werden müssen. Wir alle wollen Frieden! Nicht nur in den Grenzen der Europäischen Union, sondern selbstverständlich auch bei unseren europäischen Nachbarn, vor unserer Haustür.

Die EU sieht sich gern als Friedensprojekt, und in ihrer Geschichte hat sie unzweifelhaft zur Befriedung der Staaten Europas beigetragen. Es ist die wirtschaftliche Kooperation, die in den vergangenen Jahrzehnten Frieden und Stabilität in unseren Reihen geschaffen hat, und so war auch die historische Idee der Gründer.

Doch die EU von heute, die EU Frau von der Leyens, Herrn Michels und auch Herrn Borrells, ist in ihrem oft sehr einseitigen und unsensiblen Handeln leider kein Friedensstifter mehr. Brüssel sollte ein möglichst neutraler und ein vermittelnder Akteur sein.

Natürlich ist es nicht hinnehmbar, wenn bestehende Grenzen in Frage gestellt werden und – jedenfalls mittelbar – mit militärischer Durchsetzung gedroht wird. Natürlich sollte das auch seitens der EU in der gebotenen Deutlichkeit zum Ausdruck gebracht werden. Aber es ist nicht klug, allzu einseitig Position zu beziehen, und auch nicht, mit einem Säbel rasseln zu wollen, den man in Brüssel doch gar nicht hat.

Die EU hat eine gewisse Neigung, sich eher unbeholfen und ungeschickt in Konflikte einzumischen, zu deren Lösung sie nicht wirklich etwas beitragen kann. Sie sollte sich stattdessen mehr auf ihre Kernkompetenzen zurückbesinnen. Sie ist keine außenpolitische Größe, schon gar keine militärische Macht, und sie darf es auch niemals werden. Außen- und Sicherheitspolitik ist und bleibt Angelegenheit der nationalen Regierungen und – das sage ich gerade als Deutscher – unseres Verteidigungsbündnisses, eben der NATO, keinesfalls der EU. Wie ernst diese als weltpolitischer Akteur genommen wird, das hat Ursula von der Leyen ja kürzlich erst bei ihrem Besuch in Ankara zu spüren bekommen.

Die EU hat nicht das Recht, sich in die inneren Angelegenheiten von Drittstaaten einzumischen. Sehr wohl hat sie die Pflicht, sich klar und deutlich zu äußern, wenn ihre Mitgliedsländer von Drittstaaten angegriffen werden. Es deutet vieles darauf hin, dass der russische Geheimdienst 2014 hinter dem Anschlag auf das Munitionslager in Tschechien steckte. Das ist ein schwerwiegender Angriff auf die Souveränität und Integrität Tschechiens.

Unsere volle Solidarität gilt hier den Tschechen; dazu kann und darf die EU nicht schweigen. Dabei ist völlig klar: Sanktionen, Provokation und Isolation helfen nicht weiter. Alle Seiten müssen im Dialog bleiben. Nur dieser Dialog, ein Austarieren aller Interessen, kann Frieden und Stabilität auf Dauer sichern.

  Mikuláš Peksa (Verts/ALE). – Paní předsedající, dámy a pánové, budeme si muset promluvit o sabotáži ve Vrběticích. V Česku došlo k útoku dvou agentů Putinova režimu, který stál životy dvou občanů Evropské unie, způsobil nepohodlí celé obce v blízkosti a způsobil obrovské materiální škody.

Posunout tento případ a identifikovat viníky se podařilo až po letech a minulý týden Česko reagovalo vypovězením ruských diplomatů. Oceňuji nabídku podpory ze strany našich evropských spojenců a oceňuji váhu toho kroku, kdy naši spojenci vypověděli diplomaty Ruské federace.

Chápu, že tento starý útok proti nachystané ruské armádě na ukrajinských hranicích může vypadat jako záležitost, kterou není nutno řešit urgentně. A taky chápu, že v tomto Parlamentu sedí řada lidí, kteří mají šíření nejistoty a polopravd ohledně vražedných aktivit Putinova režimu přímo v popisu práce. Akorát nechápu, proč se jich zrovna tolik najde mezi tzv. vlastenci. Každopádně rozumím tomu, že by někomu prospělo tu věc nějak rozmělnit, zpochybnit a přejít.

To ale nemůžeme dovolit v zájmu celé Evropy. Protože není možné, aby se stalo normálním, že agenti nějakého cizího státu budou v Evropě vraždit lidi. Jednou ze základních funkcí našeho evropského společenství je solidarita, protože držíme pospolu a jedna Evropa je mnohem silnější než shluk nějakých národních států. Takže teď je čas na solidaritu a je to třeba z toho důvodu, že prostě musíme dát najevo Putinovu gangu, že diktátoři a gangsteři u nás v Evropě nemají šanci podobné věci dělat. Agresi prostě není možné ustupovat a Kremlu je třeba zopakovat, že jedy, výbuchy a vojenské vydírání nejsou nástroje, které by přivedly Rusko k jednomu vyjednávacímu stolu s Evropou a udělaly ho partnerem.

Chtěl bych ještě zdůraznit, že bavíme-li se o Evropě, pak Ukrajina je součástí Evropy.

  Jacek Saryusz-Wolski (ECR). – Madam President, I would say to the High Representative that the EU has no Russia policy. At best, it has a schizophrenic one. On the one hand, the EU limits itself to verbal condemnations of Russia’s serial aggressions and violations. It offers moral comfort but it has no impact. This policy is full of hypocrisy. On the other hand, the EU refuses imposing meaningful sanctions and continues business as usual. How many aggressions, frozen conflicts, murders and poisonings do we need before we wake up?

The EU is capable to stop Russian aggression by heavy sanctions, like the exclusion of Russia from the Swift financial system. The will is lacking. Limiting itself to purely verbal bashing, which pleases the Kremlin and strengthens it in the view of its electorate, we are in fact a paper tiger.

The name of the elephant in the room is Nord Stream 2. Even not yet completed, Nord Stream 2 is paralysing the EU’s foreign and security policy, making it toothless and impotent. The EU’s foreign and security policy is already a hostage to Nord Stream 2 and its victim.

  Miroslav Radačovský (NI). – Pani predsedajúca, toto nie je prejav pána Borrella. Toto nie je prejav Európskej komisie. Toto je verejné vyhlásenie prezidenta Českej republiky z 25. 4. 2021, v ktorom konštatuje, že nebolo dôkazmi preukázané, aby sa na mieste výbuchov v Čechách nachádzali ruskí agenti. Civilizovaná právna spoločnosť je charakterizovaná tým, že musia byť o akejkoľvek vine produkované jednoznačné a pochybnosti nevzbudzujúce dôkazy.

Takéto dôkazy podľa vyjadrenia českej strany ešte produkované neboli. Podľa môjho názoru to, čo sa tu dnes deje, je sudca - lynč. Je to lynč rusofóbov za podpory Spojených štátov amerických bez vykonania dôkazov.

A pokiaľ sa týka pána Navaľného, videl niekto z vás už rozsudok, na základe ktorého bol pán Navaľnyj uznaný vinným? Je to kriminálny trestný čin, majetkový trestný čin, alebo politický čin? Nie, rozsudok neukážeme.

My tu nie sme ovce, bez rozsudku. Ukážte rozsudok, posúdime.

Bol som 37 rokov sudcom na území Slovenskej republiky. Bez dôkazov, bez toho, aby som dôkazy videl, nikdy by som si nedovolil, a žiaden civilizovaný človek si nedovolí, takto postupovať.

Nie je to správne. Správne je, aby Európa bola jednotná, aby Európa diskutovala, aby Európa viedla dialóg, a nie rusofóbnu históriu. To je všetko.

  Andrius Kubilius (PPE). – Madam President, the Kremlin’s aggressive behaviour, and sometimes simply terrorist behaviour, both externally and internally, are real threats to the security of the European Union, and to the whole European continent. That is the Kremlin policy which is directed also against the future of Russia. Ordinary Russian people are those who are suffering the biggest damage, when the future of a normal, democratic country is stolen from them by the Kremlin’s policy.

‘Push back, contain and engage with democratic Russia’: that should be the formula of our actions.

Besides what is said in a good resolution, I would add what else we need to do.

First, let’s take care about the security of our Eastern Partnership neighbours, especially Ukraine. Let’s offer them what some experts are calling EU security partnerships or security compacts.

Second, let’s give the trio of Eastern Partnership countries, including Ukraine, a clearer path for their integration, maybe offering them what in Romano Prodi’s formula was called ‘everything but institutions’. Integration of the trio would bring growth and stability of democracies and set a good example for the people of Russia.

And third, let’s work together with US Administration on the development of a common democracy defence toolbox, with clear sanctions on violations of human rights, on attempts to steal elections, on laundering of ‘dirty money’. We need to defend the right of the Russian people to democracy. Democracy is possible in Russia, as it is possible in Ukraine, or in Belarus.

Russia deserves a better future. And we can help the Russian people to get it.

Venemaa rikub järjekindlalt rahvusvahelist õigust ja vaatab, mis siis saab – kas ja mismoodi reageerib Euroopa Liit. Usun, et te kogesite seda isiklikult kohtumisel välisminister Lavroviga, ja kogu maailm nägi Venemaa suhtumist Euroopa Liitu ja demokraatiasse kohtumisele järgnenud pressikonverentsil. See oli lubamatu, inetu ja alandav. Täna palub üks meie seast, Tšehhi, Euroopa Liidult toetust ja solidaarsust, et vastata Venemaa räigele käitumisele. Ta palub toetust mitte ainult sõnades, vaid ka tegudes, nii nagu palusid kunagi Suurbritannia, Holland ja ka Eesti 2007. aastal. Ma vaatan Teie poole, härra kõrge esindaja, aga ka kõigi liikmesriikide poole. Meie kohustus on toetada Tšehhit, teha seda sirge seljaga, otsustavalt ja üheskoos, sest me kaitseme ka oma ühiseid väärtusi ja põhimõtteid. Euroopa Liidu tugevus peitub ühtsuses.   Petras Auštrevičius (Renew). – Madam President, it is regrettable that the response to the Russian terrorist attack in Czechia has remained the sole responsibility of the Member States. Moreover, two EU Member States whose companies are shareholders in Nord Stream 2 are standing for continuous cooperation with Russia. All this happens as Russia introduces the concept of so-called ‘unfriendly states’.

Once EU solidarity with Czechia fails, we should not continue to deceive ourselves about the EU’s growing influence in foreign affairs and its role as a global player.

Regarding Russia’s actions in Ukraine, the EU must focus on strengthening Ukraine’s economic and defence potential by developing EU and Ukraine cooperation in the field of defence and security and boosting Ukraine’s confidence based on a vibrant civil society and democratic principles.

Dear colleagues, as we speak, the Alexei Navalny graffiti mural in St Petersburg is being painted over – just four hours. Putin’s regime knows how to murder people and opponents and erase history, and we see the real face of the Kremlin of today.

  Jaak Madison (ID). – Madam President, Russia is an issue that always evokes emotions and emotionality is the greatest enemy of rationality. Firstly, the nature of Russia has not changed much in the last few hundred years. Russia has been a major player in the big game globally and this is what they want also today, strengthening their positions through geopolitics. They will do this also through soft power, that is through economic policy and by influencing the domestic policies of their neighbours. If that is not enough, they are also prepared to use military force.

In the early ‘90s Western liberal democracy typically mistakenly thought that Communist ideology and Russia’s ambitions to be the world’s leading military force were history. Unfortunately, the war in Georgia, Ukraine, the annexation of Crimea, or even the constant provocative airborne violations in the airspace of Finland, Sweden or Estonia have proved the opposite.

Russian power is no longer classically Communist, but instead we have Communist representatives even in this Chamber, unfortunately. But what has not changed, and will not change in the foreseeable future in our lifetime, is Russia’s desire to be a great power geopolitically and even with military force.

We’re also talking about Europe. Old Europe is like an older person who wants to enjoy a good, comfortable life and wants to avoid possible conflicts at all costs. Unfortunately this wish for a good life at all costs ends sooner or later, very painfully. There has not been a major military conflict in Europe over the last 75 years. The last three generations have been able to live comfortably. And today we have reached a point where the European Union is dealing with absurd problems also – equality in all areas, the Utopian Green Deal or welcoming all the people from all over the world. If life is too good a person will start inventing new problems to solve. Unfortunately, this only weakens Europe in a world where there are still military forces that are not interested in European Parliament resolutions and hard words, but in how strong the adversary is.

Today’s Europe is weak and doesn’t seem to want to be stronger. If we wanted to, Europe would start thinking today about our defence capabilities and the dangers that lurk in our relations with Russia.

We don’t need any hysteria or panic when we talk about Russia. We need a rational and pragmatic attitude based on a balance of power, so that both parties respect the other. A strong state never respects a weak state and doesn’t have to.

  Reinhard Bütikofer (Verts/ALE). – Madam President, in this House we do not always all see eye-to-eye on Russia policy, and that is alright in a democratic parliament, but the resolution that we debate today demonstrates how strongly united we are in the basic defence of the EU’s values and interests.

Why can’t Member States show the same level of agreement? The battles over having a good Russia policy will be won or lost in the national capitals, and I would say: let’s stop saying that the EU is failing when the national capitals are failing all of us. Speaking here as a German MEP, I say it’s also the fault of my own government that the EU looks weak. How can you allow holding on to Nord Stream 2 when you see how this divides our nations and benefits Putin’s aggression? We will be weak in dealing with strongmen until our governments understand three things: EU unity must prevail; short-term economic greed doesn’t pay off; and timidity in defending our values will be costly.

  Zdzisław Krasnodębski (ECR). – Pani Przewodnicząca! Panie Przewodniczący! To nasza kolejna dyskusja o Rosji. Fakty są przytłaczające i świadczą dobitnie, z jakim reżimem mamy do czynienia: nie waha się on wspierać aktów terroru i zabójstw także na terenie Unii i wydaje się, że w kwestii oceny dzisiejszej Rosji nie powinno być wątpliwości ani podziałów między nami.

Tymczasem rząd największego państwa członkowskiego Unii, rzekomego czempiona liberalnej demokracji, tak chętnego do pouczania innych, nadal wspiera inwestycję, która będzie oznaczała zasilanie reżimu Putina miliardami euro rocznie. Nord Stream 2 jest projektem politycznym, a nawet geopolitycznym, nie tylko Rosji, ale niestety także Niemiec, i dlatego powinniśmy debatować być może nie tylko o Rosji. Ta antyeuropejska inwestycja, jeśli zostanie dokończona, pozostanie symbolem rozbieżności między deklaracjami a czynami. Mówiąc wprost: będzie pomnikiem obłudy i złych intencji.

  Fabio Massimo Castaldo (NI). – Signora Presidente, gentile Alto rappresentante, onorevoli colleghi, con un tale livello di potassio nel sangue, dovrei stare o nel reparto di terapia intensiva o in una bara: ma non possono fregarmi così facilmente. Dopo il Novičok il potassio non mi fa paura; così diceva pochi giorni fa l'oppositore più famoso di Russia, Alexej Navalnyj.

Per convincere le autorità russe a permettere una visita medica di dottori civili, ci sono voluti uno sciopero della fame, la mobilitazione della comunità internazionale e migliaia di persone scese in strada, 1900 delle quali sono state arrestate durante le manifestazioni. Ora Navalnyj sta meglio ma sicuramente la sua persecuzione non è finita qui. Navalnyj è una persona che negli anni, a prescindere dalle convinzioni di ognuno sulle sue posizioni politiche, abbiamo imparato a conoscere e apprezzare, che ha parlato apertamente in questo Parlamento, chiedendo dure sanzioni contro gli oligarchi russi e che non ha avuto timore di tornare nella sua madrepatria, ben sapendo che il suo destino sarebbe stato una ingiusta prigionia.

Voglio riportare ancora una volta l'attenzione su quest'uomo coraggioso che non possiamo, che non dobbiamo abbandonare. La politica non è fatta solo di grandi temi geostrategici e a volte serve un volto umano per ricordarcelo, quello di Alexej Navalnyj. Ed è proprio su quel viso che vogliamo tornare a vedere presto splendere, molto presto, il sorriso che solo un uomo libero può avere.

  Stanislav Polčák (PPE). – Paní předsedající, vážený místopředsedo Komise, v jedné a půl minutě nejsem schopen pochopitelně obsáhnout veškeré agresivní postupy, které Rusko už dlouhodobě vůči zemím EU či našim partnerům užívá. Chci zdůraznit, že hovořím i jménem svých dvou kolegů z naší evropské kandidátky Luďka Niedermayera a Jiřího Pospíšila.

Jen rychlý výčet agresivních ruských postupů: protiprávní obsazení Krymu a útlak tamějších obyvatel, podněcování nepokojů a ozbrojené akce na území východní Ukrajiny, dezinformační kampaně a postupy v tzv. hybridní válce, finanční podpora řady radikálních politických stran napříč Evropou. V případu Alexeje Navalného: pošlapávání závazných rozhodnutí mezinárodního Evropského soudu pro lidská práva ve Štrasburku, které se Rusko zavázalo dodržovat. A samozřejmě v neposlední řadě výbuchy vrbětického areálu v České republice – a možná i v Bulharsku – s mnoha mrtvými.

Naše akce musí být rozhodná! Nechceme vyvolávat zbytečné konflikty ani válku. Přejeme si přátelské vztahy s Ruskem, ale to musí chtít i druhá strana. Plně podporuji požadavky našeho společného usnesení a jsem vděčný, že usnesení zmiňuje utrpení, kterému byly vystaveny tisíce lidí na Valašsku kolem areálu Vrbětic. Pro naši zemi, občany a i obce z Valašska je zásadní, aby útoky Ruské federace, ať u nás, nebo budou-li prokázány v Bulharsku či jiné zemi, byly náležitě potrestány, odsouzeny na mezinárodní úrovni a Rusku bylo uloženo uhradit všechnu způsobenou škodu.

Chci poděkovat všem našim spojencům, kolegům, Slovákům, Lotyšům, Estoncům a všem zemím EU a NATO a dalším zemím za projevy solidarity a zřetelný vzkaz nepřijatelnosti ruských agresivních postupů.

  Sven Mikser (S&D). – Madam President, Putin’s crackdown on any internal dissent, Russia’s ongoing military adventures in its immediate neighbourhood, and constant attempts by Russian operatives to interfere in the internal affairs of sovereign countries, including EU Member States – these are all elements of a broader policy of trying to strengthen the hold on power of a totalitarian regime and undermining the rules-based international order.

Russian activists fighting corruption and human rights abuses, Russia’s neighbours, our eastern partners, fighting off Russian aggression, and our fellow EU members targeted by Russian secret services, they all deserve our support and solidarity. The only language that the current Russian leadership understands is the language of strength, unity and resolve.

If we want to have any effect at all on Russian behaviour we need to be principled and consistent, and this applies to our diplomatic engagement with Russia, standing by our partners and our fellow members of the EU in their hour of need, as well as dealing with divisive Russian energy projects that are trying to masquerade as purely non-political commercial initiatives.

  Michal Šimečka (Renew). – Madam President, developments over the past few weeks have indeed painted a very grim picture of EU—Russia relations. And the reason for that is pretty obvious: it’s Moscow’s increasingly aggressive behaviour and actions both at home and, in fact, in Europe, from Russian spies blowing up European military infrastructure, killing people in the process, to the brutal repression of Alexei Navalny or war games at Ukraine’s border.

All of this must be met with a firm European response, and the most effective way to defend our interests and values is, obviously, to do it together. Therefore, I am hopeful that more EU Member States will demonstrate concrete solidarity with Czechia by expelling Russian diplomats in a coordinated fashion, as we did after the Skripal affair.

I would also say that I’m proud that my country, Slovakia, was the first to do so, attesting to the special relationship between Slovakia and Czechia, because this is who we are – in a difficult spot we don’t leave our allies and partners by the wayside.

  Susanna Ceccardi (ID). – Signora Presidente, signor Alto rappresentante, onorevoli colleghi, Alexej Navaľnyj è ingiustamente detenuto nelle carceri russe sottoposto a costanti privazioni del sonno. Da quando è stato incarcerato ha perso otto chili e nonostante l'avvelenamento da agente nervino dello scorso agosto, non gli è permesso ricevere visite e cure mediche. Nonostante Navaľnyj abbia interrotto lo sciopero della fame, è ancora detenuto.

L'Unione europea sa che la sfida la sopravvivenza del nostro modello di democrazia passa attraverso il rapporto con Mosca. Non possiamo lasciare che dei capi di Stato del nostro vicinato mettano a tacere l'opposizione politica violandone i diritti naturali, civili e politici. Centomila soldati sono stati schierati alle porte dell'Ucraina da Mosca e questo è stato un pesante segnale per tutto l'Occidente.

Eppure, colleghi, al di là dei proclami dell'asilo e della solidarietà espressa a parole, non esiste oggi alcun credibile intervento europeo. Mentre Navaľnyj è in carcere, la cravatta degli interessi geopolitici con Mosca si annoda. In queste stesse ore, ad esempio, i lavori del gasdotto Nord Stream 2 continuano a dividere l'Europa e a indebolirne la sicurezza e l'indipendenza energetica, rendendo di fatto inutili le sanzioni contro la Russia e dando un forte segnale di debolezza.

Se l'Europa intende davvero difendere i diritti umani e la democrazia ovunque nel mondo, lo deve fare in maniera ferma ed uguale. Non restiamo indifferenti rispetto a quello che sta accadendo ad Alexej Navaľnyj. La vita degli uomini e la libertà di pensiero non sono valori negoziabili.

  Hermann Tertsch (ECR). – Señora presidente, señor Borrell, la verdad es que la situación es gravísima, es muy dura, y, sin embargo, estamos de enhorabuena porque tenemos ante nosotros una Resolución común que es la mejor resolución común que hemos hecho sobre Rusia jamás en este Parlamento. Ojalá tuviéramos resoluciones con tanta veracidad, tanto coraje; casi dan ganas de que lo mismo que le pasó a usted en Moscú le pase en Teherán, en Cuba, en La Habana, o en Caracas, para que consiguiéramos aquí una mayoría para resoluciones realmente firmes, con el coraje moral de decir las verdades como se dicen en esta Resolución.

Rusia está en un momento de debilidad y, por tanto, la situación es enormemente peligrosa. Tenemos que estar unidos, tenemos que ser solidarios con la República Checa —por supuesto— y tenemos que tomar medidas. Lo que es una aberración, en este momento, es que aún Alemania siga con ese vergonzoso Nord Stream, que tiene que acabar ya. Es el gesto necesario, imprescindible, para que, junto a esta Resolución tan buena, empecemos a dar pasos como Dios manda.

  Antoni Comín i Oliveres (NI). – Señora presidenta, señor alto representante, con todo el respeto, pero permítame que le diga que usted tiene un problema con Rusia, que tiene que ver con una palabra: «credibilidad».

Usted presiona al Gobierno ruso en nombre de la Unión Europea para que se respeten los derechos humanos de Navalni y para que sea atendido por un médico de su confianza, pero me temo que el Gobierno ruso debe de pensar: «No es necesario que le hagamos mucho caso a Borrell, porque en realidad es uno de los nuestros. Ya le parece bien que en España haya presos políticos; le da igual lo que digan al respecto los jueces belgas, alemanes y un Grupo de Trabajo sobre Detenciones Arbitrarias de las Naciones Unidas».

Usted se reunió con Serbia hace poco para que avance en el reconocimiento de Kosovo, pero Rusia —su padrino geopolítico— debe de pensar: «No es necesario que le hagamos mucho caso a Borrell, porque en realidad es uno de los nuestros. Le parece bien que España tampoco reconozca a Kosovo, no sea que abra la puerta al derecho de autodeterminación de Cataluña». Sobre Kosovo, deben de pensar: «Seguro que Borrell está más cerca de España que de la inmensa mayoría de países de la Unión Europea, que sí lo han reconocido».

Con actitudes como la suya, creo que la Unión Europea lo tiene muy mal para evitar la deriva autoritaria de democracias tan poco liberales como la rusa. Señor alto representante, con todo el respeto: tenemos un grave problema.

  Francisco José Millán Mon (PPE). – Señora presidenta, desde la intervención rusa en Georgia, en 2008, venimos abordando las relaciones con Rusia en este hemiciclo en un tono negativo. La realidad es la que es: las relaciones de la Unión Europea con la Rusia de Putin están en un punto muy bajo, como bien decía el alto representante.

La política exterior de Putin es una política anacrónica, de poder y de zonas de influencia, que rechaza el orden internacional basado en las normas y el multilateralismo, que la Unión Europea apoya. En el fondo, parece haber una nostalgia del orden bipolar del pasado.

El creciente autoritarismo en el plano interior, visible en el trato inadmisible infligido a Navalni y sus seguidores, tiene su correlato en el plano exterior. La tensión en las últimas semanas con Ucrania, creada por las maniobras militares, fue un acto intimidatorio y también un claro mensaje al Gobierno de Kiev y a la comunidad internacional, incluida la Administración Biden, del rechazo ruso a los nuevos movimientos de acercamiento a la OTAN del Gobierno ucraniano. Esta me parece una de las «líneas rojas» evocadas por Putin en su discurso a la nación la semana pasada.

Por otra parte, el acto de la República Checa es realmente preocupante. Sin embargo, Rusia es miembro permanente del Consejo de Seguridad, potencia nuclear, vecino de la Unión, importante socio energético y económico de muchos de sus miembros. En este contexto es imposible actuar en el mundo como si Rusia no existiera. Pero parece lógico que procuremos no aumentar nuestra dependencia de este país, al menos mientras Putin mantenga una línea de confrontación con la Unión Europea, sus principios y sus intereses.

Igualmente, me parece necesaria —como aquí se ha dicho— una actitud lo más unida posible de los Estados miembros. El alto representante y el Consejo tienen ante sí, por consiguiente, mucho trabajo.

  Isabel Santos (S&D). – Senhora Presidente, diante dos múltiplos atos provocatórios do Senhor Putin não podemos continuar a limitar-nos a manifestar a nossa profunda preocupação. É necessário que, de uma vez por todas, fique claro que, se algo acontecer a Navalny, Putin será responsabilizado, que ações de desestabilização na região euro-atlântica não ficarão sem resposta, sobretudo se ferirem território da União, como aconteceu com a República Checa. Exercícios militares sem consideração pelos princípios estabelecidos no quadro da OSCE, desrespeito pela soberania, integridade territorial e transparência, como aconteceu com as manobras no Mar Negro ou, recentemente, nos exercícios militares na fronteira com a Ucrânia, não serão tolerados.

Os compromissos inscritos na Ata Final de Helsínquia e os Acordos de Minsk são para cumprir. Concordo com o Senhor Alto Representante quando diz que, de uma vez por todas, temos que falar a uma só voz. E eu acrescento: é preciso falar a uma só voz, é preciso atingir os interesses dos oligarcas russos e é preciso repensar Nord Stream 2.

  Elsi Katainen (Renew). – Arvoisa puhemies, me emme saa olla sokeita sille, mitä Venäjällä nyt tapahtuu. Navalnyia on pidetty henkitoreissaan, venäläisagenttien räjäytykset Tšekissä ovat nyt paljastuneet ja Ukrainan rajalla venäläisiä sotilaita on nähty liikaakin.

EU:n on oltava päättäväinen ja reagoitava nopeasti loukkauksiin ihmisoikeuksia ja kansainvälisiä pelisääntöjä vastaan. Venäjä rikkoo tietoisesti EU-rintamaa, mistä yhtenä osoituksena on ulkoasiainedustaja Borrellin kyseenalainen vastaanotto Moskovassa. EU:n on pysyttävä yhtenäisenä ja samassa linjassa myös Ison-Britannian ja Yhdysvaltojen kanssa myös silloin, kun päätämme pakotteista.

Kun kriisi on päällä, on keskusteluyhteyttä vahvistettava. Venäjän tuleva puheenjohtajuus Arktisessa neuvostossa voisi tarjota avauksia yhteistyölle. Yhteisiä ratkaisuja tarvitaan ilmasto- ja ympäristöasioiden, ydinturvallisuuden ja kansanterveyden aloilla. EU:n on lunastettava lupauksensa ja oltava geopoliittinen toimija myös arktisella alueella.

  Zbigniew Kuźmiuk (ECR). – Pani Przewodnicząca! Panie komisarzu! Rosja od lat destabilizuje sytuację u swoich sąsiadów, posuwa się do zajmowania ich terytoriów, jak w Gruzji czy na Ukrainie, próbuje pozbawiać życia swoich obywateli przy użyciu broni chemicznej, a teraz, jak się dowiedzieliśmy, jej służby organizują zamachy terrorystyczne na terytorium krajów Unii, tak jak w przypadku Czech.

Reakcją Unii na to ostentacyjne łamanie prawa międzynarodowego przez Rosję są najczęściej zakazy wjazdu na teren Unii dla osób za to odpowiedzialnych, a także blokada ich aktywów w europejskich bankach. Tego rodzaju sankcje nie robią żadnego wrażenia na Rosji. Jedyne, co przywódcy tego kraju są w stanie zrozumieć, to solidne uderzenie po kieszeni, a więc zaprzestanie karmienia bestii kolejnymi zakupami gazu ziemnego i ropy naftowej w tym kraju. Niemcy nie chcą tego zrozumieć i dlatego kontynuują budowę Nord Stream 2, co pozwoli na znaczne zwiększenie sprzedaży gazu do Europy Zachodniej i kolejne dziesiątki miliardów dolarów wpływów do rosyjskiego budżetu, które będzie można przeznaczyć na zbrojenia.

Inaczej zachowuje się mój kraj, Polska, który już w przyszłym roku zrezygnuje z zakupu w Rosji około dziesięciu miliardów metrów sześciennych gazu. Ograniczymy także zakup ropy naftowej, co oznacza utratę przez Rosję przynajmniej kilku miliardów dolarów wpływów ze sprzedaży tych surowców.

Panie komisarzu, mam nadzieję, że przyjęty tekst rezolucji będzie pan wprowadzał w życie.

  Peter van Dalen (PPE). – Voorzitter, Vladimir Poetin heeft lange tijd bij de Russische geheime diensten KGB en FSB gewerkt. Hij heeft daar goed opgelet en bleek een zeer ijverige leerling, want hij test en tart het Westen nog steeds zoals in de dagen van de Koude Oorlog.

Poetin weet dat het Westen verdeeld is en hij buit dat maximaal uit. Hij legt een gaspijplijn aan naar het Westen en de Europese regeringsleiders stinken erin. “Ja, wij willen dat goedkope gas wel!” De bouw van Nord Stream 2 is zo ongeveer de grootste geopolitieke blunder ooit. In de schoolklassen van de KGB en de FSB zou Poetin hiervoor een extra Leninorde gekregen hebben.

Ondertussen crepeert Navalny, en ik bid hem toe dat hij verzadigd mag worden met de gerechtigheid waarnaar hij hongert en dorst. En ook het MH17-proces sleept zich voort, een proces dat volgens de Russen één grote leugen is. Ook dat is een oude les uit de KGB- en FSB-scholen. Er is maar één pravda, en dat is die van de Russen.

Voorzitter, ik word erg moe van de Europese verdeeldheid tegenover Rusland. Ik word erg moe van die Europese leiders die vooral goed zijn in het afleggen van tranentrekkende verklaringen. Dat moet anders. Opkomen voor gerechtigheid en mensenrechten betekent sancties treffen tegen Poetin en zijn kliek.

  Pierfrancesco Majorino (S&D). – Signora Presidente, onorevoli colleghi, la drammatica storia di Alexej Navaľnyj ha molti aspetti da chiarire e com'è già stato detto, rappresenta una pagina terribile: per cui chiediamo nuovamente con forza, da qui, la sua scarcerazione.

Dobbiamo però anche dirci che non è un episodio isolato. La Russia di Putin, da anni, ha preso la strada dell'involuzione autoritaria. Militanti politici, giornalisti, persone che hanno la colpa di essere omosessuali: sono tantissime le vittime di azioni repressive chiaramente ingiustificate.

Da qui giustamente le condanniamo ma – lo ripeto ancora una volta in quest'Aula – dobbiamo dire che tra noi non siamo tutti uguali. Mentre una parte del Parlamento si batte per il rispetto dei valori democratici e dei diritti umani, un'altra parte ha costruito proprio con Putin relazioni pericolose. Penso alla Lega di Matteo Salvini, ai rapporti ambigui intrattenuti con l'entourage di Putin o alle tante cose da chiarire che avrebbe da dire su questo l'estrema destra di Francia, Germania, Austria.

Condanniamo Putin e solidarizziamo con le vittime delle sue azioni ma dobbiamo anche difenderci sempre di più dalle sue interferenze.

  Urmas Paet (Renew). – Madam President, it has been said thousands of times that power and influence lies in the unity of the EU in foreign policy. This is especially important as regards big authoritarian regimes like Russia and China. It is no secret that Russia dislikes the unity in the EU and NATO, and it has made many attempts to create a rift in this unity.

A fresh example is Russia’s decision to name some of the EU and NATO Member States as unfriendly, leading to consequences. The EU cannot afford big differences in foreign policy in these difficult times. All steps taken towards Russia must be discussed together, decided together, and implemented together. If some States have to act on their own and the others don’t agree or follow, this sends the wrong message. There is a bigger chance to influence Russia to end its violations of international law and respect human rights if the EU can demonstrate unity in its foreign policy also in difficult times.

  Beata Szydło (ECR). – Pani Przewodnicząca! Rezolucje i debaty są ważne, ale jeżeli nie wynika z nich skuteczne, jednoznaczne i solidarne działanie, to pozostają tylko i wyłącznie zapiskami na papierze i tyle są warte, ile wart jest ten papier. Są też oznaką słabości, pokazaniem tego, że nie potrafimy działać skutecznie.

Dobrze, że debatujemy, dobrze, że ta rezolucja będzie przyjęta, ale trzeba, żeby w tej chwili z tej rezolucji wynikało skuteczne, jednoznaczne działanie. Nie możemy udawać, że fakty są inne, niż są w rzeczywistości. Wojna na Ukrainie to wojna bezpośrednio tocząca się za granicą Unii Europejskiej. Nord Stream 2 to nie projekt biznesowy, to projekt polityczny, mówimy o tym od dawna i wszyscy o tym wiedzą. Czas wreszcie przestać udawać, że rzeczywistość jest inna, niż jest naprawdę. Przerwanie inwestycji Nord Stream 2 pokaże Putinowi, że Unia Europejska nie jest bezradna i potrafi działać skutecznie.

  Traian Băsescu (PPE). – Doamnă președintă, domnule Înalt Reprezentant, situația la frontiera Ucrainei și în Marea Neagră reprezintă o amenințare, atât la suveranitatea Ucrainei, cât și la stabilitatea și securitatea regională.

Trebuie să fim solidari cu Ucraina, nu doar la nivelul comunicatelor, dar și prin acțiuni concrete. Să fim prezenți pe teren la cel mai înalt nivel, să ne consolidăm coordonarea și comunicarea cu NATO. Pentru a preveni declanșarea unui război la scară largă, situația din Donbas trebuie urgent stabilizată. Trebuie să revenim la aspecte legate de retragerea armelor grele, la accesul misiunii OSCE de monitorizare a încetării focului.

Nu ezit să spun că ar trebui să facilităm Ucrainei achiziția armamentului defensiv de care are nevoie pentru a descuraja eventuale intenții de agresiune militară și pentru a se putea apăra. Președintele Putin s-a obișnuit să ocupe teritorii ale unor state independente fără costuri pentru armata sa. Așa ocupat Nagorno-Karabah, Crimeea, Abhazia, Osetia sau Transnistria. Am însă convingerea că nu va mai invada Ucraina ca în 2014, dacă armata ucraineană ar avea o bună dotare defensivă, capabilă să producă pagube mari în eventualitatea unei agresiuni.

Trebuie să sprijinim Ucraina să reziste presiunilor rusești de orice natură, inclusiv militare, și să își continue drumul spre consolidarea instituțiilor democratice și a valorilor fundamentale, indiferent de opinia Federației Ruse. Vremea imperiilor a trecut.

  Radka Maxová (S&D). – Paní předsedající, vážené kolegyně, vážení kolegové, vystupuji dnes před vámi nejen jako poslankyně, ale i jako matka dvou dětí, které jsem donedávna vychovávala s dojmem, že vyrostou v sedmé nejbezpečnější zemi na světě, která je daleko od konfliktů, útočných informačních kampaní a atentátů. Dnes už to tak úplně necítím.

Útoky na Vrbětice vnímám jako teroristický čin, který si vzal za oběť životy dvou otců a který se Rusko snaží popřít cílenou dezinformační kampaní bezprecedentních rozměrů. Děkuji všem, kteří se za nás postavili, ať už solidárním vyhoštěním ruských diplomatů či poskytnutím pomoci zastoupení České republiky v Rusku nebo pomoci při vyšetřování.

Teď je ale řada na nás v Evropském parlamentu. Musíme stát při sobě a udělat maximum pro to, aby se lidé v Evropské unii a v mé vlasti zase mohli cítit bezpečně. Musíme podpořit naše členy bezpečnostních složek i novináře, kteří jsou v první linii při ochraně naší bezpečnosti před informačními a kybernetickým útoky těch, kteří stojí proti naší jednotě a snaží se rozvrátit důvěru v demokracii a právní stát.

Dobrze jest handlować z bogatym, ale przecież kartel z Medellín też jest bogaty, a z nim nie handlujemy i ścigamy tych naszych obywateli, którzy z nim chcą handlować. Szanowni Państwo, czyż prezydent Putin nie zachowuje się jak kartel z Medellín? Tak właśnie jest. O tym tu mówimy od wielu godzin.

Czy ja postuluję, żeby zerwać stosunki z Rosją? Nie, ale postuluję zmianę języka. Kiedyś Regan skutecznie rozmawiał z Rosją. Dzisiaj nasz wysoki przedstawiciel skutecznie nie rozmawia. I nie jest to, Szanowni Państwo, postulat zmiany hiszpańskiego na angielski. A Nawalnemu swobodu!

  Michaela Šojdrová (PPE). – Paní předsedající, vážený místopředsedo Komise, dámy a pánové, uplynulo 35 let od tragédie v Černobylu. Rusko tehdy o havárii mlčelo a obětovalo tisíce lidských životů a zdraví na oltář svého režimu. To bylo a bohužel i dnes je podstatou tohoto režimu.

Nyní snad v Evropské unii vystřízlivěli všichni, i ti poslední zastánci myšlenky, že s Putinovým režimem je možné spolupracovat. Dnes také vidíme, že operace ruských tajných služeb se nevyhýbají žádné zemi včetně České republiky. A my chceme říci jasně, že na našem území platí naše české a evropské právo. Ruští agenti nesmí ničit náš ani bulharský majetek, nesmí zabíjet naše ani evropské občany. Rusko musí zaplatit za tento svůj teroristický útok, zaplatit všem, které poškodilo.

V Evropě je útok na jednoho útokem proti všem. Vždyť časovaná munice mohla vybouchnout kdekoliv na cestě: v Bulharsku, v Maďarsku, kdekoli. Jasně vidíme, že Kreml své aktivity stupňuje – na Ukrajině, vůči své opozici, ale také v dalších evropských zemích dezinformační kampaní, násilím, zastrašováním. Rusko zatím nebylo reálně potrestáno za své teroristické útoky. Rodiny obětí ve Vrběticích, obyvatelé i v okolí si zaslouží spravedlnost.

Velmi si vážíme solidarity kolegů zde v Evropském parlamentu, v Evropské unii i v NATO. Řešení vidíme ve společném a koordinovaném postupu. Máme teď jedinou možnost ukázat občanům sílu našeho společenství. Je to zbraň, které se Putin velmi bojí, proto se snaží nás rozdělit. Na rukou Putina leží krev. Řekněme to občanům! To je pravda. A snažme se zabránit, aby bylo další krveprolití! Vždyť život Alexeje Navalného je ohrožen. Alexej Navalný musí být propuštěn! Podpořme ho!

  Eero Heinäluoma (S&D). – Arvoisa puhemies, kansalaisoikeuksien rajoittaminen Venäjällä on yhteinen huolen aihe. Euroopassa kaikilla ihmisillä tulee olla yhtäläinen oikeus ilmaista mielipiteensä ja valita demokraattisesti omat päättäjänsä. Kansalaisoikeuksien ja oikeusvaltion kunnioitusta vaadimme niin EU:n jäsenmailta kuin ulkopuolisiltakin.

Aleksei Navalnyin kohtelu herättää meissä kaikissa syvää huolta. Myrkytysyritys, kyseenalainen oikeuden tuomio ja vangitseminen – mitään näistä ei voi vaieten sivuuttaa eikä hyväksyä.

Kun vaadimme demokratian ja kansalaisoikeuksien kunnioitusta, haluamme, että Venäjän kansa voi demokraattisissa vaaleissa vapaasti valita omat valtiolliset johtajansa. Korkea edustaja Borrell saa tältä parlamentilta omalle työlleen EU:n yhteisen toimintalinjan rakentamisessa ja tarpeellisessa dialogissa täyden tuen.

  Alexandr Vondra (ECR). – Paní předsedající, dámy a pánové, já budu dneska výjimečně mluvit česky, protože to, o čem se tady jedná, byl útok ruských zpravodajců na Českou republiku. Mimo jiné chci úplně na úvod poděkovat všem lídrům těch klíčových frakcí, s kterými jsme rezoluci poslední dny připravovali. Je tvrdá a měla by takhle i zůstat. A řeknu k tomu tři body. Za prvé: byli jsme vystaveni guerillovému hybridnímu útoku. Jedna země, ale je to útok na celou Evropskou unii, na všechny členské státy a všechny členské státy by se měly k tomu nějakým způsobem jasně vyjádřit. Je to příležitost vyčistit Evropskou unii od ruských špionů, kteří těmto guerillovým operacím vytvářejí týl.

Za druhé: ve hře je nezávislost Ukrajiny. To není týl, to je frontové země a je v našem životním zájmu Ukrajinu v tomto složitém období výslovně podpořit. Stejně tak má cenu podpořit Alexeje Navalného v jeho zápase, kdy nasazuje za svobodu a demokracii život.

A za třetí: musíme být silní, nikoli slabí. Čili je dobře, že říkáme, že Rosatom nemá v Evropě co dělat, ale zároveň musíme pracovat na tom, abychom jádro uměli využívat i my. A to A musí doprovázet i B v dalších akcích Evropského parlamentu.

  Željana Zovko (PPE). – Madam President, the Russian Federation is not willing to find common ground in respecting European values, standards and principles. This has been proven by the undemocratic incarceration and the treatment of Alexei Navalny. The military build-up on the border of Ukraine poses a threat to peace and security in the region. We need to take seriously the conclusions of the Czech authorities based on extensive investigation of the Russian involvement in the 2014 explosion in the Czech Republic.

I express my full support to our Czech friends and colleagues and our Ukrainian partners and I call for the immediate and unconditional release of Alexei Navalny. As the European Union, we need a united stance against future interference and threats from Russia. This should be coordinated in close cooperation with our partners in NATO. At the same time I express my continued support for a diplomatic solution, such as the Normandy format and the work of the Organization for Security and Cooperation in Europe. I call on Russia for the full implementation of the Minsk agreements.

  Elena Yoncheva (S&D). – Madame la Présidente, Monsieur le Haut représentant, chers collègues, je voudrais attirer votre attention sur les tensions géopolitiques et militaires croissantes dans la région de la mer Noire. Un tel environnement présente de nombreux risques futurs. La mer Noire est trop petite pour une accumulation militaire aussi dangereuse.

À la suite des mesures prises pour gérer la crise dans l’est de l’Ukraine, il est devenu plus important d’engager les consultations avec l’Ukraine et la Russie dans un format de dialogue, un format qui favorise la confiance mutuelle, afin d’éviter l’escalade et le risque de malentendus. La plateforme officielle de ces consultations sera la mise en œuvre ou l’adaptation des accords de Minsk ainsi que le maintien du format Normandie. Ce sont des outils importants que nous devons utiliser pour restaurer l’environnement de sécurité dans la région de la mer Noire. Tous les problèmes doivent être résolus par des moyens pacifiques.

Myślę, że słucha pan nas i usłyszał pan, że jest jedna wskazówka wynikająca z tej ważnej rezolucji, jeden mechanizm i jedna metoda, żeby dać sobie radę z agresją Rosji. Mianowicie zatrzymanie pracy nad dokończeniem Nord Stream 2. Przez kolejne lata przyjmujemy kolejne rezolucje, a mamy 95% zbudowanego Nord Stream 2. Powiedzmy również szczerze: budują go Niemcy, największy europejski kraj. Buduje go Unia Europejska, przy każdej rezolucji mówiąca i rozpaczającą nad agresją Rosji. Potwierdzają to słowa prezydenta Niemiec, który mówi, że jest to rekompensata za II wojnę światową. Potwierdzają to wywiady Angeli Merkel, która mówi: w czym jest gorszy gaz, który płynie przez Nord Stream 2, od tego, który płynie przez Ukrainę? Czas powstrzymać Nord Stream 2.

  Miriam Lexmann (PPE). – Madam President, we all no doubt want good relations with Russia. Unfortunately, the sad reality today is that the Kremlin is threatening peace and security in Europe.

 

Russia continues to engage in subversive activities against our democratic states and our allies. The deadly activities of Russian intelligence services in Vrbĕtice, its military build—up on Ukraine’s borders are just the latest destabilising steps taken by the Kremlin.

 

I believe in the importance of dialogue and diplomacy, but it’s time to stop using ‘dialogue’ as an excuse for inaction. The Kremlin likes to talk about sovereignty, yet it is the Kremlin that has no regard for the sovereignty of other states. The Kremlin is worried about ‘coloured revolutions’, yet it is the Kremlin which is undermining our democratic societies.

 

The Kremlin complains about a NATO build—up, yet it is the Kremlin whose troops are waging a conflict against Ukraine. That is why it is important that we show resolve: sanction those responsible for human rights abuses and adopt a corruption component of the EU Magnitsky Act. And we need to end the Nord Stream 2 project, support the territorial integrity of our partners, and uphold our defence spending pledges.

 

We should also not forget about the other Russia – people who want to live in a free, prosperous and democratic Russia – because they are true patriots and our natural partners.

  Vladimír Bilčík (PPE). – Madam President, I speak here today as somebody who was born in Czechoslovakia, and as somebody who is a convinced European, and somebody who believes in strong transatlantic cooperation. I want to appeal to all of our partners across the European Union – but also in NATO – for solidarity with and support for our Czech friends, and with the Czech Republic.

Central Europe has for a long time been at the centre of Russia’s – the Kremlin’s – attention, and this is not just for nostalgic reasons longing for the power that has been lost in the region, but really for the reasons of trying to get the power back.

And we need to stand up – stand up when a Member State is attacked, and we need to stand up in a united way. Russia is not doing this in an isolated incident. The attack from seven years ago is part of a pattern we have watched from Moscow. Moscow has attacked Georgia, it has attacked Ukraine, and it attacks all of us across Europe by spreading disinformation and false narratives, it’s attacking us by using the Sputnik V vaccine, and we really have to take these attacks seriously. It is not by chance that the Czech Republic has been attacked.

And I should really like to appeal to all of us to surprise Russia with united action, with a strong resolve, and with real solidarity: solidarity with Czech friends, with Ukraine, and with all of those who are under constant attack by Moscow.

  Jadwiga Wiśniewska (ECR). – Pani Przewodnicząca! Szanowni państwo! Co jeszcze musi się stać, żeby polityka unijna względem Rosji była skuteczna? Bo, jak na razie, to jest pełna frazesów, uniesień i, de facto, bezradna jak wysoki przedstawiciel w Moskwie. Czas na konkretne działania. Czas podjąć konkretne działania, a my ciągle tutaj dyskutujemy o tym, co Putin powinien zrobić.

Problem w tym, proszę państwa, że Putin się absolutnie nie będzie przejmował tym, co my mu powiemy, że ma zrobić. To Unia Europejska powinna podjąć konkretne działania. Jakie? Przede wszystkim zablokować dostęp Rosji do systemu bankowego SWIFT i, przede wszystkim również, podjąć skuteczne działania zatrzymujące realizację politycznego projektu, jakim jest Nord Stream 2. W przeciwnym razie będziemy mogli powiedzieć, że polityka unijna jest kompletnie nieskuteczna, bezradna wobec Rosji, a solidarność unijna została zakopana razem z Nord Streamem 2 na dnie Bałtyku.

  Rasa Juknevičienė (PPE). – Madam President, as a medical doctor, I must remind you that, first of all, we have to start with the right diagnosis. Our own experience has already demonstrated very clearly: we are at war. We are in a low-intensity war that Russia is waging against democracies. The Kremlin believes that such war and chaos weakens democracies. Putin wants us to be afraid.

In 2008, some NATO members got scared and refused to offer a membership action plan (MAP) to Georgia and Ukraine. This was a mistake. Putin saw this as a sign of weakness and attacked Georgia and Ukraine. When democracies are afraid, dictators advance. Now Putin is not afraid to act even within the territories of EU and NATO Member States.

But when the diagnosis is clear, so is the treatment. The first step against Putin’s aggressive Kremlin is not to be afraid. Some EU capitals are afraid that, by taking action, they will provoke Putin, but the reverse is true. A security vacuum at the eastern border of the EU and our fear provoke Putin. Alexei Navalny, brave Ukrainians and Belarusians are an example to us. Let’s not be afraid to take the courageous containment decisions that are needed to stop Putin’s warmongering regime.

  Eugen Tomac (PPE). – Doamnă președintă, domnule Înalt Reprezentant, suntem, din nou, obligați să dezbatem o rezoluție cu privire la Rusia în Parlamentul European. Ultimele provocări sunt o confirmare foarte clară că agenda lui Putin nu are nimic în comun cu așteptările cetățenilor Federației Ruse și este foarte departe de ceea ce așteaptă Uniunea Europeană de la relația cu Rusia.

Umilirea lui Navalnîi este o demonstrație pe care linia dură, stalinistă, din jurul lui Putin vrea să ne-o arate nouă, pentru că ei nu au nimic în comun cu valorile pe care sunt clădite societățile noastre, precum democrația, libertatea de exprimare sau drepturile omului. Au vrut să îl asasineze și nu au reușit, dar acum, prin tratamentul aplicat lui Navalnîi, vor să mențină în teroare întreaga societate rusă, să descurajeze orice mișcare de opoziție.

Amenințările militare ale Rusiei de astăzi nu sunt o noutate. Nimeni nu a crezut, domnule Înalt Reprezentant, că, în 2008, Rusia lui Putin va ataca Georgia, un partener al Uniunii Europene, dar a făcut-o, în ciuda tuturor avertismentelor. Nimeni nu a crezut că, în 2014, va fi anexată Crimeea și Putin a anexat Crimeea, iar astăzi este una dintre cele mai militarizate regiuni din Europa.

Cred că este momentul să răspundem ferm și hotărât tuturor acestor provocări, pentru că, în plină pandemie, Rusia a orchestrat ample campanii de dezinformare. Este momentul să înființăm un post de comisar pentru combaterea dezinformării în Uniunea Europeană. Sunt măsuri necesare.

  Paulo Rangel (PPE). – Madam President, two months ago we were condemning Mr Putin for his provocations and disrespect towards the European Union; for his repression and aggression towards his own people; for the brutal persecution of oppositionists and especially of Alexei Navalny.

Now we face another bold attack of Russian intelligence on European soil: an attack on the entire European Union. Two months ago in this very place I said ‘we shall never surrender’. Now I shall repeat to Mr Putin: the European Union will never give in on our continent’s freedom and democracy. We will never give in to tyranny.

Europe and the Member States cannot let another attack on Europe pass unscathed. Putin and his regime must understand that actions have consequences. Europe must show to the brave Russian people and to the oppositionists that we stand beside them in their fight for democracy and for the rule of law.

We must do our very best to support independent civil society, while at the same time, Mr Borrell, we sanction the ones that are responsible for these actions.

  Tomas Tobé (PPE). – Madam President, I would say to the High Representative that we are witnessing once again that the aggression of the Kremlin knows no limits. There is the Russian annexation of Crimea and the growing threats to Ukraine in general, with a military build—up at the border. There is the unlawful and hideous treatment of Alexei Navalny. There is the attack in the Czech Republic linked directly to the Russian state.

Now the EU must show strong support for the Ukrainian people and not let the Russian offensive continue. We must call for the immediate release of Mr Navalny and support the democratic movement in Russia. An attack on one Member State is an attack on all of us and it cannot go unpunished.

The EU must never again be naive regarding Putin’s regime. We need to get a clear commitment from the Commission as to no repetition of the wrong—doing and embarrassment in Moscow. Further and concrete actions against Russia are needed. Now is the time to move ahead.

  Ivan Štefanec (PPE). – Pani predsedajúca, to, čo sa stalo v roku 2014 v českom sklade vojenského materiálu, je bezprecedentný akt agresie, je to neodpustiteľný útok na suverenitu členského štátu Európskej únie. A žiaľ, nie je jediný.

Ambasády Ruskej federácie v Európskej únii dnes fungujú viac ako základne spravodajských služieb než ako základne pre diplomatický zbor.

Spomeňme si na dve z informačnej kampane. Spomeňme si na brexit, na anexiu Krymu, na ruskú vojnu na východe Ukrajiny a na verbovanie bojovníkov aj na území Európskej únie. Spomeňme si na Litvinenka, Skripaľa, na kybernetické útoky. Som presvedčený, že je práve ten čas povedať: dosť, stačilo.

Je v prvom rade našou morálnou povinnosťou vyjadriť solidaritu s Českou republikou a som rád, že Slovensko to urobilo ako prvé. Ale tu ide o viac. Ide tu o našu bezpečnosť, o bezpečnosť všetkých občanov Európskej únie.

Je dôležité, aby sme odhaľovali agentov a príslušníkov vojenskej rozviedky a hovorili o ich aktivitách, aby to otvorilo oči aj tým, ktorí ich ešte majú zavreté, že Putinov režim proti nám vedie bezprecedentnú, plnohodnotnú hybridnú vojnu. Je načase povedať dosť, načase je koordinovať diplomatické kroky, je načase sprísniť sankcie a načase dať na stôl aj odstrihnutie Ruskej federácie od medzinárodného finančného systému.

Vene Föderatsioon on viimase kuu aja jooksul hoidnud agressiivse surve all kogu Euroopat. Enam kui 100 000 sõduri toomine Ukraina piiridele ning Venemaa poolt okupeeritud Ukraina aladele on märk sellest, et edasine sõjaline agressioon on president Putini jaoks igal juhul ühena valikust laual.

Ei tasu ennast petta kaitseminister Šoigu avaldusega, et õppused on läbi ja üksused naasevad oma baasidesse. Oluline õppetund on, mille tunnistajaks me olime – see näitab, kui kiiresti ja millises mahus on Venemaa võimeline liigutama oma üksuseid piiridele. Venemaa tegevus laiemalt on naabruskonnas aktiivne ja imperialistlikest huvidest lähtuv. Olgu siinkohal näiteks olukord Moldaavias või Georgias.

Hiljuti selgunud info Vene Föderatsiooni sõjaväeluure GRU seotuse kohta laskemoonalao plahvatuste korraldamisega 2014. aastal Euroopa Liidu liikmesriigi Tšehhi territooriumil on järjekordne näide sellest, et Venemaa peab demokraatliku lääne vastu varjatud sõda. Sõnade asemel on aeg konkreetseteks tegudeks. Selleks, et näidata solidaarsust meie tšehhi sõpradega, on mitmed Euroopa Liidu liikmesriigid võtnud kuulda üleskutset saata välja Vene Föderatsiooni diplomaate. Täna edastasin koos paljude kolleegidega teile pöördumise teha nõukogule ettepanek Euroopa Liidu juurde akrediteeritud Vene diplomaatide väljasaatmiseks. Loodan väga, et võtate selle töösse ja Euroopa Liit näitab solidaarsust ühe oma liikmesriigiga, kes langes Venemaa kuritegeliku ründe ohvriks.

  Tom Vandenkendelaere (PPE). – Voorzitter, hoge vertegenwoordiger, geachte collega's, in het debat dat in februari aan onze relaties met Rusland werd gewijd – in uw aanwezigheid, mijnheer de hoge vertegenwoordiger – heb ik gezegd dat de Unie eensgezind en vastberaden moet optreden wanneer onze fundamentele waarden worden bedreigd, maar ook oog moet blijven hebben voor de behoefte aan samenwerking in strategische dossiers. Dialoog indien mogelijk, maatregelen – sancties, zeg maar – indien nodig. Dat is vandaag niet anders, hoewel de ontwikkeling in onze relatie sindsdien niet minder verontrustend is geworden.

Inderdaad, er is helaas geen enkele reden om vandaag de dialoog met Rusland op te zoeken. Onderdrukking van de oppositie geeft duidelijk aan hoe erg het verval is van de democratie en de rechtsstaat. Agressie tegenover Oekraïne en andere landen uit de nabuurschapsregio wordt niet eens meer verhuld en neemt gestaag toe. Ook de relatie met de EU en haar lidstaten zelf gaat er – zacht uitgedrukt – op achteruit, met Tsjechië als pijnlijk voorbeeld enkele dagen geleden.

Hierover zou ik twee opmerkingen willen maken.

Ten eerste, dat de EU er alle belang bij heeft om eensgezind, of eensgezinder, en assertief, of assertiever, op te treden, met inbegrip van meer sancties indien nodig, en dat het signaal van de Raad Buitenlandse Zaken van vorige week, mijnheer de vertegenwoordiger, in dit opzicht alvast te zwak was. Om deze redenen heb ik mij ook aangesloten bij een oproep om u een voorstel te laten doen om diplomaten van de Russische vertegenwoordiging bij de EU uit te wijzen.

Ten tweede, dat de veiligheid tegen externe dreigingen veel meer dan een maatschappelijke behoefte is en dat we een eigentijdse en wendbare NAVO nodig hebben voor ons internationaal veiligheidsbeleid.

  Γεώργιος Κύρτσος (PPE). – Κυρία Πρόεδρε, η επεκτατική εξωτερική πολιτική και ο εθνικισμός χρησιμοποιούνται από το καθεστώς Putin για τη συσπείρωση της ρωσικής κοινής γνώμης και τον έλεγχο των πολιτικών εξελίξεων. Στην Ευρωπαϊκή Ένωση, περισσότερες κυβερνήσεις ανησυχούν για την πολιτική της Μόσχας και λιγότερες για την πολιτική της Άγκυρας. Έφτασε η ώρα να ανησυχήσουμε όλοι μαζί το ίδιο και για τις δύο και —κυρίως— να αντιδράσουμε για να βάλουμε τις σχέσεις μας στο σωστό πλαίσιο. Είναι γνωστό ότι προτιμούμε την οικονομική διπλωματία, αλλά αυτή δεν αρκεί όταν βρισκόμαστε αντιμέτωποι με σκληρά και αποφασισμένα καθεστώτα. Δεν μπορούμε να αγνοήσουμε τη γεωγραφία, ούτε την ανάγκη προωθημένης οικονομικής συνεργασίας. Από την άλλη, είναι λάθος να προβάλλουμε μία εικόνα ευρωπαϊκής αδυναμίας, διότι καταλήγουμε έτσι να ενθαρρύνουμε αυτούς που θέλουμε να συγκρατήσουμε. Πρέπει να είμαστε ενωμένοι και αποφασισμένοι απέναντι στις προκλήσεις· κοντά στον πρόεδρο Biden, ο οποίος στηρίζεται σε αρχές και αξίες και θέλει τη συνεργασία με την Ευρωπαϊκή Ένωση. Να αναλάβουμε περισσότερες ευθύνες, ενισχύοντας την αυτονομία μας στα πλαίσια του ΝΑΤΟ. Αυτή πρέπει να είναι η απάντησή μας στον Putin.

  Josep Borrell Fontelles, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy. – Madam President, I wish to thank the Members very much for all these considerations. As you can understand it is difficult to answer 65 interventions one by one, but I will try to go on the main lines of the approach to Russia.

To start with, let me tell you that just now I got the news that Russia has expelled, some moments ago, seven diplomats from Slovakia, Estonia, Latvia and Lithuania. Maybe they were listening to this debate and they took some measures about it. So, as you see, the confrontation continues.

I’d like to try to answer some specific issues raised, but at the same time to go a little bit above and to have a look at the general approach that we have to follow with Russia in the coming new geopolitical landscape.

After listening to all of you, I think that we agree – or most of you agree – on the fact that we are going to face a long hard period of political confrontation with Russia, and we must prepare for that. I think this is an undeniable reality because Russia now is convinced that its confrontation with Europe, in general with the West – Europe, the United States – is the surest way to reinforce the legitimacy of Russian power. Have a look at the speech by President Putin the last day, his message to the nation in the Duma, have a look at the part related to foreign policy, and you will see clearly how it is the way I am saying, that the confrontation with the West is part of the reinforcement of their legitimacy towards the interior.

On the other hand, it says that the defence of human rights, or when we require them about human rights issues, for them is an existential threat. And when I went to Moscow I explained clearly in front of them that, sorry, you signed the Convention on Human Rights of the Council of Europe, and we too are partners in this Convention and we have the right to analyse and follow how you fulfil this obligation that you signed. But for them it is an existential threat because it is a regime with a very weak economic performance, mediocre I would say, and the prospects for them are not good.

Climate change and the answer to climate change, especially coming from us with our climate plans, will make it more difficult. Yes, they have strong military power and they use it and they deploy it when needed – Syria, even Libya, the Caucasus – and they have a real technological potential, but economically speaking Russia is the size of Italy, not much more than Spain.

They have also the energy weapon. Many of you have been talking about it, relating to Nord Stream. I will say something about it. It’s very much present in the relationship between Russia and Europe, the energy question, and it plays an important role for their future because Russia is,

The Green Deal, as I was saying, will increase these problems. This is why the Russian power is engaged in a spiral in which internal repression plays an important role. With respect to Belarus, have a look at the recent visit of Lukashenko to Moscow and you will learn about the relationship between Moscow and Belarus. I don’t want to use words that can create alarm, but it’s clear that the main lesson that we can take about the situation in Belarus comes from the visit of Lukashenko to Moscow.

About Ukraine. Russia is not only aiming and increasing its military intimidation – not only military intimidation – but at the political level is moving further saying that the Ukrainian conflict, and many of you have been mentioning it, does not concern Russia: ‘Oh my God, what do we have to do with the Ukrainian conflict?’ Even more, that the Minsk Agreement was just a signature to look for a temporary solution, and it is nothing more than that. This is something that Moscow is starting to say openly, and they present themselves as a mediator in a conflict in which they are not part.

All in all, it creates a dynamic and Russia is probably engaging on the way of a strategic alliance with China with three objectives in mind. First, to reduce its technological and economic dependency on the West. If you talk with the European firms which are investing in Russia, they will tell you that Russian technology standards and the Chinese technology standards are winning the battle, more and more. It is the Chinese technology which is taking the market, against us.

Even if this leaning towards China will eventually make Russia dependent on this big country, for them they need an alternative to look for outlets in terms of energy. Here we are not buying so much amounts of gas and oil. Who will buy it? There’s no one else big enough to replace us. Yes, there is a lot of infrastructure to be built in order to transport this energy, but this alliance with Beijing is, among other things, a way of looking for someone else interested in burning gas and oil from Russia.

This alliance with Beijing will profoundly modify the international language on human rights and favour a division of international relations which would have considerable implications in particular for the management of the net and energy policy, world energy policy, the geopolitics of energy. This is something that we have to keep in mind when we talk about our relations with Russia. We want to understand really what is at stake.

Mr Putin has been saying clearly that they are officially recognising the use of instruments of asymmetric action. And we know very well how these asymmetric actions are being performed – for espionage and cyber—attacks and to support ultra—conservative forces and practise disinformation.

This is the landscape, and in face of this landscape we have no other solution than to stick to the line that I propose and sensitise on using these three verbs that I would like to repeat as many times as needed in order to create a certain way of understanding the problem: to contain, to push back and engage. To push back and prevent Russia from crossing red lines, especially when the sovereignty of European states are at stake. We have seen this recently about the Czech Republic. Contain – we must support all of those who are the object of Russian pressure and, I think, particularly countries in the Eastern Partnership.

But this doesn’t prevent us from having to engage, which is the third pillar, because Russia exists and there are files and ways, and we have an interest to work with it – on Iran, and now on climate change. By the way, listen to the leaks, about the conversation with the Iranian Minister Zarif. While it appears clear that Russia was trying to put obstacles to the negotiations on the JCPOA, trying to prevent agreement to be reached. Listen to these leaks. They are very, very clear about what happened at that time, but that can also happen now. But we have to count on Russia about the Iranian nuclear deal. It’s part of it.

But this strategy of pushing back, containing and engaging will only succeed if we fulfil two essential conditions. The first one is that Member States remain solidly united and avoid free riding on Moscow when Moscow tries to divide us. Only if Member States take a firm position when they come to Brussels and go back to their capitals, we will be able to face Russia.

And Mr Bütikofer has said that, and I agree with him when he says it is in the capitals where we can have a stronger responsibility about policy towards Russia. Because we, the European Union, we tried to build a common foreign policy but for a policy, like it or not, remains according to the Treaty, an exclusive competence of the Member States. And the fact that you here, the European Parliament, talk with me, the High Representative, about how to deal with Russia doesn’t make you severe the basic principle of the foreign policy belonging to the Member States and have to make them agree. And if they don’t agree then we don't have a policy. Thank you to Mr Bütikofer for remembering that at the end we have to look also to the Member States, it means to the governments of the countries that you represent here. If they take a firm position in Brussels and then they go back to their capitals and forget about their commitments and to free riding on the relationship with Russia, it’s very difficult to have a common policy, and if we don’t have a common policy then the European Union doesn’t have the tools in order to do the job that you’re asking me to do. And this has some relationship for sure with Nord Stream that has been mentioned here several times.

The second condition, and I want to stress it also, is that the countries of the Eastern Partnership, which we help to face the Russian pressure, must imperatively reform themselves. They need to use our help and our support, not as a rent but as an instrument for more internal reforms. Yes, they are suffering under Russian pressure. The best way of facing this pressure is reforming, becoming fully democratic countries in order to build an economic prosperity and a coherent society. In freedom. With our support. It is the best way of supporting the Russian pressure and it is why we have to condition our support, big support. I don’t know, I don’t think they don’t deserve it, but as always, this support has to produce results, and we have to be very much exigent in order to be sure that our policy of supporting is well-oriented to the results that we require and for sure they pay require also.

Some details, questions like the use of Swift. Well, Swift is an international organisation, a private international organisation, in which the European Union has no power. We should be together with a lot of other people in order to be able to influence the decision about Swift.

Sanctions: sanctions to the oligarchs. I would like very much to have a reason that can be legally supported, but our instruments, the last one – the human rights instrument that we approved and that we have been using for the first time against Russia and China – doesn’t consider corruption among one of the reasons to be employed. Sorry, that’s what we have approved.

And about Nord Stream, that many of you have been mentioning. Yes, it’s a controversial infrastructure. And the European Commission has already said that this infrastructure does not lead to diversify the energy sources of the European Union, which is one of the objectives of our Energy Union. But this is a private endeavour. The European Union does not have the means and tools to decide what to do with Nord Stream 2. It is a matter of private firms and it is a matter for the Germans.

But we can do, when Nord Stream starts operating, if it does, is to require that it will be working in a non-discriminatory and in a transparent way with an adequate degree of regulatory oversight in line with the key principles of international and European Union energy law.

I want to remind you that the Gas Directive that entered into force a couple of years ago in May 2019 gives the Union the competence to apply the European Union energy law on interconnection from third countries. And it is what we are going to do. But at the same time, don’t ask me to support the American sanctions against the firms that are building Nord Stream 2. I am against extraterritorial sanctions imposed by the United States – everywhere. I cannot not be depending on the colour of the people affected to be in favour or against it. You have to keep coherence.

Well, these are some reflections about what you have been saying during this long exchange of views. To summarise, we must continue refuting Russia’s attempt to portray itself as a mediator in Ukraine and we must continue passing strong messages about the three issues that we have been discussing today.

With regard to the Navalny case, let me say that there is a place in which we can do something. It is the Council of Europe. In the Council of Europe something can be done, more than here. The European Union members are members of the Council of Europe and nobody has been going to the Strasbourg Court of Human Rights, nobody as often as Navalny. And rarely has this system of collective human rights protection been as modest on the answer. And that’s important to take into consideration, because Navalny went to the court 20 times. He has been detained 10 months in house arrest, twice sentenced for corruption in fake trials, and every time the European Court of Human Rights had been ruling in his favour. He has been attacked three times, the last one with Novichok. And no real action has been taken. And I think that the Council of Europe could do more, because this is a democratic place where democracies sit around – Russia is part of this assembly. And I think that clear decisions from the European Court of Human Rights can help to face this problem: the issue of Mr Navalny.

Well, we will have to continue talking about Russia. I want to insist that the word ‘engage’ is part of these three verbs, and we have a lot of work to do in order to create unity among us to impose reforms in the eastern border countries and to maintain with Russia the dialogue needed in order to work together on issues on which we need to work together. I don’t have any kind of interest in escalating against Russia. We don’t need to escalate; we need just to keep firm in defending our principles using the tools and means that we have.

But please, look for solutions in the Member State capitals. Don’t believe that everything can be decided here by me, by the European Commission or by the European Parliament, because foreign policy is something that today is still a matter for the Member States. Help me to build a common foreign policy towards Russia.

  Adam Bielan (ECR), na piśmie. – Wyrażam swoje zadowolenie, że dzisiejsza debata trafiła na naszą agendę i skupia się na czterech niedawnych, nieprzyjaznych działaniach ze strony putinowskiej Rosji: „uciszeniu” przywódcy opozycji Aleksieja Nawalnego, wojnie przeciwko Ukrainie, sabotażowi w składzie amunicji Vrbetice w Czechach oraz dalszej budowie Nord Stream 2.

Jednak to nie nasze słowa, a czyny są tutaj najważniejsze. Budzący od wielu lat kontrowersje, biegnący przez Morze Bałtyckie do Niemiec 1200-kilometrowy gazociąg Nord Stream 2 o wartości 10 miliardów euro, nadal jest budowany. Dzieje się tak pomimo gwałtownego sprzeciwu ze strony wielu państw członkowskich i Stanów Zjednoczonych, wynikającego z faktu, że inwestycja ta umożliwia Rosji zwiększenie wpływów politycznych i gospodarczych. Przyszedł czas na podjęcie przez Unię Europejską zdecydowanych działań na rzecz zwiększenia zdolności zapobiegania zagrożeniom hybrydowym płynącym z Rosji w takich obszarach jak terroryzm państwowy, cyberataki, dezinformacja czy bezpieczeństwo energetyczne, a także na skuteczne działania zatrzymujące realizację projektu Nord Stream 2.

Niepokojąca jest również eskalacja napięć spowodowana prowokacyjnymi ruchami wojsk rosyjskich w pobliżu granic z Ukrainą. Przeciwdziałanie agresji Rosji jest kluczowe dla bezpieczeństwa Unii, dlatego apeluję o konkretne działania ze strony państw członkowskich, ESDZ i międzynarodowych instytucji.

  Kinga Gál (NI), írásban. – A közép- és kelet-európai térségben komoly feszültségek lettek úrrá az utóbbi hetekben, amelyek kihatással vannak régiónk stabilitására és uniós állampolgáraink biztonságérzetére. Így a csehországi események kapcsán – összhangban a visegrádi államok által elfogadott hétfői nyilatkozattal – ki szeretném fejezni szolidaritásomat Csehország felé. Az ukrán–orosz-határon történő csapatösszevonások megnövelték a térségben a feszültséget. Ukrajna szuverenitása és területi integritása mellett ki kell határozottan állnunk. Mindnyájunk elsődleges célja és érdeke kell, hogy legyen térségünk és szomszédságunk biztonságának és egyensúlyának megőrzése. Ezért együtt kell működnünk az ellentétek békés úton történő rendezésében, ami csakis párbeszéd és tárgyalás útján valósulhat meg, ez pedig az Európai Unió legfontosabb külpolitikai eszköze. Megértjük Ukrajna nehéz helyzetét, és ezért örülök, hogy a magyar kormány is számtalan eszközzel igyekszik konkrét segítséget nyújtani. Ugyanakkor Ukrajnának tiszteletben kell tartania a nemzeti kisebbségi, köztük a magyar közösség jogait, hiszen ezen kisebbségek csak így érezhetik magukat teljes jogú polgárként otthon a hazájukban. Aggodalomra ad okot Alekszej Navalnij orosz ellenzéki politikus romló állapota a büntetőtáborban, egészségének és biztonságának garantálása a hatóságok felelőssége. Mihamarabb meg kell történnie – a teljes átláthatóság biztosításával – az ellene elkövetett gyilkossági kísérlet átfogó kivizsgálatának.

  Christine Schneider (PPE), schriftlich. – Ich stimme mit den Ausführungen des Hohen Vertreters überein. Die russischen Truppenbewegungen an der russisch—ukrainischen Grenze sind zutiefst beunruhigend. Die Truppenstärke von über 100 000 Mann zeigt klar, dass dabei nicht defensive Absichten vorherrschen. Unsere gemeinsame europäische Pflicht ist die Unterstützung der Ukraine, die das Recht auf individuelle und kollektive Selbstverteidigung nach Artikel 51 der UN—Charta hat. Ich begrüße daher jede Lieferung von defensiven Waffen, die die ukrainischen Streitkräfte für den Verteidigungsfall besser ausrüstet. Verurteilenswert sind ebenso die zahlreichen Verhaftungen friedlicher Demonstranten in Russland, die Inhaftierung von Alexei Nawalny, der nach wie vor rechtswidrig vom russischen Staat festgehalten wird.

  Ramona Strugariu (Renew), in writing. – Our joint resolution condemns in the strongest terms the unlawful and inhumane detention of Alexei Navalny, the military build—up on the border with Ukraine and around the occupied Crimea, as well as the activities aimed at destabilising and threatening EU Member States, such as the explosion of the arms depot at Vrbětice in the Czech Republic. We should also address, equally forcefully, the situation of media freedom and free speech in the Russian Federation. The relentless drive towards autocracy is not the answer for a better life and a stronger state. Ruthlessly repressing any dissenting voices is certainly not a way to exercise power. As Europeans, we should react strongly when any regime tries to crush independent voices fighting for truth and denouncing the pervasive corruption of the system. One such voice is OCCRP—affiliated investigative journalist Roman Anin, who was detained and interrogated by the FSB and whose devices and documents have been seized. Such attacks on the freedom of the press cannot be tolerated. We call on the Russian authorities to respect the freedom of the media and to cease any harassment and pressure on the independent media, including regarding Roman Anin.

  Mihai Tudose (S&D), în scris. – Discutăm, în mod repetat și punctual, relația tot mai tensionată a UE cu Rusia, adoptăm sancțiuni după sancțiuni, expulzăm diplomați sau așa-ziși diplomați, facem periodic schimb de „amabilități” cu marele vecin de la răsărit, încropim instrumente de reacție la campaniile sale de dezinformare și ne încruntăm la mișcările de trupe de la frontierele, de facto amputate, ale Ucrainei, dar nu avem, încă, o strategie europeană pentru relația cu Rusia.

O strategie ar însemna ca Înaltul Reprezentant pentru Politică Externă să nu mai expună UE unor situații umilitoare, nici ca unele state membre să se înghesuie să joace rolul de cal troian, nici ca unele capitale europene să întindă mâna pentru a căpăta un vaccin neaprobat încă de Agenția Europeană a Medicamentului ori ca alte cancelarii să își vadă de interesul propriu al aprovizionării, în condiții avantajoase, cu gaz rusesc, prin NordStream 2, în ciuda avertismentelor SUA și ale țărilor din Flancul Estic asupra riscurilor nu doar economice, dar mai ales în materie de securitate.

Această dezbatere este, din păcate, doar un mod de aflare în treabă. Nu este asta, însă, suficient pentru a servi drept paravan jocului individual și egoist al unor state din UE în relația proprie cu Rusia?
